Uh also to inform everyone, we did uh meet in executive session prior uh to tonight's work session to discuss a personnel matter. Uh first on the agenda for this evening, uh Dr. Berlin, we have a school report next week. >> Uh I do not know at this time. >> Excellent. Well, don't forget to bring students sometimes when we have student reports. It's a breath of fresh air for us when we have students come in. And uh I know I and and this board greatly enjoy when we get to interface with our students. So don't be afraid to wrangle some up for next week. >> We we will try. >> All right. It's now time for guests and citizen comments. Do we have anyone signed up to speak this evening? Excellent. Dr. Bim, we have a

superintendent report next week. >> Yes. I I'll have just a few brief updates for the board. >> All right. The chair will now recognize Mrs. Vicky Bending for the business administrator's report. Thank you, Mr. President. Uh, for tonight, I have the treasures reports in the general fund, uh, the end of February, as of February 28th, 2026, $13,961,3052. Capital Projects has $18.65 in that account. Cafeteria at the end of February had $850,96.84. 84. Uh student activities balance um total in those accounts as of the end of February $60,47269. The year-to- date budget versus actual and the cafeteria profit and loss report will be ready for next week. U moving on to the bill lists. Um I have one bill list for this evening. checks written between the last board meeting and this evening for the general

fund $137,718.91 and the rest of the bill list will be ready for next week. And that is all I have. >> Excellent. Any questions for Mrs. Bending? We look forward to seeing those next week and we'll have them on the agenda. Uh we have one item under legal advisement uh for next week. This is a student uh discipline item. Uh this is for the board to approve a resolution regarding the student discipline um that they'll be subject to a safety contract um which shall be consequences set forth in more detail and referenced in the contract. Um this is for a a provision of the said safety contract as recommended by the superintendent um and incorporated by reference in the resolution. That'll move over for next week. Does anyone have any questions on that one? All

right. Hearing none, the chair will now recognize Dr. Andy Pushchard for finance. >> Thank you, Mr. President. Four items under finance for the board's consideration next week. 7 A is the budgetary transfer from budget to actual. Uh 7B is the Northwest Tri County Intermediate Unit budget. 7 C is the Erie County Technical School budget. And 7D are the fund transfers. Um those four items for next week. There are a lot of transfers on here. As you pruise through them, we'll give you just a second. If you have any questions, I'm sure Mr. Spending is happy to answer. >> Mr. President, >> yes, >> I would just like to compliment the administration on their continued efforts to use our funds wisely and to make these transfers um to the appropriate places where they're needed. >> Thank

you, Dr. Pushjack. continued trend of ensuring that infrastructure is kept up to par and that's the reason that we don't have to go after long-term issues over time. So much appreciated. No other questions on those >> about the auditorium renovations, the future project. You know, seems like that it's been a long time now, but it wasn't renovated that long ago and I just watched an excellent musical here this past weekend. Can we talk to uh and thank you for two of our members for participating in that uh on the in the team here. Um what is that project entailing >> because that seems to be one of our nicer spaces. >> It is. Uh so the carpet needs to be replaced um in there. It is pretty tired. Um we've been working on replacing carpet

districtwide. Um, that's one of the last places that it needs to happen, which we still have committed funds for the carpet, but when we remove the auditorium chairs, it's not necessarily um it potentially they could potentially not go back in the way they were talking. And we got a new curtain, which is blue, and the chairs in the auditorium are mauve. So, um, and and >> I'm looking that way. >> And they are, uh, over 20 years old. So, um, just thinking about some aisle lighting that we can get in the new in the armrests of the new, um, seating if we were to get that and have the new seating in there. So, again, it is a future project. Once we have um once we get to a point where we're going to do

that, we'll have um more concrete information for the board. >> And concrete's a good word to describe why it's so complicated to pull all the auditorium seating out, put new carpet in because the lags aren't necessarily going to make the same holes. So, it could end up being more costly to attempt to recover what we have there than it is to to move otherwise. But that'll be yet to be determined. >> And the dollar amount is in no way a reflection of what it's going to cost. It's just a oh, we need to put some money in this bucket. So, start planning. >> Any other questions on those? >> All right. Thank you, Dr. Pushchek. We'll now recognize Dr. Jesse Williams for buildings and grounds. Speaking of carpet, we will be talking in subject A,

