is the election of officers at an earlier meeting the renters commission elected a temporary chair and vice chair and now that there have been several meetings and you all know each other a bit better it's appropriate to elect a chair and vice chair for a whole term so how that works is will someone will nominate a member of the commission and that will be the motion to nominate one of you as chair and then we'll do a second and then vote and then do the same for vice chair question yes are the council members eligible to serve as officers that's a good question check the bylaws i i don't know of any commissions where that is currently happening i don't know if we're i don't know if we're eligible but i would say i think there is a benefit to not having us surf in the chair capacity god sorry i was just going to say i think it adds a little bit of a additional kind of buy-in for the the commission to not have the council members who already have a vote at the council table also running the commission okay i won't nominate you travis i see i think it needs to be a voting member of the commission you're probably right yeah zachariah would you like to continue continue as the chair you mean yeah yeah sure i mean yeah well we'll get to that part yeah well i'll nominate you as chair okay thank you i can second the nomination oh aj can suck in it hi that's fine thank you i'd like to second the nomination thank you all right all in favor of this nomination yeah yes hi hi hi any opposed all right unanimous is there any um nomination for a vice chair the vice chair's role is a little bit less intense um on the occasion that the chair is unable to make it to the meeting you would be responsible for that you'll also be copied on all of my emails to the chair so you get a little bit more emails and it will say ch vice chair next to your name on the city's website kristen who is our current temporary vice chair our current temporary vice chair is loosely she's not present at this meeting um and i don't know if um they're interested in continuing that and well um she's not present she can't decline so i'm going to nominate her for vice chair is there a second i'll second all in favor lucy peterson vice chair yeah hi great so moving forward moving forward zachariah and lucy will be chair and vice chair um and is there any questions okay zechariah do you want to take over facilitating the meeting yeah that's fine i thanks everybody um i know the chair is mostly a procedural thing but um you know if there's anything i'm doing that upsets you or i think i should be doing differently just let me know um i really do appreciate it and i hope that uh lucy is okay with it within the vice chair but i guess if she's not she can always just step down we can find a new person um okay so uh thank you very much kristen that brings us to point six b b write to renew update um so i guess i can start off and maybe i could pass it off to the council members since i've been somewhat involved uh so we as you know at our last our last special meeting we passed a resolution advocating for the council to pass a right to renew ordinance of some sort um we asked the council if they make any changes to the version that we passed in our resolution that we stay informed in the process here uh i think it i think we should probably decide how we want to stay involved as a commission if it's if we want to wait until our next meeting if they propose a change we want to be interested until our next meeting and then you know we can discuss it or if we want to destinate people so that it can be more of a free flowing and quicker response to any proposed changes but um they're at the last council meeting council member nelson introduced a resolution saying that they should pass right to renew but then uh they uh you tabled that council member nelson and that was uh i was part of that discussion about you know why it should be tabled basically the stage we're at right now is um hopefully there will be some changes made to the uh to the language and then it will be introduced as an ordinance amendment not as a resolution an ordinance amendment and um that will take at least two readings and i'm guessing there will probably be there'll probably be some changes especially since we've gotten some feedback council members nelson regina do you have anything to share beyond that the only thing that i can add is that um the city attorney atlean cower uh says that they are going to have a memo available by august 26th hopefully sooner and so um we are still waiting to get feedback from the city's legal department but august 26 was the date that i was given um i will i will also briefly add we we did hear from some members of the housing and human services advisory board that they have some interest in reviewing the language i know that um i have connected zachariah to several members of that commission so that those conversations can begin before their next formal meeting so that this work can kind of continue and um i would also just applaud the commission and reappointing zechariah's chair because i know he has been doing a ton of work behind the scenes on all this on all of your behalf to keep this moving forward um and so hopefully he will um he'll be able to connect with some of them them soon and also be able to provide updates on that i know a few of the agencies in particular were interested in just making sure that whatever impact it might have on the the folks that they serve um that they were also looking at it and and were able to raise any questions or concerns uh before it got too far into the process um and and very briefly i also just heard from lucy that she accepts so she she is fine serving us vice chair thank you for the update travis um yeah uh another addition here which is in our agenda uh we received an email from jordan else who's a local landlord and is supportive of a few different reforms in the city and she raised some really good concerns very justified concerns about uh right the current right to renew language just some things that i think that should be addressed um one of the things i mean i would encourage you all to read the email but one of the things that she pointed out is if there's a multi-tenant unit with six people and there's three two groups of three and three of them you know they don't get along and three of them say well we want to renew and then the other three say we want to renew and they both find replacement tenants for each other then who's the who gets the right to renew i guess if you have multiple groups of tenants who are trying to replace the other groups i don't think it's a very common situation but it is something that should be considered so hopefully especially with the legal memo uh and and conversations with the legal staff we can iron out some of those issues and some of the concerns raised but i would like to open the floor for any thoughts about um the general idea of right to renew what we passed and any concerns or problems you may have heard go ahead gail i just wanted to say we also i also was contacted by another local property manager and included in the minutes are are included in the packet is in from in some of her questions that hopefully um the city attorneys can look at and be able to answer um so i just wanted to get to point that out to you guys as well thanks again nick gail was that jordan else because that's what's or is there somebody else so right about the the email we received from kristin has jordan's email at the end but the first page i just um kind of numbered the issues that the other property manager raised it's it's just the first page one to eight she was generally in support of thank you she was generally in support of the right to renew but had some um had some questions and also the communication from jordan as well oh there's some right it might have been the same for it might have been the same forward but go on i'm sorry well i was just going to say that this was from this is completely separate from jordan and and while jordan may agree with some of the questions i in no way want to attribute this to her the questions one through eight were from a property manager who reached out and these these were her questions and and concerns okay should i keep this up or can i stop sharing i think you can stop sharing we should all have it god bless you thanks zachary um okay any other um points or you know i guess points of discussion go ahead hannah yeah i had a quick question understanding that i missed the last um special meeting and i know the minutes weren't available when i last checked them so i'm looking at appendix b still like from the stuff from today but i thought that the questions from the email were talking about from the property managers the stuff about negotiation timelines i had a question if that was addressed or if there's an update on that i know myself i'm always asking for little changes in the lease if something seems inapplicable or something like that and i wasn't sure how that's been addressed like if there's time to negotiate the lease before tenants accept that's a really good question um i don't believe in the current language there is i think it's just a 30-day window to my understanding uh go ahead richard i've we've been asked this question by other tenants in the past uh if this ordinance amendment were to pass in october or november would it come into effect for the year 20 22 to 23 or would this only be enforced in the next lesion cycle i don't i don't expect an answer right now but it's just a question that's come up a few times so i just wanted to forward that question to the truth and travis i i don't know if john if you feel comfortable trying to answer that last question um i know that's something we've potentially talked about previously john if you'd like to respond go ahead well yeah that's that's something that we're going to definitely address in our legal memorandum the issue is going to be well does it impair a contract right so that's something that will uh we'll look into a potential challenge on the on that basis and the applicability to current leases versus perspective going forward thanks nick right i've heard from i'd say about five or six landlords and the theme of the they're probably about three or four main themes to the communication i've heard one is questioning the need for the ordinance um you know what is the problem that we are trying to fix the second theme is the um concerns about the re-rental window which i believe we tried to make corresponding with the early leasing ordinance but there were still some concerns about that that window of opportunity that they felt was either too tight or the wrong window the third were some of the very practical that i call them the what ifs you know where somebody comes up with a situation um a lot of those i think can be addressed with language but the fourth and perhaps the most overriding concern that i heard was that there was some frustration about the inability to communicate um that you know whether we call it a um a listening tour uh that we hear from different constituent groups uh that but some landlords don't feel that they have a voice to be heard um in this and i think that that probably you're seeing also a split or a dichotomy between the reactions of the smaller landlords and um you know and and and then the bigger companies um and the smaller landlords i think feel more impacted by some of those things and it was interesting to me because um uh kristen i think in our agenda you linked us to it wasn't actually a study of the detroit landlord situation and i worked in legal services in detroit doing landlord tenant work there for many years and i was still surprised to see that the vast vast majority of landlords are folks who just have one or two houses and there are one or two units or something like that and that's um probably close to what we have here and just informally so those are just some of the comments i've heard and i just passed that on uh in lieu of um um now just pass that on so thank you thanks nick um just to address the the first part of what um i guess the first thing that you heard is a from some landlords is this necessary i um i've met quite a few people who've been counting on renewing their lease and simply weren't offered the chance to do so um it's it's so prevalent that i just happened to know a few you know quite a few people uh to whom this has happened and in fact one of my close co-workers one of uh three researchers my age in in my lab including myself uh that this happened to them and now because of because they've had to move they now have to commute from dearborn all the way to ann arbor every single day just to get to work which is pretty crazy um so i do think that there's definitely a strong need at least in several um groups of of tenants of some version of right to renew but i do agree with some of you know some of the concerns that have been raised i guess to ask a question back to you nick do you think that there should be more outreach to to to landlords before this is passed that's a thoughtful way to put it and i appreciate that um just in general in decision making or something to be successful such as the ordinance that we're crafting it's helpful if you have buy-in from the various constituent groups i think we have that from the tenant groups and i think you articulated pretty well uh zachariah and certainly i've been working with uh um you and and your um fellow advocates for several months on this and the things that you pass on anecdotally you know i'm hearing those too it's very frustrating and expensive to have to face moving every year and not to be able to find um housing um you know i i can certainly understand that need but the other so we're hearing from tenants through the tenant advocates where the landlords um our one constituent group um the um university might be another constituent group um and you know i'm sure we could think of other stakeholders uh as well um and if there was some formal or systematic way that we could do this and we could get input from all the stakeholders um without people feeling like we're trying to rush something through before they get a chance to be heard we might have a better we might have greater buy you um and those are just some of the things that i'm hearing that i'm passing on and um hopefully that addresses your uh your thoughtful questions after ryan yeah i i hope that you know i know we will be discussing the town hall idea later in the meeting i hope that that can somewhat satisfy um that point uh at least for other issues i definitely do want to talk to more people as a commission um and i i have followed up with um jordan ellis and i'm plan on doing a for you know more thorough follow-up with with her and some maybe some other landlords as well just to make sure that they understand what's going what's what's happening that we've heard you know we hear their i'm really happy that uh jordan emailed them that was really convenient for all look at that go ahead travis yeah i just don't want to lose in this conversation i think it's been great i i don't want to lose a question you kind of initially answered or asked at the beginning which is also you know as changes are potentially made to the draft ordinance how the body wants to remain informed um acknowledging that you know if it's the entire body wants to kind of vote on a final draft that that may be impacted kind of by your timeline of meetings and things like that as well or if you're comfortable kind of appointing i know you know gail and nick and zechariah have been working pretty closely with staff on this already are you comfortable with them kind of speaking for the group as this moves through the process um i think that would be important and helpful for you know us as your council liaisons to know when when you guys feel like this has the buy-in of the body thanks travis oh you're muted i was listening i'm still learning and i was hurt i heard that nicholas was think that and mentioned something like small properties owners landlords it's harder for them to uh have their voice to be heard so my question is what is the difficulties what are the difficult parts for this smaller landlord to have the access approach to have their voice voice heard what are the difficulty parts and what are because i'm still learning so i'm not very familiar with the approach that we could let them know they do have those supports what that that's my question thank you go ahead gail i i think more what i've been what we were hearing from smaller landlords is that they're in a different position because the high-rises the bigger landlords they generally don't assign a particular unit so when you sign a lease for one of the high-rises in ann arbor you're signing a lease for you know a two-bedroom two-bathroom apartment and not a specific unit so they don't necessarily have to comply in the same way as a landlord who's renting out a smaller apartment building and someone's being assigned to a specific unit that's what i'm hearing i'm not sure if that answers your question but um but those are some of the concerns that were raised thank you travis yeah and i think to go a step further in terms of kind of providing that voice obviously council has been hearing from from some landlords who are who are emailing us i think obviously there is an opportunity for folks who could take advantage of public comment at this meeting um at council meetings they could obviously email members of this body as well to to ask questions or to raise concerns um and then i i will also acknowledge that there is also the potential that that two non-voting landlord seats could be filled on this body to to have that perspective at the table as well and so those are kind of the options that were laid out to provide that perspective thank you uh go ahead nick excellent okay um do we have vacancies and are there pending applications for the vacancies there is one voting vacancy and two non-voting landlord vacancies the two landlord vacancies um there have been two applications received and they have both been provided to the mayor's office so those are mayoral appointments um there are several applications in for the voting position some of them are fairly recent staff hasn't had an opportunity to look at them but that is something we're planning on doing in the next couple of weeks you know we we sort of jumped i'm sorry i'm not even raising my hand but um quickly like there is an opportunity for this this commission to to identify people to review those applications to make a recommendation of the mayor i just wanted to throw that out there that's a good point um i guess i don't know at what point during the meeting we could do that probably what um question to elizabeth what have other commissions done who's usually that the group of people so i the reason that possibility exists is because i brought a resolution asking for it and the reason i did was because the bylaws of the commission on disabilities issues includes that and i came in sort of midstream and there was one person on the commission of disabilities issues who was regularly just sort of pestering the mayor's secretary and saying where are the applications who is anybody applied um the human rights commission um i alerted them to this option and the way they did actually you know what the way the human rights commission did it is they don't have a designated person like the disability issues committee does um i alerted them like hey you know you could do this and they just had volunteers and so you know three or four people volunteered to participate in this and i requested a pad like the staff create a packet of the applications and likes um remove identifying information and just send it on and they had quite a fruitful meeting i attended um and then they came up with a pretty a pretty clear explanation that was sent to the mayor of like these are the candidates that we think would support our commission best and these are how we rank them um so yeah it could be ad hoc actually if you wanted in this particular meeting to just say who's interested in sitting down and looking at these applications um you could do that that way that's the way the human rights commission did it i know we're getting kind of off of topic here but uh maybe we should have that question at the end of this discussion and you know off the chance for people to volunteer but um i oh i lost my train of thought i'm sorry oh yeah no uh what travis had brought up um about deciding if we're going to have designees like our you know designated people to to talk with council members about the right to renew language since the resolution we passed does say we want to be involved in this process um travis i believe you proposed um the our two members who are lawyers and the chair uh is anybody else interested in being part of that group of people if we think this is a good idea so i guess first of all let me take a step back do we think that this is a good idea to designate a small group of people to talk with the council members about the issues and and kind of resolve um any any amendments to the language for righteousness aj i think it's a great idea i think it would speed things along tremendously and the work that your smaller body has been doing thus far has been right on so i think it would help tremendously to have that in place going forward thank you very much any other thoughts i think hannah had you mentioned before that you wanted to be involved i was and also i think i will hold things up schedule-wise so i like the idea of being you three but i appreciate it okay just want to make sure absolutely yeah thank you hannah um uh we had a conversation about the about the language a little while back with gil and nick i believe and that was really helpful um okay richa go ahead i think this is more of a clarification question or just a comment uh so are we interested in remaining in the loop as the conversation moves forward within city council are or are we interested in participating actively in sharing our reactions to how the language also changes because that's like a more active kind of participation versus receiving updates which i think is great and just a comment the second point is that now with right to renew there is an overlap between some commissioners and uh the original group that had sort of proposed right renew in the first place but in future if there are other campaigns or other forms of like grassroots movements that put forth uh like some kinds of amendments to renters commission we might want to be answerable to those groups in some ways well basically i don't want i'm wondering if this is this shouldn't replace an existing movement so i know at this point we don't have like an email for instance where that people could through which people could reach us but i think going forward if the renter's commission is probably a really excellent body to amplify tenants concerns but it shouldn't replace it in some way so i think it would be nice to think about some way in which the renter's commission can also keep reeling information back to tenants uh rather than coming in the way in some way just a thought i think that's a good point um i guess to answer which is question the way i envisioned it is we would have both to the beginning of your question which was i would like to have updates back to the to the commission about what's being changed about the rights for new language and also i would like some of our members to play an active role if they're willing and making those changes uh to make sure that you know a version of right to renew doesn't pass that we really just don't agree with but i also think that the the people who originally proposed the language should definitely be involved as well so i guess what i'm envisioning was having a few uh people designated from this commission sit down with a couple council members who have concerns or other you know people from different commissions whatever it is um as well as the you know some of the people in this campaign for right to renew so that we have everybody in the same room but i don't want to hold up because we asked to be involved in the in that process of the amendments um you know as the renter's commission i don't want to hold up those amendments by saying well we need to wait until the next uh [Music] you know calendar meeting i want to be able to continue forward with this so go ahead richard zach i just wanted to add that i'd be interested in participating in like the next steps whether it's like getting updates or thinking more about the language and how it evolves is there anybody else who's interested go ahead hannah um no not to join the group but i was gonna say feel free to um push back but i would rather see it move forward and whatever small group of people is interested like represent us and accept changes and i trust that the changes won't go out of the spirit of it um to move it forward rather than waiting till the next meeting um others can push back but i am comfortable with that so it doesn't keep playing ping pong between uh changes with us thank you for that so hannah sounds like there is some um agreement here that we should designate a group um so i suppose everybody who's interested uh you know feel free to speak up i know that it seems like nick is interested rich is interested gail would you like to be yeah gayle as well um so that's three people so far i'd be more than happy to be a part of the conversation which would make it four people i guess three voting them well ooh so did we just count the voting members there travis i see you shaking it only really matters if you were to start growing this group to be concerning about a quorum um i think i think the four of you are are perfectly fine yeah okay and i'm more than happy to switch in our you know switch off with somebody else if you want to take a more engaged role within this process i'm more than happy to do so um okay so i'm just going to put this out here uh i guess it if anybody has any any objections make that known i i don't think it's i don't think we necessarily need to take an official vote on this but um does anybody object to this group of four people nick gail myself and richa being kind of the designees for the body in discussions about right to renew amendments okay sounds good and uh i also feel strongly that we should report back to the commission um we're able to send updates to kristin to the commission if there's something very significant and you know everybody just don't reply all don't i guess just don't reply period we'll be very thoughtful about you know how we do those updates and we'll definitely update you at the next uh official renters commission meeting and if you feel like this group of designated people have are not representing the commission very well you're also welcome to give a comment to the the city council or just email say you know speaking up as a commission okay any other points on six dash b the right to renew update okay seeing none we'll move to six dash c discussion of tenants town hall planning committee um an update on allowing in-person meetings go ahead travis so sorry i am i have one more question uh that i wrote down as a question that maybe hasn't been answered yet for the last one um you kind of you asked kind of the body a question about whether or not you wanted you and nick were kind of going back and forth about whether or not more outreach needed to happen and i think the group maybe the group of four of you can decide that going forward but i don't know if you kind of want the body's decision on whether or not you feel that enough feedback has been provided already yeah i guess i'll open that up to everybody um do we feel that we need to do more outreach to any constituent group [Music] i'll just add that um i do plan on talking uh further with jordan um the landlord who emailed us but go ahead richard i just wanted to again like forward a concern from another tenant organizer i mean the renters commission objective is to gather and really deliberate on renters perspectives issues concerns and things like that so when it comes to gathering landlord perspectives it's just a question around whose responsibility that is at the city level again we know that the renter's commission has non-voting seats and platforms like public comment time and anyone can email the rented commission at any point but just at the city level like is it the renter's commissions responsibilities of city government just just a question about like who should be thinking about things like this i mean tenants have been talking about concerns with like elo and things like that for a while like over a year so in the interest of like those concerns i feel like there was a lot of time for discussion and to hear landlords out i suppose if the council members feel that there's something very urgent that they or or a good could a valid concern uh from a landlord that they've received by email they can always send that you know send that on to the rest of the group um go ahead nick right i was looking for um in the agenda i thought that there was something about uh sort of an education aspect for the commission um if i can dig that up you know i i think it's in our work plan um you know we i'm looking at that now the town hall meetings learning about the inspection process um investigating current landscape of landlords etc how much vacancies there are many many other things that even those of us who are you know housing advocates or somehow involved in local rental housing that we might not know the answers to all those questions and it's helpful for example you know about those things um i don't know so if we could combine maybe a town hall aspect or a listening tour with the self-education thing i think that would be great i mean we also bring a diverse and deep body of knowledge given everybody's individual background and work that they do so we all have that with each other as well but it's um kind of an ongoing process so if we could continue our work continue our self-education and to be listening to our constituents at the same time we're still involved in this process i think that would be great and the final point that i would want to make though and somebody raised this earlier i mean this is just how legislation is made right i mean we can craft something but we have no control over the final outcome we can try to influence it we could try to talk to our city council people etc but ultimately it's going to be their decision sometimes it can be really frustrating you know if you start out with one um you know one thing and it you know goes awry turns into something else but our role is not to pass the final legislation our role is to try to give the best product we can to city council and answer those questions the best of our ability and then leave it to them thank you nick go ahead hannah um i just want to agree with like what nick was just saying and then also what um richard was just saying about um that we are not the final people on this and i'm not saying i want to ignore the perspective like all the landlords in ann arbor but i think there are paths for them to contact us during a public comment period and i think since we are not the final step there are still paths beyond this commission for them to contact so um i trust our smaller group and at council meetings like for people to have that path and i don't i personally don't think that we need to hold up by having our own route to landlords in this commission here i mean proactively versus our public comment period i definitely agree with you hannah um i think you know landlords and property managers have had the same opportunities to contact us as tenants have um and the same goes for city council okay are there any other points about the right to renew up today before we move on to 6 6 c okay kristen it says here that you wanted to leave that yeah i have just a couple of updates about that there was some interest from the commission about holding in person or hybrid meetings for um town hall style meetings um the city has i've requested um to see what the options are for a commission like the renter's commission their commission commissions and boards at the city that meet in-person decision-making boards like the planning commission or the zoning board of appeals and then there's a really large amount that are only permitted to meet electronically because of the pandemic um and so the city isn't ready to um have i guess kind of move from that with unless um it's kind of a like a socially distant or like a little bit of a safer situation um so the city has explained that they would allow town hall style meetings at the farmers market similar to the way that the independent community police oversight commission has met so the in-person option is at the farmers market but that's the only meeting like that that has taken place uh post-pandemic or during pandemic so if there are other venues or ideas that you have i'd be happy to propose them um to staff but there just is no um precedent so that's kind of the only idea that's uh kind of floating around for something like this so i'd be happy to propose something else if you were interested um and then if there was anyone else interested in joining the tenants town hall planning committee i'm gonna be reaching out to that group uh this week to try to get something scheduled soon so please let me know yes question um thank you very much christian i really appreciate the update um i can think of first of all i really like the idea of the farmers market that seems like a really ideal location um especially since it's incl like it has you know the roof shelter and i guess some other alternatives although i i personally prefer that one uh would be like i know there's liberty plaza and i heard something about being able to use the um the center of the city area there's a permit system for that but i know that the parks department really wants people to use the uh liberty plaza so that's that is another alternative although it's not enclosed so if there's rain we'd have a problem close downtown options like that especially if it's a city a city park makes it really easy to facilitate um like having chairs delivered and set up for a meeting like that so that's good uh patrick oh you're muted yeah there we go uh so if we did the uh the like farmer's market or outdoor option that would that just be then strictly an in-person gathering or is the city able to provide uh remote access for virtual attendees um for like an outdoor venue we were discussing that today and to my knowledge that is not what um ikpak did when they were meeting at the farmers market i could be mistaken but i don't think they were able to do that we were kind of brainstorming today how we could make it inclusive for people who wanted to attend um virtually and still hear and see the same things as the people who were there we haven't come to something that we feel like is a good option yet but we're definitely open to ideas thanks are there any other items um you've uh there's been some discussion today about some priorities maybe for like some stakeholder priorities or some topic priorities are there anything else like that um that would be worthwhile to bring up now so we can note um and then discuss at the committee meeting there were some comments about student landlord any like specific perspectives you were looking at um i know this isn't 100 kind of our jurisdiction