classification study transportation family job descriptions the boat was 5-0 in favor okay okay okay thanks dennis okay uh item four adoption of the agenda the board may approve the agenda as is or add or pull items from the consent agenda for discussion or action uh do we have a motion to approve so moved second maria all in favor all right any opposed hearing then that'll be the order uh discussion items apple valley unified school district budget adjustments uh matt thank you mr raleigh uh the board uh would look at the you have the copy of the presentation in front of you it will also be up on the screen for those in the audience um education code requires that not later than 45 days after the governor signs the state budget act that we make public the proposed adjustments to our budget that deadline this year is august 11th so of course we are meeting that deadline by having this presentation the these proposed adjustments are not part of our budget as of yet because our budget has not been approved by the county superintendent of schools office so we cannot make any of these adjustments at this time but that approval will is anticipated to occur sometime next week so the board will see these adjustments in our first interim financial reporting so the first proposed adjustment has strictly to do with the local control funding formula and the difference between the may revision and the adopted budget if you recall in may the cola was proposed at 6.56 percent with a 3.29 augmentation to the lcff base grants the adopted budget came in at a 6.56 cola and a 6.28 augmentation to the base grants the ada that we used previously was about 12 096 and that was based on the prior three-year average two of those years being 1920 and 2021 which were the same and then of course our p2 ada from last year part of the budget act um there is a lca lcff ada relief for last year now it's a it has to do with our percentage attendance yield in 1920 and the cde is going to calculate that for us and apply that to our enrollment last year so if that's higher than our actual ada last year that number can be used in the three year average so we'll recalculate that three year average and then we'll compare that recalculated three year average to our actual p2 ada for this year and we'll use the highest so at this time i can't tell you what that's going to be i have no idea but we will continue to monitor that and update that as we have a better idea of what our ada is going to look like and we'll utilize the lcff calculator that will be released by ficmat soon they have not released the update uh for the state adopted budget as as of yet special education they increased the ada allocation from 810 to 820 that of course goes to our local plan area or selpa and then is distributed out to member districts the e-lop you've heard governor newsom talk about the expanded learning opportunity program this is one of his major initiatives last year and this year ongoing to support the grades tk through 6 and expanded learning time the initial estimated funding for next year in this program was 3.4 million dollars and that was very similar to the funding we received in the previous year the budget act revised that funding to approximately 8.8 million and this is an ongoing program now you will see this requires a minimum of 175 days of this program to occur during our regular school year of which we run at least a nine hour school day so that is school plus some time to total nine hours it also requires 30 days of intercession over school breaks that could all happen during the summer or i believe it can happen during fall break spring break to add up to 30.

so there's a lot of requirements that go along with this program but there is a lot of funding ongoing funding supporting this particular program back in may the governor proposed a one-time discretionary block grant to the tune of about 1500 per ada and for apple valley unified that met just short of 17 million dollars in the budget act that one-time funding was restructured into two separate grants one being the one being the learning recovery block grant in the to the tune of just over 20 million for apple valley unified with a deadline to spend of june of 28 and the other the arts music and instructional materials block grant to the tune of 7.6 million to be spent by june 30th of 2026 there's a universal transitional kinder add-on that was not part of the original budget proposal either in january or may that it currently is estimated that we will receive about 2 800 per transitional kindergarten ada to support that program and the staffing and the increased staffing requirements for that program [Music] and then there's transportation you may have heard that there's talk about fully funding transportation in the state of california reducing the walk distances for our students it didn't quite get to that level but it got a lot better than it has been for the last 40 years [Music] we've received about a 1.4 million add-on to our lcff and that was based on our transportation costs from sometime in the 80s what the budget act settled on was a reimbursement of 60 of our reported costs and establishing that baseline in 2122 well we spent 5.7 million in 2122 to run that program so our estimated allocation here is about three and a half million and that is ongoing and will also receive the cola in future years so that 3.5 million will increase somewhat over over time as the cola increases that now that is not in addition to the 1.4 it's in lieu of the 1.4 but it's better than 1.4 those are the major material adjustments again that we are proposing to make to our budget again you will see all of those enacted as we get to first interim and our financials um any questions i can answer questions for matt chris just to clarify what are some things that we would see some of the um the extra elo dollars going to [Music] pat you want to jump in i'm happy to do that the expanded learning opportunity program is targeted at k-6 students so for our 10 schools where k-6 students attend um their principals are working on things bringing in activities after school activities that remember we went to our public in the lcap season and asked them what kinds of things would you like to see and they were clear they wanted enrichment and sports music arts and of course you know opportunities for to do homework and to get help with that kind of thing and so those were acknowledging the fact that this may start small and so the programs will probably get started next week to make that 175 day mark but they'll be doing a variety of different kinds of activities both before and after school depending on the school times so some of our late start schools want to start it an hour in the morning and two hours in the afternoons so so you'll see things like after school intramural sports we have a whole suite of esports equipment and activities that kids will be able to participate in right away of course all matter of tutoring music programs art so it's all getting kind of they're going through the process of getting staffing and we will also be engaging with our high schools to recruit train and uh deploy high school students as workers in these programs to kind of follow in the footsteps of one of our newly acquired assistant principles you know that student worker relationship is a special one we grow them well here anything else thank you matt thank you kylie do we have any public comments we do not okay thank you all right we're going to move on to discussion session um i want to move on to approve this certificated classified personal actions as listed we're going to put a little bit out of it okay all right we're going to come back to it so uh basically we have mrs zachary is in the audience with her family she is a new assistant principal at sitting bull academy if you want to stand we met her in the back already [Applause] want to introduce any family members go ahead okay what's the doll's name what's your doll's name brooklyn katie all right all right so brooklyn and katie thank you welcome aboard again so and appreciate you coming back and for the introduction so so we need to um have a motion for approval um so we have a motion by was it maria yes and the second was from dennis yes all right all in favor aye aye any opposed hearing none that'll be the order thank you all right let's see here we'll go back now to superintendent uh comments i'm sorry put you on the spot i was thinking that brooklyn stall might be named trenay but it's not it's okay brooklyn it's okay although staff around the district has been hard at work all summer um preparing our schools for the opening of the 22-23 school year monday was the official first day for our teachers and yesterday for many of our classified staff or the first day of school along with students i was on campuses yesterday parking lots were filled to the brim as so many of our parents celebrated the first day of school by delivering their children to school over the next few days there definitely will be an increase of ridership on our buses and congestion at the school will you know decline as it typically does and we'll um get practices and procedures in place so we look forward to more kids riding the bus and left less traffic out in front um i also was able to as i said visit every school site in the district yesterday kind of a feat had to start on one end of the district at startup at the high school and i plan to end at the other high school on the other end of the district and realize that i might catch them right at exit so i changed my order and went out and visited mariana academy prior to apple valley high school got to the transportation department maintenance operations department and nutrition services and then walked through the district offices here just checking in with people and thanking them for all the work that they were doing because of all the behind the scenes things that go on that nobody realizes um i just have to say that there was excitement nervousness there were tears those were mostly the parents having to leave their kindergarteners or preschoolers um but i did see our values being played out over and over again throughout the district dignity service authenticity and community were everywhere i went enrollment is up we'll provide specific data in the coming days we were able to pass out 545 backpacks through our family center here on this property and last week it was a fun event all went to apple valley unified school district enrolled students on tuesday chief molina colette rosen and i the risk manager went down to mount sac to attend a joint regional intelligence center presentation um it was provided to us through the sheriff's department as a go-to having to do a threat assessment on campuses and we will be working with the sheriff's department to find out what resources we have in san bernardino county and working towards a post-certification training for all of our officers in the future el cap will most likely be back on the agenda on september 1st um for the revisions that are suggested by the county um they did provide us some feedback um late tuesday afternoon and asked that we have some revisions done by this coming monday which is a very short timeline so we've talked to them to see if we can get those done and so next tuesday i believe the ed services department will be working with the county to try to get those revisions updated get them um okay and bring back that to the september first board meeting and other than that um i think we're moving forward with our active shooter trainings beginning next wednesday um having all of our kids back on campus we want to be sure we we continue all of those procedural things and make sure everybody's ready for any situation whether it's evacuation earthquake fire drill they're uncomfortable to talk about but um not doing something isn't responsible or reasonable either so thank you thank you good good presentation thank you uh wilson we'll move on to uh four times for the board yeah yeah i just have come up with uh i uh of course always watched one celebration about the terrible drug called fentanyl being shipped from by communist china to through texas and to spread out to other states it's a very toxic uh drug and i just want our parents to pay attention or what i i know we're pretty safe you know because but my concern is that sometimes these drugs can be mixed with pre-subscription materials so watch out for it and the other thing is is that i haven't received a picture nice picture of a special olympics of a young lady i'm sure many of you received that just post on my refrigerator and i and what concerns me is i want to make sure that the people commun people in our community have suspicion food you know if we know of anybody they need food you know we have a food pantry right on this campus to make sure that they that they can't take the school district getting their support that's important that's all i have thank you wilson uh maria well i'm going to take this time to to thank the general staff and our parents and of course our children for making our first few days of school a delightful time i had the distinct honor of going to some of the schools for the openings and like mrs nelson stated there were lots of happy faces and there were also parents who weren't sure of what to expect but my experience was that the principles were very very focused they were active the parents knew who the principals were and they could go to them and ask questions on short order they had a list i went on that campus and sometimes people ask me where these classrooms were and i felt like a dna headlight now because i had no idea where the classrooms were but i was just there to to be be on the amen corner and wave at parents and wish them well and to reassure them that they're giving us the best that they have and we're going to give them the best that we have [Music] i also had the pleasure of seeing district police active um during the yesterday's event and they were not pushy they were just present to give the students a reassurance that they were going to be safe in our care watched the teachers the teachers took it like champs and i really was very i really appreciate that and i'm hoping for a really great school year um this school year i intend to go to as many schools as possible to visit the classrooms put me to work let me know what i can do and and let's just see how this year goes but um for the parents who are watching i think you have made the great choice of sending your children to us and we will definitely do our best to give them the best that we have thank you so much thank you maria christopher all right first just let me say welcome back hope you all had a fantastic uh summer some time off some time with friends and family rejuvenating and refilling your own cup um i just want to remind everybody that this is the fresh start this is the one you've been waiting for the one you've been looking for over the last couple of years so please please please bring your excitement bring your enthusiasm with you in your backpack in your pockets and in your shoes because it's going to be a really great year in avusd thank you in advance for all of the hard work that i know everybody's going to put in from our staff to our students thank you and let's get ready for a good one thank you chris dennis well the first week is always the most exciting week except the last day of school that's more exciting but it was really special this year because our kids aren't wearing masks thank you yes you know maria had mentioned how important the principles and assistance principles are i've had a couple parents actually call me and ask and knew the names of some of the new principals and assistant principals and say asking me well how are these principals and these new teachers and stuff so parents know who the staff is these schools and everybody's doing a great job i in the enthusiasm i drove by rio vista's school the other day about eight o'clock and it was already kids lining up to go in and it was it started until like nine and it was like wow there's a lot of enthusiasm for the schools i don't remember going to school an hour earlier it was good to see and uh appreciate it thanks for all the comments thanks for the staff that's here for the hard work thanks all right no public hearings today we can move back on to discussion items uh ratify and adopt declaration in need of fully qualified educators form to be effective july from now it says form i think it's from to be effective from july 1st 2022 through june 30th 2023 as required by the california commission of teachers accreditation rick before well go ahead and make a mission but i would like to comment on that um no go ahead go ahead do we have it yeah i i move that we ratify and adopt okay chris a second we have a second second second by dennis and trenay would you like to uh just uh um for transparency this was on the june board meeting and um through an upload process page three of four did not four of five no three or four of four okay i had it backward um did not load and so when we sent it up to um ctc they said well you're missing a page and so sure enough we went back and it wasn't there so um we felt that even though it was a clerical error it needed to be brought back to the board posted and have the public see no changes but we wanted to explain why it's there okay so we have a motion and a second on the table is uh all of uh all in favor any opposed hearing then that will be the order item three approve the recommendations for requested requested leaves as noted so move dennis second wilson all in favor aye aye any opposed during them that will be the order okay so now we're going to move on to four so prior to the hearing the item we're going to have a it's what it is it's improvement design financing and construction so it's going to be reference design financing construction of facility improvements including athletic stadium at granite hills and transitional kindergarten classrooms at our 10 elementary schools so we'll have a presentation by matt schulenberg on this topic yes thank you mr raleigh uh as we've discussed at a few previous board meetings specifically about granite hills and our transitional kindergarten we have some we have some needs at our transitional kindergarten at our elementary campuses to absorb the incoming enrollment and the board has expressed a desire now that we own 40 acres adjacent to granite hills to explore the design and construction of an athletic stadium for that facility you'll see a couple of these slides were out of some of my previous presentations this one in particular talks about granite hills again we do own the 40 acres adjacent to the school and as we move through this process these are some things to consider and i've gone through that list before so i will not read that again as we look at transitional kindergarten if the board recalls i talked about looking at our current transitional kindergarten enrollment versus um you you project that out versus what our kindergarten enrollment was and we kind of used our typical kindergarten enrollment that 1 000 students as a target so we looked at last year and we had 164 transitional kindergarteners last year in 2122 that's lower than what we normally experience but i think that was kind of typical across the state because of the pandemic situation in the current year using that thousand as a target and expanding the three-month enrollment period to the five-month enrollment period uh just a simple projection we said okay we're going to get about 415 or we have the possibility of getting about 415 tk students well i talked with our enrollment department yesterday and i was provided as of 11 a.m yesterday morning we had 227 transitional kinders enrolled in the system and you'll see well that's not 415. um but the state released some information a few months ago in their projections of what they expected the transitional kindergarten enrollment to be and we're pretty much right on target with what the state projected at 227 now that i'm sure has increased since 11 a.m yesterday probably by a few but i'm sure as we look at the year we'll we'll probably continue to increase slightly and possibly lose some as we move through which is very typical if the board recalls i just projected it out to the 25 26 school year at full implementation and projected we will possibly need about 45 classrooms if we got all 1 000.