replacement carpet. Um, there will be two things on the agenda for uh next week to vote on. The first one is to approve carpet the carpet replacement for the high school thirdf floor classrooms uh at a crapload of money of 172,94352 as attached from the committed funds from the annual districtwide carpet replacement. And then subject B, the second thing will be the public facility improvement grant to approve the DCED Act 34 public school facilities improvement grant resolution. Looks like there's an application of 100 and a commitment of $200,000 to the project outlaws outlined. And that is it. Mr. >> Thank you, Dr. Williams. Any questions on those? >> Can I just jump in for a second? Were you going to note the carpet replacement would be cheaper if the if the rooms were square? >>

No, I was not. >> Um I just wanted to mention that at the time that the agenda was um built um that the commitment of 200,000 was an estimation of what the matching funds for the grant was going to be. Um once we got a price on Friday after the agenda was finalized, we found out that it is um our commitment is 23,000. Hold on. >> Remember out to my math here. >> I have it right here. >> Three. >> I can get it. >> So 203. >> Pretty good estimation. $23,293.75 is our 75% of that. So, um, if we could perhaps change that for the next meeting so that we could update the number to be the actual number if that's acceptable to everyone. >> Would you like to move that amount for us,

Dr. Williams? >> We don't need to move the amount. It's just a set. >> Speak the amount. >> Yep. Okay. As long as we have it on record, we're good. >> Thank you. >> Any other questions on those two? >> Mr. President, I assume this is a co-star >> deal on carpeting. >> Yeah, the carpet is >> okay. They're doing the install too. Yeah. >> Yes. >> All right. Thank you, Dr. Williams. Chairman now recognize Mr. Jeremy Blazer for personnel. Thank you, Mr. President. There's three items on the agenda for next week. Uh, subject A is for the appointments as listed, including our extended school year appointments. Uh, B is for the conference requests as listed, and C is the ESS substitute list additions as listed. >> Thank you, Mr. Blazer. Are there any questions

on those three items? Hearing none, those will move over to the agenda for next week. Thank you, Mr. Blazer. >> Thank you. >> Uh, the chair will now recognize Mr. Steven Mor for policy. >> Mr. President, currently there's one item under policy and that is the first reading of the uh attached uh noted policies under attendance, weapons, service animals, emergency preparedness attached safe to say and uh relations with law enforcement as well as school security personnel per the attachments that'll be moved over for next week for first reading. >> Excellent. Thank you, Mr. Moore. Are there any questions on those policies? I I would just add I don't think I mentioned it in the executive summary with 805.1 relations with law enforcement agencies. The only change there is that theou that we uh sign with

the state police every two years. It now needs to make mention um as per the law that's driving this that our threat assessment team um communicates with the state police um when necessary regarding threat assessments. We do that already. Um but they they want to make sure that that's consistent across the state. So the the the ancillary um impact here would be theou that we assign signed with the state police going into next school year will have that a little additional language in it noting um what's required in 805.1. >> Excellent. Thank you for the clarification, Dr. Berlin. Any others on those? >> All right, hearing >> I I will say this, Mr. President. Uh, I do appreciate the executive summaries versus the uh entirety of the policy and highlighting the changes. So, I do

appreciate that. >> You're very welcome. >> All right. Thank you, Mr. Morve. Chair will now recognize Mr. Aaron Snipper for curriculum. >> Thank you, Mr. President. Uh, two items for the agenda next week. Subject A is Penn State Baron mentor project partner agreement and subject B is a new high school business course. I ask that those two items be placed on the agenda for next week. >> Thank you, Mr. Snipper. Are there any questions on those two? Hearing none, we'll see those move over for next week. Thank you very much. Chairman, I recognize Mr. Greg Breton for technology. >> Mr. President, I'm pleased to report that I do have an item for next week uh to approve the agreement between the Wattsburg Area School District and Parent Square to provide district website implementation and hosting

