dr terrell can you tell us what it the qualification for the world championships is what what that entails and where it is and how many groups are involved or i'm sure one of our sponsors can fill in the blanks yeah i think we it's really complicated because of the different qualifying factors that come with it so i think as we go through this i would recommend that as we bring in for instance lake street that we asked their coach to kind of describe to us what had to take place in order for us to be able to to get to this point today okay so that's that's a good point also um dr terrell so we'll start with lakeshore i'm gonna come forward and present the accommodation so we want to make sure that if there's all of our lake street individuals and any parents have an opportunity to come into the room i'll give them a chance to come in and i'll come forward and give you that accommodation while he's doing that for all the parents we we make sure you get an opportunity to take all the that um the kids did an awesome job in their interview they had a really awesome notebook they worked really well as a team and they just impressed the judges with how well they spoke and how they talked about the process of making their robot so we were really excited to go to state [Applause] most exciting memory best memory from your competition anybody have something that sticks out think super long season so we start in september and we go all the way till may most of these students were brand new into robotics because we didn't have the program the year before due to copen except robert he brought a lot of great knowledge um but they worked super hard they performed well regionally in local competitions they went to the indiana state competition in indianapolis at lucas oil and they performed very well there which got them their bid to the world championship in austin texas and from there my b team got third place in their division austin texas texas tyler's texas thank to the flag of the united states of america and to the republic for which it seems one nation under god indivisible with liberty and justice for all all right welcome and thanks for coming to the regular august meeting already for the green castle school board first item on the agenda is adjustments to the agenda mr gibney i don't have any adjustments to the agenda for this month okay next item is public comments regarding agenda items does anyone have any comments okay now moving on i take it we have no recognitions tonight nope okay but i would like to okay recognize our staff and students um for obviously handling everything that's been thrown their way over the summer and with all the construction and work taking place it's challenging enough opening a school year and starting school year and i've just been very pleased with how our students our staff and our parents have represented themselves and have handled many changes and curveballs thrown their way okay next item is the approval of the consent agenda which consists of meeting minutes from a special meeting of july 11 2022 executive session meeting minutes from july 25th 2022 regular meeting minutes from july 25th the allowance of claims the financial report report and personnel reports part one and two which are on the website and hanging on the doors this is roman yes hello everyone hello um in your finance packet you're gonna see um two regular payrolls and then we also had a mini payroll if you were thumbing through there you might have seen that um the first regular payroll was dated july 8th 2022.
have a motion motion thank you mr paul a second second thank you mr zupko any discussion i need to abstain thank you mrs defazio anybody else okay can we have a world cup yes thank you um so at this point i'm actually going to beg everyone's indulgence usually when we have a presentation from administration we do handle that under the superintendent's report that has some information to share with us tonight so as long as everybody's okay i would like to uh insert that at this point so unless there are any injections you're over there i'm sorry i'm just entered and go to the next slide uh right arrow keys [Music] okay good evening everybody so um as you are aware um the state came out with uh the new model curriculum for health and physical education it actually came out in the end of 2020 and was introduced to districts in the beginning of 2021.
i'll do my best on these names this one i think i can get noah chapco [Applause] josh gorny [Applause] jackson pew [Applause] jacob nurik aaron grady [Applause] coaches mary jones and rachel walker [Applause] oh boy all right um so team e is kind of a specialty for taft they've actually um four of these guys have been together since their sixth grade year they actually made it to virtual worlds in sixth grade uh and then last year added kuba to their team and uh made it to worlds again so uh they're excited they're hoping you know after applications go through this year hopefully they can make the team this year and keep the the good times going and um you know they struggled a little bit at state and placed 33rd but they were able to qualify for worlds on skills competition and um just really did super well and finished in the top one percent in the world so they did a really great job and brought home a lot of stuff for us so yeah could you even explain what the like ideal number numbers and kind of like the trial what's expected maybe in the trial process yeah absolutely so ideally on a team per robot we have six teams at taft we end up with uh 30 students uh we try to keep it between four and five students per robot and each of the teams is responsible for building programming coding everything for that robot based on what the year's challenge is so the challenge changes every single year last year was pitching in so their goal was to gather up these little yellow squishy balls and throw them into um basically a basket goal and then also to hang the robot from a place as well this year's challenge is going to be a lot different a lot more challenging it kind of reminds us of shuffleboard a little bit um and then they also have the challenge of building a reaching portion of the robot as well so it'll be uh definitely something that they are looking forward to accomplishing giving you're given a specific time frame within which yep they compete for one minute total um typically they compete in what's called an alliance so it's not like battle bots what you would think of um they're actually competing along with another team and they get randomly paired for qualifications rounds and then for the finals rounds it's the top teams get placed together uh and then it's the top alliance that wins the first prize so it's actually whoever wins first place is actually two teams that win first place but also in building building the machine you have a specific time frame within which um we typically start like in september and then our competitions usually start um like late september or like october yep it's a long season i think we have a board member that wants to be on the team i love it that's great absolutely that would sink the ship uh [Applause] this is mrs green if there are parents out there from wheeler there's additional seats in here as well mrs green there are additional seats in here as well if there's parents still out there waiting our next is our 2021-2022 colonel wheeler robotics team x for receiving first place in the teamwork challenge at the regional competition qualifying for both the 2022 state and world championships and team g for receiving the jack klein award at the state competition and qualifying for the world championships i feel that we need an explanation on the jack klein award coaches uh jackson award is one award that shows jack klein was a kid that had autism that um his passion is robotics and unfortunately love to survive too early his parents come and choose around the best representation of robotics in indiana and what team best represents their kid's dream and that was jack sorry not jack jackson gabe and jp so i'm gonna send this up there and they best represent our school at the state competition that year well that deserves a round of applause [Applause] all right resolution accommodation the crown point board of school trustees is honored to commend the 2021-2022 colonel john wheeler middle school's robotics team colonel wheeler middle school being hereby resolved at the board of school trustees for the crown point community school corporation wishes to express sincere congratulations to the 2021-22 colonel wheeler robotics team x for receiving first place in the teamwork challenge at the regional competitions qualifying for both the 2022 state and world championships and team g for receiving the jack klein award the state competition and qualifying for the world championship the board of school trustees publicly recognized this achievement and renders it permanently to its minutes to be preserved for public posterity by this 22nd day of august 2022.
for a total payroll of 349 641.87 and as in the past we have to go ahead and give you the full history on that report so you'll need to go ahead and flip through get past page 11 and then we'll look at the accounts payable for the july 8th payroll that would be for retirement and payroll taxes total for the july 8th payroll was six seventy eight wait i i'm still scrolling okay i'll slow down page twenty six twenty six okay we're working on some solutions yeah tackle this yeah okay thank you okay so then um july 13th we had a mini payroll we had an ia that um did not get a pace uh a timesheet in timeless but she needed to be paid so we went ahead and did a uh a mini payroll for her that was dated july 13th total payroll 375 not much there as far as the history there was only one person the payroll taxes for that employee was 57.38 and then the second regular payroll for july was dated july 22nd 2022 total payroll 339 000 to 11 28.
we had a chance to review the curriculum and the changes at that time and we worked with our health and physical education department to update our curriculum on the district website in atlas rubicon in the fall of 2021 so our district curriculum has already been updated to include the new standards since about october of last year um a couple of just highlights um so last week i sent home a letter to all of the district families by email i included a crosswalk that took you through the 2014 standards and what the changes were in language for the 2020 standards um i also included some links for the new jersey department of education as well as a new curricular resource that we'll be using so i'm going to just highlight some of that tonight but if you look up here each year the state comes out with different statutes that we are obligated to include in our curriculum and we review our curriculum every year and we make the necessary changes to make sure we're in compliance with those statutes these are statutes that came out that affected the health and pe instruction prior to 2014.
zachary calbreezy i say that right audrey dexter kiter ethan kashewski petoskey all right thank you caleb terry okay i'll give you that one coach oh jackson colin close enough good jp police died no not close gabriel ballard [Applause] we'll mention it doesn't look like anybody else is here but michael early oh coach sorry [Applause] you speak regarding the qualifications for this group um i know the staff just explained a lot of the technical stuff that we do year-round we start is basically year-round last year we moved from may to may for some of these kids i have known for basically the last three years and some of these parents have been a godsend and some of them don't always wear that black ox jersey once they have truly had come together i can talk about how we did last year we got jack final war we went to tournaments we won we lost we did our best at each time but i can promise you i can swear that you guys always were best representatives of crown point no matter where we went and honestly it kind of makes me have a chair united see some of you guys leave to the high school i'm glad i want to see you with coach leblanc for some of you um to the parents thank you so much last three years for some of you and some of you guys still see this year has been a great help i could not do this without coach pd on my side as well so i do appreciate it and thank you guys [Applause] okay let's push together check's not front dexter thanks thank you again [Applause] team members you might want to stick around for this as high well gave me a lot of responsibility one one certificate was a pretty simple name this is resolution accommodation the crown point board of school trustees is honored to commend michael earley for meritorious achievement being hereby resolved at the board of school trustees for the crown point community school corporation wishes to express sincere congratulations to michael earley coach of the 2021-22 colonel wheeler robotics team for receiving the indiana mentor of the year award at the 2022 indiana robotics state competition board of school trustees publicly recognizes this achievement and renders it permanently and it's to its minutes to preserve for public posterity this 22nd day of august 2022.
