but you can see that's the highest 2021 is the highest growth that we've had for a long time which has caused an increase in that growth quotient so i brought this slide up we talked about this a little bit at our last board meeting here or i guess two board meets ago and we were looking at cash flow and i alluded to it a little bit when we were talking about cash flow from the education fund so what this represents this shows what we what our expenses were in our operational fund okay expenses only uh that and a lot of those expenses do not include capital projects because we we use our fund money to do those capital project expenses but these were our actual expenses expenses for 2020 2021 and 2020 estimated two from that cash flow we just looked at the revenue that we're showing are the actual revenues that we received from just the local property tax amount okay that is our biggest revenue source is the local property tax levy okay so that revenue represents just that levy the second major revenue source in that operation fund like i mentioned earlier in our cash flow comes from our education fund so we're having to transfer at least this amount of money from our education fund over to our operation fund just to cover those expenses because the revenue from our tax levy does not cover it okay and you can see that is growing and that will continue to grow um over time which just means we have to transfer more money in from our education functional operation fund which could cause problems because then you're taking away monies that you could have for programming and salaries and benefits on the instructional side to cover those costs from the operational side one of the things that our referendum project does is by moving from five buildings to three buildings it helps us avoid some of those costs in the future we're working on figuring out kind of what that is we won't ever get it exact but what some estimate cost avoidance is would be in the future some early calculations suggest that it's going to be around six to seven hundred thousand dollars that we would potentially avoid in cost by going from a five billion district to a three billion district and that would be per year and that would be per year whereas these costs are going to continue to be there every year in our current structure so we're going to continue to face that that challenge okay it hasn't been a challenge because our education fund has been healthy and our operation fund has been healthy but the point of that is is that our revenue still does not cover our expenses and so that could be a big challenge in the future um as things continue to increase and so forth but i just wanted to highlight that a little bit since we're talking about operation fund levies and those types of things uh to just kind of get that process started thinking about as we bring out some other things when we share information in regards to the referendum and so forth um mentioning about the referendum as far as the capital construction class construction compared to operation say as far as if if we cost avoid six to seven hundred thousand dollars each year that would be money that would not be transferred out of the education fund to the operation fund which in reality for a referendum there are two different types of referendum there's maybe there's more experts here than me but it's either capital or called construction compared to operation so in reality with just having the capital or uh construction referendum this would actually in theory help us with a operation referendum even though we don't even we're not asking for operations because it allows for more money to be in that account in the education account where we pay most of our salaries i would agree with that i mean this referendum although it's capital could also be viewed as operational in the cost avoidance that we would have which would also help out our education fund if we're looking at a 20-year window on the referendum bill value and your hundred percent a thousand that would be 12 to 14 million over that period of time whereas if we continue as such then that that number is going to you know continue to grow and build if you used a million dollars there that's two more dollars for that period of time so there's some food for thought as we talk about some of those things in the future so boiling that all down okay then it gets into what what uh tax rates we'll be uh advertising for our 2023 budget so if the first two columns on the left represent uh what we did in 2022 so it shows what we advertised in 2022 and then what the actual was for 2022 and so in 2023 we we're showing what we're going to advertise so we're going to advertise um a 20 cent debt rate and a 67 operation rate so it's going to be advertised 88 cents with the reality b depending on what the actual assessed valuation income comes in that is if we use the estimated asset valuation and true truly it's going to be more around 16 cents for debt and 54 cents for operations and the debt is decreasing you can see from 2022 to 2023 because we we're paying two bonds off this year so for 2023 we only have one bond payment which is about two million dollars or so just over two million of ours left and that would be our last debt i think at that point in time so with that then we'll have our budget hearing uh september 13th we'll kind of go over everything that we went over in these individual meetings put it all together present that to the public and then the following board meeting would be our budget adoption any questions with that so since we're talking about tax rates kind of leads us into our next presentation and this refers to the referendum and the ballot question in particular we knew the valve question was going to be an issue uh we we discussed that earlier in one of our work sessions but just so we can go over some things here i just want to mention before jim talks a little bit about it um we had a process that we had to go through and we had to complete by august before we get the ballot question uh put on the november ballot uh so the about question was finalized and approved by the dlgf the county election board and the county auditor and that last approval was done on july 27th it was released at some point by the indiana education insight after that time sometime in early august the ballot question is not something that we create it meets the parameters that are set by indiana law in indiana code 6-1.1-20-3.6 on april 12th we had a work session with ice miller when we were talking about the referendum and we talked a little bit about the ballot question um so the language and parameters that about question were somewhat discussed during that along with the complexity of that ballot question and how it's not really a true reflection of the individual taxpayer there were concerns early on when we did the referendum that the taxes were going to go up two to three times two to three times what they're currently paying so on may 31st when we're actually doing our referendum hearings uh mr elizondo went through uh an example of a tax bill showing that indeed the tax was not going to increase uh two to three times uh and so to help people better understand that we created the tax calculator right and so that tax calgary was put on our website because that is where you're going to get your true reflection as the individual taxpayer of what that tax investment will be for this project so then the ballot question comes out and um obviously our goal is to make sure that people are as informed as in pop as much as possible we want them to go to the ballot with as much information so they can make an informed decision and anybody that doesn't do that and goes up to that question it's going to appear that your everybody's taxes are going to increase by 124 and so without any background information of that what people or most people are going to vote no i went to that i had no idea what that meant i mean i'm going to vote right so we want to try to make sure we're getting the most accurate up-to-date information out there publicly as well as on our site our site is a very good resource for that information especially with that tax calculator so we want to make sure people use that and use it correctly i think i've ran into some issues where i've helped people with that tax calculator that it's only as good as the number you put in that the information that you put in the head so if you put in the wrong information the wrong number in there you're not going to get what you should expect to get and so i you know i've worked with a few people on that and in in some of those cases in both those cases they still put in their gross assessed value and that's not what's being taxed it's the net assessed fat you in so they get a lot different number when they use that gross assessed value then when they use that mass test five so again i just want to read at the point when you use that calculator to make sure that you are using that assessed value and that's what we're here for to help as well a little bit with that too on the right hand side when you go to that it'll say use the taxable assessment and so when you first go into the tax calculator for all of you probably know this but maybe other people that are going to watch this later you will see gross assessment first and in the actual county uh website uh when you go to the lobby county government but then the next one will be the taxable assessment so it is the net but it's actually labeled as taxable assessment that you need to do that gross assessment so again we talked a little bit about the complexity of the ballot question i asked mr elizondo to come and speak because in the law there's a certain formula that you have to use that comes up with those percentages so i asked mr alexander to break that down a little bit for us so that we can get a better understanding of that question so well the question has never been written to help the municipality get through the referendums okay they have always had various iterations of it but it has always been a sticking point uh this is a new question this year versus past years in the past this question would have read you have are you willing to support this with a tax rate increase of 84 cents and that's all all there is and it says the name of the project so then the legislature decided well maybe they could do something that could tell individual investor professors it's individual property owners uh when they're looking at the ballot what is my impact well their attempt at this is trying to look at what impact does it have on the school corporation's tax rate not the total tax rate that you're paying for a tax industry for the school corporation's tax rate and then it always will use the maximum payment that we talked about early that does not account for anything else in your debt service so i'm going to go through a few things let me go to the next page before we go have you all read this do you want me to read the question okay uh so i kind of highlighted we're going to talk i'm going to talk about three different things how they calculate the prop the average property value how they calculate the average tax district rate and then the percentage tax payment uh change so we'll go to the next slide yet the average property value is a real simple arithmetic average it's take the total dollar assessed value and divided by the number of homesteads or the total assessed value for businesses and divided by the number of business properties pretty straightforward not as much of a an issue in calculating that because you know it's pretty straightforward that's a way to find an easy average of those values this i'm sure the legislature chose it because it's easier to calculate than doing some type of median or average weighted weighted average the next one gets a little more interesting and i think has room for improvement um again it is simply an uh average but the way they take the average is they add all of your total tax districts your tax industry so your nine tax in districts we take the total tax rate for each of those districts add those up and divide by nine gets us that average of 2.04 uh two dollars and four cents again it's easier to calculate i'm sure that's why it went that way but it doesn't do give any credence to the weighting of values so as an example you have a part of that calculation is papa township and how many properties are in papa township versus how many are in you know wabash city portion of your district there's no waiting at all to the number or the value of homes and so it makes it a little harder that you know that simple two dollars and four cents is our first issue when we try to look at it ourselves and figure out how much our impact is going to be because none of us have that two dollar for none of you have that two dollar four cent tax rate that's not one of the nine choices um it's the average of those choices so that becomes an issue but that's the way it before the state the legislature dictates it's calculated we have to follow very specific rules in calculating all that and i'll go through that in a little bit but next the final part is the question the question has to include the maximum increase on this project standalone so ignoring anything else in your debt service fund it's what is the maximum increase of this issue by itself and that's our 83 cents that's the total red section that's also 83 cents and at the av assumptions we use we're locked into that now based on this new av rate that growth those numbers will be a little lower tax rate wise but we have to live with where we are from the point we put this on the ballot what you'll see and what you'll remember is we're looking at the actual impact versus 2021's rate is 54.17 cents which is that incremental increase from our existing debt so as our debt pays off we've structured this in behind that debt so if we look at a 2021 tax bill a tax rate we're now looking at what's the incremental increase not the full 83 cents but that 54 cents that does not appear in the question anywhere and hasn't ever appeared in the question even though many school districts would have have done this where there has been no incremental increase but they still have to show in the question an increase of you know let's just say it's the 83 cents so it's it's always been uh misleading from the standpoint of a uninformed voter walking in they would have no idea and that's part of i think what chris just talked about is this is that period where education of your voting public is very very important to realize what that question says and doesn't say next that we can't read but i'm going to zoom in so that's basically the entire worksheet that we use to calculate and in this case policy analytics did that calculation for you and this is their worksheet if we go to the next page i zoom in and take looks at pieces of it as we go and this was done sorry interrupt but this was also done with the county auditor too because that's part of the approval process yes the auditor also has to go run their numbers and compare it and have to accept that so um so the first part of the item is we're going to look at the homestead page first but this is the simple map at the very top we have 577 000 of gross assessed value for homes 4 382 homesteads that gives us our average house value pretty simple pretty straightforward from that we take that 131 000 we take away the standard homestead deduction of 45 000 and then the supplemental uh homestead deduction which is 35 of the remaining that equals that 30 000.

