so they contact us so that we can talk about it and then what they do is they talk to the parent and it may be a situation in the proprietary database that they have they're a non-resident like they live somewhere else so they'll say to them where are you living show us your lease get us a copy of your lease and all that and so in fact the one case that you sent me over you know when i contacted the parent i said she the woman was not on the title of the house just her husband was so i said to her and now you have to think this through i so i said send me your marriage license tell me you're married to that person and then share you know uh send me your your mortgage or your tax bill that has the husband on there so i can tie the two so that's what residency all is all about and so it takes you know it just takes a lot of time to get through some of these things that's all right so if someone is found by national investigations to appear to not live in our district yes they send the letter out and they take that call from the from the parent they will take the call yes and you know there are cases and again i i i will as i am always open with you guys you know there are cases that maybe they didn't get through so maybe they'll write to the board please feel free to send that to me and then i will i i don't call national investigations i call the parent right away right i just want to make sure that we understood because yes you know calling us over and over if they got that letter isn't going to fix the problem sure sure so i just wanted to you know somebody comes to me i like to know the answer and we can just get them on their way the right right yeah and i think the other thing i'll share is that you know this is a brand new process it's going to take a couple years for us to get this cycle going and because we're going to do the same cycle every year next year we're going to do returning students next year we're going to do new students so we're going to we're going to continue this cycle so everybody's going to be checked all the time during the year we're also going to have residency checks so you know there may be some people that say hey i've kind of slipped by and they're all happy we'll catch them you know and that because i mean it's it's to the taxpayers that we want to make sure that we're we're paying taxes just and educating only our students okay so so ken uh thank you uh geneve for bringing this up because uh you know all the board members at least got the one email from a parent that sure went through some very trying situations with this registration having issues allegedly and i have no reason not to not agree with this one parent and multiple issues trying to communicate through various methods communicate to the school district and national investigation so and it looks like as if that particular issue was being resolved through you and and our superintendent so i guess my question is what are we doing to prevent reoccurrence of this issue you say yeah you took care of it but if that is true that this one parent made numerous calls to national investigation to no avail so sure what accountability are we imposing on national invasion investigation so let me take you through the process of that case so when i when i received the email that the first thing i did was call national investigations because i saw an email where she said that she had called national investigation multiple times called national investigation she called twice call was returned and she was asked to present her lease never did okay okay so i called the parent and and i i called national investigations first again because i want to hear two sides of the story here there's always two sides we all know that i called the parent the parent was very nice i said you know i understand there is some situation there's a situation with your residency tell me what's going on because national investigation told me she lived in another town i'm not going to get specific because i don't want to get specific with the with the family said she lived in the town so i said to the parent i said did you live somewhere else she says oh yeah i used to live somewhere else but now i got remarried and i live with this person all right so i said you know so i went through the whole scenario with her and i said i'm here to help you i said so i need this information i need the lease i need your marriage license and all of that and she sent it to me so i received it i looked over it it looked good it didn't look forged at all it looked it looked good and so i made the decision that she's resident i then called national investigation and said they're a resident here's the information i sent it to them and then i uploaded it to the system and also contacted the schools so it's you know i just do a thorough investigation now here's what i will say about national investigation they're investigating about 3 500 of our families there's going to be one or two cases there just is you know that that's just the situation it is it is you know um so again i'm i'm ready to have things escalated to be i don't have any issue with that at all but um i'm confident in their work i had another case where i will tell you that the parent called me and said this happened and i called national investigation and they said uh let me pull the body camera and see if that's really what happened and they did and it didn't happen okay yeah most of them do because they're they're there are police officers for various communities that work for national investigation you know yeah so they have body cams on yeah there's a lot of cases where they go to the door and nobody answers the door because they have their police uniform on a police uniform of of of various of various uh communities oh really yes so they they hire you know off your police officers so what happens a lot of times with well what happens a lot of times with these investigations especially national investigation that it's regionally known they will contact the local law enforcement said you know we're going to be in the area and i say that and i know that because when i was at troy we used them and so they would contact like the joliet police and say we're going to be doing some surveillance in your area we just want to let you know that you know that because sometimes they're sitting in a car watching a house in their police car no they'll have their own car actually because they're off-duty they won't have a police car but you just said they dress they have their attire they will have their attire on but they're not in a police car because they can't take their if they if they're if they work in let's say joliet and they're doing investigating here they can't take a jelly a police car here but they can have a joliet police uniform they can keep their uniform on sure yeah they just got off work sure they can yep but that's a different story shopping and off work but working another job yeah so they're doing that um i don't know i can't doubt you but knowing and i'm not an expert at this i mean maybe he can answer this but work wearing your police uniform um in another town where you may not have jurisdiction to is that right can you i i another company i i don't know i mean this is coming up i just think i think at least we need to inform the public of this process that police officers from various communities could come to represent the school district because if somebody from chicago has a police department come to my house i'm like i'm thinking no i'm not asking my dog yeah that's that's new to me i just find that to be unusual and again i'm just putting my place myself in someone's shoes if a police officer came to me from naperville say hey you know i'm just verifying that you live who what you verifying didn't i live here to yeah does it i believe they do i know again you see where i'm talking you see do you try to well i i i know i understand what you're saying apparently yeah wrong or right you know as far as they been a true person in the community or not here but just the presence and the whole scope of what this process is i at least again just being open transparent i think if that being the case we need to put that out so people can understand so they're not you know what the heck i see you know i'm looking out my window and we do get cases that people are tar you know are erroneous it may be small in numbers our erroneous selected as not living in the district right it's just very small nonetheless that happens so again not to be you know be late on this conversation but i just find it very unusual for a police officer from another village coming and representing us on this issue in their uniform i just find that kind of unusual i guess my only response to that mr brown is then who doesn't well i think to address i think what you're saying here is you know perhaps that might be a follow-up conversation so that if somebody uh has to go to that next process we just tell them what to expect next you may we'll have somebody come to your door that is representing national investigations you know to alert them i think that's what you're saying yeah or or just again that you know that a person a police officer from a community other than park forest university park crete money possibly beecher is coming to could possibly come to your door to address some issues with residency i thought personally it was all national investigation employees that's what i thought and they may have had some you know their uniform on so to hear a police officer from another god knows is there any boundaries like dr hall says chicago or any boundaries there we don't know you said they just hired him and we have no idea who that may be and i would find that very as again a taxpayer a homeowner or whatever someone came to my door you represent who i am not going to have a conversation with you i mean it's it's is bad enough that you know police officer came to my door from university park uh or creating i lived in moni i would put my dukes up but outside of the district i'm like no and you want to have that conversation right the police officer want that conversation with that potential person and we and when you start thinking about even safety i mean we tell there's warnings out there for families that if somebody comes saying they're wearing a comedy uniform or that that sure you just have to be careful with that and so um depending on the neighbor especially depending on neighborhood they i mean to even think that okay well they didn't answer that door so they must not live here they might be looking at you saying this i don't know who this person is this isn't i think we hear what you're saying i think we can follow up yeah i just want just one one question one question here can you follow up on your follow-up can you just ensure that it is okay for police officers you don't talk to crete they're their police chief or university park police chief to say is it okay for a police officer in university park to go and perform duties in markham illinois outside of their normal duties in university park with their attire police attire on okay that's all if it's okay it's okay that's fine you know no problems and then i just say share that with the community that potentially you may see a police officer with the clothing on outside of our district in the neighborhood okay okay okay any other new business the only question i had is i had a student reach out if they wanted to add a sport in the high school who they talked to about possibly adding that some of the surrounding schools hf maybe bloom he gave me two two examples about adding um another sport to the high school ms perkins can probably address this but generally speaking i think the student contacts the administration and completes it i don't know if it would go to uh the athletic director or it's usually the building principle okay okay any other okay we do have a need for closed session tonight can i get a motion to go into closed session for the appointment employment compensation discipline performance or dismissal of specific employees moved second roll call brownies and i dr hall aye mrs walters aye mr sawalis aye mrs galbraith aye vice president rule aye president alfred hi um for the live stream just to let you know when we come out of close the only thing we have left is to adjourn so we will stop the live feed now thank you for watching sure and i will give thank you

august forward meeting there has been adequate notice of this meeting provided by the board of education june 23 2022 notice the co-star setting forth the date time or place for this meeting similar notice has been posted in the town hall the brielle school website and the girl clerk was you know pro conference mr becker dr d'ambrosia here mrs jones here dr lavalla [Music] under god [Music] um yes and do we have any presentations or presentations okay [Laughter] and visitors business visitors are permitted to comment on agenda items only at this any time yes we had three letters from recipients of our scholarship one from kate campbell dear board of education thank you so much for the blazer beyond award and scholarship money i really enjoyed my years at brielle school and can't wait to start high school from carly dear the board of rio board of education i would like to thank you for the 50 scholarship for the robert farmer instrumental music award i'm honored to have received this award and i hope that i can use this money towards college thank you again for even considering me and for giving me this award and the third from erin marsh dear board of education thank you so much for awarding me the most diligent student and academic excellence award i look forward to using the money to further my education and i appreciate your generosity thank you kate follow me and we love getting uh correspondence from students so thank you for that um and so we're going to move on to committee reports district operations ted sure um we had a very good meeting on monday i've been working very diligently to close 2020 too and we were able to get a very very superficial sense as to how we thought 2022 was going to end up um reels into the very superficial look at what some of the surpluses look like you know to you know to be able to to you know do some planning going forward because time is you know more time to get away from us in terms of some of the significant projects that we're going to have to do over the next five years we want to make sure we have the appropriate funding in place so that that would be that would be that would give us short-term objectives um but it looks uh it looks to us as a committee uh and and and and and and i think the administration concurs that you know that the district that the district is on very you know sound financial freedom at this point and we receive the status as the project media center um it's it's singing the singers who's coming along and is that that fair you know distinguished when you work with school opens neither the work is but the work is not going to be impeded by the children more of the children can be repeated by the work there when do we because next how week it will take to repair so hopefully next week is three um on the agenda that are for previous years so for instance a2 so last line of a5 and b1 my question is would they be able to be applied to the 2122 budget and it's almost 121 000 and it would just be reducing the surplus that's there well it's not really a choice the yet high school always fills us with resource instruction after the year this year we paid for two years ago the [Music] this year we paid for the 2021 school year now we're going to be paying for the 21-22 school year in the 22-23 school year it always moves ahead one year from when they're building us from when they're reevaluating how many students were in the resource instruction what the actual number was by the end of the school year then it's always built to us in the following school year because we never receive those invoices we have no record of therefore receiving those invoices those are two students that attended an rftc program at wall to look for yellow resident students i have no record of ever receiving those invoices we know they attended because we paid other months this particular charge was one month for those two students [Music] b1 is the cafeteria balances from a minimum of two plus years ago we should talk about that a little more detail because we talked about that okay so they found a bunch of payables that were never so we had talked about how to approach that people saying that to try to reach out to them at least reach out to parents going back to certain world but i don't know the business office and so now it simplifies um greg has put it in the contract how we're going to be able to maintain that we have an assistant which is regarding the stuff and it wasn't impossible i would have to say well i would have to i would like to look at the policy because i don't recall it says um that it's turned over to a collection until [Music] i think what we had talked about though was not just just writing it off i thought we were going he had said we were going to reach out well i don't remember purchasing that from two years ago i said the magic date was march 13th 2020.

bye because i gained six-pack call this meeting to order at six o'clock and um we need to adopt the agenda you guys hey just you too man i moved to a job the agenda has proposed i'll second all in favor aye aye motion carries three to zero pledge pledge allegiance okay so um let's see do we have any questions on the meeting minutes no but this is like in school when everybody goes to the back and no one wants to sit in the front right okay so no questions so we can i need a motion to approve i move to approve the minutes as presented i'll second um favor aye aye motion carries through zero so as you can see we are a small but mighty board because we um had two members step down one moved out of the district and um one had decided that it conflicting things and he wanted to go ahead and step down so anyway hopefully we are in the process of okay so hopefully we'll have a new board member maybe next meeting i don't know who knows okay so current superintendent report thank you a couple different things in front of you you have the new uh annual report this is the 21 22 annual report uh we'll start distributing around the community um thanks to kayla fulmer for all her hard work and and bringing it together you will notice uh in some cases uh there are ads in in the annual report that's because part of the agreement or part of the the plan to increase the amount of donations uh to the foundation uh if you sponsored at the highest levels um you then received ad space and so that's why you're seeing some ad space here um and to give you a perspective uh that that step and repeat that's on the back there um those three vendors uh donated at the 7 500 level uh the one up front you see people that donated at the six thousand five thousand four thousand three thousand level um or uh for your own information and we have some activities coming up but we've been very successful uh we will we will push this out at the annual at the at the foundation business breakfast but this year we have uh currently raised uh 80 over 80 000 through our partners donating to our foundation in a normal year we are probably in the 10 000 range and so it's going to allow us to continue to recognize staff continue to increase the number of scholarships for kids and then we're talking about the third component of our uh of our bylaws will allow for many grants for teachers and so we just had a conversation today that with with the amount of money that we've raised uh there's a chance that we'll be able to go ahead and and put something out this year for many grants for teachers we got to work on the details got to work with julie on some of the issues on how that how that takes place so that follows all the payment laws the other piece that we will start to do is take some of that money and put it into an endowment uh and then hopefully over the course of time uh raise that endowment to a an amount that will guarantee that we'll be able to do x number of scholarships every single year um so it's been very successful uh we do have the business breakfast on tuesday the 23rd from eight to nine so you're invited to it to come to that it'll be in the boardroom here we will talk about the annual report we'll also talk about camp scrubs which was a partnership between banner health and the middle school uh and then we will uh share some of the other things that are happening uh we also have on the 29th on monday the east valley boards meeting uh what that is is every year that or every excuse me month that there's a fifth week on that monday all the different uh boards for the east valley school districts get together for dinner and and topics for this year usually that means there's four of them in the course of the year this year there's actually two because one of them falls on memorial day and the other one falls on another holiday i can't remember exactly when so uh there's actually two of them this year uh if you want to go it's going to be held at mesa public schools uh just let deanna know we'll get you registered um on the elections just so we're on the same uh page with the with the elections um mr ray his term is up and miss cars terms up ms carr stepped down because she moved out of the the district um and uh mr ray has has put in for a writing candidate we also have a mr jason beach who submitted the requirements so both of those individuals be will be seated for those two seats that's the seats will be filled in january there's a very good chance i think the board of supervisors hasn't done it yet that there will be no election this year that's a fairly significant cost and since there's two people running for two seats there's no point to have an election that's happening more and more around the state where you're not having school board elections because they don't have enough people that want to run for the for the positions the third seat is uh for mr mccloud who had the step down initially we thought the advertisement couldn't occur until after the general election uh miss broussard who's a county school superintendent uh did some research and and found that actually the the drop-off date for when you can advertise because what it is is if you walk away from your your term before it's up and you replace somebody they can only stay until the next election so technically speaking if they stay if we replace them in july they would only get a state of november and then we'd have to redo the process well what she found out is actually the deadline is not the election it's the last day to file the run for the position so therefore that would have been july 25th and so as a result of that she's gone ahead and posted the position i've met with two different individuals that are expressing possibly some interest they have to if they want to or if anybody wants to uh run for the position they will have to turn into the county by next friday at five o'clock the application uh then there will be interviews the tuesday after that i think that's the 29th maybe it's the 30th but there'll be interviews then and the selection made and then that person could potentially be seated for the next board member or board meeting on the 19th of september we won't know until next friday if those two individuals choose to uh run if there's anybody out there that knows somebody that that would like to run uh please have them contact me i'll sit down and talk to them and explain to them what it really entails uh to be a board member and we'd like to see if we can get one if if nobody puts in for it then you just post it again and and we just try to see if we can find someone that's interested in running that individual whoever replaces mr mcleod will have the seat until uh december of 24 um and then if they wanted to run again they would run in the in the election in in 24.

i good evening ladies and gentlemen i'd like to call the regular meeting of the brookfield board of education to order it is wednesday august 17th please join me for the pledges liberty okay we have um all seven members of our board of education are here this evening and dr burrell um [Music] um before we start tonight i just wanted to say that this is a special meeting of the board we decided a number of weeks ago because of all the discussion in town about school security that we would spend in the evening to actually walk through how to use secure skills how do we deal with broad fields so tonight's agenda is largely dedicated to a review of our protocols and so we will that's mostly gender we have a couple of regular business items we have to dispense with and we have some policies which we'll do after that presentation but tonight's meeting is really really really focused on school security um there's not a ton of people here in the high school auditorium so i'm hoping that people are taking the time to look at this video online we do have a town meeting next monday to approve the funding for the proposal for our enhancements to the security but i would be great if you've had a chance to review this video before that so first up on our agenda is our first part of our public comment the board of education does reserve the first 20 minutes of each meeting uh for public comment for items that are on the agenda we have a sign-up sheet we all because there's not that many people here our first public commenter or speaker is our first select woman mr farm so i invite you up to the uh i feel so far away over here tarakara 54 indian trail good evening everybody and to bob's comments i hope that people are watching from home i feel like i've been through hours upon hours of meetings and nobody's ever really come to me and said what do you think about all this so i'd like to share my sentiments based on what i know and what i've learned um i first brought up the need for our town to do something regarding enhanced security at our board of selectmen meeting on the 6th of june and at that time everybody is well aware that i made it known that i am 100 in favor of armed security in our schools since then there's been tremendous commitment work time and deliberations done by the school security task force the boe the bos and the bof separately and together i would like to commend all of the volunteers and especially our police department who dedicated their efforts towards our common goal which is enhancing the security of our schools whether you are for or against the plan in its entirety or in part i respect you all and i respect how you feel about this incredibly difficult task before us which is at the end of the day protecting our most important investment our teachers and our children from the bottom of my heart i truly appreciate your collective work i found after many hours of meetings that i participated in that the discussions brought us to a shared understanding of our approach to layering security at our schools for our staff educators and students my contribution to voting in favor of the plan as presented by the doe did not come lightly i will admittingly say that this was not an easy decision for me personally and one that has and continues to keep me awake at night i will share however that after much discussion and consideration i did vote in favor of the plan in its entirety because i do know that it is a solid plan the plan fulfills my request of armed security at each of our schools in the form of police presence is it the best solution is it a plan that will work to those questions i have zero answers the plan as approved is not the minimum it's not the maximum but i do know it is a reasonable in between that will add extra security at our schools and addresses concerns from across the spectrum of sentiments regarding school security as we all know some people want no guns some people want more guns some people don't want taxes to increase we could all conduct research and be able to cite literature in support of any one of our stances in our town meeting form of government as bob mentioned we will be coming to a decision as a town on monday night i will be voting yes again in favor of the plan as it is because in distress it is a solid plan it addresses gaps that have existed for some time and is part of our layered approach to security and i again want to thank everybody for their time and attention on this matter thank you mr scott we have one more yeah um good evening tony carr coincidently and 54 indian trail uh having spent decades doing security i just want to again like like thank all of you for your tireless efforts and putting together a plan the one thing that i've learned throughout my years as a security professional is that no security plan is the final plan it's an evolving plan so all i ask and i think what the town should expect from all of you is that you continue to revisit six months one year and tweak as necessary because it's a security is fluid and required in in we're lucky enough to be able to make adjustments as we go along thank you very much thank you i'll just comment that that was exactly the sentiment that our security task force said if we want to come back we'll get this going do it right and then come back again as we rotate through different topics of security so thank you that's right that's it for our public speakers this evening so next up on our agenda is written correspondence sherry styronovsky and janet dunn wrote regarding school safety and security lisa cohen wrote regarding armed security and funding and nick schmidt wrote regarding medical consent forms [Music] good evening everyone thank you bob uh so uh we've had a lot going on and i think uh you'll see in the consent agenda it's been a busy summer in the hr department and i want to thank uh beth uh where's matt here today for all her and sarah lynch dr ruby the principals everybody who's been involved with hiring and staffing and getting us ready there's a couple more interviews left and uh we should be fully staffed by the end of the week as you can see the match of the hires versus the resignations when we get there so we're really excited about the people we're bringing on board a lot of great new new teachers and experienced teachers joining the team um it's important to let everybody know that our bhs board of education student rep will be caitlin zezza you'll get to meet her on september 7th if the name sounds familiar yes that's mrs zezzo's daughter we also there's some welcome back communications just as an announcement so the board's aware and the community's aware this past monday i sent out my welcome back message to all the faculty and staff our theme this year is reset and relaunch really excited coming uh out of the pandemic hopefully really coming out of the pandemic we have some guidance from the state but there are no mandates or requirements and so we're really excited about that our nurses are working very hard to develop a letter of crystal-clear communication that'll go out to the parents at some point next week also um it's important to know and as a reminder for parents who might be watching for students who receive special services mrs d nicola hickman our special services uh leader she sent out her communication to all of those families uh dr mann today sent out her intro letter to the faculty and last week sent her introductory letter out to all of the families via school message so if you haven't checked those out please do um let's see friday my uh the brookfield broadcast our district newsletter will be going out we're looking forward to get that out and of course our principals have already been communicating with families we'll continue to ramp up communications over the next week finally it's very important to note and we've noted that to families that on august 23rd powerschool will be available to them for noting schedules and also noting class assignments powerschool is open for demographic data updates as well as looking into the handbook and other things for sign off for parents so please go to powerschool and update your children's information i also wanted to know working with eric our technology director we have a final meeting on friday with the state for the technology package for canada lake elementary we have a strong and full anticipation of the final approval that is verbally happening on friday and i'm sure the documentation will follow and then finally the a little bit of news with numbers kindergarten enrollment at this moment is 164.

