a grateful community here that's rallying around and we have a grateful country that appreciates your service for that i wanted to fly a flag over the united states capitol in your honor and be able kim please welcome mayor jaclyn vesey for a few words [Applause] good evening everyone thank you so much for being here i'm really honored to spend this evening with all of you especially with the 23 officers that are behind me each one that i've gotten to know over time and have seen our department grow and change especially in the last couple of years couple of months and it's really exciting for the future of eve sham and how our police department is moving forward this is the largest swearing-in of police officers in our department and when i said that to a couple of people they were like wow we're getting 23 new officers and i said well no not all 23 are new officers we have some very talented officers that have been given promotions and they are being sworn in this evening as well as with our new recruits so 23 officers a deputy chief all the way down to us leo one each one of them who cares for this community as much as i do as much as our elected officials do as much as all of you do and we know that they give their heart and soul every time they step out to serve our community and it's not just the 23 officers that are behind me i see so many officers who are here to celebrate their fellow police officers the chief and it's just really special to think of this as this police force as a family and i know many of you are their family and we couldn't do they couldn't do what they do we couldn't rely on them without the support of their families and i just want to say thank you to all of you because i know they give a lot of time and a lot of their energy to our community and probably take them away from your families on special occasions but we are extremely grateful public safety in if sham is one of our top priorities you can see it in our police force and we're very proud of all of them and i'm just so honored to be here with all of you and i know on behalf of all of council that we're honored to be here with all of you tonight to celebrate these achievements to welcome in our new members as part of our family and just to continue to work to make you sham the best community to live in the best community to work have a business and just take care of each other so thank you to everyone for being with us tonight i'm really honored to have the prosecutor with us as she is a new burlington county prosecutor and i'm so glad that she's able to spend this evening with us as well as congressman andy kim who took the time to say thank you to the eve sham police department for being here with us thank you again [Applause] thank you mayor vesey please welcome burlington county prosecutor lechia bradshaw for a keynote message good evening everyone and it is a good evening i'm so very honored to be here today and i appreciate and send my sincere thanks to chief walt miller for the invite and um it really truly is a good evening i had the pleasure of running into a representative when i first got here from congressman kim's office and the first thing that she said was oh my god i could never have worn a white suit to an event like this and there's a story behind that so i'm newly appointed as prosecutors so i have been working through lunch a lot more than i typically used to and as i started eating my lunch today i was like what was i thinking wearing this white suit that i'm going to have to have on all day and not have time to go home and so it is a good evening because i'm not here in front of you today having to explain away a coffee ketchup or cranberry juice stain so it's all uphill from here so welcome to all of our newly hired officers as well as our career officers their family friends and loved ones who are here to encourage and celebrate them today as i walked in i saw i think gorman and dixon and they almost sold out the whole crowd with just these first two rows right here when i saw the reserve seats so welcome to everyone's family and friends and loved ones who are here to celebrate with them today it is my sincere pleasure to welcome some and to be a witness to others who are reaffirming their commitment to law enforcement as they've demonstrated the skill integrity and work ethic to move up the ranks i think we have some new officers sergeants lieutenants a couple of captains as well as a deputy chief and today is the beginning of a new chapter for the most challenging yet rewarding journey of their lives as a career assistant prosecutor for over 20 years and now county prosecutor i know firsthand the importance of having good quality officers with the desire to protect and serve the community and i know that term is a little cliche i know we hear it all the time but i really want them to focus on that phrase and take it seriously as you navigate through your law enforcement careers what that means today and what that job demands of you has grown exponentially throughout the years you're no longer simply expected to get the bad guys off the street but you're also expected to really truly serve your communities sometimes to be a mentor to at-risk youth be a mediator of disputes and even to de-escalate them a little mental health expertise wouldn't hurt if you have it substance abuse disorder advocates and even administer narcan and literally bring folks back to life among many other professional demands that will be placed upon you the people you serve will be looking to you to do all of that well in addition to crime fighting this is your mission no pressure right and why is it so important for you to do this job well three brief reasons and i'll be on my way one it's important for you to do your job well because your character and reputation will precede you everywhere you go in this profession on the street in the community off the street within your office with your colleagues superiors as well as with prosecutors and judges be more concerned with your character and all things regarding your reputation are going to fall in place your character is who you really are when no one is looking or listening be a warrior when warranted but otherwise be humble be consistent disciplined and use wisdom and be accountable for your actions and choices and trust me you want to have that reputation when the prosecutor gets that report or that search warrant or that cdw and sees your name and we know from there it's going to be smooth sailing and accurate read with all of the information we need to move forward and when you show up for grand jury testimony notwithstanding the fact that we might walk you all way through it with leading questions for that purpose only but we appreciate when you've thoroughly reviewed your reports and are prepared to answer any factual questions of us or from the individuals in the grand jury be that person that officer that when the judge says madam prosecutor call your next witness he already expects that he will hear clear competent and credible testimony you could never please all of the people all the time and they'll always be naysayers some people just can't help it but establishing and maintaining your character is what will carry you through the day second as a law enforcement community we are all an integral part of making some of the most important decisions that affect the lives of our residents whether they're suspects defendants victims or family members from any of those categories our interactions with them can literally reverberate through generations those early interactions you have with young people at national night out coffee with a cop and simple similar outreach programs form the trust that residents will have with you good relationships with the community makes your job a lot easier this isn't just a job this should be your calling we no longer need you to see yourself as warriors unless you know you're walking into a war zone and that may actually be the case sometimes we need you to be guardians and part of the community you cannot police a community you're not part of we are the professionals and are held to a higher standard if you can uphold those standards this is not the place for you high standards are what i'll expect and i'm sure you will all rise to the occasion as you have great leadership in the ranks who will set wonderful examples for you third and finally you are the gatekeepers of justice you're literally the boots on the ground you witness most violations first and are the ones to decide how to proceed whether someone enters into the criminal justice system so you need emotional intelligence and wisdom you'll be making split-second decisions deciding whether the charge whether to engage in a pursuit what the appropriate level of force should be if it's necessary at all and we as prosecutors rely on your judgment and expertise to acquire the final phase of justice in whatever form that comes your job won't be easy but you know that and you're still here my teenager is a huge marvel fan for many many years so i've seen all the marvel movies once or twice or five or six or sometimes seven and eight times and so i know that the police officer who puts his life on the line with no superpowers no x-ray vision or superhuman strength no ability to fly or deflect bullets has far more virtue than any superhero i've ever seen you are our modern day heroes real life heroes you have an abundance of power and discretion so as the saying goes with great power comes great responsibility use your power wisely congratulations to you all god bless and stay safe out there [Applause] thank you prosecutor bradshaw please welcome chief miller for a message on behalf of the police department [Applause] all right good evening just before i get started one thing i want to point out i don't know if you all realize but in the last week it's been a pretty exciting time here in eve sham we had a group of 10 year old kids go and win the little league world series they're here with us tonight to support one of their coaches captain jason seaton so we can give them a round of applause congratulations guys it won't be the last time we celebrate with him all right good evening thank you all for joining us tonight to celebrate the individuals up here on stage the success of any police department is built upon who the agency hires and promotes this group defines our profession there are people who possess higher levels of character and talent they are the key components for all our future success i could not be more proud of this group they are why our agency is positioned at the pinnacle of the profession shortly after the beginning of the new year the eushan police department slowly began making incremental changes all positioning our agency for tonight and the agency's future version of itself through many hours of work we have instituted highly competitive hiring and promotional processes sitting before you is the cream of the crop in the policing profession this is the largest swearing-in ceremony to ever take place in the 56-year history of this great agency i want to thank township manager robert corrales mayor jackie veazey and all the members of council for without you this is not possible your support is why we are here tonight from the bottom of my heart thank you tonight these men and women will take their oaths of office some will take an off for the first time others will take an oath one among many over their decades-long careers each of these oaths will contain an allegiance to a constitution through this allegiance they are swearing to live by and defend a vision of freedom conceived nearly 250 years ago by rebels who understood the need for a strong government however one that was tempered by individual rights under our constitution individual lights are not guaranteed by government but protected by it these men and women will be guided by our forefathers policing a complex world our forefathers could not have conceived they will balance the complexities of law enforcement against the fundamental rights guaranteed through the constitution the vision of the constitution will live through the thoughts and actions of these men and women their output is the freedom we enjoy and the safety that will eloquently will provide they will end their oath with so help me god this will not be the last time they call upon god for support and strength tonight these words demonstrate the serious significance of the oath they are pledging in front of all of you when responding to a choking child turning blue they will respond with so help me god when they knock on the door to deliver news that a family member has been killed so help me god when they are faced with violence beyond our value of life so help me god when they see grief and pain in others in situations they can't fix again so help me god when the visions are locked in their head as they're lying in bed trying to sleep so help me god they will be in the field seeing and doing things most will never be called upon to see and do i ask so help them god there's one item missing from the oath they'll take tonight it's a very important item that's the support that they need from each of you especially from the loved ones those sitting up here having their lives policing is a family profession your unconditional love and support is what they need to endure this profession policing is the greatest profession in the world however it is far from an easy one so i ask each of you tonight to end your loved one's oath with together we got this thank you for allowing me to serve with each of you i have been saying many times over our future is bright these men and women along with all those serving in eastham police department are the reason why tonight we thank you and congratulate each of you you earned this now let us celebrate you the esham police department and the policing profession let us end tonight with us leaving and returning to something greater than ourselves thank you chief miller we will now begin the swearing-in of our officers as we call officers up for the swearing-in we invite their family and friends to come up on stage to join them i ask that if you do come up you enter on the left side over here and exit on the right so now turn the ceremony over to mayor vici and our council good evening everyone point two to seven point six big tip fine um tip line update from mr magayanes um our security tip line that we had originally discussed and had access to was canceled july of 2022 so we need to find an alternative we receive quotes and proposals from tipline providers there's the two best candidates both offer the same level of response safe to say something is through the non-profit sanity book promise for preventing gun violence currently um that's available for staff parents of sixth to twelfth grade students cost free to school districts they provide investments and training for middle school and elementary age students they're currently not on boarding any new districts but with our enrollment of 200 6th to 8th grade students we may be able to onboard this school year once we choose a platform so mr mayanis also talked to p3 tipline through 360 which is who stay safe to say something is using their recurring cost of 2 800 per year plus a 500 setup and implementation would be so we're going to wait to see if we can get our middle school kids uh because that would allow the tickling to be available for all of our parents and middle school students so once we hear from them that i mean obviously we're going to go the free route if we can if not then we have to look at p3 tip money we navigate 360.

good evening call to order please mike davenport here christopher espinoza here shirelle fuller here jenny hagstrom here terry pavisage here joanna vazquez drexler i'm here nancy kupka here luka plauskas here and caitlyn vincent here thank you we have a quarter let's stand for the pledge i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all we'll start with the approval of minutes we need a motion for the board of education to approve the minutes of the july 11 2022 business meeting and the august first 2022 workshop meeting with action items so move to approve minutes second that was joanna yeah do we have a second foul seconds thank you do i know oscar's drexler aye jenny heggstrom aye terry pavich aye mike davenport abstain christopher espinoza aye and nancy cupca aye the minutes are approved we'll move on to the first reception of visitors do we have any to be clear tonight we'll have the first reception of visitors the public hearing on the emergency days and the second no both item or all three are for items not on the agenda okay moving on welcome to our brand new student board members and this is your opportunity to ask us if you'd like to report anything or if you just had some questions or you just want to say hello because it's your first meeting we'll start out by welcoming yeah let's welcome him okay we're so glad you're here i know we recognize them at the beginning so they haven't had much of a school year yet they've had one day but we can hear how the first day went so um i can start um our first day was really fun as a senior we got to do senior sunrise on the turf even though that meant waking up at five in the morning it was still really fun to be with all the seniors wearing our south um senior shirts the first day it was super short we only went to like half day but it was good to be back in the building get to see all the teachers again and see all of our friends so i'm excited to see how the black schedule will work this week since today was a regular day but it was a good start to the year great thanks kaitlyn um i agree with caitlin about how it was definitely a shorter day and we didn't get to say experience a whole full day or even the hybrid schedule that we will see later this week we also had a senior sunrise we did wake up at 5am as well it was worth watching it because we were all able to experience it at the same time and stay as a group and watch each person smile together and see our last year and obviously as our school year is going to go on i think that together we are going to create an environment that is always positive and cheerful all right great welcome both welcome welcome welcome welcome on board okay we'll move on to the recommendations and reports of the superintendent uh before i get into my uh into my scheduled reports i do have one thing to add or just to pull out and that's the fact that uh district 99 was recognized in the last month or so here as the first i think it's in the nation not just in illinois to earn a tle endorsement so trusted learning environment from cosin which is the organization of school networking so it's the professional organization for information technology in schools our team went through a pretty rigorous process over the last year to demonstrate that we're following best practices in data security and privacy so we went through the the process and are the first i believe in the i know at least in illinois but i think actually in the country uh to receive this this endorsement so i just want to share that with the board and the public uh that another uh set of high marks for a branch of our organization fun well done thank you very good thank you very good [Applause] all right uh we have a few items uh this evening that come back on a regular basis to the board uh the first is our concussion oversight team per board policy uh the board needs to review and then approve our oversight team each year this is very similar to what we have each year with our athletic directors associate principals nurses and athletic trainers at both campuses so this shows up as an action item any questions from board members all right our next item similar to the concussion team the board also starting last year needed to approve our crisis de-escalation and physical management oversight team scott oversees this entire team and you can see this is primarily members of our special education staff that make up this team or those that are serving in that department scott can ask answer any questions if you have them scott how often would you guess we do any sort of physical management most of them are um we have to report to the state every time it happens that the the majority of them are from our out placements okay students that are in a therapeutic setting um but they're still our students so we report that um in the in the buildings it's not very often so i'd say less than like one or two a year terrific thank you but our team is trained in a crisis management so we have a group of special ed teachers and uh deans and our campus security and all that are trained so [Music] very good any other questions for scott all right okay moving on thank you grant allocation uh this is uh gina's report and this comes to you each uh year at this time so just a couple of things about the grant allocations i know i reported before that we were going to see a decrease in title one funding as you can see i give the five-year history so you can see that slightly down for title two and four more so for four we've held steady or slightly increased on our cte funding which is good and we have an increase which i was very pleased to see in our el funding specifically um almost you know six seven thousand dollar increase which is really incredible but we are seeing an increase in el students and i'm hopeful because we even have more students this year we're looking at over 300 el students right now when we only had about 220 around that last year so we're seeing an increase every year so that i'm hopeful that that number will continue to increase since we're getting more yale students and we can serve them does our does our casarta um look ahead ever to ever look at that component i didn't