you see we're probably not going to get all 1000 so we probably won't need 45 classrooms but those are the two facilities issues or facilities needs that the board has identified and prioritized so as we look at moving forward in this process i just want to remind the board about who's involved number one an architect an architect is the overarching design they coordinate the design and engineering they coordinate division of state architect approval they manage the project and respond to contractor requests for information and they work with us to close out the project through the division of state architect a very important piece in order for us to occupy and utilize our facilities after they're constructed a construction management firm we currently utilize california professional management we've used them on past projects and we are currently contracted with them on our hvac replacement project which is undergoing on which is ongoing at five sites we bid phase two for additional five sites we have contractors selected and we're preparing to embark on that and we are getting ready to bid phase three for the remaining three school sites for our like to like replacement on the hvac other potential team members in any facilities project of course we have rdi our our inspector of record our ior for our dsa inspections making sure everything is being built to dsa approved plans and meeting those standards we typically will have a lab of record if we have any soils bolts need to be tested welds need to be tested and of course we have our category contractors and our bid process so getting on to the next steps the item tonight is asking the board to take some action and specifically we're recommending to the board that they approve the superintendent and the assistant superintendent of administrative services currently me that we undertake the steps necessary to procure the services of the appropriate consultants to initiate the design financing and construction of facility improvements including an athletic stadium at granite hills high school and transitional kindergarten classrooms that are 10 elementary schools so if the board chooses to take that action this evening i'm going to have some things to do first i'm going to work on engaging an architect specific to these two projects i'm going to work on engaging a cm and i'm also going to engage some financing consultants specifically when we talk about the architect for the design we have engaged our local architect frick frickin jate to do a transitional kindergarten analysis and analysis and planning for us that's currently undergoing and i would recommend that we stick with frick frickin gta for any design related to our transitional kindergarten of course that would be under an additional contract and that contract would be brought to the board before we engage them for actual design i would recommend to the board that we go out and submit or go out and distribute a request for proposal for design services specific to any athletic stadium at granite hills high school that will give us a pool of architects hoping to garner some that are very experienced in designing athletic facilities but that will take some time to procure that architect to prepare that rfp and and get that process growing i would recommend that we engage with cpm our current construction manager through these design processes one great thing that a cm will do for us and cpm has done for us on past projects is they do what's called a constructability review architects design wonderful facilities cms determine if they can actually be built that way or not so that's part of that constructability review make sure the plans have all the details they need to be built properly and then of course we look at the financing part of this if the board recalls a couple years ago in preparation for a cop we issued back in 2020 we engaged with a company called public economics they did an analysis of our redevelopment revenue that currently flows from the tax increment in the rd in the redevelopment area that we're a part of i would recommend that we re-engage public economics to take a look at that because the rda revenue that has been coming in has been exceeding those previous projections and that's been very typical across the state but that would give us an updated analysis as to the funding stream that we have available for any financing option particularly a cop i would recommend we use piper sandler for that cop that's mr tim carty we've used him and his team for many years in these cops and go bonds that the district has used in the past and that last legal firm stradling newca carlson and ralph um dave mr david kaznoka has been our council on our past financing working with mr carty very closely now specific to that cop we do not need to go out and borrow any money right now we will have design costs that we could either absorb through our current cop proceeds or our fund 40 where our rda revenue is deposited that is not being spent on our current cop debt service um we could possibly meet the needs with a tk through some of those cop proceeds and through that rda initially but i would recommend we look at financing the construction of these stadium and any additional tk needs when we have about a 75 percent plan set for our athletic facility that gives us time to design or actually start with concepts take those concepts to stakeholder groups determine a final design start to design that and determine an actual budget based on that design that gives us a target as to how much money we actually may need to borrow to facilitate the construction of this particular athletic stadium now that's not going to be in a couple months it's probably going to take some time i don't i would not be able to estimate that timeline at this point but when we get an architect on board that architect would better be able to estimate through the process they're going to use to develop concepts to develop plans they would better be able to estimate a timeline as to when they will have a 75 percent set and when we can seek financing and then go out to bid and construct this now i would like to remind the board that this particular financing tool the cop is a long-term debt service tool our current cop that we issued in 2020 has a 30-year debt service not knowing the dollar amount of the cop but understanding that we will probably be entering into a debt service instrument that will last 25 to 30 years to pay off this facility utilizing our rda revenue stream and any overage will directly impact the unrestricted general fund to support that debt service so at this point again just to remind the board this is the action that we're requesting you take tonight any questions i can address at this time before okay before we move forward to any questions before we uh any questions on that um well matt um you said that um if we approve it you're going to keep busy i like to keep you busy well i understand not that you're not busy but yeah we're we're all busy on our own way mr raleigh i appreciate that this is a this is a wonderful thing for the district and so uh i think dennis uh whispered in my ear he wanted to uh make a motion so i've been waiting a long time for this i'm gonna assistant superintendent of administrative services to get this baby on the way all right we have a motion in a second so you know um both of these are good uh are good programs here the the stadium itself and the transitional uh with classrooms and um as the district grows they're important so with that we have a motion and a second on the table it's all in favor aye aye aye any uh position to the motion hearing then that'll be the order so thank you get to work and matt yes sir did you catch that kylie who made the first and the second okay thanks okay easily repeated so okay item number j consent uh as recommended the board of trustees consider approving a number of agenda items and consent calendar so we have um 1 through 37 does anybody have any any of those they want to pull for discussion if not i'll entertain a motion to approve i move to approve the consent agenda okay we have a motion chris and i'll second it yeah all in favor uh any opposition hearing them that'll be the order all right we don't have a mo any uh go back into closed session so i think that's uh oh wait a minute um is there anything for future agenda items or anything else anybody want to put on yes i do you uh maria you have something yes i do okay i would like to have an agenda item um from the superintendent um because i think um as a district we keep seeing um other members of other districts getting awards um and it's county-wide statewide and we don't participate but i am aware that we are doing excellent job here um except that we don't participate so when i read it and i'm i'm saying why is this person you know school as administrator of the year and i'm going by i know who's who could have gotten it so i want us to be more active we want to see the agenda item of how to make sure that our schools are participating in these things the other thing i would like to see in the next agenda is what kinds of trainings police will be offering to our community so that they are aware of what we are offering for clarification a presentation not an agenda item for an information item having to do with the different types of awards um such as the one sycamore rocks in the district received just recently right need to participate well we did we participated that's how we got the award but you're you're asking about accept some of those axo awards those are timeline and i will get you that information so because we had the discussion last year that we were going to participate this year and get some of those going um so i'll bring those in and what what things are available for us to apply for and then trainings from our police department for our community members i need to understand that yeah and i think we always hear about what the police is doing we we hear mostly the bad things they're doing but people don't understand the big things that they're doing to help to be part of this community and it will be great to schedule probably you know the weekends um so that members of the community will come and hear what kinds of things our police are doing the kinds of things they're doing because we we're missing it we're missing something there i i may need some further clarification on that because of the job duties and timelines of our police officers because they aren't typically weekend workers and um i want to make sure budget impacts and things like that but we certainly could put together a presentation about what things they offer currently that could hit the board meeting and then potentially through our pio get out to the community through social media and um youtube if that would be appropriate i would like that oh we want to do a presentation to the board got it i just wanted to clarify because it i i wasn't sure if we were training the community or what the the service was i want to make sure we're clear okay maybe just a presentation from uh the police i believe what maria's getting at is a presentation to the board on what uh they're doing uh at the schools um no problem we don't really need a count on you know how much is going on but just here's overall what we do and love it and here's what the kind of training we put on and this is the interaction with the kids and things like that you got it yeah if i made something i tried to wait in the hallway if i'm returning i think over the years the i served almost 25 to 30 years on this enemy school board association and on csv board of directors but it says in the recent this past two years i have not attended any meeting we got to cover it okay i think if we if we want also participate with the county i i i'm no longer interested in serving on the association but if any board members want to i can go down and talk to them and make sure that we normally want a for what you've one nation under god indivisible with liberty and justice yes mr president uh honorable board members um i'm gonna uh ask for dr chabot smith to talk a little bit about uh our job tutoring an opportunity to begin tutoring uh early in august for our native american students and so i'm going to ask if uh dr both first can say a few words and then miss smith also uh give us her her insight as well thank you so that available take place that year didn't also take place um before it did take place last year a lot of the activities that they were able to do we had we held meetings we somewhere in person and uh some were virtual um one concern that came up at the meetings is that when jwm tutoring did ever take place it was always later in the year so at our last meeting at the end of last year we well we all agree they continuously talked about the more tutoring and um and their the funds just keep growing because they're not being used and they do carry and they much much of it carries over i think all that smith can tell is that um but we had quite a quite a bit of funds in there and so that wasn't the question so we had said we we had set aside money at the end of last year to be able to start tutoring right away this year and we weren't sure how that was going to work with our big number of turnover and that sort of thing with our teachers so we weren't really sure about it also mr casey and i felt that um i'll speak for you mr casey i i know at least on my behalf we felt we weren't able to give of ourselves to to the program that it was something that kind of we took over because there was a need for someone to take it over it wasn't that there was a lack of passion from us it was just uh time and um and what you cut out to take to take place for the requirements that are that this federal and state have for you to do these grants so um we seeked out assistance in that and mr sane doug shane one of our new teachers said that he would be the director and his wife is also our art teacher and so he always tells me whatever he does really means they are going to do and uh they've been in schools in the past and reservations they've been to youth time schools they've been at in the past had thriving organizations without jum police organizations and groups helping out our indigenous families and students so he had a lot of neat ideas he volunteered for that there was no one else to really interview he wanted to do it so he's taking that over he's already met i i don't have the exact dates and times and what all he's done but i know that he's met with some of the leadership uh parents and community members that we have for joan and ones that work in their office over there he's been he's met with them he came up with the dates wanted to get tutoring started right away so we asked for teachers that wanted to partake in that and we got their names and we bring that to you this evening um to to get that started he he was he wasn't that well read up on all the requirements for joan but mr casey and i did meet with him and we kind of went over hey here's what you're supposed to do here's what we did here's what we were supposed to do and some of those things didn't match um so kind of having somebody else and another set of eyes were like yeah we needed to have that one thing we didn't do i'll say i didn't do you should have a high school student on the committee on the john committee and we failed to do that i don't think i ever even read that until we were going over the requirements with him i was like oh we need to have that there's just so many but so i think it's going to come together and be bigger and better and hopefully we'll be able to do some of the activities that they've done in the past the sales rodeo was canceled last year maybe that'll come back around they've had activities around the holidays here in december which they did in the last two years but they told me about them and how great they were so so there are people willing to uh willing to help i do know that mr sane already has reached out and talked to one of the heads of the community college on the on the reservation and they're actually coming out to do something he said with him and just this was in passing he was telling me these things a couple days ago so um that's where we are the financial side of it mr smith can smith you want to share with us any insight sure um i'll be happy to share the same uh discussions that i have there are allowable cause of the purpose of the brand too but it sounds like you started starting down the right path by meeting with the needs of the group and establishing their needs because the funding we have we've only applied for so much but right now we're approved for up to 210 hours of tutoring for both high school and elementary we can amend that for more or adjust for once we determine the need we can approach a school supplies backpack for each food that's needed and we can use the other supplies for any kind of recognition or awards or graduation as long as we're addressing the neighborhood american needs we can get the questions for it so i'm excited because i have a first in place and maybe i should be with you and share what i know uh because there are even more funds available so the fact that you're approving these tutors now is excellent we're right at the beginning of the year we're not going to be doing this four months inwards we're already behind so i appreciate that guys that this wagon ended in the right so we have money for their salary there's their benefits and the supplies that they need for so this is a program that's very dear to me i really feel like we kind of let the native american kids down and on them um the do you know offhand where the tribe provides any social workers to work with kids work with families to specifically get them enrolled in school because i know we have native american families a novel that i technically enrolled at t.o i didn't go to class one time last year and um and when i spoke with the mom she seemed hesitant to enroll the kids here and and i was explaining to her that you know she can't go over here without the kids go to school again and so there's at least two households full of kids that that are not attending school anywhere they're and so they're just not going to school so i'm just wondering if the tribe provided social workers to come in and walk these people through the enrollment process in our school system and get them enrolled because we can't teach anybody we can't get into the school right and so um and you have any idea how many native american kids we have in the school system i know it's over 100 mr casey do you remember the exact number of those last year 74 was the number of students with that five or six forms documented as native american students but those were declared as native american was like a hundred and two or hundred and three somewhere around that as far as the social workers are doing on them okay i do i do have one comment and that is january just does not allow success for mental health or social and emotional learning i do not know why but it is specifically or i was just hoping that if the tribe provided social workers that they could assist these families in enrolling in the school system and yeah they can't but we can't spend our jail money on that from this grant right i thought this was all part of it thank you so much my understanding is that all the funds that are still implemented are spent have to be actually approved by the indian education committee has that happened have they approved mr sane as the j1 coordinator because we've had questions about this in the past from members of the native american community about funds possibly being disbursed without their uh approval so that would be my question has has the committee approved this and not that i know of um i wouldn't think so you didn't have a meeting my understanding of how the jail funds work is that yes there's only certain things that we can we can use the funds for and if the disbursement of the funds of the disbursement the approval of what we use them for has to go through the committee but they actually have to approve the funds so we improve the funds for tutoring at the end of last school school year with the committee at the committee yeah when i said we did not reward yeah with the committee which they've been asking for all year and so so we said well we'll set these monies aside and that was approved you know virtually that one of the virtually some of the regulars that have always been on their committee were there but mr sandman now i spoke with resultant sandalwood which is on the committee um committee she says she will be here wednesday at the meeting so if we have any questions we might be able to actually direct them to her then it would be too late too for us to approve this if they haven't already approved it is that in fact excited to see it sure sure well it's a great guy it gives a great step in the right direction it was just a matter of uh getting everything taken care of sure so um the laura is that is that um are you saying verse in this is that your understanding that that the use of funds needs to be covered by the indian education committee the family and the community involved in the whole process as a liaison for this program so don't you're asking me i'm just asking about the legal requirements um that i know there's a document that lists the types of things that are eligible um but i think also there is a requirement that the committee approve the use of the specific uses of the funds so for hiring a person did you go through that well when we apply for the grant bank and say what is for um and so what comes first apart from yours i'm not sure but mr shane will have to meet with the with the group so that they can put forth ideas but but i'll be happy to work with him in any way that we can and the grant is proved so i'm sure that the nightclubs are answered i think where the committee came from was because when mrs clover retired and i don't know when she retired for a long time we didn't have a j-1 coordinator there's nobody planning for it nobody wanted to do it and we're pushing openly i i'm gonna make this really quick um and then so we had a committee of parents that became the j-o-m committee that made decisions because there wasn't a staff member on staff that did it so then we got another job coordinator they worked together with the j1 committee and the coordinator so i don't think it's something in the actual grant that says that you have to get the committee's permission i think that's just the way it evolved with like how we had a committee for the longest time didn't have a coordinator so the committee and the coordinator always work together but i don't think it says it in the grant because we have the jon which is state and then we have title six which is federal so i seriously thought that it says anywhere in each of the grants that you have to get approval of the parent committee um so i think it was just that's just an awful thing was because we didn't have a coordinator for the longest time so the parent committee became the de facto coordinator and then once we got a coordinator again i think that's where it came from i could be totally wrong but i think that's where the you know getting the committee's approval came from so oh so my understanding is that community has to exist it's part of the program but could we get more definitive information information on that because i just because this questions have been raised by constituents who are part of our native american community and i want to make sure we're doing this right for them absolutely okay thank you sure the next uh informational item is approval increase for the part-time employee yes mr president um this is something uh uh we uh it is very critical uh mr russell plays a a very important role um and just a keynote here i wanted to make sure to uh to read out loud that uh mr russell will have no benefit increase as he works less than 20 hours per week um it goes along the lines of we have to really the people that we do have we have to really make their beer for the people or quite frankly what i've learned and what i've been what's been shared with me from dr shabolds and angelina and and our and our finance and business staff is that we could lose them and so uh mr russell does uh play a critical role he's the only other awful unified school district transportation driver he also works on security cameras field maintenance check security and safety for the campus doors locked and working any other issues that may arise helps the setup for games when needed general maintenance and repairs around campus is needed so uh um long story short that is is my recommendation the approval of a two dollar pay increase for mr russell so that he stays with us yes mr president um and talking and i've talked with several of you over the last week uh this once again goes back to just keeping the people that we have and just uh learning i'm learning very quickly that uh we all wear four or five hats and so uh um miss francisca lopez has stepped up to the plate uh dr chabots did talk with her and so uh long story short i am recommending the approval of the reassignment of francisca lopez as a culinary arts teacher she has a set up real nice she's excited at the open house she was really just you could see it and she wants to be here i don't know how else to say that you know uh mr president mr guthrie was done for mr president mrs roberson she wants to be here we're not trying to say hey okay though can you call us back or call us back now we're gonna email you okay we haven't heard from you uh she wants to be here and when our kids can see somebody who wants to be here and our families as huge and so uh that's that's uh that's gonna be my recommendation and she's already certified she's certified also yes uh yes mr president mr president um this is the first of two brothers this guy really wants to be here as well uh came from up north he's relocated here he loves ahu he wants to be a part uh i think what stood out in the interviews when he pretty much just looked at me and he said i want to be a part of the community and all who has a very proud tradition and i want to i want to give back so he's he's got a lot of heart and he has a lot of experience construction oil rigging experience working in temperatures 60 below zero so he's done the hard hardcore work and he'll be a great asset to our own to our district unemployment yes jason horton is is his brother uh also relocated here from up north she wants to be here as well um stood out in his interview and and the same reason he wants to continue to be a part of the community and so um i am going to recommend the approval of the employment of mr horton as a maintenance custodian worker and so um i believe he did uh speak speak to you mr guthrie if i understand correctly and that was a condition that that i shared with him that please notify your current employer um [Music] uh mr president uh she was interviewed reference checks completed i recommend the approval of mr ortiz as a teacher's aide a very critical position in talking with dr chabots paraprofessional the special projects the department one-to-one and we need that and that's the bottom line yes mr president