yeah and i would say that that's part of the process thank you that's that's actually part of the process that we've been engaging in yeah with our nesdec with our nasdaq review so that's going to be a continuous part of the work that we do our curriculum work will never be done you know that's not ever ever going to be something we'll check off but um and that's how you do it right but but that will be something that we continue to work on and i'm happy to be able to secure it forward here are we comfortable that our curriculum represents all of our students in terms of racial lesson and gender backgrounds the kids see themselves through all groups in the school see themselves in their curriculum i'm comfortable with that right how do you study that that's a really big that's a really big question to be able to ask and a great one to be able to wonder i know that the the efforts that we are engaging in right now are are efforting toward that but i i don't have i don't know how we would necessarily get information in regard to that other than other than surveys necessarily or reports back on on that effort for um for engagement um but that's something for example i'm sure every book that's read in english class isn't written by a man i'm not sure of that race i'm not so sure about uh do kids in american history learn about the tulsa massacre now i didn't learn about it in school is that part of the curriculum now we talked about native americans with our mascot the curriculum was supposed to change with that i assume it did but i think those are the things we have to be made aware of in fact i'd say based off the curriculum this coming year we've probably flipped too far joe so i thought and that would be good to know that it's going to be a whole different conversation of do some people feel ostracized because they're now you know feeling like it's less inclusive because of an over emphasis on some of those characteristics i think there is you know i certainly sense it's a broader issue for the country but you know people were being turned off by going too far to one side so we might need to more ourselves back into this but we we haven't we've been we've been directed by the state right right right i mean it's not something that can't can necessarily manage or control i don't think we've i think how you present it um is important okay and i mean there's the material there's how you present the material and i think we can control how we present it how much emphasis we put on what parts of it is there alignment across grade level across teams across classrooms well i'm to that on what you're saying i mean that is a that what you're talking about i mean there's a huge sorry what joe was talking about huge shift to include all of those underrepresented voices you know at that you know that have never i mean you know once upon a time i mean the you know the cannon was filled with dead white males you know and i you know there have been huge shifts right to include more you know people of color indigenous people women and so forth and i do i do understand what you're saying that some people feel that you know we've gone too far to the other side um or to one side i'll say uh and you know because i've had parents say to me you know as an english teacher you know where's shakespeare where's the shakespeare you know we want you know there are a lot of parents out there i mean they grew up reading certain classics and they expect that their kids are going to read them as well and you know i mean i love shakespeare though don't get me wrong but you know i i do think that there should be some balance but the bottom line is is that regardless of what text you're using we are we should be aligned with the common core state standards and we're teaching our kids skills we're teaching them how to write and how to think critically right and and you know regarding whatever text we choose should be very thoughtfully chosen you know and because you know once you've got these kids in a classroom they are a captive audience right and and they should just be very thoughtfully chosen and the focus should be on the skills right well absolutely but i think as a board we have to be prepared especially as election seasons coming up and i agree with you there's more and more and i'm not advocating anything i'm saying that um but i do like my deadlines but um i'm an old school litany no but but in all seriousness though um you know i i do think you're going to see more of this kind of hot button flash point cultural bs invading our classrooms and i do think as a board we have to be a little bit sensitive to how we're going to react to that and not be reactionary but i mean everywhere across the country you see this these these flash points about sometimes it's nonsense but i give one or two emails a week yeah on what are we what are we telling our children what are we teaching our kids are we doing this are we doing that from a variety of different folks today i got a video from an individual that said that showed interviews with teachers who were saying i don't care about the curriculum i don't care about the policy i teach what i want to teach if i'm getting it you're gonna get it at some point and as you mentioned this election season comes apart i'm sending a lot more of that kind of yeah across town you're not like ish i have an idea lou why don't we if when we i think we should you know in addition to some of those dead white males that we get you know like our tommy orange who wrote this you know he's an indigenous writer uh and have like a community you know book club reading so parents you know inviting parents to read what the kids are reading challenge them i'm telling you that book changed my life i mean i i love my dead white males too i'm not kidding i mean you know i i love that idea though about the word sponsoring changed my life like i will share one thing that i'm hearing is from kind of a meta level right now is communication and folks wanting to be able to know what it is that's out there what i'm proud about has been the work that we've engaged in to be able to document the work that is going on like what are our units what's happening and and that's part of my work this this upcoming year with our curriculum our curriculum folks to be able to get that information out there so that it is a story that's well told um and i think that goes a long way to be able to let folks know in the pilot of in uh history unit that we had at um cis which we're continuing to be able to understand so that they would be that they would be buy-in for us with this well guys i i just want to tell you this was a great meeting i feel like this was almost a breakthrough meeting because we all participated we all gave input we all had ideas and they were all very constructive very positive so i want to thank everybody for your time i think kevin you got enough input tonight now to maybe go back and draw up some things for us to look at on the 13th and we can further discuss it so thank you very much you guys thanks thank you to our student reps okay i think next on the agenda is a review of the student and family all right lou thank you so much thanks for okay guys thank you for uh and you know i just have to add one comment to the last discussion point about about our curriculum resources right because this is really important this is the message that we should be sharing with our community with all of our work on equity our goal is to make sure that all of our students see themselves in the curriculum we're teaching right so that goes back just to joe's overall broad question that is our goal prep is helping us to begin we begin this last year and we'll talk about this tomorrow with our administrators and with our leadership team here um the work that craic is doing looking at some of our english language arts units as well as social studies units so that's where we're beginning and the goal is to train teachers to evaluate the resources they have in their world that's going to take time but it's called culturally responsive teaching not critical race theory crt cultural responsive teaching using books where every student sees themselves in at least one book in the classroom that's that's her completely different name yeah could he pick a different name that's going to kill us all right when you read the literature you're going to see crt you get cultural cultural responsibility i wouldn't agree please don't please it's not a mr case term i don't know i know i spent a whole year fighting that i know it would ever do something don't abbreviate it oh my god yeah don't use crt just critical race parents are parents right so you're right yeah do that to us i hear your point okay so um so that closure to that discussion um we will synthesize all of this information and i'll bring you back goals based upon what you just talked about for feedback for our next week so thank you it's great to see all of you tonight exhibit three in your packet is a proposed job description that i'm presenting to you tonight for your review anytime we reconfigure a position or create the new position our board policy mandates that u.s board of education approve that job description as you know we had a resignation of our program choice liaison mr floyd campbell um late last year and it was late in the year so i was not able to present you with a proposed job description where that position has been reorganized so what i'm presenting to you tonight for your review is a position that will be known as a student and family engagement coordinator when i give my report i'm going to talk a little bit tonight about the work our administrators have begun in the area of school climate and positive school climate john was was great to make a connection with our state consultant on school climate amanda pickett and amanda spent a full day with the administrators last week as we begin to write our safe schools climate plans lou and i heard at the king conference last week about some districts who have hired people whose job it is to promote safe school climate and they're called school climate specialists part of this person's role would be to support our efforts in establishing a positive school climate i'm proposing that this job be a position that is not part of any union it would be an at-will employee and the reason for that is that this person would not be teaching students but this person would be supporting students and their families this person would take on the goals and responsibilities that are open choice liaison has in supporting our students in the choice program the person would also have responsibilities to to support our diversity equity and inclusion work that we began last year and i listed out specific job responsibilities as part of that job description we also need to monitor our absenteeism rates very carefully right any student who is absent more than 10 times is known as being chronically absent along with our social workers we need a person that can monitor attendance rates and reach out to the families to find out why is the student absent what can we do to engage that student more in what we're doing so those are three major responsibilities that this position would have i'm looking for a person who would have certification in special education or related services between school psychology social work etc the salary of this position would be paid similar to a teacher salary based upon the teacher's contract that's how i would determine the salary based upon the educational level of this person however i do want to make it clear again this person would not be a person in the teacher's bargaining unit the salary for our open choice liaison has traditionally come from our open choice attendance grant which is a perfect grant to use for the position and that's why i would recommend funding for this position as well so i hope you've had a chance to review on the job responsibilities tonight you would be voting on this as a first read asking any questions tonight making any comments no final decision will be made tonight i'm happy to open it up for any questions or comments that you may have so three it's actually broken into three tiers that position would recover we cover um similar to what floyd was doing for our choice um and adding some dei responsibilities along with attendance uh following and this would be around the teacher's salary all taken by the open choice grant yes okay questions was the former coordinator and at will employee as well yes was boyd full-time we can't underestimate the important job he did and how well he did it is it possible for a person to do that and these other responsibilities but is it possible i believe it is john i believe john and i believe it is felicia do you have anything you want to add um just yeah just in looking over the job description i think it's a great opportunity as we work towards belonging and i know joe kind of reiterated on what i had on um my form [Music] as far as goals go and i just think it belonging is just connected to so many other things um academic achievement um wellness mental health and i do have something that i'll share with the board um as well that just talks about belonging that was done by um panorama education just talking about how sense of blowing for kids ties into school and i think if the person is able to do the same responsibilities that floyd had along with us i think it kind of encompasses all of our students what i don't want to happen is it to be you know i think that's what joe had asked about be something where it's like too much and we're kind of splitting this one position over two rolls that's my only um comment on this thank you anybody else yeah i would agree i want like quality not about like you know if there's too much quantity of work that does not get done well so the thought the thought that i had when uh kevin felicia and i discussed this is that it's it's a new job it needs to be evaluated so we we try it and um we'll continue the superintendent will continue to give us how well it's working or that individual will tell us that it's overwhelming and it really needs to be split so we won't know until we try it out i thought this this might be um a good first step so uh you can continue to let this marinate a little bit and we will uh discuss it again and we'll pass it as a first reading then we'll discuss it at the next meeting okay and please feel free to send me any questions you have and i'll make sure that the whole board sees the question and the response thank you for considering it okay it's all about getting the right person so if you approve this it's about getting the right person that's the key okay thank you um next is a director of learning and innovation report and you're gonna give us an update on the summer academy and i'm only gonna i'll preface it by this i actually had a grandchild in the summer academy so i had the uh the tremendous opportunity to uh drop off and pick up so that gave me a chance to kind of mingle and talk and i i thought what a great job they did christy and a did with the academy and parents smiles on their faces kids smiles on their faces couldn't wait to get there um so i just i one of the reasons we're going to bring christy and amen in september because i'd like to recognize them for that job with um mr bishop and we really want to thank you uh mr daniels we really do want to sing the story of success of that program and the impact that that has in the summer months and uh part of part of my goal would be able to bring um both to prepare you to to see the value of it and then to be able to present and ask for the the further uh inclusion of that in the program that we have here as it's made a strong impact for our students we've been able to fund that through our sr funds over the past several years and if we want to look at bridging that gap and being able to continue to validate the support that it provides for us i want to make sure that it's again a story that's well told so i'm going to give you a quick rundown of the summer program ford k5 at the elementary program we had 66 students who were participating throughout those four weeks it was a a well-run program uh throughout a uh providing academic supports enrichment and engagement using a workshop model we were really able to dial in on what was most necessary and and needing for these kids and looking to see the uh and celebrate the growth that they had so it was phenomenal we had eight certified staff that worked with us with that we're very fortunate with that moving on up into our high school we had our credit recovery program uh which we were able to have 15 students work with for certified staff and work to be able to regain some of the lost credit opportunities that they might have had with a 59 or below 50 to 59 where they just needed that opportunity to be able to bump themselves back up and have the opportunity to uh uh get passing scores for that so that was a wonderful one everybody make it john i i don't have the data for that just yet but i'm happy to celebrate that in our next meeting and then for our uh we also had our pathways program to engage students in progress a project based in community learning as a transition to be able to support students coming back into school and getting engaged within the school climate we have 15 students participate with that with re-certified staff um i will say we were very fortunate to be able to have staffing throughout the summer we did have some staffing issues in some places that did impact some of our some of our operations but overall we're very pleased with how we were able to move through for the summer um in addition in addition to this we had staff who were working very hard to be able to update some of the elements of our of our curriculum to be able to add to our curriculum alignment uh add to our curriculum mapping work that we're doing as a part of our uh uh reaccreditation process which will be coming to uh to ahead in november so we're really grateful for the work of our teachers our department chairs and our curriculum leaders who did all that work for us and then over the past week now i've had the pleasure of working with our new hires and continue to hear about needs for staff in so many different places and i can't tell you the the excitement that we have for these folks who are joining us and who will be joining us at an upcoming meeting um so many of them said that canton was their first choice or underestimate the weight of responsibility that provides us as leaders for that um a lot of what we've tried to be able to share in this week is how we're trying to organize and structure to be able to ensure that they are successful in supporting the success of their students i spoke at length about the additional additional staffing that we were able to provide with your support to support our curriculum efforts and our student performance and they are they're just they're amazed so they're very excited to be able to get in front of you all in a couple weeks and excited to get together with our students starting uh starting next week okay uh thank you mr bishop now um this is the superintendent reporter thank you thank you very much um and john thank you for all of your hard work to plan for the summer school program and make sure to make sure it was implemented effectively one of our biggest success stories was that students with special needs were able to be integrated into the general classroom this summer this is the first time we've been able to do that with having our special education staff in the classroom with the uh teacher we were very proud of that and we worked hard to make that happen and again i think the staff and the para educators who were there to make sure every student was successful i also want to mention that in your folder you have the names of the 17 newly hired certified teachers we will introduce you to them at our september 13th meeting they will come so you can match a name in the face but you can see we had a very very busy summer hiring i was hoping to tell you that every single vacancy was filmed and it was as of friday at four o'clock wow but this week we had a last-minute resignation from one of our world language spanish teachers at canton high school but when a person resigns um this late in the summer we're allowed to hold that teacher so that teacher can begin the school year with us so um so that teacher will be here through mid-september allowing this time to find a replacement for that position other than spanish all of our teaching positions have been filled we feel very fortunate because as john said that's not the case in many districts and we had some teachers come from neighboring districts so we have some experienced people who have been trained really well and again what john said is so true talk is out there the teachers want to come to canton in this show it's because of what they tell us is the school culture they hear about so we're excited to have them join us we'll introduce them at convocation and you'll get a chance to meet them on september 13th so please bear with me because there's a lot of opening of school information that i know you will be interested in first of all i'm going to not go straight down through my list right away i just want to talk to you about end of year our interview on finances so donna has been working hard to close out our books for the 21-22 school year bills still come in through august 31st so the books aren't officially closed until we make sure that all the bills are received donna is 99.99 sure that we've received all the bills and then the auditor needs to take the auditor needs to take a look at our finances but the good news is we do not have to go back to the town for any additional funding because our special ed costs while they were great the deficit was not as great as we thought it was so we don't have to ask the town for any additional money however we're ending the year with a zero balance right that is i don't remember when that's ever happened where we don't have any money to return to the town nor do we have a surplus so it's it looks great at this point unless something happens between now and next week we don't force about any outstanding bill so um that's the business officials in superintendent's most most important job to make sure we don't end the year in deficit and i thank donna i thank you so much for um for working on the budget the way that you did and this was a budget that you you yourself did not develop so so i'm very appreciative i want to let you know about food service also you're hearing a lot on the news now that a federal grant that was in effect that provided free breakfast and lunch for all of our students for the past two years that has gone away because congress did not approve that grant to continue however we are getting funding that will allow us to provide free breakfast and lunch for every one of our students through november 11th so the government did give every district a certain allotment of funds based upon our demographics there's a formula that they use and so that will allow our students to continue to receive three free meals through november but we need to work on making sure we communicate that that ends in november and we want families to fill out the free and reduced lunch form um so that they can qualify for um for that benefit as well once we have to begin charging from the last question what would the cost be if we continued to um christmas vacation we started january 1.

that gets us to our net assessed value of 56 so that's the number if this particular home was using your calculator that's the number you would be putting into the calculator is that net assessed value that's what's taxable this formula takes that and divides it by a hundred to just make the following math work but basically that's the way we calculate taxes we take your net assessed value divided by 100 and that's what we multiply times tax rates so we move to the next section i'm not going to come out okay please well i was actually going to slow me down and stop me i'm just going to put so what you're saying there too though on step 2 letter b 56 378 that would be that average like if that was um someone's average then we would plug that into the calculator correct correct yeah and just to just to throw that out there too uh i'm putting that in the capillary right now so that would be monthly of 25.45 so write that down because i probably won't remember as i keep talking but i want to compare that with how this generates it that's 156.