think so it would have been helpful if it had but might be too specific for too hard to too hard to project yeah and the number will change as the year goes on especially here in the beginning of the year we tend to get quite a few i usually look at the number right after labor day to get a better sense than even the number we have right now because we'll have some that sure may not end up coming and some that but we've had increased last several years in our el population so i was very pleased to see that increase in title 3 funding any questions nope thank you all right certificate for excellence in financial reporting um boy what year is this running 27th third year running yes we have received uh from the association of school business officials international the certificate of excellence in financial reporting so mark's streak continues this year yeah now we have jury uh there that will pick up the mantle and carry it forward do we have any sense for like how many how many schools get that recognition every year how many districts i don't know it's a national thing so and actually international so i've never gotten an account from them and just to be clear it doesn't mean that we're in great financial shape it just means process we're reporting in a way that can be compared to any other school that's in the program across the nation or the state you know they're using the correct basis of accounting and you you know before when i came here we were on a cash basis whatever was in account at the end of the month was our balance but it doesn't mean all those payables in the drawer so anyways um this has more to do with transparency and and being able to compare to other schools yeah and actually getting a true measure of where your fund balance is i think it's a significant accomplishment just the same it goes to our commitment to being transparent and and forthright with the community so thank you well done thank you thank you thank you all right 2022-23 tentative budget all right uh this one i will turn over to mark and jury all right so if we flip to the first fund balance there we go i know i'm blocking blocking out some of this here the key thing is as we go we're going to hit this at a pretty high level this is is still very temporary we're we've actually just got more information on friday from the illinois department of revenue um it's not reflected in this but it will make it a much better picture actually there we would have been very con conservative and reduced it by i think it was seven percent from what we got last year thinking we have a hard time always getting the snow we're out of department of revenue and they're sent over a an estimate which their estimates when they do send them usually are within half a percent so that's pretty solid numbers um they actually increased it by seven and a half percent so that's a half a million dollar yeah number that's a big sweeper so that's going to help us make one of our goals is to try and get off of the leases for the chromebooks and that that was something we in the temporary one that you're saying now it's not reflected in there because we just barely had enough to have revenues and expenses match each other and stay balanced and there's a lot of unknowns because of what's happening in the economy we're you know ordering things become more difficult and prices change for a lot of things that we buy certainly we've reflected as much as we can from contracts that we have or just information that we have but it's it's a very tentative budget and so there'll be things like that corporate personal property replacement tax figure that will be in the we'll obviously make that change over the next 30 days but we'll make small changes and we'll report it in september when we present the final it for being the final budget so it's a tentative budget it's an important term but it does have some really before we got the news from the department of revenue um we were balanced in terms of the operating revenues and expenditures which is you know we're 150 000 actually on the positive side of revenues over the expenditure side so we we we're in a balanced position some of the things that we're going to do are one-two big one-time things and the key thing here is is the t-99 property one way or another we have to come up with what could be up to almost four million dollars for renovation and expansion of that facility or we're going to have to be putting kids out in tuition basis and that's very expensive and it's against our wish to keep every child in our own community and have them in our own schools and not sending them outside of downs grover or any of our towns so it's it's a it's a primary issue that we're we're trying to address and then actually we we have a 3.9 million dollar transfer proposed from working cash to do the majority of that work and that we are still working on tentative numbers we don't know exactly where we'll be it could be as high as 4.9 million so we're we're going to try and get ourselves in a position where we can come up with another million i think we can do it in our operations if we if we know going in we're going to go have to get there i think we can make changes to to get it it'll be cutting back some other capital stuff but um we think we can make it either way so the the that's a key thing really that the 3.9 million dollars is reflected in here so the part of the drop we go from last year when we had 9.4 million dollars to this year 5.1 million dollars in our reserves the good news is the actual revenues and expense for ongoing regular operations um are balanced basically and we have this new news on on this other grant that are the replacement taxes that will help us take care of some of the things internally um i'm going to let jerry roll through the the revenues and expenditures and any comments she has i know hopefully you've had a chance to look at it and read the report there were two uh things we put in there just to see if you really read it there were misspellings so let's see if you can find them they refer to if we're here instead of get in touch with us so a little spelling issues it's like where's waldo numbers sometimes the english is difficult well i would uh just point out on the revenues that really the only change that's noteworthy is some of our grant funding is decreasing so title one is one and the other would be from the cares act obviously we'll still receive some this year but not as much as we did this past year and then on the expenditures i would highlight three areas one we see a pretty good increase in supplies um not so much on this it that's for the all the funds combined but if you look in your report the education fund supply line item is taking a pretty big jump and that's due to we bought new textbooks this year and some additional software another line item to look at would be the tuition you can see that there it's a pretty big jump that's due to additional uh special ed students they're going to be outplaced this year and then we also have i think about 40 more students attending tcd this year is that right yeah yes over 40 action yeah okay a lot more yeah and then the last item would be transportation our transportation projected costs are going up by 750 000 and that's primarily due to the increase in in the contracts for both special education and regular ed transportation okay so i think the last exhibit is non-operating funds which we have two funds that are not part of our annual or operating funds uh only because the transactions are so large and so seldom or tied to particular one particular event that it doesn't help to really do comparisons and it muddies up the operating expenses if you get a issue a bond and now you've got a million dollars more but if it's if it's for a capital project it doesn't stay in there it goes to a capital project fund which is also offline so anyways that's that's why we just show this as a separate background the key thing here is that we've been paying this from operating funds rather than this is half a million last year it was more than a million we're paying down a lot of interior loans and and we've issued debt service extension base certificates to to pay out more paying those down rather than increase our tax rate we try to find a way to do it internally um and we're slowly getting all those paid off but we're doing it from operating funds instead of issuing more more debt um and so that's the that's really the key takeaway these are the transactions they'll be 4.9 million dollars we think in capital projects that's the t-99 facility we're allowing for that much right now and it's going to come from the 4.9 3.9 is going to come out of operating funds and then another a million like i said is in our capital project funds we still have on uh get my debt service funds 4.9 million in total but we have a million from the master facility plan that's our mostly interest actually of interest earnings but also partly actual bond proceeds from the 136 million renovation that we're doing so that's those are the transactions going through this part of the budget so i know you're going to allocate some of the leftover monies for from the um 136 million people we're down to 1.1 million and we've we we're planning on using most or all of that on renovation renovation some of the classes that weren't touched right and that's why we're trying to push that that project we also the t99 is something that we have to do and it's it's very difficult now to even project what the costs are going to be for the materials for that because that market is it's crazy right now so so so what you're saying is that that 1.1 is staying for the renovations in the older classrooms it's not shifting over any more right shifting over the team yeah it's shifting over to tinania yeah and we're gonna do those later actually that one we'll bring this in more detail at the next board meeting because we didn't want to like mingle that budget with the overall budget but um fundamentally what's left in the master facility bonds or master facility plan funds outside of interest is about four hundred thousand thousand of the original bond which is the amount that we had talked about shifting for classroom improvements we hadn't talked about using the interest funds at this point yet okay yeah so there's about 700 in interest and 400 in regional bonds so that's the 1.1 okay no thank you thank you so at the next meeting we'll bring a full report of the master facility plan the full closed out budget of that and then a recommendation for what we do to fund in full the t99 project this is kind of the overall of how that fits into the larger budget we just wanted to be careful that you know we didn't confuse the two budgets as we brought them forward for first review right now i guess i have a quick question for scott some of those um in this slide before um tuition money are those students going to be coming back when we get the t99 project complete it's a good question we have it projected right now that uh some will yes so that will help us we kind of factored that in because you know we could save you know a couple million maybe um on that yeah now they definitely we have a number of students that they'll they'll go through like nine through twelfth grade and then they'll go to the transition program from on our placement okay so back into our community okay okay yeah the i mean we're spoiling we're spoiling the big reveal for september but oh no that's all right no no you're fine terry i i've just been silly but i know about it um no but it is a key piece of the t99 expansion project that that tuition line reduces and over time the expansion of t99 is a cost offset right long term it should save the district money to invest in that expansion at this point right it's just yeah it's an upfront cost and a long-term savings right yeah that's what i thought so that was the big reveal wow sorry i thought i'd clear there was going to be confetti and everything but oh that's it i love confetti all right uh any questions from mark or jury no thank you the budget will be put on display for the next month or might already be on display on display wednesday of this week this week for uh the next month then september 19th is the board meeting where we'll be looking for approval so we have to have 30 days and we will have 30 days for people in the community to question that or ask us about it maybe suggest changes is that going to give you time to do the changes that you got on friday oh yeah yeah yeah that's that's a nice change that's a good one yeah historically they've been very um good with projecting their their transfers to us okay so it's it's it was really good news because it's a solid support that we've had actually it's coming back we've had over three million dollars in the past but then they cut it to where it was about yeah you know yeah one million dollars and now they've finally been putting it back into the replacement tax for schools they've been using it for other things and um now we're back on the good list i guess well let's stay on that goodwill i appreciated the conservative outlook on it to begin with just just to be sure yeah so it's good news so public hearing in september and then we'll come to the board for approval of the final budget all right e-learning e-learning days this is uh just to be 100 clear this is for snow days right this is only for those days that are emergency days in which some kind of an emergency situation would require us to close school we're limited to up to five of these per year for those emergency circumstances where we three years ago went into our first plan we had one snow day that first year then we had kovid and then last year we had two days from that we believe out of those three days that we experienced over those three years we feel that synchronous check-in at the start of each class period is a better model obviously we learned a lot over the time that we were remote and all of that and recognized that this is a much better way to run those remote days so it'll it'll be synchronous check-in attendance will be taken by the teacher at the start of each class as always parents can contact the attendance office to submit an excusal for that whole day we also announced to parents this last week that now through the parent access that parents can actually go in through their portal and submit absences that way also in advance so nice feature to help upgrade for families so they could take advantage of that on a snow day as well so um public hearing later tonight for public comment on this single item if anybody wishes to address the board on it uh but this is uh action item later this evening rob did i miss anything that's it hey oh i got it my wife and i were talking about this earlier tonight too how the kids may not like it because they don't get the snow day but it sure is helpful at the end of the year to help you know to basically you can have more confidence that the last day of schools actually the last day that you're planning is actually going to be the last day and we're not going to add a couple more into the following week or something this this makes that possible and they'll get to enjoy their summer which yeah it's usually more enjoyable kind of days so yeah all right so we'll have a public hearing and then an action item later on this evening okay freedom of information freedom of information requests we've received them we have filled them they're all available and listed on the website uh for public review all right we're going to move on to the public hearing we will now open the public hearing on the e-learning plan for emergency days comments will be limited to three minutes per person do we have anybody i don't have anybody with a slip but this is an unusual one so if there was anybody in the audience that would like to come up and address e-learning days hearing are being taped recorded for purpose of producing accurate meeting minutes and we are streaming and i the board's president reserve the right to modify these protocols if circumstances warrant audience observation of these protocols is appreciated all right i have three slips right now first up rich brennan hi i'm rich brennan i'm a downers grove resident i'm going to read some parts of a sad resignation letter from a high school teacher in a nearby school i resigned from my teaching position in 17 years because i cannot in good moral standings teach students well based on current administrative policies based on my 24 years of experience as a high school teacher it's my opinion that some of these policies are immoral our school has changed these things in the following recent years homework not scored homework no longer scored as any part of the student's grade because of this an average of 50 percent of my sophomores this year consistently didn't do their homework 80 students know that they will not be marked down so we are essentially encouraging students not to work many students don't do the work unless they get credit for it no due date administration forces teachers not to have a set due date on major assignments and essays projects the students know they can turn it in anytime in two weeks after that and i can't consider it late when it comes to grading this reinforces laziness apathy disrespect about 70 percent of my seniors turn in their assignments like this teaches academic failure revisions once i grade their assignments and turn it back to them they have two more weeks to decide to revise when it comes to grading this reinforces the laziness the fact that so many students do not do their homework they don't learn the skills to do well in these soft grading policies this isn't making students college ready college students probably won't get this opportunity and certainly the business world is unforgiving if this is what they come to give the game with when they're learned failures being removed from the high school world instead of teaching discipline and hard work policies at many high schools are reinforcing d standards if a student doesn't turn in a project they still receive 50 credit in some places how does the administration see this as morally just giving the students credit for doing nothing i tried to fight for what i thought was right my fight got me a notice of remedy on probation from the administration i argued my case in front of the board of education but the board defended the administration parents i'm writing this to you not the administration i care about your students quality change will not come from the administration or the board or the students even the teachers the teachers are wonderful caring people but they don't have a strong enough communal voice to make these kind of changes parents demand that the policies that are harming your kids be changed in that board level this is the declining academic failure that we've all seen here in d 99 the failure rate the academic rate is not going in the right direction we need to have it fixed thank you [Applause] the next slip is from noel manley good evening my name is noel manley and i'm a resident of darien illinois the united states is a country filled with systemic love kindness and fairness and district 99 is a community filled with systemic love kindness and fairness i'm requesting that the board formally vote on opting out of senate bill which makes the national sex education standard available for illinois school districts to implement the current recommendation of not opting in or not opting out creates an ambiguity as to where the district stands on this matter simply stating present is not enough the highly inappropriate and graphic nature of the national sex education standard should be clearly delineated by the board therefore i respectfully request the board to formally vote on this matter in order to give the district 99 community a clear understanding as to where the district stands on this matter second regardless of the national sex education standard i call on the district to be transparent and make the current and or any proposed sex education curriculum available for the public for review currently only those parents who have children in this class can view the curriculum note this curriculum issue is has nothing to do with any specific student or employee of the district and therefore should be made available to any taxpayer i find it odd that this information is not available to the public i don't want to speculate on what is in the curriculum however without transparency speculation is all we have is the curriculum pushing an agenda does the curriculum go beyond health and discuss inappropriate topics or present graphic material we just don't know so please be transparent and let the public know what is in the curriculum thank you [Applause] next slip is from eileen briner eileen brainer downers grove can you hear me okay yes okay um i'm talking about the goals and tasks i understand that you've already approved them but i'd still like to state my case about the goals and tasks that you've approved a couple weeks ago so in reading through the district goals and tasks i find a lot about feelings and little about academic excellence exceeding expectations rigorous work ethic or competitive spirit you have a goal for students on the path to failing a course and to actively seek out students that are not performing at their full potential and work to bring their performance more in line with their ability that's out of a five page document i don't see any goal about encouraging students to do more than expected none of the goals have any metrics in them so at the end of the year success can be proclaimed i'd like to suggest a goal with metrics greatschools.org is a website that ranks schools performance for example hinsdale central has an overall score of 9 out of 10.

