that's the bathroom core [Music] of the screening room but there are bathrooms in the Michigan Theater there are a few it is not code compliant not accessible or I mean they're not compliant for quantity or both it's not accessible because they're on the second floor and there's no elevator that's what the Cadillac building is serving now so we cannot we cannot tear down the Cadillac building until the mission until the 6 30 restrooms are available um and then we will increase the so all right so let me ask this since all of this is is everything is contingent on everything else in this project so suppose that suppose the 630 bathrooms weren't fully completed in one form or another but there was a way to create a passageway from the screening room through the 630 building to the exterior since this is all a temporary situation right the bathrooms aren't completed just yet because it's a temporary situation the I don't know how you how you achieve the accessibility issue but that hasn't been an issue apparently for the existing Michigan Theater so I'm asking is there some way that the timing of the completion of 6 30 could be structured in a way that you could get a direct passageway to the exterior I think you could come through those double doors come into the Michigan Theater Lobby create a corridor directly into the 630 building that's fire rated for exit passageway and then you'd exit through those restrooms and we just need an access door into that corridor from the Michigan Theater so people could use the restrooms or get to the use the restrooms that can be completed until you know you can get the full switch over to make to make the screening room code compliant for egress the 630 restrooms will be complete before we start the foundations of 616.

this is saying that it improves access to mental health care so insurance companies are going to require um or i'm sorry requires insurance companies to cover mental health instruction and treatment costs like they would any annual physical so our counselor and our partner agencies are going to be offering free tiered services for all of our students our educators and our families and the last one is the mental health instruction that was established in fall of 2021 this is requiring health education instruction to include evidence-based social emotional learning instruction and our counselors again are going to partner with agencies to provide that sel instruction through various means so this is our suicide prevention tiered approach on the theme of resilience we want to be vigilant in our efforts to provide the best training and education as possible so like i said before we're going to start with our staff we're going to provide suicide prevention intervention postvention resources to help the school staff be prepared and recognize students that are at risk this allows us to intervene effectively it provides referrals to parents and guardians we're better equipped to respond to any crisis that may happen in our district community so we're currently reviewing different trainings that are practical for the school setting and that's best for our district we're maximizing our efforts to train the appropriate individuals that can assist with crisis as well so we're looking at training all our staff as soon as possible we're looking at an all staff some staff and few staff tiered approach so we've reviewed several programs that are safety starter programs for all of our staff these this is where they're learning um having awareness of suicide by being able to identify acknowledging personal reality of suicide and learning those signs identifying the the students at risk and referring to the appropriate resources so while legislation requires sixth through twelfth grade educators to be trained we're going to be training all of our staff we we think this makes a statement that our district is committed to devoting time and resources to suicide prevention this is super important to us and this is how we plan to differentiate for the needs of everyone the sum staff we are looking at a program called safe talk this is a safety connector program where staff will be engaged in recognizing and learning to understand the warning sides to ideation we are going to be training our general administration team which is comprised of all administrators across our district we're also going to be using a program called more than sad this is also a safety connector program and we're going to be training our psychologists and our counselors in this program what's special about this program is they have a train the trainer program so our goal is that the psychologists and the counselors will be trained and then they're going to be able to train the staff at the sites so it would be more efficient to do that so we'll get our psychologists and counselors trained on this and then they're going to be able to roll out this program for all our staff this year and to train few of our staff we're also reviewing training programs that will best equip our crisis team so right now we've vetted a program called applied suicide intervention skills training or assist this is going to be for our crisis team members it's an intervention program provider program so they're going to be able to recognize when students are at risk they're going to be working with the students to create a plan they're going to support them for any immediate safety or if they end up having to leave school for whatever reason to get some help when they return to school we're going to be able to support them also so this this training is is going to be for few of our staff so as you can see we're taking a true comprehensive approach to this to be sure that we're providing for the unique needs of our district community and lastly here's some potential resources that we are reviewing and one of the things since coming back to higley i've connected with additional resources and we've been reviewing them to ensure they are connected with our strategic plan and we've been deciding how to bring those community resources back to support the work that we already do every single day in our district so these are just a few of the community partners that have been providing us resources and that we're vetting right now through our process to make sure it works well for us so i've been working very closely with these agencies to help begin to broaden those resources that we have in our disposal here and really to do the best the very best for our students and the community and with that anybody have any questions mrs wilson um i heard you say about jake's law and that allows more mental health more people access to mental health and that requires the insurance companies to pay for it correct correct um we heard in the fall or spring of last year how many parents came in and said that they could not get their kids into counseling there was no way to there wasn't enough counselors for their children what is the legislators doing about that to get more counselors trained because i think that may be more of the problem than anything sorry yeah yeah sorry dr foley i think it might be a you question but i don't know that it's an i think it might be a legislator question more than anything president kaler uh president caleb board member wilson this has actually been one of the things i have sat on several state committees and while they were identifying additional ester funding one of the challenges was all of us were looking for these kind of resources the their where the the state in the system realizes the importance of of creating quality resources and vetting them one of the things that we found was also that overnight all of these abc come learn with me social emotional learning or resources were created that may or may not be at the level or caliber that that we would want to utilize as a system obviously the state is aware of this and i think are putting additional funding toward this the ade at the time was talking about actually creating a vetted list themselves but they too are finding that there is a supply and demand and so while the insurance will cover it you may be looking in for multiple multiple wait time in order to get these resources one of the things that dena has done a really nice job on is networking with she she she and her multiple roles both when she was here before in hindi when she left tigley and came back has established partnerships and relationships with essential resources across the state and her knowledge with those allows us to pick up where she's left off and and make connections faster so that we can do a better job of helping provide to our families the vetted lists of the quality resources that exist out there rather than just anything that pops up now granted um there may be wait times but we have more resources at our disposal that are high quality with partnering with these resources partnerships and with having these people than ever before i will tell you that i could not be more proud of the work i mean uh dina started march 28th of this year she came in and a lot of work was already happening with mr walker but having two people dedicated working toward a lot of momentum happened here and you've been reading about it we've been providing you updates on it but as you can see we've exponentially we had some things we are now far more prepared and better and more comprehensive than we had been before thank you mrs schultz um i have a question about you there's nine counselors i mean excuse me three counselors for the nine schools can you just tell me how that split up or how um how the are they going to be at certain days or how that works as far as president kaler board member schultz thank you for that question so we have the um the three counselors that are split three schools each and right now um i had the opportunity to meet with one of the counselors with the admin team of their schools and we we came up with different ideas of how to do it so right now we're trying to see what would be best where i would like them all three of the counselors the month of august to be able to spend as much time as possible at each of the schools and just get to know the kids and get to know the families the educators so we're in the process right now of kind of figuring out how that would work i have done that in the past here in igle and it is difficult to to balance more than one school so having that experience i can be able to talk with them and see what worked what doesn't work and and how we can move forward with that president caleb board member schultz the other thing that we have is yes you have three who are dedicated but you also now have a district person who can also assist and you have a behavior specialist who can also assist so you can begin to triage so you begin to learn your schools and then you begin to utilize your internal resources to where you need them most um sometimes you're again going back to that pyramid of intervention sometimes we're providing it sometimes where we're using our community partners and sometimes we're escalating it up as we need to but we're we now have we now have an arsenal of resources and individuals to do that going into this year that we didn't have prior so that is huge and to add to that um so i had told the administrators that i am also like she said available to do that so each school knows that they have two counselors so i'm going to be also going with them and assisting any kind of crisis or any issues that they have awesome i think this is great and i i love that we're training um k through six as well um the training how long do you anticipate it taking as far as i know we're training training trainers trainers are training others but what does that look like uh yes president taylor board member schultz um i know that mr walker and i are working on that right now we do have some dates set for the general administration team to be trained i think it's the 23rd of august and then that afternoon our psychologists and counselors are going to be trained in that that more than sad train the trainer program so um from there you know we'll we'll figure out with the uh wednesday pd schedule of when we can get um this training in for all of our staff perfect i'm guessing in status or something there'll be updates as far as the training goes and everything good okay and this is great so thank you go ahead mrs wilson mr schultz we shot thank you um are we thinking about our preschool at all uh thank you president kaler uh board member wilson so we are looking at a program with southwest human development that i have up there um there's a program that they have called smart support where they have a consultant come in and meet with the educators so they right now they're actually working with several of our elementary schools to bring in that resiliency that we had talked about so yesterday gateway point did a had they had a presentation on self-care i know that they're going to be working with hta power and centennial as well in the upcoming months but we do have a component where they can go into the preschools so right now miss gleeson is working with southwest human development to get that type of smart support into the preschool it's a different kind of consultation so but they are going to be working with that president keller board member wilson it's important to remember that esther funding can only be used for those grade levels in which the state funds and as you know the state only funds a half day of kindergarten and not preschool so the thing we utilize the resources that we have to support those and yet we can't utilize the state funding to fund positions for a grade level that the state does not fund thank you i've worked with a lot with southwest human development in the past is that program do they provide that free to or is that a program that we'd have to pay for for the preschool i'm sorry i didn't hear you the program that you're talking about partnering with southwest human development then was that is that something they provide for free i can't remember i've worked with them in the past but it's been a couple of years you said pre preschool the preschool do they provide that they do have um a um component of preschool it's just not the same smart support that we are using right now with our elementary schools right and is it they provide it to you they would provide it to us free or is that something we have to do okay okay perfect thank you president kaler go ahead mrs schultz we're our preschools are also part of a quality first program and smart support comes with quality first but miss morgan i learned of a new program just today that southwest human development is doing and it's called u3 and it is very interesting for for the preschool piece because they work with the teachers on um how to deal with trauma impacted children so um i'll keep you updated on that yes thank you board members i'm definitely interested in learning more about that it is a brand new program through southwest human development i was the first one to meet with them this morning so i'll keep you updated on it but it sounds very interesting and again that's another program that comes with through quality first so president kaler i did when i visited preschool today miss gleason let us know she's working with ade with that pyramid program so you might elaborate a little bit on that well i haven't had a chance to talk with her about that but she did let me know that she when we were at the admin retreat that she had something lined up so i'm excited to talk with her about that so she's going to be working with them on friday and that is free through the arizona department of education so it's exciting because we are getting more support than we've had in the past and that smart support really supports the educators which is what we heard last year specifically from the preschools that they wanted so smart support is really amazing to work with the teachers because they'll come in and they'll observe the class and then they will help guide the teacher on different things on how to approach different issues and and things so president kaler members of board i i would be you know happy to invite you guys to the next time that um her name is anna marie is at one of the schools and you can see the work that she does because she i i was there yesterday at gateway point it was amazing it was really a great program that she does and it was on self-care like i said for the educators and it was really good i can't applaud this enough um being an educator there's so much feeling of helplessness in the classroom whenever you have students in front of you that um either very vocally or very expressively show that they're hurting or they're not and you just don't know what to do and it's just been sent to the counselors and to the nurse and you're just left feeling like you haven't done what you needed so i i'm very excited for this and i i applaud you for getting this going and i look forward and i understand you said if i heard this correctly that the status updates will have the training or will we get anything beyond that just as far as how the program is working as well will that be status or would that be another update president keller board member anderson will probably be both because as you know this is directly connected to our strategic plan it is one of our focus areas for this year so i will i can assure you you will be getting summaries and additional updates as we progress throughout the year and roll out the plans that we have implemented as this is one of those things that we've identified goals and indicators that we're working toward and we'll be providing updates all year long wonderful thank you thank you miss morgan thank you for your time totally oh wait i'm not done sorry she was like oh i'm done would you say i said you're not done yet i'm not done yet okay go ahead she's all shucks no i too appreciate that we are training all of our students i mean all of our staff and including that kay um i did have a an attempt come to me just a couple weeks ago and she was only 11 years old and so that just i mean every attempt breaks my heart but that young so we definitely need that training for all of our teachers and i so appreciate that um this has been a long time coming for our district um i think christine and i kind of started years ago kind of knocking on the door and just knocking down the door knocking on the door and thank you to dr foley coming in and and making this amazing team um under her that is actually paying attention to all the things that i think some of us up here have been um wanting our crisis team i know you will put that together in an amazing way i think sometimes when we think of crisis we just kind of rush and send people over and it's not quite the right fit for the situation and the kids don't want to talk to that person because it's this total stranger but i know with your expertise putting that team together will be awesome the other thing i heard was just this re-entry plan is so crucial for these kids they leave for maybe weeks at a time maybe months at a time and then they want to come back to some sort of place that they can still feel safe and that is so crucial so all these things that you've mentioned i have goosebumps right now because i just know this is something that i personally have wanted more for our district and it's finally coming to fruition so thank you thank you thank you thank you guys i appreciate it okay all right now you can go she's like i'm out of here no you're done thank you i snorted all right here we go you have to have fun sometimes too next up we have mr lotzenheiser is going to introduce our next presentation on the higley virtual academy update ready yeah president kaler members of the board very excited to come to you tonight with an update on our higley virtual academy this has been a quite a process over the last year year and a half as we've grown this program and so tonight what we're going to do is we're going to talk about how we did build the school we're going to talk about and remind you about the elementary and secondary models that we're currently using we'll talk to you a little bit about where enrollments are currently as we're as well as where they were in the past mr dolan is going to explain some of the successes and some of the challenge it is to starting a virtual school from the ground up and then we'll talk about next steps and different things that we're adding for next year so if you remember there was a big need a couple years ago 2020 for us to have our own online alternative program for as opposed to in-person learning what we were finding is that we were having students within our district that were leaving our district because we did not provide an online academy like some of our surrounding districts did there was a presentation given to the governing board two years ago that talked about how many students were leaving to gain credits and different ideas in these districts and so the goal was to let's bring this back and have something for higley so we can provide that opportunity for our families got very much accelerated because of the pandemic and because of needs from our our families but we had already started that process it's called an accredited online institution so if you hear the words aoi that's what it means everybody forgets but that's what it is through the arizona department of education and so we need to give a shout out to our student information system department and our research and assessment particularly lori collins and brian campbell as they helped combine they gave us the data and helped build this aoi application so that we got approved to start this once again we we came to the governing board and said we need a curriculum for an online so we looked at the florida virtual curriculum as it was implemented um during that process we were able to hire a planning principle and the start of that mr dolan is here today as the principal of the program and then we had physical space at power ranch because while everything can be virtually we still need teachers to have the materials that they need and have a central location as well as this important factor that we do within our high schools have proctored final exams and so we had to have a location where kids came in so they can take their finals in person so we planned all of that we jumped in and we opened last year so what i'm going to do right now is i'm going to turn it over to mr dolan he's going to go through the models with you the enrollment successes and challenges and help explain basically what's happened within the last year and how we've gotten to where we are with higley virtual academy uh president kaler gordon thank you so much for allowing me to talk to you uh just a kudos to you and i know mr lotsa i was talking about this idea of coming out with a online programs you know i know it takes a lot for you guys to even say hey we're gonna do it it's it's not going to love the speakers but we're still recording it's uh i know that it it takes a lot to get it done and i appreciate you guys willingness to try and i think that you'll see some successes and again like i said some challenges but uh we'll go through that with you uh so our elementary the way our elementary is set up is it's synchronous learning so they meet with their teachers uh on a daily basis each one of my teachers we have set up where they have what they call a morning meeting every teacher teaches more than one grade so all of their kids will meet them in the morning from about eight o'clock till about 8 15. then they start to break down curriculum and the way my teachers set it up is they have they supplement the florida virtual curriculum so if my kindergarten teacher is meeting with kindergarten at 8 30 her first and second grade kids are now working on florida virtual so when they come back she can give them stuff that's either going to reteach or pre-teach some of the the materials they give them work on math science english and social studies the way math and english work is daily every single day english and social studies they kind of break into units so depending on the teacher sometimes it is a unit or a week of social studies and then a unit or week of science but they try to again blend it back into when it comes to our writing etc back into our english curriculums um they are full-time salary teachers uh and besides core instruction what all of my teachers have done too is they've added some clubs so my third fourth grade teacher she had some kids who said hey i want to have a spanish club so they had a spanish club we had a gaming club uh my k through uh i guess two they did uh some some games online uh simple uh where uh through some some platforms they had and then my fifth and sixth grade teacher uh she opened up to uh i i don't know how would i uh e e e sports e-games and stuff like that so uh all of my k-6 teachers tried to even though kids weren't necessarily in front of them tried to engage them outside of the classroom secondary model the secondary model is asynchronous learning so there are no live lessons it provides some flexibility but also provides some challenges for some kids so when you look back to hey we are reacting to say covid or opportunities like that for some kids who went online this model definitely was a struggle for them but the the kids that choose to to do it for the right reasons it works for them they're independent learners uh they enjoy the flexibility we have certainly have on the seven through twelve level we have kids that are concurrent so they go to go to school and they come to us but also there are kids that are full-time online the flexibility piece i think is great especially for a 9-12 you get that kid who works and would love to get out at 10 o'clock they now can get out at 10 o'clock go to work and and still get their work done our seventh and eighth grade is not they they are full-time they don't have the opportunities to uh kind of go back and forth and i know part of that being a middle school principal is the ability to set that up would be very very difficult and also it's travel you know for kids um [Music] my teachers they get paid they are teachers from campuses so uh i have a math teacher say from williamsfield she will teach algebra 1 in person and her responsibilities are office hours with kids twice a week and then just like any other teacher that's in person she will respond to emails between 24 and 36 hours what my teachers found out i had asked them to create office hours and they told me well john i sit in an office for 30 minutes and no kids show up what works better for them is the kid who sends the email and says i'm struggling and they say can you meet tomorrow at 10 o'clock so timing wise it would be difficult to say you know whether they meet an hour with kids per week two hours it really depends on the class but they found that that's worked better for them and i'm completely okay with that i think that's it from there okay elementary enrollment so we began in the fall of 2021 at 70 students in the spring we had numerous kids go back some parents felt they were a little bit more comfortable with their kids going back and currently if you look we were at 25.