have you figured that out is it a do you think an astronomical number uh not huge i mean you know it's uh we figured that through november 11th it's about 130 000 so extrapolate that out uh for another month and a half [Music] is there a grant i would love to see us be able to to take it through not to you know right right during the holidays how it's working you know i mean we can look at that for sure how it's working is sorry um they they're giving us 130 000 so you know when that 130 000 is up so it you know it's awesome so it's an estimate yeah so if we can go longer based on actuals we might be able to do it that way about the c as as the school year begins um but we can certainly you know look at that obviously we have had a good couple of years in food service because the increased reimbursement rate um how does the board feel about that would you would you uh if we had to um fund [Music] the why is you know in november we start to get closer to the holidays and the burden uh also the gas tax thing goes up goes away there's a lot of things that go away in november and i'm just thinking about the burden uh for parents and if we at least let them get through the holidays we start january one cleaner when we go back to school we're gonna give you some more information on that for september we don't have to think about it or make a decision now but if the board was against that you know i think your why it makes a lot of sense i think it makes a lot of sense i mean if you were able to do that i would certainly be in favor of doing it right i'm not against okay i'm concerned that if we wind up in a deficit i know i know that's that's a lot of dough it is and you know and traditionally you know our reimbursement rates are not going to be as they have been keep that in mind that food service uh pre-covered i believe i wasn't in this position but i think it traditionally ran at a loss because of the limited reimbursements so just keep in mind that we you know we also kind of want to keep a little bit in there you're allowed to keep three months of operating expenses uh in the account and food services going forward uh so you don't want to eat everything can i ask did you say it's two meals it's it's a breakfast okay and lunch by the way is to be served on half days uh which is a little bit different okay okay there may be ways different ways to split this up but even yes um i was just thinking i would almost rather see a student charge and have that charge on their account and figure out how to how to cover that versus what you're mentioning um i know there we won't deny a kid food if you know if they need food they can they charge it they end up like having a uh i guess an amount due i rather have that happen for a couple kids that are in need or a few kids that are need versus you know having to put through that full amount for all of all the students if that's an option right so let's let's get the numbers and we'll take a look at it that's all like i said there might be different ways to split this up or to do it [Music] thank you so much for considering that um lou as you pointed out earlier tonight a great deal of work has taken place both within our buildings and continues to take place outside of our buildings just as you said driving by cis the gentlemen are still out there reading and sprucing up the playground area so donna tonight we'll review for you the different projects that have been or will be completed by monday and at our next meeting we'll have pictures for you tonight we don't have pictures but we're not finished yet that's correct but donna we'll go over the list which we have in front of you tonight all right thank you kevin uh this is of course in addition to the hard work that our custodians do at every school every year on the inside and some on the outside as far as painting so this is the ancillary kind of items um so first i'm it down by school uh cherry brook uh the landscaping tree tree removal was actually a tremendous tremendous amount of tree work up at terry road they both opened the field we brought down a big a couple of big trees there so you can see down in that field he also uh uh took down a lot of uh along the side if you're looking at the school on the right-hand side all the way to the back and there's actually a beautiful stone wall back there now uh and it was also full of poison ivy actually both areas so all the poison ivy and poison sumac is all gone um so uh they are they've also pruned a lot of the trees around they did a lot of uh in the uh preschool playground they're sprucing that up a little bit and planting some flowers trimming things back um and also of course uh in the front uh i call it a courtyard it's not really in the front on the sides of the doors there's going to be work happening there uh over the next couple days you'll see that we waited until the last minute we could to plant mulch and weed because we wanted it as fresh as possible for school so that's why there's like a little bit rain but um so anyway hopefully that'll look uh really good when everything is all all done at cherry brook uh we had the uh the voyage system at uh cherry brook jeff domaster and his team uh worked very hard on that it was great to not have to call sherry brooke today and dial 1-860-693 you can just dial the four-digit code just like the rest of the schools so that's kind of been long and coming so that's completed um the fire panel uh at cherry brook uh that is also done that was uh uh on our cip for uh well last uh maybe three quarters of a year or so but that's all done the water heater uh was replaced up there that was a little bit unexpected but it's done these storage containers you can notice have already been moved from cherry brook uh we had three up there um and the rentals had gone back and the third one uh we got an agreement from the town to place it at the transfer station so we still have the ability to store that's not a cherry so what i would do then is if they don't move those 19 barrels with those 19 barrels right now you can't move the barrels because they're they're uh contaminated on a school property with children so what's wrong with that picture well i know exactly so we are we're still hoping that those uh drums will be removed from before that's what's going on yeah so i've got uh they're gonna text me it's the moment that they are removed from the property so don and i worked on that again today i thank you for your help so i fully expect them to be removed but on the small chance that they're not going to be removed then we have plans to make a nice covering for them until such time uh because the latest thing will be moved is you know i think early probably early september but we're hoping that there's a new move this week so they're really really pushing hard for that so um okay all right and there was you know i it was kind of funny as i was walking around looking at the landscape of cherry brook i realized how important it is to actually walk the grounds because i was walking along the front sidewalk and there was a manhole collar covered with a huge hole in it so that has been replaced so that was kind of interesting so that pretty much covers uh cherry brook uh cis you'll also notice that we did a lot of landscaping a lot of tree removal and the planting is happening today um and uh the there was again a lot of significant dead wood and things like that too so and the landscaping uh i would say really is something to i think lew's point earlier is something that we haven't really done in the past a lot of but i would encourage to maintain this uh year after year especially there were a few dead trees at cherry brook and scis you don't want those you know obviously so so if i could just inject there's this rumor going around in town i've got two calls on this that says that the town and the uh soccer association their negotiation broke down as far as using memorial fields there was there was 65 or 70 000 appropriated by the town if the soccer association could could gain or negotiate a long-term contract with the fire association for memorial field then the town was going to go in and provide some irrigation and improve those fields my understanding is that broke down the question that's come to me is they said well that's why that's why cis has gotten irrigation because bowdoin and cis are going to be the new homes for the soccer association which i said i've heard none of that none of that is true the cis got the irrigation primarily through arpa funds it was something that had been planned back in january or even before uh and it has nothing to do with the soccer association yeah so if you hear that i understand there's a lot of friction going on but the board of education is not involved in that anyway the sprinkler system that's going in cis they still have to top seed and bring some soil in uh to make it a field but it has nothing to do with the soccer association the irrigation is actually in and working they did they did some over seeding but you're right lou they have to bring uh not the entire field of topsoil but to even it out in certain areas and then they see it so that's that piece of it still has to be done um the courtyard at cis this was kind of a remarkable thing if you actually uh saw what had built up in this courtyard during the summer i was kind of appalled as i met with rebecca but in that courtyard there was a draining issue and a broken pipe um there was also a tree that was actually taken down uh some time ago but the roots were causing it caused the pipe they got it inside the pipe and cracked it so um we did this stump removal of that tree remove the roots we did a lot of landscaping in there and mulch and we actually made a little area for a rock garden because the cis students paint rocks every year and then bring them out to the courtyard so that's going to be built a little bit so and then can i just actually just in the interest of time i love your report just hit the highlights okay okay will do all right and with that by the way there's tables and umbrellas she's so passionate i know i love it i love it we're so grateful i'm excited about it it's been done i'm sorry give us the highlight all right and the outdoor classroom and this i have to see because i don't know if it was done yet but it will be uh on this uh right across from the library actually there's going to be a large area that is going to be mulched out for like outdoor classroom so we can put all those picnic tables on there and uh then the town will have to uh movement for the grass so i think you already know about the second floor uh some things are done with the playground for the compliance crack ceiling was at both cis and the high school and food service got their cooler and freezer installation at cis the big news at chs is the tech and wooded metal shop renovation and the additional classroom down in that area so that's pretty exciting excuse me did that get the air conditioner or the uh the ventilation there uh no it's the only piece that's not in yet uh we got biz on it and that's actually uh something that uh we just found out today that i wanted to talk to kevin about uh so that's the only piece that is remaining so so one of the things we learned at the um workshop that we went to is any door that is open and i know at that wood shop because they have poor ventilation if you go there may june or those those garage doors are open because they're trying to get ventilation in there and that would be something we would be concerned about because that's an opening but because the ventilation's so bad i understand why they have to do it so i think that that has to be that's one of those safety and health issues that we have to get done i think because we need to keep those doors closed right yeah it's definitely it's definitely in the works uh and we do also need to get the uh dust handler right so we're in it we're still working on those two pieces of it um but it's it's pretty much done it's functional right now and looks and looks pretty good um and so and they also have a new generator at the high school and a new pizza oven the other two things is uh district wide is the noon point of service system for lunches so it's uh almost done um but we've been working hard on that and it's great it's a web-based program so uh the other one was pretty antiquated uh so pretty excited about that and then of course the we were able to obtain uh cyber security compliance thanks to jeff's dell master's team we did a lot of work on that and part of that and the last piece was the multi-factor identification authentication and that is also complete so a lot of work what a phenomenal summer what what accomplishments and as soon as we you know can communicate this i think we have to in some newsletter or whatever because tom needs to know that we're taking care of ourselves thanks donna thank you so much i know it's not our practice but this softball field at the end of the driveway here so that's moving right along you'll notice the big pile of dirt has been ringed around several times so bob skinner explains that because of all the rocks there it's been somewhat delayed but uh but it is moving along at this point they expect to have it playable by the strength that's that's their it's a promise or a hope but that's their comment is that how long it's going to take to finish it yes they figure by the fall probably by the end of october november they'll have to sign down like that did the dirt feel that trevor get seated so that did not happen yet i want to talk to our finance facilities committee about that because the cost of that is pretty high so i want to talk to all of you about it that's the one thing that did not get done not through lack of effort yeah we had a few quotes and trying to figure out what's the best time to do and honestly um uh most of the quotes people get quotes from felt like it wasn't uh going to work very well so we'll talk more about that okay in the interest of time i'll move quickly student enrollment i always like to let you know where we are as far as the number of students moving in to a school versus the number of students moving out on october 1st i will report to our our official enrollment the state gives us until then to determine what our official enrollment is but i can let you know that all of our class size projections are where we thought they would be we did not have to add or reduce any classrooms so the projections were right on target i can let you know that at cherrybrook we had 18 new students register over the summer while 11 students moved out so that was a net gain of 7 students at the intermediate school we had 30 new students 11 students moved out so that's a gain of 19 students but it did not affect uh class sizes were able to spread the students out at cms we have 11 new students four moves so an addition of seven students overall at the high school we have 19 new students and 15 students move to other districts so a net gain of four students and we're still looking at what our choice enrollment is so i will be getting that in the next few days before next week any questions on student sector 37 increased by 30 okay i want to come on that new hires and vacancies i talked about our teachers we still have some vacancies in the area of special education para educators so if you know any good people please send them our way they can apply online through apple track so we'll continue to look at filling those vacancies coveted health protocols i'm happy to say we are going to begin the school year in a typical fashion with no mitigation strategies and tricks we talked about that last spring and that is still the case in your packet i provided you with two sheets that the framington health department is asking us to send to parents so we are not going to be identifying close contacts any student who exhibits symptoms or a test positive will need to isolate for five days in other words they'll need to stay home so we're using the word isolate not quarantined and these two sheets explain what the procedure is the second sheet is a flowchart if you have symptoms what do you do if you're living with someone who is tested positive what do you do so it's all here we will communicate that to parents and of course our school nurses will be able to answer any questions that parents have we'll be on the lookout for any cluster of coven positivity that's between three to five students or adults in one one area of the building or a classroom or a group of students for example or athletic team so we'll be looking for that but i'm happy to say we're going to begin in a typical fashion which is terrific when students return if they've tested positive or exhibited symptoms they're encouraged to wear masks that's the cdc recommendation in the farmington valley health district's recommendation but by no means are we as a school district mandating it's only recommended are we still going to be tracking with john's reports are we still tracking covent are we stopping so we still track the positive cases so we'll continue to report to you what our positive case rate is any questions about these guidelines okay i want to update you on the search for our director of pupil personnel services so we were um we're of course very sorry that uh dr murdoca resigned her position um in early july we are very fortunate that mrs laura o'donnell who had been employed by us for the last year as a an outplacement district ppt coordinator she has experience as a specialist supervisor and she was willing to take on the interim job until a permanent director is filed we've received several applications and we're planning on interviews um for wednesday september 7th beginning at four cindy i'm not sure you got my email on that did you get it in there okay eric i'm sorry about that's okay we need to work on those email glitches and become a people so um so september 7th we have um two parent representatives who will be on the committee uh cindy and erica will serve on the committee and then we have some staff members on the committee as well i'll be sending out a survey to parents for them for the parents to let us know what characteristics they feel are most important in the qualities of our next director i'll be meeting with the school staff all of the special education and related services personnel on friday afternoon to talk with them about what qualities they're looking for so the goal is that i will have a candidate to bring to the board for your consideration on september 13th so we're moving as uh moving as aggressively as we can and on paper we have some outstanding candidates so we hope the candidates are as good in person as they are on paper questions about that i received an anonymous letter through the mail i don't know if anyone else knows and it was not signed so there's no way of really saying anything they were very happy with dr murica but and disappointed that she was leaving but there's really nothing that can't make somebody say so people just move sometimes so i mean i'm glad that they had a good experience but it wasn't a mean letter so there's really no reason why they didn't written their name it is always difficult because we don't know who to respond to or get back to or have a conversation with that thank you thank you i know some other board members received that as well i want to update you on the administrative retreat our administrative team met for two days last week in this room all day all day on monday august 15th and all day on tuesday august 16th both extremely valuable days the first day we focused on our new student performance database called linkedin and this is a student data warehouse where every student in our district has all of their assessment scores so we can now start printing out bar graphs and circle graphs and color code and really be able to have visuals to look at trends in our performance data so it's very very exciting john worked hard last year with a committee to examine which would be the best student data warehouse for us we did some work on that last spring and all of the data was input this summer and so administration teachers will begin learning how to use that this fall so that was a great day and then the second day we had amanda pickett a state consultant from the a consultant from the state department of education who focuses in on positive school climate and john invited her to come in to work with us as we look at making a positive school culture within our district more systematic so this will be a presentation for you in the near future when felicia will and i said to develop the agenda this is one topic a positive school climate that we would like to talk more with you about there are really three components to positive school climate as we see it here in canton one is student engagement health and safety in the environment our students are in so when we think about engagement we're thinking about the relationships that we have with students i was so thrilled when i walked into monday's new teacher orientation that john was facilitating and just about every new teacher said the most important thing they can do right away is establish those relationships with students that's not a surprise because we find that out through the interviews and that's why we hired these teachers but they're going to continue our culture of knowing that developing that positive relationship with the student is the most important thing our equity work that we've begun implementing that's part of student engagement hopefully getting the position of family and student engagement coordinator will help with this as well and again looking at school attendance with safety it's making sure kids feel psychologically safe emotionally emotionally safe and to make sure there's no substance abuse happening within our schools and then with the environment just kim as you were saying we want to make sure that it's a great physical environment for students and teachers and we want to make sure that we focus on student and staff wellness this year and make sure that the discipline environment is not only punitive but a positive we want to make sure we're providing positive feedback to students through what we call our pbis model we focused so much the last two years on working through the health and safety protocols that some of these items fell down on the priority list so our theme this year and we'll i will talk about it at convocation our theme this year is to re-center reflect restore and reboot we have t-shirts made up for staff members that we want to give out on thursday but it's all about resetting what we're doing getting back to normal and improving what we're doing so we can continue to be an outstanding school district you'll hear more about school climate but i wanted you to know that's going to be a focus areas area of ours we need to post our school climate plans on our website which by the way our website is almost ready to launch our new website john's been working hard on that with input from felicia from our communications committee so that's almost ready to uh to watch so you'll be hearing more about school climate a couple of quicker items i sent you a couple of emails late today one with was with a picture of the mural that was completed at canton middle school um on unity and i sent you a couple pictures felicia was nice enough to forward an article that was in the valley press i believe so i sent that to all of you too so please take a look um i thank the students that were involved with that as well as mr moore and mrs brynton who supported their efforts i want to let you know that we're working on a mural project also at canton intermediate school uh deb costello along with the canon arts council with gail deutch as the chair are working on a plan to paint a mural at cis they're currently looking at what location that mural will be part of all of the students would play a role in putting together the mosaic which would be part of the mural and we're looking at planning a field trip for all of our fourth fifth and sixth graders to go to the american mural project which now open to the public in winston which i have a great passion for so we are rebecca deb costello and i are in the midst of planning that you'll be hearing more about that i want to let you know that uh the cape caps convention is coming up november 18th and 19th and if you want to go please let claudia know this week because the early bird discount ends on friday of course we can register you after that but if you have uh um if you are think you can go it's great it's a workshop that involves superintendents and board members with a lot of valuable topics being discussed i think felicia and i clearly you're in right i am so am i so you got a couple of buddies there anyway yeah so it's at the mystic area mystic area good 18th and 19th i think you signed up just for the one date okay the friday friday the 18th yeah if you need more information um claudia or i can send that to you a couple other presentations that you can look forward to this fall are on school safety right we want to make sure that we have a forum on school safety to let all of you know what's being done within our schools that's something that was recommended at our conference that lou and i attended last week and we're bringing back the resiliency program for our middle schoolers the program that justine ginsberg and i worked on through the farmington valley health department grant we're going to bring that back to our middle schoolers and we're looking at four parent presentations that we possibly can provide in collaboration with other area school districts so when we think of october as being anti-bullying month as lou suggested we're going to be looking for a speaker to come in uh as we kick off that campaign in october so i just want to let you know that that's on my radar to work on um opening convocation so it's hard to believe that in two days our teachers will return and all of our summer planning will come to fruition um i'm hoping that if you can you'll attend our opening convocation this thursday morning breakfast begins at 7 a.m from 7 to 7 45 we'll have breakfast in the high school cafeteria at 7 45 our official program begins in the auditorium where we will introduce our 2023 teacher of the year our para educator of the year we will introduce our new staff members we'll hear from mr daniels mr bessel and myself and then at nine o'clock uh the staff will be involved in a very engaging presentation um that's entitled focus on you the theme of convocation this year is on staff wellness mentally and physically staff wellness and so during this presentation staff will be engaged in reflecting as we look at reflect restore reboot they're going to reflect on what their core values are what got them into education why they're here in the canton public schools what their strengths are and how to be able to implement their strengths as we begin a new school year hopefully mostly coveted free so i'm excited about convocation we're working on having we're planning a well we planned a wellness fair so we have 10 health and wellness vendors from the community who will be present to talk to teachers to offer discounts to teachers and we will have our representatives from united healthcare and delta dental our new insurance plans representatives will be there also to answer questions teachers may have and hopefully we'll be able to build upon this year after year and make it bigger and better but the whole theme is caring for our teachers caring for them making sure we support them in any way that we can that's within our control because not a day goes by when we don't hear on the news about teacher burnout and how teachers are leaving the profession and we want to make sure our outstanding teachers here in canton feel like they're cared for and supported again in any way we can control we can't control everything but in ways that we can we want to show them that we value them and i know that's your philosophy and then we'll have a lunch catered by moe's southwest grill at 12 o'clock about 12 o'clock 11 o'clock in the cafeteria so even if you can stop by for lunch please do the staff loves mo's and i think it's healthy for the most part we like to think it is anyway um so lou mentioned you know this is going to be my last year's superintendent here it's hard to believe and i have 10 months of hard work ahead of me but i want to make sure it's the best year as a district also and i'm committed to that so it's great to see all of you i look forward to having a great year this year with all of you so thank you thank you okay thank you for that report okay quickly the things that i wanted to go over with you is uh i wanted to make sure you all uh got the retreat down on your book um in your books for the sixth starting at five as say it's going to be in my office my conference room uh i'm at um 35 nod road suite 102 call doctors plus you can't miss it we'll have dinner for you and it will have it'll be led by mary eric robert mary bryber so recently you've all received uh a survey from mary broderick that will help with the uh with help her with facilitating the uh um the workshop that she's going to run us through so please check your email there's seven questions i believe it takes all of seven minutes or ten minutes for you just to give some of your thoughts so she can see where we are okay i know peggy's gonna be away but anybody else not going to be able to make it on the 6th good okay thank you all right the other thing i want to tell you is i've been thinking about the committees and i'd like your approval to to do a couple of things one is i'd like finance cip building and grounds to be a committee and i want that committee to meet at our first meeting of the month on tuesdays at 6 00 p.m i i'm going to get away from the early morning meetings i just think that [Music] i know it's difficult sometimes to get to those but i've been looking at other boards of education and a lot of education to do their committee work right before the board meeting so finance will meet at 6 00 p.m on the first on the second tuesday of the month it'll be finance cip building and grounds policy will then meet on the fourth tuesday of the month right before our board meeting again it's six o'clock uh so we can get over to some of the the uh those things it might make it easier for other board members that aren't on that committee that would like to attend you you know you're always welcome to attend but i think the morning meetings were a little bit tougher um we will start the board of education meetings going forward on the 13th at 7 15.