uh ms vega also interviewed reference checks completed uh same critical position paraprofessional special projects one to one um we need that dr chabot has reminded me miss angelina miss candice before she left in this house and this chelly we need those one-to-one professionals i can take a quote from patrick's lazy ditto okay and i will go into more detail um we we need the one to one i don't know what else to say okay [Music] and i conducted the interviews a few weeks ago and uh is um she's interviewed reference check's completed we believe she's going to have a lot of energy she wants to be i believe she also has her students here but she wants to be a part of the team and give back to the community so we've got to keep [Music] mr president recommending the approval of employment of the above individuals we also have in the works uh dr chabots might be able to talk about this person a little more he's met with another potential uh candidate who has a degree in business also a cte certificate or he has what's called the realtor he'll be eligible and he's bilingual so we're working with him miss angelina dr and actually we he was he was introduced to us to through one of our law enforcement community members who brought him on campus and introduced him to us so that made me feel good that people in the community know that hey they need help getting substituted um do you have enough one-to-one teachers now uh our paraprofessionals are you still looking uh i would have to refer that to dr chabots i i believe we're real close but because i know there are quite a number of youngsters who need that and i don't know if there are any left from last year sometimes we gain students like within the last few days yeah i don't know about that i was like it might have been nice to get this heads up so uh but uh but yeah we're still we're short i got hold of we i have a text right here asking what i can interview next so for childhood director doug shane as jlm indian education coordinator jay barry holland as different coordinator robert casey as the power school mentor art my go middle school student council marceli munoz athletic coordinator and co-senior class of advisor chad chinji cte and jk director jose mia senor co senior class advisor and drama class director [Music] yes sir uh mr president um is recommended that the board approve the above employees for their corresponding positions they all play uh critical roles they do a lot and quite frankly if they wouldn't do this i don't know who else would because um mr casey can dr chabot mr simon can't miss angelina and i wouldn't be able to so uh we need them in these critical uh clothes and so that's that's my recommendation um i was just looking through there's somebody i don't see all of them there but yeah sure thank you next item is discussion on business items eight [Music] well yes mr president we have here where um you guys get to have a you know this will be uh this is a board decision so you can talk about who you would want to on september 10th the saturday after the law conference that mr hopkins and i will be at asp is asking member boards to vote on the 2023 political agenda vote for new officers to serve on the asda board of directors county meetings election of county directors who serve along with officers on the asba board of directors so um the board can choose to not send a delegate for the current year or send a delegate and decide what the delegate is but that will be uh your decision yes it's the next day this is uh this is your scene it's our chance to have a say in what the sba does politically and it's a pretty powerful meeting for a small school like us because it's only one it's a vote per district so we get as much of a vote on these matters as tucson or big distribution so you think it's important um if you're willing to do it that's it yes mr president um uh regarding the uh arizona school board's association a policy advisory for approval of a new policy jldab so um some of the stuff you all received uh and providers policy the regulation and the exhibit um i went ahead and and spoke with nick joseph the director for legal and policy services with aspa shared with me uh what what the main focus is of this policy is um that our district would be able to continue we'll be able to have school-based referrals for all students uninsured or underinsured students can get service um to also working with with access so everyone will have a chance for for for services an opt-in policy that we can follow enables all children to get funding for behavioral health treatment this was created by the legislature also it was meant to include parents involvement and so in talking with mr casey i shared this miss angelina and myself reached out to dr chabots and mr casey and and mr casey was sharing with us the process that we currently have so so correct me if i if i'm wrong in any way mr casey teachers with parents permission selfless behavioral referral the counselor gets involved and works for the parents for the most part is that right yes and so he also shared we it would be good for us to have a policy a place like this for us to continue doing this and so that's what um the intention was of this policy and uh that's what in talking with mr bazan also he shared with me to share with you that for wednesday to recommend the approval of the attached policy of jldab upon second reading now this title is discussion report on offlineschools.org yes sir mr president um we have a very special guest with us you all are very special but this next guest is especially special today and uh we have our i.t director mr simon i believe this is very critical that you hear it from him um i can't tell you my version and he's okay but he's rit director he's a director for a reason so he did a lot of research over the last week or so he's going to share with you about our transformation in rahul schools.org and i just really felt it'd be better if you heard it you know from dr mr simon himself so uh mr simon um in a nutshell the way that we have been running the email addresses here with tabletop is if you yourself as an individual were to go and get cox internet tabletop telephone comcast they would just give you as a courtesy an email address it's just a personal email address it doesn't have uh any regard as to like say the bylaws that we have to follow within the district or anything like that whereas uh the g suite or uh the google based system that we switched to i get uh i've come to learn that we switched to that majorly when um the rona broke out hardcore and everybody had to go to distance learning so um i actually took the liberty of printing out an email that i that angelina got like just august 5th so this just came through since i've worked here um there have been i mean that i've seen like four or five attacks that i've known about and like we traced one to like a teacher's computer that had like some weird browser extension installed so like these attacks do come even though we're just some small districts down in the corner of arizona um so this email right here is kind of cut off and not displayed very well but at the bottom of the first page it says attention angelina at tabletop telephone due to congestion in our mail server all unverified accounts will be shut down unless you verify please verify by of course you know putting your full name your email address your password and then confirming your password and this if you look it comes from admins at tabletoptelephone.com so obviously tabletop is not verifying accounts this was a phishing email um and one of the most popular ways that hackers do things is to not actually uh not actually hack but it's what they call social engineering which is to send an email that creates a sense of urgency all logic goes out the window et cetera so angelina obviously knew and picked up on this but if she just hadn't or clicked the link or just thought oh let me secure this real quick i mean potentially just because of her position here i mean it could have sent us back to 1995 electronically and that's not an exaggeration we got ransomware on our servers i mean it could be the end you know until we completely start from almost a year 2000 type collapse you know the tin foil hat one that never happened so um i know that there were some concerns um there was a i think uh garrett who is our basically um i'm pretty entry level into it i admit that but uh garrett had his like a seasoned veteran at like 15 years and he started like sweeping the floor of i t and worked his way up to like a systems engineer um i mean these answers are all pretty simple and straightforward uh except i mean if there's any any other questions having to do with uh following the guidelines i mean google by definition is going to automatically comply with all of the bylaws it was designed for schools and of course google is a billion-dollar conglomerate who hires the sharpest minds in the industry all of their policies and protections are constantly they're dynamic they're constantly updating whereas no offense to tabletop but they're just a little internet company in the middle of the comparison you know so um it kind of seems like a natural progression that you know we set things up and make things more secure because tech is only going in one direction and we basically just have to follow um with all that being said um there were some account questions i can literally just recap them or put them in my own words but are we abandoning all the tabletop email accounts uh no we're not abandoning them we're just making aho schools the primary because there's a lot of confusion oh did you send it to my table top did you send it to my ipo schools and any organization on earth can benefit from increased communication efficiency all the way from the military down to little government things like us yeah um yeah basically uh tabletop telephone is an older system it's uh it's the way that it's built is kind of archaic if you download it on if you have tabletop on multiple computers and you download something to one computer then it will not show up on the other computer whereas gmail is much more modern if you download it to your phone it still shows up on your computer it still shows up on anything else that displays it i don't know if alexis did that yet but it's probably coming um will board members continue to access the yes that's a simple answer can we port our email history no that's uh part of the problem with tabletop is that um when i'm trying to set up somebody's computer to and their outlook to check their email if they don't know their password because you know they used it once last year and then click save um then i have to email oh on an unsecured line by mind you um elloweena over at um tabletop and then it takes her 10 minutes 20 minutes usually she's very fast for that i'm grateful but like if i catch her towards the end of the day i would get an email till the next day that holds me up that holds the teachers up and it eventually affects the students so i can pull out my phone and reset somebody's password um and email in like 15 seconds so it keeps things like efficient um how will tabletop email records be preserved uh yeah the district will have to rely on tabletop basically and the computers in which these tabletop emails are stored with google they pretty much give us not an unlimited but a seemingly unlimited amount of space that we can store emails on and they're automatically compliant um with all of the alphabet suit rules i've never seen that afterwards the so let me see who has direct access to tabletop um that's again part of the reason we're switching nobody here has direct access we can't fix it we can't work on it we don't have anything we basically call up and call a customer service line every time we have any little problem including email uh password resets and i should not be doing password resets over uh over an email system it's basically like it's insecure the um email records preserved for g suite that's automatic who on staff has direct access to other schools that would be me and the people at safari micro that are helping us out um basically uh it does say changes are love and cannot be altered so even my activity is tracked and monitored so it's not like i can you know willy-nilly do whatever i please with that sort of thing um when can you expect your accounts to be published on the district's website that's um that's a simple update that we can do um we're basically just uh waiting for the approve waiting from everybody to give us the you know the go ahead on such a thing um we have an ability to this is kind of a sideline we have an ability to if you don't really want to use the aho schools email we can have it auto forward you to your personal email but then that kind of gets into compliance issues so it might just be best if we all just learned how to use that um i know that was kind of a possibility that was discussed previously i'm not exactly sure what can be done to protect our published accounts or spam and hacking uh well basically that's that's gmail and g suite the google admin services you know t gives a incredibly diverse array of features that we can we have certain keywords that intercept emails if people talk about certain criteria violence sexuality stuff like that um and then uh and then we need to deal with them as necessary but other than that um all the emails just go from one person to another and nobody's out there watching those sites so all right i mean not this after myself but nobody's out there watching besides the people sending a receipt so i don't know if anybody else had any questions and so are all of our emails are george mentioned that in the past there's been some questions about can we use personal email we've had some discussions with that about our attorney in the past and he recommended to not because all of our emails are subject to disclosure and once you start using your personal uh email accounts those are two so spider um so there are there's three policies including here that have to do with uh you know communication for board members um you all have a chance to look at them i i recommend it um george so support requests for access to email um email records he would make a request to you is that uh i'm not certain of him like the legality uh i mean uh i don't know does the superintendent have the capacity to insist that i disclose an email i have no idea i honestly if that if that does apply um then i would have to basically do it as requested of course okay and then and that would be there will be records at that yes yeah email is tracked uh you know recorded yeah um and let's see oh so just a request once we're all up and running on it i'm still getting all of my correspondence from asba to my tabletop account we can all get those accounts changed absolutely sure yeah that all the district secretaries have a in through asba and i go in and i have each of your profiles and i can change email addresses and contact information and people so yeah i can change that great thank you george you said the table is up there no unfortunately yeah it's especially like taking all the bulk of the correspondence and then moving it is like a total no go just you can't get the two companies to talk to one another like that we're not at that point in technology no i knew they couldn't do the whole i knew they couldn't send like the mass of all the emails there might be a way to set up like an auto response um i think i looked into that on tabletop on their web client but i didn't see it i know outlook has the capabilities for auto responses but outlook is like a bit of a weak point in mind auto responses are definitely possible but um would you have an open an outlook account for it to autoresponders with the staff members using our schools 90 percent of us 95 of us use outlook either with our tabletop and our our schools we don't have it jointly like the old schools at the table top or everything just comes to one so up with the staff members because everything's just saved on the server so even the tabletop emails that we had would be saved on a remote desktop on the server through outlook now if anything got deleted and we had to reboot or whatever for the staff it's easy for the board members is that it's more difficult because you're not using or i don't know that you're not using outlook and you're not using our server that gets backed up again so um so for we are technically 99 misused outlook from our remote desktop we don't actually log into tabletop or log into uh gmail i i do because it's like the the youtube is off of my office schools the facebook is on throughout a whole zoom uh google meets everything above my awful school so we get it for free because we're an actual school district so um i'm probably one of the only like handful of people that actually log into gmail through my aqua schools because all of the different little apps are connected to it through the website everything is connected through my arnold schools so um i'm sorry so that can get back then if you guys aren't using outlook and you're not using it consistently through either tabletop or all tools it's harder to to get back back up or to get that because cable top if you use it through the rds their server then there's not a lot that you can do about it yeah what you're saying is once you receive an email somewhere it's gone cleared off of their server whereas gmail hosts everything and i'd also like to add that you don't have to you with the appleschools.org you don't have to set up outlook outlook could be a bit of a rat's nest first you can go to gmail.com type in your email address type in your password and there you are there's all your emails from any computer in the entire planet hook up in here so nice easy barry log out of one gmail i've been doing another one yeah i mean you can yeah you can uh you can even log into the chrome browsers now which is nice and it'll carry over all your bookmarks from one computer to another wherever you're in i mean this is so um so google or gmail and i have it saved in here so and it'll ask you my it's rodney with the capital so i have everything that's where laura's right here doing google meets so and then the this camera is doing youtube and it's all through my uphold but if i log into my remote desktop i have it through my outlook right again so everything all comes to one sometimes like you said for practice you can get convoluted because you're just pushing everything to that outlook and then you have to follow what out out there but this is just for our accounts our accounts like the sba council those will be moved over to our our office schools accounts so that will that will most of that will be resolved um right i'm just waiting for you guys to tell me like hey i'm comfortable with all the schools i log in and then i can go to the the website and say okay now this has changed this email address to this email address and that's the logic so all of that's fairly simple i'm just waiting for some of you to use it already um but i didn't want to just completely change everything and then you'll be standing there so i was just waiting for the subject to actually do something like that does that make sense i'll have one set up tonight i'm glad to be here the next on the student uh data for the district uh mr president um has his data analyst mr casey here he is a data guru whatever you can think of he's already thought about it and done it and he has about six different hats as well yes so he's going to share some critical uh student achievement information good evening everyone i started here in 2012 as the student data analyst so that was my only title at the time of course i taught a couple of high school math classes but throughout the time whenever i introduced myself as a student data analyst so let's start with the involvement summary from this evening so this is our involvement we have 428 students as of today including pre-k and kindergarten let's go to the next one these are the school grades um 2017.

in this rain this evening and welcome back to school with that let's stand and have the pledge of allegiance i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all thank you and for his adoption of the agenda um is there anything anyone wants to talk about before i mean pull or anything else like i'm the consent actually i'll ask you that later can i have a motion to adopt tonight i'll make a motion to adopt tonight's agenda do we have any hearts okay item six is our um family life curriculum public hearing we've already had one this is our second and we will need to open the public hearing with the motion thank you second okay thank you all in favor all right hi thank you much all right um okay so since we met last month and since we talked about a couple months before that um we have not had anyone new come in to preview the curriculum that was here so i think all together we have two people who have been at two of the three meetings that we've had about this and so just to refresh the memory of everyone present the curriculum being recommended for seventh and eighth grade is called making a difference the focus is on healthy relationships physical health and well-being the sexual health component is abstinence-based as required by arizona statute it's eight modules and i'll be facilitated by the county health department so they'll be here teaching it we have a 9 to 12th grade curriculum that is called making proud choices eight modules again focus on healthy relationships physical health and well-being the sexual health modules called abstinence plus and it promotes abstinence we'll covering many other forms of family planning all this is in line with statutory requirements and once again the health department will be working through ms murder to provide that instruction at cvhs do any of you have additional questions you had asked last time do we have a way of knowing if somebody's clicked on it on the website or not no because it's like too much of our trail from the time they click on the website and all that so thank you any questions from the board any teachers or administrators would you like to speak on the subject fantastic with that i will entertain a motion to close the public hearing fantastical in favor all right thank you moving right along mr superintendent report all right um stacking we currently have three positions we have bodies in the positions but we have three positions that we're still looking for teachers um two of those positions we think will be filled with um international teachers and that we're waiting on visa visa issues um one's a j-1 visa today should be here a couple months the other one's a h1b that could be up to five months to bring them in um once they're here they're here long term though so it's worth the wait um and then um also we have a while back i think in january february you approved an autism program we were excited to try to get that off the ground um due to a staffing concerns we had to contemporarily postpone the start of that we didn't have enough qualified staff members to we only have two staff members for nicole how many kids were in there three kids and really you should probably have double that or or more just because of the the nature of the students that are in the program um you need it's it's a heavy personnel these are particular students that are here that we're concerned about autistic students that are our students right that we would normally send either to ascend or in a lot of cases their home school because they can't um in some of these cases they're actually going back to centers but home home schooled or ascend is maybe a better place for them so um we just postpone that hopefully we can maintain the staff that we have and add to that and maybe bring it up at a later date so it's unfortunate but that's just it's better safer for staff safer for the kids and um in one case um the staff member is filling a another special ed position in the other case in the case of the paraprofessional she is actually going to follow those kids back to centers at territorial and service them so and she's going to continue with her specialized training in autism in order to do that staffing wise i think we're in better shape than some other um districts there's a report that came out said you know that has a huge number of staff and i can't i don't want to throw out the number but a lot of districts that are still looking for teachers um enrollment there's a chart on here um this is a wild guess at best um we're still early only having this is based on the first two days of school um you have um basically student count that's i pulled the numbers of enrolled kids um there's no shows and you can see that there's kids that just haven't come and then a projected adm is i took what the state says is enrolled which is different than our world numbers i'll explain that in a second and then took out the no shows um on top of that but we have for example right now the state says that we only have about 110 kindergartners because if you think about kindergartners they may not even they're not in the state system yet so they haven't gotten into the system so again i anticipate another 50 or so adm on top of this that's not included just because of those new kids coming to the district haven't gotten into the state system yet so again i guess best guess uh beginning of the school update um kind of normal stuff we seem to always have transportation issues people get used to buses we had that we had a nice rainstorm come down right about dismissal time which we're going into these shelter and places or other events that we haven't had time to practice yet so that you know we got through that um the traffic was um we found out the police department due to some staffing issues wasn't going to be able to help us out and we made a phone call to the arizona rangers and they came out and and had four or five of the rangers that came and directed traffic for us huge help um i know john was out there at tech cindy was i was and carolyn reader was on staff's side in addition to all of brandy's staff so um i think at day two there was a huge difference between day one and day two hopefully today was much better today yeah so we we got through that first day which is the only day that parents are allowed to take their kids to class after that they get kind of stopped at the gate and said it's time to let janie or johnny go on their own and so that seemed to work out really well so so the arizona rangers are a quasi law enforcement group and so the rangers are like the initial law enforcement that um so they're they are they look like a cop they carry weapons they carry batons um usually they do a lot of times you'll see them they were saying that uh when talking to uh one of them they were doing security for the fair so it's um we've used them before i think security at the corn dinner they've been so you can call them in and they do community service usually and they worked closely with the police department um they actually contacted chieflin to let him know that they were going to be out and and so um there's various chapters all over arizona and they do the kind of help out community service law enforcement type stuff board training