we did have about 90 000 in unbudgeted copic costs our budget for substitutes is very over and interestingly we are also over budget in our salaries that's a very typically a very stable line item um considering that we build in um quite a bit in turnover savings so we're going to do a deep analysis to figure out where those discrepancies are whether they're coming from leaves vacancies retirements and i know ken is going to probably dig through that person by person so we'll get another report probably by next month um the freeze that we did implement it's important to note that that did um to the positive of our budget give us about 390 000 so um the freeze did really do a significant job in covering all of this up but if you remember from our cooperative discussions with the board of finance last year we had planned not to budget for coven-related items and instead run those costs through our budget because in all likelihood we might be able to cover a lot of that so really if we're looking at sort of the grand scheme of things we're really looking at just the coping cost being the significant over budget item we did also talk about the possibility of taking some of some funds from the cafeteria fund that's um for everybody who doesn't know is it's a separate fund separate from our operating budget it can accumulate money but what can be expensed from this account is very very specific for example we pay some of the cafeteria monitors from this fund but only the portion of their pay that they spend in the cafeteria which you know doesn't include the recess duties that they have as well um so that's that's generally the place that we're at right now we're gonna probably have another um come back in august to kind of tell you about where we ended up but um also what we'll end up happening next month is an ask from the board of selectment board of finance for a special appropriation or to cover the rest of this budget which again has been part of the discussion all along about these open costs any questions for mrs fernandez uh second up is uh security task force and i'll be very brief um because we developed a pretty significant discussion later on the security tax course but the security task force met on the 15th of june the 21st of june the 7th of july the 14th of july and so i've had four meetings since we've lasted that in those discussions we have pretty much dedicated the time to reviewing the staffing proposals that are out there and not the other topics and we met with the youth commission i think you heard that in public comment to get some input we had two students come to the meeting and the third student had given us some written input they were pretty rambunctious meetings i'll speak for the other committee members in terms of going back and forth on what should the solution be what are the considerations uh at the core the discussion was what are the risks you're trying to solve and then focus your energy on fixing those risks and and understanding that you're starting from the point where the schools are pretty secure as they are so um so we will have a further discussion on that in executive session and as i mentioned at the onset of this meeting i will give a very thorough debrief of how that meeting uh proceeded it's not going with us to walk out and say it's over right we will give a good debrief so that the public understands what our discussion was um and that's it for the security task force opening questions or anything the other committee members have left on that okay third is policy communications thanks policy communications mattered on june 15th and we spent a good part of the time talking about policy 5144.2 which is the use of exclusionary time out dr barrel had asked our director of special special education mrs steve nicola hickman for her comments on that policy as an expert in the field so we really wanted to take our time and go over her feedback and after doing that we agreed to bring it to the board for a first reading tonight so that's in your packet we also discussed two other new policies gifted and talented students program and non-discrimination they're both mandated policies that we did not currently have so uh they're very straightforward again you'll see them in the packet later on for a first read we didn't have anything to discuss about communications we really just focused on policy at that meeting so it was actually a fairly brief meeting that was it all right so that's it on the subcommittee reports next up is our consent agenda that the board approved the items on the consent agenda which are empires resignations leave of absence and transfers second okay it's been seconded by joy and just for the public it's a page and a half of uh items on our consent agenda um dr bill any comments you'd like to make on the yeah very uh you can see there's quite a bit of movement whether it's transfers promotions new hires of custodian para teacher or whatever it might be it's been an exciting month since graduation or i should say before graduation was started the hiring process for next this coming year i have to thank the principals their teams of interview personnel and also hr for all the work that's going on it's been incredible and matter of fact some of the board members who were leading for the negotiations meaning that they saw that i was busily interviewing four or five candidates for some of our elementary jobs over huckleberry and uh pleased to let you know we move forward on some of those as well so we're really excited a lot again a lot of great energy some really talented new folks coming to perfect so dr barrel roughly how many new hired new teachers will be having in the district are new employees um well roughly it doesn't have to be personal yeah i would say teacher wise with movements you're looking at about 15 probably 15 to 20.

so the 630 restrooms will be complete and operational before we go to 49 occupants in it in the screen around okay because we'll have to tear down the Cadillac building to start the 6th 16th I guess that's my question is there some way to finesse the completion of the 630 bathroom core building if you want to call it that so that it can function as a true exit passageway during those 180 days or whatever it is that you know we're we're debating whether the screening room can remain open or not I like your options I like where your head's going but I think the concern would be that we would have to shut down the Michigan Theater because then it would not be code compliant and it's in its Plumbing talks because we would be short three quarters of the restrooms that are required for the Michigan Theater if we didn't have because because the Michigan Theater has restrooms now in the Cadillac building there's I believe restrooms on the second floor I believe there's six or eight total restrooms and I think they need somewhere around 20 per um you might know that math better than I do but it's closer to 15 to 20 per men's and women's so the Cadillac building right now has all of the restrooms that make the um the Michigan Theater code compliant and plumbing talks to build the 616 building we're gonna have to tear that building down which is why we're building the restrooms in the 630 building I understand that from a Time sequence what I'm really trying to suggest here is some way of finessing all this temporary stuff so that the issue isn't a fire safety and life safety issue it's I can't wait to go to the bathroom issue I mean it's it's another type of non-compliance but it's not a life safety issue it could accomplish it might accomplish the a way of getting the pro proper egress for a reduced occupancy in the screening room to happen to let the screening room function through the whole construction period the trade-off would be that they wouldn't be bathroom compliant is that is that clear that's clear yeah the building department allow the Michigan Theater to be operational without accessible and up to the plumbing count correct I think you have I think in order to get that approval I would have to have you go to the state of Michigan barrier free design board yeah because then they would be non-ada compliant because anyone that showed up that was accessible couldn't I couldn't access the restroom so that what is correct the possibility of it a temporary accessibility accessible bathroom Port-A-Potty in the back alleyway yeah we'd have to talk to the State Plumbing good for that that's not something that I think I could answer I think it's a reasonable question I mean I understand I'm I'm fishing here you know but that's honestly that's the only other way I see out of this you know basically things that you can the Confluence of all of these variables have basically painted you into a corner um so I might add um they could approach the state and ask for see if they would allow that but no one's I don't believe anybody would give them an answer without it going in front of the board and their proposal being requested so I mean yeah they are reducing the afternoon to 49 so that reduces a fixture account at a certain point but doesn't resolve the accessibility issue accessibility and even the number of bathrooms so 250 to 49 it's probably reducing some stalls but you still need an accessible ones yeah you have a you have a business there that's operating it might not be six months it might be might be a month but it might be more than six months and so then during that time frame the inadvantaged do not have cannot go because or they may have a problem if they have to go and they don't have access so I would have to take that would have to go to the state of Michigan if we could we prefer if we could be tabled for a month to come back with a different approach similar to Wish Your Heart was talking about I I couldn't quite that you really could can I ask one question have you looked at using rapid set at more rapid setting concrete for your first five floors so you can pull the forms faster I don't think we have again that's something next month we'll ask the contractor what the options are because I mean I've been on projects we use seven-day concrete with both forms in seven days routine we'll definitely ask them the tables for one month yes which variance number is this PBA 22.

now the when i gave this presentation in we were at 23. so we've gone up two in the last two days we will continue to go up to be honest i don't think it'll go up to that level but it will go up more on the elementary level you'll see the numbers on the secondary and the numbers since the last time i did this which is three four days ago that they're gonna significantly secondary enrollment so um we started and and i have some full numbers here but in the fall of 2021 two weeks in we were a little over 200 kids um in spring that increased probably an additional 50 or 60 kids and right now we are at uh we are almost the exact number where we were two weeks in so with three weeks to go number wise we're pretty much even to where we were to begin the program last year now for us today tomorrow the rest of this week it's going to be extremely busy because that's when we're starting to get a lot more and then next week so what we've done is i've i asked mr watson hazard he graciously agreed our kids don't start their classes till the second week that affords us the opportunity to allow them to come in but also we have modules they have to go through before they can get into class you know how do you take your attendance how to go through canvas and then they have a meeting with me so i just kind of gives me time but it also allows them the ability to navigate everything they have to do and not fall behind you get that kid who goes to school for a day or two and then says mom i don't want to be here can we make some adjustments it gives them that chance to not fall behind and do that and so that's our that's our true goal we uh don't want kids to hey here's your week's work of work it's the third week you now have to do three weeks of work in one week so if we push it back a week by then yes some kids will trickle but by then we've kind of captured what we're going to capture okay so our sec set our successes and challenges on the elementary so you know you come in here and even myself i i would say i understand technology but i don't think i understand technology that i had to understand i had all new teachers to the district except for one she was in our district and their knowledge base was excellent but then it's trying to understand well how do i incorporate what i used to do in person with kids now online how do i make sure the kid turns his camera on because that's frustrating to me so the the the discipline challenges for them way different and also how do i engage these kids and how do i set it up so that it stays engaging so some of the challenge was well how long do i stay on at a time do i make it an hour do i do 20 minutes kind of like you know when we were probably growing up with the commercials in between how do i set that up and so they've really kind of come to that if we if they do brief anywhere from 15 to 20 minute lessons many lessons that support they've found that works much better than if they continue for a longer period of time to capture the kids attention on the screen um and you know the the um [Music] that's led them to start to realize well if i do that that affords them more opportunity in time so what a lot of these kids get is a lot of one-on-one time because if i meet with both grades and i'm done by 11 o'clock i still have the afternoon so i can now say okay when i look at it from a you know a tier two intervention i need to see these three kids because they didn't understand this so we're going to meet at 11 35 and then i'm going to have group work for this so the success is what we've seen is more touches my teachers get they feel they get the opportunity to touch more kids in a given day because of the fact that they can now say okay i only need to see you two three now or i can put you guys in a breakout room to do this and i can work on this so that's been a definitely a success for them um i also think that because of the way the model is parents have to be involved so i think and i meet with my teachers they know these parents very very well you know and uh one teacher who said to me that oh well deena did it i'm like who's dina oh misses so-and-so i'm like oh and you know how she now knows her and the things because of the interaction she's had about their kids some of the major challenges i kind of mentioned about the accountability is kids sometimes not coming to a meeting in a classroom i can walk over and tap a kid and say hey kind of but you how do you can't tap the screen you know you know so sometimes it's the call to the parent hey guys hang on and call on a parent while the kids are there and trying to put it on mute so hey can can you get billy in front of the screen because we're trying to do this um that was a challenge and i think just the curve the learning curve for them when it comes to technology what they're going to implement understanding how it is and then making sure it's going to be successful for them to implement for those kids too the biggest thing we our biggest challenge was online assessments the kids need to come in person to take acadians they come need to come into person for the sea bass stuff and uh we struggle with that and part of it was definitely some kids went online because of copied but as the year progressed we got them to realize that we need them to be here part of it is that but also the socialization aspect that we're trying to add so uh as we came into this upcoming year that that's one of the changes that we have is when it comes to testing and kids coming in secondary successes and challenges so some of the successes we offered over 50 classes at first you know i would i wrote this thing out to teachers and i was trying to you know be a salesman and say let me kind of explain to you you're going to get you know an allotment per kid and if you break it down as if you were a coach you're going to get paid like 15 an hour and i kind of try to pull the coach card of hey look you're not out in the sun you're not doing these kind of things i'm just crossing my fingers that i knew enough people that would say yes and i did and at this time last year or a week before i have a person who's got three kids in their class i'm like oh man this is not going to be good but as time went on i think we saw that for many people it was something they wanted to at least try or they thought it was going to be a good opportunity for their kids we created some consistent procedures or i did so that it made sure that every kid when they go onto their canvas page it looks the same whether they're going to go into their math class their english teacher it doesn't matter whether the teacher's at saseman whether the teacher is from williamsfield whoever they have everything is the same i wanted to get rid of the well my teacher does it this way and someone said no everything is the same and now the problem is the learning like how can we help you with the learning as opposed to you don't understand the setup of our system so trying to set that up and then buying into that was very very helpful um and i think you know just the idea of innovation you know a success is we're trying to support our district's uh mission about that our teacher retention weight is 87 percent um it would be higher i have one teacher who moved out and then the other three it was it was a good split you know for them it wasn't working and for me what they were doing wasn't working either i wanted to do something better for our kids um some of the challenges is just learning the curriculum you know it's easy to sit there and say okay well here's your american history curriculum but then as the teacher to go through it to make sure that hey do all the links work technology wise but then also do you understand it so when you're going to go grade something you're understanding the rubric and being able to kind of support those kids when they ask you questions etc it's the same thing for me because i try to make myself available for any kid so if i got a call sometimes it was like give me a minute and having to go through look at it do i understand it do i have to call you back and trying to kind of be a tutor for those kids as well staffing i kind of mentioned that before but we i was blessed our science coach gave me a person to teach science so we probably one of the only classes that they're someone who's teaching more than one class is a science teacher she is not a science teacher on our campus but she teaches two or three of the high school classes so blessed to at least fill that role and now she's really blossomed she helped us out in the summer too um so staffing now isn't a problem i actually was had interview people for some jobs which kind of makes me feel good um and they need accountability for student learning you have some kids who think it's online this is going to be easy and and they don't take the approach of hey i got to set up my structure i have to be able to be look at my time and and kind of map it out because if i don't it's going to continue to pile up and then i'm going to just not do it so i think those are some major challenges we faced and so what we did in the first nine weeks is over the break we extended for kids to hey you can make up some work but then explain it to parents this isn't going to happen again you know we understand that this is new to you it's new to us too so we're going to you know give you an opportunity it's late but we'll give you that opportunity but once that's that's done we're closed and we have to move forward so those were i feel some challenges that we faced uh summer school so we then said well we're losing some kids to other districts what can we do so we did some credit acceleration uh not remediation so uh for credit acceleration we offered american history we offered government economics and we offered a science class and we had about 65 or 70 kids take that opportunity every single kid who there was three kids who didn't finish but of the 70 kids 67 kids got credit this summer uh for for the work they did and it's kind of neat too to see some kids where the way this summer school is set up compared to the in person during the year summer school is open you have 13 days to complete all the work and you have some kids who like day two i'm like oh my god look how much work this kid's done and it's day seven i have some kids who've done nothing um and so myself and uh mrs marklin made a lot of phone calls after week two to say hey you know your kid's got six days left hasn't done any work um and yes they finished it all because you have to in order to take the final exam but it's just neat to see how kids styles work when it comes to things like that elementary changes for the 22-23 school year so we really wanted to bring kids in and we wanted to have them have the opportunity to socialize so we create uh every once a month we're gonna fund fridays now in fridays our fridays is most teachers wednesdays so instead of having our half day wednesdays to do pd's et cetera we moved it to fridays um for for this purpose for the for our social emotional stuff and et cetera because last year we did it on wednesdays so when the kids come in i have a certified pe teacher who's going to teach pe about 30 minutes then they're going to go into their classrooms and they're going to do their fourth lesson of the month on the character we're use uh we use a a program called character counts and uh i like character counts because i was telling everybody why we chose it i chose it first reason is i drive my daughter to school every day and i drive by railing ryan elementary school and it says character tree for the month and so i wanted to look into it and see what it was about and i really liked it because not only were there lessons but i thought it was something the kids could understand you know if we're going to talk about integrity i think they could relate to that and kind of kind of talk about that so on those fridays it now becomes a live lesson with their teacher if well after that then the fun part comes where each month there's going to be a different activity you know we there'll be you know games uh we talked about reading we talked about movies so we haven't mapped that full thing out yet but we're trying to make it something where we want these kids to come in so have the opportunity to socialize because they're at home all by themselves that doesn't mean i know that weekends and other stuff they're not doing stuff but now it gives them an opportunity to kind of do that now um what we did and uh also is on that not every kid's going to come in so we want to make sure they get something so each teacher has a lesson that they have to provide so either and we're going to talk about this tomorrow either i'm in charge of the fourth lesson which would be on those fridays and then i go online with those kids who aren't or we rotate and each teacher then would then kind of provide that same lesson to those kids that are staying at home we haven't figured that out yet we'll kind of talk about that tomorrow and then secondary changes so we're offering dual enrollment classes through cgcc we had five teachers this summer go through the training and uh you know whether it be american history uh english 101 government pre-calculus i know there's another one i'm sorry i can't remember but those four definitely and i know those teachers went through it uh those will be offered now if we can't get enough kids obviously we won't have it but it's kind of cool to say that we're going to be able to offer that to kids and these teachers have the training and in meeting with cgcc what we have to add is more of the collaboration piece that they don't get online because of uh their requirements for the college we have two years of sign language um teacher is phenomenal love her uh and uh i think the interest she of the kids that are uh she had in the first year only two kids are not coming back and they moved to north carolina so every kid that was a lower you know under senior is coming back to take her second year of it which i think is great kudos to her i felt that math kids struggle you know you're going to take math by yourself so kind of was reaching out to different people and i found a program called sophia and sophia is if you know what alex is like the program we use it's similar in the sense that sophia we will embed it into canvas for these kids in math and you can take the problem that you don't understand and you can put it into sofia but sophia doesn't give you the answer what it does is it you have two choices you can either ask for a hint which means it'll give you the next step or you can say i really don't understand and they'll take different numbers and they'll put the different numbers in there and solve it for you so it becomes kind of like a an additional tutor for kids but it doesn't solve it for them because if it does then the next three problems that are the same they're never going to get the answer so again this isn't a solution but it's definitely a step in the right direction