any objections to that we can move that one okay um the second um uh item uh a point discussion is uh board president greer and myself as we were looking at the calendar we did notice that in september uh our september month is uh an anomaly compared to other months uh in that we have an additional board meeting uh slated in in that month and so we were uh coming to the board of education uh uh to see if uh we can move forward with the recommendation to cancel the september sixth board meeting to be in line with the other in the pattern of the other in the pattern of the other months if you will i'm fine with that or we have not okay so that yeah consensus to cancel that and then the last one uh is in january uh right now on january 17th we have a study session typically we reserve that study session for our mid-year outcap and our update on the governor's budget proposal but we have seen from school services that typically they are giving that presentation somewhere around the second or third week of january and so to provide the best information possible we are asking or seeking to move the january 17th meeting to january 31st any objections fine i'm fine with that so yeah so that's consensus on all three of those would it be possible to have to ensure that our our calendars are updated by the end of this week to reflect these changes calendars absolutely and also if they can please um change on the calendar that you don't have the district calendar and here please thank you absolutely so because this is an info action does this require actual action okay we'll go we'll go and take action then on this is there does does anyone make want to make a motion to reflect these this concept i make a motion you want to read them individually or not i like to make a motion that on september the 6th that we will cancel that meeting that board meeting on um october the 11th governance meeting moved to 10 october 25th and on january 17th move that to january 31st i like to make a motion that we um make these adjustments on our this calendar sorry second so moved by board member rodriguez pena second by board member arianes any additional discussion hearing none we will move to a vote student preferential vote oh yeah all right thank you now we will move to a vote and the motion passes four yes to one absent moving on then to 10.2 approval of consultant agreement between azusa unified school district and dr jessica y fong wang is there a motion to approve make a motion to approve 10.2 seconds moved by board member rodriguez payne rodriguez pena seconded by board member arianis any additional discussion uh mr tiger can you please have an explanation on this consultant please absolutely um so um as we know school reorganization uh one of the decisions the board of education made was that azusa high school would keep its colors it would keep its name and it would keep the aztec as part of the name as well but that the current mascot would have to be changed um and so per the request of the board of education uh that was going to be two prong one prong is that we bring together a committee to look at this particular decision to make a decision that then comes to the board of education but that we would have a facilitator who's not part of the committee who's not a decision maker who is not coming with a bias or an interest but that would help us and the committee navigate this particular decision and so uh we had the great opportunity to be connected with uh uh a professor uh dr one from azusa pacific university um it's nice that uh you know as part of our community uh she has written on topics uh around uh racialization of images and mascots and so we feel this is a good fit we had a really good conversation she's excited to roll up her sleeves and help us facilitate this committee again she's the facilitator she's not part of the committee any additional discussion student preferential vote yes then we will move to a vote and the motion passes four yes to one zero uh to one absent excuse me moving on then to 10.3 approval of resolution two two two three zero three to initiate the establishment of a facilities advisory 711 committee is there a motion to approve make a motion to approve 10.3 seconds moved by board member rodriguez pena seconded by board member arianis any discussion mister digger can you please explain the 711 committee because i know that we do have a 7-eleven committee already right but this is for something different that is correct so this resolution uh provides the direction uh to staff to initiate uh beginning to put together a 7 11 committee for the purposes of the surplus property that we will have as a result of the school reorganization decisions that we have taken as as a board granted right now currently not all of the surplus property is empty right we're still using them but because this is a journey uh that we're going to be on uh starting now lines us up to to decisions closer to when they actually will become uh vacant so this resolution provides that direction for us to begin to put a 7-11 committee together uh board member rodriguez pena to your point uh we did have a 7-eleven in azusa unified school district uh years back but that was a specific and limited to gladstone street the decision around grassland street and mountain view and so this broadens the scope but does envelope um those two properties that were vacant because of the previous decision and they would be in application process uh that is correct so once we get the direction uh uh from the board then we begin an application process uh we begin to advertise we are looking to um we know that community members have a vested interest who might not have students in our uh district so we are looking to advertise and get to those homes via mailers and looking at possibly like the paper and public places like library senior citizen community center right those kinds of places as well to advertise and have in in public and public places uh also board members all right yes um so what you're saying is that um we're reaching out into the community to be able to um you know that this committee consists of individuals who don't have students in our district uh people who did have students in our district um pretty much anybody can is it going to be a ratio of how many like teachers or how many parents how many stakeholders is there a ratio of individuals that will be in this yeah good question and so yes the purpose of reaching out to people who don't have kids in our uh currently in our district is because the 7011 committee is comprised of seats if you will and we do have uh sarah pulido here with us so she can uh chime in if if i botch this up but there are seats um that we strive for to have on the 7-eleven committee and some of those seats can very well be individuals that currently do not have uh students uh in our in our school district so yes the advertising would be to say hey you might be interested uh because maybe you live by one of the schools or again this is something that you want to provide a volunteer service and so you want to get involved in that in that manner but the point is yes to get to those folks who typically maybe uh are not on a peach jar don't follow our social media you know those kinds of things so that they understand that there's this opportunity to get involved and in our pocket can you please give us a sample of the application because i know you gave it to us before so we know what it looks like absolutely and along with that application um well you have a description of the commitment that that people that are that are interested have an idea what they're getting themselves into and if they're able to commit prior to actually being picked and then later not being able to commit absolutely thank you and just one question because you said that so is this 7-eleven a committee um do they they all can be in there like two years because the other sibling committee right there they only sit there for a certain amount of time i'm gonna ask miss uh polito to uh answer that question yes yes i'm happy to answer hi to the board and to the cabinet i'm it's a pleasure to be with you this evening um i'm sarah palito i was able to meet with many of you um in the spring when we presented about surplus property but it's great to see most of you again um in response to your question about the timeline for the committee the way that that works generally is that the committee is appointed after the applications process and then the board then will designate specific properties for review by the committee so they can it can last for any amount of time that is appropriate depending on the number of properties that are being reviewed and the scope of that review um so there's no precise timeline about how long the committee lasts it's really based on the number of properties assigned for review by the committee um what comes from the board and sarah what i meant by that is the people that are selected they will sit there the whole time till it is complete or do they change at all the goal is um ultimately for um for the disposition of a single property the goal is to have the same committee members through the process um and that usually happens um again depending on the number of sites here we have six and so there will be a number of meetings um but there's usually an introductory meeting with an explanation of uh the matters that will um you know things like um uh the public records act and the brown act those types of rules that were got uh that will govern those meetings then we do introduction about the specifics of the individual sites um the committee will draft a report with recommendations that will go to the board um that usually takes several months to complete for a single property um and so to answer your questions specifically the goal is to have the same members to kind of follow a single property from start to finish thank you will these meetings be live broadcasted on our youtube now and but recorded definitely can be yeah [Music] and to add to that uh the meetings are public uh they're conducted under um much the same rules that board meetings are conducted um there are public hearings that are held within these meetings and they're always made available to the public i i want to stress too the main goal within the education code of the 7-eleven committee is to facilitate and solicit feedback from the community so we will do everything we can in that capacity to make sure that the community has access to those meetings to provide input any other questions student preference student preferential vote yeah all right then we will move to a formal boat it's not refreshed on the screen but i can see the motion passes four yes to one absent which brings us to uh area 11.0 and specifically 11.1 which is approval of the can of all of the consent calendar items is there a motion to approve 11.1 second and there will be no discussion 11.1 through 11.20 or just 11.1 encompasses all the others so uh yeah just a little 11.1 and so with that we will go ahead and move to a vote is there a student preferential vote all right then we'll move up and that motion passes or yes to one absent and so we will move to 13.0 business and finance beginning with 13.1 approval of consultant agreement between azusa unified school district and melissa manning dba my approve 13.2 second moved by board member adiana second by board member rodriguez pena any discussion what is a time frame for for this to be completed so phase one is completed and the gym floor is currently being utilized and then after um the discussion um with our consultant i was um approved tonight then we will go to phase two which will be adding a logo to the actual gym floor and we're going to wait until until the decision is made and then we will be putting the logo down yes we will agree and then as soon as that happens how long do you think that will take i could not speculate at that time looking probably like next year not sure not sure i don't want to say it's going to take long it could take quickly it just all depends on the time of the contractor any other discussion question student preference yeah okay then we'll move to a vote i really would like to go in and see that for the picture looks really pretty the colors and everything maybe someday we can go take a look at it yes ma'am and that motion passes four yes to one absent which brings us to 13.4 approval of filing of notice for painting of valley dale elementary school the president on 13.3 excuse me thank you approval of filing of notice of completion for resurfacing asphalt at azusa unified school district district office motion to approve 13.3 second move by board member adiana second by board member rodriguez pena any discussion student preference and we will move to a vote and that motion passes four yes to one absent now moving to 13.4 approval of filing of notice of completion for painting of valley dale elementary school is there a motion to approve 13.4 second moved by board member ariana second by board member rodriguez pena any discussion question student preference and we will move to a vote and the motion passes four yes to one absent moving to 13.5 approval of opening a clearing account for fund 11.0 adult education question to approve 13.5 second move by board member ariana second by board member rodriguez pena any discussion student preference then we'll move to a vote and that motion passes four yes to one absent moving to 13.6 approval of agreement between a zeus unified school district and fortress armed services company is there a motion a commotion to approve 13.6 second move by board member rodriguez pena second by board member ariana's any discussion student preference yeah then we'll move to a vote and the item passes 4 yes to 1 absent moving to 13.7 approval of bid for award for asphalt project is there a motion make a motion to approve 13.7 second move by board member rodriguez pena second by board member arianes any discussion student preference and we'll move to a vote and it passes four yes to one absent moving to thirteen point eight approval of bid for award for fencing project make a motion to approve thirteen point eight second move by board member rodriguez pena second by board member arianis any discussion yes i just need i just would like to ask fencing what are we looking at and what's like so this is for all the sites that are listed on our facilities workshop um worksheet that we provided um so this will cover all permanent offences for those campuses welcome any additional discussion student preference yep then we'll move to a vote and the motion passes for yes to one absent moving to 14.0 curriculum and instruction and specifically 14.1 review of fourth quarter williams uniform complaint report 2021-2022 that information information yes are there are there any uh questions okay then we will move to 14.2 public hearing of college and career access pathways partnership agreement between azusa unified school district and citrus college so we will take a vote to open the public hearing is there a motion to open a public hearing open 14.2 public hearing second move by board member arianes seconded by board member rodriguez pena any discussion the student preference then we will go ahead and vote to open a public hearing we like to check with um lika to see if anybody has any public input yes so now the public hearing is four to one yes uh four yes to one absent that the public hearing is open and so now is there anyone here in person that would like to speak at this public hearing looks like no is there anyone uh leaking with the hand raised if you would like to speak at the public hearing you can raise your hand anyone that you see there lika we have no hands raised online okay then we will go ahead and close this public hearing at 7 54 p.m and now we will move to 14.3 approval of college and career access pathways partnership agreement between a zeus unified school district and citrus college motion to approve 14.3 second move by board member ariana second by board member rodriguez pena any discussion [Music] hearing no student preference yeah then we will move to a vote and that item passes 4 yes to 1 absent moving to 15.0 human resources and specifically 15.1 approval of 2022 2023 amended compensation rates for substitute teachers is there a motion to approve 15.1 moved moved by board member rodriguez pena and second by board member arianis any discussion student preference and we will move to a vote and that item passes four yes to one absent which brings us to 16.0 policies and bylaws and so i'll ask uh any of my colleagues do you have any questions or or comments to make about 16.1 through 16.5 student any comment board member i do have questions before this did you um extend sure um i'll i'll i'll start in mr ortega maybe you can follow after so so we do bring these items forward and we we periodically review and update our student policy uh board policies and board administrative regulations and so these come before us and so this is a first reading which means that there's an opportunity for us to read through each of these and make any offer any questions or make any comments suggestions around any changes and then they come back at a subsequent board meeting in the consent item where we will vote to approve them in in one motion so this is an opportunity if there's anything in here uh that that you saw that you thought would be worth uh greater review or questioning the only that was spot on the only thing i would add is the suggested changes are suggested changes that come from the california school boards association csba and so they are providing a service to districts to see what laws have changed what ed code has changed to make sure that our board policies reflect those changes in the law or those changes in code to make sure that we're up to date thank you i have no comment okay then we will move to 17.0 uh and specifically 17.1 adjournment is there a motion to adjourn question to we're talking to stakeholders across the district and in the community shadowing students doing classroom observations looking at assignments that students are interacting with in their classrooms setting a vision and starting the work of strategic planning for the next three years we anticipate revamping the assessment strategy next year to include other progress monitoring tools and my team is focused right now on tier one instruction and i'm happy to take any questions you really hit the ground running colleagues do you have any questions or comments sorry it's okay that's not good oh um so just you know these were presented at the rally right if i'm not mistaken i was in a baseball uniform yes i remember that it was a great rally by the way and i am very impressed with um with how much it is i'm just wondering if it's if it's not a little too much or is is that is that your experience in other districts to have such rigorous goals i really like them don't get me wrong i'm just i'm trying to be realistic because we know we do have a quite a challenge when it comes to mobility in this community because families do tend to cross boundaries quite a bit depending on work depending on a lot of things housing you name it and um i guess i i didn't see anything on here on parental involvement and i know that that's something that is is high on my list of trying to get more parents involved so you're talking about the persistence goal keeping students so the way we're going to measure that is students who move more than 10 uh miles away we're assuming mobility what we're going to be counting for persistence is students who leave to go to other districts within the surrounding areas okay okay i see all right thank you any other questions no thank you for all the hard work it's great to meet you and then i look forward to our study session because i'm sure we'll have lots of questions then looking forward to it thank you thank you thank you and i just want to mention we're focusing um highly on building the capacity of the staff that we have uh one of the things that we do not want happening is when you know at the end of the contract or you know when it's um at the end of the contract that they leave and then there's a huge void uh our goal and our focus is to build the capacity of those internal build our own so that when there is a the the time comes for them um to leave us we can sustain ourselves and um and also the goals that were shared is not the only goals were working there are a lot of subset goals to get there and they're going to be different metrics for that i do believe it's a lot and it's quite um [Music] what is aggressive i would say an intense but a weird turnaround and uh there's no other way that we're going to get it um done uh unless you know a lot of work and an intensity in the work turnaround i've always said it's not for everyone and that's okay because it requires a lot it's not the normal work day it's it's long days and and that's okay for us to be able to take our students and grow them in one year more than a year a year and a half or even two years for them to eventually catch up that's the only way we're going to be able to get it done so thank you for recognizing it's a lot of work and it's going to be intense yes that keeps me up at night every now and then but um it's it's the only way that we're going to be able to get it done and we have our a cabinet and a team in the capacity at the schools to get it done people will eventually make choices that's okay but um i appreciate you recognizing it because my team has has been working a whole lot on getting those done and we'll continue working on it and i'm very appreciative of of their push yeah i i would just like to commend you and and your staff for just the the sheer collaboration and and the effort that's going into all of this um contrary to what is often said i think this this team is so strong and so collaborative and we're working for what's best for our students and teachers so thank you next we have audience comments um i am there's no particular order i've been shuffling these a bit so i apologize if somebody was here first um carla garcia oh [Applause] dr laudia you didn't want to share the video speaking in spanish monica since they are up here we're gonna do it after is that okay my apologies um just a quick reminder as well um per our board policy um comments are limited to three minutes um oh monica thank you you're setting the timer um sorry i read all this something no no okay i should have read all of that yeah i think you yeah you guys all have the the long list of policy but thank you welcome hi gracias my name is thank you [Music] good afternoon my name is carla and i came before you to the board of education today as a former student of adams 14.

so um i have um begun the budgets i i don't have them done yet they're not close to being done yet because i have to wait really on ratification or approval of some raises and all of those things plus i was working on inputting new salaries for acme and that so i don't have those budgets available yet i'm hoping to have them available before the meeting if i do i will share that with the board at least to give you a preliminary look of things uh before we get into that meeting and that do we not have to have this approved by the end of september i believe right it does have to be approved by the end of september so the public the public hearing will be on the 13th the budget will actually be approved on the 20th 25th okay of that one all right um the next two number two and number three are resolutions that will be coming for the board for the issuing of bonds one for 15 million dollars and one for eight million dollars again we started this process back in june where we had an intent to sell bonds these are the bonds for the addition at the high school for 15 million dollars the 8 million dollars is additional bonds that we are selling in order to restructure our current debt and so that we do not increase the annual debt payment both of those have we've had public hearings of that the binder hearings we had last month so we've had public hearings on those uh the petition period took place with no objection so you will be getting what's called the parameter resolution now uh for the actual sale of bonds okay ken i could have sworn i i read something regarding the 15 million dollars being working cash did i so those are going into the working cash fund or the 15 million dollars the 15 million the payoff for the edition yeah that's that is for the addition yes and then the eight million is to pay you'll see it says pay claims against the district those claims are additional uh our current debt that we're restructuring so that we don't raise the debt limit on the uh on the public ah so it's 15 million of new money it's 15 million of new money so basically yes okay there you go i see it now number two again you're saying the 15 million dollars is to pay off the addition but yet the intent as i see it in working cash it says for the purpose of increasing the working cash fund the working cash is a fund that we can borrow or take from to do whatever we need to do so you're going to take i have no idea i haven't looked at the budget where we are what numbers we are but usually our working cash is pretty depleted so now you're gonna you're gonna borrow 15 million dollars put in the working cash only to take it out well yes and you have to have you have to use working cash bonds um and then those will be transferred out to o m and then the capital projects the same thing we're doing now we sold working cash bonds before for a lot of the construction projects that we have going on now so the working cash fund is pretty hefty right now it's not completely because i remember the last the last time going back maybe two years ago this november maybe two maybe three years ago when we were borrowed for life safety but we didn't borrow per se for life safety we borrow working cash to address the life safety issues and then there was a six million dollar piece there was specifically used to beef up our working cash yes fine yes that stays there yes that's that's there now that's there now and there's none of this 15 million dollars is going to be there to just remain there for the rainy days it should not remain there in fact if you reading the resolution it says not to exceed 15 million so i believe that we won't be able to borrow the full 15 million i believe we're gonna come in at about fourteen one or fourteen two to be honest with you because based on and based on the formula that we use well based on interest rates because interest rates have increased since we started this whole process um so i think we will be at um you know around 14 1 to 14 2 million dollars that we'll be able to borrow max okay okay okay thank you yeah [Music] the last four four five six and seven are payments made to rl soho for the various construction work that is going on right now in each of the buildings so those are pretty standard again you have the documents there but those are our payments that are being made again just to remind both yourself and the public that we do retain or hold back 10 of the payment uh until work is completed and then that is released so just to make sure is an assurance and all that okay so the only question i have just to let everybody know we we talked earlier everything on time and i think you told me was it the 16th roe is coming in yeah this is this is the time of year that i get more gray hair and less of it to be honest with you um i did i will let the board know and the public know dr karen know i did walk the buildings today right before this meeting i started and i believe the buildings will open up on time um i will tell you that talala elc balmoral and csk are in pretty good shape right now in fact when i walked into a lot of those classrooms they are clean and ready to go you know not not clean to my wife's standard but they're clean and and they still need a little bit more cleaning um is going to be excuse me is this cleaning performed by the janitorial firm that we it has been performed yes it has been performed by the janitorial firm and it also has been performed by our own custodians too so it's a combination of both yes did you ever send out the contract i i have not done that mr brown i forgot to do that but i will do that so you just lost three more or just added three more gray hairs yeah i know okay i know yeah if you can get that i know i will do that i apologize for that okay i didn't i didn't want to sweat you on that but no that's all right that's all right okay so um crete is i i will tell you the the crete there's a lot of work that is is going on there i believe it's going to open up on time however i do know and as i share this with the board the east wing which was that wing that has the multi-level that was not ada is not going to open up on time it will probably open up october 1st is what the plan is i have shared that with uh principal aaron lane she knows that so she can make arrangements for all of that besides that i you know i have shared with the contractor that there is no turning back right now we're opening on the 25th so uh let's go they know that and they're pushing for that so i i think we will be again the only other is if there happens to be excessive heat there has to be a heat day or something like that you know with that um but um so that's where at i i'm optimistic that i may be able to get the staff in early at elc in talala to get them in a little bit i'm going to wait another day before i make that decision um but um we're looking pretty good to be honest with you i a week ago we weren't uh i will tell you that uh but they've done a lot so far i'll tell you there i can see them you know out at elc in that they're on that roof it was 120 in the shade and yeah uh they're there and they're they're they're there a long period of time like they're there at six in the morning and they're still there at four or five in the afternoon yeah i i just got done walking yeah and i just i just got done walking when you saw me walk in around six o'clock i just finished walking to lala and there were still workers at each of the buildings they are definitely they're working they're not you know taking a three-hour lunch or anything like that yeah are you working and again i'm going to commence soho for this uh i i will also commend keith and his overseeing of this you know i did have to have excuse my religious take on this i had to have a come to jesus meeting at one point with a contractor but uh they received it well and they worked with us on it and they understand so um you know i will tell the public that our goal is to open up those buildings on the 25th for the kids that is our goal right now we are set we do have the roe scheduled to come in on the 16th which is next tuesday to come in and do some inspections to give us occupancy i do foresee us having a few little things that will happen those always do you know that just like when you build a house there's always the checklist so we'll have to do that but um but that's kind of our goal right now okay ken i drive by balmoral all the time so that new footprint that's you know they've got the station foundation lead that's on time that's on schedule as well no no it's not um so so let me explain what that is there is if you drive belle memorial you'll see an addition kind of going on the front of the building that is has rebar sticking up some cinder block so what that is is those are two water a room that is going to house two water tanks for the fire suppression system that is going into that building the board i know the board knows this but i want the public to understand that these buildings did not have a sprinkler system and um so balmoral is on a well system and in order to have a fire suppression system you have to hold the water in water tanks in case of a fire and those sprinkler systems go off you have to have enough water to fill the system the well pump just doesn't have enough so these are enormous i i believe they're about 10 000 gallons each maybe do you think keith 15 about 15 000 gallon tanks there's two of them that are going inside that structure so that's the structure is going up we've built a new main office there and then as part of that new main office we built a new nurses area and a new conference room for the office because in that building the conference room was not the conference the nurses room was kind of in the back of the building so now we brought it up front and everything so so that's that structure that you see those tanks are uh somewhere we don't know where but they're somewhere in our supply chain but the finishing of that little corner is not you don't have to have that completed to open up the building no you do not it will be under roof i believe by the time we get by the time the 25th gets here uh but you do not have to have it ready for the building to open up okay yes well you just ruined every rumor that's around what's going on at belmoral i know you've just ruined it buddy let me tell you yeah i i've heard there are some rumors going out there no office no administration they're gonna run a run amok no i think i think they're really gonna be happy with the way the officers yeah that's going to be an office i know so yeah i think we should just let it be don't spread this too far i kind of like hearing the rumors not a problem interesting the aliens are taking over so we have secured all of our necessary equipment such as transformers and things like that we have no more long lead time for those big pieces of special equipment without waiting on anything like that right there there is some lead time i think the chillers are a long lead time i don't know when they're coming i'm kind of looking over keith here so you're saying that right so the chillers the chillers so so i was hoping you didn't say that the chillers are for our ac right yes okay so it looks like we're going to implement our emergency showrooms here no so it sounds like we're not going to be ready for it well so so let me let me explain that too so so uh everyone can understand we knew going into this project that there was going to be supply issues we because each building is getting a combination of rooftop units to air condition and also a chiller system and the chiller systems what like we have here at the high school it it runs into a univent in the classroom and it chills the air using cold water i'm getting real basic here but that's really what it does and then um so we knew going in that the chillers were going to be an issue and some of the rooftop units were going to be an issue coming in so what we decided to do during our process is we did not take out anything that we didn't have the stuff here for so if there are areas in a building that are air conditioned now and we don't have the equipment they will remain air conditioned and then so the public and we had pretty much communicated to the public we was going to get all this air-conditioned systems up right snuff prior to the commencement of this year start and it sounds like we may not have that for all of the elementary schools or schools that did not have central air we did complete the so-called emergency chill rooms right with the portable air conditioning units we did that that's completed with all of the buildings right and that's ready to go oh yeah that's working yes okay but it will if if it we were to get one of those wave of hot weather days 90 degrees such you know three in a row or whatever that will necessitate our kids being cooled off and the staff being cooled off it will not be centralized it'll be localized no it will not be centralized but again i i want to refer back to a meeting that i had in june with the board at the board meeting where we brought all the contractors here and i said specifically there were going to be delays in this project and in putting in the air conditioning so we've been upfront on that the entire time yeah so and again you very well and i'm not pointing sure sure but i just would like it to be communicated out there somehow i don't know what we're sharing i saw some pictures and even that newsletter did you put out got a picture of construction all of that the expectations of parents out there in my opinion is that we're going to see central air new central air in those places and buildings that did not have it the start of this year but the timeline of this whole project was that air would be coming in only in tallahalla in eos elc is that correct that's true those just those two buildings are those two buildings gonna be completed no okay no because the chiller units won't be there right okay i do know that okay but i've communicated that to the staff also the staff is very well aware that and i can do that with the community too is that some problem again i'm not sure and i personally i want to just thank you you're doing a great job you're busting your behind as janine said with the contractors they're working like it's no tomorrow so i am not knocking sure whatsoever you know hindsight is 20 20 it's easy for me to sit back and i haven't looked at one finger to help anybody out there to make this happen so i i'm commending you thank you well i want to say you're correct mr brown janine said that she hasn't seen so much work in district office she kept saying that working for the career [Laughter] so can yes so the so that are the chillers for the other three buildings that would go online in the 20 next summer are those already ordered so that or i i don't believe they are because they still have to be specked out and all that so i i i guess my question is given where we are now and you know can we get ahead of it so it's not an issue next time well we've talked to healy bender because of of getting it specked out and working on this a lot earlier yes so that we can get on top of this and then okay i don't know when the supply issues are going to resolve itself i really don't i mean mr brown i will tell you i almost didn't call you about comed but we got that we got that resolved and it worked out well yeah it's just it's just unfortunate i've never seen anything like this and we're not the only district i mean every district is going through it so everybody okay so just again i just for clarification