well i mean it sort of is but it's also overlaps with the housing commission i'm very interested to hear from maybe the tenants uh in the public housing like the public rental housing units um about what the situation is there i think it'd also be helpful to talk with some of the members of the housing commission generally trying to trying to hear from low lower income tenants would be really nice um but i certainly want to make sure we hear from non-student tenants as well although you know a large portion of the tenants in the city are students but a lot of them aren't so definitely some non-student tenants so um also this is a random uh thing that i think we should all be uh aware of apparently the kind of the rental area that's like managed by the rental housing services um office isn't exactly like the ann arbor city limits so there are sections that are you know there are addresses within ann arbor that aren't managed like the you know the bureaucratic side of things aren't managed by the rental housing services um office of ann arbor instead they're managed by like i think another municipalities so it's just something to be aware of i know that uh something that was told to me about uh rental uh by someone from the rental housing services office was that like if you look at a map and you kind of take the the main highways most of what's in between you know between the main hyde wood the main four highways um is within ann arbor zone so i just want to make that clear because i do want to engage some people kind of on the outskirts of ann arbor but want to make sure that we're hitting people uh who actually are affected by the laws in ann arbor so maybe some like emphasis on within the city but maybe some of the surrounding townships that are super close and people who get on people who are on the same transit lines and things like that um okay yeah and i just i want to make sure that we hear from the proper people because if we end up having a town hall that's focused on people kind of like on the outskirts of town and it turns out we actually have a lot of people showing up with problems that aren't that we can't necessarily directly help them with and that would be kind of problematic so i don't know how we addressed that but i just want to put that out there god yeah i just i don't want to take up too much time or space because i asked to be on the smaller committee but i just do agree with a lot of what has just been said i know in the previous meeting also it's come up that maybe if student in the rent or community of students are more actively engaged it might have to do with outreach channels so maybe thinking about really putting in some work into reaching out to tenants who are who pursue other occupations there must be reasons why also like they might be busy or that there might be you know times of the day when you just can't reach them so they're really thinking about how to reach constituents who are not affiliated with the university if that's through local organizations or uh anything else that would be nice maybe different wards as well uh we have in our experience found that like ward one ward four those are also affected in different ways than other wards so maybe some ward level outreach i think zach you made a really good point about type of housing as well like this public housing we know that some types of housing are not even affected like the the laws don't apply to them so yeah targeting accordingly makes sense but i had some other thoughts around uh yeah even participation during the town hall like what's await like oftentimes fewer people share for like a longer period of time maybe like five people end up speaking more but there's like 100 attendees so are there like little tools i know when we did a town hall last year it was jio and maybe travis also participated in like polls and things like that so that's just another way to get more like quick answers about very like key questions uh from more people even if they don't like speak up at the time so just like little add a few thoughts which i will share in a separate meeting and we can talk more later but just more participation would be interesting thank you there are no other comments about this item um i will be in contact with members of this committee and if you are interested please let me know and i'll include you in that [Music] so we can move on to the next item um oh the next item is so attached to the agenda was kind of a an informal summary provided by um city staff and rental housing services about the process for taking in a complaint so this is something that the commission had previously asked about if you have any other questions or other information that you're looking for please let me know and i can work with rental housing to provide that for you but this is a good opportunity for any discussion about that or like i said let me know if you have questions i am still expecting some communication from um an inspector about the inspection process i know that was also of interest to the commission and i just haven't received it yet um but i anticipate it in time for the next meeting yeah go ahead sorry i'm not sure you're saying yes sorry go ahead and go ahead nick um one of the things that i might be interested in learning more about from perhaps the city attorney or the inspection officer how enforcement would work under the proposed ordinance that we have what would the city's enforcement mechanism look like you know how just the process how would a complaint be made you know sort of walking us through that that would be helpful to know i promoted john reiser back in i'm not sure if he'll have a response prepared oh you're muted i mean i don't need to know that necessarily tonight no you're not gonna because that's a great question that's a great question and that's something that ultimately it's the city administrators you know prerogative to decide whether this is going to go in in whose shop are there resources to do this uh are the rental housing people who are trained and funded on code and construction operations sufficiently trained to uh do a deeper dive into leases and the summary proceedings act so um getting a law passed is one thing uh getting staff up to speed with the knowledge and the resources to enforce it is another thanks john um i just wanted to mention that i did speak with someone from the rental housing services office as i mentioned earlier and um they had the same questions you know who would be in charge of enforcing it and that's definitely something that needs clarification um i know that there was mention in the ordinance of a court issuing um any sort of order that would be necessary to enforce it but i don't know the process that would lead up to that i guess go ahead oh sorry oh yeah that's it so go ahead elizabeth oh thank you um yeah i just wanted to say that i had i probably had a conversation similar to what you had um with a wrapper up someone in our enforcement rental housing office about how frustrating it was for the to enforce the early leasing ordinance because there was a lot of back and forth between the complaints that she was receiving being sent to the legal department and um not being clear and not there not being clear answers and um i think i i would be interested in having a better understanding or a clearer um establishment of boundaries in terms of where our our lawyers on this commission are permitted to interact with the city legal department um we're kind of at a disadvantage in terms of how the relationship is understood and what people feel comfortable sharing um like who's the who's the client is a conversation that i had um whether or not our city's legal department is empowered to interact only with city council members or whether they're empowered to speak openly with legal expertise on this commission that's a conversation that i i'm not exactly sure who to direct that to maybe atlan cower is who i need to talk to about that but i think that's something to think about moving forward at the previous renters commission meeting um the commission also was interested in learning about um kind of some information on enforcement about the early leasing ordinance about complaints um and what that was looking like for renters and rental housing services and staff is working on putting a report together for that rental housing services is in the process of doing that right now so i anticipate that also for the next meeting and again if there's anything specific you would like um included please let me know and i'll try to find out um if it's something that can be provided um it is seeming like anything with personal or identifying information is not going to be included just with the nature of rental housing complaints so yeah um i just wanted to mention as well that i did speak to a tenant at length about a situation actually we heard from this tenant and i think that he explained the situation um to all of us but they uh he found out that there was a pretty severe safety hazard in in the basement where there was an unlicensed or i guess unpermitted water heater it was very close to flammable containers it was not that part was not up to code and at the same time there was also a lack of working uh smoke detectors i think and in that same room so it was kind of like a terrible you know the the the situ that crazy situation that you think will never happen but it did and um nobody in the building was informed of that when the inspectors came and found that situation so i think that he was expressing some frustration and concerns that every all the tenants should be aware of that that was a violation that was found and um when i spoke to somebody at the rental housing services office they said well it's on e-tracket e-track is this database if you're not familiar it has permits and locations for the rental houses rental housing units in the city um and it was there um but the thing is almost nobody knows what e-track it is and tenants don't really look at that and so her point was all the information is there but and people should check it but the problem is people don't do that so how do we reconcile that i mean i want to make sure that tenants know about severe safety violations in their units because that could really definitely um change whether or not they want to renew their lease with it with a landlord that you know that does that sort of thing or not it's just one example councilmember radino thanks um kind of in a similar vein uh kristen i i would find it helpful i i completely understand a reason for not including um identifying information of complainants in uh in this process or this report but i do think it would be helpful for the body and to know if there are consistent or patterns i guess in verified complaints being uh being found to have to have been sustained if there are particular bad actors or particular properties that have a pattern of violating elo i do think it is valuable information for us to know um if you know we find that there were you know a dozen for example complaints and 11 of them were against the same landlord we may find that actually there has been relatively strong compliance but if there are you know 12 different complaints all from 12 different landlords um that's important information to know so if that is possible i think having having information about who the complaints have been filed against would be helpful thank you can i just quickly add about e-track it i think this ties in well with uh events like uh like a town hall i think it can be two the information can flow two ways i i feel like it's possible that renters will even want to attend if they know that they learned something from the experience oftentimes uh yeah i think in now it's been almost two years in an hour and i've been involved in planning two town halls at a smaller scale and it really matters how like what we're offering at the event so i do feel like drawing attention to tools like e-racket uh would be helpful i'm looking at the website and there are steps so maybe it's also about how we package the information i i don't remember off the top of my head but i think it's some city where the city's ordinance like diff audiences differ from what prevails at the state level they do have like pdfs like quick explainers about how things that are unique to the city like function so maybe these are also things that we could always work on but uh it seems like a great thing to bring up at a town hall [Music] also just really briefly on that front to the to the extent that there are i know that some of this information has been challenging for tenants to find on the city website um to the extent that folks are hearing consistent complaints about aspects of the website that are difficult for folks to find and things like that that we are undergoing a process of updating and uh refreshing our website uh so there's an opportunity for us to make sure that we are getting in front of the right people what needs to be centered on you know attendance rights page or things like that and so if there are particular things that you think are difficult to find or difficult for people to understand let us know that also thank you there any other items or comments okay i will uh turn it back over to you zachariah okay thank you and thanks for those discussions everybody um let's see we are now in uh 6-e the work plan update uh gil and i met i think a couple weeks ago to talk about the work plan and kind of reorganize it a little bit so we took a lot of most of the ideas i think we tried to get as many as possible that had been proposed by the commission and kind of separate it into three categories um so that we can go about prioritizing them these different ideas and so there was an email sent out ten hours ago by kristen it includes the a link to a google form it says work plan prioritization and so it may not be the most user-friendly but i just want to show everybody here um we took all the ideas that are in that pdf that's linked in the agenda and we put it here where um everything's you know ranked so i would encourage you all to read through all of these and within the three sections and then rank them one two three four where one is the highest priority and you know um uh it depends on the number for each section for how many points there are so the three categories are one commissioner education so educating all of us about the different issues in the city uh second category is uh possible legislation and reform that we might advocate for that was a major part of the resolution that founded the renters commission is proposing new legislation and then category three which is tenant education how do we get the word out about our current rules and any new rules regarding being a tenant uh to all the tenants in our city and then there's also an open ended question here that you can choose to fill out if not you know if you want for any additional priority suggestions that we didn't get in there are there any questions about this form or the work plan okay so oh go ahead hannah thanks just a quick question um thank you for making this i thought the the pdf and the form itself are really great and helpful um my only thing is i don't know others opinion on this but i was curious if we need the right to renew in the town halls in these rankings um because we know because we're already working on them as a priority i just don't know if that would mess up um i don't know our data on ranking them i'm fine to still rank them i just know that we're already making sure that they're a priority that's a very good point um i think personally suggestion to the commission is we could just leave them in there and ignore that spot that might um confuse things but has anybody filled this out kristen do you happen to know not as of around 5 pm today but i can check because if no one's filled it out then i think that we should just remove those too it's a very good point i agree i think that would be fine okay travis um the the only suggestion that i had if you and if you are working to potentially remove right to renew from possible legislation um i know right to counsel is up under commissioner education but there has also been some discussion already about whether or not we should follow that up with the potential potential ordinance i know that councilmember song has had a conversation with me and hopes to eventually um suggest something to to renters commission to look at and so um that may be something you could substitute out there and included in possible legislation does anybody have you know i guess take objection with that big issue with that suggestion there no okay then i think we should go ahead and move that the um right to council into the legislation category i wholeheartedly agree that that's a very important issue that we should uh start to talk discuss and hopefully follow up with action i know that the city of detroit i think this is in the the pdf but the city of detroit just recently allocated funds to right to council for low-income tenants which is very a very interesting idea i hope that it's already effective okay any other questions about the work plan prioritization form okay kristen do you mind making those edits to the forum please absolutely thank you and i encourage everybody to fill that out um sometime after this meeting the sooner the better i think okay then we can move on to the next point on the agenda which is six 6-f plan for september 15 2022 meeting which is our next scheduled meeting so i i get some things that we know that we've talked about already discussing at the the next meeting number one is at least get an update about how the right to renew language has changed if at all and maybe an update from the town hall group if they've met already i think would be too good points to have on the agenda is there anything else richard i think we briefly discussed the non-voting landlord seats like how what that process is going to look like so maybe between this people that there's a way to look at the applications and decide something yes that's a good point we didn't decide on that yet um so i guess a question is do we want to have us uh kind of similar uh to here but a smaller group of the commission to look over the applications and then make a recommendation to the mayor for his appointment um i think that there was some people who are interested in that do we just want to have some volunteers is that how we want to do that that seems like it'd be a good way to involve everybody who's interested is anybody uh go ahead travis i was just going to also add that um it is you could absolutely certainly kind of do this as a as a rotating group some of the commissions that i serve on also have the chair and vice chair and council liaisons meet i think every commission does it a little differently and so i think you guys can kind of figure out how you want to go about kind of adding your voice to that appointment process um yourselves i will also say i think so there right now there are only i believe there are only two people who have applied for the landlord prospective non-voting seats um so to the extent that the body or the subgroup would not be happy making a recommendation for either of those people um there may need to be some additional outreach if you want to to get a more diverse group of people applying um i will say i think we've been it has been out there and so uh similar to what richard had said before you know folks have had an opportunity to apply um it is not like uh like landlords are not aware that those that that application is open so um so it's really up to you guys how you want to decide going about that and then um this is maybe a question for kristin um for the remaining uh voting seat there's also and this is a decision maybe the body can make at some point there is there is uh karen wanza who is the hhsab liaison also had applied to be on the renters commission i know that i don't believe she has attended this meeting yet uh kristen has she been included in the invites for it i just want to know that because i know at some point there was maybe some possibility since she may be here already that she may want to serve in a dual capacity as well if that was something the body was interested in once they met her i believe that she was included um i'd be happy to double check and make sure that she's included moving forward if she wasn't um but i think that she works okay thanks i'll add that my experience with other boards and committees and commissions has been that um if there are a lot of applicants which happens sometimes sometimes um folks apply to when you apply there you can check a lot of uh the boards and commissions at the city so sometimes there just are a lot of applicants staff has provided um a smaller set of maybe five or six uh to us to a group on the committee or commission which has been the chair and vice chair but definitely a group of other members would be fine too so i think this is appropriate any thoughts about what those you know what that group should be should consist of uh you know which members i kind of like the idea of doing a rotating group uh people can just volunteer and try to get a different group each time we could have a list and go down the list and assign that you know assign that role to people i think any of these systems would work to be honest any preferences go ahead rachel i'm so sorry but can you please repeat like can you summarize the question again for me well we have to decide how we review application applications and we are going to get applications in the future anyway as people leave the commission and we need more people you know so i guess the question is how as other commissions have done you know have had smaller groups that make recommendations to the mayor should we do this you know i i think we should do the same but that's an open question and if so what is that small group going to consist of you know which members are going to serve in that capacity it's it is important that we decide this i feel because we do have two applications um and i would also say that i mean the the mayor will will eventually fill vacancies particularly as you are getting closer to you know a struggle with quorum and things like that but so so i would suggest that it is to your benefit to be making recommendations uh so that your voice is hurt in that process okay i suppose i will propose just the chair the vice chair and two volunteers and we'll try to get different a different group of volunteers each time if that's possible does anybody have comments or concerns about that okay i guess kristen should we take a vote on this just so no i need to um we'll just do um an email out um just to that small that would be fine that's perfect okay any other thoughts about that we're still on six dash f um before we move on nothing else on 6-f plan for our next meeting hannah um did we already say is the plan to go over the priority rankings for the work plan um i think i was getting ahead of myself yes so um great the uh i guess i a question i have is the work plan the results of the prioritization form is that going to impact what our agenda is for for our next meeting is that what you're asking or um i guess so cause i guess um no not not like i guess impact the agenda i just assumed there would be like a discussion of the outcome of that and i mean i was thinking oh okay i see yeah yes so i'm definitely in favor of having that on the next agenda a discussion in the prioritization form results okay yeah i would like to i mean it might be getting ahead of that meeting but like once we have that i feel like we can discuss what other committees should be created to like get moving on all these other smaller things uh great okay thank you hannah anything else for the agenda for our next meeting um oh you know i do have something to add actually i i was hoping to get maybe a short presentation from if if they're willing gail and lucy unfortunately lucy's not here but regarding what the current situation is in the city um with waitlist deposits because we've heard some feedback on you know that that's if the current system is a problem in fact i spoke to um a landlord i yeah i think i can say uh jordan else uh who did email us she mentioned that there was a group of tenants who um lost fourteen thousand dollars at a different you know it's not one of her properties but a different property somewhere in town it was a large group of tenants but fourteen thousand dollars is an enormous amount of money so um that seems pretty pressing to be honest so i i um that's fine i i will i will connect with lucy but and i would ask that if if any of you have specific information about a specific landlord or you know just send it to one of us so that we because i've compiled it from students that i worked with over the you know the last couple months um but you know there there's i know there's quite a bit more out there so you know any any information you have i know a lot of landlords property management companies sent out letters at a certain point saying here's going to be you know here's our process coming you know moving forward so if you have those letters you can redact the names of the tenants and send it to me that would be great okay so just to repeat if you have if you hear from any tenants or if you have one of these yourselves um like a description of um the waitlist deposits redact them and then send them on to gail and gail you're you said you're willing to do a short presentation right wonderful so it's another thing to add on to the agenda for our next meeting anything else okay if you think of anything feel free to send that on to kristin all right so i think we can move on unless there's any anybody else who has any points for business on to seven on the agenda which is communications see this kristin you wanted to present so go ahead if you'd like um thank you um attached to the agenda is that analysis of detroit landlords that richard provided um she sent over sent that over to me um to communicate to all of you and it really aligned with um some other things that you were interested in learning about so that's also attached to the pdf um that was sent out with the survey then i have a couple of updates um let's see the renters commission webpage is available online as of today and that's a2gov.org renters commission and it has a kind of general setup right now really similar to what other boards and commissions have um but if you have any interest in adding anything or including any parts to um be communicating with the public about anything specific i'd be happy to add that or work with other staff to get it added um and then another update on an email address for the commission we're still working on having a renter's commission email address created um but there will be a renter's commission email address that will go to um staff that will just be a direct email address right now we're directing the public to contact city clerk at a2gov.org in the meantime but after the renter's commission email address is set up that will be a really direct way for the public to get in contact with you okay any questions or um anything you'd like included on the website um feel free to email me too if you have a chance to take a look and then let me know it was just this afternoon it was published so it hasn't been very long also um if you're familiar with gov delivery i think that i don't remember their name the caller from the housing and human services advisory board at a previous meeting suggested gov delivery we've set up a gov delivery channel and a link to subscribe to that is included on the renter's commission webpage and there are three subscribers other than myself already so feel free to subscribe um or encourage others to subscribe i plan to regularly send out the meeting agendas with that link um but if the renter's commission has anything else they'd like to communicate with subscribers like upcoming town hall meetings or if there's like a deadline for something that'd be a great way to to get the word out [Music] okay that's all i have to report your connections thank you very much kristen that's really exciting that we have three subscribers i expected it to be um staff like maybe communication staff because that's who set it up and i wasn't there where appeared to be uh non-staff email addresses so hold on i think you know we can also uh encourage people through through our channels as council members and i'll talk to some colleagues as well about sharing it out to their network so that we can try to get more people subscribed so that you can start filling that that list or vote thank you or if there's any um direction you'd like staff to take about um that too with city social media or next or anything sorry again i feel like i totally missed something here where is the link like where can i find the link to the web page thank you that's a good question so something else i'm working on is to have the page show up as a result when someone types a renter's commission on the city's webpage we don't have that set up yet just because the page was just published today but the short link is a2gov.org slash renter's commission it also can be found if you kind of go through several links on the city clerics page but we are definitely um trying to get it to show up if someone types in renters or renters commission right now it's not any of the results um but we i have an i.t ticket in for that we could also add a link on the meeting agenda too could add that to our to our uh kind of standard closing there's information at the very end of the agenda about um accessibility and like accommodations and um the broadcasting info so i can add it there also are we good to move on kristen yes i'm all set thanks thank you so much kristen and thank you for your work i really do appreciate that i know we all appreciate that very deeply so um well that brings us to our last point on the agenda which is adjournment do we have a motion to adjourn the meeting our second is our second official meeting right this is the regular meeting the second regular meeting rather yes we have a motion also move wonderful we have a second i second seconded by aj okay um all in favor say aye aye all those opposed say nay with that we are adjourned thank you everybody i really appreciate it thank you you

here greg meyer here scott middleton is absent lisa schumacher here tyson search here all right we have a quorum thank you very much everybody with stan join with me with the pledge of allegiance i pledge allegiance of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all great thank you all right welcome all our visitors and guests this evening glad you could take the time out to join us and everybody watching from remote glad to have you participate uh do we have any public comments would you like to speak anything to say no all right that was easy move on to our correspondence i believe that's going around the room any correspondence nope all right light month all right we'll move right into the business here we'll start with our consent agenda that's great if you'd walk us through that please it's um pretty long i mean we've got the minutes and we've got the financial statements and the budget reports and things of that nature but the employment this has been one crazy summer i must say um it's just been person after person so we've got 11 employee educational support personnel and three certified i see that uh dana is here our new high school business person and uh patrick bellinger our interim high school assistant principal is here he uh started monday so we're thankful to have him um right now we still need a school psychologist we have one in district and she'll be able to cover some things but we had two previously and we'd like to have another one we need some parapros and when i say some pair of pros we are currently still in the process of of moving people around and trying to make sure that all of the children's needs are met we need to cook at least one cook and uh the high school is still without a nurse our nurse that we had last year had that baby and she did not return to us she's gonna stay at home so we wish her best of luck there but we do still need a nurse given all of those things um administration recommends the board approve the consent agenda as presented i'll make a motion right into it right we have a motion to approve the consent agenda right here a second i'll second thank you tyson arroyo please adam hunt yes tammy hines yes andrea ford yes craig fire yes lisa schumacher yes tyson search yes perfect that was easy all right we'll go on to our communications reports and presentations so uh i believe our first item we're probably gonna have to go out of order we'll just well just real quickly i just heard the door and maybe that's mr schmerzel but uh those of you that came to be uh to meet the board thank you for coming and you can probably nice to meet you all nice to meet you too it's been a super friendly place one weekend it is mr smartshell perfect you're up just in time well there's no reason to get here early so first while i'm passing these out let me apologize for wearing the mask as it turns out my lungs suck so i i just wear it and the good news is having been grounded more times than i can count for being too loud now it comes in handy because i can talk right through the mask and it's okay so we're here a little earlier this year than we have been in other years we moved our schedule around a bit because you had a change in your accounting administration and we thought you was the board and chris certainly a superintendent deserved to know that the year ended with everything being okay and so we jumped right on it so everybody have one so you've got in front of you a draft subject only to board approval now what you have in front of you is selected pages that we're going to talk about specifically as a part of the presentation if anybody really wants the whole 69 page document i have a couple of copies we were trying to save a tree chris has an electronic version as well we will issue the electronic version and a handful of the paper copies upon you all approving so this report if we turn immediately to the independent auditors report this is a clean opinion which is to say that we did the audit we did in accordance with generally accepted alding standards and so forth and governmental standards and we found no discrepancies in any of our tests now for those of you who are eagle-eyed you will notice this report looks substantially different than the reports you received in the last several years it's not because there's any problem with the audit or the school district finances but simply because the american institute of cpas and their infinite wisdom chose to substantially change the audit report and so they've added more words and more bullets and more paragraphs at the end of the day it says the same thing which is that we did an audit we did it in the fashion in which we were prescribed to perform it and we found that everything turned out just fine if we turn to what is page four which is the assets and liabilities of columbia school district and this is on the regulatory basis prescribed by the state of illinois you see the first two items jump out at you as cash and investments cash in total if you look at the total memorandum column on the right cash of 5 million 649 investments of 16 million 381 for total cash and investments of a little better than 22 million dollars 22 million 30 000.