to help some kids who choose to do math online that may struggle obviously they can reach out to their teacher they can reach out to myself but i you know this is something we're going to try and we think it's going to be very very helpful for them we also added a class called college and career readiness now that you know if we look at our you know portrait of a graduate it's it's something certain that those kids that do it there's a component where they have to meet with the teacher that i think is going to be really really helpful i did something similar to it last year that i just kind of created material for it this is going to be similar but using florida virtual i think it's going to probably be better than what what i did is i actually have a teacher who's going to do it as well we also noticed that when kids came and took their final exams there was no review guides there was nothing so this summer i asked some teachers and they created some review guides for kids so now talking about accountability we can say to kids hey you studied the review guide you can bring that review guide in but that's it you can't bring your notes you can't look at anything else and now you can really see if you do what you're supposed to do the way the program is set up if you you if you do not pass the final exam you do not get credit hence it affords you the opportunity to take the final exam a second time so you take it you don't do well you take it the second time you know the hope is that therefore you're going to pass the second time but the review guide um after this summer what i heard from many kids not going to say oh they said it was really really helpful what made me laugh is when some kids said to me well it was good but all the answers aren't on here but yeah and then you know we're now going to be kind of under the umbrella of our alternator programs that involve all of our high school students does anybody have any questions for me go ahead mrs melissa i have a few i'm sorry um standardized testing do we separate these kids out when we do our standardized testing or are these kids like put into their other school well you know what i'm sorry i don't think i'm explaining myself well president kaler board member wilson one of the things that is not not negotiable is we are required when we do standardized testing it has to be in person and one of the things that john has worked very hard with is how to work with these families to provide alternate opportunities and in schedules and spaces and places to help them feel comfortable and confident about bringing their child in you also one of the things he talked about is the importance of parents understanding in the elementary that you cannot be in the elementary model if you are not willing to bring your child to testing because from state state testing requires us to have a certain percentage for uh tested and if you only have a few kids in a grade level and one doesn't show up you could drop below that you would already drop below that so that's a huge component and just to add so uh this summer we went uh we're stationed in a classroom at power ranch large classroom for the classroom so went and got some furniture to make it look more like an office and part of it is uh sectioned off there's six computers in it plus we have a computer lab so when parents come in if they say look i'm uncomfortable with my kids testing with everybody else no problem you test my office so we have alternatives to kind of make that work and also as dr foley had shared it's a non-negotiable and i you know nicely explained to parents that if your kid does not come in we'll give another opportunity but if not i have to send you back to in-person learning because um that's part of the uh you're buying into this you're signing this this is this is what has to happen dr foley when we get our standardized testing scores is higley virtual gonna be set okay perfect that was more my question than anything because i knew we had called them in but i was like is that gonna be a separate line item higley virtual president caleb board member wilson yes now this is its own school and it and its accountability and its accreditation and all the things that we have to do to maintain its status it's its own school and all of the rules apply so we do have its data separated fantastic um what about graduation for these kiddos i know we have 50 something seniors president taylor board member wilson so this will be the first year we'll have graduates we have 21 currently 21 full-time students the way we've broken it out is if a student is concurrent whether it's two classes with me or four classes with me whatever your numbers are you have a home school um the only students that would graduate from the higley virtual academy would be full-time students there's 21 of those there's 21 of them right now yes okay great um do you still meet with each parent i know last year you met with each family just to give them the expectations of what online school isn't and what it is do you still do that this year are you still working on that president killer board member wilson yes so the way that works now is similar to last year sometimes it's uh literally myself the parents and the student 15 20 minutes other times it's they've called and i say is your daughter or your son there yes can you put him on the phone and we do it right there um only because it says me time but also again you've called i have a captive audience let's kind of get to the business of what you want and my last question is how do we advertise higley virtual president caleb board member wilson as you know that one of our focuses on our strategic plan is our marketing pro process and we have we have been marketing we've been advertising we've been putting things in various modalities that we are advertising in but this is one of the things we're going to continue to can focus on and prioritize and bring more information to you about what that will look like and how we are doing that thank you so much mr dolan i really appreciate it and thank you for answering all my weird off questions anybody else mrs reese president killer thank you um mr dolan and mr lotzenheiser so we're just i mean our high school kiddos have gotten their schedules and we know their counselors are inundated with changes and we start school on monday excuse me how are we giving some time frame within the high schools for a student to be like you know what this is not working for me um being in at school whatever reason um are we giving some time because i know we have some pretty firm change and drop time frames but now that we have this available that our counselors are inundated right now and if they two to three weeks into school have the opportunity to talk with a student and be like you know what maybe this class might be better for you at our online school are we allowing some of that flexibility because i i can tell you and i've i'm so glad we have this and it was even pre-covered because i know a lot of our high school students were put in a position of either you have to give something up you really love and enjoy or you find another way to take a class and you know i've said it before for mine color guard and marching band was way more important and that seems weird to say but that was her passion and her love and her desire but the other classes that we offered at school they were only offered there was a lot of one-offs you know it's like well this class that you need is only offered this period but this class you need is also only offered this period so you have to give this up and so we did we were one i mean obviously i didn't leave the district but we looked for a class elsewhere because this is not something that we offered so i'm excited to have it because it's a great opportunity for those kids that if they have a zero hour for something but it's only certain things offered so i hope we're allowing a little extra flexibility on some of those drop and change dates so president kaler board member reece that's a great question so what we've done is we follow the the guidelines of 10 days but remember we have one week that we're not there so we actually that's 15 days and we've actually extended it so we're four weeks so by four weeks you should know where you're at and also by that point in time to be honest for a kid to move we don't take it's different curriculum so you'd have to start all over so it becomes difficult so yeah we have a basically a four week window and i work with a counselor at williamsfield and at higley specifically and so for them in this first week when they're making schedule changes it's not a problem for me because we don't have classes and also for them too right you know you get the kid who may not want this class and and as you said hey i really want to take this but you know ap physics is off for third and same as this what other options do i have well you could take government econ online i can move this around here and so i think that's probably the best part about it is the flexibility with our counselors too to help those kids get everything that they want so yes we do have flexibility thank you and i was going to say to mrs wilson too i mean from an advertising standpoint yes we're getting this out there but a lot of this started during covid so some families may not realize like no this is here to stay that we have a virtual academy and online classes for our kids so it may be that counselor having that conversation with that student trying to figure out classes and be like hey let's look at this so it may even be like a scan code outside the counselor's office like hey if your class isn't offered scan here and see if it's offered online so president killer board members the courses so what i did last year and i will do it again this year is right before um registration i went to both schools and both video production guys were kind enough to videotape me and it was like a question and answer and it was hey what do you offer why should a kid do this that kind of stuff so i want to do that again because i think now this year i feel we'll either have more stuff or i'll probably be able to say it better to put that out there and also when kids come online i think now i don't want them to get this feeling of hey i get a week off because they don't in that first week they have to go through a module that i created and it's called hva happenings i think i said that before and if they don't go through it they don't get to get in class because they have to send to me a form signed by them and their mom and dad say we understand the expectations et cetera and it's a challenge for me to make sure it happens but i'm sorry i will not open your class until you do this and those who finish i can open their class so if you finish on wednesday and you want to start on thursday to get ahead no problem so as soon as kids get in and those kids that are already have already done this their classes will be open probably by next thursday so they have three four extra days to get the first week's work done we all have a look from mr um curtis to make sure we're talking directly into our microphones so i'm just going to remind everybody up here that we need to talk into them so we are heard on everything any other questions or concerns oh go ahead miss anderson thank you one question simple question is uh that sofia sounds really um interesting can you apply that to your chemistry classes as well since there's a lot of math involved will will it work there as well board members and uh president kelly yes absolutely so i'm piling in it right now uh i just got off the phone with a guy today and he basically said to me you john you said to me these two math teachers i'm going to leave it open for anybody else who wants it so my chemistry teacher she's teaching chemistry she's also teaching anatomy but since she's not in person she comes in so i'm going to be able to sit with her and i can say to her hey you know wendy what do you think do you want me to add this to you you know for kids for that that and it wouldn't be a problem at all to add it because all it is from the canvas aspect is reaching out to lori collins she puts it in beds into the class and the kids have the opportunity to use it that's great yeah but chemistry online is pretty tough with the math my second question is and i wish miss morgan were still here i assume that these teachers also go through the health and wellness or the wellness initiative like all the other staffing correct president caleb board member anderson yes they do and so what we try to do for the kids online my k-6 teachers deal with some of the sel stuff for them and then i deal with the 7 through 12.

in terms of the new positions as well as when um you know we had a math interventionist for example one of our veteran teachers has become the math interventionist so we have to then backfill that person so there's been you know that kind of give or take um dr rudel who became the permanent assistant principal we have to backfill her coach position so there's just a lot of that on top of okay thank um thank you any other comments or questions on the consent agenda um look before we put it to vote i'd like to just make a small statement if i could um i missed the meeting when uh dr ruby was put on a consent agenda because she's moving on to a new job tonight this is our last meeting before she departs and i felt it was really important to say a few words for uh for dr ruby and she joined this district in 2015 so she's been with us for seven years i just want us to think about the things that dr ruby has done in her tenure here as our assistant superintendent um some of the stuff we've taken for granted we've all used the term gradual release of responsibility and we take that for granted because it's so common in everything that we do where you actually teach the teachers of how you release responsibility to the students she brought that to us she brought us a lot of curriculums right guys let's start with elementary uh reading and writing or kate reading and writing phonics as a core construct of that the the science curriculum did some math work a lot of curriculum work that's very fundamental she brought us a whole new focus as part of that on how do we incorporate standards and think about all the professional development that we've managed through what's on board but also our entire staff on professionalizing standards into how do we run the curriculums she brought us a whole new model on assessment right all of the assessment tools that our students use in the classroom from the determined logic progress rooted in standards were led by dr william um she brought us ruler and the whole social emotional uh structure that we have today and that's what she's going on to do at sacred park to teach teachers on how to do that professional development i remember my first board meeting professional development government professional development day what are we doing and we kind of got the big wide eyes we never get a school high school by school very well thought out plan on what professional development is needed and how do we do it because educating our teachers is what makes great students right so making sure they have the science of educating and i think our teachers have been better for but i think our students have been better for it we've changed our k4 report card right and that's done a whole new initiative in terms of how we've done that um so around a whole area of curriculum assessment and presentation of that it's we would not be where we are today without the leadership that dr ruby has brought us but let's add a couple of things shannon personnel organization reported to her every single time we've negotiated a labor contract she was there on our side helping advise on what's the right way to you know structure our agreements with our teachers the best practices in hr that we have implemented the teacher evaluation model she's in the core of working with the teachers to have a very workable teacher evaluation model the whole hr structure is better for her and let's not forget france right she's brought us a number of grants including especially the high school school improvement i think i saw mr bolland here tonight he's probably nodding his head saying oh yeah that was a really important thing um and then let's not forget all the leadership and collaboration with the principals and the other staff members right that's what an important role of that assistant superintendent to draw so i just wanted to remind everybody that we our school district is benefited from dr luby's leadership and i personally appreciate the hope she's given the board to understand a lot of the concepts and structures and approaches that that we need to do but the future of our district is built on her shoulders and i think she's not here tonight i wish she was but she's not i'm hoping she would watch this on video but uh thank you my personal thanks and wish you the best uh for your future and ever since so and did anybody else say anything i mean i think you touched on every some very important accomplishments that she's done for our district um you know most important i felt that she was always very transparent you know she never slanted the data she recorded it um you should build you know teacher and leader capacity she was such a strong leader she really helped me grow personally as an educator i really looked up to her i had great conversations shared articles um and i always appreciate it and respected her perspective and big loss to brookfield she was monumental and turning this district around in addition to dark world appreciate everything you've done and i'd love your audience to join me right and with that we can approve the consent agenda all in favor of approving the consent agenda okay so that's it for the core business of the uh the regular matters we're gonna move on to new business items now and the first item is an update from the brookfield education foundation and i'd like to invite tristan joshi [Music] all right we'll pass by that if you tell us we will we will do it um so the next up is the dhs pillars and cifc presentation so the recommended action is at the board receiving update uh for a new proposal for mental health support so mr landry you want to make some opening remarks thank you mr galton for bringing mr bland up our high school principal we're really excited about this initiative and uh we heard in public comment uh concerns about mental health and this is one opportunity with some of our tremendous teacher leaders in involving community resources to really help our kids thank you dr braille thank you mr belden it's my pleasure to be in front of everybody here today i want to introduce a few people that are coming up to the stage uh two people that will talk initially um but i have my assistant principal uh jules shaiti is here as well as my team leader of school counseling department jim jolio and someone you hear from a little bit later melanie bonjour with civic which is a community organization that you'll learn more about today i'm only going to talk very quickly and took the presentation over to mrs julio and mrs scheidy and they're going to run through a process that our school has gone through it is a presentation that's um really i think it's 15 slides something along that line but don't be fooled this conversation and this work has been going on for the better part of 10 months to get to this point tonight um so we are so pleased that the subcommittee board was able to hear our presentation and listen to some of the things that we're looking to bring forward to the building um i'm going to step away due to some technology issues and the inability to click from here so i'm going to go to the back and click the presentation uh so one either mrs stratton mrs julia will very nicely prompt me now mark let's go and then once they conclude their presentation um you know we'll invite miss monjour up i'll come back up as well and we'll answer any questions the board may have i also want to recognize there's other members of this pillars committee you're going to hear a lot about tonight mrs griffin is here she's here she's been here all day she's got about an hour ride home and she's still here to support to make sure that we're here and there's other members of pillars committee that aren't here tonight but worked unbelievably hard to make sure we brought this to you today so i'm going to turn it over to jules and susan and we'll go from there uh we are educators and members of communities and members of the country in general and what we saw post pandemic uh mr william you can go ahead and advance to the next slide um this will not be new to you we kept hearing young people soaring rates of depression anxiety trauma loneliness into that suicide gallery the pandemic further altered these numbers and experiences of our children in particular the recommendations from these agencies that are listed above really push that we need to make sure that there is access to high quality affordable mental health care whether that be in our homes in the community in the schools we really need to make sure that there is access to mental health care and so with that in mind we start looking at our data and i'm going to ask mr julio to step in and talk about what we started to see as we started digging into our database committee so we knew that we were feeling as if we were seeing more mental health needs within our building but we really needed to ascertain whether or not we felt that way or this was really happening so we decided to collect some data so this is saturday we gathered from the beginning of this previous school year to february 1st within that time frame we had six of our high school students who were referred to a juvenile review board which is an alternative to the traditional court system so those are six students who were involved in some sort of criminal behavior we had just over 25 families who were referred to dcf we had 20 plus students who received support from 2-1-1 so 2-1-1 is the number that we access we need to request emergency mobile psychiatric services for our students so what that means is that means we have a student in acute crisis who needs a clinician to come to the building to assess their safety and make determinations on next steps at the high school we reserve two on one calls for acute distress which generally means students who are expressing suicidal ideation [Music] we had 12 students who were referred to the denver youth services truancy partnership program so those are students who are chronically true and from school 12 really doesn't kind of show how many students we had this year who experienced truancy that number is 12 students whose family has provided consent for us to refer so that doesn't include all of the students who would have benefited from that support but we didn't receive consent for we had seven students who work from the school counseling office for part of or the entire school day um in all of those cases it was because the students were experiencing anxiety and or depression that prevented them from fully accessing their schedule we made five calls for ambulances strictly due to mental health that does not include physical health calls and we took a look at our entire building and identified any students who are on either a 504 plan or an iep for the diagnosis of anxiety and or depression as well as any students who have those diagnoses but are not on a formal plan and that took us to just about 130 students this is just another data point that we think is important so this school year we had 63 new students to burkefield high school alone over the past four years we've averaged about 48 new students so this is not to say that students that are new to brookfield high school automatically need mental health care but if that number continues to increase or at least remains at that height level we certainly will need more resources i just wanted to clarify the 2-1-1 and crisis intervention data that i talked about again we've had we had just about 20 this school year and again we knew that that felt like a lot more but we needed to really determine whether that was more or not so we took a look at the previous few school years going as far back as 18 19.

so what i try to do for the 7 through 12 and it's going to be better this year so this page that i've created that they have to go to to do the first module now all information will kind of be disseminated through that and parents will get it as well what i did is i used to call it what up wednesdays and so we would have a topic and i would send it out two or three questions that would kind of lead to discussion and then we would kind of kind of let it go from there but it was most of it was about how are you doing how are you feeling sometimes it's about classes but i wanted the kids to get an opportunity to just have conversations with each other um and i didn't want to lead it so sometimes there's 15 kids in this group sometimes there's two my goal this time is it's going to be a lot more and i might have to break it up to say okay hey guys we're going to do 7th and eighth graders i'm going to do 9 10 11.