and it depends on which tax district that's in which do you know which district that's in uh oh no you don't have to own yourself you don't have to um and but it will be interesting here uh next we look at uh the tax the calculation for the tax rate that's just as i described we take all of the individual tax rates from the dollar 27 in waltz to to the high of 337 in wabash city wabash county schools gives us our 18.39 of total tax rate divided by the nine districts gives us our average cost or tax rate of two dollars or four cents again i don't see two dollars or four cents in any of those combinations and that's where we start to run afoul of this being useful you know as far as actually calculating but typically nothing's going to be useful to that taxpayer that walks in day one without any education they're going to be ready to vote and you the education has to occur before then and then finally the bottom half of the table gets to their calculations so we go back the adult the 1152 is the tax rate on that that's the gross tax rate on the average property at that average 2.4 cent rate gives us that 1 152 from that you have a property tax replacement credit rate of you get that credit of 233 dollars brings you down to a net 918.77 tax bill for that average home in the average taxi district then we look at looking at just the school rate so we so this has all been on the total tax rate now the question requires what's the impact to the school rate and so we look at the 83 cents represents your total school certified rate we take that and figure out the share of that 918 that is is scoring and that's at 375.83 then step seven is the 83 cents that is what we're talking about the impact from the referendum the gross impact okay we take that 83 cents and calculate that that gets us to 467 dollars the math is simply how much does how much growth is there from 375 to 467 and that's how they get that 124 tax increase that is only on the school portion if you were to look at your total tax bill the number would be less because we're starting with a much larger starting point we're actually starting with 918 and we'd be increasing by you know 90 some not roughly 90 over the over the 1000 or the 918 percentage is noticeably different next page what if we put the 54 cents in the 54 cents you can see that that changes this equation to show that there would be 81 again much lower than the 124 but it also is only reflected on that school tax rate not the actual tax bill that any of you would be paid on your total taxing district so trying to say that this number isn't real relevant but it it has to be an educated voting populace that shows up because there's nothing in the question that helps you if we go to the next page let's open it if you take the 467 minus the 375 it's a 92 increase you divide that by the 375.83 that's a 24 increase not 124.

that'll give the uh the committees time to work for an hour take a break get a drink go to the ladies men's room whatever they have to do so the board meeting will start in 7 15 we'll publicize that going forward communications is going to be disbanded the reason why communication is going to be disbanded is because we have a communications director that we're hoping to hire in um in september in the next few weeks in september and the board will be able to provide that person with feedback and information they may attend a meeting or time but i don't think we need a committee anymore so that's one less committee that we have i've talked to felicia about it she's in favor of it the board will help get the information he has to get out to the public through the new part-time communications director any questions on that any concerns any disagreement finance is which tuesday finance will be the first tuesday because that way in that morning if there's anything has to be brought to the board then that after that meeting they can do it right from their update and then the policy is on september 27th policy will be on um yeah the fourth tuesday of the month we meet on the second and the fourth tuesday this is four so on the second tuesday is going to be uh finance building and grounds cip on the fourth will be uh policy and curriculum will go on as is as they normally do because that's a meeting that needs to take place during school time because you have teachers you have students so curriculum you're on you keep going we're gonna john and i are gonna talk probably try and set up a morning consistency is good if you can if you can set it and hold it that way people that like to join they can do that yeah okay i wanted also a compliment on on the mural at cms it's just the pictures are phenomenal i can't wait to walk over there and see it live but just trying to get over there to see it it really is something that's beautiful at the meeting that we went to on thursday the cape workshop i'd like everybody to write this down edsightconnecticut.gov connecticut.gov site connecticut ct edsitect.gov edsite is a report card on every district every school system in the state and you can look at look it up by our district you can look it up by school what the report card is on the state unfortunately they only are up to 2020 so you'll see where we are relative to 2020 they're hoping to have 2021 done before the end of the year so right now this state's always lagging behind but eggsite.gov also has a lot of good information in it that you may want to look at for safety health things that board members might be interested in uh as we go forward so really that's uh that's my report and that's it any questions did you say that it was edsightconnecticus.gov yeah inside ct.gov and it's and it's actually edsite.cp.gov thank you insight.gov i can provide support for folks too as necessary for them as well okay we reference this regularly okay yeah it's pretty cool it's a cool site we have a technology committee i know that's more district-wide but we do not have a technology do you see a need for technology what do we have that is technology we're a technology strategic planning committee we are we are going to go through a strategic planning process with the new superintendent it doesn't make sense to do it right now so we are overdue on a strategic plan so we will have that we're on communication can we think about what committee would like to do oh yeah yes yeah yes so i i need that that's the other thing i think it'll lend more support to the other two committees so our other three actually so thank you okay anything else yeah i know it's like just one minute uh sure tim o'donnell long-time social studies teacher time coach has given up coaching after 20 years probably coached 40 or 50 teams in his 20 years he's given it up he was the connecticut state track and field coach of the year and he was a finalist for the national back and field coach of the year he didn't know his final story and i just want everybody to know that maybe he's the kind of person we want to invite to a board meeting just to say did a phenomenal job with a million kids over 20 years and a couple years he coached three seasons and almost every year he coached too moved on i think i think that's a great idea um maybe this is some certificate or something we could love to honor them for that yeah [Music] okay uh we just have a few more things to go and then we're going to go into executive session so uh the consent agenda you have a motion consent agenda please joe thank you thank you erica first and second uh any discussion on the consent agenda has its changes and what you'll be what you're voting on is the uh resignation of the four staff members listed well that's not separate that's in the consent yes it's the approval of minutes and the uh the approval of the examinations okay so i wasn't clear so approval of the minutes from 2621 and the resignations any questions okay all those in favor i appreciate good unanimous thank you and can i have a motion on the first reading of the student and family engagement coordinator job description please thank you uh send me on the first ryan on a second any questions on that it's only a first reading you can certainly bring questions back done all those in favor aye again unanimous thank you okay there's there's an uh i've added board member comments sometimes we go through a meeting maybe there's something like joe i thought that was great did you brought up about tim any any other comments board members want to make concerns issues things you want to update us on things you want to need to hear more about or would like us to investigate everybody's good right now so this would be a standing piece of the agenda for you to there's something that you want to add was beautiful okay um with that we're gonna go into executive session um can i have a motion to go into executive session at 7 15 and we are going to include donna john and me donna john and the superintendent will be in executive session everybody else is late so can i have a first on that thank you peggy second i'm joe thank you very much all those in favor so we will go into executive session thank you

right oh so and that's misleading right there oh yeah no it's the the the math from our legislature i i wish i had some answers yeah it should be 24. and then if you have your calculator take that same 90 something over the 918. the 92 over the one over the 918.77 cents that should be the whole property would be your whole property tax on that average property so you and i would look at our bill so going on business we do the same calculation the only difference in the business there are no homestead credits and exemptions so we then move back to the same page i do the same exercise that goes from 99 to 64. go to the next page that's what the question might look like if you really use the 54 set number but again going to the final page i believe the only way you and your voting constituents can find out what's really impacting them is to get to that calculator i mean for the reasons i say the calculation the average value is pretty straightforward the calculation of the average taxpayer is not and then the growth calculations or the increased calculation is very misleading so that's i i wish there was a better answer it's not a good answer but it i think chris wanted me to come and just reiterate or go through and help us understand but then reiterate that ultimately your best tool is word of mouth in your community and getting to that tax calculator now tax calculator is not completely perfect but it's pretty pretty close so you can get into there and get a much better feel for what your tax bill might look like and then realizing with your av growth things should actually be better than that but you know that's more just a side note as far as you know what what that's looking like okay i'm going in the future going to ask a very dangerous question because i'm not going to be a lawyer here and ask you a question i already know the answer to so i'm totally i could be you said he's going to ask the finance one what do you want the answer all lawyers are known to ask a question you already know the answer to i don't know the answer to this question so it could go up in my face but so on the tax calculator and i feel like that's still the best tool and you said that you know there's some short falls and pitfalls one of the things that i hear a lot in that tax calculator is that when you go to the site for the tax calculator it is for the last published and collected tax year not for what people just recently got in the mail telling them how much their taxes are going to go up so they see other assessed values going up and so they see that as we're being deceptive when it's the most accurate information that we have my question then is is there a way to gauge based on what that went up to this year for the assessed valuations of of how much to okay so yes this is how much it says it's going to go up but because of that slight difference it might be just that much more i'm sorry actually you probably will be less because of the fact that right because this is how you went wait yeah i i didn't think about that with the assessed value that's going clear up that's going to be we've been talking about that all night that the higher the assessed valuation is the lower that tax rate becomes so for people who are concerned when they plug that in and go well that was last year's tax rate well this year we're having that we have a assessed valuation going up so that tax rate is actually going to come down yeah so there that's excellent point the tax rate calculation would be a lower tax rate however when we have a reassessment or an increase it's a real allotment of taxes among taxpayers so you may have had an assessed value that went up ten percent yours may have gone up three percent yours might have dropped a percent and that becomes a new alignment so if your if your assessed value individually grew greater than that average you may not see a decrease if you grew less than the average you may so the problem is we don't have that solution one possible solution if you do receive your reassessment and have access to your no you didn't take i did i looked at mine said i'm not going to challenge us so i threw it away if you have yours that is a better number than the going on online online will catch up now that we have the new certified write out our assessment out there there we know those numbers are back there someplace it's how quick will they actually get into a usable database but so yes there but no there isn't a good way that i would feel comfortable saying well decrease this number by a percent or something it's just with that much of an assessment change some of its new property you know there's new new property or new businesses added something to the others it's a pure change in your in your assessment or in your neighborhood a bunch of houses sold at very attractive prices and in others there were no sales you know so it's a little tougher that way to be able to pinpoint it and that is one of the weaknesses or you know in that calculator is we can only it's always good as the data we can put in it yeah my problem is the two guys across the street putting some [Laughter] another clarifying question jim i think some people are also under the misconception that if the impact would take effect immediately in 2023 and so just for some clarity when would that impact take place if the referendum passed in november we are projecting if the referendum passes in november we would sell bonds sometime in 2023 so the first you as a school corporation would be able to levy taxes would be in so we're still out of the ways and we don't know whether that will be an incremental snap or the full full piece it depends on the schedule and things like that but the first you would unless you sold bonds this year there is no way to put anything on the tax rule in 2023 for this project and we wouldn't know necessarily what our bonds that we would take out would be until we get bids and those type of things because 115 is the cap which includes not only the the new school but the rent uh renovation of the two high schools so it could come back less or yes for those of you you you were all with us but during the project hearings again we set those as maximums and the payment stream has maximums with the idea that if there's ability to borrow less or different repayment terms shorter whatever you know all of those things could potentially bring that down the biggest impact would be if you borrow less just like with our home mortgages it's more of the amount we borrow than the final interest rate you know makes the biggest difference table and that 115 only includes the renovation of the two schools but soft costs and other types all of the costs that would be used up front it does not include the interest the interest is in that payment the interest is in that 84 cents or 53 cents or 83 cents 54 cents um but as far as all costs are included in that 150 right how does a borrowing gym or bonds line up with the expenditures that when it's over a period of time we don't borrow all the bonds at once it can it can vary um depending on the markets depending on if you have bids up front typically on a brand new school you would probably borrow most of it up front or all of it up front where did where does this school corporation park the money it would be with your trusty bank and then you could invest it and with today's short-term rates there would be well construction earnings that would occur to offset some of those costs to the extent you ended up with your architects deciding that the new building would occur completely ahead of the renovation so you have places to move everybody and that's a very much possibility i don't know you could phase that by selling you know enough for the new construction and then wait a year or two and sell for the other there are some it depends on the market if we think the interest rates are going dramatically higher you don't do that but if you can wait that is less that's less interest you're paying on stuff you have aren't spending on as well as it pushes you a little further down the road in amortization so we still could borrow for no more than 20 years but maybe overall that's 22 years of amortization instead of 20.