the agenda is the pledge and we'd like to bring up mr proctor would you like me to introduce him please yeah absolutely so we have a gentleman that has moved to middle school but obviously in august it's hard to pick out of 700 kids who would be a star student but we wanted to recognize tyler houston this morning today so tyler come on up we'll do the pledge and then i'll continue on real quick i told him i would do the pledge with him i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty so while he's standing up here um in may we created our first jason mueller perseverance encourage award tyler was our first recipient so i'm just going to read through the words of what we identified our perseverance and courage award winner he did receive a nice little trophy his parents are here in attendance as well nathan and angie and he has a brother who looks just like him still in my school so brother has to fall in some big steps so this award i obviously also misses uh mueller's here mom barb and jason's dad mike are also in attendance and following this we also have susan miles from riley because it kind of connects as well so this award is in memory of our good friend mr jason mueller who lost his hard fat fart hard-fought battle with cancer at the beginning of the school year as i sat with him many times during his journey i always remember him saying that life is way too short but just because it is hard you never give up today i see and hear these words more than ever when we stop and think about what life throws at us in the blink of an eye perseverance it's defined as being persistent and doing something despite difficulty or delay in achieving success what is the true meaning of courage mental or moral strength to venture persevere and withstand danger fear or difficulty mr mueller was an incredible dad husband friend teacher and inspiration he demonstrated perseverance and courage throughout his entire journey in life as a as basketball hall of famer michael jordan once said obstacles don't have to stop you if you run into a wall don't turn around and give up figure out how to climb it get through it or work around it when thinking about students in the school perseverance is a necessary trait of all successful students successful students refuse to give up on achieving a goal despite obstacles or difficulties they value hard work and take responsibility for their academic success one who perseveres don't give up don't ever give up the phrase i can't do it is not part of their vocabulary you try to do the best in everything you do even if it doesn't come easy you give your absolute best tyler knows how to connect with everyone around them whether they are an adult or peer he's a he's not only a strong student but most of all he is genuinely kind if something needs to be done in the classroom whether helping out another student or running an errand tyler would rise to the top he is a positive role model in and out of the classroom he is a respected leader in the classroom and works hard to always treat others fairly our recipient of the jason mueller perseverance and courage award is an all-around great candidate for this award tyler truly encompasses the wildcat way he is a trustworthy and kind young man he looks out for others and helps those in need he is not afraid to speak up against what is wrong and do what is right even when it is tough he has shown leadership by giving up recess throughout the year to assist in the art room you could tell the impact that he has on the kindergarten students that he mentors he took a break from helping for a few weeks and when he returned the classroom erupted but with joy because the young students really look up to him i'm very proud of him and will truly miss him when he goes to middle school he exhibits all of our monthly character traits and is a consistent and all of them he he's a continual role model to his peers and shows maturity beyond his years he is an all-around good kid he is smart kind and athletic these are just a few of the words and phrases that our staff had for him it was with great honor that i had the chance to recognize our 2022 jay simular perseverance and courage award winner this past may tyler houston [Applause] well i just want to say i'm very honored for this award and um for the little time that i spent with jason mueller he was a very good coach and i liked all the traits about him and i yeah i'm proud of myself and i'm glad that i did the things i did and i hope my brother gets this award right up here up here and just uh since we have since i haven't been on this microphone with you guys in probably six years um we also we also have susan miles here um she would like to present something as well between north or i'm sorry i almost said well north grove but walnut grove and sugar grove so susan miles would you please come up thank you i'm honored to be here this evening i had an opportunity to work with jason mueller for many many years through his work with student councils and bringing hits to riley and really teaching them to think outside themselves and work on behalf of others so it's quite an honor for me to show you this wonderful license plate the schools came together to sponsor a red wagon in jason's honor they will be traveling the halls at riley hospital for children so this is wonderful people throughout the the building this is the main method of transportation um at riley so this is quite an honor and i have a plate for um walnut girl this evening and i also have one for you as well so that's all thank you very much thank you thank you susan brown next one the agenda is to adopt the agenda [Music] has been made seconded to adopt the adopted judges president excuse me all in favor say aye aye anyone opposed motion passes next on the agenda is reports thank you mr hubbard this evening we have a report from community health and behavioral health services and let's see who we have coming up thank you yes becky okay becky thank you yes good that is up from the previous year some and reflects the reinvestment of every bit of excess of revenue over expenses that you had this year into your cash and investments what's more as you've attempted to capture better interest rates you've actually moved monies out of your regular cash into your investments so of the and we'll see the number in a bit of the roughly 2.7 million excess that you had this year every bit of that went into investments plus so that your investments are actually up three million three hundred and fifty thousand dollars and your cash balance in the various funds is actually down a bit from 6.1 million to 5.6 now all of the funds but one showed an increase in their fund balance which is to say on the cash basis an increase in their cash and investment position the only fund you have that did not show an increase in your cash and investment position was the fire prevention and safety fund the fire prevention and safety fund spent monies on capital items in excess of that current year's collections of tax levy and we'll see that in a minute of course you still ended the year with some 400 and almost 30 000 of net equity in the fire prevention and safety fund that fund spent well last year that fund spent some fifty thousand dollars on the once every ten year architectural study to ensure that safety standards at the school were up to snuff this year you spent in that fund alone 30 000 in new farm panels and another 315 000 in tuck pointing so those expenditures which were in excess of the tax levy for that particular year is what caused the expenditures to go down now those two expenditures the 30 000 in far in far panels and the 315 000 in tuck pointing were all capitalized and so they show up in the general fixed assets column which is two columns to the right of the fire prevention and safety fund general fixed assets for columbia school district sit at the end of the year net of depreciation and remember depreciation is the non-cash estimate of wear and tear on your fixed assets over time net of depreciation your fixed assets sit at twenty eight million seven hundred and twenty one thousand dollars we've seen those balances increase substantially for several years they're actually down this year which is to say you spent about 900 000 just a little bit short in capital assets you had depreciation of about 1.8 million so net net that fixed asset fund is down by some nine hundred thousand even though as i said you spent almost nine hundred thousand in fixed assets at nine hundred thousand you spent we talked about three hundred and fifteen thousand in tuck pointing we talked about the thirty thousand dollar fire panels you spent another roughly hundred and fifty thousand dollars on buses another ninety five thousand on parking lot refurbishment you had a hundred and ten thousand in computer upgrades which is a constant in this day and age and 85 000 or so in security cameras in the in three of the schools so those are the major expenditures that led to that some 900 000 in capital assets next to the fixed asset group you see general long-term debt and i'm going to take you down to the liability section under the regulatory basis for the state of illinois the only liabilities we show are taxes and sorry payroll taxes in which you have really none and the bonds your bond balance as of the end of the year was eight million eight hundred and thirty thousand dollars now as we'll see that is reflective of scheduled principal payments all in december of this fiscal year scheduled principal payments of three million three hundred and ten thousand as well as some roughly hundred and sixty thousand in interest payments that principal amount of three million three hundred and ten thousand is substantially driven by the 2020 bond issue that you issued in connection with substantial improvements in the last couple of years of that three million three hundred and ten thousand three million and fifty thousand of that is specifically principal payments associated with those twenty twenty bonds you have three bonds outstanding fourteen seventeen twenty next year you'll have principal payments so some 3 million 345 000 of which again almost all of it is those 20 20 bonds and at this rate you'll have that bond issue paid off in really record time so that is your assets and liabilities if there's no questions i will turn to page five which is your revenues and expenses and let me first take you to the answer which if you go to the far right column which says total memorandum only that's the total of all your funds you will see that you had an excess of revenues over expenses third number from the bottom of that column of 2 million hundred and seventy six thousand that was generated as a result of thirty one million six hundred seventy five thousand in total revenues from all sources for the school district and then expenditures of all types of 28 million 899 almost 29 29 million dollars now let's talk about the 31 million and change 31 million 675 000 in revenue of that amount 5 million 5.5 million is state on behalf payments those are ex revenues and expenses of equal amount that the state spends on your behalf and so they get reflected as both that leaves you then with another roughly 26 million in revenues from other sources the biggest single amount of that as you would expect is your real estate taxes which came in at right at about 17.5 million this year we'll glance at the real estate detail in a moment but 17.5 million is real estate of which it's over a million up from the previous year monroe county was up by roughly a million st clark county real estate taxes are up by roughly a hundred thousand so that left you was 17.5 million in real estate taxes replacement taxes for every governmental entity that we have seen this year for the state of illinois were up dramatically and that's simply reflective of the state of illinois catching up from some coveted delays in tax collections so your replacement taxes this year were 717 000 for perspective last year that was three hundred and twenty nine thousand i'm sure you didn't budget for that much i haven't seen the government identity yet that saw that coming to that extent but that's the the increase in that area many of the other areas of revenue increased because of covered impacts last year as opposed to this year as you returned more to normalcy so food revenues for example were 10 000 last year 95 000 this year activities went from 125 to 165 000 this year the eagle zone doubled from 45 000 to 96.

um and i am um goodness maybe you might have to oh thank you i am happy to report that while we started services or our partnership with community two years ago um we started with one therapist and one life skills clinician and uh it was really exciting the other day we were sitting at our team meeting and we were like a crowd sitting around a large table which was really nice compared to where we were two years ago but just to speak to where we've how far we've come in the last year we started out the last school year the 2021-2022 school year with five therapists and four life skills clinicians and we have grown to have seven therapists and four life skills clinicians at the end of the school year but even since then which is really exciting to me we've actually added a couple more life skills clinicians so we are currently starting out this school year with seven therapists um six of them are full-time one of them is part-time um five of them are clinically licensed which that's huge if um if you guys um if everyone understands the difference between a clinically licensed therapist and a licensed therapist what that means is they can work with any payer and so that means that more students are served more students have the ability to be served which is really exciting for us so five of them five of our therapists are clinically licensed um and then two of them are licensed it's not clinically licensed all of our staff are working towards clinical licensure that's an expectation of our job it does take two years of supervision to obtain that licensure so um our staff who are not clinically licensed are working towards that and then we have seven life skills clinicians right now so we do have one open therapist position so that would put us at eight therapists which is really exciting for me almost at the point where we have one per building um so we're really excited about that within the last year we served a total of 361 students which is an increase from the year before where we had served 276.

those are the revenue impacts you had preschool went from 75 to 130 000. all of those went into the total revenues on the expense side as we said 28 million 899 thousand 5.5 million of that is the state of illinois payments on your behalf another 3.5 million is bond principle and interest as we discussed just a moment ago the rest of it is another 19.8 plus or minus in expenses which are directly controllable by you all the lion's share of which of course is salary and benefits salary and benefits for the school district this year represented roughly 70 percent of your total expenses and that reflected both increases in salary you had raises baked into that as well as what we saw was some 30 ftes over and above what you had in the previous year so those items drove the predominance of your expenses the other big change in your expenses was all the items you would expect because of covet utilities were higher this year than last year travel was higher this year than last year and so forth so that drove your expenses and as we said two million seven hundred and seventy six thousand of revenues and excessive expenses and the only fund which showed a deficit was the fire the fire prevention and safety fund i will keep going unless anybody has a question the next page is just for you to get a chance to see the detail of your assessed valuation i have a sense you all look at this pretty carefully i know chris studies it and make sure all this comes in just fine but we saw that you collected as we said 17.5 million of real estate taxes this year which was actually a slight bit more than levied and that's simply because you caught up on some of the past due amounts traditionally colombia and all the governmental entities within colombia collect right around a hundred percent every year but it doesn't often go over a hundred percent so i think that means you give yourself an a plus the next page is and that is to talk about your imrf funding and we've talked about this at various times in in previous years you have in various years seen either under funding or over funding now neither of those is necessarily good or bad although all things considered i prefer over funded underfunded but it's not unusual to have a pension liability that would be in excess of the assets that you hold but in this particular case for you all in 2021 you have a pension liability which is the far left column a pension liability of 13 280 you have pension assets of 14859 which causes you to get a negative liability which is accounting for over funded so you have you you have more assets in your plan at 2021 then you have liability to the tune of 1 million 578.

