001okay now that it's 7 o'clock I'd like to call this meeting of the upper perk School District uh regular board meeting to order and first we'll have a pled of Allegiance and I believe we have Mr cooker class from middle school leading us I Al to the flag of the United States of America and to the for stands one nation God indivisible withy and justice for all we waiting for them yes okay oh sure they're gonna hear it again all right we're ready okay I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice thank you Mr Bishop could I have a roll call please certainly director McCormack here director shmidt here director mccarrick here director Bieber

002director Cunningham here director Penny Packer here director flukie here director preo here director chran thank you thank you okay now we'll have introductions of Staff uh we have Mr Bishop our business manager and I just got back from vacation I'm a little slow today Georgie fiser uh HR Dr finina assistant superintendent Kyle Summers our esteemed Council Dr Roach of course our superintendent and our two uh our two class representatives we have Rachel Landis and we have Chris Montes and thank you all for being here today uh next we'll move on board president's report I just have one really quick thing to say um I just want to congratulate Leah she became a grandom again and I saw a picture of little little Nico and he is adorable so congratulations and Peg's birthday is Monday and

003um I'll just say it mine is Saturday so okay um and I will turn it over to Dr Roach for his superintendent report thank you Mrs Cunningham get this ready hey just a c uh thanks for the opportunity just a few updates here uh from my desk and again you're going to see a lot of cuteness factor in the uh in in the pictures this week um this month so I guess at Marboro they had a uh they have super bees every every month where students get recognized and this usually they have a pizza party this time with the snow that was out there they had a little bit of a sledding reward so you can see Mrs Stevens there enjoying her time and uh you know was a great great event for the uh

004for the students to participate I'm sure marbor Hill there gets gets used uh pretty frequently and then um no complaints about calling the snow day so that was a first um in terms of uh in terms of that but we we also had one of the FID days too so continue to utilize those as needed next up um we have a great kindness week recap from from earlier in the in January there so again a lot of things going on you can see students that participating in various events throughout the week and uh again good time to focus on that although we'd like to keep that going all all year long every day definitely a focus there and an opportunity for uh for us to uh enjoy and and I don't want to pull the

005cord out so yeah the cords are kind of short I can get close I don't have to put a ticket in for this do I yeah all right thank you sorry about that yes so again finishing up uh just some pictures from the Great kindness uh week recap is a great week sponsored at all our buildings as well as here at the Ed Center the Ed Center does not miss an opportunity to participate in the spirit week so we we're happy about that that because you don't let them no it's not that I don't let them I don't dress up for them but I I'm fine with it come on and uh 100th day of school yesterday I believe so you can see a lot of the excitement at both marbor and Herford doing things

006in lots of a 100 happens all throughout the day and sometimes you see students dressed up like they're 100 years old other times they have a hundred pieces of pom poms on them or sprinkles on a on a on a cupcake but again something for the students to partic participate in um as well as realize that um they're more than halfway through the school year couple other uh exciting items here the middle school had a phone case drop I believe Mr SX class was asked to design a phone case and they kept continuing to drop them and and participate eventually from the top steps there at the at one of the Middle School stairwells the the Intercounty band Festival students down there the middle school students as well as the U Club ESP Ponto Heritage

007uh month celebration that took place at the high school students are very active and participating quick uh recap here of winter sports top middle there I was able to stop by the bachchi match the other day which was great to see um you know girls wrestling boys wrestling Ling all of our winter sports um are wrapping up now we have a couple students that are student athletes that are continuing to into postseason but um for right now um season are getting ready to wrap up and sure enough we'll have a spring season starting May sorry March 1 I believe and not to forget I know Mr mccarrick is bummed that he can't be there uh but tomorrow we have our uh our students that are heading out for the the Polar Plunge so I know

008next year you're on you're on you're okay you're good good yeah so they they'll be on a bus tomorrow down to uh Citizens Bank Park to participate in the uh in the big polar plunge couple upcoming uh dates obviously February we're celebrating Black History Month and uh we're just finishing up a National School counseling uh week and Dr f is meeting with the team tomorrow to um celebrate with them next Tuesday is the upper perk Spirit day um we don't really have any school resource officers just kidding Ronney I know I know your day is coming up February 15th your day is coming up yes yes huge huge I'm going to probably call snow day um I know um then national ptfs day we have to continue to support and and thank our ptfs parents

