middle child um and it was a great performance of The Lion King prior to that there was a strings and band uh performance there really great job the kids did amazing job there um and and Mr Paris and I were even saying that the next coming coming years we're gonna have a pretty good uh pool of talent there for the band um and the only other thing you have to say is happy birthday to my daughter Nadia who just turned eight today so happy birthday to her and that's all for tonight thank you thank you next is uh Dr Danny uh yes I have no comments tonight okay next is uh Mr Paris thank you Mr Smith uh I just wanted to uh second what Mr Canova said the integrated summer enrichment experience uh their showcase today Woodrow Wilson was phenomenal to think these were big some of them were just beginning to learn instruments during this program um also the uh the play that was put on I don't know how they did it in in just a few weeks time with a few hours a day uh the kids did a phenomenal job uh as well as all the other areas for art and science and math and music technology and encoding uh just a wonderful program uh something I think Clifton should be very proud of um also just wanted to make a note it's not although not directly uh a board of ed function but I attended the Clifton theater Leagues play Mana La Mancha last week which was phenomenal and and what really struck me was just the professionalism of it and the fact that I had a Broadway experience here in Clifton and that's in no uh uh not Not only was the play fantastic but the venue that we had we just have a we have a world-class performance venue there Clifton High and uh I hope to see more of that it was phenomenal uh thank you to pbsis and congratulations to the uh all our new appointments in the district have a great rest of the summer thank you next is uh Mr he's not here um Mr uh Awad no comments uh Miss Beltran I would like to say thank you to all the speakers who came out to speak tonight even though I wasn't here I was here virtually on the computer over there um so I was listening to everyone in a very up close video of everyone's face and even though I may not always agree with everyone who comes to the podium I just like to applaud the continued involvement from the community and the Democratic process for the first three years that I was on um this board there wasn't so many speakers we'd go meeting sometimes without any or just one um so you know even though right now we're having like controversial discussions I hope this continues even when the controversy ends because we don't really hear from the community unless you guys do come here or send us an email um it's it's really um it's really encouraging to see and I hope it continues and finally I just like to say Enjoy the last month of Summer and continue to stay safe and we'll see you in August um I don't think we we have a meeting the next meeting is before the start of school and then we have one late in September so um you know they're We're not gonna have the opportunity to welcome you so much but um I look forward to seeing you guys at the end of August and Miss belchon you'll be happy to know that we there was a very nice picture of you up on the screen for everyone to see why you are not here uh Miss basford oh sorry about that um I want to thank everybody for coming out tonight um and voicing their opinions and what matters with their children this is a right as a parent as a taxpayer as a resident of this great city of ours um and you should be able to voice your opinion and whether in opposition or in agreeance and we should do it respectfully and what happened to miss Lama was not just unfortunate but um uh an embarrassment because that should not happen uh Clifton's great Clifton's a great City it's a phenomenal City great School District we have an awesome superintendent we have great board members um and I think we're doing a phenomenal job in what cards were dealt with I don't have anything in particular but if I may take a minute um president Smith I just want to address something really quick so children are always our most precious people as a parent a resident or a board member Project Graduation a year ago was the biggest decision I made in my life as a parent if my child was in the position where where their safety was put in Jeopardy I would want someone to keep my child safe as a board member it was a split second decision in keeping our children just that safe if I can go back I would have grabbed the principal art administrator and told them what was going on but at that point I had to decide the best recourse to keep our children safe if I was 40 years later I'm confident to say that while the ethics commission had found my decision faulted the office administrative law judge found myself reprimand enough for me to keep serving Clifton so which means that this is over stepping down as vice president was not easy making that decision was not easy but thinking of what happened during my project my Project Graduation in 2003 is still not easy with the death of one of my classmates that night I'll always live with that mistake but waking up the next morning to a similar unbearable stories what ran through my head that night while those kids should have been on that bus they should have they could have been turned away with a different ending and thank God they returned home safe thank you everyone who supported me during this time and I look forward to putting this behind me and continuing serving our children staff and this great community of hours to the city of Clifton thank you thanks Miss basford yes I'm not going to comment on any of that because uh somebody from the community will take care of that um thank you to all the speakers that came out tonight I just want to want you to understand uh it was quite a showing of religion here and and like the one speaker said under guard um it's unfortunate that some things are misunderstood um I would like to ask the superintendent to if he could talk to us in uh executive session about what happened with one parent that got up and said the boys weren't separated from the girls or if if there's more time you need to find out what really happened I'd really like to know what went wrong or if that was the way it's supposed to be because it seems like there needs to be some kind of sensitivity training given to the young gentleman about that this is a serious issue to young ladies and it's not to be joked about kitted about or teased about it's a a part of the their bodies and it's really when a young woman comes to a certain age especially if they don't have any guidance at home and they don't get any of the information it's quite overwhelming to them to go through um so thank you to the speakers that came out tonight there there was so many issues going on with this there's so much misinformation um I hope that I hope to attend one of the open forums I looked at the videos but I have a lot of questions about them and we will we will try to answer everything we can in an appropriate manner the second thing I want to talk about is um I was asked from the trustees of Casa to make an announcement so this is a public service announcement I do not speak for the Board of Education I know do not represent the Board of Education this is a message from Casa on on August 31st at eight o'clock in the steps of City Hall 900 Clifton Avenue Clifton against substance abuse will have their second annual overdose awareness Candlelight vigil a night of remembrance and awareness for the lives lost to the overdose and understanding how addiction affects every one of us so it'll be on City Hall property weather permitting if it doesn't if it rains it will be taken inside to the uh the chambers uh in City Hall so the members of Casa asked me to please share that so Dorothy I shared your announcement um getting back to um I asked for something to be pulled um there's a reason why I vote and I did not want anybody else on that list had nothing to do I wanted to do it in an appropriate quiet manner but I wasn't allowed to do it so this is the code of ethics that we're all supposed to sign and and um abide by I make decisions that I that I try to gather information from I asked a superintendent question I asked him a plethora of information this month because this this this agenda because I have to formulate the decision and decide is this is this the right fit for students is this the right decision that I'm making because at night when I go to sleep may I yield a couple more minutes please thank you um when I go to sleep at night I gotta rest my head on that pillow and knowing that I made that that decision in the appropriate manner I had questions I wanted to discuss things with my fellow board members I did a lot of research I had a lot of information and as soon as that agenda hit public and that thing was added yesterday my flu my phone lit up like a Christmas tree I got contacted from people I had questions sometimes I agree with the superintendent but I am also allowed because I talked to school board and I'm not doing anything unethical or in any with which way shape or form that's inappropriate I'm allowed to vote no and I take that seriously three points in the ethics rules is I will make decisions in terms of the educational welfare of children I will carry out my responsibilities not to admit it to schools but to make sure with my fellow board members they are run well and number H I will vote to appoint the best qualified Personnel available under consideration under the recommendation of the superintendent anybody wants to contact me why call me and uh Mr uh Dubois I will be reaching out to you I did not hear that you wanted to speak to me or I would have called you the next day um so I'm sorry that there was a little bit misunderstanding you have my email you can email me at any time I didn't know that you were looking to talk to me about transparency and I think you took the contents of that whole transparency thing way out of proportion I was talking about Committee of the whole that we don't know what other board members know when they go to committee meetings it was an internal thing I will explain it to you so you understand it it had nothing to do what this district is doing nor the administration is doing it had to do with the committee process being on a committee I would like the committee as a whole because I feel like the flow of information does not come directly to me uh thank you for everyone and have a safe rest of the summer enjoy whatever days come your way enjoy being with your family and make the memories that count thank you and good night vice president Daly thank you Mr President um I'd like to again uh will do acknowledge the PBS and all the new appointees I wish him all the best and with the PBS program uh continue to do the great work um on the physical education issue um uh I think it behooves anybody's particular board members to have an open mind and ears so uh I know that a lot of information that was brought to the attention here is not even close to what we're attempting to do here as the superintendent has said but I will be looking at that and I'll have questions for the administration as we go forward on a basis uh in general the things of a sensitive nature that are truly sensitive not things that are rumored but things are truly sensitive are the purview of the parents particularly in the elementary school I am not convinced that that is happening uh as what will go forward in the district but I will look at all the material with a very open mind to make sure I according to how I feel about how that goes forward the education is necessary but we need to to separate the nonsense and the misinformation out of this and look at it for what it is and what's go actually this District as the superintendent has said what this district is going to be put forth in the classroom not what you hear from the state not what you hear from social media and all the rest I'm very interested in what this district is going to be put putting forward and with that I'll conclude my comments and wish everybody a good rest of the summer thank you uh again just to uh thank all the people that came out uh Miss Beltran I agree with you let's hope that they can come out on another uh things and and uh voice their opinion um I do think seriously this Board needs to re-look at the uh the virtual end of this and the call-in it just does not seem to be working um so maybe uh through Administration they can bring it to the technology committee um but it's just uh doesn't seem like it's working and uh we said we wanted to give it a try um I think we've we've tried it and uh it's just not working uh here so if we could bring that back to technology to to address that um Mr Daly um I know was a difficult yeah I don't know whichever one we're both uh Mr Staley I know it was a very rough week for for you um in the death of your uh your cousin um who I know you were very close with and took care of and uh watched over and um your your cousin um was truly blessed uh and lucky to have such a great uh cousin in you that really watched over her and took good care of her uh very up to the to the very end and um I I extend my condolences to you and to your family for your loss um when uh when one of us is hurting all of us are hurting so uh again I extend my condolences uh to you and everyone tonight that was uh approved for whatever position uh you've been approved for uh congratulations and we wish you all the best in your your new Endeavors as you now now become an employee of the Clifton Public School District those that were promoted it just shows that hard work and dedication truly does pay off and we know that you will continue to do great things in Clifton so congratulations to all and that's all I have for for today uh we'll go to a new business is there any new business casing none uh executive session we have one item for execi executive session that is a Personnel matter uh we have P5 and P11 and um the one per Personnel matter um [Music] Mr Paris and Dr Danny you will not be able to be part of that discussion um so we're hoping to be back out uh 30 minutes action may or may not be taken um sorry right actually I actually will be taken oh action will be taken may or may not may or may or may not I guess yeah okay they look good even let's call the order just christopher espinoza here shirelle fuller here carrie pavisage here do you want to vosko's drexler here and nancy cupcake here thank you we have a quorum that i pledge stanford to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all [Applause] okay we'll start with our first reception of visitors we have no slips we have no slips okay we will move on then to the uh draft district goals and tasks before we get into that i have a presentation to make to the board as the board is aware we were named as a green ribbon school from the us department of education and they sent us this cool plaque and i get to now present to the board um so this is the culmination of that award so i'll present it to you thank you but all the credit goes to uh to it's actually an entire district award it has to do uh obviously uh jim colejay and kristen kocharski led the application process but this has to do with everything from health classes to food service to pe classes to green energy and fiscal responsibility it has it's the whole organization is reflected in that award so well congratulations to everyone thank you thank you thank you all right we need this we need to start a wall every time with fun awards yeah we'll do our best yeah we need to start a wall of all the accolades so all right uh so uh district goals and tasks obviously they build on the recently approved strategic plan now you can see we're starting to lay out some branding around that for next school year and sharing this with our students our families in the community as we come back what we're focused on this evening is approving the tasks that have been worked on first with members of the administrative and leadership team and then ultimately back and forth over the last month with the board and i just want to say thank you for the changes so yeah here's the the key changes that we made one was an academic goal that reflects not only the academic potential of individual students but the idea of growth and progress through the academic metrics which were measured by at the state level and of course our local academic metrics that gina will report out on throughout the rest of the year and then the other one we talked about was one that talked about building opportunities changed to create new opportunities this was discussed at the last board meeting so the first bullet was discussed with the board a couple of board members and leadership team since the last meeting the other one mike raised at the last meeting so this is up for approval tonight any questions remaining from the board on this one and then we have a whole booklet for our staff as they return the leadership team has been working on that with jill leading the charge on it so that as staff return the focus of our welcome back message of staff this year will be built around the strategic plan and making sure that our staff understand what's contained inside of that and then arwen and courtney are going to lead an activity with the entire staff on them internalizing the plan and then finding ways in which they individually can contribute to that work throughout the remainder of the next school year so that's what our welcome back activity will look like with staff now welcome back starts uh with administration tomorrow with leadership team on friday and the entire staff on the 10th it just seems like it's gone by so fast i mean graduation was just like just kidding yes all right um so any more questions on that are we good thank you for the changes all right board policy 1.30 and 6.10 we intended to bring to the board when we had the strategic plan approved but it kind of just slipped off of our task list board policy 1.30 and 6.10 capture the strategic plan the board has already approved the strategic plan this is where it's contained in board policy since this is more of a clerical update we're recommending tonight that the board waived the first reading and approved this policy change since the board has already approved the strategic plan this is just updating of language inside of the policy any questions on that all right um this says exactly what i just said i should have gone one more slot all right e-learning plan for emergency days this is what we've called in the past the idea of like snow days right so for the last several years we've had this this is a continuation of the plan that we have in place however based on feedback that we received if you remember we did this once before the pandemic then we had the pandemic and then we did it twice this past school year because of bad weather so we've really only done this three times the feedback that we've heard about this is that uh based on what we learned during the pandemic students can check in throughout the day right so uh it used to be students checked in once at the beginning of the day got all their work and then worked on it instead we think we should make it more similar to a general school day students will check in at the start of each class period attendance will be taken by that classroom teacher that will help them engage more throughout the day they'll be in a virtual classroom with their teachers if they have any questions teachers will take attendance class by class and it'll be like a regular school day if parents want to call their or need to call their students out they can do that so that's kind of the change we're making otherwise it's pretty similar to what we've done before rob has been leading the work on this rob's actually led the way in this across dupage county in a lot of ways if you have specific questions i'll turn them over to him to answer i think this is going to answer a lot of concerns people raised yeah because once they sign in in the morning yeah they get to see their student that day and lay out what's expected of them um the requirement in here from the state is that we have to allow some flexibility in there so while they will see the teacher the teacher will explain what the goals are and the teacher releases them because on those days some students have other obligations in the house that they need to attend to first so if i check in with you my teacher and then i need to talk to you about something i have some questions related to something i can ask to speak with you within the next oh yeah teacher sticks around for as long as the students and then is available monitoring for student needs throughout the rest of the day yeah so the way that the process works for this legally is that we present it to the board now tomorrow we will send out an email to all students and parents about this change then on august 15th the next board meeting we will hold a public hearing for anybody that wishes to address the board on this topic specifically before we take action much like what we do for the budget um and then it follows the same rules 30 uh 30 minutes for a public hearing up to three minutes per speaker just like what's in board policy but on this single topic all right the next agenda item is the year-end financial report and we're going to turn this over to jaree to lead most of the show here you can just tell me when to advance okay sure um well the good news is that we ended the year with a lower deficit than what we had originally thought originally we had thought we would end the year with our fund balances of about a 2.6 million dollar budget deficit however we ended maybe if we could start on do you want me to go to i didn't know what order this one here yeah that's great thank you but you'll see we ended the year with about a million dollar deficit and this good news is the result of some additional revenues that we received this year we received an additional 1.3 million dollars in replacement taxes we received 150 000 in fema funding that we were not planning on receiving we applied for fema funding last year and we were denied but fema then opened it up again and they did approve our application excuse me and then we also received 260 thousand dollars more in excuse me the american relief plan money which helped with offsetting some of our expenses and then there's one um i guess we can go ahead and look at it right here because the one item that i do want to point out that did cause some of the deficit is the reduction in our health benefit reserve account we decrease that fund by almost 900 000 right there we are meeting with the insurance committee to come up with a plan on how we can build that reserve back up and part of that might include increasing the premium costs maybe making some plan changes starting in january if you want to go to the expenditure page thank you so you can see that our expenditures pretty much stayed in line with budget which is the reason with that additional revenue that we were able to reduce that deficit that we had originally thought we would have at the beginning of the year those are the highlights that i have i think mark had a couple of other ones yeah actually i mean you hit more than half of the ones that i repeat here well i mean this is never a good you know happy time to hear you you're you know dropping in your fund balances but um we've i have built in and through so long as i've been in the district some safety nets and that's one we already exercised and that is we issued working cash bonds that's a 10 million dollar swing that that is going to help us through a couple of years where um it might you know be unstable like this but we have a couple of really positive things she mentioned the um replacement tax that that came out of nowhere all the business managers in dubai county are saying i got twice as much in replacement tax than i got the year before the department of revenue doesn't answer the phone and it doesn't have any kind of a statement on their website explaining it but we do think it could be something that will be sustained it'll be two sectors in a row that it's gone up more than we've expected it to go in at higher percentages so that's a big thing um the good news is that our revenues for the year still were higher than our expenditures it's just that we have a couple of things unusual things this year one is the the the um health plan cost that was that was an unexpected drop um from about 900 000 to about 350 000 but it's still about six percent of the annual expenditures at that lower number compared to what we normally would want as a base of about eight percent which would be one months of of claims so it's still not for us to budget our size it's this is a pretty small problem to solve we'll go we'll fix it in the the insurance committee probably by increasing premiums a little bit but also possibly like she said changing our plan document this kid since retirement this doesn't have anything to do with the hsa change we made no no that was supposed to save money okay okay okay it would have been worse okay thank you we actually had high claimant claims for two years in a row and so that's what it wasn't some of that is some of it maybe coved fallout you know they they told it we questioned that from hub and they said no they four percent is what they recommending everybody and we had more than that you know so we had a higher claim experience um well we had higher claims coming off of it and then everybody experienced a rebound from the year when nobody was going to see their physicians because of it to them just everybody restarting right and then so it was that and then there was increased costs because of the the number of visits due to a pandemic yeah and just in two more things one is that the the transfers that's one of those unusual things is hitting this year it's a 2.6 million dollars it's gonna go down to about four hundred thousand dollars and then it'll phase out as it that goes on um so that's that's a real positive for us it's a two million dollar shot right back up so we we um we think we have this kind of under control with what and you'll see i will have more details and talk about it more um later in the month when we have our our five year forecast because that's really where you'll see that we're on safe ground we're still good um one thing that is going to be a question that we have to resolve yet internally here is how we're going to pay for the t99 expansion and we have two options one is to issue more debt service extension-based bonds we have we have legal authority there to do that or we can use our working cash fund and pay a big piece of that into that right now that's the one i'm favoring because it still gives us a safety net of issuing more debt service extension-based bonds with without having to incur the interest cost right now by issuing it now so i'll i'll still get another month or so before i make the final decision with everybody but i think that's the key thing so we have safety nets we have a way to get back on track uh where we should be going forward it was a crazy year really crazy it was very difficult to follow all the stuff with the you know payment and all the different things that we put into this one all right uh questions for jury or mark no you guys are doing a great job thank you thank you thank you thank you thank you you're you're keeping us on this is mostly putting this stuff together um i just have one quick question um are the gas prices in that um affecting us a lot or it will be with our vehicles right but when all our buses are rented out at least out the really it's a nice thing we have multi-year contracts on all of our gas and electric and we're way below market right now so we're real happy that we did that i think we have one more year left on that at least so that helped us get that award because we all we with electric we went to 100 percent green okay and um and we also have a long-term contract on that so we're kind of surviving through it right now and hope that that eventually they do start to come down again yeah because we're okay right now yeah it's not it's not pretty out there but it does affect our bus costs because we have an escalator built into the contract anything over three dollars a gallon oh yeah yeah and that's diesel so that's what is that now about five dollars a gallon actually it's around there yeah yeah but i'm not sure if it's diesel or not yeah so we have three action items for the board to consider tonight okay moving along first we need a motion for the board of education to approve the june financial pages chris and terry thank you mr espinoza aye terry pavich aye joanna vazquez drexler aye shirelle fuller hi i'm nancy kupka hi the motion carries next we need a motion for the board of education to approve the draft district goals and tasks for the 2022-2023 school year hi sherelle and chris thank you charles fuller aye christopher espinoza aye jerry pavich aye joanna vazquez drexler hi and nancy cupcake aye the motion carries and finally we need a motion for the board of education to waive first reading and approve board policy 1.30 and board policy 6.10 so moved second chris and joanna thank you christopher espinoza hi joanna vazquez drexler aye shirelle fuller hi trey pavisic aye the motion carries okay moving on to the second reception of visitors do we have any slips there's no slips does anybody wish to address the board all right okay then uh do i have a motion to adjourn so moved terry and joanna all those in favor i was opposed we are adjourned all right thank you all right see you back on august 15th yeah yeah good rest your week everybody you

utilize that time yes [Music] may you hear auspicious sharing what you can nothing more nothing less need from the happiness in your chest may you be treated like an esteemed guest maybe you'll get to rest when you catch your breath i made the best of your today's be the worst [Music] is [Music] i want you to help me [Applause] [Music] [Applause] um [Applause] [Music] [Applause] see [Applause] [Music] [Applause] [Music] [Applause] me [Applause] is bless your um [Music] oh [Music] all right welcome continental family and we want to thank you for all of our extended family that came out this morning that's been planning this top secret mission to express our love and appreciation for you because you really truly are loved and truly appreciated each and every single one of you and right now what we would like to do is also thank our board members who are able to make it this morning shelley keith cali and steve austin at this time we're going to be doing the pledge of allegiance but before you stand and i'd like to ask alessandra to come forward will be singing the national anthem and i have mr nathan who will be i don't know what he snuck off too okay i can't see you who is going to be explaining the moment of silence good morning everybody and welcome back one of the things that really excited me this week this year um it's kind of set the trend for you so many of you may have heard of hospital 2707 it was approved by governor ducey at the end of last year and it's really just adding to the things that we already have in place here in school so as a school we do the pledge of allegiance every morning um this really what this is adding a one minute of a minimum um of a moment of silence and that's just for everybody to take time to ponder to get their heads fit in the beginning in the morning i'm going to read that house bill to you so we understand what that looks like and then we're going to demonstrate that today um for all of you so house bill 2707 it has six steps to it i'm going to read all of those just so that we're all on the same page with it the prior united states tribes that are manufactured in the united states and they're at least two feet by three feet and hardware to appropriately display the united states flag from grades 7 through 12 copy of the constitution of the united states and the brilliant rights that have manufactured in the united states display the flags and according to title 4 of the united states code in each classroom the constitution of the united states and the liberal rights adjacent to the classroom flag set aside a specific time each day for students who relate to children's side of the project regions of the united states number six this one's made for kindergarten buildings one through twelve set aside at least one minute but not more than two minutes at the beginning of each school day for students to engage in immediate assignments during which students may not interfere with other students participation a teacher or other school employed may not suggest the nature of any reflection in which a student may engage during the moment of silence each teacher of the class in which a normal science occurs pursuant to this um math shall encourage parents or students in the class to discuss with their children how to best view the moment assignments required by this program so once again we're providing a minute it's just to be an online to start our program to reflect two thank you oh and bright stars [Music] is oh my me [Applause] thank you alessandra beautiful at this time we would like to welcome julie cerulli from our continental education foundation to come up she has a message she would like to share with you and it's especially new information for those of you on our staff thank you very welcome everybody this is so great part of the um school educational foundation board which we are a board never seen endowment fund solely for continental school and our mission is to support all of my teachers staff everything continental so um anyway i just wanted to say it's so great to see all of you and i i was a continental parent my kids are now in college and 20 years later i'm still doing this this is a special school and a special place and for all of our new teachers you know this is exciting and welcome what i have today is um i probably read the new boxes that's probably grant easiest at least five thousand dollars you can apply for a 250 mini grant for pretty much anything you need school supplies uh maybe on special projects that you want to do it's really easy it's like five lines um there's really no limit it's 250 and sometimes for something special we can do more too but um anyways i hope you guys all take advantage of this you can do it either i really thank you [Music] [Applause] fundraiser is uh saturday february 11th and all of you teachers will invite all of you to come um we give you a ticket and it's a night outfit and come and join have fun it's a big fundraiser we have silent auctions live action uh parents getting other community members performing arts center so we just want to get back up and this night is for all of you they put their they put so much hard work into planning that that big event because the money comes back to you and the students so thank you jolie and then next we would like to welcome our superintendent mrs roxanna good rico everyone i am so excited to see all of you and thank you for being parents and students um [Applause] the amazing jobs that we have so i just from the bottom of my heart want to thank all of your parents and students for being here so welcome back to continental um this is us and we talked about our theme of the year and you know how we always have to have a moderate mantra in our heads and as mrs forbus was talking and we're talking about our climate surveys and our goals for the year and really this is us this is who we are this is our staff this is the community that we serve those are our students so that's going to be right for me again my mission statement and we can't say it enough it's posted interviews and posted everywhere in our building but truly continental school districts will provide a community environment in which all individuals all individuals are challenged to achieve excellence in academics character and life skills and we have to we have to believe it we have to behave that way it's what we expect from our teachers our students and our family members our vision student building for the future learning cooperating and caring for all and it really is about learning about cooperating and caring we have to care for each other and we want to be able to provide that learning environment that kids need and it takes a village right we have to cooperate so just a few facts did you know our demographics one percent asian 1.4 black 0 pacific islander and 35 light this is us this is who we serve our pre-reduced and as you know we have to be at 40 fully reduced in order to continue to receive federal funding in our grants and um this year there's a new legislation a year and it's been reduced probably by 60 000 from last year every year it keeps going down but that's where our free reduce rate makes a difference right and they base it um on that our tighter grants or whatever they are and to tonight for summer school meetings for special material curriculum professional development tax credit funding 66 000 and that sustains all club sports and tutorials that's how we we we do have extra money in that fund but just tax credits are so important so again we need to get the word out because it's dollar for dollar and there's no other place that i know of that can sustain their current sports and tutorials on tax credit funds so i think we're going to give you and our parents another round of applause [Applause] is for school operations okay is there so empowerment again staff and students must have the confidence and skills to empower very themselves of empowerment one must be able to take responsibility and ownership of their teaching and learning and that's all staff and our students we have to be confident that we have the skills to teach our students and students have to have the confidence that they can learn the material being presented parents trust us and they also have confidence in themselves as parents with our staff and with our students you've heard me talk about this several times for years this is my sixth year here and i'm so excited um to be able to continue my leadership as we talk about our climate surveys and we talked about our goals again and talking about the climate and the culture of our school you know be impeccable with your words what matters is when you're saying helpful or hurtful heighten awareness of your words emotions you express your attitude and your actions and have i heard this and it says behaving the way that gets you the life you want so if you just think about that behave in the way that gets you the life you want [Music] under the damage when i talk about our bus drivers they are the first people that our students see in the morning or those of you are parachutes who are at the gates or teachers who are at your duty spots are you going to be impeccable with your words and are you going to be able to be that person that missed the student's heart first thing in the morning or when they get off the bus are they going to be drained and need to find seven positive people or when they have that interaction with you so again be that positive influence be that person that if somebody's had a bad day you're one of the positive people they can encounter to make them feel better don't take anything personally nothing others do is because of you it is a projection of their own reality and as i love you loving logic and being a mom and being a teacher you know it's hard to not take things personal because we're working