a reminder on august 18th at one o'clock in this room we have a board training on um it's going to be on the board procedures our our candidates may want to show up if uh and partake i know penny you said you weren't going to be here probably not probably not so um it's a the arizona school boards association is providing the trainer she will be here i think it's three hours one to four and so this was the first step that the board decided that you guys wanted to do in the process of the um training over the next year so nobody live not virtual correct she's going to be in person yes that's something that we asked for three hours of virtual is a long time is it nikki whaley is that her name yeah facilities projects updates our hvac roofing um any any change from this morning when we talked it's just been an interesting process six more phone calls this morning and now all four hvac applications totaling 17 million and all four progressive roofing applications for the roof rehab are finally accepted by the school facilities board now there's still going to be more review but at least all the different what made it more complicated the last six weeks since our june fire because our insurance has to come in and take that building over there's fire and smoke damage once that's done it comes back to the district and then we bring in the hvac and we bring in the roofing repairs so it took a while to it's hard to believe but the sfd has 26 buildings at the high school and there's about five different nomenclatures for each building the architect had one we had one the school facilities board had one the contractors had one so we had to get those all on the same page i think we got that all wrapped up thanks to chris sheriff today so that that's news since i wrote this so they have been accepted by the staff yes but i'm here so just make sure john as the contractors proposals have been accepted by the state great next meeting meaning the proposals i put in are now under review by our liaison and her superiors yeah they haven't signed me yet i understand they don't have the terms and conditions back yet so because they may have to cut i'm not going to say they're going to ask the contractors to change their proposals that's not what usually happens but they may want more clarification there may be again a period of review usually as a week at least so they've met the state criteria for a proposal so they're in the office now so to speak they see that the board our board did approve the one gpa contract we did approve the job order contract process and the contract part of it is legitimate and the funding therefore will be secure from sfd once they approve it so baby steps but once this is approved and funded it's still 18 months to 24 month process so it's not going to happen overnight um the track if you've seen the track it looks fantastic except for there's no lines on it yet so we're waiting to hear back from the contractor to find out when the lines are going to be striped um the teatrich waiting on a uh yes has anybody been out this afternoon the rain to make sure it's draining well and all um i said you were there was there an hour ago how's it going it sloped really well i talked to bruce nesbitt in the maintenance department he said he ran a glass over it the inside curve he said is within it like an eighth of an inch all the way around so there's a nice crown at the upper upper edge of the track where it floats down towards the center maybe a foot of fall there over that 40 feet this is a great test this afternoon yeah and then on the field itself there's grates that go into the the drain into the retention pond that's on the east side of the field so thank you um teatridge um i looked in my mail um at the beginning of the meeting i think i have the proposal that i'm talking about here waiting on a proposal from um the engineering company same one that did our hvac for the design of the infrastructure and the fire lane and everything else so once we move forward with that depending on the cost that i bring it back to you for approval um then we would go ahead and get the design going and then once the design is done then we do an rf request for bid for or maybe we had talked about a request for a proposal possibly for the once the design is done then a contractor could come in and be hired to do the actual work i hate to keep asking these questions are we talking about one master contract are we going to break it up into infrastructure structures and that sort of thing the way we're thinking about now is we think that we can do it as one contract and then if people want to partner they can choose to do that and then partner on it but we know that there's a local company at least one that is that has the capability to do the whole project all together so that's critical you've got a good track record if you're gonna have a master development right so that that's the only reason i bring it up i've heard too many horror stories of a sub that should never have been on the project right because the master contractor dated the guy's wife or whatever i'm not going to go there okay so we are going with the master masterpiece tech playground there is a purchase order that was issued actually last week for 90 about 95 000 for some playground equipment additional additional playground equipment at territorial um that is going to um i think there was a little bit of tax credit money like 4 dollars of that was tax credit but a majority of it came out of esser that was already budgeted to come out of esser so we're excited about that and we may be coming back to you later about some additional work at the playground so i imagine it's lake um tech right now out there so we want to try to work on that to alleviate some of the drainage issues at territorial asphalt in your consent agenda there is a request to allow the staff to do an inpatient forbid for asphalt services we have some dirt parking lots that need to be asphalted paved in addition to kind of rehab of our existing asphalt so that's another project um fencing i know there was some concerns about some of the fencing around the district um at territory i'm sorry at del rio and heritage there was some perimeter fencing that was taken down but that was because we have the interior fence the interior security fencing that is in place where no one can get on campus without going through the front office so that is already in place and that perimeter fencing was just not really providing any safety issue concerns any of them providing any safety at all and so um cars could go in and out even with that fencing and to make it look more appealing at the campuses we took that exterior fencing most of it's gone right now and so similar to what we did at the high school several years ago put the interior fencing in place took out the exterior fencing then we can work on the outside aesthetics of the campuses there was some additional fencing um at territorial that was done to allow a walkway from one east onto campus we had people um parents that were parking on one east and walking on the driveway um interfering with the cars so that's a little bit safer um there that was done with the blue security fencing that my parents apparently is um you can't climb over and i won't tell you how that happened then that was it any questions on projects which parking lots are you looking at so the two dirt parking lots there's one in front uh transportation over at territorial that um a lot of this is mostly staff use that yeah um and then there is the at del rio there is the one next to the office so those are the they're pretty heavily used parking lots and um deserve to get that that painting and then really every other parking lot in the district needs some kind of um maintenance for it so we're not going to be able to do everything at once but we can come up with a plan to kind of you know do it over multiple years but the two asphalt projects are pretty much needed the other questions on projects so some curriculum projects we talked about facilities projects some curriculum projects the big one is we have a couple curriculum adoptions that are in the early stages so when those get finished they'll come to you for approval we have three through eighth science and third through fifth social studies we it's with the changes in technology and the amount of technology that we have on our campuses now it's not certain that it would be an actual physical textbook it could be electronic curriculum that we access through the chromebooks that we have on campus that's yet to be determined um you know we have we have right now we have physical textbooks in place for some of our kiddos and others especially i'm thinking the math at k8 math it's actually disposable textbooks they actually rip out the pages and those are worksheets that they use and turn in so this could be kind of the next generation of everything would be electronic electronically done the concern and we need to make sure that if this is done we can't necessarily give kids homework online because there's kids that don't have the ability to access they don't have reliable internet or reliable devices at home and we don't want to put them in a place that they can't do the work that we give them so it would have to be work that could be done at while they were at school and had access to the internet and the devices that we have available to them this may be premature but do we know the cost difference between you want to share a real deal so if we have when you buy most textbooks k-5 now are consumable period like it keeps districts buying books right um so if we buy print only it actually comes with the digital subscription it's called blended so it costs two dollars more per student than buying digital only that's awesome okay so it's not a huge differential and then i'm in the process of speaking with all the different vendors clarifying with them of course because science and social studies content are a little bit more controversial sometimes i've discovered through questions that every textbook company i've spoken with so far has developed content specific to california and they only run it in california so the rest of the united states uses common stuff that doesn't include things that are specific to california's standards so that part has i clarified that part and then we hadn't really thought about adding 6 8 science this year once we got into it i watched the first presentation i'm like yeah we can do this too so it rounds it out we've been waiting for the standards to settle arizona science standards although technically their national science standards still are pretty unique to arizona so we were waiting for textbook companies to catch up it wasn't worth buying stuff and then having it not be accurate so that's kind of where we are in the process and we'll pilot some materials both at del rio and at heritage as soon as we know the field down to two that are really like worth piloting that's awesome i appreciate that thank you our october board meeting um last year we had our october board meeting in paulden and we'd like to do the same this year and just as a reminder our october board meeting is on october 5th which is a wednesday and the change is because the second monday is during fall break so we wanted staff here so we've already contacted the um the community center in paulden they are available we're working on uh i know mr livingston's working on getting the insurance certificate which we have lots of time to do and it takes no time to do it um to get to them so that we have that reserved but um lawrence hopefully you're available october 5th sure and we can we can blast it out on the internet just like we do everything else and uh hopefully we can get the message out and have more people attend but i think it's some i think it's important that we reach out to and do at least one board meeting a year out there so are you coordinating with uh paco's facebook page people i don't know i don't know okay work with me we'll see because that's their main means of communication is they do have a live facebook page so i can work with you i don't know who runs it right now but well then we can get our pio to to put you know message them or or get a message out and include them or something like that i know we'll put it on our own right you know they i think you know they have an active facebook page you know or we can we can uh link them or if there's a way to put them in there so let me know whatever i can to get that together um the county-wide asba meeting on this email came out today um it is in sedona this year and it is on october 20th and it's down in the calendar down below um at the sedona performing arts center at five o'clock this is where other board members in the county get together and just talk about state and local issues um superintendents also usually go they've done it virtually i think the last couple of years no that's something that we'll actually talk about later this is this is just county schools and um this year they are electing a county school representative which is each county that greenlee and graham have one between them but each county has their own representative that goes and sits on the asba board so there will be an election to elect that representative from yavapai county at this meeting i've been to several they're really good i think i think so yeah let karen know it's um she'll sign up and and everything else and and get you going again it is in sedona that's the only only downside i think we've hosted it here um i know prescott's hosted it um humboldt might have been last year and i didn't go last year yeah i just said that yeah so it's kind of all over they try to kind of go on each side of the mountain every once in a while so uh calendar 8 18 is the board training corn dinner 9-3 we should have tickets to the corn dinner next week if you would like some corn dinner tickets you can let karen know um the asba law conference i think cindy and peter you both going anyone else i want to look at there's no hotels so we can try to get you a different hotel but i know that the my wife couldn't even get a hotel room overflow in the overflow yeah yeah i mean where is it this year come back in okay yeah is it really 15 days long did i put 15 days no it's 9 7 through 9.

uh that would be for some uh students with special needs uh do you know specifically dr pittman chain of lakes transportation is there is that the medical fragile one student okay okay yeah when we can't provide the driver we have to outsource what are the driver screen they are screened and they have they we have an agreement with them yeah they do a criminal background yeah yeah they have to follow the same guidelines that we do there's also there's a couple of there's another always transportation is another one it's on the first page there too we try not to use them if we can avoid it at all costs but it's much more expensive to do than our own drivers but we're short sometimes why are we paying libertyville school district what are we paying for let me look here that would be for sharing uh right that's also special libertyville that's slick but i thought we felt that switch to uh i'll research that i thought that switched because that could be wrong yeah i know i know i think it's for a shared uh special service that we do and i will i will research that and find out and then i had another question yeah there's a megan carroll and there's megan l carol are they same same yeah same i'm not sure uh they must have been put in as two different vendors but there's a couple others look at that yep yeah on their end they get the check and it's okay on our end it shows us two different vendors in our system so when she prints a report so yeah that'll be it libertyville's hearing yeah okay okay uh item b is our exhibit 789 just this is our annual citizens advisory council information we did have roughly 35 candidates oh 27 okay we opened it up to all parents and this is the list we got for this year so the uh on exhibit nine are the objectives it's a pretty light list of objectives right now but it will it will get longer as the year goes so we'll as we have some administrator meetings we'll talk about uh objectives to add but these are the things that are on there for now so that's really just a four-year information but we do like to get the board to approve the members for that year all right anybody any questions on the cac members can i please have a motion to approve the system advisory council members for motion second doug and joe all in favor any opposed ice habit okay then uh my next and last item is just an update as we start school i'm going to update you on a few things board we will open up with three days of institute we do have an opening day breakfast with all staff on the monday the 22nd 8 a.m i know that you all have jobs and but if you're available and you'd like to come we definitely would invite you to that i'll have about two hours with the staff that morning before we send them off and we'll be doing just some fun stuff that morning i do encourage you if you have an opportunity for the back to school bash on the 26th the friday night that first week 5 30 to 7 it's a great community event we do have a district table set up where we give away a lot of big hollow swag gear as a board member if you would like to attend and give out things that nights it's just a it's a fun night great community night so i encourage you if you're available um i want to give you a couple updates on uh one being the covid update um this i'm in the process of finalizing some return to school plans just to make things very clear for parents and and students and teachers staff regarding what what we're going to be doing around covert related issues i we don't have anything formal yet because the cdc is possibly coming out with some guidance this week that and i didn't want to put anything out and then have to change it and all in all it looks like uh you know i think it's going to be basically back to school as normal but uh i will be getting you something soon and we'll get it out to all the community soon but it won't be anything like last year we're not doing uh you know at this point masks will be you know optional for kids if they want to wear them and staff if they want to wear them and things like that testing we'll have available if people want it we're not going to do contact tracing we're not going to quarantine uh students uh unless they do test positive with covet if there's a positive covet test then they they have to be out five days there's things like that but uh there won't be a lot of exclusion from school so we're working on that um um excused yes yeah uh staffing update uh we are i think good with certified staff three principals are right there do we have any certified staff positions we are trying to hire right now i think we are we are good which is where that's a great spot to be in right now with all the shortages that are out there so um we have a couple pair of professional positions we're looking for elementary facilities uh our facilities crew joe got to meet them the other day i took him out to lunch and joe was at the same place we were eating lunch so we got to meet our facilities crew [Laughter] and they this group has been working really hard this summer the buildings look great i think by the time school starts the buildings will look as good as they've looked in years so and we have we're fully staffed there in the facilities group food service is fully staffed bus drivers we are we are down a couple drivers right now we had two resigned last week we have four that are training as we speak it just takes a little time to get them trained so we have four people that want to be drivers we have to take through the whole process so it'll be by the end by about the end of september before we get them fully tested and ready to drive a bus until then we will use our backup drivers that are in-house we have guys on the facility team that are certified so we have added back a bus route that we took away last year to alleviate some of the uh capacity issues so we um we are doing that but so we're a little we're a little tight with drivers and but everybody is right now and i think uh jackie is doing a really good job trying to make sure things are going to work there [Music] facility readiness for the school year like i told you uh the buildings the cleaning is doing is i think we're just about done waxing all the floors and cleaning all the rooms we have some projects have been happening on campus classroom construction over at elementary and primary we did some internal classroom construction it's a little bit behind schedule um i think we're going to be okay but we're the things that are out of our control like the doors are on back order some of the cabinetry is going to be a little late so we're going to be close but these aren't rooms this the room that we added at primary isn't essential for day one we can put them somewhere else i have to talk to mrs janice about it once we get closer but they will be done but it's it's probably possibly a little delayed uh primary playground we uh we did add a little fence around an area over here if you saw that or not just because we have kids running around out there and i wanted to keep him off the road so it's not completely fenced in but it's close over here we improved that the elementary and primary playground we we have some i'm telling you this because uh we we added the middle school playground and it's brand new and primary elementary playground we had said we're going to do some repairs to it those repairs that equipment's delayed so they told us the equipment won't arrive until september to repair all the parts to that so if you make complaints about the uh condition of the primary elementary playground sets just let them know that the the repair is planned and we're just back the parts are all back ordered so uh we thought that we ordered that in january and still not in um middle school playground be finished hopefully this week or next with the mulch area and we'll have mulch all three playgrounds will be re-mulched here soon as well if you haven't been out to the outdoor learning area at the middle school you should check it out looks great so it's going to be a nice addition um all the concrete and blacktop repairs are done and we are still in the process of fixing the maintenance shed after we got hit by a truck last winter so um other than that you know i think we're gonna be ready with all with everything going on uh we're gonna be ready and just uh really tickled that we are we have a full staff right now so a lot of school districts are scrambling and i feel really good about the fact that we're we're well staffed so that is it for my update any questions how'd the retreat go oh the retreat was uh the retreat was great um that was my next item here so we spent uh two days together and uh primarily working on how to uh work uh well together as a team and doug attended as a board member spent the whole time with us i asked doug if he would mind giving a little update on what he thought as a board member and vivian joined us for dinner as well so i mean i don't think i didn't know what to expect i wanted to learn more about the administration team how they work or can work together or do work together and it was very it was enlightening i feel very good it's a very good one and probably one of the better best administration teams we have going forward this year and i'm just happy i am satisfied it went and it worked went very well yeah it was time very well spent for us i can tell you that i think that everybody around the table agreed we had almost all the administrators there and we went through one full day training with called the trust edge by put on by the school board association they came up and did that for us and uh um it got pretty intense very personal kind of got emotional at times uh but it was good so everybody was pretty vulnerable and and we had some great conversation we had uh you know josh was new to the team and we had brian summers was new to the team he was there and we had you know a couple other people that are in new positions so um yeah it was just a very very good uh time uh i guess i'm gonna do any of you want to add to that the four of you that were there well said that's it for my report thank you lieutenant budget all right uh exhibit 10 and 11 uh or your tentative budget and i if if i will answer as many questions as you like now i just want to emphasize to you this is very tentative and we do this every year in august we have to do it i had it on display at the end of last week for the public 30 days ahead of time in september we will do a full approval of the budget i'll have a finance committee meeting coming up as well where we will finalize the budget so this one has some unknowns in it and i will tell you it it ended up a lot better than i or better than i anticipated in the education fund i was very nervous because we are doing a lot this year we have a couple bit pretty big projects going on and uh we were i was worried about where this budget is going to end up uh it's still going to be tight but we have strong fund balances across most funds and you'll see a lot of red i'm looking at page two of the budget and line 22 on the spreadsheet is is where that's a line that you'll really want to pay attention to that's that shows you uh red shows you deficit budget for each each fund black is positive budget surplus predicted for the fund you'll see it's red all the way across the bottom there and i'm not as concerned right right now about the education fund i think it in a 19 million dollar budget there's you know i my goal is to not is to be between 90 95 of that uh when we finish the year which will put us close to break even and uh um one thing that is the unknown here is that we don't the health insurance we're still doing open enrollment right now so i just the health insurance complete guess so um with all the new employees and uh that came we don't know who's taking it who's not taking it so by september i will know so that number will be firmed up in the o m and the transportation fund uh there's some revenues that i was not sure of uh and i will know more information in the coming days so like i said this this one i don't want you to get too alarmed with yet if i have reason to be alarmed i'll let you know in september for sure the uh i will say this i am very thankful on friday i finally found out because i was working on this up until we released the board agenda because i didn't know how much the state was going to be uh give i don't know what the state funding was going to look like they didn't tell us until friday morning and we got a we got a nice bump from the state that helped us a lot so the evidence-based uh funding formula uh increased 700 over 700 000 so that's significant for us and uh i was very concerned about the ad fund because we we are we've got 260 000 in projects that are just kind of one-year projects and uh that i paid for out of the edge fund which would be the outdoor learning area and the uh this playground area that's right out of the ed fund next year those won't even be in here so um so i