that school year we had six calls to 2-1-1 the 19-20 school year we had eight calls seven of which were prior to the lockdown one of which happened while we were all at home and the 20 the 2021 school year we had three referrals um it is important to note though that that school year students were only in school part-time if at all so we do anticipate that if students were in school full-time that number would have been a lot larger so this confirmed for us we are seeing a severe increase in mental health needs and we need to do something about it which is what we're here to talk about today so we started looking at what are we seeing what are the problems um and so the one is a general continued decline in overall student well-being we're seeing the school avoidance and truancy continuing to increase an elevation in discipline issues including substance abuse failing and acting out and a general downturn in academic performance for some of our most at-risk students couple that with the other problem of more than ever the limited access to mental health services due to a shortage not just in the schools certainly that's worldwide you're seeing mental health services there's a shortage of those resources so this committee's put together some recommendations uh the first one was that we would restructure some of the committees we have here internally and we have done that um there's the srvi committee which is a scientifically researched based interventions and then we put together that's academics and we separated and we started putting together a team that is dealing more with mental health and substance abuse issues the second thing was that we worked and suggested that we would begin securing interns school counseling and social worker interns in particular and we have um that is in the works for the fall we actually have one hour in case coming up with vhs this call the third recommendation was that we would start exploring the option of partnering with an outside agency and the outside agency would offer their services here on site and we wanted to explore what that might look like we found out that the key components of an outside agency that working on-site here in the high school would we would be able to offer on-campus mental health care for students and families that would be one of the key components that they could offer we would also be able to have immediate assistance with two crisis calls and jen you know a typical two-on-one call to for us to get assistance will typically range from 45 minutes to an hour to get someone on site so this would give us someone here in the building for immediate assistance with those calls we would be hosting an outside organization in the building to provide students and families with access to the support which would decrease or greatly minimize the barriers that families run into in trying to access that support outside of school and then while this is a partnership it's very important to remember that it is very separate what is happening with us the high school and the district versus what is happening with the organization is separate so we looked closely at four different agencies and we started narrowing it down in two of the agencies that stood out was the cost to the district would be zero cost to us these agencies would place a therapist in the school they do accept insurance they would partner with their families as well as offer the other therapy to those families who agreed to it they would be able to offer therapy group sessions here within the schools they would function as certified dcf and crisis clinicians and then they would they would provide care for our students who are 18 and older and those we do have a number of those typically our juniors and seniors will turn 18 and so that care will be there for them as well they do offer substance abuse preventative care and they also offer something that is an on-site medical option which we aren't going to get to at this point but um that is an option that these outside agencies offer as well so with all that put together we are this committee is recommending that we partner with the agency connecticut institute for communities and it is recognized with the term pacific and we are recommending that it would start slow we would bring in a clinician on a part-time basis slowly build a caseload and then the long-term goal will be to shift to full-time clinician if and women becomes great enough and with that i'm going to turn it over to miss bonjour and she could talk more about what this agency has to thank you so offer very pleased to be here um tonight to share a little bit about this uh connecticut institute for communities and our school-based lesson model and to say that i it's really been a pleasure to work with to my david tolson to you know acknowledge you know that the brookfield school district recognizing the mental health services i've been working in um i'm school-based in the program manager for the organization connecticut institute is a non-profit organization based on being very um health center organization and to get the designation it receives federal funding to provide comprehensive medical behavioral health and just in general health care across the age whether it's on site or by referral there's other components of the organization we oversee the head start and on the learning program in degree and norwalk we oversee the wic program in gamer in milford we have a low-income housing project we have a community health center at the wellness center uh you know we do when we do the school-based law centers and i've been overseeing school-based law centers for connecticut institute since 2013 but my history in school-based goes back to 1994.

i think most of the upper grades since they're concurrent i don't see them very often but uh the seventh and eighth graders are the the majority of the kids that i would see when it comes to the what up wednesdays and are any of the counselors are they going to the schools like that they were divided is this one of the schools that they're also kind of checking in on or being available for or part of the the plan or is it you or oops are you alone president killer board members so with this with my sel et cetera i'm going to work directly with uh miss morgan um and so if i need support from a counselor i'm sure she's going to kind of hook me up with that but right now the nice piece that i have too is when i do get calls from parents whatever my kids struggling with x y and z now i know i can easily go uh to dina to get some supports president taylor board members of the board one of the things you've heard here is that john has multiple roles one of the things that he has in in being he has multiple roles and he has assumed multiple roles and i'd like to have mr ladson hazard for just a second talk about some of the additional things that we have utilized john and his skill sets for as he facilitates multiple capacities in our online program as well as kind of the other continuum of services that we have for alternative ways for students to receive credit so president kayla are members of the board so we do have alternative ways for kids to especially at the high school level to earn credit hva is a part of that an alternative in person we also have what's called our rise labs which is a program using apex curriculum that we do during the day as well as our uh hlc program uh to help those kids who truly are behind that we're gonna get them to cut up mr dolan with his experience being at the high school and going through that has been an ideal fit to lead all of those programs together so when we take a look at the alternatives we have to help kids get caught up hva can be part of this aspect but hlc now john is uh tommy's the direct leader of that tommy bird is on campus but she's reporting to john and john is helping lead that as well as providing consistency within our rise labs as well and so the scope as we've learned of john leaving the campus and coming to the district and and leading the online school has continued to grow as we'll find different more roles to his expertise and we just want to keep him as busy as possible but but this really has helped because now he has an overarching view of different pathways to help kids who need to find ways to find credits and so those are additional responsibilities that john has picked up the advantage of this is that we're more comprehensive we're utilizing our resources consistently and we have options options options for families and that's one of the things that when you look at how we've evolved this over necessity was the mother of invention but this was a sorely needed component for higley and we have have come a long way again in a very short time in a very unique time so congratulations to john and the work that he and his team have done this year um it was quite a quite a lot of moving parts and pieces that have been successfully combined go ahead mrs schultz i have a uh one thing it's great how this is intimate and it seems very intimate as far as the kids have somewhere to go even though they're online and you're always accessible and everything which is great um but i have a question in regards to the k-6 and the numbers they're low as far as it goes i mean we talked a little bit about it um there's a question about that in our stat or in our notes sorry um is there a point where we look at it the numbers and it doesn't make sense anymore for us to offer it to kids i mean for covid i think the little kids but what does that look like so uh president katelyer board member schultz yes so one of the things is that you have families who are continuing to opt to make this is their way you notice that we are staffing this appropriately you have um you have multi-age you have multi-level preps for this would be one of those things that when we have people register back in the in the in january when we say are you coming back or not at some point we will have to make the determination whether or not we would continue to do that i will tell you that at this moment though with the fact that there are a lot of families who are who are still on the fence about whether they want to return to school in person next week i think our elementary numbers may still continue to rise these are still unique times a lot of these some of these families continued with us and and and they want to continue with us and so we're going to have to make that decision every year at this point the commitment was made to continue the momentum there and just staff it appropriately realizing that we're making accommodation but the reality is is that we have accommodated about as far as we can go to make it make sense um and yet and you've heard there is continuity consistency quality and how they are doing that there comes a point though that any beyond multiple preps beyond that is not realistic and so decisions may need to be made our hope is that we are able to continue to provide that elementary most of our districts around us do but it does mean you staff it differently but in the event that we are ever in a position where we look at the staffing and say this doesn't make sense to continue our goal would be to make sure families are informed as far in advance as possible so that they can make decisions i mean we we we know that losing them is is not it's not our is not our hope or goal but again the sooner we know the better we're able to accommodate does this program it makes sense for people who i know there's several people in the district who left to travel the country for the year does this program make sense for them even though they have to come in for the testing or things like that is president taylor board member schultz i think every family makes the decisions on what works for them in their schedule the hard part is is the requirement of the testing is beyond higley it's a part of a requirement for the state and so i think you know realistic understanding of the parameters that we're working with is part of the option um obviously our goal is to meet the needs of families to the best of our ability but we also have parameters of non-negotiables we have to work with too yeah just i guess in your opinion does it make sense as far as could they make it work so we know that they could make as much they could make it work we have larger testing windows but they're going to have to work with us around those testing windows and we will get as creative as we can but we got to follow the guidance that we've got but the good news is the testing windows because it's electronic are larger but they are in person thank you and then just one last thing sorry is that um the meeting in person for the pe for the physical education have you gotten a lot of good feedback from that so far as from the parents or have you had any feedback i just wonder people like that uh president kaler board member schultz i'm going to say a little bit of feedback so [Music] we have of the 25 students i would say 20 of them are returning students and so last year that was the question what else is going to be available for my child outside of the core curriculum so not all of them but i think the the the consensus right now is they're excited for their kids to have an opportunity for socialization and play i'm excited because the person that's going to do it was a k-6 p.e teacher until he moved to the middle school with me and so i'm not worried about what they're going to get i'm excited for them to get him to be able to provide that stuff for him so feedback not as much as you know maybe i'll get in the future but i'm really looking forward to we're doing it on the first friday which is july 29th so i can kind of let you know how it goes i think it sounds great so it's a new feature it's a new feature they kind of wanted a little more so this is something he's trying and we'll get yeah i think it's great i just wondered if what the feedback was from it thank you president kaler can i do a follow-up question uh something mrs schultz asked how many testing besides the big test in the spring what other testing is required where they're in person is cbass required in person what like i don't know exactly which questions yeah i mean i know that the standard test you know the big one whatever we're gonna call it because it may change right um in the spring but i was just wondering what other tests have to be in person president keller board member wilson so as a middle and elementary school guy i learned a lot last year uh there's sea bass there's acadians for our k3 and that's that window is typically in august then you're going to see similar stuff again around december time and again i want to say february or march and then of course those k-6 kids they don't have a final exam but then they have the aasa and the azsai for our fifth graders as well and that's going to be in april so they have to come in i would probably say five to seven times because some of them gonna take like sea bass there's more than one day of it so to follow up with mrs schultz um it sounds like they could travel the country and come back just for like one week increments four times a year or five times a year there was a young lady her family lived in uh it was a middle school kid so it's not a k-6 but a middle school kid was at sussman dad met with me and said this is what we're doing i got my job moved me to costa rica can my daughter do online school of course she can can she be back on these dates if you tell me the date she will be back for those tests so i would say you know kind of going with dr foley said if families want to make it work they absolutely can president keller board member wilson and knows at cadence dance that's all connected with move on reading that state statute we're required to do that it's part of even part of our k3 weight funding so again there are some of those pieces that are non-negotiable for us and we have to comply but we have flexibility and we can communicate we have testing schedules and john is willing to if it can be if it can be figured out john will figure it out thank you the reason i asked that is because i think as we move away from knock on wood from covet or move away as we move away from kobe then maybe there's people that are just looking for flexibility that this program may work from so thank you thank you mr dolan um i have one question so if a teacher in a high school could be already teaching a sixth fifth can they also teach online and are they and how many are doing that because that's like yes they can have a six-fifth think about if you're looking at the high school structure i'm i'm gonna say it's akin to coaching it's a something above and beyond what they do during the regular day the six fifths is picking up that prep hour class and they have that and then we're not going to deny them the opportunity then to also be a teacher at hva at the same time because the expectation is they're doing this after their work hours similar to a coach when he's going to practice you know or doing any of those kind of extracurricular activities it is an additional and and because we pay per student it is not just a limited stipend saying this is what you're doing so when we looked at the secondary model you'll see that it did the number of kids in the class and they get paid per student as they go through so yes they are able to do that okay i just think that's a lot and i appreciate the teachers that have stepped up into that role because we are short teachers i mean that's a nationwide issue so i'm grateful for those that have stepped up and to know that that is happening um hva we long time coming to higley i know for years we were sending everybody out to everybody else to all these other online schools and to keep them in our district is awesome and i know mr dolan from my own personal experience you have been very flexible and you are here to help kids and do what's best for them i appreciate that so very much and i think that working with the district i know too even at a semester change if there's a student that's struggling in person you accept them at the semester and that's huge so appreciate the flexibility but also the quality uh sign language i like i've said before i can retire now from the school board because it's here it's here to stay i'm grateful for the teacher that um returned so um yes thank you so much anything else thank you guys thank you you're a busy man next up we have a safety update and this is going to be presented by mr walker president kaler members of the board as you know the topic of safety and security is one that we that we take very very seriously and that we've been talking about for a very very long time mr walker will also be at the rally tomorrow talking about this topic with our employees you know last night we sent some communication to our families and this is one of the things that we are looking forward to providing an update about because again yes in light of recent events this has become a conversation that we continue to have but the priority of our safety and security is not something that higley has not been deeply invested in and that we are and are take very very seriously and so james is going to provide you an update of some proactive things and focuses um in this presentation and we'll be talking more tomorrow with our employees about this topic as well thank you dr foley president kaler members of the board i'm here tonight to update you on safety as we head into our new school year like dr foley said safety has been and continues to be top priority in our school district and if the focus is not on safety then everything else that we do doesn't doesn't matter and it has to have a safe environment for kids to be able to learn so i'm going to start off by updating you on some of our standard practices and then we'll talk about some of our focuses for this past school year and then some of the things that we're focusing on as we head into the the upcoming school year so as a school district we we comply with standards set forth by the arizona department of education as well as the arizona department of emergency and military affairs so we are we are in compliance we follow a plan that consists of an incident command system where the school district has specified roles and responsibilities to address school safety we have a district-wide emergency operations plan and then within that plan each school site has also an incident command structure that feeds into the system and then each school site has an emergency plan and then we work together to ensure that there's proper training and proper roles and responsibilities to address school safety emergency operations planning and preparation and with that it encompasses a lot some of it is is your your day-to-day your your standard drills that everybody's familiar with the arizona department of education has expanded their department to social wellness and school safety so it's it's connected so what what miss morgan presented on earlier today is the safety component of the psychological safety the student state of mind how they're safe in that aspect and then this component of it is more of the physical building safety and the communication safety but we work together as a team and we combine these and when there's overlap we ensure that there's their systems in place and that's a big component of the of the incident command system is that there's not just roles to address physical building safety but there's roles to address the students also so the student safety stays paramount in the in the planning as well as the the environment for the staff that supports the students we follow the national incident management system which is a preparedness cycle of continuous improvement so that's why we do drills so we can assess the drills and then discuss what works what doesn't work and then reassess and try it again so that that's the format that we follow and that's that's the standard that the state wants us to follow so we do adhere to that and with that has a monthly evacuation drill those are aka the fire drills we have quarterly lockdown and shelter in place drills we have a dedicated district safety committee and then we also have site safety committees and then those teams meet regularly and report back to one another and that's part of that continuous improvement cycle we have the emergency operation plans like i stated in place across the district we have a fully equipped emergency management trailer that can be deployed we work frequently with gilbert police and we've begun partnerships with the newly formed queen creek police department that's very exciting component to add to this because we've established some pretty good relationships immediately with them and we continue to hope to grow that as we go and then as being members of the trust we participate in the consortium they offer various both east valley and then central phoenix opportunities for training resources and then connections with with my peers and our peers just in the school operations so we have some very like-minded individuals and that's that's a very helpful piece of the puzzle because we can talk about what we're seeing in our schools and there's lots of similarities between what's happening in neighboring school districts and and pure areas mr walker can i ask you a question real quick on this um fire drills there hasn't been a fire in a school and i can't remember how many years of 1959 or 64.