hard we're doing the best we can but we can't make it personal we have to continue that journey and every day continue to make the difference don't make assumptions find the courage to ask questions and express what you really want so many times we expect people to read our minds we assume people know we assume kids know what we're seeing well we've taught it but they didn't get it we need to teach it a different way we assume that it's the best way but it may not be because kids learn differently and about each other right i always say assume good intention i always say nobody gets up in the morning and says well i'm going to see how many kids i can upset today or kids don't give up we make a a one day to difference on another challenge and learn something new always do your best your rest will change from moment to moment it will be different for when you're healthy as opposed to sick or stressed under any circumstance always do your best and avoid regret right if you've done the best and you can go more for the evening and say i did the best i knew i could do today and tomorrow's another day that's all we ask is that you do your best and that you have a great positive attitude about it the fifth agreement that was that came out is be skeptical but learn to listen right it talks about the control to avoid gossiping and don't comment on other people's ignorance or prejudices in other words don't take life too personally right we have to be skeptical but learn to listen because who's to say that our thoughts and our views are better than our colleagues we're better than the students and the parents that we serve we can be skeptical but we have to be willing to listen to each other and give that mutual respect you are never just a teacher people say i'm just a teacher so oh ah this is a short youtube video from dr jules zenfone where you are and he's a superintendent of a small town amazing you guys and i have energy reaches through this guy um and so i wanted to share this little clip so hopefully we'll be able to get it up but his book is building intention connection and direction in our schools and he talks about if we don't tell our story someone else will somebody else will tell the story about continental based on either their good or bad experiences and it could be from 10 years ago it could be people's perceptions or their realities so how are we going to tell our story and how are we going to share the good things that happen at continental um some neighboring districts teachers are going back to school and i'm hearing comments like texting each other or do i really have to get them to go to work today if that's how you truly feel it is that's the video extremely perfect try it again well you will be remembered that's the message whatever we're doing in the day whether that's going to be somebody's first impression early impression right so we have to remember that first impressions are super important and we want to tell our continental story it gets into you know if something bad happens and about a bad experience you have had and how many people you tell about that bad experience when you have a good experience how many people do you tell about how great that was a little restaurant if the service is bad and everybody has to fill out the survey but how many times do you fill out the survey to say you know what it was a great meal there's great service so we have to think about first impressions we will send you that week because you're never just a teacher and first impressions matter and you are thinking about meeting your needs and being balanced our fair basic needs remind your balance is the key you have to know yourselves know your team members and know your students and every person requires more of one of these four um basic moves than the other so you know i know those of you who require more level belonging who are more intentional about reaching him in who need more freedom just like your own personal kids and our students in the classroom so balance is the key and know when you're currently not balanced when your skills are tipped and planned for whatever it is you need so that you can be the best you for our students let me try it that's okay we'll just do that one later but there's one at the end that i really hope that we can see okay so the challenge for the year and there was a real pretty little sign that said this is us on the right of the flight but um be ready to positively share and tell our continental story make a difference every day and every child matters again this is us let's see if we can see this video albert said it's because i didn't restart my computer good old technology right you know we have to be patient um but again as i was going back to share how people were texting each other do i really have to go today do i want to go to work today and i'm thinking what else would you be doing you know what what else would you be doing like we our lives and our jobs matter to our students so i just want to make sure that we um stay positive and stay focused and on that video is it going to work no okay well on the video and we will do afterwards because it really talks about everything that you do matters and what i'd like for you to do right now is get your cell phone out if you have it and i want you to just text a thank you to somebody that matters in your life somebody that's made a difference somebody that's helped you yeah i was asked to share with you all something about leadership as i began to think about the things that i could say about leadership my mind sees the communication commitment patient sympathy the things that are most visible to us all in the practice of leadership but as i thought more about the position we find ourselves in what we you see courage is necessary yes so is communication and we're likely not really far we're not committed with patience [Music] of us we matter to each other our communities think about this in the middle of the season of uncertainty each and every one of us has been asked to spend our days not focusing on ourselves but to focus monday through sunday no compromise no excuses [Music] we [Music] you may [Music] you should but that doesn't change the fact that you follow where you are and it's in a position of significance and everything between submitting to me doesn't matter because you know so i have some take a videos take a screenshot whatever it needs to be a few seconds admit it to yourself and say to yourself i believe it matters do it because you do from there i want you to tell someone else [Music] a lot of times [Music] thank you very awesome yes then you can take your selfies mr davis tomorrow [Applause] [Music] courtney happy birthday happy birthday happy birthday [Music] so i always get scolded because i have like 30 000 tabs open on my computer and that is why the video was my plane sorry i closed them all it'll work now next up we have mr lee thinner director of student services [Applause] putting 10 people behind the vote expensive so we just kind of deal with our family and so we went to florida to visit family and go on vacation and we decided we were going to take our kids very safely so we went to the parking lot with [Music] each one of us had different feelings some of us were super excited some of us were scared some of us were nervous some of us were indifferent i'd like to reflect on the school year some of us sitting here now [Music] mr ferguson we walk up to a tent there's a lady this lady right here [Music] what and she says that's what we just didn't think for a week these guys [Music] conversations [Music] okay [Music] and [Music] is [Music] oh [Music] more silence [Music] communication issues they're not making connections get lost [Music] communicating back [Music] takes over and he says go ahead and sit on the back deck he puts me in one side he goes right by the same size on the other side [Music] is [Music] says [Music] is [Music] which is our habits straight up and harness straight up but because of the weight remember it changes so you can see when the harnesses are clipped directly above their heads and the [Music] so here we go [Music] is [Music] and let me tell you instantly peace [Music] this is amazing we could do this forever the captain decided to do something different it's called the form of assessment [Music] as [Music] gary [Music] sometimes things are scary sometimes things are hard sometimes it's something you don't want to do but it's one of those experiences [Music] the captain's job is to make sure that you enjoy the ride and that you experience life to its voice all your mind keeping in your safety i'm so privileged to be the first mate here at continental school i love each and every one of you and i will balance tirelessly to improve myself to listen to my captain and my tenants my superintendent who gives us that guidance and we will continue to try to increase our communication so that we can better in turn serve you as our teachers as our bus drivers our students our approval assistants our partners our web staff and we live in this room our goal is to make this year the past year ever and i know you're going to have an awesome and amazing time and so sit back and enjoy the ride thank you thank you mr lathan welcome to the 2022-23 school year [Applause] [Music] [Applause] we have been anxiously awaiting for your live home and are so happy that you're here it's a new school year a new start there are many in this room who are heading into 25 plus years of working in education and others who are striving to reach that 20-year mark there are those who it's their first year maybe not in education but here with us at continental there are new faces new continental family that will welcome on board with us if you are new this year to our staff if you can please stand [Applause] [Music] we also have new student colts who will be joining us as well one of them i know i don't know if she's still here but she was so excited to be here this morning her name is grace and she's going to be in sixth grade but she's so excited to be here and get to know all of her teachers we have over 100 staff members and over 650 students we are teachers support staff grounds and maintenance custodians bus drivers cafeteria staff clerical staff school admin district admin governing board members we are moms dads uncles aunts sons daughters cousins grandparents friends we have stories and backgrounds that can and will impact one another we have special talents some we will not even have even discovered yet we have hearts we have compassion we make mistakes we cheer each other on we give praise we care we love look around this is us if i could please have kelly allen parent and board member come forward [Applause] good morning guys um i'm really happy to be here mostly because i'm super excited for the kids to go back to school um it's been a long summer you guys um i have been on the board for a whopping year and a half um one of the first things i did is i sent out a bunch of random emails to many of you asking for feedback because you know i don't know what i'm doing you guys are the educators and the ones that do this for a living so the the most precise feedback i got was that we needed a new ela curriculum i might be super wrong on this but it sounded to me like we had a lot of ela curriculums and they didn't talk to each other and so it was hard going from right to grade there was no continuity um so okay i had a cause i had a mission i was going to make sure we got a new ela curriculum so come to find out it was already slated to be reviewed uh last year so you're welcome mission accomplished good job um and so that's what i was going to leave with i you know we got you a new half curriculum we got two new ela curriculum science up is up this year um so this is all good stuff i'm sure this is all curriculums are a big deal right when i started throwing new curriculums at you might be a whole lot of work for you guys so you have to learn the curriculum i'm assuming i mean we're giving you a whole week this week to learn the new elin one so we're also expecting test results to look like you've been using these curriculums your entire lives no pressure um but we we know we're throwing a lot of things at you teachers you hear that all the time um and it's not gonna stop um i have been a cold parent i think this is going to be my my 12th year uh being a cult parent i've got two teenagers at walden and i have to have a second grader so you would think with all this experience i would be a whole lot better at it um being a parent to school children is very hard um and and there's a lot of ego that comes into play i think with parents because they are your babies no one knows better than me what they need um but my my youngest my second grader she started school um fall 2020 in kindergarten on her laptop a five-year-old on her laptop at my kitchen table reminding me every single day how terrible i am kindergarten on laptops probably not the most effective way to teach on reading right um but but we got through it and i i grew a lot as a as a parent of students through those months um at my kitchen table with all those laptops um it i've always wanted to be one of those parents that you guys could always rely on i'll bring the cookies i'll volunteer i'll cut out all your shapes for some project i really wanted to do the workday wednesday that has been a personal goal of mine for several years i have shown up zero times i did do the cold bug store once it was the very last cold box store before the pandemic so i had a really good run there um but that's not what i'm good at i have had to decide to come to terms that i will never be one of those parents my mother was but that's not who i am i'm good at a lot of things i'm very talented but this is just not one of those things and that's where you guys come in you're always hearing that you're making up for us and you feel a lot like babysitters a lot of times i'm sure there are things that you guys have taught my kids that probably should have been my job i don't know where my son learned to tights too just one day he did it so thanks probably someone in this room um you guys do a lot more and teach the curriculums and go through that and this school is made up of a lot more than just curriculums and a lot and and teachers um the relationship with uh the bus drivers your relationship with these kids is probably very different than someone in the classroom you see the kids in different circumstances and maybe when they're exhausted or goofing off with their friends so you see a different side to them and you guys are constantly having to analyze these kids and their needs and work on a partnership with all of these like super mall grade to get stuff done parents um and that's why you guys will never be replaced by robots because humans are messy humans are complicated and little humans are even worse and so thank you very much for picking up my slack over the last 12 years we've got six years to go so you're not getting rid of me um and thank you for all that you do helping these humans turn into good humans as grown-ups that's that's how i try to parent just trying to make good grown-ups out of them needing the least amount of therapy is possible not even that great my daughter's a lot of work okay not the little one she's cool um the older one's a lot of work and she would never have made it through through school if it wasn't for very many um people here in this room and you hear the term it takes a village and you guys are your own village you have all these extensions all of these coming and goings different kids different parents all in different circumstances and you band together every time new curriculums are not um pandemics or not the job gets done and you guys never get the credit that you deserve do a lot of lip service so i'm here giving you more lip service about how awesome you are but know that you are very seen and very appreciated and i am here to help you guys as much as i can i love getting emails from any of you i'm walking around in the dark without your direction so thank you guys very much for all the input i've received over the last year and a half as a board member thank you very much for helping me raise my children and you guys are loved and a very important part of this community thank you guys [Applause] thank you kelly next we have olivia frazier if she could come forward hi my name is olivia frazier and today i wrote a poem about first impressions first impressions can be strong about those we see around yet how often are they wrong that is the truth i found not all who cry are weak not everyone who looks can see not all who quiet are meek not all who not agree now i'll have crazy hair or lazy not all just now or cruel not all who smile are kind not everyone clumsy is a fool not all who wonder are lost we never know people's character in just a single instance we never know who people are by judging from a distance whether we like it or not we'll always be around people and that is why on the first day of school first impressions matter [Applause] next up we have chloe [Applause] all right in august 2020 i started going to school at continental school district i was really excited and nervous at the same time too i sat in my chair in the corner at the front of the room i wish that i would have sat in the back but if i kept still enough and said not a word maybe just maybe no one would notice me at my desk pretending to look busy so i didn't look awkward i exhibited my pencil with great fascination and trying to be quite as quietly as i could so i wouldn't disturb any of my other classmates i thought of what the day would we coming into the school was like a new opportunity to be more confident and cool on everyone's favorite person chloe corwas the coolest kid in fifth grade has a nice ring to it don't you think when i was at my desk examining my fingernails in awe desperately hoping that someone would say hi and join me at the same time why was i like this why was i so shy and awkward everyone was catching up with boyfriends talking and laughing while i was trying to make myself invisible thinking about how i was going to make through the day without saying anything save myself some embarrassment if you will all this goes through my head at the first minute of class does it sound familiar to anyone just as i was going to accept the fact that there was not going to be any me and i will always be the quiet kid in class i looked up to my fifth grade teacher mrs adams she smiled and waved mr adams might not even remember this but i did for two years i've remembered this simple gesture the simple gesture that somehow powered me up again maybe it was the fact that someone knew i existed or just that someone believed in me but the simple smile and wave turned my whole day around no i didn't have a million friends and i probably didn't even talk to five people that day but if mrs adams believed in me then i believe in me reason i shared this with you all is because i wanted to give an example of the impact my fifth grade teacher made in my life and it's not just that one teacher this school school is one of the most amazing teachers and staff on earth other kids are not so lucky when i was in second grade i didn't really hit the jackpot with my teacher i was almost sure that the only reason why she taught second grade was to be able to have some kids to torture at a hand's reach this teacher was just overall a movie and she hated her job so it seemed that she took out all her anger on his poor innocent little second graders but after all these years i still remember how this teacher broke me down i was having a lot of trouble with math and her class and all of her lessons were super outdated and bland if you're not enjoying what you're learning then it doesn't seem to stick to your brain so me being an impatient fidgety little seven-year-old tended to zone out a lot one day she was journeying on and on it seemed never ending an infinite pile of wooden wish that was coming out of her mouth blah blah blah all day long then in the middle of her blah blah blah i heard my name hello chloe are you there she said tell me the answer to number four i looked in my mouth packet um 14 i asked she gave me a dirty look and slapped her pointer on my paper wrong page she said through gritty teeth i practically flipped the pages in my packet until i saw number four on the other piece of paper at this point i was really embarrassed and could feel the heartburn of my classmate's eyes on my face i answered the question with some trouble and after i did she told me something that i've held on to for years in a negative way she basically said that i was too slow and math in her class and she didn't think that i was going to be able to learn what she was teaching i think that year in my life was one that was the one where i lost a lot of confidence i left it off the front door of my second grade classroom after five years everyone with that second grade teacher the one that made me believe that i set that math and the one who stole my confidence from me our students really look out to our teachers so the things that they tell us really stick when i left last school i sort of expected the teachers to be like the ones in my old school why was i wrong i could make countless wonderful actions and needs that this school's teachers and staff have done for not just me but for all the students in our school i feel so much more happy in this school thanks to the people that make it what it is simply amazing so i just want to say the last thing for all the teachers and staff thank you for all you do for our students because we realize it and appreciate it and also good luck because this year is going to be a year to remember [Applause] right now before we have our last student speaker we're gonna go ahead and just open up the mic if there's anybody who wants to share anything or say anything you did it you are the best you are the seal team six of education you are the only district in pima county that successfully navigated two and a half years of the most difficult challenge ever faced by education this is us this is what you did give yourself a big round of applause there is no one at anfield no one at sunnyside now what a whale can do what you did you led education you led families you led children this is us you are the best you did it now we're going to ask you one more time set those alarm clocks from 5 30 get up come and do it again because you are the best we expect the best and we know we'll get it thank you for everything you do [Applause] thank you is there anyone else you can't see with the spotlight all right on that note we would like to welcome [Music] come azariah [Applause] [Music] good morning teachers first off i want to thank going to be open um so the ribbon cutting is this wednesday at the splash pad uh right behind the community center at 6 pm so want to come on out and help us cut the big ribbon please come on out and that's all thank you dr medlin nothing to report thank you dr malcolm um yes i was going to share with you the date of november 5th for the lake central education i believe they're calling it the hero walk this year so that's november 5th it'll be in the morning of course gosh darn i'm sorry okay lake central education foundation i wanted to share with you about the november's can i ask you a quick question about the walk is that going to be here at the high school or are you doing it in the community yeah i'll share that in a minute yeah lake central education foundation will be here on november 5th it will be on the campus [Music] it's early in the morning and as you know that was a big part of the reason that the lake central education foundation had the monies to help with the bucket project that surfaced out of the problem we had last september so it's always nice to get everybody together and involved with that um and of course you know the real reason behind it was the loss of dana les former lake central students um to support their family and and anyone else who has lost a hero that's why the name has changed losing a hero so i would have nothing for legislative and then the dire parks actually i wanted to share with you that they are doing a gold star memorial in the park on the north side of town there that was started by mrs nowalczyk if you remember david was one of our students here at lake central and was killed in action and so she had worked with tom clark at that time to get a memorial put at the north park and now we're ready to add walkways and all the beautiful designs that we want to put there with it so i imagine there'll be another walk coming up in the near future i believe they're going to depend right now on the disabled american veterans for some support but i'll keep you informed with that because if you're like me you are really want to support veterans unfortunately our country does not do a good job of that and of course you know there's that battle going on in washington dc um with mr stewart the comedian and just the the travesty that is occurring there but i will keep you informed and hopefully we can get donations or something like that for that event that would be it thank you and i have nothing for saint general redevelopment uh dollars for scholars we're just gearing up for homecoming and always room for more so if you're interested reach out to mrs resnick at the high school or myself so move on to our official school board business topics consent agenda dr veraco thank you mr seuss we do have some minutes from an executive session special board meeting and regular board meeting july 11th as well as an executive session that the board held on july 26th to be approved and then we also need our claims payroll and extracurricular expenditures approved this evening thank you move to approve the four sets of minutes and the uh claims payroll and extracurricular expenditures we have a motion by dr madeline second second by dr malcolm any discussion all in favor aye oh hi motion passes thank you uh there are no public comments for action items so we'll move right into our official school board business topics regular agenda dr baraka thank you i just wanted to give the board a quick update about this thursday august 4th lake central is hosting a mckinney-vento workshop i'm happy to report that as of this afternoon we had 136 people registered to attend our goal was a hundred because we do have speakers from the indiana department of education as well as a couple of metropolitan school districts in indianapolis helping us with this so since we had out of towners we've been pushing to get our fellow superintendents to send representative cruz and i know that we have a fair number of our own staff members attending especially the morning the morning is mainly for support staff registrars the first face of lc that people see and compliance with compassion is one of the topics the other one is mckinney-vento 101 and the third morning session is trauma and the brain education the afternoon session is regarding attendance and truancy and is more geared for administrators but we're happy to report that we've got 136 coming so far it is going to be in this very room um doors open at 8 we'll begin at 8 30 on thursday morning it's a busy week at lake central my second item is to review for the board the contents that came out of the isba joint indiana department of education school safety webinar from july 27th last week several topics were discussed the first one is a pretty clear-cut one for us it's a secured school safety grant program which we do apply for each year we thank mr beckford's efforts on that in conjunction with mrs mooch and the sros they work through that grant and we've been able to get the maximum for the past few years this this year could be interesting there is a 19 million dollar pool of money to be separated or divided up and they receive 25 million dollars in requests so first time in a while that it's been oversubscribed it is important to note that historically sro salaries have been the top priority in terms of who receives the grant we just don't know what other people applied for at this time the other piece related to this is terry spradlin our director at isba said that it is one of their top legislative priorities to get them to increase the size of this grant and along those same lines when i was talking to senator niemeyer last week at our auction i suggested that maybe it doesn't even need to be in a grant form maybe this could be something that could go right into the line item and the budget since most of our general assembly members know that we are all spending more on school safety and security than we're getting from the grant so we we fill out the paperwork um because it's worth it but the question is is it really necessary if everybody knows that we all need that much money and more the second piece they talked about was just reviewing the school safety academy i'm also proud to report that we have been able to keep our administrators up to date on attending the school safety academy the state does limit us to five attendees per corporation each year unless they're spaced then they'll open it up to more the initial training is three days the advanced training is two days per year the advanced training can either be done in person or it can be done with online hours so we are happy to be consistent participants in that um i also want to talk a little bit about the uh house bill 1093 which expanded sro training requirements it was interesting to hear from stephen balco who was the indiana department of education representative who also works closely with the sros and he said that this is required for people who work with students during school hours so anybody who's supervising events like friday night football games it that outside supervision is not included if there were traffic duties for other types of events that would not be included and it's his opinion and he said that it could be considered a little gray but it's his opinion that people who only come in to supervise lunch also would not need the special training it is for those officers who are in our building interacting with students during the regular school day not to include lunch it's also important to know that with this new requirement the state is also planning on increasing the number of trainings the nasro trainings that all of our five sros have already completed and they will be doing it geographically across the state we've talked in the past about possibly hosting one of those sometime in the future too and we'll continue to consider that with our sros here at lake central and then the other piece they went on was to share with everybody who was viewing the benefits of a county safety commission we are happy to announce that we attend those regularly with multiple administrators and our sros and for the past couple years officer patrick has been an officer in the county commission so from those county meetings we do continue to share ideas for our contracts with our towns for reunification plans for drills and for sharing of threat assessments and those kinds of things so by meeting regularly it it helps all of us to stay up on what the latest issues are and to get better at what we're doing to provide a safe and secure environment for our students the other piece that he only mentioned was that there is a federal piece that's coming down this fall it's called a safer community act they didn't have details yet but they expect us to have them sometime in september and then the big conclusion from both dr spradlin and stephen balco was the best practice for all schools is to maintain ongoing communication with public safety officials and again i am proud to say that our sros mrs mucha our principals and others you know have done a great job of continuing to have our you know monthly meetings with all tri-town fire and police as well as at least monthly meetings just with mrs mucha and the sros to continue to talk about those little things that can make us a kinder and safer place for our students so um just wanted the board to hear about the webinar it is archived you can go to the isba site and watch the 58-minute webinar if you would like to to hear what they had to say for yourself and i'd encourage you to do so any questions dr bronco the sros and the teacher the principals that are in the school seat and the school safety academy do they need to be um re-licensed periodically with you know commit continuing ed and those types of things or is it just a one-shot training and that's it so they do have to continue their training so the first year is three days and each subsequent year is either two days or ten hours online they have to do it every year every year oh wow okay sometimes i'll have a regional training and you can go count it for half of your hours if you attend it uh we haven't had that in the last couple years on account of the pandemic but prior to that and i could see some of those things coming back online as we move forward thank you any other questions all right we'll move on to our director of human resources personnel mrs mucha thank you very much we're recommending that the following personnel items be approved but i wanted to bring your attention three retirements dawn haskell with 26 years karen finley with 31 and the winner for this evening linda in the cafeteria with 43 years of service [Applause] do we have a motion motion to approve a motion by ms kelly in a second by mr marshall any discussion hearing none all in favor aye aye any opposed same sign motion passes thank you very much my second item is the change to administrative handbook it is under procedures for it's in your packet and its details added on administrative retirements motion to approve motion by mrs kelly second second by dr meddling any discussion hearing none all in favor aye aye motion passes thank you very much and my last one is in your packet and um they are asking idoe as every year improvement on that teacher appreciation grant and the only thing that will change is the year i'd like to um second we have a motion by dr malcolm and a second by mr marshall any discussion all in favor aye aye motion passes thank you thank you move right along to director of primary education dr bracy good evening good evening i am coming before you tonight seeking approval for the package or the um request you have in your board packets move to proof motion by mr marshall second second by ms kelly any discussion all in favor aye motion passes thank you and just to keep you informed uh we have been hosting reveal trainings in july and we will continue into august into the second week of august actually the majority of our teachers have either been trained or already or have already been trained this summer or are scheduled to be trained before school begins so kudos to our teachers because they have been coming in this summer to train on our new math program and then also our math coach lisa alessandri has already completed all the pacing guides for our teachers and we have scheduled checkpoint meetings throughout the year with our math curriculum committee at the end of each grading period and then as far as safety village um typically our second great students attend safety village but because of the pandemic our incoming fourth graders could not attend safety the safety village when they were in second grade so they will be going this year as well so this year we're sending second grade and fourth grade and then we'll keep you posted on everything else we're working on the dates so as soon as i know the dates i'll keep you all posted um i have a question about the revealed trainings you say that's the math yes okay and and you said that periodically throughout the year you'll have meetings so debrief correct now will that include data analysis and relating it back to ice state test scores i should say yes we're going to review everything from the pacing guys or those working for us should we you know make modifications whatever changes we need to make for our students we're going to work on together as a team okay thank you yes you're welcome thank you thank you next as our director of secondary education mrs castaneda thank you for my first item i'm seeking your approval for the professional leave requests search have a motion by dr malcolm second second by dr meddling any discussion all in favor aye aye motion passes and for my second item i am seeking your approval for the field trip requests i'd like to make that a recommendation for approval we have a motion by dr malco and i will second that any discussion all in favor motion passes thank you and then for my last item i just wanted to update you on some of the summer math curriculum work we were able to train the middle and high school teachers prior to the end of the school year it requires a lot less subs in the elementary and so that's why we're able to squeeze that in in may and then over the course of the summer we've been working on math curriculum for the high school in the middle school i did want to update you on the middle school work because i feel that that's most pertinent given those i learned scores that were just released so over the summer our middle school math curriculum committee's met several times we put in a lot of hours and i'm so appreciative of our math coach scott king as well as the committee members for all the work that took place over the summer they looked through every lesson in the reveal books in order to put together plans for the entire first grading period for all the grade levels for both regular and advanced when they were selecting those activities they very intentionally wanted to pick ones that prompted math discourse that really focused on developing conceptual understanding and looking at different strategies they also looked at application problems that are going to challenge our students more but there's good scaffolding within the program that will help give them support to build their confidence with it when they're designating common assessments and assignments we look for more challenging questions that are going to mirror ilearn and also the college board psat and so that'll give us great data throughout the year to see how our students are doing with those types of problems and then the new curriculum documents were then shared with all the math teachers throughout the middle school the curriculum committee members in the department shares all felt strongly that the people who had served on the committees kind of had an advantage because they had had more time to get to know the materials in depth and see where we were trying to head and so we all agreed it was important that we have a meeting with all of the math teachers in the middle school and so we're going to hold that on the first teacher day so that way we can all discuss what our path forward is hopefully we can see improvement in those i learned scores for the entire district at all three middle schools so that's what we've been spending our summer on um and i just wanted to say again how much i truly appreciate all the committee members and scott king as well as the math coach and my department chairs at the middle school for all their hard work um i also wanted to just give you a brief unrelated reminder that tomorrow is the start of new teacher orientation we now have over 40 new teachers who will be joining the district and so if you'd like to join us breakfast is at 8 am and we can do introductions then before we get started at 8 30.