and if you want to go ahead and get through all those pages with the total list 47 and then we've got the accounts payable for the retirement and payroll taxes for that july 22nd payroll was 100 thousand eight hundred eighty one dollars and eighteen cents i think your your page numbers are probably different because they're all consecutive so i'm dealing with hard copy here so um the next thing i'm going to look at is a list of prepays and at the top you're going to see it it says after checks accounts payable voucher dated july 1 through july 31st 2022 okay those total prepays was one million eight hundred fifty seven thousand ninety one dollars and fifty two cents and as nearly every july we always make our debt service payments so that's why those uh the prepays are going to be quite a bit higher for july did anyone have any questions about any other prepays no okay all right and then we've got a list of claims that are dated today august 22nd going down through the list was there anything that anyone had a question about as far as some claims for this month nope no we did have i'll point this out we did have our final laptop payment for the middle school in high school um that's why our list of claims is so high this month you'll see that on there you see we've got a new dugout roof put on yeah that's good we're in bad shape yeah and we had some um sidewalks that were replaced you can see that there so anyway we've got a total claims um dated today 455 244.99 and if we're ready to move on to the finance report okay all right next in your packet you're going to see the fund report this would be final balances at the end of july 2022 education fund 2 million 798 684 60 operations fund two million sixty five thousand one ninety one thirty one and then if you go to the last page it's page five of the fund report total for all funds is eight million nine thirty eight eight ninety nine seventeen and then you're going to see the depository statement next in your packet after the fund report you see the bank balances at the end of july 2022 minus outstanding checks the only bank that we had outstanding checks for was bank 10.
so all of these things were already included in our curriculum and you can look online and see the specific grades um especially with that curricular walk through when they were included and how we um infused them into the curriculum but the state always again is updating things for us and these are the major changes that came out between 2014 and 2020. the first thing is the discussion on consent the second is mental health each year they incorporate a little bit more in depth of what we should be including in mental health initiatives you know and they try to keep us as up-to-date as possible in that area um we have to include now the new jersey safe haven infant protection act we have to include information in our curriculum about sexting and we have to include information about sexual abuse and assault awareness all of these are mandated by state policy and code as you can see the um references are there for you so the backbone of what we're doing with the new standards um basically this is statewide and what they're trying to do is to help us teach children to act as responsible and contributing members of society to build and maintain healthy relationships to communicate clearly and effectively to resolve conflict um to attend to their personal health social emotional health and physical well-being to engage in an active and healthy lifestyle to make decisions set goals and use technology tools responsibly so those are the overlying um you know and then if you look at the standards themselves they go a little bit more in depth about how those things should be infused into the curriculum the language that we're required to use to educate our students our approach when we first met about this curriculum we had a lot of conversation with our health and pe teachers one of the things that we talked about was how are we going to make this um as easy as possible for our teachers to teach to students so one of the things that we did is we added two new physical education teachers one at smalley and one at community middle school that will enable us enable us to make our health classes a smaller student population size so rather than combining classes and having a class of 65 to 70 students we now can take one homeroom of students which is about 25 26 and have a smaller group for health classes we're required to have 150 minutes per week of health and physical education so by adding the additional staff were able to do that as well the second thing is we decided that no new standards would be covered in september september would be meant just to get kids back into school get back into the routine but also to provide some professional development for our health and pe teachers to make sure that they fully understand the standards the materials that we're giving them to teach the standards but also so that parents can be more comfortable with the material being presented and have an opportunity to ask questions of the health and pe teachers should they need further information we also decided that to the greatest extent practical the new material so when they put out curricular resources they usually do it in bands so it would be a k to two band a three to five band um six to eight so we decided that with introducing the new material from the state we would focus on the most mature grade level in that band so we're going to be introducing that new material in grades 2 5 8 and 12.
[Applause] tell us how the team got what they got tell us a little bit about the award that you receive um every year uh through a nomination process honestly i was coughed as far as when they said my name and we were joking around the stairs at the time and they called said my brother was like what happened then i found out my parents got involved and nominated me for a coach of the mentor of the year and i was dumbfounded i just i love working with these kids every day i love seeing them come after school and wanting to be there during the summer i want to be there till 4 30.
the fund or the balance for all banks minus outstanding checks is 8 million 938 to 899 17 and if you swing back to the last page of the fund report you'll see that that balances with our total funds and then we've also got a couple of fund transfers that we also need to do per state board of accounts and have you sign off on those we just have our traditional education to ops transfer that we do monthly and then i mistakenly revenued title one money into old title one fund instead of the newer one and i caught it as i was going through my review so i had to go ahead and transfer that revenue from the old fund to the new fund that was a pretty easy catch i just didn't catch it before i closed out and then we've got um the expenditures for bond 2021 um the end of july 2022 total expenditures were 4 million 959 756 12.
okay so that's where the focus for those new standards will be um the new material will be covered in a limited number of sessions we're not going to drag it out we're not going to make it a whole market period along it'll be a few lessons instruction for health in grades one through six will be taught exclusively by our health and pe teachers we may have the assistance of nurses over a period of time depending upon what the lessons are we also decided that we're going to be teaching um using a product or a program called the great body shop which has been used by southbound brook for a couple of years now and i gave the link to that in the parent letter that was sent home you can go online you can look at the curriculum basically what happens with that is they provide us with a full outline of all of the topics that they'll be covering over the course of the school year then we can provide those links to parents month by month we can provide you with an update of the topics that will be covered in your child's health class you can look at the topics you can even look at the resource of the magazine that's being used to teach those topics and then you can make a decision as a parent whether or not it's a topic that you want your child to sit in on whether you want more information about that topic um or whether you choose to opt out and i'll talk about that in a couple minutes um also the resources that your child is um reviewing in school will be sent home to you at the end of the month so should you choose that you want to um you know provide further explanation educate your child a little bit more at home you have the opportunity to do that as well um all curriculum for the health and pe as i said was actually updated in october of 21 so um the new information is already there for you to review it has been there for over a year or about a year so opting out a lot of people have asked you know what if i'm not comfortable with the material being presented you do have the opportunity to opt out of these lessons um i just put the uh state statute up top as with public school in the state of new jersey however you cannot opt out for two different reasons and i have those listed for you um there is no opt-out for instruction on economic diversity um equity inclusion tolerance and belonging in connection with gender and sexual orientation race and ethnicity disabilities and religious tolerance there's also no opt-out for instruction on the political economic and social contributions of persons with disabilities and lesbian gay bisexual and transgender people at the middle and high school level so if for example um a high school english course is um you know focusing on an author um who is transgender you don't have the opportunity to opt out of those lessons if you would like to opt out what we will do is we will send home a monthly schedule of health topics to you by our health teachers prior to any instruction happening and parents must notify the school in writing in a timely manner to ensure that your intent is clearly understood but the plans for opting out are going to be shared with you depending upon the grade level of your student at back to school night so that information is going to be provided to you by administration they will meet with our health and pe teachers prior to back to school night so that we have a clear plan of action for what should happen should you choose to opt out if you have any concerns or questions you should reach out to your child's health teacher as the first person after that you can reach out to the building principles they will have answers for you and if you still need more information i am available you can reach out to me and i'll be able to provide some clarification for you in closing so our district is committed to preparing our students for life outside of the classroom we know that all students deserve to be prepared for their future lives in the community both locally and globally and we want our students to be well prepared when they are aware of the diversity within our schools our community and the entire world our district's also i'm committed to making sure that all students are supported and comfortable in their learning environments they need to feel safe respected where they can ask questions and be open-minded regarding the chosen lifestyles perspectives beliefs and values of everyone so to wrap it all up as i said our curriculum has been updated um the key new material will be taught in the grades second fifth eighth and twelfth grade the curriculum is available for you online you can also look at the states curriculum the model curriculum which was developed with representatives from all 21 counties that's online for you i provided the crosswalk for you all of this information will be posted to the district website as well as more details on each of the individual schools their plan for when a child dumps out a child when they do opt out will go to an alternate location and be provided with an alternate lesson during that time period and that's it thank you i'll take care of that okay thank you do we have to do are there any questions i don't know i don't know how that works [Music] so [Music] okay now questions i'm sorry [Music] thank you very much mrs fisher okay so we are resuming the a question good evening again my name is turner i have a few questions so if you'd like to step down and give other people an opportunity in between my questions i'm happy to do so um the first thing i'd like to follow up on um was the covet guidelines for september 2022 where are we with that i have a meeting tomorrow to discuss those guidelines with the other superintendents in the county and when will the teachers be notified prior to the start of school i would think okay um [Music] dr freeman i want to thank you for you personally reaching out to me in regards to an issue i had at the last meeting um i had stated that the work family connection program for the lamont and the lafayette students there is no um there is no support at lafayette for this after care program the students from lafayette have to go over to lamont and my concern was an issue of little ones little little ones trying to get their act together and taking them over in weather and um there was an acknowledgement that they were trying to get some busing so i know you had a meeting i was wondering if you could provide any update in regards to where we are with the transportation for the aftercare program yes they they stated that they were looking to get bus transportation from a local bus company but they were having difficulty getting a response so what i said was that i would reach out and didn't try to speed the process okay you haven't heard back at this point or maybe we can get a little bit firmer on that because parents if well first of all i want to make one note which you saw in my email and all of the memos that went out for the work family program it said that students in lamont and lamont's annex were eligible for after after-care program it did not say anything about the lafayette so the only reason why i knew that lafayette students were applicable to this program is because last