the school-based clusters of overseas several of them were under the umbrella of the city of danbury and i retired from the city and they they had to institute um the programs under their umbrella because it would offer you know more support and the continuity of care and they asked me to come home my history goes back again it's almost 30 years that i've been working in school-based health centers and i believe in the model and i really have seen i was telling the two of them that you know over all the years they've seen the benefit of the services because i've seen students come in with whether unmet medical needs dental needs or paper health needs see them really struggling academically physically emotionally and over the course of providing the care on site and timely fashion to see these students thrive medically and drive academically if they want to graduate and be thriving you know adults successful adults the school-based health center model is to remove barriers to access to care by bringing services in the school and there are many different barriers of student care in some of the poor communities there are rural communities there's transportation barriers you know students or their families may not have the access to a vehicle or be able to have long transportation routes and so you may not be able to get to care some have financial barriers and may not have the funding may not have insurance mental health is in um not all behavioral health providers or psychiatrists except insurances many of them are cash only the cost for psychiatric or even counseling business is pretty absorbent and some families will choose not to whether they have the financial needs will actually not to pursue mental health um behavioral services because they just can't afford or you know have other priorities and so those needs get pushed to the back burner and could lead to more you know serious issues um and some are stigmatized and mental health and the recognition of mental health aids has really come to the surface and more people are you know expressing their issues with suicidal radiation anxiety you know students certainly are i think we've seen post colder during coconut post copic more youth more children more adolescence coming you know to the school districts to go to teachers to guidance to our organizations and to their parents saying i'm really struggling and i don't know what to do and but but there are some families that still are concerned about the stigma of having a mental health issue so they choose not to bring their children um to a provider and and what we see in many of these cases is the problems getting worse in connecticut and it's across the country there's a significant increase in suicide attempts and suicide completions especially one of my fails i'm on numerous have been working in this field for a long time so among both local and many many statewide boards a lot of events is to a suicide um institute and and you know increase the suicide in times of completions is um has continued to increase which is extremely frightening and then we all see the um you know the increase in federal overdoses um and in substance abuse and substance use is you know often a result of automatic mental health needs and so by by bringing the services into the school where the kids are we get more time like access to care and um you know in danbury we have provided this year i just finished the numbers and we've provided over seven thousand patient visits to students in engineering schools um in the danbury public schools very high the two middle schools technology state we have dental um we you know provide a ride in adventure services including medical mental health and dental services but we're also working with different districts we are working currently with the new milford school district is similar to here in brookfield they recognize the need for you know the students struggling student striking out struggling academically lack of available providers in the community that's one other barrier which i didn't mention just a few minutes ago you know there are not enough providers to go around and see what's happening is parents are having difficulty and if they want to get your child into a community-based provider unable to do so where the wait list can be months weeks you know weeks and months if not many many months and so a child was at risk may get you know find their problems to exacerbate even more because they have delays by bringing that provider in the schools to where the students are they're able to access those services in the school in a timely manner and the other thing that the benefit of having a provider in the school is that we're able to have a continuing care if that child does not come back for a fellow visit you know after initial intake we can find that child in that classroom in their building and be able to find out you know what's going on why don't you come and the continuity of care is better it's much better than if they're in the district you can take your child to a community-based provider and they're all wonderful out there but they don't want to go back they may not go back but you know by having the access in the schools and i truly appreciate the work that's been done by the committee and the time that they've put into this recognizing need understanding that taking the time to research programs really going on in the community uh this is an established works in other communities we've seen it uh and we know the benefits that that this would bring to the school community um so at this point we certainly opened up to the board if there's any particular questions we did absolutely presents to the subcommittee of the board we've heard this and recommended you know our in full support of it but certainly we want to answer any questions any of the four of us up here could certainly answer questions you may have about the program and what it may look like from the timeline the quotation of everyone's questions okay does that mean that the parents of the child's insurance takes over because i know that the school has insurance that covers physical injuries when the parent's insurance does so is there an overlap when it comes to mental health as well forever there is there is no um they're not going to want services for children but they will build insurances and they accept husky various partnerships with various insurance agencies and that is an option but no tokens and such are um for behavioral health you know it's it's a little easier or less you know financially easier to bring behavioral health providers into a school district because the only thing we really need is a confidential room space for them to work in that's comfortable whether it's individual approved therapy to have access to legacy and internet access and by we support our services by billing for those behavioral visits similar to if the family was to bring a child out to a product you know through so we can build husky in private insurances if a family does not have insurance we will connect the family to our financial eligibility workers so that they can assist them with linking them to husky insurance and so that helps us to generate revenue by being a federally qualified health center we get a higher rate of member reimbursement so that helps offset so there is no you know cost of the family or the child coming in we don't want i think we want to remove those bears access care if they don't have insurance or they're you know there's because of you know certain eligibility you know situations we do offer sliding through scales and we can slide that down to zero but most families are able to be successfully getting them linked to insurance and so the cost of the district is really providing that space and supporting their provider and your meeting providing making sure that you know they help with you know promoting the services coming into space internet access and small things like that thank you and my next question is as far as the tools in the tool develop so therapy is one ten minutes there was a medical intervention what's an example well within this partnership that we're talking about tonight we're really responding to the behavior of services um you know if if we the community felt there was a need to there was unbelievable medical issue then we would explore another option and that's a full-service school-based lesson model in which there's an integrated team that works on site it's a licensed aprn an advanced practice nurse practitioner we create a medical exam room within the school building itself and they work with the payroll provider so they work as an intermediate team you know that's a full service model it's it's something that takes more time but you know several of the the schools that i have you know being dangerous in new town um and it would be the same thing we've seen in pediatricians office acute care chronic care you know sick visits school physicals vaccines immunizations i'm very excited about this mark you know i sent you a letter back in may asking what else can we do because i i really felt for a long time there are so many unmet needs among the star our kids and so i thank you for all the work you've done i'm very excited about the possibility um could you explain a little bit about how you deal with privacy especially you know here in high school i think there is this stigma about getting help so how do you how do you set up a space for kids to come meet you and how does that kid feel comfortable that all his classmates aren't saying oh you're going to the therapist or you know when you when somebody misses their appointment and you said oh well we can go to the classroom and say what's going on i haven't seen you how do you deal with that amongst this population of kids who already might not you know it's a very good question and it's a very good question and uh there's a number of approaches you know we work i do want to say that we don't work from you know we work as a collaborative family in the school district we work with the school guidance the social workers you know the school psychologists the school administration you know they know the students within the school building and they are how comfortable and and really have i think the trust of the students and so they are referral source um when we come in you know we talk about um you know that we're there to support the students we talk about music and preventive approach we do a lot of health education we do a lot of outreach and i think it's you know well i might in my um seeing that it would be difficult for the students to feel comfortable we find that when we're in schools if we just become a natural part of that school team in a kind of med school team there's not you know they don't feel uncomfortable we do student satisfaction surveys every spring every monday and we ask the students to respond to questions and um you know they can fill out their own comments and off so often they want to work holy and they say they go there because they feel very safe and trusted and so it's um you know you know i really don't have a real solid answer to that but you know i've been doing again this for a long long time and you know the students naturally feel comfortable they bring their peers their friends that come so often you know we're working in high school and we just saw everybody um just a spring and she brought her boyfriend and then they refer and so it it's you know starting that presence being in presence in the school um and you know the students just actually end up they talk and they come i think i feel comfortable there i feel safe but the records that we have are we do you know protection you're not part of the school rep the school records you know it's not part of furniture it's part of it that the referring party there will be some information that's shared so that you know the social work refers and they know someone in the disposition but there's you know a limit on how much information is shared so you know that is also something that's communicated to families that you really protect the students and the parents great thank you i want to say in terms of space that as we looked at the building you know spaces that are premium in just about every building um ever system so we certainly look at different spaces and have some ideas and opportunities you know to strike that balance between privacy right so that students feel comfortable going there and also you know as you start looking at the possibility of family sessions and things like that we also don't want a location where family member had to come in the middle of the day and parent and kid are walking down the hallway and going through an office that's also creates a so we're looking for that balance we think we've identified a space that that would work really well that has phone internet and all that stuff including some privacy class as well so we've got a pretty good idea as to where we're going to go and then one other thing i want to add about that is you know if there was ever a concern a child you know started we did an intake then they started their meeting they ended up not coming to school and we can do telehealth also we might be in school in school but we can also do telehealth business as well and if there was any positive that came out of hope for behavioral providers and everywhere is that most implemented telehealth visits and in physicians in medical practices you know it's it's been kind of a way with mental health because you don't you have a chance of not losing that patient and you can do some telehealth all right so look um we don't have to formally improve this but i think we should i mean that's a just to show off support so i'm going to put a motion on the table that we applaud and support the implementation of this partnership okay it's been moved and accepted any discussion from the board okay all in favor any of those no it's unanimous so thank you so much for the presentation thank you for what you're doing they're here to do this [Music] [Applause] all right so the next topics are um policies we've learned about this from uh debbie's reporting a little bit earlier i'm going to turn my phone over to danielle who lead us through the emotions gifted and talented student program for a first reading as recommended by the policy subcommittee and policy number 5144.2 use of exclusionary timeout for a first reading as recommended by the policy subcommittee and that the board deleted the old version of policy 4118.11 and approved ku's version of policy 4118.11 nondiscrimination for a first reading as recommended by the policy subcommittee okay so um the first first of all i should say all three of these policies are mandated by cane and they are policies that we don't currently have that's not to say that we're not already following these procedures we are doing all the procedures that are outlined in these policies but we didn't have a formal written document so the first one exclusionary time out we've been following the procedures outlined in it we have logged all the interactions that we have with students and as i mentioned earlier we we spent a lot of time reviewing the input from our special ed director this is steve nicola very much appreciate all your input and it's really very pretty straightforward um now that it's cleaned up and rewritten so i think i don't think you'll have any i don't think there's anything confusing or anything in it it's pretty straightforward really just outlining the procedure for exclusionary time out as um as as part of a behavior plan the second one is 6172.1 our gifted and talented policy and again i mean i keep saying it over and over again kate mandated we did not have a written policy but the policy that was submitted by cade um was just yeah was very straightforward and very clear so we recommend that we just adopt their recommended policy it really talks about how how we have to identify kids who are talented and gifted what the steps are in doing that and then the last one is the non-discrimination policy this uh is mandated by kate and actually i made a mistake we do have a policy on this but it's from 1989.

is there any talk that these fire drills would become quarterly and not monthly at the state level uh president kaler members of the board we adhere to the fire marshal's dictation for the fire drill so i haven't heard of any updates but we we don't do it just to do it we do it because it's set forth by the fire marshal so sure so you know we've kind of divided our our security and safety focus for the last year to to one physical building safety and security and then to communication so some of our focuses that we've worked with throughout this year for physical building safety is we've developed a reunification protocol that's specific we've adopted technology so our ipads have the ability to connect with our student information management system so within synergy there's a functionality called kiosk view and you can set up a kiosk with an ipad and then you can use it there's a specific function for reunification so we've procured ipads and we have a a system set up with our information management to be able to deploy technology and tightened up the reunification protocols we've standardized our two-way radio usage we've worked with engineers across the district and vendors we've audited what we have in place for our infrastructure for our surveillance and security camera usage we're crafting policy as we speak for appropriate use we've done some kind of quick fixes where we've implemented security cameras at some of our sites where we've had some incidents throughout the year and then as the bond states one of the things we're looking for is a very intentionally focused enterprise level school safety security surveillance system and so the director of i.t and myself we've been meeting with various vendors and seeing what they have to offer and and being really intentional about how we can plan to appropriately uh protect everybody's privacy but at the same time utilize these tools for to fortify our schools to be as safe as possible um we we have single point entry um across all of our school districts the previous bond uh was able to utilize uh modifications of all of our front offices so all the offices have essentially kind of like a stage one where they all have two-stage visitor access so anybody that walks into the school they're not walking directly into the school they're coming into an office they have to check in be permitted authorization and then buzzed into the rest of the campus i know some of the talk has come up about you know what better can be done to protect that and we're very intentional um there's there's committee meetings and discussions as we speak about how we can better assess and what we can do within reason and time and any restraints to better fortify the single entry process all the schools are outfitted with the panic button panic button will either lock the door and notify the authorities or lock the door or notify the authorities and the goal is in the coming weeks that they do they serve all functions they'll notify the authorities and lock the doors upon upon pressing um they all have the buzzer system and they all have the gain entry they have to be accessed through the the single point of entry um again we have an intentional district committee that looks at it and that's that's everybody at the district works together there's i.t there's facilities there's um finance the educational services and so we we take these ideas back and we discuss what's what's doable and and tyler is very instrumental in helping us to have short-term midterm and long-term planning and what we can do to better our schools we've ensured that first responders will always have access to our schools um it's they're also known as knox boxes i'm not sure if you're familiar but every school is outfitted with essentially a little safe and then inside the safe is is uh is key access and we've refreshed and we've audited it and we are ensuring that uh first responders can access any of our emergency or front office entrances by having access to that box and so without getting into too much detail about that it is a secure uh way that a first responder only can access access to the school mr walker sorry real fast you said that the panic button locks the doors aren't the doors already locked the front door the front door okay so before they would if there was an emergency before someone was or before a threat yeah okay thank you we've also conducted uh what's called tvas or threat vulnerability assessments and so law enforcement agencies work with homeland security and it's not just for schools but it's for any any entity that has gatherings that they assess and look for vulnerabilities and discuss what can be better to enhance these these facilities and so we've conducted many of those across our district and then the results of that come directly to us and then we share that with finance and cabinet discusses the results and options that are considered through the through the vulnerability assessments the second leg has been our communication focus so one of the things that that i i came across in working with mrs richards is to be very intentional with not just our school learning day but all the other things that are happening with our schools and that's kids club summer school athletics after school programs you know as a as a higley parent myself my both of my children use before school and after school care and i know a lot of times you know from a parental perspective school school you drop your kids off they go to kids club to start off they leave kids club and go to class they're dismissed from school at the end of the day they go back to kids club for a long time i think the lens has differentiated those two programs but i think for all of us parents it's the same thing you're dropping your child off at school we want to ensure that we're having intentional conversations and including everybody that we can to make sure everybody has the same uniform information and they're equipped this is a normal school day would be equipped to handle any type of situation um that also transitions into the hcpa as well because that's another component of our school district that we want to also be intentional to include in our our plannings and our discussions again i mentioned the partnerships with with our police departments working with gilbert police we're able to work with them to have an sro a school resource officer stationed at all of our secondary gilbert schools they also have sergeants who serve as roving sros who patrol along with their patrol team all over elementary schools queen creek has just formed their police department effective this past winter we have an open letter to the town council at in queen creek agreeing to help subsidize an sro and the hope is that we can work with queen creek to procure an sro at saseman and that also would help to connect with cortina as well additionally queen creek has has pledged to us that they do consider our schools as part of their daily routines and they have been very present on our campuses so even though we don't have an official sro in place we do have a tight relationship that's forming and they are aware of our school day and our procedures and they're there to help assist with within uh those two schools that lie within queen creek so have they acknowledged acceptance of the letter and is there any there's been no response or anything okay um well i think they've received the letter there's a lot of planning and policy making that has to go into making that something that's that's official president kaler remember anderson as you recall the town only was willing to provide them at a high school we don't have a high school in queen creek and hence we we wrote a letter requesting that they reconsider that and added so that we could mirror the kind of program that we've been able to provide with the gilbert we've yet to have a response yet but we know that they've received it and are considering dr foley i'm willing to go sit with you if you'd like at a meeting and we can just put eyes on them just so they know that we're very engaged in it and that we would like so if you would like to take me up on it i will gladly sit in a meeting with you thank you yes and and the town is interested in the partnership absolutely so they they we've had several intentional conversations it's very productive and healthy with with the department um we've also reviewed and we've updated our training materials our curriculum for what our staff receives uh and i'll address that a little bit further in a moment but we we have reviewed what our annual trainings are what our mandatory trainings are for our staff and we're working to update the curriculum so it's more intentional and more of a vetted official type of training program we've refined our internal emergency response and so all schools have a uniform essentially relay if a 9-1-1 is called from a cisco phone within the school district we're able to immediately identify what where it came from what classroom what school site and then the appropriate parties are notified just to help kind of heighten that level and that layer of who knows and who is who is aware of what's what's happening on the campuses we've also worked with i.t and human resources to develop a mass communication tool using our staff directory and what it has availability to connect the two together so we do have a lot of good information but we're just trying to marry the two between it and hr to be able to have a more intentional staff communication mass tool that will serve for emergency communications so coming into 2022-23 a couple a couple things that we have happening and you'll see as the year starts off immediately a couple successes i want to thank publicly theresa and curtis and the pr department they're very in tune with our needs and they'll respond very quickly so we're going to be implementing more intentional signage for our safe hotline so just these are a couple renderings of just mocks it's not official but it should go to print in the next couple days and be on our campuses asap so we do have a safe hotline it's it's monitored it's it's not utilized frequently uh to be honest but hopefully that we become more intentional with our communication so people are more comfortable utilizing that tool and so we're going to have signage around our campuses it's going to direct there's a safe hotline number there's a safe hotline email and we're also incorporating a safe hotline qr code that would that will send to a survey so an anonymous report can be also sent so you'll be seeing this information our teachers and our administrators will be given some more information on how and what this looks like in the process behind that and then we're also going to be intentional with safety uh reminders quick references throughout our schools and so you may have seen these in other school districts this is something that we've also developed it's another example it's not formalized yet but soon it will be and then this will be posted across all of our campuses so it doesn't give the the specifics of our drills so it's not releasing anything that's that's private but it also is guiding people for best practices so in a pinch it just it's just another tool for communication it's not the only thing but it's just an additional tool in our toolbox and included on these will also be you know if you're talking safety it's going to include the safe hotline and the qr code all the information will be on these as well just to keep that that communication um kind of consistent and and mindful mr walker is the suicide prevention hotline on that as well the 988 that has now changed would that be on the no okay president kaler mr walker that now that the suicide hotline is three numbers can we look at putting the safe hotline on our student ids as well or the at least the qr code on their id if we put a very small qr code that they can scan with their phone for the safe hotline um because i know we're required to have the suicide hotline and now just last week that changed to three numbers so um is it possible that that's something we can look at going forward that have it on their student id so it's right there sure uh president kaler uh um board member reese one of the things that the safe hotline it's it's not the emergency number though so we want to be intentional that because it's not manned live 24 7.

so a little outdated and we are recommending that we just delete the old version and approve cabe's new updated version which is very succinct and clear and straightforward are there any questions now for everybody who's listening in i just actually explained throughout the process um we approved things for what's called the first reading which basically is putting this into the process where the board has a chance to read and review and provide inputs and we have 30 days to do that so this because we take policy very seriously we want to make sure people don't just run into the meeting having read it once and then just approve it so we start the clock by accepting it for a first read and then a month from now we'll give or take a public take because it has to be over 30 days it'll be back on the agenda for a final and that will give the board a chance to review that so that's called the second read which we are going to have one of those momentarily so um debbie just before we uh approve the move to first read when do you need feedback we were thinking of august 12th based on our meeting schedule so board members if you could take the time and read it and get input and committed by the 12th that would be helpful and then you'll summarize what we got when we meet again on this okay so all in all in favor of accepting these for our first reading okay 5144.4 physical exercise and discipline of students for a final reading as recommended by the policy subcommittee the first reading was on may 4th 2020.

so there also is language that if there is an emergency to call 9-1-1 i think we can include the new suicide emergency response number and we just need to be intentional about our communication because we don't want somebody to scan the qr code and submit uh something thinking that it's man 24 7.