if you can't join us then we also have a luncheon for the teachers at 11 until noon and so if you'd like to that'll be right outside the high school cafeteria as well sorry i missed how many teachers uh 42 i believe 42 yes thank you any questions about the math curriculum work or about tomorrow okay as i'm trying to understand this conceptual math it appears as i did my research that it's going to be much easier for the primary and elementary because it's kind of what they're doing already but when we get into the middle school and high school it's probably going to be more challenging so that brings me to the question of the additional help that will be provided for the teachers at the middle school and high school level what's your plan for that um so we're going to bring back in a couple of people that we've had success working with in the past and that sharon rack who is focused more on the middle school and scott miller who has focused more on the high school we already have scott miller book to do some work with our algebra one and algebra two teachers this fall and then sharon rack is gonna work more with my middle school math coach um part of that meeting that we're having on the first teacher day is to tell them there's gonna be growing pains we know this is a transition that's gonna push some people out of their comfort zone elementary's done an amazing job of using that inquiry approach where the kids are sharing and discussing their strategies and i think we feel pressure at the secondary level trying to get through all that we have to every year of just giving them the most efficient method which is how we were all taught math like here is the most efficient algorithm for you to do what you need to do and we want them to become problem solvers and in order to do that we have to have more discussion and and more points of entry for them to try to attack these problems themselves and so what we want to make clear on that first day is that when you're feeling frustrated don't don't give up don't throw the baby out the bathwater make sure you're reaching out to scott king we'll get subs we'll do half day full day release time if they want to work with them we'll be able to have them sit down with their grade level teams and we're going to meet again with the curriculum committees as we get about halfway through the first grading period and we'll do that every grading period and so they know that they have all those resources there at their disposal okay so then basically you reserve some title to money for professional learning opportunities when they need it yes okay very good thank you sounds like a good plan starting starting plans good thank you thank you our director of student services mrs gramala my first item is to seek your approval for the professional leave request that was in your packet move to approve the professional leave requests we have a motion by dr medlin second second by mr marshall any discussion all in favor aye aye any opposed motion passes thank you okay and then my second item was to just give the board an update on some changes to our special education access cost funding because it will impact some of the claims and things you see coming through on our board agenda so special education access cost funding is available to us from the state level and it is to provide services to students where our case conference committee has deemed those students are in need of such a level of service that it's beyond what the public school can provide so it is a set dollar amount that is allocated by in the state budget the dollar amount hasn't changed since the 90s so as you can imagine a lot of things have changed since the 90s and so with the increase in requests for funding as we have all seen students become more and more complex and their needs increase and so the state has seen an increase in requests for funding and also a steep increase in prices from vendors who provide residential and day treatment programs so because of that they have sort of changed their formula for determining who's eligible to receive these funds in an effort to make sure that the funds are still getting to the neediest students in the state and also reaching the largest number of students so they have increased the threshold that we have to pay as a school district so previously we paid it was a formula figured out by our adm amount so we were paying the district lake central was paying about nine thousand dollars when we placed a student out and then if we got that funding approved the department of ed would pay for the rest of it they've increased the amount the school district will be responsible for to 26 284 dollars and 53 cents yes and that is they figured that amount it's three times the average adm in the state and so that's where they came up with that dollar amount so that's a steep increase for us it also means that most likely any applications we put in for a day treatment facility will be denied because day treatment facilities typically won't reach that 26 000 per fiscal year cost expenditure which means that if we determine that a student needs that type of service the district will have to pay the full amount um our students receiving residential services those costs are i mean almost two hundred thousand dollars for a fiscal year so we will still most likely get those approved if we recommend that for a student but again the amount the district has to pay will increase so when i got this i went to talk to rob and um [Laughter] he's the one who submits our reimbursements to the state so the way this works is we always have to pay up front and then the state would reimburse us the amount we do have our staff members rece we receive some reimbursement from medicaid for services that we provide that are medical in nature in the school setting ever since that was started we've reserved that money for special education in talking with rob that is how we are going to fund these placements that's the other thing the department of ed told us is that they want to make sure we are exhausting all other sources of funding before we ask them for money so we it's a very small number of students and i'm very comfortable with the students we're recommending these placements on we go through many many steps before we get to this point with kids but there are some who really do go above and beyond what we can provide here so i just wanted to let you know right now you might see those expenditures and you ask me sometimes and i say oh we're going to get all this money back i won't be able to say that anymore but we'll continue to move forward and it shouldn't impact our general fund as of right now but just as our next legislative session starts and as we start hearing budget talks the department of ed is going to be asking for an increase in this line item our professional organizations will be asking for that also we just need help to meet the needs of the kids so any questions on that well do i remember correctly i probably don't but was there an increase in the amount that we receive for each special ed student the uh per pupil yeah yeah that is for some of our funding areas that has increased over the last couple of years do you remember where we're at where we were last year on that do you remember well it depends on you know students are split into four different categories so we saw an increase in some of our categories and some not so um i mean it still doesn't really fully reach the level of what we provide to students but every increase helps okay thank you any other discussion thank you move to our director of facilities mr ledger thank you mrs seuss tonight you have three items uh one being an action item the other two just information my first action item is the i'm talking about the bivich bids on june 28th we received the uh trade package one and two for bid package one that's the excavation and site utilities for the project and on july 13th we received all the bids for bid package two and bid package three bid package two is basically everything but the site utilities um site work ex paving site concrete and building concrete big package two is everything else associated with a new addition and bid package three was basically the renovation of the hvac and electric and new ceilings for the existing building unfortunately the bids came in significantly high um we're about 19 percent high higher than our budget and probably what we talked about when we started this talking about this project eight to ten months ago were probably about 25 percent high obviously we've talked about this before it's a very volatile market right now um there's a shortage of labor there's an abundance of work um the covid has uh that pandemic has really messed up the supply chain as far as materials and delays um we're also dealing with the crown point hospital that also has has tapped into the local labor workforce so unfortunately it's it's i'm gonna ask you tonight to reject all those bids again that's for bid package one trade packages one and two and all the package two and all bid package three we had approved uh bid package one that was bid june first for the building concrete the site concrete as well as the paving to expedite you know we thought we could still go on to expect some middles those contractors we awarded were were gracious enough to formally withdraw their bids because it was over the 60 days it was today so that we didn't have to have a special board meeting so they formally withdrew those bids last week so that's where we are right now we are going to take this time um during the winter to do some value engineering on the project to uh with with the architect myself along with some key subcontractors hopefully we can get some input and get some value engineering to hopefully help with that we're also hoping the market settles down a little bit another factor for this too especially on our bid package 3 and a good portion of bid package 2 are the mechanicals the hvac and also residual effect with the electrical component of of the hvac scope is all the esser money that the federal government has given out to everybody and the hvac market is flooded um it is sold the workforce is depleted materials are depleted i'll give you an update on the grimmer hvac project just to give you an example we we expedite our submittals for the rtus which are rooftop units for the new grimmer project i think we ordered them i think we had them ordered the first week of may and at my construction meeting last week right now carriers telling us at best they're going to be here the last week of may of 2023 so it's 13 months so that's kind of what we're dealing with with because of that s or money so there's a whole lot of factors we're hopeful that come you know come we'd like to bid this in early spring and as i said take these next four to six months to fine-tune some things maybe get some things pencil sharpen and get some better better input with some value engineering and then bid in the spring and then get ready to start right at right at uh in the school year as far as schedule goes um right the only impact with schedule it would be basically if we were to start here now we couldn't move until the uh winter semester of 24 january 24 and we were able to start in may or june next year we'd be moving in at the start of school of 24.

so it'd be a semester and right now our numbers as dr veraco and yolanda and sarah and terry say we're good to go this year so i don't think it's going to have a real impact on schedule or capacity so unfortunately i ask that you reject all those bids that i have previously asked you for motion to approve i have a motion by mrs kelly excuse me what was your motion motion to approve the injection uh to approve the rejection of the bids of all bids okay go ahead howard i second that motion are we a second by mr marshall any discussion well i had a question because i thought i heard you use the term and maybe i misunderstood it valued engineering yes what is that that's basically where myself the architect we may invite some key component subcontractors like electrical hvac plumbing uh just maybe some structural design that maybe we can look at some things and maybe alter them a little bit from this time to maybe save some money that's hence value engineering thank you you're welcome any other questions all in favor aye any opposed motion passes my next item is to update you on the hvac project i kind of gave you a little bit on that it's going very well right now our main goal this summer was we have we have a classroom area which are two large halls and 11 classrooms that we have to go ahead and do all kinds of above sealing work and and put in put in all kinds of piping and equipment because then we're going to put in new new units in those rooms as part of the renovation well those units aren't going to be here until april but we could go ahead and do all the above work and that was a big undertaking and we are completely done uh we finished last week the floors are already waxed the furniture's back in so that is completely done um we're going between now and next summer we're going to be doing some back of house things as long as we can get equipment you know up in the boiler room the mezzanine things that aren't going to affect students and staff we'll be doing that throughout the year and maybe take advantage of some spring break winter break as as we get equipment because it's it's kind of it's trickling in so uh we also as part of the project an alternate we took was to replace the kitchen and receive an area of grimmer with led lights um they just all came in a week and a half ago we had some issues with some infrastructure existing infrastructure those are resolved and my electricians are working there we should have all those in by friday so that's where we are with that any questions on grimmer my last item is just to update you on the on the summer projects which i put at your stations um basically we are all done uh i've given dates that things are not done and those are things basically um that haven't come in um on the first page we were replacing four boards on some rtu's here at the high school they actually came in friday they'll be out uh wednesday and thursday so those will be done the other item there is a data meter on the north border room that we're doing as far as part of an optimization so we can kind of monitor our electrical usage we have one to solve for the room and it's really helped us so we're putting on the north unfortunately my electrician called me at five o'clock tonight and said was supposed to be here this today now it's not coming till august 31st that's another these electrical items that's kind of what it is again that won't affect anybody um i told you about the lights um we've got some new sinks at the grimmer restrooms they're supposed to be in here monday or a good year this year i had a question since there's several administrators here lake central still has a policy against bullying am i correct okay yeah well um mrs novak gave me this card which she gives to all the students which is really cool and i noticed it wasn't on here and i'd heard there were a couple of cases of bullying so i was just checking to make sure that's still our policy i just sends chills up the back of my scalp to see everybody i know how excited we are to see our 90 new teachers 90 new teachers we added 130 positions this year and it is unbelievable to me the amount of work that's gone on by our hr department i know we still have 15 to fill but we've added 130 positions and so i just can't get over it i want to thank all the teachers who are preparing for a role change and some leadership shifts and interventions and supports with our kiddos who still need intensive support but they're going to help us make sure those classrooms get started off so thank you to our principals for their passionate efforts to hire and make sure our schools are ready thank you so much for plan b and plan c as we make sure we move and adjust schedules in anticipation of getting each and every position filled but a big thank you to dr lugo please [Applause] uh i also want to thank and say that we in our in our 90 new teachers in our welcome back uh uh orientation called camp creighton uh gina uh clark just deserves a major round of applause along with all of michelle's team the cni team did an amazing job yes and these teachers know what we're about they know that we're about adventurous thinking collaborative learning and kind-hearted leadership and they saw it on many levels as they unpacked their curriculum and prepared for their pedagogy to work enthusiastically with our students and seeing where our students are and starting authentically with where they are there was just tremendous excitement in the room we also loved working hand in glove and in partnership with cea as they hosted a lunch for us on the first day and we really appreciate the creighton education association and they had a gift day at the last day and they had t-shirts and a bunch of guests that came it was really fun to see the collaboration there we have our big welcome back rally tomorrow at the shriners it's been two years since we've gathered together in person i went there today to feel the room and i was just jittery with happiness it was so bizarre to envision six to eight hundred people together being happy to be together and excited about a school year that we we anticipate just going beautifully while we focus on our kids learning and i want to say thank you to the sponsors who have helped fund the food and the use of the facility and and we're going to just enjoy great speakers some awards uh i i know on hell i hope you'll be there for the invocation um and i know lindsay you're gonna stop by in the morning are you able to stop by great so uh i want to thank our cleaning team our super cleaning teams who are short staffed scott thank you to your team the buildings are looking marvelous and i know we're short staff like every industry but you guys are doing an amazing job to get our schools ready thank you so much to scott and the facilities team i want to also thank our nutritious nutrition service they had meals all summer long and our bus drivers and transportation team partnered beautifully with our food nutrition team to get food into the homes and bellies of our kids and and families we had a little bit of a surprise with our nutrition federal program this end of this summer and we're going to talk more about that later but we're making sure that every family who qualifies does qualify for free and or reduced lunch i've got to try to make the paperwork as seamless as possible i also want to acknowledge that we continue to enroll kids every single school is saying yes as any and every kid walks in the door there is no we're full there is no the fourth grade is full every single one of us is opening our doors for the enrollment and i think mackin just took in 20 more last week is that right 20 more last week congratulations we're going to keep those kids coming in i know that this summer we had 80 teachers working on our design studio so thank you curriculum team for getting those 80 teachers together who will share the wealth of their excellent expertise and really learning about our math adoption and then any of the details we were able to work on our literacy program i also want to introduce you and thank you to our creighton education foundation another 501c3 partnership that we have that is part of the creighton family also that is already just jumping off the cliff with hopefully a parachute uh offering two events coming up they're gonna have their kickoff august 18th and they're going to have a fundraising bowling event november 3rd so we're grateful that the creighton education foundation has begun the funds that they're going to generate are going to offer classroom grants to teachers just to get the kinds of things teachers want in their classroom for adventurous learning off the ground uh and then uh let me make sure i've done all of my yep yep yep okay and then if you see a beam in the room that's bigger than mine a smile that's bigger than mine it's right down here congratulations to lindsay for being selected as the principal of the virtual learning program in the bald school [Applause] um yes i'm a principal as of today i signed a contract so i'm super excited also because i am a board member who taught here and actually did my principal internship in the creighton school district i'm thankful to my previous leaders some of which are here in the audience who mentored me to get to this point so i really appreciate it um and i'm super excited um enough about me welcome back tomorrow to all the teachers and um it was really great to stop by the new teach orientation last week made me kind of laugh because some of the decorations i made like five years ago are still there pinterest for the win um but it was really great to see everybody see the energy and see all all of the teams and current creighton staff who made that possible we really appreciate it um we know that that that first day that first impression for those new teachers goes a long way to assuage their their anxieties and and to make them feel welcome so um and then tomorrow yes i hope i'm gonna stop by and then run out the door because i have to go to my job as well but um very excited to all of our teachers in creighton welcome back welcome back we are so excited to start the new school year and that's all i have thank you thank you mr kayla's mr compost hello i'm happy for you really happy for you and are excited for the for the new school year that is just about to begin uh i was watching a movie with my children yesterday and it's called the terminal i haven't seen it before from 2004 it has to do with immigration a guy who arrives new york and the same day that he arrives he wasn't looking for a silo he wasn't looking for refugee he was just trying to to go and get a a card like his father before he died he left him a car to be signed by a a jazz player and and he just wanted to go in and to new york and get designed and go back to his country however the very same the day before that when he was flying there was a uh uh a war started in his country the president was killed and his country disappeared so his passport and everything was good for nothing he couldn't come he couldn't be deported because his country did not exist and he couldn't be accepted because he's his country wasn't but he was from nowhere it it was very funny it was a romantic movie also me and my children were watching it and as you know we work with migrants and and uh my kid said that everything that is going on is ridiculous i go uh to me it's very normal to see that i see that everywhere i see that everywhere a young a family coming with a 17 year old minor and dude because they were kidnapped in mexico by the time he crossed the border he became 18 the very next day that he came in so he gets deported and the family gets in things like that so uh it was very touching to see my children watch the movie they liked the romance in the movie i have my daughter who has a boyfriend in the world like age watching you get a vibe don't get too romantic and anyways uh uh it's amazing and it just reminds us reminds us when when we were taking the pledge of allegiance and and uh and every time i do after i became a u.s citizen in 2016 before i do it because they will do it in the school i will do it i memorized it but it did not have that much of a meaning other than i have i know by memory the mexican one the mexican one i did for years in mexico you don't know the rest but i do and but when i became a us citizen and and then i started doing it in a different way it has more meaning to me and then when we went to new york it was a few uh in june and we we got a boat that goes right there by the oh yes my kids go why are you crying that i go i don't know i thought i've been telling that uh the pledge of allegiance ever since i've been looking at that lady and he goes around it and i keep on saying it because i i really embrace especially the last part the liberty and justice for all and and uh i just wanted to say that because uh i don't know when when we were doing that right now i said man he's like if i was it wasn't only the the the banner right there but i could see the statue of liberty because that's exactly what what it means to me it means to be in a nation that many many were born here and sometimes oversee the real meaning of being in a free country and i just want you to know that we live in africa beautiful free country and and i congratulate you for being born in this country i'm a naturalized u.s citizen and i already enjoy it and love it thank you mr compost um miss creo dahl is not here tonight but she has written um her boar report so hilda will be reading it tonight okay this message is from miss korea doll evening hey y'all first i want to thank all of you for sacrificing your time during election day i am disappointed we did not think about this beforehand i am absent today because i take our civic engagement seriously many things such as public education funding voucher expansions abortion rights and many more things that directly impact creighton's community are at stake and i am out in the community translating giving rides and door knocking today to make sure our community has the opportunity to have their voice heard in this primary election as president it is an honor to serve and today that is exactly what i am doing serving our community i want to give an update on the welcome back rally i attended with cea which is our teachers union in the district to all new or returning teachers there is nothing more powerful than a union it is the best way to bargain and negotiate when you feel you are not being heard join cea and i want to make it clear that cea is a part of creighton and they should never be seen or made feel like an outside organization i denounce any treatment of that sort cea is a part of us and our family and its advocacy is imperative to our district lastly i am so happy to see everyone back i know my kids are eager to go back to be with their friends and not be stuck at home thank you to all the staff for getting everything ready for them and can't wait to start going to the schools and welcoming our kiddos and community back i also want to remind all staff we have a partnership with go with the flow any teacher counselor or staff member who needs menstrual products in their classroom nurses office or wherever please make sure to let us know if you are getting nowhere email me we have free menstrual products for all student staff in the community in the u.s one in five students misses school due to a lack of access to menstrual products that is insane we have created a solution and have free menstrual products that is what the reproductive justice framework looks like at an elementary school age level and i am proud creighton leads in this aspect have an amazing first week back i'll see you all around soon sophia career adults thank you hoda welcome everyone um our schedule usually comes out in february for board meetings so i think it was overlooked that this was an election night and hopefully in november it does not fall on a tuesday um so we can change that beforehand i want to thank everyone all the new teachers at the new teacher in luncheon it was fabulous to see people and it was nice to see that a few teachers that would actually return they just love it so much here that was that was awesome um i serve in two capacities when i go to this event because i am a union leader and i am a board member so um i got to speak at the beginning and then i got to go join mac and table and got most of them signed up um and then um joined afterwards the oc our oc jeff is um really good and we had a lot of help there a lot of help and most of the executive team was there and afterwards we always talk about you know ways that we can improve and so i'm sure the executive team will take that into consideration on how we can improve next year thank you cea for hosting this the delicious food i love that that taco place you guys i got food from i go there all the time and it was so great that we support local i'm looking forward to the rally tomorrow i also have my rally tomorrow um but now i get out of doing our walk so i don't know if you guys know but in isaac we do this like walk in the morning and we take like door flyers and have to like leave it at the kids places like their houses to make sure they know school is coming and it's like the worst thing every year because it's so hot um and the dogs are always after us so it's it's just like i was like oh i have to miss it tomorrow because i have to go be a board member so i'm really excited about going to the rally tomorrow um and then i just want to say um this year i've decided to have a theme in my classroom i normally don't but i think it's just so important that i've seen lately of just to be kind and i think if being kind is something that you can do that i think that your kids in your classroom and your schools will turn out to be the best that they can be so thank you all right approval of consent um i move the governing board approve consent agenda items i'm going to pull n is anybody you mean oh i think no i think it's internet is it the landscaping yeah is it n no it's oh sorry i'm going to be pulling o not n um is anybody else wanting to pull before no okay so um i move that the governing board approved consent and gen agenda items a through n and then p and q in accordance with policy b-e-d-b-e second all those in favor aye all right so oh um i just had a question on this one um i just wanted to know more about um about this particular one mr man if you can explain it a little bit yeah madam president members of the board this is outsourced services for things like mowing weed treatment bush trimming small trees up to eight feet we typically have a team of four landscapers we currently have one we also have some additional needs as dr lewis alluded to in her board report we're short on our custodial side of the house and so in order to try to meet the needs of the district and maintain we're bringing this item forward you know the amount is always if you if you look at the line under the amount in the board item it always says these commodities and commodities and services will be purchased on an as needed if needed basis so this is you know to make sure we're covered for the year but if we are able to get our staffing levels back up or something else changes we certainly won't procure services beyond what we need we just want to make sure that we're in a position to not have an interruption in service as we move forward so okay thank you there was also a question by another board member not here tonight just to kind of put it out there was any of this going to go towards our gardening efforts and this is not to be confused with that uh so i just want to clarify yeah this is our standard maintenance of facilities mow the lawns and tree branches okay which is also a safety concern too so all right thank you then i move revenue the governing board approve oh second all those in favor aye aye all right um it looks like we are up to the resolution okay so i moved the governing board adoptive resolution approving the governing board's argument in support of this special maintenance and operation budget override election second oh i was supposed to read it huh was i supposed to read it do i need to read it well you may read it just because it's in the title but then if you want um mr man to go over anything or if you guys why don't you read it yeah i'll read it i i put on there that i was going to read it all right the creighton school district governing board has called for a 15 maintenance and operations override election to be held november 8 2022.

