there's a motion by war member chavez is there a second uh no request for public comment mr board president all right is there any comments from members of the board all right i'll go ahead and make some brief comments i just want to make sure that the public is aware i know that the numbers look large but we do get benefit from the dues that we're paying uh as well as for the illegal alliance um we are able to purchase uh software and stuff that sort that is necessary for us to be legally compliant as a result of being members of csba and so that's why we're paying our membership dues as well as uh supporting the legal alliance the legal alliance is a way in which uh school districts basically put together money so that we can go ahead and have csba take on lawsuits sometimes those lawsuits to the state itself when the state tries to go ahead and shortchange us uh for certain money that they owe school districts and so it turns out that it's a very it's a very beneficial um uh expenditure on our part uh we've seen that come back to us in the tenfold uh many times um i used to be opposed to it um for particular reasons because alum rock was singled out one time but um i've seen the the value in in our support of the educational legal alliance so i'm gonna go ahead and call you guys to you know uh since we have a motion in a second uh more wrestlers i don't know unanimously approve uh item 5.03 approval of the csba gamut policy plus service motion to approve there's a motion by workload second second by board member from the board vice president is there any uh comments from the public no request for public comment mr president all right any further comments members of the board see none i'll go ahead and call you as i see you board vice president i for 2022 2023 motion to approve it's a motion by board member chop is there a second second the second report remember i don't know is there any uh comments republic no public comment mr board president all right see no comments for the public i'll go back to the board is any further comments remember support c9 i'll call you as i see you board best president board remember hi wouldn't that motion foreign unanimously um all right 5.05 approval resolution of number two dash 2022 for slash 23 the resolution of board of trustees the rock union elementary school district ordering an election to authorize the issuance of school bonds establishing specifications of the election quarter and requesting consolidation with other elections occurring on november 8 2022 do you have a mission to approve motion by board clerk second second by board member uh for vice president palm is there any comments for members of the public no public comment at this time mr board president all right see none then i'll go ahead and uh call you as i see you uh are we gonna i'm sorry i might have missed any comments from members of the board okay uh yeah um i just wanted to uh make sure that just for the purposes of the public and their understanding of this item and transparency um if either dr bauer or maybe or someone from our team could just give a brief description of the rationale why this is beneficial um and why we have this recommendation in front of us and also a clarification about um the issue just the issuance of the bonds and any additional costs that may be out there as a perception by the public that it there may be to taxpayers or not may or may not be thank you trustee vegeta i i'm gonna turn it over to colvera i believe we have asked dale to be also available for a brief summary of this item so that to your point you know for transparency purposes we will remind everybody this has been a an item that has been brought to the board for a number of months now and we're just part this is just part of the timeline very specific information because i know that the the newspaper interviewed us that the tv stations came and asked i was not able to provide specific information and i told the public because we cannot do any decisions or a speculation or prediction until we have voter approve approval for this so i see mr scott here on the screen i think he will be able to provide a summary of what this item is all about is that okay board president yeah uh go for a deal thank you good evening um courtney jones with the law firm of jones hall is also somewhere in your in your another world and if any questions come up we'll want to bring courtney in for legal questions as well this measure proposed measure and resolution will reauthorize bonds that were originally approved by the voters in november of 2012.

i have a short presentation very short presentation i'll walk you through that process and then we'll talk about the projects and the resolution and courtney and i are happy to take any questions so if i might share my screen [Music] as the superintendent noted there has been a fair amount of work done on this to date you may recall that we did both a survey of staff members to determine the desire of staff members to have teacher staff housing built within the district we also did a survey of voters regarding many of the other projects that are being considered under this financing and geo bond as well as their attitudes towards the district the results were presented to both your housing committee and to the district board in june courtney and her firm as well as working with staff of the district and our firm developed the resolution you see in front of you today and here we are in the middle of july board action if you take that action and i will note that it takes a two-thirds vote of the board for at least four yes votes if you take the action to place that on the ballot uh it'll be filed with the county in august there will be a period of time when both supporters and if there are any opponents can file rebuttals that can be placed on the ballot and then we come to and i have to get over calling it election day because of course we don't have election day anymore we have election month which begins in october but the final election day of november 8th when we find out if the bonds were approved and then the bonds can be issued as early as early 2023 this measure is designed as what we call a reauthorization you may recall that the district passed 125 million dollars district voters passed 125 million dollars in 2012 under measure j of that amount uh 53.5 million dollars of those bonds have been issued and the funds used to improve district facilities the remaining 71.5 million dollars although it's been authorized by the public it has now come up against the tax rate limit that was put on the bonds of 30 per hundred thousand dollars of assessed valuation and you are s you're limited from issuing any more bonds under this authorization under the 2012 authorization the way the reauthorization process works is if the voters approve the new series of bonds we will use those bonds to essentially replace the old series of bonds we will do that through asking the board again only if the measure passes that the remaining 71.5 million dollars of the 2012 bonds be decertified meaning you can't use them in the in the future and we'll replace those with the new 71.5 million dollars of reauthorized bonds that you're voting on tonight in addition uh let me turn i'm going to come out of this i'm going to turn to the resolution you'll see in the resolution if i can point you to the document under appendix a in the resolution we have a project list the project list is essentially all of the projects that were under the 2012 uh measure which will allow you to continue with those projects uh more quickly than you could if you had to wait until the tax rates uh continued fell off and in addition we have included the ability of the district to use a certain portion of these funds to build and construct teacher staff rental housing for um for your employees i'll also point out in the resolution under appendix b we have the actual ballot language that will appear and the voters will see on their ballot and an appendix c what's called the tax rate statement the tax rate statement will be published in the sample ballot and if you look at the first paragraph i'm trying the first numbered paragraph number one of that tax rate statement you'll see that it's estimated that the additional tax rate of this reauthorization will be less than two cents per hundred dollars of assessed valuation i'm going to ask courtney if she has anything to add on the resolution and we're both happy to take any questions from the board thank you dale i will just add that this resolution has been drafted in accordance with all legal requirements and is the necessary formal step in the process of placing a bond measure before voters and as dale indicated the measure requires four yes votes for approval if there are other questions i'm happy to address any of those thank you uh for president can i just follow up yeah go for it so thank you for that uh that brief report i think it summarizes what we as you mentioned we've been working on already for several months and actually more than that in in reality um and i just i know the other thing that i wanted to make sure um that i asked about was the the me you know we have our needs assessment that we've had for a while and with regards to the often cited um and often needed or needed hvac air conditioning heating those types of things this particular resolution and item would not um prevent us from in the future still looking at those other facilities needs in being able to address them with the resources that are available to us as as a board is that correct that's correct trustee okay so that i just wanted to um i know there was some questions from the public that i had seen or heard um as some of those articles and interviews came out and so i just wanted to make sure that we reiterated to the public the the the facts of the situation because you know sometimes there's different misinformation that for whatever reason gets out there and so the clarity i think is important so thank you everyone for providing that and for president may i just uh share with the board and the public one more thing just so that to rest assured that our hvacs for the sites that are still missing hvacs are already being planned with the current bonds and so more to come about that but just so that this will not affect those kinds of things at all all right um i ordered president from you have a hand up let me uh make some brief comments really quick okay let you kind of dovetail with what has already been said a year or last year i went ahead and i moved forward and asked for a task force with regard to teacher and workforce how's it been developed and so i was a year ago we did this in public and it was just uh to begin the process of thinking about this and bringing it as a consideration at some point to the sport so we're now here and so i want to just make sure to remind everybody all the listening audience uh the public that this process has been very transparent it's been uh held in the open every meeting has been held open has been an open meeting and i'm very proud of the fact that we've taken our time to ensure that this has been done with the full transparency possible we went out there and interviewed our own staff through a survey and it came back with overwhelming support we went ahead and asked the voters uh if they were interested in seeing this move forward and so i'm very appreciative of the fact that we as a board as a district sport have made sure gentlemen would have done this just because it's important to do things right we went ahead and did a very transparent manner ensuring that we're not just throwing out resources for something that doesn't have a chance as we heard at the last meeting we saw a very very strong support from the public very appreciative of that and so i just wanted to make sure to kind of go through the um the steps that we've taken uh the committee the task force sent the unanimous recommendation to move forward with the project based on the information that we were provided and that was outlined at the last meeting so board vice president will go ahead and call you yes thank you mr president well uh you know uh you know in many ways this is sort of like the culmination of my previous work on the bond oversight committee uh you know we've uh worked very hard to diagnose the problems to uh propose and uh ask the important questions to bring about fiscal reforms and here we are in a position to reissue go to the people again and reissue these bonds and uh i'm excited that we are you know this is a historic step for uh our district uh as we all know uh alum rock has long been a low wealth district i mean i don't mean that but uh in terms of uh you know forgive me if there's any offense but uh low wealth meaning that our our property assessments are low you know are lower than uh other parts of the city of san jose and that has uh for generations disadvantaged uh our children our family their ability to [Music] provide the best education possible you know by by doing this we take the we take them you know our our most important asset we are doing right by our teachers uh providing uh helping to make a dent in the uh housing situation but at the same time uh you know allowing our district to uh unlike other districts to build a more uh sustainable financial future for ourselves through uh the prudent use of our land as well as uh you know in a way that does not uh burden uh you know that minimizes the financial risks to our community and the burdens to our families and just you know and hopefully you know by doing so uh you know we ensure the fiscal sustainability of alan rock going forward you know whether in times of changing economic conditions and varying enrollment this is a step for us to break out of the boom and bust cycles you know i remember you know i've lived through you know the great recession of a dozen years ago and i know that it took years for school districts to uh to recover that funding you know i'm hoping that with this measure we you know we take we take our own step to uh secure the future of alan law provide our teachers with additional housing resources and uh you know uh was it and to see this trick into its next 90 years so uh it is with that and i'm you know enthusia very enthusiastic about seeing this resolution uh being brought before the board today and i urge my colleagues to support it further comments from members of the board uh thank you um i'm also very excited to be here and be able to have this discussion um and this boat soon um you know i know we're far away from having the shovel in the ground however um i know that this is you know almost as important right to making it's kind of like the shovel in the ground in a different way um hoping that the rest of the community you know our voters um agree with this need for our district um and so i just wanted to voice those thank you del for walking us you know and being patient with us and explaining to us and drawing pictures and everything we needed