services as attached as technology. a parent square website hosting agreement >> and a much needed one as well. Mr. Ber, >> thank you. >> Any questions on that agreement? >> I have a couple questions if nobody else does. Mr. Please, you want to go first? >> I I clicked on the Thank you. I had clicked on the link and I tried to decipher, you know, I went to the website what this company's capable of, I guess. Could anybody comment on does this replace something we have or is this just a new thing that we're adding? When I heard parent square, I honestly thought it was a way to pay my children's fees. Uh so doesn't look like it's for that but >> yeah I can speak to that. >> Yeah go ahead. >> So uh

our our current website platform just the the hosting service just outdated. I mean and we had a plan actually uh for a while now. I mean we started working this summer trying to work with them to revamp the website. Um do some things that we can't currently do and they just were incapable of meeting those needs. The platform itself isn't very flexible. So there's a lot of things that it wasn't going to be able to do. Um, so Matt Harmon and I just sort of started interviewing different companies, taking a look at their platforms, and this one is not only cheaper than what we're using now, um, but way more up to date, the customer service seems a lot better. There are a number of schools in the area that are using it, um, and

also just very flexible in the implementation. So, you know, uh, basically we can roll over a lot of what we have now. And then, you know, if we have a theme that we want it to look like right now and 5 years from now, we're like, "Oh, it looks dated." we can just pick a new whole new look without having to revamp everything from the back end. So, it's just pretty user friendly and um we'll just give it a fresh new look. >> I saw it was a three three-year contract, I think. Um and then when do you have any anticipated when it would start when we would have a new website? >> Oh, boy. So, I mean, in a perfect world, we'd start working on it in April and try to go live sometime

this summer. M um and so it really depends on the front end with them like how big of a lift that they can do in terms of moving things over uh and then just kind of labor intensive on our side making sure that we're compliant with everything that needs to be up there. Um and just formatting it the way that we want it to look. So fortunately we've done a lot of that in terms of you know the planning piece of it with a committee uh involves some administrators and some teachers as well. So if everything goes smoothly that would be the plan. >> Thanks. >> Um Mr. Engler you mentioned a couple things there. first price. I don't think I saw what we're paying currently. So, can you you said this is cheaper. Can

you go into what we're paying currently, what budget item that comes out of and what this would be priced at? >> Yeah, I I don't remember the numbers off the top of my head. I know that on a yearly basis right now it's cheaper. Now, they have built in I think it's three and a half or four and a half% something like that increase over time. Um but still at the end of three years it'll still be cheaper than what we're paying right now. Um and the only there is some upfront cost. I think 600 $1,600 or something like that in terms of moving things over. Uh I can't remember the other part of that question. >> I wasn't sure what we were paying now. So I guess part of my question was what budget

item it comes out of. But it doesn't matter I guess if we're already paying for it. So one of my fears was you know that we weren't in a subscription model now because once you get into the subscription model you can never get out and so I was some things I'm fine with outdated if it doesn't cost me anything. Um because it does seem to work right now. So, can you itemize a couple of the wish list items that our current website doesn't do? >> Yeah. So, for example, um one of the things was just trying to get rid of old content. So, like if you do a search on our website right now, like let's say that you want to look up policy and so you look up a weapons policy, like it's just

an open search. So, we may have changed that policy three times, but you're going to find old material on there. Um, just from a look standpoint, like we wanted we wanted to have multiple ways to get at the same information just so that it becomes intuitive like right what's intuitive to you one way might not be to me. Um, and so things like having a drop- down menu and then a submen off of a drop down menu our current platform just can't do. It's just inflexible to do it. Um, there's certain things coming out now with ADA compliance. All of this is ADA compliant and it would prevent it would allow us to lock down things like fonts and colors so that even if we grant access to parts of the website to teacher or