every building we have has some form of ac yes right and the plan that we had for the temporary rooms in those three or four buildings or whatever it was that has been completed it's functional yes everything is good to go the plan to move our kids from point a to point b to to be taught in these rooms that's all completed yes okay yes and also i will add on to that mr brown there are some areas and buildings that were air conditioned before and are still air conditioned we have not pulled that out i'll give you example over in our administrative offices special education offices they have said they have air conditioning in their offices they're getting a new rooftop unit we have not pulled that out yet and it's still functioning until that rooftop unit gets here and then so there are areas that are still that still have air conditioning it's just that it will not be centralized in elc and talala okay and memory serves me right we was getting our cleaning contractor and was it the 10th 11th 12th or was it the eight there was i think they've been in right now already keith right yes yeah there are they're already working in our buildings and cleaning our buildings now okay and was it just for three days or that they can't and as soon yeah so one of one of the process mr brown one of the processes we go through with the contractor is they'll start on a certain end of the building and they're gonna they release a certain number of classrooms every day so they'll tell us okay we got the universe and like i'll give you an example i was over at talala today and in one of the wings they have all of the new univents in they don't have the children but the unit event is in already so the classrooms are done everything's done in there okay we can get our staff or we can get the cleaning services in there to clean the facility now to clean those classrooms so every day we're adding more classrooms and cleaning more classrooms so it's a daily thing it's not like they will release the entire building at one time they'll release sections at a time for us and with the oversight provided by you kate you see this process working with the cleaning janitorial service like we expected them to perform so far so good okay so keith is and so the board knows keith is working overseeing a lot of the all the construction really that's what he's doing and then vince and bruce are overseeing a lot of the custodial work so they are the ones and keith is also working from an administrative standpoint with the contractor to make sure all of that stuff is done but but bruce and vince are the ones that are really the day-to-day people that are working with the custodians and shifting things around on that okay okay thank you so much okay thank you thank you thank you thanks ken thanks keith and to the team okay next up personal and culture student handbook and staff handbook yes miss riley is going to talk about this student handbook we've had to wait on the delay because there can consistent uh amount of changes that keep coming so no paper no papers supply chain no paper well that hasn't been this issue but yes there might be more changes who knows uh no i don't have a powerpoint it's not a problem it's just me talking through okay so um good evening to the board of education dr cara community and colleagues i'm coming before you to talk about our current student handbook with revisions that we have in place some of which are standard updates that we do we had for starters from some of the highlights we had to update the appointed administration on the central office level as well as some of the building levels all which have already been approved by the board one pending approval at the upcoming board meeting okay in regards to our attendance policy this was sent to you all ahead of time so i'm just reviewing some of the major points the attendance policy there was no mentioning of the mental health day so we made sure we added that and updated some terminology for parents and students in regards to how to make sure that the excusals from school are valid making sure they have their parent doctor's notes that of that sort sort updates for prom for the high school there was nothing mentioning the eligibility for prom so that has now been updated for junior and since the years at the high school as well as in regards to safety and security we used alice protocol however it was no alice protocol information specifically outlined in the student handbook so we made sure that we included that so that all terminology is known both by parents and students and staff now the fun part i'm going to quickly talk about the clear book bags but i wanted to just give you a brief overview of how we got here okay so in october 28th of this past school year in 2021 the district discipline review committee that has mr brown on it as well as ms walters and the special education what's your title supervisor newly appointed specification supervisor all three are part of that committee um during that time period we were looking at what policies we already had in place and noticed there was some discrepancy and a current policy that we had on record so the policy in regards to book bags stated that kids specifically like for the high school in middle school when they got to school they can have a book bag it did not have to be a clear book bag but once they got inside the building they had to then switch the book bag from a clear from a non-clear book bag to a clear book bag and we thought that was a huge discrepancy so we began the conversation then on how do we adjust this because if a kid can come into a building with the non-clear book bag what are they what could they possibly be bringing into the building so that's how the conversations of clear book bags started while we were on the committee um we decided at that time we discussed what grade levels at the time the drc said we'll we'll go with six through twelfth graders that's what we thought the focus needed to be at the time mr brown challenged us to do some research yes to do some research to do some research in regards to clear book bags and how effective what that that was so throughout the year research was done it was it was given to me and we looked over the research to see what well i just want to let you know sandy told me to ask okay okay so we did do some research um we looked at um various uh school districts within our communities local like near near us to see if they had uh policies in regards to clear book bank policies as well as with the columbine parkland the latest is uvalde rob elementary school and sandy hook in which there was no policy in regards to clear book bags from those schools we also was trying to figure out in regards to the large purse this is large purses only how do we describe large purses at that time we could not come up with a solution in regards to um the large purses someone tried to give uh measurements but then it was like okay so if we give measurements then is it expected that we stand at the door with a ruler and actually try to measure what the purses are i know there's only one district out of the four neighboring districts that we researched that actually had a definition which was no larger than a sheet of notebook paper but the purse that i have today which i don't think is that large is larger than a sheet of notebook paper so we honestly are we were stuck trying to figure that out now i know mr brown um has been on the school board for for a while now you're like you know a senior board member now as well as mrs galbraith um and i know that for me i also tried to research now i got here in 2017 so i went back to the last book that i actually had student handbook and even then it says large purses i know mr brown you were struggling trying to figure out what size so i'm asking um board members particularly if you even know mrs godbroth what the definition was then at that time for large purses right because i know you you know every year is past but i have no we we don't know how to clearly define that because uh larger than a sheet of notebook paper that's that's not helpful enough you know it's like using the word reasonable you know right so underneath that policy there's a number 13 that clearly states though that the administration have the uh the discretion to determine that so um as of now that's where we are with leaving it at the discretion of the administration until we can clearly define what that large purse looks like and that might be why we have a number 13 there can i play devil's advocate [Music] um we're allowing i forget what size the high school clear book bag is and the smaller one or whatever but here's my theory if you're going to carry a person that doesn't fit in that book bag then we shouldn't have a separate purse if we're only allowing book clear book bags then now do we allow this purse and then we she also he or she has a fanny pack on and you know a cosmetic case and this that and the other thing my feeling on this and the reason i was so strongly persuaded by mr hollyfield who isn't here is that everything was under my assumption was going to be contained in that clear book bag so that we didn't have to worry about checking a purse or some other carry item that if it fit in the clear book bag that was how it was going to work so that's my that was the way i understood it during that marathon discussion that night and then a little bit more discussion with mr hollyfield so to me i you're defeating your purpose if you're going to allow a tote bag or a large person but you can only carry a clear book bag hello what what are we saying here okay so it's interesting you said that because that was uh actually part of the discussion that i've had with some someone recently um so if it's okay with the board i would like to add perhaps um for the next meeting that's coming off the board meeting to include if it's if it fits in a like a large purse if it can't fit inside the book bay then it's too big i'll fix the language but that may be a a good way to describe it do we can we see these book bags i know they've been ordered mr stern are these book bags they're not are they on site yet these are clear all right maybe because if we could see it maybe that would help to determine if this is something a purse with book you know yes please yes i agree with mrs galbraith i thought the same thing is if you're going to have clear book bags and then girls can bring in big purse as you're defeating your purpose so i do think we have to have some kind of plan um enforcing it obviously you're going to get pushback i'm sure from a lot of girls who want the big bags but um i think the way that i was just explaining i can yeah easily yeah okay you know i don't have children in school but i was told that girls don't really carry purses much anymore i mean they're not like when i was everything that you owned when in your purse when you went to school my understanding is that that's not true anymore i don't know if that's true or if i'm just being led down a primrose path here but the last thing i want to do is carry something if i don't have to and my understanding is that's pretty much what much of the thinking is in our on our young ladies today so i don't really know i mean just to be on the safe side i think it needs to appreciate it you know suitcases being carried by some people but that's what i call a big purse of suitcase i don't own enough stuff to have a big purse but you know so since we're talking about clear backpacks do we have a procedure on if a student comes and doesn't have it or refuses to use it i mean we're i think it's the ninth we're coming up in a couple weeks do we have anything in place that i think we asked the previous uh director of security and safety what's the procedure if someone comes in and says i'm not going to use this for what i'm going to do because obviously we need the administration and the teachers what what is going to happen if someone refuses well i know that i'm currently in within our facebook community on our district's page there's still some confusion in regards to that because the current policy that's in place says also mesh book bags but now we're not even saying mesh book bags we're saying just clear book bags so i think that does need to be cleared up what you're saying because some people still are confused in regards to that and essentially in 20 not even in in less than 20 days we're gonna go into school so i think at some point we need to figure out number one is everybody on the same page parent wise and staff wise and number two what's going to happen when the first student excuse me decides i i don't want to use that or i'm or i'm refusing or i don't have it today what are we going to do i think having that plan in place alleviates pressure on the administration that's at the door or the teacher that's there handling that i don't even know who's who's going to handle monitoring all that right so first to answer part of that i'm not sure when the distribution is because if the distribution was on the first day of school maybe that would help some because they'll receive it then um we need to also continue to keep our lines of communications open with the parents and explain as to why we are in the first place having clear book bags and then because it's the first week of school i'm just suggesting perhaps some leniency on the clear book bags until everybody understands fully um that we are moving forward with clear book bags not mesh book bags not somewhat clear but the book bags that we have parents also want to know in regards to the replacement fee which is twenty dollars i did not put the twenty dollars on um currently in the student handbook only because if there's an issue with distribution and the price changes then that price that's currently there will go void right i think you should put it in the handbook not to exceed number because no one knows if they'll go up but at least that way you're establishing what is the expectation is but how would i be able to put not to exceed the company because the only reason i'm saying that because in the past i know that the company that the district did use the high school did use i think they went out of business or something so let's say that something happens to that effect again to say not to exceed is to is to kind of shoot ourselves in the foot because we don't know what the next company is going to can i understand ken can give you a number well yeah i mean is if they're 18 of each you can put in a not to exceed number of 24.

just have a couple things first of all for those of you that are on facebook you probably noticed that our first day with our staff mainly our certified staff was yesterday chris actually saw a information about you know what's it look like when you have all of your alumni who are teaching for you and so if you look at this picture this is the alumni of both norfolk and southwood mainly teachers but yet we have some we have a nurse we go tech we have communications director bus driver um those certified or those classified staff are not necessarily required to be there they're not on contract but they are always welcome so we still have a lot of different people so it's kind of interesting there's like 74 75 people there um you think about our staff of 340 all of our staff that does not include coaches or or substitute teachers but if you look at teachers about 130 or 127 teachers uh there are a lot of people and so a lot of times we look at you know how we grow our own um as far as that goes so it speaks highly of the uh people that want to come back and uh go along with what our mission is inspiring community of learners to discover and achieve our passion potential so it's interesting someone along the way inspired them to become a teacher and then obviously they've come back so that's just really pretty uh pretty neat so um and there are a lot of people that are not in there there's kind of a contest going on right now i think the norfolk class of 1999 they had six pictures or six people that um that's right okay so but 1999 there were six people but then they found another one that graduated so there's kind of a competition or a challenge to see who has the most right now i think it is probably the class at northfield uh 1999 of seven stat numbers right now but i think some people are trying to figure things out i did tell them i have a little bit more of an advantage because i may just start hiring all the people from my class so i can win that so anyway so um so that's that just want to share that it's really neat though um had a good good morning yesterday uh with that the northfield you know we flip-flop each year but northfield the food service director um amanda did a great job getting breakfast for us and we had a very good point so that's that just want to share the renderings of what the new high school could look like it's been shared a lot but yet some of the people that possibly might be online maybe have not seen these so just kind of go through a few of them real quickly it's kind of interesting obviously we know that this was done just for msd because if you scroll in here a little bit it will the msd meets county graduates it's kind of interesting they put that a little bit how they did that you can see the cafeteria [Music] auditorium i did tell the teachers though yesterday when we showed this too that in the classroom you have to walk real fast that's why they're blurry so it's the little commons area this is something that wasn't given the first time they did these but this would be you can see where it's the two-story you can see the hallway you can see where they said the architect said there's a lot of schools now being built where you have the stairway but yet in the middle um it's a place where you know kids hang out so another picture about the same thing that looks cool so i do want to say that there are you know a lot of opinions uh about designs and about other things about the project but you know i will say that i'm very appreciative of the time has been invested so far in developing a five-year strategic plan which resulted into this proposed project and so we continue to share information and we'll update our website we'll update uh our social media and i just feel very fortunate to be a part of school district that is looking to make us more efficient so we can provide you know more opportunities for our students for our staff so again just appreciate that and we will continue to work on looking at this project so that's all i have left you have trouble getting people from your class hired because they all want to retire now well i did say something about that yes i'm old and so that is exactly right but thank you for reminding me of that mr daisy who also graduated in your class yeah it's cool curriculum and instruction report uh mr gray yeah i'll start by saying that school is right around the corner but we have been gearing up as a teaching staff to get things ready for that and so i'm just looking at the august professional development and i'm trying to count the numbers i have 60 different teachers who have been in training within the last week so it just shows their dedication it's off contract we offer we do offer respect but still this summer's vacation so truly pleased to have them there uh ranging from project lead the way to letters uh science of reading training and so just a lot going on setting up for for the big day tomorrow i sent you guys a college credits count ap sends the results out in july so that's why it's it's a little bit later from the school year but all told um our figure is we earned 965 college credits last year not including heartland careers and so depending on what school you go to uh 300 to 600 is not unreasonable to charge for those college credit hours and so you're talking about 300 000 to 500 000 it's probably pretty reasonable savings that we offer our students and those aren't always a little credit i think we have helped educate our parents and our students to understand the balance of dual credit and they both offer they offer different ways to help prepare kids for school and so uh at the bottom of that sheet i shared you um you can see there are some kids that we're going to we want to draw special recognition to in order to be an ap scholar they had to take three or more exams and uh average uh three or more on them the three of course is what usually gives you college credit and so you can see there those three four five kids all took three ap exams and got three or more on all of them and so that would essentially be three different courses of credit that they've gotten for college and one there you can see her perfect square of five and down at the bottom uh kyle nguyen has earned a 3.5 on five exams and so the chance the opportunity to challenge uh yourself is there for our kids and again we feel like that balance is to prepare them for that's it that's good okay so next item under full uh new business is public caring for formal bargaining open up a public hearing for that this is something that was enacted a few years ago and we've done this every year and so this is one protocol that we'll need to follow okay next we have a recommendation to approve the corporate authorization resolution uh yes i'll speak to that the bank that we use for southwood elementary just needs approval to show that we are changing signees over with the new principle and so it's a resolution that would approve who the signers are [Music] for that bank account any one of the three could sign on that or that's not two seconds we have to have two signatures and any one of the three can make up the two signatures second to approve the corporate authorization resolution all in favor say all right we have no unfinished business we do have an item under board policy policy number 3160 so i will speak to this one the criminal history information each time the legislators make a change uh sometimes that creates a change in policy and slovenia school boards association uh helps us uh to determine what those would be so this is already in our policy manual 3160 just a couple of changes there that are highlighted here this corporation prohibited from hiring or contracting with that was something that was added to this policy and then if we scroll down the only other thing all school employees or entities that have contracts for services with the corporation are required by state law to immediately report convictions of certain crimes enumerated in state law convictions of attempted or attempted crimes listed in laws of corporation so really only we added a few words there that are highlighted and also the indiana code that goes along with this so again this is just the first reading we could possibly does that mean that if we contract as a general contractor with subcontracts uh a project and they have somebody who has been convicted of that particular person who can't work on site or does that disqualify the entire subcontractor because that person's that person we always require checks that we work with right so i was hoping all right so that's the board policy we'll read that again next time under the next item is public comment for any items okay any items from board members okay

almost 15 years ago i was sitting in one of your shares in one of your classrooms eight months ago you approved our charter school application and say yes to a little girl who dreamed of doing something important in her life you say yes to my mother who worked really hard to provide me with opportunities that she as an immigrant didn't have so you say yes to a families who were asking for a high quality option in their city who took that very seriously and started hiring we already alejandra garden is [Music] uh so we now have alejandra who is being in charge of the preschool education at tl who will be charged in charge of education for multilingual students we have a we have continued to co-design the school with families and community we are now asking you to move forward with the guests to work with us and finalize the contract we know now that you have concerns and we want to work to understand what they are we want a meeting with you this month [Laughter] um we want to meet with you this month so we can finalize it next month and make something really that just a short time ago seems like a dream thank you thank you [Applause] um next i'd like to invite susana posius to come up [Applause] hi good afternoon thank you for allowing us to be here um i am here on behalf of my team um up and the community um basically here with the concern of being able to open the school this coming year and not next year in august so we can start letting these children come into our schools and getting the education that we want to give them we want to give them something high quality working alongside with you guys we want you to partner up with us go to our campuses and visit them and see how we run so that you guys can see how well the community we have developed and it's something that we are deeply passionate about and we would like to see you guys helping us move forward with that process because it's not only meaningful to me but it's meaningful to them and to like all the other kids that are out there in commerce city that are looking for something really good it's a partnership that we really really want with you guys and if there's concerns please please visit our schools you will not be regretted it would be something that you guys would be fascinated about as i was when i saw you prep and when my daughter was there i was like wow this is good so please feel free to reach out to our staff members and come out to our community and be involved help us develop that partnership so we can open our doors this coming august [Applause] thank you so much um next i'd like to invite mamie j howard [Applause] good evening members of the board i'm gonna open with a quote because i think it's very important that we breathe life into the voices that helped gain the approval for university prep they have invested community members who have spent hours upon hours to create something that will work for them in my world that's called the human design model you take an issue you bring it to the community and you have members of that community create something they feel is going to give them resolution to whatever issue that is that was said by maria zubia december 14 2021 i won't forget that day my team won't forget that day and our families will not forget that day because on that day our school was approved on that day the adams adams14 community demonstrated that when our families come together we can build something strong and that our family's voices matter now i'm going to take a step back and introduce myself i'm amy j howard and i'm the founding principal of our brand new school i have been working since march of 2021 with our families i am a mother as well i have an elementary age child who is now entering fifth grade and i have a soon to be elementary age son who is three and a half years old and i know first hand as a parent what it's like to feel like you can raise an issue and have it not be heard which is why i joined on this mission with our families to make sure their voices are heard i have been inspired over the past months working with our families and hearing them say things like we want to have our native spanish language be honored and valued in schools and that doesn't mean it's not happening in adams 14 but it means that we have the opportunity to do more of it to create more bilingual citizens in our community and we took that very seriously and instead of just running it back and saying we'll do a spanish enrichment class we said we're going to elevate spanish the same way we elevate math and science and language arts which is incredible and then we took it a step further and said not just for native spanish speakers but for english speaking scholars as well because they too deserve the opportunity to be bilingual and we hired who i will be a little biased and say is one of the best in the business tl who sits behind me to oversee the educational programming for multilingual learners because it is that important that they get not just a regular education but an excellent education under my watch we also heard our family say ece programming doesn't have enough seats in commerce city so we said why not partner with y'all let's open some doors and have more seats for our youngest learners so that they have access to a high quality education from the start and we hired alexandra who is the best in the business to get those doors open so i come before you to ask that you give us the opportunity to address our concerns on the contract thank you [Applause] [Music] [Applause] yeah that scared me thank you um next i'd like to invite wendy hernandez to come up [Applause] hi good afternoon my name is wendy thank you for having us i am here with our school u prep trying to basically um persuade you guys to give us more consideration in regards to what was already in the works of being a process to letting us be part of your community while speaking for myself in general i've been part of adams for my entire life i lived in commerce city my entire life i went to rose hill elementary and um i remember the days when my mother was um it was a little bit difficult for my mother to really be involved with the school and just listening to all the other plans that you have going on right now with your school district it was pretty amazing because i wish that was there when i was back in school um it's it's something that um i know my mom would have appreciated and i know that right now our school is a great place because it not only involves the current parents it also involves both spanish speakers english speakers and that's something that really hits home because i know that through my entire life since i was the first born here it was hard for my parents to be involved in school it was hard for them to go to teacher conferences to get me into tutoring to really be involved and i think if the way things are right now especially how uh what i really appreciate with uprep that they always go above and beyond with communication and for both spanish and english speakers and they consider every family situation i'm pretty sure that's something that would be appreciative to join your school district as well and it would make me proud because it's something that i know i would have wished they've had before and just knowing that the college view it was hard for me to visualize going to school going to higher education and up is something that they focus on from a very young age and that is something that um i can't wait for my son to experience and i just wish more families will get the chance to experience that if you give us a chance and really consider going through with our requests for our new school thank you [Applause] next i'd like to invite jennifer i'm going to butcher your last name i'm so sorry um saginaw hey thank you no thank you my name is jennifer sangenov born and raised in cummer city been here my whole life i started my school at central preschool after that i went to rose hill elementary school then went to kearney and then adam city been here since my i don't know elementary years teens 20s 30s and now 40s now i have a family of my own and then having a family of your own it makes you think of life life is very gentle how do we embrace it how do we give it a chance um i have a daughter her name is camilla very special little girl i never once considered her to go to school here unfortunately um so i i found you prep and you prep was the best thing i've ever thought of and decided my husband thanks me every single day he comes home from work he's a nurse and he thanks me every day on the cheek and he depends on me a lot with it just for the decisions i don't care what it is but i'm glad he does that um but just her being there a couple of weeks in kindergarten her behavior has improved you know i never learned how to read in an elementary school i mean in kindergarten or i i just never did that's what i remember i just remember the alphabets and just a few other things but i'm i'm taking a long time so my point is i like to see my three-year-old and i i don't want to move out of cummer city but i would love to see my three-year-old go to this third school here in u-prep i love the enthusiasm i love all the members and they're so happy to greet these kids all the people that work here they're so happy to see these kids and work with these kids from the time you drop them off to the time you pick them up when they call you on the phone for parent-teacher conferences i trust them with you prep and i don't really trust many people but anyway my name is jennifer and thank you so much for giving your time for me to speak and take care thank you [Applause] next i'd like to invite juan pena up to the podium [Applause] all right thank you for the opportunity to speak to you yeah my name is juan pena i am a founding board member of u prep so i've been with the school for 11 years uh and also my two sons over here they're alumni of the school they graduated uh in the last two years the reason why i'm so passionate about you prep is related to my personal story i am an immigrant from colombia and back in my hometown as far as back so i can think of a decision that somebody in my family made that changed the trajectory of generations was the decision my grandmother made in my little hometown of hirador colombia where only 10 of children were literate when my dad was an 11 year old had never been to school in his life and there was a little church that started a school with a kindergarten and my grandma heard about this took my dad and eventually basically my dad graduated through that school and eventually became the head of that school so when i grew up when i when i was born my dad was an incredible superhero in my little hometown because he was able to now be a part of a school that now had a thousand students and was changing generations through education so fast forward now i'm an immigrant here in the united states come to denver in 2008 and really have a passion to help my people really find the same success in life that i have now because of decisions that my grandmother made for my dad and i really see you prep as that solution for this community and that's why i'm so personally passionate and really asking you to please listen to all those parents that are talking about the possible impact that this school can have through generations here in this local community i'm really proud of the hard work we have put with our team to really co-design the school with parent leaders that you're listening to these are leaders that are from this community they don't want to leave this community and they really are begging you to please work with them to allow you perhaps to educate their kids as a board member we i know we have had tons of conversations on the board and we have invested at least a half a million dollars towards this community in good faith in in working with you hiring extra staff making sure that when that school starts we are starting with the best foot forward so my plea to you is we have written a letter from the board our parents have written a letter to you and we just we're really concerned about the silence that we're hearing uh and and we want to know like what else what else what other things can we what other questions can we answer for you what are the concerns that you have we want to co-design the school with you and partner with you and we believe that that's a two-way street so our ask is that whether it's in the work study session that's happening in august 23rd that you guys have requested or some other time before august that you would just allow us to sit down with you to listen to your concerns so we can address them and move forward with the promise that we have made to our parents of really create a great school for them so i want to say thank you to you thank you [Applause] next i'd like to invite javier noriega hernandez to the podium hi oh okay thank you for coming i saw your note i'm glad you guys are here um osman isaac zuniga rojas same yes can you come to the microphone please oh yeah sorry we we broadcast so it's helpful there oh yeah everybody can hear that's okay yeah yeah so um being a person of the community and being around the environment that i'm in i just wanted to say thank you to the new team and i wanted to say thank you to the people working very hard to bring us activities to bring the community together such as the uh world cup soccer thing that's something that like really like sparked my mind i was like wow like i didn't know like like that's something i really appreciate and like the people that are bringing the um the trying to bring the new school likes that's something i really appreciate that they're trying to educate our kids better and things like that something i really appreciate that's all i wanted to say thank you thank you for coming [Applause] that's all we have for audience comments thank you everyone for coming next on our agenda are consent items uh they are 6.1 personnel actions 6.2 oh sorry approval oh i'm sorry oh okay madam president oh yes my vice president um there was a video uh during my updates that i wanted to show and it just slipped through my mind so if you don't mind we can close we can close with that uh because it's actually uh a good video so if you if you allow it we can close the meeting with that okay that sounds great thank you um i'll reread the consent items thank you for that i'm sorry i didn't know um 6.1 personnel actions 6.2 approval approval of the 2022 2023 calendar of board of education meetings and posting location 6.3 approval to have duct cleaning services completed at adams 14 educational support services building 6.4 approval to purchase cases for chromebooks um may i have a motion to approve the consent agenda so moved hold a second thank you monica roll call please mr amador aye ms lovato aye ms lubia aye thank you next we have business action items 7.1 is the approval of the boys and girls of metro denver and atoms 14 partnership may i have a motion to the to approve the request of the partnership agreement between the boys and girls club of metro denver and adams 14.