so that'd be an important decision yeah and i think that's very will be very um important as you develop the final plan to work with the architects on how that phasing how all that fits together it's different today because we can actually earn something on the money if we're parking a hundred and ten million dollars or 115 million dollars away to spend over the next two to three years when we were earning nothing that's different than today you know earning something reasonable on the short-term uh reinvestment rates so yeah i'm coming from a long history of us being not earning anything on the construction funds for oh my god i would skew the tax tax impact to the decision that that makes oh you're exactly right to the extent we and we took a very conservative approach and did not account for any construction fund earnings but to the extent you earned there that is additional construction funds available to borrow maybe only 80 million yeah and and the way you could structure it beginners yeah yeah no those are all you know we tried to go as conservative to give you those choices but you know you're exactly right those are uh items you as a board will have to decide as we get further down question underlying under all of this is the agriculture farmland does it come in similar to that 80 actual or because where we said that's a huge component of the property tax is the agriculture plan what i will i haven't run any individual farmlands but i know the base farm assessed value that you then calculate your production values off of one there has gone up this year and the projections talking to learn more i'm just talking about that 124 percent oh and then the business at 90 whatever it was what's the agriculture look like i haven't run that i could we can try to give you a rough idea like there i will have to the hardest part will calculate the app kind of an average um because that again is something policy analytics has all that data for but i think we could it's a big that's a good question okay that we encounter personally i i've got it at 64 okay now the accuracy of that i told somebody earlier in my math but it would be interesting to know and yes i agree every parcel is different right but at least you know that that's almost 50 of what the ballot is going to read on the residential yes i find it interesting that the legislature only chose those two categories um now they are the two extremes the one in the three percent properties rather than the two [Music] prior discussions over the past years it's about 40 maybe that contributing component okay we can try to do some more research on that at least have that as information for you it obviously won't be in any question but it will help you as a community prepare for the it should actually be on the ballot question too i mean that's the part that's surprising to me that it shows the two the two and not the third because they live in the city they're our friends in indianapolis that's right [Laughter] a weird question um are there other calculators out there like does the dlgf have a calculator does the dlgf will put a calculator on there okay and again that calculator will be biased towards the 83 cents okay it will not it will it does not factor in the yeah the rest of our calculator is the one that needs to be the rest the rest of the calculations will be very similar under underlying uh they typically don't in your case it's going to be very similar to the extent it's your district had tax cap implications and things like that their calculator is more different you're not addressing all of that but the idea that they'll be looking at the 83 cents okay is there a reason we wouldn't want the public to use to do assessed valuations if they have the preliminary exam because we will it will artificially increase their tax impact from the standpoint that the 80 or the 54 cents has not been modified downward because of the av right yeah so we have no benefit that we're going debt free in a year yeah well you'd still have some benefit but not the full benefit on their calculations so i would say to encourage people to stay with the 21.

yeah i mean and realize that that probably will yeah it probably is still going to be higher unless you're one of those properties it really grew a b wise individually just because the the tax rate will the tax rate that 54 cents realistically let's just say we went to 50 cents you take your save av you have a lower payment if you try to make the adjustment you might be the same you might be higher you might be lower but i think you're you're right the only one part of the equation would have been changed if they use that new new ap so it's reasonable to say with the 54 for 54 cents that the school portion of the property tax will go up 80 percent but the overall property tax that mr visceral figured out will be closer to 10 11 for the overall property if according to the way we look at that yes and the 84 or the 80 it based on their calculation would be more realistic but when you look at i think it's important to remember it is your total tax rate that you're actually all looking at your bills none of us pay our bills separately a check to the school a check to the township and they're checked so the 80 is only the school portion of the property tax not approval but in the end if you have a true reflection of the individual taxpayer you use the tax calculator yes can't stress the tax calculator no any other questions for jim thank you um so i met somebody in the community who doesn't hasn't met you yet and so she was questioning you know just how trustworthy and reliable this data was earlier that some of this is verified by the auditor okay so all of all of the question and all that table you saw the otter has gone through and verified all of those items as part of the certification of the question the process the school submits their question submits the data they then verify they have to sign off on it i'm trying to convince her but i so we have three different layers here that made sure that this was accurate information and actually the basis to a lot of this the policy analytics has every parcel in their database and so from that standpoint they they get a very deep guide into the assessed value side and the calculations of the averages and things like that thank you jim thanks okay ready for this yep so then the last thing i need is just approval uh to advertise the form 3 which advertises our tax rates that we went over earlier and then advertises when our budget hearing and budget adoption times are so we have a recommendation to approve the advertising of form 3 and gateway to make the motion what would you approve so motion in a second to approve the advertising of form 3 and gateway all in favor say hi okay moving on to personnel under resignation we have julie gogoleski i think that's how you say your name julie sorry if i am wrong uh cook at sharp creek elementary also under resignation uh rebecca metz cook at norfolk high school under employment we have tim morissette bus driver from the south gene fields cook at southwood elementary amanda watson athletic secretary at southwood high school team tammy tucker uh health services assistant and jeanette lyons paraprofessional at metro north elementary under transfers we have katy singleton transferring from long-term support full-time teacher and kelly taylor transferring from health service assistant to health health service supervisor under leagues you see those for the dates and times for those employees 140 141 and 142 and then under coaches this is from northfield high school for uh for this year uh carls delgado varsity assistant softball and faith lemming assistant cross country motion in a second to approve uh the personnel recommendations is read all in favor say hi all right report heartland career center matt do you have anything for us we had a short meeting the other night but the highlight of it was the number of students that are enrolled i'd give you a piece there 627 students are enrolled at this present time uh go across the bottom there you can see how each school has quotas and so on but they're packed to the gills so the future growth there has to be some way to get more room a lot of kids will turn down because i'm not enough space programming so it's a good problem to have to happen kids wanting in there that fast a few years ago we were just hoping for 100 500 kids so it's a lot of growth that's it uh superintendents report what's your key paper yeah i just want to mention a couple things first of all of course with the information that's been talked about tonight we still want to make sure that we are directing everyone to the tax calculator our referendum page on our website it's very important to read a lot of that information to be informed we will have some different meetings to actually answer more questions and actually talk more about this uh we'll be at uh several uh football games volleyball games we'll also be at a cross-country meet um then going to uh give me some tours of some classes some golf outings but specifically if you want to come and really hear some of the other presentations that will have even more information the first one will be on september 12th i'm at 7 pm at northfield and we just are calling those new high school project informational meetings and then i'll read one more and then we'll wait on the other ones until later because we'll have other board meetings but uh also in uh september 17th i'm sorry that's the actual wall-based founders festival parade um on september 24th at southwood then i will also have a meeting that will be at 9am that's on saturday and so those people that are not available in the evenings we also have a couple of saturdays here too so we've been sending that information out it's on our website it's on facebook page it's on an email that's going out to over 6 000 people so we're just trying to get that information out to make sure they know that they can get the information because again we want people to be informed uh prior to november 8th before they go and see that valid question mr greg yeah i have shared with you with our sat scores um just to kind of get catch up because so much of the testing real changes so often uh the state of indiana replaced the istep for high school for school accountability um and for graduation with the sat and so i'm just going to read this to you here uh indiana is going to use the sat different field assessment requirements listed in a code for high school accountability obviously as this is the sat we're familiar with the test mathematics reading and writing for juniors other kids can take it but the schools will be assessed based on how their juniors do or their 10th grade or their level of papers i should say all students are expected to participate schools that have at least a 95 partition participation rate will not receive punitive measures and so if you choose not to test juniors then as a school you're held viable for non-testing so the 95 95 uh threshold is whatsoever a caveat that we should all keep in mind while high schools are held accountable for these scores the department of education has allowed students to find other ways to graduate which is a good thing right not every kid is going to go to that s.a.t to get covered board because like might just mention department career center gives kids great career jobs however those students are still expected to take that snc right and so they don't have to for their own graduation purposes they can graduate with a career pathway to heartland however our schools are held accountable how those foods perform on that sat so i think we understand that might impact the scores negatively um even still uh it's a data point that we'll try to use and you can see here these are the spring 22 results um and so this is relatively recent it's always hard when they do the colleges because that's so many years for them to collect that and i can tell you for roughly comparison purposes um i can't the department of education did give us percentages of students that participated but i do have student numbers and so northfield and southward together tested 120 juniors to produce that result manchester tested 116 and wabash city schools tested 109.

and so we tested the most juniors who knows what percentage that turns out to actually be for those schools um i want to say we had all the two juniors and i wouldn't put the principles on the spot but i'm pretty sure we had a very high participation rate some kids were sick and because of the s.a.t there's a very tight window when you can offer those so if they're not there they're not there and we have students in the old rise school classrooms that would be counted as juniors and so you can see there obviously we'd like for those to be higher um and so we principals are aware of that and it is a part of our conversations to try to prepare students to do that even knowing that some of these students that take the test it's not a part of their future at all so it might be hard to motivate them to do to do what they can just do and they're just mark it's a three or four hour test um you know and so that's a challenge for most students anyways that are that are driven to do well on it and students that see no reason to take the test and it says percentage meaning benchmark what's the benchmark yeah so the sat the college board sets a meeting rate and so it's that's typically the 50th percentile for the whole globe and so that is what the indiana typically has chosen to use for its benchmarking roughly 1080 out of 1600 because it was generally it but it will change based on how the average student does very excuse me the student average not the average student so anyway i just want to keep you updated with that all right moving on to new business we're going to be discussing the norfolk southwood and white's junior senior high school improvement plans yeah originally originally they were going to read each of their plans um we thought we would do something a little bit different here tonight though so we're just going to do it in alphabetical order so we'll start with mr snyder northfield all right well i thank mr great for privacy but we have two main goals and all that what we're working the most on is two main goals number one academics the two things the state looks at for seventh and eighth graders it's island and for juniors it's sat starting last year last year was the first time like he said that all juniors and it's good because kids don't have to pay for it they don't have to do it on saturday there's a lot of benefits to it negative is we've got a lot of kids that don't plan on they go right to work after graduation they don't care how they do it and so keep them in perspective so like northfield 47 of our kids were considered proficient state average was 49.

i'm not happy with that everybody knows that northfield we want to be at or above the state average but i'm not going to name names you can ask me after the meeting we have one kid who's very very intelligent couldn't take the test that day if he would have been there they would have been there we would have been at the state average it's a lot of times that's one or two kids that so no fault of theirs but they know because their mom and i even talked about it but that's the way it was and that was for the english part 47 state average 49.