feel we're very good about where we're at in the ad fund if we finish the year in the black there so i will get this more fine-tuned in the coming weeks and then with the finance committee and uh the board in september all right anybody have any questions on the tentative budget can i please have a motion to approve the tentative budget for school year 22 23 on first reading ocean second joan yes mr sirone here mr oil here mr gatewood president miss johnson president mr bloker president ms simonton president miss swanson also presents pledge of allegiance i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all i have no public comment okay thank you very much all right item 5.1 is a presentation update and all the great work that's been happening around the district this summer regarding technology we have brent kyger and kevin mcdonald here to present to the board so brent and kevin if you want to come on up the f4 is yours [Music] sure i guess i'm starting off with the first slide first of all we'd love to talk about all the things that have been going on in uh technology but some of these things are linked to envision 308 and even though things won't start until 23 24 we didn't want to remind the board that we will be working on a future of instruction what needs to be in place with that and then once we have that vision established with members of the community as well as students and staff that will really drive our future priorities for technology purchases thank you that's close enough can you guys hear me yeah yeah okay great uh i'm brick higer uh director of technology and infrastructure and i want to thank everyone here for the opportunity to continue the support and the positive relationship we have with the board in the community to begin with um over the last couple of years our environment has changed quite a bit and some of the activities that we have accomplished is putting more definition around the classroom experience in the classroom environment you can see by this slide some of the kind of the pre and post covet almost the conventions in the classroom have changed we now support in the classroom for the teacher a projector a second monitor a document camera if needed for all grade levels before the one-to-one environment or i should say kind of a transitional this past year environment we did a full one-to-one environment for the fifth grade through twelfth grade and the elementary grades were sharing carts amongst the rest of their grades what we're looking to do this coming year in this fall even is to continue the one-to-one environment for the fifth through twelfth grade but we also plan to give the one-to-one experience for the first through fourth grade by providing a cart in every classroom to give them additional resources to be active and honestly to learn how to use the device along with that we are also planning to provide 10 ipads to each kindergarten class safety is always a concern in a school environment and i wanted to highlight some of the features that we continue to support and some of the new activities that we've done over the past year we continue to have the filtering and auditing of internet websites email and those such things this past year we enabled the 24 7 which does hours seven days a week monitoring of emails looking for crisis situations um we also implemented sofa compliance uh procedures and processes in our environment and then for the staff we again some of the highlights is we offer no before phishing campaign training and what that entails is that we run campaigns to teach staff we give examples in emails i don't want to say we try and trick them but we try and educate them with examples of emails and we also offer training should they take us up on or to learn more about phishing and security in our environment and then more recently we've enabled two-factor authentication for the google environment good evening my name is kevin mcdonald and i am the new director of information systems and support in the technology department i'm happy to be presenting to you tonight and excited to share some things we have been able to accomplish this past year so this slide right here is some of the improvements we were able to make using grant funds we were able to replace all projectors across the district most of these projectors being 10 plus years old we were able to finish upgrading the wireless infrastructure across the district to help support the new devices we had purchased during covid and all of the new devices that we're implementing in grades one through four another great addition will be the use of interactive panels at brokaw early learning center this building was never outfitted with projectors or tvs mounted in the classroom so these panels will be a a welcome thing for those teachers adding another resource or learning resource for these students to learn with and then engage them with them using and then we were able to join in on the esd meetings so brett and i were glad to be invited to join in on the weekly esd meetings during this time it gave us insight into what struggles and or successes the buildings and admins we're facing it allowed us to brainstorm and collaborate on new ideas around the use of technology in the buildings and support pilot programs for new curriculum as we continue our journey to 2026 using the envision 308 framework these types of meetings are crucial for ongoing ongoing planning and conversations to ensure that staff and students can utilize the technology and online resources provided by the district to its fullest potential okay we've talked a lot about what we have done in the last year or so but now looking to the future next year we are setting goals to support the envision 308 framework and these are some of the goals that we have set of course to purchase and support the one-to-one environment of course also evaluating the best funding source most of our funding source has been grant driven over the last couple of years and then a really exciting opportunity is the integration or the development of the tech hubs at the high school we're working closely with the integration specialists at the high schools and coming up with a plan to have students supporting students they will end up working on the chromebooks repairing them and also be a source for other students on how to do various things honestly we see it as a opportunity for these students to get real life education and honestly skills that they could use as soon as they leave the high school and then the another goal is to implement classroom management our focus will be of course in the one-to-one environment trying to give the teachers power to control their classrooms control the environment that they're trying to instruct in and help students collaborate and work with each other for that environment and knowing that we didn't necessarily have any goals set for this particular meeting but looking for the future and listing some of the accomplishments we've had in the past and the goals that we've set in the future we feel like we rank in the making progress status and that is it if anybody has any questions for us brent and kevin i just want to make a comment um the uh on page five with the technology improvements just i want to say congratulations that's a incredible amount of work that's gotten done in a short period of time it was work that needed to be done so to you guys and all the people on your staff uh thank you well done thank you awesome um yeah i just had a i had a couple questions on the previous slide if i can uh oh begin to implement a classroom management system for teachers to facilitate interact monitor student devices so um not only on the physical devices but in the classroom environment online what are what are some of the challenges that teachers are bringing to you you know i'm just uh oh well having a device in front of a student is honestly a source of distraction and some of this classroom management component will allow give the teacher the ability to keep the students on task that that's one of the biggest concerns of course they will also be able to or at least we are planning for them to be able to now potentially share uh one student's work with potentially the whole class at a time rather than just saying hey what is so-and-so doing and kind of describing it now we are hoping that they can now take control or take their screen image and now project it to the rest of the staff either on the other computers or up on a projector so it's great to see it's an evolving you know i have a follow-up question to that well go ahead yeah yeah jer and i are thinking the same thing so can you kick them off a site they should not be on that is one of the features that you could end up closing tabs you can isolate uh particular tabs say they can only go to particular websites if the teacher wants their yeah to be at the front of the class he or she could issue or lock the students devices i'm interested to see if this works no yeah that's why i was i was just trying to focus on that because i don't know all the challenges you guys do is it we're going to look at a variety of ones one of the first ones that we will be looking at will be in correlation with some of our other filtering they also have utilities and programs at work and then it's going oh no i just had one one other question i don't know if it's if you're the right people to ask um one of the things that i keep hearing and it's technology maybe technology tangent um is cameras and you know the quality of the the quality of the the devices you know of the the pictures that has taken the videos that it's taking and it's not giving very good information um so yeah just wondering is that working the cameras on the chromebooks are the security cameras it's the security camera oh okay yeah is that you guys we have a hand in it but it is driven by the operations department yeah it's i just wonder if you know if you guys were to team up on that if we get a great solution you know i'm curious what happens if we give technology more of a hand in it if we could actually that's what i'm saying yeah i was going to say we're actually in conversation now about looking for a refresh cycle for our district-wide cameras and uh making sure like what you're hearing some of our cameras are only 1080p and we're looking at having four megapixel cameras so that when you zoom in you get that that's not what she's asking what's that sorry that wasn't what she was asking i'm not asking good good answer no no i know what she's asking but my answer my answer is yes to answer dominic we do have some hardware challenges but yes with technology involved is we can make sure we get the proper technology solution so that when we install it it is the best so we'll have buildings and grounds working with technology to implement that solution i'd be happy to share that with the with the board at a later time because yeah safety's in you know very important to the educational experience um as we all know um okay i'm trying to think if there was anything else wasn't wasn't it the question you were asking though could we have more of the control of the cameras and the replacement and refresh cycle of them go to the technology department rather than leaving them so operating so here's my condition that's what i was suggesting and this is before you and this is before probably even john this goes way back even before the dastardly doctor went we've asked for more cameras more cameras more cameras more cameras more cameras cameras that work more cameras yep you're gonna the board's gonna receive a presentation on the camera cameras and all that in the next coming month so like that so my concern is how do i how do i get more people involved so that we can like and i understand what you're saying it's coming but it's been coming now for about eight years yeah the technology department and the operations department uh is under dr petsky and they're working together to make this a reality they've done a uh they've looked at all the schools how many cameras are in schools uh the angles the uh what needs to be refreshed what doesn't and that's all going to be included in the presentation thanks for that is student services providing input into that though as well um and the deans and dean's assistants because i would hope that we weren't just relying on our building engineers to decide where to put them and where they were needed yeah you know our new coordinator of safety and security started today as well and he'll be given some input as well as the building administration but she has a point and i mean like nobody knows you're building like your dean's assistance nobody nobody knows where all the kids are being naughty like you're people who are in the buildings i mean if you want them to be effective right okay um eugene had a follow-up to something that well no he asked the first question the second one is a different topic so i don't want to change this topic unless you know that it was my gosh it's actually in regards to the development of the tech hubs for both high schools i'm just curious what they what they are and what's the what's included and what's the benefit to the students um well i'll start with the tail end the benefit of course is giving the students real life experience on repairing of computer components the idea behind it would be that the students would be responsible for doing hands-on repair of the devices that get broken at the high school level but taking that even further back a step we plan to involve again we're working pretty close with the immigration specialists but we are hoping that it becomes a central point in the high schools for students and honestly teachers to find support for whatever it be um they're it is the idea behind it not only is for students but also an experimentation area the integration coaches have new ideas uh on how they want to do learning uh teachers may come there and set up meetings with the integration coaches on how to say work an interactive panel or something like that but i would also expect the students would feel comfortable coming to other students for support whether it be how to use google classroom or how does this work in the google docs uh those types of questions we can see it becoming very prevalent spot for the high schools to find that support we're looking to involve juniors and seniors in this environment it's still kind of in question on how it will be structured but a small team of students with uh guidance of the immigration coach we see that as a complete replacement of what we use now for repairing the devices or is it just a to supplement in order to advance the education of the students and do some support for it and staff it's more of a supplement it's going to help us greatly because simply because how many students and how many devices are at the high schools we will still be highly involved with it getting parts working with how the training will occur for those students working with companies to possibly get them the training so it's going to be a quite a bit of collaboration not only with the district tech department but the school is i i see it as the school becoming a uh very proud of that spot and being able to put a spotlight on it say hey look this is an opportunity for students to get involved and learn skills that they can take to the business workforce so one last question i'm sorry i should ask this one probably before the last one so was the the uh the brainchild for the idea was it based on advocating and giving students a vocational uh skill or was it really because you guys needed help and support and it would be a great opportunity to do that as well honestly this idea in some evolution has been with us for the last couple of years this was even pre going number one we wanted to get something started that gave students the opportunity we had talked about getting students certified and getting them involved with the tech department but i i can't necessarily say one is outweighing the other it's just that it it's coming together to benefit both sides i think it's a great idea yeah yeah what can i follow up on just that question so this has been something that in the technology department i know every time you've come to present a technology plan to us even before we had one to one the goal was to have this tech hub for the students to to help support the devices one for our benefit but also for theirs but also i just want to make sure the adults can go get help too and that that'll be something that our staff members will be able to use as well yeah yeah all joking aside like i mean they'll need that help too right right um yeah students are very quick and hopefully it will build that relationship not only with the staff and students but yeah and my question would be like what is the grant landscape look like now like it was very robust during covet and we were able to get a lot of computers and take a lot of our students one-to-one what is the landscape look like now and what are we looking to do with whatever grants we're seeking uh you are exactly right it was very plentiful over the last few years uh so my awareness of what is currently available is is drastically decreasing we will probably have to bump up our efforts in trying to find those opportunities but yeah to be honest it's it's going to be interesting to see what funds would be available through grants especially at this scope yeah and that's part of the second bullet point sorry just that we've got to create a funding source that is sustainable and what that looks like now that we have that initial piece on whether that looks at other aspects of the budget that need to be reallocated or other other funding pieces that are are coming into play we still have dsab and some other things like that but we want to build a sustainable okay every three years this needs to happen every four years this needs to happen and have it almost built into you know the budget over a this lump sum this um so we can predict um that's something we haven't been able to do in recent history because of the budget cuts and putting things further down the road so that is a huge part of what we need to make sure we do this year is to come up with that plan without the esser funding and to your point i think even to operationalize the tech hub i think we'll have to build something into the budget for that as well and not just the devices i don't know what that would look like but i just had a off question regarding like oh um they have those hubs where they would have computers for students to use and i know that that was not something that was very successful because they were always getting tampered with and so what what happens where do where do students get support when they need like if they don't have well now most of them have technology at home so i guess they don't need it but they all have their own chromebooks too that they take with them yeah just thought about that so we were able to address that this year thank you i i just want to say uh thank you because i remember some of these presentations from the past and i would go home and be pulling my hair out so thank you so much for everything you do okay thank you thank you thank you thank you both item 6.1 board member comments anyone have any comments oh yeah i do um i had the opportunity on july 30th to volunteer in the community and i worked with several 308 students and staff actually um thanks to community cares and kiwanis uh we serviced uh served over 154 308 families at start strong event at old trauber and we were able to get school supplies to those families and highlights obviously were obviously getting getting the school supplies to those families but uh also had a nice long conversation with an ohs student who was going to be attending uh college in indiana after her senior year coming up and had a nice long conversation with an elementary teacher at the wheatlands so it was great seeing students staff community members coming together for a great event that was july 30th so thank you community cares thank you kiwanis it was an awesome event and the weather actually was not too bad okay anyone else okay 6.2 superintendent's report well good evening board get so much no that's okay i was i just want to give everybody else an opportunity to speak first um i just wanted uh to take the opportunity to um acknowledge and not treat today um [Music] as business as usual um its business is needed more than business as usual and i'm sure dr sparlin will touch on this but our district admin team and the south berry family and many community members lost a very critical part of their team at the end of july dr allen was as many have described over the last couple weeks a bright light for our students for our administrators our teachers and our community and i just want to make sure that everybody understands that while we are here tonight conducting business it doesn't mean it's business as usual it just means that it's business is needed i want to make sure that everybody understands that the team that is on in front of you tonight teresa and dr sparlin heather and faith and john um they lost somebody critical to their daily job and from that i mean not just somebody that sits and talks about literacy and elementary education but a part of their team and their family their work family someone they spend a lot of time with day in and day out and when that one person is missing nothing really feels whole and so there's a lot of hurt right now and to each of you i am really sorry i am really sorry it is not easy to go on each and every day when you know that's happening so as we move forward in the days ahead travel through these days in the coming days with compassion for yourself and it's okay if you need to take a minute and cry it's okay if you need a hug from a co-worker and it's okay if you remember oh my gosh lindsay would love this or what would lindy say in this exp in this moment it's really important to do that i promised her mom mrs laton mrs simultan and i when we went to her open house that we wouldn't ever dim lindsay's light in this district as we get ready for a school year and this will be the last meeting before we start school i just wanted to let all of the educators the teachers the tas the da's the deans the principals the custodians the bus drivers the cafeteria staff the nurses and social workers our students our administrators and our parents know that we have the opportunity to have a really really great year and i don't in the technology department we have the opportunity to have a really great year and the only ones that can make that happen are each of us so i encourage everyone myself included that when we have a frustrating day whether a bus is on time because they're often times not the beginning of the week or you're frustrated with communication from the school or you feel like you um aren't being heard please go to um and use our um our resources and our staff to ask those questions and get those concerns addressed and not necessarily run to social media we can't handle it and we can't expect that things will get solved if we are running to social media to complain about a situation and the most important factor for student success in the classroom is a teacher and so if we really support those teachers and boost their morale and give them help and make them feel valued our students will definitely do much much better so i just wanted to take the opportunity to say that dr alan will be greatly missed and i will no longer have her razzing me we went to um rival colleges and i will no have her longer have her razzing me um during football season so i will remember her fondly then thank thank you okay 6.2 superintendent's report well good evening board and uh thank you mrs johnson for everything you just said that's most appreciated as you all know dr lindsay allen who was the director of elementary education passed away lindsay had been part of our district for 18 years serving first as a teacher at lakewood creek and assistant principal at old post and grand park as the assistant principal and later principal of southbury elementary school then most recently at the district office as the director of elementary education we will greatly miss her sense of humor her laugh for smile and her passion for our students and as you just mentioned it was it has been a very hard week for our entire three-way community so i'd ask you that i'd ask that we all join in a moment of silence as we remember dr lindsey allen thank you since our last meeting we had two oe recent graduates who are now alumni go from high school into professional baseball so i would just like to congratulate ashton izzy who was drafted by the seattle mariners on july 18th in the fourth round with 126th overall pick and also congratulations to noah schultz who was drafted by the white sox with the 26 picks pick of the major league baseball draft so congratulations to both ashton and noah we wish them all the very bests and the pros and i think that deserves a round of applause [Applause] did you say chicago white sox chicago white sacks they would just want to hear chicago white chicago white sex yes um well as you said miss johnson by the next time we meet we will have welcomed over 17 000 students and 2 400 employees back to the 22-23 school year last week we had a day of professional development for our administrators held our administrative retreat on friday and this week we'll be meeting with all of our new teachers for new teacher orientation the first day for staff is august 15th the first day for our students is august 17th and the morning of the 17th as my tradition of superintendent i will be riding a bus with high school junior high and elementary students it's a something that i've done each year since i've been superintendent it gives me a nice opportunity to talk with kids jump off at the bus stops and talk with parents and then stop in at the each of the schools and that those buses are dropping off at and we'll send you some good pictures from the first day of school because all of our schools do i mean everyone does such a nice job and some really fun activities as we welcome the students back and i know i speak for myself everyone here at this table and all 2400 of our employees that we are excited about the upcoming school year and we are looking forward to staff and students back in the building so that is my report for this evening thank you thank you dr sperlin action i'm sorry 7.1 consent agenda are there any questions on the consent agenda can i have a motion i make a motion to approve all items under consent including 7.1 minutes from the special closed board meeting board of education meeting on july 7 minutes from the board of education meeting on july 11 2022 open and closed session and minutes from the special board meeting of education meeting on july 28 2022 open and closed session second miss doyle i miss swanson aye mr cirone aye ms simonton aye mr gatewood aye ms johnson aye mr pluger aye motion passes seven zero i had to made point one is financial statements does the board have any questions as to what has been provided for this evening i have a comment versus a question i'm wondering if in our financial software do