secretary or you know athletic director something like that nobody could get us out of ADA compliance. We would only give them options for compliance. Um uploading pictures like it'll either make its own description of the picture that you have to approve or you got to put a description in. So it keeps us in compliance with the law which our our previous provider just wasn't doing any of that. Um, you mentioned search. How does board docs fit into there? Because board docs was part supposed to be part of that answer to searching the website. So, how how do those talk? I can I can speak to that. So, uh, board docs is its own standalone thing now and it's dedicated 100% to uh, board docs. So minutes, agendas, any decision we made, all the videos are

posted there. So that lives off to the corner and it's linked to whatever website. Like right now, it's linked to our current website, but it would be be linked to the new one. Now, the search issue that Mr. Angler's talking about uh has to do with the design of the current website and how they house files and attachments. Um so prior to board docs we were using our this website platform uh to present agendas to the public and up so we were uploading files to it. There is, and I'll make this short, there's no file management system uh in our current website platform. So, you you cannot find all of the uh documents that are outdated or no longer useful and delete them. You you can't. But there's thousands of them in there. Uh and

we've talked to to the this website company many times about this. people search the window on the website and it's going to go through all of the the individual attachments that were uploaded most oneoffs for a meeting. You know, maybe a a financial statement or an agreement with a particular vendor. Um so that that's what the issue is right now. Does that make sense? And then those legacy documents then die as soon as we kill the current host platform. >> Yeah, correct. That's going to go away. And we did work to move to archive um board documents electronically back to 2019. Uh now before that we have paper copies um but we thought that's probably a big enough look back window for right now for for most requests and we can always go back into

the paper archives if we need to find something earlier than that. >> Just earlier today I was looking for our newsletters um to share with the IU5 that's doing some work for our superintendent search and um I was trying every which way I only had five minutes so I was trying to find it fast. I thought is this a board docs? Where do we save these at? Now, there's the most recent one on the front website, but I couldn't find any of the other ones. And it's like, well, we paid for those. Are are they buried there? I couldn't find them in the current site or it probably could be easily set up a area that they could be saved in the news. >> Yeah, I mean, we we have looked at that. You could

set up an archive of all those newsletters uh even on our current website, >> but they're not right now. They're not there, but you will find miscellaneous ones if you search long enough because at one point >> each one was uploaded. So, it's >> out there. >> It's in there. Like >> I got to go to the dark web to get that. >> Yeah, stay off the dark web. >> Satisfied, Mr. Breton. All right. >> Elementary student figure that. >> Excellent. So, that one will move over for next week's consideration. So, the chair will now recognize Miss Veronica Will for transportation. >> Thank you, Mr. President. I just have one item under transportation transportation um a transportation request to approve the transportation request and ratification of field trips since the last meeting as attached and

that's the only thing I have for next week. >> Thank you. Are there any questions on that one? Hearing none, it'll move over for next week's regular board meeting. Thank you, Mrs. Will. Uh the chair will now recognize Miss Leah Heatherington for athletic and extracurricular. >> Thank you, Mr. President. Next week I will have three items on the agenda for your um approval. Uh the first one is volunteer list additions as listed. The second one is athletic appointments. Looks like approval for a track coach and a baseball coach. And then the third is a wrestling head coach um to approve an MOA for the district for a girls wrestling coach. That is all I have for next week. >> Thank you, Mrs. Heatherington. Are there any questions on these three? >> Yes, Mr. Breton. uh

not necessarily in regards to um theou kind of bigger questions uh but I assume because it came singularly that there's not going to be anou for a first assistant. >> Yeah. So when we had these conversations we're looking at everything along with numbers. So in in in terms of they want the how they want the program to grow. So right now I believe and I'm working off memory here. There's just two assistants uh at the or I can't remember now. Two assistants at the high school level and two at the middle school. Or is it one and two? >> According to theou there's one assistant then the second assistant is assigned to seventh and eighth grade and the other assistant is assigned to seventh and eighth grade according toou. So there's one assistant at the