our current active list of students is at 293 students right now this is a big time our staff are as you know teachers are getting to know their students um and so referrals are flowing in for sure right now we are accepting referrals at all of our schools right now there were times when we didn't have as many therapists and therefore had to put a pause on accepting new referrals so we're not at that place right now which is really exciting so that speaks to our numbers right now in terms of diagnosis served i shared this information last year it's actually almost exactly the same as where we were last year but just to speak to a little bit of it where we're at anxiety and depression and um the attention deficit hyperactivity disorder diagnoses are the primary diagnoses that we're we're working with um we also have trauma related disorders do make up a number of the um students on our caseload and then other would fall under maybe some oppositional defiant disorder conduct disorder those types of disorders um so obviously the range of mental health diagnoses that we serve ace scores so ace stands for adverse childhood experiences and as you can see from this graph the green portion 17 are those individuals that we serve who have had zero um traumatic experiences that's what um the aces is measuring um and that scale is done at intake um the average american has four aces that they've experienced in their lifetime um and it's obviously a matter of um you know how well we're able to deal with those aces um that dictates really how resilient we we are um so we're trying to work with the students on on helping them to build that resilience have hope pathway is what community refers to as that extra level of care for those individuals who are at risk so um throughout the course of the past year well let me back up every student that we see we do a risk assessment on every single time that's community's way um we will ask them those hard questions are you having thoughts of wanting to die of wishing you weren't here 22 students throughout the course of the past year have been assigned to the pathway which means that they are at elevated risk and therefore need that additional support or arms wrapped around them so it might mean it might mean different things for different students but in general what it means is they're going to have more touches from our staff breakdown of pairs i mentioned earlier that we have those five clinically licensed therapists so um currently our breakdown of our caseload is 61 medicaid clients 39 private insurance that's all i have in terms of updates do you guys have any questions for me have your from when we started to now is a massive increase in numbers or a steady growth um that's a hard question to answer only because we did put a pause at one point in time in terms of uh being able to accept more referrals um i would say the referrals continue to fly in i mean they're con the schools are constantly asking us can you take more referrals can you take more referrals and there are times when we've said can we please prioritize maybe the most at-risk ones um and and can we look elsewhere for maybe some of those other services the problem right now is that there is no elsewhere or if there isn't elsewhere it's a wait to get in so it's difficult to answer that question in terms of numbers the other thing i will say is something that i'm continually working with my staff on is what it's not necessarily quantity and we want to be able to provide the quality care and you reach a point where your caseload is so high that you cannot provide that quality care so we're continually talking about are the students meeting their goals how are they working towards achieving those goals can we look at other options for discontinuing services or weaning them from services so that we can then open up space for some of those other individuals who have been referred other questions any other questions thank you very much thank you next on the agenda is public comments we got one signed up tonight william collins first yeah just try to keep it to three minutes stay on topic and direct your comments just to the board president please i'll give you a one minute warning all right okay so i've got a couple different policy revisions i would like to suggest first is the policy on public comments itself last year under board president then board president jack russell the board bylaws were changed to censor the rightful free speech of the public and concerned parents of center grove students this year under the now board president joe hubbard who last year stood up in this very room and made what appeared to be a very sincere speech about how this building belonged to us the public and the seat board members sit in also belonged to us and that his job as he saw it was not to parent our children or to make decisions for us but mr uh hubbard had no problem voting for mr russell's bylaw change to censor the parents of center grove in fact he's not made any efforts to end the censorship in the censorship sorry but he's actually increased the censorship by conveniently manipulating the verbiage required to make public comments for example agenda items like even our agenda tonight reads to only allowing public comments on action items so my proposal is uh simple roll back the unconstitutional censorship passed under jack russell's presidency voted yay by scott alexander and joe hubbard and allow the free speech of the members of the public in doing so the board would be taking a big big step towards mending fences and restoring trust and communication within the community second special interest flags last year i met with dr arkanov and then president jack russell i believe he joined the the meeting through skype or some other form of telecommunication and the school corporation's attorney where we discuss the presidents of pride presence of pride flags and sure it was mentioned that they were present to identify classes that were safe spaces for students being bullied what one minute that were being bullied [Music] uh by members or students who were members of the lgbtq community while i do advocate for children having safe spaces and think that bullying for any reason is abhorrent and has no place in center grove my question is why is a flag of any special interest necessary to identify specific classrooms as safe spaces why aren't all classrooms a safe space for all students why aren't all staff members an advocate for all students of any identity whether they're lgbtq christian conservative muslim indian whatever all spaces within our school district should be a safe space all staff members should be advocates for all students and lastly it's been brought to my attention and i've brought it to the administration's attention several classrooms have had the american flags taken down and have been replaced by tired flags if you'll indulge me just a couple more seconds that's actually against indiana law i brought that to the attention indiana code 20-30-5-0.5 states the united states flag shall be displayed in each classroom of every school in a school corporation mr president i move that we approve the consent agenda as presented motion been made and executed to approve the consent agenda items that's presented all in favor say aye aye anyone opposed motion passes thank you next on the agenda is action items 8.1 thank you this evening so this evening i'm recommending that ford approved a resolution confirming lease approving insurance of the insurance of the bonds and resolution of proving additional appropriations so this evening's board meeting has been appropriately advertised as an additional appropriations hearing and this evening so just call the media the hearing open you just call the hearing open we'll go ahead and call the hearing open and i think the first thing we do is provide information yes thank you dr arkanov as you shared we've appropriately advertised this hearing this is a three-step process it's a procedural step in february of 2022 the board did advertise through a 1028 hearing a construction project for sugar grove elementary school and the high school expansion and these three steps tonight one was a lease with the building corp on the corporation for the construction of these facilities the other one the other item of action will be approving issuance of bonds or bans as appropriate to fund these projects and at a resolution approving the additional appropriation which actually allows us to spend that money on these projects we're joined tonight by jeff quackenbush with barnes and thornburg if we have any other questions or if we made any procedural mistakes that jeff would like to correct and uh our treasurer also kathy statzer was here they both held a building court meeting prior to this meeting this evening to get some signatures are we good jeff that's why i saw the building yep so that's all i'll entertain any questions great um thank you mr taylor so uh the next thing that we do is we would open this up for any public comment on this hearing that's correct on this topic on this topic and if there's none we'll go ahead and then close the hearing so you'll close the hearing joe and then ask the board if they have any comments okay comments before we close the meeting now you close it and then have a pass okay so we'll close the meeting on that and then does any board members have any comments related to that now this is just part of the process after the 1028 hearing although i gotta remember it's a three-step process no not that's right okay so we'll need a um a motion this evening mr president i move that we approve the resolution confirming the least approving issuance of bonds and resolution approving additional appropriations second most been made motion been made and seconded all in favor say aye aye anyone opposed motion passes thank you thank you thank you mr hubbard this evening item 8.2 accept request to withdraw low bid for middle school north kitchen equipment this evening i'm recommending that the board accept withdrawing the low bid for the middle school north kitchen equipment dr long is going to provide you with some additional information thank you on july 14th of 2022 we opened bids for middle school north's addition and renovation project that time we had two bids for the kitchen equipment bid packet number eight for kitchen equipment only received two bids with stafford smith being the apparent low bid during the buying process they discovered an error in their bid and have requested to withdraw with to withdraw their bid we're recommending allowing stafford smith to withdraw their bid so little we have to open this back up to the next the next agenda item will address okay if you approve this one okay was this an omit omission in the spec or was this an omission in their bid it was a it was a mistake they made in their bid um what a big mistake it looks like yes 111 to 110 or 12 normal normally we catch this kind of stuff well we did do a d scope with them and and went through all that they didn't notice it again until they started ordering the equipment and with the manufacturer and i'm reading dead but correct did we open this back up for everybody to rebid we don't need to i know we don't need to but should we have well we only had two bids for that and so we're going to take the second one if the board approves this did we get an explanation was it just a scrivener's error was it yeah they just made a mistake transcribing the numbers i believe mr goalie's here from com hunt he he talked with them maybe jim if you wanna twenty it should have been dollars so there's a typo error on their side and obviously going to the next better the differential was less i think between the bids how time sensitive is so we went through all that equipment so we're just trying to make the best of a bad situation it makes you feel better we haven't signed the contract with them yet and there's no requirement that makes me feel better and we dollars for this kitchen equipment budget yes and i know that's our next first question we'll need a motion if there's some more questions if you guys want i'll move that we accept the msing wrong wrong agenda item i moved ahead i move that we approve accepting the requests withdraw the little bit for the msn kitchen equipment most been made and seconded all in favor say aye aye anyone oppose motion passes thank you 8.3 so 8.3 spoiler um so i'm recommending that you accept that uh dr long provide you with some any additional information that you might have based on the action the board just took to allow stafford smith to withdraw their bid we're recommending taking the bid from the next and only bid for kitchen equipment from cnt design and equipment the bid tabs attached to it you can see there can't be any more questions i i guess i'll ask one follow-up you said these are the two that we've been getting the bids from so you would assume that if we put it out to bid we'd get a bid from these two again so maybe we'd save a few dollars but it could impact schedule which may cause other cost cost issues might be more or less could go up as well yeah yeah but cnt is willing to honor this yes and i think we're time-sensitive on getting equipment who knows you know so we'll have another similar i move that we accept the bid for msn kitchen equipment most has been made and seconded all in favor say aye aye is anyone opposed motion passes thank you 8.4 thank you 8.4 this evening is the first reading for proposed policy revisions yes thank you in your packet you have a summary sheet of the first reading tonight does not require any board action as you'll just be reviewing them most of if not all of the revisions with the exception of one policy which i'll bring up here are mostly just clerical changes policy 0167.3 was rewritten by niola and of course the school board that is public participation at board meetings the verbiage changed as you all have reviewed probably the most significant change to the policy is in the the presiding officers shall be guided by the following rules b and anyone having a legitimate interest in action items of the board may participate during public meetings that has been taken out now it is just based on board the board agenda period anything on the board agenda all the rest of it still stands the three minutes the 15 minutes total as you can see in the policy revision so that's that is what is at your first reading the rest of the policy revisions are on your summary sheet so just uh wanted to make sure you saw that this does this language change complies with the new law and does open up for more conversation with the community of the whole agenda as opposed to just action items and policy zero zero one six seven point three has been viewed by legal counsel that is correct it has and neola has a whole series of attorneys that puts this together for us and yeah and of course all of you have weighed in on these but this is your first reading any other questions um you you just as a reminder to the board you can go into the board docs look at the policies and under drafts you'll be able to see those green line and red line changes is there any questions on any of the other policy summaries i know that was the one that had probably the most significant impact nope and there's no action to take tonight that is correct next month we'll bring it back for the second reading final hopefully final reading there the board can take action these tonight will be after after that we are done with this meeting tonight they will this packet will be open for the public to see so they can see those changes that the board will vote on in september we will be bringing in september there's already more policy updates that will be coming and our hope is to have first readings on those those are a lot of clerical changes too little substance mostly just clerical updates based on the recent law passing so again neola put out a packet for that that'll be next month any other questions policies okay that's all i have this evening said no no actions required thank you dr next on the agenda's announcements drugstore if you want to go over those sure um so we've got uh three announcements uh from the board this evening uh first um august 23rd 2020 that's the next week the board community tour at pleasant grove elementary that will be at 7 pm in the cafeteria again the board has asked for a minimum participation of at least i think it's 20 20 folks or so and so we have rsps rsvps out for that um if for some reason we don't get that we have to cancel the last one because we have limited interest in attendance then the board will send out a cancellation that'll have to that'll have to happen um by the end of business tomorrow is that correct uh because we have to advertise appropriately to cancel that meeting so if you get less to the than 20 do you send those people an individual message and say we'd be glad to meet with you individually or how did you send that out stacy went out to the whole corporation that we cancelled it and that we would and of course the board's always happy to meet with folks one-on-one or or in small groups just can't meet three at one time okay so and of course administration is always happy to meet with anyone so and next is september 22nd is your executive session at 6 pm here in the central office and then finally the regular board meeting in september on september 22nd at 7 p.m here in this room and i think with that that's all i have do we need to adjust the exact session for the 22nd to 5 o'clock um that would probably be good if we could do that based on the information we discussed earlier today correct um is everyone able to do that five o'clock at the next meeting at the next exit september 22nd if you can look at your calendars and make sure you can come earlier joe that's good i'll make it work you sure okay all right we will adjust that at five o'clock okay yeah tracy did you get that i did all right well just after 5 p.m that's all i have sir uh greenwood redevelopment commission um the greenwood continues to attract new businesses they're continuing with the revitalization of downtown quite a bit of tip money was spent on that at the last meeting so things are continuing to progress forward my appointment to that redevelopment commission was up july 1.

now let's talk about that a second in the first place the liability is an actuarial estimate so there's really no way to know ultimately what the the real liability is but you are nevertheless have plenty of assets in the plan in 2021 to fund that actuarial liability you have every year like clockwork paid into the state exactly what their actuaries tell you to pay and that's reflected in these assets but what's really happened for you if you look at the the list of years that are here and you look at 2018. in 2018 you had a pension liability net of 1 million three hundred and eighty seven thousand dollars and as you can see over the course of the next three years you ate away at that and then began to build a surplus so that you went from a net liability of a million 387 to a net liability of 273 to a overfunded status of 525 000 to now one million five seventy eight i mentioned that not just so you can sleep better tonight but to prepare you for next year because when you look at nineteen and 21 you will see that you enjoyed within your fund investment income of 1932 [Music] 1724 and then most recently 2 million 247.

all of those investment amounts would have been in excess of expectation in terms of the returns that are baked into your plan i mention that because the market is not happy and so don't be surprised if you see a winnowing away at some of your excess position in the next year or two i say in the next year too because as the actuarial computations are performed they don't put all of the gain or loss in investment portfolio in any one year they amortize it for actuarial purposes over a three to five year period and so you will still enjoy some of the gains that you had in the early years but you'll also to the extent that the market is down start to see that pull back at the end of the day you have consistently been between 89 90 funded which would be slightly underfunded too over funded as you are now at 110 percent that's been the range you fall in and for for you all that seems just really appropriate i'd like to see the market not hurt your over funding status but my suspicion is when we meet last next year we'll be talking about that to move then to federal monies part of our audit is an audit of federal monies and the columbia school district as did many many other governmental entities saw a significant increase in the last couple of years in the federal monies that you received in large part because of the coven situation so it's our responsibility to audit those federal monies as a part of the overall audit to ensure there's no fraud to ensure that all the monies were expended in compliance with the specific provisions of the grant to ensure there were no other material weaknesses that we discovered so this first two-page report is the report on internal controls it's a clean opinion which is to say your internal control structure is appropriate for a school district of this size in nature and provides protection over your assets the next two pages is a detail of the federal monies you received and expended by program type and then by specific program number and you can see on the second of those two pages in page 61 you received and extended over 2 million dollars in 2021 gonna the the next page is some notes beyond that is another report on the compliance of your operation of the grants and then finally i'm going to take you to page 66 and on page 66 there are seven questions and they are all appropriately answered no i'm on like sort of three pages four pages from the end of this group of pages it's 66 on the bottom oh did i put those out of order yeah well that's the oh so we did kept trying to get a piece of paper apart well that's a that's a special audit approach but in any event the summary of auditor's results and i wanted to just say to you it says no across the board no material weaknesses identified for financial reporting no significant deficiencies no non-compliance material to the financial statements no in terms of the federal programs no material weaknesses no sufficient significant deficiencies and no audit findings disclosed in accordance with 2 cfr 200.516 a which of course you all know what that is but to be specific and it's kind of pointless but that specific provision of the code says we're required to report and we said no we're required to report if we see a violation of law if we see fraud if we see question cost in excess of 25 000 of material programs if we see 25 000 in question costs and on programs we didn't audit which as an aside and we're really done but i'm always amused by that provision because it says in the body of the requirement we don't expect you to find anything because you didn't audit the program but if you do happen to find a problem in a program you didn't audit required to report it so in any event ladies and gentlemen this is a very positive audit report i should mention that we had complete cooperation of chris and his staff there were no disputes no disagreements over accounting issues or access to records no disagreements over the presentation of the financial statements in all ways the audit went textbook albeit a bit uh time compressed because of the specific circumstances and we're delighted to have been here in august and that's all i have any questions very thorough thank you very much given no questions uh administration recommends the board acknowledge the presentation of the annual financial report and audit and to prove the information provided maybe you'd like to make that motion thank you lisa do i have a second i'll second all right yes andrea corey yes greg meyer yes mrs schumacher yes tyson search yes yes great thank you for your service appreciate it thank you thank you all right so we're back to enrollment report then everybody's on the front looks like we're up a little bit down 12 from last year's this time so pretty consistent onto the administrative report our assistant superintendent um so i um have kind of switched up and i have some pictures to share with you tonight i think that a picture speaks a thousand words and there's can kind of give you a better idea of what's been going on around here so um just kind of getting ready and preparing for the school year several of our staff members gave up those last precious few days before school started to come in for professional development we had math professional development we had our de-escalation and crisis prevention training we had our cafeteria head cooks coming in to do things bus drivers came in for pre-meetings and routes and all that so just a lot of people giving up those last few moments to come in and and really make sure that we're being able to offer our students the very best this year the other thing is a picture of the freshly waxed floors which i will say is personally my absolute favorite thing at the start of every year but i think it just goes to show how incredibly hard our custodial and maintenance staff worked all summer when chris and i talked to kurt at the end of last school year his to-do list was unimaginable and then it kept growing as the summer went on i mean to see everything that they were able to accomplish i just think is amazing they're still working hard trying to get some more things knocked off that list but you know all of our departments um everyone in the district worked really hard over the summer to make sure that that we were ready to go this week um we had open houses and or freshman orientation so my one of my favorite pictures is this one down here um so steve lake who is our head of transportation that's him at our eagle view open house um eagle view is you know as you work through right those are all the excited parents and the nervous parents and they have lots of questions and the building is packed but at one point i laughed and i said i think steve was probably the most popular person in eagle view that night his line every time i'd come past him in the hallway kept growing and growing um and i told steve um and abby both later on that they remained incredibly even keel and calm had it been me at the table i think i would have gotten overwhelmed and panicked and um but our transportation department is just outstanding they do a great job um and then like so the other pictures the top two are from open houses and then the bottom one it was actually our freshman orientation that our student council and our upperclassmen at the high school put on and it was a really awesome day to see that many freshmen participate in and all the things they got to find out about the school to to ease their fears about starting high school and then we had opening day which was very exciting our admin staff so the picture up on the top left our admin staff cooked uh pancakes and we had fruit and some other pastries um but they were um having their own little contest about flipping who could flip pancakes the best they wanted to start seeing who could flip them the farthest so that might be next year's contest of how far they can go but they enjoy it and i think the staff really enjoys it as well but it's just kind of um a good reminder or a way for the administration to say thank you again to the staff just kind of serve them and do what we can for them the picture in the bottom middle is a little harder to see and i will give photo credit to taylor nickerson on that bottom middle picture um but that was just a picture of all of our staff we start off in the cafetorium at the middle school with all of the staff there and have that breakfast and some opening words and then the picture on the top right sarah mcginty had reached out to me and shared that one of the traditions pre-covered was that we had a high school student come and sing the national anthem and that was something that chris and i were both unaware of as we were kind of came into the district in the covit era so i appreciate her letting us know and sharing some of these pre-covered traditions i think that's really important that's kind of what makes columbia colombia is a lot of those traditions and so we were lucky enough to have our sophomore noah parker come and sing the national anthem for the whole staff to kind of kick off our back to school event so it's been two days with the kids i will say it's been two amazing days and again that just goes back to everything that people did over the summer to prepare and get ready for it and just the incredible staff that we have here the new additions even though some came very last minute have all been wonderful additions so far to our district and so i'm really excited to see what the school year holds ahead of us great thank you mr grody yeah i'm just going to echo a few of those things the uh it's the beginning of the year walking around the schools is great but there's also when we pick up at the end of the day with the buses they then go to eagle view for what's called the transfer and if you've ever been able to experience it it's just outstanding because all the all the kids get on the buses and then at eagle view they get off you know they get off and they have to transfer to the bus that they have and we all have our sheets of paper and we're telling kids where to go and everything and it's just a well oiled machine but standing there there was a child who didn't wasn't quite sure exactly what bus she was supposed to get on and mr lake looked at her and said where do you live she gave it okay that's bus number it was just the knowledge that they have and the smoothness that the eagle view staff have with getting the kids everywhere and everything i had a uh a little boy who wanted to get off the bus because he was told to go find his kindergarten sister and the bus driver was like oh no no the kindergartner will come and kindergarteners came out and they got on the bus and he was happy to see his sister but it's just you see these moments and you just it touches you and it's wonderful um we on monday had our first emergency planning meeting for the year so while we're doing all those other meetings and getting ready for the instruction of the year we're also meeting and talking about our emergency plans and our drills and things of that nature um we had some conversations there we are reaching out to the 4e training the people that do our 4e training to see if they can do a security audit of the buildings there were some discussions about what we want to do it's you know there's always something in the highland park uh school district which is around chicago um they had that shooting on the fourth of july and so their school is currently doing some more lockdowns and things of that nature and you think that it can happen here but it you just got to be prepared for that so we've been having those meetings um and i'll have more information for you with that uh we will have executive section uh executive session tonight but there's no action coming out of it i just need to talk to you about a few things so with that that's the superintendent's thank you all right move on for our items for action the first one is to approve the 2022-2023 budget display yes and this is putting the dis the budget on display and it'll be on display for 30 days so i will remind everyone that next month's meeting is not the third thursday but the fourth thursday because you need to have 30 days where the budget's on display so administration recommends the board approve the placing of the 2223 budget on display um and if you approve that then we'll talk about when we'll have the hearing which will be the fourth thursday next week but would anybody like to put the budget on display with emotion you two were just battling it in a second so all right tammy first you go second man okay okay perfect all right roll call please andrea cory yes yes yes and with that passed we'll have to establish our time and date for the 2022 budget hearing yeah and so historically we've always had it right before at the normal time of the regular meeting with the regular meeting to follow the hearing um again the budget's going to be on display for 30 days so we're saying uh the fourth thursday which would be september 22nd at 7 pm would be a nice time for a hearing everybody good was moving the meeting and having the budget hearing on the september 22nd i guess we need to make a motion to schedule our budget and prove the budget hearing then we'd like to make that motion i'll make the motion thank you didn't make me beg i appreciate that all right we have a motion to a second i'll second thank you lisa this one is no money so all in favor all right all right any opposed 7 pm 10 pm yes perfect right motion carries all right item c is approval of the 2022-2023 safe return to in-person instruction and continuity of service plan and remote learning plan yes this is one of those things that we got from our lawyers the federal dollars that we get with some strings one of them is having one of these plans um and so administration recommends the board approve the safe return to in-person instruction and continuity of service plan and remote learning plan it basically just says how we will treat covid and that masking is is at this point optional i believe there's a typo on the first page of this kimchi oh did she okay the date no um the counties and the district oh this says august 18 2002 oh that is probably wrong too yeah a little retroactive maybe we'll change the date to make sure that we're in the right county my apologies with those modifications i would still recommend that we pass this plan all right maybe like to make a motion to improve the plan with the modifications noted anybody i'll make a motion thank you tammy save me all right have a motion in a second a second thanks titan this probably involves money so i think we need a roll call on this one so we'll call please greg meyer yes is this schumacher yes tyson search yes adam hampton yes yes right d is the approval of a surveying contract uh we we talked about that last month and um mr hemkin i said i'd bring you a thing mr hampton brought up the fact that it seems to be a little pricey and so what the recommendation right now is is that we table it and we will uh meet over the next month and see if that price is negotiable or what's really needed and why it would be that so at this point in time we're going to just table that action item and not move forward on that survey just so the public of the board knows adam uh was the first to actually notice this and and uh i agree wholeheartedly with him and when we were spending taxpayers money we just want to make sure we get the best deal and we're spending them as wisely as we possibly can an expenditure of this size i think needs a little more scrutiny than we can do in a meeting like this so i i think we're going to form a committee and we'll look at it in depth and come back with a recommendation to the board for those wondering it was 32 000 for a survey i do have a question on the one that said roadway construction or connection do we have permission to connect to route 3 or is that not at this point in time but that would be would it be possible if we would is what we're really kind of looking at so would we need that we really wouldn't need that done until we know if we have we have approval that's going to be where the subcommittee needs to discuss okay that's exactly some of the questions that we have right it is a very complicated matter to to really iron out this quick so i think the important thing to do is take a little time look into it find out what our options are and then then be able to answer these questions okay thank you any other questions but in the meantime perfect all right we will table that one discussion items we're going to the facility study which we kind of start in that a little bit here we did um we are still in that design stage we did get more uh survey informations out to the high school um the the through their school improvement team each department has a form and they're working with the teachers within their teams to get that information together the key thing that we're looking at is expanding at the high school because um well all buildings are pretty full the high school is the place that we could build on to move the district office possibly into that space which would open up a hallway here to add more classrooms in eagle view middle school is the only school that really has more room still to grow into although they use a lot of it for other things it's no space is ever empty but uh you could add more classrooms there um and so the high schools where we're looking at and we're collecting that information as far as what we would like to see with that so get more information soon any questions all right next item is individual board member comments anybody have anything they'd like to say tonight so i actually just want to echo part of what a alyssa said going into the middle school this summer you know a few days ago you know i like her i like to see the the glossy floor it was just i actually was the first thing i said to my kid when we walked in i was like wow they spent a lot of time on these floors you know and i mean having ran up of her it's not easy work it's not fun work but it does it looks great so i just wanted to echo the thanks to the staff for the maintenance they were there even washing the inside of the windows and some other stuff even though the day before school started so yeah thank you anyone else all right i really don't have anything the public i've reached out to me during this last month has been discussing our turnover just want to let everybody know it's we're not unique to this situation every school i've talked to board members from a lot of different districts over the past month and everybody's in the same boat that we are so it's just a revolving door and and employment is hard no matter what and i do want to thank mr grudy and and mrs smith for thinking outside the box and getting these positions filled and we're uh we're making it happen so it's uh it's not an easy job but uh i think we're we're doing great on replacing and holding our own and as long as we take more from other people they take for us i think we're doing good that's all right all right and with that entertain a motion to enter into executive session for the purposes of appointment employment compensation discipline performance or dismissal of a specific employee of the public body or legal counsel for the public body including hearing testimony on a complaint lodged against an employee of the public body or against the legal counsel for the public body to determine its validity 5ls yes 120 slash 2c1 and b discuss student disciplinary cases pursuant to 5 ilscs 120 2 c9 would be like to make a motion to adjourn into executive session i'll make a motion thank you andrews wait a second i'll second okay roll call please yes as mr gordy alluded earlier there is no action expected from our executive session so nothing's on the agenda so really not a whole lot's going to happen afterwards you all are more than welcome to come in and rejoin us and hear our motion to dismiss but that is entirely up to you all right welcome back we just concluded our executive session there is no action to be taken as a result of our executive session so we'd like to make a motion to adjourn i'll make a question thank you lisa do i have a second i'll second thank you andrea all in favor aye aye any opposed didn't think so all right motion adjourned thank you very much appreciate you joining us