we have the opportunity for variance reporting something that we can look into so i don't know how granular infinite vision gets in that regard it would be a great it really helpful and something that i've been accustomed to that if you can see the changes in year over year and understand the differences and be able to attribute what those differences are it would be incredibly helpful i think and and informative for the board um i'm just going to jump on that one dr petzke i know that eugene and i had been talking about that last year we had had the year over year and it wasn't done through that dr sparling do you remember it was this the spreadsheet that would show where we were at compared to the previous year it did like about 10 years worth prior to now in our operating budget and then gave the narrative for why for example the year that we took on special education our budget grew exponentially um but that was because we weren't paying into the co-op kind of thing but it gave kind of a narrative for the overall picture of how we got to where we are today um and i know that we've had that i don't think i i do remember actually asking about it last year if we could get that we did that would be great i think i have an old one in my email but yeah i think he provided the draft of that report we did yeah we did we yeah and the other reason is is it's really important for us as a board but also for the community to be able to see year over year and with this year with we're experienced really experiencing really high inflation um many boards use their reserves to be able to buffer that inflation and when we don't have reserves um we have really deep reserves it's really it we have to make different decisions so i think it would be very helpful and i'd really appreciate it if we could see that yeah absolutely with our director of finance in the office she's already digging into some of those uh after establishing payroll and getting that process set up it's now looking at the budgets and uh comparisons year-over-year so we're excited to bring that and the template spreadsheet that eugene and i had provided last year do you um we have the last do you have an idea of how long that might be before she gets to the point where she can provide an update on that like are we you said getting payroll and stuff and obviously there's some day-to-day things are we talking we could maybe see expect to see that before the end of 2022 or the end of the school year oh oh absolutely yeah so which one before december so um maybe what we can do is take a look at when we're presenting the budget update for envision 308 and put that right on there because the one thing i'd like to do too with eugene and lori is i would like to review that with our finance committee and see what questions they have before bringing it to the full board so that's a whole other agenda item though about the finance committee so or committees so maybe hold off don't worry about that don't hold off until you get that okay all right before we get this information please sounds good all right item 8.2 item 8.2 is an informational item regarding uh in regards to wolf's crossing road improvements we have invited village of oswego administrator dan de santo and the village public works director jennifer hughes to present to the board so that the board can ask any questions that you may have in regards to moving forward so dan and jennifer if you want to come up come on up to the table thank you for being here this this evening and the floor is yours i think it's on now yes it is thank you dan you bet good evening thank you madam president members of the board dr sparlin for hosting us this evening as you said my name is dan desanto i'm the village administrator at the village of oswego with me is jennifer hughes our village engineer and public works director also known as the subject matter expert at the village for wolves crossing i wanted to start off this evening just talk about the long partnership that we've shared with the school district there's a lot of examples especially dr sparlin since you've been superintendent and i've been village administrator we've worked on a lot together the shared services iga has been a been a success you know one of the stories we'd like to talk about is by the village storing some salt in our salt dome for the school district there's been over 200 thousand dollars in savings for the school district uh equipment sharing you've been able to share a lot of your equipment with us uh like the scissor lift uh musical equipment at times uh also the coordination of the max fast vaccination clinics that we that we did together in concert back in 2020 and another great example one thing we'd like to also point out in terms of partnership is our partnership on the village impact fees since fy 19 the village has given um 2.9 million dollars from developers to the school district in terms of impact fees and land cash donations that's about a million more than the next highest community that contributes to the district and about if you combine the three main communities outside of oswego you combine those uh and our impact fees are greater than what those three have produced so far with that said i preface that because wolves crossing is what we're here to talk about tonight wolves crossing very much as a partnership as well not just a partnership between the village and the school district but between the village and many other government bodies the project would not be possible without partnership and i'll talk a little bit about that today wolves crossing project which a lot of people have heard about i'm going to give you an overview of it it's about a four and a half mile uh four and a half mile project from uh widening from route 34 on the west side to eola road on the east side for the most part it's it's widening from the current two lane rural road that is there with ditches on the side and converting it into a five-lane urban road which will have curb gutter storm water drainage bicycle and pedestrian facilities it's a major project one of the main objectives of the project is to improve safety for the six schools that access wolff's crossing when we go for federal money when we talk to state legislators that's one of the top priorities we talk about is making it safer for for students staff and visitors to go to schools on wolves crossing all told that four and a half miles is about 70 million dollars that is not something the village can afford and as such jennifer's actually segmented the project into 10 different segments that's how we can afford it by putting it into about approximately 7 million chunks and even that is not something that we can afford on an annual basis as you can imagine and so for that we've depended on partners federal funding state funding and local community partners as well and that's that's what brings us to this discussion you received a letter from me a few weeks ago and that letter talked about that we are in the land acquisition phase for segment one segment one is the intersection of harvey road right out here by in front of the school harvey road is originally 20 years ago supposed to be a traffic signal based on all the growth and you know the modern engineering we find that a roundabout is a much safer and better way to control that intersection and so that's what the plan is we are currently doing land acquisition we're nearing completion on land acquisition and that's what we're here to talk about tonight is a 2.949 acre strip of property in front of oehs it is necessary for the road project and will also provide stormwater management that we believe may even benefit ohs in terms of drainage in the spirit of intergovernmental cooperation the village requests that sd 308 consider donating the property for the project the property's been appraised at 75 000 plus an additional 500 for relocating a few signs and polls um and you know sometimes we bring this up people say donate why would we donate and the reason for that would be it's it's very commonplace in community projects like this for donations to occur especially when there's mutual benefit a couple examples i'll give you just from this past six months or so uh kendall county board came to us they're doing a collins road extension they're bringing collins road to connect it over to orchard road or minkler road and part of the property goes right through one of the villages well sites it's actually believe it or not 2.9 acres the same as the property here county asked us to donate that property and the village did similarly uh on our douglas road extension if you know douglas road doesn't connect with itself and so we're looking to extend north douglas road to eventually connect the south and found out that the oswego township actually owned that property we talked with them and they were willing to donate that property to the village to expand douglas road i want to also as before we you guys begin discussing this i just want to thank you for putting it on the agenda tonight i know i found out a little bit more about your process after talking to dr sparlin and that you often do informational items on a separate meeting than action items so i appreciate you accommodating our request tonight in that regard i also want to just say you know we're thankful for the partnership with the district for many years that they've worked with jennifer and her team on this exact plan you've had members of your staff participate on what we call the wolfcat which was the planning group for this road project dating back many years we've coordinated the schedules with you to make sure that it has the least impact on school and that's also why we requested to be on this meeting tonight because if we can keep on our letting schedule which is when you go out to bid the goal is to have this project completed by next thanksgiving with very minimal disruption to to school and so that's why uh we're thankful that it came up tonight for discussion lastly i just want to mention i've enjoyed talking working with dr sparlin dr petsky very much on this project and they came to me last week and we chatted a little bit about maybe a different option other than paying for it donating a third option that they brought up was possibly receiving a credit on the amount owed the village that the district owes the village for a traffic signal at harvey road and could this donation be an offset or a credit under that and that dates back from a 2003 annexation agreement and i would say while a donation straight donation is our preference we would certainly um prefer that alternative than to paying outright for it so i appreciate the the creative thinking and again for the invitation to be here tonight jennifer and i are happy to answer any questions all right thank you very much dan jennifer thank you for being here and i i i we appreciate the planning phase that you just mentioned because you know we did talk about the start of this project not happening until end the school year this year and then hopefully being done by thanksgiving and not starting before and that worked out that works out really well for the school district so i we appreciate that so at this time uh board we're opening up for any conversation that you want to have or any questions that you have for our guests i do have several oh jared please oh you just have one though i have a really simple one how is the strike affecting this particular project that's a really good one that's a great question the strike has no impact on the wolf's crossing it did have an impact on our resurfacing project uh so we lost about a month uh to that and we're just getting back our original plan was to have it done before school started we're gonna miss that but uh other than that this project will not be impacted thank you can i can i real quick follow up on that with does um you wouldn't i know you had had to cancel a bunch of the other surf resurfacing projects for this year this is completely separate from that schedule correct you wouldn't bump this project in order to continue the project you had to delay this year that's correct totally that's what i just wanted to make sure we were all abundantly clear thank you um first of all thank you so much and i appreciate everything that you you know do for for the village and um i can't can't thank you enough um i'm a big proponent at any time it's taxpayer money either way so anytime we can eliminate us exchanging funds and just help each other out that's that's a positive with that i've had several questions come in and so um and you brought up a few things that as long as you're here it's really i look at this as kind of a teaching moment for those at home right so that we can we can help each other educate right i'm an educator so i like to educate people one of the things i i received a question was about the roundabout and and that got decided in committee right as far as the decision for the roundabout that came out of the committee correct so ever since the committee met that's been the decision on the roundabout correct yeah that's an excellent question yeah we uh we formed a wolf cat which was the corridor advisory team we had representatives from the township from the school district fire police residents who lived in the corridor and actually we opened it up to everybody and it was the committee's consensus to create a roundabout throughout the corridor it's awesome um and correct me if i'm wrong the stoplight there's uh plans for a stoplight at roth and wolf and also at the oe entrance and wolf correct that's correct that is correct and the one that we were scheduled to contribute towards was the light at um the oe entrance in wolf is that correct no no that's not the one that we were way back when uh it was planned to put a traffic signal at harvey road okay that's the one that's the one okay um and so there's no deviation from because my concern here and the reason why i ask about this is if i'm correct the this phase it's going from four to two lanes pretty close to that entrance over there at oe and and wolf correct all right correct the actual construction the total construction ends at the start of the turn lane for westbound into the into the high school and so there's no deviation there's no plan to change that light not at this eventually yes but not as part of this project okay um and i've heard people tell me um that wolf and harvey are actually going to be shut down from may until thanksgiving is that correct so so as we've been talking about the the construction plan is that we will start uh provided we get everything in place and the plan would be to start construction right after the winter next spring at that time the intersection of davao would be closed the intersection of harvey would remain open once devoe is completed with the goal to complete that prior to the end of the school year as soon as the school year ends then we would close the interception of harvey road and then complete that by thanksgiving with reopening at that time the alternative was to try and construct this under under traffic that would add about a year to construction and increase the cost because of how the contractor would have to phase it so we felt it was in the best interest to just fight the bullet close the intersection and get it done so we won't have to worry about redirecting traffic for the school um through neighborhoods or anywhere else is that correct we've looked at uh at traffic control plans with detour routes uh how we might address the you know people trying to cut through press dot mil uh that's my concern how we would wrote uh uh push buses through uh so we've we've kind of we've had those conversations uh and and while i can't say that we will ever prevent everybody going through and cutting through because remember i can remind you uh it was the last summer we had to close wolf's costume when we replaced the culvert and we closed the road and people drove up onto the bike path they drove through the ditches they did anything they could get to get through that so we're going to make every effort to prevent cut through traffic i'm not going to say there isn't going to be one car that's not going to seek through but we're going to do our best to eliminate that can you share your plans on what route you're going to recommend for the detour on that um the the official detour is was crossing to fifth up to 34 over to 30 back to wolves crossing that's the official detour we also recognize that probably people will be using treasure to come down harvey to the high school well and that's my question because that is one of our two main points of entrance for school drop off we already face a pretty significant issue at drop-off time getting all the cars in and out and i believe that that harvey road entrance is where the bulk of the concern has been for difficulties in the morning and after school so are you going to be routing through from route 30 north of there so they can still access that entrance that entrance will not be closed at all the closure for harvey road will be south of the the entrance off of harvey will remain open at all times right but the road doesn't go all the way through in the north it goes into it a neighbor it goes into two different neighborhoods or over into where the office park is so we go that's treasure drive there okay so we'll go over to treasure and come out at the traffic signal at that location so that's what you would recommend for people that utilize that entrance to to that you are recommending that they would utilize the treasure drive from route 30 rather than because they can't get into the school from just you see what i'm saying no absolutely and yeah you know i think it's important that once we bring the contractor on board and start talking to that person about the access we will be continuing the dialogue with the school to get out information about you know how to how to approach people coming to the school here's some flyers here's what we're recommending on how to do this so do you do you anticipate needing um or having i should say a a higher police presence over there during this i i would say that um we will endeavor to do that when officers are available all right and for best experience we know we'll get a lot of calls yeah and so our police department will do well but not only that i'm a little bit concerned about making sure our staff and students get to school um and if we're shutting we already face a very significant delay where we have safety cones placed and ropes and staff in the morning and all these different things and now consolidating it just something that we need to prepare for because we need this roundabout we need it yes totally this is not even a question it's got to happen but making sure that we are well aware well in advance we're talking about it in august of 22 for spring of that we might really be talking about the fact that we have one entrance for the high school next spring our next fall and next spring because else they will be going through either the subdivision just north of the high school or coming up through treasure so we want to make sure that parents really do start to be planning now for what their route will look like because they won't have the same route at the end of this year if they use our east side entrance off of harvey and that's a very big deal and to that point um is was my other question first of all i congratulate the committee and you on roundabouts uh jennifer and i the town that our college is in has implemented many roundabouts and um successfully one of the things and they have been proven to reduce fidelities by 90 help distracted drivers and work when there's a power outage so i'm very excited about this one thing that i'm very concerned about and the reason that roundabouts are controversial and i've seen this on our social media local social media is people don't understand them is there an opportunity for us to educate our students and parents ahead of time on roundabouts how to use them right of way and stuff like that would you partner with us to make sure because we know students are and many people are distracted drivers i've been one before um and that will be key in those initial couple of months and so can we lean on the village to help with that education for our parents and our students to make sure that we can give as much information as possible and then are there my specific question was are there any village sorry dan i don't know what the word is laws bylaws uh approximations i don't know whatever to um [Music] put in place for people that are not using them properly or not yielding or so forth so the first question we're absolutely happy to partner in any way that we can in terms of education we do plan on doing uh quite a bit of outreach as at prior to opening uh you know we're actually uh putting together proposals for the construction engineering right now one of the one of the engineers put in their proposal you know before you open it to the general public why don't you send school bus drivers through it right so yeah that's the type of thing that we we can do to familiarize everybody particularly the drivers who are going to be using it for the first time right school bus drivers we we can work out a time to get them through the roundabout before it opens to the general public that would be great so we're happy we're happy to do that in terms of your second question the vast majority of violations if you will will be standard violations lane usage failure to yield those are the main things that those laws were already on the books yeah so you know i like many things you can run youtube and see people misusing a roundabout um which are great for educational the vast majority of people will very quickly get used to it i i will say the wolf cat did have a lot of discussion about the idea of a roundabout you know that close to the school but at the same time you know it was felt that their new drivers they're adapting to the environment yeah they're gonna visit they're gonna have roundabouts no matter where they go and so um you know that wasn't an overriding issue another thing uh with specifically with respect to the roundabout was the concern about pedestrians particularly school kids and crossing them so to address that issue a couple things one you know we had extensive conversations with the school staff about you know where the kids might be crossing uh and two what we looked at was in the approach to the roundabout there's a there's an island and in that island there's room for people to stand up and so what happens is if you're crossing at the roundabout you cross only half the way at time and the way that the crosswalk is angled it's angled such that you are looking at the cars that are coming at you so it kind of forces the pedestrians to look at it and the way we you know the the approach comes in a little dipsy doodle and the reason is to get people looking at the pedestrians and looking at the cars that are going to be in a conflict so there's a vast amount of engineering and technology i grew up in new jersey we had circles huge circles that were about acre and the technology that that we had today and how these are designed it's just vastly improved over what was there and and as you mentioned we've been able to reduce the accidents significantly uh by employing these so we're really excited to be building these a quick follow-up to that jennifer sorry and then i do want to hear about this proposal that dr smart and dr petsky had about the money which is the other topic we're actually here just a quick follow-up to what you're saying i've i've seen roundabouts all across the country but the one thing that i will say is that some of them are poorly marked in regards to the the arrows and so i think that of course with the education um in regards to how to use them if if properly marked um you know right lane left lane which way you're supposed to go i think that they are tremendous guide i'm assuming but i've also seen some roundabouts not be marked at all so i'm just hoping that and i've seen roundabouts not have yield signs and then not be marked so i'm just hoping that we have yield signs and then we also have proper marketing we have all of that so perfect payment markets are markings uh signs on the road which lean to get into uh if you're going north or south or east or west uh so yeah that again you're correct that is something that is extremely important to somebody coming into these things but i actually have one question one i got one last question unless you want real quick do you have an example a location that we can go to to see what ours might look like that's our picture i like that question i agree uh there's been a lot of presentations about this i think you guys have presented go to carmel indiana we have the most roundabouts in the country i just want to know if you if there was one round that you would recommend we go look at it i was i was honest um it's on dugan uh out by the aurora airport there's one yes have you it's two lanes yeah have you been to the one up drought in in plainfield drought and i think that's only one lane is that it i'm just i um but i do want to make sure that we also focus on this question that we're being asked about yeah i just have one question first and then we'll get two years um but i just have one quick off top and like i i realize it's outside the box and i'm gonna be quiet because my last one i said i had several they just have one more it's completely outside the box but i'm just curious i know that we i know that one of the problems with wolf's road in general is how many different taxing bodies it travels through and that's always been kind of a problem we could even say it's the problem but it's a problem right and one of our shared maybe um things here we can i'll just leave it at things and be ambiguous here is that we also have lots of different um uh let's say representative senators that that touch oswego borders as well and i'm curious if anyone if you've ever thought about the concept of approaching our various uh and actually said hey just to help save you money too uh hey 71 ends at 34 and wolf why not expand 71 to 59 to help save you money in the long run is so that the state actually is the one now i know they don't want it and i know that they don't want to have to spend the money on it i get it but when i hear that this is already being federal dollars and state dollars anyways it kind of sounds like they're kind of fitting the bill anyways and it certainly would be an interesting conversation i think and listen i'm all for this road you anyone who knows me knows whatever we need to do to get the road i'll help you i'll go out there and with a shovel if you you ask me to on certain days right i'll help you but when we know how many different taxing bodies that it travels through and we know how many different illinois reps and illinois senators we have it would seem to me that that would be a conversation at least to have something and hey if i could save you some money then great i would love to save you some money dan just curious i don't know that i've ever heard that suggestion i could i could do to convert wolves crossing into a 71 extended yeah it ends at 34.