2022-08-16 Pima County, AZ YouTube / Continental School District CESD39 transcript source: youtube August 15, 2022 Special Governing Board Meeting · passage 2

our vision statement building for the future learning cooperating and caring for all mrs cuevas did challenge the staff that we should all know the mission statement and the mission statement by heart so next board meeting we will have a prize for the board member that can state the vision and the mission and her statement so a little bit of homework can we bring your cell phones no cell phones is the camera it's your memory and the camera will be on so have a great you need it as a reminder it's not opportunity for questions but if you have anything specific you'd like for me to include on our next agenda please let us know thank you with that we will move to the principle of treatment oh all right good evening governor board and community members and teachers and parents i'd like to start this report for august just going to start with the first slide which is our new teacher induction which took place july 27th through the 29th was a great three days with our new staff lots of questions lots of trainings and um good community well building as a team before we went into the following week with all of our staff members and thank you to those of you who are able to make it or be part of welcoming our staff with the surprise we did have a super top secret mission for about a week and a half that we were getting out there to our students and our families and they joined in on a super top secret zoo meeting with us we had over 50 families that joined in that evening and no teachers were allowed even if their parent teachers here and it turned out to be really successful and a really great surprise i would like to thank all of you who are able to make it and support us for this it was just a great welcome back we wanted to do something big for our staff because we really appreciate them we want them to know how special they are to not only us because they hear it from us all the time but from their the families that they serve the students that they serve and it turned out to be really great so thank you those of you who are able to make it and be there for this moment we did a lot of work during pre-service days we had we went over the continental way the governing board goals the district goals our cycles we went over the four domains with of the continental way we had a really great benchmark curriculum training on site for our primary element trainer intermediate teachers we had cpr trainings school safety trainings that were taking place 301 committee information behaviors differentiated instruction and roles that was put on by our special education director mrs juarez our math coach met with the teachers so that they could begin rolling out and discussing the school year as well as what services the math coach can provide to them middle school reveal math training also took place and will be having a collections training for how in mifflin curriculum for our middle school teachers this wednesday avid presentation our site team of teachers presented and we rolled out avid and it was a refresher for our team and our teachers were really on board for learning this school year and of course mandatory reporting we can eventual 45-day screening there's so many things to do the month of august this wednesday we're going to be doing um not this wednesday but the following wednesday the 24th the teacher evaluation training which we have to do annually every year and then daily math skills for math will be the following week so we have a few more things to close up the month of august before we start getting into our pd's trainings for the teachers starting in september teamwork makes the dream work it was we had a really fun day uh one thing i remember mr you're here she had told us at the end of the last year like let's have some fun and maybe we need to really do a lot more fun stuff together where we laugh and just bring this even closer but this is correct me if i'm wrong mr nathan but it was the ball represented a student and how we were going i have a video next time i'm going to show you all the video because it's pretty fun um how are we going to support different strategies that we could do utilizing and working together as a team to make sure that the student who was the representative of the ball doesn't fall off course and so at first they started off as a line and they were the ball was going so they were trying to like domino catch you know jump over each other so that the ball wouldn't fall off of the line and then they discussed and decided if we're a circle and we're united it'll just keep going around and around so it was a really great a lot of laughs but with the great message behind it first week of school you'll see a picture up there we met with our middle schoolers cheered them on for the school year and our eighth graders were very proud to stand when we said eighth graders stand up you know the leaders of our school sixth and seventh is well welcoming our sixth graders into middle school and then having an informational meeting for them systems in place were made for really i feel one of the smoothest starts to school year kindergarten breakfast was a success we had a lot of great current turnout for that and computer distribution which we're going to work on coming up with something a little different make sure we already started discussing it because we really want to make sure that our teachers get specials in their planning time our elementary teachers the first week of school but distributing those laptops and instruments prepping them takes a lot of work but we're already thinking for next year's pre-service and then we did positive behavior interventions and supports where the students rotated around the school and they understand what our school expectations are our rules and what it means to be respectful kind and safe on our school campus so they go to various areas such as the cafeteria playground the cafeteria the area by the flagpole where the restrooms are into the gym and there they discuss what it should be like when you're at an assembly and the teachers did really great at establishing the reporting routines and they're continuing to do so these coming weeks and throughout the school year but going over the handbook expectations procedures and protocols we're very very proud of all the hard work that was done by our entire staff all of the departments transportation custodial grounds and maintenance and of course our teachers for everything that they did with a really successful first week of school and then of course we have our baseline math testing district benchmark that has begun middle fifth grade finished last week middle school starts tomorrow and then everybody will be finished by the 26th and just around the corner things that i'm excited to talk to all about because all of us have been working hard especially you our governing board with what's coming up we're doing re-teach enrich but we discussed as a staff that we wanted to come up with the name that isn't re-teaching rich it's something else so we got a lot of suggestions and the one that one was win and it's what i need now so when we say it's when time pulse they're going to know that okay they're going to rotate and it's what they need now whether it's enrichment or reteach and that will be we'll be having a kickoff assembly friday september 16th and we'll begin monday september 19th but we still have a ways to go as we go into september with discussing with our team exactly what this is going to look like and how it's going to play out our rotations will take place for elementary monday tuesdays thursdays and fridays elementary all at the same time 1 to 1 30 and the focus is mathematics middle school when interventions will take place in all subject areas not just mathematics the first and last wednesday of each month that way they have the second wednesday and the third wednesday to be able to input what they need to do as a staff are as teachers and do their check-ins again the fourth and last wednesday of the month we're trying to also find a name for the colts gifted and talented program so we're going to roll that out to the staff too for some suggestions but we did have the 33 students that we mentioned before that were referred and tested third through eighth in the spring 15 of those 33 students were in the ninth stay nine which is recognized by the state as gifted the remaining 18 tested in the sixth through eighth stay night continental schools program will be accepting the seventh united students as they're considered above average based on the kodak test parent letters of those students will be sent home this week by the end of this week and will be a form for parents to give permission for their children to attend the program a parent meeting will take place august 31st which we will have attached to that letter and we will promote to our parents from five to six pm with our goal of kicking off the program the week of september 12th referrals and testing will continue throughout our school year so we'll keep you posted and updated on on that how many of the 18 students that tested in the sixth or eighth uh are accepted into the give didn't tell there's about off the top of my head i believe we have about four who did not that are in the sixth stay night and we are thinking of even having them maybe do a portfolio or some type of an interview to see if they would like to continue on with this program as well we can take all of our students because the reason they were referred was well one of the big part of the referrals was teachers were also looking at their high achieving high achievements self-motivation but also where they were testing on their benchmark district tests so when you take the co gap test sometimes it can be a little tricky because so some of those six state nine students even the seventh and eighth probably if they were tested again in the spring they might show that they jumped up so that's something that we want to be able to make sure we have open for our students because they are high achievers all right and then just ending with the continental way this is us there's i want to thank anyone who's on online listening parents teachers past and present for really talking to us and giving us feedback on as well as our governing board as what we need to be aligned across our district and what's more most important to me as a principal and i know to all of us as site leadership and district administration is that we do have that buy-in from our teachers because it doesn't matter and our staff because we could do whatever we want to do and push it out there but it's really important that we take their feedback into consideration their thoughts and you know they're the ones that are that are serving our students day in and day out and we have a really great team we're really excited about this school year most importantly to really get to with how the past three years were it's really important that we get to make those bonds with our students with our staff and i can't i just can't express how excited i am for this school year it feels different there's a different feel to it thank you [Music] all right thank you much that will take us to the consent agenda which has a plethora of items seven of them we could have a motion on the consent agenda i have one question um i counted up about 11 after-school tutors how we've got that many kids that are staying after i know this is an hourly thing but um that need the after school tutoring and they're staying [Laughter] so we can't really talk about this year yet because we haven't started it yet because they haven't been approved but based off of what we saw last year we actually remember added so we never had had a kindergarten tutor before because it wasn't needed but we've seen with such a drop because of colvin and other things that it was beneficial and so a lot of our efforts have been targeting these students so i know with kindergarten especially mrs tesla started last year where she really started taking just her her class first the target amount and then she expanded that program where she was taking so when you say 11 yeah because we're dealing with you know middle school all the way down and usually we have a tutor program or after school program that is running at least two grade levels at a time so that's what that is and then some of them do it every day so they'll share so like mrs kais maybe it's taking tuesdays and thursdays and i'm taking monday wednesday friday so when you see some of them they work out a schedule and they're only paid for that they're paid hourly for their time that they actually work that so although you may see a bunch because it's a big commitment to give i'm not pretty much concerned about the cost here i'm just interested in the number of students and you know they're staying after school that affect transportation and that kind of thing yes sir so as far as that goes remember the board is put in that they like to see that nine to ten in any of our clubs tutorial is part of that so that's something that is director of student services we look to see that for anything that we have obviously sometimes that might get down but we kind of look at the averages right so if it's on a friday afternoon going into a three-day weekend we see that that kind of dives a little bit but we look at that average to make sure it's around that nine to ten or more so i know sometimes our middle school you can walk in to our math tutoring and then it'll seem like there's 24 kids in there um getting help so that kind of fluctuates but we do keep an eye to make sure that we're being fiscally responsible but then that those kids are receiving that and we are using that as there are options for them just to come because they want help with their homework but we also are really really focused last year and moving forward this year to target and do invites to those parents and those students that are kind of on that that bubble in that gap that's been a big focus of ours and will continue to be so one of the requirements mrs rico and i when we talked to the as they were signing up for the tutorials is that um we've kind of added a responsibility if you will that they look at data and kind of share that data to make sure that there's a correlation with tutorial and we're seeing that those students move in the direction that we want them to so that they're actually tracking that data for those students who are coming to that so that's one of the things that we're going to be also focusing just like to add that the expectation for tutorials is that i do we do you do so the teacher teaches the mini lesson and then the students and the teacher practice together and then the teacher then the students have to show that they understand and then prior to doing homework help so it is a specific lesson based on what standards kids need and mr nathan does collect the plans and he collects the sign-in sheets and we make sure that you know if they fall below five six students then we have a conversation of whether that tutorial session really needs to continue or what we can do to absorb the kids with another good teacher thank you anyone else i have something just to put it in the public is uh just wanted to thank mrs quillen for her service here at continental that she will be missed i think she's been a great asset i know she's really has gone over and above but i know sometimes personal things happen so best of luck to you and with that this is chris yes this is alan yes mr mcgivern yeah mr astrid district financial report greg has having some medical issues so miss gravos is going to step in so be gentle [Music] so we um we know that you may have some questions um due to the fact that mr um schubert is not here if you have questions you can ask them and we will we will try our best i can text him or get him on the line or if they're not imperative to we can still get the questions to him we can answer them but at this time we'd like abortion to approve the district financial report i'll move to approve the district financial report a second discussion i've got kind of one overriding question that affects a lot of different lines on this thing and um and i know that greg has talked about this um but i question sometimes why we even talk about the budget that we approved last month and submitted to the state because the the budget items on the district financial report vary in almost every category from the budget we submitted to the state except for the bottom line the bottom line so is 7.6 million on the district financial report and it shows that on the budget but salaries benefits purchase services supplies other title one title ii food service tax credit gifts and donations unrestricted capital outlay all vary um and i i don't understand why we changed the budget uh and in in the in in your report you talked about move we've just moved a bunch of dollars from m o into capital outlay we approved the budget last month and yet now the numbers have all changed for the district financial report except for the bottom line you know we could have saved ourselves a lot of time last month by just saying we're going to get 7.6 million dollars of income we're going to pay out 6.7 million dollars but expense we're going to have 900 000 left over and then you can move the money any way you want to but i just don't understand why we like why how we can change the line items within the budget uh from what was approved last month to the monthly district financial report that's my overriding question so i i did get him on the phone so he did hear your question okay he is still in pain but thank you mr skies yes is this alex yes mr mcgivett yes mr aller upstate mr astrid yes and we have the uh approval of the ratification of the vouchers so again at this time we're asking for motion to for approval and of vouchers while the move to approve the vouchers oh second any discussion i would just like to add on voucher voucher1005 there was one for new zela which is a program that we use that has expository text for our students there is a cell component a social emotional learning component i did print some of the articles there for your preview i just wanted to let you see some of the topics that are in terms of how to be a good friend why mindset is so important um on um there's just different topics over there they used to pass out to everybody yeah we can just i just printed some extra ones um so if you want to just pass the folder around in terms of topics that they have they're at different levels same topic different levels there are quizzes at the end of them that you could use um to quiz the students we did talk about when students get sent up to the office for behavior problems during recess to give them the how to be a good friend article and have them write about it what they learned in terms of um think tank when they in order to just not have them sit there waiting for mr nathan or someone to come address them so i just made a few copies just so you could see what some of the topics are thank you mrs kaise yes [Music] and that brings us to new business 12.01 the opening school okay again opening of school this is us we have enrollment update for you all to see there you can see by teacher by grade level class sizes so um when we look at again further in the agenda in terms of our request for meeting an additional kindergarten teacher you'll see that the kinder teachers have 26 25 and 26 students we also have fourth grade that has 25 26 and i believe 25 students again we will look at um it's harder to manage 26 five-year-olds we can manage the four-year-olds a little bit more they're a little more independent and responsible but we will be looking at as i mentioned to staff once we get our benchmark assessment to see about possibly having some fourth graders go to the fifth grade teacher for reading instruction or math instruction at their appropriate level if they're ready we have 96 students on open enrollment 61 students are returning students so 63.5 are returning 20 are staff students so we have 20.8 percent 15 new students which is 15 and we've i looked at the staff members there's three kindergartners and two fourth grade teachers when we look at if they're causing the bubble in terms of open enrollment of our students so that's just information on a moment preschool current enrollment we have 39 preschoolers 10 special education four for speech and six developmental delays five child fight screenings are scheduled 19 dual language enrichment students and after care is being provided for kinder through fourth grade students we have 30 students staying and we have a sixth grade student who's also helping with aftercare health office so from miss maureen i found that little clip art this morning that looked like her but she is allowing me to share her kindergarten picture with you so she's a lot happier in the in the recent picture of her to the right than she did in her incoming kindergarten picture but we've received a large supplies of ppe copic test kits large amounts of at-home test kits to provide to parents and staff we did have a meeting to discuss our our coped positive students and staff so again we are sending home our positive comment students and staff for five days