or charge the current replacement cost and we yes and then we eat we absorb let's not fool around with numbers because you've got different sizes you'll be charged the current replacement okay we need to change it the next year we just need to change the next correct and then the other thing is the work the mesh book bag versus the clear book bag is that like something so i did some research i did some research i know we do both at my school and clear and the mesh seems not to tear up as easy um one particular district not in our state um explain why not mesh bags and i just brought it just just in case somebody asked that question mesh bags with various patterns and colors are more difficult to screen and often require staff members to hand search we are discontinuing their use in the interest of health and safety of staff and students so because you know you have different variances of what the mesh look like some are the bigger hold mess versus the smaller hole where it's almost not mesh at all no i get it i mean not just but i think that needs to whatever we do it needs to make sure we communicate it to the parents because they are confused if you look at the facebook page i don't think that that necessarily has to be a decision we may hate us i mean you all make it and go with it but i since it came up i just think that mesh is okay um just from being there screening and seeing it before um i think it's okay well the drc did say mesh or or clear i don't know where the change went don't change it just because wisconsin says they don't like mess up you know we don't like aaron rodgers just just as a reminder on this dr kagunis i'm gonna tell you that 17 days before school we should put something out as soon as possible to let everybody know one parent-wise two staff-wise what is the expectation what is going to happen because 17 days and they're still getting she's right yeah they're so confusing and it shouldn't be confusing at this point we should be we should at least know what we're doing yeah i'm going to follow up with our building principles generally they send out a welcome back letter newsletter i'll find out where they are with that because they were supposed to um share that with parents at that time as it gets closer you know maybe it is a robo call that goes out that say just a reminder and they can do a robo call and then in a week they can do a robocop yeah and in a week just because of so there's no confusion the attention so the first day we know what the expectation is yeah okay yeah and i think you know in some of my discussions with others you know you know what would happen you know you know perhaps students may have to carry their things without a foot pack and put them in their arms oh i know when i was younger that's who he was before backpacks and so but i do think bill is right i think we have to know what we're going to do when kids don't bring them and we have to have consistency continuity everything across the board so we don't have that's why i suggested maybe a little leniency for the first for the first couple weeks or something just the first of the first week i wouldn't say a couple okay first week we're starting on a thursday so okay we can answer whatever that the two days can you know actually help you know so yeah and then we have to stay with what we say we have to stay very consistent we have to stay very consistent um now i didn't see anything on our tardy plan or anything with that and i know we had teachers really upset um with the amount of tardies last year what are we doing this year differently um to address the tardy issues oh there we go thank you you asked here ask and you shall receive so you could put a person there even mine maybe actually i think that's a great size and i think that would be a very good way of saying it if it fits in there it works okay so um tardy so um i recently sent some suggestions because tardis is the building level issue however we are always here to assist so i did see some suggestions on how to better assist specifically the middle school and the high school and um they're currently looking at looking them over and then get back to me to see if there's any additional supports that they need because we can't see those kind of numbers again we definitely have to get on that so miss riley perhaps you also might want to share with them some of the organizational systems pieces that we'll be putting into place regarding the attendance teams yes okay so currently um in the student handbook there are three teams that um that is written that we are supposed to have so you have one team um the student i don't remember the names for exactly what they are but one is a student-led team which actually mr green already began working with last year he's also going to make sure that he brings that to the middle school so you'll be at the middle school if you don't know who mr greene is he's a truancy officer for the district so yes he the students love him we do too yes so he started at the high school working with the student team to help address some attendance issues so we're going to continue that as well as add a team over at the middle school and then he'll also be at nbc from time to time then you have a principal-led attendance team that's the next level so this year that will begin in the buildings where the principal will be the principal or designee will oversee that tang and then you have district level in which our truncy well her title was currency specialist now's truancy coordinator after the vote has been taken she oversees that with community members police and for law enforcement parents of that sort so she's already reaching out now to prepare for that so we we do have some things coming in place miss riley before we go done with the clear backpacks um also i've been monitoring the facebook page just to see what's out there trying to keep dr kara abreast of things and many people are asking about sports so their son is on football and they have to bring all this stuff that's not going to doesn't that bad it's not going to fit so what are what have we decided about that and if we haven't we need to make some decisions pretty darn fast because there's no way that they're going to fit their books well athletes are the role models in the building correct those are the ones who we should focus on more to make sure that they are positive role models for their peers realistically things happen but i would suggest to let them keep their bags the way they are because they do have every equipment and what is the likelihood of them being able to actually find something that's going to work for them that's clear if you're saying that to allow them to not use no no for for school purposes like yes i'm saying as far as they're with me logistically makes the most sense and most logical okay because there are lots of people on that facebook post asking what they're supposed to be doing about their so perhaps when um some more information go out we'll be sure to include some sports specifically specifically specific for athletes and what what you're considering a gym bag or whatever for them to carry that experience or and somebody else asked me about um band instruments because a band instrument doesn't fit in a bag and i'm like well to me but they have a case for most instruments i think they have cases yes right so you know they were talking about well they have to bring things to go with that and i'm like well that should fit in that book bag but your instrument is still going to be in your case yes so i think those were the things i was seeing mostly from the parents on there they were and then the question of the why the uh the younger grades yes because i know we had a lot of discussion yeah we're gonna have shooters at four years old nevermind yeah and we had a lot of discussion um on the drc where we were saying six through 12 but some kind of way it went to second through twelve so i can't speak to that because i'm i i don't know but as of right now the policy states that we're proposing all students in grades 2 through 12 can carry clear or mesh book bags and then i'll clear up what the large uh purse means and we are not going to provide a mesh no we're not providing made clear right the only book bag the district is providing is one clear bet and that they can also supply their own clear book bag because that was another question right that i saw a few times can they bring it all clear just so they understand that they can't be carrying both of them then i mean you can't have a clear and a mesh with one student at the same time they can't be carrying two backpacks i'll i'll make sure it's clear you know what i'm saying because otherwise they're gonna think you mean they can do a clear and a mesh i'll keep it working the way it it currently is yeah yeah thank you i couldn't carry two backpacks because i said so and it's on tape now it's just like there's more work going on in the district now than ever before okay any other questions about clear book bags no are you going on to other subjects yes okay is that okay yeah i'm just i have something i want to go over kind of with miss walters but i want to figure out where it's going to fit in at okay okay updates to student discipline that includes the school bus activity in regards to students not riding the bus that they're assigned to and causing problems so the update pretty much is they are not to write a bus that is not assigned to them unless they have administration permission from an administrator and they are aware disciplinary measures in terms of mob action due to the incidents that happened last year we wanted to make sure that that was included the use of alternative setting placement as an intervention and lewis suspension you need to add some language surrounding that and then the other fun part the cell phone policy so we have i guess you can say two cell phone policies in place is what i sent you gave you um right before the meeting starts you have 7190 and 7193 from my take on 7190 that's the board's official policy that's in place for the cell phone policy and then 7193 appears to be just a more in-depth explanation of what i'm asking of the board is do you find it necessary to have both i can give background on this because i yes on this committee when this took place okay and that was when there was really bad things going on with cell phones with fights and all that i would appreciate that thank you and this was actually in my mind was going to be incorporated in seven colon one nine zero because there is some other stuff in here that was spelled out so actually it was still supposed to be one policy not two separate files so currently um if you look in the student handbook um it refers to 7193 and then when you look under the board policy there is no so if it was supposed to be to get it never yeah i think from my recollection because i know rochelle really wanted to get some things better spelled out after we had so many instances and i my memory is that this was supposed to be incorporated in seven one nine zero okay i know there's duplicate wording um and that's why i don't know what happened there i don't i can only tell you the intent i mean my my read is that the seven colon one nine zero is kind of the base policy but what what really the things that were added in nine three are intended to be incorporated into is the headphones the headphones headphones and talks you know wearing in-ear monitor and the issue was students you know in the hallways with headphones or you know your devices in and i don't think that's spelled out as it currently reads in 190.

a motion to approve thank you second thank you uh monica roll call please mr amador hi miss lovato aye ms lubia hi i played right through that i'm sorry i didn't know that for a discussion 7.2 is approval to accept the colorado opportunity initiative cozy fund may have a motion to accept the cozy fund award in the amount of 300 000 over the course of four years for adam city high school so moved well second thank you any discussion i remember this time no um i just quickly want to thank the team for getting this approval i think a lot of our students really appreciate it and i know my son did so thank you for that um 7.3 approval to extend agreement with international alliance group iag to fill vacant licensed positions may i have emotions to approve so moved thank you oh second thank you any discussion about this item okay um i quickly want to thank dr gloria for being persistent with this one because i know um anything to help fill these positions is greatly appreciated um monica roll call please mr amador aye ms lovato aye ms wilbian hi monica did we vote for seven two yes yes was there roll call yes see yes thanks for keeping us straight yeah we did roll call and about okay it's been a long a long day yeah we're almost there uh seven points madam vice president vice president you can you can always do roll call again okay okay let's do would you like us to do that direct avatar yeah okay monica do you mind uh doing roll call for 7.2 mr amador aye ms lovato aye ms lubia aye thank you then we're covered uh 7.4 is board action regarding board governance at our last business um item [Music] we're going to discuss beginning the process for traditional board governance to policy governance we began this journey almost a year ago august 2021 in a study session jointly held by the colorado department of education and the colorado association of school boards to discuss governance and how best the board can govern our districts our job is to represent lead and serve the community and to govern the district by establishing expectations for student achievement results expectations for quality operational performance and monitoring actual performance against those expectations we feel adopting the carver model of policy governance as a framework we will clarify our roles and responsibilities in terms of dealing with our staff and our community we continued our journey with the day and a half workshop led by the cas led by casby to discuss the policies within the framework which include ends the board's values goals and expectations for the district governance process the boards protocols and procedures of how we govern and monitor ourselves board superintendent relationship the operational and contractual decisions we delegate to the superintendent and executive limitations which placed constraints on the executive authority of the superintendent establishing prudent and ethical boundaries we also attended the 2022 govern for impact conference in june where we explored policy governance in more depth with experts from all over the world we feel the move to policy governance is the direction we which wish to continue in and therefore i move that the board with support from the district staff began the process to develop the policies necessary to implement policy governance as the district's governance framework may i have a second i move like alright second sorry one day um any discussion on this item i i just want to say that um once we get to the the point of of getting there like actually where we'll be running these meetings under this different framework it would be a really good idea to have um an easier explanation almost a visual for for families and anybody else watching so they see how we operated before to how we're going to be operating in the new way um so that they could see that difference because otherwise it's it's not going to make a whole lot of sense to people if i wasn't sitting in this chair i'd be asking well what difference is that as to how you run your meetings now so that would be one of my requests with this um is that we get something that is visual and easily explainable so that people understand it i think that's a great idea yeah i mean we've we've gone through many days of training to understand what this is how it will impact the way we um govern um and work with our superintendent and ultimately reach our goals which is to improve student learning but i agree i think we need to have a very clear description of where we are and where we are going nothing further all right um monika have roll call please mr amador aye ms lovato aye ms wilbian aye thank you um next on the agenda we have communication um do we have any new business requests for this evening if you'd like yeah i i think the only and it's not really new it's just um just updating or getting an update maybe at our next meeting as to um something we had left uh open last year when we were looking at hansen and monaco we had talked about having a committee made up of parents from hansen monaco and lester i believe and so just making sure that that doesn't fall by the wayside i know that we have a lot going on um i know people um out there following um what's been going on in atoms 14 know that we have a lot and and the staff i commend you all because there there's a lot it's a lot that has been asked of you in the last um i don't know less than two years and more is being asked every day and there's just a lot going on and i i hope people realize that it's above and beyond um what dr loria said a little while ago of um you know it's not like regular well for me it's not typical we just are not ever in a typical state right now and so the more we request and the more we ask is just more hours out of our staff's time to do things so we we are it does not go unnoticed just know that it does not go unnoticed um so i just want to say that as a caveat that there is a lot going on that you know everybody's trying their best to make sure that our district is successful because at the end of the day it is really about our students right it's about those families that are in this community and and it's not just a about a certain group it's about all of them all six thousand plus students all the families all the staff all the subcontractors everybody it's about everybody that has anything to do with our district and that's a lot of pressure for anyone so thank you for doing that and thank you to your staff and all of the other stuff that's not here um from you know management all the way down to grounds everybody has like you said all hands on deck so that is something i personally appreciate um because i know what it's like and i've been there so thank you and i just would like to something that i've been hearing from some of the community at the schools is we used to have a program before kovid of helping our parents do english classes at like the high school and stuff and i know it was a like a grant or a program that we were providing and i know once coveted hit it went away and i'm just kind of seeing now that kova is kind of ending i had a couple parents come up and ask me about it last night at the back to schools about starting that program up again and just seeing if you know if there's something there that we can start doing again to help that you know to help them maybe not achieve a ged but achieve proficient in english so that they can communicate with the teachers and staff as well i did have some of the parents asking about it so that would be something if we could look into i think to help our community in helping the parents you know get more fluent as well great thank you um next we have board member communications did you want us to do that um dr lydia before the video or after or um yeah i think we'll do communications and then do the video is that okay okay does anybody have um anything they'd like to share yeah i just wanted to say also thank you for that event uh for the backpacks and um everything that was offered here in adams 14 on that saturday unfortunately i couldn't be here but um i know people who came and they were very appreciative also just as a reminder and a plug don't forget if you still need your coverage shots we are still doing those because now they have the ones for the younger babies that you can have and don't forget that kids first offers the the baby ones as well and we still have the covet vaccine clinic at the flea market for anyone from anywhere uh and the kova test because we don't want to be shutting down schools because the numbers are out of hand again so please everybody that's out there listen and help us out here because there is one non-negotiable i have that everybody knows and that's the health and well-being of our students and our staff so thank you great reminders and i just want to thank all the staff for everything i've been to four back to schools this between this week and last week i've participated with all of them grilling out at the community event so you know helping out with our you know if our community gets involved and looks when the softball was doing some stuff out and fixing up the thing for the softball fields to get the season started um you know just want to thank you guys for doing everything you know the grounds look great for the kids today going back to school and walking into those last night with all the families there and talking all the teachers and seeing all of the staff out here at the schools too going from school to school so i just want to thank you guys and hopefully we have a great year this year and look forward to working with everyone and hearing some more about tntp and what they're doing i'm excited about that so look forward to seeing all you guys throughout the year thank you thank you director zubia and amador i feel like i've been m.i.a for so long because personal reasons but i do look forward to going out and meeting all of the schools i'm so interested in meeting with the students and the teachers and just visiting the schools and seeing what's going on um the world soccer cup looking forward to that i also want to put a quick reminder out there we are still seeking applicants to fill our vacancy on the board um you can find information about that on our webpage if you have questions please feel free to reach out to any of us we're happy to answer those questions applications are due by august 17th so i just wanted to put that reminder out there that's all we have if you'd like to share this awesome video i'm excited yes uh thank you ma'am vice president members of the board committee members uh the video that you're gonna see is just a little um uh compilation of of images uh of the work uh that has been done by the staff and as we receive our students um i think uh i know i don't think i know all schools have been visited actually more than once in a couple of days sometimes more than that because we are going and making sure that all schools have what they need and it's as i said before all hands on deck so and just one comment about the esl for parents the english lessons for parents last year in june you approved an amount that will be used for this so we are working on that we heard that from the community and from you last spring and we added that this year because it had been removed so just a little comment for that so monica thank you how important our job is and how important it is for us to be ready period [Music] as the team changed the narrative for our district uh we're here to we're here to support uh tntp is here to support adam's core team we love that you believe the kids in commerce city deserve to have excellent schools in the neighborhoods where they live [Music] we will change our story we're telling the clarity we're starting to tell a different narrative for students they need to hear we are enough they need to hear they are enough they need to hear being bilingual is an asset they need to hear me a minority is an asset they need to hear being them is an asset [Music] um when i heard the principal say bilingualism is a gift i said this is my district that's why i'm here espana barcelona [Music] keep on learning and improve myself i've found new ways to engage students and learning from other teachers and other staff members around the school to better engage our students that's what i learned on how to better engage our students working with our staff collaboratively to make a better a successful year we saw some exemplar models of what we wanted to do for the next school year so that we can be successful how the structure listens as you know which components how to build it what resources what assessments the whole language [Music] [Applause] [Music] good morning eighth grade schedules [Music] um [Music] okay [Music] what do you guys expect for the first day of school student engagement and students being excited to return back to school absolutely ready for them to be here [Music] loving the first day of school send the kids back that's that's what it's about that's what it's about getting these kids in there so go here you go here for your schedule i'm excited for this class mostly because uh you guys are freshmen and this is an exciting time for you this is like the next chapter in your lives excited for the school year it's gonna be a great year at adam city high school welcome to allen 14 bienvenidos [Applause] that was wonderful thank you for sharing that um i've i skipped over something really quick that i need to circle back to um under 8.2 for board member communications um we do need to start uh scheduling meetings with city council regularly and it was um a joint meeting that we would hold when there was five weeks in a month so um i just wanted to open up for discussion about what you guys are feeling about that if that's enough if you want more um [Music] and then monica added a hold for august 29th for our first meeting if we can um solidify that if we wanted to host or ask the city to host us i think it works for me i think once a month would be good because they have some many things happening in the city as well and we have been too so i think that communication needs to start happening again and we need okay so is it the will of the board for me to murder like you said merge the two together some kind of way and then bring it back next week yeah okay because right now it's not merged and it can be confusing to those that's reading the handbook so i'll make sure i have that done so i have a question so we talked about this a few months back what what are the consequences so what does this actually mean because and it part it goes part of what i was going to say before about what miss walker said about tardies so if tardies and this are all under discipline correct yes so then discipline you guys are putting on each individual building to create their own way of how they're disciplining which is why i think at one point we had 40 000 tardies or something crazy right why is the the why is the discipline team not creating what it should be brought down into each building and creating that so that it's consistent both in the junior high and the high school and then on the other part of that is we need to support the people that are in the classrooms because if a teacher sends a kid for not following the policy or the student handbook that they signed what's going to be done about that because i think teachers spend more time wasting their time dealing with stuff like this that we don't follow meaning what's the sense of having a cell phone policy if we don't follow and we don't support the people that are sending the students that are not listening and the same thing with the tardies i mean miss walter's part of it the numbers are ridiculous i mean what is a target you know what it's already means it means nothing so i just don't understand why we got back to a couple years ago where we had had a conversation that each individual elementary building had kind of their own thing right but technically in this district it should be brought from the top down so meaning discipline should be brought together with your team and then implemented in each building in the junior high and high school so that the consistency remains the same and when they leave to junior high the expectation is the same in high school that's where i think sometimes this communication breaks down and then you have i mean the exact example is in may we had a teacher they had everybody in the auditorium and they're frustrated about safety and security it's because they're not getting supported on we have 40 000 tardies here so i understand we want to merge a policy on cell phones but i'll be honest with you i don't even know what does it mean if we merge that i think dr conway's we have to figure out where it starts does it start at the top or is everybody kind of doing their own thing merging this is fine but are we going to hold everybody accountable to it well i think you know i always was going back to our structures that we have put in place we have district policy and then we have we set up committees to take care of this and then it gets implemented at the building level i think where this is getting locked in to is what what can we do for discipline we have suspensions we have detentions we have revoking of privileges i mean everybody uses the same thing there's only so much you can do so uh what ms risley was even suggesting today she just sent out something to buildings to say these are some suggestions of things to do for those infractions um so whether you want to have this come from a a committee that a committee which includes teachers to come up and say this is what it's going to be um that's technically how it should be done at a building level that everyone's agreed upon and then it needs to be followed up but likewise well the building level i think it would be good if the middle school leads then into the high school there's got to be a very consistent consistent matter so that because then when they get to the high school it's not a new set of rules you know it's very very consistent and we have to follow yeah we have to have follow-through i was just going to say that because i know a lot of the teachers frustration was they feel that the kids get sent down to the office and then nothing really happens and so they don't feel that the issues are being addressed and that's why the behavior is continuing so we just