in order to be where we're at um i know we spent a lot of time in the committee um and i you know again want to thank uh president quintero for bringing the idea forward um and you know taking the time to also invite other districts or even learn about other districts and their process um you know i i'm really excited because as i um see other districts who maybe have talked about this idea and have brought it up um you know we really went into action we really went into action right away and i'm proud of my peers and you know all the other committee members that um took it uh serious and you know we sat down um for many months now and here we are so just i'll also be supporting this and i hope my peers on the board also support this thank you further comments from members of the board all right so you know no for the comments we've already called for public comment uh give me a second let me just make sure you yes we have called for public comment and so i'll go ahead and call you as i see you there's no further comments uh board vice president board member hi board clerk hi board member travis no with my software and i the motion passes four one with chavez uh and dissension all right uh moving on to under 5.06 uh we have uh the approval of uh resolution number three dash twenty two four slash twenty three this is for virtual teleconference meetings um do we have a uh do you have public comments then you'll probably come in on this side i'm missing all right you have motion on center motion motion by uh bournemouth zero second second second by board member uh comment from our wordpress president uh just a question uh first question to uh superintendent bauer uh you know i i remember uh i think either at one at the early at the first uh regular meeting of june i i did inquire about a uh proposed road a road map to getting back to the board room so i just wanted to ask if there's in any uh and an update to that world to that to getting to that road map or any progress in regards to getting the board back into the boardroom trustee pham i apologize because i have not worked on that i i was i took two uh weeks off and i haven't you know i just came back so i will go ahead and work with my team and we'll have uh an update for you in the august um 11 board meeting okay thank you thank you all right uh for the comments members of the board see none then i'll go ahead and call for the vote as i see you or vice president you've been this given the situation uh no uh board member aye board member aye board member travis aye was miss 49 motion passes for one with from an accident and ascension um all right moving on to item 5.07 this is an item with regard to the development of a blank laboratory library at alpha blanca alvarado school uh the item is for information only um dr bauer i wanted to go ahead and speak about this item this item came forward as a conversation with supervisor who mentioned that she had a significant number of books from various topics very eclectic collection that she wanted to ensure that uh was made available to um the public and to children in in a school setting and so it was for that reason that i went ahead and brought this item forward for discussion to see if there was the possibility of will from uh this board to allow that to take place i know uh uh the montgomery school sits on the sonicare site which is the property of almost school district so any changes that do take place there need to be authorized by the district so this reason that i brought this item forward um as i mentioned it was a conversation with supervisor roberto that spurred this in essentially a request to have it a discussed and so i'm bringing it forward for uh the body's consideration at this point let me let me go ahead and call a member of the public and then we'll come back to a discussion if that's okay with members of the board is there any members of the public wishing to speak on this item yes mr board president we have uh one member of the public uh shara hedge you have uh two minutes please i mean yourself when you begin speaking the timer will begin good evening honorable trustees president quintero superintendent bower um so happy to speak with you this evening regarding the issue of the blanca alvarado library as trustee cantero said supervisor alvarado had shared with us that there was a significant number of books in her collection a pretty prized collection that she felt would benefit uh students in particular and that conversation was was a wonderful conversation and we were excited to explore the idea but we we did not have space at the alpha blanco alvarado school to make that happen so i think we were very curious to know if the board would be interested and excited engaged in to engage in this conversation further and to think about creating a space for these beautiful books so that our students and the community can benefit from it you know in the future and years down the road i want to be clear about a few things like alpha would completely bear the cost of this we deeply value our community leaders the school is named after blanca and we feel that this would just be an extension of that work that we've already done we also again i want to reiterate uh have no intention of growing in alum rock no intention of adding any seats and no intention of adding any schools so i just want to be clear in case there was any uh belief that this was a push to grow that that it is not um we honestly just want to do this to have a space for blanca's books for our community to come together and enjoy those books and to be able to come together post-pandemic and really uh rebuild after what's been a really challenging few years so i do thank you all so so much for your consideration of this project we would be happy to engage in these preliminary discussions with the alum rock staff and thank you again for your time and your consideration thank you for your comments mr board president at this time we have no more requests for public comment all right then uh if there's no further comments from the members of the public i'll go ahead and call uh members of the board i see you or as i saw you raise your hand uh award remember i don't know go first thank you board president so i have uh several questions about this um just for i guess clarification and some of them i think we're touched upon with the public comments that we heard and i'll just ask all the questions and then whoever may be able to address them can do so i guess after but the questions that i had are specific to just the wording of the specific item to discuss the development of blank alvaro library what the the word development i'm not quite clear does that mean like it sounds like it doesn't mean kind of like repurposing an existing classroom to put to create it into a convert it from whatever it's being used as into a library it sounds like an additional facility would be utilized for this and in that if that were the case then i would be cure or not for sony an additional room i guess um and in that case i would be curious as to you know where does where is that what is that room or where is that room um the second question i have is uh it's kind of like three related questions what number one is kind of like what are the books it's is kind of vague um so i don't i mean i'm curious about you know how many books are we talking about and i mean to establish a library are we talking about a bookshelf worth or are we talking about a whole room's worth um and also if if it's i guess another related question to that is the level of the books so i'm wondering are they like books my mind is thinking like social justice kind of books which would be awesome to have or things in that general theme but i'm just wondering are those books are we talking about books that are appropriate for elementary and middle school students or what what is it so how many books what's the level of um literacy or the level of comprehension necessary for them um and then the last part of my question is related actually to the first part which is um the space issue again like is there if it's if this is a request for an additional room um an entire room then it goes you know what is the current enrollment status of of you know the school and versus the space available so it's just just kind of fleshing out a little bit more details as to what this is that would really help me to understand whether or not i would be interested in or be supportive of um you know moving ahead with this so i know that's a lot but those were just the questions that i had jotted down if they could be addressed thank you um do you want to take some of those questions on um miss hector since is she still on the meeting her hands up so i'm assuming that she can respond to them hi i'm here i'm so sorry i was having some trouble connecting so board member behind i don't have a series of questions if there are some of them that you can respond to since you've also been in communication with supervisor correct yes um i do believe the question around social justice i do believe that yes many of these books are social justice oriented i cannot speak specifically to titles and reading levels um but would have the opportunity to look at them more closely then i could probably speak more in detail to that in terms of space we have occupied every inch of space on the campus so there isn't really an option of utilizing a current space for this we also see it as a place where students can come and read and so i think uh given that we you know i think an additional room would be probably the best way to to think about this um i think that there are a lot of details that like i could potentially get into here but i think first and foremost our mou states that we need to come and speak with the district and that means engaging with dr bauer and kolvira so i don't want to get ahead of myself because that is the procedure and process we are supposed to follow but i'm happy to collect all the questions and make sure that every single one of them are answered and just if i could follow up really quickly then i know it was mentioned in the initial public comment that it wasn't and like an expansion or an additional space but now it sounds like it may be so that would be part of the um the you know the question that i would still have is it additional space that the district is gonna would need to look at or you know because i kind of heard two different things there so that would be something i would want more clarification on thank you sure thank you yeah can you can you clarify your comment you had mentioned do you have an intention of expanding an element uh if you can clarify that for remember i don't know i think you're referring to the number of students correctly yes you know i think we uh alpha and alum rock have been in discussions about additional facilities needs our facilities needs actually go far beyond this one classroom um we are trying to figure out how to make it work with the space that we have and so this you know one additional space which we would be built out as a library space would not be used as a classroom space um that is not the intention of this ask whatsoever this is to build a library of this communal space where students can come together and our community can come together you got any more follow-ups good okay um the second hand i saw when you put it down is board member chavez do you no longer have questions all right yes i do have a question several um i'm just gonna let the yeah i just didn't want to confuse you because i wanted mrs uh cheryl to get on there but um so i i'm not opposed to them having a library but what um i don't like is having a vote on books that are under a certain uh criteria whether it be social emotional or social justice or whatever it is but i don't like voting on something if we don't have a list of the books and the author of the books is there any way that we can get that before we vote on this uh miss shara i don't think we can get that um before any action is taken but i do believe the agenda item is not calling for action it's just calling for uh engagement with alum rock staff because per mou nothing can happen on that campus in terms of building new space without clear transparent engagement from the district so that is i think the only request is to engage in that conversation i guess that's what i'm asking maybe next month we can see maybe a list of the books and the authors i will do my best to secure that for you thank you all right uh board member uh word clerk yes thank you um and i think uh miss hedge helped me understand a little bit more and um also support part of my questions and directions um and i know that dr bob and i had um a conversation before but i did want to mention and she did provide some answers but i wanted to ask her here in public and um and have the public hear the answers um first i wanted to find out and i think i want to say we had this conversation prior and i could be wrong but i wanted to ask if there was space at any other location within any one of our other schools our our schools at alum rock if there would be because i'm in total support of having this library absolutely in the east side where blanca lives where she's done her work um and you know i'm in agreement with i would like to see a list right before we um finalize and vote um yes um but i also know lanka and i know she wouldn't you know bring any inappropriate books or you know provide that to our community so um i feel pretty good about that but i'm in agreement that we should see a list um but the main question for dr bauer is is there any other space you know we heard miss hedge that they don't have space there and that they would have to build another space to have this library is there any space in any one of our other schools here on the east side um within our district in alan rock that might have um space for this library yes we have space in in some of our other schools okay um and you know i'm glad that it's on for a conversation and exploration really at this point right um so dr bauer whether it's next month or whenever we bring this item back um if we can maybe get you know whether it's a list or you know um yeah a list of where maybe that could be um and i'm not saying no at alpha i'm just hearing miss hedge um and all you know also thinking you know dr bauer just confirmed that we have spaces within our own schools where why not use a space right versus leaving another space empty and then creating more buildings to definitely honor supervisor blanc alvarado i'm in agreement of having that eventually and i think now is just you know finding out where um would be the best space for that um and then along with you know that i think what i'm thinking in the long run as much as i you know want to see our the this um the community and not disrupt right um students and our families but we know that um alpha has a lease right and um dr bauer can you remind me when that lease is technically up in paper june 30th of 2026.