009uh for for for supplying so much at our schools and then we have obvious have a day off on the 19th and then bus driver appreciation day which is going to get wrapped up with students doing some um some coloring and and pages to hand to the bus drivers as they're heading out in the elementary level so again continuing to uh to celebrate through the uh through the month here of February this is a tease more so than anything that uh board members in your packet today you do have a copy of the draft calendar you will get a you will get a digital copy in in tomorrow's board update and we're going to try to place this on the agenda for the workshop um if that all goes well in the workshop in two

010weeks for for approval uh it's a very traditional calendar similar to this this one couple nuances the first day is Monday August 26th that's no change that's the Monday before Labor Day uh we still although I know we have some people that don't want to have any emergency days snow days built in we still have three snow days built in so we have the ability to make a call if we need to and then we'll still apply and have hopefully the five uh FID days flexible days uh in the calendar as well before we have to go to alter any days on the calendar around the uh the spring break time so for the board you'll see this again in the update a little more detail on some of the days in there and um

011this is just simply a draft and let you know that people are asking what what's the first day I want to know vacation plans are and and get everything get set um contrary to one of our local school districts who who who were coming back with students on August 21st we are sticking with our traditional August 26 at this point um although we have a district on the other side of us that is a constant been uh a post Labor Day start tradition here has been has been uh the Monday before so more to come on that if uh if there's questions from the board uh between now and the 22nd we can move it to March but I know people are wanting to get these dates uh out for everyone and then just to

012let everyone know that uh the board uh spent an extra day here in this room uh on Saturday the 27th on a board retreat now this was not a disagreement exercise when I saw the picture I'm like wait they look like they're working together and actually they're working together as a team um they were supposed to not be able to you know see each other and they're working on a kind of an icebreaker activity here but I appreciated the board's time and commitment um on that day uh we were here probably almost six hours to go over some professional development we had Summers time with with Mr Summers who uh who dazzled us with his uh PowerPoint skills and uh again a good a good day all around and uh and got a chance to

013um to uh learn a little bit laugh a little bit and and continue to set us up for success and board as you as you know on on the agenda is the principles of governance and Leadership that we're asking to vote on which is the poster over to the right there that we'd like to get resignature uh from the new board also in the room tonight as as many are aware uh is the candidate uh finalist Mr flank Flanigan to replace Dr Carpenter as the high school principal so at least you're not wearing the same time that I don't know social media I guess and then on on the right hand side is um Mrs Marcy hawfield who is going to be sitting in as interim High School principal uh beginning on February 20th through

014the time that Mr Flanigan is able to begin with us projecting mid April so um we're excited to have both both of you on board and and and supporting our community and Mrs hawfield will actually be in the high school tomorrow um have be meeting with her tomorrow I me with the high school team uh around 8 o'cl so if any the students or teachers are there happy to um we'll walk around a little bit just to give her the lay of the land but she's excited she's a retired administrator and has done a couple of these inter room type stints to uh to help people out so working with through the IU for Mrs hot uh another C couple plugs here on the uh the upcoming uh spring Productions Matilda junr at the middle

015school and Emma a pop musical at the high school um there's a description if you see the presentation and you click here I don't know if it oh it does work now right yes but even on the website if you click that's can uh go go there for tickets so that this may be the first year that the middle school is doing online tickets as well um Peg want to know the gold card show okay I'm already gotcha um I'm sure Gold Card sales will go up as we uh as we move closer as it did as we headed into the uh to the Ball Sports uh but again excellent opportunity and you can see the number of students that are involved 60 actors and 40 uh crew at the middle school it's huge as

016well as the number of students and and the hours they put in at the high school so we're looking forward to uh to both of those I know I give a little plug last time about kindergarten registration that's continuing and ongoing so as soon as as as people are ready to register please come in and get registered so we can build the classes and have have everything set for you for the for the next school year isn't that crazy 2037 the class of 2037 yep y okay and again final I know this will probably be one of the last times you see this the community conversations we continue to have them continue to have people from the public uh and the community have conversations this next one is at 5:00 p.m. to 6 pm. so