just to give a brief overview of some of the safety updates that are going on in the district uh so if you want to advance that Eugene uh just again we're going to go over just a brief overview and hit some main points of things that were going on previously in the district and then things that we're ramping up this year one is our comprehensive plan so our safety plans primary objectives though of those are to make sure that we are ready for any crisis that comes up and then we're practicing on how we reintegrate into the campus when those crises are done those plans consist of Crisis management crisis Readiness and also in there is a site action plan where each School site sets goals on how to make their campus safer there's a copy of each one of these in the front office that can be accessed there through each office's front office staff each School site Council approves these plans goes over them and then they are submitted you know through the district I believe in February to come to you guys and then quarterly site district and safety teams so our district safety team which I am happy to be leading I was I had the opportunity to lead it five six years ago when I was the assistant principal at Wilson cereals I'm happy to return in that role this year so I lead the district team along with Mr Putnam and each site has their own safety team that goes what they need to do at each site so next slide these are the drills that are required of each site as you see each site must pull their alarm monthly and evacuate students earthquake drills are three times yearly Intruder hostage barricade are also three times bomb threats are twice and then we do a district-wide disaster drill each year each drill is documented and sent off to Mr Putnam and Rosie field at the maintenance transportation office and then if you look on the next slide uh some of those trainings that are going on as I just stated we do a yearly um active shooter training that I'll talk about in just a moment uh these are some of the trainings that we do not not everyone is done every year a couple of the main ones all sites in the first two days with staff this year went through their code red lockdown training to make sure they had those procedures and policies in place with their staff and then some of the other trainings including what I'll talk about just a moment are catapult emergency management system training has also taken places on campus uh some of the trainings that we've gone through in the past as well as we're moving forward with uh yearly like I said we do a district uh disaster drill training those have been focused on anything from flood leaks to or gas leaks and natural disasters with things that have been going on through the nation we decided to focus primarily this year and probably in in the out years on active shooter drills and training with our with our staff and students some things that we've done in the past all of our district admin and representatives from each safety team in 2018 in April that year went through a community-based threat assessment training I believe it was right here for a couple days in Center High School library actually I went through that in May of 2017 actually at Wilson C Riles some of the administrators are still here we had Cal Fire and Placer County come to us and say that because of our where our campus was if there was an incident there could be up to eight different agencies that responded so we worked for that year in conjunction with Mr deason who was here to they organized an active shooter drill they went through and allowed us as staff to participate as well as to observe how they would respond to an incident we do have law enforcement support we have a contract with Twin Rivers Police Department we do have a school res office resource officer who is assigned to the district they are present during the school day and they do also do student Outreach you'll see them on each campus and at the elementary campuses you'll often see them with stickers even the middle school kids love those so they're doing Outreach they are housed here at Center high school but available for every at any time to any site they have 24 7 coverage around the district and they hook into our security cameras which I'll talk about in just a second and then they do have a 24 7 Dispatch Center that is available for calls after hours uh and then as I mentioned earlier uh catapult is our emergency management system all of our staff was recently trained on at the beginning of the year retrained that allows us to report incidents that happen from drills all the way to actual incidents that happen uh in real time so it's we have also direct communication not only with others in the district we get notifications but also with police and fire and then emergency procedures come directly to our staff members phones so if it's a code red drill where we need to lock down those directions come directly um immediately through through the app on people's phones there's also a catapult allows us to people to report bullying or any incidents through the websites those are available on desktops mobile phones you go to any school's website you can easily find that and able to report an incident and then District communication that was enhanced a few years ago each site has five Motorola radios that are available to communicate with anybody at the district office Transportation communicate with other sites that used to be done through a handy dandy cell phone that wasn't always working so that was an upgrade to be able to communicate directly if there was an incident with other sites as well as a district and transportation uh some security measures we do have surveillance cameras uh that are fairly new to us some of those are still being installed installed but you see the breakdown of how many cameras are active at each site so there's 154 total in the district including some around the uh the annex where we are now um and then also when it comes to safety directives for campuses all staff has been trained to make sure that their doors are locked and secured during the school day I don't think I took eight minutes but are there any questions thank you so much thank you okay moving on to item 13.

and then since then people were not purchasing or they had long graduated were out of school men going back prior to that were in high school that have since graduated went to college so to collect from these people and try and prove to them what they purchased two or three years ago was going to be people well they're not in the cafeterias this is from a different company that's why we moved to central are they being returned yes they are why would that be done those who are in the bills we had also talked about moving forward setting up the system where this kind of big number didn't happen where it may be monthly or at a certain threshold if the student's account below let's say five dollars that they would automatically the parents would get an email that you need to read you know free up your degree of your account balance uh otherwise the student's account will be closed to get anything other than just election year but i don't think it says all the information but it does say that it's below like ten dollars so we'll take a look at the policy and see what's the best one to take thanks john any other questions okay no more questions for on representative to mana swan said again we have been meeting last night it was just short of three hours um presentations uh very very interesting presentations um i i have about four pages of notes i'm not going to leave them all to you but a couple of a couple of um a couple of new course offerings in 2223.

okay some clarification we talked about there being two seats steve's seat and then another person running there's no election right don't those two plus oh okay so now we're talking about another person right right those two get seated right yeah those two get seated in january mr mclaren right actually in this case it's not only the next election it's the end of the term because mr mccloud's term would end on the 20 in 2024 and so therefore they would just run out the remaining two two and a half years of mr mcleod's term um and then if they want to run again they could they could run again so we're working on that and if there's anybody else else interested just let me know in terms of the process that's going to be followed because i was one of those people when i got on the board and we had interviews internally locally first before we passed anything to jill are we going to do anything like that well i was at a meeting this morning that i thought joe was going to be at and unfortunately she couldn't make it so i'm going to have to call and see what her process is i've i've been through this several times my career and each county seems to do something slightly different so i'm not sure i got the impression that it was going to be a one-shot interview just with her but but i don't know that for a fact but to give perspective uh she has based on those people that have filed for other school districts in the county she has 26 unfilled uh board seats across the county that she's going to have to kill so and most of those she cannot fail until after the general because even though nobody's applied you gotta wait until that election is done so again this speaks to quite frankly the difficulty for lots of reasons i don't go into but difficulty of being a board member and people not wanting to run for boards and it makes it tough i'm aware of one small district that normally has three board members and they've only been with one board member for the last six months because they can't the community is so small anybody that wants to run ends up working for the district so therefore they can't be on the board and so they're running with one member board um for at least a half year if not longer so how do they get a quarrel but i mean it's an interesting dynamic with only one so but they can't find anybody run uh let you also know besides the foundation business breakfast uh we will also have uh the golf tournament um uh the first annual golf tournament on september 10th through the foundation and then we will be hosting this is plenty of notice but we'll be hosting the asba now county meeting they have county meetings around the state uh it is on wednesday october 19th from five to eight i have not seen the full agenda but there is a possibility that they may have on election year a lot of times they'll do uh prospective board members uh we'll have a little uh a session from four to five but i have not seen the agenda so i don't know if they're they're doing that aspa is changing some things up so in terms of student enrollment probably the the the biggest thing on student enrollment is we're down 253 kids um that number will fluctuate a little bit here and there uh we're trying to determine where why we're down to 253 kids um we see that the high school's down uh that number gets a little misleading because we had a smaller freshman class coming in compared to a larger senior class leaving last year you also have a number of those kids that are down at the alternate school so the alternative school although it shows you right now at 44 kids this was as of last friday the numbers have increased and they're actually um uh based on some changes this year they're up 20 kids so overall our high school numbers are not that far off um uh if you add them in in in total and also do the online kids we are down online uh that's because either some of the older kids uh graduated and then you're starting to see um probably more and more you will find a true number of who really likes online now that coverts over uh or online was not the panacea for everybody that people thought it was and i think bob would expose that so there are any number of kids who maybe decided to come back in person rather than do the online piece and so we'll have to see over the next uh year so where does that number really bounce out at and what's the real number of online kids the majority of those kids are at the high school uh we have not we a matter of fact cancelled at the lower grades because we just did not have enough kids uh in third grade through sixth grade to warrant the hiring of somebody um given the shortage of or the loss of students that's probably not a bad idea because for perspective for the community out there uh 253 kid loss is about a million three and so when we start to look at our budget um that then impacts um uh what we need to do uh with with that piece we also have it broken down by the other schools we're down a little bit at cta before you go on um i think maybe there's a little math glitch in here because when i look at 70 students oh yeah that's 44 in the same thing 90 to 0 55 so i probably cut and pasted it and yeah a couple of things that are just slightly off um and so we have it by the grade you can see that kindergarten's down so that's another problem area we're down 71 kids there is that we're still small enough that we go through cohorted classes by the grade and so sometimes we have big grades that come through and sometimes we have little grades that come through so we don't know what this kindergarten is this um just a small class that's coming through or the other piece that's out there is they're not in our boundaries but there are three new schools charters that have opened up uh ala has opened up a 712 school right on the corner of hunt highway across from the hospital uh ala has also opened up a uh seat head on the corner of uh pecos and sosment and then legacy has built the k8 on skyline and gary now those are not in our our boundaries um but in the case of legacy we know of two of our teachers that went over there so they may have pulled some kids brisbane high and queen creek is a brand new school that's opened up so i think it's 7-10 i know talking with miss ridge she said there are a number of middle school kids that have gone over there from our district so the competition for kids is is only increasing as more and more facilities uh grow so we're going to have to monitor that we do i do anticipate this to be a what i would anticipate to be a a one-off year where we we drop we are still scheduled within the four on what i'll call the four corners holmes and schneff road those four subdivisions as well as the subdivision up on on meridian and germain we're still scheduled to get in the neighborhood of approximately 6 000 homes over the next three to five years out of those subdivisions and so if you take a look at a capture rate whether you use the current capture rate of 43 percent or slightly higher capture rate than we would anticipate that we're going to continue to grow we do see some growth out of archer meadows right now especially at um symington uh simonton numbers are down a little bit but it's misleading because we moved the preschool program from simonton to ranch which is why ranch numbers are up um but we're still seeing growth into uh into uh symington because they would take the archer meadows homes ranch is across the street from archer metals next to laredo ranch and we're starting to see those homes go up there's probably a dozen homes at least if not more that are going up so we would start to see those homes the other subdivisions whales ranch and and northside creek up here on germain are probably six maybe eight months from starting to go vertical and then where farms which is next ancient era is probably i'm going to say maybe early summer before they start to go vertical if not maybe in fall so we will still see some construction and we will start to grow but we're not got a little bit of a lag that we have to be aware of um and so our out of the box conference went very very well a huge thank you to dorsey and her coaches and yellow thompson and the student services department for all their hard work and putting on the conference i think the key piece to it is it's tailored to the individual needs of our uh kids uh excuse me of our staff just like what we try to do in our classroom with our kids so they did a great job i also want to recognize alice goodrick who was elected to the board of directors for the state of arizona for the family career community leaders of america or fccla she will serve a two-year term she's had a lot of success in that cte program i just received a letter this week so congratulations to her and then the last thing that i will remind you of is um uh the best thing that happened to us this year is we got a billion dollars statewide for education the worst thing that happened to us is we got a billion dollars statewide for education um the ael the aggregate expenditure limit has not been resolved so therefore that issue is still coming up and the statewide cut to the aggregate expenditure limit which would occur in april if it's not resolved um is 1.3 billion dollars across the state our piece of that puzzle roughly his initial reaction would be six million dollars to only tell you that because there will be a lot of stuff going on over the next number of months to try to address that issue but it is a significant issue and depending on how the election goes it may make it easier or harder the governor had promised a special session called this fall there are indications that maybe that's not going to happen which creates a problem based on what the makeup of the legislature may look like um in uh in january i will be giving you more information throughout the fall but i just want to give you a heads up that that is going to be a looming issue and uh it is it is looking tougher and tougher uh to solve but we will keep working on what i got for my reports okay question does you guys have anything on the governing board report what sorry excuse me staff recognition you have some place to go no nice maybe i don't know we want to stand with us supposed to start storming here soon yes kyle we're going to recognize food service and student services so we'll have yes hot santa come up and do the first recognition bye good evening um good night good evening madam president board members and dr wyman i would like to recognize jan bowser cafeteria manager at ellsworth elementary jan has always been offering excellent quality and presentation of the food that she serves to our students she goes above and beyond in regards to the experience that elsewhere the students have when they come through the service line and she knows uh she knows them by name he has pictures on the walls about different places around the world and some art pieces so the kids not only come and eat but they also talk about some cultural pieces and jan is always helping our department succeed she comes up with new menu suggestions she always checks our prices how much we're paying for food and you know says like you can find something better here for she can or whatever it is and um she's always committed she makes us better every day she's also always willing to help other managers with training uh he helped promote a book that used to work with her into the manager and she went and helped her you know on her own time help her develop those that she needed um she always shares her her knowledge and experience with all of us and i feel very blessed to have done in my team thank you jen to come up come on down like the price is right you have to be more excited if you're going to be on the price dr dukes they're heavy huh madam president president um board members dr wyman it is a pleasure for me to be here tonight to celebrate a very deserving member of the student services team i am fortunate to work with a team that demonstrates their commitment commitment to student success every day yetta cheryl frey brenda anne-marie that's it it's like when people talk about their families i get all the kids i got them all um but i just i get to work with an incredible team every day that really puts students first so um it's a pleasure um to work with them and be a part of their team they are always eager to work um they are always eager to take on they're like we we've got it we've got our go kit let's go but there is one member that i want to really um highlight and that is an individual that works in an area that many people don't embrace but it's certainly one of the most fun areas to work in in that behavior um when i think about someone working in behavior we think about someone who has that calm demeanor that shows up and is just able to listen to take it all in and then do something with the information and that happens to be miss anne-marie garcia our district behavior specialist this is a position that we've worked very hard to fill and last year was able to bring ann marie on board from private sector as a social worker so she came in already understanding that the very unique challenges that families have that students have that communities have around behavior and social emotional needs so she was certainly a good fit for us as she was creating the behavior specialist role um being a new person in it um just the growth that i've seen from last year to this year is just taking it on with such eagerness i'm really helping people to understand that behavior is really a form of communication and we just have to listen listen listen observe take it all in and also put up our wall to say we're not going to own it and make it personal so i just really am thrilled to work with someone that really understands that and can help others and is very eager to help others with that from collecting data to creating plans to implementing plans um to figuring out the function of the behavior other than they're just trying to do something is is just what ann marie does so naturally you can have fun in energizing conversations we can have hard conversations but every conversation is always a student at the very center of the core of anything we do so i would just like to honor anne marie today um with the blue apple [Applause] just thank you for being such a critical part of our team and supporting students and some of the most challenging families [Applause] thank you thank you okay we have um so governing board members do you have anything to report nothing report nothing okay do we have any public comments none okay any questions on the consent agenda yes i do okay her rip okay uh first i want to apologize i'm gonna put a couple of people on the spot normally i read the agenda well ahead of time and get my questions answered but i was out of town for two weeks got home late last night and didn't get to reading this until just before the meeting so that's why i'm going to be bringing these up now um first question is on the financial report for fiscal year 2122 the m o budget and when i look at that the final number shows a budget balance of 330 000 which is a little over one percent and all along as we were doing our budgeting and calculating raises and everything else we were always under the impression we were going to have a one million dollar balance going forward so i'd like to know what happened to that one million dollar balance when it's at 333 000.

that's an average of 18.2 students per class and we also have our paraprofessionals joining and they're all hired so we're really in great shape with our intentions for kindergarten there's 182 students in first grade which butch is at an average of about 20 students in each class for new teachers we're looking to hire this year the net at the end of the day is going to be about 17.