the governing board is encouraged to submit a pro statement for the election pamphlet the deadline for such statements is august 12th attached is a copy of the resolution that includes a draft which we got based on the statement used in the successful 2018 maintenance and operations override in addition to the resolution of reviewing the statement um the certificated meeting for the pro statement is also attached so we got the pro statement which goes into the voting guide correct yeah it would go in the in the voting guide along with um up to nine other pro statements and up to ten con statements if any are submitted all right thank you does it does any other board member have any questions we need a motion in a second do i read that again did she made the motion i mean the governing board okay then we can get a second okay second all those in favor aye aye okay yes we are at educational services state test corps so we have a new test and uh and it's been vetted to some degree by the state department and we're going to have a team of people share with you how we did on this first administration of this new test so really quickly this is kind of a longer report right so if you have any questions i i would encourage you to ask while we're doing this just because it's long [Laughter] good evening members of the governing board it's a pleasure to share with you this evening um our test score passage rates we're con conversing this evening about the passing rates what we've learned so far uh in this the first year of the new assessment so michelle he could give us the next slide we all lived through the context of last year so just some key points that we want to highlight about last year's work are that we as you know we're continuing to focus on the safety family connections needs and continuous enrollment with our children and their families we were impacted by pandemic related staff shortages as well as student absences and we learned that we learned how to utilize the ade's new testing platform which was implemented spring and we are aware that our aggregate passage rates are lower than those aggregates statewide however despite those challenges creighton's overall increase in passage rates from 2021 to 2020 to 2022 was greater than the increases across the state overall which suggests or indicates that our students were able to grow in most grade levels at most every school at a rate faster than their peers statewide which is encouraging news for us as we think about our action steps for the coming year so we're going to summarize those increases as well as any areas where there were challenge dr berg and then our principals are going to come up and share a brief a bit of the insights gathered at their schools dr berg good evening governing board executive team thank you so much for the opportunity to share this with you this evening um i'm going to go ahead and just jump right in so um as you can see um here on this slide um what we are trying to show is we are that um we have our english language arts scores district-wide it's their passage rates so how many students passed um this state test and then the change um by grade level and by change how how did how to what degree um was the passage rates either higher or lower than the previous year um so in general the district-wide passage rates increased from the previous passage rates in most of our grade levels in grades three four seven and eight there was an increase of passage rates of five percent or more and in grades five and six those passage rates were relatively stable meaning that the change from the previous year was minimal in mathematics district-wide passage rates what the increased from the previous year as well in most of our grade levels in grades three four and eight there was an increase of passage rates of more than five of five percent or more and in grades six and seven those rates were relatively stable on this slide you can see the english language arts school level passage rates and their changes from the previous year on this slide we've also included district-wide passage rates and changes as well as the state level passage rates and changes for comparison as you can see all of our schools passage rates increased from the previous year's passage rates while the change in passage rates in a in arizona remained relatively stable as compared to the previous year creighton's passage rate increased by five percent additionally in six of our nine schools the passage rates increased by five percent or more over the previous year on this page you'll notice that it says n a for crane virtual academy because creighton virtual academy was in their first year we do not have a previous year to compare to therefore we don't have that change on this slide we show the mathematics school level passage rates and changes again we've also included the district wide and the statewide changes for comparison again all of at most nearly all of our schools um passage rates increased from the previous year and overall creighton's the district's passage rates increased by six percent in six of our nine schools the increase of passage rates was equal to or greater than the state change in passage rates over the previous year and additionally two of our schools increases and passage rates were greater than 10 percent again creighton virtual academy does not have previous years as a comparison i think it's always nice to have a visual right sometimes it can kind of take a look at it in a different way so on this slide we're using a line graph to compare the percentages of change in passage rates from 2001 to 2022 sorry 2001 2021 to 2022.

um the yellow line represents creighton and the blue line represents the state so in english language arts which is the slide to the left you can see that most of our grade levels the yellow line floats between three and six percentage points above the blue line this means that our district's increase in passage rates from the previous year was greater than that of the states at those grade levels when the state's change in passage rates is greater than ours you will see that that blue line intersects the yellow line um you can see an example of this in sixth grade where our passage region rates in english language arts were um where the state's change and passage rates were was greater than ours at that grade level in mathematics in grades three seven and eight the yellow line floats between three and nine percentage higher rates above the blue line again indicating that in those grade levels our district's change in passage rates was greater than that of the state at those grade levels when the blue line approaches the yellow line the difference between the change of passage rates for the district decreases meaning that in those grade levels our rate of change in passage rate is nearly the same of that as the state and you can see an example of that in the mathematics graph in sixth grade where the change of rates is exactly the same so it means we have the same the same amount of change i'm going to go ahead and invite dr demar to come up here to talk to you a little bit about biltmore prep good evening members of the governing board executive team at biltmore prep last year we had a focus on helping our teachers understand the standards task and analyze the standards writing objectives and success criteria as well as language acquisition strategies and with that focus we are while there's a lot of room for growth still we are proud that we saw growth in most of our grade levels in both ela and math when we look at our cohorts of students again we saw growth with almost all of our grade level cohorts of students and higher than state average in third fourth fifth seventh and eighth grade for ela and higher than the state average in third seventh and eighth for math some of our challenges um it was just it was a rough year last year attendance wise for both teachers and students and definitely that posed some challenges for us we see that um math specifically in fourth fifth and sixth grades continues to be a struggle and we were just talking about that today as a team of the language and the content and that needs to be an area of focus some of our strategies going into this new school year we're really excited about the new math adoption and for the first time with the materials will be made available in spanish for both students and teachers so teachers will not have to be doing translating for math material so we're excited to support our teachers with that we're continuing our focus on k2 literacy instruction and have spent some time this summer really looking at the alignment between english language arts and spanish language arts we're also continuing to support our students with bridging the language between english and spanish and the focus on ensuring that our teachers have an understanding of the essential elements of effective instruction including continuing what we had last year and building on with student engagement and assessment this school year any questions thank you hey everyone success hi creighton virtual academy opened up last year and it was really exciting it was there were there were times where we just couldn't believe what was happening on a daily basis and and it felt fun it felt exciting and exhilarating it felt like we were in a little startup in northern california cranking out software it was just weird the whole year but it was so much fun and i can say that one of the greatest things about our district was that every department chipped in everybody was there i mean michelle was there early on we were tyson was there all the time technology was there food service was there for us everybody was there for us all the departments and and everybody collaborated on on crane virtual academy the other principles to make it successful and it was i was really proud i still am proud to be part of this district but last year when when we could have just been kind of ignored a little bit in our little closet over there at tca everybody jumped in and helped creighton virtual academy take off one of the biggest sources of pride that we had last year was kind of out of necessity but communication two-way communication with the families they weren't in front of us very much the kids and the parents were there when they got the devices but after that we didn't see them very much and it was imperative that we remained in two-way conversation with them every single day so we sent home newsletters we went to their homes we had them come to our office we did robo calls and robo techs we did webex with them day and night and we stayed in contact with our families to help them navigate this new you know this new form of learning all these different webex addresses and all these different ways of logging in with the teachers at different times of the day we had to stay in contact with them and we had to inform them of all those new schedules and and we did a good job with that and the parents told us about it and they still tell us that our communication is strong that they know how to find information they know how to find the resources that they need to help their kids it kind of translated later on in the year during in-person testing we had 98 of our kids show up for the state testing in april which was higher than we thought we would have we thought we'd have somewhere in the 80s but it was 98 100 for isella so it was really it was really um kind of a shining point for us to have all those kids come in for in-person testing and it led us to start thinking about blended learning and one of our goals this year is to have those kids in more often you know coming in april was okay but we want to have them more often we have some tax credit money we can have some field trips with the kids we can have them come in uh you know a couple times during the quarter for learning in the school we're at creighton the creighton academy and we have learning spaces there and we have furniture and so we'd like to blend the learning have them come to school i see a new principal taking a lot of notes over here sorry i've just had a teaser oh that's great that's great um would have been really easy last year to say oh we're we're a virtual academy and we're new we can't do this or we can't do that or we can't do that but we were really determined to try to align ourselves to district initiatives and district systems and structures and so we stayed involved in committees we ran all the curriculum instruction assessment that the district puts out we ran plc's and professional development we collaborated with the other schools we stayed on a schedule that's very similar to the other schools and so for any kids that moved to our school or away from our school back to a sister school kind of felt that continuity and that was really important for us challenges we had an enrollment surge in about mid july last year we had about 30 to 40 students and that changed a lot over the next few weeks by the time we got into august we were well over a hundred we had two teachers and we were figuring it out as we went and it was kind of fun but it was also kind of terrifying so human resources stepped in and we started hiring and we started finding new staff members and shifting people around and we had at one point well we got a little over 200 we got up to about 215 students at one time we actually enrolled 308 students last year we averaged about 170 but we had a 308 students who enrolled with us so there was a lot of mobility and that's always challenging and i know the in-person sites kind of experienced that too but with us it was just trying to get their ipads back or get ipads out to them and it was just a constant it was it was a surge and it hit us all the way through thanksgiving and then it sort of leveled out we also had a lot of novice teachers last year we had six novice teachers and one veteran so we had a lot of ground to make up with teachers who were learning how to be teachers but also learning the creatine curriculum and learning our students and learning how to navigate and get the kids learning this year as i said before we want to increase the amount of blended learning we have we want to get the kids on campus for events a little bit more often we also want to set goals with our students and our parents and our teachers and we want to publicize those goals in a respectful way and monitor them as we go through the year and we also want to maintain that communication that i was talking about you know this year we have parents who are with us last year and it might be kind of easy to say oh you already know how to do time tracker you already know how to get onto webex but we want to make sure that they still have access to the tools and resources that they need plus the new families that are joining us from outside of the district or within the district we want to make sure that we maintain that communication it's fun to communicate it's fun to bring stuff out to their cars in the parking lot and fun to go to their homes and fun to have them come into the office and now we're upstairs having to come upstairs right by the waterfall it's just kind of neat to communicate with parents like that and have them be so involved in our school so i'm really proud of creighton virtual academy and it's been a fun year this past year and we've got some great goals for this year any questions feeling deja vu thank you good evening bobby if you would go ahead and advance your sled at excelencia our teams are very encouraged at the significant growth that we've experienced in our test scores this last year our third grade passage rate and growth rate out paced both the state as well as the district and that was very exciting for us our school-wide growth is above district and state averages as well and we haven't had a chance to savor that yet but we're getting ready to really enjoy and to celebrate what that meant for us in our third grade it was especially important because we recognized that our classes that showed the most growth these were homerooms and classrooms that had tightly refined their procedures their systems their routines and especially for a third grade this cohort was three veteran teachers they were unified in purpose and vision they had gone through they planned together they looked at their data they made decisions based on that and that created this synergy of growth for their students it also meant very little time it was not based on instructional time so there was no off kilter there was no wasted time it was really centered about instruction from start to finish and i'm going to tell you they had a lot of fun too it was just a great place to be in that hallway our challenges last year we had especially in our fifth grade transition with two brand new teachers to excelencia one brand new to the content curriculum of grade level we lost one of those fifth grade teachers mid-year and had a new teacher new teacher coming in at mid-year and so we recognize what that was like trying to get back to routines and procedures and that team is this year refocusing what that looks like as we move forward we also had a large new teacher cohort as we invited and welcomed 12 new team members last year so it was a big group to get acclimated but the biggest factor here really was the constant rotation and revolving door of the quarantine both of kids and of our teachers so looking forward to this next year we spent a lot of time focusing last year on learning intentions success criteria it netted tremendous value as our growth shows but we're going to continue to refine what that is as we expand our professional learning communities into true learning communities we turned our pathways and our professional development on wednesday afternoons into a half and half of half of our time was talking about data as teams the other half was looking at our professional development and we did them in small groups so our pathways were really focused on very specific things for their three week or four week whatever the quarter was at that time and then we were rotated and so they found that our professional development became more meaningful conversations questions and application was much more in-depth in the classroom and so we will continue that this year as well as our data discussions and incorporating that with our new um benchmark system as well as our dca's we have rededicated one of the rooms in our campus and it is now the it's called mission possible so we're really able to take the data and really focus on what is possible for our students moving forward with that teachers identified this last year in our comprehensive needs assessment that one they didn't feel like feel like they understood multiple ways to assess student growth and they didn't feel like they knew how to use the data well enough and so both of those things are issues and areas that we as a leadership team have embraced and said okay we can answer to that and so as we continue to develop the fullness of what a professional learning community looks like and how to equip our teachers to better meet those needs of their students i think um your third grade team is much like my team that i have in my school it shows that when you have a team that works well together and they care about all of their students and they're all working towards that goal what kind of improvements you can make and um i really applaud the third grade team at your school thank you thanks it really they embody our concept of ubuntu which is it it literally means in the muslin language i am because we are and because we are i am and it's that all of our contributions together as a whole and that team in particular lead to the best benefit and the growth of all of us makes us all better thanks thank you yeah good evening we'll be sharing about gateway as you can see definitely some areas of increase and unfortunately some areas of decrease the nice piece uh like dr damar talked about we really looked at our cohort data because that's another area that you really want to look at because that shows the group of kids and in that we saw quite a bit of growth in those areas so that shows that we're doing some good things over a gateway some of the strengths that we had last year is obviously providing in-person learning for kids and they needed it we provided a lot of social emotional learning a lot of community circles we worked with our teachers to really focus on best first instruction with giving feedback on lesson planning and they enjoyed it the scaffolding of providing them standards base learning targets and success criteria we were giving them feedback and they really enjoyed it which is nice to see the teachers want that support and that feedback some of the challenges has been discussed already it was absences a lot of kids absent having to quarantine staff members and it just made it very very challenging the other area that we want to really work on it's been a challenge is we want to continue to push our kids sometimes you know we don't push the rigor on our kids because we're afraid to and we talked about it as a leadership team and even sometimes we do the same thing to the teachers we don't push them enough and so we've talked with them and we said we're going to push you and we want you to push your kids we're going to provide the scaffold with it but we're going to push and it's going to be a good push some of the strategies that we're going to use for sustaining the growth that we've been making is student data tracking folders it's something that we wanted to implement last year last year was not a year to put new things on staff members so we decided to hold off but all of our kids are going to be tracking all of the data that they have throughout the year so that way they can see the growth and or if they're decreasing we can make sure that we have some interventions for them in place we saw an increase in participation in teachers that are in the design studio and this is great our teachers that take place at the design studio they just have a much better understanding of the curriculum documents and can help our new teachers our teachers that have been part of the math cadre and the literature literacy cadre are amazing their scores when you look at their scores compared to the peers that are not part they outshine them and so our other teachers are noticing that and they want to be part of it as well so we're looking to continue to increase that and find ways to sustain it internally as well hiring the right staff the little joke at us is we're now becoming the built more south built more south of the prep built more prep of the south excuse me because we were able to hire some people from stephanie over at biltmore prep and so we're excited that we're getting some teachers that have experience uh as is critical right now so uh we've also moved several teachers around in different positions like jim collins book you want to not only get the right people on your bus you want to move them to the right place and so we've made some internal moves that are going to be more beneficial for our students and then the last piece is we knew that we needed to complete do a complete relaunch of our pbis system because the students were in a different place the culture and the climate kind of went backwards a little bit from when i took over five years ago and so we decided to go back and so we're almost back to what we were doing five years ago when we started making some positive growths with climate culture and then obviously student achievement so we'll be doing that again so any questions just a comment on the last part because i think that's a struggle with a lot of our schools we kind of all had this cloud of like we go back to normal and our kids are not feeling back to normal and i think it's it can be hard to say we need to go backwards five years to when we first started whatever systems we had in place and and we need to start back like we're in year one and i think that's important and takes strong leadership strong commitment by the teachers so i appreciate that good evening so i have the pleasure of actually um sharing our data and talking about our school from both kennedy and loma linda so i'll toggle between the two screens so you can see the data a little bit better um but when we first started this year we realized that we had to really focus on how do we do school how do we be around each other and people and the adults and kids because you know the last couple of years have been complex to say the least um so we went back to basics we focused on writing solid lesson plans writing clear objectives putting check for understandings into place really focusing on our pbis and our systems that we needed in um especially after merging two schools because this was really our first year together we were in the honeymoon period the year before in the that last little fourth quarter um but we really had to learn like how do you take systems from one school systems from another school and make your own systems in place um and so we definitely are seeing some growth with our with our students um for specifically with um kennedy we saw in any in sorry we saw an increase in all grade levels and math um for kennedy so i said i'm going to go back and forth and try and designate between both schools we saw uh in loma linda we saw an increase in fourth and four grade levels in both ela and math is this the combined no they're separate okay so you're going back and forth so i just wanted to point that out to the board you see how she when it's highlighted loma linda when it's highlighted kennedy thank you um these are things that i know in my head but i sometimes don't say out loud um and so we saw um we saw in loma lindo we saw four grade levels increased in both ela and math i'm going to go back to kennedy um you can see there was a huge increase in our third grade ela um and then there was also a huge increase in our ela and math at loma linda so we definitely have some really really bright spots and that um honestly that was really coming together and working hard and really focusing on those back to basic things and i also attribute to some of the growth that we'll continue to make as to a lot of our returning staff and like everyone that we already talked about with the challenges um last year was really just the contact tracing the cohorting of kids the quarantining the absences of students and stuff and having a very large school is a tremendous thing and you can do wonderful things but when you start to have i think we were at one point forty percent of our staff out in three weeks with kovaid at one and like a three week period um it is what it is and we put we we managed and we made it through but it was not easy um and so just i know just like a lot of uh the other schools shared those same concerns um and we had we on we know that there was high emotional needs of our students over staff of the principal at times um but we know that we are stronger together we are one family which has really been our message throughout this whole time and really where we're moving forward and you'll see that knowing that 84 of our certified staff is returning that's huge um we have a cohesive and consistent leadership team although one of our members is now going to district office congratulations um and but we are really focusing on those building those relationships um it's something that's going to be incredibly important to us and we're doing that through conscious discipline which i'm very excited for and a lot of some of our staff has been trained in it as well but it really focuses on that starting with that school family and we're one school family and that that's the biggest part of it is start with your class family you build to the school family so that all of our students all of our staff are feeling appreciated are feeling loved and aparted are apart and know that they're supported as a an entire community we're going to continue building those relationships through positive phone calls home to all of our kids with our pod cycles um specifically centering around thinking maps for fifth through eighth grade and early literacy uh kindergarten through fourth and i'm just really fortunate and thankful to be working with such amazing and talented people i want to point out the discrepancy in the two schools when you in fact had the children fully integrated so a third grade class was absolutely combined kennedy and loma linda students so this was not treated as two campuses on one campus and so we're un curious and perplexed you know why wouldn't there be an attribution to a grade level shift that would have shown across the board and we don't have to answer that because i'm not sure it's simple but i wanted to point that out we dive deep into that data so for example if you look at the third grade reading at kennedy you can see an increase of 21 from the scores when you look at loma linda students it was decreased by three percent and reading and but the thing to understand they had the same teachers they were dispersed so half of the kids were kennedy half of them were loma linda even during the walk to reads they were fully integrated they had the same lessons the same tutoring the same and so when we looked at it we dived deep and they were spread across all classrooms um so and the kids that were met the benchmark growing kids that were struggling they were sprinkled in all all five of our third grade classrooms um so we're looking at now is like was there higher absences on one end we're trying to figure out and we may not have the answer to that um but we know our third and our um our third graders that are going to be fourth graders this year we're going to continue to support and that's why we're focusing on k4 literacy with our elite teachers um and our other grade level that we're going to be working with specifically is our eighth graders um our eighth graders that are really struggling in math for the last two years i'm glad you asked that because i was going to ask the same thing i was like because i thought they were it's a phenomenon we don't fully understand interesting yeah he did see that in a few other grade levels but not to that significance yeah and it's just something to watch as we target for the coming year and i appreciate the k4 focus on literacy and basic foundations thank you amy good evening um as you can see by the state testing before us macan has some strengths and some challenges um four grade levels had an increase in english and language arts and three grade levels had an increase in math and after a month of starting this position in mac and as a principal and having conversation with my leadership leadership team and staff members parents it was failed that meccan has a strong k3 program and this is based on i-steep scores state state scores and portfolio data in a kinder through a grade strength includes writing learning targets that include success criteria and will remain focused with all of our staff members um challenges that make and experience in the past school year were very similar to what we heard tonight from the other principles one of them was the absenteeism rate in both teachers and students due to the pandemic and four through eight novice teachers that were learning to lesson planned and the constructed standards and create an enviro environment of positive behavior any final challenge was a lack of shared knowledge of test results and data analysis this year we're very excited to implement the following strategies in order for us to sustain academic growth and they include fidelity to the new math program empowering the leads the grade level leads to prioritizes strong and rich data conversations empowering our students to set goals and take ownership of their learning and their behaviors and maintain open communication with the community and families that call mackin their home do you have any questions now that you're two weeks on the job a lot [Laughter] i was just thinking i'm like good for you you've been here a month yeah thank you thank you i'm thinking we're alphabetical so good evening uh so monte vista we had some things to really look at as far as our strengths and some of the challenges that we had um some of the things that we were pleased to see in the data were increases in scores in ela in fourth seventh and eighth grade some by double digits in growth so that was that was affirming to see also third grade and fifth grade math saw some growth over the previous year there are of course some store scores that stand out as needing additional support so if we look at sixth grade in particular there were struggles in sixth grade last year i don't think anyone on our campus would deny that we had some challenges there were shifts in staffing there were shifts in teaching responsibilities there was a lot of absences and that sel piece the behaviors that came through really impacted that sixth grade group in a way that was different than some of the other grade levels having said that however the conversations today and yesterday with the sixth grade team two of whom have returned uh and the incoming seventh grade teachers that are going to bring the rising seventh graders uh sixth graders into their classes we're all very committed to the work of making sure that they're going to dig deep into the data in those data discussions to have an opportunity to really support the students that have been struggling in those grades i would say ditto to everything about the challenges with the other schools that they've noted with high absentee rates and the effect of covet and the impact of that on the learning we also know that there was some inconsistency in how we evaluated lesson planning and how we were able to support teachers in that when your instructional coach teams are becoming classroom teachers multiple times in the month and not being able to get into classrooms do observations uh when as administration we also had those still struggles because of 13 teachers being out in one day etc so the the growth opportunity is for us to really refocus on getting into classrooms being hands-on with the teachers in ways that we just weren't able to do as effectively as we wanted to last year in our conversations with our team this morning we talked a lot about the equity focus of these scores so we talked about the fact that our students can do and can be compared to the state average and above we just have to get them there you know your zip code does not determine your ability to be successful so that's a really important focus for us as we go into our conversation around equity diversity and inclusion we also know that we have opportunities to improve our pbis system which we've been working on some big changes this year for that and inclusion of our self-contained special education classroom students so they have an opportunity to be with their peers summer school was a great test ground for that so to speak we had six seven students from our self-contained classrooms that were part of our summer school program and it was beneficial for everybody teachers students the families we're so appreciative of their children being able to have that experience this summer we will continue to work on success criteria and learning targets we're going to continue to work on universal design for learning strategies it's part of our integrated action plan to make sure that we are using our arts integration strategies in ways that support the learning and content and we think that's really critical as well as an opportunity to assess in different ways so that we are making sure that students possess critical thinking and problem-solving capabilities but can also do that in an expressive way and created way and i think that's it that's where i'll stop thank you good evening everybody i'm here to share a little bit about what happened at papago last year and highlight some of on the successes and some strengths that we were able to see we definitely because you can see on the screen that in mathematics every grade level made growth and that's something we're really proud of and also especially in third seventh and eighth grade we saw significant growth and if you look at the ela side we mean significant growth also in the same grades third seventh and eighth and we looked a little bit closer at those cohorts as well because even in the grades where there was no change um the previous year those same students made an increase in their progress and achievement as well we wanted to note that and really celebrate that and we spent a lot of time supporting students and staff last year with the social emotional learning taking care of each other we as a staff experience some challenges with some loss and grief and some major staffing changes along with other illnesses and so it was and a leadership change a major leadership change on our whole team and so with all of those challenges i think we really came together stronger and we built a lot of relationships and today as we were sharing um as as we brought all the staff back together we recognized that we've come a long way and we are able to bring some new team members on board and they're really excited to be a part of that continued growth and development so we did notice though in some areas that we can focus especially in third sorry fourth through sixth grade the middle grades is where we can get a little boost and some support and so some strategies around those grades are in all grades really are to uh support the planning and the data meeting process and supporting teachers there and getting