it's been seconded by joy so any feedback so i'm presuming that means i've depending on a chance to read through it in this comfortable world that is written correct and discussion here this evening okay i'm all in favor of approving it for final read okay so that's it for old business next we have our second public comment session on reagenda so anybody in the audience who didn't get a chance to speak the first time who wanted to make that statement the hearing none will move on an update on the canada lake elementary school building project [Music] the stone veneer on the exterior is complete and they're now starting the brick so there's actually multiple materials that are going to be used in the exterior stone bricks there's some wood metal so multiple materials have started the approval for the tech package i believe actually was at the office of school construction grants and review today the the gas line to the building is going to be starting to get worked on and that's going to be hopefully picked up within the next month they are now starting to select a moving vendor so some of the moving supplies are already delivered to copperberry and a moving vendor with tours of the school to gauge the volume of items that need to be moved over is already starting so um starting to think about the moving process is exciting but so we're getting there there's ongoing work in all of the in all of the areas so we're talking about framing mechanical electrical plumbing windows sheet rock taping but there are two areas where most of that is complete so we are moving along there too all of the ff furniture fixtures equipment all of those items have been purchased and the vendors are scheduling delivery and the playground equipment the designs those are all being coordinated with steve baldwin so that's that's the most stuff that's undergoing and i think dr will has a little more rosa that's so comprehensive thank you it's getting more and more exciting so hopefully we can get a uh another one of those tours maybe in the next month or so for the court to get uh get a walkthrough what i wanted to share is i'm working with the architects um in preparation for the security forum in august we're putting together a presentation regarding all of the security that can be shared publicly about the new school so to share that as well i think that'll be beneficial for the community we're really excited about that that's all okay any questions for rosie or john i will say that we did have our joint meeting on the technology package and i want to thank um when you go through the technology package it's often kind of dry it's you know what we're going to do on smart boards what we're going to do for this i'm just going to say this for the public if you get a chance to go look at the lu system the lu system and look at some of the videos it's a interactive video system in the for elementary physical education that brings in a lot of educational characteristics and it's really exciting that we're going to have this in our district and i'm sure the board as i sent you all our links to some of those videos it's pretty impressive what we will have supporting the basics of physical education in the gym and so i just would urge people to take a chance to look at that away from okay next up is three main points i think we should definitely include the presentation by the bhs pillars committee also the canyonwood lake elementary school update i think we probably should include something about school security although a lot of the discussion will be in executive session we will probably come out of that and have some information to provide correct yes yeah so that's right one way or the other we will have information we don't have it now that's good i would just also ask that on the section on the security we ought to uh also feature that we're going to at our august 17th meeting uh we're going to dedicate a lot of our agenda to hear from the school principals and the techcom team about some of the how do we secure our schools today because it's very clear that not everybody understands all the different things that are in the schools and it's not just people it's a lot of other things so it's a chance to hear how do you secure how do we secure our schools so i think that's something we have to advertise so i think it's you know it was purposefully you know dedicating which is august 5th at 7 pm here at brookfield high school to benefit [Music] i will let the board enter into executive session for the purpose of discussing matters concerning the security strategy or the deployment of security personnel or devices affecting public security thank you it's moved and seconded i'd like to just make a brief discussion on it um uh and i'm gonna repeat a little bit of what i said earlier um because this is you know this has been something that i've struggled with uh personally on the one side talking about security in a executive session allows to actually talk about details you might not be able to talk about in public right in terms of specific considerations and it's one of the reasons the state of connecticut suggests that we do security discussions in the executive session the one thing we don't want to do is to create a security problem by you know talking about some you know some of those things in um in public form that makes me uncomfortable a little bit because i think we need to be transparent so uh because i think everybody who's spoken tonight and the people that have come to some of our security task force meetings really do want to understand what we're doing so understanding that the discussion might be you know give and take it i said we're going to do this in executive session because i do want our board members to be able to ask pointed and permanent questions so that some of which may be presented but at the end of the meeting i do think the public needs to understand exactly what we just talked about and how we did it maybe skipping all the things that were creating security risks so my commitment to everybody here in the room i want to make sure that the public understands what we went through what decisions we're thinking about and more importantly any motions have to be done right so we can't make decisions and we will be right here at this table i've asked our uh our support here if you will hang out i hope you brought a book but uh we will stop the video for the time being but we will record this and make sure it's available so for those of you don't want a six year photo an hour or two while we do this executive session it will be video right i'm not gonna make sure it's just that's kind of where i do things without maybe talking about and quite frankly it's going to start with the discussion of our schools pretty safe so so we'll have that discussion we've also asked that uh our police chief in town chief philip lucy if you would join us at this meeting when i mention that no to the board earlier today because i think he's a hugely valuable resource as we work through this and talk about policing and security and the different types of roles so so with that except that we've got a vote on the table emotion on the table to the mentoring that was actually the session uh all in favor so we're going to stop the what's man 24 7 is 9-1-1 so we can definitely have those discussions and it's a good point to but we want to also be intentional to have the appropriate communication for that as well and i think talking with dr foley the other day 988 it's not quite up to speed as far as those um that that quick the the texting number is still very much up to date and there's a quicker response but the 988 is so brand new that it's not quite it's not something we might want to put out just yet but maybe in the future as it develops it would be something that we would look into further it would mirror the conversation we had earlier about the amount of resources available to support the demand and the need so the idea is a great one but you got to have the resources and the infrastructure funded and supported behind it to respond accordingly and i know that that's something that they are working to accommodate as quickly as possible at the state level but we are we are hopeful that we actualize the intention mr walker on that flyer does it say it's not man 24 hours a day uh president kaler yeah does it yeah does it say that it's just a reporting tool and that this isn't to be used in an emergency we indicate on there that you are to call the the police after hours if it is an immediate emergency fantastic that's all i wanted if you were just a parent or someone and thought oh this will be answered right away that would be obviously detrimental so thank you yeah board member wilson it is i know you're far away but it is on here i'm sorry i couldn't see it so i just wanted to make sure that it's indicated somewhere on there that it's not man 24 hours a day so somebody isn't reporting it like they would to 9-1-1 or to a police officer thank you i was just asking that number is a district line it is man by district personnel correct the safe hotline is to see something say something if you're concerned about bullying if you're concerned about seeing something unsafe and if you don't want you're afraid to go and talk to somebody but want to report it anonymously this is one of the ways we can do this we've always had this safe hotline but one of the things that we want to do is make sure people are aware that this is one of the ways that if you are aware of something and you're not sure report it and this is one of the ways you can do it in that during the school day um you know between seven to five a day someone will be able to see it and respond but if it's an emergency you need to call 9-1-1 but this is the helping make people aware about our safe our district safe hotline is one of the components that we're adding who's manning it or is that are you all saying that right now there are two individuals two district individuals who are who are monitoring that at this moment you have an hr director and mr mr walker uh so earlier i mentioned that we are intentionally working on our training um we're happy to announce that we've adopted vector solutions uh it was formerly known as safe schools that was recommended through us through the trust to us what it has is vetted developed training programs and an extensive library um back to school every year our our teachers and our staff complete mandated trainings on all sorts of topics um and and it's been kind of piecemealed in the past it's been the correct information it just hasn't been from a single source and now we actually have the ability to to work with that and it's a more intentional um easier to manage to track to communicate to send out trainings and so that's going to be rolled out for this year for our teachers and then that aligns with again the school safety and social wellness idea and working with with ms morgan and and counseling services uh a component of school safety is threat assessment is crisis response is is our counseling services and so that's something that's it's not really highlighted again in this presentation but it's something that's very intentional that is part of our upcoming our school year so the vector solutions uh platform is going to be something that will help us to be able to be more intentional with our with our training um we're looking to digitalize a visitor management system um and implement a process where it's you know currently we use a visitor's log where somebody comes to a campus and they sign in on clipboard and it's it's paper-based um and we want to advance to something that we'll be able to track and this can also connect with our student information management so we could be more intentional about who's on our campuses and when and when they leave and so we'll be able to track that and and identify that um we're consistently reviewing again talking about the threat vulnerability assessment but just our campus physical security in general we're being very intentional about those security reviews so it's not just facilities but as facilities and student services and counseling services and then also finance and educational services so we look at things like lobbies and gates and arrival time and dismissal time and we're constantly reevaluating that and we'll continue to do so throughout the school year we want to be more intentional about grant opportunities there's a lot of grant funding opportunities out there i'm working with miss rush camp the director of finance and and mr moore our cfo to be more intentional about what type of opportunities are out there because they can help me with the financial component of it but i can help them with the content that needs to be included and so we've been very intentional and had to have several meetings to discuss how can we see what's out there how can we explore that better how can we be more equipped to apply for and then be accepted for these grant opportunities for school safety again our bond focus has a very specific safety component i've been working with with it and and finance to be prepared to have enterprise level surveillance updated access controls key card access for our doors and a refresh of our two-way communication systems same thing for visitor management we're looking to advance our volunteer management as well so we currently have an individual who who manages that and does the checks and keeps it through a spreadsheet but there's ways to advance that and be more intentional and that's another thing that's on deck for this upcoming year and then um one of the things that we've just launched is we've launched a school safety web page and so that was put forth that has kind of your basics again you know some of the school safety protocol emergency response we don't want to share that we want to make sure that that's something that we keep internally so we can use it appropriately and it doesn't you know essentially fall into the wrong hands but our school district website is going to be a place for communication it's going to be a place for our staff for our families to go to and get updates it's going to have some information about emergency operations about student reunification and you'll find some some just some helpful things that would help for safety in general here comes the bus the code of conduct will be on there some information about our school resource officers uh so again through gilbert we have there's two sergeants who work with us and then there's three assigned officers so that's five gilbert police officers that we want to be intentional with um again some information about our single point of entry our weapons and drug policy our safety drills and then some you know some reminders to make sure that uh the most accurate and correct information is updated in our system so if we do not communicate that we're we're on the same page does anybody have any questions questions mrs anderson did you want to go i appreciate all the efforts you have gone through to make our our sites and staff more safe our students more safe um there's been you know there's been updates you know the front door you know the the procedures and the changes but um you know as an educator and of course as a parent you know from the incidences i've seen i don't see a lot of people just walking in through the front door so i look forward to funding or innovative ways or strategies or anything to um you know look at the other ways that these people are coming on campus unnoticed they're i mean you can lock a door you can build a fence people are going to get in but i i don't want to make any efforts already in place look like that they're they're minimal they're definitely important but i i we're not done and we need to do more um staffing is huge accountability for people that are either not reporting or breaking laws to get on sites and but i i go to school and you know this is always discussed with the teachers we're always having a conversation we're always fearful you know and um i shake right now thinking about it but um i i just want um everybody to hear like this is just something that's sadly that's just going to continue to be something that we're going to have to address and no matter what we put in place it's it's i'm not saying we're not giving up but i'm just saying it's it's a real concern and so i also want to lead into the reporting on the paper make it real don't look at a piece of paper and think oh it's another colorful diagram and i'm not going to report it or it's just another whatever like if you see something say something um we all have to work together don't leave it to the responsibility of one staff member or to the district office or don't leave it to our emergency responders um let's all take care of each other and i'll just leave it at that thank you thank you well said mrs anderson and i i was just going to piggyback off that and and and and i agree with what you said and and the whole see something say something and just being able to share that more freely in our on our campuses and educating our staff our students the health net the health and wellness initiative is huge um i concur that it's just not in schools it's happening in our churches it's happening in our grocery stores it's happening um in places that we don't think it will happen and so it's so important that we take those signs very seriously and um i it's hard to put into words exactly what i want to say here and but i think everybody knows exactly um what i'm thinking is that there's usually signs and we don't want to miss those so um and i'll end with that president taylor i was just gonna again kind of piggyback on that that goes teaching our students and communicating with our students that post on social media aren't jokes don't take them as jokes and you don't have to physically be on campus to see something you you see something on social media you know encourage our students to talk to our parents you know talk to your parents i saw this this is concerning um i saw this and i'm worried i and let get this reported and don't just think oh well you know they say this stuff all the time because at this point you don't know you just don't know you don't know what's real you don't know it's not real and as kids and people outside of it that's not our job to determine if it's real or not real that's what the authorities are for and so um it's really important on social media because in the past we would hear so many things oh yeah so-and-so saw something on social media they saw it on instagram they saw it on snapchat they saw this they saw that and then you're like well has anyone said anything and they're like oh no and i was like what are you doing i mean and we've been fortunate don't get me wrong but we really need to that really needs to be discussions with our students and that there is no joke and that if you see something on social media you need to report that include your parents report it to a teacher just hotline 9-1-1 but don't think it's not real so i agree i feel like you guys have said it all really well um i think our students can see something say something and report to that same hotline they don't have to directly go to their parents if they're afraid so i think that's would be a very encouraging thing to put out to our students see something say something as well mr walker i had a question regarding parking lots it's become a dangerous place for our crossing guards it's becoming a dangerous place for our students those parking lots are scary the school zones are we getting extra help from gilbert police to monitor the school zones like to keep it limited to 15 or to 25 35 wherever you are i was wondering if we were getting extra support from gilbert pd and queen creek pd on that and then how can we help do better in our parking lots for the drop off pick up craziness that lies in 15 minutes of everybody's day uh president kaler board member wilson one of the things uh you know that does come up the school drop off pick up as a parent myself it's uh it's challenging at times uh you know it is it is nerve-wracking and we want everybody to be safe and there are you know especially at elementary school there's five or six-year-old kids so one of the things that i've i've had several conversations with with the police department about what's happening we can always call the police if we feel that there's traffic laws being violated so that's one of the things that we've done you know we've had situations where there is specific reoccurring instances and so they'll send patrol out to come and and take a look if there's an instance that needs to be reevaluated i know uh mr crosby in transportation is very instrumental in that process because he knows the adjacent ways and and the structure of of streets and and protocols better than anybody in the district another recommendation from gilbert is uh the gilbert has a 311 app and what you can do on the 311 app is you can make a report and you can do it for all types of things like if your trash doesn't get picked up on garbage day you can you know send a notice out but one of the things you can also do is request assistance and so what that does what the way it's been explained to me by the police department is that creates essentially a queue and then the queue then gets delegated from the 311 operators if it goes to public works or if it goes to the police department and so if you were to call non-emergency and say hey i have i have some concerns about this the school they can send somebody out but they don't they can't really like send somebody out the next day you know they'll respond to it 3-1-1 will will create this ongoing lingering item in the queue and it has to get cleared out and so the way that the police have presented it that it's just another step in the process that it can document an area and if it continues to get documented then it raises awareness also so you know that that's a tricky spot because we have our we communicate we try to communicate from the school about best practices but we're also not equipped to enforce traffic laws at the same time it gets a little bit tricky so if somebody wants to disregard what we're asking then we need to work with the police to help better enforce that as well and that brings up a good point i think in the spring we had seen some people we've seen videos of people not following the bus stop for the buses and mr crosby i know who is handling that but i think that's a good point as well those crossing guard or those stop signs actually mean stop for our community members so there are kids crossing and you don't want to be the one who hits a kid so thank you i think that the um in my neck of the woods they just put the vehicle's picture on social media and usually that does something i don't i'm not recommending that i'm just saying it happens um in our area quite a bit but yeah parking lots since forever in children's parking lots and parents in a hurry it it just doesn't work well so maybe if everybody could just slow down take a breath and know that it's going to be over in just a few more minutes and everybody will move on or i remember from a long time ago a principal said just come 10 minutes later then school gets out it's like dead then it then pick up your kid and just go in and go out and there's no line but if our parents are lining up 30 minutes before school gets out then that just snowballs so any other comments i just want to say if we expect our kids to go into school and follow directions and listen to teachers we should also follow the directions because you can't tell them what to do and then not follow the directions we'll say go ahead mrs anderson thank you so is it ever possible to for all the land i'm going to talk about coronado because i'm just familiar with that area and i was crossing guard there forever there's that there's you know two lanes one forward one backwards and then it builds up on the streets children are crossing parents are crossing children walking you know riding their bikes but there's just rock and tree debris collection and weed collection why cannot a pool lane be put in to these areas why are we just sitting on the that's not the only school so why why not i don't see funding but is it beyond that right so so it still can't be built on ever so um president kaler board member anderson a lot of the some of those are adjacent ways in which there have been some of the schools that we have worked with to to do some of them you can and some of you can't and as you know we have had conversations we've been talking about over here at higley high school and working with the re the re-trafficking of that there'll be an update about that soon these processes take lot a long time to do because you're also working with the city you're working with multiple individuals and approval processes for that in additional funding so those things can take well but i know that every place that we can or need to we explore where we can in some cases you cannot but there have been several of our schools where those have been utilized and re-trafficked and repurposed for that and we find that it makes a big difference and times parents do feel like they're going in a maze around the whole school but that is one of the ways that we manage the traffic flow and the pickup take place but it does take time and there are places where we can and in places where we can't and there are multiple entities that we involve so all avenues are being explored the issue is and i think the important things we've talked about this a lot when we talked about bond projects these things don't happen overnight there's multiple entities permits fundings sources that require a lot of time and and poor thought so they don't happen um immediately and that's part of part of the process and and frustration um at the same time okay thank you so much mr walker appreciate your help and i see we'll see you in a little bit all right so moving on to our action items i move that the governing board approves the revised expenditure budget number one for fiscal year 2022-2023 as presented second jill joe second although any other questions on this we've beat it what's the word the dead horse like a dead we have really [Music] so [Music] so [Music] so [Music] um [Music] [Laughter] so [Music] uh [Music] uh [Music] foreign [Music] i call to order the workshop for the bullet city elementary school board on thursday july 21 2022 at 5 30 p.m roll call amanda amen here charlene diaz here anna boyd here melinda sabrasky here all right welcome everybody thank you for coming um we'd like to now welcome andy williams good afternoon everyone i am not andy my name is michaela carlson i am with the mohave county sheriff's office i am here to introduce mutual link we are partnering with them on the school safety program mohave county sheriff's office part in this is we are the lead law enforcement agency in this so everything will be housed within our agency and then we will distribute through other law enforcement agencies or schools