do we have any comments from the audience regarding items not on the agenda oh you're right I apologize thank you item 12. I completely skipped out of that curriculum instruction and special education update with Mike Jordan sorry about that [Laughter] before starting with the health department from our Department there are some filter cases on campus but very many you have thirteen thousand and eight coveted home test kids cut that came in today for students staff and state has promised us they'll give us more than buying buying Apartments to a clinic that's coming in real charged our family moving on to cni we are off to a quick start we're in week three I want to thank all the staff classified certificated everybody uh just working really hard to just a very good track running on an i-Ready window our Equity design team we've been meeting with West Ed and getting our Equity design team back up and 14 and they will also have sight teams off of those four teams from there so we're getting that work back up and go and then this is related to the Williams complaint but I don't want to do it at the same time part of the uh what they're doing out the state level are called Williams audience so we had three schools this year uh Oak Hill Dudley and lucky enough to get a Williams audit and we'll curriculum and facility so we've done two of those deadly and Oak Hill and do a partying Brett and Becky Lawson uh those went off fantastic I went in looked into made sure we had critical materials for everybody are doing facilities and thanks to Richard and his team the custodians those are going well also those should be completed within the next month all right there's a lot of put a nice nut on the startup did you could you guys hear that I I could hear it just fine I didn't realize story in my life right there same way at home it's okay Dad we didn't care what you said anymore do I need to go again or man okay thank you thank you okay and Facilities update with Richard Putnam turn the volume down we'll see if he remembers [Music] good evening everybody uh we had a busy summer so it's going to be kind of the bullet point rundown on my happy two pages of info for you this time so number one is Rex Fortune which we have some photos of the artist drawings uh at different points in the room here uh the site is moving along very well we actually have all pads have been poured all buildings are in various stages of framing we have some buildings that already have almost completed with their drywall color code is going on the building so as you go by the new site you'll actually see colors popping out there by the end of or middle of October they are anticipating having the first layer of asphalt down so when the rains do come we will not be delayed with weather conditions we'll be a working in a dry environment and all buildings will be completely weather type by that time so that will move that project along uh moving along the lighting upgrade for the Center High School library has been completed so that has a new LED lighting system that is uh pretty state of the art and the fact that you could be in a back corner and it picks up your voice or any noise and it will keep the lights on for you so you will not have to worry about just motion keeping lights on it now has an auditory component to it that helps keep the lights on so that's a plus for items happening at the high school over at Riles Middle School we completed the lighting upgrades in both the MP and the gym at North Country we did a lot of site work out there we had some trip hazards with concrete lifting up a lot of that was due to Roots removed panels cut out routes redid the concrete we also had to raise the Birch pod and do some repairs we found some rotted supports on that so we're able to get that lifted make the repairs set it back down pour concrete around there and then also continuing on with North Country um we have temporary chain link that is up along Brown otter and then next week on the 23rd I'm meeting with fencing contractors so we can get proposals for doing the first stages of the fencing down the brown outer side after we get that then we will move for the ornamental iron fencing that will be happening in the front of the school that'll take a little bit longer of a process because we do have to go through DSA and get the approvals on that uh the roof replacement that we were going to do for rooms uh 210 211 and 212 we had a delay that will be happening in October during the October break uh concrete work we also did some concrete work over at Spinelli uh we had a large panel of concrete that was causing issues entering in or exiting the building the doors were dragging after we ripped out the concrete we found about a five inch root that had traveled about 75 feet that was lifting that whole concrete panel up so we removed that route put in some proper base report and now they can actually get in and out of their office without any problems um here at Center High School in the annex we've also painted up the curbs um Fresh coat of paint for the fire lane Bus drop off student drop off those items over at Dudley the grounds crew went in and cleaned up a lot of the overgrowth that we have between the A and B wings and the B and C wings so now when you're on Aztec and you're looking into the campus you can actually look into the campus and you're not inhibited from seeing things because all the overgrowth is gone it's a continuous process of what we're still doing because we're working with the site for what they want to do now that we've opened these areas up for them um we've had some uh Mainline irrigation failures here at Center High School and also over at Riles so the fields got a little dried out because of the time that it took to get all this fixed everything is back up and running now and so we've got irrigation going back on these fields also at Center High School a week before school was to open we had a domestic water line that ruptured right by the gym so the crew got on that and got everything taken care of and Report had everything in place two days prior to school starting um and then right behind this building is our newest project that we have going the CTE project so a lot of the trees are gone uh the all the old Portables are gone and they've actually started digging out and forming up for the foundation slabs on that uh that should be the slabs should be getting poured end of this month beginning of next month uh depending on how fast all the rebar and everything arrives on the site um as you can tell the dice keeps changing a little bit we keep adding more you no longer have the holes up in the ceiling so as we're going through everything's still being done um and then also probably the best thing has happened we finally are fully staffed in the Maintenance and Facilities department so that will help us actually be able to get to a lot of work orders and take care of items for the sites in a much more timely manner and that concludes my report wonderful thank you so much I was noticing the the changes to this room it's nice to see it coming along okay now getting to item 13 comments from the audience regarding items not on the agenda do we have any comments from the audience okay we are moving along quickly tonight uh consent agenda do I have a motion regarding the consent agenda move to approve the consent okay and do I have a second a second okay um advisory vote Mr Mason hi okay trustee Kelly aye trustee Lee aye and chair votesai consent agenda is adopted approved okay business item going on to business items public hearing for consideration and Adoption of resolutions regarding the adoption of a developer fee study and the increase of the statutory School fee level one school fees so item a under this resolution number 12223 the adoption of a fee justification study point of correction here what we would do is if we please open a public hearing we would give the opportunity for the public to comment on that so if you just open a separate hearing right now just walk in public hearing see if there's any public comment on that then we'd close it down then then if we could the board could move on to items a and then B which are related okay sorry thank you Still Still learn ing okay uh so opening a public hearing at 6 26 pm and and if I can just so the Public's aware what what this is is that I don't know Eugene if that's me or okay um so what this is an item that they would take a public comment relating to the statutory rate at which we can accept developer fee developer fees uh has been increased so there's a process that the board has to go through and approve to actually make that correction so what the uh statutory fees goes up to for each of the per square foot of houses uh being built it allows us to charge those developer fees to help us mitigate some of the costs of having all those new homes going there by paying for schools and different things along the way so what this is doing is just giving the public the opportunity to make any sort of comment related to those fees uh being increased the items A and B which we'll get to in a second uh actually are the fee justification where they're saying that yes we are justified in requesting that level one fee increase to the 479.

uh there's an elective civil action in uh democracy um historical perspective and research science in the kitchen civil engineering principles of biomedical science and human body systems and also conversational spanish um some are available at the ninth grade level but most are available from from you know from sophomore south southwestern one other significant thing um i personally thought it was significant these students the students are equipped with and currently currently currently the admin a lot of times have software to detect that there's if you know the student is is using a lot of calculator right either appropriately or a lot of likelihood that can only be assessed on a retrospective basis um these are the districts purchase software that's that's gonna that's gonna enable that's gonna enable um um you know you know the third party um to instantaneously the student does something on the laptop that that can be perceived as a risk to either himself or somebody else um um there's there's an alert that goes to the third party and and and and depending upon the risk assessment um you know somebody tagged in the administration not questioning that issue somebody packed in the administration what would we know writing an email immediately depending upon the risk that person will actually watch their phone call and then hopefully double very quickly sometimes that that students have is it's it it's becoming more and more like with a device as i as with other students through a device to be able to let somebody know that something could potentially happen you know could ultimately find out something tell us that was something so this is a software dr k dr occasion had asked the principals what about the elementary school uh and at the high school for a three year look forward what do they what what do they what do they see happening various kinds of course offerings just to be just just kidding just leave yourself just give you a sense uh sports entertainment and marketing um principles of engineering construction technology right um thinking types of things masterminds are also also also thinking about putting together uh i don't think decisions has been made yet yeah but i think that you know i think that they're thinking about putting together online classes that students can take over the summer to you know to get uh to get the credit towards them credit congratulations um democracy introduction to law and and one of my questions is introduction constitutional law a lot of a lot of variety a lot of it seems to be very interesting offerings and it's it's kind of exciting to see so so stay tuned stay tuned stay tuned interesting very interesting to see what decisions what decisions what decisions are locally going to be made we'll see we'll see i believe they offered uh class drone for summer this year already some right now and i don't know if there's any person online but they did offer it uh that's it any questions so we'll move on to curriculum and programs kirk is not here so we'll move on to human resources joe no report the items on the agenda we received in an email a few hours ago i'll speak a little bit about that under um committee could possibly answer um just the one policy i was wondering um the dress improvement was that in relation to staff or students and this was just it was an update or it was a continuation of current names okay thank you any other questions um [Applause] so we'll move on to action items meeting for that scheduling meetings at the time and it has been uh very busy working in the library the hvac painting of rooms and classrooms uh getting things done we've actually spent most of our time and energy uh interview we've interviewed we've had over 60 interviews in the last month uh hiring three special education teachers a child study team secretary carlos secretary assistant to the va math interventionist reading interventionist ot substitute teachers luxury monitors and it's been taking us a lot of time you'll see of your human resources personnel that we've rescinded some because some people are using the interference process to get a raise in their own district and i've never seen that before our past history has been when people come here they interview one senior some of those cabinets we interviewed three times giving them a significant amount of time and uh some are i never say in the interview that i'm retiring in december and they find out and they don't want to come because they think that's risky to do something like that um the other thing that we've talked about in human resources the other area the board needs to look at is we've lost some excellent candidates because in our hiring process we don't give full family benefits i said this month i just want we only give single and the number is high in the number of candidates that we've lost just just for health benefits and so it's something that you know we've talked about in uh personnel that we just have to take a look at it um diane sent a spreadsheet sharing those numbers with you want to call an individual what they pay for health benefits and what it costs for um single plus child or family benefits and so i think it's just something that we have to look at because i never want to say no to a quality candidate and we have done that but on the other hand we're hiring many quality candidates here and the process takes a long time of we have a lot of candidates genuine mentor is here tonight she has been employed here for many years as a teacher assistant and some as a part-time special ed teacher will be hiring her tonight as a special education teacher and to ted's point you'll be happy to know as this was mentioned years ago because i see jessica's smiling the software to monitor what children are doing and we'll learn to third-party administration we've been doing that for four years so um glad to say we're ahead of the game so uh i'm glad they're doing it we've had that improv and it's very very helpful extremely it's a great investment but this board made that investment i believe it was four years ago and the hit report for the year is on page okay thanks any questions mr carson brought up over the years in the past that insurance for the chromebooks uh manchester united in charge program at you can work with sixth graders are getting into computers this year and we've just always picked up the cost in the past um insurance came from them so the passport replacement send it out is insured but you're you're suggesting each individual family pay for that or check it out um here we any other questions so we'll move on to our action items start with curriculum and programs okay any questions yes mrs jones yes dr lavalla and district operations ted uh yeah some egyptian corporations like to move uh um yes this is jones yes this is me yesterday [Music] and policy like put forth for approval item c1 which is second reading on the list of policies on the agenda second that's the new merger yes this is and human resources joe uh yes like mrs also referenced about the healthcare that was spoken about three weeks ago the information committee requested wasn't provided as well with that of employees what we take but it was an average based on an average teacher salary and an average secretary salary what the employee cost for me and what the cost of the board would be per i'd like to move d1 through d20 so anyone has any questions um ray erickson who as everyone else has been here for 25 years um has centered in his reservation his weather is here after 45 years of service to our school has done an incredible job we talked about him on gray day we talk about him year after year about the amount of work and dedication that he puts into this place and it's with regret i'm sure you're all going to accept that right move on to his chapter 2 in islam but he's done a commendable commendable job keeping this building working the way it does because we always talk about how great looks he gets a lot of that credit because he really cares about the children the teachers the staff our community and it shows without the building so with regret we're going to accept his resignation and chris do you think you can get him to attend one of our meetings before he leaves well i'm glad that you celebrated him with great day years yeah yes this is mcdevitt yes this is me yes and now to visitors business uh visitors are permitted to comment on agenda and non-agenda items at this time and my apologies because last um last month's meeting i forgot that so so um um we just want to thanks carlson uh kelly and i met with her and mr media this past week to discuss the progress of the cpa group that we've created this past year and we wanted to say thank you she was very accommodating she was willing to listen to us listen to parents concerns and things that might you know have changed over this last year or whatever we also had suggested that we wanted um our flyer to kind of get out to parents coming here and we were kind of trying to figure out how to do it she [Music] there's actually a tab in genesis that you can use that would record those feeds like you know the student doesn't turn into a textbook we all know they're expensive it gets put in there and then they don't pay it you know for us in high school they don't get their high school diploma they don't get that piece of paper until all those fees have been done so it might just be another way of looking into fees that take place over we do the same thing for lunches it's also incorporated in there so just a suggestion and this is yeah just uh two things one um i want to thank joe he set up a walkthrough for the fire department we had more than 20 of us came and we got a complete walk through the building about a week or so ago which is really helpful refreshing where the boiler room is based on all of those things so thank you for that um secondly i'm sorry i wasn't able to make the meeting last month but two or three meetings ago i raised a question about the curriculum mandate from the state about sexuality gender et cetera and how that was going to be put in the curriculum for the coming year um i see kirk's not here i don't i don't know if that's what last i remember it was going to be presented how it was going to happen and how parents were going to be given the option for opt-in rocked out and i read in the paper something about middletown school district is using uh you have to opt in rather than knocked out which is interesting but i would just like to know what the status of that is because obviously if we discuss ad nauseam it's a it's a sensitive set of topics and a controversial set of requirements and i'd like to know where we're at with that for sharing uh we have been working our health teachers have been working on our curriculum all summer uh we will not get any health construction until semester two which doesn't um start until the end of november and so we have a partnership with rutgers we've attended some workshops through psa and we will be doing um a presentation for the board we're going to do a webinar for parents that will stay on our website so they could watch it uh the professor i'm losing her name that's helen has come here she's done presentation for many boards and this fall will be doing presentations to assure parents it's not the big deal that they've all been thinking it's going to be so i think you'll see it will be about a 45 minute presentation and we've used the guidance from the state department but through the workshops that our teachers have attended and we have attended i think the parents will be very happy with what we're going to be presenting to kids it only impacts grade two five six seven eight and so so we have the workshops one workshop schedule two different workshops both in october we're gonna do and knock down but we can't stop that thing so it gives them plenty of time before we can start any kind of construction in that area okay um we are working on it i think one of the dates don't quote me but is i think is october 25th is one of those dates but we'll get that out there so parents now and like i said the webinar if you can't make it that night you know we're going to keep it on our website so parents can watch it at their convenience because as we talk sometimes getting people to the board meeting is difficult everybody's very busy so we want it on our website and and the woman is highly recommended out of workers throughout the state of new jersey and the partnership it's not just one woman it's not one department it's a consortium of professional all around the state from the principals and supervisors association rutgers university a state department there's a lot of stakeholders just what we discussed and just to reiterate what charleston stated the initial step is really the creation of the curriculum by the