year i asked a lot of questions right so last year i knew that my daughter would be so i kind of overlooked the first half dozen memos and then i caught it and i'm like well maybe the registration is really low and they can't have a teacher on site at lafayette because it doesn't mention that lafayette students were applicable for this program and it didn't say anything about the little lafayette kid walking over to annex either so um i i have concern with that which i've spoken to you about so you'll follow up with me personally or get me a memo somehow when you have a resolve i would imagine right one thing i want you to understand is that program isn't you know part of school i understand so we're helping them out to try to get them a bus i think the concern you expressed was that uh you didn't want the cost to be incurred by the pound i don't want the cost to be incurred um that's one thing but on the other hand you know like if it were like today i won't want my little one walking you know that's just it's not night i listen if you're sixth seventh eighth grade you tough it out listen i was you know i had to tough it out i learned responsibility bring an umbrella bring your rain jack and if not suck it up tough but you can't expect it's a little one and you know you got one teacher trying to muster up all these kids get your umbrella get your book bed who's hanging you know you know how kids are in first grade so it's a concern at first grade that they're walking so um the cost listen i suck it up too as a parent i got to do what i got to do as a parent it's it's the concern of the walking but i know you were looking into that and i personally thank you for being in connection with me about that it's really important so i have some questions about the new pe but if there are other family members that are interested in stepping before me i'm i'm happy to sit down for a moment i could just keep on talking all night long okay so there is this opportunity to opt out so the presentation was helpful thank you um i just want to make note that was this noted anywhere like in any publication for bound brook that the board of education was going to have this type of presentation tonight because i i must have missed it somewhere i scoured every bound brook webpage to see what was happening and i got nothing so if it was like in a news posting that i missed i don't know that it was circulated well in advance i think it was in reaction to uh the curriculum changes coming up by the board of education but you guys knew about that since 2021 though right yeah but we didn't we didn't vote on the curriculum until tonight you know i understand that but like i don't know i almost feel like this could have been better been announced for parents now i i made a little bit of a stand and i don't know if you guys have been on facebook but i am the one who who posted some things and i said parents be aware people were taking my words and taking them out of context and i don't really care what other parents think well i care about or is my child my family values and that um i feel that there are certain things that a parent should reserve the right to teach their children and i understand culture has shift and shame on parents because some parents aren't doing their do for their children and they think that school is a drop-off babysitting place and it's not it's a mutually agreed-upon established protocol to help develop these children's minds so we're helped we're as parents working with the teachers but we have a responsibility as parents so i have some concerns with this program and i appreciate that i understand the opt-out process because two weeks ago i was on fire because there was no notice all you hear about is publicly that governor murphy put this in and these mandates so i just can just keep on talking i i apologize what are the penalties for not instituting this you mean if we were to choose and not observe the law it's it's amazing i don't think as i understood it now i very well could be wrong as i understood it that it was a mandate and there were other townships that were actually not instituting this model and um again i don't have the end well be all knowledge of it but i understood that some um toms river um of course i don't have the list on me anyway but what what happens if you don't adopt it what what are the consequences i just want to understand what the consequences are so i can i can i can find out yeah like tell me like a 20 000 fine tell me they're gonna take money away like i want to understand what what are the consequences i mean i think the first consequence would be on the district's q stack is what determines state funding for the district and future funding not current funding correct moving forward okay uh so so cusack has essentially a questionnaire various things the district fills out and one of the questions one of the criteria is whether the district is aligned directly to the estate curriculum okay so right off the bat if the district doesn't follow the curriculum in this area sex ed or any other frankly uh their two stack score is going to be hit uh depending on the qsac score various things you have one as i said it affects state funding two and ken bridges all depending on the score in what's called state intervention um the most prominent of those recently was patterson was under complete state control it was returned after that uh separate from that the commissioner of education the department of education has the power to compel school districts to uh follow the law one of which is curriculum that doesn't mean that the commissioner of education or the department men will necessarily do it but they do have that power and i know they've made some statements in the past they do intend to come down on those districts which as you correctly know have voted to essentially ignore those requirements but it's since the short answer to your question is to be determined uh it can result in state funding it can result in frankly ethics charges against individual board members because one of the obligations of a board member is to adhere and follow the school laws one of this being the curriculum sure if a board member were to say i'm deciding you know i'm not going to follow the law in any respect a member of the public or a member of the department of education can file ethics charges against them which could then result in either essential reprimand suspension or removal of that individual so again it's kind of to be determined insurance that are that are available to the commissioner of education are vast but the the simplest answer is definitely impact on the qsec score and potential ramifications uh that could lead to state control all right i appreciate your answer and maybe it's just me maybe other people want to know and they don't want to ask i don't know but i think it's important that we as family members understand that there are potential consequences in what they are and what they mean and what they mean to the school board and to our schools into the funding and i think that's all very important it helps support the rationale um okay so secondly you have um noted that there's going to be several different like lesson plans and that we can pick and choose which ones we can opt out of or is it a blanket statement like yeah so they'll be um it'll be outlined what lessons so they'll be broken out into specific lists so i might need to send you guys up to like three letters in a month i don't think so i mean if they do it prior to the instruction even occurring you could send one letter saying i'd like to have my child out of these specific questions okay okay so then we will get all the information prior to the start that way we can say all right listen this is something that i'll you know in my own home i'll discuss my you know whatever i opt out but we'll get that information before thank you for the clarity that helps but just remember that they are they are um ones that you cannot opt out and i was on there in terms of um so so if the lessons have to do with those areas and i can't recall right now which one's the ones that specifically you wouldn't be able to walk down there okay so my daughter's gonna be in in first grade so i know this curriculum is not incredibly impactful for her just yet but it will be next year um so if there is something that i choose that i would prefer to opt her out of um is this just a class or is this infused into the daily repertoire of school i mean is it i think that was already answered last week and was referenced in the presentation it's only during health and pe class okay i want a clarification and i wanted to hear that out loud you got it thank you i appreciate that i mean the point that was great um but it's important to understand because if i had and i am not intolerant by any means i have lots of friends that are of all sorts of being and i love them very much but if i had somebody in my family life or a friend that came to my child and started explaining things that are clearly across a line for me as a parent i would be very upset and they probably would not um we'd have some parents right so i just want to make sure that if i entrust a teacher to teach my child math reading etc that that teacher is going to teach that curriculum and not say oh well look at my flag this is my pronoun and again i'm not intolerant i respect and love all people but there's a certain line again if there's certain things that i don't want my child to hear from other people um i just want to make sure that again i teach tolerance to my child very much so but i don't want to open pandora's box either because then it's like the flood of questions and now you know you know how one year you know what first graders are they want to know everything well why well why well why why and then and it's not done on purpose but accidentally now we're moving into this commentary from the teacher well you know i gotta answer instead of saying you know what let me send your mommy a message maybe your mom should we definitely hear your concern loud and clear what we've understood from the administration is that the curriculum will be followed during the courses in which it's intended to be taught and not elsewise okay if that turns out not to be the case i think you know exactly who to contact yeah yeah i'm sure he'll be addressed um again i i do appreciate i'm not coming here with a pitchfork or ready to lay so i understand how difficult your job is as um quarterback you have to make incredibly impactful decisions that impact our little ones um and most of you if not all of you are parents i'm sure so you've seen the other side so um i appreciate your time thank you if i have any other questions who would i uh reach out to if it's a feminine if it's specifically related to the curriculum i think you know mrs fisher's presentation was really that you want to get in touch with the person who's going to be teaching your child first if at all okay so i would say again correctly talk to the teacher first then the principal and then mrs fisher i love the lineup thank you that's helpful and i think that you know sometimes if i you know i'm a second year bound brook parent i didn't know the lineup so that's very helpful that way i don't bombard you with emails and you know because anything else and just lastly what's up uh the update on genesis and because i can't get in is it being down for maintenance updated you know scheduling or so i mean as far as like seeing the classes the teachers and things yeah is it too early am i like premature for this okay it'll be up september 1st september first okay so that's when i'll see the teachers and stuff like that okay wonderful thank you thank you okay there's no microphone i don't see one down there okay i'm happy to bring it i mean i haven't been here in a while so i know the procedure usually there's a microphone we're excellent listeners okay so i'm a parent um so thank you melissa turner i wish to acknowledge her my my child is a senior so the damage has been done already i was here in 2019 protesting the new curriculum that governor murphy wanted to implement and i was told there was nothing they could do quarterback could just do nothing because the state mandated this curriculum um and then i was told that there's an organization called high tops that would have more information and it was me and one other parent you know that whole not a whole lot of parents interested actually in this um i encourage all parents to look at them on twitter follow them on twitter that's capital h lowercase i uh uppercase t ops they started their presentation by encouraging participants to introduce themselves by their pronouns because they believe that if you're born a girl you become become a boy and vice versa hence you can change your pronoun i don't believe that alone many other things that they spoke of so i asked the principal actually now is nicer to go to pe person to opt my child out and i was grateful that i was given that option at the same time it wasn't ideal because my child complained that she was the only person who opted out later another student opted out but if her writing had provoked her conflict in my home um every home is different and every home has different beliefs when it comes to sex and beliefs evolve over time my own beliefs have changed today monday august 22nd i believe that sex should only happen between a man and a woman within a marriage that is open to life i didn't always believe this but life happens heartache happens the grace of god happens and all those things have contributed to my stance and beliefs that i hold today that's why i don't get too upset from what i read on facebook parents page because i realize that we're all on a continuum when it comes to this topic some parents are okay with letting a public school teacher teach their fifth grader about masturbation some parents are okay with letting a public school teacher teach their eighth grader about anal sex being a parent is hard sometimes you just want to throw up your hands i haven't been to many board of education