have to make sure there's consistency there's follow through and that the you know discipline action sticks and the kids know this so they're not likely to repeat those same right and the cell phone goes with the tardies it's similar meaning a teacher is there to teach and the problem is we spend how much time on stuff if they knew what their response what you know what what can they do right and then once they send them to someone they have it has to be followed up and it has to be taken care of because otherwise if there's 25 kids in a class and one of them is being disruptive now they're wasting two three four minutes on that and everybody's losing now i'll say this when it comes to discipline there are some things that can be similar but you have to look at your building and each building is somewhat different it's almost like if the government told us this is how discipline is going to go and they did the same for every single school wouldn't work because every school is different even within this district the other thing is and i tell teachers this all the time if janine can come to my class and behave but then she goes to sandy class and misbehaves there's something going on because janine mike in my class it's all about teaching structure teaching expectations because at home janine comes to school and she uses profanity and me as a teacher i don't allow that in my class and i say to me don't you know better and janine's like why do you use that in front of your mom and she's like yeah then she goes and she very well made but in my class i'm teaching her not to so discipline is something that is part of teaching it we all like to think that it shouldn't be and everybody should know how to behave but everybody's behavior is different depending on what they're taught and allowed to do with as they've grown up so that's why i always tell people it's about teaching so the other part about that is once i start to send janine to the dean to bill i take away my control because now it's a bill now gets to determine what this consequence is i can't say this is what you need to do for janine when i because i sent her out this is because this is what i know it's now up to you you may know something that i don't know so it's all about it's not always about um the consequence they need something needs to happen something needs to happen but it's also about one teaching our teachers um how to classroom management supporting that's part of supporting them the teachers teaching our students the expectations and setting routines and then that's the students learning now do they get it all the time no they don't always get it but we can't we we have to allow that freedom for the one for the school to building to use the foundation that's set from the top but we have some flexibility to make work what use what works for their building pbis or mtss or restorative practices whatever you're using will look different from building a building and notice i said all of those i didn't say suspension detention and all of the negative things because those are should be last resorts not first resorts so it's all about teaching the discipline teaching the expectations and but give because when you go through education school they don't teach you those things so it's up to us to provide that professional development to give our staff members some ideas so it all works together to help hopefully um curb some of this and you talk about tardies my daughter my oldest daughter went to marist and i just knew at marist that nobody's tardy to class and mary's was like a regular day at a regular public school with kids scurrying to class you know why because those same kids become adults who are tardy to work so and those same adults will complain about people being taught so it's not just i agree with what you're saying expectation wise you know i get that each classroom has its own expectations but i think what we're trying to say is regardless there has to be foul through when those expectations aren't met you know it can be met in you know if the teacher can handle it great but you shouldn't have to take a lot of time out of classroom time to continue to deal with that then the next level needs to handle it but somewhere it has to get followed through and handled so that kids learn that there is a consequence they're not gonna just get sent to the office sit down there for 10 minutes and come back they have to know that there's going to be some type of you know might look different but there's got to be a consequence whatever works for that child or whatever it might be so that they don't repeat those same bad behaviors you know not necessarily a consequence it might be an intervention first but my thing something to stop the bad behavior whatever that might be because it might be an underlying issue that we don't have anything think about we talk about consequences right look for teachers late every day how how well there should be consequences there for sure there should be and i'm and i'm not even speaking on crete i'm speaking on in general they're protected by their contract and their union is going to come in and fight for that teacher who's laid every day may not like it may not want to but they're supposed to yeah but so that's why i'm saying it maybe it's and i'm not disagreeing that there should be consequences i'm only saying that it could look different it doesn't have to necessarily i think they're saying follow-up right i think it's more it's more about the follow-up questions you know whatever that might be there's got to be just the follow-up inconsistency each building it might look a little different but at the end of the day if you're going from middle school to high school then they're already used to what the plan is you know what i mean they kind of have a similar might not be exact but they know the expectation from one school to the next and it's support august september i get a kid coming in and trying to work it out when you get to october november and it's the same thing if you have 25 kids in a class and you're dealing with the same thing it's unfortunate that the other 24 kids are losing every day that's my point back in may i asked the question we're on the stage how are we supporting the teachers and the staff members in the buildings with these policies and how are we fixing the problem because you can't fix a problem unless you're in there looking right i use the example of work i can't fix a problem for my foreman if i'm not out on the job with him looking at the problem so i'm just making sure that happened in may it is now august do we have have we talked about that do we have any kind of a plan at least to support you know what i mean again you're right most teachers should when they walk in this is the expectation of my class but you know there's a student that's going to tell that teacher where to go so we just got to figure out how are we supporting them and the other instance i see and i i've been in the high school a lot is they don't even go to class so the bell rings and they meander around for seven eight minutes they know they're going to be sent to the office so they meander down the security officer and i've witnessed this many many times we'll say what are you doing out in the hall you know you're supposed to be in class yeah whatever and then argues with the security guard for another five minutes about going to get the tardy slip now we're 15 to 20 minutes into the class already that child made no attempt to go to the class so we can't say this all sits on the teacher's shoulders either because i know there are a lot of kids i've talked to a lot of employees in this building they don't even start to go to class because they know they can get away with it time and time again and then they get their tardy slip and they meander back just as the bell is ringing to go to the next class for them to repeat the same thing that's how we're getting 40 000 so again we've all talked about this it's a combination here it's not a hey this is the consequent and you're going to go get suspended or have a detention because of that it's more than that it's it's groups working together it's doing those sweeps it's identifying those students it's making sure that that student when they were sent down there was a follow-up with them and making sure that the teachers know that there was a follow-up with them and then perhaps getting back with the teachers as a follow-up to say are you seeing an improvement with that child we've done these interventions so it's a it's a circle and i think you know we are looking into this but some of these things you know will have to be done when school starts as we've got all these teams now working together because a lot of people have been gone and now as we've put together new staff new procedures new uh no systems um this is how this is going to get done well real quick do you do we have handhelds for tardy like um i don't know what system yeah i don't believe we do okay so it shouldn't be where they're all going to one central location they should be um okay okay anything just quick updates for registration removal of registration fees we no longer have registration fees and updates to uh the technology portion of the student handbook including chromebook insurance policy is now removed from the handbook and that's i believe that's all i have okay i mean i thought we were selling insurance policies so that if there was a problem somebody other than us was responsible for there's no none of this are we biting the bullet on all these chromebooks that are getting damaged i cannot um answer that question help me out here somebody because i'm not real thrilled with that if that's the truth here that's a lot of money anybody help me out can can me try to sure [Laughter] um so in the purchasing of the chromebooks we actually have bought insurance with that so the chromebook said we have well yes we have as a district we have purchased the insurance um those that purchase has been we've used esser funds to purchase those and so we have not passed that cost along than to the uh to the families and charging them insurance because we're using ester funds to do that it would be permeate we used to do that but when we received the ester funds we were able to have the technology bought by the esser fund so we bought the insurance at the same time and just wrapped that all together so all of the chromebooks have insurance on them if it is a cost over and above that insurance then the student is responsible for that and the parent is responsible including a lost chromebook too yeah so there is a well it's really not a camp every item is different like to repair a screen you cost this much but then there's extra it's almost like a deductible on some of those things and that no we we just we're using essar funds on that so we just it's all wrapped together and you know if we were to charge the parents to be like we're making money on it and i didn't want to do that no i just wanted to make sure that if we were if there was no insurance and we're fighting the bullet i'm paying for no there is insurance on them all of them do have insurance yes okay thank you so in future years though when we we don't no longer have essa funds then we'll have to go back to sure probably starting at 24 25 we'll probably have to start going back well actually it might be 25 26 because we can do 24-25 with the extra funds yes if there's no further questions for me thank you so is that staff handbook as well or is that a separate um mr neil has that but basically i think it was just the um annual revisions that were on there i'm going to take much less time than my colleague here it's just updates mostly compliance updates everything is spelled out on the page after the table of contents where it says what was changed i will provide a redline master in the fyi this week it was supposed to be in board book i'm not sure why it didn't get there if i forgot or what but i will get it to you as well if there's any questions let me know okay okay um any questions okay uh teaching and learning special ed overview yes upon the board's request i think they were interested in having just a general overview of our special ed program and uh to have a better understanding of that so we've asked our new director to present to you this evening hi everybody thanks for having me out tonight so i just want to do a quick overview of kind of special ed where we started where we are now and then talk a little bit about our needs assessment results with you tonight okay so the reason we engaged in this needs assessment is because it does align with our district goal goal number one in particular so where did special ed all start it was back in the 70s with the education for all handicapped children and so that kind of like the groundwork for what we see now today that's where we got fape the free appropriate public education we had protections added for children the parents were added in that's where we started to get funding for special ed and then some of that accountability to the kind of education we provide for children who fell under this act that carried all the way over to the 90s and then idea took over now idea has been around for quite a long time and it's been reauthorized numerous times since it was first brought on so idea with each authorization it adds a little bit more to what we do for our special education students so we look at our least restrictive environment do we have them engaged with the general education students as much as we possibly can it kind of solidified our parents role in our children's education it ensures that the district has a continuum of placement options it also brought in post-schooling communication with outside agencies for some of our severely disabled children we have some early intervention services that came in and then again a greater accountability for what we provide to our students so that brings us to our needs assessment process so the cec the the company that we brought in they did a thorough review of the department's current functioning as it stood at the end of last year a variety of data was collected from different sources iep reviews classroom visits survey and focus groups so the cec then took all of that information summarized it synthesized it and then they gave us their findings and their findings really centrally are located around curriculum delivery of services communication expectations and data so some of the strengths that they found is the dedication care and concern that they see from all of our stakeholders staff students administration parents staff are familiar with and appreciate the guidebook now the guidebook is it was up it was created a few years back by the special ed department and that gets updated every year we're in the process of doing that right now with our program supervisors and it's kind of the go-to for anything special special ed that our teachers need our staff reports submit our support of administrators and our c our elc program is very strong so some of the opportunities that we're going to focus on we're going to clarify the purpose and goals of each program that we house here in the district we're going to increase meeting the social emotional needs we're going to look at the students identified in the number of students we are identifying each year strength and communication that's one of our first things that we're tackling in the department right now is how do we strengthen the communication within the department and then what's going out to teachers and our parents especially we're looking at roles and responsibilities and that kind of breaks down to teacher versus case managers versus psychologists so all the different related services and people involved in an iep what are their job descriptions and what is their role when it comes to a student's iep and the services we're providing we're going to look at providing more inclusive programming and how do we do that so next steps what do you mean by more inclusive programming the extent to which we can get our children with ieps involved with general education students okay kind of taking away that self-contained so where do we go again we need to define our a clear continuum of services we have a continuum the step we're moving toward is defining what does each step in that continuum look like we're looking at increasing pd and shared understanding time together with the staff so once they go to the pd they have time to share it and just giving the teams in general some extra time that they need to communicate about services that are being provided to students again that communication and then the differentiation so making sure that students with ieps are being taught in alignment to not only the general education curriculum but to what is precisely written out for their goals and objectives in their iep it was a very quick overview so there's a lot in the plan that we're working on and we're tackling it very methodically so it makes sense and then it's done appropriately so when when they did this assessment of our program was i think i i don't think they were i was given a specific stat but that i heard the comment before that our district had a higher percentage of ieps and say other districts is that true is that found or maybe you're overusing it the tool is i don't know it could be we also have a lot of kids who move in already classified and that is something that we are struggling with not struggling but that's a reality if you will yes that kids a lot of children come in with ieps already and so you add that to the population we already have and that creates this bubble that we need to address and look at okay other questions yeah the only question i had is obviously with our last director communication was a problem so i just want to make sure going forward because the parents had come to the meeting and they were frustrated i just need to want to make sure that we can at least whether we can handle or satisfy or take care of the need as long as we can communicate with the parent making sure that they know what's best for their child because that's what they're fighting for correct so part of what we've done is we have three program supervisors we we have realigned their assignments so they'll be teamwork amongst them and then they are also working with parents and delivering messages out to the buildings so we have a more streamed line process now and for instance friday i'm going on a tour with a parent to an outside school setting an out of district setting so parents are are already just communicating with me and i want them to be comfortable to do that and so that's kind of the direction we're going is is that open communication line and if a parent wants to do something i'm more than willing to engage in that conversation with them and it's important because we understand it's their child if you do the same thing for yours so sometimes they're looking for that from us and i unfortunately previously i'm not sure that that was happening so that's the direction we're moving again it's going to take time we have some relationships to repair you know from last year in particular um and that that is going to take time to give parents one to communicate with us and then two to trust us again so we're working on it thank you thank you everybody no not you're not you're not done yet okay go ahead so one oh and maybe this is something you could in a future fyi but one of the things i was hoping to see to better understand like when when those issues came up last spring we have what in in csk we have the multi-needs program correct i was kind of just curious how do we deliver a special ed in each of our buildings you know i mean is there a multi-needs class in every building or not you know yeah and then you know so i certainly can put that kind of laid out for you because it is different right it depends on student population um and you know where can we deliver the services too because some of them are smaller programs like multineeds is a very small specialized program so that wasn't across the district in every building because it was a very small number of students who need very targeted services so that was kind of centrally located but like resource we have that pretty much across the board everywhere you go our self-contained cross-categorical classrooms those are everywhere with the exception of csk um so some of those programmings are everywhere maybe a couple of sentences what those mean sure well so yeah and i can tell you too what's at each building yeah okay that'd be helpful you're welcome anybody else no thank you all for having me thank you thank you so next up update on the southland career tech yes i was just going to uh give you a highlight i have included the the joint agreement in there for you to review as you recall the southland careertech project is something that all of our districts are working on as you know over at the rich district they have deactivated rich rich east and they're hoping to reuse that building to have a career center for all of us to use just like our special ed co-op there we are looking to form a group that would have more of a career placement so part of the process in doing that and getting it recognized at the state level to move forward with trying to secure funding is to have an agreement of all districts so they're the attorney of where the rich district went ahead and put together the agreement and we are also having our council look at that as well but i wanted to give you a sneak preview of it so you can kind of take a look at that and um you know we would be looking to have a vote on that just to have a signed off and approved for the the regular meeting next week i i didn't get a chance to you know really review the document but what what cost what type of costs are we talking about our share of costs um that is that is yet to be included it should be um because we would each uh bring you know x number of students to the table and then we would divide that cost evenly amongst the districts just like the co-op the special ed co-op that we have there's a tuition fee that is per student so that would be the same structure that is set up for us okay with that building this is that old rich east building yeah so um do they have to address any life safety issues that's involved with housing our students yeah as far as i know about that building this is just about the co-op itself but i think there is an estimated this is going to be like a 93 to 100 million dollar program as far as to build and get money for and that's what the idea is hoping to secure donations grants big grants in fact they have received one small grant um i think i alluded to that one my newsletters um from one of our our local representatives but trying to get businesses to buy in it and get money fundraising that way to secure the program so we're we're still a little bit of time away from this okay so agreeing on this contract entering into some type of agreement we're not going to commit ourselves to some monetary amount at this time no it's just basically the agreement to go forward and moving this and you know certainly our attorney can give any kind of feedback on it as well but it doesn't commit us to anything it just it helps the paperwork to identify this as a an entity um so that we can move forward with trying to get funding for it and to have it recognized at the state level basically establishing the program right yes yeah i mean yeah kind of gives the program enough credence so they can go forward to identify funding yeah okay did i say that correctly i know mr glees is the process of doing it and we spoke about it yesterday and he's aware that yeah so we'll have that uh attorney approved but we'll have that for you next week and again it's just kind of giving the approval for the entity all the districts are having their boards approve the joint agreement so that this our team can move forward with it at uh kind of the state level that's all okay and how many districts are we talking about um we're looking at i think four four okay four just out area one um because you know right now we're sending a lot of our students down to kankakee and there used to be one here years and years and years ago but we're trying to re-identify the south suburbs as being a place that is providing vocational training for their students excellent good job on that okay said it on yes okay um i was informed right before the meeting started that um the personnel report did not make it into the board packet so we will have to vote on that next time but karen did you have a mixture um i think well let me let me restate that the personnel report did go in but there were uh specific uh recommendations that did not make it and so i want to at least announce that we will be recommending those those pieces for the next board meeting so the personal report is is active and and viable but the pieces it did not make in would be uh we are going to be recommending robin tobias for the director of safety um at the next meeting john kaneki for the district-wide athletic director and dave hall for the high school division leader and then district healing policy coordinator so those will be on the personnel report for next week so we're not voting on that tonight we are not voting on those three tonight we have a personal record but we do have a personal report no i apologize i'm sorry i have to do it okay well in that case um can i get a motion to approve certified staff employment reassignment intent to retire resignation in educational support staff employment reassignment resignation and intent to retire second any questions okay we'll call brown isn't i dr hall aye mrs galbraith aye mr smallish aye mrs walters aye president albrecht aye motion carries um is there any old business tonight yeah i had a question uh it's not on here anywhere are we still talking about metal detectors and the reason i bring that up uh because in may we had teachers come and say they were and mr anderson came and explained his concern for safety and then i think it was in july we received emails that you know that were extremely negative about the metal detectors saying we're creating a pipeline to prison and then now we receive more emails from teachers saying that what are we doing with a safety plan so here's where the board left it for from my understanding last time was you wanted to meet to wait and do a survey to staff that was when they were returning to get their input and we said that that survey would be going out at the end of august and then i would be presenting that information in september right and also we had thought we put on there do we have procedures like i think i know you guys went to thornton dr hall's school if if a student goes through and and they come through and they set it off what is what what's going to happen like i guess we should still be progressing forward whether we move or not we should still be building to move forward to that so um dr coghill nice came over and walked but we didn't so that what was supposed to happen before um patrick left was once we started school he was going to come over with us to visit with prudential and i talked to prudential and they were ready they just hadn't heard from patrick but now we know what happened with patrick so there's the school year hasn't started so once the school year starts then they're able to come over usually yes and and even they said they were even willing depend on it especially if we use some of their security personnel for this project um to have security officers trained and ready to go for the first day of school by informing them that it may not be first day but so they said that whenever we were ready if we uh worked through them that they would be ready to okay so that helps them i do know that law enforcement has a lot of questions and concerns before we even start to say we're doing it how they're very concerned about how this is going to operate so i do know that that law enforcement has expressed some issues that they see could happen they they'd like to know more about how we're going to man them how we're going to follow through because they're going to be the ones who are going to be getting the calls when there's a problem so i do know that that's going to be have those concerns been fed into the administration um i believe it's been started but there is going to be another conversation is what i was told because nobody is really sure this is all new right who's responsible for what how are we handling it you know they're they're just wondering how we're doing it so um i do know that's another concern out there and my concern of bringing it up is is everybody on the same page because it doesn't seem like it so even though we're waiting for that moment for school to come in are we still working towards that goal and if we are working towards that are we communicating everybody because i mean i'm telling you the emails that we're getting from staff and teachers that one minute they hate it and the next minute they're concerned about it i i it's confusing to not know is everybody on the same page i mean well as as i said before i think the final determination for the board of i think was trying to determine if the staff was in favor of the metal detectors as fine weighing in whether you wanted to go forward with that or not it doesn't mean that we stop uh preparing for which we are i think the delay of a director of security and it was just a slight delay uh put us off a little bit on on moving forward with some of the behind the scenes things but we're moving quickly um in that direction we've got a first responders luncheon as of tomorrow we're starting to have some of these conversations already we are moving as quickly as possible and even at best with the metal detectors in all the process that needs to be put together the likelihood even if we did move forward with it was not going to be in september