of isolation and back five days with masking that's based on the cdc guidelines we are not doing tests to stay every day if you're a close contact and you're symptomatic testing can be done at school or at home but we're not calling the parents to say they've been close contact you have to keep them home they can come to school um less than five staff identified as positive for culminating less than 10 students have been identified so far um communication with parents is very positive and appreciated and we are off to a great start in the health office so we want to thank ms maureen and the team because it truly is a team effort and everybody's doing that special education department miss mrs suarez would you like to present your slide or partner all right so special education i have learned a lot in the last couple of weeks let me just tell you learn a lot so this is just a very small snapshot um as of august 11th we're servicing 95 students that's preschool to eighth grade and then jenny will have more on her slide about preschool so my slide is mostly k through eight uh we have eight special education programmatic assistants um with three pending board approval tonight uh three certified special education teachers for freaking five um obviously the intent to retire from mrs pollin um however we have been able to secure a long-term sub who is very well versed in special education so we are very grateful and thankful for that uh we have one speech pathologist who is on-site five days a week our occupational therapist our occupational therapist assistant and our physical therapist collectively are on campus three days a week to provide a variety of services we are collaborating with asdb for students who need a vision and hearing services however we are still in need of an on-site psychologist but we do have a couple of great things that we are going to hopefully have some great news in the next couple weeks so thank you [Music] just stuff that needed to get out we distributed 219 chromebooks we have additional chromebooks issued to kindergarten and administration to accommodate the larger class sizes we needed to uh we needed to give them extra chromebooks so mr ferguson was really good at repairing a lot of those screens and keyboards he hold out the digital citizenship lessons that we're going to be using for our students to get their digital driver's license uh so that they can it's part of the requirement for them to have their chromebooks in addition to signing their uh their use agreement all we have all interactive displays in all the classrooms the thing that's new this year for all of our kids and staff is we went with a clever sign-on and identity management component so what that allows us to do is we take our sis and integrate it with clever and when a the student comes in and the new staff member comes in it automatically creates their google account which is the main component that we use for sign-on to all our devices and most of our services here at connell for the kids and the staff the clever signal sign sign-on offers one single dashboard with all of their applications that are needed on there so this is one dashboard with one click to log in onto the batch benchmark that i excel the review map and those products so it's that way they're not having to go to multiple products multiple logins they've got one place to go one stop shop for the kids on that um the one big change that we did this year is we're up to a gig of bandwidth for our our energy from our internet service provider uh for this year for the e-rate and ended up when we looked at valuated proposals for this year the cost was the same uh 200 megs for having split host and transport with fox and sun cordar and with sun porter doing both hosting and transporting our isp service instead of being the same price but at one gig speed and that's up to 200 banks mr ferguson has developed a system to help hold students accountable for damages lost pieces on any type of issues that are going wrong with the chromebooks which are kind of user related issues for not taking care of them not doing what you're supposed to be doing with the devices and then uh this month we're basically just focusing on staff it seems i see issues to get started the usual start of the year good evening everyone [Music] so we're off to a great start at the beginning of the school year um we are at 10 routes this year that covers continental cerrita high school and walden grove high school last year you guys approved to bring route 7 back this year we actually had to make sure route 7 was back in place i am currently transporting the next two points 513 out of the 618 i lost one from friday to today and i'm now at 83 of the student body on my school buses from my first year three years ago to today i've gone from about 55 to 62 being my average last year to now 83 of the student body on the school buses um we have 105 students that are being transported to walden grove on our three buses that go to waldo grove this year i have taken on helpings the cereal school district who has down numerous drivers and i've taken on three high school routes for them so my drivers finish here and then they take off and head to the different areas in rancho behind uh walmart and uh by the lake in rancho and we're transporting um they've it's been about 180 kids that were transported between those three routes to the heisters one route to cerrita high school and then two to baltimore after tonight's approval we brought another driver on to replace one who stepped down to a sub status and then i had one that came on and test for her cd on august 31st um which will have every driver instead of using all my subs every single day i can give myself to break and actually have drivers who give on their own services um our sped bus is growing in population not only here but to the two high schools walden grove lost their extended resource teacher and all this and most of students have been moved over to cerrita high school so lorenzo transports not only to walden grove the students for this vet program there has also taken students to study high school so we are hustling and bustling but out on the road so everything is running smoothly as of right now and yesterday um somebody that is paying us correctly yes so we are so yeah we are we working on we work on an agreement um we also are helping them with their with their field trips as they as they need it so we are charging them an hourly rate which is 22.50 an hour and then 48 cents per per mile um they will claim just so everybody knows they will claim the miles for the additional high school routes that i'm covering in their 100-day report but we are being paid for the mileage thank you news from business maintenance grounds and food service so you see our incumbent our unencumbered funds with them and knowing capital are listed our new grounds maintenance employees started on july 25th so we did bring mr curtis then prior to school starting and he did an amazing job getting our campus ready along with the other custodians and help from a lot of family members and children the lathans for helping also with getting things ready for the first day of school and as you know we our weatherization assessment failed so we are looking forward to um sfd funds to help us out with replacing the painting of the windows so you know it will be a process so people are in the process of acquiring bids for that job breakfast we've been serving 100 an average of 100 students for breakfast and 250 students for lunch so we are getting our free and reduced applications in there at 30 percent and um so that that's really good considering um this time of school year we also did um hear and get information on is it heart then um where now the applications the free reduced lunch applications are going to be online so albert i believe we have uh yeah so so we have a appeal in place to get that started and i sent that off to the rep uh this afternoon so we get the process started so we can get that and make the working video for families with us on the website and they just fill it out and then it goes to the appropriate people um it's very simple very straightforward i've done two of them already so don't personally have to do so that that should go pretty quickly but even if parents have already filled out paper forms we'll still just have them fill out the electronic application just to walk in and cover and get as many applications as we can in the system it doesn't hurt if there's more than one application and i want to thank mr mangalyanas for doing that because we're dealing with other schools and he's like how come other people have it online and you know there's things that we never hear about so he went out and did his research and found out where it was coming from and um obtained a bid so thank you for doing that yeah just uh one comment again along the same lines this says we've got 707 000 and unencumbered within mmo the district financial report shows 8.75 okay okay i'll check with mr schubert on that as well okay thank you in our executive session we had met about the superintendent evaluation rubric i think it's um we need to move this um for a future meeting because we decided to take it back to next week yes i moved a table to the september meeting so [Music] yes 12.03 the governing board resolution legendary teacher day which we've never done so so we have done it in the past i don't think continental has done it in the last maybe five or six years but this will allow us school districts in arizona are again passing resolutions to declare september 22nd as a legendary teacher date it's a time to recognize teachers and honor their contributions throughout the community so further information can be found on dr nick clement it's something that he started legendary teacher's day website so we are looking forward to again getting our teachers recognized and we adopt the resolution and we'll be able to publicly submit their names for this recognition this is an action item so we need to have a motion i'll make a motion to approve the governing our resolution for legendary teacher day second discussion do we have a resolution we do it's attached yeah it's an item attached to the actual resolution and i believe the teachers receive i don't know if it's two hundred dollars or a hundred dollars no it comes from actually dr clement's um fund for his foundation he's a gracious guy yes yes okay so it's no cost to the district just good pr good for him do we have the resolution that we can put up on the screen there it is would you like me to read it yeah oh i think it has to be read okay okay governing board resolution in support of legendary teacher day thursday september 22nd whereas the governing board of continental esd number 39 believes we have all had special teachers that made a significant difference in our lives and whereas the continental usd 39 governing board recognizes that those teachers demonstrated unique skills allowing them to transform their deep content knowledge into life-changing student learning and whereas the continental usd 39 governing board highly values the caring family culture created by those teachers and whereas the continental esd 39 governing board understands that we often do not fully understand and recognize the profound influence teachers have on our future until we have lived our future and whereas the continental esd39 governing board realizes the importance of taking time to fully recognize the legendary teachers in our lives therefore it resolved that the continental usd 39 governing board does hereby affirm its support for september 22nd 2022 as legendary teacher date we encourage our entire community to take time on this day and contact the legendary teacher in your life and express your gratitude for the difference they made in your life this is skies yes is this allen yes mr mcgibbon mr allering yesterday yes okay so the committee um added avid as a committee a 301 committee so that they can meet on a regular basis and roll out our avid initiative so we're just amending the 301 plan for 2022 by adding avid as a committee motion for approval please yes i have just a just a comment um this is the one resource that we have to really reward our teachers and we make no distinguishing between a proficient and a highly proficient teacher and i would sure like to see that and i know that this came up from the committee um but i think there should be some incentive for a teacher to aspire to a highly proficient status in the school and us be in a position to reward those teachers jesus christ yes this is alan yes that's really given yeah yes mr ashrae yes thank you adding an additional kindergarten teacher so again as you saw in the presentation number so we are asking for approval of an additional kindergarten teacher once we get this teacher class sizes would be 18 or 19 in the kindergarten classes which is still fairly high for kindergarten class but we do have a pair of pros a general and parapro in kinder that rotates and we do have some special education programmatic assistance in those classes as well i'm going to approve the additional kindergarten teacher position i'll say any discussion i only have i i have approved this 100 but it looks like to me that we got the same issue in fourth and fifth grade and it looks to me that and i'm sure greg might be able to prove me wrong but we've got the money to hire additional teachers to try to reduce the class sizes in in fourth and fifth grade too i i think the administration should look into that thank you i would second that um mr ulri plus some of the other i don't have that grid in front of me right now but some of the other classes are creeping up there as well the only ones that are really low is the middle school it's just something to keep an eye on but then again our overall school population is ballpark about the same right well yes okay this is guys yes are you salmon yes mr mckinnon yes mr gallery yes mr astrid yes 12.6 to add a human resources slash administrative assistant position so as we had previously discussed during the confirm and listening to the administration we're asking to approve a full-time human resource slash administrative assistant position and it was proposed during meet and confer and due to the continued growth of continental school i'm requesting approval of full-time hr admin assistant who would alleviate some of the responsibilities of human resources department which currently include payroll coordination of employee benefits and human resources as well as assist the principal and student services director of clerical duties this would be a full-time 12-month position funding would come from eminem and i i just want to add that you know mrs also has been doing hr and payroll and they are both very huge responsibilities in terms of paying attention to detail if you recall our pars used to be handwritten and sometimes difficult to to read and if you notice all of the club tutorials and sports and coaches they're all tight and um with the appropriate signatures with the appropriate appropriate routing making sure that we have letters of intent with mr lathan so it is a lot of work and moving over to insurance and making sure that insurance paperwork and everything is submitted and not to mention just the normal hr duties that occur on a regular basis of hiring and checking letters of references so it's a huge it's a huge task and again as we grow and employ with our employees it's just really doubled her work and she's given up a lot of time on the weekends having to commit and then um and it is it is scary that she does do payroll and we do have to have other people who um know how to to do what she does to assist her in case of an illness or an emergency i mean most of us can call in from wherever we are but payroll needs to have a person that gets that done and we have a job description also for you that was attached need a motion please i'll move to the new human resources admin assistant position oh second any discussion i i will vote to approve this but again we're adding administrative costs um when i sure like to see more stuff going into classroom teachers would you say this is going to help us in our clean audit adding this position definitely yeah yes make sure things stay buttoned up yes and how will that help how will an hr administrative assistant help we still have an internal control material weakness so when we look at again the checks and balances and the work that um that we've had to do with the auditors in terms of paperwork for clubs and tutorials and student services when when teachers receive money again we don't have enough people to be that second and third person without putting that extra duty on you know existing staff who are already um working as hard as they can and spending a lot of time so it will definitely help us to make sure that we're not making errors and also part of the hr will be part of our marketing efforts i mean when we're putting stuff into green valley news on vacancies that we have being able to help manage and beef up our our website and we talk about um having the job fairs and planning job fairs and sending somebody to the job fair without having to pull our main hr person is very necessary so i see this person also helping us with our marketing efforts um to help us retain good teachers keep them here and attract teachers have they done a position management study um not by an external audit but we have looked at different job responsibilities and job duties and um christina and mr schubert have looked at what other districts our size have in terms of personnel and health to do to do the job and so payroll and hr is one position that definitely has been separated and we when and that's part of the theme with the auditors is they really will probably keep making comments to us because of the separation of duties and it shouldn't be the same person doing hr and payroll if you recall that is the internal control right that's the insurance it is an issue there's no doubt about it right as an auditor you should be written up every time yes but that you know i still think that there's going to be more work and saying we've gone from handwriting to typing says to me we've gone from the 19th century to the 20th but we're in the 21st so i i think we really you know need to look at some other options as well and and i'm all in giving support in these areas but i i think that we're just um we're just we're jumping on it too quick and i'm not seeing any supporting information that says a position management study has been done and this is what we've identified as um what this a good position management study some physician classification and and the this is just good business practice and not that not that i'm i'm saying we shouldn't add support but you have to be able to justify it and so maybe what we should have been doing is looking at going from handwriting cars to automating parts and so those that's just some of the discussion that i would add to this i understand that we don't add positions and pay people more because they do more work we add positions and we pay people more because the knowledge skills and competencies required have changed so i think we just need to get a good assessment on that and we can part of it and with hr in terms of policies also you know there's regular policies um on our policy bridge that we through hr typically you have that rotation and these are the policies that you'd be reviewing and working on but there's just she's been one person so it's been very hard for us to also keep up with the policies that need to be brought forward to the to the border in the timely because times have changed you're right and our policies need to reflect that and we have not um done a very good job with that being that we have the same person but we can pull that document and also look at you know looking at the providing the information that's needed and again it would be an opportunity to look at cross-training rotational assignments detailing making sure that you're that you've got cross-training i mean we're sitting here tonight not getting information and not answering questions because our business manager is out that's the material weakness that can't be allowed to go on for too long what what is your backup plan so who's been cross-trained to address those issues that that's the point i'm well i think if uh christina's coming in on the weekends on a regular basis there's not a lot of capacity for cross-training i think this could help you see we don't know that though you know we don't have the assessment that tells us that yet thank you this this is allen yes mr mcgivern yeah mr alvaree yes mr austin yes and under the uh get mr lathan paid back at 64.42 for his emergency procurement he has been the first american to approve the emergency movement i'll say on the weekend on the weekends yes is this allen yesterday mr rowlery yeah the music program would like to increase their feed from 10 to 15 we've approved the ensemble the increase second coming discussion how many students will this impact dude i don't i'm not sure how many we have right now in orchestra workers was typically pretty small between 1912 that's your chamber orchestra that means before school then you have beginning orchestra and advanced orchestra who she generally carries about between 15 and 18.