all right good afternoon I welcome all of you to the regular school board meeting of those of us who are part of the Bartholomew Consolidated School Corporation Board of school trustees we start each of our meetings with Reflections from one of my colleagues and this evening it is Mr Grimes thanks Dr shed each time my name comes up for reflections two to three subjects always come to the front of my mind as possible topics the same was true this time but I was able to settle on the subject matter much quicker I've been in education for just over 30 years needless to say I've been witness to numerous changes over those years many of those changes have been in technology overhead projectors VHS laser discs film strips with the accompanying cassette blackboards and pull down maps are all things of the past even the outlooks and attitudes of students have changed through the shift from Gen Y Millennials to gen Z the igen group in spite of all the changes some things have remain the same or at least similar over the years in education in my opinion one of those things is that excellent teachers remain to be the backbone behind any excellent School Corporation I mean no disrespect to all bcsc leaders sitting in this room right now the administrators of all bcsc buildings school bus drivers custodians cafeteria workers IAS administrative assistants they all play a very vital role in helping to make the educational process for students as smooth and positive as possible but I do believe it is the connections and relationships being built between students and their teachers in the classroom on a daily basis where the real magic happens with the help of cea leadership and a few random principles I've compiled a few teacher testimonies regarding their love of teaching I'll start with Scott raber Parkside special ed entering his 39th year of teaching 36 with bcsc Mr Rayburn says that he knew by the fourth grade he wanted to be a teacher because of the caring teacher he had he says and I quote I've stayed in education for this many years because I love the children seeing their minds work and the light bulb that comes on when they finally get a concept such a rewarding profession knowing that over the years I've touched the lives of over 2 000 children hopefully giving them the knowledge and tools to succeed Deanna wenzler fourth grade at Richards 25 in her 25th Year all at Richards says I absolutely love teaching one of my greatest Joys is when students return year after year to keep me updated on their growth need help or guidance or simply just know I am here for them teaching them each day and watching them grow academically and socially is amazing I hope that when they leave my room they leave feeling loved safe and ready for the next year Angie gender sixth grade at Rock Creek in her 24th Year all of Rock Creek says I love teaching for so many reasons I love interacting with kids the most I love making learning fun and engaging for them and seeing their faces when they learn a new skill I love watching students work together encouraging each other I love creating a warm and inviting space where students feel safe and comfortable Carrie Tyree teaches a multi-age classroom at Taylorsville 27 years in bcsc 25 at Taylorsville says I love teaching because I love learning as an elementary teacher I get to enjoy teaching and a variety of topics teaching a variety of topics and subjects there is no greater reward than to see students make these those discoveries as they learn and grow it's also amazing when we build those relationships that highlight our educational journey together Clarissa white mass Science teacher at CSA Lincoln 12 years of teaching all at bcsc says I love teaching because of the experiences I get to share with kids every day there's nothing quite like students rising to the challenge and crushing it I believe that every child deserves to have an adult in their Corner who will fight for them and believe in them to be the best version of themselves possible and I hope to always be that teacher for my kids Elizabeth Bay's El Japanese language teacher at North 17 years in education says I love teaching because I love working with young people I enjoy getting to know them and being a part of their journey of self-discovery and growth Amy Ellsbury fifth grade at Rock Creek 30 years in bcsc 28 at Rock Creek says what I love about teaching and what has kept me in the profession are the kids I love helping them learn helping them set and Achieve goals and I love seeing their pride in their in their own accomplishments Jennifer Carroll in her ninth year of teaching all at Columbus East I love teaching young adults about literature and language the best part of teaching though is being able to build relationships with them and creating a classroom culture that provides an opportunity to learn from each other I learned as much from them as I hope they learn from me therefore enhancing our academic and personal experiences and lastly I'd like to end with the insight and wisdom of David glassing 8th grade math teacher at Northside 30 years in bcse all at Central and north side says when I meet people and they find out I'm a teacher they of course ask right away what grade and subject I teach it's rare to not have someone wrinkle their nose and make comments about how awkward Middle School gears are or they may make a comment about how math was by far their least favorite subject I try to flip that narrative I love the energy and excitement the middle school students bring I draw on their energy to make lessons fun and relevant there is nothing boring or predictable without teaching middle school students my students make my job new and different each and every day thank you oh thank you very much so it was great to hear all right as you are able if you would stand and join us for the Pledge of Allegiance foreign all right we are all here so we certainly have a quorum and I'll call this meeting to order we have on our screen and those of us sitting here have in front of us our corporation's vision and Mission you also see a listed our core beliefs all of which direct the decisions that we make here each evening so it's fun we always get to celebrate at the start of our meetings Dr pleek foreign it is my honor this evening to recognize our 2122 bcsc teacher of the year and as I speak about her I would like her to come up and stand with me as I do Veronica buckler CSA new Tech Teacher Veronica buckler joined bcsc in 2016 as a make CSA new tech the best school for our students is contagious and I am a better educator because of my time working with her she is an asset to our students and has led her co-workers by empowering them to take risks in the classroom and broaden their experience with project-based learning former colleague I cannot explain the way she's incredible in a single page she is simply magical I was lucky enough to teach alongside her and learn from her and I know she will continue to do amazing things in the world of Education I wholeheartedly recommend her for her energy passion Forward Thinking and ability to make progress in education former student she was always pushing us to go for something bigger excited to see what we came up with she was not just a teacher but was truly a facilitator she facilitates learning creativity and curiosity from her students in every lesson she teaches in every project she launches those are pretty amazing things to hear from people you work with and students you have impacted her principal Mr Mike Reed would Echo those and have a lot more additional things to say because I know he was really excited when she was announced as the winner as well so Veronica is our 21-22 bcse teacher of the year and over the course of this school year she will work to create her portfolio to apply for Indiana Department of education's teacher of the year so we are really excited that before we conclude the congratulations though I would like to ask Nicole Cunningham to come up the executive director from bcsf as she has an announcement to make as well all right kind of juggling here there we go all right so the staff and board of directors of the Bartholomew Consolidated School Foundation are so pleased to present this 500 check you cannot take this one to the bank by the way to Veronica buckler bcsf congratulates you on this recognition and thanks you and all of the bcsa bcsc teachers for embodying those qualities that make you all truly outstanding thank you and here's your real check by the way so please everybody join me in congratulating Veronica Butler is the 2122 bcsc teacher of the year [Applause] thank you so much for this honor it was definitely a surprise and I think um the only thing that I can say is to just reiterate how much this district and most especially how much my building and my principal has helped me grow as an educator in these past seven years it would not be possible without the people that I work with without the opportunities that this district and that our building creates for us as Educators and the wonderful students that we have the privilege every day to get to interact with and watch and see them grow and I also want to thank my husband for being super supportive and always giving me wonderful advice and pushing me to accept that I am doing great things so he he's always a good support system too so thank you very much for all of this and I I look forward to moving on to the next level if possible awesome and here is her plaque and we will also put her name on a plaque that will be located in the building outside as you enter you'll have your name as our teacher of the year so there you go congratulations all right next on our agenda's opportunity for my colleagues to share commendations foreign I think I have the shortest list I've ever had no um yeah just two quick ones here uh first of all congratulations to the robotics team 4926 Galactic for finishing runner up at the rainbow Rumble in Mason Michigan a couple of weekends ago and lastly a thank you accommodations to uh Josh Burnett and all others that are involved for putting out what I believe to be a very informative newsletter each week very good thank you thank you are there others I have a really General one I had a compliment from one of the parents um I saw a parent the other day where I work and if you just wanted me to know how much her son loves Richard's School so I want to give a shout out to the team at Richards and she loves parent Square too by the way so she wanted to give a shout out to that of course thank you heather all right I appreciate that so this is the opportunity for public comments and Mr Grow I don't have any curricular issues on our agenda this evening so uh given our policy comments have to be related to items on our agenda so with that I'll move on to the next School Board member reports thanks Dr shed the school Foundation last met August 9th uh just to two or three items of note the Reese Foundation is once again supplying bcsc teachers counselors administrators a hundred dollar Target gift cards so thank you to the Reeves Foundation uh also the board voted to approve 25 thousand dollars toward their matching obligation to donors choose and just a personal plug to any teachers out there listening I would encourage any teachers out there with creative ideas that might need funding to look into submitting their idea through donors choose um and then lastly uh Mrs Cunningham wanted me to mention that the school Foundation is hosting the special free event tea for teachers on September 24th a little ways off but it's uh limited seating I believe from three to five and a former teacher author and Fulbright scholar Skye Nicholson will be leading Stress Management activities while teachers enjoy tea and snacks big prize baskets will be handed out and teachers can register at bcsf stars.org oh and one more I'm sorry the uh High ability uh committee met the evening of August 18th to go over and start establishing a plan for program evaluation and the highability committee will be meeting each of the next four months as well to establish a mission statement and plans to continue moving forward in terms of assessment curriculum instruction and and how better to communicate the workings of the highability program here in bcsc okay that would be good to hear all right so see that look so for months I was encouraging all to support the Redevelopment extension of the sidewalk and purchase bricks and I'm happy to say that if you actually I'm sad to say if you haven't done that you're out of luck at this point so if you haven't been over there the construction is underway if you go to the farmers market you can see the new sidewalk it looks really great guys it's just the I think the downtown area is really turning around that's pretty exciting um and and I'm glad to see that our Empower program has gotten some recent press and I think that's going to be on the next Redevelopment commission agenda in a couple of weeks if people are looking to understand more about that and how the school system is working with Redevelopment that's a good opportunity to pop in on September 16th great thank you I will share with my colleagues and others that business advisory met on Friday the 19th we had a great discussion they got to meet our the new coordinators whom we approved at our last meeting for wellness and for diversity and those were great opportunities and discussions we also had a for this group it would be a second conversation about the future of our Corporation and the demographics of our Corporation and trying to think very strategically about how our buildings are organized and that was a very very healthy discussion I appreciated it a lot so it's now it's time for cabinet reports and I believe Dr Bozeman is up first foreign good evening Dr Roberts and board members my my uh information will be brief tonight unless you have questions and I have Greg Ferguson our project manager with us tonight and then several folks from Maxwell construction um to answer any questions you may have especially regarding market conditions in some of the some of the items that we're seeing here specific to the pride The Parkside renovation project this is a reminder this this is a little bit of a different process than what you're used to Maxwell as you recall we approved a contract with them to serve as our construction manager as Constructor back in February typically you're used to seeing and approving low bids lowest responsive bids on packages what you'll be approving tonight are considering to approve here in a bit would be a guaranteed maximum price a GMP for each of our projects this will be a portion of that GMP that I'll explain here in just a minute but just just want to review that with you a little bit because since you had agreed to Maxwell servings or CMC through the process the only approvals you'll have going forward would be those gmps and the amendments to those gmps rather than individual bidders in each of these categories but for the purposes of explaining where we are and then deleting some future funding that Mr Phillips will speak to we had taken 10 bid packages to um qualified bidders on the Parkside renovation project the numbers you have in front of you are making up the first GMP that you see total on the bottom and then an action item that you have to consider here in a bit will be a GMP for that amount just as a note there were actually three categories HVAC and plumbing were combined but combine those and site work and concrete in two separate bid packages they were above what our estimates were and after a lot of conversation and and consult we're going to rebid those here in the near future to see if we can get some better pricing on those items so the GMP that you'll see here in a bit will be for that total that you see on the bottom for the Parkside renovation but do expect there to be a couple of amendments to that as we re-bid those items that I mentioned at the bottom there um and we move throughout the project so a few notes on what we're seeing with this and again happy to answer questions that you may have inflation and marking conditions are certainly um putting some pressures and changing some things with what we're seeing here uh failed to explain the columns here a little bit just for reference and you have a hard copy in front of you but Maxwell's done a really good job of of estimating these projects by big category for us throughout the project and the estimates that you see there in the middle column that was as of just after the Fourth of July and we had open bids on August the 3rd of this so pretty quick turnaround between the most recent estimate so you see some of the volatility with what's going on with with marketing conditions here and as a district we've decided that because we do have some future capacity that Mr Phillips can speak to was we didn't really want to reduce the scope of the project and slice this thing back at Parkside to you know making not not the project that we think our teachers and kids deserve they're at Parkside Elementary and significantly reduce reduce scope so Mr Phillips you want to speak to the the bond issue a little bit your thanks Dr Bozeman so um you might have noticed that our we published a public notice of a project hearing for this evening two weeks ago probably just a handful of days prior to opening the bids for the Parkside project we Dr Bozeman and his staff maintain an ongoing list of of building facility needs that we would bond for we anticipated we have some debt rolling off next year we anticipated having some capacity to address some of those needs roofs HVAC systems that are continuously being maintained in a district of our size the number of buildings that we have after opening the bids and seeing how what we knew across not only the state but the country compared to a year ago when we when we issued the bonds to pay for these projects um you know we knew that that districts we were hearing from other districts that they were seeing conditions come through on bids that we're going to drive prices up and we were going to pay more than what we than what we wanted to pay we also know that with Esser dollars allowing for HVAC projects to be part of Esser spending that um the number of districts employing HVAC facility projects across the state and the country is just driving those prices up and it's one of the reasons that we've decided to wait and rebid that part of this project to see if we can get some more competitive pricing we decided to hold off on that project hearing for night for tonight and and move it to the next board meeting so that we have more time to evaluate this pricing plus project that forward for the the Schmidt portion portion of this project and the east north Athletic Facility improvements and so we'll bring you at the next meeting of the first meeting in September we'll hold the project hearing and have some more details for you on the spending at that time [Music] so just for clarification um so when you were at the previous slide you made the comment that HVAC site work and concrete they're not here at this time because the bid was way more than you anticipated so you've just explained HVAC but you're showing us bids that were higher than you anticipated so is this the priority of getting the work done the sequencing of getting the work done if you could just elaborate on why those three aren't there and these over what you estimated in July sure are there yeah great question so uh speaking specifically of each of the items that we will rebid HKC and plumbing that that amount was well over what our estimate was those are items that we we can re-bid here without tremendously risking delaying project and we're also going to reduce scope a little bit on that not anything that's going to drastically affect the building or quite frankly people that wouldn't even notice but there'll be some cost savings there so there'll be some read some drawings made to uh to change that scope a little bit the site work and concrete those were not slated that would be like the bus lot and new car line and some some Asphalt repaving in the parking lots that was not slated to happen until the summer of 23 anyways so we would rebid that probably later on this year or maybe maybe late winter but still stay on time for that to be done in the summer of 23 so it shouldn't delay all those other items we would we would be picking a pretty big gamble to be pushing the project off um and as you as you mentioned some of those are a little bit over but a couple of them are under two so all said and done they were they're pretty close How concerned are you if at all Maybe find that with the supply chain of and those kind of things I know that things are being put off you know what who should I ask this to okay Building Supplies drywall framing would those kind of things seem to be taking longer for people to get so I just wondered how that if you even know that I will introduce to you Jeff Linus from Maxwell construction I hate to have him drive all the way over here not have a chance to speak with you Jeff Linus with Maxwell to address that question there is major concern with the construction Market moving forward we're surprised daily with new things that we can or cannot get but we try to use our past information that we've been building for the past two years in these conditions and knowing what are long lead items and what are not one instance in your project is specific HVAC equipment that goes into classroom we had a pre-solicitation for that specific piece of equipment back a month and a half ago where we picked a vendor and then the school committed to making that order as part of this project is now in the HVAC cost or will be when we bring that forward but we do have some things that are rolling as we speak that are moving forward with that so for this project one of the other things we do we do a host bid interview with people and we try to identify what items or long lead items or not one particular thing on this one is the flooring and tile package one of the reasons we want to bring it here as part of this package is there is some time on ordering those materials but we don't have any indications that they're not going to meet the project schedule so as of right now everything can meet the schedule we presented but there may be some prizes surprises along the way that we will handle as construction managers we're working on another school project not to scare you but to tell you the magnitude of what's going on in this business we had a HVAC unit that goes through a shop drawing process that the engineers approve at a point and at that point the supplier knows exactly what parts and pieces they're putting on those Air Handlers we ordered it in February 2021 it has not re hit the job site yet I was scheduled to be there this summer and we just got word this week that the final parts and pieces are coming in so um we could have never predicted that even at the beginning of this summer but that's the reality of our business and our job is try to manage that but I feel good about the parts and pieces we have on this job that they should make the schedule fine thank you Could you um speak to the soft costs row there and it wasn't necessarily included in the estimate in July but but clearly it's a big chunk of of the bid totals today sure yeah the the estimates were just construction costs down down the middle there so that's why you don't see a soft cost estimate the soft costs include anything from how much we pay Maxwell to be the construction manager how much we pay CSO as the as a lead architect all of our contingencies are there all of our allowances by each each of these big categories have allowances built into that um um any retainages we have so that's that's all reflective of that first GMP so as those amendments come there'll be soft costs that um are not to that number but they'll be a line item for soft costs within that GMP that you see as amendments coming ahead also and you did a Bottoms Up calculation of that or is that like a percentage of the total estimate how do you estimate those well yes yes to both those questions um some of them are flat rates others are percentages of the total cost so for example we'll pay Maxwell pre-construction fee that's flat we also pay them a two percent um overall construction fee that's contingent on how much money is spent obviously all right other question not to go terribly deep but could you just two of the biggest swings that interested me were countertops dropping by so much and then Framing and drywall going up by so much what is there an interesting story there no particular interesting story um it's just where you get into the big categories and and you have different suppliers that may be more interested in the work or not what we found um was I can speak specifically to Framing and drywall where some of the scope got expanded just a little bit when the final documents came out but we had I think two bidders in that category and it wasn't a straightforward production job we've got a lot of bulkheads a lot of small portion walls and the marketplace pricing came back quite higher than what we estimated and I think that was given just coming off a busy construction period and people in the business analyzing this project and and what their cost to do it is was different than our estimate I can speak to that and on on the electrical package I didn't ask about that but there was a little bit of scope expansion from our estimate to this total and the result of adding some fire alarm work and so there was some scope that was increased from our budget to this and as part of our process we're looking through that and making sure we vet out from that price if anything else can be value engineered from that point so I speak to those two overruns and then just also real quick remind us we Dr Boseman has given us a lot of information about construction manager as contractor and what it means when we get a GMP but could you refresh our memories about what a GNP means and what it doesn't mean going forward to these line items so this is an amendment to the original contract that will set the guaranteed maximum price for this scope of work with the set of documents and specifications that are provided so that right there is the guaranteed maximum price for the scope of work that are on the documents and then the specifications also add one more piece since we're new to the CMC environment with the school board one of the advantages that I feel like this process has given us is on the Contracting side is the ability to talk to the industry and decide on some of these other packages to re-bed I can speak specifically to the site work package over two bidders and in conversation with one of those two bidders and then a couple of the people that didn't bid they were uncomfortable trying to hold some of their asphalt oil pricing into next spring kind of a guess for them and so I think the pricing reflected that and so as part of this process we're able to say okay let's take those comments back talk is a group and find out what's best since we're doing the work next summer anyways I think the current plan is to bid it out sometime to where next spring and they can get closer to the pricing and so some of those things behind the scenes That You Don't See of some of the packages that were pulled out we have done a lot of talking and discussions on why some of those things didn't hit the hit the estimates that we have and we have a chance to affected by recommending you to reject the bids or reject them and re-bid and we can try to tweak those comments and and come back to you with better numbers when that thing rebids thank you another question thank you very much for the presentation and answering our questions it's a reminder to the board with that information just that has been just shared it is an approval item under letter I when we get to the consent agenda items so that dollar amount that's on the screen will be the guaranteed maximum price that's listed under that the next item on our agenda is let me bump right back up to before Dr Bozeman's presentation that a lot of days for e-learning we're treating this as kind of a first reading for a calendar so as you're all aware anytime we tackle our calendar we put it out twice a first reading and then a second one to approve uh this is a relatively minor one in that it doesn't change obviously our start date we're already here doesn't change any of our leave days so or vacation days out of school days it doesn't change the PD days that you've already approved it doesn't change the end day of the year doesn't change any of the teacher work or or record days it's simply adjusts the way that we make up days so as a board we not too long ago approved five inclement weather days that we would make up e-learning wise and then make up all the other days outside of that at the end of the school year specifically or on Good Friday would be the other opportunity we have um because of recent changes in legislation that said that e-learning days a maximum of three would be counted for instructional days unless you were doing those in a synchronous Manner and synchronous would indicate that at least 51 percent of your students were spending at least 51 percent of their day in a synchronous environment which means that they'd be interacting directly with their teacher during that time so um you know a teacher assigning work to do and a student working on that for a few hours if the teacher is not face to face virtually with them would not be counting during that time and for a variety of reasons we see that as a real challenge to be able to certify that we are 51 percent synchronous from a student number standpoint and a Time standpoint during the day that we are just going to follow we're recommending to you that we follow legislation which is to approve up to three days for e-learning that we could use as a makeup day for having to be out for typically inclement weather and adjust that number from five to three in the calendar so the only recommended adjustment to you is that the number five becomes a three under the inclement weather piece of our calendar at this point in time so that's just the information I wanted to share from a lot of days would take any questions on that topic at this point so to clarify it would be proclaimed an e-learning day the same day you're telling us buses aren't going that's correct so if sometime in January we have a day that that morning we decide that it's the conditions are not good to to go to school and we call a day off we would announce that we're having an e-learning day and we could do that three times after the third time of declaring an e-learning day in the other day that we would have for inclement weather we would make up on a day that's available to us on our calendar okay physically and just from family perspectives we would be able to announce that at a in a reasonable amount of time that fourth or subsequent yeah as best we can right um but at least with parents knowing that anytime we have a snow day at least these first three that it's going to be handled that way they they hopefully are prepared to adjust last year we used two and we were fortunate enough that in each of those cases we just had bad weather so um and enough bad weather that we made the decision even the evening before for those two days we had that's not typically the case typically it is running the roads at four o'clock in the morning and making the call sometime by 5 15 5 30 and going from there but um we will make the call as early as we possibly can but it is three instead of five which has been in the calendar that we are recommending well I'll ask you to vote on this at the next board meeting okay there are other questions clarification people need yes just from every sort how long has it been since we've went past three days it's been a bit um and it's there's some complications with that or some interesting pieces with that with covet and so forth maybe impacting that a little bit um maybe 2 000 is off top of my head just maybe 2018 or 19.