as needed um so if anyone has any questions on the law enforcement end of it or the inner workings from our end please do not hesitate to reach out i will not steal any thunder from you chilling because i know they have a lot to go over and kind of demonstrate so now i'll pass it off to andy thank you for everybody for uh everyone coming today uh my name is andy williams my background is from law enforcement actually used to work for this guy here i did 27 years with metro i retired about a year and a half ago so there is life after retirement so you know we need people but uh so that's a little bit about me uh my partner here i'll let him introduce himself uh jared greene i'm out of phoenix arizona um i've been with future wing for a little bit and uh my background was in public safety emergency match and uh great jeff do you want to give your background yeah hey hello from new jersey a very hot new jersey 100 degrees here today my name is jeff grann and i know um retired law enforcement 30 years i've been with mutualink for 14 years and i'll be showing you some of our technology this evening thank you and robby good afternoon my name is robbie hill i'm uh with mutual ink i've been with meech link for a little over 11 years [Music] my background i'm not the executive director of the technical services group i uh have been with mutual look like i said over 11 years and we're currently working on the technical side with implementation of the program throughout the various pilot programs throughout the eight counties uh in the state of arizona so i'm more on the technical side of the house um with mutual inc so thanks for inviting us and uh giving us the opportunity to present awesome all right i'll get started this thing will let me go so last year the arizona state legislature awarded a hundred thousand dollars to mohave county and we had to meet certain requirements that they needed from us they actually chose our company to for the interoperability software solution for school safety and the the highlights that they were keying in on were secure text messaging and file sharing collaborative maps including floor plans images between schools and public safety agencies manual activated panic alarm systems multiple forms of real-time communication bringing video in where i can actually take the video of a suspect and send it out to an mdt of in a police car so you actually have a suspect description that is right in front of you and you can't mistake it kind of goes back to like the parkland shooting where that suspect was on scene for about 45 minutes because he blended in with everybody else because you know when that when things like that happen everybody's wearing the same clothes is cable be capable of being deployed across existing communication assets allows entity maintain discretionary control of communication assets owned and operated by the entity so me as a mutual employee i can't just jump in and see what's going on with your critical incident it's it's pretty well protected it's fully encrypted uh it's also we're certified under the department of homeland security safety act is qualif as qualified anti-terrorism technology and is compatible with federal emergency management agency interoperability gateway so we're trying to start like my partner was saying we've been all over the different counties in arizona we're trying to start to bring everybody together so there's a little bit more communication because crime goes from one place to the other okay so for example say a pursuit that goes through a county we can kind of follow as you go through each county so we're slowly but surely getting everybody together in the state of arizona not just police and school but also we can also add hospitals anywhere there's a large amount of people in an area stadiums casinos they can also be added there this allows for situational awareness for the police and a coordinated response and we all know from incidents that have happened around the country for example october 1st i was right in the middle of that and that was a melee of what you know how do you how do you coordinate all that well link 360 is the program that we use and kind of organizes a little bit of uh of the whole situation you can uh customize all the people that are on the need to know basis when when they uh when there is a critical incident specific people that you want in there every time so there's no running around trying to say hey call this person call that that person our particular system will allow you to do push to talk group push to talk individually you can bring texting so it's actually a really uh cool software system when it comes to organizing chaos we're going to be talking about panic button uh it's with mutual link it goes directly into the peace app so there's no delay there's not like 911 and please hold for about three to four minutes while all this stuff is going on most of the time like in shootings it how long does the shooting last you know seconds okay so it expedites 9-1-1 custom computer configure configured automation uh creates direct two-way push-to-talk communication with 9-1-1 so you can communicate with the dispatcher and again it brings clarity and coordination and instant instant on demand voice picture and video so what i'm going to do now is i'm going to have stevie there steve yeah moms i'm you can you hear me yep i'm gonna go have uh have you take over right now and describe raptor technologies and how it works with the school districts sure um and you know what give me a money i'm going to try to share my screen if it's possible i've got a couple quick slides um i'll introduce myself here just a moment bear with me okay that's weird okay one second as soon as i started as soon as i started sharing my screen um i can no longer see anyone's faces um just want to make sure i'm sharing the right one sorry i don't use google me incredibly often bear with me so i used to dual screens one second steve trying to get it sure you steve we don't see your slide we see a repeat of your desktop yeah okay bear with me while we're waiting on him to get that available if you haven't signed in if you can please sign in the back we'd really appreciate that thank you okay i think this is what's going to do it got it okay can you see where it says emergency management raptor alert yes cool well thank you guys i'm gonna introduce myself real quickly i'm steve with raptor technologies um thanks for your introduction andy uh either way um i've been working closely with andy and the team regarding the rollout of the link 360 platform throughout a number of counties in arizona where raptor comes in is on your actual staff having this panic button that andy has alluded to at their fingertips at any time if you will i'm going to give you a quick breakdown about raptor who we are we do work with a number of districts within the state i was doing some research i'm going to continue to do that i am not aware off the top of my head if anybody within your county that may use raptor but i just want to give you a quick bit of insight about who we are i'll talk about what it is that you're getting via this link 360 interoperability platform and then i'm going to give you a little bit more quick insight as to everything that raptor can provide and this is directly for usage within k-12 school districts so without further ado i just want to quickly bounce through a couple slides and i'm going to start by taking a quick peek at the raptor mission if you will it's very simple but very important and that's protect every child every school every day this actually hit home for me quite a bit when i was actually looking to come to work for this organization i've got two young girls myself here in southern california that one of them is starting school here in the fall actually next month and we can't wait let's put it that way um either way from there just a quick blueprint as far as or footprint if you will as far as who we work with where we do so etc i'm not really going to dive too deep into the statistics aside from the fact that one thing that i think really hits home is 98 of folks that utilize raptors see the values see the security or safety and security increases and measures that are in place and continue to use raptor year over year as far as other statistics i'll just mention as far as these sorts of safety solutions we work with more schools and districts throughout the country than anybody else combined we've been at at work since 2002 with our visitor management suite we're going to talk primarily about the raptor alert application that's a portion of our emergency management suite again as i mentioned i'll give you a quick overview and if there's folks that have interest in learning a little bit more about raptor as a whole i'm happy to provide more insight there so with that in mind what is raptor alert this is going to be your mobile panic button solution that when combined with the link 360 system is going to give you the ability to initiate one of these what we call critical alerts from any location your staff members may have access whether that's from a mobile device or any web-enabled device i like to make that clear it's not required to be utilized on personal devices however obviously that's what's going to be most flexible but nevertheless you have the same panic capabilities from any web-enabled device when we talk about utilizing this actual notification system itself as you can see some of these notifications over here are these icons have verbiage like lockdown evacuate hold etc what you're seeing there if you're not familiar is aligning directly with the srp or standard response protocol via the i love you guys foundation raptor is a mission partner our solution is turn key to a line out of the box however anything you see there is fully customizable as well from color changes to imagery verbiage you name it on that front upon initiation of one of these critical alerts your folks would be entering into let's say for example a lockdown there's a an unlimited amount of subtypes as well so again it's not necessarily only meant to be used for the worst case scenario if we have you know a shooter or something along those lines there could be a number of reasons to lock down or evacuate or hold in place etc from there once initiated you're going to be sending out within a second and a half a number of different types of communication from an email to a text message a phone call or and or an app push notification these will work similarly to amber alerts where we can override silent settings on devices wake those black screens ensure everyone's receiving audible alerts again same goes for outside of mobile devices any again web enabled device desktops laptops etc will also be receiving these notifications with that in mind you do have direct access to 9-1-1 first respond first response if you will we also include what's called enhanced location services so andy mentioned earlier direct contact to the psat for public safety answering point um with that in mind be a raptor you will have the direct communication capabilities through the mutual link system however you still have direct access to 9-1-1 via raptor as well again putting that in the hands of any one of your staff members from there the only other portion i like to bring up on the alerting side just real quickly and i think it's pertinent because obviously we don't ever want you really to have to use these critical alerts so acting similarly yet a little bit more customizable if you will is the team assist functionality that comes along with raptor alert that will give you the option to send out all the same communication and ask for assistance however the different team assist types can be fully customized with a specific group of recipients and the idea being sending out a call for help or request for assistance without necessarily disturbing the entire building if you will it can always be upgraded as necessary but gonna give you the ability to deal with any sort of incident no matter the scale if you will with that in mind i wanted to give you just a one more quick peek at the entire emergency management system and this is something that can definitely be expanded upon from the alerting portion our suite really consists of four very specific modules one of those being a drill manager with the idea there that we have the ability to create and maintain your drill schedule you know essentially preparing for one of these incidents to take place so folks know what they're doing in the case of one of these incidents um it's kind of muscle memory if you will the drill manager allows you to create and publish send that out to each one of your buildings in the district allow them to stay in compliance with whatever you put together as far as you know maybe monthly fire drills quarterly lockdown things like that with that drill manager i'll also mention that it syncs entirely with the raptor alert application so anything that you're doing in a drill capacity you would have the same functionality as you would in a live emergency again kind of trying to drive home that usability so your folks have the option to put down this device and pick it up you know maybe six months later and have exactly the understanding of what needs to be done furthermore as we look into the response and recovery pieces of an incident itself we've already talked about how it's communicated we do have the option to include accountability and reunification i'll just point out quickly with accountability we will integrate with your student information source providing assigned rosters to each one of your staff members so that they can update location and status of whoever is with them they can always access the entire student body anybody else that may be checked into the building which we'll talk about here in just a few moments nevertheless this is happening in real time those that are managing this incident are seeing exactly where folks are located do we have injuries what we'd call critical statuses etc from there with reunification simply said we're trying to really simplify what's typically a chaotic process again aligned with the standard reunification method via i love you guys with putting your folks into one of three roles if you will meeting and checking in approved guardians as they arrive they will see approved guardian data as well that will extract from your student information source from there runners are moving students that have parents ready to pick them up to the arena fire location we're gathering physical signatures sending out communication to other approved guardians letting them know that's taken place from that point real quickly i talked about the grassroots usage of raptor and that's within the visitor management side of things simply said we're trying to give you a very simple process in order to ensure that folks visiting your campuses should be allowed there upon arrival we'll scan their government issued id extract data to create a visitor profile scan them up against the 50 state sex offender registry from there you have the ability to see any visitor that's in your building the amounts of visitors that are coming during different times of the day you can differentiate those that may be straight visitors versus contractors staff students volunteers etc lastly when we talk about the different solutions available through raptor i'm not really going to talk about the volunteer at this particular time but nevertheless whether it's visitor emergency management volunteer etc everything is accessible within one single integrated web-based platform so as you may expand you're not necessarily going to be supporting additional systems you're simply expanding modules within raptor with that that is all i wanted to discuss obviously uh if you guys have a few minutes or if there's any questions i'd be happy to address no questions for raptor passed away i have one um one of the one of our principals asked about uh on this phone system is there any danger of butt dialing the emergency contact that was it was kind of spotty for me to hear but i think i heard butt dialing um so i i assume what you mean is is uh you know security measures that are in place to avoid false alarms essentially so the answer to that question is yes for example i access raptor on an iphone with an iphone there are biometrics in place just to simply access the device that carries on with the raptor alert application so in order for me to access the app it would scan my face or you would enter personal identification number something along those lines additionally the panic buttons that we saw are not simply just a quick tap it would be a compressed slide and release so a deliberate motion and then thirdly we have the ability if necessary to geofence your school location so if someone hands their phone to their toddler at home they can't initiate an emergency incident if they're outside of that geofence location if it's anything like my toddler she uses my phone better than i so um either way to answer your question yes definitely security measures in place are the gps tracking is it always on or only so sorry i think i think i caught most of that question regarding the tracking on the devices itself so great question in regard to tracking there's an option that's all dependent upon the user and the configuration on their actual device but by default raptor will not track device location unless we're actively utilizing the app itself i have a question uh with all the systems that have been mentioned today and understanding what the general idea is how do they communicate with law enforcement having been a teacher in this area during quarantine our data infrastructure is poor at best and having seen the limitations of that not only is the teacher trying to teach online but as a parent with children trying to learn online this area is prone to bandwidth you know severe bandwidth limitations uh twin is fortunately coming through here with some fiber off but that i don't think was ever designed to usurp the existing systems that are here it's only meant to be an extra option for those who can afford it so how do these systems communicate and what's that going to mean for an area like this that has antiquated data infrastructure for something as potentially heavy as this if that's what it communicates through i'll just address that quickly from the raptor perspective and then i'll let andy the team address that from the mutual links side of things in regard to raptor it's accessible via a wi-fi connection or mobile connection whatever is going to be the strongest the app itself is designed to search for the strongest signal if we're using it from a device that has mobile or wi-fi capability also we do not require an incredibly large amount of bandwidth because all this all the communications that are being sent to raptor are using very small amounts of data so again we're sending text messages we're sending emails things along those lines in order to initiate that the actual amount of data usage is very minuscule so we've tested it in a lot of different scenarios whether it's a poor on the poor side of a wi-fi connection or on the low side we don't need full 5g ultra wide band connection for it to be effective and also with link360 we had it tested with the uh from with a lieutenant from navajo county which is pretty rural and he did the push to talk from florida and it was with her so we're just and i'm more than happy to give you his community as a phone number and you can ask him a million questions and how he thinks of it so there's that option too um even more than happy to share any of that with you i mean we're pretty much all around the country i know uh there's a few places in florida new hampshire new jersey i mean it's all around so i've got a question if i'm understanding this correctly the this tool is uh best the more people that download the app the better things are for the use of this tool is that robbie correct you want to hit that or yeah it's tough to hear the question and i don't know if jeff can pick it up either but what was what is this yeah my question was my understanding is that the more people that have this app downloaded the more successful this tool will be and so i wonder if you guys could talk a little bit about implementation in other places and how you got more people to download the app what are some strategies that can be used to get more parents and and teachers and students to download this so i guess from the mutual link perspective i'll answer it there's a certain number of licenses that have been allocated to the first responder community that would be utilizing the mutual link piece which is the link 360 application so that is really being utilized by first responders and certain key personnel in at the administrator level or at the school themselves the the raptor piece would be on the educators devices and in um more prolific in the schools themselves so uh the licensing structure for the schools is by location so you may speak up here but it's really by campus or by location and the number of personnel that have the raptor alert application on their device is that there's no limitation there so i'll let steve finish that point yep you're correct robbie and for those in the room as far as raptor is concerned um we don't work based on specific licenses so when we look at you know implementing within one of your school buildings we would integrate with your your single sign-on as well if that's useful for you and you decide the amount of folks that need to have access to this and the app downloads are unlimited now when i say unlimited i mean strictly typically speaking we're looking at staff members we're not looking at parents students things along those lines this is more meant for an internal tool to put the panic button in the hands of your staff as far as the adoption rates that's not something we can really control however i'll tell you what we typically hear is when a district says this is a great idea we highly encourage you to put this on your own device we don't get great adoption rates if you put it out there as this is meant for your safety and security and those and that of your students it's available to you however it's always going to be accessible from all of the district devices we start to then see adoption rates increase does that make sense uh the school that i represent is a charter school so we don't belong to a district we are our own entity uh are any of these these systems still available for us as a small school of 400 students and roughly 40 staff i think i'll i'll let mikayla answer that but i i think that's the determination um in the initial roll out the the schools and and the participating districts and schools and then the broader deployment i think through additional funding that's being made available so i'll let mikayla speak to that if she wants to to address that as a program office we've been working very closely with county superintendent as well as each district from the sheriff's office side of it we are taking into consideration public schools charter schools private schools christian schools colleges any school within the county we are taking into consideration what we can cover with this equipment any more questions and this integrates well with synergy which is our school information system for the data that you have to pull yeah that's a good question and the answer to that one is absolutely yes um synergy infinite campus power school things like that are some of the heavy hitters that we work with on a very regular basis we would typically make our integration via clever or class link which is in most cases being used in so many in every district throughout the country one of the two either way synergy is definitely an sis we've integrated with all right jeff i'm gonna go ahead and turn it over to you since uh uh we're done with steve steve thank you so much for uh jumping on here today late notice so uh i appreciate it not a problem you've got my contact information if anybody has any questions if they're like me as soon as i hang up i'll come up with good questions thanks everybody for your time take care thank you and andy thank you again from new jersey i'm not going to take a lot of your time what this will be is the brief demonstration of what steve kind of set up for you because we're going to talk about how the actual application runs on a smart device and then what the relationship with your first responder 9-1-1 center looks like and we're going to do that by way of a kind of a can demonstration it's only going to take another minute so basically what you see on the screen are two things and this is important to understand the small smartphone internet is uh is this smartphone i'm holding in my hand which is an iphone it is running the raptor application now one of the things you might notice about this is my buttons look a little bit different from the buttons that steve showed you that's highlighting the um that's highlighting the capability that each tool can determine what each button does but what it looks like and what function it'll perform and the number of buttons that appear on the screen so again i'm just showing you kind of something that's representative of what the raptor app would look like on your on your personal phone which would be carried by a faculty staff member educator et cetera now in a typical emergency we're concerned about you know i didn't start the after morning what do i do so yeah there's a certain amount of getting your head wrapped around the situation number one protect yourself from your students find cover and then at the first opportunity you need to alert others and one of the ways of doing that of course is dialing 9-1-1 and none of these systems are designed to circumvent the 9-1-1 system if you're reporting an emergency instinctively you pick up your phone at online one there's nothing wrong with that if that's the way your branding works you do that you call 9-1-1 if the training is is good and and the app gets uh socialized into your environment better and you and your youtube you can't talk you're you know you're in such a situation that you're afraid to make then pulling an app now and pushing a button might be a better solution but these are very personal things and not something that we can cover on this call but mutually raptor have been doing this nationwide and we've learned a lot about it and with regard to adoption it's actually quite good in places like florida and new hampshire we were really surprised every period of time they at least have the interest and learn how to use it and then they make the personal decision at the beginning of the day whether they're going to start the app or not the good thing is if you forget to start the app you can pull your phone in just know where the app is get the app started that only takes seconds and then you're ready to send the emergency and regard to the other question about accidental calls the butt dial if you were you'll be able to see