[Music] thank you that was one i have another one um on the personnel document with all the new hires i just would like to understand why some coaches are classified as certified and some coaches are classified as classified way now because that they're being pasted paid a stipend for their work i don't understand how they're classified differently for example the cross-country coach certified boys basketball coach is classified and i just don't understand that it has nothing to do with their pay or responsibility just has to do with where they are in terms of their employment or not employment within the district okay thank you okay but i had all right any other questions right no all right so let's i'll need a motion [Music] i move to approve the consent agenda as presented i'll second i'm in favor aye aye motion carries three to zero okay so now we have uh 8.1 discussion consideration of approval of the arizona school boards association draft 2023 political agenda and direct the district's delegate to the asba's delegate assembly to represent the board department so you have a mr ray is the representative um and if you if you opened up uh attachment it is the recommended political agenda for asba and so you just have to tell them how the two three of you think you should vote on the different um items so that's strictly up the board and what what direction they would like to give mr ray um after reading this over and looking at the suggested changes i think they're all fine and i'm in favor of them okay what do you think mr ray you're good yep i moved to approve the arizona school boards association aspa draft 2023 political agenda and direct our district's delegate to the aspa delegate assembly mr a to represent the board's determined position second 8.2 discussion consideration approval 2223 coaching slash educational activities support stipends yes what we started last year was to just bring you a whole list of people at one time this does not reflect all of the positions it reflects the majority of them but even with some of these that are here someone may step down from a position if you're a baseball coach right now something may change between now and the season but it's our as of right now the people that we have for the positions if we don't have a field position we'll come back later with their names uh you will see the stipended names and the and the mounts and again that's just a reminder that uh based on legal uh legal counsel advice uh we provide the the names and the amounts of that they're receiving for the board so that you're aware of what's being paid out and when so unless there's a specific issue on any of them i recommend approval as presented all right i moved to approve the 2223 stipends for extracurricular coaches and educational activity positions as presented all second all in favor motion carries zero so now we have discussion item um 9.1 discussion information on student achievement district 2223 testing schedule and as you remember you requested that last year so we'll continue that process and i'll invite dr fountain down to start the conversation finally get to hear from you are you excited okay question is are my colleagues in the back of the room excited so excited we're on the clock we're on the clock for sure um all right well madam president members of the board dr wyman and of course mrs costa uh our pleasure to share with you tonight some of the projects going on in the curriculum and instruction and assessment department also known as the cia i always want to be director of the cia so i got to direct the cia works great so we've launched several significant initiatives to start this year and we look forward to sharing with you some of our goals and objectives for the 22-23 school year i know that this process began last year in having the investment team present we're going to tweak it on you a little bit this year moving forward in that we will continue to bring those assessment pieces to you as the uh as those tests and assessments occur but we want to couple that with some of the work going on uh to align with those assessments so that you know the work that happened as a result so um this is our cia team i want to introduce a couple of our folks that are with us here tonight uh so first of all we have ms dorsey middaugh our professional learning coordinator i'm sure you're familiar with dorsey john strogam our career technical education coordinator and unfortunately our our newest member uh miss denise dunwoody is not able to be here tonight um so might be listening but not here so each of these individuals are responsible for the elements you see i think before you on the screen there um and i wanted to share that because i think it's important for folks to understand the breadth really that it occurs within the cia team and all of the different elements that uh that we impact so obviously the curriculum instructions um but also professional learning career technical education federal programs like anybody a lot of work that goes on within the team i like to think that it's kind of the heart soul of supporting teaching and learning with uh and each of these pieces are critical to our our success um so obviously all of these elements work then under our forward movement that that piece of defining who we are uh where we're going and who we will be and then those feed nicely into that framework that you've seen from us adapt from our modern teacher framework and these are some of the things that we do as a team to support our forward movement so first of all we we accomplish these by seeking out and sharing examples of how others are navigating these shifts and that's our professional community we are really fortunate to be that nice tight-knit community and the opportunity to come together on a regular basis with dr wyman brings a leadership team together so we get a chance to work with our site leadership and our district leadership together to um provide those best practices uh we move our strategic plan into action with the use of a practical roadmap while building capacity within our team we provide relevant and aligned professional learning that fosters a growth mindset and builds capacity for change we provide analysis of our systems including student performance teacher effectiveness under our assessment umbrella and we develop critical partnerships within our leadership team and professional connections to leverage the expertise of our team to support the district's vision and finally we evaluate and align our district approach to teaching and learning ensuring that our curriculum and instruction resources support our modern classrooms and prepare our students with the skills they need to be college and career ready we're just going to share a couple of initiatives that we've started for this year um and then we look forward to any questions you have or future items that you would like to hear from our team on but starting with curriculum obviously that's a critical component of our modern learning classroom here and our focus in curriculum is having those rigorous components that are aligned to our standards uh they provide our clear learning outcomes for our students we are focused on relevant learning experiences um and focused assessments and then finally transparent learning a couple of pieces that we've been working on as we start this year are first of all you're aware that we have the science adoption that we went through last year um initially we were planning on rolling out the science adoption in january of 2023 we've been able to speed that up a little bit so thanks to some work um our science content code christine murphy and working with the vendor we've been able to to get that started already um craig and his team have got the the back door work done in terms of getting all the student information components listed in there uh so hopefully in the next couple days that will go live for our teachers and they'll be able to start um working with that content much sooner than we had anticipated so we can get that in our classrooms a little bit faster that's going to be a multi-phase process the first piece will be a couple of weeks of what we like to call sandbox time so a chance for them to get in there and play and explore and see the content that's in there miss murphy has put together some videos to help guide them on what's in there and how to access it and then we'll have some aligned professional development that goes with that we've put together a system to collect some information from folks that once they get in there and explore hey i have a question i'm wondering about this or how would i access that but we can really tailor that that professional development for those needs so we're excited to be bringing that out we're also doing some work on uh kind of updating our district resources and ensuring that we know when our last adoption cycle was in all of our content areas so that as we move forward as a district and continue to grow uh we can bring those to dr wyman and use the board to consider future adoptions make sure that we do have modern curriculum in all of our those are a couple of pieces that we're doing i'm going to go ahead and turn it over who's going to share the assessment piece on behalf of this dunwoody who's not with us to see good evening i am hoping that i'm able to bring this to you as well as miss danny what do you do dude would um i'm so i'm super happy to be here with you this evening um just to kind of give you an overview of assessment um it uh we basically plan for a rigor and relevance assessment here in combs and we have an an assessment framework and so i'll be going through a portion of that with you this evening as you know went from our forward initiative that our goal of assessments is to inform instructional decisions and this is how we use assessment to celebrate learning to personalize learning and to provide individual feedback for our students so you have here this graphic that shows our assessment framework as a whole and then each one of these cogs kind of represents a piece of action that we have within that framework so the first piece that first large cog there is um describes our our assessments as in some of the options that we have here the first one is screeners and those are diagnostic the screeners that we have here in the district are fast bridge and we measure um reading and mathematics and then we also have an seb component those diagnostics help give our teachers a reference point to where our students are in the beginning of learning so that we can help plan and then also initiate throughout the year so that we can provide some interventions for them wherever is needed in addition to that we have our district benchmarks and those benchmarks are actually centered around our standards of learning provided by the state so we measure students um against the standards and um try to identify where they are with their skills and knowledge so that informs our instruction in the classroom as well and though the standardized tests that we take by the state at the end of the year are also standards driven so we kind of give an insight we get an insight to where our students are through those assessments throughout the year in the benchmarks also we have so as we move forward as our cogs continue we have the evidence of collection piece where we collect information from students to find out where they are our students our teachers use that data to inform their instruction and we collect that data and help our teachers with that if that data is student specific by classroom and then by school and then also by district so that we can collect that data and look for trends as we collect that data we look at that we and we use that analysis of what we're seeing as far as what students are knowing and how they're performing and then we also look at that and we are analyzing is our curriculum spot on is our pacing spot on what types of things are happening in the classroom that so we can support them then we respond so we get those go ahead and bring that down just a little bit please so our responsiveness is um so we respond to that data in order to help our teachers meet the needs of students whether it is our foundational instruction or our interventions or even extending instruction we use that data to help us understand what we need to do next in the professional learning department we also look at that student driven data and some of our teacher response data and we try to figure out what it is that we need to do to support them in their journey in the classroom and then finally we report out that data last year marcus reported out the data to you we'll also report out the data to you this year but we'll also use it to um we'll report out that data to our site leadership and then also to our coach sites so that we get our coaches that serve on the sites and then the district so that we can respond to that appropriately and then and this last piece here we have our data evidence collection and this is actually just kind of a summary of where we are now and where we are going um in the future with the district so um right now we're with our quarter one screeners and our screeners are k12 once again in reading and mathematics and then also our seb so our screeners with k12 mathematics and reading are actually up and going our teachers are doing are working through those at this time and so are our benchmarks for three through eight so those those all of those assessments and screeners are up and going and they'll be closing on the 26th of august and then also we have our high school assessments that will actually open up in the latter part of the quarter because they measure um the quarterly standards as they have been taught throughout the quarter and those will actually open up and i feel a little short here i'm going to go ahead and lower that a little bit [Laughter] so those benchmarks will open on september 6 and close on the 23rd and then also we have our sab um screener that will open up on september 6 and close on the 16th we will take that data we will see where we are so that we can drive where we need to go not only instruction in the classroom but also professional learning and continue to analyze our curriculum and see if what we need to do to improve it and see where we need to help our our teachers in the response to student learning and then we'll report out our data to got it go you and move that one up a little bit and i think we're going to introduce john our cpe thank you coordinator thank you thank you dorsey good evening i am did not bring my soapbox tonight i was told by dr boutten there would be another night to do that so i will try to stay brief um as you know um career technical education plays a large role in our high school but it also filters down to the middle school and we have been fortunate to add new teacher to our career exploration program at middle school which we're excited about to start generating some of that interest with students earlier on and i'll talk a little bit about our college and career readiness platform here in a second we if you look at the slide there those six elements are the key elements that are part of any successful cte program across across the country of course we're governed by the arizona department of education but we we rely heavily on the arizona and the national association of career technical education for guidance making sure that we meet those those important elements not only with the compliance issues but also with the quality part of it as well and so we we address each of these in each of our programs uh if you were to walk into our classrooms you would find that our teachers are all addressing the technical standards as outlined by the state of arizona we also address those professional skills often referred to as soft skills that is part of our curriculum to help our students um find and keep a job when that time comes and then of course we've implemented industry credentials years ago and every one of our programs offers an industry credential to all of our students at no cost we add to our instruction in the classroom with hands-on experience so um technically we're supposed to provide 51 percent of our instruction is supposed to be hands-on throughout the term of a program and we do a very good job of that most of our programs are in a either lab based field based or work based experience for our students we offer career exploration so not only are they developing some technical skills in a particular program or pathway but we use major clarity also to enhance what they're learning so that they can understand more fully what pathways are available what occupations are available within those pathways we have a leadership development portion of our cte programs that's called a ctso or a career technical student organization in fact our teachers now are going through the election process with our students to wrap that up by the end of august and then in september all of our students will attend a student leadership workshop so that they'll understand how to run their own organization and that the advisors advise so we're excited to let them take on those leadership roles um of course we integrate our core standards our math our ela and our science as part of our uh expectations and so we try to coordinate with those departments as much as we can but um for the most part we we look for opportunities to help our students understand the connection behind these different areas and the content that they're learning in their technical program and of course we have community involvement we're excited to say that almost every one of our ct programs this year has an advisory council which is a region based so what i mean by that is we realize that sometimes it's hard to gather resources especially from industry for a lot of our programs from our small area so we partnered with a couple of neighboring districts and combined our resources and we're able to offer a more robust advisory council get more feedback get more perspective from industry professionals that we normally wouldn't get if we just try to do it by ourselves we're really excited we kicked off two programs like our six programs last year and we'll add the additional six this year and then in april coming up is our comprehensive needs assessment which we've tried to do every two years which will give us some guidance as to whether or not we're offering the right programs or if we need to look at programs that might be changing according to our read the second part this college and career readiness we you've heard dr wyman mentioned major clarity several times i don't know how familiar you are with major clarity it is not a cte program um it's a college and career readiness program it's for all of our students at the high school all of our students students at the home center for success and all of our students at the middle school it has different elements depending on what grade you're in but basically what it does is it allows students to take assessments that match their personality with possible career pathways and then they're able to do some career exploration activities but it goes well beyond that they can search for scholarships and apply for jobs they can do just about anything that they want to do to plan out their future so uh currently we have it um full implemented at the junior high and at both high schools uh the junior high this year is is expanding how what we did uh compared to last year where every student uh will have an experience to have anywhere from 14 to 16 career exploration uh opportunities um we have four departments that will be involved in that so it's not only the counselors and last year was just the science department but now our core content areas will be involved in that as well so um you know our our biggest concern is that you have counselors with large caseloads and they they possibly can't have those one-on-one conversations with our students about their future but ours our teachers have um contact with them every single day and those conversations take place on a regular basis in those classrooms so we want to take the burden off the counselors and uh allow our teachers to be more involved in helping steer our students towards a potential college and career we're doing that middle school and then we're excited to announce that following fall break we are going to have major clarity for grades four through six so all of our elementary schools will also have elementary school the platform looks a little different for them but again it's an opportunity for them to become more aware of what's out there so that they can start thinking about more than just what's in their small world but they can think globally about their futures any questions oh thank you thanks john are you dorsey now i am okay we're going to go for a double apparently you have to be undertale to be able to have there we go all right okay there you go that works for me okay now we're going to go into the professional learning um section of tonight and i'm super excited about this this is one of my passions um as as is all a curriculum instruction and assessment and i just kind of want to describe a little bit of professional the professional learning department it's in immediate family members and what we do and what we've done so far this year and our next steps so essentially professional development we use adult learning theory to support our teachers our practitioners of practice do their job and what they do and help expand and grow what they're doing our team is made up of content coaches and instructional coaches and we develop and facilitate much of the learning that we have here in the district we um also let me see here where i lost my notes um we are professional learning is actually a multi-tiered approach to help support teachers so we have a district-wide professional learning team that we develop and facilitate learning we have site learning we also have we also support individual or um team coaching we also support plc we support the um analysis the analysis of data and using that data to make lesson plans and support learning in the classroom and then we also support our new teachers to the district and new teachers to the profession through induction so um this slide is actually giving you a big picture glance of some of the work that we've already done this year professional learning basically goes on all year long and some of the things that we've done at the launch of the school year are listed here so we had summer camp which is um combs academic and um and programs learning for our teachers so basically we had it centered around some of our content courses in early literacy and writing and also some research-based instructional course courses that promote student learning cognitive thinking and also some mathematical practice pieces in addition to that we launched our forward movement with some of our literacy courses for teachers that were ready and willing to take those and they were actually facilitated by a coach at the time our summer camp courses were really big we actually had um 11 with four days 11 classes and 44 participants that took multiple classes during that four day period um our classes lasted all day some of them were half day but most of the people ended up taking two half day classes we tried to butt them up once against each other so that our courses were complementary to one another in addition to that we went right from summer camp and into new employee induction and our new employee induction is a really fun two day event where we actually hosted 79 teachers this year and we welcomed them we introduced them to district personnel site personnel and then also with each other we tried to start developing and building those relationships on who they can contact for whatever need they might have we partnered with hr and technology in those sections and we also started giving our new teachers a glimpse of who we are as a district and personalized and blended learning and we supported them with the initial steps up forward as well from there we launched into our three-day conference our out-of-the-box conference in the first day of the conference we partnered with student services and they hosted the first day with helping our teachers and our employees understand their community they took a bus tour around their section of their school they came to the cpac where they um listen to a guest speaker talk about not only the community um that surrounds their school but santan valley as a community and some of the challenges that our students are up against from there they left the cpac and they went back to their sites and they developed a shared vision and code with their principals and coaches their wellness team and um basically their site as a whole the next day which is day two was actually the following monday was our academic learning day where we hosted 290 employees 33 sessions of learning um throughout the day those sessions were actually divided into learning paths where if you were new to the district you church you took certain classes to help you introduce and get familiar with some of the things that we're doing here in the district to give them a basis a foundation of what they had and then we also had a midway path for those teachers that have been with us we didn't want them to learn the same thing over we wanted to continue their learning we try very hard to keep the learning connected and coherent for what they're doing so we had continued learning for those people and then we had sessions for our early adopters that are ready for advanced sessions as they've been implementing into their classrooms our last day the conference was actually our teachers getting together as sites or our teachers or our teams getting together and doing some site based or content area specific as in our student services teams getting into some of the things that they do best so they took the learning from day one and day two and they had an opportunity to implement that learning or plan for implementation of that learning together in plcs so that they would have a plan together for when students came on the 26th or the 25th okay let's go ahead and go to the next one thank you another thing that um professional learning does as i mentioned before is we support the induction program so we support new teachers coming to the district and new teachers coming to the profession so what does that mean is we have mentors that actually guide our teachers um on sites it's kind of a we have like a three-prong approach so we have district level support we have site level support and then we have individual level support so we have mentors that support our teachers we train those mentors we so we've already provided mentor basics and then we'll also have the mentors get together as a whole group so that um and we'll have a seminar where we support them with the next steps of coaching teachers and where they are and then we also have new teacher supports those supports are two-pronged where our teachers our new teachers meet with their mentors teachers first year and second year they meet with their mentors and they go through topics timely to that time of year and our new teachers our mentees lean on their mentors for what they need mentors do not have to supply all of the answers they don't have to do it all by themselves they are actually they have access to myself and other resources in the district to help them provide anything that our new teachers need so going on to the next piece please so what are we doing for our next steps we're going to use any data that comes in from our assessments we use qualitative and quantitative data from our teachers and interviews from our teachers and our teacher feedback that we have from our professional learning series and also walkthroughs and observations in to determine what we need to do to continue to support our district goals as we move forward and so we'll develop some new classes for the for the october learning session and some of those are going to include some data sessions and connected with fast bridge and dna moving forward with the next piece of unpacking standards with our with our teachers and some and also identifying um what it looks like to have effective strategies and then we'll also be supporting all of those pieces with forward because those pieces actually connect with forward and what they might look like in learning plans data notebooks learning walls and all of those transparent elements so i'd like to thank you for joining us today and having this opportunity for our our team to share with you what we do in the cia and professional learning department and um we are looking forward to supporting our teachers and our side administration throughout the year and welcome any questions that you might have i just want to say that all of this is very impressive and i'm just very anxious to see how it impacts student learning and the results on some of the standardized tests that we've been talking about over time absolutely that's our goal is to continue to support those and really use that data to try to help us get there did a great job on the uh new teachers oh thank you thank you now you guys gonna get shirts that say cia i i think i should we should have them with little mic we don't have budget yeah good night thank you so much for your um presentation thank you get an old man good job okay so now we're down to um agenda items does anybody have anything that they would like to add to the agenda for next um we had talked in the past about maybe an update on uh footsteps to brilliance and it's people that are using it what results they've had um ease of use that kind of stuff i'm not that's one i have the the other one is um based upon some of the terrible horrible things that have gone on at other schools with shootings i want to be sure our campuses are safe and we do a safety audit of all of our schools make sure doors are locked that are supposed to be locked the locks work but everything that's supposed to be working is working properly and that no one can get onto our campus unless they're invited to and go through the proper channel we'll bring the the updated uh emergency response plan to you we're in the process of those other audits and we have already had conversations in leadership about those very things that you're talking about and we we continue to meet with vendors uh on some products that might be beneficial i will tell you in many cases they're maybe not quite as beneficial as they try to sell so but we're continuing to meet with vendors we we do under the governor's uh state budget uh are eligible for an sro at the high school however uh we still have a difficult time because pcso is short people therefore we won't necessarily get one but but we're engaging with talks with with pcso on that but we'll bring you a report as part of the uh emergency management response plan for next year is the sro that we're eligible for for high school or high school and middle school i believe that the time that we did it was just high school and and that becomes i've just from previous experience in other districts they're very tight on what you put in for and they're not allowed to move outside of that realm i believe at the time we were just doing high school but i'd have to go back i don't know just high school yeah so at this point and and we didn't we received it and then they said no because pcso couldn't uh afford it a couple years ago and we didn't realize we were on the list until we got a letter from them that says we took any applications from the last go-around and just moved them forward um so again we'll continue those discussions and and if they get uh some more uh staff then we would look to see if we could get one i i would like to have a quick presentation on how you know that paper tutoring has affected students maybe have a few students who have used it come and talk about it you know what you know how it's helped our students i think that would be beneficial maybe not just students maybe a teacher that uses it in their classroom as well i think that from what i heard before when it has that there was some height it's the middle school teachers that were using it if i'm not if i'm correct i don't know but anyway maybe that too anything else all right well i'm going to make a motion to adjourn at 702 second at all in favor hi hi aye motion carries uh three to zero who won the pool [Laughter] i love it

um i wanted everybody to know that and then mr post from his office we sent out a school message yesterday there's new federal monies uh in called the smart lunch program and uh that information went out if we believe in the three hundred and thirty thousand dollars that brookfield is being uh being allocated it probably will take us into december for free lunch for uh all the students just like we had it last year so probably not halfway through the year but a good amount so i wanted to let everybody be alerted to that all those communications have gone home and that's all i have i don't know if anybody has any questions thank you thank you dr girl so we're going to do subcommittee reports before we then get into the uh and the consent agenda before we get into the main part of the presentations this evening so i'll just ask our uh our chairs of the communities as quick as possible we met on august 3rd we reviewed the school did reports um cleaning protocols at kendo like elementary school and staff and we discussed hillyard's responses to our fellow questions we asked mr caldwell to review the custodial staffing implications of moving our huckleberry students and staff to canada lake elementary school mid-year is it going to be a possible real allocation for other schools leadership team needs to re-look at that do we have sufficient staff income january do we need to do something this year by september the main office gym and cafeteria should be totally finished the second third and fourth grade awaiting should be complete can learn pre-k may take a little longer while we're demolishing huckleberry so is this huckleberry team that we have now sufficient to move over to canada lake there are a lot of levels of details that need to be ironed out so to be a temporary plant to get through the year so gaining 20 000 square feet but losing the square footage of the portables which is about 6 700 square feet so a net of 14 000.