okay june 30th 2026 and let's just say that our board you know was going to support an extension of the lease um but we're not going to be here i mean well i mean we might right but technically right we can't assume that we're all going to be here um in the seats and so my concern would be that um you know maybe the board at the time wouldn't wouldn't support um elise um and this library would just have to disappear at that time so for me i'm also thinking of where would be the best location where it would be stable and you know it wouldn't just be an idea that was like great for you know four or five years and then has to do away with um so those are some of my thoughts for when we bring this item back um i'd like to um again hear where there might be space within our own schools here at ellen rock um and then also i'm in agreement with a comprehensive and maybe if it's too many i don't know you know there may be hundreds of thousands books who knows um but at least the general idea um and even like grade um average or um you know and maybe it's community um which is not not that i wouldn't be in agreement with anyone of that but i would like to know what um kind of books we're we're looking at um so yeah those are my points for now thank you president all right um where was president can i go ahead and uh and bring in some information that i received from my conversations with supervisor alvarado before i call you of course clarify um i had the conversation with supervisor alvarado and i also brought up the fact that we may have space in other locations um she said that it would make most sense for her books and a library named after her to go to the location that's named after her and so that's why the the item is written as it is uh because i that was my first reaction as well that uh we may have a space at other locations and so she was insistent on that this location made most sense uh so that's why it's written as it is i just want to make sure to bring that up to the board i would discourage the board from engaging in reviewing books that are going to go into the library i would leave that up to our librarians and our staff because we've seen what happens in many places in the south where board boards board of education members or the board itself are looking at individual books and making uh decisions on what goes on the shops and what doesn't and so that's just my my perspective as one board member that as a board we may want to uh stay away from the practice of of determining or which books are appropriate and which part and since we have a staff whose full-time full-time job is to take a look at our lit our curriculum and our uh our the things that come into our school so i would uh i would just encourage us to avail ourselves of the experts that we do have here at elm rock to look at curriculum books and stuff of that sort rather than us doing it um i don't know if you guys have heard some of the news stories from coming out of some southern states where they're out there uh taking out certain books from libraries and stuff like that um so boy rice president yes thank you mr president you know i was wondering i mean given uh supervisor alvarado's uh you know history in east side san jose uh i was hard you know and given uh you know uh given uh this district's uh expertise in managing a library and managing book circulation uh you know i think one uh i think one possible avenue i would like to put forward for uh consideration down the line is possibly upgrading one of our current school libraries to uh to be the blanca alvarado library uh you know um you know uh given the you know uh as i was brought up by uh trustee guerrero you know there there are the issue of uh permanence of this permanence of district schools existing facilities existing capacity for handling books uh you know i think that it would you know uh you know a feasible solution for honoring supervisor alvarado is to for one of our school libraries to be the the blanca alvarado library thank you sorry about that one battery was about to die uh so um board member chavez is the orient i think that blanca alvarado library should go in blank alvarado school thank you all right further comments members of the board all right um it doesn't look like there's any clear direction other than dr bowers are some sites that are available um i'm assuming that that's something that dr bauer can go ahead and engage and bring forward some proposals i would high uh i would highly encourage us to uh engage in a conversation with supervisor alvarado and see what what the books are and what and and what um what ideas she might have other members of the board may be interested in having a conversation with her that way it's not just coming through me i wanted to introduce it based on my conversation with her because that's the problems i made here that i would and so i wanted to bring this forward i'm not sure how uh we would go ahead and move forward is there an interest of the board to bring this item back with more information from the administration so the the options that there might be um more merchandise if the board wants to bring it back i think that we we should have another conversation as well as have the list of the books and authors prior to uh the meeting thank you uh board member thank you yeah i was just gonna say something similar i would for me um if it came back to us it would be helpful to come back kind of like as a written proposal that outlines some of the stuff we've already talked about um you know the space requirements maybe for me not necessarily every single book and every single title i can see the value of that though but for me it's more the level of reading um the level of the literacy literacy level required for the books that are being donated um access you know if if they're not books that are for uh elementary or middle school students and we're talking about a community library then what does that mean in terms of access of people coming onto a campus you know from off-site and you know so just those types of things a kind of more uh further what thought out proposal that i could have you know to consider and and not not such of uh i what i feel like what i have right now is a concept but i don't have um something that i could feel comfortable voting on so like i said a proposal with some of those details would be helpful in me determining and all the other details that other people have suggested in this conversation so in order to move forward then would you be comfortable with options let's say that the administration comes back with proposals on particular sites that might be available um the alpha folks can bring forward an idea or concept that they might be able to put together uh so that the board might be able to consider their the various options is that something that would the board wouldn't be comfortable with yes but you left one out about the list of the books and the authors all right um and if i could add to that yeah we'll remember whatever yeah i agree um it's important to see what the options are and then to make the best you know vote at the um at the end of the day and i think also if possible i mean i don't want our staff to um have to spend too much time on this and i know a lot of it would be um in this case speculating like the cost um if we're open to the community right um staffing but i think even a general idea of what you know a level of staff that would need to staff that library that's i don't know um you know have many ever days of the week hours just an idea um i think would be helpful as well because you know obviously it's not just opening up a you know building and you know here you go the cost kind of around that if that's not too much to add on this proposal um because it might you know at that point i might say you know what yeah let's have alpha just do it right build their building and cover the costs um again i'm in agreement i think you know i i believe that blanca alvarado should have a library in the east side um i'm just looking to see what the options are so that would be helpful to me thank you more memories yeah i also just did want to call out also the fact you know it is a factor in this for me that i think several if not all of us were here a few years back when we had to make a pretty difficult decision about our libraries in alum rock and so you know the fact that you know back to the question of access and location like it is a factor to me that you know if we had one particular um you know lit some books and stuff available at one site but we a few years back had to make this decision around our libraries here in alam rock it's just you know it's it's part of the picture for me too to consider how we are prioritizing that because we still haven't been able to or been in a position to come back around on that issue that we decided on a few years back with our libraries and see how we can um you know maybe kind of address that but so i just wanted to put out there that for me that's also part of the equation uh to for me to consider so thank you all right uh so i just want to go ahead and get everybody's see if i can distill everybody's perspective here from what i'm hearing so we want to bring the center back and we're looking at a options uh from the administration as well as a proposal that's more firmed up from the uh from the alpha folks and uh all right so i'm sorry i didn't hear the last words you said what did you say were the last words that uh we're getting a proposal from the alpha folks and then uh recommendations from the from the administration as to what sites might be available should you move forward with this library further comments members of the board talk about i just want to be clear in terms of the direction that we are getting from the board as a staff and i just want to remind the board that we went from you know this is going to be a one classroom or one room to a full-blown library i don't know whatever it is right i don't know the number of books at all yeah um and so without knowing some of those details we won't be able to bring any specific recommendation to the board i'm doing very honest the second thing is in terms of timeline we're about to start the school district the new school year and so we're in the middle of opening and onboarding people and all of that so i don't see from our perspective from our time as a staff to be able to do any significant conscious work within the next two or three months so i'm just being very honest in terms of a timeline you know in terms of us as a staff we just have a lot of things that we're working on including the re opening of our schools with a new reality that kobet has brought for us right so a lot of stuff a lot of moving parts on our end restarting the bond program uh now we're going to have to work on the the you know the workforce housing project so i want the board just to consider that in terms of timeline this is not something that we're going to be able to come and bring to you something meaningful within the month that's all remember can we get at least the list of the books the authors and how many books there is thank you all right let's square this away does the board have interest in going through a list of books directly or are you comfortable allowing staff to determine whether or not they're appropriate or they're on some list of banned books can we have both i'm trying to get a sense from the from the board in order to proceed yeah i would also like both i i wouldn't necessarily i think you it is you know your comments are very um appropriate in terms of us being the ones to determine what should or should not be there i think we do have the ability to consider the the level of um you know the book or whatever but i think i would like to know what those are but i think the decision if it should ever come to that should lie with educators to know what is the appropriate um you know level of of book for the students but i would like to know the number and and what books they are too as a board member yes the only thing i'll add is i'm gonna take it upon myself to visit her and you know see if i can look at these books myself obviously i can't commit to taking a list of every every book and author and i don't expect our staff to have the time within a month to be able to do that because as dr bauer mentioned right they're focusing on opening our schools um you know with early learning centers and additional um programs that we didn't have last year and so um i'm not opposed to having that list however i am opposed to having staff um completed within a month you know we decide to hear this i mean i'm hearing dr bauer i'm hearing all the you know to-do lists right that we have um so maybe i don't know two months three months um if we can put it so i think uh board president you asked if we're interested in bringing it back i think the answer is yes i'm hearing the interest um are we ready for it next month i don't think so so i think whenever you maybe and dr bauer believe it's appropriate as board president when you create the agenda and the needs i would be comfortable leaving it to you you know whether it's in two months three months um and maybe not for the final vote but at least an update maybe you know in two months uh what schools in our district might have space and you know maybe some of the basics and then maybe the following month up for um vote so the answer is yes i think we're interested in bringing it back um not i think i know and i hear um and you know in regards to when you know i'm comfortable giving that up to you uh board member i'm just saying have the list for the trustees within 30 days staff you know they're going to take their time when as much time as they need thank you all right um so are there any further comments from members of the board uh dr bauer did you have a comment yes i trust each other remember we don't have the list we have to rely on the owner of the books to provide the list so i'm just very respectfully if we're gonna come up with any list we're gonna have to work with supervisor alvarado to see what she has we cannot just go into whatever she has these books and do a an inventory and that's the reason that i'm trying to be very mindful about the timeline thank you yeah okay can i say something yeah i i meant the district ask for the list and the books and the authors and then just go from there you know one step at a time thank you all right uh so it seems like we're in a very nebulous situation right now where the district's not going to have the time to deal with it either by now august september uh so being realistic if though if their desire is here then let's go ahead and shoot for a time so that staff can go ahead and attempt to uh deal with it if not then staff could just say this is not something that we can support we're overwhelmed and allow alpha to go ahead and do it um if that's the case and that's case uh board member yeah i i mean i to me from everything i hear i really feel like the ball's not even in our court right now i think you know we need to there's information that we need that we can't really move on anything until we have that information and and again back to what i was requesting like a more fleshed out proposal or idea um because without knowing all the stuff we talked about it's hard for us to direct staff to do anything so i feel like the onus is on um you know ms alvarado or alpha or whoever to come back to us with that information so we can do something with it because it's like you said it's kind of nebulous right now as it stands all right so i think we could take it from multiple angles they can go ahead and come up with their proposal and forward it to the board and then staff can eventually get to this item when when there is time and so we can just deal with it that way that sounds about right it doesn't necessarily have to be on the agenda next month it could be the following month or thereafter we can receive in writing proposals uh as long as they're sent to us individually you don't have to take action on them right away uh board member and i don't remember who raised your hand first travis i'll call you as i see you um so can we at least say this date like three months out so that i mean it doesn't you know go out too far as far as them being able to put the library should should the board vote uh board members yeah so i mean i think you know at any point anybody can bring a proposal i think we're not gonna vote i mean it's pretty clear that you know if it comes within the next uh before november we're all gonna be here we all mentioned our questions or not and so um until those questions are answered then we'd be able to to vote on whether that proposal or anything else so whether it comes in a proposal form