so it's a little bit inflated with those two big ones on there this time should be here on august 17th that was an attachment as well the cash summer report uh any cash balance matches the cash in the bank which matches the treasures report that stephanie prepared just so you know darling came in and helped her with it it took him a little while because the summer ones are always so much more difficult than during the year but uh i told her not to get discouraged it'll get better as time goes on but she did a fine job so i think it's gonna work out fine and again on us on the esser cash balance is pretty large negative because we haven't been approved yet so and any title federal is a reimbursement so you can run negative in those buds we have discussed because they at this point it looks like we will not get that through until october now because they did not get it at this month so hopefully we'll get an improvement and we can access it in october we're probably going to request state aid to cover cash just for cash flow other than that and that's fund 78 on that our summary you can see that's in the negative so that i made it came out of there and then summer school came out of there after school program came out of there so yeah i'm still working on i had to do three altercations without really a lot of information so you know i got i gave him some information and so forth so hopefully we get it approved this time thank you school nurses just to kind of see because we thought parents would have questions about protocol as you can see it's pretty you know it's say vaccinated or unvaccinated recommendation five days isolation if you have it if you don't have a symptoms or fever return mask is optional if you want to do that contact tasting is a responsibility of a positive person not the school district we will send you home if you have symptoms but we will offer if they want to test to stay or test the play we have that ability so at the request of the parents and last year this was like three pages long so we were gonna ask if this is different way different way shorter way shorter other than five days that's bad second motion second second was jeff thank you uh any further discussion you're not all in favor of your hand much better and yes so i kind of reviewed a little bit of that just in this cash balances but so i i had to respond to they did not have a response to our underserved kids homeless at risk so i we really didn't identify those in our 83 responses we got back so i just had to say they are within our 83 responded so i had to copy that and put it into a different line item on the narrative and then also they wanted to know um on the 20 for loss of learning i had to identify research-based criteria that we are using to determine kids loss of learning and so forth and i had to use our all of our things like bass bridge uh but what else i can't remember on top my head what we use besides fast bridge but uh i'm probably alexia so i had and those are research based so i had to add those and then they because i said vape detectors on that one field so i just took it off that was going to be a problem just left the description so those are the three things that changed on the application hopefully i'll get approved they called me two hours after we missed getting on the state board's agenda because noon was the cut off they called me about two o'clock and said afterwards you missed it so we gotta wait another month so hopefully we'll get it approved and we'll go through that so that's where we are the 595 they challenged the ina alert and it was a pretty large piece of that 5.95 so okay and so approval of the uh chief donations we have two uh alan and michelle brokish and mike from stephanie computer [Music] motion by josh second second by roger all in favor raise your hand push your oh bass was going to skip apparently uh so we do need 2.2 board members for the hall of fame committee would anybody like to jump up and vote it was chad and channel last year yeah so we have been the last couple hours okay thanks guys cameron chad both and to protect the district's right to confidentiality and this negotiation position negotiating matters and public interest under the acceptance employer employing negotiations under comma and that we return to open session in this room at 7 35 with superintendent bill lowery and john sherman motion is there i'll say pass we are back in open session is there any action from the board i'll make a motion that we have negotiated agreement as president there's motion second by josh any further discussion hear none all in favor raise your hand motion passes i move that the board go into executive session pursuant to the kansas open meetings act to discuss non-elected personnel for the topics of substitutes resignation certified staff supplementals classified staff and administrative staff to protect the privacy of elementary and high school had c's and 2018 he had an elementary headless c and high school got at b after that the state did not assign any new grades they continued to keep like we were allowed to keep the same grade or we were allowed to keep the better of the two grades so the schools had the same grades in 2019 and 2020 due to the new assessment and it recovered 2021 they didn't grade the schools but there will be the state board of education will be coming up with the criteria for new school grades this fall and so we'll be getting another grade in 2022. this is a graduation rate from 2018 to 2022. we have been sometime really good in 90s mid 90s but last year it was at 81.82 we have to say we have been graduating almost all the students who are enrolled here at the end of their high school term um these missing students are like they were dropped out sometime during their freshman year junior year or sophomore year and in some cases we were not able to track those students when they moved to another state or another country we couldn't book humans sufficiently enough to count them as continuing their education so some of these students may have moved on to another district or in the state especially on the state and graduated from there but they are counted as dropout for our district so this is the state test results in math starting in 2010 to 2014 is ames results as you can see the red is bad or the lowest performance level we have different names across different tests sometimes it was called false far below some cases it was called like a minimally proficient so it changed the terminology changed but they always had a four level performance branch very below grade level and one is like approaching or partially proficient and the green stand for proficient and blue for highly proficient or about grade level these are combined results for all grades um from 2010 to 2022.

you could extend it right to 59. i mean i think you said it yourself i think the answer i know i i can oh i know that idot doesn't want it but on the other hand if if the state and the federal is already and and the good news is it's already four lanes from 59 all the way over to um i don't know whatever we're calling that right now i don't because it's confusing once you get to naperville i mean that's something we could ask about i mean it saves you money i'm happy for you i will say in their defense of our state reps we've gotten several to give us oh absolutely great grants on this project absolutely a hundred percent i'm just thinking long term down the road okay lori oh wait um we we know where you're going you want that go uh go ahead dominic oh well i i didn't ask to speak but i was i was going to um yeah i mean as far as the plan um well thought out we definitely a lot of committees i brought it to the planning and zoning you know the one question that i've gotten a couple different answers about i said i remembered um from southbury over to 71 it was going to go from two lanes each way to one and then i was told no it's going to be two lanes each way and then i see this that it's now back to one is it is it one or is it going to be one or two lanes each way it's actually three so it's three lanes so the so the center right okay yeah and it's it's interesting the reason that occurs is we've done both existing traffic counts and projections oh i know yeah that's why i was wondering that segment is much lower the highest traffic uh highest traffic in the corridor is between fifth and high school so you know and the reason this particular intersection was chosen was one it's among the highest traffic to uh in discussing with with school staff i'm concerned about the drop-offs at the edges so the buses don't turn there and the third is that when you get west of the intersection that's really where we have the highest number of accidents and that's really because while the vast majority of them are really drivers and ditches they hit that area on because of the elevation changes in the open space from the farm there uh we get a lot of drifting and so that's an area where we thought well we need to address that grade there get that fixed up put a curb in there keep everybody on the road and uh so that's why that particular intersection was chosen to be honest so uh you know we're we're working through this there's nobody in this world that wants to do this faster than me oh you know i realized that you know if we're taking three to four years for project 10 projects it's 40 years you know nobody wants to see that but but the reality is we can roughly get two and a half million dollars for each project from federal money pre-covered and so when we started looking at taking six million take off two and a half million of federal money now we're in the range where we can start to get to the point where we can buy this thing and um and that's the reality you know and it's better to take one step further than then wait till we had full funding because we might not ever get that i i keep playing that lottery you know when i didn't win the billion dollars because i was going to donate the road [Laughter] just thank you but unfortunately didn't win so um so we have to go about it this way so um which you know i guess that's all the questions about the money right and we're trying to minimize any right-of-way taking that we need to do uh but as you know the intersection is much higher than the school and we've got drainage coming down that way so we need to um we need to put a basin in there to to make sure that when we release all this water that's coming off you know we're not putting out any more water or the release rate from the post development is equal to the release rate prior to development so we're not making it any worse and so when we started looking at where does that need to be um that wound up being at the school because we're that's where we're coming down you know we've got the church to the west of there that kind of has a really tough um situation you know it's an old old church we really can't touch it and so that didn't leave us a lot of room to work and and so we wound up putting that you know that basin in front of the school uh you know and we even talked about you know could that be even an educational thing and you know here's a wetland and here's so there's some other benefits to it but bottom line is you know we got to that point and we're like okay that's where it's got to go because the water is ultimately all going north um and you know we've we've had historical flooding on most tossing we're trying to address that to make sure that you know we're picking all of that up so um you know where it is is kind of where it needs to be and and how big it is um you'll notice that you know back when we started talking about this way long time ago base was a little bit smaller what's happened since uh since we did those initial design is not that it's raining more per se but it is and so the engineering standards for rainfall intensity has changed so that means we have about a 17 increase in rain for a hundred year rain event which is making the basements a little bit longer so that's why we had to make it a little bit bigger than we initially had planned uh you know and we're trying to do the right thing we're trying to make sure that it doesn't flood um so so that's where we're wrapped and then i just uh um i'm in the planning and zoning committee probably people know um up here but uh it'll be i won't be on the committee at that time but it'll be nice when we don't have to ask for traffic studies every time something new happens on wolf crossing because oh my god um it's already awful you know and but but in order to get better we you know we have to make these these changes so um it is such a necessity um in our community and such a benefit so dr petsky have the the appraisal that came through for 75 000 was that done from somebody that we hired or the village no that was uh the village did a pretty intensive study and i worked with their uh i worked with their appraiser and then when we got that information i gave that to stu witt and brittany thies to uh look at and they concurred that that was uh appropriate value for that property thank you okay lori so mr de santo referenced a a third option here between selling the land outright and donating the land um you rep you offered a third option can you explain that a little bit more yeah dr pesce why don't you go ahead and speak to the 2003 annexation agreement and what he's referencing yeah so in the uh in the board information i just included a little bit we we spoke about this briefly at july our july 11th meeting but made sure that it's really important for the board to know that in 2003 that the district did enter into the annexation agreement and in that agreement uh the district agreed to pay for 25 of a traffic signal right on the corner of harvey and wolf crossing road so uh in that annexation agreement it stated that we were also eligible to recapture a portion of our contribution from the property owners located northwest of the intersection and southeast on that property the current cost of a traffic light right now is estimated to be about five hundred thousand dollars and like i said the school was looking at a 25 portion of that now times have changed uh and as a result of the more recent traffic studies the village decided to put in a roundabout which we feel will have greater uh greater benefits for our students families who use that area especially since a lot a lot of the traffic coming through there too gets really congested at our uh uh drop off and pick up times as families and students are coming through that area and so that's where due to those updated changes as well when putting in the roundabout in the drainage issues that jennifer talked about they were they're looking at capturing 2.95 acres of land um and uh we feel that um you know as a result of the improvements and things that are happening the roundabout is definitely a more expensive uh more expensive uh suggestion but we feel it'll be beneficial so that's what we're gonna talk about is the setting a sale price or considering the donation of that property and the factors around how the board can make that decision thank you very much yeah i appreciate the clarification because i was hearing a couple things all right no other questions from the board uh thank you so much for being here and answering all the uh board's questions and have a great night thank you yeah thank you thank you thank you one one you you started dan and jennifer by talking about partnerships and i want to say you know addressing jennifer's question about we do feel that there's another huge partnership opportunity here and having a roundabout right there and having driver's education programs right here we will model for the community through teaching the students how to best use the roundabout so i don't appreciate you saying that because i don't think the current um drivers education addresses that so i do think it's very important yeah we'll follow up with those uh staff and those teachers so yeah very excited to see the first piece happening yeah breaking ground thank you all right item 8.3 8.3 is an informational update regarding our district safety plan for the upcoming school year director of communications and pandemic resource coordinator teresa cometis is here to answer any questions the board may have teresa hello all um and i briefly take you through just some highlights the full safety plan was shared with you um to your board docs and will be available on our website beginning tomorrow morning much of what you'll see in this plan will be representative of the way that things were operating at the end of last year the uh plan had been updated in some areas and some areas at the very tail end there things were a little bit more just unwritten procedural as as things we know changed by the minute for a while there so i'm going to take you through the updated plan just so that you are aware all right i'm gonna turn the click around there we go okay so of course um as we've mentioned every time that we review anything related to covid19 our primary goal is of course to create an environment that is both safe and healthy for our students and our staff that is always our primary goal but also seated deep into our our safety plan is this goal for us to remain in in-person learning we know that students belong in the classroom and that's where they are most successful and where they will learn and grow so the things that you see in here as part of our procedures and our plan are really founded on those two things trying to strike a balance of maintaining safety and health but also our primary purpose as a school and that is educating and supporting our students so we will again be utilizing a number of mitigation strategies for us to provide those environments to the best of our ability but also knowing that in some cases there can be things that are provided to us from our federal and state sources that really are just not feasible within our own district due to the burden that some of those tasks might carry for us so using a lot of our own experience over these last several years and what has worked well for us we have formulated a plan that allows for us to again have flexibility to respond to our current situation but not bugging ourselves down with procedures based on things that may be beyond our own scope or beyond what we feel would be a potential um threat within our own our own buildings so our plan as i mentioned is very similar to what we had last year um it does retain a lot of the mitigations that you saw at the end of last year but again has that kind of diarrhea of what we can pull from if we needed to add things or take things away in response to certain situations cases outbreaks etc we of course will hold this little caveat here that this plane is subject to change hopefully not as often as we had at the very beginning but again we will this is a fluid direction for us on where we're going to start and then we will be very responsive to the situation within our own buildings so again this nothing is new here but just to review masks are not required within our school buildings and buses properties those kind of things however we definitely want to support everyone's individual choice as to whether or not they choose to wear a mask so again we'll make those accommodations for those who wish to wear a mask and they'll be fully supported in that but it's not a requirement for someone to be within our buildings or buses included here the verb is right out of the cdc's last document although my understanding is there are some new ones coming again is that at low and medium community levels masking the optional and then kind of saying the same thing in a little bit of a different way at high levels indoor masking in schools and other settings is recommended so again using recommended and optional as the terminology and not required for covid positives we will still be using our online form so it can be found all over our website or easily through sd308.org backslash covid report we will be taking only the covid positive reports in so we won't be taking potential exposures or illness reports through this form this will be a form for those who are covid positive so those will still be reported to the district they will receive guidance from us that includes the way that they can come back the the criteria that have to be met so fever and diarrhea and vomiting free for 24 hours they will be instructed that the guidance does say they should wear a mask on day 6-10 and that they should notify others that potentially may have may have come in close contact with them especially household members for illness uh our primary goal here which has always been there and we're kind of right back to it again as if your six day home so students and staff who are ill should not be present at school that kind of stands true for all communicable diseases we want to keep our germs to ourselves so we again recommend testing when any of those symptoms are in line with covid19 regardless of vaccination status close contacts again the definition hasn't changed which is that you're six feet 15 minutes or longer around someone that was not masked three feet or close or further if you are masked in an educational setting that is the definition of close contact and anyone that's a known exposure to someone that's positive for covid should of course watch for symptoms they're encouraged to test but however we are not there's no mandatory exclusion related to following an exposure additionally we will not be attempting to do the contact tracing and notification of individuals and trying to measure who may have been within so many feet of the person for how long and trying to track all of the potential exposures throughout the buildings like we did at the very beginning this is much in line with general practice around the communities that you see at this time outbreaks this definition kind of goes back and forth right now it's at three anytime that there's three cases potentially connected by time and by place so this could be on a sports team a classroom a club could be even outside of school where a number of students may have been together at an activity anytime there's an outbreak that information is reported back up to the central office where we will go into a deeper dive i tried to determine if there were potential mitigations we could put in place to lessen that outbreak from increasing any these things could be like optional testing discontinuation of a certain type of transportation for an after-school activity increasing space between people for a short period of time to allow for that cycle of the outbreak to expire so again these are all reported to the health department they sometimes will follow up on those depending on the nature of the situation