you know we were probably looking at november if not even january to have the beginning of the start so we do have a little bit of that time we don't have to have all the answers september first you know we're going to layer all these pieces in here we've got meetings to conduct with our with our um our police our new security we're going out to visits and i think it's also the conversations with our unions about this well i think that's where we left off the cert the question was yes do teachers go through the uh as well like visitors and plus t uh staff members would they go through and i think that was the question to the university yes and that's kind of where i'm leading to is i understand the survey but if if they don't go through it but at the same time they're sending emails asking for us what is our security plan and safety plan what that doesn't make any sense so i guess the question is you've been have you have weekly meetings what is what is the consensus because it's a one or all right it's not just students going through there if we come into the building if administration comes in the building if each if everybody comes in the building it should go through right that's well i think that would be one of the questions that we put on the survey um it's not the survey is going to be designed specifically for staff do you want the metal detectors and you know what are your thoughts about going through yourself well we'll be interesting because we are getting a mixed you know we had a lot of concern for safety and then we started talking about metal detectors then there were some comments made against them so i see what bill's saying it's very confusing so it will be interesting to see what the survey you know what the outcome of that is but i do think that you know it is an all or nothing i think that you know we'd have to be examples you know to the students like no one's above this and mental health is an issue not just among students but could be amongst staff as well so no one should be exempt from it you know you go to the airport you all walk through it so i you know that's that will be interesting yeah it's all research i mean i've really been working on this and it's all or nothing because of fidelity you're not you know and we have to look at the fact that we have teachers and coaches and whatever coming as early as three and four in the morning sometimes on game days we have people here at 11 12 o'clock at night um there are a lot of moving parts to this but if we say only 25 of the people walking in the building have to go through it then you're not providing safety and security and and that's part of what all of this rolling ball has been going and we just keep trying to get all the pieces and try to figure out do we have the pieces do we have the information and because i'm on the safety and security deal and um that that's part of law enforcement they're like okay so then if you cut how does this all work how do these parts all fall together and where are we involved and and i spoke to somebody today and he said to me if you're only going to send your students through you might as well forget it because anybody else coming in the building can bring anything they want to bring and we're talking you know somebody to just the heating the whatever every every person who comes in and if you go out and you come back in you need to go through that metal detector again so there there are tons and tons of things to still go through but as kara said we just keep trying to find the little bits and pieces and somebody will say something now so we get an email and i forward it on and our survey to parents did show an overwhelming concern and that's something that we have to look at all the old people did as a parent my age my kids are through but it's scary times we're in so that's something we really have to look at as well as you know obviously with the parents and there's a lot that's gonna yeah yeah i i would recommend until we can hash all of this out that i don't see no reason why we should not at least minimum have metal detectors that are main entry or in the back where vendors come in or guests parents or whatever and i don't necessarily have to be staff but at least that one or two per building where vendors they come in through the back they're not coming in through every door we we people we basically do not know what harm could that do to us that's minimum while we're waiting to hash all of these out but you do understand that most mass shootings in a school yeah i understand that's most that's that's the problem you know that's most but that'll be minimum impact financially on us we can't solve world hunger at this point right exactly you know but two metal detectors yeah and i don't think anybody could be you know come against no we're monitoring our vendors coming in we're monitoring people that we don't know coming in the vendors are not coming through every door they come through the back through the docks or whatever they feel the coca-cola machines or whatever parents come in they come through the main office board members coming through the main office or whatever so i would say minimum let's do that right away no right now because no i didn't say i'm saying right now we still we're still trying to hash this out but in the process we're showing the public and i think it's good that we're taking some levels of step to mitigate these issues with the danger of our kids you just have to follow through with it though and not let it delay because last year it's a parallel path last year we had three students bring something to school absolutely i'm not knocking that at all not what it's a parallel path we just got to keep moving it's a parallel path one way or another and and i'm just want to make sure that i think providing an environment that is no different if you're going to absolutely or united center or whatever it says but it sounds like that's not going to happen we're not going to have all those answers at the start of the school year no we're not but i want to make sure that we're still moving forward absolutely and we have to be very careful of the legality how do you pick and choose the people you are sending through there remember you say it's just a vendor well who's going to save under this guy shows up every day is he a vendor or is he not a vendor and i mean just i'm just telling you there are a million exceptions out there i've been working on this i'm not i'm not a pro at this but i'm just you know i'm outside looking in very very careful with the legality of these things and i hear you allowing for sure hear you loud and clear and i think it'll be helpful looking at our sister districts that have been doing this for a number of years and i think having our teams go over there talking with their administration uh to work out some of those situations i'm sure they've dealt with those so um that'll be helpful so that was just my take on that you know keep the ball rolling in some way and again i'm trying to address all these needs in a parallel path not stopping one show one the other this at least if we can move forward in some way to give us some vital information that we need kind of like even a pilot but i hear the legal legalities on these issues what they could be that's why we got council and all other professionals to address these issues but i'm just saying again from the outside looking in here minimum we could monitor our vendors coming in parents only come in one door i don't think they should have have a problem going through a metal detector i one as a parent so we i think we have the vestibules installed in every building we put that we made sure we had that address a couple years ago with double doors you know you just a person cannot just come in and have access to the building without seeing someone at the office first and then having another door getting buzzed in that should be at every school right if you're in the school no you're in the best you come into high school and then you have another set of doors no i'm saying the main the main entry for the high school going in during the day yeah not the auditorium i'm coming into the main office there it's a vest of you there you got a vestibule there you have to check in you are but that's another door there's another set of doors yeah i'm just saying that you're already in the middle you're in the middle yeah but you can't but you're not there's a double right it's a double digit that was something we addressed years ago okay yeah so everyone i think this is a lot of working parts it's not going to like you said we're not going to sell world hunger overnight but we have to keep the ball rolling we have to keep doing our homework our research whatever it might be keep moving forward with this so and communicate so again i'm just saying whatever it could be yes you know person coming through the best of you whatever got to sign in whatever yeah they go through a metal detector we're not talking about staff we're not talking about teachers at this point you know until we get all that stuff hashed out but a parent and then they're coming through you know whoever strategically we want to put where the vendors come in it the vendors should not be coming through all these doors the vendor come in on the dock or whatever they'll bring in food go to a metal detector okay that's my take any other old business any new business um i just have a quick thing i'd like to say it was brought to my attention that we no longer of course i knew this but we do we no longer have a concession stand and so that is an issue for football games what the question was asked would the district ever be willing to um [Music] obtain some type of mobile trailer food trailer something for concessions to be held out of that was a question asked me by someone well i have heard people talk about having food trucks come food trucks but then i was i was specifically asked if the district would be you know ever interested in getting some type of trailer that they could sell concessions out of now was concession not having concessions due to just huh yeah it was at the old high school you know and that all got knocked down so we have nothing so we're having food trucks at the moment but you know this this was just asked would it be something that we could consider looking into some type of feels yeah we'll have all of that i was gonna say within a short amount of time i hate to invest too much in something but i think i think more importantly we want to make sure that we have snacks for people that come to our fence right so i think we could probably talk about that okay i was just asked to ask so maybe not owning one but maybe trying to arrange for some food trucks to come out that would probably be the easiest way of doing it we did bring this up when it first was realized and my what the answer i was given was that's the boosters who provide that service and they were going to work it out they they had to figure it out that was what i was told at that meeting because the district isn't really involved in it those are all organizations that do their whatever so when i asked that at the very beginning that was the answer i got so i did ask ken but he ducked his head i did but but here's what i will say is that it does put an enormous liability on the district to do that because of the selling of food and you have to be licensed and there are certain regulations that you have to have uh and then you know the proceeds would have to come into the district um and it would be would be separate and it's a whole other accounting situation that we we would have you know and that's why having it with the boosters is completely separate and i agree with dr cara i think the best way to do this is for the boosters to contact some vendors and some food trucks and have them come out and then work out the proceeds that way with the vendor i think that's the best way to invest in that is a lot of liability especially for short term any other new business items okay we do have a need for closed session um can i get a motion to go into closed session for the appointment employment compensation discipline performance or dismissal of specific employees second roll call please brown is and i mrs galbraith hi dr hall aye mrs walters mr sawalich aye president albrecht hi excuse me i um okay we are in closed session at 8 57.

first is should we give you a hard copy i can also email this to you as well okay this is just a superintendent's report of current events um yes sir just as you can see it has a uh a breakdown of um july 29th we had a virtual meeting uh los angelina and myself um we had a meeting with san helena myself july 29th with the uh how am i hearing it is the camera still seeing am i over here okay as you can see um i just wanted to go over with uh the board and all members in attendance um we had a virtual meeting with the trust the emergency management services team talk about school safety uh just how we want to collaborate with their with their team they have a consultant and a a manager that can provide a site vulnerability assessment they can look do a walkthrough of our campus give us feedback on what what is uh what is what looks good where we can improve we're just trying to be proactive just as far as with what's going on nationwide school safety um we shared with them our talking with dr chapels we shared with them our emergency procedures for lockdown evacuation shelter in place in addition the active shooter situation protocol we also shared with them angelina google an aerial view a map of our campus so they could just see all the entry and exit points um that being said this is kind of the second part of july 29th it just uh it talks about the lockdown evacuation uh shelter in place also about an active shooter the procedures involved sure and so um that's for your information to look at uh this is what we'll share with uh when we have our school safety meetings yes right there okay got it so we have a we have lockdown and just some of the critical parts that have to take place uh during a um during lockdown the song of my people okay here we are just uh just uh just talks about a lockdown uh memory effort that has to be made to provide information to parents and guardians of our students locked down all exterior doors and windows will be locked talks about the evacuation designated point is used for assembly if we do have to evacuate um angelina do you have that that map that we have oh yeah can you pull it up please they're just a little of our our evacuation what will it take place this is dr dr shared with me as far as well where we would go all the different uh people on campus yes they're posted by every door so that's for uh for you to see um so that just talks about about the evacuation what we would have to do the procedures in place we have their emergency instructions for parents waiting for direction from the district about if you need to pick up your child after we have an emergency response on the first page uh this critical information i don't call the school phone lines need to be remain open and available for emergency responders critical point here don't come to school unless the district has advised parents to do so just to make sure that uh that we're taking care of the emergency response also it keeps parents and people from the community from putting themselves in danger in case we're still trying to control the situation uh second page communication with parents lockdown communication as it states that some of the highlight staff members do not open the door during a lockdown we stay in contact with the pima county sheriff's office an initiation from the incident commander school principal as far as just when we're in the lockdown what will be said very direct just that there's a lockdown lock down now that way everyone is aware and knows what what you used to follow uh notification as stated um principal or staff member will will uh notify and communicate with pima county sheriffs but also with parents once we get everything under control uh third page of the lockdown students staff and students to be in secure rooms away from windows and visual contact communication is critical between the administration and students and staff lifting the lockdown will be on will be determined once everything has been set by the incident commander working with law enforcement to making sure everything is safe updated messages to the community after event current communications uh principles and a site commander factual notice to parents regarding the daytime duration and reason for the lockdown uh you have on the back of that sheet you have uh just some more detailed steps dr chabot shared with shared with us about the steps involved what to do announcing the lockdown lockdown now setting up the incident command center what teachers should follow do not open the door turn off the lights barricade the doors quietly just to make sure that you're taking all precautions to be safe also there's communication information to contact the dr chabots and his team all clear will be announced when the situation is resolved so that's for your information to have what's very critical is for the adults to make to remain calm remain calm for those students okay responding to an active shooter situation is the next document you see and um developing a survival mindset is what's taking place now more and more across the country um an active shooter emergency three options run hide and fight very critical run in the student safety escape hide good place for you and your students to hide if you can escape fight as a last resort if your life in the lives of your students are at risk how will you confront for your survival so this this is what this is taking place more and more there is just some more information on on the active shooter what needs to be done very critical uh blocking the door furniture heavy objects sign in cell phones close the blinds turn off the lights remain quiet it also gives a guide item of what to do with outside if any people any students staff are outside when if the shooting did occur and people are outside it gives their face down duck crawl get to a safe place as soon as possible fight plan of action working as a team students and staff when when we're safe everyone is safe remain calm answer the dispatcher's questions identify yourself so this is just something that that that we share with the emergency response team we want to be proactive we also want to make sure to have all of our staff be as informed as possible with this critical information you also have with you an article this is the actual article from the newspapers it's um an article that came out in the arizona daily star regarding some other local districts uh i think if you write mini you have this right here this is what also dr chabot has for every teacher that posted her class this right here breaks down even more details of emergency communication medical emergencies boston accounting for student fire drills so it's even more in depth in addition so that you can have as much information for all the staff as possible to follow but this article is for you to also have just to share with you what other districts are talking about this is in tucson unified school district this is a picture of one of their governing board meetings just a security measure but it's a very interesting article i wanted to share with you please uh you know any questions you want to talk about this more i'm also available if you want to give me a call or or during a meeting the next meeting or however you want to but i just wanted to share with you also what other districts are doing and what other districts uh what other issues they're being faced this is a national national uh issues that all districts i believe are are trying to figure out what is the best way to have the best possible plan in place so we figured that's uh talking of several of us let's reach out to the trust emergency response emergency management services team they want to work with us they want to come down and do a site vulnerability assessment we've also been able to talk with the pima county sheriff's office they've also offered whatever they can do to be a support and help us as well the fire department as well so that's just for your information i know that's the very first item on my report but i wanted to make sure and share this with you very critical information um what i also have then i'll go ahead and go through the report and if there's any questions or comments you know okay i also wanted to give you an update on august 2nd and all staff meeting in the cafeteria was very uh very positive i believe it was very critical with our community partnership focus as far as with the superintendent's goals working with all of our internal stakeholders we covered critical information personnel business procedures usfr travel topics uh special education child find mckinney mental homeless education conflict of interest guidelines organizational chart mandatory reporting blood work pathogens also i was able to share with our staff from the expectations of my expectations as superintendent our goals and what research will help serve as a guide it's always good to have a theoretical base as to what we can use as a guide to for us to follow to be successful and to to work together august 4th open house was very successful once again as far as this flows with the uh with the superintendent gold of community partnerships the pizza county sheriff's office uh lieutenant olsen deputy gosanos passed out over 100 backpacks to our red raider students students and families were ready excited and we really appreciate this partnership they ran out of backpacks that's a great sign august 8th first day of school another community partnership with the rotary club uh when i recognize him as daisy farmer realtor and former teacher i understand and shari her former school secretary national bank of arizona a representative and small business owner presented 30 of our fourth grade students with all red raider backpacks so we had 130 backpacks of these two uh these two these two uh events alone and uh today we believe was was big step in the right direction and it's also in line with uh superintendent goals a goal one of academic achievement professional development it was a three-hour professional development three or three and a half hours during that three and a half dr chabot's uh deserves a credit uh this is our third professional development opportunity with bail unified beyond textbooks and a different presenter today and they shared with our staff just the curriculum framework how to access all the resources on the beyond textbooks website all our staff were there including a few of our substitutes that are stepping up and helping cover classes right now so um this is very critical and we're very proud to have this uh bail started using this many years ago and they showed us they showed us a chart right of the data how they were with the data they were behind the state at that time with an example was eighth grade math scores over time they passed the state average substantially and beyond textbooks really helped provide that that guide that framework so uh that being said um that is my superintendent's report and um i wanted just to share a few last points about beyond textbooks uh well what the presenter said today your coordinator chelsea uh uh it provides consistency another rural district like our district she shared with us um became a top 10 district so it is possible uh increased the proficiency math and reading while also encouraging teacher autonomy so teachers can still be in control of the why of teaching and the seven main starting points are essential standards unwrapped documents curriculum calendar specific materials the website common formative assessment mr casey was your money talking about that there's a common formative assessment that all teachers can use that way we're focusing on on student achievement and uh re-teaching and enrichment um dr chabots is there anything i think that wraps it up everybody was excited tired you know to do it first week but uh i apologize for him for the sense of urgency we've got to mr president members of the board that's that's my report thank you very much okay next item is the consent agenda may i have a motion to accept it all second is duncan aye ms hopkins aye ms goodland aye mr kersel is okay now on to personnel the first item is certified employment for jlm tutoring art meningo wilder quiznell and richard okay uh what i wanted to share um mr president is uh i know there were some questions that came up last time so just that's why i'm just gonna give a brief then also um to make sure that you are going about doing this the right way so um what miss angelina and myself were able to find out we did contact um the office of indian education equity diversity and inclusion arizona department of education to ask about the uh the jlm grant more just so we make sure that we're following the guidelines as far as the funds the funding does fall under budget specifications for tutors and supplies from what we understand for the committee with the grant submitted um however the jlm coordinator does not fall under that grant so everything is good as far as tutors and supplies but not for the jalen uh coordinator that's just that's for the jlm tutoring but it kind of ties and i know the genome coordinator is going to come later on at another agenda item but just for for some of the uh the background and i don't know if dr chabots wanted to add anything about just the jlm tutoring i know that mr sane was talking with him about it we have uh the funding for the tutors and the supplies which is this is what the focus is right here the coordinator will be there on but it kind of comes in at the same time the background for this okay i have a question but remember right we have to do the motion i will go ahead and make the motion to approve i'll certainly answer them okay go ahead um i know wendy wasn't able to be here tonight and she sent me uh i think an email she had also sent you dr saltero about yes and one thing i know um is that it specifies that the the indian education committee is will have we'll recommend criteria for employment in the program nominate a reasonable qualified and prospective educational programmatic staff members from which the contractor would be required to select i just wanted to make sure that the committee had been involved in that step because sure i know how important it is to get these tutors going and i know how much it means to that community i just also want to make sure that we're doing it completely right yeah sure and and from what i understand i can i can have dr boltz talk about just going to grant when it was started and and and some of those requirements just to make sure we're all on the same page as far as smith can also uh provide some background and i know angelina also does some research in helping out so at this point i'll have either one of them they also want to give some feedback on the question that you have okay sure thank you well if you want to talk the money piece of it the grant is applied for and part of the process when you apply for a grant is you must attest to this criteria or the grant won't be approved so ade has already questioned these requirements and you have to pass the mustard on that and as far as the funding goes right now when they applied for the grant they applied for the tutors and the benefits that go with that tutoring and then supplies that can that have requirements with it as well these supplies can only be used for these students no one else there's extra then you don't get to disperse those okay and so we watch that grant if we find that we need more tutoring hours we revise our grant to cover the cost that we perceive and so as we talked and tying in with the presentation you received monday night on student performance this is a great opportunity to provide a focused group with additional tutoring so it's wonderful that you're getting this started at the very beginning of the school year and i'm not sure who's on that committee but i do want to say that your grant won't be approved if you haven't met the requirements and it's the state's job to make sure we do that because and we ultimately answer to them before they get the clinic uh dr chabot is anything else you want to share so after monday i i contacted our jlm person mary um our advisor at ade and i i emailed her a long you know email or whatever just asking questions and that whatever so she said as long as it because the tutoring came out it's a general tutor so the three tutors for elementary and three tutors for high school for this amount of money and whatever so she says if we go over that money or we have to revise then it has to go back to the committee to be reapproved before it can be resubmitted so um in the grant didn't say anything about um well it's a generalized tutor but the way and dribbles can attest to the students we ask the teachers to do it's like sometimes like foreign fees so if we get one or two i mean there's not a rigorous you know interview process this is the teacher that's willing to tutor after school then this is the teacher we have to have willing to do intercession or summer school or whatever so um but yes if if we wanted to say pay the general coordinator out of this grant or we needed additional surprise or we decided to i don't know do something different they would have to go back to the committee to get their approval again to revise the grant that's and that's what the person could be i can answer questions yes sir so with the grant how many hours of tutoring per student and for how long are we talking right now the budget would cover 210 hours and they don't allocate by student questions no they don't and we would have to pay the coordinator from another fund which i i have some available so we'll cover that