or you know whatever that is um you know that'll be maybe up to alpha you know they might decide to bring in next month two months or three months but you know as as a trustee myself i wouldn't feel comfortable um voting on this item until i have the information that i've mentioned um i don't know if that helps or makes it even more uh blurry for you but that's important i think it's pretty clear at this point they have a proposal they want to move forward they can forward to us in writing and then the board will eventually take it on if we choose to take it on at a later date once we're able to get all the information we need so that's not my right am i recapping whatever getting a sense all right cool all right uh this is for information only so there's no actually taken we'll go ahead and move on to item 6.01 and those listening you have your your directions from the board based on our comments i'm 6.01 aboard a bid package contract 4 b 2 2 2 3 bond 0 1 a renaissance academy of matson you know because uh is there enough simulator i know the location is different but because it is paving is there enough similarity to combine items 6.01 and 6.02 um looks like most of these items are very very similar the question has been raised in the past to a council i think council has told us to go ahead and um take them on individually so i don't remember the caution the fact that they are um for their contracts and awards let's go ahead and do that do them individually okay can are you taking any motions now uh uh let me go ahead and pull a comment sure we have no request for public comment at this time mr board president all right is there a motion 601 motion uh motion by chavez second bye second by board for the thumb uh there's no further comments i'm going to call you the cu board remember hi board member travis aye world vice president thumb warfare motion passing myself 49 item 6.02 award-winning package contract that motion for 6.02 uh chop motion by board member travis second by second with further inform is there any public comments item no request for public comment at this time mr board president if there's no further comment i'll try to see you board member aye remember chavez hi vice president is there any public comment no public comment at this time mr board president all right see no further comment from members of the board i'll call you to see what remember about i don't know i board uh member travis aye board vice president founder aye board clerk hi with myself we're not motioned to pass unanimously item 6.04 uh there's a motion by a board wrestler on the thumb second yes mr board president we have uh one member from the public francesca coronado miss coronado you have two minutes please submit yourself when you begin speaking the timer will begin okay there we go i'm sorry can you hear me now [Music] yes we can hear you okay sorry no this is just a real quick question regarding um item agenda 6.04 what are the privacy slats and if you can explain that to me that's all i wanted to know thank you thank you for your comment mr board president at this time we have no more requests for public right um just an explanation to remember the public uh we can't get engaged in conversations with members of the public this is actually for the protection of members of the public because many times board members have been uh engaging in conversations in a very hostile manner and the public has felt uh intimidated and so therefore state law actually prohibits us from engaging in conversation with members of the public when we're in public comments uh board member i don't know thank you for that clarification more president and um kind of i guess coincidentally enough or just whatever i did actually have this question for dr bauer on a couple of these items with regards to the privacy slats i was also curious about what that meant and why particularly at these schools and so um i was going to actually have dr bauer or the team clarify that um for us great gopher thank you uh and calvera can you explain better than me what these are and why we have selected some sites for this thank you so much for the question yes thank you dr bowen good evening board president and members of the board um the privacy slack is essentially the coverings that you put on the fence so people can't see through the fence itself and we chose a couple schools because one of them is adelante ii where we have apartment complex right behind next to the schools where it exposes some of the kids um and so we're putting the coverings on those funds and then at the casale site there's a park uh near the school where we have to fence but it also exposes and have openings where um there's there's been incidents where um there's homeless encampments um where those folks are exposing themselves to the student so that's why we need to um install those safety features remember thank you for the clarification mr chang and also i just wanted to add that um you know i i don't believe that the schools identified the sites identified tonight are the only ones that we may want to look at but dr bauer did provide the clarification that you know as she mentioned we have so so many uh so much stuff going on right now and so we're just kind of taking them as we can and so in the future i think there may be other sites that we look at but that is i think it sounds like the rationale where we can go ahead and take measures to increase the safety and security of our students on the campuses then we'll look at those so we may see some of these in the future maybe not but um i just wanted to add that and for any other sites that may be thinking about you know similar situations at their site all right uh further comments see now and then i'll go ahead and call you as i see you uh for the vote uh board member i don't know hi board member travis hi foreign phone hi foreign item 6.05 uh do you have a motion to approve uh motion by board member travis seconded by boardwalk president uh comments from the public no public comment at this time mr board president all right see none then i'll go ahead and call you to see if there's no further accomplishments members of the board we're remembering hi uh board member travis aye where vice president hi my sophomore night what should pass unanimously uh motion for 6.06 motion second there's a motion by a border challenge second by vice president trump any public comment no public comment mr board president all right i'll go ahead and see your board member aye uh comments from the public no request for a public comment mr board president all right um your comments will run about yeah i just wanted to provide a a minor uh clarification on this item for anybody who actually looked at the item they may have seen the word playground used um to describe some of the work and as we most of us or many of us know there are actually no playgrounds at um shepard at 6.07 or 6.08 the the item coming up at joseph george because there are middle school sites and so upon clarification with dr bauer and the team it's referring to kind of i guess like the the quad area at both of these campuses so um i know sometimes playgrounds are a topic of interest for our community as they should be but in this instance the word playground that's used in the uh the language in our packets actually refers to kind of the more appropriate middle school quad area which i guess in some respects is kind of the playground for the middle schoolers um so i just wanted to make that clarification all right thank you for that clarification uh we've called for a public comment correct yes yes thank you for the reminder um i'm gonna go ahead and call you as i see you uh board member hi board member travis hi board restaurateur tom hi we're members hi no request for public comment mr board president all right um any comments from members of the board do you know i'll go ahead and call you to see your board remember no request for public comment mr president all right uh board or trick-or-treater so um on this one actually the comment has to do kind of with what melanoma mentioned earlier but the opposite i know that um our playground structure has had issues at san antonio and i know this is on for the shade structure um which uh just you know in relation to san antonio my question from staff and i talked to dr barrow about this but just to bring it up in public was um where are we at with the playground there at that school may i answer yes uh and go ahead and call vera take it on take it on easier sir thank you again um that that project is currently out to bid and so we should be receiving bids pretty soon um once we receive those bids then we plan on bringing any um responsive and low bid to the board in august great thank you all right um any further comments members of the board email then i'll go ahead and call you to see you is no public comment on the set up mr board president uh right um yeah i just want to say um just really briefly that although this process is kind of tedious and we go through it every year at this time um we you know we have cycles that we do certain things but i just have to say that i'm i'm really excited about all this work that we're approving tonight it's you know it's it's good to see we get emails we get you know comments sometimes about issues at the sites with the facilities and we know that we're aware of it we try to patch things here and there but it's great for me and i think everyone to be in the position finally and have squared away things where we can now actually be making all these um approvals of these so i just i really do feel excited about this and i just um i want to thank everyone that continues to work on these things and and make our sites appropriate and and you know ready for our students to to go in and learn in the right environment so thank you all right so for the comments see none then i'll go ahead and call you the senior board member hi we're member travis hi board white board vice president hi foreign hi my sophomore night what's your passion uh is there nothing for six point one one motion six eleven second the motion by board member chavez second by vice president is there any comments remember the public no request for public comment mr board president all right uh comments remember the board uh board vice president yes thank you mr person and it's sort of you know uh fitting that you know last item of of the uh you know of the section and uh i i think it speaks well uh all the work on the bond committee all the chain uh physical reforms and here we are ready to uh do the you know to do the hard work of renovating our schools and uh getting them uh ready for the future so uh we're all we're all excited that we're you know we're taking the first step in uh you know making alum rock better and you know we're and hoping you know hoping for more projects to come to uh you know make sure that we keep fake with the communities in the continued investment in alan rock thank you all right for the comments see you now then i'll go ahead and call you as i see you board member hi board member travis aye all right do you have any comments from the public no request for public comments on this item mr board present all right uh some point uh uh comments from brooke about to jump to jump over to the next item i had a question for dr bauer in regards to the o periods um you know i know that there was a new uh laws that came through and i was one just wondering if it affected um our students especially in the old periods those i have you know things like music um before school starts so i know dr bauer provided me with the answer but if you can please provide it here publicly the law only requires uh required courses to start after um eight o'clock so um music is not a required course it's very important and we love it and we want our kids to take it but it's not within that criteria so we're we're fine for the comments remember the board see now then i'll go ahead and call you the senior board member hi board member travis hi hi uh clerk myself when i wash passes unanimously uh moving on oh I wasn't here so I'm not gonna move them hello so moved moved by Miss Amaral thank you second by Miss Wade on the motion any discussion share hearing that all in favor opposed extensions Dr Jenkins will have sent abstain and the executive session minutes for the same date yeah with the usual stipulation that they be held until matters for which they were intended is complete okay I'll second that and Miss Amaral will second them on a motion any discussion Chia hearing none all in favor aye opposed Mr Miss Dr Jenkins will abstain thank you all right old business superintendents uh before we do that before we do that my colleagues will indulge me for a second uh I'm just going to as I talked to Dr Gifford today I did say I was going to embarrass her and she said please not much but I'm going to anyway uh I just in all services want to congratulate our superintendent Dr Bonnie Gifford who was on it a couple of weeks ago by the Massachusetts Association of school superintendents which awarded her the Christus doulas award at their annual summer conference and uh recognizes one superintendent each year for making a difference in the lives of students particularly by using effective communication within their roles as a superintendent and as you go on and read the article uh it's it's interesting because Dr Gifford is saying you know she was on a committee that was Voting and everything else and everybody else voted for her so she kind of got Bamboozled and blindsided so you know which is which is good but in all seriousness doc congratulations well deserved congratulations thank you appreciate that thank you to my committee members for allowing me to indulge in that and thank you thank you thank you so uh old business uh superintendent's evaluation presentation committee comments now we did have uh a wonderful presentation at a last meeting uh by Dr Gifford and uh such and we're going to uh you know just continue if there are any questions for Doc to give it as such uh uh we had talked about of course Miss Amaral and I have the privilege of putting all of this stuff together and such uh in as I'm looking at at my schedule I'm going to be perfectly honest with you I think it's going to be September it's fine because August is August just blew up on me so it's like next week it's like next week yeah the next yeah but you know by the next meeting is not going to work so I did we can do that in September I did just put I The Forum just the basic form that you all used before uploaded that like last week into the drive so yeah yeah if you had that oh that's that's fine but I I don't know if there are any uh comments or any anything any other discussions Dr Jenkins I know you weren't here type of deal if anything you need to be brought up today technically everything is is available on the magic internet so I can get the documents and the presentation the only question I have so timing when do you want I mean as we've done in the past we've filled it out and then provided it to whoever is doing that do we want to do we have deadlines for that have we established that already we haven't we haven't established that I mean we've got a meeting August 22nd so I mean at that point in time we'll uh we'll come up with a a final deadline okay so that we can uh Miss Amaral and I can you know can meet and put everything together then meet with Dr Gifford and you know shoot for I think it's a September 11th meeting that we have so to work at that so we don't you know no disrespect we don't need to beat ourselves up at this point in time to do that if that's good with everybody okay very good okay that takes care of that other old business Mr Kiley welcome back update on maintenance projects thank you so uh it's been been a busy summer so far and working through the heat I think has been particularly challenging for our maintenance team but they've gotten a lot done already the things that we've made the most Headway on so far are the HVAC upgrades that we're continuing to make on the um on the control systems in the buildings big project where pretty well through most of it with the exception of the high school which was going to be is going to be what we're tackling next we are doing if you happen to drive by uh Town Town Hall go around the back of town hall you'll see that there's a big opening in the wall at the middle school we're replacing the freezer and the cooler there as part of some food service upgrades that I had mentioned previously so that's going very well and we're going to be on track for for the completion of those projects we're also going to be hopefully this week or early next week tearing up the parking lot in between the old and new building at the potter school