017the last time we held 5: p.m. to 6 p.m. was at the YMCA it was well attended the room was filled which we're hoping to have the same thing at the shank Felder Library um and then two more these are the last three of the current school year and then Keith I don't know if you already if you knew this or if you already signed up but this is a this is for the Western Center's next me meal on uh on um March 7th yep unfortunately when I when I was down there yesterday I helped out with the uh judging of the U skills USA yesterday I talked with Chef AR and the six o'clock seatings are sold out and there are about 10 or 11 tables left at the 4:30 seating that was as

018of two o'clock yesterday so I sent my reservation into to the chef today and asked for a table for four so if two people want to join my wife and I that goes to the highest bidder it'll be a 430 seating but um this is going to be one of the events that people want to me don't want to miss so good luck getting tickets and do you know what the the um next meals menu is I do go ahead share the notes it's a Greek menu yes I was told that uh Chef art makes the best grape leaves I don't eat grape leaves but that's okay that's okay so again sharing the Western Center and uh and and great things still going on Al finally I want to make sure that we uh we

019wish I know he's not here tonight but good luck to Dr Carpenter thank him for his years of service here at upper perk had a positive impact and we we appreciate you we look we look forward to working with you in your new role uh at the YMCA thank you to Dr Carpenter that's the end of the report okay thank you we'll move on to our student representative to the board report turn it over to you so February 5th and the 7th the unified bot team had their first home meet of the year uh next Tuesday the 13th is uh districtwide up for exp Spirit day uh there's a winter recital on the 13th um on the 15th there's an eighth grade parent night uh they have the zoom presentation and on the 16th there

020is no school because it's an in service day and then that'll be a 4-day weekend because because the 19th is President's Day so we have no school that day um the swimming District Tournament is the 23rd and the 24th same with the wrestling District Tournament that's also the 24th and the 24th is also upper perks minithon this year the theme is Carnival so we do have a community hour I really hope to see some people there we have a bunch of like raffle baskets um that you can all like bid on and all the money goes to support Childhood Cancer so it's a really good fundraiser to have we have a lot of fun activities to do too and then we also on the 28th have um our annual blood drive for the Leos Club

021so please donate donating blood is so important I try every year but I have low iron deficiency so I never can but um I also just want to give a little shout out to Dr Carpenter um his last day is next Friday right um he's always put up with me and supported all my crazy ideas um he's been there for since day one for my fashion club club Couture that I've been trying to start every week week before the Schoolboard meetings he sat with me and Chris um to write up our Schoolboard speeches I'm sure this part is definitely a surprise to him so surprise um but any student L event he's always been there for prom homecoming questionable class fundraisers he's always been there to support us um Chris it's always been there in

022the mornings uh I think one of the just it's a small thing but it's uh always mattered to a lot of people and I think there's going to be like a little bit of a some people upset that there's no longer going to be uh him on the morning announcements saying inspirational quotes from various uh people in history or famous people today and um we're really going to miss um him saying to have a great day and the choice was ours yeah just thank you Dr Carpenter for everything very nice thank you so much okay we'll move on to Mr Summers and our solic report Sunshine act thank you Madame President uh in terms of sunshine act announcement the board did meet in an executive session immediately prior to tonight's meeting for the purpose of

023discussing a matter of collective bargaining between the district and the Upper Park Omen Education Association uh as far as typical announcements there are two public comment opportunities during tonight's meeting uh anyone who is a taxpayer resident of the district who wishes to speak uh has the opportunity to do so there are two comment windows uh the first is for anything that is being is on the agenda for a vote tonight uh and then there's another comment opportunity later in the meeting to be able to comment on other matters of concern involving the school district uh pursuant to the board's policy anyone who wishes to make a public comment at tonight's meeting does need to sign up uh using one of the signup forms that are available in the back of the room uh and that