meetings lately partly because of this issue there was nothing i could say or do that could prevent these curriculum changes and as my youngest child hopefully graduates high school in june my focus will switch to all the other outside influences that my son and daughters will encounter thank you any other comments or questions in the audience oh yeah so i i just encourage parents if you especially with little ones if if you feel like this curriculum is like going out of hand a homeschool healthy school not all catholic schools are you know aligned with this that either catholic [Music] i think at this point we are up to item 15.1 which is to move into executive session uh i believe we are moving under item number one three and that's it [Music] just one and three can i have a motion motion thank you mr bell a second second thank you mr minhaus all in [Music] know the topic favor came up obviously each family like you said each family deals with it in their own way i i think that if what if you're if you have an issue with it i think we should write to the state and tell them exactly what we think of that's things that may be too far too young it is too far too young right the culture has shifted right shifted when we were in school this was two this was two three years past with these children has changed so there needs to be a writing campaign and that's where music goes we can't change that right but if you let the state know that it's something that you feel has gone too far too young correct then the state needs to know from you yes and i just want to add though as a um school psychologist and dealing with you know children we also have to remember that this curriculum is it's based on where they are at their developmental level we're not you know again we're not going to be even when you do you know speak to children you're obviously going to address kids based on the you know based on their age based on what they think how their understanding is so that is something that we do have to remember and i think in overall i think the main idea of all of this is to really teach children because we do it and school is is the place where they are learning just like they have to learn to read to write um you do have to teach children how to how to relate how to um how to be productive members how to be productive citizens and so that again starts you know when they're and again of course and school psychology that is the main thing that we look at you know that collaboration between the family and the schools because it does have to be a collaborative work right you know they go home you the families trust the schools to um with their children for so many hours of the day you know they go home so it is definitely a collaborative relationship um and again i think you want to just um learn more and kind of inform ourselves definitely you know what i thank you for for the comments and i you know the other member that was here unfortunately but you know thank you for the comments for coming out here and speaking you know because that is important uh but also again i just would like to just encourage you to uh to really look at it as it's not it's not really and the curriculum the program that the district is going to be using again other districts are using and it's being used because it is again we're not going into like specifics and things like that i mean i know it's definitely you know uh um you know what concern but it it goes based on their develop where their where children are developmentally and that's how they're being you know taught the vocabulary that is being used is going to be based on you know you know their brain that's what they you know second fifth eighth and and twelfth grade is where you know so again just um but definitely ask questions so thank you for the comments that were made and guys just to bring us back to procedurally you know we didn't move a motion and had a second so i think at this point we have to stop discussion on other items not that i want to see you know fruitful discussion ended but you know just to stick back to robert's rules here um i believe we're journaling to executive so we should be back hopefully in the next fifteen all right you're unmuted so we are back in open session here at this point i would like to move that we had the following resolution uh whereas the founder board of education has conducted a hearing with respect to an appeal of a report on a harassment intimidation and bullying investigation bbhs 2022-19 and whereas the board has heard from the parent officials with respect to the investigation and the recommendation of the superintendent and whereas the board has determined that there is no basis to disturb the recommendation of the superintendent with respect to the findings and conclusions made with regard to the good matter now therefore be it resolved as follows the country court of education hereby affirms the recommendation of the superintendent and directs that the superintendent notify the parents in writing of the board's decision we need a motion do we need a motion we need a motion we need a question [Music] are you correct yes yes so we are up to item number 17.1 resolved at the board of education uh bamboo board of education approves the resolutions as outlined in approval of hiv cases under mill and elementary schools this is 17.2 and 17.3 have emotion motion thank you mr zumko a second second i'm going to give it to mr powell uh can we have a roll call please mr obama yes yes [Music] uh item 18.1 result that we address so i move people would like to second second miss deposit all right thank you very much
i lost all my hair with them but it was a good choice and i said i truly mean it i work with all these kids every day with robotics i wouldn't want anything in the way and i love working with the parents and i wouldn't want it any other way how many how many teams involved in your competition um i coached last year coached 10 teams took over coach about six teams and how many did you compete against all right in their categories in our category at royals there's about two thousand teams we have rules when we say worlds we literally mean worlds we had countries like mexico from guatemala all the way from taiwan to bed was there the whole vex iq would represent about 10 000 teams across the world all locals local competitions and indiana is the third biggest state that hosts these competitions so saying that we did well at state or even worlds in the way that we did it i couldn't be proud of those kids very good we're very proud of you thank you no you come over here [Applause] demonstration what do we got here this is uh they're they both that's two weeks worth of work so they will shoot the goals right now but they don't drive around again so that's awesome yeah i mean two weeks of two days after school so only really eight hours of work all right i think that one little shout out don't hit diana have you guys signed a winner because then the meeting's over there you go i was just telling uh mr hoffman how we were giving out all these robotics we haven't seen a robot yet we all went in awesome the other ones does the same thing uh yes but we don't have it wired currently because of we've been working on other things yeah that's pretty cool we wanted to test it before we uh set everything in stone so we put on flash and light design so did any of you have anything to do with the robot that shoots the t-shirts at the football games no so we're actually only one of five school districts in the state that i'm aware of that have both a vex and the first which are two totally separate leads oh gosh so we support both leagues at crown point high school so that's our first tee so they have the t-shirt robot that they converted to be a candy shooting robot or uh very cool all right well i'm here to give out the final robotics or final award for the evening this one is going to the 2021 2021-2022 cphs vex robotics team for receiving third place at the indiana state robotics competition and qualifying for the world championships congratulations on your finish [Applause] all right the name challenge here we go macy oxide [Applause] johnson [Applause] yeah lexi pride [Applause] abigail tien danny crime crap say your last name for the crowd caleb cooper [Applause] i've heard this lucas pritz [Applause] where's ethanol [Applause] and matthews let you guys get your pictures congratulations [Applause] tilt your head so yes anybody want to claim the phone that's on the floor [Music] uh g team ladies which is an all-girls girl power team at worlds they won the inspire horde in their division which uh we're very proud of that and then our w team made it as quarter finalists in their division at worlds so they also did very well at worlds and we're excited they're all coming back this year so we're excited to have a really really good year this year we got 54 kids on the team which is a testament to all the you know elementary middle schools and programs that they do and feed into us so it's just we're really excited this year to see and what they can do yeah [Applause] [Music] take your time take your time it's only multiple thousand dollars okay okay i think we can look at item three patrons comments we do not have any patrons registered to comment this evening so we can move to item fours the public hearing i have a motion to suspend the regular business meeting and open public hearing so moved second moved by mr hoffman second by mr angels who will now suspend the regular meeting and open the public hearing so next item on the agenda is for the board to hold a project hearing on the proposed project if you are interested in speaking at the hearing please make sure you have signed up the sheet in the back room which should include your name and address do we have anybody that would like to okay i'm sorry oh it was uh we got motions we didn't know thank you diana all in favor of suspending the regular meeting and moving to the public hearing so move i'm sorry yes all in favor say aye all right opposed much carries 4-0 thank you miss green okay so let's start over the next item in the generous board to hold a project hearing on the proposed project if you're interested in speaking at the hearing please make sure you have signed the sign in sheet the back of the room which should include your name and address do we have anybody in the audience that missed that opportunity to sign the sheet that would like to speak okay after presentation by the administration as advisors there will be an opportunity for the public made comments about the project at that hearing we will ask that each person limit their comments to three minutes and let the topic be limited to the proposed project under consideration the notice of this hearing was published as legally required at this time i'll ask dr terrell to explain the purpose of this hearing thank you pursuant of indiana code 20-26-7-37 before a school corporation may spend more than one million dollars to build repair or alter a school building that will be fi financed by a lease or bonds it must hold a public hearing at which explanations of the potential value of the project to the school corporation in the community are given these public hearings and the adoption of the resolution is the very beginning of the legal process these resolutions establish the financial terms for the proposed project we will now hear from dr terrell about the process of determining and communicating the projects to the community and the need for the project as you know we are in the process of building adding on to our current schools and updating all of our facilities and with this work we've identified some additional areas that we need to address and these funds will be used to address those areas thank you dr we'll now hear from dr terrell about how the proposed project meets the needs the proposed projects will include the renovation and improvements to school board school buildings throughout the district including winfield elementary school cafeteria expansion site improvements and purchase of equipment and technology for our buildings thank you again dr terrell we now hear from matt reese the financial consultant with raymond james about how the proposed project will be financed as well as information about the effect of the typical property taxpayer they're working on getting his presentation up technically technical difficulties is it because i moved it yes um yes no i need the the presentation i uh it's up in the uh four point two hit go button right there and if you just go to the next next page please this chart you're seeing up on the screen now shows the outstanding payments by year the school corporation is currently obligated to make you'll notice we start in 2021 and run all around to 2039 with that you'll notice most of our debt obligations fall off in 2024 25 and 26 and all we have left after that is a bond you issued in 2021. now if you go to the next slide you'll notice listed by by issuance uh what those are the common school fund loan is done in 2023 and you then have a series of first mortgage bonds which also were our old debt that are being retired in the next two to three four years and then we started in some general obligations bond this districts that had had a history of issuing general obligation bonds going back at least to where we're issuing smaller issuances one two or three year pay cycles to to repay those we did not issue any general obligation bonds in 2021 because we had the large projects you were going through at that point and you see that next in that column over is the large issuance in 2021 and then the total of payments there on the right if you go to the next slide general obligation bonds are limited and and how many uh how much you can issue in general obligation bonds that's simply a calculation of your certified net assessed valuation uh two percent of that number then divided by three and that becomes the amount that you can issue in our case it's about 21 almost 22 million given the av from current year 2022 we don't know what the av yet is for 2023.