you're in motion so second second so carol can you just give us a brief yes update absolutely um so policy 4165 is a new policy that was reviewed by our legal counsel and it's okay to adopt as presented um but our legal counsel in accordance with 4165 had to um update the language that we put into this year's student guidebook on page 33 and because of this new policy we are also required to update policy so robin schwartz did go ahead and give us language for that so i've included that um we are recommending keeping our current policy and adding the language that's in blue as well as 5250 we are recommending keeping the language that states refer to our current collectively negotiated agreements um you'll see that marked up on that policy as well uh because it aligns with policy and then there's three policies uh that were included in this press issue we do not have those policies so we are recommending not adopting them and partly because we're still bound by state law anyway it's interesting because the the changes of the five until in effect they're all ethics and conduct items that when you read through the language it's really stuff that you would have assumed applied anyway so it's really just clarifying correct and that's why again there's really nothing substantive in here we haven't really needed a policy committee to dive into these deeply carol does a great job of working with press and anything that it's just a matter of clarification as this was tying up loose ends and then getting things in the student guidebook she runs past robin schwartz so if there was anything in here that we felt needed a committee meeting we bring it to you but honestly these are these for the most part are wordsmithing and keeping current with state statute and i'll just mention i talked to carol earlier the three policies that we're not considering i had a little bit of technical problems at home um but the fact that we're not considering tonight doesn't mean that if you review those and you have questions and you can't raise them and we can discuss them later on i'm going to look at them um after this meeting as well and yeah it's always a document that's a work in progress and to remember that a lot of times isb develops policy that is simply a reiteration of state statute and state law and so a lot of times we look at this and we talk to robin schwartz like well do we need this if it's already a law like why would we be duplicative you know like there doesn't really need to be a specific policy if it's our if we're already required to behave or act in a particular way so you know that's why you'll see sometimes we're not recommending adoption of certain policies because we're we have to do it anyway so interesting sir um the two policies though that you were adopting can you just explain what they were yes i mean you're just giving number codes sure and that doesn't mean anything so if you could just say what the two words so um part of this um whole packet is um policy uh 4165 and that relates to um the awareness and prevention of child uh sexual abuse and grooming behaviors it's a required [Music] by erin's law which i think they've changed now to faith's law and the other one is basically he has to do with professional personnel uh the terms and conditions of employment and dismissal and um like absences leaves of absence sick uh time which we have to abide by our uh negotiated contracts so um you know we wouldn't want any other language you know our go-to is always our bargaining agreements sure are there any other questions for okay would you please uh oh this is a voice vote all in favor of these changes of the policy updates all right all right all right opposed to carriage okay the next item is um approval of our data sharing agreement with clc as you know the past few months we've been bringing forward to you our memo mousse with our feeder districts and now we're bringing forward a intergovernmental intergovernmental agreement with clc to share data um you may recall that clc is actually our second largest feeder university to university of illinois um university of illinois is first clc is next and having this data agreement in place will help us to be able to see how our kids are moving over to clc how they're doing um we'll be able to you know look uh both forwards they'll be able to look backwards um in terms of student achievement and it just opens us up to being able to communicate more effectively about how our kids are doing mark continues to be involved pretty heavily with the clc group as is wendy custable and it's something that we feel would really help our relationship with the organization so tonight we're bringing forward to you an intergovernmental agreement um to share data with clc and shs as presented before we have discussion can i have the motion to approve the sharing so this is this is a new new it's continuing we do this periodically this one is new um but we've had different because we're obviously different entities we've had different intergovernmental agreements with clc in the past this one is very specific to student data we've had articulation agreements we've had credit agreements things like that but we also share students we share students this is sharing information after they graduate and before they graduate clc back to us so we want to see how they're doing over there it's really to be honest it'll be a one-way street want to see how they're doing over there currently we have 68 kids enrolled in clc classes that are in our building that go up there for articulated credit classes and that's a different agreement that we have a different program does this touch that program though does this data sharing that yeah that we already have that with them they're our kids because that it's ours to share yeah any other questions okay would you please uh pull the board so hi orson hi wounds i tyre hi frost hi edmund joseph hi it carried six to nothing okay the next item is uh our approval of a tuition agreement with the university of wisconsin and mark i'm gonna let you fill in the gaps on whatever i happen to leave out but uh we had a last-minute resignation of our hebrew teacher and this has happened previously about five or six years ago and hebrew is one of the hardest positions for us to fill because there are so few illinois state-certified hebrew teachers [Music] in illinois and so a number of years ago we had to develop a an agreement with i forget the university mark that we did that with years ago indiana it was an online program um but over the last six weeks mark and justin have worked really hard to find a partner so that we didn't have to cancel and move the kids onto this program it's something that is important to us and we know is important to our students so essentially uh what we're bringing forward to you tonight is an agreement with the university of wisconsin to provide um a teacher um to teach this class and who will do that virtually three days a week and then asynchronously two days a week and then in addition um this will also give us the opportunity to hire a para who will be in that class um with that with that group of students similar to how we kind of function with some of our classes during the pandemic where if the teacher was at home we had a pair in the classroom it'll be a similar function we have the technology for it but we felt like at this point in time uh with the number of kids that we had enrolled in the program and the history of change in this program we didn't want to eliminate it at this point so tonight we're bringing this forward to your uh to you for your approval can i have a motion so i have a question i think we need a motion oh we need a motion first president yeah second was that we have a friend and grace yeah so for this agreement with the university of wisconsin are we talking about just one year or one year just does justice just this school year okay and then we will you know post the position um you know in early fall for the following summer um but you know the challenge for us with this program is that literally probably less than a dozen people in the state of illinois are certified to teach hebrew and so it either has to be with a certified teacher or a program that the state of illinois would improve so it's a it's a it's probably the hardest position for us to fill but in the meantime justin yeah justin and mark will manage this and and and our kids you know the last time we did this five or six years ago it was it was good you know for the kids who were involved it was better than not having the class right so and our our program has grown over the last few years so i mean we had to find a way to 26 and really yeah so we're you know i think it's important that we keep providing it for those students we've got 26 incoming freshmen that want to take it that's uh that's for you also this is just out of interest students taking the class will get retro active college credit so if they're taking say four they'll get something like 16 college credits so it's a pretty good can they get the credits from wisconsin versus wisconsin milwaukee well okay good um any other questions is there um i understand that it's not a full-time position is that part of the difficulty with staffing that it's not a full-time position yeah uh in fact yes of course yeah it's not a full-time position so are there any opportunities to look at staffing in terms of recruitment if there's an opportunity where someone could who might be certified to do other work in the building well ideally yeah i mean if you could find somebody that taught hebrew and either another language that we felt that they were qualified to do or another subject like hebrew and world history or hebrew but that's probably even more rare than just a hebrew teacher right it's hard enough to find a certified hebrew teacher to find a hebrew teacher that can also teach another subject area that we felt that we'd be comfortable putting that teacher in or another discipline that's even so that's even a harder person to find if that makes sense one of the things that the school offered when we went through this six years ago and correct me can you speak up i'm sorry one of the one of the things that we discussed and considered five or six years ago when we had the same problem was to hire someone that could teach the uh the hebrew classes but then offer the para type position for other periods so they could get more income to try and fill in those additional hours even if they weren't certified in some other issue so that people will explore other ways of trying to fill that spot would you please uh pull the board gorson hi wounds i tire hi frost ben joseph hi ciao hi jared okay uh the next item is not for action this evening it's just information uh as i've said previously um we work on a yearly goals projects and initiatives uh document uh and it's attached for review we took a look at this at the retreat [Music] we are presenting it to you tonight only as a first reading because over the course of the next three weeks mark will be leading out with troy the administrative team all of the work that goes into identifying the action steps for each of these goals projects and initiatives so over the course of the next three weeks you will see this document flushed out into 10 15 20 pages worth of action steps to really ensure that the work of our gpis is being done over the course of this school year so um we'll hold off on a lot of conversation about that tonight and we'll let mark bring that forward at the september board and since it's a first reading there's no motion to discuss this evening correct any questions in the interim though for rare okay okay personnel um you'll see for our new board members um graduate program approvals that will ultimately be part of the human resources report um we have our human resources report that is part of the consent agenda so feel free to peruse that if you haven't already done so um there's a third item that calls for an executive session only if needed and tonight we do not need an executive session following the meeting and then that takes us to the business section uh which sean begins with approval of our pr print center lease renewal correct uh thank you uh five years ago we made the transition from xerox um to canon in our print center this is the main center that handles oh roughly a million plus copies every month as it excuse me as it relates to the needs of our faculty and teachers the lease has expired so we are in the need of replacing the machines that are existing in there right now there's three large capacity machines with through the negotiation process we're able to work with canon to decrease the annual cost actually the monthly cost by about just a little under a thousand dollars a month we were able to get them to come down on the cost plus we will be able to save approximately fifty thousand dollars on print jobs that would normally be farmed out to um somebody else because they're significantly larger involve a lot of color lists no bleed stapling all that kind of stuff so tonight we are recommending a uh renewal of the lease with canon copiers as well as a maintenance screening as a as well as a maintenance agreement at a cost not to exceed nineteen thousand five hundred twenty seven dollars per month can i have a motion please so moved second thank you [Music] uh questions for sean what's the term of the agreement show another five-year deal thanks so so this is essentially um you said it includes essentially purchasing new it's elites but it's really essentially purchasing new equipment enhancing it and then having all of the maintenance work included correct but it also represents more capacity more features that are going to reduce the outsourcing costs or eliminate some of that and less man-hours and the overall agreement is lower costs of the existing agreements this will reduce our ability to have to you know run the machine and have people here at 10 11 12 o'clock at night making copies like this is the worst time right now so we we try to get as many as we can we do our best to get a turnaround 48 hours right now we're at the 48 hours normally we can get it down to 24 hours um with a normal crew so it's it's the features and capacity of the new machines that allow us to do that yeah they get the technology gets better they get faster um so the bigger bigger dock our uh paper feed so that we can load in several boxes of paper and just whip out copies you can i prefer that we don't print this much but that's a different conversation for a different day is it his end you raise it is it it's decreased it's decreased some but it's back to where we were pre-pandemic right now so really not as low as i want interesting um any other questions for sean uh would you pull the board please sure moon's eye tire hi frost hi ben joseph hi hi curious thank you the next item i have is an intergovernmental agreement seems like to be the topic du jour today but this one is with the village of lincolnshire as well as the vernon area township for a basically a school zone or speed zone along port clinton drive on the north end of our campus we do have officers out there directing traffic we have students walking along on the the not the roadside but the path or the sidewalks if you will we'd like to make that a school zone and in order to do so we have to paint the streak we have to get approval from the individuals that govern that road which is the village of lincolnshire as well as the vernon area township and then we are also going to put up some of those speed monitors if you will where you drive by and it flashes and says you're doing 40 and a 25 or you're going too fast something like that we do believe this will provide additional safety for our students as well as our staff and police liaison officers that are working out there as well so tonight we are recommending that the board of education approve the intergovernmental agreement with the village of lincolnshire in vernon township for the creation of a speed zone along port clinton road yes god so sean i i read the um intergovernmental agreement is is it and i saw that we're we're paying the costs is that customary when you we we initiated this process they don't have an appetite to really do that and so for us to make it really come to fruition we'll bore the cost of that a number of times that i've driven down that street during school hours where you see kids uh walking in different directions so i think we're also really smart i agree we concur for sure okay um any other questions for sean terry would you please pause the tire hi frost hi ben joseph hi joe hi horson hi wounds i cares excellent okay the next item is um an outgrowth of our um negotiation cycle um from both our support staff but primarily our faculty negotiations last year we uh if you recall there are only a handful of division one athletic programs that are larger than stevenson so we have close to 2 100 athletes participating every year we have over 40 different levels of sports and as a result we have over 200 coaching positions which is a lot so again only a handful of division one colleges have athletic programs that are any bigger one of the challenges that we have however is hiring coaches so the number broke over 50 of our coaches do not actually teach in the building um which you know is is not ideal you know ideally we would have more of our coaches who are actually staff members in the building whether teachers or staff whichever we would love to have more folks in the building so during the conversations with um trish the athletic department our association you know one of the things that we decided to consider is how to incentivize coaches to consider coaching more than one sport and so out of that sean came a proposal that you worked on with um trish and the association tell us a little bit about that so you know in looking at how how do you provide that that extra incentive to attract the in-building coaches many of whom are already coaching a single sport but would be interested in doing another sport um there is a time commitment to that and so what we we've been to we kind of went through several different things where we ended up was if we took a look at their combined um stipends so if they're a head coach an assistant coach you combine the two stipends let's say combined the stipend is ten thousand dollars for easy math right we would pay them 15 percent of that combined stipend so in that case it would be an additional fifteen hundred dollars and we would make sure that we kept that stipend at four thousand dollars so you know at the most the district would be responsible for an additional four thousand dollars um on the you know on the lower end um two sports combined it's probably six thousand dollars for the the least paid so it would be you know roughly um like what is that nine hundred dollars so and i think one of the things we talked about is you know how how effective is it how how effective is this incentive going to be or we're unsure i i don't i don't think we're gonna have dozens of people taking advantage of this i think there might be a handful and that'd be great you know but i think sean that we're thinking less than a dozen people but any time we can get an in-building person coaching the benefits are significant because that person has you know the ability to have those relationships with kids in proximity um there really isn't you know any comparison so before we have questions can you have a motion to approve the uh segment that so ronnie segmented and i and i think at the end before we took the motions you pointed out you know it's interesting we sent the um the explanation to the community last week about steps that we're taking for security and other issues within the school and one of the things that's critically important is the relationship that the students in the building have with the staff and others on campus and this is one of those key elements that is important for the kids social emotionally and for our security on campus so there's lots of reasons why this is considered beneficial is it possible that we could have an update about how many people we were able to incentivize sure oh let's say by january yep sean do you know what the potential exposure is like how many multi-sport in-house teachers do you have now i can i can work with trish to figure that out yeah i mean just your own if the numbers are small yeah it's it's not a big impact and then yeah one question that occurred to me and again with small numbers is probably less of a important but is would this additional stipend or incentive have any impact on the cost of trs to the district does it go through the earning to your process yeah so coaching coaching statements are in fact credible earnings um in the district um though the district's responsibilities only is only 58 basis points um on this so it's less than one percent fairly negligible most of the trs payments come or are paid by the employers themselves so they would be responsible for the nine percent and the district pays 0.58 or a little over half a percent do you know if other districts have the same model so we we did talk about it they're all kind of some of them are feeling the pinch worse than others um us being on that end nobody has gone down this road yet so like many things that we do um people follow