in those classrooms even more as well as we have departmentalized fourth and six fifth graders so that teachers can focus and narrow in on subject areas and students and so they can work together that way and we have two fourth grade teachers who looped up to fifth grade to continue the relationships that they built the students and families from fourth grade so those are some um strategies we've added this year in addition to that we will continue the adult seo that needs to happen that's it that came out in our um sorry our needs assessment and our iap that we needed to work on that so that this as we work together as the adults the students and families film it more supported but that's an area of strategy we're going to implement this year and we want to make sure that we provide as many supports and structures for good math and ela routines in all grades but especially like i said fourth or sixth grader is an area that we know want to work with i really want to highlight though we had a teacher in sixth grade who was out on maternity leave and she had other family things happen but her students from fifth to sixth grade it looks like there was sixth grade personally i wanted to highlight that says negative six and i think that was going to be a personal thing for her but to say no no no those kids from the previous year made growth so those were some examples of ways we wanted to encourage and highlight the highlight the successes and make sure that we're not focusing it on on the number itself but looking at the whole story and making sure we understand that so thank you thank you and we see home of the panthers is the name of your slide i think you're tipping your hand a little there yes all right good evening governing board members and executive team i will wrap us up on school conversations so we did see some increases in many of our areas we also saw increases in many of our cohorts which was exciting i appreciated what miss mccaleb said as far as making difficult decisions on where you put your focus because that really was kind of the highlight of our struggles last year it really was our first year in person with a school that had so many different concepts um and almost every single teacher was in their first year of teaching so there were lots of struggles um that we were faced and i think one of our biggest successes is that we stayed the course um there were so many different times that we questioned are there too many components to this school is it going to work and we truly believe that we are doing what's best for kids but it takes time to lay strong foundations so we made tough decisions and we decided to lay those foundations in terms of social emotional support school-wide systems basic instructional pedagogy and teaching our teachers and learning together what is multi-age and dual language and project-based learning in this open learning environment and so we felt a lot of successes in that area we also had to make difficult decisions as far as which teachers needed our support the most and which grade levels and for us that ended up being kindergarten and first grade because we lost some teachers and it was a really unstable grade level when that happens just like all of my colleagues stated that moves are instructional coach and we go to kind of a fire putting out mode however one of the benefits is that where we put our efforts we usually see more payoff and so we did see a lot of positive growth with our kinder first and second graders in the area of reading which i know isn't displayed here but we're excited as they move up into the grade levels some of the things that are we are doing this year is having a multi-age school can very quickly become combo classes when you don't know too much about multi-age which is what we kind of did last year my former instructional coach who i still get for 10 hours a week thank goodness she did over a hundred hours of work to create curriculum maps that truly were meeting the needs of the creighton academy so marrying together the curriculum maps that we had with creighton school districts so that we could teach multi-age classes so we're excited about that we have a strong cycle laid out for our professional learning communities and really having conversations about data with students and with teachers using data folders with both teachers and students so that we can have that deep and personalized learning for our students finally we are adding in academic parent-teacher teams so that we can really engage our families in academic conversations and we're starting professional development around language acquisition strategies any questions wow any questions it's a lot of layers a lot of layers thank you well thank you so much and thank you to my colleagues for their deep reflections about using this data and about the next steps that they're going to make um just to you know kind of close things up do you guys have any questions for us in general i'm just looking at the numbers uh and i like them so congratulations to everyone yeah i just no questions but comments um i appreciate the way the data was presented not just to show achievement but also to show the past passage rates over time um by no means am i going to say well all of these numbers are amazing we know they are we have work to do um so you know we do need to state that we do need to push through but having that kind of growth is tremendous and if we can stay on that trajectory um you know with the math adoption i saw i i felt like overall as a district even without breaking it down we're struggling in math which to me validates we are adopting a new math curriculum um that that can be a huge turning point it's not the only variable but it is we have already taken action that we'll hopefully we'll see results from um i heard a lot of you know we went back to basics and that's okay focus on what your staff needs focus on what your students need and i also got a sense of and this has kind of been the for some this is unpopular opinion but you know we've used the word grace a lot the last couple years and i'm all for it however we need to be careful about when grace becomes excuses right um so i really appreciate how everybody acknowledged the challenges you had and a lot of those were out of your control right we experienced the same thing when you have 40 50 of your staff out there is only so much you can do to avoid that you are just trying to get human bodies in the room and that absolutely is not what we all want our classrooms to look like that's not the ideal classroom and we know that um but you know here's hoping next year we will not have as many absences or they at least won't all fall in the same days right um and we know that there's things that will be out of our control but i really appreciate that everybody focused on what is in our control and maybe what are some plans proactively that we can make moving into this year how are we going to push to increase that rigor level um you know and work to those solutions so um an extra shout out to excelencia again that's awesome thank you miss mccaleb i always dread these um i dread them as a board member i dread them as a teacher because they never tell the complete picture teachers know the complete picture principles know the complete picture of what's going on at school and i feel like it always brings us down when we see these we always feel depressed and down but we know i know as a teacher and i know the teachers here probably feel the same way is that we made it through last year and we did really great things and the kids made really great improvement and this may not show that but we know they did we know there are students that made one to two year gains possibly even three this just doesn't show that data so once again of course i think test scores are important we have to take them but this is that one little snapshot in time and it's not what our kids did all year and i wish that we had a way to show that i wish we had a way to show that to the community i wish we had a way to show that you know to our parents that their their children are doing amazing things and so um yes we do have work to do we can always improve i mean that's the life that we live as educators as improving things for our students and our families so um i just i'm proud of everyone for getting through last year um and i hope this is a better year thank you you just wanted something at the end she mentioned that there was a wish that we could show the parents well the parents know we know because i have my kids and i know another they do not only struggle with math they struggle with their own with their fears with their changes with their growth with their hormones and they struggle with everything so and we know that so uh uh as part of the community as a parent i know i mean i i i don't have parents come to me as a pastor and say pastor please pray for the school because i'm not doing a good job they should come pray for my family pray for my marriage pray for my job pray more find my finances so there's a lot of things involved so we know thank you very much great job everybody [Applause] final thank you to principals because i know that right now is the 11th hour and commissioner officers or liaisons would like to share anything commissioner mills i will report out that the orc did meet uh last week yes last week um and we discussed a couple of different options that mr leonard brought to us in terms of sustainability incentivize require that kind of thing and i expect that we're going to see the whole commission will see that sometime soon so that we can have a conversation among all of us about which is the right approach or suite of approaches we also discussed some changes proposed changes to um stormwater and some in response to a letter from the state um asking for some changes and then some other things that uh that um the floodplain manager brought to proposed and so again i'm expecting that we probably will see some of those at least sometime soon okay thank you all righty uh and then we also have written communications of which we had many um so i hope people have had a chance to be able to review those um i would also just say that we got quite a few very late in the in the session um and so um perhaps we can discuss it at the end of the meeting about um the realistic nature of whether we can receive communications 15 minutes before the meeting and actually have them be read so we are on them to public comment uh which is item number six so this is an opportunity for persons to speak up to three minutes about an issue that is not listed on the agenda for this evening so we'll call on you you just have to you have taken microphones but others aren't the ones that aren't such as you mine is on so i will move it closer to my mouth so again time for people to be able to speak on items that are not on the agenda we'll call first on people who are here in the room and then we'll move to remote participants to speak during this public hearing remotely press star nine if listening by phone or use the raise hand feature if viewing through the web link for public access for phone access call 877-853-5247 and enter meeting id 977-6634-1226 city staff will select callers that have raised their hand using the last three digits of your phone number or by name if available for those accessing to the web link when you hear an automated announcement that the host is allowing you to speak when speaking please move to a quiet area and mute any television or backgrounds on so that we may hear you clearly for either method of communication please state your name and address at the beginning of your comments is there anyone present in the room that would like to speak on something that is not on the agenda tonight for this evening seeing none we will move on is there anybody who is in line remotely mr kowalski i have no hands raised online at this time all right okay item number seven is public hearings for the next business meeting would you mind filling us in on that yes you guys receive your communications we have um let me go through my list here a couple public hearings scheduled for the next [Applause] meeting and i may have left that just off my sheet here if you give me a minute we can pull that up i apologize okay we have two um the scheduled public hearings for the next meeting would be the plat count plat road town homes 30 60 80 plat that's a site plan to develop 43 town homes on the 8.4 acre site and the other public hearing would be for the again revisions to the west boulevard and north south maple road tc1 zoning district those are scheduled public hearings for the next meeting all right thank you so uh now we will move on to our regular business which is item eight we will first be discussing item eight a with the number 22-1333 which is 2424 east stadium boulevard i'll introduce this first and then the petitioner has up to 10 minutes to present on this evening so 2424 east stadium boulevard university in site plan for city commission city planning commission approval a proposal to construct a four-story residential building totaling approximately two thousand or two hundred and fifteen thousand square feet and housing a hundred and eighty five dwelling units an exist an existing seven thousand seven hundred sixty square foot office building facing east stadium remains primary access to the site is off east stadium and manchester road which leads to approximately 185 below grade parking spaces this development contains commercial and office zoning and approval is subject to combining three parcels 2424 2452 east stadium boulevard and 1950 manchester road 2.64 acres zoned c3 or fringe commercial and 0.55 acres zoned o or office staff recommendation is approval so i believe we are up then for your ten minutes of presentation mr kowalski i take it you are recording yes i'm promoting people and uh christopher chang he's uh he's going to be online as well and i'm promoting people as we speak perfect alrighty hello uh good evening my name is sam besnos and i'm the ceo of the bez tech companies i'm also one of the owners of the property i'm here with john mayesky maskey architects who will be describing the project beztack is a local michigan developer builder and operator of multi-family apartments and senior living facilities we've been in the ann arbor market for over 30 years operating we are a family business that's been around for over 60 years we have currently 669 apartments in ann arbor area with about 17 000 square feet of commercial and we also own or operate about 35 000 units nationally among 15 states and we're very excited about this project and appreciate your consideration i'm going to hand it over to john thank you um i think josh is in the background helping me out so josh you mind just forwarding the the one more slide just first thing i want to run through because it's very brief i'll try to run through this quickly and then you can ask any questions that you'd like it's just to talk about the site initially when you see the site you can see there's an existing four structures three of those are going to be taken down and the retail office building which shows up here in white will remain next the site basically has these boundaries you can see that goes around the different parcels and that's where we get these three different lots next just some site context next that kind of leads us to our design concept which really was to try to work around the existing building that's to remain and find a way to get access into the site from the two different locations and most of that kind of came out of the process of having three neighborhood meetings where we had a lot of input especially at the first two meetings and then the actual legal meeting at the end i think there was a general consensus that we were heading in a very strong direction and i believe we had four if not five meetings with staff and the fire marshal this building was really very much driven by fire trucks being able to drive around it as i'm sure you've seen on many other projects and we were trying to do our best to make that still allow the architecture to do what we needed to do the first floor basically has the key entry point off of stadium but there's a secondary entrance which probably will become somewhat more of a dominant entrance because of the fact you can get out onto manchester and then go to a signaled light so in many ways that's wonderful that we've got this traffic flow split but it also provides the benefit that if somebody's coming to the front door they can easily get there from stadium next as the building kind of stacks up the lower level is all parking it's basically all below grade except for that one little portion that's on manchester where our amenities go over the parking next this takes us up to the typical layout of the units as we go up in the building and the building is predominantly studios one bedrooms two bedrooms next the different parcels are basically combined under zoning two of them fall under basically the c3 zoning we're under the far on that one the other office we're right near it but it's a substantially less far of 75 percent where it's 73.9 next total units we've kind of already run through it's well parked it's it's a unique location it probably needs to be parked more than i think maybe some of the commissioners would like to see as far as vehicles go but we think it's parked right for this particular location given that there's retail that does the office and the retail does provide us a little breathing room when guests would come because that's probably not going to be used in the evening hours but we wanted to find the right balance for the parking and we really think we've done that next the design concept having to do with height was something we spent a great deal of time talking about this is a very strange site when it comes to all the different points we had to calculate for height and it took us some time to all come together on that but we have all agreed that it's well underneath the height parameters of 55 feet next and basically the overall building is about five feet predominantly to the parapet below that point but as typical there's an elevator overrun which does stick up to the maximum height that you can barely see in one location on the building next just click through these josh perfect sustainability we just want to run through that you know it's just we're going to design the building to actually be leed certified um when we say equivalent that's not that it wouldn't be certified it's just that there are other opportunities out there that we might present to staff but right now it would just be leed certified we will have a rooftop solar array it's 100 kilowatts the best comparison i can give you is when we did it on hoover and green we had 150 kilowatts and that ended up being powering 15 in the end of the house panel so parking garage lobby corridors everything other than the actual units here we'll probably be in the range of about 10 of the house panel with 100 kilowatts underground parking um all of the increased capacity for bikes we we're in excess of zoning requirements and we actually will probably even have more energy star appliances locally sourced material it is going to be an all-electric building that's something we've been asked to do and obviously we have access to local transit facilities at this location next prospective views just want to walk you around it this is really looking from the front there on that right side that tree is pretty much the feature tree that we did want to save on the site several the other trees are also being saved but this is a beautiful tree and so we've taken a lot of care to stay away from that next this just kind of brings you into the courtyard as you'd arrive at the building inside next this is that view more of a bird's eye view when you're over on manchester and then that's the pool amenity and deck and this is actually standing on the pool amenity and deck next really just gets into the materials i think typically there has been some interest in that do you want me to pass around the board you want me just to display it okay so all the materials are here if anybody wants to see them but predominantly what we're doing is we have dark bronze anodized windows that you'll see as number one that also happens to be what we use as a panel for number six when we frame the windows the brick actually has this kind of lighter terracotta color it's slightly mixed the wood that we're going to use is not real wood it's similar it's long board similar to what we did on hoover and green it's a very very sustainable and substantial product it holds up really well it's extruded aluminum it's been recycled and then it's covered this will be a much darker color it's a little bit more on the cherry side than what you would have seen on hoover and green we're using hardy panels not the typical hardy board that you would see but hardy panels and that's kind of a rain screen system where the panels are attached but then we're using a board to cover that up so it effectively has a board and bat and feel where you see a lot of the white and on the big infill of the big frames that you'll see running around the building they're actually filled in with a hardy panel and a rain screen to allow that water and stuff to get out behind it and then that's a little bit of a darker color that you see on the sample board as well generally speaking really really solid materials we've worked very closely with the developer it's it's hard these days things are extremely expensive but there's nothing on this building that i wouldn't like to see on it and we spent a lot of time trying to work through it so with that i'm not sure where i am on time but i want to open it up to any questions you still have a couple of minutes if there's anything else you want to get in under the wire so that's very rare but i'm going to speak that time to you thank you okay thank you uh i guess we should have the staff report then from um mr chang yes uh good evening uh i would say that uh they did a very nice job of making their presentation just a couple other items i'd probably want to to add they are also doing and meeting the ev electric vehicle parking requirements with 22 ev installed spaces they also are putting in uh conflicting land use buffers at the southeast corner of the site to screen from the multi-family residential there will be some landmark trees removed and they are mitigating with trees planted throughout the south and east portion of the site looking at it they also are in review for their stormwater detention since infiltration is not possible at this site they are over detaining so they are detaining at 120 percent and i think maybe anything else that wasn't mentioned was that they do have bus stops that was i think it actually was mentioned but they do have bus stops and i'm open to any questions you may have thank you alrighty so then we can move on to the public hearing and then we can have a discussion so at this point we have an opportunity for people to speak up to three minutes um we'll first call an individual's present in the room to address the commission and then remote participants to speak during the public hearing remotely press star 9 if listening by phone or use the raise the hand feature for phone access call four seven and 877-853-5247 meeting id nine seven seven six six three four one two two six city staff will select callers that have raised their hand using the last three digits of your phone number or by name if available through those accessing the web link you will hear an automated announcement that the host is allowing you to speak and when speaking please move to a quiet area and mute any television or background sound so that we may hear you clearly for either method of participation please state your name and address at the beginning of your comments is there anyone present first that would like to speak anybody present in the room that would like to speak on stadium please come you up state your name and address and you have three minutes uh william two one two five bedford apartment six i think you go to this this one there you go yep you got it we will be back to one two five apartment six i live behind this is what they're proposing they say that the university inn is a two-story building but if you go to the back of the parking lot in uh lamppost plaza the basement is above ground so it's actually a three-story building so if you put a building in that's four stories at stadium is going to be five stories in the back and just beyond that little parking strip that's part of the lamppost plaza there's another eight foot drop down to the ann arbor woods apartments so from that vantage point it would look like a six-story building there is currently a strip of trees between the university inn and the parking lot with trees that are 40 or 50 foot high that screen that building and according the plans i've seen that's all going away and the stuff they're putting there would not have any ability to screen that building to the south so that's what i say and i got one other thing there's a black cherry tree there [Applause] right on the margin between uh current property in the 1950 manchester that they've got down as a 36 inch diameter and i've measured that thing several times and it's a joint three two trunks one of them is a 28 inch diameter the other one's 16 inch so combined that's a very large tree that deserves special consideration thank you anybody else present that would like to address the planning commission on this okay seeing none we will move on to see if there's any anybody waiting in the queue for phone and i have nobody with a hand raised online at this time okay oh a hand just popped up okay go for it so wait let me okay um anna why sake is it you have three minutes to address the planet commission thank you um i also live near near the development like the previous speaker my name is anna waisaki i live at 2137 medford road apartment 15.

all right welcome to the special board meeting of chico unified tonight and with that i call us to order and we will do the flag salute i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all thank you so does anyone have any announcements okay all right with that we'll move on to the consent calendar and does anyone wish to pull um an item from the consent calendar we did have a speaker card requested for consent i don't know which item it was so if there's anyone here that submitted the speaker card and wanted to pull something from consent please let us know what that would be okay okay well i don't see anyone so may i then have a motion i move approval of a consent calendar i'll second that motion all right so it's been moved by matt tennis and seconded by eileen um so with that we'll have a roll call vote um robinson i lando i kaiserai dolby i tennis hi all right five to nothing so thank you for that and now we move on to our discussion action calendar and we have a resolution number 1586-22 the 2022 chico parade of lights i will take that one miss kaiser or dr kudr okay thank you so the chico parade of lights is a community-wide family-focused event annually in downtown chico the goal is of this parade is to encourage collaboration and partnership among all community entities in supporting this resolution chico unified school district is making a commitment to be an active participant at a part of the community the 2022 parade of lights will be held on october 15 2022 this is something our schools and actually um mno of really transportation have been very active and more they've put a lot of lights on buses and drove them down we've had our our bands our cheerleaders different schools have had different floats before on the parade of lights so it's something that we've been a part of um we just wanted to bring this forward to something that as a board and as chico unified that we were going to support thank you does anybody else have a comment um well i'll just comment uh i've been a judge at the parade of lights for a number of years and i believe kathy you've come to me it is when you talk about family event it is more fun to watch the families on the sidewalks almost than the floats it is just an amazing event and the organizers um do a really good job of getting everybody involved and yes our school involvement and the buses at the corporation yard have been wonderful i think they decided that my two little ones were um loud enough to ride in the parade with me instead of being on the sidelines so yeah would you like a motion dr kaiser yeah i'd like a motion okay i move approval of resolution number 1586-22 and encourage our district media to get the information out to everyone including the school sites thank you i'll second that so it's been moved by eileen robinson is second by tom and so any comments or all right so we had a voice vote we can have a yay or nade this time all those in favor say aye hi all right thank you very much it is a fun event okay so we're moving to human resources um and the issue of substitute pace so jim hanlon okay as you recall two years ago at the time of the start of covid we came to the board to increase uh substitute uh pay from 125 to 175 dollars for daily subs and 150 to 200 because of a chronic shortage of substitute teachers and we were competing with surrounding school districts that continued into last year and i came to the board for a second time to ask to maintain that increase and now i'm coming to you once again because even with covid on the wane as far as impact on schools we still continue to look at shortages for substitute teachers and the surrounding schools are not lowering their sub rates so in order to be to be competitive we're asking the board just to maintain that um that value for our substitute teachers um and we're and and this proposal is just to just to continue it not to have to come back to the board because it doesn't look like the shortage is going to go away anytime soon all right any comments just to be clear this covers just this school year correct no this is this is a permanent this would be a permanent and beyond there it is okay yeah very good eileen it was the uh and beyond language that um i had a question about um mr henderson since you're also part of our bargaining process does this lock us into something or is it just indicating our intent and if we needed to make a change it wouldn't be difficult it's not an issue because we don't bargaining unit people right we don't bargain with um our units on substitutes so it doesn't impact any contractual issues okay then i don't have an objection okay any comments from the audience all right okay may then i have a motion i move approval of the 22 23 and beyond substitute pay schedule well second okay so moved by eileen is second by caitlin all right uh again we can do another voice vote all those in favor signify by saying aye aye all right unanimous thank you both all right so now we're moving to approve a provisional internship permit for a multiple subject credential from megan chaney is that correct that's correct so um intermittently i come to you for approvals of this kind for interns this is an intern at neil dow elementary school third grade she would be she is going she's signed up for the internship program at chico state and so it's not uncommon for us to do that when um we're in a situation where we need a particular teacher in a particular spot um um so we typically come to you with special ed in this case it's a third grade teacher at kneel down that has made the request all right any questions or comments by the board any from the audience i'll just add that they are very comfortable with megan she was a student teacher there and so she's a known quantity okay yeah that i've heard a lot of positive income parents about her actually good yes very positive okay where would you like to make a motion absolutely i will move approval of the provisional internship permit i'll second the motion okay i just have a comment because i don't know this person and i don't know who applied and i don't know the interview process and it's you know part of our job to also trust the process and the people who are already employed here but i do want to just acknowledge that internships are challenging because i was an intern and i would just hope that we maintain our ability to provide as much support as possible for this intern more so than we would a first year teacher so just not to let her kind of go and be because interns have a much more challenging workload than even a first-year teacher does yes you are absolutely correct and um i've been assured by the principle that that they will provide that support i just would also like to make sure that the board is always aware that this is not actually a decision to be taken terribly lightly that internships are very challenging and if they're you know come with great recommendations then that's fantastic and i wish um this person the best and i'm sure that that they provided the right supports will be very successful this year for our students all right so i think that bringing somebody in with additional workload is always you know requires additional support so may i have a motion then i already have a motion sorry um so voice vote all right gonna have it all those in favor mr tennis did you okay sorry okay so then we move mr hanlon is very busy here so now we have approval of a variable term waiver request for a pupil personnel services credential for christina camacho so this is a little different as you know we brought on a lot of counselors in the last couple years and we hired some that were working under credential ms camacho has completed all her coursework for the credential and she simply needs to put in her hours typically what happens with counselors is they will have a period of time where they are interning at a school site and while they're working on their their coursework she's completed all her coursework and just simply needs to put in the hours and so we would like to have her work as a counselor while she's completing her hours to complete her credentials so in order to do that we need to get a variable term waiver and as soon as she completes those hours and there's there's a lot of them it's it's over a thousand so it takes a little while then she would get her clear credential all right so any other yes i think my initial question is is there another counselor at this school site she was here on a independent contractor agreement and um we because we didn't have enough counselors to do that so these are people that typically have they had either a mfc a marriage family certificate i mean a master's degree in marriage and family counseling or they were a licensed social worker and and i can't recall off the top my head which one she is i think she's a licensed social worker they just hadn't completed the coursework to work in a school so she did that last year and um now she needs to put in the hours so um they're not unqualified these are people that are highly qualified they just needed to get the proper uh credentialing right that's not what i would say yeah so to answer your question ms dolby is that she'll be at rosedale um by herself but our elementary counseling group works together as a group and they also have a dlc counseling rep so she'll get the support she needed like she did last year so she's at rosedale elementary we only have one counselor and a counseling assistant but she'll we'll make sure again that she gets the support great thank you all right so any questions from the audience all right seeing none may have a motion eileen yeah i uh move approval of the variable term waiver for the 2223 school year for um christina camacho i'll second okay so move by eileen is seconded by caitlin all right so no other comments so we'll do it with a vote a voice vote again all those in figure thank god all those uh approving can you indicate by saying yes yes if you prefer okay thank you i don't know why i got hung up but i did okay so once again mr hanlon resolution 1587-22 so these are these are things that i bring to you occasionally to eliminate positions that are no longer needed at that specific site um they're all part time they're not currently filled there's no layoffs and we have negotiated with csea on these any questions or comments i i have a question um on the elementary counseling assistant position it says have lack of funds um can you help me understand that a little bit better please yeah so um each site um is given four hours of counseling assistant time so when specific school sites and i don't have a record it's a serial view okay so they must have put in extra dollars through their uh their site dollars for extra hours beyond the four hours and i know that title one dollars and other things have been cut back um so they probably decided that that was not something that they were going to continue to support so they still have them the the four hours is that correct ted to continue to have the four hours at that site it's just the extra hours that are being cut and to give just a little bit more clarification so when we had grant funds that came through when scotland shrimp worked here he put the hours out and so the not every site had the same amount of hours some schools had seven six two three but what we've decided to do is make sure that everybody has a four so when somebody did leave like this person at sierra view left we're going them back down to the four hours like other schools are getting that four hours so eventually all schools will have four