you'll see the list of payments that were made out of bond 2021 for construction cost publishing cost engineering costs so total to date um expenditures out of bond 2021 is 5 million 6 000 and 67 cents and i believe that's all i have i'd like to submit for approval okay i have a motion to approve the consent agenda i'll make a motion okay i have a motion in a second any questions or discussions hearing none all in favor aye all opposed motion passes next item agenda is reports first report assistant superintendent dr bridge yes so i've provided you with um just an overview this month we're kicking off our reading adoption launch and it's been several years since greencastle's went through an official adoption curriculum adoption and the whole process the formal process so i just wanted to give you a quick overview this month we're gathering the committee of teachers principals counselors and one who wants to participate in that the only criteria to participate is that you have to participate in the science of reading professional development with a rationale that you have to understand what best practices of reading look like in order to select the best most effective curriculum so upon completion of that professional development um you can participate and so towards the end of the process will also involve other stakeholders from the community groups or parents but right now it's just it's we're focused on teachers and the actual implementers um and so this fall will be reviewing curriculum and then with the winter the idea to test drive or field test several lessons in those so that they can understand the experience on both the teachers side and the student side with the overall goal of bringing that proposal to the board in the spring for official reading adoption and i also invited miss tammy keaton to come she is our new ivy tech site director we have some exciting opportunities that the state is providing through grants and partnerships with iv tech so i asked her to share a little bit about that great thanks thanks for having me i appreciate it i got a couple of things um i'll get to that piece here i just wanted to say thank you for we are partnering with greencastle this year to offer dual enrollment classes free of charge and we do have six students that have taken advantage of that and today was their first day in class so we're off and running with that program it is a com 101 class and a psych 101 class and we're offering them like eight-week courses back-to-back so we're excited that some students were able to take advantage of that and become eligible for it and then the department of education has given us a great opportunity to apply for a grant called attract prepa re attract prepare retain and it is our efforts to try to mitigate the shortage the teacher shortage that we have while all over the place but certainly in our area we have several schools that have partnered with us and certainly greencastle is one of those the grant is not yet approved so i'm a little premature but we're very very hopeful um we we expect by the end of the month to hear an answer i think we're all holding our breath a little bit really excited it's about just under a 500 000 request for us and um ivy tech i'll just give you the five points to it so you get a little excited because we're all pretty excited about it but with this grants grant we would be able to partner with the schools to identify existing employees who have interest in becoming licensed teachers and to put them on a pathway to being successful in getting that certification and license the second step is that we'll establish a scholarship 100 tuition for 11 individuals in the area we do have 11 schools partnering the idea is to be able to award one of those to each one of the schools third the goal is to provide a pathway for high school students to earn the technical certificate and for every student that moves on through the grant to earn that technical certificate ivy tech will provide a 500 stipend to partner with that as well and then fourth we will host an on-campus experience for prospective students at partnering schools call a day in the life of an educator where they'll shadow other student teachers already in the program so they can understand what it's like to be a student in that educational program and the goal is to obviously accomplish an associate's degree pretty quickly so then they can move on and transfer to a four-year college and then we'll have as a retention effort a on-campus summit for educators at partnering schools and so that summit would offer different professional growth points different type of speakers and just valuable education to come towards you know for these specific individuals so the goal is by the end of this month that we will hear so that's what we're all hoping for and thank you for partnering um it's really a great program we hope it helps a lot well thank you yeah any questions for me so do we want do we have the capability to grow these sick students in the future i hope well we certainly do in our funding right now because these are free of charge right now we have the funding through this semester we're certainly working for that to be continued we won't know that yet um i wish i knew that now because i would love to have the good news out there but unfortunately we're just going to have to keep working towards trying to get that funding set aside to continue these opportunities and our goal is we know with the shortage as well that there's not an abundance of credentialed teachers to even teach some of these programs so we're hoping to help them out great okay so is the funding just is there just enough funding for six or we just have six we would certainly take as many as the school is able to provide or as many wanted to come in but that's the six we're able to take advantage of it there are um performance thresholds that have to be met like a gpa in certain scores for somebody to be involved in the class too okay yeah that's encouraging because it's something we pushed for as more partnership with our local iowa tech and they've been listening and working we certainly want to help in some of these opportunities because it hopefully help them build their enrollment and also help us build some needs here for some of our kids we're definitely open to opportunity for sure well yeah i think it's a great day i'm super excited to hear that because like you said it's something that we've been needing and yeah well we certainly hope to create more opportunity to do that in the future too we love working with you guys all right thank you so much for having me appreciate it jenny thank you thank you that's all you got thanks next item the superintendent report that you're giving yeah we'll do a little more brief this month because i have more exciting information to share later when i share the budget my favorite time of year probably not everybody else's i already shared the recognition for starting school again our people have been really great and very patient i would like to extend my thanks and appreciation one more time for that um we did sell we didn't sell bonds um last week and we're going to close on those september 7th so the 4.7 million in bonds um at uh an all in true interest cost of 3.488 i believe which is um up slightly from the last issue but still not uh horrible we expect um there would be another rate hike here in the near future it could be pretty significant so that'll help us finish off the middle school and primary projects middle school project of course which we worked at weddle brothers and uh we're still waiting anxiously awaiting kind of their sequencing their schedule to begin that work roughly we expect to begin around fall break but they should provide us with that information this week so that way we can prepare our staff and parents of the community for that but very exciting we'll work on a larger update for the overall project next month okay thanks next item on the agenda is old business and there is no old business which brings us to new business the first item is an approval request for the 2020 well okay is it really an approval it's a public that should state karen okay next item on the agenda is the to open the public hearing on the 2022 collective bargaining session that's going to be coming up soon um so with that we'll open the hearing so what this is is to uh share a little your objective share a little bit about what we can bargain what cannot bargain there should be a display cory um just update with the regulatory restrictions for urb the guidelines but also to afford public testimony subjects of bargaining are limited salary i'm on slide three already salary wages fringe benefits etc next slide please prohibited subjects of bargaining those various items up there those are all items that we do discuss with our association next slide and that's another kind of continuation of that as well next slide please and then the timeline for bargaining so we can't officially begin bargaining until september 15th we also have to have our public hearing which we're holding tonight and there's some various other kind of milestone dates there what for instance once we reach a tentative agreement um holding another public meeting sharing specific information before we can actually ratify and then we'll have the board approve the agreement next slide please and so those are just the other parameters that we have to follow with how our collective bargaining process is governed as well and then the final slide which is we want to allow some public testimony which we want to limit to luck and bargaining and again just being concise and cordial and like to welcome anyone that would like to comment to the floor you all knew i was gonna do that so i just want to start by thanking the board and the administration for the continued partnership with our association the last legislative session brought many attacks on public education and educators specifically and the legislation we maneuvered last session was exhausting and i fear this legislative session is going to be much worse so i come before you to ask for your continued support it's very important that we continue building a community coalition to support public education our students are counting on us so i ask you to come alongside us and to help us fight for what's best you see what's best for students includes more than the content being taught in math or what book we're reading in language arts it also includes transporting students to school making sure they're fed and well cared for while they're in our care sitting alongside them to provide support and interventions to help them succeed both academically and personally that isn't even the tip of the iceberg last year we were able to to increase the salary schedule to meet the state mandated forty thousand dollar minimum salary we are thankful that our financial situation has allowed us to get to this point well i know it isn't raining money we are more financially stable now than we were five years ago and i'm very thankful for that we have 118 educators covered under the collective bargaining agreement the statistics show that most teachers leave education within the first five years i'm happy to say that at gcse 55 of our teachers have been here more than five years of that 55 of our teachers have been here for 10 years or more and that's just at gcsc that's a third of our staff with 10 or more years here in our corporation in fact we have three educators that have dedicated over 30 years in the classroom just in our corporation we have amazing staff and i'm proud to call this my home as we move into negotiations this year i would like us to take a serious look at how we are compensating our dedicated employees while we know the teacher shortage is real we also know that it is equally important to take care of our loyal dedicated gcse employees this is something that mr gibney and i have already been discussing and we will continue to discuss their negotiations in closing i would like to thank you for all that you do for public education and once again ask everyone the community the board and administration to help support help us support public education remember our future generation is depending on us we can't do this alone and there's power in numbers thank you thank you anyone else okay hearing no more comments we will close the hearing next item on the hearing is another agenda is an approval request for the 2022-23 school or say school plan yep so as this customary at the start of the year the administrators and staff review our safe schools plan our emergency preparedness plans and i have to certify those they're excuse me certified at the doe within 60 days at the start of the school year and so we're just seeking approval of that confidential plan just to letting you know that it has been updated and we'll be moving forwards with certifying that to the department of education okay so that's really nothing we need to vote on either is it uh yeah typically we'd like to have records okay i'll make a motion i will second okay we have a motion in a second all in favor opposed motion passes next item on the agenda is an approval an approval request for the kerlin bus purchase agreement yep so as i shared with you in your board packet really we