but we are always reporting all of the details around each outbreak to our health department the mitigations we'll have in place from day one including our ventilation we've maintained our ventilation at that maximum exchange for fresh air all the way through we will continue to use our sprayers and wipes for high touch areas cleaning our facilities daily we'll have signs reminding of hand washing and respiratory etiquette those are going out to buildings at this time in english and spanish hand sanitizer and surface disinfected in all of our rooms and all of our common spaces again so that has been maintained all the way through and then we will continue to have rapid testing available in our nurses offices and this is for students that may become symptomatic while they're at school and they've gone to the nurse for evaluation that the nurse feels there's a potential based on the symptom and or exposure that the student may potentially be covered positive they will offer the parent the opportunity to have that rapid test done at school as opposed to picking that student up unless of course they fall under the other exclusion criteria for illness which include fever vomiting and diarrhea all of our cases will continue to be reported online we have an automated system as those documents come in to report positive cases where we're able to kind of categorize those and have them appear on the website you'll be able to see the number of cases at each building and whether those are in students or staff and those will be updated daily so that'll be a running daily count of cases that we have and again we use look at that every day and really try to focus in on potential hot spots and what we can do differently to mitigate any additional risk this last part about learning during illness or isolation was the practice at the conclusion of last year in our elementary buildings and this is now going to be the district-wide approach to absence and and continued learning and that is that that will follow our normal procedures when someone is out for illness they'll communicate with the teacher find out if there's work things that can be done while they're away and plan for how to catch them up when they return so that is all i had planned for you but what questions could i answer is this what is this in um pretty much where we were at with the kendall county health department that's pretty much what they were recommending for these and what the other schools in our area are doing so i haven't been able to get a lot of information published from other schools ahead of our plan in in our areas yeah okay um but the health department will tell us that they'll point to the isbidph guidance which points back to the cdc guidance and in their updated decision tree there would be some more significant tracing and notification procedures exclusion for close contacts and such which was also the case at the end of last year and the decision was made for us on what was feasible for us to continue which was not trying to manage the tracing about all the you know movement throughout the building and who may or may not have come in contact with someone and making all of those notifications so so that's still best practice i guess is probably the best way to answer that that's best practice but that for all intents and purposes this is kind of a return to normal don't go to school if you're sick don't go if you're sick that's not you're not required to yeah and there's that exclusion if you are positive that but that is that is in place for all communities all the time right you're supposed to self-isolate at home for those five days but it's just less restrictive than trying to monitor those who may or may not have been exposed or may be sick with something else once they've kind of met that criteria for return to the building we aren't continuing to monitor them or require a certain type of test for their return can i just get a question to follow up with that which is not really your area it's probably more um nostalquist but um so when the kids are out with the five days because they tested positive where are we at with some of the kids could sign into a class online some of them could so then i don't know when i was writing on my question that's okay as um as theresa was saying is going back to if you were out for any other kind of illness where your teacher would give you assignments and you would make those up when you come back they won't be streaming live into classrooms so okay yeah i have two questions but also a comment first and foremost thank you for everything you did last year i'm not sure a lot of people understand the undertaking it was and i know you have a team around you but a lot of this fell on you and i know you got a lot of angry emails and questions and so forth and having the summer to process everything you went through i want to thank you it was a lot it was a lot so thank you are we still offering testing at old jobber we are so it's a it's on a modified schedule right now we were down to like one day a week we had some weeks where we had nobody testing that really is evidence of the home testing and free availability of testing throughout the community and with our lab-based testing they have to send those away and wait for results for a couple days where now you can go to the pharmacy and pick up free tests with your insurance or request them through the mail to be delivered free to your home so we're seeing that need less and less but we have retained that relationship with that lab for that free testing and we will kind of start off the school year and see where we go if we need to increase or decrease that but it is still there okay that's great to know so we also know that the local health department has sort of a baseline for in a flu season prior to covid if we have a certain percentage of flu i don't know is it 10 maybe that we shut a school down or a building down let's just look into the future and say november december it gets a little crazy between the flu and covid and so forth what is our metric in place that we may um would we or what's the metric for possibly closing a cl let's say there's 20 kids in a classroom and 10 of them are out is that something we would consider and or what if we are looking at widespread within a school so within the plan we retained those optional mitigations to kind of come in and out and what we did last year is take a very individualized approach and it seemed to be very successful so our response to those types of situations really depended on the research that went into determining where that potential source of transmission may have been down to where we had the big white board and we're tracking and tracing this case is connected to this one because they have a sibling or they ride a bus and really get at what we think those primary sources of that transmission might have been and in most of those cases coming through and offering testing school-wide for a period of days until we kind of got the early cases identified that maybe were either asymptomatic or or too early for symptoms and got those cases out we were able to get through those those kind of little buzz areas pretty quickly and we did see them primarily focused around a class or a grade within a school we hadn't seen a widespread situation and those types of percentages 10 20 we haven't seen that when we were accounting for like when we had to to close um this building for a few days that was when we were tracking and tracing close contacts and positives and for each individual positive we might have taken out 16 to 20 close contacts and so that's where those numbers quickly jumped up into the high percentages but those weren't students that were actively infected or experiencing symptoms so really for i guess the the best way to answer it for us is we watch those when we're starting to see those numbers eek up in two three four where we're in full investigation mode and figuring out how we can you know mitigate that transmission having to close is kind of worst case scenario for us knowing our primary goal is to to stay open however that if it were to become a situation where the health and safety of our students and staff was at risk that's something that we did retain in the mitigation strategies that we could utilize but we'd hope there'd be a lot of layers ahead of it that's that's a great answer i appreciate that we would never have to get back to closing the district versus don't say never well [Music] so i just want to clarify because i think that i don't know how well known it is that when you say we have the white board out and we have been tracking cases for 2 400 employees and 17 to 18 000 students depending on the year um how many people is we yeah so jenny and i jenny and i kind of tag teamed that right with the help of our building nurses are kind of our eyes and ears out in the building so they sort of watch and say hey we're seeing a couple pop up in this classroom and that kind of thing right so two people it's my it's my office plus our nurses wait plus the nurses in the buildings right so that's maybe 27 people if we depending on the buildings again let me just remind people this isn't actually your job for something totally different than this we've been using you and your great skills and we could not have done the last couple years without you that's not an understatement we needed you here and i will be forever grateful that we have had you here for this time but let's keep in mind when we were doing all the budget cutting for five years before and we talk about we don't want administration and we don't want to have all of these things the the toll is something that we're seeing across our administration we're talking about 27 people taking care of figuring out the outside lives and connections of 20 000.

i have a motion motion thank you mr paul a second second thank you discussion i wanted to make a mention of student teachers and how excited i am about student teachers and how we get more of them into the district and how we can you know retain possible full-time teachers from teachers coming out of school so yeah and i think generally that has been part of our strategy we do have a pretty strong relationship i think with rutgers or something at the middle school we have in the past we've had many but yeah i think miss fisher told us this year rutgers told us there are there are enough candidates okay basically people are not going into education anymore their graduate school for education doesn't have the numbers it used to have okay i think anything we can do to retain them i was any other questions all right hearing none can we have a roll call please mr val yes mr nelson yes however i need to abstain on 7.5 yes thank you we are up to agenda item 8.1 resolve that the boundary board of education approves the resolutions as outlined in financial resolutions this is 8.2 through 8.19 second thank you mr dawson discussion i'll just say that it's encouraging to see that we actually have reasonable bids that we're in a position to accept for uh 8.8 well i did want to ask how they uh compare to the bids we've got previously the last round yeah it's a good compared question i don't remember those numbers honestly any idea how this these bids on the lafayette project compared to the last round when they were super high and untenable this is 8.8.8.0 slightly higher yes and i think the strategy in going back out to bid was that we actually changed the scope and allowed for alternates correct that's the difference between the last time and what we're currently voting on i actually have a question on 8 14 um i had asked about the funds being reused and i understand that the amount from the state came back from a budgeted percent of 35 to a budget percentage so we had to actually use uh what sounds like uh grant money to cover that extra 10 and i i'm curious to see what you know what we might want to do to help cover this in the future or is this something that we can kind of look like look towards the state as they're always going to maybe make this kind of adjustment as a newborn member i don't know how often these adjustments are made to so so maybe that's a good question for you nick are the adjustments that we're talking about your routine something that happens every year this is uh for the yes yes the original budget comes around in june and then it's an estimated budget you have estimated your salary and then the state decides the reimbursement of the pension costs is that you see from this stage any other questions all right hearing now can we do a roll call please mr bob yes mr dawson yes [Music] yes great uh at this point we're up to new business is there anything that any of the members would like to raise at this time all right so now we are up to open for the public to the public for discussion so ms turner i'd actually invite you if you want to come up to the lectern just sign in okay good evening everybody thank you for holding these meetings i appreciate it um i'm a mom of a little girl seven years in march and she's gonna start lafayette so i just have some questions i have some concerns the governor i understand is there is a new order for a sex education program that's going to start as early as second grade i'd like to hear about the feedback does baumbrook plan to adopt this do you know even know what i'm talking about some people do or don't um i just want more information i want to know what we're up against here for my child sure dr freeman do you have any suggestions so we are going to we have to adopt it we'll have more information at the next meeting because the curriculum will be adopted at the next meeting we also have a presentation where uh our assistant superintendent of construction will explain more and your question regarding opting out you will be able to okay does that so will the program be an isolated program or will it be fluid and common discussion place uh laissez-faire amongst all teachers and what i mean is you know if i ought my daughter out i don't want her to be in art class and have this the teacher be discussing things that would be naturally adopted like would be naturally held and saved for that program during health okay it's a very scary time right now i think my child deserves the right to be held as innocent as possible and not it's bad enough she's influenced through tv media and i try and protect her from that so this is you'll probably see me at more board meetings so i'm very happy to be here um so i have some other questions if there's other people i don't feel free to run through okay so um another question i had so you'll provide that's going to be at the next board meeting um that will be september or the end of august two weeks from today two weeks from today okay i'll make sure that i'm here thank you um i just wanted to know if there was any discussion in terms of coping for the upcoming year right now we're waiting for and it'll be released in the next week uh the guidelines from the cdc once those guidelines are released the state will put the hours in place and we will meet with the county superintendent exactly what the guidelines are and communication will be sent out to paris okay so everything we're pretty much just everybody we're at a waiting point to find out um so depending on what that is we'll be then i guess dependent on the question is do do you have the opportunity to opt out of the code situation like with the masks i mean how the children have been in fairly good health significant i mean significantly better um in the last several months right so i know i understand we're going into flu season um will there be mandatory coveted testing but again that's probably a question i'll be saving for two weeks from now right the first implication is that the standards are going to be uh relaxed okay and the requirement for testing will not be if you if you if you go on a cnn website they they have information regarding the cdc and the fact that they're going to release in the week and they kind of give you a snapshot of what they've learned so far okay that's good i'll i'll check that out um the covid vaccines again that's probably a question i'll be holding we'll be here for a little bit next week then two weeks from now thank you and then um my last two questions the free lunches are we continuing that for the 22 23 year the universal free lunch that was you know around the country that uh ended on june 30th okay so we will go back to and you can get free lunch and qualify so the universal free lunch where everybody receives pretty much regardless of income that ended on june 30.

in between we are missing 2020 because there was no state assessment during that year as you can see we were improving from 2010 to 2014 and they we had consistently the same assessment there was also funding differences like significantly increased funding during the same years of 2012-2014 uh and after that the new assessment ac married in 2015 um things changed all together and then we made improvements through 2019 we can see the red part of it is going down but the yellow the approaching part showing some progress or like somewhere in the same area but then the covert impact you can see that in 2021 and 2022 also like the change in instruction and 2022 also changing assessment so at this point i can say these are the actual numbers 149 and the 37 all those numbers are the actual number of students uh but if you notice like all the bars are at the same level because they are like standardized to a percentage so when you look at it you can compare them from year to year but you can all you can also you also have to keep in mind that it is not the same assessment the situation was not the same there is a lot of different things that come into play the funding number the teachers and the number of students and the environment there are so many other factors impacting this i think 2015 when we got all of our we got like six teachers were turned around that year yeah so they're finding changes there were also like the multiple hacks that i started wearing came because of that too so some of that like number of stuff total number of teachers who are reduced all that came with the global i mean decrease in funding this is all the same data but in numbers the left hand side is the actual number of students which you saw as bar graph the right hand side is the close and page and if you look at the bottom line to the right far right at the bottom we have very close to 10 of students being proficient this year adding the last two calls like 8.25 and 1.46 so that is like 9.

million four percent of that was not spent or encumbered so the years closed we brought about four percent of that forward um capital 58 and 620 fund is our adjacent waste fund we didn't spend anything in that part last year so end of end of last year we had several funds with healthy cash balances in excess of 400 000 our operating fund our zero one zero fund that's the new classroom site fund we were able to take three of the old classroom site funds 01.101.2013 and take that 150 000 and move it up the street to 0 1 0 which brought it up to about 780 000 and that's going to be again just for teachers and it looks amazingly strong again this year last year we went from 1.1 million in the 21 the 2021 year revenues of 1.1 million to 1.7 million last year we divide that over our staff and we're trying to income average so if if that six tenths of one percent that funds classroom site goes down we'll still have a nice cash balance that income average that for certified staff as long as possible uh correct me if i'm wrong there was a one-time payment last year that accounted for some of that yes and i was anticipating that would go down this year but we got our first payment for the 22-23 year and it was 7 000 more than our average payment last year so the state economy looks like it's at one time it might have been absorbed i haven't got a memo on that but it continues we'll have just as much any questions on last year year end so the first reports for the year ended june 30th of 2022 the next reports there's four pages there um at this time we've got a budget that we're not really confident with we've got student enrollment and adm involved in that but it's a good sign there's still 26 percent of that that's not encumbered at this time we're still missing most salaries are in there but there's still some utility payments that we've started that's a really high number we're not going to bring 60 or 26 percent of our 23 22 23 budget forward into the next year we're not going to have that much if we do 4 we're doing really well for carry 4 but at this time our encumbrances are quite low uh 62 of our 610 capital fund is encumbered we've got a long list of capital items to to pick up this year and 620 again is basically just a 100 000 levy and we have plans to spend that again and you'll be hearing more about those as the year goes by so overall the the cash balance was over five million to be carried forward from last year to this year which is a really positive sign we're able to meet needs and do several things with staffing as well we know we're going to need a bunch of that when staff come back from kobe funds back into our operating plan i don't have a lot more as far as last year any questions john just one real quick on the next sheet on the cash fund balance sheet uh last year for this year no this is the current balance sheet uh next page am i why am i jumping ahead too fast for you now we're looking at current year yeah 22-23 two we start with the budget summary and then we go to the cash fund balances yes cash one that's the street i'm talking about and that's the one in bold yes which is the the ones that run on cash so to speak zero one zero at the top nine fifty nine on that real expenditure for them yeah what we have there is that's a great question when we get our revenue from down which we haven't got a penny yet this year uh let's say we get a hundred thousand let's say we get 100 000 we would turn around and send that 50 000 right back to them so we get to keep 50 we receive it when we turn around and send that back well we know that we're also going to be putting i.t our technology department a lot of their if you look at the ending cash to see the end in cash you have to look at the first year because we haven't rolled our cash from last year into this year yeah we don't do that until the county says so about october 6th that's when we do that so we ended that that fund ended with 208 000 cash so if our id department spends 130 140 150 000 of that we end with about 58 000. somewhere in there if we spend 150 208 000 to start with but we're anticipating these those are encumbrances that our 18 department already has in there 131 000.