and like mr hamilton if the schools had money to purchase more counseling assistant they can do their own funds um okay i think that um just in the i wanna maybe have a discussion in the future not pertaining this specifically but just um when we talk about equal versus equitable you know some sites are going to have more need than others so an even four across the slate's not going to work for every school so if it's a budget issue i think that that's definitely a conversation worth having and and that's where our sites do get additional dollars based on the targeted students that they have and then they can hire additional counseling so that's where that equitability comes in and you'll see that from many of the sites that use that that way this was a grant that actually expired many years ago now and we're just trying to get back the hours that were added that then the district had to pick up those hours so now we're trying to cut those back out so that the base is the same across and then each school site can add as they need for their student population and then just a follow-up question when it says lack of work that just means that there isn't the need necessarily for that position at this time or that level it's lack of funds or lack of work in this case it was lack of funds they're just not well i'm just looking at the paper that says what oh any other positions yeah yes that's correct it would be it could be lack of work depending i don't have the specifics on those i apologize but the position is no longer has been deemed that no longer is needed at that site for whatever reason by the supervisor another example i'm not going to stop talking is that um on their uh crvu's ia computer where it says work so originally uh when we went out to the sites gosh this was probably seven seven years ago we allowed sites to choose from having four hours of an eldad four hours of an i a computer and four hours of tcm but at that time point cru um decided they want eight hours of a computer um aid versus not having an eld aid since the population has changed um at sierra view they needed the more need of an eld aid on campus and so when this ia computer person retired they decreased it so they could have both a four hour ia computer and a four-hour eld aid and then so to follow up on that logic the high position bilingual for rosedale just means that they've determined that they don't necessarily need that level of instructional aid for bilingual education that was a grant thanks dad yes it was a grant all right any other comments or any issues from the audience all right uh may i then have a motion sure so moved okay so tom lando second i mean i'll second the motion all right so we have a motion and a second for resolution 1587-22 elimination of classified services and ordering layoffs for the 22-23 school year all those in favor say aye hi hi all right thank you and good questions too okay so we are now moving to the district's uh adoption of district-wide goals and the mission statement these were developed in accordance with the local control accountability plan and each year the board identifies the goal usually in the academic achievement area for additional emphasis the goals identified by chico unified board will serve the guideline for monitoring and adjusting administrative decisions throughout the school year the goals are shared with all of chico unified district staff and staff across the district develop site-specific plans that provide support for the adopted goals so at your last board meeting on june 29th the board adopted the local control accountability plan that plan really guides the work that we do for the remainder of the school year and that had community input into it the goals were developed and adopted we asked that the board keep that as our focus so that we can continue district-wide to have the focus on our three lcap goals also here you have the district-wide expectations of staff to support those goals as well as the mission statement which the board adopted just last year he revised and adopted the mission statement last year so what you have in front of you are the l-cap goals the district-wide expectations and the mission statement that we are asking for approval okay and funding comes from el capitan correct okay so um any uh questions or comments from the board i have some um i'm not inclined to vote no on this this year but i will revisit the fact that we made that change to the mission statement last year that i didn't like and it's related to we changed the word compete to participate as you may recall as if our students are not going to go out into the world and have to compete against you know other businesses other employees um i think it's unrealistic so i think this mission statement is inferior to the one that we used to have but you know i'm not feeling so passionately about this that i want to go against all of you and you know not think that this is a you know a reasonable mission statement for now so i intend to vote i all right thank you anyone else all right may i have a motion so moved all right so moved by matt tennis i'll second the motion okay and seconded by eileen and again these were developed with a great deal of input from the community including our students so all those in favor signify by saying aye hi all right thank you so now we move to the board workshop calendar topics liaisons and board member assignments [Music] a number of topics have been suggested 13 of them indeed we don't really have workshops so is the expectation that there will be some that will be grouped together or simply some that will be left out so how we have handled this in the past is that both board and staff members have submitted suggestions for workshops this really is at the discretion of the board what areas would you like to have staff give you a more in-depth look at within the district usually we have two board members assigned to work with staff to ensure that we do provide the information that is relevant to the board and that we are meeting your needs on that so um really the board will need to go down and whittle this down to um four or five workshop topics because we do have standing topics that we discuss at certain times of the year so i'll turn it over to the board the list is in the board packet of the items that were submitted that is not an exclusive list you can still add items to that if there are things that have come up that you feel are important comments i do um i've been on vacation for the last week and a half so i apologize if i should have brought this up before now but i don't see on this first attachment anyway nutrition on here happy to add that nutrition service yeah thank you we did have some um communication madam superintendent about this and we talked about having a meeting about it maybe three weeks ago or so so maybe it's not completely out of left field no it is not anyone else yes eileen um thank you dr kaiser i am probably the one responsible for getting number six on the list and i'd like to explain a little bit about why um over the last number of months in going through and and reading some publications from educational institutions and california school boards association there were some articles about grading philosophy and practices and it's a very um unsettled shall we say issue there's a lot of pros and cons but one of the things i i saw was that there are ways possibly of um taking the um this topic and looking at applying it to different subject areas possibly taking just many in-depth looks it's something that should take a while as in years and and then i also in in reading today or yesterday preparing for the meeting as a board member we are charged with taking a look at looking at cutting edge or or new things to assess whether or not it's something you know we we need to explore and be involved in so what i'm i'm not suggesting we adopt anything it's we are so far away from that that um that's not where i am but it the positives involved in in the changing of grading assessments and stuff especially for higher achieving students um was intriguing and so i i'd like just i'd like to take a look at it and see if there's anything in that um you know in the research and in the stuff that uh that we might want to take a look at in the future i'd like to comment on that if i can i was talking to a teacher a couple of teachers recently about um and i need more information on this and i'm only reminded of it because she brought this up and expanded on it a little bit but is one of our uh primary computer programs that kids track with and that sort of gives them work is it iready gives you difficult assignments or not based on how well you're doing and i'd like to maybe explore the possibility this would be in the vein of uh grading practices of philosophy and practices really i would be concerned about some computer sort of just giving a kid easy work right and boosting their gpa sort of artificially giving them the idea that they're some totally awesome student when in reality they may not be more prepared for college you know they might actually be less prepared because you know this this you know computer didn't challenge them so maybe as a sub point of this we can talk about whether or not that's happening you know yeah i'm gonna make a suggestion here because we have um five topics that we need to whittle this down to and so maybe if there are some that the board members can say they can just take off that there's not an interest in having a board workshop on that topic and then uh help us get to the five that the board does want to hear about could we go the opposite and just rattle off what we're interested in and then i think we'll see us on on this document right yeah so then she could just type in our names and then we can see where we land is there interest in doing it that way so we could possibly just take five minutes here ourselves and rank the maybe the five or six that we all want and then see where we match up and either we could just type it in ourselves if you would rather instead of us all taking time to speak it out loud or you unless you don't want to give us editing access i like okay i'm not hearing that and she just said that um she doesn't have the ability on her end to give us editing access oh okay gotcha oh erica's on zoom well do we have to drop it down to five right now or can we in effect um if each board member was to pick five that they were more interested in and send that collectively right like just send it right now i mean we're deciding this right now so so we do need to get this sooner rather than later because our first board workshop coming up will be september 7th and that's right around the corner yeah so we're going to need to get hopping on this followed by october 5th november is a standing one where we look at our chico unified academic achievement data but if we could get at least narrow down we can okay all right eileen yes um excuse me i i had a question comment the one of the items that we still have to deal with on our agenda is the facilities master plan and the contract for that um consultant was well we did deal with it it was under uh it was under the consent agenda but that contract with that contra uh person is that there to have their recommendation to us by the 31st of december if um if we're going to have involvement with that i i think that that having a late in the year before the plan actually gets finalized would make sense that facilities master plan if you haven't read it and you need a good book to you know to read that process is deep intensive um [Music] and we're we haven't started our phase five yet we're we're only through phase four we can't move forward without two things updating the plan and finding a way to finance it we're we're at the end of what we've already approved and we're at the end of the money so i would like to really put a a big priority around number four so i have a question of clarification from staff um the the consultant that we're contracting with is going to give us recommendations by the end of december and so now would be the time to give input is that what i'm understanding from board member robinson so we are out for proposal right now um looking for architectural firms to help us assist in updating the facility master plan um once that firm is selected then they will assist chico unified in updating our plan and with a target date to be done around christmas time okay and that's when all the feedback would come from staff board administration community during those meetings gotcha what thank you oh jaclyn would that be after the uh the december 31st date i would recommend a board workshop up after the completion of the updated facilities master plan i think that's the best information then to present to the board and to our community at that point that does make sense thank you and erica worked your magic and you do now all have access so if caitlyn if there was a plan or maybe it was tom had a plan for prioritizing so what i'm understanding through the filtered uh air here is that we really have just two open board workshop no i mean between now and december okay just two so the two that we press hard on should be the ones that aren't dependent on the consultant's analysis and november is a data one so that holds us there so i would have argued for the safe schools over review after the student tragedy in texas but i think we're going to need the consultant feedback for that one given the issue of doors and costs etc so [Music] i would like to argue the co-curricular and athletic programs because we are expanding them to the junior highs and because this is something the value-added component i think of that for a lot of parents and i'm assuming that we need to have made some assessment before we get into the sports that occur only in gyms for the winter and the ones that would be taking place on our fields in spring so that would be one analysis the other one is in the gifted and talented and advanced placement programs rcte programs are overlapping with those in a very dramatic way in facilitating those students access and success in college so i don't know how where our time pressure is with that but um we certainly want to keep a strong we want all three programs to be strong um you know so feedback on those ideas anybody yeah eileen um dr kaiser i hear what what you're saying um with the number five um but if we have the workshop before we have a lot of feedback from the success of bringing pv online with with the um expanded program so that cte and these other programs can intermingle which is our real big desire for success for exactly what you and what mr tennis were talking about um i i'd i'd rather see it moved into later in the year so we have do we have let's see we have uh we have an april workshop available so um and and this is in your packet it's the the blank ones there but it's september 7th is an open one october 5th february 1st april 5th and may 3rd so there's five open spots two before winter break and um three after winter break i sort of have this philosophy of the mindset of this could have been an email and i feel like in a similar way some of these topics could be not a full workshop but something that we get an update on um and so um both of those that that dr kaiser just mentioned gate and ap programs i think that we wouldn't necessarily need a full workshop on um co-curricular and athletic programs probably could be expanded on but i think that there may be more higher priorities for where we're at right now given the culture of um and the climate of our school system so that's just my my two cents on those so just to clarify these were all sent out to the board um both in the packet and prior asking for input but it really is this is the board's opportunity to tell us what do you want to do that deep dive into and we will do whatever those topics are we just need you to let us know what those are on that note um thank you i'm sorry i know we have a standing uh appointment to review the casp information i was wondering if maybe we could i think it's really important that we look at assessment accountability systems i know it's not super exciting or new but i think we need to do every year can we roll that into the interpretation of the task data maybe i'm sorry can you repeat number one on this list the assessment and accountability systems into our overview of the casp numbers just so we can get them both that makes perfect sense tim do you have input on that yeah so the casp data will be available generally in past years by the beginning of october however the state dashboard data which includes casp data amongst other other measures that's not released in publicly until the beginning of december so if we were to roll those two topics together i would suggest pushing it back farther in the year that makes sense thank you like february 1st tim which would then free up november 2nd oh november 2nd is currently our review of student achievement data okay so if we want to look at all of that together we would move it back to february 1st that makes sense to me so i think that mr orlando and i have definitely put our input on which topic so far we're most interested in um i don't know i yeah i don't have my chromebook today sorry guys but i did email rociofrench which i don't know if you're controlling that rocio or if you can but um no i want it to be a surprise for you when you see my name come on i only put four down i didn't put uh oh okay so what are you arguing for matt i am arguing for um nutrition services update uh along with dal ms dalby um special education programs and budgets along with dolby orlando grading philosophy and practices i think that sounds like a really interesting conversation i would really like to have it um and be involved in it and then there was one more but it's been struck out i guess i was spacing out during that part of the conversation assessment and accountability systems that one's gonna that would be in february okay for clarification on that because i i think that those were originally thought of as two different things right so assessment and accountability systems is sort of the the what and how and then the the data presentation is the the outcome right so is that is that by interpretation of what assessment accountability systems fed state local is which would include the the um that program i don't know why it's not coming to my brain right now um so but that seems like a lot to fit into one workshop yeah when i i mentioned the dashboard that is our state accountability um which is influenced by federal accountability but it's it's administered by the state i would suggest that that local measures like our local assessment plan would make that uh board workshop extremely long there's a lot to that plan and it's widely varied you mentioned i already but we have a thank you wide number of of systems yeah that was going to be my question earlier was the the topic and then the other the topic that's listed as a potential workshop and then the the actual topic of discussing the data and i thought that that might be too much which is what i was looking at for from you so that would be too much to include all in one well i think as part of that dashboard presentation which again would include the caaspp data we would discuss things like csi comprehensive school improvement and other federal accountability measures along with that because those are directly related to that dashboard data um then tim would this be um would we be able to go to the point where we would be able to to do what um illuminate has done when when rosedale stepped in and took some of the work that one of our rosedale teachers was doing um to use it as a almost an instant feedback kind of thing can you get down to that or is that absolutely we we can i'm just suggesting that to talk about the state and federal accountability along with our local assessment system and plan would would likely i think you would be happier with two workshop topics or or like was mentioned earlier shorter presentations as part of a regular meeting just because that's a that's a heavy duty heavy duty topic yeah but i think we on the grading one that we were talking about earlier that we might be able to weave in some of the assessments and like what um mr tennis was saying about i-ready how is that being used towards assessments and grading and the our local assessments and how that's being standard-based grade and stuff like that we could probably into the grading conversation i don't want us to forget that we have to do the master plan update that is critical and we have schools who have not yet been touched [Music] and so the perception is why did i get left out and how long are you going to leave me out and i think it's a it's a very driving question especially i had a parent whose kid just moved from an elementary to a junior high and when the parent went to pick up their brand new junior high kid from boot camp they go oh my god this looks like you know and yet the elementary school doesn't look like anything like that at all so a lot of a sense of um being left out so we have that yeah so on that note would it make sense for us to put the uh master plan workshop on that february first date that's the first one after the december uh selection further the facility yeah that would be great so we moved the student achievement accountability to february 1st except then tim said we so should that okay keep that on november 2nd and then do facility master plan on february 1st i think if we can identify which ones we want to hear get that down to 5 then it'll be much easier to put them into the spots and it's really if you look up here um where you have indicated each of you have indicated your interest we are starting to see um interest in facility master plan the grading philosophy special education and then there's several that have two so maybe we yeah if we can get agreement on facility master plan grading philosophy and practices dr kaiser yeah special education superintendent staley on the grading philosophy and practices is that one that might work as shorter presentations no it's a huge topic yeah and it depends on where what the board wants to know but it's a huge topic i i have a question um to go back to what was number one assessment and accountability systems when i looked at that and the thing that peaked my interest in it was i understood we had some sort of deficiency in an audit or something like that a title one audit is that not related to this that at all and so what i thought of was no was something having to do with services that we're providing to homeless students or something like that and what obligations we have under the law to you know help them fit in and stuff like that no this is really a look at how our students have done on statewide tests and then as well as our local assessment systems i mean that and we are required to report this to the board each year so it is something that the board should know how our students are achieving um in different areas and it does break it down into the different demographics on the fpm review they wanted to know the distinguish between mr sullivan and our foster homeless on what their jobs were and so we just told them who was in charge of what and then that's when we were able to fix that would title one compliance be anywhere on this list it's all over the list going through our federal program monitoring is not on here i mean that's true compliance we we can share and probably 15 20 minute board agenda presentation where we are not compliant it's pretty minimal so that i don't think needs to be unless the board's really interested in in delving into that but we can address here were the areas where we were found that we needed to do further work to show that we were compliant and tina led that up and got us through all of it and we are all compliant um rocio i guess you can put me down for safe school's overview we were going to put that into the master plan facilities because that sounds good yeah put me down for that both of those combined i don't know if there's an i don't i feel like those are too big to put into one workshop i feel like maybe doing a safe schools overview before we dive deep into the facilities master plan but i don't think facilities master plan can be combined with anything i would agree with that the facility master plan is huge and there's a lot of things that are going to be offshoots of that including discussions about moving forward for dollars for the remaining projects you know future bonds it's a huge topic safe schools definitely will fold into that but then there's what we do both on the physical safety social social emotional safety of school sites in terms of safe schools which is a whole other topic which i do believe you know especially after uvaldi is of interest um and and something that we should share with our community that we do take school safety seriously and our partnerships that we have to ensure that our students stay safe dr kaiser a question on the on the safe schools thing don't we have a group that um that has come together to to um develop our safe schools plan that we coordinate with you know the police department with all of our things there as far as i know we have a rather significant plan we do we collaborate with our partners to develop the plan we do annual practices actually quarterly practices but i don't know that everybody knows how much goes into that and all that we do to ensure the safety of our schools and a lot of the changes that we made came from previous safe schools presentations you know really looking at the request to ensure that we had minimal points of entry on the campuses that we had fencing that we had doors that locked or the door bras that went on um so those are things that we're hearing you know across the nation and certainly across the state and it's it's because of things that have happened recently i do think it's an area of interest and we haven't had the emphasis on it during covid that we had prior to that so from it's i can't actually read this with the coloring and the thing but but from um what's up there what's the this will be an odd way to say it but the least data dependent that we might do first i.e we're not going to have to have a whole bunch of new data to do it as a workshop so and i'm just looking at board member interest here it does look like everybody is interested in the facility master plan update so we can schedule that for february um [Music] four of the five of you have interest in looking at the grading philosophy phil the gritty philosophy and practices homework safe schools three special education three so we're just looking for that what would be that fifth one where there's interest from three or more sped has three safe schools has three so the ones that i see now are 4 6 11 and 12 and they're highlighted on the screen i have 14 has two nutrition services has two on the nutrition services is this the year that we're mandated to do the upgrade of our nutrition services plan i know we're we're mandated to have the committee and do the upgrades is this the year we have to do that i don't know the answer to that where we have to review our nutrition services plan which yeah i know we're mandated to review it and up update it well here come our guys okay well not related to this but just trying to think about about this list and the enormity of i think it's six and starting that conversation might be something we weave into our lcap process because then we get we get student input we get parent input we get staff input so as we start developing that lcap process and having a conversation about grading practices historically our kids in all of our meetings have have commented whether it's been homework or it's been different grading scales within one school or even grading practices within one department so it might be that might be an opportunity to take that large workshop off this list but still start the conversation because again historically it's always been a result of our lcap process i saw parent communication too and thought that that might be you know again that is so fundamental for our lcap process um i'm not sure if there's if parent communication was meant to to be something other than driving our input into the lcap so so just as a reminder what this is about is really kind of different than the lcap this is areas where the board wants to know more about things that are happening within the district our practices our protocols um you know areas of strength areas of concern from the board perspective it's your opportunity to learn more about different programs all right caitlin and also just for clarification and correct me if i'm wrong any of these that don't end up making the cut for for workshops we could also agendize as informational items on a smaller scale as well so if we want to know a little bit more about parent communication can we just get a quick informational update on you know parent communication and interactions you know make it a 15 minute presentation or so yeah regular agenda items we do try to limit to 10 no more than 15 minutes of information coming at you okay tom and i hear what you're saying shepard but i do think that having the grading philosophy and practice uh discussion has its own topic so we could all um the lcap meeting tends to be kind of distributed and not everybody hears what's said at every meeting i'd like to have that discussion uh since you know different schools are looking at right standards based grading or ditching letter grades whatever it is i think it's something we ought to have pulled talk about in public if there's interesting it seems like there is i also i noticed when i sat back down that the assessment and accountability had been struck because it was moved and i just wanted to clarify that if if that casp test meeting is is moved to november from february that we would lose out on that dashboard data and i want to also clarify that i very much think it's a good idea in february so i'm not sure if i was misheard or not but you know i think what's confusing is that there are two different things related to assessments one is the the data presentation which was usually set for november but it's missing the dashboard information so i do think it's important to move it to later and this assessment and accountability systems which was not the same thing as the data presentation correct okay i think i just the cast data is included in the dashboard presentation but yeah folks so tim if i'm hearing you correctly if we want to do both together it will have to be in february yeah exactly or as soon as possible after the data comes out in early december and isn't it true that our students that are applying for college need a better understanding of where they are with this data as well students will receive casp data upon returning to school those students they'll get it in january no they will they we're ready to to notify them right now we're just waiting for school to start we have the individual scores what we're waiting for is the aggregates okay so it sounds like right now we've got two things that want to be in february we've got the facilities master plan we've got the cast data is one of those more time sensitive in terms of doing it in february we can do facilities in april i believe that again with you guys we do facilities in april are we going to have enough time with the money issue of whether we go out for a bond or yes i'm looking at jacqueline uh february's certainly preferred but we can certainly do april but i would recommend that we not push it past april in any way remember this is the double bite problem it wasn't just what we needed to do with what's coming in at us but how we were going to pay for it and that was a critical aspect of the master plan update so my understanding right that we now have a slot for september october and november okay but we shouldn't do facilities in november because we won't the updated master plan won't be completed at that point so we'll have incomplete information to present which would basically be the master plan we have currently that isn't updated it's a very detailed process i guess i'm seeing it kind of backwards like why wouldn't we be part of the updating process why are we waiting until the update is done if we have changes that we want to make to it so the board will certainly be involved in the meetings along the way between when we decide on the architect firm through december but the board workshop is informational not only to the board but to the community to say here is our updated plan and what that looks like and the phasing and how it was completed but the board will certainly be involved in the coming months as far as listening information and feedback to the updates the facility master plan when they do the update it is really them going out and grading against a matrix our schools and then identifying where against a common matrix the needs are and then the board when they have that information by all means at that point can say we want to put a priority here or we want to go beyond what is within this matrix and at you know x y and z sites we need something different but it's just a starting point really for the conversation so that all the schools are looked at similarly so may 3rd was there a topic that because i'm looking at our preschool and transitional kindergarten and this is a brand new mandate for everybody i would think that we need to look at how we did or how we didn't that might also be folded into the facility's master plan because looking two to three years out housing those kiddos is going to be an issue so put put me on number 10 as well please so i'm gonna i'm gonna add a wrinkle here uh i'm looking at our calendar in spring break falls actually on uh the week of the 13th which spring break so we could do an additional workshop one that's not listed here typically in march because of spring break we only do one but if there is a need to really get that facility master plan in front of the board we could add a march first workshop so that would give you six topics so february 1st and march 1st that's the desire of the board that would get the facility master plan here to the board a month earlier yeah i like that a lot we have some agreement or a sense of that that would work i don't have any objection it okay i am a little confused on this is not necessarily a topic why nutrition services update got highlighted when it right now there's only two people up there that had selected it i don't know oh erica i'm just kidding and for clarification um dr kaiser did you want to be added to preschool and transitional kindergarten uh yeah okay we heard from some administrators today that the impact on starting with kids at the earlier grades is so much more powerful and certainly this is going to be a group that we have never potentially had at this level i say potentially because we don't know but that's why we need to look at it and like i said my family alone is doing the kovid litter so you know there will be more babies coming so you want to call it out now what you have kelly is your mic on no thank you number four facility master plan and update number 6 grading philosophies and practices and homework number 10 preschool and transitional kindergarten number 11 safe schools overview and number 12 special education programs and budgets well don't we have assessment and accountability as a that for sure we're doing it's already there and it's um okay it just got moved to february first okay so we can strike co-curricular and athletic programs number two number three educational technology plan number five gate and ap programs number seven money procurement and related budgeting nobody was interested jacqueline sorry jacqueline we'll do um when we go to our csba conference we'll do some finance stuff there promise um only two got mtss um so it looks like we're striking mtss presentation parent communication is struck and i'm actually really surprised that there wasn't more interest in nutrition or wellness that may be that they could be shorter and i do believe those are both um areas that we could do a shorter presentation and on the nutrition services one we can schedule a field trip and have board members that are interested in visiting the facility visit the facility okay i do think that the safe schools presentation should be earlier in the year just especially because the last last big tragedy is still pretty fresh in people's minds and you know the community wants a reassurance that there's a solid plan going on in cusd you think were you saying october yeah october we bring the safe schools plans forward to the board so that would be a great time to do that okay i support that too that sounds like a good a good approach so what's on september the 7th can we put preschool and um would that work september because we're going to know a lot um we've got our innovative contract done we've got some other things in place it would be nice to have a report an overview on exactly where we are with that so we will do preschool transitional kindergarten in september safe schools in october uh november 2nd is our next open slot i'd like to see special ed go earlier in the year okay agreed see what nobody special ed especially special education for november 2nd february 1st is our student achievement data and casp information state and federal as well so so we have two left april fifth and may third where did facilities master plan end up march march so it can either be april 5th or we can