so we're right there where we want to be at or above for the math the math test must be really hard because the state average of juniors being proficient was 30 who were 28 but again one or two students when you put it in perspective and that sounds really bad when i tell you those numbers but then you look at the state average and then the whole nation was also 30 on the map so our kids aren't doing too bad and you got to remember we're in a part of the country where i believe it's hard to motivate we got in perspective we have 55 of our juniors and seniors utilize heartland and they're looking at careers and entrepreneurships and going right to the workplace so to motivate them is a challenge you guys are shaking your heads when tim was talking so you get it so i won't go into that stuff too much so how are we going to improve that number one look at priority standards there are certain standards that obviously are tested more than others so instead of trying to teach all of them we're going to tim's have created the document to help us identify what should we spend most of our instructional time on so that's one way and then the other way is content area literacy especially on that reading part this the new state standards i don't know tim's probably told you 60 to 70 of those reading standards are non-fiction texts you get a lot of your literature in english classes where do you get your non-fiction texts science social studies math those content areas become very important because those periods those kids are in there that's why we got online textbooks and mr drake just helped us get physical textbooks back in social studies and all those different content areas because kids need to be able to be they don't take those home and read them at home we've got to spend school time digging into those and teaching kids how to get information from non-fiction texts so those are the ways we're going to try to get up and above that state average the other goal we have is school environment and northfield mr ellsroff worked a lot on this and it was that way before i got there but i worked on it at sharp creek and i was working with the state to be designated a family-friendly school doing the things that make people feel welcome and all those kinds of things it's not hard to do but it's nice to get the designation and we did a lot of school safety things we still do norris honor where you'll see on our facebook page once a week we're highlighting a student that did something great around the school and then student councils planning activities for the student body i guess the biggest thing for school environment and climate right now you guys did when you told us we did quick contact tracing last year because we've had more kids in the building and my personal opinion is that's the right thing to do and giving more power to parents and keeping kids in school and that's really helped the climate and it's been less stressful as parents students and staff and then closing comments i guess school's off to a great start one thing we're going to change at northfield is kids need hours for like honor society and key club and i think southward's already done this but mr pinnacle has something set up but with the new ad and with kids now being able to do more things because of less restrictions we've had our custodian have to go out after friday night football games and have to pick up trash and stuff that doesn't make it in the trash cans and now we're making it easy hours to keep from an honor society for service because they stay after football games and help and then all the custodians have to do is go take the barrel little things like that is really helping uh culture and climate so we have those two goals school environment just keep the morale of the kids and staff up and then the academics with the primary standards and content area literacy focus about that that's the nutshell of the power of real pages i think he's tired of doing that all right thank you mr snyder mr mcdaniel you're up i was i did have a 54 slide presentation but i didn't want to talk about the changes that we have this year so we have a new assistant principal mrs johnson um she did her internship her administrative internship with us in the office last year and so she's been a pretty seamless transition into the office into that role she's still retaining the internship program so we're we're getting our money's worth so dr dr smiles over there we also have a new math teacher coming over from whites the josiah whites we have amy and she's doing a great job amy wilson is uh fulfilling our special education teacher's role we did a change in the way that we handled special education coming into this year with the addition of the sixth grade if you think about the building we have a lot of tests a lot of curriculum and a lot of differences in our kids from that age range of 6th grade 12th grade so it's an easier it's an easier responsibilities list to have a 6 7 8 and 9 special education teacher and then a 9 through 12 special education teacher and so amy wilson has taken over that role for the uh 639 and she is she's just a just a mother into those little little sixth graders she did a really great job we really liked her in pe i wanted to find a teacher as good as dan snyder and so i got an insider to come back this year to fulfill that role um and we've also gotten a new sixth grade teacher and chloe kindle and so um some wonderful additions there the sixth grade has come into the building we did a lot of planning for that last year and um transition has been pretty smooth every once in a while you find something that you didn't plan for or you didn't you didn't consider uh but we're rolling with punches and doing pretty well the main complaint that i've had is they're a little noisy in the hallways so um the other thing is steve hawley was their hero the other day we put in a gaga pit i i shouldn't say we steve hawley and his folks his crew put in the goddamn pit and so that is an intense uh incredible environment for the kids um so i'd also like to talk about uh mrs france and the work that she has had in several weeks over the summer we have had nearly 30 new enrollments and she's in charge of two moments so these are kids coming either moving into the district or kids who are choosing msd or southwood over other schools that they could go to so i'm really appreciative about her efforts and so uh mr driscoll you mentioned heartland career center first thing it seems our 12th grade crew we have 63 of our 12th graders accessing classes of portland 45 of our junior class and then 16 or 10th grade class and so we we literally we fight for spots um uh and so we really really advocate advocate for southwest kids to get those spots um in our school improvement plan we have a mandated goal of being better than average with the island scores and so seventh and eighth grade about sixth seventh and eighth grade math and language in particular and so we've done pretty well with the seventh and eighth grade with the exception of the seventh grade math didn't fulfill that that state average um but we also look at our graduation rate and our attendance rates as well i want to take a look at last year we really really hit home on the issue of students failing classes and we tried some new strategies one of the things that helped us out jay mentioned kids being in a classroom so we didn't ask teachers to change necessarily their assessments or or their standards but we we met on a regular basis the grade level teams talking about kids and their specific issues and how we can touch base with those kids how would you maybe just nag them if that's all that they needed or a phone call home so i would like to tell you quarter one failing grades we got a 32.5 reduction in failing grades on quarter one grades quarter one failing things for two failing grades 29.5 reduction semester one thirty point four percent reduction in failing rates quarter three fifteen point nine percent reduction quarter four twenty six point six percent percent reduction and failing grades and then some semester two uh twenty two point six percent production failing grades and so um i guess to sum it up we're off to great start we're busy we're we're running around um i i i am now a high school middle school and elementary school principal so um but they're great they're they're fun kids and um we're rolling with the punches and saying we've got good people in place and so i'm really encouraged by the way that you're starting okay thank you very much taking some notice of some good information here to ask you about later too and for more too on that so now we're ready mr mcdivot at white's junior senior high school thanks mr paper um really we have uh two main things that we're working on white i think everybody here knows essentially we have two different groups of students we serve the students that are with us residentially and the students that we work with in our online credit recovery program so even though the goals are similar there is some distinction between those two little umbrellas but so number one our primary goal is to help as many of our kids graduate certainly you know if we compare our scores to any other school in the state they're not going to be good now we still have goals there and it's not that we don't work on but ultimately we're looking at the finish line for our kids and that includes both the distance and kids and the kids that are with us residentially and that is to either one uh help them to get their employer to graduate or get to the point where they've caught up to where they need to be for their age or for their work right there so um our goal for our graduation rate is going to sound pretty low but for our kids it's a good rate it would be 67 that is what we want to get to it looks like we're about 55 this year which is about where we're at last year so we've got work to do there and so the key component for us as we were talking about sat scores at northfield and southwood our kids aren't going to graduate with their s.a.t scores and so in box three is where we have to focus and the hard part for us we can't send our kids to heart to get those career concentrators done that's not an option for us however really mrs boone and her team have been a big part of this tommy actually has been a big part of this is just exploring avenues where we can get career concentrators uh we do have one that we think will work well for distance edge and that will be fully implemented this year so we do anticipate that's going to help our kids get to a place where we can get to that 67 graduation rate uh it's just i think everybody here understands kids residentially really can't go to heartland is it possible yes but it's just it's hard and then of course the distance air kit that's not an option so we do have again it's a business career concentrator that can be done all online that we think could be really help us move the needle on that graduation right so that's our primary focus uh why it's both really with our kids residential and for distance advocates okay thank you very much okay so we have no unfinished business moving on the board policy without well let's go ahead um if you can approve those plans we need to oh we do need to improve those yes and it doesn't say that other actions so at this point uh we have a recommendation to approve those plans so sure motion in a second to approve this to approve the school improvement plans all in favor say hi okay now we'll move on to the foreign policy uh the second reading and vote for the school board policy number 3160 as revised as for the uh any other code there that you see and i'll let mr key paper speak to that yeah just the two things that we're mentioning they're highlighted a little bit later so or contracting with uh was added to this policy that was already in our scuba policy 3160 and then also at the end just the word immediately and then of course the legal reference of indiana code 2026 14 9 so recommendation after the second reading here to approve this policy i'm here to approve that policy second motion second to approve the school board policy 3160 as provides all the people say hi okay public item a public comment for any items okay any items from board members yeah i've been sitting here thinking about the 21 assessment versus that 22. i just want to re-emphasize stay with the 21 yes because you're getting incomplete and if anybody's still watching this late [Music] and obviously this question was developed by legislation and so he made the point to be fun is that no one wants to believe what the government says but when the government puts something like this out then everybody wants to believe yeah all right any other items board members all right hopefully people are still watching because i have a prepared statement i would like to read on behalf of the 2217 students and the associated parents and guardians teachers and staff who selected the metropolitan school district of wabash county as their educational choice we wanted to respond to a recent letter published by some members of our community the letter advocated for educational reforms to ensure a positive future for our community and for our schools our goals as board members of msd of wabash county are to be inclusive transparent and make decisions that are in the best interests of our students both those enrolled now and those who will join us as future graduates that is why we embarked on a series of community meetings in the fall of 2019 and continue to receive considerable input before presenting the public in 2020 with a long-range strategic plan for our wabash county schools that plan realizes the goal of dream big a key element of our commitment to public education here in wabash county it was predicated upon making sure that we offered the taxpayers of the community a vision that provided quality educational options maintained a priority on the use of tax dollars and charted a future that used all of our resources to dream big for our students that plan zeroed in on several tangible and realistic goals first we will continue to develop and enhance quality programs to improve student achievement by ensuring that our curriculum offerings prepare students for life after graduation our students will continue to achieve at or above the state level on various measurement tools second we will continue our efforts to attract and retain students that means we will develop the organizational capabilities to expand our marketing and branding for the wabash county school community and highlight the quality of life in wabash county to attract new families third we will build upon our strong fiscal of strong financial resources and ensure fiscal responsibility and stability for the residents and taxpayers of our community by doing that we will recruit and retain highly effective faculty and staff and continue transparency on fiscal obligations and solutions via all operations finally we made providing safe and efficient learning environments a significant priority we researched ways to optimize facility utilization and security we explored ways to reduce duplication and increase efficiency these potential upgrades would support our students in the classroom and save taxpayers dollars by making the investment needed now and not delaying them and facing spiraling costs for the future those reviews led us as the locally elected school board to make the decision to invest now in a new high school with the goal to make our wabash county schools viable and sustainable for our community's future the new high school will continue to combine the latest in designs to ensure constructability and sustainability for generations we will make better use of our facilities we will offer our students the latest in the state-of-the-art classrooms the new high school will be a welcome front door in our effort to make wabash county a place where our present families will want to continue to live and an inviting place for future families the new high school will be ready to serve our community if voters approve in november we realize and agree that every one of us both the public and private sector should work together for what is in the best interest of our children our wabash county schools are ready to turn dream big into reality we welcome the active support of everyone to help us achieve that goal for this and future generations thank you and that is on behalf of the entire school any other items before members return

okay this is dr kathleen kaiser i am opening the school board meeting for tonight august 21st 24th excuse me and we will go to closed session until six o'clock and we'll come back then to open so see you then thank you um so okay sorry rap wrap calling this session of the chico unified school board into session we have been in closed session there is nothing to announce from closed session and so with that we will move to the flag salute i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all thank you i also have a civility statement to read at the start of the board meetings and there has been actually a new law passed by the governor in regards to the climate of public board meetings the governing board recognizes the role that civility plays in creating a safe and positive school climate and enabling a focus on student well-being learning and achievement civil behavior is polite courteous and reasonable behavior which is respectful to others and includes integrity honesty acceptance dependability the observance of laws and rules and effective communication the board expects civil behavior in the use of district electronic digital systems and platforms on district grounds and facilities as well as at district events including school board meetings students staff parents guardians and community members shall participate in district activities including school board meetings in a civil manner so i thank you for your attention to that and with that we are going to turn to student reports well school is back in and our high schools are hopping we wanted to hear directly from both pleasant valley high school and chico high school so mr shepherd do you want me to just go ahead and have him come on up all right we are going to start with pleasant valley high school and is mrs volk here i don't know hi i'm allie williams i'm a student at pleasant valley i'm jackson blakely i'm also a student at pleasant valley and we came to talk about link crew so basically link crew is an incredible three-day for our seniors and juniors where we train and learn to how to work with freshmen and then the freshmen come on a friday right before before school starts and we have an amazing rally with them we start off in small groups and it's just an amazing way to create a unity with our upperclassmen and lowerclassmen yeah it's it's really great um i've created already so many bonds and uh friendships with a freshman already we kind of introduced them to the the high school way pleasant valley way get them in groups i've had plenty of freshmen that i've had in my groups came up to me and just kind of talked to and it's really great it's a great introduction for the new incoming freshman yeah and with that being said it's you go in thinking oh these are just some freshmen like no big deal and then you come out with them being your like little best friend and then you see them in the hallway you give them a hug give them a high five or you ask hey do you want me to bring you off campus lunch it's cr like and it creates a beautiful like circle in a way because my freshman year i had amazingly crew leaders and i was like i want to do that one year so with that we wanted to create that this year and i really hope we did and i hope freshmen will do that their junior and senior year as well all right yeah and you thought enough to wear white and blue yeah yeah totally yeah i worked out perfect thank you guys all right thank you do you have any questions for our students i already nailed mine okay then we're gonna invite up chico hi thank you pb oh you're just aiming for trouble dude that's a good way to start yeah well good afternoon my name is dylan i'm the athletic commissioner for chico high asb and i'm here to like tell you guys about our before school activities this year what we've done over the summer so we got started pretty early in summer we had our joint um summer retreat with pv's asb where we had a trainer come in and we learned what it meant to be a leader what it meant to be a good leader at that too and we got to know each other really it was great it was a lot of fun we did that for two days and we took that right into our work days the following weeks i think we had probably around six or so work days before that we're getting ready for the fresh incoming freshman lean crew training all the above we got posters done for our first week of school activities um this bishop really helped us get into the like routine of things it was great and we made a lot of new friends during those two weeks too and we really got to see like who was good at what and everyone really just like fell into place and got working um so the week before school started we started off with link crew training we had not just asb members but members from all throughout the school um primarily juniors and seniors come in and we gotta like once again we learned about what it meant to be a good role model for these freshmen and get them excited for high school get them ready to be a panther and at that at that like we really learned that hey like when we get these freshmen here we need to get make them excited for high school like make them feel like hey we're not coming into an alien environment we're coming to someone we're coming into a place where people really care about us people want to get to know us they want to care about who they want to know who we are not we're not just another freshman we are like we are a person um so that friday after chiseling through training we did our freshman orientation and we started off with a gauntlet with music playing dance party should have seen it it was dance party usa like you've never seen anything like it before we got 98 approximately 98 of our teachers and staff to show up for this gauntlet so freshmen started off seeing friendly faces the faces of people they're going to be with for the next four years um afterwards orientation we did like pv we both broke into small groups played games with them really like taught them important lessons about high school you know stay on top of things don't let like one bad thing hold you down right um we finished that off with the barbecue which was put on by four or so teachers they barbecued for the freshman and for us so all right yeah so hi i'm brooke and before we like wrap this all up i'm gonna talk about exciting like traditions that we have really fast you guys just know a little bit more about chico high i am also our asb vice president at chico um one really cool thing about link crew that we continue throughout the whole entire like school year is that not only are they our freshmen in our linker group but they become our friends and so this one freshman her name's addison her and i see each other on campus all the time and we just knuckle boom every time we see each other which sounds really childish and hilarious but it's so much fun and it really helps the students feel included and it shows that all grade levels can be friends with one another and that's a huge thing for us at chico high along with making freshmen feel welcomed we also had our senior sunrise we chalked parking lot spots which was really fun and our band also helps us all feel really welcomed because our band is a huge thing at our school they play every friday our football team like sings the alma mater and it's really fun because there's all ages in the band and all ages on football teams and it really just helps our school feel included and inclusive for all grades and people and it just has been really fun meeting all new people as a senior and this year has just been so fun so far so all right hi my name is summersun i'm a student at chico high school and i'm also the um asb president this year so i'm just going to wrap this all up with talking about upcoming events so next week is back to school night which is super exciting because the parents come and it's a really great way for like the panther family to start coming in with the parents and so i think it's a great way for parents to get acclimated and know that their kids aren't just the only panthers also next wednesday we have clubs on the quad which is where our amazing clubs on our campus come and they set up a table and it's a great way for freshmen to see the amazing like over 30 clubs that we have on campus we also have our first football game next week and for our first freshman football game the freshmen get in free because we really want them to know that chico high is a safe place for them and that they can come out and have a good time with their friends and then after that we have homecoming which is super exciting because we really want to focus on the alumni and the importance that past chico hires have to um our amazing school so that's it thank you is your mom a chico state faculty member yes she teaches she teaches physics yeah okay excellent and uh why are you sporting 50 on your chest young man i'm sorry um it's the almond bull shirt for last year that we had designed yeah yeah we have all the scores and like who won who lost yeah so it was a pretty cool design yeah so we get to actually have the almond bowl this year correct yes all right all right actually we just had like the opening ceremony for the car raffle so we came from that oh very good on my face yeah well yeah i'll be happier when one of you guarantee me i win the car i do when it keeps escaping me every year miss bishop yeah she knows all so yeah yeah thank you i do want to introduce kathleen bishop she is their activities director kathleen thank you for being here both pleasant valley and chico high thank you so much for all you do for the school climate at our schools and wow we are in great hands in the future these are our uh leaders on the school site mr tennis i have a comment madam president um i have a student who's going to chico high for the first time this year my first child who's going to high school and i want to say you guys must just have incredible personal bandwidth to be able to take this on transitioning these young kids into that environment you know when i was going through chico high if that was happening then i don't remember it you know it was kind of like hey you're on your own man and uh the fact that they're not is really neat so thank you so that's a parent thank you all right thank you guys that you can stay if you want or you can you can [Laughter] thank you guys okay so now we move to the superintendent's report and recognition and i'd like to ask dr kaiser to join me so as i know the board already knows we have an incredibly fabulous information technology or it department they especially during the pandemic worked miracles every single day but prior to that they were already way ahead of the curve which is what allowed us to survive during the panic pandemic you know without of course there were issues but we had technology ready to go so i do want to ask everyone here that works in the i.t department to stand up this is just an amazing department and mr john vincent leads that department and they're just we would not be able to do the things that we do if it were not for them so again thank you to all of them tonight is a little more specific we will be honoring the i.t department throughout the year and we're going to kick that off tonight with honoring the individuals that actually do the work for the board to make sure that everything is set up for your board meetings that it is live stream so that our community can watch and as i got to find out a few meetings ago all the work that goes into taking it back down and storing it away so we would like to honor a few people and i'm going to ask dr kaiser to help me and maybe mr marchant can help as well with that so i'm going to start with mr patrick bessetti all right i know he's here come on now not officially a part of the i.t department but definitely uh gets all the facilities set up and ready to go mr phil morgan [Music] [Applause] zach vanroekel [Applause] tyler ward that's right he just he's a brand new dad priorities brand new dad he's not here tonight he's in a much more important spot that's right uh john vincent who leads the department [Applause] and brandon morgan did i forget anybody okay kelly i'm gonna talk over your presentation if that's okay absolutely patrick in addition to sitting back here and keeping us all um being heard shows up out front to help put my electric cart together and take it back down and put it back in my car at the end of a meeting while i i couldn't be here without him [Applause] i just again want to thank rit department you guys are fabulous and you really keep us rolling so thank you very much and that concludes my report and you guys also do not have to stay but we'd love it if you do want to without you guys we don't have live mic so you know the moment you leave something is going to break you know this right thank you guys all right so uh announcements i have one um my son kip tennis is kind of a rich history with chico unified school district kind of a phenomenon in parking lots from time to time but he is 11 tonight so i want to give a shout out to my son kip congratulations on a happy happy 11th birthday and dad is here so thank you okay birthday kip all right okay any other announcements all right so items from the floor i have one speaker elaine ward imagine it's the first day of school you drop your child off at the gate because they want to be a big kid and walk to class by themselves but as you're pulling away your parental instincts kick in something is wrong after 45 minutes of trying to reach the school someone finally answers and tells you student doesn't go here anymore you rush to campus where the principal informs you they tried calling you for three weeks over the summer to inform you of the change yet you have no missed calls nor have you changed your phone number you ask why you weren't contacted via email and you're told we don't do that when you ask who made this change you're told you did when you did no such thing no addendum meeting was held to discuss the new placement of your child at a new school nor was the proper placement put in place with the proper support nor was your child placed in the proper classroom setting how would you feel if you're wondering no this didn't happen to me but to a parent in our local support group one would hope as they attempted to resolve the situation the principal would have felt it needed immediate attention and would have accepted fault in the situation but this principle didn't instead this parent was made to feel that this situation was their fault and they were gaslight they were made to feel less than and simply told i guess i can put him in a class today how is this admin supporting this parent in a very difficult situation how is this admin making themselves approachable in the future how is this admin building a working relationship with this parent regarding the future success the future long term success of their child i'll tell you how they're not two days later this parent received an email from the principal saying how much they loved this student and how much of a gem they were but where is the love for this student when this incident happened and most importantly where was the apology to this parent for the principal's extremely unprofessional behavior in handling the situation some could argue it was the first day of school and there was probably a lot going on no this is a prime example of the lack of support we asped parents receive from school site principals being stressed doesn't excuse unprofessional behavior being stressed isn't a reason to blame a parent for something they did not do luckily this parent had a supportive network of parents who rallied behind them and gave them next step actions but i ask you what is happening to those parents that do not have a supportive network how are they being treated behavior like this from school site admins needs to be stopped it needs to be addressed and i assure you that as these situations continue to happen i will continue to bring them to your attention thank you thank you all right that's the only uh person who submitted a speaker card so with that we will move to the consent calendar and our last board member is arriving so is there anyone who wishes to pull an item from the consent calendar an item from this consent calendar anyone all right seeing no one um then may have a motion i move the consent calendar okay you have a motion from mr tennis and seconded by tom lando and we've any other discussion all right then we will uh do a voice vote robinson i orlando i kaiser eye dolby a tennis eye okay five to zero thank you with that we move to the discussion action calendar and opening day updates for the 22-23 school year jay musharn thank you dr kaiser um as we do every year we just like to kind of go how our first week of school went and what things are going on on our campus so i'm going to go over a quick slideshow if we get it pulled up there we go and i'm going to see if my clicker works so um again the 2022-23 school year update things i'll be talking about summer programs staffing professional development enrollment facilities and management co and extracurricular participation in technology um summer programs these are things that happen over the summer not the first week of school but we just wanted to give you a quick update we had 398 secondary students uh go to credit recovery and earn credits we had uh two different summer sessions for tk through five uh the one in june we had three weeks we had 744 kids attend one week one in august we had 407 kids attend we also do a k boot camp for families who want to get their kids into a kind of a what it's going to look like when they walk in we have 13 uh kindergartners show up for that we also had our extended school year um esy for our special ed students we had 328 um students attend that and then we also have this year where the first time was a junior high early back so we had students come in at the different school sites for that for that was 105 kids showed up so we had a pretty successful summer session this year and we continue to we have a grant um elop grant that we will be using ms keane tells me for uh for the future summer so we're excited to continue to be able to do that yes do you have the number of total unique students for the summer i'm sure there's a little bit of overlap in those numbers i was just curious if we knew that you mean like student groups or how many students were reached this summer oh how many total well i can only just tell you about those are the numbers that each one i couldn't tell you like how many different ones went to one versus another i was just wondering if we had the cusd saw this many students this summer for you know our different summer programs oh curious if we had that specific number i would have to do i would just add it up in my head no because there's overlap so oh okay yeah i'm sorry i do not i did get good feedback about the early back for junior high thank you um just go over staffing certificated staff we had 70 new hires this year that um get anywhere between elementary junior high high school specialized staff so we hired 70 new certificated staff this year and then classified staff we had 45 at from may 30 to july 1 that's number that i was getting from classified that we hired 45 new staff members during that time period a lot of professional development going on there was a group that went to the mtss conference um this summer we have different types of curriculum training we have also just some individual ones we had our new teacher orientation so i believe we had 68 of our 70 new teachers show up from the new teacher training we also had a special education new teacher training first on august 9th and then all teachers showed up on the 10th we had again a very good showing for that we had our professional development for all of our teachers that we had on august 11th it was a good showing we brought in obeyo to do uh training for all of our teachers one for tier one instruction and then obeyo also worked with our secondary teachers to go over the block schedule and the things that they could be doing on their campuses for that we also had um sorry could you give me the meaning of the initials for abeo it it's very descriptive actually it's it's not an acronym so it's just a name that they came up with for their company and i know this only because i asked the exact same question i thought it was an acronym yeah okay thank you i'm one that i did skip over and i which was a very big day for we have a leadership advance where all of our leadership our principals and psychologists show up we had a dr greenfield come in to do equity work with us and we will be most likely to be he'll be doing more training for all of our leadership throughout the school year and then we hope to bring them in for our teachers next year it was a very positive day we had a very good positive imp um from our staff saying it was a good thing for dr frank greenfield to come in so it was a very good day for us um some of the things that we also did uh we did some behavior support training for our instructional paraprofessional and campus supervisors so that's one of the things that we heard in our lcat meeting for our from our special ed parents that they're asking for more training for our aides and so they came in our behaviors came in and did a training for them and then also our administration asked if our campus supervisors could go to those also so they did um we had a good number of our campus supervisors show up for that and another one for transportation this year we did a neutral heart approach um training for our our bus drivers and we had a very high showing for that which was a it was a great day for our bus drivers because they were excited to come and they got some very good training on how to do different strategies for their students on the bus enrollment and we're just kind of giving you a 10-year snapshot as of today our enrollment was 12 175.