in our footsteps but they don't have they're not big enough to have the problem they don't offer as many spares does trish have anecdotal evidence that i mean are people coming to her and saying listen i would do this give me some extra yes yeah okay this came this came from our committee that came from that city yeah yeah so sean remind me uh how many adding programs in cancer because the code shortage last year how many we cancelled we haven't had to cancel any of our programs at this point but we we we don't have we haven't had to cancel but we end up with coaches that we might not otherwise be really happy to have correct okay it sounds like a terrible thing to say i apologize but well and for an out-of-building coach if they have another job they might not be able to show up sometimes they miss they because they're not here on campus you know i mean it sounds bad to say i mean they're well into they're great people they're well intended but this isn't their priority their priority is their jobs they're not making a living from coaching at stevenson they're making a living elsewhere this is a side job and when you have to travel to and fro or don't have the flexibility of you know working in an environment that allows that kind of flexibility i guess there's a better way of saying sending out other reasons why this is a good correct yeah a good thing and it's hard for them correct so the 15 incentives is given for based on the school year or based on the program they're teaching uh it's based on the school year so there's three there's three seasons there's the the fall winter and the spring seasons so you would have to you know coach in two of the three seasons okay okay would you pull the board please certainly frost all right ben joseph hi joe hi corson hi moon's eye tire hi curious thank you the last um item i have tonight is a holdover from or a follow-up to the site facility meeting that we completed earlier this evening as is always the case around this time of the year um we were you know the board was presented with the uh design development drawings earlier and what projects we are moving forward with what projects we might defer and so the next step in this process is to move from design development drawings to construction drawings so what we are asking tonight is the board's authorization for white and company to continue to the construction drawing phase of the summer 2023 projects um as presented at a cost outlined in the white and company professional services agreement so just a a couple of things we are not authorizing the projects tonight we're not asking for authorization to move forward with all the projects we're simply asking for authorization for white and company to move forward with those projects in other words to design or develop drawings which is a fraction of the cost of the projects themselves second other questions for sean i guess i just want to emphasize that the point that came up in the um insane facilities where we went through all the projects um we'll we will be having the finance committee meetings to go over the the costs um associated with these and then once we'll have a better sense of the projects as these drawings occur and we'll be able to look at our budgets and the needs for the projects and decide what to go forward with later on in the year any questions remaining from after the meeting okay would you pull the board please and joseph hi so hi garson hi moon's eye tire frost carries anything you want to share about the foia request no it's just that uh for our newer board members um we get several uh foia requests throughout the year um and sometimes they're well not sometimes there are costs associated with them some are easier to answer some are significantly more complex um in september we will be providing the board with an overview of how much we um how many foias we received during the last fiscal year and what was the total cost of that both explicitly where we had to bring in our attorneys and implicit man hours um spent doing that so first hours yes thank you personal hours oh yeah and and by law we are in thank you we are required to um publish that on all the agendas um every month as well uh next item um it's a consent agenda can you have a motion to prove the consent agenda so second what's that was that ronnie great great thank you any questions for eric and the consent agenda um would you pull the board please certainly hi so hi corson hi wounds i tired frost okay um that brings us to informational report just a few items for tonight um the first is that we actually have not had a board meeting since june as you know we we typically take uh july off which means this is our first meeting since um the shooting that occurred in highland park which of course was a tragedy and impacted quite a few of our faculty staff and students as far as troy and i know there was at least 10 of our faculty and staff members who were at the parade that day um none of whom were injured in the shooting but or at least physically injured in the shooting but still have some obviously as you might expect some lingering um kind of emotional pain and suffering that comes with that um and you know we did receive a number of questions um as you would expect from our faculty and staff and our students over the course of actually not as many to be honest as i thought there would be less than five folks reached out but um you know it is something that we're obviously concerned about and the the issue of safety and security is one that as you know we just talked about in our site facilities meeting is something that we take very seriously so what i thought i would do is actually let troy give just a very brief summary of the meeting that ken and the deans have every year with our faculty and staff the first couple days of school so for us this was last week really trying to update folks on our safety and security measures on campus and we felt like given the events of you know the past month that it would be especially important and i know in the past we haven't updated the board but we feel like this month it might make some sense to do that so troy yeah yeah um so ken uh began the meeting and i think in a in a very um in a very positive way with what we do to find our students and help our students who are struggling and i think when we think of stopping those kind of events um the prevention area is always more important than what we're gonna do in the moment in in every case the chance that we can find kids who are struggling we can identify them get them help that they need that's really critical and so ken laid out the processes that we use to identify those students who's there for support and where uh teachers can go if they have any questions if they're concerned about a kid in any way so that was really i think to us that's the most important thing that we do and i i believe that for our kids and our community that information that we get keeps us more safe and we truly appreciate anything that we hear and the second conversation is you know we we have moved into a space as always you know we practiced our lockdown we had our drill day today so we practiced tornado fire and our lockdown drills um one of the things that we purchased gosh it's like seven or eight years ago now when we spent the money for the automatic locking doors we got to try those we test them out every year one button locks every door in the entire building and so that um is an incredible way to make us safe immediately because we've as we've seen in some of the other issues that happen around teachers are fumbling trying to get their doors locked you don't have to do that you hide we'll take care of locking the doors for you so that that is an important step now i think if you would go back 10 years most of the common um most of what people said was hide right but we're learning now that um in some cases it's better to run right and i think there's three possibilities you're gonna run you're gonna counter counter fight and you're going to hide but we're fight means there's it's happening in your space we're hoping to avoid that completely with the hide and the run right those are the two most important things um so the one thing about our building is that it's large enough that if there was an event happening in the east building or in the west building the kids on the other side could run away and just get out and so we talked through today what's the appropriate place to hide in this space and what's the fastest way to get out of the building from this space so we talk them through both situations so then today we did a drill second hour um and you know it just gives everybody the idea of what it would feel like later in the month we will do what we call situational awareness day and all day every period the teacher in every class will stop and say here's the safe spot in this room here's where we would go something bad happened here's where we might run because it's not if you do a drill that only works for second hour like today we did the drill during second hour and everybody now knows what to do in second hour but what about when you're happy to be in your pe class which maybe is a little more unstructured right like that's a very different space than a classroom or what about band class or what about if i'm in lunch right so that's been a re that's been an addition we've had now for two or three years let's covet's got me all screwed up i think i would say we've done it twice so whatever that is ron coven the situational awareness day is really powerful because even at lunch we will get on the pa you know 1500 kids per lunch period for us and we will be like everybody talk about let's talk about what we would do if something terrible would happen where would you go what does it look like to move from here what's the safe place like so um not just a one-time drill but thinking through each and every period of the day so that kids are having that thought about what safe could look like um so as we think through that part of it you know there's there's a lot of other safety things that we put into place around the building i'm not gonna get into here but um i we also shared a little bit with that they also don't know all the things that we do to keep safe because it's important for us some of those things we don't want people to know so um it it's a really oh in one last thing you might remember that four years ago we created a video that um really walked through what it would look like if something happened on campus and it's it's a great tool and every time i watch it i get a little emotional it's active shooter on kid's an active shooter on campus what would that look like and so we've got some kids kind of running around and there's you know like what would it feel like what would hiding look like and we you know we have it's our kids in our space and it's hard to watch and in the past we've watched that as a group and this year because of the how close we are to what happened in highland park we let teachers watch that on their own time and in their own way instead of putting them in a room full of all their colleagues and making them experience that in the moment uh i do still think it's a very powerful tool to put you in the place of what that feels like and what it would look like here and just thinking through like what does that mean for me and the place of the school it is it is a good learning tool um but like i said it i've watched it 15 times i hadn't watched it here when i watched it right before we sent that out i was like man it's probably hard given that we have some redesigned spaces we probably need to redo that video at some point at least a piece or two at least you know i think the other we'll go ahead no i was just saying and the other thing is we're constantly training you know we're constantly training staff um in various levels so i happen to be one of the individuals that went through the active shooter they call it alice training which is what they use to train law enforcement officers and to get an idea of what their perspective is so you talk about different experiences for different staff so that we can get everybody and constantly thinking about these new spaces or as we changed from hiding to running first that was one of the things that changed when i went through my training it was actually hide first um now it's run depending on where you are depending on where you are my gut tells me that you know what happened in uvalde is going to have an impact that we might not know yet because if you think about columbine the the law enforcement response prior to columbine was surround the building don't enter consider it as a hostage situation well that's what they did and a lot of kids died as a result what happened in uvalde it's just tragic you know and so i feel like there's going to be i don't know what it will be but i do think there's going to be some you know change in the way that we are advised to treat those active shooter situations given how long it took law enforcement to you know breach that classroom so i don't know what it is i don't know what it'll be you know politics aside don't know don't care but i do think there's going to be a different kind of expectation for how as a school we treat those situations so doctor can i ask the question can i ask a question actually you know yes you can i just want to explain it it'll be quick this is relevant this is probably one i just want to explain the proc i totally get that i just want to explain what our process normally is under under our policies and in the school procedures that's the purpose of the visit i'm explaining for the future uh i understand if this brings you in the first 10 minutes of the meeting and you have the most salient issue in the whole school board meeting and it comes at the tail end so that's kind of exposed facto would you not agree um it's kind of i i think you would agree so which is why i'd like to just explain what the process is and then you can answer your questions i mean his name what and we need your name sir dan dan vishny he isn't victor i shny what villager in what what village uh buffalo grove thank you um as the school i don't know does the school have an armed security resource person that's on campus right now we have two but one in the east and one in the west yes okay um do they go through all those drills as well too that they're going through a job they lead them as does lake county as does the county and the city the also all the other police officers and are they at work every day then yes every day you got four resource centers for eight schools and that faithful day was unfortunately you know with that so they show up to work every day okay and they're all summer day very happy to hear that thank you that that is covered yep thank you so yeah no problem thank you for asking um and so what and let me just say in addition to that we have um over 30 security guards on campus each day not armed um adults who are monitoring all of our entrances uh it sounds like you're here maybe because you're interested in that topic just for clarification we have over 30 security guards who are here on campus every day not armed just to be clear at least eight of whom are former first responders either police or fire so we feel pretty good about you know them having the kind of situational awareness that they would need to have we have over 400 security cameras on campus so as soon as you're on campus we're monitoring you from the parking lot into the building so you know we feel we feel like from an infrastructure standpoint we have a lot of the things you would expect as a taxpayer for a large organization to have i think the point that troy made at the very beginning however is that you know at the end of the day um the most important preventative or deterring kind of work that we can do is helping the social emotional growth and development of those kids you know because clearly there's something wrong and you know if we can catch you know those students and reach out to them far before something like that is ever to happen it'd be great but think of the reinforcement that we have two armed on campus and 30 others totally that could be done in a way to at least uh you know make emotions that you have some relief totally yeah that the school has our back yeah and just to be clear we did have a number of years ago if you've read or heard about this in the media it's all public knowledge we did have a gun on campus five years ago troy six years seven years ago um and um troy and i were both involved in that situation uh we had received a tip from a parent and a student and uh to lincolnshire's credit um once we made that phone call they they were um less than three minutes four minutes it was somewhere low the low three minute range from the phone call into the classroom where the student was with the gun um he brought it basically for show-and-tell breaking to his fence but lincolnshire was great um and so it it gave us some confidence that you know they'd be able to respond quickly we also practice uh the response time for all the local law enforcement we have a couple of drills that we run where they come to school the lincolnshire all the lincolnshire police that work they also when they work days they come to school and they shadow the sros so they get a chance to see around the building and they understand what the building looks like they get you know what's the layout what are the names of the parts of the building so if they ever have to come they'll be able to easily get from place to place so it's very often that we're not just two police there's a third who comes and they they rotate in and it's one of the things that our sros do they reach out to the other police and bring them in so that they have a chance to see around the building so it's we have a great relationship and every student is aware there's two armed and 30 others so that lowers the anxiety level that you can go to school uh that represents a harder target for the bad guys right they're uniformed they're obviously policemen yeah yeah they're beautiful the students as long as they're that awareness that that lowers the anxiety level that they can come to work you know go to school and be a student sure you know absolutely so thank you for the clarification you're very welcome i just want to mention that um we talked a moment ago earlier this evening about the memo that you guys put together and sent out to the community um i got several calls from people in the community saying they they did not appreciate yeah there's one thing that people are focusing on what happens if someone god forbid gets into the building but they hadn't recognized how much goes on here at the earlier stages to prevent that from ever happening in the relationship building that's going on and things that are being done to identify the kids that need help and the whole process uh that's happening that a number of people in community contacted me and really appreciated that in the middle of the center we appreciate you saying that because you know thankfully that's data that you'll never see and that we'll never know how many schools maybe even our own you know we're able to prevent mass shootings by you know developing really good healthy relationships with kids that was preventative and thankfully we'll never know that data but we're never going to stop you know trying to develop those relationships with kids so i just want to say one quick thing only because i i heard you asking about it um yes you're right probably the most important conversation we had at the meeting tonight um the only reason it was at the end and not the beginning uh which i think is something you mentioned just a few minutes ago is that just the way our agendas are built the superintendent's report comes at the end and not the beginning so that that's why it was reserved for the others so i appreciate it yeah i just wanted to have nature i i just yeah that i'm a community member i don't want to be quelled because it's the roberts rules yeah yeah no no i just wanted to clarify for you why why this topic was at the end and at the beginning oh i i very much appreciate there's the two-armed and the other security guards because make the schools the harder targets yep uh the kids are the best we agreed you know we agree with you thank you very much thank you okay so there will be more to come on that um we will continue this conversation we have some other um ideas and uh strategies that we'd like to bring forward okay um the next topic uh sean i would um love for you uh sorry i know this is short notice buddy i apologize but um i would love for you to give the board a little bit of an update about how transportation is going of course far more mundane obviously um but you know right around this time in any other year we would be fighting the bus battles and so you know why are these routes taking 10 to 20 minutes longer why wasn't my kid picked up so and so can you give us a little bit of an update we just approved a new uh transportation agreement in the spring correct if you can tell us how it's going and what we should expect it's going really well um right now we have all of our routes covered um in the um morning uh i think on the first day we had a couple of delays uh i think the last bus got here at 8 32 school starts at 8 30.