add an additional date of march first i think we need to add it yeah i support adding it march 1st same and so where it what's going to be april 5th then we could do the grading philosophy and grading would then be we could do that in may what what's in april yeah what do we have april we don't have anything on april and it looks like so moving moving facilities to march and adding a march date opens up another topic for six april and may or we could opt out of having one april in may or maybe so six workshops i like six workshops plus i mean the logic of having facilities earlier makes a lot of sense so you guys okay with putting the uh grading philosophy and practices in the uh may third may third slot and then we have april open to do with as we please maybe we maybe we would have a push from what's going on with our gate ap and cte programs that could be um we might also i don't know if they could be all combined but the wellness and mts i mean could be you know a unit i would say maybe gate and the mtss can be could be combined i mean mtss is the way we're going to live out our every student every day right correct that means supporting not just the students who need extra intervention but those who need extra challenges as well we definitely could win in the gate and cte programs ap programs into that mtss workshop well that would be if you could do that and we wouldn't be here all night that would be uh i think that would be good yeah the mtss model and special ed actually fit really well together um just because special ed is mtss what if we did mtss and special ed in fall and mtss and um i don't know how you would word it but where we add in the yeah the other additional programs yeah thank you okay yeah we can just weave mtss into multiple multiple items i think we have it let me read through this and okay let me know if i'm on track september 7th preschool transitional kindergarten october 5th safe schools november 2nd mtss special education focus february 1st is our review of student achievement data and casp information march 1st is our facility master plan april 5th is mtss with a focus on gate cte and ap and may 3rd is grading i did i said that what again was that that's november september is tk in preschool oh thank you and i will put this all in the format that we have here and send it out to the board great so what we need to do now is select board liaisons for each of these areas those are the board members that will work with staff to develop the agenda to ensure that we are giving the board and our community the information that they want so that first one would be preschool transitional kindergarten are there two board members that would be interested in working with staff on that board workshop i'd like to do that okay mr tennis i guess i can do that one and dr kaiser okay on safe schools two board members to be interested in working with staff on the safe schools workshop i'd like to do safe schools i'd like to i'd like to also do safe schools what katelyn would also like to do safe schools okay okay miss robinson ms dalby uh the mtss with the special education focus i'd like that please mr lando me as well caitlin miss dolby um review student achievement data and casp information two people to work with tim i'll do that is on there too yeah i can join on that one mrlando and dr kaiser on march 1st is the facility master plan i i would say on that one it probably should be our uh two board members that are on the uh master the facility committee and i'm gonna be completely honest and i'm not sure who that is me and eileen [Laughter] me myself and i yes i would like to do the facilities master plan okay and then our april 5th mtss with the focus this time on gate cte and ap i would love that one as well i'll do that one also and grading i'd like to be okay mr tennis and miss robinson and then two board members that would like to work with staff as we go through the local control accountability plan and budget approval if i'm not being greedy i would like that one as well all right anyone else i'll raise my hand on that one too okay as long as jacqueline promises to slow down walking through the figures i thought we already got that okay i could be wrong yeah um yeah that was kaiser orlando okay my gosh i think i think we are set nice job thank you yeah so this is kind of an odd process to ask for a vote what would we be voting we'd be voting on the board workshops as we just selected along with the board member liaisons to staff all right may i may i have a motion yeah i'll move approval of the board workshops and liaisons as presented here i'll second that motion okay i have a motion by tom and a second by eileen um all those in favor signify by saying aye aye do we want to have did they want to have a say or a debate about this before we go straight to the vote just to make sure any discussion public comment have a discussion about it before we go straight to the vote oh i thought we had been discussing but okay any further comments from the board members no any comments from the audience yeah sorry thank you um so very grateful and happy to see of course that a sped discussion is on there for a specialty workshop something and i don't even know if it's possible but something that i would ask for maybe consideration is to have input from parents just because this year i think it was february when mrs dalby told me or told the audience told us that the workshop would be coming up until i could reach out and to email the people that were sitting on that particular workshop um to like have a discussion with them and of course i jumped on it i reached out to teachers i reached out to parents um did all the things of letting our community know like hey this is coming up this is who you need to email and like let's get the ball rolling let's like make this like a community effort i guess um and i sent my email and then i didn't hear back from anyone and so but i was informed that my email were was forwarded and passed on to people that i didn't email it to um so my thought is either you felt i had really good ideas and thoughts and input or i was being put on a most wanted list like whatever um but i think um i don't want to see what's hurtful but it was just kind of like oh to know like i put in such an effort and like got teachers here too to the meeting um to like let's get this collective input and then for nothing to happen and then like not even like a response of like thanks for your email even if you didn't read my email you know what i mean like just something i think there needs to be more input from parents above the lcap because i mean you guys know that i'm very passionate when it comes to special education and making sure the needs of the diverse student population is being met so if there's a way we can really have some input from parents or kind of validate anything that parents share um just acknowledging anything that you can receive from parents that's it thank you and i i'd just like to jump in to respond to this and mr marshawn can join me as well but um what we did hear from both community and the board at our last meeting is to have some more sustained conversations and so we are planning for our targeted groups to have quarterly meetings parent input meetings where we come together um prior to the lcap so everything isn't all of a sudden just at the lcap that there's more sustained input from families in different groups so i've heard that from the board and the community and that is part of ed services plan so maybe um that quarterly meeting since the special ed ones um we're in mtss workshops in november uh maybe we do our yeah i would maybe do a quarterly meeting in october leading up to that and that maybe gives our liaison some more information to what we need to bring forward towards that workshop does that work yes it's great what about the group the parents that we had where we had you know they had a graduation ceremony but that was a group of parents that got really involved talking about the graduation ceremony at pv um it's a all-star yeah man that was our parent which was um our homeless and foster yeah but that was a model that i thought was uh the parents really made connections with each other and it seemed extremely supportive of each other yeah it has a um we absolutely will continue that there is a curriculum that they follow and it does require some pretty intensive apparent participation um it's it's it's a model that is aimed at that particular parent group not to say that it couldn't be duplicated anyway thank you for your input all right so um any further board comments or all right uh we have a motion and a second um all those in favor signify by saying aye aye aye okay okay the chico unified district governance handbook for 2223 [Music] this is also discussion action um there's a it's a it's relatively long hopefully everybody has gone through it carefully and um so if there are any uh suggested changes or revisions we can do that now this is also one of those items if you would like to have a little more time to look at it and bring back ideas and or changes at another time it's not as time sensitive but what's the wish of the board up to the board i did go through it pretty thoroughly and nothing significant really stood out in the way of something we needed to deal with i think our collective work has produced you know pretty clear guidelines and directions for us the um that's my input i'd be happy to to do it at a later time i think that there's you know some some minor things in here that are in the handbook that we don't necessarily follow anymore because it was it's a remnant from past times for example everyone agrees it's a courtesy to the team to explain for a no vote that's not a philosophy that i necessarily follow that's just like one small example but they're not things that really impact our processes necessarily is there a consensus do we want to try to go through this or do we want to come back to it at a later time i went through it thoroughly and i'm okay with everything that's in there you know i wasn't jumping up and down for joy over over all of it you know i mean for example i mean there's kind of a lot of what i would consider not a touchy-feely language in there about you know being all together on everything all the time and you know kind of not disagreeing and stuff which you know i can kind of wade through some of that and agree that it's good if we have civility and you know camaraderie and in the midst of our discussions and sometimes disagreements so i'm i don't see any real big need to be revised in the governance handbook at this time personally okay when when i went there thank you member tennis when i went through it i was looking for anything that would help guide us through being able to encourage public and community input without um leading that process to believe that that there had to be an adoption of their issue that there was a a process for discovery but dude am i making myself underst i just i felt that too many people that came to board meetings felt we weren't listening there's a difference between listening and changing a procedure or something and and i was concerned that there needed to be a way to validate our listening does that make sense apparently not well on page 12 with protocol it says that it's a time to listen yes but it's not a time to re-engage with the public um so uh are you it specifically takes us away from a town hall concept yeah we're not that made over and over again so i don't know if we need to say that i would think that we could validate somebody's contribution we just did that here without you know making it uh an actual item so i think the question is still before us are we okay with um confirming this or is there a specific aspect that somebody either wants to change or wants to lay await and think about more yeah so on the one hand i am uh pretty much okay with everything that's in here on the other hand if any member has a request to wait and this is not time sensitive i don't see why we couldn't put it off ditto to what tom just said i um admittedly have not taken the time to go through the handbook again um for since the last time we really updated anything and i i would appreciate having some time to go through with a purple pen and because purple's my favorite color and just make some notes just kind of skimming through it and remembering for example just talking to other school board members at csba the nomination process is different in other places so maybe we want to consider changing our our president and vice president nomination process for example so just some things that maybe i had like a little bit more time to think on because i have so much are you making a motion i motion that we tabled the decision to make any updates to our handbook i'll second that motion okay the motion has been to table 4.3.3 for a later date it's been seconded [Music] any further discussion of that do you want to table to a time certain so we know when it would be coming back the september regular meeting is on what date the 21st of september oh 21st is that what you said okay is that enough time yeah okay i'll support the tabling to assign at the september regular meeting all right uh all those in favor of tabling this to september the 21st at our uh regular board meeting please signify by saying aye aye okay okay i'll give you some homework caitlin all right so uh we now move to um the board's self-evaluation and um erica isn't here but i know that she put the scores together so they are updated in your packet can you show it please oh got it faster than i could even ask rocio is or phil oh tyler thank you tyler she can make it a little bigger that would be nice ah okay and it's right behind you as well dr kaiser okay so uh there are three sections one is the board as a as an entity being assessed one is how well the board does its job and the last one is how individual trustees rated themselves so in the context of this so are we just going to if for action accept the rankings or okay so in the past what the board has done is looked if there's any that they felt were either very high and those are things that you're doing well areas that may be low and an area for the board to consider how does the board as a whole want to work together or work toward the jobs differently and you know we've also had times where it has just been this is our reflection of how the board is doing it is a self-evaluation and you adopt it as it is so it's whether or not the board sees any areas that they would like to discuss i think i would find 100 more value in this if there was more input besides ourselves a self-evaluation has some merit but i think that it would have been helpful to know what the perspective is maybe from the cabinet or district leadership or other people that we are impacting directly but i don't know i don't know where that belongs in the conversation of things so this is the model that has come from csba but you know absolutely the board has the ability to make changes to that either this time through or in the future again this is another item that is really just for the board's own information um and it can be used to simulate a discussion it can be used to stimulate a request for more information or you can say okay you know we've looked at it and we're good so what you make of it there were two comments made and i saw them on something earlier and now i don't see them added at the top god i can't read it so i can read those two and they're up on the screen as well comments on section one i believe in service items in service on items five and six would improve board's working effectiveness and then board comments regarding section three this year should improvement in these areas so those were the two additional comments um outside of the numerical rating i think that reference to number five and six are five and six on the board section one and um i know that some of the in-services that csba has offered are on especially six we have not had any opportunity to go through those trainings and things collectively and if there's an opportunity to do that i would definitely support it well i was a little bit startled because it's like a c you know if you're thinking about grades we were just talking about grades and 2.6 is definitely in the low range so it's the only one that low i know that's why i brought it up so i guess another approach would be that if people had suggestions about how that might be improved or maybe that's not an issue i mean it's just something that they note and they're not anticipating you know that it needs a response dr kaiser could i inquire of the superintendent i thought that this was the topic that we tried to have training from csba on two years ago and we were not able to secure it yes at the time csva was not doing any in-person trainings and they were unable at least at that time to do remote trainings as well so we were not successful two years ago in getting csba to do a training um i certainly can reach out again and see if that has changed with the change in times if that is something of interest in the board when we have done board trainings in the past we have picked a saturday yep um and done those or um had the board collectively go to a group at the csba conference in december go to a session different opportunity what's going to be taught at conference um did i haven't seen the conference agenda for this year yet so we don't know i would i've been through the saturday here in chico or actually we we also went away for one kind of locally and i thought they were very productive and i think that's been one of the things that i have felt has been missing um to establish a basis for really strong communication skills among the board members collectively so i i still am supporting a a um an in-service on number six which apparently others seem to rate it in need of attention but i i would not support online i've been through a few of those in the last year and a half and i didn't think they were any more productive than what our kids were having to do at school maybe we could go down at section two and look if there's anything low there that's see those are all really high yeah i mean we think we're perfect actually we could be um i have a problem with that but that's just my own grading philosophy well you had to be one of the people so number eight we were five okay yes i would say as i was reading through this i was thinking wow i think really highly of us no but i do think it would be really valuable for self-reflection to be able to get some input from folks who work directly with us also i don't know if that's a thing that we want to ask for right now or what we what we could do with that information besides maybe drive some mid-year professional development in service or help us select a cohesive thing at the csba conference where we all attend one based on feedback not just from our self-evaluation but from from you know the the regular folks who interact with us would i think would be really helpful as far as board growth and developing that cohesion can we go down look at three that's individuals and again we're perfect wow all right and there's nothing really low there either so really it it appears to be one one aspect on the board itself the collective responsibility so if we were to look for some kind of professional development or csba outreach it seems like it's pretty targeted i am happy to do that and see what they have available i will say and and i'll get that information and bring it back and which dates they would have available to work with this but i do think it's very important if we are having a workshop on collective responsibility that it is something the board collectively wants to engage in into you so we want to think about this we want to i don't know if we want to do another poll but is it something we might be able to add to a soon a soon to be developed agenda maybe or what are you thinking like to i don't know so what i will do is contact csba and see specifically to item six take collective responsibility for the board's performance if they have a trainer that is available to come in person to do a training focused in that area and that's what i'm hearing the board would like me to do and then i can just email that out here's what they have here's what they don't if that is something we want to move forward with we'll bring it back to a board meeting and set that and allocate the dollars to do that as well i'm not sure that i feel that number six is worded in a way that expresses what we think we need i i didn't like some of the anyway do we need to define what we're asking for maybe i can shed some light on this i gave this category a one and if i hadn't done that it wouldn't be as low as it is right now why did i give this a one because you guys know me all right i mean i don't i don't care that you voted one way and i voted another i don't i don't lose sleep at night over that you know it's just the way it is um this is a democratic system we sometimes disagree with each other and i'm gonna vote one way and you're gonna vote another it's nothing to cry over it just happened you know so when i saw that question i was just kind of like i'm not gonna you know take collective responsibility for the behavior of the board you know so i gave it a one for that reason so maybe that is the key stone that can kind of answer some of your questions or maybe you think we need to have a special training session to go over it but i might need to do my laundry on that day that's all i'm saying well i i didn't score it very high either you know and uh somebody must know more than we do about why does it matter why does it matter how well we score on take collective responsibility for the board's performance um to me i'm i'm looking at a in the way of collective responsibility when i feel that everybody's viewpoints and opinions and stuff have been fully vetted expressed and we come to a a conclusion with a vote that we then take collective responsibility for that majority vote it just seems so philosophical you know i mean this is a democracy welcome to education mr tennis this is the field of education it's touchy feely and it's a democratic this is a representative democracy you know i mean i don't know i'm not going to say any more on it no i i appreciate your input board member dennis i um it's the responsibility for the decision that we take collective responsibility for as we move away from having made that decision that is a concern no matter what the issue is that once we've made a decision we collectively take responsibility for implementation evaluation support everything of that decision it's it's rule by the majority and voice to the minority and and i i sometimes feel that we don't do a good job and myself included when it's is um move forward with with implementing the decision in a positive way i think we should move on no offense to you i just don't agree i don't think we should spend resources you know like having a training session to talk about it i i think it that what you're saying frankly just kind of runs contrary to the the founding principles of our country you know the representative democracy and and and i don't think that we should worry about this we have an audience member that wants to contribute so as a community member that has attended many school board meetings and that has seen um people both in the audience and on the school board get worked up about certain topics um i think you do have to take collective responsibility for decisions that are made by the board because yes people probably ran for board positions because they had a certain agenda and they wanted things certain things to happen and change within our school board right we want to get involved we want to make a difference type of thing and that's great but i feel when the board collectively decides things and then you have board members that go and speak against it it causes that rift to grow it causes people in the community to get more worked up than they already are um i feel civility kind of like goes out the window when that happens and it's been really hard for me at some of these meetings um when humidity community members come out of nowhere because where is everybody like if you want to be involved my opinion is like be involved don't be selective about your involvement show up all the time i check to see how many people are watching 10 people are watching but when it's a hot topic because word gets out and people post things the room's jam-packed it should be packed all the time more than two seats should be filled so i think you do as a board member all have to take responsibility for what you decide even if you were the minority when that decision was made to me i think that's the better thing to do instead of causing more division within our district that's already there right like we can't deny that division that's here because it is 2020 brought the ugly out of everybody like we can't deny that you have to take responsibility maybe the people that voted for you to put you in these positions during those open votings without the trustee areas maybe they're mad they have every right to be mad but i think the professional approach would be you know i don't completely disagree but this was unfortunately the decision the board made it's not saying you agree with it but it's still taking responsibility for that decision that was made thank you all right thank you so uh i would suggest that kelly could go and look at what's potential and then we can look at it as a group and just make a decision as a group if we want to make that investment or not i'd like to add to that just this concept i keep coming back to when we're talking about evaluations and self-evaluation being only so valuable to our our process i just think that it would be good to maybe get input from csba about what what is the purpose of doing an evaluation of the board if we're not going to do anything productive with it and if that's something that we want to do is do something productive with our evaluation which is part of the rubric right to continuously evaluate our performance what are we going to do with that information i think is is really key in in that process and self-evaluation is only going to give us a part of the data that we really need to make a decision what we want to do with with our performance evaluation so obviously as already mentioned your performance evaluation comes in the form of a vote your real i mean if if the community is happy with the job that you're doing they vote for you um so that is your ultimate accountability what this has been used for in the past is for the board to recognize i can think of we were having an issue with you know different people talking to the media and different messages being delivered and the board said you know we don't want to be sending out different messages so work to develop within the board handbook a protocol here's how we deal with the media so um putting into place when issues came up that the board identified these were areas that were struggling with as a board we're not strong in this area what can we as a board do to self-monitor because there's really nothing that can be done to make any of you do anything i mean that the community holds that power but this is if there is that collective will wow we want to do things differently that's what this allows for hopefully that made sense on a personal note i would just say that on the news last night was a very dramatic example of a board that wanted to sanction a member for their verbal behavior and i would hope we would never come to that kind of display of it the board turning on itself and that's really what it was pretty dramatic too all over tv and close to us in terms of location so yeah did you want to put your suggestion in the form of a motion that you have the superintendent see what's out there and then bring it back to us to see if we agree to produce i can't make the motion but just again well okay well i would like to then move that the superintendent do an assessment of what's available and then bring it back to us to see if the board is interested in following up with those i'll directions that motion any further comments on that all right looks like there's some comments brewing um i think my only question of clarification is will uh the superintendent be able to come back with a few options to see if there is something that interests us in terms of of growth as a cohesive board that we may want to all vote to participate in um and then we can have that discussion yeah not just this number six thing no yeah okay okay thank you all right any other i'd like to comment and thank the um audience participant for her suggestions and input into this subject area thank you i appreciate you speaking up all right so we have a motion by me and a second by eileen on getting more information about what kind of professional development that there might be available to us to bring back to the board for consideration so um can i have a maybe we need to do this as a yeah a roll call vote thank you all right so province and i when do i kaiser i don't be a tennis name all right four to one okay so it passes and now we move to public employment for the assistant superintendent for business services and this is for jacqueline and the key modification uh in this contract is the striking of the siphon for the master's degree all right and um there wasn't any change in the date correct there was so from the um from her original contract this is the amendment to the original contract and it extends the date through june 30th 2025.

um i would say that there is much about this development that looks great um i am speaking now because i am an active member of the church that we saw on the map journey at 1900 manchester and the construction period of the development um as far as we can tell is going to play some vulnerabilities on journey of faith i'm not the most versed in speaking to those but as far as i understand the construction process um it it appears to have you know sort of a bare minimum consideration in mind for a journey of faith so i am concerned about that as a lot of also vulnerable members of the community access assistance at this church so i just wanted to mention that and i also wanted to say that um the previous speaker i've seen him pick up grounds near the trees volunteer his time i've learned about the trees in this area uh through my neighbors such as him so i appreciate any mitigation and if there's more mitigation that we can do that that is something that's really valuable to the community here thank you anybody else mr qualski there are no other hands raised okay we will move on then to i will read the motion and then we will have discussion so the motion reads the anniversary planning commission hereby recommends the city planning commission approve the university insight plan and development agreement 2424 east stadium boulevard subject to combining the parcels and washington water resource commissioner approval moved by commissioner mills seconded by commissioner sovay alrighty we are in discussion anybody like to start us off commissioner weich i'll start with the trees uh because i had questions about them myself so on the site plan um i think i'll start with staff and i don't know if the developer needs to respond i count either 9 or 10 landmark trees but you measure it by inches and on the site plan it looks like it's 90.

that was obviously unexpected so that's good and it helps our education problem the other one i want to talk about is operations i want to talk a little bit uh on a few things with operations just because we're going to talk about operational uh budget as part of our 2023 budget process so it's laid out here our big revenue times come in june and december that's when we get our tax draws and i just wanted to show an example like if you go to the next slide like if you look at last year's okay and you go all the way over to the right uh stop right there down at the bottom it shows that last year for calendar year 2021 we spent 5.1 million dollars in our operational fund that covers things like salaries and benefits for those that are paid out of the operational fund it covers things like insurance premiums um your maintenance and repair costs building costs any type of operational cost that you can think of transportation all that stuff comes out of out of that okay so 5.1 million dollars last year and if you look then just below that a couple down just below that in a revenue standpoint we look at our property tax draw our property tracks draw was four million dollars out of our operational fund so that levy that is said generated four million dollars so obviously you can see our tax draw does not cover what all of our expenses are in that operational fund budget hence the reason why you are allowed to transfer money over from the education fund to the operational fund to help cover that offset and so we do that you're allowed to do up to 15 we historically have been about 12 or so when you're not spending a lot of money on the operational side you have the real potential there not to transfer as much educational dollars over which then improves your educational fund balances so we're covering some of our operational costs through that educational fund this is part of the thinking when we talk about this upcoming referendum and strategic plan was to find ways to better streamline what our operational expenses are so that we can manage that a little bit better in what our tax base is okay and so um that's one area that we feel like obviously part of the strategic plan would help with that so i just wanted to highlight that out there because people think well you have operational money you should be able to afford to do everything out of your operations and we just can't do that when you talk about major projects larger renovations the only avenue that school districts have to do that is to borrow money you can say we can try to save money but that would take a long period of time to do and by the time you get there that expense has probably increased and so the only revenue source that schools really have when it comes to doing major projects is through the borrowing process and so we've done that in the past we've done a good job of paying back our debts hence the reason why we're going to be debt-free in 2023 but i think i mentioned this before not having debt is not always a good thing either because then it then you run into issues deferring things down the road that you can't take care of because you don't have the money to take care of that time so anyway i just wanted to talk a little bit about that since we're going to talk a little bit more specific about operational costs but our operational fund does look good and we have been able to help support some of that the educational fund dollars but again those educational fund dollars could also be used in other areas as well when we talk about improving instructional plans and calories and wages for instructional staff those types of that's all i had with the financial summary i guess that leads us then into our operational fund budget so this is the form one budget for operational we kind of looked at debt service and rainy day i drew up a comparison there for you so i have what we uh adopted in 2021 uh actually that should be adopted in 2022 and advertised in 2023 so i apologize for the wrong year date in there but it's the same thing so what we adopted last year's on the right and what we are advertising for this year is on the left and i just made a few notes off to the side as far as some of the major changes that you might see that's on there we added that tech data technology person so you see the slight increase in there when we talk about transfers we mentioned last time one of our goals is to build up our rainy day fund to uh 10 of what our educational operational fund balances are so we typically have been doing about 300 000 a year if we're able to do that we don't put it in the budget it comes in a different transfer line we're building out our budget so i don't show it there that's why i kind of showed it off to the side and then if you go all the way down to the the last page you can see that there's not much difference between what we're going to advertise 8 million 952 250 to what our actual budget was for last year which was point nine eight million nine hundred seventeen thousand twenty four dollars so didn't have to really increase the budget very much which i think is a good thing especially as we're facing some of these challenges with inflation and some of the higher prices of things we feel pretty good that we can maintain and operate off of that budget along with that as part of the process to help determine how that how we come up with some of those budget figures are um what we call a capital projects plan and a bus replacement these are in indiana code that we have to advertise what a capital projects plan looks like it has to be a three year plan and we have to identify any asset or project that would be over ten thousand okay so we have to estimate what we think those projects might look like over a three year period uh and identify those that are over ten thousand dollars and so some of these represent things like repairs renovations replacements of things equipment that type of stuff uh and so it's broken down by building so if you go through each of these uh building plans it breaks it down by its site and what's estimated for 2023 what's estimated for 2024 what's estimated for 2025.