okay and just procedurally do we do public comments on the whole batch all at once actually you just do public comment related to our uh desire to do that increase and then if there is none you could close the hearing then we move on to business side of May okay so do we have any public comments on this issue okay so having none we will close the public hearing at 6 27 pm and move on to item a resolution number one 2022-23 the adoption of a fee justification study move to approve item a okay and do I have a second second okay and just make this is a routine item that happens uh as things come up within uh they allow foreign government code so just so the Public's aware it's allowing us to when a home is built there are certain fees that go to a school district that allow the school district to improve current facilities or construct new facilities so this amount increases kind of like inflation or whatever they allow for schools to charge more so developer building a house has different agencies they have to pay so this developer fee that you guys are considering right now allows us um to acknowledge that we are justified in accepting that new rate verify so the the first item is we're we're verifying that the study is acceptable accepted and then the second item will be that we are increasing the fees in accordance with the correct study okay so so the motion that's on the table now is to adopt the fee justification set Act okay so uh advisory vote Mr Mason oh um are there any public comments on this item before we take a vote okay hi okay trustee aye Chelsea Lee hi okay and the chair votes I so the fee justification study has been adopted moving on to Item B uh move to approve and this is the increase in school facilities fees and Adoption of ceqa notice of exemption if you have a motion to approve and do I have a second second okay and are there any public comments on this okay advisory vote hi hi and chair vocy so the increase has been adopted so the born communities where so now we move into a I believe it's a 60-day window that we post if there's any other comments that might say that we are not justified so after that 60 days of no uh comment is received we will then start charging that new rate so that'll be helpful since there's a lot of new homes being built what happens if comment is received then do we have to come back and we would have to work through what that comment is and see if it's a valid concern but the justification fee I think gave us said we would be justified in going up to almost six dollars so but that's above and we're only going 479.

so we're requesting a second half of the year proposal in cost some capital project updates um most important thing mr clavo is going to give us an update on all the projects during our september meeting so look forward to that the library ac unit at the high school dan has an engineer working on the specs won't be in place by the time school starts so we're looking into getting fans to provide some relief hvac the installation system from abs is going well taking control of the equipment the new software there'll be a meeting early next week we're having a supply chain issue with the for the seam valves work we're doing now is in the classroom so we can get it done before school reopen so looking at 100 controlled by the winter season project um we're in the process of getting more clarity on where we are in the process and if all the funds are approved and if additional funds are needed we'll be having a special meeting next week to address this the guidance for the roof rfp has been issued walkthrough was last week proposals are due next week can't do the work when students are in the building so the project should be able to move quickly once it starts security fixtures tucked onto work walk through specs for window films and hardware across the district the project is actively moving plumbing and fixtures we're nearing completion of the three bathrooms the floors tiles insulation sinks and hand dryers it's on time and on budget and coming out great there's some new projects the seminar room seating at wisconsin we're getting quotes and specs the cafeteria floor at risking air we're getting codes and specs and the electric service at risk near up to a year of supply demand issues so it's requiring the school to be shut down so work will need to be done during april great for summer the rest of the paving will be done next summer and the wall update at the middle school abatement has been going on we're nearing completion of the asbestos by the end of the week contract the contractor place the order for the veneer the color pattern and layout has been selected it will be a stucco type product similar look based on the original proposal the goal of the contractor is based on what weather so hoping to have it done by mid late december old permits have been taken care of we have some added expenses on the site 900 a day for the monitoring and testing this 900 a day includes the air sampling of the interior of the building and the hygienist who has to be on site during the abatement so we asked mr close to follow up with the town controller on the status of additional funding for the services custodian staffing update i see coming up on our consent agenda so we had we're interviewing two candidates i see they're hired to fill the position at huckleberry and center school there's a team member out on medical but we're looking to supplement that position with green life until he recuperates and comes back to work buildings condition study the focus is on the middle school in high school we've gotten sample rfps and sample building condition studies from the boards on encore architect and provided them to the purchasing agent mr post will be working with the purchasing agent to refine the documents go out to bid scope of the work that needs to get done and getting on the same page is still a work in progress school security proposal to add sros dan is appealing to spaces for these individuals not going to do anything formal yet until funding has been approved we also discussed physical security at the schools new business so we briefly looked at the capital plan but we're going to take a harder look at it next month once we've had some time to look at it individually and the last thing miscellaneous discussion the high school roof job is set to begin on august 8th and it should be done in five to eight days hopefully that is done okay thank you any questions for uh joining facilities hearing none we'll move to the finance all right so we're at the time of the year where we're looking at um last year's budget this year's budget as well as next year's budget so um just to kind of recap for everybody um the 2122 budget we ended with a 62 000 deficit that did include 94 000 in unbudgeted covent expenses as well as 62 000 in unbudgeted special education costs the freeze that we implemented back in the spring saved over 370 000 um obviously there were a bunch of other overages in there but um obviously the big ones were coped in special education but in the end we couldn't contain that 62 000 so we have we had asked for a special appropriation which the board of selectmen or finance both approved when it comes to this year we are already looking at some risks um health insurance again heating fuel prices again as well as salaries where not quite where we would have expected to be in terms of our turnover uh we are already looking at potential savings um mostly in the realm of leaving certain positions open so we'll see where that takes is it's still very brilliant here and then we are already looking towards next year we're going as a as a finance committee going to be inspecting the budget prior to the superintendent's presentation that's mostly due to the fact that our board of ed meeting in december is very late in the month um so there's hardly any time for that for us as a committee to kind of start our inspection um between then and the meeting so we will be starting the board on the consent agenda which are new hires resignations a leave of absence and degree changes okay it's been moved and seconded uh dr grohl any comments on the consent agenda but he did want to pass on his congratulations to all those who had degree changes um we had a number of people who moved to masters or masters 15th or sixth year okay so congratulations to all those folks and also a big congratulations to this uh to dr holly she was with us for five years uh our world language and the ell curriculum coordinator and and director and it's such a wonderful job for us and brought us so far she's moved down to new canadian we wish her well um and year um we do begin uh interviews to try to replace her on friday okay all right unless there's any other questions okay all in favor of approving the consensus all right it's unanimous now before we leave the consent agenda topic um we did have a little presentation we would like to make and uh we had dr ruby here is here for her fighting uh meeting with us as a board i had an opportunity to say my piece at the last meeting did you watch it by the way and she said she did watch it i thought it would be you guys don't want to keep hearing me draw wrong about it so i'm going to turn it over to our vice chair um mrs goldstein and let you say a few words so i have not been looking for her to this day it's a huge loss to brookfield and i'm pretty devastated and i know many share sentiments um no one will ever be able to replace you dr lee you are the backbone to our district from the first meeting i had with you back in september of 2015 when i presented all my data as a parent and educator you embraced it and didn't deny our district's shortcomings you saw it as a duty to make our district better our schools were falling and falling fast with low rankings despite these circumstances you took on the challenge of improving our schools fully embracing the difficult road ahead while handling the obstacles with poison dignity in a very short time you accomplished great things you were the one behind the scenes who didn't get the credits you deserved you closed the district level achievement gap and held all accountable for their role in repairing our district you're a true instructional leader who is dynamic in your craft and expert in the field of education you are the brains behind the operation most important you kept focused on the district's goals for students by putting a high premium on intensive staff development as i said in our last meeting you built teacher and leader capacity and you never slanted the data you just reported it what i admire most about you is that you're not a people pleaser and you're always very transparent you were there at your job you made the hard decisions and those and had those hard conversations people avoided i will continue to appreciate and respect your perspective and i thank you for rejuvenating my love of education and helping me become a lifelong learner i've so i knew that joy would probably capture most of our sentiments but i just wanted to say that it has been one of the greatest honors to work this closely with you over the last five years not only have you done a lot for us as a district but you have you have made me grow more as a person as well and i really appreciate that um as joy kind of captured in her statement um you kind of force people to get comfortable with uncomfortable truth and i think we all need to do that and i think you've led by example in that way and i hope that we continue to make you proud and i know that wherever life takes you anyone is lucky to cross paths with you and i sure hope that our paths cross again soon so thank you you were definitely the one person that kind of came to me and asked me a lot of good questions and i can't say i'm gonna miss the emails that you send me with the long [Music] articles i read every single one of them and i i learned a lot and i very much appreciate the data driven approach that you have thank you very much [Music] for being the key to our success that's the theme we hope that you always be able to look at it and think of us [Applause] wow i'm going to go over here thank you for those very kind words it is bittersweet believe in brookfield i came here thinking that i was going to stay until i couldn't do anything anymore but circumstances change and one of the things that i appreciate you saying because it's really important to me is the support that the board this board and the boards that came before you gave not to me but to the district the support for professional learning um we talk every single budget season about how much of our money 80 or more goes to human resources and i've made the analogy of if you bought a hundred thousand dollar car and then you never serviced it there's something wrong with you and so when you bring intelligent dedicated people who are still works in progress into your organization and you don't invest in their professional development just like the car it's not going to work so we we had some tough meetings in the beginning because i think somebody said well they went to school what are we up to well you know the car was made in a nice place and we still need to put oil in it so we had those rough points in the in the very beginning and then i remember a recent budget where we were trying to figure out where we could pinch and poke and pull to get some money back and i was going to give up some tv money and you wouldn't less because you believe in it and i really appreciate the fact that when we needed to transition from the i'll call spray and pray or everybody gets the same thing kind of pd because there were certain things that everybody we all need to be on the same page and there's efficient ways to do that but we reached a point where we really needed to differentiate and individualize you know the instruction that we gave to teachers in the form of pd and we wanted to go towards instructional coaching and i don't know if everybody was on the same page but i appreciated the support that you all came together and let us do that and that brings us into uh nobody can fill my shoes well i met somebody who i think maybe your feet are bigger than mine so we might have to get new shoes but i had the fortune of finally meeting anna the friday afternoon before she started unfortunately i wish that we had had more time together because i was so impressed with her as a leader as a person coming into this district with a skill set that is really going to take the district to the next level and you liked some of the time my transparency well if you thought i was transparent you haven't seen anything yet because this woman is probably one of the most honest and transparent leaders that i've worked with we had short but i think deep enough conversations where i feel like her strengths in the areas that she's been working in for the past many years are going to be such an asset to mr belanda and his team at the high school and what impressed me is her roll up her sleeves and get into the work that she's less familiar with and we talked about plans for the curriculum work that i my heart was warmed by the fact that all of the principals in our district want to continue the curriculum work and and sought out making sure that we had the purchase orders all set for doing that as the year kicked off and that's all done and then dr mann wants to jump you know feet first into that work as well and we've set up for her to be able to work with um marie alcock on her own and then she'll be working with the rest of the teams in their work so i think you're in the best of hands i'm just jealous that i'm not going to get to work with her because i think that it would have been really synergistic to to be able to work with such a dynamic person and i think lisa can attest the fact that the last thing i said to her when we had a get-together and we said goodbye i gave her a big hug and i just said be good to anna because we need her so i feel really good knowing that she's coming in and that she's going to have all of your support and the support of the principals and in central office i'd like to you know particularly thank the um the team of principals because even though they're not all here you know we have different people the players are changing but we had um amazing opportunity to work during covet because zoom did give us some freedom that we didn't we don't have when we do everything in person and i think the work that we did really working on what's our why why are we in this will feed well into the work that is planned for this year and the central office staff you know i couldn't work with nicer people um the people we call it the back office it's a wonderful office but we have little names for all the places like it's some you know big taj mahal but people in the back office the people in um in hr the people in special ed everybody's always willing to to help a hand um ken never says no except if you're asking for money but if you're asking for help he's always there as is joan and lisa this is the heartbeat of the district so it's been my honor to work with all of you and the last person i'd like to talk about is deb varys um you know when the board i don't even know how it happened it was like a gift from heaven um one night said oh we can we should reinstate that position and that just really transformed my work because you know one man band can't really can't really do the job that needs to be done to support the students and then and the teachers in this district and having the director of instruction position reinstated and allowing deb and i to work so closely together that first year and deb taking over some of the duties and me being able to take on new things i think just was really an area of strength for the district so i'm hoping that in the planning for what happens as you transition to the sex school year that anna will be afford afforded the same opportunity to build the office that you afforded me through that position so thank you very much i really appreciate this gift and your kind words and this woman who never says anything up here is the funniest lady ever if you haven't spent time with her invite her to be on a committee because no matter how boring you thought your committee was when she's on it it's a laugh a minute you're welcome i'll uh just close it out on behalf of the board the path of dr barrel on behalf of all the teachers and staff in the desperate thank you for everything you've done for us you are the key to our success and uh i will say brookfield's loss of sacred hearts win and i keep telling people they ought to go look into your program so hopefully you're going to have students say mr bell that said i should come i should come meet me okay thank you um all right so next up on our agenda is we're moving on to the school security presentation and i'd like to the the action is that we receive a presentation from dr burrell and the district leadership team and regarding school security dr berlin noah has built up an agenda with different speakers and i appreciate that so we're going to turn off this microphone and turn it over to you dr burma all right can you hear me yes thank you mr belden so we are looking forward to uh sharing this information uh with you tonight um as as has been spoken about by the cars through public comment tonight and a little bit by you mr belden we have been working on this probably for about eight weeks now since we reinstated the security task force in mid-june and working quite hard on this and this has not been a solo effort or just a florida bed effort the police department's been with us the first selectmen has been with us morris like the board of finance principals the district leadership team it's just been a real team and effort and we're really excited to bring some different folks up tonight it's really important to know excuse me which way gentlemen all right so the agenda for this evening i'm going to give an overview of our current security practices it will be a very transparent report on what we currently do we've continued to build on that for a number of years now and i'm actually really excited to share it because there is a lot of opinion and or sometimes misinformation out there about how we handle things in terms of security the one thing we won't do is give away the school and that's a quote from mr giuliano one of our parents who came to a public comment and said you can't give away the school so we'll share information with you tonight for instance we'll share that there's panic buttons but we won't share where those panic buttons are or where the security cameras are actually located but we are going to give you a very detailed overview in addition to that the structural component will be dr pepsoski's field under the weather he was going to join us to talk a little bit about that but mrs farias from center school will come up and talk a little bit about the structural tier of security our technology director eric conklin will come and talk about the technological side of security the behavioral side of the training side of security of staff and of the students will come from mr velanda and then i'm going to actually talk a little bit about the law enforcement overview that we have and then invite sean flynn our sro school resource officer from wisconsin and also staff member of the year for 21-22 i'll talk a little bit about a day in the life of the school resource offers we talk about it we put the roles out to people we share job descriptions but what does sean actually do day to day and if there's an emergency how quickly to show them respond and what's that communication look like we'll also invite the chief up uh with me to talk a little bit about the actual security enhancement plan once we do the overview uh finish up the opening and then from there i'm actually inviting the chair of the municipal building committee also known as the nbc mr checko to talk about the detailed design elements and planning that is going into canada wood lake elementary so that's the outline of the presentation this evening so the first thing we need to say is safety and security it's the number one priority for our students and staff the key is we have to make the school safe but it also has to be more welcoming and inviting and it's a balance we need to strike to that end it's important to put a declaration out there so everybody knows our schools are safe safety planning protocols what do we do as a school system and we want to share that in connecticut all school districts have common things that we do together and so some of those things that we do are work with the department of emergency management services and create what's called an all hazard safety plan this has to be updated annually it's about a five inch thick binder it's got every plan from each of the schools district procedures and all of the the town leaders from the fire department police department emergency services signatories as well as first selectmen superintendent's office facilities it's a lot of teamwork that goes into putting that together there's a lot of common language you've heard phrases like shelter and place lockdown threat assessment these are all commonly understood phrases as we get through with behavioral piece of things roles and responsibilities are clearly delineated and we have school specific and district plans uh in there and everything aligns with the board of ed the state and federal policy we have to make sure that the other thing we do that not everybody knows is we consult with safety experts so we have third parties and we've had a homeland security offer a full homeland security audit as recently as 2019 which helped build plans forward from there we've again worked with dennis and also we brought in a private firm called safe cell and they actually helped develop our after school activities at the high school and um layout of the facility and the property and what we would do in all kinds of safety scenarios to build that the other thing we do is starting i think it was march we worked with connecticut center for school safety and department of emergency management services to work on emergency model module training the first one we worked on was threat assessment so what are the four tiers of school security we're going to get into it now and start to bring some folks up to help us understand that the key phrase that everyone needs to understand and mrs carr mentioned in a public comment tonight is a layered approach to security layer upon layer upon enhancement upon enhancement to continually look and mr carr actually talked about being flexible and open and ready to move at any time that's called being responsive but we want to be responsive to how our claim is working and evolve that over time so a layered approach to security we've done a lot of that with our task force work so another phrase that is used in school security is deter detect and delight you'll know in our plans opportunities strategies protocols that deter um would be intruders or actors uh help us detect they just talked about threat assessment and if if things are to break down and actually someone actually is on the property how do we delay so we can get our emergency services there to support us and so the four tiers of school safety are structural technological behavior and law enforcement so i'd actually like to invite mrs ferriss up to come talk a little bit and help me with this slide on the structural actions taken so some of the things and dev is going to kind of tell a little bit of a story how things work but access control into buildings is controlled through sally ports or man traps as they're called it's a double entry system we have the buzz and visitor system visitors must have a purpose we replace and repair outside doors and locks there's a school dude custodial and maintenance management system where reports are given and we get there and fix those locks the key thing is keeping those doors locked you know that and then we have strategically placed film computer resistant film on glass doors and windows in certain areas inside the building staff have keys to lock their classroom doors from the inside including daily substitutes that comes in it's really important and then there's cl uh the chemical lake plant has a keying access uh managing the system that we're putting together is very cohesive very coherent we just had a meeting on august 15th and then most recently um this week vlogs 15 and then like i said mr czech will talk a little bit about that tonight so deb can you come up and share a little bit about structural health as you just said i'm sorry please sure so i'm not sure that this is much of a story first of all good evening thank you for the opportunity to share some of the structural actions at our school it's a beautiful picture of the southport area of center school so when a visitor comes to the door as many of you have done so there's a little buzzer system so there's a doorbell so you go and you press the doorbell and that's when the secretarial staff can you know press the talk button and have a conversation with the visitor who's outside of the school building all of the doors are locked there's no entry into the building without being buzzed in and ringing the doorbell on the front entrance um the secretary will ask you know first of all greet and say hello how can i help you um and the visitor has to introduce themselves and why they're in why they're there they also have to show a photo id and present the photo id into the camera so that um the secretary can look and see that the photo matches with the person that's there in the camera and at that point they can be buzzed in to the building they're not yet in the school area because of the sally corridor the double entry door and they still don't have access to get into the main office they would have to be buzzed into the office as well so you can see that there's like a little i don't know movie theater ticket window there and that's where the visitor would go and be able to speak to the secretary that's um greeting them be able to show their id and give them their driver's license and at that point the driver's license would be put into the raptor system which i thought mr copeland is going to speak to in a few minutes um and there that's really just to look at the sex offender database and assuming that there are no red flags then the visitor is given a printing from the raptor system visitor pass to be able to go and enter the building there's still not there's no entry into the building until they're buzzed in to that door that you can see there the sound port door and then there's entry into the um into the building if the visitor knows where they're going and someone's expecting them um they can go and if not then they're escorted by somebody to the place that they're going and then they have entered into the school so as you can see when uh dr green was talking about deter um you know and delay i don't know the other day thank you and detect um some of the structural uh features certainly go toward those uh those areas all of them actually so those are some of the structural features just to give you an idea to walk you through the process of how you would gain entry into the building dad i think you could make that into a story maybe a little children's book of how you get into a brookfield school i think that could be a good one um so when i forgot about that bob thank you so it was early in like dr rubio reminisce back to 2015.