so to the right of the main entrance and there's an underground storage tank that we're going to be removing when we used to heat with oil and then we'll be Paving that area which needed to happen anyway that was on our Paving list it's a real mess so we figured while we're doing that we'll take care of the underground storage tank so you'll see that coming up we're also working very hard on the grease trap replacement which is way more complicated than I even I knew how it was going to work but I didn't know that in spots we had 19 inches of concrete on top of these these old metal grease traps and it's really just it's quite a task and a lot of it is hand work by people and it's um so we're getting a lot done though the other thing that's happening is the stadium storage building we have the foundation in so that's good progress we'll be moving forward with that as soon as we can from there we had received a request from one of the members of the select board to pull together a meeting of the committee that hasn't met since pre-covered that um had been working on the stadium Renovations so that had been your representative had been Mr Oliver to that group um so I assume that we're going to continue in that direction unless you folks tell me something differently uh Mr tattlebaum Mr Mickelson were representing the select board I think intend to continue Mr McGinnis was involved and Miss ham was was also part of that so she would certainly invite her and basically they just want to have a discussion about moving that project forward and what that would look like as as a as you know the bid that you know we we received for that the low bid that we received for that project was really out of this world that you know almost six and a half million dollars so that that isn't viable but I think I think there's still an interest to hopefully accomplish that project at some point so I think that that's that's the the motive for the discussion anyway which is certainly worthwhile having um so I'll be pulling that together in the next couple of weeks for that and that's uh those are the the big items there's lots of smaller items that we're working unlike the library here which is now entirely freshly painted in a light gray which is going to match the new furniture and and new rug and everything when when we get to renovate this which will actually be completed during the school year perfect have you been able to do the tennis courts so um I I was speaking so I I met with Mr McGinnis today about um about um several things and one of the things that they that he is talking to the select board about is the um if so it's it this is in relation to the tennis courts in case people didn't hear so um he is so that was slated to come out of um ARP funds so I think he was seeking clarification from the select board as to the allocation of those funds so I think it's going to be on track from what I understand so it looks like it will be and um so then we will move forward as soon as we have a source of funds to do so so yeah that would be nice that's on our plan we have a lot on our plan still but we have you know we're doing pretty well considering good yeah that's excellent any other questions Kathleen Dr Jenkins so related to uh you had several improvements related to cafeterias grease traps freezer um you know the state just in the budget put forward the proposal to make meals free for to continue that what impact will that have on our budget and our operations did we plan for that are we going to have to change things are we gonna have to Pivot on that it's great for us so um you know it's great for the kids number one most importantly um and families and and supporting everyone I was surprised but um you know very pleasantly surprised uh by by the move um by the state legislature so they do deserve a lot of credit for that um it's going to be a positive result in terms of the the cash flow into the cafeteria program for the year now it's a temporary result um and it's not something that will you know support us beyond that unless unless you know the legislature State Legislature or the feds decide to act on it down the road but from a temporary basis it'll have a significant um significant financial impact which is why we're targeting things like replacing these long-term assets like freezers and coolers that have been in place since the schools since those sections of the schools were were constructed so in a lot of cases you're talking about 50 years 50-year old equipment or more in some cases so it's been nice that we're able to address that with this but we also have to consider you know operational costs and looking at things like Staffing and immediate needs in those areas are a little more complicated to address with these funds because they are sort of one-time funds unless we have some indication otherwise which we have none at this point so can I also ask in terms of operations and I'm not sure the extent to which this was a pandemic thing or a free thing if I remember correctly I get some feedback from my kids about limited options in the high school cafeteria in part because right when you're giving everyone free you can't have five selections some things are more expensive than others um I don't think I think it's safe to say that wasn't entirely popular with the kids so I'm just that's I'm sort of interested in how this is is there going to be like one free option and then kids can select something else are we going to continue with limited choices how is this going to impact the sorts of choices that are available and that's particularly I think at the high school where they have the sort of the most choices for lunch yeah I you're right it certainly impacts this building more than the others but it does have an impact everywhere and and to be honest I I don't have a solution as to how we can avoid having some impact there um it's just I mean we've been producing more meal well first of all with essentially the same staff we have produced a significant amount more meals than ever before which is kudos to the staff but um I don't really see a solution given the logistics of our kitchens and Staffing that we can provide some level of service where you know there's lots of choices for everyone given that we have to be able to serve everyone so it's it does have that impact that's true I'm fine I just was curious I was curious about that because I think that was places their last few years of high school yeah we still always want that feedback and and I know um you know Gene Sheridan our director of nutrition is always open to ideas and feedback and you know actively involved and and you know trying to provide the best um the best options possible but but there is some realistic you know limitations because of this for sure and correct me if I'm wrong but that goes back to some students not being able to get doubles at lunches that yeah because of the fact that there's a limited amount to what they can I think we also had some we're Str we we didn't have as many choices yeah true right because because you're serving so much more you can only you can only find so much you can handle in terms of variety you only cook so much in in one in one setting type of deal that's true yeah that's good okay anybody else anything else on maintenance and such thank you Mr Kylie new business South Coast educational collaborative motion and vote on a capital reserve fund Dr Gifford sure so at our last board meeting uh obviously this was brought to us um the executive board and it was passed unanimously for us to bring it to our respective School committees and as you can see the collaborative wants to set up a reserve fund for those kinds of projects such as what we just discussed so this uh the initial deposit was 25 will be twenty five thousand dollars which was in the budget plan for this year next year and would require two-thirds of the District member districts vote a positive vote so we bring it to our school committees for that vote questions comments okay I will let my committee members know that I'm going to be voting no on this uh personal preference to sit here and set a capital reserve balance for three million dollars in my opinion and this is just me is a little out of the ordinary I mean if you know 25 000 a year they'll never get there number one in in all services and number two to to have a a capital reserve of of that amount uh just again to me does does not make sense I mean I don't know what they have in what their opeb liability is or anything of that nature uh but you know that it may be better yeah like everybody else uh you know they they may be better off also putting you know some money towards that so uh I as one person I'm going to vote no just so you guys are aware Dr Jenkins so create this fund right can you walk me through talk a little bit about how decisions are made to say we get up to five hundred thousand dollars in this what what are the how are decisions made to expand from this Capital fund I'm just there's you know pretty extensive checks and balances on the expenditures of capital funds here on the town side um what sorts of procedures would there be for the collaboration come before the board which is all superintendents and whatever project there is but as Mr so it's only it only requires a vote of the superintendents once it doesn't have to come before the Committees once that is established right it would be it would be that board yeah I mean yeah I I don't have I don't necessarily have a problem with establishing a fund to um to you know to save him for a rainy day in case we need to do these things but you know one of our responsibilities as a fiduciary of this district and I I just have concerns that um that substantial outlays of essentially you know schools money um would be expended without sort of some checks and balances when we approve you know capital projects it's got to go to the capital committee and then it's got to be approved by the like the finance committee and then town meeting right there is a process that puts checks and balances on those expenditures and for me personally I think that's good right I think having multiple layers of review is good so I I will say that as proposed I have some issues with this I don't have issues with the concept but I think there needs to be greater checks and balances on the expenditure of that I don't have a problem with with the like I don't have a problem with the concept of the my my concern is I want to put three million you know up to three million dollars in into this fund and that's where we both have concerns they're closely related but not the same not the same I mean if they wanted to have to have a capital fund is fine I have you know because you're gonna you know as you read you know for for what it is and if they've got to have money to buy Vans and things of that nature I'm good with that I totally understand type of deal but to just say I'm I want to have three million you know up to three million dollars in a capital reserve fund uh you know doesn't quite no disrespect doesn't quite sit well with me in in this in this area type of deal I'm open to being changed my opinion being changed but at this point in time I'm not I'm not there I guess I would just follow up to say again you know my reasoning is a little bit different right yeah but I'm not ready to support this at this point in time I think it needs to go back to the drawing board to create those checks and balances on those expenditures if and I'm just give this is feedback to Dr Gifford with some greater checks and balances I I could be convinced Mr Nunes maybe not but I think I could be brought on board if we have a process to ensure right maybe you have the district's vote over a certain amount but there needs to be some check on the expenditure of large amounts of money I mean I I share this so I don't know what their schedule is or what uh Miss Pendergrass or Mr heinbecker's schedule is but you know are they available to come to meet with us to explain I'd have to speak yeah yeah if you if you check with them and and that type of deal so how about if we don't we just table this for now okay and we can get more information get more information for us that would that would be fine I appreciate that but that will uh that's fine rather than a flat out no or a Thai vote which would be a no I'm good just good at that it's fine okay all right so that that's fine thank you ma'am how about that huh it's one of my God wait ahead okay superintendent's update okay I gotta get myself together here that came too fast okay so a couple of things um actually I'll first I'm going to ask Jim to report on the parent app that we have and then I have a couple other things thanks Dr Gifford so we have an exciting development in our transportation department we have rolled out a parent app um that amongst other things uh provides the GPS location of your students bus and can send push notifications so that a parent will know when the bus is about to arrive at the stop so you can you can has some variable settings so you could say you want a um you want an alert about five minutes before you know your uh the bus is going to arrive at the stop that way um that way you know students can get out there don't miss the bus um very useful it also yeah it's it's going to be nice and it also allows us to send notifications uh to parents a little bit easier relating to specific buses so if there's for example a maintenance issue or a traffic issue or a weather issue that's holding up a specific bus it'll allow us to send push notifications to parents so you know obviously when parents are out waiting for the bus they're probably not looking at an email or you know and and for us to be calling everyone is difficult in some in some situations so for us to be able to push out those notifications quickly like that is going to be a real benefit for us and I think improve our communication with parents there's other added benefits to this in that we are going to have all this information that we haven't had before and the schools are going to have it at their fingertips we we have very good communication right now in our transportation system but um this is really just only going to enhance that and improve it so we're really excited about this it's been quite a bit of work getting it up and running uh and but we're going to be ready to go for the start of school it's free for parents and Care Group caregivers so everybody can just log on we've already had we sent out the email to parents and caregivers on Friday the 15th we have more than 700 people already signed up which is pretty good considering we're nowhere near the start of school parents can request Transportation changes through this as well so uh you know that's an another added uh piece of it um there's in addition to the email that that we provided the letter that we provided to all the parents which had a QR code which was you know easily scanned and and we'll take you right to the app we also have information on our website about it so that's all there and it's on our website dartmouth.school under the transportation tab there's a little bus at the top right hand corner click on that it's right on that page so we're hoping to get as many people as possible signed up and I think it's going to be a great tool good great Dr Jenkins so this is fabulous I just want to say thank you um I do have one question though and this is was a recurring issue I'm not sure if anybody the first week of school tends to be a little bit chaotic in terms of I know like a lot of times our bus was like 15 minutes early on the first day of school um hopefully the app will help with that but can we also ask our bus drivers like if you show up 15 minutes early and no one's at the bus stop wait till the time that's posted on the schedule and then maybe we can make adjustments based on what we learned for this app I know the times are a guesstimate but it happened to us a couple first weeks to school where our bus was really really really early and you know the bus drive would stop open the door and we'd be running up the street way so I think that might be helpful if we could you know ask them on that first week of school to wait you know wait until the posted time because people may be you know using that to hopefully this will help avoid that you'll see the bus is coming but yeah and not only in the way that um that 15 minutes early that's the thing right right there no it'll definitely help in a number of ways you know obviously the parent can see where the bus is student can see where the bus is by the way we can you know obviously you know high school students and maybe some middle school students uh you know may find that to be um you know a nice feature but it also will help