so the speaker's comment around the 44 inch tree are there any responses to that that we can share about the mitigation of that tree i'm not sure exactly which tree specifically the speaker is talking about is it the one on the south side of the building between the parking lot i believe that's what he was 576. okay the the whole tree thing was something that we went through with each individual tree and we worked with city staff to determine which those trees were what diameter they are and which landmark trees would need to come down so the specifics of each tree have been reviewed i'm not sure if if the speaker realizes he might but but i just want to point out that our building is set 20 feet back from our property line and um that pretty much puts it close to where the existing university inn is but then in front of that which isn't our property it varies from 20 to almost about 20 28 29 feet of another strip of land and and i'm sure the speaker has had a chance to look at all those but many of those trees are not on our property and they're not going to be touched so the mitigation that we've proposed is to replace the trees that we needed to remove to make the development work some of that access on that side unfortunately is for the fire department to have access and to give them enough of a sidewalk to be able to run around and walk around the building other opportunities that we looked at to try to mitigate that involved actually having the fire department have a road around the building which then caused even more damage to the trees that we were going to propose so i just want to point that out and i would really quickly want to just address the other speaker's questions we would absolutely be working with the church to make sure whatever we do had no impact on their parking whether that was during the weekdays or especially obviously on the weekends so that would just be a standard part of doing a project in ann arbor so i can assure her that that will be something that we'll have a great deal of discussion with them about and we can absolutely mitigate any concerns that they would have it's never perfect it's construction but i'm sure that we can work it out so that it wouldn't be an issue all right thank you to the last point around the church mr chang is it possible for the developer to note that in the development agreement if the developer is agreeable to try to figure out some kind of mitigation because it's an older congregation it's probably one of our oldest congregations because they used to be on campus and then that building burned and then they moved to this site and so i know they service uh a largely elderly community and uh they also have a food bank uh that's there uh during the week yeah let's start let's start with uh thanks yeah there is an uh a somewhat updated draft development agreement that the petitioner just sent today i did have a brief discussion with our attorney's office so there's going to be some give and take obviously when we're discussing the the draft development agreement and this is something i'm sure that we're going to have to discuss so i'm sure we're going to have a meeting uh in the near future okay go ahead um thank you um i i just want to point out that we've been in conversations with uh the church the journey of faith and pastor alex since we acquired the property nearly two almost two and a half years ago we met with members of the church initially to discuss the proposed project and kept them apprised of the progress throughout they did i believe some members attend the public uh meeting and some of the neighborhood meetings that we had as well so um i think they are i can't speak for the church obviously but i think they're well informed of our intentions and we've showed you know good faith in trying to cooperate with them as good neighbors i'm not sure uh which you'd specifically would be looking for in terms of you know cooperation but we certainly you know intend to be good neighbors and continue to work with them as much as we can sure and if you all are um still negotiating the development agreement and you are agreeable to have some kind of provision this is something that we've talked about with other developers and local businesses or entities around the development so mitigating the construction debris the noise like when things are going to happen how it might disrupt the service where people are parking those types of things are the uh some of the concerns yeah around that so if if you feel like you've had a good set of conversations and staff feel like that is working well uh my questions and concerns have been addressed yeah well well thank you i mean we certainly will want to try to mitigate it i'm not sure you know uh you know if what they'd be looking for you know you know we certainly can't provide additional parking or anything like that i mean they're whether or not they're parking on our site during their services i can't speak to a general basis but as it relates to noise and debris and that kind of stuff we certainly will do do our best thank you anybody else commissioner mills digging in a little bit to the site plan and just better understanding the trees i'm curious of the landmark trees that are coming down how many of them are associated with fire lanes and in particular just driving by the site there's a couple big trees in the front is did i am i correct in understanding and reading the site plan that those are remaining that won't be affected by that odd fire lane to the northwest correct yes those won't be okay because there's like two that appear like right run right on the property line and one that's a little bit east okay great the other ones though uh that are being removed tend to be on the south side and that's where you're saying that's a that sidewalk is requested for fire access yeah it's the sidewalk for fire access and the fact that we're putting an underground parking structure there that's going to really impact the root zone okay a few trees that are there the ones right along that south side great other than that and help so may this is the question for staff um that entrance or that that second curb cut onto stadium that appears to be like is it only for the fire lane is that the intention there and yes correct go ahead mr ching yes and discussions with the petitioner and the fire marshal it is really for emergency vehicles only and i believe it's going to be curved also so it will prevent others from accidentally you know entering the site is it done and i mean it is will it all be paved i can't quite i guess i should have looked at that on the site plan before or is there options to make that not impervious given how rarely it ought to be used you know up top my head i don't i don't recall if it's paved or it's got some type of pervious pavers on there but again it's going to have to hold you know fire apparatus so whatever the type of surface it is it'll it'll obviously be able to hold you know emergency equipment yeah i would just add it is at the fire marshal's request it is paved we've made it as minimal as possible and we're basically trying to do a mountable curb so the truck can get up it but i don't think anybody else would want to go in there we have no intention to ever use it we'd put a gate up but nobody wants us to put a gate up so we're just trying to downplay it the best we can that's simply for the fire truck to pull into hook its hose up to and then meet the distances it needs to run around the building is it really about your building or is it about the one that's adjacent well it's it's all about a little bit the reason why those buildings have an impact is in in a scenario where we knew what was going to happen with all of that property in the future you we tried to see if we could get an easement to go across we couldn't agree on that because i don't think for the long term they have any idea what would happen with that property so we're self-containing this and to some extent if somebody were to build another project next door it would benefit them as well got it and so that so the location there is really to get at something presumably on this midway down the eastern that would be the western property line yeah it gets you down the west in a partially across the back south almost to the corner just a little bit and then if you go off of manchester that's actually the access drive to the parking but we need to have that for the fire truck as well and so that's the other point that the firemen can want run back and forth on the back of the building got it and coming in the main curb is that just that there's not space to turn around no there's enough on the inside on the main curve when you can drive around they can get in there the fire truck can turn around and it can fight the fire that it needs to do within that side yeah and actually it can actually get to the portions it needs to reach on the west side it's just really this southwest corner that's not accessed got it well good job downplaying it the slight plane it really stands out in the sight plan and um thanks for accommodating that uh it was much larger so we've really tried to get it to the bare minimum yeah um yeah uh we don't have control over the kind of there's lots of interplaying things going on here presumably uh i didn't pick up on this trash's oh there it is uh being accessed like the because that's the other thing that often drives design um that pickup will be in the kind of interior portion of the building correct okay yes so we don't have to worry about it driving through the building and some of the other things we've had to do we actually have enough space for the trash truck to turn around and pick up and those are stored within the building behind a door but then that door is open when the trash truck comes and picks it up great um i i just want to give compliments on the ability to work with this odd shape and working around an existing building um i also want to acknowledge and we didn't hear those voices tonight but we had tons of emails from folks complimenting that this will be electrified and is it true that there is no natural gas hookup here not even backup no that so the the idea that we are not infrastruc connecting know connecting additional infrastructure is really fantastic um you know uh i and so i really want to commend the team for thinking about that making that possible and saving yourself some money and not connecting to the gas um from the get-go so um i appreciate limiting the surface imperviousness you know i think you're right we we regularly talk about limiting parking i um but that it's under the building i think is is a real benefit that it's not a gigantic surface parking lot i mean this is a quarter that's that's well served um you know our mo our most frequent buses run down up washed or not and that's just beyond that you know your main entrance consider your front door entrance and so um i i i really appreciate this building um and the and uh and again just fitting into an uh in a unique space so thank you thank you commissioner hammerschmidt and pretty much exactly what he said at the end there i was um very pleased to see the amount of emails that we got um from people really excited about this particular project the electrification and how that's helping meet the goals that we have in the city um i'm going to ask if you are including gas for a generator so i'm glad to hear that you're not are you removing gas lines are there existing gas lines on the property i would assume there are so yes but that's awesome um i guess my only real question on that note is um have you had conversations with gte like time is doing this is adding more to the grid um we we've had those preliminary conversations and and dte is on a project like this is generally willing obviously to add it to whatever they need to do and to bring the infrastructure into you know cover what we need for this building so that isn't an issue trying to communicate with them that is an issue but that's that's a separate matter i'm very excited about this project i want to thank you guys um usually it's not something to ask and beg developers to consider not putting in gas so just having this come to us and this is just your goals with this project it's really been about this so thank you i'm looking forward to seeing this thank you commissioner abrams hi um excuse me maybe just picking up on the conversation around electrification and uh energy efficiency i wonder i had kind of two questions so i guess one is um about the selection of the vtac system and whether or not that's the most efficient system that you could could spec there and i mean that's outside the scope of our purview but maybe i just wanted to raise it as a question and then also just assuming that there are other things that will make the building efficient like insulation and an efficient envelope which will make that elec electric system even more efficient so i think that those would be great um two questions i guess one is i wanted to just maybe spend a little bit of time discussing the concerns um raised by this by the speaker about the building height and i think i see like a substantial elevation difference from north to south on the site so when you say it's a four-story building with a maximum height of 55 feet maybe just for everybody's benefit we could articulate where the benchmark where zero is okay um and then what is additional on the south side of the building we don't have a section so it's hard to see the relationship of the building to the ground at the south side of the site well josh if you wouldn't mind pulling up the height diagram i think that's the best place to start and it specifically it specifically shows i think go back one more to the height diet one more than that perfect this specifically shows the actual grading on the site so you can see the benchmark for the overall grading around the building creates an average height of 869.

and then what's used for 2023 is what's used as we filled out our budget uh for 2023. that is reflected in the chart that we looked at earlier in the operational fund then the next is the bus replacement plan bus replacement plan goes out for five years the average life cycle of a bus is 12 years uh and it could go longer depending on inspections and those types of things but as far as advertisement of estimated bus replacement that we go out for five years and we kind of show what those anticipated buses are that we may be losing down the road and that we may want to consider replacing typically we've replaced one to two buses every year just to try to stay up with things so that we're not having to purchase eight buses in one year we feel like if we balance it out a little bit then we don't run into those bigger issues down the road where we're replacing a lot of buses at one time so we try to manage that as best as we can there we ordered some buses for last year that we expected to have in 2022 we are not getting those buses in 2022 we're getting under 2023.

okay any questions or discussions on this all right so we can have a voice vote on this um you need a motion oh that's right i do i'll move approval okay caitlyn all right and tom so look for the discussion no audience all right all those info favored by a voice vote hi hi okay passes unanimously okay the board of education video retention policy um the prior bylaw stated 93-24 that the district may tape film stream or broadcast any open board meeting we already had our audience member check the viewers tonight and host the meetings on a designated board youtube page it says that any district recording may be erased or destroyed 30 days after the meeting and the suggestion here is due to the increased number and length of board meeting recordings chico unified would like to adopt a board meeting video retention policy which would coincide with our current electronic communication retention policy of 14 months thank you that's a very nice synopsis of that this uh is a first reading so we do not have to adopt it at this time that's at the will of the board we can bring it back for a second reading so um question so we're talking about this meeting here correct we're going to eliminate video recordings of this meeting no what this would do is all of our electronic communication currently email for example is deleted after 14 months this would allow us we don't currently have a policy for how long we keep the board meeting videos so this would allow us to after 14 months to no longer retain those but right now they could after a month yeah they could delete them after yeah after a month the government code says they can be erased or destroyed after 30 days and is there so then after that there would only be the minutes as a record correct we are required to keep the minutes forever i don't like that idea i think they should be around forever okay other i okay discussion my understanding is that one of the things that spurred this was an issue around our storage capacity for video am i correct about that there was a concern around the storage capacity of what we actually can control if it is on youtube i mean that could be around forever but whether or not we retain it within our own files that does become a storage concern but the likelihood of i mean it just all depends on if youtube policies change or not currently they're not deleting them but we really don't have control over that i'm going to ask erica um this was something that she felt needed to come forward to the board and i'm going to ask her if she has any comments um either for or against so erica are you able to hear us there she is oh there she is uh good evening board i do apologize that i'm not there in person um the thought behind this was that uh originally when this board policy and was updated it was several years ago and at that time we did not record every single meeting we started recording meetings during the course of the pandemic in an opportunity to provide greater transparency as you can imagine three hours of video twice a month sometimes more sometimes less does become very large um so the law states that our retention record they can be kept and removed after 30 days but as you know we like to have policies in place where consistency is key and 30 days does not give a lot of time for people to go back and look at videos so in an effort to keep the most up-to-date information and once again make it easily available to the public without causing confusion the idea is to have it fit with more of our electronic retention policies erica do you do we have the capacity to store this much information for that long so traditionally um in the past five years ago we kept audio files and we did delete the audio recordings after um the 30 days they were just used for board meeting records and if the public requested them so that was our past practice and policy prior to covid in terms of youtube and what's going to happen in the future that i do not know that's always um up to the independent software providers this is more just policy and procedure for what is an acceptable duration for keeping them so that the public is able to go back and view the meeting if they did miss it okay again this is not something that the board has to make a decision on tonight and typically does not typically would come back for a second and final reading but if you have questions for erica she's here okay thank you erica i really appreciate it erica we hope you're feeling better thank you so what's the will of the board would you like to simmer on it and come back to it later it's a first reading dr kaiser this is the first reading yes yes so we don't do anything it does come back for a second reading i think that's the process yeah it got identified as discussion action though so i'm just clarifying yeah the board always has the ability if they want to do it in one reading and we have another one here that we do have to do in one reading but typically we would do two readings you were correct miss robinson bring it back okay and let's hope erica can be with us in person okay so um we have an updated uh board policy uh 6158 on independent study and my stun my understanding is that this is to ensure legal compliance so this one we do need to deal with tonight that is correct when assembly bill 181 got there was a trailer bill that this that was finally passed at the end of july i believe it was on july 26th said that this new independent study language had to be put into the board palsy and improve before the start of school so they didn't give us much of a window and i'm very happy that we actually had this board meeting in place to get it done before school started because our other board when he would have done it so there's really you'll see the changes in red that we had to add there was a special education one adding revision to the requirement that participation of the students with disabilities articulated in the student's iep so basically it has to be in the iep if they're going to independent study it has to be approved in the iep that they were moved independent study that one had to be put in tiered re-engagement modified the thresholds that the trigger when a student's enrolled in a traditional independent study program is subject to tiered re-engagement strategies and that's edco exemptions to long-term traditional independent study requirements before there was students were exempt it says here that the list of students exempt from live interaction synchronous instruction tiered and a transition plan so yeah if they were in a clinical treatment so um that that's one of the changes and then the written agreement requirements um was another one there was a change to match edco so all four of those were in red uh that you can see on that board policy we've had rhonda odlum go through these because she's the one who was following the bill for us we were able to get her in lake almond or on her vacation to go down to the recreation center so she could get wi-fi to make these changes for us to make sure that we were meeting the needs for the sport policy and uh and it looks like everything that she's done is what we when we looked at the trailer bill meets on the recommendation yeah we will come back most likely in september from csba said they're not going to have the changes from csba until september which not want to match the day where we need to get improved but we might be bringing this back forward again in september after they come forward for the changes but these changes that we put in red will meet the needs before school starts okay uh eileen um dr kaiser i move that we approve this policy at the first reading in order to comply with the before school starts mandate from the bill seconded okay so moved by eileen and seconded by tom uh i did ask uh what are the number of students in independent study to have a sense of the volume of what we're dealing with and um right now we have 460 um students enrolled in independent study that's between oak bridges elementary and secondary programs also includes oakdale which is an independent study program on the fairview campus that includes the two academies of ikea academy online academy the panther academies plus they both schools have independent packet independent study programs also so that includes all those so between all those programs we have right now 460 it fluctuates but right now that's what we're starting the school year with yes mr tennis so what are the big changes that are going to occur because i did have a student who was a child who who was in oak bridge what are the big distinctions with this change we're making here in the experience of our students who are doing this really we don't see any real big changes coming forward other than um one making sure that the special education students have it into their iep they wanted to put that into the head code the other one was before we had to do so much live interaction time when it was with through the covid when we went all online on their they're they're removing a lot of that restrictions so if a student just needs to meet once a week versus they had to do so many times online with their teacher um back and forth that that restriction is being minimized back to more the independent study um traditional model where it could be uh once a week once a month interactive on that type of thing and it comes down to how the student is actually doing in the program before they just mandated the interaction um the synchronous interaction timing so how often under the new this new regulation will um the the oakbridge teacher for example be meeting have to meet with a student that didn't change but so i believe it and i'm i'm i believe that it's once a week two and a half hours um that's the time we're at it could also be um facetime so they don't have to come in or through google meets or through a zoom uh before it was just strictly you got to come in um that was before the pandemic really pushed all the different platforms so you can um meet online but it's two and a half hours once a week and that didn't change here okay the other aspect is it's very clear that there needs to be a written contract the other contract and uh and that has to be followed yeah that didn't change that it's very important that's the one the auditor constantly and the jaclyn and sharif's are coming to making sure that we have those contracts in place and what the verbage on those contracts are correct so again this is a legally mandated changes um we have a motion and a second any comment from the audience okay any further discussion by board all right can we have a vote then a voice vote all those in favor okay passes thank you and i'm sure if we do have changes that come from csba we'll we'll know about it pretty quick okay so uh the next are the board policies new board policies on civility and yes this was first brought forward at the june 29th board meeting so it is a second reading so we're ready for adoption unless there are recommended changes by the board my question was that this is a fairly long statement about civility the last paragraph that really focuses on students or staff and so i wasn't 100 clear of what we would expect to make as a public statement before board meeting and again i'm being triggered by the news coverage last night or um if it was something we were going to post what was what's the expectation so the first expectation is the board does have a policy that now would define civility and the board expectations of behavior at board meetings i think there's different sentences in here that the board could use to start the meeting to remind the public that you know these are meetings of the public and we want to model civility for our students and our community i think you could take the third paragraph and the fourth paragraph and work those together into a statement that could be read at the beginning of board meetings or we could add it onto our agenda as a expectation of civility at board meetings and to answer your question about the last paragraph we have no ability to take action against a member of the public but we do have the ability to have accountability with our students and our staff so students or staff that behave in a discriminating harassing or intimidating manner that we will follow up with you know members of the community unless they are in violation of the law we don't have the ability yes i have a similar issue with that last paragraph only because um those are all covered already by existing board policies so it seems just kind of like rhetorical flourish which i'm not sure belongs in a board policy to add on to that it does identify in any other way unlawful so i mean that would identify that it is something that is enforceable by law enforcement if it is unlawful so is that our recommendation to remove that well that's why i'm getting ready to ask because two people pointed it out but what what are you suggesting well are you ready for a motion so moved okay so you're moving the policy right as is yes okay and then uh is there a second i'll second okay second it by eileen all right so now uh if someone yes i'm sorry may i uh introduce an amendment yeah i was just going gonna say sorry i didn't mean to jump the gun um i would like to mend the motion by striking the last paragraph okay so there's a move to amend by striking the last paragraph um is there a second to that i am curious about amending your amendment a friendly amendment if you will it's actually not really a friendly amendment because it's the opposite of what you're asking for which would be to um keep the paragraph and add members of the community so for whatever reason i'm it's not a clear i'm not getting clear sounds that's because i'm not understanding the part of the process that we're at right now um if you want to make another amendment it would be the second one and then change it or you just let it die for lack of a second and then introduce a new amendment i guess i'm involved in this conversation because i made the motion are you asking me to amend it just remove that paragraph sure yeah i saw a second it yeah okay so you're saying that's friendly to your sure okay all right there are some areas of broad consensus in our society apparently this is one of them and as the second year i concur okay so we have an amended motion to pass this civility uh a board action striking the last paragraph okay so here's my discussion point since we have a second on the motion um i don't like the idea of taking out the words discriminatory harassing intimidating sexual harassment bullying hate violence from disability clause or our civility policy like i feel like it's appropriate to maintain that verbage in a policy that's talking about civility to distinctly identify those as being things that are uncivil let alone unlawful i do agree with having an issue with it just identifying students and staff because we would expect everybody to follow the law and not to do those things so i i would also be open to input from staff my concern on that is as a public entity you know clearly we have actions that we can take with staff we have actions that we can take with students if they are engaging in discriminatory harassing or intimidating within our own organization if it is members of the public that will be reliant upon a complaint being filed with law enforcement law enforcement following up on that so it really comes out of our system but i do see your point because it would have to be made by an individual correct so if somebody stood up there and made a public comment that was a sexually harassing comment to one of us you would have to file that completely we would have to call that complaint wouldn't be able to address it during the board meeting correct okay so i'm waiting um for further clarification we we do have an amendment to strike that last paragraph which is the only part that is directed just to students or staff call for the question are we calling for the entire question or just what's on what's on the floor is the removal of that paragraph i think you would do the amendment first vote on the amendment first and then right that's okay not because it was accepted as a friendly amendment yeah right you're correct yes yep all right call the question all right so the question is on passing the civility [Music] section which is 1313 without the last paragraph included and i think with the discussion we should have a voice vote robbins and i when do i guy's your eye this is a really like unsatisfied eye like it's stupid [Laughter] being ironic tennis eye genocide and was yours i too yeah i'm not going to not vote for the civility clause but i was i was still wanting to maybe add an amendment but i'm i'm over it now we're passing it whatever all right okay so that's five yes yes dr kaiser there was a discussion about how we wish to um engage with this policy with the public and i would support that the board president and the superintendent draft something to be um read at the beginning of the meeting not just cold and the printing of the stuff i i think it's important that we verbalize what our expectation is i don't think that needs to be in the form of emotion it's just a recommendation recommendation consensus for unless somebody doesn't want to do it kelly are you uh up for that all right do we have to be civil when we have the discussion all right okay so is there a board member who wants to agendize an item okay mr tennis so um i can't believe i've never brought this up before and somebody tell me if i have but it jarred my memory when we were talking about the safe school sites as one of the possible topics doorbells have we had this conversation about the possibility of doing it's really frustrating as a parent for me when you go to school to go to the office take care of business pick up a kid whatever and and if you left your cell phone in the car i suppose there's probably some people who don't have cell phones maybe who don't know the number you know of the school for whatever reason you can't communicate in the middle of the day with the office you know unless you start jumping up and down and yelling and screaming i mean 15.99 i think at home depot probably you can get like a little remote control doorbell is i mean i don't want something that's hugely obnoxious i wouldn't want it to be a huge impediment or distraction for staff but you know i mean once upon a time people could walk into their kids school and and you know get what they needed and i think that we need to have that i've been locked out at parkview without my cell phone and could not raise anybody in the office to let them know i was waiting at the gate i get it it's a real thing so we actually have two elementary schools that are in that situation so parkview and emma wilson and we actually just approved funds for those two schools to get basically an electronic buzz in so that the office doesn't have to physically get up and have someone come to the door i.e at parkview for example and open up the gate but the office can be contacted and via a visual camera and then the office can then buzz the individual in so just so we're clear that requires somebody having a visual on the front gate at all times to know if somebody's standing there the parent let's say the parent okay they buzz a camera comes on the office goes oh that's mr tennis and we're gonna buzz him in and then the gate will open wait a minute i want him locked out and if it's somebody that's not identifiable would staff then actually go out there to speak to the person without just buzzing them in yeah that's important they should be trained not to let somebody in who they don't recognize yeah yeah i got led in by a student at parkview it was i it was um just you know kids going to the bathroom sometimes they're like oh an adult that looks important so i had my badge well they were following their gut their instincts told them that you were important than you were so know that i'm a safe person so um is this going to be an agenda item or informational how are we going to it has already jacqueline foresaw this question and was on it and that's actually it has been a request that have been coming from the schools so that issue is it only those two schools because i mean at marsh the front desks are set back pretty far and um it is challenging to get attention even there for for example once you're in the inside the campus the the issue with parkview and emma wilson is you're still outside of the campus so yes at marsh you're able to go straight to the office you can there's no gate that door is that door stays open the office door stays open that's open to the sidewalk okay correct it's just been when i guess when i've been locked out before so what about chico high isn't it the same situation at chico high the gates and yeah they leave one gate unlocked now how does that job with our safe schools plan well it's is it ideal no but at the high school you have so much coming and going and it is right there and they have somebody in that front office so you know i suppose as we look forward and move forward in our safe school planning and have additional safe school dollars you know that would be another one if we could have a way to buzz in there i would certainly want to have more conversations with the office staff at chico high because there is a lot of coming and going oh yeah it definitely sounds like an appropriate topic for the safe schools right presentation chico jr just is i seem to recall that there's a door open at chico junior pretty much all the time yeah you can walk straight up to the building off of memorial that memorial across from morning thunder kind of diagnosed morning thunder so you're able to walk up straight to the door and that door is open okay so there's no gate blocking between walking up to the school site and the actual front door of the office thank you can i suggest that this item get re-identified as additional approaches to safe school what entrances or so this would be excellent to talk about when we do our safe schools discussion yeah okay great well mr tennis you contributed okay all right anything else okay with that uh we are closed and we will go to closed session and we do believe it'll be a brief closed session so and again i want to thank the audience for showing up both of you that's a pluses hey