uh what once and this is just from a history of of doing this and thinking about numbers uh over a period of time but in the past once this school corporations across the state started getting Beyond five days the Department of Education began to think about providing waivers I don't know that's the case now because the learning days are available for a few days and so forth I don't know what that would look like today um when when numbers would start to get that high but but the Department of Education has considered waivers of days once the number has risen too high and typically that's been around five to seven that that conversation has started at the Department of Education we will move on then to the items for request for approval all right so my items uh are will be on the screen and you have information in your packet about each of these so um just going through the list minutes of the regular school board meeting of August 8th that was our first one of this month a list of supplemental contracts provided to you and field trips additionally we had a set of claims dated today of uh just about eight hundred thousand dollars and payroll from July 30th to August the 12th that was about 2.4 a little over 2.4 million dollars we also have three different Grant applications for your approval from Mr Edwards Title One Part D title three part A and non-english speaking program or nesp that's from the first two are federal the third one is from the state of Indiana letter H is an agreement with the Columbus Auto Group uh we are entering into an agreement with the Columbus Auto Group for it to be The Exclusive Auto Sales and Service Advertiser for our school corporation um and so we're we if approved we'll have some more public announcements of that as this week goes by particularly with being East North rivalry week there are some opportunities naturally for us to talk about that more and then Dr Bozeman went through the presentation on the guaranteed maximum price so also asking for your approval of the guaranteed maximum price and we are able to answer any questions after you do the motion a second on those items all right so I will entertain a motion to approve items three a true I as they're presented to us so move thank you Mr Brian is there a second thank you Mr Grimes so there's several things here are there questions individuals have about any of these items Dr yes so Dr Roberts when you say um exclusive the agreement with the Columbus Auto Group exactly what yeah exactly and I'll ask um Mr Phillips or or Josh Burnett to add to this if they have extra extra information but basically it is exactly that word in terms of if we're going to put advertisement advertising up in one of our complexes that is is an auto sales or service one it's going to be the Columbus Auto Group so the dollars that they are providing to us over the next six years have placed them in that that situation where they from an athletic standpoint specifically and the dollars they'll be giving to us are going to our athletic programs Elementary each building and to each of our secondary schools middle and high school those dollars are guaranteeing them that exclusive right to advertise with us cheers so one hundred thousand dollars over a period of six years it's also printed advertisement right yes okay you originally said digital but oh did I say that okay yeah I just want to be sure it's even in print programming that we might something in the programs it's very similar to the agreement we've had with crh for it's probably 12 or 15 years now they are the exclusive health care Advertiser in all of our secondary facilities in exchange they provide athletic Trainers for us and have have for years so we've modeled it after that but slightly different in that they're just writing us a check each year for the next six years go ahead and did that help is it thank you sure welcome other questions the way I read it this this would have no impact on where we actually purchase vehicles or parts or where we get our Corporation Vehicles serviced yeah great question Mr it does not have any impact on that it's just allowing excuse me allowing the Columbus Auto Group to be that Advertiser to have their name out there in front of people that we work with and Josh I don't want to speak for you but they made it very clear we've been talking with Leo portaluvian and Fred Armstrong over there for about a year about this agreement and they made it very clear from the beginning they don't care if we ever purchase a vehicle from them or not they want to partner with bcse um and and really help our facilities in our athletic programs will they donate like equipment and cars to our C4 Automotive we should but I believe they are interested in doing some other in-kind things but from a extra dollar situation we'll probably not be asking them for a lot of extra dollars in other situations but they are interested in doing some in-kind work with us as a School Corporation doing you know that would be kind of a an internship or some yeah opportunity sure job share or something so I'm sure Dr hack is taking no yes looking for opportunities all right if there are no other questions I'll ask those of you who approve items three a through I as they've been presented to us if you'd signify by saying I I those so moved moved second dr jenkins second by uh miss waite on the motion any discussion chair hearing none all in favor aye aye aye opposed motion carries unanimously uh next we're gonna move into public comment we've allocated 10 minutes for that and uh [Music] if anyone has any comments they'd like to offer on tonight's agenda items and agenda items only ask you to please step up give us your name you have three minutes please understand that we do not get into back and forth discussions it's your comments they're part of the record but we do not get into any back and forth discussion or anything of that nature i'm talking on the topic of allergy awareness okay on june 16th my son endured a medical emergency in the school he encountered an anaphylactic reaction that occurred in his classroom my son was diagnosed with eggs allergy and allergies that are life-threatening we remain vigilant and everybody in the class um knows about it the nurse the bus driver you know and that's something that we accepted the challenge to teach everyone educate and prepare my son for these events but i was shocked that day i got a call that 9-1-1 had arrived after the nurse administered his epinephrine my conversation with my son and the nurse was very direct they told me he had gotten ice cream and it contained eggs i don't really know how that happened because i didn't send him to school with ice cream he doesn't buy school lunch he doesn't buy school snacks i later would find out that the third grade did something fun for the school and went out and bought ice cream and toppings for the last day of school celebrations which i think is great but had i known about it i would have probably declined or been there to give him a safe option and make sure that he felt included i have to be thankful for the nurses who immediately administered his epinephrine and for my son who was very brave to know that he needed the nurse but we have policies and protocols and guidelines in place for events like this he 100 percent needs to avoid his allergen kids are different kids can present all different ways sometimes um school reactions happen and you don't know what they had but in this case he was given his allergen i just want to say for allergy awareness it means one thing to me than than just a few signs i think staff needs a little bit more training not just on professional development day not just sign here these are your kids with epi because although it's written down we need to be able to act on them my son clearly said his throat didn't feel right he's nine i think that's all he needs to say he said he needed the nurse he was sent to the nurse but he walked alone not with the staff member not with a peer and he immediately vomited at the nurse's door and again i'm so thankful that they moved in action and gave him his epi once they you know could figure out that it was a reaction the awareness part can't just be signs we have to kind of do everything as a community a district friends family anywhere and everywhere you go if we could educate on allergy awareness everyone's going to present differently and i don't even support food vans and food restrictions because i don't think that's the real world certainly in the elementary level you need to put a few accommodations in place to keep those kids safe but the real world they're not going to care about his allergies but if you were aware and you kind of had that mindset when you're at shaw's or at the school you kind of know you got to wash your hands before and after sanitizer doesn't kill food allergens and teach your children that teach them everybody can be a pal and save a life and i'm looking just for the awareness to be more of a big deal we can't just say we sign we hung up signs we do a professional development education you've got to act on these drills i mean nobody goes to a fire drill and doesn't bring the fire extinguisher you've got to act on them i think of the bus driver i know that they're trained that's what i'm told but to process it they need to pull the bus over give the epinephrine call 9-1-1 keep those other kids calm safe give epinephrine again in five minutes if 9-1-1 hasn't arrived it's a lot to do so i ask have we put this into play have we done drills but whatever we can do whatever i can do to help educate and talk about it more it shouldn't be something that's just on the first day of school the more people that are aware the more kids will be safe and i love dartmouth i love the school it's my school my kids and i just want to be part of the team to spread awareness thank you thank you ma'am thank you thank you very much hello lynne turner here um i'm commenting on uh i think two items on the agenda the first is um the cell phone um uh adjustments to our handbook and they're going to be restricting the cell phones during school time and having them in a hotel is my understanding per our new principal which i wanted to say after reading his reasoning for doing so and compromising with having them in the rooms with the kids but still having them available for safety reasons i think it was a good compromise that he's making i think that he has good reasoning for the benefit of the children's mental health that they are not just glued to their phones all day and that they're able to interact more with their peers so i just want to give my support for his thoughts on the cell phone policy changes and the second thing i would like to comment on is about the history committee for celebrating our culture and our history in dartmouth i think it's a wonderful thing and i would hope i would be interested even in being involved in that kind of a committee to help bring awareness to and celebrate our great culture and help all residents feel proud of living here thank you thank you anybody else hello my name is mike ludzik i have been in touch with rick porter over at potter elementary i also spoke with the dartmouth police department also at the superintendent's office i believe her name is kate awesome it's you nice to meet you finally she's great so myself as well as many other parents that i know have a a concern about the reality that bad things can happen at these schools due to some crazy people and especially after the ivaldi incident uh the concern is heightened even more so after the conversations that i've had with the individuals that i just mentioned i am very aware and impressed with the security measures these schools have taken since sandy hook and i also i am also aware of what needs to be in place for the most part after speaking with the police department about getting school resource officers at the elementary schools i know that the middle school has one i know that the high school has one which is awesome i can't speak for all parents but at least the ones that i know share my concern very passionately so we are hopeful that some steps will be taken to get school resource officers also at the elementary schools i know for myself i'm very interested in being as proactive as possible and working with whomever necessary to get these kinds of things put in place not just for my children but also for the generations to follow so this isn't something that we have to revisit again and we could just have ongoing security and a sense of safety on top of the security measures again that have already been taken to make this pretty much a full proof system so thank you all thank you kate thank you anybody else okay yeah okay all right it's upside down here okay uh old business update on school security and allergy awareness dr gifford yes we did yeah that's all right no no we bounced down right no i did that i took my nap 20 30 minutes that's it okay uh all right so i appreciate the comments from the audience tonight because we are talking about those issues so um during our admin retreat i guess last week august 4th actually two weeks ago these issues were on our agenda and we we spoke about them a lot and some of the things i'll talk about the allergy awareness first of all um as i let you know the last time we met there are a lot of things in place already and i did send you the policies that are in place so just so you could review them some of not to say that we can't do more and and would be open to ideas um which ms paveo and i have been talking about um what other things we can add to uh the year for pd etc but one of the things that we want to stress is that the things that are in place are listed in the policy and unfortunately probably people have become lacks over time it hasn't been as the speaker spoke about really brought to the attention so that's one of our principal intents of opening up school is we've we've worked with the leadership team to make sure that everyone is made re-aware if you will goes over the policy that's in place such things as if a party or something which we so often frown upon with food etc we're not advocating that all parties have to involve food of course um that the principal and the nurses are made aware so these kinds of things wouldn't happen unfortunately at this um particular incident there was there was a safe option provided for the child unfortunately the child then went to a place where there wasn't a safe it was an additional um so unfortunate should not have happened so we are re-emphasizing our policies that we have in place such as once again as i said letting the principal know the administration to know what's happening the nurses do meet with the teachers and we from the beginning of the year to talk about the students that are in their class that have any kind of allergies they do the epipen training etc and also the one thing that we wanted to mention was about we have had a practice in place i'm not going to say it's in every school at all but that there have been no food from home allowed that come in so we would we want to talk about that a little bit more as a district so that's just and and we are providing signage as an initial step as an additional step that we haven't done in the past so that's a little bit update on that so yeah dr giffords so before we go into the security since these are almost two separate topics yep um so i guess one of my my questions again listening to ms cohen and experiencing this is you know and as we talk about training you know i know some students are have a 504 who have um allergy you know i it seems to me important that you have team meetings akin to you know what we have with you know an iep that those folks can meet including the bus drivers and the custodial staff i think at what i say custodial staff and i'm also thinking cafeteria staff as well because those students are usually sitting in a seat and you know while we do have students who have peanuts i think it's you know we also have students who have a variety of wide variety of allergies and if you're sitting there you know we you know they do serve things that you know broccoli and other things and they may come to sit next to that child so it'd be good for those folks you know to all know for their own like peace of mind as well and i do think you know epipen training is i mean i've had to give them epipen numerous times it's unnerving you know and i think that miss cody to really you know talking about the bus and stopping so you know they do give you you know dummy epi pens that you can use as testers to try that out so i think that would be really you know having the team so they can hear from the parent so they understand um also you know again as ms co mentioned not all allergens you know and reactions present you know you can have the vomiting you can have the hives you know and again there were mistakes made here of course but i think you know having that meeting and and just creating that conversation you have some people who are more comfortable as parents to start those conversations than others so that would be like again from my parents you know some suggestions you know i always obviously encourage parents that have those concerns to meet the team their nurse et cetera et cetera and um they do have medical plans you know we do no i know that i know that in our aspen account so a lot of things are in place again not to say that more couldn't be done okay we're still working on that and we'll take those suggestions okay thank you um yep i have another allergen issue i would just also add playground staff to the list of staff to be trained because other people access playgrounds and off hours and so we need to make sure there may be nuts or something on the playground that a student can be contaminated with i know i have a friend whose son is severely out allergic to peanut butter there's all sorts of allergies but she decided not to send her kids to the school because she was not sort of satisfied with the recess protocols so i think we need to make sure we include that as well because we don't control access at all hours to those parts of the facilities so i just like to make sure that we add that staff and we also think about like if if someone's having a reaction out on the playground how are they escorted do we have enough staff because i do think we cannot have kids just being sent to the nurse's office unescorted and so just thinking about those the playground protocols as well i think is really important mr all of everything else thank you mr chair so i'm not going to sugarcoat anything here obviously i love this district i love the dartmouth public schools i think our educators our and our staff and faculty do a tremendous job but it's clear to me that mistakes we're making were made on this day and we need to we need to look at our policies we need to look at our procedures we need to look at retraining and we need to speak to the individuals of the of the students or the parents of the students that these things affect i see two two concerns here i see prevention how do we make our staff and faculty aware of the poli if the policies and procedures that are in place and what can we do to improve upon them because we can have all the policies and procedures in the world but if they're not being followed then there's no point in having them in the first place so i think we need to really take a look at this i a couple of things in addition one being i think we need to consider i've had several conversations with miss cowe she's more than willing to be part of the solution with this i think it's worthwhile and we just heard from dr my colleague dr jenkins about another parent that had concerns are we looking at the big picture here are we looking at not just only classroom staff are we looking at our teaching assistants are we looking at recess are we looking the recess monitors are we looking at our bus drivers so just training them on not just around being not nut-free classrooms or peanut-free classrooms but being allergy truly being allergy aware i can speak from someone that has experienced anaphylactic reaction and it's nothing it's one thing to have an allergy but it's a whole different thing to have to either administer an epipen or give yourself an epipen i don't wish that upon anyone so i would ask that this committee and this administration do our due diligence to make sure that we include the stakeholders in this community faculty staff parents medical personnel and let's revisit this because this one incident is too many in my opinion the second piece of this is the epipen administration i agree we need to be following up and making sure that for those students that need that have an epipen assigned to them that we're doing our due diligence with training of those staff that are around them and they're aware of everything around that and i know a lot of this is already in place most of it is already in place so all i'm asking is that we re revisit the policies and procedures and we look to see how we can improve upon them so this doesn't happen again thank you i just quickly would add i might go without saying but i don't want to leave it unsaid is that we rely heavily over the last you know forever but mostly the last couple years on substitutes and just i don't know how that um impacts the um you know their access to that information you know on the fly if they're notified in the morning that they'll be you know filling in for a class i think it's quite important to keep them in the loop and understanding that that's so important yeah good point yeah you know just i think field trips you know again it's worth thinking i mean that is a whole issue if you have the teacher who's carrying the epi pen you know depending on the age of the student some epipens were on the student um in other cases the teacher if the teacher ends up not being with that student and the group is a different part of the building that becomes problematic too so just again the whole you know to the whole picture because you know luckily this little guy was a quite a self-advocate and got himself down there so you know really you know kudos you know i don't know if this is down there but you know certainly him mr news can i just add one more thing yeah sure i do really want to amplify what mr oliver said here we need to take this seriously we're about to have a discussion about school safety and more kids go to emergency rooms and die every year from allergies than than our you know have then die from school shootings they're both horrible one we should be taking this as seriously as we are taking our school security and devoting as much resources to it and i know we're we are serious but if it means that we have to spend money to do training or whatever we should be investing those resources because it's it's just as important agreed okay thank you thank you no problem okay safety and security a lot of things are happening there so as you know uh i've said this over and over again and mr galashaw keeps reminding me that we've done continue to do work with the police department on camera access and pa access etc i know they've been working over the summer with the police department as well so it just show it just connects us and makes that partnership available one thing that we determined we're going to do also before i get into that we did update the cemp and we've produced a new copy of that so all of the staff during opening day will opening next couple of days we'll get that new emergency management plan and the principals have been asked to go over that the highlights of that that shifts not many changes but just to make sure once again people know plus we have a lot of new staff that know that that's in existence and to be able to review that and use that um we've also uh determined this year we've asked the principals once again to go back we want documentation of all of the drills whatever it might be and trainings that they are doing in their building because as you know we've always asked them to do the alice training whether we use the video with the staff and then we have had in the past say pre-covered the the evacuation drills with students um the the elementary we did it a little bit differently with the reading of the book uh explaining to them a stranger danger where to go those kinds of things we're going to ramp that up with the elementary schools this year we're running actual drills they will be exiting the building they will be sheltering in place because back in the past i think folks were saying let's not scare them etc well it's time to we need to move on beyond that because life happens and it's not so good sometimes so with that said we're asking our principals to make a template documentation of every drill every professional development including opening day when they go over the cemp etc of what it is so we know that we have done our due diligence whether it's drills or trainings or whatever it might be i've been in contact with the chief i've been in contact with officer pimento who has done our alice training in the past he's actually will be working here tomorrow with our new teaching staff at project time they'll do 9-11 they have their alice training and of course we'll continue that in the in the schools but this is just for the new people tomorrow he's also meeting with i've asked him to come on friday to meet with the leadership team to talk to hear from them how the presence of the police department during drills helped in the past what do we think we need going forward how we might set that up etc so he'll be here with the leadership team on friday also just so you know the police department was training at potter school with the fire department last last week i guess and also to this gentleman's point we um i have spoken with the chief and they did post for one additional sro which will be rotating around the elementary schools for the year so they determined to do that that's so we will have three sros in the district um i did ask him that once that person is chosen that we are meet with them all of the sros actually to determine expectations because it's new for this the elementary especially uh but also just we meet anyway at least once a year and talk about the sro so be able to um meet them talk about that and so that's kind of exciting news so that's kind of it on updates to safety and security but um just to know that you know the intent will be to bring back all of those really significant trainings and and that kind of thing so chris thank you mr chair so first of all thank you dr gifford for the safety and security update i would like to thank publicly thanking knowledge the dartmouth police department for their work with the school department yeah um i i had the opportunity to read the article and i know they were from different speaking with different people in town so i'm really i'm really pleased and impressed with the the level of training that this town in collaboration with the school district and the police department together um working collaboratively with the trainings that take place as well as all the interoperability um that goes on with our police departments and communications i think dartmouth is certainly um if not on par if not ahead of the curve with a lot of this so i'm really pleased i'm also really pleased to hear that we're going to have another sro and rotation at the elementary schools that's something that i've been i've been asking for and i'm glad to see that it's finally um we're finally able to budget for it and and make that happen i'd love to see at some point doesn't need to be during the new staff orientation of the new staff intros but it'd be great to just have the all of our three sros introduce themselves at some point just so the public can see them um parents that are watching and just to be aware that you know these are the faces that you know that are in our schools and um it's a good idea just just a thought uh so just a couple of updates i are a couple of thought other thoughts uh around the um the upgrades that mr gallashaw was making and i don't want to put him on the spot but i are they in regards to carrie's law and the ray bomb act around e911 telecommunications and all that okay yes yeah i put him on it i said i don't know what this means take care of it okay he just said he's knee deep into it okay okay i i know that was something that was passed during uh um and the fcc is finally you know trying to get around making sure that districts are updates so i'm happy to see that that's taking place as well um my my only other thing i would ask is um i i have been few people have reached out to me in regards to um the situation of potter school so i i i know i've had a conversation with mr kiley and and i know that we're looking into other steps to mitigate any issues in the future um however you know i just want to make sure that um that we continue that uh i'm aware i know my colleagues are aware of um for everyone watching at home of things and we're we're we hear you we're following up with with your concerns and we're making sure that they're they're taken care of at the building levels well to that point as you know just to clarify a parent did reach out to principal and then they reached out to us and mr kiley met with police also the board of health was involved in that particular situation in the back there and it's been resolved so at least for now yeah thank you anybody else i know that we're going to be speaking probably to this a bit when we get down to the cell phone issue because and i i know it's part of this and again i fully support that i think it's a great you know a great stride and alleviating a lot of our issues you know which i'm sure we'll talk at more but and one of those issues includes the bathrooms you know at the high school and that is a continuous i'm hoping to hear you know if that is one solution of their other solutions or ways that we're trying to deal with that and mitigate the bathroom issue because i just feel like we don't have enough coverage and you know with security because you can only have you know you have to have someone at the desk and then that other person you know can only go into those gender bathrooms that so it you know it's a challenge for those folks and i know that um you know mr chibo at one point we were talking about that e-hall pass and you know i'm curious to see if that's still something that you know is being you know thought about for this year as uh you know again we know that voc has had some success with that and just again just trying because i feel like you know we know the bathrooms are just a continual issue and um for you know some kids don't want to use them because they just don't feel comfortable and you know so um so again hopefully the cell phone piece will at least like start to address that but it is something that you know thanks we'll be getting there in a few minutes yeah okay all right okay anything else okay we're good mr kylie update on maintenance and custodial summer projects thank you mr noon so um you know i've said this before but it's been a very busy summer we have eight days left before kids arrive so we're going to need every minute of uh of those eight days to get done what we what we hope to accomplish i i really just um you know we've taken on a lot this summer we've had a lot of staffing issues this summer and i just really wanted to make sure that uh i thank john bernat uh and his maintenance staff for their hard work they've been working nights and weekends and really trying to do their best to get ready the custodians also have been working weekends trying to work around our uh all our activities our academic and and other activities and all our projects so it's it's been a challenging summer to say the least and obviously the heat that we had was a factor as well but um we'll be ready so in eight days we'll definitely be ready very good thank you any questions thank you good job tell them thank you we thank them very much for all their their effort especially with the heat thank you for the update thank you one quick one quick question that i have uh and i happen to notice it on the school website today was school lunch farms that type of deal i'm the free now do you want ever does is everybody filling that out because of what we're getting from the commonwealth and the federal government now thank you for bringing that up mr so um it's important that people fill out the forms now this year we're fortunate that with the state has uh you know