us to identify these issues because right now we have to go through a communication process to figure out how this all works right and now we will know 20 phone calls we don't know exactly whether the bus you know was 15 minutes early or it wasn't um so it's it's going to be a lot of data uh but I think very helpful you know solving problems and making other making our system more efficient awesome thank you yeah Kathleen uh I I may have been one of the first ones to sign up it was very user friendly that was my uh my experience it seemed very straightforward clear easy to understand codes there right away boom you're on I did have one question that um this came to mind is uh does will this also have the capacity so I received it for my indistrict child and I have a child who's out of district and I am in great communication I love Tremblay bus my son has iPads with GPS and I know exactly when he's why he's going around button you know where he is and so that's helpful but if his iPad dies it will will is there capacity to also add on or and maybe I missed it students who are out of District who are taking um trembly yeah we're current we're currently working on attempting to get it on all vehicles um there's some complications because the the the the GPS units the the equipment we're actually using is designed for the regular school bus and not not you know bands um but we are working on that our hope is to have all School transportation vehicles have have it on it and um yeah I can't see I don't see that as you know being a problem it's it's something we need to solve but I think it's solvable for sure so yeah it'll be great it's it's going to be good nice I think it's great I think it's going to be tremendously helpful for the individual secretaries too who get those calls like day in day out saying like the bus is five minutes late and all that so I'm hoping it will ease the burden you know on the staff as well so I think it'll be cool so yeah are they including yourself and Lauren yeah okay question quick question that I have is is there a can like if grandparents are picking students up at bus stops now are they able to yeah it could be caregivers yeah that can set it up so that um multiple people can you know have access to it yeah you know whoever's caring for the child to you beautiful okay good thank you sir all the things we have going on we just received notice that we received another seventy two thousand dollar grant for the acceleration Academy like we did last year so we actually posted today for the coordinators for that and the teachers and that will be running the week of August 15th it'll be a for K-2 literacy and then entering a rising two through four with math and eight through ten with math so I'll be a one-week program this this year so 72 000 so that was good and um I also have we've been meeting we actually met today to really form our agenda for our August 4th uh administrative Retreat so some of the things I know we want to talk about the allergy policies and practices as well as updated Safety and Security Etc so when we have the August 4th Retreat we'll we'll get some information and what progress we've made and I'll be able to report back in our August meeting on that some of the other things we obviously will be embarking on another update to our strategic plan because with covet and everything that kind of is outdated if you will I mean we we obviously last year we used the acceleration roadmap from Desi to guide what the school Improvement plans were with the fostering relationships monitoring student understanding Etc so we'll be using those priorities continuing and just enhance and develop new and updated action plans and action steps with with those priorities in mind but I did want to just mention a couple of the things that we already have in place with our allergy and and protocols and policies if you will and then obviously after the August 4th meeting we can open that up for discussion and see what else we need to do but just some of the things as you probably know you've probably looked we do have a policy that is existing uh whether the committee wants to take a look at that that will be up for discussion but right now it just says you know that food in the classrooms is strongly encouraged not to be had like for celebrations Etc and if it is if people bring it in principles and other items should know about that especially our nursing department we do have the nurses you know work with our staff as far as the epipens and all of that there's medical emergency plans put in place for students that have allergies so there's a lot of things in place I was talking to Katie I love the idea of the elementary does the potty in a box kind of thing so if they do food that the kiddos can bring in they bring in their own that are packed by parents kind of thing but there's always certain more that we can do some of the things we're thinking about it's just more allergy awareness and more allergy education for staff especially one of the things simple things we think we're going to just um do right away is is signage you know more than just we usually say like peanut free zone but allergy kind of thing so we're open to um looking at what else we can do to enhance the knowledge that everybody has and awareness so yeah just just quickly you know because of course I have a son who has an allergy so like I'm referencing that and I've had like great relationships with the teachers and I like specifically went in and made that a point to meet with the teachers I don't know if that's necessarily something that's Universal but I think it would be helpful for the teachers and the parents you know whether it's virtue or something else to have those conversations just like an IEP kind of thing I think just you know just for full clarity and start that conversation so if you kind of start to embed that yes and it does happen um and I'm just like one for example during the first two days of school like the nurses will review those plans that we have with teachers Etc but and we certainly would encourage any parent that really has a heightened awareness and heightened um anxiousness about their child's safety with that to have those kind of meetings so anyway we'll have more to report on in August but we're on it I just wanted folks to know that um that that will be some of the things we're working on again as along with the Strategic plan um I also have I invited um Ryan Shea here tonight just as a brief as you know he's been working hard throughout the summer meeting with staff staff has been coming in they wanted to come in to kind of talk about some of the practices that have happened at the high school and what they would like to see changed and enhanced so one of the big things is our cell phone policy and practice which has been a real issue so I just asked Ryan the reason I asked Ryan to come tonight to give a brief a very quick synopsis I'm going to ask him to come back in August once we have more details to share but I wanted you to be aware of what was happening because we do want to send out information to parents of some of the updated things that are happening so I asked Ryan to come and um I think we have yeah and this is yeah so this was not on the agenda but but it will be high school practices that are shifting for next time but I just as I said it's important for you all to know because we are going to be sending information out to parents so they'll be prepared of the shifts some of the shifts so Ryan yeah so um the big first and foremost is I want to thank the administration and the teachers staff that have come in we've had about 23 people the last two sessions we have one tomorrow too um really we're just looking at our practices and saying is this working and is it not working and if it's not working let's see if we can change and do better we owe that to our student body um so we updated our cell phone policy and I'm going to tell you quickly why and I promise it won't take you some of the major highlighted facts you're going to see their stats are based off our students um the interesting one I the third bullet on the teen side is 52 percent of students want to take a step back and they can't they're afraid they're addicted we see the addiction constantly um a prime example as I remember Mr Martin and I were meeting with a student and I said to the student can you give up your cell phone for a week and I think Mike looked at me and said let's start with an hour and you can see their fear and the students face too of just like that possible so we it is a concern um this is why we did it we also want to clarify that we had an old expectation and a new expectation our old expectation was good but again everything we look look at from a lens of if it's not working why we keep on doing that so um the older like policy was referred um teacher teacher control and teacher discretion and it would be considered in subordination a break of it we wanted to clearly Define to our students what that truly means um so as as a school we we came together and said the first suspend the first offense in the classroom is that um the teacher will take the phone and it will be a five minute after session the reason why we want that five minute after section is that reflective practice it's not going to make you fully miss your boss it's not going to make you behind but it does give you a conversation with the teacher of check in and say Hey listen this is why it's important you are your grades they can make sure your grades impacted of it they might show your peer relationship it gives that connection to the teacher and the student right away to say this is impacting your life in the classroom the second offense is when it becomes an after session with the teacher for 30 minutes third offense is when it gets put to the AP 60 Minute after session in the fourth offense is a parent meeting um how are we going to do this though because that's a lot of that's a lot um what we're going to do is in every classroom we're going to create a cell Hotel um if you think of like shoe racks behind your closet door um we have they're a little classier than that I would say but that's the idea of it they're numbered in the classroom um students check in they drop their their their phone in it or technology to we're including earpods as well um one of the things that we've noticed this year is that's a form of cheating as well because you can put the earpod and you can text the answer to your friend and you get the the Siri reading the answer to you in your ear so we want to be cognizant that there are many ways that we have to help our students and and support through this these years um and the we also are aligning with the other schools the middle school and the elementary school they all have policies that are keep them in the locker keep them away from you we know that even if it's docked on your desk it's just as distracting as if you're looking at it that's I'm going to talk about that next week or next month but just so you know that's how we we're we're doing it um teachers if you teachers if they're using it for a lesson they'll weren't encouraging it we talked to Miss Dr Bings talked about how he might want students to take photographs throughout a lab for their lab report encourage it go get it out of your number take a picture go put it back we also have it in the classroom because one of the concerns we know parents are going to say is what if I need to what if there's an emergency in my kids nearby that's why we're keeping it in there we also encourage any other communication though we really prefer that you call the front for to get in touch with our students like when we were in in school as well but we don't want them taking our eyes off our learning because every time we get a text or every time we get an alert or every time we get a buzz I Rise go off our learning we miss part of the lesson we come back so that's kind of the the reason for the policy and that's a quick synopsis I promise there's a lot more in depth there's a lot more science behind it and again it's been it is not an admin team it is not a teacher thing this is a Dartmouth High School approach together with everyone on the same page so um Mr Shea just a quick question because I know like looking you know back at the end of last year another issue what were the kids you know leaving and certain students being in the bathroom like multiple times throughout the day and I when I think when we heard from Mr Tebow and we had talked about and this might be coming into what you're talking about at security on your August 4th Retreat have have you looked into the Easy Pass or something akin to that for the fall just or or is that going to be part of the conversations I guess as you head in about how to mitigate that and I would say it seems to be extreme with the bathroom issues in particular but I'm just kind of curious how we were navigating through that and what your thoughts are yeah absolutely so all of that is exactly where we're at so I'm glad we're on the same page with us um we are looking into the the um e-haul passes as as an option or piloting it or going full in um that is one of our conversations of topics as well too was about monitoring it um we would like it we would like it for the whole school but we're going to look at all of our options for that I agree we would say that as with Mr Martin and his APS cell phones were behind every issue we had whether it was whether it was a texting issue from from the bathroom to another to another student whether it's I use this example with Dr Gifford today is that when I was in high school if I was in class and I tripped and I fell everyone laughs like a round of applause and I kind of go home at the end of the day and it's gone now it's recorded it's shared it's memed it doesn't end and that's why you see like depression rates across the board because you cannot Escape it you used to be able to go home and that was your safe place and now you can't escape it my belief school should be a safe place and that's one of the ways we're going to make it a safe place is we're going to take that out of that control back and as Ryan said this is just one of the topics that the school has been coming together and during the summer to talk about and yeah a lot of people are giving up summer days for us nice Beach days and I appreciate it anybody else I mean I I just look forward to hearing more um and I just want to say to you because we didn't really get to and I haven't met with you yet until we've reached out I really appreciate your approach to um you know reaching out to all of your stakeholders and really from that inside out kind of stepping into saying how how can we work together you know I I love your approach and I think it's going to work well for the Dartmouth High School community so I don't I that's a lot but I look forward to hearing more I appreciate this meeting yeah Jim I don't have anything I think it's great at the moment yeah yeah I had a meeting with Mr Shea last week and he was kind enough to brief me on some of the things going on and this was one of them and I wholeheartedly support what he what he's doing so good luck here to support you thank you very much Ryan thank you that's it that's it all right any questions for the superintendent I do know um just for us as well do we have to again like review our masking policy it's something that we're going to continue to have optional next year are we going to encourage students not to wear I'm just curious is that something as a policy that we have to come back and revisit because it seems to be optional now we're going to maintain that or yeah I I can't even remember what was the policies like whatever your comfort is yeah no we don't need to take we only we only have to vote if we want to read if we have to reinstate because we had that big discussion you know if we had to you know reinstate it comes back they're welcome to wear on that type of deal so okay that's fine thank you okay uh me uh just a couple of things uh the New Bedford stand at times has started uh with their spring athletes their uh super teams and honorable mentions and things of that nature and we've had you know several of our athletes in the different sports uh you know Sarah Lawton for one is is the top lacrosse player and which was great and we've had some of our other our other students get in with baseball and boys lacrosse and girls lacrosse and that type of deal so than the girls softball so congratulations to them as they go forward We're not scheduled to meet till towards the end of August Mr Kylie you're going to have any warrants or if you do let us know I will I'll keep you posted um you know there's as you can tell by by the warrant you looked at today there's a little bit of a a lull in that we're really just now ordering things for the new year um and we don't and we had done up what I would say a pretty good job of cleaning up the old year stuff so we don't have a lot of that stuff to pay yet any of the remaining items so but I'll keep you posted it is almost a month away till that next meeting so we may need to to do one at some point okay let us know thank you that's all I have anybody else have anything okay that being said our next meeting is scheduled for August 22nd which is a Monday at 5 pm here so with that please enjoy the rest of your summer be safe especially to our students think before you act and come back to what's safe in uh in in September by the time we get back going here at the end of August and such we'll be having football camps and band camps will be going and all the fall Sports a little school will be back and going so that's it all right so with that the Cheryl Entertainer motion to adjourn move by uh move by uh Ms Amaral second by Dr Jenkins oh nurse wait whatever who cares it's there that's right any oh chair hearing none all in favor aye oppose motion carries unanimously thank you very much and enjoy your summer okay [Music]