024sign up form needs to be turned into the box that is located next to the screen where the slides were just shown uh and that that form does need to be turned in prior to the beginning of the comment period uh and there is a three minute uh amount of time for each speak each speaker I have a a note that I will hold up that says when you have a minute left 30 seconds left when your time is up uh to let you know where you are in terms of your time and then the last part of my report is just to note that on the agenda there is one correction under the new business Personnel report uh resignations for Katherine Stallings reading specialist the effective date that is listed in the on the

025agenda is April 21st 2024 and Mrs Fischer correct me if I'm wrong but it should read March 27th March 27th 2024 um so when that motion is made if it could just be noted uh that it is approval of the Personnel Report with the adjusted date under uh Miss Stallings and that concludes my report thank you very much so I have to share a quick story though because I thought it was really it just reminded me when you said about the time at our board rat rate when when we had summers's time all the all the administration held up time for him it just reminded me it was fun okay sorry done uh we'll move on to presentations discussions we have first reads for board policies and administrative regulations who uh who would like to

026take this on hopefully the board's had a chance look at the uh 600 policies listed on the agenda and if there are any questions or discussion please feel free to bring that up at this time Mr Bishop and Dr finina certainly there's anything you'd like to add the only thing that I would uh mention is that one of the policies here on the on the payment of bills um so we did have discussion that uh the committee gave gave uh Megan and I some time to figure this out because we are adding a description the policy adds description in with the list of bills pay of uh approval for payment uh and we were able to find that and correct it and in this uh list of bills right here we do have a new

027report on there for the board so if you have any complaints questions you can let me know and we can see if we can tweak the report in any way okay so get reading all right next public comments on action items and I have three public comments but none of them are on action items so next we'll move to the approval of the agenda as amended did I just miss you oh absolutely come on sorry about that uh Mike long I said I was on vacation I'm sorry not paying attention uh so this is in reference to action item H motion to approve the contract renewal with institutional compliance solution for Title 9 training Consulting Title 9 University software uh so it says renewal I will assume that that means that that is something that's

028already in place okay and within that document which needs to be printed out it mentions that there is a Dei University course and a Dei add-on that is chosen at the part of at the time of the package is that included in the current package will that be included in the new package it will not be okay thank you thank you that's it thank you okay that in that case that was the only I had something to say what's the problem what's your problem with being excuse me excuse me excuse me excuse me excuse me excuse me ex excuse me excuse me are you guys done for now thank you all right we need to finish our business meeting thank you thank you okay that's not all right so now we'll move on to the

030thank you all um welcome Frank next one here okay we move on to action items first is a motion to adopt the psba principles of governance and Leadership representing that the upsd school board is committed to providing every student the opportunity to grow and achieve the upsd school board collectively and individually will Advocate earnestly lead responsibly govern effectively plan thoughtfully evaluate continuously communicate clearly and act ethically motion to thank you do I have a second second thank you any discussion hearing none all in favor I any opposed thank you next we'll have a motion to authorize the administration to contract with Montgomery County Intermediate Unit Explorations PL program for the purpose of arranging for an interim principal to be placed at upper perom in high school until such time as a permanent replacement is identified

031and ready to begin employment in the district which we have identified thank you second thank you any discussion all in favor I I next we'll have a motion to approve Gorman president can I make a motion to approve items CDE e f and g which are the Gorman Associates for the audit the homestad fencing for the um for marbor and the mid school and um the 45 Center and G which is Tyler Technologies for the module for busing you may thank you do I have a second second any discussion just to clarify Mr mcer it's two fencing projects at marbor and one at 45 not the middle school I just wanted to yep no that's fine I just want make sure it's the maror split rail replacement and then a fencing around the uh playground

032area and and then one around around the uh fence around the 4 five area playground any other discussion so I went back and looked at the um the finance committee uh meeting where you talked about the the module for Tyler Technologies yes and in that I think as long as I didn't mishear it it sounds like this can be used to improve our bus routes potentially or make diff changes in stops or something like that to to better improve times or yes even possibly save some money yes and actually can pin I'm sorry I I was just going to say it it can actually pinpoint when the bus doors open and when they shut and where they're at all the time go ahead so would it be if assuming this gets approved would we be