have some goals to work towards catching up our fleet there are some years when we didn't for whatever reason one reason or another we didn't end up purchasing buses and typically you like to keep your fleet 12 years or two to keep all the buses in your fleet um 12 years or newer and the only way to essentially make significant gain in updating your fleet or really kind of catching it up is to purchase multiple buses and so we've we've been working with curling on some financing arrangements to essentially allow us to do that to purchase some more buses to receive them up front but then to spread that cost over multiple years through a lease arrangement so we're looking at a six year lease and what we have in the proposal are six full size 80 plus passenger um 80 bucks 84 i think they're actually 84 84 passenger um thomas transit style buses and then also two full-size 46 passenger white activity buses and the white activity buses would be used to haul students to band competitions academic competitions you know take elementary students on field trips take take teams to athletic events and uh one of the nice things about these white buses is they really instill a sense of school peer school spirit community pride have our have our would have our logo on the side of side of them as well so they can be moving billboards throughout our community in other communities we currently don't have any of our activity buses or our full-size activity buses have air conditioning these buses would also be air conditioning for the comforter of the driver and the students on some of these long trips um so i think it's just a really good opportunity to do that so six yellow buses two two of the white thomas buses they're they're they're the same size of bus there's fewer seats on them these are transit style seats and in order to do that if we're able to finance for six years we're able to come in at a cost of or an annual budget of what we typically spend on the school bus and that's right around the 274 275 thousand dollar mark um we've already been notified um by our salesman our vendor that they're going to be significant price increases on school bus there are also going to be shortages of school buses and so we want to make sure that that we're able to help us kind of lock in our purchase and be able to move forward so that hopefully sometime next fall we can take possession of some additional school buses and the two new white buses would also free up because don't we have a few designated and set aside for correct field trips sporting events these would free those yellow buses back into the fleet of correct yes so we have two i think it's one or two and kyle you could correct me if i'm wrong too um there are set aside this will be just for eca trips and uh that aren't necessarily used on routes the white buses would be used strictly for eca trips the yellow buses would be used for bus routes picking up students too and protocol and those white buses would not really be in the rotation of getting new buses do anticipate keeping them a little bit keeping them 12 years at least potentially longer so um yep so it would be my recommendation that the board um approve um being able to move forward with that um financing arrangement with diamond for those six plus two buses so is it is it an all or nothing can you get the six buses without the two buses it needs to be all eight buses my recommendation would be that we would do that we would do the full eight um but ultimately that's something that um the board could either approve or disapprove um but yeah it would be the goal to move forward with the with the full package we're really doing better we know that things are going to be affected by inflation like like just even i think next month they're having a hard time even holding their prices as long as they are right now um we're basically good until you know kind of our board meeting to kind of really get something hammered down here quickly because we are expecting a price increase okay can i get a motion to approve i'll make a motion okay can i get a second i i guess i have to second to bring it to a vote right either you or yeah i'll second it i'll second that i i have i'm just not sure we need the two white buses and i think they're going to cause problems when it comes to scheduling on who gets them who doesn't um that's just how i feel about it yeah so um okay well to speak to that we will have a plan to make sure that they are used equally and again these are not just for athletics for academics for field trips for all of all of the above okay okay well i have a motion in a second um call in favor hi all opposed i okay i guess that brings that to me now um i necessarily really don't think i was sold on the idea to begin with but we discussed the scarcity of buses in the future and those two free up other buses for the all students around daily i would i'll i'm i would vote yes so motion passes next item on the agenda is an approval request for permission to advertise the 2023 budget cpf plan and bus replacement plan okay so as i mentioned earlier my favorite time of year budget time obviously our school finance budgeting is important so i do want to give it the time that it deserves so if you could move to the next slide corey so listed on the screen are the primary budgeted funds for for greencastle and for school districts the only one that we don't have listed is the rainy day fund because the intent of the rainy day fund is to have hazard have a reserve to to not necessarily use on an ongoing basis but just strictly for that emergencies so we have our primary budget funds um the primary use and primary primary source of revenue revenue excuse me so we receive our education fund dollars or our dollars impact the instructional environment from the state and through our tuition support so that's based on our student account and also the other various grants through the state our operations fund so it's a combination of our up to 15 percent transfer from the education fund to the operations fund and then obviously our local property taxes are the primary source for operation so operations are things to help essentially with the pay the salaries of people to help take care of our buildings to help fix things in our buildings and things of that nature then obviously the debt service so a debt service fund and so we're actually using that fund to renovate and improve some of our facilities currently and that's strictly funded through local property taxes pension bond and so that is also funded by our local property taxes and we actually use our lit tax dollars here to pay our pension bond fund next slide please and so one of the challenge challenging things when building a budget is all the different variables and actually 20 different variables strictly for state tuition support on all the various different count days throughout the year and so you can see the first first nine listed there so we know that we have our our fall count our spring count but there are some other accounts that help to tabulate the support that we're seeing next slide please and then variables 10 10 through 20 which also impact the state tuition support that we receive next slide please and then so um our fiscal year uh 2023 state tuition support total so that's the other challenge when it comes to schools is we build our budget based on a calendar year yet we're funded on a fiscal calendar and so we have to have to work through those things right and so essentially i've listed based on our predicted enrollment based on our student account we have a tuition support worksheet that we use to create an estimate estimation for building the school budget and so right there is what you what we expect to receive should all things remain constant uh through the end of next june so from july 1 through june 30.
uh but you do have to subtract off the remaining debt that's outstanding we do have one issuance in the bonds of 2020 general obligation for just under 5 million remaining that leaves us with a room of 16.8 million that we could potentially issue in general obligation bonds the issuance that you have before you if you go to the next page shows you the issuance we're talking about tonight to fund the projects that dr carroll discussed that would be approximately a five million dollar issuance on the repayment cycle we're actually going to pay this back in about nine months so we intend to close on this issuance towards the end of october with the full repayment uh by july 15th of 2023 so all five million would be paid off in le in one year in the 2023 budget there's room to do that based upon the significant increase in assessed valuation we've experienced over the last two years that will allow us in this case you'll notice in 2021 if you go back and compare what we think the tax rate we're going to need to pay off these bonds be no increase in the tax rate uh from the 2021.
that if everything remained the same that's what we would expect to receive so you know that doesn't necessarily project for losses or gains um in in student account next slide please and so i think it's just helpful to kind of compare one fiscal year to the next and so primarily the difference between 22 and is our adm counter our student count has remained or has kind of gotten to a point where it's plateaued it hasn't increased significantly it hasn't decreased excuse me significantly but the state legislature did increase school funding and this is actually the final year in the two-year biennium and so hopefully in this next legislative session we'll see additional increases um but you can see um there i obviously i didn't calculate the total there but you can see that there's you know roughly a 340 000 increase from fiscal year 22 to 23 which is a good thing because we certainly don't want to see those see that number go down there have been some years where that has gone down and that makes it really difficult to up build a budget and give staff increases and take care of everything that needs to be taken care of next slide please so we're building essentially the budget on an 18-month revenue plan and an 18-month spending plan so we have to never lose sight of the bigger picture so we have to understand how the education funds and operation funds interact with one another so that's that transferability between the education fund and the operations fund and then obviously certainly the balances within education operation funds because we've worked to build those back up to a little bit healthier level um because it's never a good thing if you're in a situation where you have to sell text anticipation warrants or borrow money and we're certainly not in that position anymore looking at enrollment whether it's increasing or decreasing that's the single greatest probably impact to schools and then obviously flexibility can kind of create danger and so you just kind of want to think of the multi-credit card syndrome you really want to be careful from borrowing from one place to pay another and so a great example of that is you know using something like the rainy day fund to pay reoccurring expenditures and so the rainy day fund really should just be used for one-time expenditures because you need those costs essentially kind of built into your budget next slide please and so uh here's our budget preparation calendar and it's a little bit more interesting here since we have an appointed board mrs romer and i will be meeting uh with the county council and uh going through a couple of additional steps in addition to our school board meetings and uh this timeline which is pretty much a corresponding dates calendar last year will allow us to adopt our budget cpf plan and bus replacement tan replacement plan and time in meeting the timelines set forth by the dlgf next slide please and so so actually so that tuition support worksheet was actually built on a projection i did project a 10 student loss from last spring to this fall and carrying that forward into into next spring a decrease of 10.
it will be a slight increase from the 2022 tax rate for debt service that's because of the significant increase we didn't need as much cash so one year reprieve we're going back now and back filling that in with this issuance to get us back up to the tax rate that we had in 2021 for our debt service rate if you go to the last page then this simply shows you that one year repayment of five million dollars being placed in there um and how it looks like with the tax rate with the rest of our debt that we have outstanding i will just make a quick note that in 2024 we will be using some cash in there and that was planned we will be raising just the the 78 cents that we had talked about however we're using some cash we do have on hand out of debt service that will have to reduce our balance anyways uh so that's why you see a little spike in 2024 that was planned as part of the large issuance in 2021 this does not in any way impact your ability in the future to issue any additional debt obviously paying it off in less than in nine months but then also you see the ability uh to pay off around approximately 26 27 million dollars each year with the tax rate that you have still gives you the flexibility in case anything else needs to be done into the next few years as we look past 2025.