so with that we'll move on to our official School Board business topics consent Mrs I have a question I see legislative is off of here for a committee but I don't see the Beach building project on here is a liaison shouldn't that be on here aren't you the liaison I am so why would that not be on here no that project's on hold right now but I mean so we'll move to our official School Board business topics consent agenda Dr Morocco thank you again Mr Seuss seek board approval for the minutes from our August first meetings as well as approval of the claims payroll and extracurricular expenditures you received in your packets last week Mr Marshall second second by Dr Medlin any discussion all in favor aye motion passes thank you there are no public comments so we'll move right into our official School Board business topics regular agenda Dr Barraco our first item is to do a special recognition of trainer Chris Hall I have Mrs Novak here this evening to talk to you about Chris and his recognition all right good evening Dr varaco Lake Central School Board Chris Hall is the Lake Central High School athletic trainer and he was chosen by his colleagues by his peers as the 2022 professional Excellence Award of the Indiana athletic trainers Association Chris is here all the time he can be found at pretty much every athletic event he goes above and beyond and he does everything very graciously and always with a smile so he is well deserving of this award and it's great to see him recognized by his peers in that Association so we extend our greatest congratulations to Mr Chris Hall [Applause] do you think he's probably at an athletic event Chris uh kept my son taped up and ready to go through many football seasons if you ever need to be taped up you want to see yes absolutely thank you thank you thank you my next item is to see approval to attend the collective bargaining seminar at the Ivy Tech facility in Indianapolis this Friday we are about ready to head into formal negotiations with our teaching unit there'll be some information on upcoming board meetings as we follow all those timelines that have been outlined by the ieerb this kicks it off so that we make sure we know any changes that have come about for the current collective bargaining season thank you so moved here paper hi hi motion passes thank you so much and my final e item this evening is to recap the mckinney-vento workshop that we held In This Very Room last Thursday August 4th actually a week ago already now and we did have a really nice turnout it was it was nice to have a good turnout from the region because we had some folks from Indianapolis who made a long trip to help us with the the program they were members from the Indiana Department of Education as well as the Indianapolis Consortium that is ahead of the curve on this in terms of dealing with families have been displaced and so the the key during the morning session was that schools need to remove barriers to enrollment and that means not expecting people to have their paperwork tight when they are going through a real rough patch and so if people do not have fixed regular inadequate housing they qualify for being homeless as I've said in in my talking points the confusion for our folks mainly comes around doubling up meaning people have a temporary loss of housing they move in with relatives and so they are not planning on being there forever and so they consider it a temporary situation and many times people don't declare that because they have pride and we understand that but there are some opportunities for them to save on lunch costs and have reduced textbook as well if they are willing to share with us where they stand in the end we had 133 out of the 159 people who registered attend they came from 20 different area districts we not only invited Lake County and the program was geared for Lake County but we invited some of the superintendents and their staffs from Porter and LaPorte County as well because they're part of our district one group and they were on my list sir so we invited and then some of those folks showed up and it was it was a good day it's going to be interesting moving forward our our facilitator our current fearless leader has retired in June and so uh Dr Danny Lackey is out of the role and Debbie diani from Hammond will take over as facilitator later this month so I will continue to serve as I am our district liaison I will continue to serve on that committee and not only share information with our staff but also with my superintendent peers through our other organization we don't see this type of activity as an annual event but it could be something we do every three or four years it had been you know since the be before the the pandemic that we had done any kind of extensive training for our staff so it was timely in that regard I feel any questions you have at this time so Dr Barraco when when you mentioned the um the Consortium from Indianapolis do you know who that is is it you mentioned IU and then well Warren Central is like Merrillville is our hub for Northwest Indiana and Warren Central is their hub and the the fellow who served as our MC is James Taylor he's a Gary native and um he has a lot of experience in this area and as I shared with Ryan and some of our principals after the program the prevalence of people being uprooted in the Indianapolis area are much higher there are a lot more rental properties there so a lot more people get displaced as they don't pay rents and so they deal with it a lot more frequently and many of those districts have open borders too so they're transferring people back and forth and so their transportation issue um is severe I mean they're they're very creative with using retirees to drive paying parents mileage using Ubers all sorts of things to get kids to the school that they feel they need to stay in first stability purposes so then if the Hub is Warren Warriors Maryville so there's a group of superintendents from up here for the Maryville group and Warren Central is the group down there by Indy well they're the only other Consortium that we know of that is active meaning they meet monthly and try to do things to educate the schools in their Consortium and so because we've talked to those folks before in fact when we started they came up and kind of reminds me of when we tried to get Kiwanis going in the region when people from a different Kiwanis came in and met with us and talked to us how you do this and so they sort of gave us the idea on how to begin and so when it came time for us to do this program we said we should ask them to lend their expertise which they gratefully did oh I have a story to tell you if you remember I told you the story after I was attended the basketball game at Louisiana state and very few people had masks on well let's talk about registering students for School in Louisiana it has taken one of those little boys who used to live with me three different days to go to register for school he had all of his paperwork they would not let him register because the line was too long so this young man has missed three days of school and I kept saying no wait a minute I even reached out to the principal you can actually send a child home he goes yeah in Louisiana if they don't have a paperwork we don't register them so I thought I thought that was really interesting in light of what the procedures are in Indiana which is much more student friendly okay thank you we'll move on to our director of human resource Personnel I don't know who's presenting from Mrs mucho caught me off guard but that would be me so Mrs mooch's first item is to seek board approval for the Personnel recommendations and the revisions that are at your workstations this evening move to approve motion by Mr Marshall second second by Miss Kelly any discussion hearing none all of them no wait I had a question on page or under two a three and four so there's going to be oh wait this is different than the one that was in the other packet right I thought in the original packet we were sharing um athletic coordinators you're one of those people backed out so corio Dulles is going to do it on our own one of those people backed out okay so Corey or Dallas is going to do it on her own so now it's one athletic coordinator at kaler and now we have Doug DeVries doing traffic duty at the high school got it now okay thank you okay all in favor aye any opposed motion passes thank you my second item is to seek board approval for the mentor list the stipend for being a mentor has not changed however the number of mentors changes on an annual basis we still could end up adding people if we have anybody else new come to us during the school year but has been past practice we assign mentors to all teachers new to Lake Central even those who are experienced because we think there are some things unique to the way we conduct business that it helps for new teachers to have somebody to lean on who's not their principal it's important to note that we encourage our new teachers to lean on their principal heavily to lean on their assistant principals or guidance counselors people at central office anybody who can answer their questions but for for some things when people just want that unofficial professional friend if you will to talk to this Mentor program has worked out quite well for us and uh we're we're very appreciative that the board continues to pay for it motion to approve we have a motion by Miss Kelly and I will second that any discussion yeah it's off to the mentors yeah I agree great great program to have yes yes I have a question our administrators with put with a mentor like Ryan does he have a mentor um he does not have an official Mentor but he is getting supported by central office yes okay okay very unique a lot of school corporations don't put their money into this so uh kudos for doing that do you have and I know we talked before in the past about collecting data collecting information on the effectiveness of the mentor mentee program do you have anything from us we have surveyed teachers we did not survey last spring but we have surveyed teachers and the mentors to see ways that we could make things better and we have adjusted the program from what the original design team came up with um it's interesting that I like to bring up the filming piece because everyone hated when the state had their mentoring program where you videotape teachers in action then you could break down the tape and I still think that could be very effective if it were done in a non-punitive way by the mentor saying here here's some things that you could think about as you initiate that lesson or as you transition it does require a lot of work it angered people when the word got out that all those videotapes went somewhere and never got viewed and so some people still have that stuck in their craw but I actually think that was the one part of the old program that really had some Merit now I know that a lot of our student teaching programs and you know our observational programs through universities are already doing this and so they it would be repeat repetitive in that in that way but the the key with our Mentor program is when our mentors do observe their protege that they don't have to be um as I said punitive or even they don't even have to be evaluative other than to offer tips and that's really what we're after and I think that we're getting our money's worth because we we have a lot of our newer teachers who are a lot more at ease because they have something they can lean on right right so you didn't collect the surveys last year you said or probably the year before because of covid okay so then you would hopefully have data for us at the end of this year then if everything goes cool then we well we really didn't change much after the first couple times that we adjusted it to be honest I mean we spent a lot of time trying to figure out what are the most important things for our new teachers to have supports with and that's what we continue to do and and kudos to the rest of our staff because they don't just leave it to the mentor to do all that support we have people who are in the same grade level team they might be the next door neighbor that could be in the department but don't teach the same subject that at one time did teach that subject the important thing is that our schools need to welcome our new people and help them fit in they need to work at fitting into but we need our people to be welcoming so that we recruit these people and we help them be successful so they want to stay because as we know what the teacher shortage people have choices they can be mobile again for a while they couldn't but now they can so we have to make sure that we're an attractive place for people to work do we have a motion um all in favor aye motion any opposed motion passes thank you and Terry's final item this evening is to see board approval to attend uh improving educational outcomes foster children Workshop in Indianapolis on September 8th she is going to do it down and back so she is submitting for mileage and as always we always want people when they leave the county to submit a professional leave request so that they are insured while in travel because sometimes we have people who don't want to fill out the paperwork because they don't want to be reimbursed the mileage I think they always should when it's more than a few miles but nonetheless she is doing it down and back so it's mileage only so moved motion by Mr Marshall second by Dr Medlin any discussion all in favor aye any opposed motion passes thank you and we'll move right into our director of primary education Dr Bracy good evening good evening good evening there are no field trip or professional leave request yet but I am seeking approval for the plans for staff evaluations each year school districts are required to submit any valuation plan to the state there are two plans one for certified and one for administrators the plans meet all the requirements set forth by the state of Indiana including performance evaluations evaluators observations and feedback PD plans and instruction the plan for a certified staff was shared with lcta and signed by an lcta discussion rep on Monday August 4th so with your approval and signatures from president Sues and Dr Barako I will submit the plans to the state of Indiana's online portal portal later this week and it's due to the state by September 16th and I don't know if you know this but the page numbers are off because of the way I had to print it but when I submit it they'll all be correct it was very very long wasn't it but that's okay that is true so this has to be um updated periodically is that why you every submitting this yes every year is through pretty much in September every year okay all right all right motion to approve we have a motion by Miss Kelly second second by Mr Marshall any other discussion all in favor aye motion passes um working we have I guess revamped the behavior support team it's a district-wide team and it's made up of these people listed here our educational diagnosticians social workers counselors and occupational therapists speech pathologists Behavior Support and then Mrs gramada so our first meeting was held back in May I believe with the team and we had talked about some things we need to work on and one thing we did realize is that we needed to celebrate our paraprofessionals because they sometimes don't receive the recognition they deserve and they are really hard workers and we can't do our jobs without them so on last Wednesday well our team had we began planning back in May and then on last Wednesday we held a training for all of the prayer Professionals in the district they were all invited and they were here in this room and we focused on things like areas of Eligibility connecting with students we talked about sensory strategies everyone had a different area and so um we had the parents come here and we were so impressed because we had 160 paraprofessionals short for the training yes they weren't even back on the clock yet yes that is so true and so we just wanted to share some pictures with you all this is as they were coming in and Dr Baraka was greeting them there was not in these pictures you can see an empty seat but as you go on you'll see there were no empty seats because they were lined up across the wall in the back it was really awesome and I think they truly felt celebrated so I'm glad we were able to do that for them we poured into them and we made sure we reiterated how proud of them we are and how we appreciate them and how we cannot do this job without them so kudos to them for coming in before they were even back on the clock so it was really a beautiful day and it was only two hours but it was a full two hours so that was good so we wanted to share that with you all good job Castaneda I have her professional leaves so for Mrs Castaneda I am seeking your approval for the field trip request you have received in your packets so moved we have a motion by Mr Marshall second by Miss Kelly any discussion hearing none all in favor aye motion passes thank you I am also seeking your approval for the professional leave request you have received in your packets also move to proof we have a motion by Mr Marshall we'll second that any discussion all in favor aye motion passes thank you thank you and we'll move right along to our director of student services Mrs gramala my first item is to seek your approval for the professional leave request that was included in the packet motion to approve motion by Miss Kelly second second by Dr Medlin any discussion all in favor all right motion passes thank you um and then to carry on with our professional development theme um so we had the pairs here on Wednesday on Monday and Tuesday we provided um CPI training so CPI is the program we use to de-escalate when behaviors get out of control in the classroom we have two new CPI trainers and they're also coincidentally the forces behind our Behavior team and they came to me and said can we please try to do something in the summer I said sure but people don't like to come in in the summer and they proved me wrong we had 75 staff members who came in to participate in training which is a huge help to us because then we're not worrying about Subs people aren't out of the classroom so this particular training staff members have to participate in every two years in order to maintain their their certification in it that's really important so that if a behavior gets out of control we know that they're using the strategies we want them to use and then we can support them in addressing the behavior so we were thrilled with that and thank you to our CPI trainers who are Marissa ditch and Kyle Ellis they've really done a fantastic job with the program and we're sort of working on how we're going to make it more specific to each building's needs so I'm meeting with them tomorrow morning and we're going to plan how the rest of the year is going to look so we'll keep you updated on that um and then for my last item I wanted to give you all some information about companion Academy we've made some changes recently and Dr varaco asked me to kind of share this information with you so you all know companion Academy is a residential facility within our boundaries when students go to companion to live they then become residents of Lake Central School Corporation so we are responsible for providing their Educational Services and have been since they did away with their own charter school so it's been I can't even tell you how many years as long as I've been around we've sort of been educating those students so that has more often changed throughout the years at our height we've had over 100 students who were residents of compania and then we were educating and that has in the past it's been a mixture of students coming to Lake Central students remaining on campus the program has changed and recently their numbers have decreased significantly so they are currently under 30 students on campus that we are responsible for educating so um right before school started when I found this out we I got together with Mary Ruby who's our administrator who oversees their programming and we talked about how we might address that because we had teachers sitting at companion with one or two students in class and we were short teachers here at the high school in some of our other buildings so we needed to make an adjustment so we have condensed our classes previously we had two groups of students and so we would have a group of students who received their education in the morning and a group who attended in the afternoon they only receive a half day because part of their programming is therapeutic there and that's the responsibility of companion so um we have condensed it to all of the students receiving their education in the morning and then we have reassigned those staff members to Lake Central buildings in the afternoon so we had four teachers and two paraprofessionals there and then we had a full-time dean of students and we had a school service provider who was there and so one of those teachers filled a full-time open position here at Lake Central High School so we had pulled her out of the building already to come here to Lake Central of the other three two of them will be coming here in the afternoon to teach resource special education resource classes because we're short a teacher here those class sizes had doubled basically what we'd like them to be so that will allow our numbers to decrease in those classes so we can support the students better the other teacher will be going to pifer elementary school we had an unfilled special education teacher position there so she'll just be hopping across the street to help in the from about 11 30 on at pifer um and then our Dean and school service provider will be they used to both be full-time at compania they are going to alternate days at Companion now and so when one person one of them is at companion the other one will be here at the high school and then they'll flip back and forth so we do always have a full-time support person at compania um but then they'll they'll be here when they're not working with students over there our Paras were also reassigned so again companion in the morning one will be going to prattsmen and one will be helping it tap so we felt like that made the best use of our resources still allows the students at companion to get what they need um I continue I work with Teresa Jacobs who's their educational director at compania and she and I talk frequently so she said they're expecting the number to stay where it is through the first nine weeks and then we'll revisit and see what adjustments we might need to make in the future Becky yes great report thank you you're talking about campagnia updating to get into review for the benefit of everybody who initiates placement of Resident students and when I talk about the process a little bit sure so the majority 30 of students at Campania are placed through either the Department of Corrections or the department of children's services they do have some students who are placed there their parental placements that are paid for through private insurance and then there are there have in the past been some students placed there by other school districts if that school district felt like they couldn't meet a student's need they might place them residentially a companion but the majority are through DCS and Department of Corrections good serve a student from another school is placed there it's still the Lake Central responsibility to provide the education yes does the money follow that student there um kind of sort of so the sending School District maintains responsibility for the IEP but then we're replaced we're reporting that we're educating the student okay now when you say all the students will receive their instruction in the morning is at um like 9 to 12 8 to 11.