033able to get you know kind of like before and after kind of thing to see um what kind of improvements it made danen are you here somewhere not here not here okay well I'll make sure that we ask her to give us a before and after I'm sure she'll be happy to tell us it'll be great after yeah that'd be great to know okay I will do I'm making it to do that we can put that on Old business perfect okay thank you anyone else hearing none we can get you an update on that if you want to leave it on for a month from now that's fine but we can get an answer to the and put in the board update whether it's I think yeah I think he just wants to make sure

034how how much better it is yeah yeah okay all in favor I any okay motions carried next I'd look for a motion to approve the contract renewal with institutional compliance Solutions LLC for Title 9 training Consulting and Title 9 University software at a cost of $6,250 motion okay second okay any discussion yeah I I would like to know um I just want to understand I heard you tell Mike that it doesn't include the Diamond package I just want to understand how the document we received explained the Diamond package but it's not the Diamond package so could you explain that a little bit I think Georgie and I can both take that um that's I did not say that to Mr long um so ultimately the Diamond package um is inclusive of components that we need

035um to implement and respond to claims of discrimination um the add-on is TI is Dei University so Title 9 University and the access to the tools and resources within that package is what the administration is recommending the question that I said no to was did we include the add-on for Dei University the answer to that is no that cost does not include that but what is within Title 9 University is what is essential for us to maintain our training we also are anticipating an update to the title 9 regulations and so the school district is prepared um to respond to Title 9 and investigate claims of discrimination okay can you explain the updates you're um worried about or planning for so we anticipate the federal regulations to be updated between somewhere well Kyle March March

036April but we've been waiting for them so I will say operationally as a school district the previous um Administration we had a few weeks to get those up and ready um and so Georgie um Kyle Peg um and actually I believe Ryan Hopkin was on the policy committee we had to work this was in 2020 that's correct okay so we are anticipating an update to those regulations directly and so components of the Diamond package allow us the resources and tools in order to make those revisions in a timely manner okay Kyle when do you expect that to be T so um the I think the context uh background is that these regulations had been uh initially proposed at some point last year then we were told in October they might be released um then March

037now we're hearing um potentially late March um potentially later than that my understanding is that the US Department of Education uh last week sent what they are proposing to be the proposed revised regulations to the office within uh the White House that reviews regulations there is um within that process up to a 90day Time window that they're permitted to use to review those regulations so um my understanding is that the regulations are are fairly lengthy so um as with most things with government I would eror or assume more on the later uh within that 90day window than earlier so um you know it could be within a month it could be within three months along those lines when those regulations come out um generally there will be an implementation date so it will say here's

038when the you know we're issuing these regulations they will become effective on this particular day back in 2020 when they came out I think it was August was when they actually came into effect um so what will likely happen is after those regulations are issued um our the Pennsylvania School boards Association will likely look at the policies in their manual that are impacted by those changes put out recommended revised uh policies for us it will likely be policy 103 and 104 um and then we would likely convene the policy committee uh to look at those revised regulations in short what we are expecting is a change to the the procedures that school entities need to follow when there is a complaint of discrimination on the basis of sex um right now there's a very lengthy

039detailed process uh that we need to follow when we have such complaints we're expecting some changes to that process as well as potential changes in what exactly Falls within the definition of sexual harassment thank you sure so I would like to just note that after four years of using the same company I recommend that we shop for other prices and packages that might be comparable and available at a lower price I'd also like to understand the usage of this system how many employees use this system what portions of it and with what frequency I have yet to understand what services IC offers that are currently mandatory like actually mandatory now from the Department of Education because as Kyle just explained this could be uh um I mean what he described is probably six months before

040we would have to really Implement anything but IC is offering Services were buying the largest package they have to offer um in preparation like you said for the new proposal which isn't in place yet the diamond level package that admin is requesting contains access to what is referred to as the Dei University and this is now the third way that I can see that upper perk is paying for de initiatives facets of Dei are addressed in IP The International Institute of restorative practices which the upper perk school district has paid for and has certified trainers on staff currently as a side note I've also been certified as a trainer for iirp so I do understand the concepts therein second earlier this year admin requested to approve six a $6,000 initiative that included Dei training for