the legislature has voted to provide free and reduced uh lunch uh free free lunch to all kids but we're not sure a how long that's going to last whether it's going to be any any time beyond this year and our federal funding is is uh often contingent on free and reduced lunch statistics so even though everybody's getting free lunch we still need to have statistics and some of those are determined by the state outside of our application process so folks who are receiving other benefits and their families are receiving other benefits will automatically qualify for free and reduced lunch but there's a lot of people who fall through the cracks in that system and if they're not filling out those forms we're not getting credit and other communities will get funds that really should have been for for our kids um so yes we'd encourage that that uh as many people as possible if you think that you might qualify please please fill out the forms thank you thank you thank you sir okay alrighty next discussion on the formation of a working group regarding the batman history that's you that's me all right well uh last week uh dr gifford uh dave tattlebaum who's the uh chairman of the atmos board of selectmen and ms waite uh the four of us met the superintendent's office to you know take a look at trying to put together some type of uh you know working group to uh start getting into the history and culture uh and such uh we kind of came up with this you know probably having like a uh a working committee type of deal and uh mr tattlebomb you know went back to uh mr mcginnis who's the town administrator and kind of appears as though that in the long run what this is going to actually have to be as a regular committee subject to open meeting laws and all those uh wonderful things that we have to happen the thing being is that they're going to be you know it and again it's going to be uh at the mo at the moment and mary please if i'm misquoting jump i'm not you know looking at probably seven members uh one member reached from the select board school committee an historical commission one member from the school department one person from the town administrator's office and additionally possibly two committing two community at large members to be appointed for one-year terms per the town charter at large members need to be citizens of the community and you know we talk about them possibly being members of the tribe and such so in the discussion i had with uh that we had i should say i apologize we had um they're looking and the select board is going to uh carry the uh do the heavy lifting on this as as he said they're going to meet after labor day to form this working group and get it going try and come up with a mission statement and again uh you know you know the the uh need to be residents of the town uh if they're tribal members and they're not you're kind of gonna be ex-officio and you know not having any quote unquote voting rights or things of this nature but giving them the opportunity to be involved so that's where uh this is going at this point like you want to see no i i think that's you know and we sent some stuff and it was excellent yeah i mean i i think at this point you know we were talking about the charges you know and certainly you know the big thrust of this is that we want to make sure that you know um we're doing right by this you know this logo that we have and by this name and that we're educating folks in dartmouth you know along with our students and you know certainly i think when it comes to curriculum the schools are doing that so it's a lot of it's what we are you know thinking you know more broadly in our physical buildings where are you talking about signage that's happening in the schools and then you know some and again and and mr tattlebaum i think correctly saw this as a very much of a talent issue i think the town like kind of took this on as a national a lot of ways um in the recent past and so as part of that you know they want to work collaboratively with the towns to create some displays you know possibly even like working between the schools and having the libraries and all sorts of things so this is like the starting the launch point i think there's also an understanding that you know we travel our school travels or students travel or graduates travel so we want to make sure that you know we're clearly representing ourselves and you know with honor to uh to the symbol and everything so again this is just a starting point i think we still have to look at you know what that charge would be and you know i don't want to you know and there was some you know i had offered myself up to be on this committee so you know again i would have to get approval from my colleagues and everything else but i'm happy to i've been doing a lot of work around this just on my own so um so that's about you know unless there's anything you can either be with dr gifford no but i just think mr tattlebaum is presenting this to the select board tonight as well and so our thinking was to just call a meeting of like we said we started thinking about someone from the historical commission miss way if that would be agreeable because she's so into this history and doing a great job already mr tattlebomb um i was going to put one of our directors on and just to start it and then that group would evolve into a formal committee with you know open meeting law et cetera et cetera so but just to kind of get the conversation started get it going yeah you have to start somewhere yeah yeah you know room you have to crawl before you can walk dr jenkins so this all sounds fine to me and i think my position on the use of the logo is well known i also well known that i lost that uh that debate so that's fine i'm not going to relitigate that but one of the issues that came up in that conversation was we in the schools have policies about the use of the logo about treating it respectfully and how we do that and one thing i definitely don't want to lose sight of because this is something we don't control but maybe a town-wide group does there are other organizations that use the logo that are not governed by the same policies and so i really do want to make sure as we think about this is what we decided as a committee not my decision the committee decision that that's what we stand for we need to make sure that everyone in the community stands for those same things and so i'd like to see i don't know if that can be worked into the charge of this group but i would like to see that we ensure that anyone who's using the logo in this community is using it in the same way that we in the schools have determined are appropriate ways because i think their rules not on the floor you know not doing i'd like to make sure that we sort of extend those policies and uses to those other organizations that we as the schools don't have control over but the towns do i think in part because of leasing space or using you know town facilities i want to make sure that we don't lose sight of that because i think it's an important you know sort of thing to carry through thank you mary yeah and and just i'll just respond to that i think that is a major thrust and i have to give it you know appreciate um mr cattlebomb for really like starting this commerce you know coming to us and starting this conversation acknowledging where we were in the spring but i think you know he very much believes and agrees with that i think you know philosophically and wants to make sure that we're fully educating folks and that's you know and if we don't i mean really hypocrites is the way he framed it because we really need to make sure that if we're doing this or doing it right and that is educating about the honor and everything and again so those specific points you know we but but those are well taken and i you know again it's good to keep going and like going back over this and you know connecting and thinking about all the nuances but i think the education piece is very much about educating the whole community and that's why you know for the select board to also you know be kind of taking the charge on this is really helpful i guess i would just follow up and say that it leads me to the title of the working group right because this is it's not just about history right it's also about the policies around it right um so i it's fine with me i'm not going to say let's change the name but i just want to point out that that there are some things that are going to fall under the scope of this committee that i think are a little bit broader than history so we might want to think about whether that's the appropriate name for that committee or not but even if we call it that i want to make sure that the scope is broad enough so that those sorts of things can be included in their work and and they are talking about uh you know getting you know reporting to us on a quarterly basis both us and the select board on a quarterly basis so you know we've got that kathleen at this point you you mentioned um mr tattlebaum is bringing it to his committee tonight yeah um is it appropriate then for us i mean i'm agreeable with all the work that mary's done and her yeah to sort of vote her myself make a motion that we vote mary way on to that committee if it's appropriate tonight yeah it's fine so i will make that motion that way full second second so moved by miss amaral second by mr oliver to appoint mary waite to uh that committee on the motion any discussion chair hearing and all in favor aye aye opposed motion carries unanimously thank you congratulations you know i'm actually really excited no i know you are excited yes you know and also and thank you for doing that seriously yeah i don't know and and also mr channel did come to us with he had the full supporter of his like so he actually came to that like not saying like i have the rep you know full support of the selector to do all right are we good all right new business you want that you want me to oh sure okay uh so tonight we have our athletic director mr christopher who is going to talk about the athletic handbook that um we would want to vote from the school committee as a handbook we haven't i don't know how long it's been since so he'll tell us about that but we felt it was especially since this conversation was and and also just just boundaries parameters et cetera et cetera with athletes etc so mr chris fulley thank you thank you for the opportunity um before i begin i'd like to echo what mr kiley uh said about our maintenance staff and everything that they've done for us in athletics it has truly been amazing the work that they've been able to complete over the summer time again during a lot of this heat so you have john burnett and you have shane swansea who is our new maintenance individual who works with athletics who has done a a phenomenal job of working not only um you know in our fields at quinn elementary in the middle school and obviously the high school and overseeing the stadium and he's done a fantastic job and we're looking forward to seeing you know what's next as we progress through the fall so this is certainly my my portion time it's certainly not as exciting as the cell hotels but i can i can assure you that it's just as important so um i'm going to talk about athletic handbook revision and um to dr gifford's point i don't believe the student athlete or student handbook i should say the athletic handbook has been approved and voted on by school committee ever to the best of my knowledge and for many of the workshops that i've attended over my um going into 11 years you know everyone that does present about about handbooks and the importance of establishing a handbook um does also comment the importance of making sure that um it is approved and supported by the school committee so hence the reason why i'm here today so when i was hired in the fall of 2019 um over a course of the first two months i was able to meet with all of our head coaches individually and and obviously talked about numerous topics and one of the topics that kept coming up in all of these conversations was our athletic handbook being outdated revisions needed to be made and they all wanted to be part of the process which i think is a fantastic thing when you're trying to build collaboration and ownership with um you know anything that you're trying to incorporate so hitting about the importance of handbooks and again hearing their feedback and the importance of wanting to be involved went through this exercise of you know the importance of the handbook we discussed this with some of our coaches it protects us legally it states our philosophy and standards our department's guiding principles it defines success it's the department's framework consistency and accountability and our school and state rules along with drives our decision making our common language amongst all of the stakeholders it builds trust it provides clarity and support and it's proactive rather than being reactive and and one of the things that um i pride ourselves on the athletic department is trying to stay a few steps ahead and be proactive instead of reacting to things so how did we start with this process so this is the 2019-20 school year this is right before covid began it seems like about 100 years ago but we did start this process and i'd called it phase one it was a comprehensive review exercise of what we had at that point some stakeholders that were involved were our coaches i involved parents and student athletes and mr tebow was our principal at the time mr tebow was involved in this exercise so the questions were what has worked what has not um where were the holes and what are our standards and expectations within athletics and the individuals that are participating in our program now during this same time i was i had the opportunity to present at the athletic directors the national conference for athletic directors and of course the topic that i presented and ended research on was a comprehensive handbook so throughout that process brainstormed everything that should be in a handbook for athletics and again i'm not going to boy boy with each one of these details but it's it's pretty extensive list and the goal was to take where we had our holes or what didn't work fix it and make sure that we covered as many of these topics as we could because there were so many missing in our existing handbook it goes from philosophy all the way down to stopping and eating which i know is a very uh fun and popular thing with some of our teams but there needed to be some guidelines over that all right so again took all that information for the last year and a half to two years rewrote it and took what we had added to it took some things out put some new things in made sure that we were aligned with everything that should be in a comprehensive athletic handbook um and the final product is is what uh you folks have been forwarded so moving forward which i'd like to say it's phase two is um one of my goals this year is to create an athletic advisory council which will be all stakeholders will be involved from you know coaches staff members administration student athletes parents parents guardians and community members now asking how many of each would be included i haven't gotten that far yet but it certainly will involve all stakeholders what i visualize this to be is a fluid document it's a is living and breathing so again there's so many things that change uh quickly whether it's a policy a procedure a new state law that's put in place maybe something that wasn't working that we're tweaking to make better maybe there was some language that you know some individual stakeholders got kind of hung up with that needed to be cleaned up so we're going to look to revisit annually with that group beginning that process in april and hopefully being able to share this with you folks consistently during your june meetings for any changes that we might make to it and again we're always open for suggestions feedback and most importantly constructive criticism now you would think that some common sense points um that you you you would think or not it shouldn't be issues that are pretty obvious i'll give you an example i had a parent uh this past year asked me if there could be alcoholic beverages served during a uh a team banquet an awards banquet that they had and again common sense is no but nowhere was that written we also have had you know issues with vacations and what the parameters are on vacations when our seasons are going on i'll give a case in point we do have a couple of kids that are on vacation still with the fall season just beginning friday for football and everything else started today that wasn't documented in our handbook so that has been added and those are just two really small examples of a bigger picture of of what we've been able to do again this was something that i was hoping to have in place last year but again with with covert it did take a back seat and uh as on the back burner and now hopefully we continue to move forward so with that thank you and i'll entertain any questions that you may have just wait no i just want to say like tremendous amount of work here it's fantastic and i can certainly see how it's updated and you know and i know because again we're going to circle back to this but i like the fact that you know there's a distinction between hazing which can certainly take place across social media as well as social media because social media is used in so many dangerous and hurtful ways i mean to the point that you crop out you know one of the biggest things with i'm hearing now is cropping out one person from a from a group picture and things like that and so understanding that you know the whole range of and speaking to it in the handbook i think really is uh timely and important so among the many other things this is something that i was really glad to see so thank you thank you dr jenkins so this is great i i would just have one i'd have a request for next year um it's super easy for us to see adjustments when you submit a document as a markup i'm sure you didn't do it this year because it changed so much but as you move forward with revisions to this that we've started doing that and it's really i think helpful to us as a committee that you can see exactly what changed um the only thing that i will add speaking from personal experience as a as an athlete and a child of divorce that i hope that we as an athletic um you know team are are lenient about vacations um my my stepfather taught in our local high school and the only time i've ever seen him intervene with my brother was when he got in trouble for missing a practice or some practices but he had to miss him because it was a scheduled custody visit so i know there's some rules here about being present on the first day but sometimes those things are out of control for our kids um so i just want to make sure that we're understanding about those sorts of things to your point and again you know we've had i mean there's there's other issues that do come up especially at the beginning of the season of a student athlete and parents not registering student athlete on time and having to wait after the first practice for us to reopen the portal and again they're able to start day two and get that try out uh for that team so it's certainly not held against them and and again as a parent myself of you know a college student and a middle school student i know how much you know i know the challenges that presents with the family piece of it uh and and you know knowing when when you can take vacations sometimes doesn't align with our school vacations but you know it's one of those points that from the athletic standpoint it's the importance of committing to that team being part of that team and making sure that you are a consistent contributor but we we have had situations where student athletes have gone away for a longer weekend or vacation and you know if that's communicated well in advance things can be put in place to make that work now having said that if that individual is is away and somebody takes their place and uh does very well you know on the way on the way back um that there could or could not be a penalty would leave it very gray with that but they do have to compete to get you know that spot back yep so mr allen uh this is great i i think this is the first time i had the opportunity to really look through this and especially all the all the new updates to it so i just thank you for for bringing this to us and all the time and effort you put into it thank you yeah we're good well i mean i just uh yeah very comprehensive i am just finishing reading through it to be honest but to miss wait's point and and really diving into those really important aspects like the hazing and that very very important um thank you thank you for all you do you are an incredible asset to this district thank you um and so coming in break of it and if you feel like you've been here 10 years i'm sure but we're lucky to have you thank you if i made just a quick update we started off all season on friday with football football numbers are in the low 90s which is the highest they've been in five years and we almost have all together with our 10 sport offerings almost 400 student athletes that are competing for spots on said teams so um you know we have rebounded pretty well from covet and i'm very happy that we've been able to um build yeah you know sustain those numbers and then continue to build on so very them all right all right thank you jenkins do you have a comment i was just going to make a i was just going to make a motion to approve the revisions to the student handbook for athletics so we have motion by miss dr jenkins second by ms amaral on the motion any discussion i'll just add my two cents and job well done i know it's a lot of work to read to revitalize and revisit everything so good job thank you on the motion any discussion hearing none all in favor aye aye opposed motion carries unanimously thank you folks thank you thank you all right yep yep okay i'll next on our agenda mr shea is we request to vote and approve revision to the student handbook cell phone practices okay all right got nervous for a second i'm not gonna lie not the conversation getting this up and running um we've we've talked already last time about our cell phone policy it's not a surprise um i do want to um the main thing i really want to express is that we have a policy in place we're looking at the implementation of the policy and how we can implement it we think that cell phones have been a distraction to learning they've been a cause of issues with relating to bullying they've been a cause of issues relating to altercations in the school we this comes out of a lot of work by a lot of people that really wanted to put something in place um the major change is how we're going to implement the policy okay so we have the policy it's how we're going to implement it so the cell hotel which i did not think would take off as a sneaky term has been a term now um and um but really it's it's it's come from a lot of work with the teachers too that's um really saying that the first offense is a conversation with our teachers and it's that reflective practice it is why why is this such a need for you what is the distraction how is this impacting your learning every day that's a five-minute conversation and we talk the reason why we wanted to be a five-minute conversation is we don't want a kid to just miss a bus be late for a sport on that first offense you know they might have just got distracted grab their phone especially for breaking old bad habits um it's the second offense where there's a longer consequence and that's when it becomes a 30-minute teacher after session third offense is when it gets bumped to the ap for a referral and fourth offense is when we're gonna have um parent conversation with with the parents about the understanding of why this is such a important distraction in our concerns and um as we said in the past there's a lot of statistics that revolve around around cell phones and mental health and around on learning and the impact of learning one of the big things we know that there's not much of a difference of the old school if your cell phone is docked which we is turned upside down as opposed to if it's right in front of you it's still a distraction it's still the first thought on students minds so that's why we're looking for a more separate space but again inside the classroom for need if needed um once i know i don't want to be the cell phone principal i want to be the principal that cares about mental health and concerning about our students needs and this is where it comes from and this is the passion that i have is that it it is impacting our students learning and it is impacting their mental health and we know this so we should do something about it and this is where this is where it comes from and i know there are exceptions you're on a 504 plan you're on an iep you have access to it you're a student that might need to check your blood sugar we're going to be accommodating to that we're not a school that is not accommodating to student needs we understand there's exceptions to rules but what we also understand at the same time is there's a ton of statistics that we're looking at right now that are impacting our students and academically emotionally and across the board and even socially so i'll open to questions and then again i'll put up the policy so you guys have it chris go ahead i guess i'll start uh thank you mr shea i'm not gonna lie that since this uh the headlines broke of the uh of this uh update uh that i have have had many conversations with family members with uh friends with community members about this i think like you said there's we've always had a cell phone policy it's just the way we're we're implementing it and now we're post covered we're trying to go back to some normalcy we're constantly talking about mental health i certainly you can't dispute the the stats that you shared with us um i knew uh a lot of them already but it's interesting to see it actually on paper here all of them together so i think this is a very reasonable roll out of this i agree that with one of the audience members had said that i think this is a great compromise some of the concerns obviously when the media got hit by the media and people were just watching the taglines they weren't they weren't aware of the fact that they're going to be in the classrooms they're not going to be in there a lot the students don't have to keep them locked up in their lockers um they're going to be what if what if there's an emerge i've i've had this conversation about a half dozen times with people folks in this town what if there's an emergency well the phones are within walking distance um of the i have no doubt that you know if something if there's an actual emergency a threat how are they there's there's so many different layers to this this is like a big onion with layers but at the end of the day i think this is very reasonable um you're not asking that much for students and i think at the end of the day it's gonna help in a lot of ways i i really do especially around the fact of keeping students focused yeah and to jump on that like the conversation points i've had is that 95 have been positive in in response and even conversation with students as much as they know that they want they also understand and even one of the statistics is that 60 of teens admit that their smartphone addiction is a serious problem right so they know it they in and we've had good conversations about it and again we're just trying to help our students understand that just having it away from you while you learn is really important when our students go to college they're not going to have a cell phone hotel but they're going to understand that when my cell phone wasn't in front of me and it's off to the side it is when i am my best learner and that's that's what we're trying to teach our students that's sustainability of learning and how you can be that lifelong learner with the tools that we provide you so yeah you might not in your college class you can't do you have a cell phone telling your college class but you understand that if i zip away my backpack it's the same approach and we're teaching those skills and what tools we can put in our students back pocket is essential to us no i think i think that's great and just a couple of last things before i let you go just just for ever the viewing public at home and for those um meteor outlets that may write a story on on your presentation this evening this is not coming from a punitive spot right because that's one of the pieces of this you know this isn't fair we just went through covid this is coming from a spot in which you care about the students and and this isn't something that i and i said this before in conversations this isn't something that you you just came up with on your own you've had you said it you've had conversations with teachers you've had conversations with students so you've heard from everyone and this is kind of what you're hearing that it's kind of like that the student the your children right that don't want any rules they want you to just let them but you they really do want rules so i'm i'm all in favor of this and um just one last question does this also go to um ipads i was asked by a couple of students to ask you we're going to say no to right now because they're if they're being used as a learning tool some students use them for taking notes and some students use them now again if it's going to be an individual situation where it is a distraction to that student's learning we're going to do what's best for that student and and looking at it from an adult lens saying if this is a distraction to your learning and you still need it for notes and we're going to look at what other apps you have on and is that suitable for the learning environment those are going to be individual case basis right now we think right now the major thing right now is getting the cell phones out of in front of it and and honestly the conversation we're having too as educators is is that these are designed for engagement you know there's neuroscience behind apps and in the cell phone design we as educators now have to fight that engagement that we're taking away so there is a there is a step for us that we have a little bit more of a challenge right we're saying this thing that is designed neurologically to be engaging we're we're we're putting it away and we have to continue that engagement ourselves thank you thank you thank you for supporting dr jenkins so i'll just follow up on the note taking we have you know we have a lot of debate about devices and technology in higher ed as well and the research is really sort of abundantly clear um that you learn better when you take notes by hand so i would say that perhaps we should ban ipads if people don't have a legitimate sort of 504 or iep for using it you're going to learn more and better if you have to take notes because of the way your brain processes information one of the things i will say i'm totally in favor of this i think this is good but one of the things that we really debate in higher ed about device policies is when you have device policies and students having their 504 or their iep that they get to use devices it ends up outing people as having sort of learning disabilities um that sometimes they may not feel comfortable with and so it's just i don't think there's a right or wrong answer about this but i think i would just encourage us to be really thoughtful about how we do that for those kiddos that have that who now are essentially when you know their friends are gonna say well why do you get to have a phone and it's like well you know i have so i think i just would encourage us to be thoughtful about it i think it's a great policy i have no problems with it but how we sort of manage the comfort level of kids who may have an educational need for this in the classroom is something we need to think about and absolutely and my background is special education so i'm always trying to be cognizant of that and i think if you even asked me five years ago i'd be like every kid should have a cell phone on them and they should be doing their schedules on it and they should be and that was a special ed teacher in me and so it is a constant conversation of what is best and i don't want to out a student for a disability um and support them and i think there's different reasons different ways and hope that that we can manage that ourselves too