outside of the script it's a lot of hours yeah i think it was april 19th it's only an hour for three days a week right yes it's monday tuesday and thursday so it'd be 23 weeks and this student stopped me is it a voluntary thing among the students or are we mandating the students be tutored or we offering to them and if they don't want it they don't have to do it or how does that work doctor we would call it highly recommended some students are highly recommended to show up but because it's after school yeah but um yeah and you know the parents get an invitation letter and just like any of our tutoring intercessions send a letter home through email and mail saying that this would really benefit your child and the child also gets an invitation um so yeah it's highly recommended we cross our fingers we get good numbers the second part of my question and i didn't hear an answer for which is that the committee is supposed to nominate the people in this position that's what angelina was saying that the initial grant the criteria to do that is for a replacement yeah i knew that the criteria for doing it but do they have a say in who the actual teacher the tutors are like each given year because i know they they i realize now they set the criteria up back when the grant was originally applied i know that i was appointed that position when i about a month after i was hired so i doubt the committee knew about it before myself i know it was mr edmund i doubt they knew about or you know i had a chance to vote on that yeah and um and then this year is the same thing in the summer we asked people who would be interested mr sane asked some questions about it looked into it and said that he would he'd be interested and we got it on paper and as fast as possible so we could get the tutoring done but there was no committee meeting called so i would say the last three years at least now the committee we didn't vote on now they may have before thinking that i think way back it wasn't an employee yeah way back it was mrs bogart mrs fuller was an employee and there wasn't for years for like 12 or 13 years she was an employee and that was her thing this was just the jail in front of you well i knew before mr edlund it was normal dominance right and i figured at that point i knew it was a somebody even asked me in the community how come there was no selection process for this position when norma had to go through energies and all this i thought in that case i thought well it's kind of an emergency thing where they needed somebody to step in when she had to go away um i just i said i understand how important the tutoring is i want to make sure that the committee's not being left out now i wouldn't have noticed i would doubt i'm all for hiring tutors but i also think we may want to schedule a meeting with the committee to go over hey these are the people we selected this is why so they still have their they can still have their input and maybe have some other ideas to give us but personally i'm okay with this but i think i mean i mean we have a lot going on but i think it's important we allow the community involved in this too even even if it's after the fact of us if we decide to hire them and do it then even after the fact say hey this is what's going on this is why these kids get behind it's over yeah this thing right now is the time to you know i agree on the importance of it and the importance of starting well you know what [Music] i have no problem stating um i would like to amend my motion to approve the hiring these individuals and have the administration schedule a meeting with the local committee regarding this okay so we're good okay any other input on it all righty um mr kurznerjs isn't i mr hopkins mr guthrie hi miss duncan hi motion as amended passes four to zero next we'll fix the item up this approval of pay increase for part-time employee richard russell uh mr president um i recommend the approval of the two dollar pay increase for mr russell sir okay i'll make the motion a second oh marcia it's okay so compared to other maintenance workers richard salary be compared to theirs well um that is a good question mr guthrie um i can't get back to you i can get that information and get back with you and share that uh just so that i'm making a you know providing more information on that that's a good question um i know i haven't smith here with me as well but yeah if i was in the software and i can tell you but i don't have my computer in front of me but um he's a bus driver and a maintenance worker so right he's and he's primarily a bus driver yes yeah right from what from what i was sharing with you um part-time bus driver maintenance works on security cameras build maintenance check security and safety for the campus doors lock working any other issues that may arise help set up for games when needed general maintenance is needed too yeah as he works less than 20 hours per week i want to give you the correct information before answering that question so this is big i think like retention pay we can't afford losing a bus driver and he's kind of a man of many hats so this is almost like a retention like hey we're gonna pay a little bit more because of what you do so we can keep you mr president uh mr cruz from what i understand um he's the only other school district bus driver right absolutely [Music] as far as just from the comments from other stakeholders in the community that we can lose people like this to other uh for other local districts yeah so i'm just sharing that with you yeah okay are you ready mr hopkins hi miss duncan aye mr kerosa aye mr guthrie okay passes three to one next item mr president this close to what was just stated earlier um we have to really uh from what i've observed just when we have someone here we have to really try and do our best to keep them here and so i recommend the approval of the reassignment of francisco as a culinary arts teacher i'll make that motion okay a second is there any chance i'll be providing meals for the board are you hungry miss duncan i'm hungry i'm okay as long as we discuss the menu after the meeting all right mr mr hopkins mr curtis riches and i mr guthrie miss duncan motion passes four to zero next item is classified employment as a maintenance custodian of mr kelly mr president um was interviewed reference checks completed for the position of maintenance worker for the 22-23 academic school year i recommend the approval of the employment of kelly horton as a maintenance custodian worker they've done a lot of work in the community everybody quality see everybody's pretty pleased it's my understanding they can do almost anything we're lucky to have yeah we are we would be lucky good evening i'm going to go ahead and call this meeting to order dr foley can you do roll call please president vice president anderson members of the board please let the record show that three members are present and two are in route from work so we will expect them shortly thank you we're going to go ahead and have a moment of silence followed by the pledge of allegiance okay um item 2.1 i move that we approve the agenda second uh i'll go on oh do we have any questions or comments okay all in favor aye aye motion carries three to zero all right next um item 3.1 we have the looks like the upcoming event from dr foley vice president anderson members of the board we're going to do a few upcoming events and then show a quick little video um here we go as you can see we have several uh meetings scheduled and we have a superintendent visit in the near future as well as an east valley board's consortium meeting that any who who are able to join can go with mrs richards and then we have our annual law conference so we've got lots of we're really busy lots of meetings coming up and as you know we will be revisiting points of pride toward november so that schools have time to get uh the school of the year started and their folks identified so those are short on their way um but one of the things we wanted to show as you know since our last meeting we have started school and things are going very well and our talented pr team took some pictures footage from the first few days of school and they were all over and it's very hard to capture all of it but what is so exciting is that our higley family is back our students are back our employees are back and we have fabulous things happening across this district every single day and our little talented pr team just caught a glimpse of some of the energy excitement and positivity that we saw in the very few first few days that we've continued to experience as we've been back now for two two and a half weeks [Music] so as you can see that's just a glimpse of the brilliance we have happening and we're excited because over the course of this fall we'll be bringing highlights of some of our special programs to the board to talk about some of the fabulous opportunities our students are having but we are back and we are excited about that and that concludes the superintendent's report thank you yes welcome back everybody love those smiles as much as students seem to complain about it they are really actually happy to be back i don't necessarily for the content but definitely for the friends and i know they're so happy to see their teachers too when they when they return and other employees um now we're going to move to 4.1 for board comments do we have any comments vice president anderson i was able to visit all the schools for curriculum night last week from preschool all the way up to seniors in high school i got to visit um every one of the classrooms uh one school of each of those levels i should preface that i couldn't make it to all nine elementary schools in the night i know but it was fantastic to see all the what learning those kids they're going to do this year and how excited they are the parents and kids together some of the kids were there and they were just excited to show their parents their classrooms and all the things and preschool was so fun to see they just did such a great job with preschool well as well i always forget our littlest learners sometimes so just a shout out to all those teachers for staying late and being able to give us a great presentation so thank you also want to say thank you um for all the parents online on some of the first time i'll be happy with social media but there's been a lot of support with parents and people running pages for a lot of the questions that got answered just through the community and not necessarily bogging on the phones in email so i just want to give a shout out to them as well to get the school year going in the comments no okay well we're going to move to the request to speak and i don't think we have any okay we're going to move to 6.1 um approval of the consent i move that we approve the consent items oh i just read it 6.1 through 6.9 second okay any questions or comments okay all in favor aye aye motion carries four to zero okay now we're going to move on to the information items 7.1 husd by the numbers and who we got all right vice president and anderson and members of the board we're delighted this evening to share some higley family data with you i think you're going to be impressed and pleased with what you see mr marcus burke shire out here in the audience is going to be helping us with this presentation marcus is rejoining the higley team after spending 12 years in j.o combs in combs he was a principal and a district level administrator previously in higley he was a teacher and also an ap so we're thrilled to have him back here and look forward to leaning on his expertise in terms of research and assessment as you well know everything we do should be connected and aligned to our newly revised strategic plan tonight you're going to see evidence of alignment to the mission the vision our core values and all of the anchors specifically anchor one this deals with teaching and learning and student success we are committed to the development and implementation of a comprehensive relevant curriculum aligned to the arizona academic standards we support a collaborative culture that uses data and research-based practices our core values permeate everything we do here without these critical connections nothing of value happens we're committed to a standard of excellence that is learning centered and focused on high levels of accountability i believe you all saw this slide at the welcome back rally there's been one minor adjustment in terms of 20 or more years we celebrate the data on this slide because it tells us most of our employees have been here five years or more we know that research says people stay where they feel value and that aligns of course to strategic anchor number two all right um this shows position types of all the employees we had in higley last year we had a total of 1570 employees this year we have close to 1600 employees as a higley family it's important that we are aware of who we are we are proud of our students and our staff members that bring diverse experiences and backgrounds to husd this slide reflects an enrollment trends for our pre-k through 12th grade students this slide is showing a student count rather than adm these counts were taken on the 40th day of each of these school years and definitely show an upward trend however there was a dip in 2020 and everybody in this room knows the reason for that however look at the rapid growth that occurred in 2122 of almost 700 students so we applaud that in addition we have to be aware of special populations that we serve on this slide you will see special education percentages you'll notice a slight drop recently and we attribute that to effective intervention strategies which we call mtss multi-tiered systems of support that we put in early for our kids that are struggling the other thing that i would like to highlight is that we have psychologists at each of our schools they're valuable team members with their knowledge and expertise because of these systems there are kids that are getting supported and not necessarily evaluated for sped so we're excited about that and ms miller is going to be doing a presentation soon going more into special ed next you'll see a slide that reflects our english language learners i'm excited to tell you that we have 42 different languages represented here in higley this they are identified from a home language survey that every family completes when you enroll in husd and there are multiple languages represented and i know that we're all learning from one another so this percentages actually increased a little bit and feedback we've received is families are seeking out higley on purpose and they are moving here we have four el teachers and two els instructional aides that support with english language acquisition instruction is provided through the state approved model which includes targeted and integrated support this slide shows our percentages for gifted and talented students we're very fortunate to have kelly maclean is our gifted coordinator for the district she works hard to ensure that students are assessed and that differentiated services are provided to our students that qualify as gifted or talented all second grade students take the cogat test and on a positive note the state is paying for that again this year as they did last year so that's something new for us and we'll gladly accept it in addition to second graders getting tested new students in grades three through six that enroll in higley are also assessed to make sure that we are meeting their needs we have gifted and talented programs at all nine elementary sites with gifted coaches students at the middle and high school level are provided differentiated opportunities through honors and ap courses mrs mclean continues to provide professional development so that any of our pre-k through 12th grade teachers can get their gifted endorsement this fall we have 47 gifted cohort participants in addition we have a total of 78 gifted endorsed teachers in our school district next slide reflects free and reduced meals at the beginning of the pandemic the federal government provided funding to all students or for all students to receive free meals this included breakfast and lunch you'll notice a decline in our free and reduced percentages this year because things are going back to normal we've made a concerted effort to communicate with families every husd enrolled family received a packet before the start of school year with an application that's something we haven't done before and in addition i hope you saw the video that melissa garland created so we're working to get the word out there because these applications contribute to grant funding for title programming including specialized support for our students and professional development for our teachers i just wanted i thought the communication for free and reduced lunch was like the best communication that i've seen it was over and over and over and so that parents in the mail email and everything so it was great good that's great i heard a lot of curriculum night about it as well a lot of parents asking wait what happened and so the teachers were able to explain one-on-one to that parent how it went through the government it wasn't higly making this choice so it was really nice to hear the backing from our community to understand what changed that's great sometimes we think people understand things but we need to make sure so this next slide focuses on attendance this was taken on the hundredth day of school last year first you'll see average daily attendance that's the total days of attendance divided by total days of instruction next you see average daily membership which i know you're all familiar with adm it's the total of fractional and full-time students minus withdrawals through the first 100 days of school this actually determines the school district's basis for the annual budget so mr moore knows this inside and out and next you will see attendance rate and i would like to celebrate the fact that even though we were still dealing with covid last year our kids came to school and our teachers came to school and taught so you will see this reflected in our achievement data on aasa and act so as we prepare every student to be a responsible citizen a college and career ready scholar and an innovative learner we must also remember every campus is unique with unique challenges and new unique situations that can impact various data points our job as a higley family is to embrace and support these unique differences mr berkshire is about to go into a deep dive with data not only at the state district level but also at the campus level so please keep these unique differences in mind as you're reviewing what he explains to you also know that our professional development opportunities our plc discussions and our interventions revolve not only off of state data but those common formative assessments that our teachers give on a regular basis so i'm going to turn this over to mr berkshire at this point thank you very much good evening president kaler members of the board i'm excited to be welcomed back here as well uh as i was formerly here in the district about 12 years ago so it's exciting to be back and presenting to you tonight this first what i'm going to be presenting is our district assessment data from this past spring and the first thing that we wanted to remind you of is that this year our letter uh school letter grades will be coming back and so this first slide gives you a review of what makes up uh the k-8 letter grade i want to remind you that uh hba will not get a letter grade this year um moving forward they will get a weighted letter grade it'll be weighted based on their enrollment in k-8 and 9-12 and work with both components this year was a new test for ka for the third through eighth graders it was called the aasa or arizona's academic standards assessment it's a new test in name only um it's pretty much the same exact test that they've been taking it's just on a different platform and a new name as we look at these components each component you have to have a minimum number of 10 students in order to qualify for the component so some of these some of our sites won't have that minimum number of 10 specifically the ell side also this takes into account full academic year students so students have to have been enrolled within the first 10 days of the school year through may 2nd of this past year in order to qualify for being included in the calculation so that first section that counts for the letter grade is proficiency that's 30 of their letter grade proficiency is based on performance on the ela and math components of aasa 50 of the score will be growth and that's student growth on ela and math from the previous year so basically our fourth through eighth graders will be eligible for growth points um and they'll be compared to their like peers uh in terms of those percentiles ell is ten percent and that's based on reclassification on the zella as well as growth on the isella and that's compared to state averages and ka the last section is acceleration and readiness and this is made up of multiple components including increasing highly proficient 8th grade math and decreasing the minimally proficient in 8th grade math chronic absenteeism improving that making that number go down each year inclusion of sped in general education and the improved growth of our subgroups there's also two bonus points or percentages available one is for science and that's based on our performance on azsci which is a new test as well this year compared to the state average so if we do better than the state average we can get up to three percentage extra points at each of our sites and then the last bonus point is special education enrollment compared to the state average and we can get up to two percentage extra points for that on this slide we're looking at aasa and english language arts and how we did as a district compared to the state average and as you can see we are consistently exceeding the state average in all of our grades which is a celebration for this district as you look at this data i was talking about with a through f it's full academic year this is actually going to reflect every single student that was enrolled in our schools taking the test at the time of the test so there will be students that were enrolled after the first 10 days that are included in the rest of this data as we go through once we get the letter grades then i'll be able to share that updated data that shows that full academic year student i also want to share with you that uh i've been working with ms lindsey and mr loudsen heiser to develop a plan to work with each of our sites and working with data and assessment uh so initially we'll be going doing a deep dive into the state assessment data but then we'll continue that work with looking at our benchmark results as well as other assessment data points with the goal to support our sites and districts in achieving our strategic goals so here we've got our third grade proficiency on ela and as you're looking at this eight of our sites are above the state average something else to keep in mind hva is included in these sites but they have a very small enrollment so their numbers can be impacted by one or two students so for example in third grade they had seven students that actually took the test so those numbers one kid can really throw those numbers off fourth grade all of our sites were above the average for the state fifth grade ela we had all of our sites exceeding the state average and at sixth grade we had nine of our sites that were above that state average and then in seventh grade all three of our sites exceeded the state average and then finally looking at our eighth grade proficiency on ela both of our brick and mortar schools exceeded that state average so now moving on to math again we consistently exceeded the state average in every grade level in math so looking at third grade math nine of our sites exceeded the state average in fourth grade all of our sites exceeded the state average some huge celebrations as we look at all of this data in fifth grade nine sites exceeded the state average then in sixth grade again nine sites were at or exceeded the state average and then in seventh grade both of our brick and mortar middle schools exceeded the state average and then in eighth grade math all of our sites exceeded the state average so some huge celebrations in third through eighth grade and i'm looking forward to working with the data when we get the a-through f data to start seeing where we land there now we move on to 9th through 12th grade their formula is a little bit different this year all students statewide in cohort 2023 which is pretty much all all of our 11th graders took the act and azsai cohort 2025 which is our ninth graders took act aspire this is a change in terms of assessment for the state previously many districts were able to take act or sat as part of the menu of assessments but they also took the eight that they would also take azm2 or azmerit this year every single student in 11th grade that cohort took the act test the difference between a normal act test and what we did statewide is that all of our students have to take the writing component of the act which is typically optional so when i start talking about ela and math ela is made up of three components in the act there's a reading score an english score that students get and with the inclusion of the writing they get a writing score those three combined make up what's the ela score and that's what a through f will be based on is that ela composite score so as we look at this proficiency again is 30 percent and that's on the ela and math components of the act growth is 20 percent in 9 through 12 and here they'll be comparing their performance on azm2 last year as 10th graders to their performance on act as 11th graders the ell component just like the k8 model is based on reclassification of our english learners as well as their growth on the isella in this case they are compared to the 9th through 12th grade average of the state to determine those numbers then we have a graduation rate is 20 percent of the overall score graduation rate is based on four-year five-year six-year and seven-year graduation rates and so what that means is we look at cohort 2021 and what percentage of students graduated within four years in that cohort we look at cohort 2020 what percentage graduated in five years out of that cohort and so on for six and seven they also receive point uh points for maintaining a graduation rate of above 90 the ccri is the college and career readiness index and that's made up of multiple metrics that are college readiness metrics and career readiness metrics so those can include things like taking two years of a foreign language as well as a math course that requires algebra 2 as a prerequisite ap scores completing the fafsa taking cte courses and completing a full cte sequence and taking the asvab then there are some bonus points high school gets a few more bonus points than the elementaries do so science again az psi for our 11th graders performing above the state average we can get up to a three percent bonus bonus for science act aspire we get up to a three percent bonus for ensuring that above 90 of our kids took uh the act aspire uh so and if you do 95 then you get even uh you get the full three percent um special education enrollment again is compared to the statewide average up to a two percent bonus and then at the high school level they're also looking to see how what percentage of students are going on to college or enlisting in the military and we can get an up to a one percent bonus for uh increasing those numbers on a year-to-year basis [Applause] so as we think about that profile the graduate and that letter grade a throughout for the high school one of those metrics that apply to both is our graduation rate and so what we're looking at here is our cohort 2021 students it always lags by a year because we have students that graduate in the summer and it takes a little bit of time for that data to get to the state so the 2021 graduate cohort 97 of them graduated within four years which is amazing remember i told you we get 90 we get points for maintaining a 90 or higher so that bar is really high uh we'd also like to give a shout out to our high school registrars who have spent a lot of time making sure that our students are coded correctly in synergy related to withdrawals and where they've gone that also helps contribute to that graduation rate this slide here is our advanced placement enrollment in the 2020-2021 school year we had 27 courses offered during that year 917 of our students took at least one ap class which amounts to about 25 percent of our kids taking an ap class and from that same group of kids we had 915 ap exams taken by 505 of those students and 62 or 65 percent of them scored a three or higher which is again very impressive very impressive numbers is there a state average on that i don't have that but i will look to see if i can find it okay just be interesting to compare here we have uh career and technical education again for the 2020 201 21 school year we had 385 industry credentials that were earned during that year by students almost 2 100 students that took at least one cte class and 19 of them completed a full sequence and what a sequence is is they would take for example early childhood education they would take early childhood education one and two and typically take a skills assessment at the end of that sequence i believe mr lautzenheiser and mr pearson will be presenting you with more information on our cte programs in the near future as well so all of our freshmen took the act aspire and it will be used in two years to determine the student growth from act aspire to the act so what you're seeing here right now is the percentage of students that are on target for college readiness when they take the act test in grade 11.