2022-08-16 Pima County, AZ YouTube / Continental School District CESD39 transcript source: youtube August 15, 2022 Special Governing Board Meeting · passage 3
i haven't looked at her class roster so that's typically her average class sizes there beginning band i know is really small this year so they only i believe have about 12 kids in that but then the advanced band is huge because he's built a program where he's got a lot of kiddos in there and so their will of over 28 i believe is where kind of 28 to 35 is where that is at so those are the students that are playing instruments i think correct me if i'm wrong but fifth graders also do their first year i'm not sure if the fee applies to them but they do use instruments in there as well are all the instruments owned by the school or do the kids by their own they're given two options they can rent from the school and do it that way a lot of this dude not a lot but the more accomplished students choose to rent from agencies where the instruments aren't 20 years old and have been used by people that aren't avid lovers of that instrument and so a lot of times the quality of the instruments are better if you go to the shops and tucson music departments and stuff that have those for rent so the large majority of our students do rent and use school instruments i just wonder is this going to impact any child i we sit here and we say five dollars doesn't make a difference but it does it does for some kids it does are scholarships available yes just like all of our programs all of our clubs all of our sports all of those fees we have scholarships available we have community members who always have let us know we've got a list of them that say if anybody even needs a pair of sneakers or cleats call us let us know but then we also have the right to write scholarships and waive that fee for them we just have to put that down we provide that signed signature to mr schubert of her release and so that counts and with the auditors that's part of that audit so for athletics for example we do scholarships quite every single quarter and we just document in our spreadsheet that we have and provide for documentation that a scholarship has been issued so this is a fifteen dollar increase no it's a five dollar income t-shirt there's a t-shirt so five dollars for the increase in the fee and then ten dollars for the teacher yes and even the t-shirts we we've done where would do a scholarship essentially and give them a t-shirt as well there's 15 students on the ensemble and then there's a total of 80 abandoned orchestra students but not all of those students like mr nathan said we need repairs because some of them are renting them and as long as this isn't a barrier to entry for any student that's the most important thing this is public education and we should not deprive any student of their ability to participate i might add that our fees when it comes to this stuff in sports are the lowest in the entire community in the area so when we bump up we're just we're typically not bumping above anybody we're bumping you know slightly below them so even our athletic fees at 25 to sport is still a far cry from where sarita's at most of the schools there are look at 40 and plus for the same exact opportunity we're providing here so we do pride ourselves on trying to keep those costs low for all of our families but at the same time we do need to be you know with instruments unfortunately our teachers can't fix everything and so a lot of those things we have to pay out and like i said we have some older instruments so you know there's they do break and so there's a lot of cost there and i think they're just trying to make that active yeah mr latham if you could let the music department know that the continental school foundation a few years ago bought a bunch of violins so if they're in need of i don't know trombones or whatever it is um you know that may be a source to there's a set of instruments that are like super ancient and cost too prohibitive to get it fixed you know that may be something to have them approach and i know that they've used lots of clubs the optimist club bought a few years back i want to say 50 guitar cases so the school purchased the guitars the optimist club so mr ferguson is really really resourceful when it comes to that sort of stuff and community outreach so they are constantly doing that but it doesn't take away the fact that every single year instruments get get broken and need fix so those costs are up there is mr ferguson still working on those kinds of things mr ferguson he part of his job is in the classroom remember he was left in the classroom so he's in two periods um one period a day but he has advanced uh band and beginning band and then he still is running our jazz band in the morning and then miss boletti is doing chamber orchestra and choir in that zero hour time slot so yes he's he as far as the instruments go he's still the teacher of record for that for the band stuff and the miss boletti is for the string instruments this is guys yes this is alan yes mr mcgivern yes mr alvarez yes mr astronomy yes and that's just to prove the ptc calendar of events this is because um they are covered by the trust hence that's why it's an agenda so we'll need a motion to do that i'll move to approve the ptc calendar i'll say it discussion the calendar is up on the board screen i still say take this recording it's like i said over there okay jesus yes mrs allen yes mr mcgivern yeah mr alderweire yes mr answered yes and it looks like our last voting item is the new elective for our cooking and engineering this does come with a 10 course fee to offset materials but there are for this as well scholarships are available um i'll move to approve the new elected force feeds any discussion this looks like a really cool program my daughter's in this so i'll be interested to i can get status in the reports yeah so okay this is guys yes mrs allen yes mr mcgivern yes mr allery yes mr astronaut yes our events coming up in the next couple of months we've got um when we had our first day of school with the house we've got the law conference coming up in september i believe um rico and myself are going and you've got the special education course our next meeting and you guys can reinvest ourselves we did add an executive session to be added here and that was again september 6th the 23rd and that's to review the superintendent evaluation rubric next is a governing board information and discussion any discussion items just start at the end and work our way back down mrs well congratulations on fine school opening i thought your welcoming for the teachers was very very well done having been that person that shows up for the first day of school for 10 years i don't ever remember getting welcomed that much and i remember all of us just being pretty grumpy so i'm very excited to see how cool that was so congratulations know i just uh i just think that this will be a fabulous school year i i can sense the enthusiasm of the staff and i i know that that enthusiasm is going to carry over the kids and i congratulations on just a wonderful wonderful kickoff you know i do have something that you reminded me of your rule day where the kids all went around and learned the different roles different areas procedures procedures well that afternoon it was rule day in my house so thank you very much i got like a 45 minute lecture of how to beat everybody you have a second grader right yes um two quick things so i have a couple friends that are teachers in south america and i told them like a lot of the stuff that we do and then they're like get breakfast you welcomed everybody back this is right you did what wow but that said um you should have me being recruited so my daughter is in eighth grade saturday she said i can't wait to go back to school can i go back now can you believe that she knows but you know you guys all know her but it they're just something different maybe part of it's being a big shot eighth grader you know but she's got this new confidence this year that it didn't happen from home you know i mean it just is i think it's the environment's got a big thing to do with it um and that so thank you guys keep on doing what you're doing and i just want to thank everybody also our team is amazing the work that we did as an employee as an advocate for the summer and the hours that everybody puts in collaborating and planning and preparing um we were definitely ready and it was amazing to walk through the classrooms because on the very first day of school 26 kindergarteners sitting at their desk organizing counting with legos and counters and pattern blocks just amazing and it looked like like it was the every every class students were just busy ready to work teachers were prepared kids had fun and it's like we never left for summer and um even our kindergartners looked like first graders already ready to go so i just really i'm very very proud of our team and the work and i it is going to be a great year we're looking forward to all the success that everyone's going to experience this year so thank you so with that we're going to recess to sign some paperwork fix it

um they we want them all here by 8 25. uh but please keep in mind that buffalo grove road was closed at the railroad tracks that first week and that route 22 will be closed next week at our railroad tracks um why that couldn't happen during the summer or all that but um for just a week a week just a week um but i'm i'm happiness i'm happy to say that um our buses are leaving stevenson um right now at 3 45 we are clearing all our buses which is probably 15 minutes earlier than they were clearing at the same time last year we do have a couple of routes that are a little bit more crowded we're working through adding another route onto that so that students don't have to sit we want everybody to sit just two to a seat um in some rare instances if somebody takes a bus that we don't know about um but they're allowed to take that bus because it's on their schedule we might have to go three to a seat or they just follow we have a another bus that follows through um we are confident that the the traffic issues that we've um the changes that we've made in terms of the parent drop off and pick up and the bus drop off and pick up and the end of the day has worked for our parking lot dne which is to um get our activity buses off campus in a timely manner so that they can get to whatever activity without having to rush and then have students in a different frame of mind when they get to a competition because they're worried about being late we then release our um student buses uh all our students as well and then we're still working on the south half or the route 22 in the afternoon but the longest weight that we've had we've been out there timing every day um right now the longest weight is on somebody who would come in at um three it was if they got to 325 they were clearing stevenson drive at 3 40.

so it's about a 17 minute wait um right now in the front we're working on getting that slower part of the problem is we have many parents come at 3 o'clock 2 45 to start waiting and it backs up in the front parking lot as well as stevenson drive and even doubt route 22. um the interesting thing is that if you actually come to pick up your student at 335 your weight is like two minutes you pull right in get your student and walk right up so um we're working on communication better messages um to help reduce the amount of traffic but right now our bus contract is living up to our expectations um and the traffic improvements that we made are working as well and you mentioned the morning drop-off in the front we we used to because the buses used to drop off up there and the cars would be pulling in we moved all the buses to the back and the morning drop off this morning it was 8 31 on a monday morning then there were no lines of cars in the front waiting i mean there were still people pulling in to drop their kids off we wish they would get here a little sooner but they were not late because they were sitting in line so um the morning is is so much better yeah the buses are here on time we still have some work to do with the port clinton or the the front half day entrance um we also have 800 parents showing up here to pick up their kid and everyone roll you know in the morning they kind of roll in it over time but everyone wants to be here at 3 25 to pick up their kid and so some of it is it's just gonna get a little crowded right so we'll have more data obviously next week with the closure of route 22 at the railroad tracks this is going to impact our scheduling um but and we'll work on that um but we'll continue to collect data and provide um evidence of when they they they require to keep the required to keep up um uh when they when they pick up a student or when they drop off students when they are released every day so we track that data and then they have guidelines that they have to meet um if they're too late then they are penalized an intimate contract track correct it's electronically stopped south watches correct and we do have a an app um called first view that our parents and students can sign up for that shows where the bus is and how long it'll get to that bus stop so that they can work on a little bit of better real-time pickup and drop-off service as well okay all that can be found on our website i just saw um i don't remember which show it was on the report that the driver shortage is still continuing yeah there are guys there are staying on top of it i get reports every week of how many drivers have been hired how many are through training how many have completed training um and how many have to be borrowed from another local district uh full bus routes we weren't full bus from last year until november correct yeah so it's much better we're we're knocking it out of the park right now yeah and let's you know i think part of the rebranding let's move away from buses to yellow limousines sorry no limousine i think we need to attract got it yes okay um and the final item for tonight is just uh our just excitement over the pwc opening um last week to our faculty and staff and students and then today after school was the first day that our kids could begin using the fitness center on the second and third floor and troy and i had an opportunity to walk through and destroy and you wanna yeah you wanna talk about what we saw it by the way it opened at 3 30 and troy and i were walking through at 3 45 and it was it was we had over 300 students who stopped by i love the picture of the back how many backpacks there were laying theirs because it was and it was um just a couple pictures away here so you can see kids everywhere using the workout equipment i think the thing that was most interesting to me is that you see the group of kids you know this and i know just this is not a group of our top-notch athletes these are just kids that wanted to come work out needed a place to be together um every single squat rack space was full from 3 30 i i came back started walking over here at 4 30 and they were still all full kids were waiting to get in line going to do other waiting to get their chance to get to get under the bench um but you can just see how many kids were um were up there you can see people doing squats it was great it was absolutely amazing and i don't know if you have any pictures of the third floor but the third floor is where all the cardio machines are so stair masters treadmills ellipticals i think and uh they were all over um all over the third floor as well so it was very cool yeah so yeah it is open until actually it just closed so from 3 30 to 8 o'clock for our students and at the 4 30 bus a bunch of kids like took off grabbed their backpacks and ran right out there to the bus and there's another 5 30 bus so they were still even at that point there was still 200 kids in the room and um we we actually had uh i think the biggest problem was we were getting more help like we were like we needed regular security guard up here like we just needed more adults just to be in the room because there were so many kids in the space it was also really cool to see the kids run sprints on the astro turf and they were over there doing jumps doing plyometrics like just making use of the whole space right and uh jasmine's or the pwc cafe whatever we're calling it these days is open until eight and all the spaces are going to be open on weekends as well and during holidays so thanksgiving break winter break during the summer we really want this to be a place for kids to be able to go you know work out get something to eat have a cup of coffee or whatever water and then bobo tea is the big seller and then there are tons of study spaces as well so we have soft seating furniture we have study tables and so it was also really fun to see kids after they worked out to go downstairs and study you know so our feeling has always been that we want a place where kids will want to be when they're not at home right like you're either at home or you're at school don't go other places and get yourself into trouble and you know like stay here we'll take care of you we'll have opportunities for you to be with your friends and do things that you enjoy or do some homework or go work out um and so we were seeing that happen in this space and that was really and you know we don't keep the building wide open after school the ilc and the qlc are open for kids if that's a you want to go study you know use the media center or whatever that might be so and then the end of the day also the pwc so we basically push kids you need to either be in this space or that space when um if you're not supervised by the club it was great to see kids doing healthy things right like in their work it's really exciting you mentioned that you were pulling staff just to have enough adults yeah in the space is that something that you all will be assessing in these first few weeks i think respond to it's like don said i think it's like the january 1st effect you know like it'll i hope not it'll spread well i think what will happen is kids will realize that well wait it's open until 8 o'clock so 300 kids won't all be there right at 3 45 i mean if there are great we'll yes we'll have more staff in there but i think kids will spread themselves out you know until eight and then they'll be there on the weekends and and yes we have um our new uh wellness coordinator alex is in there we have fitness staff from rebrown who rebound who are in there we have security but we're also probably going to be hiring students as kind of fitness ambassadors you know we hire students for all different kinds of roles we'll have them as kind of fitness ambassadors not that they're going to give any advice on fitness education but they will be there just to kind of monitor what's going on making sure the kids are using the machines right you know we have pe leaders now so we'll probably have um kind of pe leader program for after school as well so just more supervision in the space i in our wildest dreams i don't think we expected 300 kids would be all right we thought there'd be some kids that would come but it was maybe 50 maybe 100 is awesome and they're all gonna be really sore tomorrow morning so i don't know we won't see until wednesday or thursday come back tomorrow you didn't show photographs eric and i went over there yeah we were not working out i was going up the stairs so we went over there about 4 40 or so and on the way over there every field was being there were there were kids practicing and working out yeah every one of the fields here the whole campus was a buzz it was just i mean this is one of my favorite seasons of outside because i'll just after school i often just walk outside and you can just walk from event to event to event and see kids it's pretty special yeah it's just yeah i i really appreciate now and especially spring when you finally get the sun the day with a little sun and you can walk outside and go from baseball to softball it's there's something really cool about how busy this place is and to have them here on campus you know not off getting themselves into trouble someplace you know but to that you know we're happy that we have 40 sports and 200 coaches and you know i mean it's great we want them here you know engaged having people tell you the kids were up their head fun today so i hope they tell their friends and i hope there's another 300 kids there tomorrow because it was it was a lot of fun all right that's all i have and i have a emotional journey please it's so moved okay okay so we have brownie and grace all in favor

so would this be the the primary core system the language arts and the um yes so we have a language arts teacher and we have a math teacher there and then we also utilize Plato for electives so the students do have access to Plato to earn additional credits outside what does Teresa Jacobs say about the decrease in students does she have a um you know I really don't get into that with her that's a companion issue um so I've not probed as far as what their reasoning is I do know that last year they came and met with us and talked about some changes at the state level as far as how they're funding and there's a an initiative at the state level that I apologize I don't know all the details of but it's called The Family First initiative that really prioritizes getting students back to their home versus remaining in a residential facility long term so I think that's been part of it too when you say the Department of Corrections are you referencing like the juvenile system that Joseph has all right and there the students come from all over the state so they're not just like County students right okay all right thank you any other questions thank you move right along to our director of facilities Mr Ledger thank you Mr Seuss I have two items tonight um just an update on the grammar project um our last board would be I indicated we were all done with all the classroom work for the summer we wanted to accomplish and we had some lighting to continue on and we did get all the lighting done in the serving area the uh food prep area as well as the dishwashing area that I work with Debbie Indiana about so that's all finished before school started um now that schools back in session we will continue to do what we can at like the mechanical rooms as well as the mezzanines uh my guys are right there they're working now putting lights up in the mezzanines I will be doing some infrastructure with us and electrical disconnects electrical panels we may pour some pads for some equipment and as equipment comes in if we can do things over breaks we'll utilize that time as well so it's going to be kind of Hit and Miss from now until next summer but we hope to get a lot of things done in the back of the house and that continues on right now and then we'll be hitting it hard again next summer any questions on that so what are you going to hit hard next summer oh we have a whole bunch they right we know all our HVAC equipment supposed to arrive between spring break and next may I got it we ordered our I think I mentioned last time we all of our rtus which is the rooftop units we ordered back in May or mid April and they're not due till in May 13 months so yeah we can't we I promise well Ryan's here but I promised John we would not disrupt any instruction have no disruption of HVAC as far as heating and air throughout the entire school year so we're kind of playing around the school schedule and we won't have mostly equipment till spring break but we can do a lot of stuff as I said infrastructure wise got it got it thank you um this will be my last update for the summer projects I'm sure you guys are really happy to hear that uh you have the sheet at your stations um uh pretty much the whole list is done with the exception of five items um two of those five items I knew from the get-go we wouldn't be because of the whole supply chain issues uh that would be the uh the the front end of the intercom system at kaler it's not supposed to be here till the end of September he's already got a scheduled to put that in when it breaks we're already scheduled for that um the scoreboard which I told you on Good Friday was uh with the microburst blue Donna Taylor and we ordered that at the end of April and it's not supposed to be here till shift till September 9th he did confirm that's still on target last week so that's that's confirmed and then the other three items uh there's some furniture that Grandma wanted for some uh some classrooms there's some stools that's on a cargo ship in the ocean right now and they're saying mid-october uh my data meter which is just basically for some optimization data for us it's it's now pushed back to September 9th and then um our kaler stage curtains they told me last week that now has moved back to September 23rd so other than that and the only thing that really affects any students or staff is the kaler scoreboard and I've Canon Tim that you know they're going to have to do it the old-fashioned way for the first couple of games but other than that it's all complete any questions on that yeah it might be the only I heard from an inside source that the Bradford whites were installed with minutes to spare the uh I will that you have a good source on that my Bradley sinks uh again wiping sweat from their brow the Bradley sinks came they they actually came last Tuesday and we we had them there Wednesday and Thursday before school they started at 5 30 and they we took the barricades down at 8 30 before they let kids in in 8 30.