and we have a really strong specialized staff that really works with confidentiality and privacy so we're lucky we have that foundation exact point shannon um yeah i i just uh you know thank you welcome to principal channel whatever you're watching um yeah just a pro you know the community is going to you know come up to speed and process this at their own you know i i've heard from parents as well and i've spoken to many and many most of the parents that i've spoken to had that concern related to the individual needs of their of their child and that you know i have a child that requires a device for communication but it certainly is like you know being cognizant of what that means for him i mean he's not here but uh but there are there are ways in which to sort of a guided access to restrict kind of leaping over to youtube or or other apps um when they're using it for but in in what uh to shannon's point i was gonna bring that out so just being aware of that is really important and just for the parents out there to know what you said that if there are exceptions to the rule um i always i always uh check in with my brother who just retired um for as from from education a history teacher in another state um and i just said well how do you feel about this because i was processing it too you know i talked last time about the app with the gps you know i'm gps saying where my son is and if he's calm and you know prior to to us utilizing that for for where where our children are um on the bus uh and he said well it that's just it's been you know a local community to us it's it's been it's been the reality it's been the rule so it wasn't something he said we've been doing that for years we haven't allowed you know i don't know if they coined it a cell hotel but um so i thought oh okay so that was my barometer in terms of this but yeah just knowing that those students who might need it for that reason a medical reason or um an educational reason that's different from what you're saying and it's coming from a place of this is going to become just part of what our incoming freshmen are going to get used to and it's just going to become part of the culture and the expectation within your school and so just you know thank you i'm in support of it and uh i look forward to you know seeing some good results that mary alluded to and she'll probably speak to um now in terms of um other things you know more global kind of concerns within within this school so thank you thank you yeah and again like you know thanks for the setup yeah you know what i would say again i look at this for my classroom teacher lens you know and having taught high school is you know i can't i mean i you know drives me crazy with my own because i'm like put your phone away oh just two more minutes two more minutes and i can't imagine doing that with an entire class of 20 kids every single block and that is a reality whereas you know if they come in and it's part of the habit and you know really it's one of the things that's one of the reasons that classroom teachers spend so much time in this first week going over rules because when you establish them in the beginning they're so much easier to maintain and then later you know maybe you can soften up but not not on this but you know it but again you need to establish those procedures and and it becomes unthinking and i know that you know as we read through again we had all sorts of different comments with parents who were you know how is my child going to find their individual phone and i kept thinking of like my day is visiting to mellow where every single kid was able to find their cubby without a problem and go back five times a day i guarantee these children will be able and the students will be able to find their their phone in their you know i'm thinking of a shoe bag or whatever the hotel looks like so i think we you know we also have to see that and this is something having just actually come back from dropping a child off at college the dean spoke to us about you know the negative aspects of cell phone use and one of the things that he pointed to was you know we use it as a social crutch and these kids are nervous and so they don't tend to talk to their neighbor as they used to before because again now they have this you know this something to escape which you say is very engaging so you know there's a whole other like piece to it and it's not just the students who want to use the phone it's the other students who are sitting there who want to maybe engage with their neighbor but that kid's on the phone so again a whole host of things so i'm i'm clearly very supportive i think it's going to alleviate a lot of tensions for the staff especially have this as a uniform policy it's you know it's because i know some teachers had this policy in place before so i think it's just going to be it's it's a really good thing and hopefully it helps a lot i appreciate it thank you i know and i'm going to agree with my colleagues here i think this is fantastic and you know put this basically puts a little bit of you know as you're looking at the ex build versus new and the expectations and such as puts you know like any policy put some some teeth into it uh it was funny over the weekend i had uh dinner with a couple of cousins who were retired teachers and the first words you know from them when i saw him was make sure you vote yes i said oh yeah don't just you know that's that's where i'm headed with this type of deal but in all seriousness this is this is a great tool to start with uh my thanks to you to the teachers who gave up you know their tuesdays they were coming in and working on all kinds of different situations and things of that nature as you and i talked about so you know my thanks to them to uh to get this off the ground so it will work we always gotta you know i got along without a cell phone when i was in high school so it's as simple as you know be home when the street lights come on et cetera et cetera so they'll they'll survive yeah i i think it's it's it's really nice that um we have a merge of worlds and in people that we have our gen our students generation are like tech bilingual they they're they've grown up with technology their whole life where you know for me i it came into my life so that i had to learn how to do it and so we have our tech natives we have the bilingual and then we have the the other generations of people that are still learning and adapting to it and um it's just really nice that i have the support and i appreciate it so thank you everyone um thank you okay dr jenkins i'll make a motion to approve revisions to the student handbook cell phone practices in a second motion by dr jenkins a second by miss waite to approve the diamond high school updated cell phone policy on the motion any discussion again thank you for everything thank you everyone all in favor aye opposed motion carries unanimously thank you everyone i just want to say two things i really appreciate all of your support um you guys have been really kind through all of this so i'm very grateful just two quick shout outs andy's handbook has put so much work into it it's really nice it's really nice to have that and i know we think the maintenance staff our custodial staff has been in here with summer school esy with um academy and they've worked really hard around that too so we have an amazing faculty and staff in this community we're lucky to have everyone so thank you thank you appreciate that okay mr chair can i ask a quick question to dr gifford in regards to the cell phone policy at the high school i do we have what's in place as far as protocols procedures at the middle school i'm just curious as to as our students are coming up through through the grade levels um i can speak to that because mike did the research um so mike if i'm wrong just quote me if i'm wrong but their policies it stays in the lockers and stays in the lineup perfect okay next on our agenda is a discussion to consider sending committee members to the national school board association and sba annual conference thank you mr chair i'll just be brief about this this has come up i know we all get those emails but one of the things that is really helpful to me over the past nine years of being on the committee is attending conferences um the masc conference with the mass every november and having these types of professional really professional development or for for school committees is very useful and just meeting with colleagues from across our state uh you know i learn a lot from what's going on in other districts in massachusetts and in speaking with the with with some of my uh school committee colleagues in other districts that they they have delegates that they they send every year to the national school board um meeting um and it's it's it's in a different location every year i was actually i got a couple of emails about submitting a proposal i actually thought about it's too late now but i i thought about submitting a proposal and so it's like you know what let let me bring this up for the board to consider whether or not we want to put a policy in place that basically the committee has to vote every year to to agree to send you know what the reason is so we're just not turning a blind eye to hey i just want to you know i just want to go on a conference so yeah i think there's a lot of value in it and i think it would be helpful for us to as a committee to grow and be able to you know continue to improve the dartmouth school school system by listening and sharing with colleagues across the country as to what's going on in other other districts so just i just wanted to bring it up for consideration no i mean i could i got the same email and it was like i don't know i'll get through it for a deadline to submit it's like we're not meeting until the 22nd so this this doesn't work and then i saw your i saw yours which was which was great uh i think what we would need to do and i agree is you know that this could very well be the policy subcommittee is the fact that we would need a policy for out of out of state travel type or you know or school committee travel however you wish to to put it together type of deal as to you know how many well you could only send maximum two anyway and such you know where they and what we would expect them to bring you know the commitment to bring back to us exactly that that type of deal that that's my two cents on it no i i report yeah i would agree dr jenkins so i think it's a great idea you know my stepfather used to be on school board in illinois and he would go to this every year they took they took the whole committee because they found it really valuable and i was always a little jealous i don't think i could maybe personally fit it in but i do think it's good to regularly send people there and to learn about some you know sort of national trends um and maybe we might consider you know there's a sort of a way to offer where maybe like the chairs the first the chair and the vice chair or the first offered because we traditionally rotate that would mean that who gets to go rotate and that would just make it easier that we say the the chair and the vice chair are like given first dibs and then it can go to the rest of the committee um but i think it's a great idea because i do think there's there's a lot to be said for professionals i think so i think there's a lot to learn out there yeah yeah kathleen mary yeah i'm just in agreement uh yeah yeah yeah so probably put that on the put on for the for the uh the policy subcommittee to uh to take a look at it you know yeah and don't forget in november is the mass mass conference which i'll be attending you could register anyone wants to go like no okay november 2nd through the 5th this year obviously it's always in hyannis but we can take care of the registrations and okay so you can go online and look at the agenda okay i find it really useful and dr giffen and i go go to a lot of classes together or a few anyway and help a lot of us have some great gotta learn a lot and you don't have to go every day you can choose whatever you want take a look at it i'll go take a look thank you all right okay so we're good with that all right uh next on the agenda is our we've gotten our proposed committee meeting dates for october through december we already have our two meetings in september scheduled september 12th and the 26th and then we're looking at monday october uh 17th uh monday november 7th monday november 21st and then monday december 12th type of deal i just expect cupcakes or cake and i'm sorry i could just expect cupcakes or cake in october because that's my birthday so this will be my birthday party so to speak so okay no the dates are all fine with me i'm just kidding okay yeah i like that that's fine a little star there but i'm assuming we can bring them we can't eat them here because of still the covert rules and everything so yeah oh we can eat now okay that's fine all right is this are these good dates good with everybody good with me yeah okay beautiful all right so what is said so what is written all right that takes care of that superintendent's update dr gifford all right couple of a couple of updates um as a reminder that cook center i bring it up all of the time that we've partnered with the next zoom webinar if you will is august 23rd so there should be a flyer it's at six o'clock on our website our facebook page but we'll make sure that's bumped up to the top again that's tomorrow right yep tomorrow so um they do have only i think 11 folks have signed up for that so far and um we would certainly encourage more people to zoom in with that it's all free project time as i mentioned before is today and tomorrow and we had a full house all day and various folks presented and gave them all kinds of dartmouth ways of doing things and our two directors were here as well and talking about what's happening in dartmouth and what's the next steps we're taking relative to strategic planning high quality instruction etc and uh the the last thing i just want to mention is as mr shea mentioned we did have the acceleration academy last week and that was over i think over 120 students were here and i came one day as they were exiting the building and it was like people running around picking everyone up little kids running grandparents and i think you had come by and the band was here it's the last couple days has obviously been very busy so including today everyone was here so it was another successful successful acceleration academy so that's that's all okay anybody have any questions for the superintendent honest just a quick question dr gifford as far as is my understanding that just for everyone watching and those in the audience there's moving forward dusty in the state of massachusetts there really is no more covet guidance there's if you could just there is no guidance there is right there's there's pretty much no guidance we're back to normal pretty much the only thing that remains in place is masking in the nurse's office so we do encourage parents to always send we'll have them but a mask with their students and in a backpack just in case so that's required um by laws that's that's it i hate to say it but are we back to normal we're back to normal and um i think it's a good idea though they speak about because there is still some recommendations about isolation and those kinds of things but we will not be doing any testing nothing like that so um and i know our nurses are meeting with um miss jodwin who supervises the nurses along with the board of health i think it's this week just to touch base and move forward so all right anything else okay a couple of things uh i have dr gifford mentioned it a little bit but you can tell school is getting ready to start i was here this morning i went by the football stadium and the lights were on the students the students were practicing you can i was here at noon time and uh you would have thought school was in session between the morning the athletics finishing the band coming in the you know meetings going on with teachers the project time and everything else so it was just absolutely great great to see one of the things is the superintendent's evaluation but we want to put this as a discussion topic on the september agenda so that we can get it finished in by the end of september beginning of october does that work for everybody perfect either one would have to have it well no no no we want to talk about it on the 12th and then we'll go after that okay yeah okay thank you i just happened to wrote that down because i thought of it when we were talking and uh the last thing i i want to and this is a personal and i think we both got we all got them but got an email that was unsigned somebody sent us an email it was unsigned about something type of deal i just want everyone out there to know that if you send me personally a letter a text an email that's not signed i'm going to let you know i'm not going to read it okay very plain very simple you know please sign it so at least i know who i'm talking to or corresponding with or something of that nature so if you're going to send me an email or a letter or something of that nature please sign it other than that if it's a letter i'm just going to put on i'm going to just staple it back shut with a note on the cover of the envelope that says not signed not read the email will go into a folder but it's not going to get read be one of those unread type of deals so that's my only request anybody else have anything no all right as we just talked about our next meeting is uh september 12th we'll have our uh that's uh we'll have our new staff here so i'm assuming that will be like like it's sick at six o'clock when we normally have a little reception for them type of deal and at six o'clock and then the meeting will be it's signal there we go and our meeting will be at 6 30 here at the high school we'll go back to our regular times all right and with that the chair will entertain a motion to adjourn by mr oliver second by miss weight on the motion any discussion cheer hearing on all in favor aye opposed motion carries unanimously thank you very much everyone have a good uh week and good luck with school opening [Music] you

all right you are alive all righty do i have this okay here we go all right everybody welcome to our regular b board meeting second meeting of the month um we're going to call to order it is 6 start with the meeting open public meeting statement the new jersey open public meetings law was enacted to ensure the right of the public to have advanced notice of and to attend the meetings of public education and any person who has requested individual notice and paid the requirement please stand for the questions [Music] here great thank you uh again i'll keep my comments brief i do think that we're going to cover some of our more uh salient updates during the committee uh discussions um just wish everybody is having a great summer and for those of you in the audience that you are ready and able to get back to school in a couple of weeks i know i'm excited to happen and i hope you are as well so at this point uh dr freeman do you have anything you want to have for your super attendance report um nothing in particular just that we are ready for students to come our schools are clean our teachers will be coming in beginning tomorrow to read classes and we'll be well prepared for everybody we look forward to seeing everybody that's great thank you all right moving right along to the committee reports uh do you want to start with education sure so we um we met and we discussed um regarding the standards and the curriculum uh health and gym and health and uh mrs fisher is going to have a presentation that will go towards detail in regards to to the regula there's also [Music] a new job description so we uh used to have a parent integrative specialist and now um there has been a change in the in the job description of it that's on the agenda to be approved for today um and i believe oh the the stat the the new standards are up to date on the website um so again they're um for for you know staff and parents to to go on can go into the website and look at the standards for the curriculum but again this special will go into more detail regarding the health the health and science not the health and science the health and gym standards also any questions for edith on the education committee all right mike you wanna do an update on governance sure so uh governance we have an update for the public as much as i do for you guys um first thing uh dr freeman is asking after as long as i've been here meetings have been on mondays if we would like to move to another night possibly wednesday um the administration just you know as you can imagine has a pretty hectic monday when they have to prepare for a board meeting after a weekend off and it would give them a lot more time to get ready for us if we did it more towards the middle of the week so we propose wednesday um you can let us know about that we wouldn't you know be changing the very next meeting or anything like that but definitely let us know sooner than later if wednesday's work for you would still be the same times most likely i mean i guess it doesn't have to be but it makes sense to do it around the same time uh so let us know on that one um the other thing we talked to we're trying to get into the things we talked about in our retreat a little bit more in depth we talked about the committees the committee structure the committee assignments um one thing that all of our committee chairs need to do is decide what day you're going to be meeting kind of going forward we know that for some of us the times especially mondays at five for some committees don't work so we want to change some of that um we want to meet as you may remember from the retreat that first week of the month have all the committees meet uh so that we can be ready for the first meeting of the month on the second monday of each month keep in mind we can we do have the right or the right we have the ability to meet any day um dr freeman you know for for some of us it would probably be better to stack those meetings two or three on the same night but we're also going to be you know really taking care of the members and making sure that you can be there we want as much attendance as we can get because as we all know things come up and we were kind of given these times without being asked and some of us can't make the meeting so we want to find times that work for everyone so committee chairs please reach out to your members and make sure you get a time and a day of the week and a time and then we'll all kind of come together we'll send maybe we'll send them all to dr freeman and say here's what we came up with do they all let out because if we all happen to just by chance pick wednesday at six that's not gonna work so we'll have to go from there but get an idea of what your members can do um and then this one's really for the public because starting in september it looks like our meetings our public meeting structure is going to change a little bit what you see here is going to look different as i was just saying our committees are going to meet the first week of the month every month that second monday which which we meet now on every second monday will now be what we're referring to as a workshop meeting in other words we won't most likely be taking any action unless we absolutely have to right there may be something that comes up but for the most part there won't be a lot of action taken and you will get a chance kind of to get you know a glimpse into more discussion more conversation of what what it is that we talk about at committee so the idea is right after those committees the committee chairs bring them here we give out as much information as we can to the to the full board we discuss if the committee has come to a recommendation we say here's what we think and then of course if the rest of the board doesn't agree we have a more robust conversation that you're probably used to seeing from our from our board uh that would be the first meeting that also then gives dr freeman and the administration a lot of time to give us information that they have for us and we don't have to vote on it right away because then we hold that behold most voting until the second meeting of the month which would be the third monday so i'm sorry the fourth monday so we'll meet on second monday and fourth monday as we do now or in this case it may be wednesday jeez this is a lot i'm sorry i'm talking in circles at this point i apologize for that second and fourth week let's call it of the month and that fourth week will be where we take most of our action where we will vote on things that we have already discussed the previous meeting there may of course be things that come up in those two weeks and we may have to have some brief discussion in that second meeting of each month but the hope is that you have seen all of our conversations ahead of time we have time to think about it because as you guys know sometimes we hear about something we have to vote on it right away we just don't have enough time to really delve deeply into it as we would like to so hopefully this not only is good for the public to see a little bit more of what's going on but good for us to have more time to think things through so that was the idea we also kind of are planning ahead as a governance committee we have to also go into each committee's kind of charge and decide if that if they're still meeting the needs of our board we know that we might want to change one of our committees all together from human resources to i believe we called it the outreach or something like that so we have to maybe write a whole new policy for that so we have a lot of work ahead in governance tonight was kind of more of a planning and here's what's coming up meaning but it was a lot as you can see yeah you know the only things that i would add um the community outreach committee i think for the balance of this year we're going to try and start as an ad hoc um and so lisa actually volunteered to chair uh and danny and joanna volunteered as members so um you know we'll look to kick that off hopefully between now and the next meeting um and then the second thing that i would mention is just at our retreat we also talk about setting some goals for the district for the coming year and i don't know that we're ready to talk about that today but know that we went through that exercise and that something hopefully we can bring back to the community at future meetings oh there was one other thing um just remind me of as far as your committee assignments know that they are you know fluid and can change we talked about once again reaching out to all the board members and making sure you're happy with your committee assignments if anybody wants changes that we can you know feasibly make happen then we're we're very open to that i don't know if we decided when that would happen but we we do have an election coming up i don't know if there will be a new member or not start starting january depending on the election so uh we will probably be reaching out to you about your assignment as well that's it that's all i have great that's enough yeah that was a lot sorry got a little long-winded there i apologize anybody have questions for mike on governance please okay michelle i don't think human resources met correct okay so roger you want to go on operations sure we had a really great operations meeting and i wanted to give a shout out to our old we ended up having recently some active shooter scenarios at one of our schools uh i think it's phenomenal that our we are so lucky our police department works those lines of communications as well as encouraging continued positive dialogue so i really appreciate the local police department for coming out helping us just to be safe unification projects throughout the district i recently went to the community middle school and i have to say i think this the school is phenomenal all the schools are smart nice they're they're well taken care of i'm very impressed with the administrative team and all of the hard custodial staff that's been doing an outstanding job and finally uh the tech office we're talking about some technology uh gearing up for the school year preparing to make sure that this year is going to go as flawlessly as possible just some things round about other than that you know that was pretty much those three topics but i just wanted to thank everyone for getting everything together awesome thanks any questions for roger and operations i would just add really quickly that i was invited to observe the active shooter training at smalley this week and it was very eye-opening um but but outstanding i mean we are in good hands they the officers that i went through the training with were amazing um really obviously very professional but but um went through the training very seriously um there were really good questions they had they observed uh some really good stuff within the school um i thought it was it was and it was eye-opening for me even though i'm a teacher and i see it on the other side every day it was very interesting to see from their point of view so i thought it was outstanding thank you anybody else for roger okay and then the only other committee listed here uh uh was lisa's uh county which i don't believe i think they only made but now that we know that you're repping for south africa we can have breakfast yes i guess i could yeah i think again uh one of them and i remember this because i actually got to ask a question about this one of the major things that they're going to be doing is changing the instead of having the 9 9 um nine period they're moving it to eight to eight periods now and unfortunately they are doing this for this school year due to the shortage in staff so they will be um again they're uh anticipating for next year to move back to the um ninth period um sessions but for this school year they're doing so they're ending their um you know earlier in the day that was one of the major things that i remember again other than that i think again yes okay that's great well thank you for giving us a report [Music] okay any other committee related topics all right [Music] we are actually sorry we are open now to the public for agenda items only so if there's anybody from the room who would like to offer comments or ask questions about things that are on the agenda that might be a good time great we do have two comments that came in from online uh one had to do with the district website not being accessible but it looks like a subsequent comment that was resolved by the user so that's good um there is a question on item 6.15 will the position be eligible for the bbea and the answer to that that is it for the online questions uh so we are now up to approval and meeting minutes excuse me may i just ask questions good evening my name is melissa turner i was just interested that's fine um you i had mentioned the student and family integration specialist i was just i'd like to inquire what that rule entails so it's just it seems like an interesting position maybe somebody just gets older i'm sure so we had a position um which we have an employee who was hired to be our parent integration specialist and when that person was hired it was really to do a lot of public relations work for the district um you know make forms and um applications and things more accessible to spanish-speaking members of our community okay work alongside the principals to make sure that meetings were conducted in both english and spanish over time we hired a pr firm that is working to do the district website and the newsletter and are doing a lot of the things that that parent integration specialist job description um had said that he would be doing so we hired a new director of bilingual world languages and asl and that person needs more support working specifically with our students and with our families and just creating a more inclusive atmosphere for our spanish-speaking families so we just took a look at the old job description and removed the things that the pr firm was doing and then we met with the employee and the director to add some additional items that he would now be responsible for sounds like a good position and needed thank you thank you okay any other questions from the room all right so we are up to item number 5.1 uh resolve that not report of education approves the minutes of the following meetings this would be our regular meeting from august 8th 2022.