that in this very brief demonstration how that works so i will simulate a lockdown situation using this you're going to see a sequence of events now there's two branches happening here within these two systems raptor itself is conduct notifications and notifying faculty staff by way of messaging throughout your network simultaneously the app is working through mutually to contact your local 911 people who will then receive data depending on how your particular campus is set up now what's important here is for the sophisticated campuses where you have the availability of video surveillance systems mutualink has the ability to watch cameras during the emergency and share those cameras with the 9-1-1 center i don't want to spend a lot of time going into that because there's a whole political side to sharing a camera but rest assured of this mutual inquiry shares cameras it's only doing it in the context of your emergency and this does not indicate that any government agency law enforcement otherwise has carp launched 24 access to the cameras they do not they simply do not that does not have this application design when the panic button is pushed your school has cameras that can be contributed for the duration of the emergency the law enforcement agency and the pete's app and the 9-1-1 center can see cameras i won't go into too much detail about that you can get into the nitty-gritty but let's simulate an emergency we'll do a lock down i push the lock down button but you notice you're not happy until i do that affirmative uh compression slide action steve mentioned it's very important when i slide to initiate now we're setting things into the um let's see here whoop that's true evacuation first time i saw that okay let's see here response status code does not indicate success 401 unauthorized well i'm certain you know what i decided uh let's try uh walk down again did steve hang up the guys know i do dozens of these demos every day and that's the first thing i saw that in the evening i don't know why i'm unauthorized let me just log back in well i apologize for that i'm very embarrassed by that robbie's got a penis for him in his forehead so the idea is you slide the button i don't have an explanation for that we're going to have to ask raptor what's going to mean we don't represent raptor we what we do that's not fair i shouldn't say that so the idea is when we push the button it creates an incident in the um uh in the system and i'm going to see if i can recover here robbie uh would you talk a little more about how the the cell phone signals and wi-fi can be important and in terms of amplifying what you've said in terms of a lot of bandwidth is required uh sure i mean in terms of bandwidth on the mutual links side the the voice piece the mutual link application allows um whether it's on a mobile device or on a a computer a pc offers a push-to-talk voice component as well as the video and the video can be throttled back depending on bandwidth constraints the voice is already there there you go [Music] for some reason it timed out on me i was maybe i shouldn't test it before the call okay so what actually happened thanks robbie for going in that time there while jeff did a quick recovery in new jersey let's attribute it to the 95 degree heater in new jersey cortex nothing to you guys so what actually is happening so the bigger screen represents the uh the 911 spinner so they see cameras coming from the pool this is just canned video of a hallway for example and this imagery can be sent out to the first responder so they can see what's happening in addition the 911 center if you're configured can actually conduct two-way radio communications from the responding officer the 9-1-1 center to school resource officers or faculty and staff members and they actually have a two-way radio on campus these are all things that are obviously set up beforehand you test them regularly as one should do is test these apps maybe once a day and you can always check with the 911 center you're a 9-1-1 center there and uh mikhail will probably mention that drilling and exercising becomes a very key component of how this works so essentially all i really wanted to show you here was how the application connects through mutual link in our link 360 app to let the 911 center have quick access within the first two minutes of an emergency that they can have instant radio communications and they can also possibly view video cameras if your school supports and hasn't video system we understand that every school has radios and we also understand that not every school has sophistic video systems but i think you might be surprised how minimal a system would be that would be helpful for your 911 response center so uh that's good i don't want to take any more of your time we've taken enough already i just wanted to show you what we call the flow what that application that that panic button application was in relation to your local psat 911 and first respond and and i'll be happy to take questions some questions i've got one yeah so when the app is activated what's bad great question so like any app that the current troll is minimal because we simply set and simply set the amount to be a text message and if you're familiar with using your phone x messages don't fall out of current or battery power so it's not like you're on a phone call with the phone starts to be warm and you know it's sucking your battery down that's not happening here the phone has already did its business it sent the signal via the electronic equivalent to a text message so battery impact is very minimal if if at all good question so once this step happens then for staff members that have that raptor on there does an alert go out to the staff or what's the procedure after it will so steve didn't cover a lot of this but there's so many other things you can do within this application there are for example documents that can be pulled up including maps not that anybody inside the school needs to be reminded of a map but the theory is that if there's documents or things that change on a regular basis they can be put into the system and faculty instead can review them uh whenever they need to do it or in some situations maybe you're handing the phone to somebody else you're doing everything you can to survive and uh so within the context of the raptor application uh it does so many things not just the panel so for example there's um there's reunification process afterwards and and all those things what we're really concerned about and what we're focusing on is that first one to five minutes of the emergency where the nine months underneath as much information as possible with as little effort on your part as possible right we need a button push let the technology start to connect videos and turn on video cameras so the responding officers troopers and deputies have a better idea of what they're getting into determine their best way to enter to neutralize the threat that's what workmen have created on them so jeff or andy um excuse me are you going to show what happens okay so this alert has come into your center are you going to show what happens in terms of those groups and those kinds of things that you demonstrated for the superintendents a while back yeah we could do that so andy if there's anything yeah so can i provide more contact sandy do you need to tell me something okay yeah go ahead uh i'm not i'm asking you is there is there's something that i can show you you know what my capabilities here yeah can you bring jerry in oh sure sure okay so uh yeah so what does it mean to be in a mute link incident you know so so this part of it again is for certain faculty members who have the mutual link application and i'll bring that up on the phone here to show you that you know once you're in a mute link application we provide all the interoperability tools that are necessary to get things done meaning we can turn your cell phone into a virtual walkie-talkie these two devices can then talk to each other uh if we want to show this video to somebody on scene i can uh quickly invite somebody into the incident jerry's on scene there i do a left click and drag and we'll get jerry into this incident uh if he uh if he can answer that incident if not i have him in another one sorry i didn't mean to put you on the spot there but i'm assuming you there you go you did it so now what's happening is jerry is on his mute link application on his phone in your room there and he can actually see this video and if i'm a responding deputy i can actually get on my radio one two three four five hello jerry radio check from new jersey i'm actually talking on my radio new jersey to you guys in arizona uh and we can actually have a conversation back and forth over long distances of course that's not always going to happen in your area you're going to be talking pretty local so the whole idea is from the newton application and let me show if if jerry's not walking around showing me that phone i'll bring my phone in here so you can actually see what that looks like on the uh on the front so i have an incoming call here and i have the high school coming in we'll go ahead and play that video so this is what the first responders would potentially see from their smart devices either on a smartphone or their mobile display terminals and computers inside their patrol vehicles as they're responding they'll get installed uh instant visual uh context for what they're getting into uh the cameras can be adjusted depending on the sophistication uh we can determine what cameras to show and uh from there we can also text back and forth that we can also share documents uh within the um within the incident itself so i didn't want to confuse people by doing this but the question came so remember this is two different applications there's the raptor app typically prolifically installed throughout the uh the campus with educators faculty staff then there's the muchlink application which is really designed for the tactical responder uh trained administrators within the organization who need to conduct deeper tactical operations with the first responders maybe they're trapped in a particular part of the school and they need to coordinate a radio and video that's more about what the mutual application is so just to be clear the application you see on the smartphone now would not generally be distributed to everybody on the faculty and staff along campus i didn't want to confuse people initially with that but the question came up so there's two different applications here they don't you don't necessarily have to both be installed on your phone faculty and staff just need to install the panic and app in this case it's raptor hope i'm not confusing people it can be a little confusing but there's some great questions coming out of the audience can i help anymore andy from your perspective more questions for jeff do you want to see more or no i the part that impressed me when you all uh presented to the county superintendents was the piece that each school site can determine who is in that list on the that you see on the left side over there so who's immediately each site can determine who is immediately notified when that panic button is is set off and that's exactly right and thank you for focusing on that yeah so that what part of pre-planning and you can change that it's not etched in stone right you can you can change that list as the need arises but there's actually two listings to be created here the raptor app be configured to notify a certain group of people and the mute link application can be uh configured to notify a certain group of people so if somebody pushes the raptor panic button a certain list people inside the mutant application be notified perhaps maybe the principal vice principal uh some other staff member fro's they can also receive a discrete and separate notification within mutual so yeah getting information out as quickly as possible as possible and that is that is very easily configurable with lists you can be determined and it is different for every school every campus makes that decision who they can add to that list that's thank you for bringing it up that's a very good point well you said we're doing this really in a lot of states new for arizona of course but florida new hampshire connecticut uh virginia uh some schools in texas this is rolling out very quick you know we've been only doing this about four years so so it's it's growing very quickly nationwide and uh the adoption rate quite frankly is is pretty remarkable uh i think once you see how easy the app is to operate and if you're ever in this situation god forbid i think you know you're diving for cover you're gonna be your brain's gonna work really hard to do everything you can to get help on the way and and if that means suddenly realizing you have an app on your phone that might help you're going to pull it out even if you forgot to start it in the morning you're going to get it started so i wish you much success and i hope you never have to use this but if you do uh it'll be there for you and it's working in a lot of places in the united states thanks appreciate your time all right thank you thanks jeff i appreciate it you betcha all right no questions at all nothing stands out for you mr williams okay so i asked one yes sir we've got a cluster of schools in this area three right here and then a high school in a different district that's a half mile or so away if there's an activation for one with the schools being so close will the system interact so that there can be a notification to multiple sites because if for example if there's a lockdown next door where there's a middle school the two adjacent campuses and possibly the high school half a mile away may go into full situation as well so how does how does that work when it goes beyond notification beyond one campus robby do you want to take that or or jeff so i mean i'll take a stab at it but the the if the way the raptor application is set up is by locations if if there are personnel or or educators that are um that act are actively in one campus and then maybe uh transition to another campus they can select a particular location that they may happen to operate in you know as they enter the school i don't know jeff if you can show that on on the app yes now obviously if an activation occurs let's say it's a lockdown at the high school there will be a certain set as jeff mentioned notifications that that are propagated out through the raptor alert system which then could then stimulate a further lockdown of from personnel that are in the other campuses so um if you want multiple i'd have to check and see within the raptor configuration if you have a particular maybe an all-campus lockdown type configuration where if you press a particular configured button that then it would create that notification across all campuses i'd have to check on that jeff i don't know if you may have any insight on that well my understanding of the way the raptor application works if if the user chooses to have their gps activated the phone of course will know which campus it's on and act accordingly if not the the faculty or staff member selects from a customizable list of any particular building they're going to be in so that when the information goes to the 911 center it can be as natural as possible what we found in in practically used what we've seen in florida is that where an activation comes in from for example a teacher who's left the building and is outside and pushes the button the whole the whole context is whatever building is wired up will the signal will still go to the 9-1-1 center so uh it's hard to describe in a call like this the intricacies of where's the phone where's the emergency and what i may have heard and part of the question what if there's multiple emergencies except at the same time was well it's it's if an event occurs in a campus that is adjacent to another campus there may be a scenario where they would want you know the the the district would want a no you know a lockdown event to also occur in an adjacent campus or in other campuses based on yeah and mutual income raptor knows the difference and can in fact receive multiple incoming emergencies from different buildings and the 911 operator would actually see as you see up here in these boxes each school will only generate one alarm if it's coming from the same location even even though many people may be pushing that button there will be a recording of who actually pushed the button but it'll only be in terms of one geographic location if a panic comes in from a building next door or a campus next door maybe we have a fast moving situation maybe it's a simultaneous uh intrusion then multiple calls can come into the 911 center and that's where we never underestimate our 911 operators how quickly they can sort that sort of thing out and get help on the way but these are all good questions and in a real life situation you're thinking about that and and michaela and the sheriff's office and the 9-1-1 centers are thinking about it as well so that they can provide the most effective response again and wow how timely is it the whole idea is we gotta get help there fast and you have to know exactly where to go um great question again i just want to clarify kind of what his question was and clarify the groups that can be created because i think what he's talking about is let's say there's a lockdown at our middle school which is really close to the high school and the other we have another elementary school that's not very far away and a lot of times the other schools will go either in lockdown or soft lock down until we can ascertain what the threat is right so i noticed that you're able to create an alert that goes out to multiple people correct is it possible to create an alert that goes to say principals and or administration on other campuses so that one principal can send that out to all the other principals that so all those other schools know simultaneously that bullhead middle school is having a lockdown robbie simon yeah i mean you can set up your notification list and include whoever you would want in the notification so if it is a lockdown at the middle school in the alert um configuration the the um the alerted parties that could include the principles at the other campuses absolutely it doesn't happen they don't all have to be from the same school you can spread the groups out so that other principles are notified at nearby buildings and take action as needed and what we found in florida is they do exactly that when a when somebody pushes the button they actually notify a very large group and they all conduct a quick assessment number one is it a false alarm number two is it the real thing and number three who needs to go where and and they found that the best way to do that is as wide a group as possible uh can be notified so that in the heat of the first couple minutes we get as much information as we can specifically for the first responders and then into minute five through 10 through 15 it gets sorted out and the appropriate people respond and the other ones can go about their business as if you can go about your business depending on the americans it's not all active armed intruders and sometimes it's a fight a fire a traffic accident in the parking lot right there's many types of emergency that will cause somebody to push the panic button and that the goal there is for the first responder to get sorted out as soon as possible but the more people to push the button and the more people that start interacting with 9-1-1 they'll know that immediately very usual figure boys i think really what i think we're getting at here both the new trunk application and the raptor application and uh we're not reinventing a wheel here right they've been doing this in a lot of places and there's there's a lot a lot of lessons that have been learned over the past several years and you'll get the benefit of that this works actually very smoothly in florida and connecticut and virginia what raptor it mutually does not cover the agency who's taking that call can they can notify the surroundings if they're not programmed into the mutual system they can make that initial call and i'm sorry rob i i didn't i couldn't hear that that was broken up sorry it's michaela from the sheriff's office i was just letting them know what raptor mutually does not cover who's not in that initial call list the psap center who is taking that call can it's amazing how many agencies and people will come in and assist in situations like that and there are ways to get that information out to the surrounding areas you have one question i did um is there either on-site training for the staff members that would be potentially using this or a training course if they need to go through annual refresher training staff that's roll over things like what's the so anybody else all right jeff well thank you i appreciate your time and uh i'm glad we were able to show this to you and uh robbie thank you for your for your input as well andy thank you and i'll stand by in case anybody needs anything else okay thank you yeah all right you want to go ahead and unshare so i can i'll just uh you bet right if there's no more questions let me go back here there's our contact information if you guys have any questions whatsoever um please feel free to reach out to me or i got my boss on there too chrissy kuhn and robbie hill so any questions and the the program was very impressive thank you for being here my concern is you started out tonight with oh sorry that you started out tonight with uh a hundred thousand dollars and that's what the state legislature gave us or gave you guys right yeah how far is that hundred thousand dollars going to go and how much renewal are we going to end up as a school district okay we target with four school districts at 25 schools however with our county being so rural and there being so many districts with just a few schools in it we're kind of fluctuating with that however i'm the state level did just approve additional funding that is available to us now um that we'll be able to cover every school within our county so um essentially our pilot program of the 25 schools um we're getting that equipment ordered and situated as of right now so they will be the first ones to go in and then not too short afterwards we'll be able to facilitate the rest of the schools and getting equipment into that and what are the renewal costs so as long as the funding is available it will be at no cost to the schools the sheriff's office and the state will provide the entire funding for that however if that funding does not become available the most it will cost to a school is 2500 and it will not exceed that awesome thank you thank you that's a good price okay um appreciate you guys coming out tonight and uh there's no more questions uh we're all good to go yeah thank you guys if you guys have any other questions um and you don't have their contact info you are more than welcome to contact the sheriff's office i would be more than happy to answer your questions or provide you with someone from youtube link who is more of an expert on the program so right now unfortunately we're dealing with the shipping problem so um yeah so uh it's kind of just very sometimes within a month sometimes we can take a view it just depends on where it is moving forward down the road as long as funding keeps coming in the sheriff wants to keep going with this program keep growing it as many ways as we can i know he has talked about like door stops things like that just a little things that can really help in the case of an active shooter emergency like that and that will also improve security cameras and things like that because people wanted to put security cameras in is there any particular security camera that would really be required just a reasonable um let robbie handle that robbie is there any system that works best with the mutual link or raptor program system as in videos video management system yes no i mean we're we've we've integrated to any number of different uh video systems um i mean obviously any i mean in today's video world they're all ip based um rumors and ip based video systems so i mean there's a few ways of integrating into the the the particular um video management system but as long as it's ip based we've been integrated into genotech and i mean we're looking at an a kind of an evolution of our product into um integrating um and overlaying cameras on the floor plans that's that's it's in a an initial release right now um and it may be something we can look at um at a later date but um regatta is one uh and genotech um trying to think jeff any other particular um well you know robert it's a good point i can tell you in 14 years i and we have not found one camera system that we could not integrate to and i'll even extend that a little further uh to say that we support legacy cctv type systems if there's even still any of them out there um you know there's some limitations with that but again the 911 center if they can just see one camera it's better than no cameras right so even if you were to throw in a couple ip cameras that cover your entrance maybe the cafeteria and all these things can be done relatively inexpensively um you don't necessarily have to leave that part out of it let's put it this way the sheriff's office would love to work with you about figuring out some way to get that video even if it's not a very sophisticated system i think robbie one of the things we can answer three of the four school districts that are represented in the room this evening are either have already or are installing vercada units so we'll have fairly sophisticated equipment to be linking with county sheriff and the other agencies yeah that's that's actually fantastic and and we can fit the protocols right because there's there's political protocols that have to be observed about school cameras being visible to other entities and but that those are things that it's not new to us and the sheriff i'm sure understands that and uh we're all confident that that can all be worked out and also if anyone is i know there's a lot of school districts here um so if you are interested in the program we do have a memorandum of understanding that would go with this program just so everyone's on a full um clear on what's going into the program what we're supplying and things like that um just so we can work together um so if you are looking into this i can be contacted to provide you guys with that and that way we can really get the ball rolling once i have that signed and executed has any changes happen since he initially came out jesus all right thank you guys thank you thank you thank you thank you thank you everyone appreciate it thanks jeff thanks robbie you appreciate that have a good one thank all of you for coming and for the presentation does anybody have any other questions or anything again if you haven't signed in please make sure you do in the back and we again thank you all for coming and being here we're good you