and then pending any questions i'd like to submit for approval um okay you have a motion i'll second the motion to accept the cassette agenda you know you did it you got it um okay we have a motion in a second all in favor all right call opposed motion passes thank you kelly you're welcome next item on the agenda is reports first of all the assistant superintendent reporter dr fred hi good evening good evening so i have a couple of charts and graphs to share with you tonight and i'm really really excited about that um i'm going to email you the full presentation of 25 slides for you to review at your own leisure um but i wanted just to share a few to highlight tonight so from our ilearn data this past spring so here's where we're sitting at right now by grade level for inc for english language arts or reading and then our math scores as you can see those are kind of painful to look at yeah this is compared to indiana state average so green castle being the purple bar state of indiana being the blue bar so as you can see just under state average for ela and for math so i have several other graphs and charts that um i'll be sharing with you um that kind of outline the impact of covid as we look at our grade level test scores each year and we can see kova's impact on each year and then along with our strategies for increasing our scores which a lot of those things we've been putting in place this year with our changing curriculum and our coaching and our focus on the science of reading our departmentalization all of those other strategies that we're putting into place to help build that but i'll have those more in depth to to talk to you about but if you have any questions just on the basic overall this is where we're at right now with our spring ilearn scores in the in the presentation that we're going to send you also we'll have our nwea scores and that show the growth that we're making for each grade level so the growth is there but even though the growth is there and we're growing kids you know for an entire year to grade levels ahead the fact that they come in to a grade level starting already behind with the deficit even though we're growing them they're still not up to the proficiency rate that we want them so we just have to increase our our goals and our growth goals that much further mr cox were you going to say something no no i mean yeah clearly i want these numbers higher right i think we're at least average i i feel like we're above average right um i was just wondering like some of the things you've implemented do you feel pretty good about the fact that these numbers will go up by the end of the year or next year that's our hope and these strategies absolutely so this past year being that it was the training piece and with just implementation so as we go into this fall that things will be in full implemented implementation everyone will be fully trained it's not like a practice or a figuring it out here um it's that we're full steam ahead so i'm hoping that those will make definitely a significant impact okay okay great then i also just wanted to share um we also uh mrs rhodes and i have been in communication with united way and we are going to bring the read up program to tz this fall so we're really excited about that and so they take community volunteers from green castle um and place them with a specific student in tz um for the entire year so we'll meet with that student just to read out loud and to have that mentorship plus the additional reading practice with with an adult so we're excited about that um and then i believe there's going to be something in the banner graphic to help recruit volunteers for that as well very nice so i just wanted to ask and i think he kind of mentioned it a little bit but i mean there there's and maybe there's just more detail and what we'll see later but i mean there's a there's rollover effect right i mean so roll over from kobe do you mean or from well i mean i'm just talking about like from year to you know from year to year right so so the student goes from you know one grade to the other if testing scores are low just you know seventh grade right and then roll into eighth grade if there's things that they're missing from seventh grade it's that much harder that growth gap grows that's exactly what yes i see where you're talking about yeah so so i mean is there a concern in closing that like i mean i know there's there's things in place but i mean that has to be a pretty big concern right it is and so with working with the middle school specifically this year on their rti schedule which is like the response to intervention to come in and help fill those gaps because we have to continue to teach our students on grade level the grade level material but then how do we also fill in those those missing gaps that they're you know foundational sometimes of some greater that still doesn't know math facts or how to do fractions how do we fill those things and also teach you know pre-algebra skills um so it is it gets it gets difficult the older a student gets and that's one of the reasons that we're putting such a huge focus on primary reading because if we can close that gap and get them on level reading proficiently by third grade that changes the entire trajectory so we don't have that huge catch up and gap by the time they get to middle school so it makes it difficult for what we're you know trying to help catch up those students now in secondary but that's why we're placing so much focus on primary education too good question okay thank you next item is the super dent report forgive me yeah so just briefly some updates on the building project obviously the board has had an opportunity to inspect the progress at the high school things are moving rapidly along with the high school with a closing up of some holes in the grounds and the digging of an even bigger one between the high school and mcinally so they're they're making progress obviously the goal is by the end of this week to restore access to some areas to where we'll need students in the community to to be able to travel so we've been working through kind of what that site plan looks like for student staff access through the building but obviously we know a large majority of the building will not be accessible while it's under construction so things are moving along rapidly well there i think we expect to see some steel go up in the courtyard and the next in the next month some steel in the what was the former media center which will now be converted to classrooms so they've done a lot of foundation work in preparing it for steel out in the courtyard certainly obviously digging the hole out between the buildings having to reroute some utilities and things of that nature preparing for the relocation of the water main through the water tunnel probably one of the most noticeable things is now the west the west drive even though it's we were restricting access there but there's the new west drive from washington street to access the back of the building so that guy has fresh curbs and got paved so that was very noticeable and looks nice obviously they're putting in the permanent entrance on washington street from the student lot so things are moving along really well there high school administrators staff have done a great job of communicating and kind of working through some of those challenges obviously we'll get some more information out to the families here as we approach the start of school primary work is ongoing the sealing up of the building envelope of tz was highly successful and probably took care of about 89 80 to 90 percent of the humidity moisture warm temperature bringing the outside air in because it was unconditioned and uh so that's been helpful um testing agency came back now we're running some secondary tests um because if you remember the first time when we tried to pressurize the building we couldn't because it leaked so bad so now we're trying to kind of narrow some of those additional gaps and focuses to take care of take care of that as well secure entrances are obviously we know that all of our buildings are secured all time but we are putting in some additional or a second level of checks um through the secure entrances and those those are moving along um we've been hit a little bit by some delays in supply chain so a couple of the buildings definitely won't be ready by the starter school but we'll have some temporary walls and doors they'll still be you know secure on the outside like they always are and then there's an outside chance that tz will get finished by the start of school um but we're just waiting on those things to to be shipped the door the doors and the storefront materials but all the demo work drywall work putting things back together flooring all those things that have had taken place the new maintenance building is complete we just need some cement or asphalt to go down in front of it and then the one of the final pieces the middle school project is out to bid and it's the 28th that bids are due and so we'll have some costs for the three primary pieces the media center secure office and science science labs of the middle school and then just some miscellaneous site work throughout the district we'll have costs back on that thursday and uh yeah so it's exciting times it definitely hasn't been convenient for folks it's been messier than usual but people have been really good and obviously we're excited for these uh these changes to be final and then outside of that obviously we're really excited to welcome our staff back on august 1st so we're going to have our opening day this year at the middle school an all district breakfast and then meeting and then obviously the return of our students on august august 3rd so our buildings are working through registration final enrollments um you know initial reactions that enrollment looks uh looks good but of course you know we'll wait and see um and then just rounding out our staff so the staff shortage in indiana is very real care what anyone says there are not enough licensed teachers out there you know we could hire for pretty much every employee classification in our school district but we continue to do the best we can to fill out our staff and find the most most qualified and the best work with kids so it'll be a race to the final minute but we are doing the best we can to fill any remaining vacancies in our district that's all i have for now okay great thank you next item on the agenda is old business and there is no old business so new business first item is an approval request for food or food services for the 2022 23 meal pricing and 2022-23 b b food or b b food bed food bit yeah have to bear with me as i scroll through here and find it so i can see what those cost recommendations are with me page 95 page yeah so meal prices won't increase for this school year so high school middle school remained at three dollars and ten cents tz dear meadow and red path for lunch three dollars reduced lunch 40 cents breakfast at all schools 1.85 reduced lunch 30 cents adult lunches 4.60 for lunch breakfast two dollars and fifty cents and milk will be at 60 cents so debbie's doing a good job of trying to maintain maintain costs and just be creative that she feels confident in leaving lunch prices um the same as they were and then obviously the annual thing just the approval of the food food bid that's to obviously help keep costs at a better level and find bulk for food and supply so it'd be my recommendation the board approve those two excuse me approve those two requests i noticed it had on the bid it has an escalator escalation or escalator clause um if that happens to happen do we pass that on or do we eat that yeah at some point obviously if it's not viable to cover our costs you know you know ideally not looking to raise costs during the school year but we might have to look in the following year but the federal government is providing i don't have the exact figures in front of me but they're providing some additional funds through reimbursement to help offset some of the inflation cost from inflation yeah it's a volatile market just across the board whether it's food or anything else random do we need to send out a reminder like when the kids come to school the first day that parents have to pay for lunch again because it's been a couple years since we paid for lunch just a general reminder yeah there's some information go out and i'll just have to be a continued reminder yeah for sure i make a motion to be approved second okay motion in a second all in favor all opposed emotional passes next item is an approval request for an act for accurate i t services offered to purchase the old tazonicus student laptops yeah so we're excited to distribute thanks to the large federal grant that mr hill helped secure and also greatly reduce the cost devices at tz for the next couple of years so now we have the old devices and we would like to sell those as because they're surplus they're no longer needed and so accurate i.t services gave us the best bid so we'd like board approval to dispose of those laptops so that we can recoup a little bit of money i'll make a okay promotion in a second all in favor all opposed motion passes next is an approval request for classroom furniture for green castle high school yeah so included in your board packet and also obviously planned for as a part of this building project i've been working with the benford office group to update our classroom furniture and furniture for the new spaces at the high school and so we're trying to time up the ordering for when the first couple of spaces will be complete this is all through the public bid process through the service center um so now we're just seeking approval to to move boards to finalize the purchase for these first couple of spaces so that way when they're finished we're not putting the old furniture back in we're outfitting it with the new updated furniture i'd like the motions to be approved i'll second that okay we have a motion in a second all in favor are all opposed motion passes next is an approval request for fitness equipment for green castle high school yep so very similar along with that obviously one of the areas being renovated or approved is the student staff fitness or weight room cardio room and so i've been working with with light fitness this has also been publicly bid out as part of source well group and this quote expires in august and so i'm wanting to lock in our cost because things have just continue to increase and so we want to get this order placed so that way the price is taking the price is locked in and when we're ready for the equipment they can ship it yeah have a second okay we have a motion and a second um all in favor all captioning opposed [Music] available time i love doing the budget so i've been working with kelly on the budget and this is just the process that we have to go through since we have an appointed board and making sure that we hit all the meeting dates with all the with the county council and all that's a little more complicated so um those are the dates that we would like to use so i would recommend if you agree that we approve those calendar dates they pretty much follow our normal board meeting schedule i make a motion we approve the 2023 budget calendar for a second man okay every motion of the second any questions discussion all in favor all opposed motion passes next item is an approval request for the teacher appreciation grant yeah so um this is something we have to approve every year in order to receive teacher appreciation grants funds grants funds from the state we already have a policy that addresses it not seeking to change anything for whatever reason the state requires the department of ed requires us to approve this annually so i'm asking you to do this tonight so that i can submit it to the state by the deadline i'll make commotion second okay i have a motion a second all in favor aye all opposed motion passes next item on the agenda is an approval request for some donations first being from dave's heating and cooling to greencastle high school athletics and the amount of 1 500 york chrysler dodge jeep ram of playing field to green castle high school athletics in the amount of 1 500 and seniors towing to green castle high green castle high school athletics in the amount of one thousand five hundred dollars i make a motion i really gladly accept these don't you second then okay all in favor all right all opposed motion passes next item on the agenda is other business does anyone have any other business they'd like to discuss no no good luck to start of the school year it's getting close okay then final item on the agenda is adjournment okay i get a motion so move second motion second all in favor all right all opposed motion passes thank you for coming and be careful going home see you next month you