so again with seeing that they've it's somewhat plateaued still want to be conservative with our our revenue estimates but we don't want to over overdo it either so you can see our projection there right now and we're pretty close to that mark right now we still are cleaning up new enrollments and withdrawals so i expect it to be somewhat close to that mark next slide please so in the 2023 budget just some general assumptions we will actually be moving five certified positions from the rainy day fund back to the education fund so when we couldn't afford the staff that we have we're paying for those positions out of the rainy day that helped us to improve the education fund and now is the time to put all of those staff positions all of our expenses back into the education fund you know just the general expectation that utilities will increase by 10 percent each year hopefully not much more than that i know that it's kind of a moving target so to speak same thing with property and casualty insurance just project projecting for some additional increases and then obviously that final assumption being our atm our student account next slide please so uh yeah so for the education fund there you can see 18 months of revenue 18 months of expenditures obviously we don't this is not a we receive all of our funding from the state so that thus there is no levy and no rate that we're advertising for that fund next slide please so for the debt service fund again same thing there showing our 18 month sonar revenue showing our expenditures advertising a levy of five million two hundred forty three thousand dollars six hundred and five million two hundred forty three thousand six hundred and forty two dollars at a rate of a dollar 24.85 another factor important factor to keep in consideration here is the budget was built on an assessed value of 420 million dollars or 85 percent of last year's assessed valuation and so the one thing that we know is and that's to protect our labor center rates but as our assessed valuation goes up our rate goes down so we always advertise high and that number will come down because one of the things we promised our taxpayers when moving forward with our construction projects is keeping that debt service tax rate flat or hopefully dropping you know slightly um and our assessed value that did come out what did we grow by like 8.8 so we even grew more from last year so you'll see us live here in a second we'll show more on that next slide please um pension debt fund again so we don't we don't um advertise the lender rate for that because we use our lit dollars to pay off that pension debt fund and we only have a couple more years of doing that so we're getting closer to the end which is a good thing next slide please the operations fund so a levy of 4.1 million dollars and a rate of 0.9762 another consideration with the operations fund again as assessed value goes up that rate will lower and one of the things that this fund is subject to is maximum levy based on a growth quotient from the state that our essentially our levy can only grow by so much from one year to year and so that number is obviously inflated and a little bit higher to make sure we get our max levy next slide please and then the rainy day fund again which shows our revenues and shows projected expenditures and again we don't collect any property tax funds from that so we don't advertise the levier rate for that fund as well next slide please so again it's built 18 months in advance obviously the final budget's determined by dlgf approval they can come in and they can cut those they'll cut those things down based on those statutory factors certainly um it's impacted based on our funding sources um and uh you know that you know even the operating balance in each fund next slide please so i think this slide's nice because it kind of shows again how we on the left hand side you can see the advertised versus the certified and so the certified is the final budget once it's certified by the dlgf and you can see that on the left-hand side that it's always advertised hi and on the right it comes back much lower so we expect that same thing to take place there and in knowing that our assessed value has grown as well that's also that's also helped so overall i expect a rate a final rate in the in the same ballpark of where we were in 2022 as well next slide please and so essentially we are seeking permission to advertise the 2023 budget um the cpf plan and bus replacement plan and so i just have the information shared on on the screen for you and i'm just seeking approval to move forward with that but i'd be happy to answer any questions i make a motion to approve permission to advertise yeah i'll second that okay i have a motion in a second any discussion a question all in favor aye all opposed motion passage next item is an approval request for the 2022-2023 evaluation plan yep so essentially we're seeking to move forward with the same plan that we used for certified staff last year which is based 100 off of the rubric we know that the state obviously isn't going to sign school letter grades anymore and made some changes and the goal is to essentially use last year's plan this year and then spend the bulk of this year studying our current plan and seeing if there are any major changes or adjustments that need to be made looking into the future and so our evaluation plan and our teacher appreciation grant policy are something that we have to certify or submit to the state here sometime soon so we would just like to uh the board to approve moving forwards with those changes so we're continuing what we did last year and looking to see if it needs changed for next year like longer longer term just in general and it's probably been quite some time since we've really taken a deep dive and so is the overall intent and purpose uh for the plan and the way it's right now capture what we truly need or truly would be helpful to help just improve teaching and help improve our our practice and so we've worked with the association to do that okay we have a motion and a second all in favor do that okay i'll make a motion i'll make the motion and i will second now we have nursing in a second all in favor aye aye opposed motion pass motion passes next is an approval request for the life fitness purchase agreement yep so obviously we are working on making improvements to our facilities and just like we did last month with classroom furniture it's also the time to look at approving and purchasing equipment for our new facility and so the live fitness purchase agreement is all bid through through source well because obviously over a set dollar amount we have to we have to kind of go through a bid process since this is our all part of a public bid process already it's that you know we don't have to do that and satisfies that quest so we've we've worked with the vendor to secure pricing on the equipment for for the new weight room to be housed at the high school and this was part of our bond budget and in order to kind of lock in our pricing not kind of but to lock in our pricing so we're not subject to any additional increases and also put it into production on time to have it delivered and installed at the completion of our project it's time to move forwards with ordering it so it'd be my recommendation that the board approved moving forward with the request to purchase the equipment from life fitness in the amount of yeah scroll there too 385 087.84 i'll make a motion okay we have a motion and a second all in favor all opposed motion passes next item is an approval request for the 2022-23 west indie co-op contract for food services so this is just an annual thing that we have to we have to do obviously it's just cooperative purchasing more aggressive or better pricing for food service so that way we can keep our costs down and so it would be my recommendation that the board for this request to uh participate in west indie co-op this is this is something that so we're not locked into purchasing a certain amount or any specific this just gives us the option to purchase at a lower cost so it's just a cooperative purchasing agreement okay we're not mandated to order set dollar amounts okay um it just helps to lower the cost yeah i'll make a motion a second okay motion in a second all in favor aye aye all opposed motion passes next item on the agenda is an approval request for some donations and each of these four are two green castle high school athletics in the amount of fifteen hundred dollars first one being from hassler trucking next being from green castle pediatric dentistry epic midwest insurance and mcdonald's all for fifteen hundred dollars each to the high school athletic department yeah six thousand dollars yeah i make a motion we say thank you and accept okay i agree in a second okay we have a motion in a second all in favor all opposed motion passes just add to that we did have the big check presentation to uh greencastle schools last friday it opened the night of the football game the big 40 000 uh sponsorship check which was amazing and we just really appreciate our community partners yeah it's nice to have two athletic trainers yes yes okay next item is other business does anyone have any other business but it's not other business necessarily but i just i wanted to extend that thank you to everyone and all teachers and staff and everyone just kind of echo what jeff said i know we've had a crazy couple of years and this year isn't much different with the buildings being torn apart and all of that and i know we have new teachers and two new principals and so um you guys are greatly appreciated and i'm sorry that you don't hear that enough but um but but you really are and i think dealing with everything we're dealing with and have been dealing with uh some some real grit and uh i just i just appreciate it so i want to say thank you hi second time okay any other business oh to the new middle school school i like the sign out there that says please don't block ramp i appreciate that mrs rhodes how are things going at tz with the new setup with the with the kids moving classes halfway through the day for your fourth and fifth graders okay good good all right next item on the gin is the german i'll make a motion i will second all in favor aye aye all opposed motion passes thank you all for coming this evening and hopefully see you next month you

start the school year thank you for all your efforts that's that's all i need yeah any other questions for dr joe comments or not all those in favor saying saying guys all right opposed motion carries 4-0 thank you dr terrell uh i'm six action items we have 6.1 the new tap middle school bid package number three athletic site improvements and related work project ms reese thank you mr president members of the board on august 16th we received 12 bids under four bid categories for the taft middle school bid package three which is the athletic site improvements and related work the estimated budget for this project was four million three hundred seventy five thousand the total amount of the four low bids i was three million 372 638 significantly under budget by a little over a million dollars i'm very excited about that given the current construction climate we've been facing uh both either school corporation or skillman uh has extensive experience with all the low bidders and is confident they can successfully perform the work as prescribed in the bid package with that we recommend approval the contracts for the new taft middle school bid package number three uh athletic site improvements and related work project as follows site work in general trades to golf in the amount of two million seventy five thousand for sports flooring the key for america and the amount of five hundred and sixty six thousand three hundred and eighty dollars for telescoping bleachers delete company in the amount of 248 248 and free electrical to sweeney electric in the amount of 483 thousand dollars for a total of 3 million 372 638 thank you mr reeds print recommendation approved contracts for the tap middle school athletic site improvements a related work project as presented by mr reese we have a motion to approve move to approve bid project package number three for athletic site improvements and related work segment moved by mr hoffman second by mr babjack any questions or comments from mr reese on good package number three did this include indoor and outdoor i'd be happy to let mr kitsaurus government get away with sitting there the whole time without having to say something thank you particularly since he was on time tonight are the ones i have to speak at your question specific to bleachers indoor and out or i was just curious for this overall improvement project was this both some of the indoor stuff that wasn't cleaned up by an outdoor correct the indoor portion is specifically related to the flooring in the gymnasiums and the bleachers in the gymnasiums as well the balance of the work is associated with exterior bleachers for the football field the concession building locker building at the ex-chair along with some sidewalks now we will be putting out another package related to turf athletic fields at the high school and eisenhower here this week they'll all be in september um so the last piece of uh of the project for the new middle school that still needs a bit is the actual turf field itself so we're putting that out and there's an entire package there's greater value in that so the turf will include half wheeler a high school so we'll be coming hopefully assuming everything comes in budget will come before you september