it's it's legally that's all you can do okay uh business item C nominations for csba directors at large Asian Pacific Islander and Hispanic move to table okay you have a second on that does that mean we can't discuss it yeah I'm sorry traditionally we've just said we don't know anybody to nominate and so we've we've just passed it by but we don't you don't have to second my table request that's fine okay do I have a second do I have a second the motion the table has died on the floor got it okay do I have another motion on the side I I've just had some questions about this um so we could move to bring it to the floor for discussion yes okay and do I have a second on that motion second okay motion to bring it to the floor for discussion um so you got questions yeah I'm just curious about what this is and as I read over the information it looks like they're using race based um designators to decide their directors at large and I'm just curious about that it seems very racist to me and I don't understand what the csba is doing by making someone's race a quality of whether they can serve on their directors at large or not for the organization other than I I know uh and perhaps not to put you on spot Miss Kelly I know you do a lot more with csba but I know they just had different you're right race related spots uh for the director at large seats so some of the seats are for different yeah I it's probably these seats have existed for quite some time and they're the intent was to have representation for those um you know for those people uh uh various cultures and so the it was a requirement to have um people in these in these classifications rather than saying they you know like they're to just to make sure that we had a variety of representation I am not 100 sure of that assessment but that would be my guess because I had a similar experience with another organization I was in and I would say maybe this is something we should bring forward to csba to as a new resolution as far as like this is outdated yeah frankly I I'm guessing and this is strictly guessing and no knowledge to back this up um that it was instituted to try to make sure that different uh groups are represented however you do bring up a fair point about this is perhaps not the best way to go about it for us here we don't control what csba does ah and um well but we are affiliated so the group of us does not decide entirely we can have some input into it but we don't dictate what they do yeah we can have input but you know it's and we actually have a delegate that has some possible more clout yeah I mean hopefully I could I could figure out how to submit a new resolution or bring it forward to them and these come up periodically and I know this the board historically has not taken action on them um but simply because we don't know anyone to vote correct it's like who would we nominate we could nominate you well that would be using a lot that I fit one of those categories that I identify with them so what we can do is um maybe Miss Kelly between you and I we can figure out what csb agency can get some context around it but this point if no one's comfortable I would not bring it I would not I would let it fall and if we table it we could still bring it back but I think then we would be outside of the window of nomination so that is possible but these these do come come through at least annually yeah so we could table it or it could just die on the floor if we have correct for the motion yeah no further motion okay um is there any public comment on this item I skipped that step okay um so are there any further motions on this item any further motions on this item then this item has died on the floor okay moving on to the 45-day budget update for fiscal year 2022-23 hello hello this is on oh I think YouTube okay sorry so going back over the budget process we as a district had to adopt a budget in June and then the state budget comes out in July so it was our best guess based on the governor's May revise May revision of his budget that we base the numbers on and then they go in haggle out the numbers and then come back with the budget and I have to put a disclaimer on there when they come back with the budget they give us the big amounts and people provide estimates of what they think that will uh will give to the districts and so even though this 45 day update is required and that means it's 45 days after the budget adoption I still don't have strong numbers in here because I have estimates of what we think we're going to get and a calculator was provided in here that um actually turned out to be off by a million dollars is we'll get to when I get to that calculator so we really are just still looking at a glimpse these aren't really solid numbers and the solid numbers will come at first to interim when I report that in December so that was my little disclaimer next one so luckily they did have some relief for our Ada or decline in average daily attendance there's three ways we can now calculate our Ada it can be the current year whichever is higher or the prior year or it's a rolling average of three years and for 20 for last year twenty one twenty two the calculation is to take our enrollment for 2122 but use our attendance rate factor for 1920 pre-covered so that's how we come up with our 2021 Ada number and then the two years before that all average out into this rolling number so we take the highest of that calculation or prior year or current year and so it works out best for us to take that rolling average number and in doing so in doing so it increased star 88 by 320 students and we receive on an average of about ten thousand dollars per student so that's a significant increase and then on the out years because we have that rolling average now too that it still increases our our um our attendance but because it's rolling average and it's starting to capture our low Ada you'll see the number decline as time goes on [Music] so how it affects our unrestricted Revenue when I brought the budget to you in June I thought that we would receive 46.5 million dollars in state funding and unrestricted funding and that number's increased by a little under 10 million dollars and that was from that rolling 88 average and also they increased our lcff base Grant by 6.28 percent and then included in that also is an art music instructional materials block grant which is 877 thousand dollars it's called the art music instructional materials block grant but it actually can be spent on anything it's discretionary and it's unrestricted so that's on that side of the of the pot um and then oops actually that was 2.46 million dollars then we received for transportation 877 000 so all of those um things add up to just under 10 million dollar increase in our total unrestricted Revenue in the out years we don't have the one-time money anymore in there the discretionary funds but the Ada relief is still in there and that ongoing Cola is still in there this is where the numbers off now because school Services of California did their best guess of a calculator and it's the back of your board packets but when the official calculator came out just this past Thursday night it was off this year by only a hundred thousand dollars so we will receive one hundred thousand dollars more than School Services projected but in the next year and the year after that we'll receive one million dollars less than School Services calculator projected versus the thick Mac calculator which is the official one we're supposed to use um this is based on Ada from last year so we'll have to see how the numbers shake out as far as our enrollment our attendance rate and then again at first interim we'll have more solid numbers for you this is not something you vote on this is just an informational presentation the next one so because we're taking in more Revenue then we're going to spend more funds I had projected that we would spend 36.5 million dollars in unrestricted expenditures and that is increased to 2.3 million dollars included in that is that whole art Music Learning Materials Grant and then also we added some of the things that you committed last June so you had committed two million dollars for maintenance needs and so I went ahead and moved that into the budget also we're in negotiations with our Union unions and so I moved what the district's initial proposal is into the budget so that's already part of it and then in the out years our expenditures went uh increased 1.8 million dollars and three million dollars again the the negotiated salary increases goes over several years forever the next one so our ending fund balance we will be deficit spending 1.9 million dollars this year and that is because of the one-time funds that we're using like the two million dollars that were committed and the next year that goes up but instead of 2.6 million it's 1.6 million um and then the year after that it's actually going to be 3.8 million if I take the new calculator that's more accurate for the official line yeah and a reminder that we have to keep our reserves under 10 percent and so I put the additional funds into the budget and we're so we're under 10 reserves right now um as the year goes on we'll see as I close the books and things shake out we'll see where we're at and then we might have to commit some more funds but right now at this point we don't have to I'd said in June when I presented the budget we might have to commit more this time and we don't so I just wanted to follow up on that is that it so that's just a quick overview of how things have changed with our revenue and expenditures so can I just clarify um what you're saying is that we're still doing a three-year average but for the 2021 or 2122 fiscal year it's a 10 it's enrollment and then you said with a with a calculator for attendance can you explain that a little bit so you multiply that by our attendance rate in 1920 before covid Oh so we take our attendance from before times our enrollment so it's about got it 95 96 before and then we dropped to 86 to 88.

um so early on in my tenure school had started in 2015 it was probably september and uh i didn't bring my my uh swipe badge um but i had my license so i was buzzed in and um the next person i got to it was a different uh i had to be a clerk in the office at the time not one of the secretaries and uh folks in the office knew who i was they were anticipating a quick buzz and i'd get through the sally park and uh i'll leave the person nameless they they said wait a second who are you i want to see your license so i gladly handed over my license and everybody was a little bit embarrassed and um that's the superintendent that's so you should let him in and oh my gosh i should have let you say no you did your job that's exactly what we expect you to do hold me up double check make sure everything is is so we're really happy about that and we also have some stories that bore you with them where we've had a false positive on the sex offender registry on the raptor ware and if you want to talk about a bunch of mama bears at a school and custodians and everyone else secretaries teachers when they hear that buzz swarm uh a sally porter to make sure our kids are going to be safe i can tell you we have that kind of commitment and devotion to our students uh the schools are safe it's pretty darn good all right next slide technological so some of the actions taken i'll invite uh uh eric conklin over when he's ready i think eric's over there um there's a lot we've done and eric is going to give a little bit of detail but just kind of reading some highlights from the slide we have cameras we talked about the swipe badge access i mentioned panic buttons earlier when i opened my comments we had all from all the phones in the district meaning a ball call where a teacher can actually or a staff member can make it all call from any phone if they suspect a reason where it's serious enough that we need to call a lockdown they don't have to waste time running to the office or trying to call the office they have that authority and the principles will be going over that and mark can talk to the training aspect of things we've made a lot of upgrades to the pa systems especially in areas maybe some stairwell areas near bathroom areas where or just because of the age of our facilities where the audio just wasn't as good the raptor air was mentioned i'll let eric talk to that we have classroom phones that dial 9-1-1 directly we have 24-7 monitoring of internet activity so the firm calls securely and eric really can talk to that i think that's going to be an interesting one and share a little bit about eric and then certainly we'll work on a lot of cyber security initiatives so i'll turn that over to you aaron please good evening everyone thank you dr grill um so some of these are and i'll mention when i get to them uh they are in a lot of collaboration with dan caldwell and the facilities department uh so technology does not act alone in a lot of this like a lot of things especially related to security it truly is um a team effort to make sure that everybody's safe um so again the video cameras that dr bro mentioned in the swipe access badges we do work closely with facilities on maintaining and supporting those making sure they work hr produces our badges and makes sure that people have the right permissions to get into the building and i'm talking about staff members getting to the buildings that they're supposed to get into at the times that they are supposed to get into whenever we do have an issue with a door that say jammed or badge isn't working we do try to fix that in-house first dan's team is incredibly responsive in trying to fix the door we do have a local vendor that supports our cameras and badge access and is very very very responsive in supporting us when we do have an issue which is crazy every office does have the panic buttons again not to give away the school they exist in the school not going to say where um excuse me um the common all call phones in the district um that is something we actually worked on just before the pandemic um that was an initiative we took on uh where each school has a separate button combination that the teachers know it's in their emergency folders uh they dial that button hit pound and uh sorry sorry they dial that combination hit pounding can produce an all call that goes out through the pa system just like the office does when they have to make it all call just like they do when they call for buses or anything like that um uh facilities team really headed this one the upgrades to the pa systems i know a couple of our schools had some dead zones again that was another initiative taken during uh before the pandemic um i got to work with uh mr caldwell on some of those initiatives uh but uh all of those gaps in coverage um have since been uh addressed and everybody in the building uh can hear any announcement um and it's gonna be even more incredible at uh the new canada lake school when that whole audio system goes into place uh i'm gonna talk a little more on the raptor wear so yes every every visitor to the building is uh expected to present a photo identification that gets scanned checked against the sex offender database registry that is all that this system is to do um is to check the sex offender registry but also to produce a photo identification badge um so if you've never gotten one before what it does is it scans your license um it also grabs the photo of your license prints you a badge that has your picture on it the location that you're going and the time that you enter that person is expected to give that badge back that little sticker badge back to the main office before they leave in which they then get signed out of the building so you not only get signed in but you also get signed out of the building while staff of the school that they belong in have badge access to get in if it's not your normal building so for example myself if i'm visiting one of the schools we ask can we really promote our staff to not use your badge to go into one of the side entrances but to go into the main entrance go to the main entrance the main office staff should know that you're there they can sign you in the raptor system as well you don't have to produce your photo identification you get a badge you use your employee badge but it can keep track of who's in the building at the time it was a visitor and who leaves the building when the system does check the sex offender database it does give the uh staff an opportunity to check to see um if it's a match right you can have two people with the same name same birthday one's a sex offender and one's not and so you do have to have an opportunity to check that if the information matches doesn't match they can hit no and the person can be signed in take their badge and go on their way to their destination if there is a match we have it set where the principal gets a email and text message notification as well as designated individuals in the school and definitely the sro in each building uh and the youth officer um that was there at the time would actually get a notification and be able to respond immediately um determine what the person's business is in the building um if they do have a you know business in the building they would then be escorted throughout the building or if they don't have a business in the building that is warranted they are asked to leave classroom phones dialing directly 9-1-1 this is actually now a law that went in i believe in early 2020 i was just looking it up before what this basically means is if many of you know from offices or classrooms or schools you often have to dial a digit to get out to an external number so you know 9 860 dial a number you know or 8. um that can waste precious time especially if you're in a place where you don't know what that number is it could be two digits it could be an external button um and so it is actually a federal law um that classroom phones dial 9-1-1 directly without any additional button combinations and so we had to follow that and we've done that district-wide um we do check that on occasion especially if we've changed extensions changed phones move things around um we do check on occasion we call up dispatch tell them we're calling 9-1-1 and make sure that um it works um something more uh something newer to the district uh as dr grow mentioned here um is our 24 7 monitoring of internet activity uh with a platform called securely this kind of enters more into our threat assessment and this is a platform where we are now able to monitor the web activity of students using district google accounts and district devices 24 7 no matter where they are whether they're on our school network or in starbucks on public wi-fi as long as they're connected to the internet we can monitor the idea of this is looking for keywords and searches um looking for you know indications that the student is going to harm somebody else have self-harm we've rolled this out um at the elementary level and not to go into too much detail but we rolled this out in the elementary level uh in the spring um we actually had a search um that was questionable one of our texts brought it to me i brought it to the principal of that building and it turns out that they got to have a discussion with a student that they never would have had if it wasn't for this tool um and so it has already helped a student and we are um looking forward to see how it can help more um and keep an eye as we as we really turn towards not only um physical security but also threat assessment and looking at the security online and that rolls into cyber security initiatives um you know while we you know we see cyber security as you know a lot of things happening in the news with hacks and ransom and you know taking over of networks uh you know we also look at protecting phishing attacks phishing schemes um spamming attacks things that might lure students into areas where they shouldn't be and shouldn't go um and so there's a lot of initiatives that we look forward to there as we partner with the state and in how they support us um i'm not going to go into too much detail on what some of the things we're implementing and some of the things we're doing but we regularly daily monitor cyber security initiatives changes you know that's we we've seen in the last couple of years that um it's something that changes constantly um and so we always have to stay ahead of it um which isn't always easy to do yep thanks eric that was really comprehensive um it's important to note that the security task force over the years um and the combination of the homeland security audit are what produced the actions here um over time and that's really important and we're able to bring those these actions or these initiatives or these needs and many of them have a budget implication to work through with the facilities committee or the finance committee and work that through in our budget so that's an important note as well all right i'm going to invite mr glenda down for the behavioral piece which is the training piece and things that are implemented and underway and rather than me read i'll turn it over to the esteemed mr martin thank you dr brown hello everybody um again i'm not going to read through this list specifically you can obviously take a look at some of the things that we're working through uh it's important to note as you see that first bullet that's up there uh as we start the school year it's always important to retrain and reactivate the staff for their protocols and procedures that's things that every building principal will be doing with their staff the first days of school uh oftentimes we'll invite not all the time we will have our sro present likely i imagine at the middle school officer flynn does go as well and talks about some of those emergency and safety protocols and procedures we talk about the different kinds of drills how those drills are initiated in the event of the basics in terms of lockdown drills we do talk about other emergency drills in terms of fire drills as well as sometimes we might need to practice a shelter in place or hold in place um some people call it lock-in but um these are all things that are covered in our all-hazard safety security plans in terms of how we conduct these particular drills what protocols are in place staff are also informed of how they can use their classroom phones and the events that they needed to call and mr conklin talked about that the ability to access the pa system call a lockdown if needed or call 911.