okay make these points [Music] we'll have a call order at 3 30. start off with our pledge of allegiance to the flag of the united states of america and to the republic for which it stands one nation indivisible with liberty and justice for all real callers um mcgibbon yes mr oliver here mr astrid i'm here did he call the public double check okay superintendent information so new business these are uh to add an additional uh programming and then assistant in the rationale it just states that we have um new students k5 meeting ieps so we are in need of one additional programmatic assistant to help with the incoming gender schedule programmatic assistant for this coming school year i'll second no we have a few people that we've interviewed that could potentially that we could call back so once we get the approval that we'll call people back for interviews okay and just real quick we do have a plan because we know that whoever we interview won't be board approved until our august board meeting maybe later but we do have a plan for right now to do some internal coverage all right so can we say sally yes mr mcgivern yes mr older yes mr astrology yes and we've got one two three four five six seven faith positions on the consent agenda which is basically plugging in names to the position any discussion i have a question could you describe what the definition of hard to fill position yes so these are the positions that we had identified as technically hard to fill for lack of coverage we typically missed special ed staff and math positions are hard to fill and now with our method of counselors and i mean we could technically say they're all hard to fill but they're just positions that we know does that translate into anything else like you can take a shortcut to the hiring or different really just monitoring yeah just monetary critical to try to attract oh right employees prior to i think it was a couple of years ago we changed it because it used to be 3 000 for initial heart to fill positions but then they leave so we still have that 3 000 mark but we give them a thousand each year for three years to retain them that's part of our retention efforts in these hard support conditions so what we do is we give them the 3 000 up front but then they have to do it x amount of contract that they have to pay it back if they leave each year for three years all right and that looks like we've come to the age signature so that's the contrary and i would just like to update the board that we have today we did secure someone that is willing to help us on a vendor status with a psychology position in terms of evaluations and what's needed so we're in the process of working that out so we're excited about that we also still do not have a middle school music teacher no applicants we have it we had one in korea today for the pe certified position so we're getting back to that person they just asked if it was still available as far as middle school music i sent an email to staff today that we're trying to be creative and that we might have to emergency certify someone or we have a sub orientation so we're going to ask the students if anybody's willing to do a long-term study position for music we um or possibly make it a fine arts or arts integration type of middle school because there's four classes that that we need for middle school music so if you know anybody or we've put it out there everybody's trying to make their contacts but we still have nobody willing to take the position okay so as far as staffing it really is that middle school venture position that we have left again discussion on that it's really a shame look at the climate survey happiness with the music program was pretty strong and to not be able to continue that at least under mr ferguson's guidance so it's going to hurt him right and he's still going to be doing um the battle hour he's going to do zero over jazz band and he's still going to be doing sixth period so the other classes he taught were more music theory and the history of music and music in the art so we're just trying to figure out whether we make it fine art and tap in a little bit of all fine arts areas and not just music theory if that would might entice you so that's easier to sell or something for that yes but and our elementary music with miss beletti is still going to continue and we're excited because she's going to be looking at doing performances this year doing plays musicals with the kids by grade level so we're super excited excited about that right so we don't it's just a matter of what can we offer middle school students to entice them because it is their elective rotation so they have pe and then they have some art with mr voice and then we have mr ferguson doing those music theory classes okay so just if you hear anybody you send them our way okay with that we are here thank you for coming thank you thank you very much

2022 regular business meeting of borah school of trustees held in public with a start time this evening at six o'clock if may all rise we're going to ask mr angel to lead us into pledge allegiance i pledge allegiance to the flag of the united states of america and into the republic for which it stands one nation under god indivisible with liberty and justice for all you may be seated thank you mr angel we have mr hoffman's joining us via zoom this evening and we have approved in the past that his uh he is allowed to participate with vote throughout the meeting so we'll make sure we can as we move forward we can hear him clearly if if necessary but to begin with we got item two patrons comments we do have a patron register to speak this evening and um miss gold on i'm going to go through a while back we started just reading the rules ahead of time when we had a little bit more participation to make sure that everybody understood the proper guidelines us the board will help patron here patrons the legal residents in center township or winfield wishing to comment on educational issues at the regular business meeting of the board of school trustees held in public patrons must sign the sheet that was provided in the back of the room prior to start a meeting when their names are called to address the board they will move to the podium in front of the room please state your name spelling for record keeping purses purposes addresses and topic that will be addressed if patrons have prepared written statements on a topic they may present them at this time a limit of three minutes is allowed per speaker so mr angel beer take care of our clock for us he'll give you probably warning it 45 30 seconds the portion of the meeting during which the participation of the public is invited shall be limited to 20 minutes unless extended by a vote for the board uh speakers are to refrain from speaking on personnel issues and student issues the educational issues only thank you so uh lisa gold thank you my name is dr lisa gold l-i-s-a-g-o-l-d 2511 west honor 36 court i'm a pediatrician in crown point now for 26 years i had both my sons attend crown point schools from kindergarten through graduation i'm the pediatrician for thousands of crown point students over these many years so i come to you wearing three hats resident of crown point mother of two alumni and a community health professional i am speaking about the safety of our children in our schools with the press release regarding mr degenhart a teacher for over 25 years at crown point high school being charged with two felony counts of child seduction social media exploded with comments please know that i'm not asking the board or the superintendent to comment regarding the details of that situation however reading the many comments was disturbing and revealing it appears possible can you pause for one second please yes i just want to we need to be very careful that we're not crossing the ground i know you're speaking and safety so as you move forward please be cautious with your comments that we stick to safety and don't touch on personnel okay thank you um but i do want people to understand the topic of esm that is educator sexual misconduct we don't have to state it's particular to said individual but i can just say overall i would like to speak on that and safety what happens is that relationships can occur because adolescents have a diminished ability to appraise the risks associated with behaviors have difficulty regulating emotions and do not reach a level of competency in behavioral decision making until their early twenties we are allowing a culture where students witness things yet they do not feel their concern will be addressed or that they see something and not understand the moral wrong of this type of relationship or perhaps they do not see that this is child abuse you potentially have staff that are aware of esm that are not speaking up so i suggest two actions for the board to consider one look at your policies and provide more detailed direction to school employees regarding reporting or whistleblowing of employees abusing the power that they have over children and breaking federal laws you use the term school safety awareness see something say something the same should apply for employees seeing another employee having inappropriate relationship with the student this applying to all staff of the school system custodial and support staff even graduation guidance staff employees need to understand if they feel the teacher employee is having inappropriate relationships with the student they need to report it educate your staff regarding esm make it 100 no tolerance place education about esm in your curriculum support the student body to acknowledge the need to support suspicious behavior or relationships the students know there's a tip line at the website but do they really know about it do they have the belief that the tip will be heard or investigated it appears mr degenhart was unable to remain sorry i apologize it appears that there was situations that potentially could have been prevented create a policy where a student can give statement and concern or witness of the school employee teacher having inappropriate relationship one last thing i would like to say dr terrell you said at the april 25th meeting safety is always the top of our concern please show your commitment to this statement with action do something now so that this does not happen again thank you thank you dr gold we're going to move forward to the consent agenda dr terrell for your consideration this evening we are bringing forward our consent agenda which includes the minutes from our previous meetings a recurrent grant for the indiana literacy early intervention and then also reoccurring grant for from the indiana department of ed for our high ability grant also 3.4 is our personnel and agenda 3.5 is our voucher registered checks as listed in your documents for the scene for the consent agenda as presented by dr terrell we have a motion to approve so moved sir i moved by mr angel on second by mr smith do you have any questions or comments for dr turtle tom any questions or comments for dr charles and me thank you oh that was very clear just so you know perfect if not all those in favor signify by saying aye aye i heard you tom opposed emotion carries 4-0 before we go on we'd like to welcome brett munden the principal at lake street elementary uh brad if you come up to the microphone if you would any comments you'd like to make to the board or questions you guys might have of him and if not why don't you start while they're thinking of something to ask by introducing your family who is here with you this evening sure thank you um yeah this is uh my wife lindsay munden this is drew london gavin vaughn and piper good and um as far as something to say i just want to thank uh the board and thank dr terrell and all of the present uh central central office staff for having the faith in me to to do this job this really is my dream job i came to crown point last year and was welcomed and embraced by everybody here and supported throughout the year while i worked at timothy ball and you know fortunately this position opened up and i couldn't be happier so thank you again for having faith in me to do the job and i can't wait to get started well we're glad to have you and welcome to you and your family to the the crown point family on an official title of principle there at lake street thank you just want to say welcome to the family and into yourself congratulations on your on your hire and thanks for choosing crown point i've had four children go through lake street so my last one just finished i just missed you but um i'm looking forward to seeing uh what you can do there and how you can improve that school so thanks thank you with two with two more going through there now brian we'll be sure to try to give them a hard time no it's a pleasure to meet you we actually got to speak uh not at the breakfast but what was the occasion a couple weeks ago state of school yes which is a a nice morning for a first one and you also have a little bit of extra pressure speaking of the first so since we started um with the assistant principals this will be the first time that assistant principal is moving into a leadership of the building as a principal position so uh hopefully that'll you know got the pressure on you for that to pave to pave the road for the the future of that uh transition but thank you very much for joining our team pleasure to meet your family um and good luck this year thank you appreciate it thank you and please don't feel like you all need to stay if you want to go grab dinner we understand the oldest looks like he'd like to stay for the whole man just getting mr hoffman yeah one more thing just tell him that i'll stop by and introduce myself in the next week or so perfect thank you good deal thank you tom thank you guys for coming have a good night have a good night let us know where you decide to eat one second we we have paused a couple times in the past um i just want to take i do want to pause for a moment um given some situations that have taken place recently and everybody's seen the situation in the media um you know from from the board uh and i'm not gonna lie i have something written that i'm gonna read from um i would i do just want to address that situation by saying that from the board we are deeply disappointed and very concerned regarding the charges against mr dagenhart the well-being and the safety of our children is a serious matter the district is committed to assisting with the ongoing investigation but we are unable to share any additional information this is understandably frustrating for parents however it is important the investigation proceeds with integrity and the confidentiality required by law our priority is providing a safe learning environment for all of our students we know you share that priority and hope that hope you remain in contact regarding any additional concerns you may have um you know so that i kicked around the idea and felt it very appropriate to say that at this time so thank you move forward to the action items we have 4.1 policy revisions and additions the second reading and adoption mr akiwa thank you mr president um board members as we shared at the last boarding with our first reading we are looking to update one particular policy 9150 to provide more specific language as it relates to the process for allowing visitors in our school buildings so this evening we are asking that the board adopt this so we can officially update policy 9150.