it will uh continue to fluctuate as our registrars our attendance clerks and our office managers find out that students that have not showed up yet um if they're going to be showing up or not so that trend usually we wait until right after labor day weekend to really kind of figure out what our enrollment was going to be but right now it's the highest enrollment that we had for this day in the past 10 years but again we have some work to do because we have some new office managers on different sites that are still working with figuring out how many students we do have on our campuses so we'll have a more realistic number usually right after labor day facilities and maintenance mcmanus will be getting started up this spring julie did i talked to julie kissel today she said most likely after the bids will go out that we're hoping to start in the spring of this year on mcmanus and they're hoping for the summer of 2025 that that campus will be completed that's our goal um coming in from facilities extra co and extracurricular um again we heard some of the great things that link crew was doing um at our high schools for incoming ninth graders we also do that for incoming sixth graders um it's called um web wherever where everyone belongs and again that was very successful in all three of our junior highs and then we right now in our fall athletics we have an estimate of about 1100 total students participating in high school and middle school athletics start the school year technology i'm john vince and his team um today uh which we were highlighting today they've done a great job they wrote um they rolled out new chromebooks for second graders sixth graders and ninth graders this year again we go on four year cycles for those chromebooks and so this year was second grade sixth grade in ninth grade so approximately four thousand chromebooks new ones went out this year and then we also one of the things that we heard that we wanted to do in one of our workshop was to do more goguardian training um so john vincent and his crew and tim carris did a training on for all of our teachers on the 11th so all of our teachers got training on goguardian and all the updates on to that so they can uh better utilize because as um we found in our workshop a lot of our teachers um were not unders didn't understand the new things that gore garden can do or weren't using them so we wanted to show them all the different things that goguardian could do for them in their classroom so what form did that did that training take so all of them were in different like grade levels or their departments and so i'll just kind of talked about since they led the training they're racing up there let's see who's going to talk first yes so so um it was an all-district training for all of our staff so we had a tv with a a demonstration of goguardian we had how many six students i think that were logged into our goguardian session we had services directors along with jay and kelly so you'd like to know kelly was on task the others might not have been so we use goguardian too to bring them back to being on task so we showed our teachers how they could use goguardian to view what all the kids are doing how to close down tabs how to lock all the chromebooks those basic things that really make it so that they can manage those devices in their classrooms and and they were at home watching this they were in classrooms over at pv so they were in all the different classrooms they actually were physically there in classrooms and it was like mandatory and they had to be there and yes wow it was mandatory and we had admin overseeing the different classrooms well for all of them who are glued to this board meeting right now i want to say thank you for doing that um because it's important to me as a parent you know um one of the hardest things is uh when we look on securely right and if we happen to see that our kids were you know messing around wasting time during class you know we're looking at things that have nothing to do with what they're supposed to be doing um you know just just generally wasting time it's it's frustrating so um teachers knowing how to work with that goguardian system and and monitor that is very very much appreciated so thank you to anyone who did participated in that or put it on yeah i would i'll say we we did have a slight influx in help desk tickets coming into i.t for goguardian help following that training and anecdotally there was positive feedback about ease of use for some reason the student name jay was looking at um hotel rooms at the venetian um during class time so i don't know how that came about but thank you for that all right all right so that was kind of a nutshell of our summer and our first week any questions for any of that services we can help you we'll be obviously giving you constant updates um for uh what our enrollment looks like uh mr karis has told me that he will be sending those out daily and then we will be giving you updates as the school year goes on how we're going how things are going on our campus jay you had a picture of the facilities and maintenance for peavey's culinary arts but you didn't mention it yeah it was just one of tho again we talked about that briefly because pv started their block schedule this year first of all we were talking about how sierra nevada believes that's one of the best kitchens in in northern california period even for restaurants but we can tell you the number of sections i think they pretty much doubled or almost tripled the number of sections of kids that are taking culinary not one because of the box schedule and two because of the facility and we hired another teacher that we stole from i believe the yuba city area yuba city area and then uh one finding another uh culinary arts teacher it was a great thing because we know priscilla is going to be retiring i don't know in the next we hope the next 10 years she says less than that but we would keep her we'll keep hanging on to her but it's nice to find another one to add just because we had so many sections that added to absolutely all right thank you for that okay so um the 2022 local control accountability plan revisions tim you're going to speak to that or dean okay yeah we'll both be here tonight to speak to this good evening and a happy birthday to mr kip i know him to be a very polite young man so please give him my best birthday wishes as is very often we have a couple of little edits that come with our el cap from the county after adoption and we've added those i i have it here printed out and marked if you want to take a look at that but they're pretty simple one specifically came from the county for uh goal one under uh once 1.7 specifically to make sure that we include students with disabilities in an in a description for that goal so that was very easy to put in there and much appreciated okay yeah the other two were data related number the first one was suspension rate the suspension rate originally put in the lcap brought to the board in june um was lower than the true end-of-year suspension rate that is due to a clerical error that cut off uh counting suspensions in early may and it's not to say that we had a a ton of great um increase in suspensions at the end of may but also what happens at the end of the year is administrators are cleaning up their uh discipline records to ensure all the necessary codes are are present in the records to allow us to query them so there's two things going on there so that was a clerical error we thought it was important to bring what we knew as the as the correct data to the board and call your attention to it the other two are related to survey data and that the student surveys that we gave last year was the first run of them and we had you know large teams of counselors working on them and being that it was our first run of them we mistakenly included a neutral category um and we believed that the inclusion of that neutral category has been uh deleted and we we believe that um the data was falsely representing the results because neutral results were not included the data is now [Music] it's documented that the the neutral responses are included so it's positive and neutral that are included in those counts so we thought that was a true representation although imperfect as perfect as we we could get given the answer choices uh my own going through the data has been that i think uh a lot of times the percentages without the number the n number would if someone wasn't very sophisticated with the stats they might misjudge them so i think it's well as a mathematician i think so much better if the end is there so then we know yeah i think we talked about that um back in june and will be included okay thank you yes eileen um thank you dr kaiser um i'm interested in seeing a pie chart or something that reflects what happened when you took that neutral response out is it is it in the attachment it's not but we can certainly provide that to the board would you please absolutely yeah forward it with an explanation sure thank you i i don't have the statistical brain that dr kaiser does matt um i just want to say i appreciate the integrity on the part of the district i think going back and you know if we painted a picture that was slightly rosy in the original lcap and we're coming back to say no it's not quite as rosy as we had said here's the real data i appreciate that so my other thing is we need to get the magic super glue answer to math can you explain that a little more depth please we score lower on math than every area than we do on english and it's all of our groups so i see that as as important as english language and we have made a lot of strides in that but our math is still kind of hitting all the bumps in the road i would say yeah agreed and and that was a going back to the uh it was a 1920 school year when we really started looking at earnest and the progression of students through the math courses and where where students dropped off and like a lot of things was put on the back burner during covid we picked that that conversation back up with math via the dlc we now have universal screeners going up through grade level 9th grade math which is im1 the high schools are working on systematizing their academic success courses to better meet those needs of of students based on those universal screener results in addition we've added the a a diagnostic system that allows teachers to measure what students know or don't um on the course content as they start the school year and that is given from sixth grade all the way up through im3 beginning this year so of course giving an assessment is not enough it's the analyzing and the reacting to the data that we will be working on and continue to have math as a focal point of discussion we have some really really impressive cte courses connecting with the high school butte and admissible to chico state even so i hate to see people falling off just because you know nobody was looking and reaching out a hand yeah another thing of note is um both high schools have have taken a a new look at the progression of students through especially math c and i am one um and looking for the best ways to support those kids that are struggling making that leap because that's where that's where we've seen it in the data where the leap is the hardest okay thank you you know and additionally additionally i just want to add real quickly that it's um the goal of our mtss program to see where this data lands us and with a person on each site and dlc working in in conjunction with the staffs that's a really good way to make sure that we're not falling through the cracks so i'm excited to see that continue forward too with the support of the mtss crew and i can also tell you dr kaiser um on the august 11th day elementary teachers it was a big portion of their professional development day that they were working on math is that correct we hired several teachers to come back through and really reorganize our scope and sequence for reading ready classroom math and did a significant retooling of it so it's just much cleaner crisper we adjusted some of our assessments also we're aligned much more with like fibs iebs with some of those things rather than just some district level ones with those things put a bunch of supplementary materials with it we have trainings with our publishers coming up also so we've we've had the same angst that you're expressing with it also and our dlc group has really put a lot of effort into revising things and having it ready to go this year great thank you eileen yes thank you dr kaiser has the state department of education delaying the math framework yeah thank you framework that was the word i was looking for is that going to have any impact on on us or are we are we independently moving forward like we did with um the creation of our math pathways here a few years ago we we oh my short answer to that is as we are moving forward we like i said before this is this is not a new question for us um and we are moving forward with you know some of the things that ted and i talked about today and in addition what i want to say is one of the when you look at the at math scores um one of the big drop drop-offs is fifth to sixth grade and we have worked to get diagnostic tests for math a which is the sixth grade math in the hands of fifth grade teachers so that they understand what it truly means to be ready for math a and we started with that with the pilot last spring so and your question uh absolutely by not having a framework fully approved yet you know the textbook publishers kind of wait for that to be done they write accordingly so then that becomes what we can be adopting a couple years down the line so it's kind of this domino chain that we've been kind of sounds horrible twiddling our thumbs waiting until a new a connected adoption comes out so it absolutely makes it harder with not having that framework in place like that ted um why would that matter uh what's up because publishers want to wait and see what's in the framework before they start putting math curriculum together to match up to what's in that framework and so the old curriculum is so inferior that it's not bad but it's just not nearly as crisply aligned to kind of what they're going to be tested on with state testing with some of those kinds of things thank you i think you're excused all right thank you all right thank you tim and tina all right with that um we moved to the uh dual enrollment agreement for chico high and pb and i already made a reference to that and there's john yeah thank you dr kaiser so this is a request for approval of the appendices to the agreement that was voted upon last year each year we'll be bringing to you we hope a growing number of dual enroll enrollment opportunities from our high schools so this year the both dependencies together we have 12 courses that we'd like you to approve we're excited about these opportunities for our kids going back to your comments about cte completers and those kinds of things so we'll be hopefully bringing this back to you each year in addition to these 12 we're hoping to develop some partnerships with four-year universities such as southern oregon has reached out to us so okay another opportunity i personally was very impressed with the courses i was a little surprised to see that some of them were identified as non-transferable but they appeared to be interactive in a lab kind of a setting so yes and to keep in mind too that while they may not be transferable to a four-year some of these courses are are a component of a two-year certificated pathway so for example an lvn pathway or a master welder pathway so they won't be transferable but they'll lead to degrees i was just impressed with the scale and the scope of the courses all right any questions any comments okay well then may i have a motion sure i'll move approval of the dual enrollment agreement i'll second that okay so we have tom lando and eileen as the seconder all right any further discussion okay so we can have just a voice vote on this all those in favor please signify by saying aye right passes five to nothing so that's great thank you john okay so i think we have maria she's hiding there she is good evening tonight i am here to present a couple items the first item is 9.21 informational relocatable excuse me update on the relocatable classroom building at parkview elementary on june 22nd 2022 the board of education approved resolution number 1585-22 authorizing emergency relocation of a portable building to parkview elementary per the resolution it is our duty to update the board at every board meeting until the project is complete the current report is the classroom has been put in place remodeled and ready to serve our students as you may remember this project was started or started construction pre-dsa approval as of yesterday afternoon we received dsa approval for the construction of this project we have a couple items that dsa has asked us to bring up to code or up to date and one of them is school lighting emergency ada lighting from the classroom to the parking lot the other item that is pending is the ada ramps those are long lead items we have temporary ramps installed for the moment we expect those within a couple months will they not approve it until the permanent ones show up it's approved oh all right okay yeah okay and this is going to be kindergartners in this building right we have kindergartens in this building and a new staff member at a parkview i'm in hornet i was over there today actually visiting the classroom to look looks fabulous it's just a beautiful space very inviting so they did a great job getting everything right in a short time all right great thank you so this is just informational yep okay i want to give some information too for those who don't know that julie kissel was pretty severely injured in a bicycle accident and she is has had surgery and is in recovery but right now she's taking a well deserved break so maria is stepping in very nicely yes she is thank you okay the following item is item 9.2.2 charter school measure k project request as stated in the measure k bond language part three the eight charter schools located within the chico unified school district boundary are to receive 15.34 of measure k bond funds the charter school committee has brought this project to for your review and approval location forest ranch school blacktop repair there are asphalt areas in the rear of the school containing basketball courts handball cords etc there are several cracks and ruptures in the present asphalt with weeds growing out of them resulting in several safety issues etc is came out of the report so this re-asphalt cracked and fracture blacktop correction repairs estimated amount cost is seven thousand seven hundred fifty dollars all right so um we would need a motion on that correct correct all right may i have a motion is there any public comment oh is there a public comment i have a question should i ask it now or yeah you can ask it now has our maintenance staff or does our maintenance staff routinely check on something like this to corroborate you know the the claims about the condition of the parking lot up there the eric germans of the world looked at this and so within our schools within our chico unified school district yes they routinely maintain and oversee all of our sites being that this is a charter school jaclyn would you please yeah so part of the part of the facility use agreement is that they mean they maintain the facilities essentially we'll do the exterior of the physical buildings but they have to maintain everything inside that includes the grounds so in the request that's attached to the agenda item there are pictures that substantiate the cracks that we're looking at so i don't know if it's zac or phil if you could bring that up in addition with routine maintenance on asphalt blacktops cords etc with wear and tear in use and years of use and service this type of maintenance is common yeah it's page four of the pdf there oh pretty bad so it is pretty substantial and as maria spoke to you can see the grass on the top picture that is growing in those cracks yeah some of these uh cracks were three and a half to four inches wide potentially being a tripping hazard yes and again this these measure k products project requests go through the charter group review yeah i'll move that we approve this item okay i'll second that motion okay so motion by matt second by eileen any further discussion i have a couple of clarification questions just okay triple check and put on the record we we still own the facilities right so yeah so okay and this is well within their remaining measure k allocation so yeah awesome thank you all right oh we have to take a boat you have to stand right there the vote yeah don't run away from the vote okay uh again we can do a voice vote here so all those in favor please signify by saying aye okay pass this five to nothing all right okay now you're off okay jacqueline you're up yeah so the next item is informational it is related to a 45-day budget update so ed code 42 127 basically says that after the state budget is signed sealed delivered if you will if there are material changes in the actual legislative language compared to what the assumptions were that you generated your budget on in in may and june you're to take it back to the public at a regularly scheduled board meeting to provide those additions so zach would you mind bringing up the pdf that's attached to the agenda item please so i will say the template is has a lot of numbers on it this is the template that we're required to use per view county office of education really the important piece here is the change column which is the third set of group of numbers so you'll see the single largest change is that very top line there's 14 million dollars more coming in in our local control funding formula that's largely due to the 12.84 increase to base it does also include inclusive of that 14 million is 386 000 related to additional funding for our tk ada so that we are getting an extra set of dollars to accommodate the fact that we now have a 24-2 staffing ratio in those classrooms additionally on the unrestricted side you'll see there's 1.1 million additional funding and other state revenue and that is related to our transportation so there is legislation that was passed that said we'll now be funded on 60 of our transportation expenditures so not fully funded but we'll take 60 percent so that is above and beyond the 600 000 that we already received so we'll get an additional 1.1 million uh for that and i want to give a shout out to our transportation because we have buses and drivers when others do not yes big cheer yes and dr kaiser i'd also like to give a shout out to california school boards association that lobbied very heavily to get this transportation stuff worked into the legislation and get it passed and on to the governor yes so on the restricted side you'll see a very large number there 22 million 22.7 million with corresponding expenditures so that's three pots of money there's two pots that are one time in nature so there's 7.4 million for the arts music and instructional materials block grant as well as 14 million for learning recovery block grant so basically 21 million of that is one time money and then we'll have an additional 1.1 million for our e-lock program expanded learning opportunity program which funds our after school program and our summer academies as well so this is just the revenue side because that's really what's impacted by the approval of the state budget expenditures on the district side so i'll be back with my team in december for our first interim budget revision for the current year which will have the closeout from the 21-22 school year as well as adjusted assumptions and staffing for the current year is there any questions it's nice to be looking at green instead of red yep exactly okay mr hanlon i think you're up so david cole and i are going to tag team this so um we've had a lot of press interested in staffing shortages that are in the national news it's not just hitting chico it's across the nation and state and all over the place so we wanted to kind of give you a snapshot of where we are and how we're handling it here in chico unified the stories are a little bit different between certificated and classified so david cole is going to go over the classified piece of that after i do the certificated so let's go ahead and click that so just to give you give you a little idea there you go we have about 798 certificated staff 711 classified you can see there's a thousand 44 44 positions but that means we have many classified staff that have more than one position 171 classified exempt positions and 73 administrators so it gives you an idea of where we're at when we're talking and these are just the different kinds of certificated staff that we have in the district includes all of those folks so over the summer it's a little easier with certificated pretty much resignations and retirements come just before summer sometimes we know in the spring sometimes we don't but we pretty much have one time a year within a within a window where we know who's going to be leaving us and how many positions we have to fill as david will explain in a few minutes classified as year round and it's much more challenging so we had 44 retirements um 29 resignations we hired 59 new people and staff on leave were 39 and so that's why the difference between the 70 that jay um explained earlier we have some staff that are temporary that came on to to fill some of those those people on leave these are the positions that we have currently um still open um as of a few days ago we we also have a um we have it up there yeah a math position in junior high also that that came up um just recently for some unforeseen circumstances so so we're pretty well staffed we have those positions are open and we're moving toward up interviews here shortly so we're pretty well staffed as far as certificate i will add that if you went back four or five years ago we would have dozens and dozens and dozens of applicants for each position that's not true anymore so we are feeling the effects here in chico certainly with our certificated staff we are we have maybe a handful of applicants for any given position and and sometimes we're just taking those staff from other districts that are around us and then they have the same problems filling um their staffs fully so so sometimes that's that's um not the best way to do that when we hope that everybody in our county have have adequate people to draw from but it's um it's difficult there are a lot of factors for that we have a lot of retirements people moving out of the area you saw that's a that's probably an abnormally high number of resignations not so much on the retirement side um so we are are filling those and on top of that we had we moved the block schedule um in the last couple years first at chico high and then a pv high school and we added a total of 30 additional secondary teachers so so not just filling old positions where people laughed we had to we had to hire for new positions too but um we're pretty well staffed these are the new administrators this year we've introduced a lot of us one quick question about the data on the previous slide um the certificated positions that aren't uh that are not filled right now um are those being filled by subs or are those just hanging out open no they're they're subs right now and that's why we want to move as quickly as we can like the preschool position just um resigned so that's that's fairly new the um the math position at um fairview just opened up i mean so there's some things that are like within days so we're not we haven't had and they don't plan to have subs in there for weeks and weeks and weeks we've we've opened up and we already have applicants for those positions and uh we'll be setting up um interviews quickly here thank you very much for the clarification every same like back one more slide um just because i'm a little confused on the math so there was 59 new hires but there was more than 59 plus those numbers of vacancies so i'm just curious about the numbers not matching up necessary so on leave um i hope if i'm answering your question on leave that kind of throws it we may have people on leave for a month so we can't get somebody in there that's properly credentialed so we may have a long term sub in there but on some of those we know they're out for a semester or the full year for different reasons typically medical but and then we have to hire temporary staff so they actually sign a contract and we hire them so i don't count the subs the long-term subs as as highers because they are really um short-term relatively seventy-three retirements and resignations but fifty-nine new hires and we didn't in elementary we didn't replace all those positions so people left and um and because we had extra positions for class size reduction at elementary we want to next year the funding runs out so we want to kind of glide into getting back to regular staffing levels in elementary so we didn't replace all of those folks either okay so the math doesn't quite jive but it works out in the classrooms any other questions uncertificated before i turn it over to david yeah we i just wanted to get the names up there we had introduced the principals and assistant principals earlier but um these are the new folks just in administration well good evening um again uh these are the different classified positions actually this lists um about a half a dozen or so there are actually 74 different classifications and security lists within the classified service so let's just list the larger classifications so so when you look at retirements uh it's quite a bit different from what happens in classified versus certificate we have classified retirements throughout the year there is no date set that people uh come to an end same thing with resignations uh a lot of our positions are partial positions so we're resignations throughout the year we have a lot of students that leave us we have a lot of registry resignations from parent restricted where people work in the classroom but when their student leaves the classroom they have to resign and so we'll see a lot of changes the new hires are just what's happened since july 1.