more meeting to award those projects this is the term telescoping bleach or something new or what's the telescoping is they're not fixed they can actually retract and while we have the opportunity and our questions for mr caceres how's the rest of the things going very well i heard nothing but compliments with from the individuals i spoke with community-wide about with everything going on how as close to normal it could be so kudos to yourself and everybody involved in the projects and our own staff for all of that so appreciate the opportunity you know you saw pavement going in last minute on some of the projects but that's pretty typical like a timothy ball macarthur um the see the steel you saw a smaller crane at the high school if you had an opportunity to drive by today and that's uh we're installing the steel and the actual core guard so that'll be going over the next few weeks again we have to install that steel after hours so we're not lifting over students during regular class sessions things are going well thank you thank you we might also mention that deanna's flanked tonight by his celebrity son who got out of dance and whatever else it may be to come and hang out with us we appreciate you being here buddy thanks for having me wouldn't got the full effect if daddy didn't get to talk about something right all right i believe we already had motion correct so all in favor signify by saying aye aye aye opposed motion carries 4-0 thank you for all the information this evening and continued projects moving forward information items superintendent discussion groups anything anything to report from magnus goes looking at mr hoffman from the city maybe extraordinary with the uh rdc continue their favorite projects i'm sure mr smith will give us an update on cedar lake the next time he has the opportunity if there's anything new going on um like about out on win for the last few times we heard we're just talking crosswalks and anything else their issue is the initial funding and getting to the dollar amount that's needed to start moving forward with that project i think winfield is probably nearing the position where they will begin to have some limited funds thank you director of elementary education mr mearson thank you mr president and board members i would just like to take this opportunity to really say a lot of thank yous with the kickoff of our school year i'd like to thank all of our buildings that have kindergarten for offering kindergarten kickoff this was the first year that all six of our elementaries offered that so that was a great opportunity to welcome in our families and help with that transition for our youngest learners also successful open houses that have occurred over the past two weeks has been another great opportunity for our families to engage with our teachers they were able to show off some of their new technology with the clear touch panels which are installed as well as in the amplification system so big kudos to our technology team for making all of that happen i was in a building on friday and the teacher said that this is her first time i think in 20 years that she has not lost her voice the first week of school and so she was saying that due to the amplification system that her vocal cords were feeling strong that day so i just really thank our teachers our administrators for problem solving as we get the year started off we've had some shortages with supply um for some of our curricula so we've been getting copies sent in to us and distributed and inventoried so it's been a little bit of a heavier load than we would like but our teachers have definitely demonstrated flexibility and understanding and we're continuing to work with our vendors to make sure that our kids have what they need are our students teaching the teachers how to use those touch screens very much so um our students do pick up on the technology very quickly and i think our teachers like to empower our students to be able to kind of show what they know so definitely a team effort this is a little bit off the subject but i read in the past week that there's an elementary school teacher in southern indiana who celebrated her 50th first day of school she's been teaching for 50 years kudos to her thank you mister thank you about director of secondary education mr g fermi thank you mr president board members um just i had the opportunity to attend our our secondary um open houses um parent orientations and in our student orientations which we refer to as our bulldog rushes just want to commend our administrators teachers and staff to put a lot of extra time before a bell ever rings in any schoolhouse to make sure that we not only have those events to check it off but that we do a really quality job and and kids and parents and everybody goes away with the information and feeling good about the start of school year so big thank you to all of them for what they do prior to the school year ever starting and also i just want to thank mr colson and all his work he did with our police and ema to keep the traffic moving we know that a lot of our buildings are in a little bit of different state than they normally are due to construction and uh they kept them moving and we get a little better every day everyone starts getting the routines and so it's very hectic to get all those people moved around in the morning so we just appreciate their efforts it's a colossal effort to move all those cars every single day and and we appreciate them getting everyone in safe so thank you mr g fermion director of exceptional education ms pascus thank you mr warney members of the board i just want to thank my staff my occupational therapy staff my physical therapy staff they have to make sure specialized equipment is ready to go as students have matriculated onto different schools and so they're running at a frantic pace those few days before students walk in the buildings and also i want to thank all of our teachers we've had several new students come in and they have jumped in and served them and welcomed them into crown point schools thank you mrs pascus chief human resource officer mr akiwa thank you mr president board members um just echoing what they all shared the amount of time and effort that was put into kicking the school year off all of our building leaders and you know teachers and um just to hats off and a very large thank you uh for for making our start as smooth as it's been i'd also like to you know shed some light on some of our unsung heroes i call them the big four uh technology food service uh transportation and buildings and grounds um with all the construction going on um i think our buildings and grounds crew have done it just a phenomenal job providing you know ready safe locations in campus sites for us this year with this unique start tech brian your crew way to go uh getting those flat panels touch screens installed in addition to you know access points and all the other things you're working on right now so thank you very much for that and our food service and transportation um it's always a challenge if you've been in a school building for the kickoff speaking of kay it's a lot of curtains of milk to open up so uh it's it's been it's been a lovely start and just thank you for all those folks out there who've been patient with us because it does take a little time for that school year to settle in and for things to smooth out especially in areas of in food service and transportation um i'd like to shed specific light though on a very good story to share with you because we've had to support some families here who've been displaced from their homes recently and i would like to share that um with our school year starting this did happen to a family um and they had to uh seek a temporary uh home and uh out of town uh but we're still responsible for bringing those students to school so uh with our bus routes starting on day one we didn't have uh spare buses at that time so i asked our transportation director monica do we have some of those those white buses that we use to transport some of our smaller sports teams available and she says yes we do i said well hold on one second let's let me let's get a hold of some of our staff members uh that have been trained these are teachers coaches and other staff members that actually are cleared to drive these buses and uh wouldn't you know we had staff members at the high school paraprofessionals step up to transport these students to and from their home and out of town for about up to a week just an amazing story just warms your heart to see every and as soon as i sent that email out to invite folks to help it wasn't 10 minutes before i started to get responses from from our staff members who really had nothing to do with these families other than they go to our school corporation and they're jumping to help so i just want to say these names out loud and thank them publicly for just being what we would say you know that we are cp right team players that's matt leblanc who was here this evening keith eddings also from the high school a teacher marissa dupstat also from crown point high school she's a grad coach chloe gomez is a paraprofessional uh julie bodemer she's a pbs paraprofessional we have barb merrill also chip in and logistically we had you know monaco vasquez our director of transportation we had josh gregan and thank you also for assistant principal melanie pocheck uh also working with logistics getting all this set up i've got to tell you it's one of the it's just one of the most amazing things i've seen uh kind of come together very effortlessly frankly uh to help a family in need so to all of you i mentioned right there from the bottom of my heart thank you and thank you mr president thank you mr cuba uh business office mr reese yeah i don't think i can adequately follow that up so i'm going to pass my time along my director of communications miss allen we know you have some stuff for us this evening it's still very hard to follow up um earlier this year right before school started we launched parent square our new communication app i really want to thank mr gill for his help in making sure rds and parent square sync together that's not an easy thing to do and i want to thank lawanda duvall for her help in correcting probably 200 and something phone numbers that we needed to go back and fix to make sure that that worked correctly big thank you to her thursday this week we have our first coffee and conversation of the year it will be at the crown point library at 9 30 a.m and then finally i'm excited to announce that we are beginning our ambassador program this is a hands-on six session look behind the scenes what it takes to run a school district as large as ours so there's a little bit of information on the front page of our website there's an application it needs to be filled out by labor day so that we can get moving thank you miss allen superintendent of schools doctor terrell misson you're not quite off the hook yet we're looking at a specific demographic that we're trying to reach with this coughing conversation is that correct that is correct so anyone could come to coffee in conversation on thursday but this week in particular we would like to invite residents who are 62 years of age and older we hand out athletic passes for those folks every year event passes actually not just athletics and it's a bit underutilized you can come here to the administration building and pick one up but if you come to coffee and conversation we'll save you a step just bring your driver's license and we'll have them there for you so more of that the 62 athletic or athletics and events and events so plays concerts sure yeah you said thursday night did not know that excuse me making make a note to share i'm biting my tongue let me go on and say that again i want to echo what has been mentioned by our cabinet members with the start of school having been in the buildings both before school and then after the school year began multiple times heard repeated over and over this is the best start and they can't remember how long and i think part of that is because the last two years has really been crazy with how we went back to school and all the different things that went into that so people were just thrilled to be able to be back in the buildings to be able to have that great start to school having families come in having kids come in uh just so many things that went on there traffic control as we mentioned was uh handled well our security system the construction teams that had people ready to go our teachers seeing the way that they came together and were prepared for those kids as they came in the buildings has just been amazing we just thank everyone for the start of school secondly one of the things you know already gave a great story of how people came together last week we had a situation where we really needed to come together as a corporation and support a family in our district in a couple of three different schools in our district and i shouldn't be but again i was amazed at how our people how quickly they organized we had additional support services and buildings the level of expertise and compassion that those individuals brought with them was just amazing in my mind the way that they work together again just one of the things that makes crown point such a special place construction update as dion mentioned was asked how things are going we have a new one that we will send out to you and will be posted to our website tomorrow morning and then last thing just want to remind board members opportunity for a tour of the new taft this friday at 11 30.