so we're letting us take the 95 nice and that will continue into the next two years I believe so I haven't I've tried to see in writing does this go on indefinitely now is this just the permanent new calculator and I have not found at least until we get past the whole 21 22 fiscal year being part of the formula I would think that they're going to keep it that was a really great solution they came up with I think I don't think so too it helped us for sure it's permanent until it's changed it's permanent until it's changed well I mean it's only three years we have to worry about right right so and hopefully we'll get the new school and enrollment will go up and we'll be great and then I had another question about about the 2 million that we did set aside for maintenance which really isn't a question for you but more a question for Mr Putnam is that are we like slated to get some air conditioning and stuff taken care of with that I think we still have to map out the plan I heard that there was quite a delay I already have money set aside from covid funds for two million dollars in HVAC so it's that plus that cost was higher so we think we'll have to use some of this plus we're looking at extra things like the extra fencing around North Country so we're doing bigger projects with that which we'll we'll come back and give an overview we have I don't think he's had to have had to have to tap had to tap into it yet because remember we still get restricted routine maintenance fund three percent of our total expenditures which is 1.875 million dollars I was just asking because I've heard that there's quite a delay in HVAC projects because of all of the work being done so I'm kind of curious are we actually able to move forward on that stuff so right thank you so much because it was a business item we would have to take a motion to bring that to the floor in a second just for the record so unfortunately this is a discussion item but we do need a motion so no problem we've we've been off for summer break it's okay so important lesson for all the students in here the adults in your left we're all winging it too we're just figuring things out as we go but just for our record if we could have a first and second for a motion okay we'll get it can I get a motion yes I moved to bring the uh item we just discussed to the floor for discussion and do I have a second retroactively second and important other stuff we skipped are there any public comments on it okay yeah take a month off and it all falls apart okay moving on to the board superintendent reports trustee Kelly actually uh just get me I'm sorry I'm having difficulty remembering what I wanted to talk about so okay trustee Lee all right hello everyone and welcome to the 2223 school year it's hard to believe that we've made it here August is not any heritage month so I won't be giving out any uh Heritage one celebration notes but I'm just hoping as we start the new school year you know with our focus on social emotional learning and the well-being of our students and families that we continue that that it's not just you know something that we kind of did during the pandemic times and that we kind of drop I'm really thankful for the work that Mr Jackson has done in the safe Center and hoping to see that continue especially after he steps down from that position which I understand is going to be happening or has happened so yes I'm I'm looking to see how that continues because I think it's an important resource for our community members and family and just want to note too in terms of my office hours September 5th is a Labor Day holiday so I won't have them that first Monday but I'll be back at office hours on zoom on October 3rd from four to five and you can find the link on my um on the board member website so thanks everyone be safe be well we're sure to have a most interesting school year um I don't have a whole lot to say I just want to say thank you to all the staff members for starting the school year off right I from what I hear things are going fairly smoothly so far and I love seeing all the faces in the room tonight and I want to commend those of you who are here I know when my kids were doing this we went to the last possible board meeting they could go to so it's great that you guys are knocking this out early um and thank you for everyone for all the work you're doing and welcome to Riley all right so I just wanted to say um thank you to Ryan for the Fantastic event that he and his team put together the community event I am so sad I missed it but uh wow I heard it was a great turnout even in spite of the massively hot weather so congratulations on that um the event that I did get to go to was the classified new employee orientation so I was very happy to say hello to all those folks and I apologize I was not able to meet the new certificated the next day but welcome to them as well um we have the equity I don't know what's it called equity thing coming up maybe the equity thing no don't tell me they're canceling again are you kidding me Equity Network coming up and the first meeting is supposed to be in two weeks so we'll see if that actually happens they've delayed this three times now but we're hoping that we will have it uh welcome back to the new school year fantastic job I mean we didn't get any red alarms going so that's a good thing that's a good thing and that's my report and just to Circle back thank you for bringing up those uh events I really wanted to attend those but unfortunately I'd been exposed to covid and so I decided to play it safe so yes I I heard wonderful things about uh about that backpack event will still okay and superintendent Larry uh yeah and I think Kelly you might have read my notes there but I did want us to say that it was nice to to meet all of our new uh employees both classified certificated uh and actually been able to get in some classrooms of those new folks so it's great to see them in action so we welcome them to our district um also I want to thank all of our staff new and continuing for the the smooth start I know from our perspective sometimes it seems easy and it's like oh it was great but I know it was a lot of hard hard work you know Blood Sweat and Tears um so I thank them all for for their part in making that smooth for for our families and our students it's it it's it's good times and if you sorry I'll go off my little script but if you go out and see the students faces you know we did a good job you know when you see the little kids skipping down the hallways and and the big kids being polite and saying hey thank you very much you know and asking questions so anyway kudos to everyone for their their role in making that happen and then to Mr Jordan's point the Williams visit that's also been the beginning of the year but it's also taxing because we didn't know what to expect because we hadn't been on the list so thank you to those administrators and staff in the district who've gone through curriculum and Facilities ones and thank you to Mr Jordan and uh Mr uh Richard Putnam for for his efforts because we were we were a little nervous but we we came with a good good clean bill of health and then also we're working on our expanded learning opportunities grant for our students and we're partnering with catalysts and some conversations so I think Mr barassi for his work with that um we're seeing if we get something going so we can extend uh learning opportunities for kids students before school and possibly after or since some of our schools start earlier it might be just after uh but it would extend to a nine hour day so that will be a really great opportunity we look forward to coming back and sharing more information with the board and then the other two two important things I think was the work Mr Jordan alluded to with with West Ed are Equity design team is kicking off we're starting to invite folks we've got a couple preliminary meetings with West Ed it's going to be it's going to be some hard heavy work and a long-term commitment so we're excited to get going with that and then finally I just wanted to say Ryan out of the Family Resource Center their staff did an outstanding job with that event I I selfishly or I don't know selfish is the right word but we're sitting there going I just hope someone shows up um and when when they did they came in in droves and it was hot and they gave out over a thousand backpacks a lot of food a lot of supplies it was really really good and I told Ryan it really set a positive tone I think for where we went and where we want to go as a district as the students came back into school and you could just see the pride as the students were walking back in about 110 degrees because it was on the asphalt there with their backpacks on their new cool backpack so I think a big kudos to them and rumor is they're already starting to plan because I said hey you set the bar this is your first time what are you gonna do next year so I think we we estimated probably 2 000 people came to that it was one of the other than graduation for Center High School it was one of the biggest events I've seen uh that we've brought our families in so that's a that's a great thing and other than that looking forward to a great year I agree with you Dr Lee I think it's going to be an interesting year but it's going to be a good one because uh it's got some good Positive Vibes out there so anyway thank you Advanced planning future meeting dates we have a regular meeting Wednesday September 21st here um do I have any suggested agenda items okay as always if something comes up just email us okay uh continuation of cold session we have nothing so we don't need to do that so do I have a motion for a job move to adjourn second okay quick roll call vote Mr Mason aye trustee Kelly aye trustee Lee aye and share votes I am meeting adjourned at 6 52.

so we do review with staff all those procedures it is a always a difficult conversation to have um you know and i think someone described it best i think i was talking to sergeant o'such last week talked about teachers and educators with their flock and wanted to take care of them and so we go through in depth and how to do that in the event of a lockdown we also do things in terms of uh reunification attendance protocols whether we go outside for a fire drill uh we want to make sure that we're taking accurate attendance and accounting for all the different kids that are there so we have protocols in place there's emergency folders we review that quite extensively with the staff once the students come back we do also do presentations with the staff um the students when we go through some of the things that they could possibly hear and want to react and what to do one of the big questions is what do i do with them in the bathroom when this happens right because we've always talked about in the classroom what we do talk about with kids what do i do if there's a fire drill or if there's a lockdown drill called and i'm in the bathroom and we talk about kids with what they're supposed to do from those particular standpoints uh also giving them a question and answer sessions so they can ask questions as needed and then we do these drills once a month we don't do every type of drill every month we do at least two fire drills uh one a month we do 10 in a school year we're required by state law to do that we record those and report that out and then other types of drills we do working with my sro i've had great relationships for example brian flanigan was very upfront about choosing random times for drills doing them when they're inconvenient for all of us right it makes really good sense if you do a fire drill when it's the least obtrusive to education and teaching you know so we tend to try to avoid lunch times or passing in the hallway during those times but then we want to try to do them then as well things where we've looked at we haven't necessarily done them this past year but as we will practice this we've done things where we'll actually hold the sign that says there's a fire at this exit it's not an actual fire it just helps kids they get so used to going on a certain exit a certain way we throw them those curveballs and talk about it i think the important thing too that we talked about with every drill whether it be a lockdown or a fire drill staff the administrators are throughout the course of the building oftentimes with custodians and sros and oftentimes we've had chief policies has come up and been a part of those drills as well one of the things i feel very comfortable with and i say this to people that ask you know what's it like being a principal and talking about school safety and security i can't give the police department enough credit for the work that they do um they are on it and i'm really appreciative that i work in a community where that's um so to i know officer flynn and chief will be here today so i want to thank them for the work they do i know it's thankless work but we feel unbelievably comfortable with you guys here so i truly appreciate that i think the other thing that's important to know too is that we do um depending on how you determine how wash or meet and have a conversation afterwards where we get all the people that observe the drum the police department if they're there school security administrators and talk about what we saw when we go through and check doors are there any things we need to look at do we need to remind kids about what to do with the bathroom did someone not close their blinds we just we go through it we talk about it and then we reinforce the staff okay here's what we saw today not in munching anybody but here's what we saw and here's how we continue to get better so by doing that drilling practice right and trying to keep things fresh and new and a little bit different it sadly keeps us on our toes but that's what we want so that in the event of an actual emergency that ever was to happen we're ready and we know that fire drills are most likely the thing we're ever going to have to deal with and so we focus on that significantly another thing that's on there is the say something app you can see that pretty clearly it's an extensive program we're really excited to be on the wait list takes a little bit of time i know eric had talked about that previously but we're looking forward to being able to get on board with that particular program through san diego promise in january so it's going to give a lot of opportunity we have a lot 896 students a lot of eyes and ears about things that are going on and around the building and so kids understanding to see something say something and we get a lot of information help and support for those outskirt behavioral types of things that people may be concerned of and this app is going to go a long way to help us with that as well [Music] so you can see there's a lot that goes into the training of staff you can see the detail in which um eric and mark and dad talked about everything we had in place the last tier that i'd like to talk about is law enforcement like i said i'll be inviting the chief and uh officer flynn up in just a second um to echo what mr bulletin has said i have had the absolute pleasure joy and honor of working with three incredible police chief leaders starting with robert montgomery and then jay purcell and now uh john palisi it's never an easy job it is stressful they are always there for us call the cell phone and we are in touch it's that simple they call me um they give me heads ups we work directly with our sros with such a just easy smooth working relationship i couldn't ask for anything more and more support so thank you gentlemen and the entire department so what do we do with law enforcement our first responders i think it's really important that what is our security staffing so as we get ready to talk about the enhancement plan and the next sliders here is what do what do we actually have right now and i know it's been talked about over the course of the summer it's important to really lay that out for everyone so at the high school we actually have an armed school resource officer or an sro and an unarmed security officers so that's our security current security staffing at the high school at the middle school we mentioned officer flynn will be up here in just a second he's our other sr of school resource officers are full sworn police officers and they are armed at the elementary schools both huckleberry and center school our youth officer with special training the sro is actually a special training to be school resource officers our youth officer has special training to be a youth officer lots of training goes into all these positions is also a sworn officer and a leader in the community and splits time between both schools police officers are employees of the police department our unarmed security guard is an employee of the school so just to make sure that's very concrete for everyone we have brookfield presence at a brookfield police presence at arrival dismissal time so rival dismissal times the most vulnerable times in the school day because the doors are open lots and lots of people we've all experienced the traffic out of school lots of parent drop off uh the high school student student arrivals as well in cars plus all of our buses so they're vulnerable times we have to really keep an eye there and we have police presence for that at the end of the school year uh post evolving where we were all very concerned there could have been copycat or inspired violent acts we made sure that the police department really made sure they supported us and we made sure we had a full officer stationed at the elementary schools for the duration of the day that wasn't a sustainable solution which is one of the pieces that led to the conversations over the past two months our fire marshal and police department their presence and feedback on emergency drills that's another piece of law enforcement and emergency response mr bolander already talked a great deal to that but it's important for everybody to know that if we have an emergency at the school response time from anywhere in our community is less than four minutes to get more officers there and ongoing meetings and communications that are as i've already alluded to it is just natural ongoing communication between the school system uh the schools and the police department and then actually most recently it was just last week there was two days of active shooter training for the police officers right here at brookfield high so we're constantly evolving training and getting ready and being in touch what i'd really like to do now is actually invite officer flynn sean if you can come up and talk a little bit about the day in life of an sro you can kind of talk to from the educators but let's hear from one of our sros what it's like so sean please normally i'm presenting with for middle schoolers so tell me some slack most mornings start off pre-routine and start off with the police department i gather my necessary belongings that i'm going to need throughout the day school put them in my police cruiser drive up park my market police freezer clearly visible spot in the parking lot from the road headed into my office put my things away safely and securely i go in and check the previous police logs from the days past see if many of our students families have been involved in anything that we you know counselors principals might need a heads up and then i'm going to make my way to the office talk to maria see if she has anything going on that day because she knows the schedule better than dean [Music] and then i make my way outside for the arrival pre-pandemic i would stand right in front of the entrance greet all the students while being able to see if anybody unauthorized building post pandemic there's a lot more parent drop off so traffic is a nightmare so i kind of split my time between from the building and the directing traffic i then head into the building see if she needs assistance with students who are arriving late and i make my way down to mr petrino's 6th grade classroom i challenge the kids to his science question every morning the winner gets a pizza party at the end of the year i have yet to cash then a quick walk around the school make sure all the exterior doors are locked all the gates for the portables are locked head back in my office check emails current events things i may need for presentations that i do for the students john grass alcohol the law for eighth graders and then at safety for the sixth graders search and season for the seventh graders uh knew this year dennis is offering i don't know if it's new to the issue but it's new for me demas is offering uh for fifth grade back emergency preparedness backpacks that the students can take home those flashlights glow sticks so that at home they can make emergency plans for if there's a fire in the house things like that so we're going to try that out this year um i also like mark said pd days probably the 26th i'll be presenting to the staff at our wisconsin plans our virtual drills because properly training staff at school is going to be the backbone of that emergency plan and how it plays out then 10 30 or so lunch waves start and i'm either in the cafeteria or i'm outside at recess either checking with the kids getting to know what's going on playing foursquare football whatever it is and just building that bond with the students because once you get that bond much like they say something at they're comfortable with it they're going to tell you what's going on so obviously i'm part of the safety committee for the school there's an sro where many different many different situations but regardless of what's going on where i am you know i have that school radio i have a police radio a cell phone something happens at that school i'm going everybody else is coming in less than four minutes but i don't know they can tell you yes the best job [Applause] not bad for a non-middle school audience you get a restaurant so i gotta write the chief up though um this is the point where while we can be confident and pleased with what we do we're always looking to improve and make things better and no matter what no plan is foolproof and there's always areas that need improvement a vulnerability that you see a risk area whatever it might be and so we assess those um through everything principal orlando was talking about what sean talked about eric talked about and we look through those and we get to gather that feedback and we again evolve and improve our plans we also did that with the task force when we analyzed where are our weak spots what do we need to address and a couple of the areas we need to address for sure is we wanted to ensure an arm of the presence of all of our schools that was a piece we wanted to make sure we had it on a entire school day basis and also a as sean said parking that cruiser right out front the other police cruiser up front that is a serious deterrent for uh wannabe actors so what i'd like to do now is just jump right into the actual enhancement plan we have to enhance we know there's no way to sugarcoat it violence across the country continues to increase and the shootings aren't stopping and so we need to be prepared we need to protect our kids so talk a little bit about our process so we um re-invigorated the task force after uvaldi and you can see the participants it's really important to see uh myself mr palanda mr poster business director mr conklin we've heard from our tech director the chief fire marshal d'souza board member is belden fernandez and bhutto gaspari berntorono who is a parent who is in the security industry uh brian janowski another one of our parents he's in uh administration in cyber and technology in terms of security and mr durkin who is actually an educator in a very different setting than ours but an educator who is a principal of a high school and has a very different experience than we had in brookfield so really was able to add a layer for us we had some overall objectives like i said one of them was thinking about how to get an armed presence in all the schools but we really needed to look at building from what we did in 2012 and the iterations there post sandy hook we reviewed all aspects of his plans and we recommended that layered stepwise incremental improvement over time we're going to be working on this we've worked for the last two months we're going to continue for probably the rest of the year and in this slide we talked about six to eight months but there's a lot of things we want to do and we want to really start getting that structural there's some things we wanted to ensure not only for this year but that the high school and the middle school really get up to the the best level we can as close as what you'll see with the new design with a brand new school in canada lake elementary so our initial focus was the staffing piece how are we going to enhance security personnel so we've had four formal task force meetings we've looked through studies in literature we also made sure we looked at earlier task force work we actually met with former board leadership from host sandy hook to get their input on how did they go about this decision-making process because prior to sandy hook we didn't even have sros in the schools so what did that decision-making process look like a lot of input came from parents the youth commission met with us and it's important to give credit to the youth commission they really championed the idea of the say something this past winter through the spring we had a lot of great meetings and dialogue there so they were a big catalyst for us and getting to say something at going of course discussions with other school districts what do you do what does it look like for you and you have to have a custom plan because every town is set up different has different resources etc etc but you can learn a lot from each other and then obviously law enforcement recommendations and any best practices of course that's why we have chief as part of the team so the task force recommended to the board which already was talked about how it went through the entire process with our elected boards and here's where our plan is right now and it's important to note because it was said in a couple of public comments i want to correct the record that the board of ed went against the police chief that has never been a more untrue statement the police chief chief policy was on the security task force as part of the decision-making process so like i said one of our big goals add a full-time arm presence at the elementary schools because they didn't have the full sro program so we're going to add an sro at each elementary school as with the sfne sro the will reports the police department were collaborating with the schools but ultimately there are sworn officers in the police chain of command for this year the two additional sros will be there but we're looking to reduce to one sro and who migrated to canada lake so we're thinking far ahead and we've got a budget development process that'll start to unfold uh come november the other piece we want to do is add monitoring capability to complement our sros this is a synergistic plan the unarmed security guards we've talked about we're going to be adding five in total to the brookfield public schools and what we're looking to do is have two guards specifically at the high school and one at the other schools let me talk about how that's going to look so bhs is an area at bhs there's an area after school where we really want to heighten security there so what we're going to do there is an unarmed asso at brookfield high school for after school asso stands for armed school security officer so while we have an armed presence in this plan at all of the schools during the school day the high school is very open there's lots of activity between athletics and drama and music and town meetings such as this we want to make sure we have an arm presence during after school time as well take us late into the evening we'll supplement that uh person with an unarmed security officer who can be monitoring cameras and also maybe another set of eyes and ears and again door access an aggressive stance on door access in all of the schools is always really important and so we had a unanimous vote of support from the task force at that point and most everybody watching tonight and everybody here understands the full process that that went through earlier this year what i'd like is to bring the chief up just to talk a little bit about this overall plan and kind of his thought process on best practice and how this plan works okay thanks for uh inviting me to speak tonight if you had told me 34 years ago when i became a police officer that i'd be up here arguing for police in the schools i would have told you that you were crazy but um since i'm a team chief i thought the first couple months of just dealing with budget meetings and i thought that was a lot the amount of hours that have gone into the to the planning and coming up with these recommendations to the town um for enhanced security in the schools has been daunting and i wish i could remember the word that you use for some of the meetings but they were quite colorful so this plan um like most of the people that spoke already tonight is a layered approach with the added sros at the school as well i think that the uh you know the principles who spoke tonight also you know they were talking about who was checking these people in and who was doing that and the the human error um of having these people or secretaries doing not that they don't do a good job but they're doing so many jobs in the schools already and one of the things that these uh these officers would do would be take over those roles to add that layer to be able to address these threats before they get into the building sean talked about his uh his role and his day and what that entails and just so you're you know you know that when you're getting the sro you're getting not only the security aspect of having an armed law enforcement there but you're getting the um you know the the benefit of of the officers interaction with students and the teaching levels and making them comfortable with with the officers that are there and and adding you know that other layer of security that the staff in the school shouldn't be worried about they shouldn't have to worry about you know what happened and what the students hold the night before nor nor would it be any anything that they would know of but these sros have access to that sean talked about checking the log and being briefed by the officers going off duty that extra layer that he wouldn't just get with um civilians or uh armed security uh without having a police officer there is just another layer um i think that this balanced approach um that i know after talking to members of the uh the board of finance is going to probably cost us dearly next year when we have to come up with a plan to fund this from our budgets and i'm not really looking forward to that but this this is and like i mentioned when i first got up here 34 years ago i wouldn't have been i would have never thought in the world i'd be up here having to talk about how we're going to fund and how many people we need to provide this layer of security um but the plan is uh what it is and it's a i think it's a balanced plan but like like tony mentioned earlier this is a work in progress and this is not the super solution to prevent anything from happening in our schools this is one layer of that security and i know having been invited to be on the task force and the other things that we're tasked with besides this personnel staffing and security issue dealing with the stuff and i look forward to being part of that discussion later um but this is a it's a fluid plan it's going to be revisited um we have a plan in place for the start of school this year to have officers there um like i think dr brill mentioned so there's not going to be a gap whether the town decides to support this plan or not we're still going to address the security issues the best we can within our needs and we're having staffing issues just like they are in most departments across the country um but i think that [Music] adding these people to the schools at a minimum creates that additional layer with all the security enhancements of the buildings that were already discussed there are flaws and we're not going to know what the floor's flaws are with with this new plan until we get it in place um and we can address those as we see fit we have a very good relationship with the schools and i think uh they're open to discussion and no one's above saying yeah we have a problem here we knew where some of the gaps were and the task force tried to address some of those and it was a pretty um dynamic group of people that had very strong opinions on whether these people should be armed or unarmed and what their role is what they're going to be doing so i think this plan as it stands right here right now is a balanced plan and i do support it i know that we're not going to make everybody happy but this is a hundred times better than what we were dealing with last year um with you want the right person in the job you don't want a police officer who doesn't want to be there or has just worked his eight-hour shift and found out 10 minutes before that that he's going to be stuck in order to work at the school to do security you want people that want to be there that have the right uh temperament that have the right attitude like like officer flynn um and some of our new sros that are going to be in all the schools to do the job and it goes without without saying how important it is getting the right person in those roles um right so yeah if anybody has any questions for me about the plan or like that feel free [Music] so i skipped over here so we're at a point now where we talked about not only what we do we talked about the plan for what we're going to do as the year starts chief addressed the interim plan while we work on the new plan which is to ensure that we have the youth officer in the sro which is covering all of our buildings and the next step i wanted to talk about i know the presentation is getting a little long but i think it's going to be a little bit more fun for everybody here because we're talking about the future now in terms of canada lake and i think this really ties in nicely because not everybody knows the security design that the plan that's going into canada so as you can see there's five areas and we're going to be turning over to different uh areas that we're switching off of this power point into another um our friends from tecton put together about a ten slide presentation that mr checko from the fbc is going to go through we're talking about security entry control you're going to see very similar themes here security control the principles of actual site design so purposely designing the building with safety and security in mind lockdown abilities and hardware obviously the uh resisting class that we talked about and also panel light glass and then certainly uh access control and cameras et cetera so paul would like to come up with good evening [Music] but before i started about hanover lake elementary school um you know for those of you who don't know december 14 2012 exercise in this board of education with five other four other parents six other parents but five of us who had students in kindergarten through fifth grade it wasn't the ac day um the five days after that the seven of us walked all four schools with robin montgomery as our chief and put in place a lot of the initial safety procedures five days later at a board of education union rated stefan myself scott mccarthy susan j miller harry shaper and victor katz voted on hand traps safety glazing access controls security windows and all those and a third-party security person to come out and evaluate all their schools moving forward so it's very dear and personal that this has been carried forward and i commend everybody on the school safety committee and the security task force for moving this forward and evolving this as we heard early on since that time in my professional life i've spent a better part of the last 10 years evaluating school safety plans for various districts or other clients in private schools evaluating a lot of the stake oil salesmen that we see in the products that are out there and i've always preached that there's a dichotomy between building safety and fire safety there are opponents in the spectrum and every obstacle you put in the way for delays are coming in is an obstacle for somebody believing very far and how do you achieve that balance and i think with canada elementary school in starting this um we've reached a great balance where we have points of entry for entering the school and everything else is an accident everything else is apparently equal for fire safety getting the students out in this this was such a collaborative effort between tecon architects the district district personnel eric conklin the security side um i think eric still eric murray is still working on things [Music] on the technological side and safety and cameras we've given him a cartoon launch and he's put together a plan and i don't think he ever realized how much time he'd have to spend putting into the school but he's done he's done a great job he's risen to the task and he's put together a technology and security package that's phenomenal in the school and we're excited to see it be implemented and see how it works we can judge it with everybody else but in creating safe environments today we go back to a report by professor john henry grimm who actually came up with those initial tenets of detect delay to term and in that a lot of what's in that report from 2013 is actually deflected in the school so let's go okay secure entry control right two step entry sequence we've all preached this we all know um about pressing the buzzer identifying yourself we have the two points of entry one for the lower grades one for the upper grades at the school they both have double entrances that are secure they both have personnel at windows and those are the only two points of entry at the front of the school that's it secured estimal visitors go directly they don't go directly to the school they actually once they're buzzed in and have to go into the office and then they're not into the school so it's a little double um you know little double mantra if you will those administrative offices are orchestrated and we'll go to the floor plan in a minute those administrative offices are oriented at the front of the school they have a 270 degree view of the parking lot the entry length and everything that's happening from candlewoodlake road all the way in so visual control over that entry is immense the principles of the site is the next antenna here where you need to create space between your front entrance and where your parking and your visitors areas are and what we have at canada elementary school as you can see there's this big green space at the front between the parking lot and the school and in that green space those roadways that are leading up to the entrances the school have followers you're not going to get a vehicle through there it's small enough that if you have emerging personnel and you have the gators you can fit between them but you're not fitting a car or beetle through them that's the space we need to create because when somebody comes up to that school and parks a car you have time between the time to get out and have to walk across that grass that somebody can lock down from school somebody sees out their front window across that there's a perceived threat you can lock down the school immediately so that building layout that natural landscape only gives you those three points of entry at the front two main ones and then a secondary one that's in the cafeteria that's only for voting but those two points of entry for the main entrance and for the pre-k entrance both pepper bridges that go across and those bridges underneath those bridges obviously is the original stream so for somebody to have to come down to that stream bed and come back up it's another deterrent they have to come across that bridge in order to have a director out to the front of the school and again it's a highly visible site at that location so with that you talking about natural access we talked about natchez natural surveillance you can see the circulation path you can see at the front what public spaces classroom spaces in the rear of the building so portion and i want to get to the building plan because i think that tells the greatest okay so if you look at the building plan we have all the common spaces we have the library media center we have the cafeterias we have the gymnasium through there we have two north south corridors one at the front that traverses across the administrative way one at the rear that goes across the back and that allows access into the classrooms both are based on a slight curve and you say well why would you do just kind of a slight curve it avoids having a direct sight so if you do have an intruder in school and you do have an event not being able to see around the curve provides an additional level of safety provides additional delay for somebody to be able to get to a safe space to be able to get to the classroom individually you'll see these blue bars there every portion of this school from the entrances cafeterias three classroom waves up and down can get compartmentalized to push that button so all the doors are on magnetic hold open allows free access during the day when this is instituted when there's an event that happens and those doors close it does not compartmentalize at school every door every window has an identifier both in the interior of the accident once that those sections are compartmentalized there is no inverse to any of those compartments there's only egress out of the school so if you did have somebody who was able to get into one of those compartments and everybody was locked down the only place where that person would go is out they have to exit the school they can't get into it can't give it to other lots of smaller buildings provide fire safety and provide building security at the same time and the use of these doors is one of the major factors there's no hardware on the sides of a lot of these doors between the staircases so even if somebody goes into the staircase and wants to come in there's nothing for them to be upbeat they're locked down and they can't even force them so there's a few uh you know a few security features in that one the classroom box sets themselves a double double sided that would heat up both sides these have a visual indicator on the inside so the teacher can visually know without having to go over that that door is locked they're in the glazing in the classroom in that door is what we call directional upstairs you can see straight in when that door is closed and locked you can see straight in to the teacher's workstation as soon as you move to the side you can't see it provides a huge blind spot enabling for any intruder being able to see into that classroom it's a honeycomb glass uh it's called directional visibility and it's a it's one of those other safety features which is put in you may say why is the individual indicator for the locking of the door on the outside well everyone teaches to be able to see and what happens if someone keeps going down the hallway visually they see the doors are locked they can they're moving on if you're intrigued if they have to stop at each door again we'll talk about delay every time we delay gives law enforcement enough time to at least respond to each other and that's what we've learned you know unfortunately hook took just about six minutes from starting finish if we can delay responders were there in two minutes and 35 seconds if we can delay hopefully we can delay it and the last we talked about security and access control we have access control in all the doorways again um that was in coordination with mr conklin we have security cameras throughout and again we don't get locations security cameras of safety buttons of the panic buttons we just know that they are throughout this building do you have them this isn't like john [Music] anybody wants to go back to a particular slide just let me know is there something else you'd like to see or talk about or hear about it again this was done in junction you know we were facilitators of the process we didn't come up with the security measures we absolutely gave our input but it was a collaborative effort between police department i know reviewed i know the district reviewed we have a technology department we talked with dan caldwell everybody this was a collaborative member and again we were facilitators in this process we gotta come from everybody i don't think there's anybody who wasn't asked the question um this was you know we had friday morning meetings with various departments throughout the town not only the organic education side dpw and everybody else to make sure you have fire access around the building emergency access vehicles around the building so you can come from the building from 100 to 360 degrees thanks paul um obviously a great deal of planning has gone in to that um eric if you're still up there can you go back to the first powerpoint for a second and then i'm gonna end the presentation and uh turn it over to mr belden if there's a question from the board or a conversation that needs to be had um so aaron can be good now there we go so i want to end with um student wellness because there's been several questions that have been asked what are you doing for student wellness what are you doing for student loans we do a lot we've been building that for quite a long time here in district and even this year we'll continue to add and enhance that's credit to everybody in this district uh an incredible credit to the board of education their leadership in the town and the support we've gotten for our budgets there's a lot of things we do and i'm not going to get into great detail but i've highlighted a number of things we do here because we've been focused on kind of the physical enhancing the presence of folks armed security security guards and having this conversation and that was the intention of this summers to do that work and a lot of structural and technological work is going to be going on with the task force going forward but in terms of the wellness supports mental health supports there's a number of things going on so just to highlight that for everybody as part of this presentation because both powerpoints we present tonight will be publicly available we want to make sure everybody can watch these videos as well and see what we're doing so as we know five years ago we began the integration of the yale ruler approach to social emotional learning and it's fully implemented across the district adding an anonymous reporting system and adding security personnel i think will be very good for student wellness and the feedback we receive from students that they want more of that training faculty and trauma informed instruction having social workers school counselors and psychologists at all of our schools having added social workers at center and at the high school adding a psychologist at the middle school adding the executive function and sel support of the paraprofessionals i talked about that earlier in kindergarten this year the high school they gave a presentation at the last meeting in july on the civic partnership for mental health support for students and their families right there hosted private mental health support right there hosted by our high school brookfield care is our long-standing partnership with programming on substance abuse mental health et cetera we've developed updated systems of academic and behavioral support we've added special education teachers we've added speech pathologists we've had a math interventionist this year we've added reading interventionists at the high school over the years recently dr talked about this earlier tonight mentioning the instructional coaches with embedded professional learning for lesson design helping teachers get better and better engaging students overall when you engage students and have wonderful instruction you have better behavior you have more exciting students and that's good for wellness holistically for children and all those coaches are in place so there's really a very big focus on mental health and wellness i just want to make sure that doesn't get lost in all the physical stuff we're talking about over the last two months so uh eric if you could uh like the screen there and then i will turn it over mr belden and i'm sure there's conversation or questions today thank you very much for your attention tonight so chief is still here and i see that mr czechoslovakia so we certainly can go to anybody for questions i want to thank you and thank everybody who spoke tonight for uh giving a very terrible review of what we do with security and it was an interesting discussion leading tonight because on the one side you don't want to tell everybody about what you're doing in security but as a board we decided to decide we need to share the fundamentals because everybody was making assumptions and i really appreciate you taking the time without giving away the building uh to uh to talk through the different things that we have done that we are doing and the new elementary school has got a lot of stuff built into it so i appreciate all the hard work there as well let me just ask the board we've had a chance to see some of these presentations in our executive sessions over the last weeks any questions you have for dr burrell or to any of the speakers them i do you know consistency and consistency of a procedure is crucial um are all the schools you know doing the drills the same like for example a lockdown drill is a lockdown drill at center school the same as lockdown drill to high school i'm not talking about the verbiage that we use the language obviously that's going to differ but um we should be consistent with doing the same drills is that the case i would say it's the case but if it's a question or if there is a question that it's not being implemented consistently we certainly will bring that up at our district leadership meeting for all intention there is a procedure for lockdowns there's a procedure for file drill fire drills of course developmentally appropriate so there should be a similarity but each level is different as well as you know so um should be implemented very similarly if we can get an update on that of course and the other i noticed on one of the slides that said we're taking an aggressive stance on door access what does that mean so one of the things that we want to make sure in terms of the security guards that we have in the plan and also the sros and having that extra strength adding that complementary strength to the sros is having the security guards and that aggressive stance is the chief talked about it is having someone more focused and dedicated on the greening aspect and signing aspect of visitors but yes to your point rosa um door checking to make sure doors are actually closed and locked yeah i i gotta add to that though is the specific discussion we had in our board of ed meeting was after school we have you know you can walk in the front door of brookville high school you can walk into the gym and be more aggressive on having fewer entrances after school right where because you'll have an armed officer but it can't be everywhere i want so it'll help if we were when we're more aggressive on keeping access following through a narrow area especially here at the high school after school yes and once as specific to the high school once we know we have funding secured we already have initial plans kind of thought through of how we will manage door access in this area of the building the gym auditorium area which gets a lot of traffic as well as the back and the main entry so hearing no more questions i want to thank that will bring us to the end of this part of the presentation i thank you and i think when we get to three main points this will be probably number one on that list to get everybody to uh just get a chance to see this and you know for those of you i'm saying this after the fact now i'm hoping people take the time to listen to these presentations so moving on we do have um some additional business we need to do this evening it'll go quickly i think we have three policies right since they're all first reads i would suggest you make the motions they [Music] instruction drugs tobacco alcohol for first reading as recommended by the policy communications subcommittee as well as approve new policy number 6159 instruction individualized education program special education program for first reading as recommended by the policy and communist communications subcommittee and that the board approved new policy number 6171 special education for a first reading as recommended by the policy and communication subcommittee exactly okay it's been moved and seconded um debbie why don't i turn it over to you and kind of let you give us what these three policies are about sure um all three of these policies are ones that we don't currently have we follow the policies but we didn't have formal written documentation of the policies and these are mandatory per cape so we would be adding them to our policies based on caves input so the first one is drugs tobacco and alcohol 6164.11 this is really very cut and dried it basically just says that the district will make every effort to educate staff and students about the harmful effects of drugs tobacco and alcohol and that the staff shall be provided with professional development and tools to carry out that teaching so that's the first one second one is regarding ieps and special education programs this one it's very lengthy and there's a lot of detail in there this includes extensive input from our special ed director this is d nicola hickman and it's really has to do with spelling out all the steps and processes that are required when a student is identified as having special needs and determining whether an iep is required and and how ptt gets put into motion so there's lots of very technical definitions in here happy to have mrs d nicola input on this one um but i think it very clearly um outlines all the steps that are required and again we're already following all these steps but this just formalizes it as a policy the last one is 6171 special education and this one again really just defines special education and makes a commitment or establishes an understanding that the district will provide a free and appropriate public education to any student that requires it up to age 20 22 is it i think it's 22.