high school is what it says. >> Yeah. I I I can't remember off the top of my head, Ken. I don't remember that the way that conversation ended up. So, but so no MOU coming for first assistant, >> correct? Not at this point. And we we had gone gone about, you know, with Steve Carter and talked about this and what they needed at the time and looking at numbers. We felt like this was appropriate in terms of creating a new position. Um, making sure that we could cover multiple tournaments, whether it was a a girls tournament and a guys tournament at the same time. >> But I guess that's one of my questions. So, three weeks ago, uh, middle school was in, um, Altuna, girls were in Pittsburgh, and boys were at Sharon. What coaches

go where? >> So, the middle school coaches would go with the middle school. There's two of those assigned, one to go with the girls right now, and there'd still be two available to go with the guys. >> So, one coach goes with the girls. Um, there was what, two or three wrestlers. They can wrestle at the same time. So, who coaches the other wrestlers when one coach is is doing that? >> Yeah. So, PIAA, they can't start a match without a coach in their corner. That's the rule. So, at a tournament, they should stop and only wrestle one of those athletes at a time if there's only one coach from the school present. >> So, if there's only one coach present, the coach the coach has to have the confidence to go up against PIAA

and and stop that and go through that stress and rigma roll on its own. Um, >> I mean, I can tell you even just from coaching pee-weees, I mean, we ran it out because you you'd have, you know, 60 kids at a tournament, whatever. I mean, I've never personally had an issue with it. Um, referees won't start a match without a coach in the corner. >> Um, do we have any other girls teams that don't have an assistant here? >> The golf co doesn't right now. >> The boys soccer team does not have an assistant coach either. It's just but they do have a boys coach and a girls coach but no assistant. Okay. Um what so right now from what it sounds like we're saying numbers. So when I was and I mentioned this

not that long ago in executive session when I was here we had a ninth grade football team, we had a JV football team and we had a varsity football team. And I asked this question before, have we reduced since the numbers are down, we only now have one varsity football team. We no longer have a JV team. We no longer have a freshman team. Has our coaching staff changed? I believe at the time my the answer I was given was the coaching staff has not been reduced. Um, so I use that as an example of if if attendance is always going to eb and flow depending on the year, what comes first? You know what happens? And so this is what we're saying right now with the current attendance and the fastest growing female sport

in the country. What happens if 30 girls come out next year? Right? What's supposed to come first? Um so when I see this, I feel like we're slight I feel personally like we're slighting the girls uh and by not giving them an assistant. The boys have an assistant. Their numbers aren't that much bigger than the girls. Um so what happens if the girls numbers are higher next year? And that's technically a boy's assistant because that's what it's going to be called. It's been a boy's assistant for ever. So, it's going to be called a boy's assistant. So, those are the some of the things I'm trying to think through. Um, we're spending a money of a lot of spots. You know, looks like I I I would be in favor of a girls designated first

assistant and committing that investment. the board prior to us voted for the team and I think when the board votes for something like this putting some funds behind it. The other question I have lastly is budget. Do they get if we have a girls team do all teams have their own budgets and is there a budget behind for the girls coach to have? >> Yeah. And I can I can speak to another growing program which is the golf team. Um and right now they're kind of in the same boat. So no assistant for the boys or the girls. one coach um because the numbers are low and same thing with the budget. It's one budget for the golf program right now. >> It's also the only sport you're not allowed to coach when the students

are participating. >> Sure. But when we're talking budget, you know, we're talking about, you know, the the actual equipment that they're using. So, you know, I I mean, look, I I can certainly hear what you're saying. And I think there's also an argument to be said about like we we grow the funds as the program grow. You know, we try to make fiscally responsible decisions as it grows. And I guess that's just where we arrived at through that conversation with Mr. Carter. >> And if the numbers are there, Mr. Carter's going to come to the administrative team and say, "We've got to look at X." And then you're going to bring that to us. Correct. >> Correct. And and you know, we had we had kind of battled this back and forth and and the

assistant coaches, none of them are labeled girls or guys, you know, it's just junior high. >> I would completely disagree. They they are labeled that way because historically it's always been a boys coach. And so if you were to if you were to tell the varsity coach, you no longer have your assistant, that's that's the girls coach, you're going to get in a fight there. Furthermore, what girls coach or what boys coach does the boys basketball team have to go to all the girls events? Do they dual purpose? Do they do both? No other sport goes to 100% both male and female sports. So that's where I'd push back on that. But I think they would argue historically it's always been a male role and that's a male coach. I think if you got into