what i always have to look my i forgot to bring your pen i think i stole your pin last time i was here i believe you did it's a nice little pen you can remember him stealing it i do it's got a very fine point to it very fine point it does it writes very well and easily i've been just going like this and just did this and you're probably the one that shoot the end off for this one yes yes i did that yeah well it is 3 45 by all clocks but that one so we'll get started please of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all all right welcome to the special meeting with the greek castle school board first thing on the agenda is adjustments to the agenda mr gibney yep i don't have any adjustments to the agenda okay next item public comments regarding agenda items okay here we go next item new business a a an approval request for the agreement with weddle brothers construction yep so we received bids for the middle school work and remaining site work throughout the district on july 28th and we had four companies some submit bids we were pleased with uh with the turnout and for those that submitted bids and uh we've had time to review them with krm kramer and we are prepared to to recommend that we award the contract to widow brothers construction group from bloomington indiana they submitted the lowest responsive and responsible bid and um the base bid was three million seven hundred twenty thousand dollars and then there's some alternates built in um that we are electing uh to move forward with uh aaron air handler for three hundred twenty three thousand three hundred dollars um hydraulic bollards for a hundred forty nine thousand six hundred dollars and so um we have indicated that we are accepting this um we're accepting that alternate however we're gonna do a little bit more studying between the hydraulic bollards and gate arms this is for our transfer lock i've had some indications that perhaps the hydraulic bollards are not very user friendly and we're also kind of waiting to see if we get school safety grant fund funding there so that might adjust but we are prepared to accept it um the fascia tz tz fascia painting and cleaning eighteen thousand two hundred dollars um replacement middle school fire alarm panel 161 thousand two hundred dollars and then the main entrance doors the doors itself to the exterior we bid as an alternate thirty seven thousand two hundred dollars they're wore out they need to be they need to be replaced we just wanted to see where bids came in so we did some things as alternatives to help as a leverage help control costs just depending upon how costs came back and so the total contract award is four million four hundred and ten thousand dollars and it's my recommendation that the board approved moving forward with weddle brothers and uh allowing me to issue the weddle brothers the notice to proceed when we talk about replacing the fascia are you not replacing paint cleaning and painting not replacing correct and what about the the bed bridges we talked about way back we didn't i didn't see anything don't know about the vent ridges okay and so you know there so this i'm compiled with um the other shortfall that's kind of or excuse me the the remaining cost to complete some of those other items and um that's why i shared that we're looking at the final bond issue of 4.7 million dollars to allow some additional contingency because we've run into some interesting discoveries at the high school with things not being where they say they're going to be or things just not being on the plan and it'll just give a little bit of cushion and then if we don't spend those funds at the high school they'll help they get we'll have those funds at the end to address any building needs and you and the financial end of the world are comfortable with these numbers yes yep okay i'll make a motion on this recommendation that we approve this bit a second okay we have a motion in a second any further questions all in favor all right all opposed motion passes next item on the agenda is the german i'll make the motion that we adjourn a second okay all in favor aye all opposed motion passes thank you you

so for example when you're looking at reading 54 percent of our students are on target to meet the college benchmark scores on the ac act test when they take it in 11th grade and again celebration for the district we exceeded both state and national averages you'll see that there isn't one for ela and that's because of that writing component it's not normally given as part of the act test and so at this point in time we don't i don't have either state and i don't believe we'll ever see a national average because the act doesn't track those do you know if that's going to be in effect again this year i apologize again will this be in effect for this year to the writing component it will be for every year uh it was part for the next five years it was part of the its federal accountability requires that uh writing so that's part of the the essa requirements and that's one of the reasons why the s.a.t was not part of considered for this year is because they've done away with the writing component can i ask you a quick question i'm sorry and i apologize i don't know this so the act you said you're looking at growth from the acts fire to the act did i hear you correctly in two years so these ninth graders when they take it as 11th graders the growth component that will be determined based on their performance on act aspire and how they improved by the time they take the act test okay and there's a portion of the act that's science correct correct the actual spire does not have that it does but it's not part of the accountability formula so azsci is our state science assessment and because it reflects our state standards the act test does the science component of the act test is designed differently than what our state standards are and so at the the state board level in the state department of education they've identified that azi is our state test they take the science but those and the students get the scores back but the state doesn't look at those scores for accountability purposes for a through f same goes for social studies and there's no test for social studies what act does though is they actually look at the reading component of the act and they use that to look at when they're setting the benchmark they're looking at social sciences courses at the college level and student success in those and the reading is and they're setting the benchmark on the reading based on that so they believe that the reading is kind of essential for success in a social science course and then the english is more about that freshman composition course thanks great question so if a child takes the um the test ninth grade in higley and then transfers to gilbert who gets the credit for the growth in 11th grade how do they track that the the the receiving school would get the credit for the growth even if they move that same year right so if like we have a kiddo who's been with us maybe freshman and sophomore and towards the end of junior year when they go they decide oh we're going to go to a neighboring school district they will get the growth points in that case nobody will get credit for it because that student would be a full academic year student okay so if they move their junior year at the beginning of junior year let's say if they move during their sophomore at the end of their sophomore year and they enroll in mesquite high school and take the a.c.t in the spring then mesquite gets the credit for their growth that's not fair but i guess it would work for us as well if a kiddo moves to us yeah any other questions you're welcome so this last slide is act district proficiency for that a through f letter grade um remember 30 of their letter grade is based on that proficiency um again this reflects only the spring administration of the act to cohort 2023 so there are going to be kids that take the a.c.t in the fall we may have had some seniors or sophomores that took the the a.c.t in the spring this information right here is only those kids in that cohort 2023 that applies to that accountability side of things because they are required to take the writing those other kids don't necessarily have to take the writing they get to choose this is the only score that gets to count for accountability again because that writing's not included i do not have national or state averages to compare it to we'll have the state average probably closer to november when letter grades are released but i can say with pretty good confidence that our scores are well going to be well above what the state average is so again uh school letter grades will be released by november 1st that's by statute um so we hope to be able to see them a little bit earlier than that but november 1st will be the the app the absolute deadline for us to receive them and then starting in 2023 districts will also start receiving letter grades and that formula is simply just adding up all of our site letter grades and taking in average and we get a score based on that any questions no thank you very much great information we appreciate your time and all the energy that went into this presentation thank you very much i appreciate it well done thank you i apologize for my lateness i'm usually not late to board meetings so i just want to put that out there that's not like me but today is a thing so it was what it was so we're going to move on to 7.2 we have some policy revisions and i believe dr foley yes president taylor members of the board as you know we continue our track through policies updates revisions we have three for this evening one we are bringing back that was one that we had a discussion about at the previous meeting this is iham the instruction and training and suicide prevention one of the things that we did was simply remove the cross reference we could not for the life of us figure out when we looked at the old the new and the upcoming why there was that cross reference there hence we've struck it and removed the copyright the two others that we are here to discuss tonight and to consider approving our jkd which is student suspension this one and we needed to update statutorily because of stem state statute about what you can and cannot do for discipline with certain age students as well as ensuring that we were compliant with our special education populations and what you follow in that process and this is really important it's been reviewed by our attorneys and our teams to make sure we're compliant through and through and then also the ike which is discussing promotion and retention of students we had some outdated language in that when we were talking about uh credit versus cohort because the one of the things that we've done and worked really hard at is having online account online options credit recovery so making sure that we were appropriately terming the designation for students in those so all of these are essential updates either statutory or procedural they've been reviewed by our legal counsel and we are asking for consideration tonight in action comments questions concerns all right thank you for that so we're going to move on to 8.1 and i move that the governing board approves the policy revisions as presented tonight second i think that was tiffany um other okay i think we're good to vote all those in favor aye aye michelle your microphone yeah hi motion carries five zero thank you i know curtis likes us to talk right directly into our microphones so it um it sounds good to us here but it doesn't transfer to online so it's important right next up we have our memorandum of understanding so i move that we approve the memorandum of understanding between higley unified school district and the homeless youth connection questions comments concerns all those in favor aye aye motion carries 5-0 these are kind of our annual agreements that we have to go through every year so we'll just keep moving through them here i moved at the governing board 8.3 that the governing board approves the intergovernmental agreement between higley unified school district and east valley institute of technology for the 22-23 school year second oh god it's a race tonight any questions or concerns our evit program continues to be an awesome avenue of learning for those that might not be as inclined to attend a college or they do it both so either way we're grateful for our partnership with evit all those in favor aye aye motion carries 5-0 another one i moved at the governing board this is 8.4 that the governing board approves the intergovernmental agreement between higley unified school district and the east valley institute of technology regarding students with disabilities in the event central campus programs for the 2022-2023 school year second again this is an awesome program and those kiddos have to travel a little bit further to receive all the instruction but it is well worth the work well worth the travel time all those in favor aye aye motion carries five zero and here we go we get to discuss and may consider action to approve the asba board association draft 2023 political agenda and then also appoint our district delegate that may or may not attend the asba delegate assembly so any volunteers okay that's next so first of all the assembly packet you can see what we have here do we pick a few president kaler is that how we do it i thought we already picked them we did so this is just what are we doing today this is this is just to approve the agenda that the asba political packet has gone out for any correct or concerns they did change some things um if you read through the red so we already wrote in what we our highlights were so they already had those and then this is what they come up with to go after during the assembly so we can make a motion to approve this agenda the board so i would like to teach someone to make a motion uh i move that we approve the delegate what is it called i'm sorry the arizona school board association draft for 2023 uh political agenda second all those in favor aye aye aye motion carries five zero now the fun part is we get to um pick voluntold volunteer a delegate i'll go will somebody else well unless you want to go because schultz kind of wanted to go last year no go ahead okay okay i'm like i'll go i'm not going to law this year the first time i'm not going to law so i will attend to delegate i you'll have to tell me what to do because i've never done it but it's pretty mrs anderson's got it down okay fantastic yeah i'll go i don't mind going all right so that's one day versus the three of law i'm okay taking one okay the team awesome we appreciate that very much so i move that the governing board approves mrs wilson is the delegate to attend the delegate assembly to support the proposed 2023 political agenda and use the best judgment for any other issue that come up outside of the proposed agenda second all those in favor aye motion carries five zero i almost missed this meeting jeepers we're flying through all right we have some upcoming agenda items you can see here we're going to have a community education update a danielson evaluation update preschool update special education program update and cte update these are all coming plus many other items is there anything else that the board would like to um see during a meeting i'm excited i'm i'm excited that someday we will get to see dress code again for both teachers and students i'm excited for that i know it's going to be a little while i may not even be sitting here anymore but i'm excited to see that before the new handbook is out hopefully knock on one that it'll go anything else i i think this could be just in a status report um just i was noticing in our numbers our husd by the numbers how i mean bridges is exceedingly always on top of the list and i know that when that comes with when it comes to high achieving students many times then they need all the more sel support underneath them just because i have a high achieving student and i know what they go through is there any kind of i know we had katie here what is the support for those kiddos when it comes to their sel over at the bridges just i know they're high achieving great kiddos i saw some see even the san tan by the numbers some of those kiddos just making sure that we're meeting those needs of those students as well as their academics so that could be in status president caleb member support as you know too as part of our strategic plan focus areas and we'll be doing ongoing updates on progress toward all those things we can identify how we might address that in status and ongoing in our updates for you across uh systemically that's a heavy focus for us and we're working it's always been my passion so thank you i appreciate that very much mrs anderson president keller thank you for bringing that up quinn creek uh we just went through the suicide awareness and prevention training and that was one of the main examples was used was a student from a gifted program and the stress they bring upon themselves and everything so thank you absolutely i'm thankful that we are addressing this um head-on in higley i appreciate it very much all right with that said anything else i move that we adjourn second all those in favor aye aye motion carries five zero have a good evening

[Music] [Laughter] [Music] um [Music] so [Music] so [Music] so [Music] so [Music] the bullhead city elementary school board on thursday august 11 2022 at 5 30 p.m welcome corey bridges here oh charlene diaz here anna boyd here melinda sabreski here for our workshop item 1.4 review policies ea through ecb finance okay so for three point sorry four 1.4 review policies ea through ecb dr story mr president and board members um we're continuing our move through the um 700 or so pages of of policies and this looks like a really long list but i think it's pretty much a list that you won't want many changes in but you know wanted to bring them to you to review so cass if you will pull up ecb please okay so this one has to do with buildings grounds and maintenance and our responsibilities for keeping our properties in safe and operational status any questions for ecb all right okay priority object objectives for our support services that's pretty clear-cut as well any questions okay and once again just the authority for that you all are giving to me to make sure that we have safety and environmental programs in place in our schools and that's a pretty comprehensive list in the second paragraph are we good good great this is a regulation that goes with one of the policies and it simply spells out the responsibilities of various directors and administrators in terms of operation of the district now i did have a question on these when we talk about these job positions don't we also have one that that also states that you can add to if you have a job that you need something done to their yes so this isn't an end-all be all this no this is a this is the general list and then of course we have all the job descriptions yes and absolutely every job description has an item that says essentially other duties as assigned okay all right that was my question we good all right this is also a regulation and as you know regulations simply give us procedures that that build out of the policy so more detailed kinds of things about how we carry out the policy and so this one has to do with pesticide application and i will tell you that when we in a second when we look at the actual policy the two do not agree in this one which is the regulation you see that it says down under po posting of notice it says 48 hours and obviously this regulation was not updated when the policy was updated so i think the policy comes up next and it says 72 hours so with your permission i'll bring you a new regulation next month that matches the policy or corresponds to the policy questions on this so this is the policy that that regulation references and you can see that it was updated in and i remember even earlier than that when the time frame was expanded extended from 48 hours to 72 hours and this one actually states that so we'll make that regulation match all right are we good we find this to be a very strange policy the reason we find this yeah the the reason we find this to be a strange policy is that we currently have no regulation ebc-rc that's a problem it is a problem and and you'll notice that this has the little a copyright thing up by the uh by the lettering that identifies this policy which means that it came from asba this way um and i think we i think we probably need to check with asba and see if there is a newer version of this policy so i suspect this will be back on the agenda next month and we'll talk in a few minutes about that missing regulation as well all right this policy and a couple of other documents that you'll see in a minute all have to do with accident reports so we have accident report procedures for students and for employees so this this is the general statement of what our responsibility is and then you'll see the regulations and exhibits that follow so this is an exhibit that matches that policy and it's simply the form we use when there are student injuries right um and this is the regulation that goes with that goes with that exhibit this policy has to do with emergency situations and authorizes the superintendent to take action appropriate action it's fairly general we obviously have some pretty detailed procedures that we use in our emergency plans and those kinds of things but this is what this is what authorizes me from you to make all of that happen we'll still be able to fit if we go with the program with the police department yes absolutely yeah i think so this doesn't happen very often this is a regulation from that policy has to do with weather related emergency closings and as i say and you all have lived here a long time so you know we don't very often have weather related closings and it's interesting to me that this is a you know a separate a separate policy from the regulation we just looked at went with this but it's interesting to me that there's actually a separate policy that has to do with weather-related emergencies but if you're in other parts of the country then it makes perfectly good sense okay these kind of appeared in a in a weird order so this is the exhibit that goes with eca that has to do with security of our campuses you'll see this and then two more you'll see the policy and the regulation and this really has to do with key security on our campuses and two years ago three years ago part of the performance audit that was done by the auditor general's office one of the recommendations they had when they were here is that our district upgrade the um key inventory systems at each of the sites and so that happened in 2019-20 and um and we eventually you know cleared that recommendation from the ag's office but it can it can get sloppy pretty easily and you know none of us want keys floating around the community that allow people to get into places that they have no business being so we and we have everybody uh sign that you know that that they're responsible um including our principals a couple of weeks ago and um so we had you know we had conversations about the the importance of this oh no there you go it's easy to skip them okay this is the regulation that goes with that and uh and in the document that we give to our employees that they sign all of this information from the regulation and the exhibit are in the document that they sign indicating that they know that they are responsible for not sharing keys not handing a key to somebody not duplicating keys and those kinds of things and this is the actual policy and then we have the policy in this case the regulation that has to do with vandalism and essentially it authorizes us to take legal action or file charges if we have vandalism and the vandal can be caught and and in the case of if the vandal is a minor this is the this is the policy that also indicates that the parent is held responsible for the minor's behavior and the last one in this section that we were bringing to you tonight has to do with replacement and it simply says the school districts not responsible for loss or damage to personal property on our campuses any questions on any of the above all right okay if it does make it easy so there will be a couple of things there that i will bring back to you next month and and they will actually be on the agenda um okay so then i had cassie go into uh policy bridge and i said find a couple of other school districts that actually have uh ebc dash rc and she did i don't think we could even find anybody that had the policy that had that we had that's referred to these regulations so we're we'll be working to find out if asba has something for that but i asked her to present these so you could at least see what they look like and for both of these districts they are the ones that are uh copyrighted by asba so they're essentially identical and it's it's about first aid and the procedures that we would use if we needed to have first aid cassie could you push on the plus button and make it a little bigger please there you go thank you oops okay since and i had her do these in blue so that you all would know they're not our policies that they are from from other districts and one of our sites actually followed this this regulation today so so uh would you like this to be brought back as a as a regulation for our consideration okay so we will make sure that's on the agenda as well okay any questions on that that's the same okay that covered us 1.5 1.6 during the workshop we get a motion to adjourn our workshop i'll make a motion to adjourn the workshop anna boyd i'll second that motion charlie and diaz all in favor aye corey burgess aye charlene diaz hi anna boyd i'm melinda sabroski so moved and on our little break i would like to introduce so uh from coyote canyon we have tammy alvarez who is the coordinator for uh for the preschool program and i is kate out of town yeah kate is kate is a cate hall is a special ed director and she's off doing special ed director training these two days and then from desert valley we have cassie uh cassie wilsey and right now she's functioning as principal and assistant principal yeah so and doing a great job diamondback school we have byron bowlen who is the new principal and maggie emland who is the assistant principal so thank you for being here okay and from sunrise we have chris roy and georgia pope is his assistant and is not here this evening and from bullhead city middle school we have cynthia cochran and i'm sure tammy's off doing family stuff tonight okay and fox creek junior high we have les eastman who is the principal and jesus osuna who is the assistant principal so uh thank you all for making the effort to come this evening and um so these folks could put a face to the means they read your reports and i'm sure they appreciate knowing something about who they're who's talking to them with these reports so thank you for doing that and you're certainly welcome to stay for the meeting if you thank want thank you cory says or not but and i think um the board one of the things that we've done this year is that the sites are going to are avoiding scheduling any school events on board meeting nights and i've asked them to do that because i really would like them to be able to participate either coming in person or or virtually either way but i also want parents to be able to be more participative in what's going on and more knowledgeable about our meetings and so even when parents can't come if they're not involved in a school event that night they can at least watch virtually and be part of what's going on so they've all agreed to do that so thank you we've got uh almost 15 minutes before we start a regular meeting [Music] my [Music] so [Music] so [Music] [Laughter] [Music] so [Music] so [Music] so [Music] so [Music] [Laughter] [Music] do [Music] [Laughter] [Music] so [Music] so [Music] so [Music] [Laughter] [Music] i like to call to order the regular meeting of bullhead city elementary school board on thursday august 11th 22 at 6 pm roll call corey burgess here charlene diaz here anna boyd here melinda here oh melinda sobreski here only missing this amen please join me for the pledge of allegiance to the flag of the united states citizens present if you please sign into the back call to the public this is the time the public may speak to the governing board regarding issues within the jurisdiction of the governing board and subject to regional reasonable time space and manner restrictions as the governing board may establish comments will be limited to three minutes per individual unless specifically waived by the governing board at the conclusion of the call to public individual members of the board may respond to criticism but made by those who have addressed the board may ask a staff may ask staff to review a matter or may ask that a matter be placed on a future agenda however the governing board cannot take actions on matters that has not been noticed in advance as part of the agenda we have no calls to the public okay at this time we need a motion to adopt the agenda is submitted i'll move that we adopt the agenda as submitted i'll second that motion anna boyd all in favor aye corey burgess aye charlene diaz hi anna boyd um no from melinda sabrasky i i would really like to um discuss personnel all right so you'd like an item pulled from the agenda and supplemental resources please one is it supplemental resources is that on part of the consent agenda you're looking for consent agenda okay yes yeah 3.6 okay so was there was there a typo correction on the event or did you want to discuss those items i just need i need some information on them okay when we get to the consent agenda can we pull it at that time yes we can alright i'm sorry no worries no worries okay that's elite item 2.7 donations uh we'd like to thank all those who donate to our school fox creek junior high received 65 notebooks from an anonymous donor and the value of 417.17 our public does a fantastic job helping our schools out and it is greatly appreciated thank you very much um item 2.8 superintendent's reports dr stewart mr president and governing board members you see the submitted reports if you have questions about any of those i'll try to answer them did we have any questions okay i have i have some miscellaneous updates for you actually i have several first one is that i wanted to let you know that our budget for this fiscal year was built on the number from 100th day last year which was 202 2226 students and our enrollment as of today is 2327 so we're up 101 students from 100th today last year so that's that's good news first of all we're glad to see kids back and kids in our schools and secondly it's nice to have those numbers up secondly i just learned today lance always watches for these things for me i learned today that cdc has some new guidelines regarding protocols for covid19 and it's like several pages long so i haven't had a chance to go through and see how it would impact the protocols that we've been using so i will do that between now and next month and i will present to you for your approval at the september meeting revised protocols for students and for employees i want to make a correction from last month when when i reported to you and you accepted actually the bid for the renovation of the restroom in the main building at transportation and i told you a different vendor the actual award went to tr or construction and they are already on the job making those changes other construction news the lift station at diamondback was has been replaced and that has to do with the sewer and the fact that the the plumbing for the campus is lower than the line that that uh that has to go into so there has to be a pump station and so we replaced the whole tank and the station and the pumps and all of that the total cost for that was just under 66 000 and sfb paid for that um in some of the walk-around with the inspector from the trust last month we found a number of things that need to be repaired on some of our playgrounds but we had at desert valley a slide that actually needed to be replaced so we have ordered the replacement for that and we are using our capital funds for that but i wanted you to be aware of it and then we've had some issues with some folks camping in the area behind the kitchen at coyote canyon so it's it's kind of a cl you know it's kind of a isolated area and and we do have folks from chartwells who work first of all the kitchen workers there but that's also the main office for chartwells for our for our district and i'm i'm really conscious of the fact that even though we have not had an incident where they have come out from work and folks have been there not necessarily just homeless folks but it's an isolated area i'm concerned about their safety and they come really early in the morning so at this point in this coming upcoming time of year it's dark so we are putting in a fence and a gate at this end of the cafeteria building at coyote to isolate that area make it a compound as opposed to just being an open area that anybody can go into and i am paying for that out of out of our capital funds it's around i think it's around six or seven thousand dollars it's not hugely expensive but i wanted you to be aware of it that this is really a safety concern and then excuse me i wanted to give you an update on the teacher situation because you know as with every school district everywhere having enough teachers is problematic so at this moment we have 24 open teaching positions in our district 24.