um and uh it just defines the different um laws and americans with disability acts that would lead a child to fall into one of those categories and that the district will provide special education to those students so again pretty straightforward we follow all of these procedures already this one has also been reviewed by the special education director her comments are included in there okay any questions on the broad summary and so for the public what it means to go for a first read is the we all receive the document we get a summary we all then have a chance to review it and send questions to the policy committee you know getting the board the time to review policies and get them properly fed and not by all so so when would you need input i actually forgot i don't have my calendar with me so do you know what our next policy meeting date is september 7th may be our next meeting okay so i'm gonna get um input questions and inputs to you and suggestions by the september 7th yeah okay okay so uh all any other questions from any board members okay all in favor of receiving these as a first agreement okay we're uh to the second round of public comment there were no other people that had uh had asked to speak to anyone else in the room there's nothing else in the world other than the people who've been doing presentations so canada lake elementary school building project okay um the nbc met last night we were actually at our board retreat but i got our update from from one of the members um so the just to kind of give you an update on where different areas of the building are as you know i've kind of said it time and time again that the building as a whole is in different phases in different areas of the building so some areas look very finished and other areas look very not finished like they're just beginning so the area that is the multi-purpose area the cafeteria the office gym the pre-k wing that's if you're looking at the building on the left it's the lower level on the left that area has still a lot of mechanical electrical plumbing that's ongoing but most of those areas are nearly complete so framing has started there in the kindergarten and fourth those are the two the left and the middle classroom wings bottom and top right those drywall is complete in most of the areas or they're nearly there on the right side of the building so you're looking at the second grade and fifth grade above uh everything is closed up and painting and tiling is ongoing um and it's actually complete in some of those areas so that side looks like it's really almost finished or at least you know it gives that perception um some other exciting things are that stairwells are actually going in now um and the very huge generator so i was told it's a very very big generator but that is in place and that is getting hooked up and i'm sure if paul has any other things to add at least here but um and the board will have an opportunity to take another walk with the building in september that you know like how the seniors do the walkthrough of all the buildings well the students have an opportunity to walk through the building before yeah well before no i'm sorry huckleberry before it's demolished [Music] if there's a celebratory idea that comes from citizens or pto if it's practical that something we could have an opportunity for we're willing to entertain so for the tv um since he didn't have a longer phone the answer was there's a great idea we'll we'll really think about it and see what we can do always always want to celebrate where we can so we have a couple of um so there's some brand new construction progress photos that we can share um so this is the front or main entrance as i last recorded a lot of the masonry work is done on the front so it's really starting to look like the picture which is a huge change from you know just a couple of months ago when we shared these pictures and here's the north classroom wing so what you're looking at is the the larger playstation area which is um the second or the second grade wing um that's as you can see like in the in the construction photos that's the sort of area that's more done so you see the windows are in and the exterior work is now starting the main entrance hall the what what has been called the grand staircase um has that is that in yet it's not done yet but some of the other three of the stairwells and some of the classroom wings have gone in this is a multi-purpose space as you can see some of the walls are really starting to come together and get closed up so we're starting to see get a real feel for the space the cafeteria this is a really big space with a lot of light so that's starting to look really nice the administrative area of the first floor this along with the previous pictures some of the areas that have that are sort of last in terms of progress in the order of how they're going gymnasium last time we took a walk through there was no floor in there so now there's the floor has been poured and the walls are up and the gross motor skills room so that's been put together and the smaller cafeteria for the little ones and the entry to the neighborhood so and some of these in some of the wings it's probably a little more closed up here but as you can see there's a lot of framing and mechanical stuff that's still ongoing but is complete in a lot of the areas and there's our typical classroom so some of them have drywall and paint going in thanks for the update next up is three so we already mentioned that the school security presentation would be at the top of the list i thought i would also do an update on candlewind lake elementary school to reiterate some of the stuff that rosa just reviewed and i thought the last thing could just sort of be a general back to school update about the free lunches when schedules will be published online our words and other words okay upcoming events on august 23rd student schedules will be available in powerschool um the annual consent review process must be completed and approved by the office before people can view it august 30th is the first day of school a full day and september 5th is labor day no school at center the new to brookfield first grade orientation is monday august 29th from 2 to 2 30.