041All District staff and includes access to a symposium for a select number of students that takes place at upen I fail to see how the diamond level package which includes Dei is necessary to spend money on I can recognize the beauty of staying ahead of the game and getting a jump on mandates that may be put in place but I can I don't see anything that says Title 9 revisions will be approved in March 2024 it seems as though it would be newsworthy at this point since the review of title n regul ation began in March 2021 were released in July 2022 were to be implemented in May 2023 then on hold until October 2023 and are on hold again indefinitely if the proposed changes were approved in March 2024 there are several steps after

042that like Kyle said that would have to take place and we would have 90 days to implement any necessary changes I would like to further mention how I would prefer to see upper perk focus more of its money energy and resources on initiatives that address factual needs of the school right now as we all know the district is in a TSI a targeted support Improvement plan for academics if upper perk wants to be first or best at something let's focus energy where it pays off Dei initiatives are intended to be a Panacea to address bullying and while I think bullying is also a cause that needs attention perceived bullying is actually down at upper per School dist District if you believe that the pays data is reliable which the admin says that it does the

043data from 2015 to 2021 shows that perceived bullying is significantly down but what is up by almost 30% and is one of the most significant shifts in the data collected in the pay survey between 2015 and 2021 is that students feel like school is not going to be important for their later life as of 2021 which is all I had available 2023 is not available yet only 36% of the students at upper perk feel that school is going to be important for their later life and that feeling is on a steady decline since 2015 the 2021 data shows that only 26.2% of students feel that assigned schoolwork is Meaningful and important and that's if you trust the data from the pay survey that also shows in 2017 100% of six graders reported that their parents

044provided alcohol to them I would like to see upper perk be number one at things but if a board member votes to put money into complying with a proposal that may or may not take place months in the future then they would be guilty of squandering taxpayer dollars today I'd like to make a motion to table this agenda item until the board is presented with a few other bids to compare and until the board is presented with answers to my questions what exactly is mandated by the department of aded versus what is offered here by IC and what is the frequency and number of individuals who use this service motion to table can I have a second a second yeah so there's a motion and a second for the agenda item itself uh the motion

045was to table this item for to a later time there was a second of the motion to table so at this point you would have a vote on whether to table this item till a later date is there a discussion uh or is it simply a yes generally it is right to a vote on whether the table or not do we need a roll call that might be easiest so a yes vote would be to table it to not take action tonight uh defer it potentially to a later meeting a no vote at this time would be to uh not table it to the Future to allow for a vote on the motion uh on whether to approve the contract tonight okay director McCormack I can table director shmid director mccarrick I will table it

049the military we don't care about their politics we just benefit from the service they perform it seems to be it seems that book Banning is a common practice in some schools does this board approve of the practice or and if so what kind of books being banned or the books that might mention something in sexual natural nature or at the same time assist students in the studies of History Literature or science I certainly hope not if they are books of pornography nature then one must ask why were they in the school bookshelves in the first place in the matter of transgender students and what bathrooms they should use there seems to be some confusion I have heard that there been suggested that urinals be play installed in girls bathrooms as a matter of necessity if

050this suggestion would be taken seriously then I believe that the most people would find this most embarrassing to all involved school students send six hours in school what they what would they do with the remaining 18 hours at home in the last 100 years in this country and elsewhere building contractors have not installed urinals in additional to toilets in homes excuse me it would seem it would cause quite a problem for some if urinals are they are necessary even in one's home for different reasons many teachers are leaving the profession and principls forced to hire qualified teachers with the result of that students are without good role models and are failing our studies our poorly disqual desined students being promoted with poor marks just to get them to move on and become someone else's problem

057is irritating me because I came across an article that shows that this has been around for years this June will be 200 years of the of the commemoration of Duffy's cut does anybody here know what Duffy's cut is no because it happened in 1832 back in 1830s the Irish were coming to America and the railroads were being built an Irish Catholic man was living here at the time he got a railroad contract to build one mile section of railroad road for the Pennsylvania Railroad it's down around mour is where the thing is where the area is he had 57 Irish Catholic immigrants come over to work on that Railroad and you know what at that time there was colera epidemics coming out so when people were coming to America everybody thinks You' come through Ellis