and we want to provide opportunities for our staff to get in on the fun we are planning an intramural district employee softball league to kick off this coming spring finally as expenses continue to arise we are conducting a cost analysis on registration fees for our various program offerings including kids club working with our district's financial team we will bring back this analysis along with a proposal and recommendation in november for your consideration as we wrap up this informational session we'd be a miss if we didn't publicly acknowledge all the hard-working people in community education we thank our kids club and camp site leads and staff our teachers and staff that teach the enrichment clubs and courses and all of the staff and parent volunteers that coach sports and hysl we appreciate each of them and we thank you president kaler and members of the board for your time tonight thank you so much ladies for a great presentation and again thank you for highlighting that we are working hard to reinstate a lot of those activities that did kind of completely stop during covid and now that that interest is coming back so thank you very much for highlighting that so that our community can hear appreciate y'all absolutely any questions mrs schultz can you just clarify on the when you're looking for the coaches in the community it's paid coaches correct or no volunteer parent okay but we pay the teachers i'm confused paying employees that coach for hyso yeah yeah okay so not volunteer or it is volunteer excuse me the coaches are paid or not paid yes okay couches that are employees are paid at this point yeah okay parents are not but coaches are correct and then how full is kids club right now are we turning kids away or where are we at with that this morning we started with a wait list of just about 120 we went through and called and emailed individual families and we're able to get that down to 77 this afternoon so we're we're working on it every day and of course bringing in those extra stuff and how many kindergartners did you get in today eight and they enrolled in our schools so it's a double win because the parents needed the after school before they could okay awesome um and so you hopefully we can find a place for those 70s it's just staffing is that okay miss ohanian is running as fast as she can i appreciate her so much i she's transformed this program with her team and the leadership so yeah we just we have a lot of people that are wanting to come some of our workers are college students so they're transitioning back so she's filling those slots as fast as she can awesome yeah the program sounds amazing except for the um slack the snakes i'm out on the snake yeah i'm not a big fan of the truck myself but the kids love it yes sorry mrs anderson any other questions mr schultz uh one thing the safety you had mentioned that you worked with uh mr walker on the safety and how that's changed from previous years so i know that when you go to the schools after schools you used to just be able to get into the school and then now that's completely different correct correct yes yeah they come up to we have one main entrance for our kids club and they'll come up to that door and utilize the ring doorbell and then we also have our cell phone for that site post out there as well for them to contact us when they're there okay perfect thank you mrs wilson uh have we talked to high school kids have we utilized can we utilize high school kids to come in like after school and do that and have we utilized in those um classrooms especially like the early childhood education classrooms have we went into those and kind of tried to get tried to push helping in that way yes i partnered with both of the teachers at williamsfield and higley that do teach that course and we have tons of recommendations that come from them okay but again i'm and i'm thinking about school schedule and i'm also thinking like morning announcements because i would assume after school is the time that we need the most people i would assume before school is a little easier but i that's just my assumption right for the student workers they mainly just stick to the after school right and then i was thinking like just make the announcements at our high schools as a way to maybe you know put it on the friday announcement yeah usually that might be a way to advertise and then also um i was at the preschool orientation a few weeks ago and they mentioned having breakfast back and they were looking for some parents were looking for that breakfast and i don't know if that's something but i just thought i'd throw that out there that they were looking for it and if that could possibly be something you guys look into that would be great but i understand the feasibility sometimes isn't there so thank you we can definitely follow up thank you just really fast to piggyback on miss wilson's um how old do you have to be as far as the high school is it 16 15 yes 16.

so essentially when we fired 30 new employees but when we start looking at ips and some of the challenges we have it kind of goes back that new hiring will touch on that a little bit staff on leave is 35 so the challenges we have in the structural paraprofessional we have about 81 positions that we haven't filled yet and if you go back to july 1st we had 61 positions filled we have done seven recruitments since july one we hired 120 total employees over the school year or since summer 90 of those were in special ed but because of new positions resignations people leaving and going to different positions we've actually are now at 81.