that's hold on just refreshed okay so i'm still logged in okay did i miss something did you get it is that an email no no just yeah you should be okay i'm not quite sure what it is all right good evening at this time i'd like to call the regular meeting of the diesel unified school district governing board to order let the record reflect that all board members are present please stand for the pledge of allegiance i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all all right we'll move to item b address the governing board audience with individuals with chefine this is the time for the public to comment members of the board may not discuss items that are not specifically identified on the agenda pursuant to ars 38-431.01 action taken as a result of public comment will be limited to directing staff to study the matter responding to any criticism or scheduling the matter for further consideration and decision at a later date in order to facilitate accomplishing the business of the district in a timely manner a time limit of three minutes will be imposed for each individual or group addressing the board when you approach the podium please state your name for the record we have jennifer tanner my name is jennifer tanner in may i filed a public records request in conjunction with the freedom of information act for emails between dysart governing board members and the previous superintendent dr quinn kellis myself and a previous board member bonnie schroeder have read and reread these records and plan to share them with the public there are multiple things discovered thus far giving us great reason for concern emails of board members disagreeing and willing to deviate from the opinion of the attorney general and dysart's own legal counsel emails asking administration if they can hire individuals who helped contribute to their own campaign emails asking administration to stop responding to particular parent complaints proof of going outside a policy to gather information on staff members emails that encourage call to the public for some and discourage others proof of blatant disregard of disre of district policies proof of conflicts of interest that are not disclosed emails where a board member asked the district to consider contributing funds to their own child's team to attend an out-of-state competition and later acknowledge her extraordinary experience as dr kalas utilized some of his budget to contribute to the cost of travel proof of confusing parent and board member roles multiple times proof of directing employees and intervening on particular issues by cutting steps outlined in policy a big concern for me is some of these public records were not included in my original request emails existed that i didn't receive upon upon the first time i've had to come back to the district two additional times for these missing emails in this it was discovered there was a fault in the system although the records department has worked extremely hard to figure out the issue it is concerning and does not instill public confidence and transparency interesting enough one of the missing emails is one where dr keller specifically requests to exercise his legal right for the discussion of his contract to be held publicly rather than behind closed doors under the umbrella of confidentiality that exists with executive session when i initially requested these records i wanted to know the truth of what wasn't adding up now with more clarity of greater distrust in in the board and the many risks that pose that they pose for the dysart district as this info is shared with the public more will see and agree that dysart needs new and better leadership to regain the confidence of the public you expect students and staff to follow rules and protocols you yourselves do not follow and it's time for the hypocrisy to end thank you thank you anyone else thank you next we'll move on to superintendent governing board updates we have our student update dr dean good evening madam president members of the governing board chair station this is houston acr how do you hear me how do you hear me houston acr i have you loud and clear how many i have you loud and clear please stand by for the first question hi my name is soyul reynolds i'm in first grade and why do you want to be in space hi sawyer uh thank you for the question i have dreamed of being an astronaut and wanting to fly in space for as long as i can remember i was inspired by books and uh and movies and then when i was in second grade so in the grade that many of you are in right now i remember my teacher wheeling a television into the into our classroom and seeing the very first space shuttle launch and that's when i knew that there was a path a possibility of getting finding a job of living and working in space and i'm so grateful to have this opportunity my name is reese weitzman i'm going into the fourth grade and my question for you is what are your spacesuits made of thank you for that uh great question um our spacesuits are absolutely amazing pieces of technology uh they have 16 layers there's a hard layer that covers the torso and then soft layers that cover the arms and legs three those first three layers provide ventilation and cooling to our bodies and then we have several layers a layer a bladder layer that keeps the the oxygen and atmosphere in there and then a restraint layer on that on top of that so that the bladder doesn't blow up like a balloon and there are several more layers there that to provide water resistance and tear resistance that protect us to help with insulation to keep us warm and and then also layers to reflect light and heat and also to protect us uh in the event that we get uh hit by micrometeorites something to essentially the same some of the same materials that bulletproof vests are made of so it's an amazing piece of technology and it keeps us safe when we go outside the space station hi my name is colin peck and i'm in the third grade my question is how does a spaceship launch well that's a great question we had the opportunity to launch on a in a spacex crew dragon on top of a falcon 9 booster and so anytime we're launching something to space we put uh we'll put our the the cargo in in the case of our spacecraft are there our dragon capsule on top of a big rocket full of propellant and uh it burns that propellant that gas and an oxidizer like oxygen using something like oxygen to uh create a basically combustion and that the the results of that combustion get accelerated through the nozzle and that's what pushes up up into space and the bigger the payload or the further it's going the more fuel and the bigger rocket you need and so i'm super excited about the artemis rocket that we're going to launch here in a few months that is establishing our return path to the moon my name is hudson bernard and i am in third grade what does launch feel like a launch launches are absolutely amazing so um you hear the countdown and we all are very familiar with that countdown three two one and then we fueled the uh the vibration of the spacecraft as the motors start to spin up and then you start to feel pr we when we're launching we feel a pressure like we're getting pushed back into our seats and it's kind of like if you're on a roller coaster in a car that starts to accelerate really fast you get pushed back into your seat well that's what we feel like and that goes on for about eight and a half minutes until we get into low earth orbit and then that acceleration goes away and then all of a sudden you're free-floating and you're in space it is absolutely amazing hello my name is eli summers i'm in the fourth grade how does the space station get its power yeah um it's really amazing that uh that we don't have to get power from the ground we generate all of our own power with the amazing solar arrays that we have on the outside of the space station and in fact we're in the process of upgrading our solar arrays so that we're going to have six brand new solar arrays that are kind of layered over top of our existing solar rays each one of those new solar rays generates about 20 kilowatts of power so all together 120 kilowatts in addition to the the solar rays the existing solar rates which produce about 95 kilowatts it's going to be a total um power generation of about 215 kilowatts provides power for all of the equipment inside for our environmental control system and uh and our ability to control the the spacecraft in space and and to have communications like this so that we're able to to share our experiences with the ground hello my name is mckenzie sattler and i'm in the first grade how do you get oxygen in space thank you that's a great question we need oxygen to breathe we need it on the ground in order to survive in space there is no there's no oxygen no atmosphere up here so we have to create our own atmosphere here in the space station um that means a lot of nitrogen but we humans and most living organisms need oxygen in order to to live and so initially we would bring oxygen have oxygen delivered in cargo vessels in in big tanks and that's released into the atmosphere but we are also able to generate our own oxygen we have a system called the oxygen generation system which is very uh very original but this takes water it uses electricity to split water into hydrogen and oxygen and we can use that oxygen then as a part of our atmosphere so that we can breathe and this is really important for future exploration when we go to the moon into mars we can't have target vehicles constantly bringing us supplies it just doesn't work so we have to be able to recycle our atmosphere recycle our water and so that oxygen generation generation system is an important part of that that that environmental control system hello my name am in fourth is how do you eat in space well this is uh one of my favorite favorite things i think our whole crew really likes to enjoy meals up here and so i'm just going to show you quickly kind of what we have available to us half of our food comes pre-cooked and then into these kind of metallic envelopes and so all we need to do is warm this up we put it in we have a food warmer we slide this in there has these hot plates in there this sits against that and this gets warmed up and we open it up and this is a chicken fajitas so that's pretty yummy we put that on a tortilla we have tortillas up here to eat with our food but what to drink so we have these little aluminum looking packets kind of like a capri sun if any of you've had those but what we have inside is uh is a powder and so if it's coffee it's powdered coffee if it's juice powdered juice this happens to be to be milk and and then some of our food is dehydrated so here's an example of a dehydrated food that we would that we would add water to and then some of my favorite things this may be familiar to you oh so as astronauts we get to play with our food and there's nobody nobody here to tell us not to thank you for the question hi my name is logan hathaway and i'm in second grade how do you guys prepare your food tell your mic is off mainly for food that's already been pre-cooked we will put it in a food warmer and that's how it will warm the food up and it gets really warm so it gets pretty tasty and we have a refrigerator too so if the food is supposed to be cold we can put water into it and then and then put it in the refrigerator to cool off and then some of our food will add water to it and then cut it open and we'll use a spoon so it turns out the two most important utensils here in space to eat are scissors to cut open your food packets and a spoon to dig it out hi my name is bob catrick i am in this preschool do you drink milk on the space station we can drink milk milk is an important part um it keeps our bones healthy and we certainly here in space we're concerned about our bones our skeleton and so milk is an important part of keeping us healthy just like it is keeping you healthy on the earth so this drink packet actually has milk in it i don't know if you can read that label so this has milk so it's powdered milk we put water into that and that reconstitutes into milk and here you can see this is oat cereal and so there's actually powdered milk down at the bottom of this in addition to the cereal and and so when we add water to this it makes milk in there that we for us to eat with our cereal pretty cool hello my name is ava katrin i am in the first grade can you listen to music on the space station we can listen to music on the space station in fact i think most of us really enjoy listening to music i like listening to music when i work out and uh and then also while i'm working i'll have some music playing in the background so we have a support team on the ground that sends up lists uh we'll send down a list of the music we'd like to listen to and they send it up and it's available we can access it through a web page and it works really great and it reminds us of home hi my name is phoenix dunn and i'm in kindergarten do you play games in space well we absolutely can play games in space we don't have a lot we don't have like a lot of board games up here because all the pieces would just float away we've got a pot we've got a few soft kind of spongy balls that we can throw around but we try to be really careful because the space station you know if you can kind of look around me it is just there are computers and equipment and people science all around and so we want to be very careful and take great care of the space station but you can see for example we've got a couple inflatable balls here this is i think maybe mercury and you can see we've got a sun and a moon behind and we'll kind of figure out fun things to do to have fun up here hello my name is ryan lucas and i'm in third grade how do you keep your muscles strong in space well that's a really good great question we talked a little bit about the bones um and we work really hard to keep our muscles strong so if we don't do any sort of exercise up here um it's kind of like you know we're up here for six months it would be kind of like just laying in bed for six months your muscles become weak your bones become brittle and weak your heart your cardiovascular system doesn't work as well and so we have to work out every day in fact just before this i was i was on our treadmill we work out every day to keep our hearts strong our muscles strong and our bones strong and so we have a an exercise machine because there's no gravity here to provide weight we use evacuated cylinders to provide resistance and this machine is kind of like a universal gym and we can do all sorts of exercise on it but we exercise every day for an hour on that machine and then we'll get onto either a treadmill or an exercise bike to keep to to get a good workout and keep our hearts healthy great question hello my name is avalon julia and i am in the third grade are there any animals on the space station avalon great question we have had and do have animals on the space station they're an important part of our research program they help us to understand um how how we and how animals uh how living beings adjust to weightlessness and the kind of changes um that we can see one animal in particular is the fruit fly and this is an animal that i studied when i was in college in a genetics class because you can have many generations of flies in a given amount of time and you can see the genetic changes you can actually see those changes expressed in different colored eyes different types of wings you can see that expressed over different generations and so for as an example the fruit fly is one type of animal that we've studied up here we've had spiders up here in the past to see uh what would happen how they spin different types of webs and i'd encourage you to look ask your parents to help you look online because it's very interesting some of the spiders spun very wacky webs but then over time they started to look more more normal and and so it helps to understand how animals adjust to being in this environment much like we adjust to being in this in this uh very different environment my name is lachlan steele i'm in kindergarten if you had a stake in outer space how will it sliver boy that's a really good question and i wish i knew the answer i'm glad that there are no snakes up here that would be that would be interesting um you know i think that they would they would try and slither like they do on the ground i think like when we get up here our first reaction to floating is to kind of like you feel like you're falling a little bit and i think snakes would try and slither i think when you look at snakes that swim in water that they might try and slither like they swim in water but i think over time you know they would adjust and as they touch something maybe they would coil around it to get some purchase on something and over time they would learn how to maybe they would find a handrail and stick and then they would be able to slither along the wall it's very it's a very interesting question and i'm excited that somebody's going to study that someday hello my name is bradley sarr and i'm in fourth grade how long does it take to send or receive messages from your family thanks for that question it's a that's a really important part of a long duration mission is the ability to communicate with our family and friends back home we're very fortunate that we're in low earth orbit and so it is almost instantaneous the ability to like we're doing right now to talk with the ground you can detect just a very small delay but in terms of the vastness of space we are very very close to the earth and so our messages either using a internet phone talking to our family and friends by phone or talking over the radio to mission control or sending video signals along that same those that same radio um it uh it happens very quickly and that's going to be a challenge when we start to venture further and further away from the earth our message will for example as we go to mars some of our messages may take up to 20 minutes to get to mars and then another 20 minutes to get back and so it may take 40 minutes to an hour for a round-trip kind of conversation and it's something that we're going to have to to adjust to as we start as we begin to explore deeper and deeper into our solar system hello my name is mcqueen and i'm in fourth grade how do toilets work in space well they work very well and we are all very very grateful for that when we get up to the space station it's one of the first things that we are oriented to the the the crew that's here they took us around they showed us this is where you get water and food this is uh where you will sleep and this is where you go to the bathroom those are the and then here's all the emergency equipment that those are the most important things to know when you first get to the space station uh the toilet has two parts to it and so uh hello number one there's a there's a hose much like the hose that's on your vacuum cleaner the extension hose and that is where the liquid waste goes it uses a vacuum there's a fan that pulls the liquid waste into that hose that liquid that urine goes to the urine processing assembly which then goes to the water processing assembly which then goes to the potable water dispenser basically our water fountain so we recycle our water um and uh and we're able to recycle up to about 96 of our water now which again is super important for these emissions going to the moon and to mars because we can't carry all that fresh water with us and that water actually work the system works really really well the solid waste goes into something that looks very much like a toilet back home there's a seat with a hole in it there's a perforated little baggie at the bottom of that hole and vacuum suction pulls the solid waste into that baggie and when you're done you unravel the baggie drop it into the bin below the air the suction pulls it down there and you put a new baggie in and you close up the seat so the system works great hello my name is emily tracy and i'm the superintendent of brown county schools in nashville indiana i want to extend our warmest thanks to the astronauts on board the international space station for taking this time today to educate our students in brown county schools your leadership and your experience are invaluable and we could not be more grateful thank you for all you do to advance stem education and the opportunities here on earth and for being an example of what hard work and dedication can look like today is certainly a great day to be a wildcat thank you so much for the opportunity to uh to to chat with you all you had great questions and i wish you all the best keep working hard and reach for the stars station this is houston acr thank you that concludes our event [Applause] thank you to all participants stationed we are now resuming operational audio communications for a little bit longer how many guys learned something new houston on tv [Music] okay the astronaut that we spoke [Music] right [Music] a thousand different times [Music] okay wildcats

uh um tv okay allegiance i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god and indivisible with liberty and justice for all so we'll start by welcoming everyone just to let everyone know we are live streaming streaming the board meeting tonight um so the green light is on it so hopefully that is all working so we'll welcome those who are not also not in the room with us um as far as consent agenda items i believe we have a change shannon correct i'd like to request that we move additional days for the 22-23 school year down under recommendations okay so we'll take that out from consent agenda items and then we'll move it down under recommendations so with that change do i have a motion to accept consent agenda items motion by earl do i have a second second my travis any discussion all those in favor yes so the consent agenda items pass so next i would like to ask if there's anyone who would like to speak on any any items that are on the agenda or any other topic okay hearing no one requesting to speak we'll move on um to new business so neola policies so i'm recommending tabling the packet of policies with the exception of policy 3220.01 and that's the teacher appreciation grant and asking for that to just be an informed first reading okay um do we need to vote on tabling those or we're just pulling them that's so we have the first reading on teacher appreciation grants that's the policy 3220.01 all of the other policies i need a motion to table those policies for this board meeting so moved i have a motion by pat do i have a second second by susan any discussion hearing none susan will call the rule yes okay 7-0 next we'll move down under programs we have a contract for approval nikki yes asking for approval for the nwea testing contract k-6 this is an assessment that we've been working on planning for using next school year but we have formative assessment grant dollars left from this year's grant so we can go ahead and use it to pay for some pde to give everyone plenty of time to get used to that program and have an opportunity to see it ah a year ahead of time so asking for approval to have that grant i'm sorry to have that contract approved and use those nine dollars wait a whole lot of questions i think we have to do a motion first and then we'll have discussion right i believe we do so for we'll get to your question just a moment susan so do i have a motion to accept this contract the n-w-e-a contract promotion by pat do i have a second second by tony now any discussion i just is this a new formative assessment tool are we getting rid of an old formative assessment tool yes yes so the state no longer for k through 6 approves what we've had in the past is that star yes so we have among and clear site is approved but the teachers didn't prefer that one so we'll be making the transition over the course of the year we have which was why that was i think that they bring back to an old favorite and this one a nice bonus i'll just mention is it also covers our dyslexia screenings so we'll actually mean over time less testing for our kids great question susan any other discussion okay so i have a motion and we have a second no other discussion will take a vote if susan you'll call the world chelsea chelsea yes tony yes pat yes travis yes amy yes earl yes yes okay seven down amy yes i have a question back on the neola policies yes you tabled two through thirteen and uh voted on it but what about uh voting on the first the first one was just a first reading so it was an inform gotcha we didn't need to vote on that one okay okay yeah absolutely good question um so next we're moving on to goal book toolkit i believe todd you have this one so this is part of our ictq grant for our facilitators in training this is a toolkit that allows them to bring udl practices into their lessons so they can pick a subject they can pick a standard and then it will give them strategies to use for udl in their classroom so it's for our 20 facilitators and training this year but it's part of our ict ictq grant okay do i have a motion to accept um the goal book toolkit motion by earl do i have a second second second by pat any discussion yeah can you be a little bit more detailed about i want to know exactly what that is yeah so it's a program that the teachers will have access to and then it will match up with our indiana standards so they can go in and let's say they're teaching a math lesson that they can go in they can then find different ways for representation of how they show the material they can find different ways for the students to represent that material what they've learned and give it back to them so it just helps the teachers instead of kind of expecting them to plan all of the lessons and come up with all of these udl practices it just gives them kind of a tutorial and helps them plan gives them resources so is this for all teachers or for 20 years so for this one this is just for our 20 users this is our part of our ictq where we're training our facilitators in training which we have that's our 20 teachers who are getting trained through iu to have udl practices learn the principles of udl and then they're going to branch out and start training our teachers okay so this is that's right that's covered in that grant yes the core group of teachers so this is still year two of our five year grant so we're still just uh working with the small 20 group staff right now for the 20 users um no it was built into our grant um the contract i think you have the contract is here and that is for two years and is that paid entirely out of the ict grant any additional questions or discussion um so i have a motion and i have a second if no further discussion season when we call it roll chelsea yes tony yes yes yes amy yes yes yes um so next under professional staff um we will go down under recommendations yes asking for the board to approve career increment master teachers type in for jason gambrell and kelly gambrell asking for approval for casey ernst for the jennings county high school volunteer boys and girls swimming and diving coach led lemert as jennings county high school english teacher amanda ruddick as a jennings county i'm sorry jcec hse online teacher and molly vaughn for the jennings county middle school's fed department chair asking for approval well the additional days i'm sorry yes and the additional days that we moved so i've got um i need a motion for the recommendations that were just read and in addition the additional days for the 22-23 school year as listed on the agenda so i need a motion for this salute i have a motion my path do i have a second a second by tony any discussion got a question about the extra days are those days that we give every year for those folks this year no no changes and i did verify with both the high school middle school principal that those were the same days that would be needed for the following year they have the same needs any additional discussion okay i have a motion in a second um no additional discussion we'll call the role susan you want to do that chelsea yes tony yes yes yes amy yes yes okay down under support staff we have additional recommendations shannon asking the board for approval for alvey applegate moving from nve summer custodian to a part-time custodian mark boardman for hayden elementary second ship custodian desiree burdine at graham creek elementary as an esser parapro lindy dupe as a versailles bus contract for the 22-23 school year gary driver is moving from a six-hour driver position to an eight hour dianna earl is going to be the jennings county high school music pair pro tiffany quintero francisco will be working at sand creek as a parapro drew goins as jennings county high school volunteer assistant football coach leah harryman as jennings county high school color guard talina hearn moving from part time at nve to full time custodian john irwin is going to be a jennings county school sub bus driver jewel lewis is going to be a jennings county high school cook dylan latrell is the jennings county high school bus transportation mechanic dwight patterson is moving from a six hour to an eight hour bus driver lena richie is going to be a sand creek elementary or i'm sorry going from sand creek elementary summer custodian to a part-time custodian sheila terrell is going to have a versailles bus contract for the 22-23 school year andrew titus is going to be the high school assistant boys soccer coach catherine todd hayden elementary 29 hour parapro madison boss hayden elementary parapro missy i'm sorry misty wen winget jennings county middle school cook and charles warrell he's going to be the jennings county middle school custodian moving from the jennings county middle school custodian to jcec james county middle school split physician custodian asking for approval okay do i have a motion to accept those recommendations i have a motion by travis i have a second by tony any discussion no discussion susan will you call the role chelsea yes yes amy yes so under finances it looks like we have some donations yes uh scott terry did he has 200 to the james county high school for school supply shop viv and gayle joins a hundred dollars to brush street for student snacks walmart north vernon 580 to middle school for archery equipment james county high school's classes of 20 or 2000 2001 2002 840 to the james county high school school supply shop and schneck medical center seven thousand four hundred twenty three dollars and seventy five cents to the middle school and high school to provide free t-shirt pe t-shirts for students do i have a motion to accept those donations motion by susan do i have a second second by travis any discussion hearing no discussion susan will you call the role chelsea chelsea next we have the jcsc budget presentation first reading you guys the board should all have their packet there we are all right next page okay the calendar we already went through this last time [Music] and we have our first presentation tonight the second presentation will be the 25th i'll request advertise at that point we'll advertise on the 5th 8th and 15th and again it's not in the paper this time it's online through gateway and that's what's required and plus it's going to be on our link on our website then we'll have a public hearing on the 22nd and budget adoption is scheduled for october 6.

here to the here of the united states of america and to the republic for stance on the issue under god indivisible welcome back it's a good warm up meeting to the start of the school year meeting uh no audience i'm not surprised i'm playing uh asked to make a motion then discuss um move that the cheshire board of education approves the consent calendar as presented seeing as there is no discussion the motion is that cheshire board education approves the consent calendar as presented all those in favor please raise your hands asian animus thank you everyone up next report to the standing committee starting with finance mr thank you mr chair um i guess i'll uh hand the report over to mr massiana thank you good evening everyone welcome back the finance report will be brief today we did start the new fiscal year the board's budget um is 80 million 664 thousand 420 dollars the finance report that's included in the board package shows that we've expended or encumbered about 19 of that budget so far the encumbrances are not done for the fiscal year yet that will take us until about september to have all the largest encumbrances that we do for payroll and transportation um so at this time the only points that i'd like to share with the board are we don't have any overwhelming concerns about our budget however everyone is aware that covert 19 is still an issue and so we are prepared that if we do have to expend funds for things like ppe or safety or or intraday cleaning which none of that is planned at this point we do have esser funds that can help defray those costs and we all hope that that doesn't happen this year that we start off with a much more normal and hopefully covered light year and then the second concern is just the impact of inflation that we know fuel prices are going to be up which impacts everything from a utility cost to the fuel that we provide for buses and then heating oil and propane and natural gas when the winter comes so to mitigate you know any of those costs being having a very high negative impact to our budget what we've done is we've imposed a 40 expenditure cap on all non-payroll expenditures usually we start the fiscal year at 50 but we decided to go a little bit more conservative so we'll keep it at 40 probably through october until we have a better sense of what's happening that's the finance report i'll i'll quickly review the medical benefits and then that's okay we'll take some questions so i did provide the medical benefits update this is through june 30th we do not have the july 31st claims report yet but very quickly what the june 30th which was the end of the fiscal year shows is that we had claims during the month of june about of 1.2 million dollars just shy of that you know for the year our total claims were 12 million 831 406 certainly higher than than budgeted and higher than expected as the board knows in this new fiscal year budget we did increase the expected claims budget to a million dollars a month because of our experience the last two years which is a good thing as of the end of june our medical benefits reserve stood at 1.335 million dollars so that gives us just under one and a half months worth of claims reserved so that's finance and medical benefits i'll open it up to questions if there are any which it looks like mr white has one thanks adam yeah this is intended as a fairly simple question you'd mention covid if there is anything that happens you've got esser funds that are available so what i've read you know i'm hoping this thing is behind us but what i've read is this pandemic probably has another two years in front of us so the question is simply are you or the superintendent having ongoing conversations with chess forgot with the nurse the doctor who've been sort of the public health team do those continue yeah the short answer there is yes okay i'll definitely address that in my my superintendent's report on the kobit stuff okay great thank you i think so unfortunately if you did i'm on overload right now i'm not sure thank you i will add that we do have ppe and test kits in inventory so we're not starting the year with zero and would have to buy in response we are certainly ready to start the year with masks and anything that we need as we have in the past two years we're just hoping that we don't need to use as much i uh don't have any questions any other questions um yeah go ahead vin what do we do with um the dash that we have do we store the dust shields and so forth that we purchased are they which what was the dashios that we initially had at the beginning are they going to be repurposable if it happens to come to that the answer is yes and we we still do have some up and it they're not required at this point but we you know we will keep them in inventory and keep them stored and if we need them we'll bring them out what the long-term you know nature of those will be i haven't really thought about it but we rarely throw anything out until it needs to be thrown out in the district so um i apologize mr gripper there was one more item on finance which was school lunch that we could talk about when you're ready uh go ahead yeah because actually that was that was sort of formulating in my brain as you were speaking so so when we last met in june the board did approve an increase in school meal prices but deferred that increase to october first the reason that we needed to increase prices was simply because uh price food and labor you know has increased and and we don't see that easing at any point soon there are still food shortages and uh increased prices that we'll be dealing with as we start the school year the good news is that the state did finally determine what they would do and how they would allocate the 30 million dollars that i explained that the state had set aside in its budget they just had not announced to the schools and the food service staff how that would be allocated so the state allocated the 30 million across school districts in connecticut cheshire will be receiving 687 000 of that 30 million dollars the requirement for that money is that it has to be used to provide free meals breakfast and lunch to all students the 687 000 will likely get us through november so we're anticipating that free meals will be provided for all students through november so that's a second piece of good news the state also may at its discretion if there is additional availability within that 30 million dollars we may get an additional allocation but it won't be less than the 687 000.