a a conversation with with a head coach, but that would be my push back, >> Mr. President. >> Yes, Dr. >> I rely on the administration to bring those recommendations to us. I think it's inappropriate for the board to bring uh recommendations like that. We're all passionate about different things within our district and to advocate for one uh thing might be overstepping our bounds. So, I appreciate the administration's willingness to continue to look into these. Uh, it's a process uh for adding a new sport and I just would look to the administration and the athletic director to continue to keep us informed of those items and bring them to us. Thank you. Thank you, Dr. Pushch. Any other comments on these three? Hearing none, these will move over for next week. Thank you, Mrs. Heatherington.

Under miscellaneous for this evening, we will have uh some items moving over under A for surplus. If you get a chance to review, I'm sure the textbook surplus is an exciting list and also marching band surplus list. Uh that'll go over for next week. Is there any questions or comments on those items? Hearing none, we'll see those at our regular board meeting next Monday. Uh Mr. Morve, will we have an Erie County Technical School joint operating committee report for next week? >> Actually, no, Mr. President. Uh that uh board meeting was cancelled due to the unfortunate death of a student. Um uh almost directly before the uh board meeting was to occur. So the February joint operating committee board meeting was cancelled uh and all the items were tabled and moved into the March uh

time period. However, uh as earlier noted, there'll be some discussion regarding the budget. So, if there's I don't know if that's the right pos right location is in this topic or maybe at the time of budgeting discussion, we can have that conversation. If there's any other questions I might be able to help with regarding the budget, we can do that next week. >> Understood. Um and the budget will come up ahead of time next week. Do you have any you know even summary of of changes >> that that'll be the appropriate probably location to have that discussion and so therefore I won't have anything for next time. >> Excellent. Thank you very much Mr. Morve. >> Uh Dr. Pushjack for Northwest Tri County Intermediate Unit. >> Mr. President, I will have a brief report and

similar to Mr. Morve, the Northwest Tri County Intermediate Unit budget is on the agenda. Um Dr. Berlin had sent out the um executive summary uh which the last part of that summary had the individual district contributions broken down. So if there's any interest from the board to review what our contribution entails, it's there. Um otherwise I would be similarly willing to answer any questions next week when the item comes up. Thank you. >> Excellent. Thank you, Dr. Pushchack. Uh it's now time for board correspondence and dialogue. Do we have anything for the good of the order, >> Mr. President? >> Yes. I I just want to, you know, certainly when we talk about the tech school, I want to say that uh I spent some time in Harrisburg last month directly after the first Pennsylvania

housing action plan was rolled out. And certainly part of that is the need to increase our housing stock across the state of Pennsylvania by 400,000 units. But but a big part of that I is workforce development and knowing that we have one you know technical school in our area certainly for for you know county schools and then of course the Eerie but the focus and the need you know when I look at the the agenda $400,000 is is a small price to pay to drive trade education within our community and within our you know state. So certainly, you know, it's on the radar of everything and and workforce development is there. And so I certainly, you know, just want to pass on that that, you know, I advocate for the need to to continue to

fund and and if not increase the the capacity for workforce development within our county. >> Absolutely. Thank you, Mr. Snippert. And you know, we've got lots of students and Mr. Morve, you know, brings those to us on a monthly basis that are excelling at the tech school. are not filling up uh our total allocation and that's something we need to continue to encourage here at at the building level. Um and also you know good news for for the housing market as well uh with the expansion of that classroom last year. They've increased the number of students uh in the building trade side the building dramatically uh over the last two years and they're servicing quite a host uh in that program. So it's it's great news and it's it's great work they're doing for sure.

>> Mr. president just camping in on that. Uh there are many opportunities for students uh then to go on even into co-op programs. So that's during their class during their high school years they b they go work instead of going to the tech school they go to a company and they actually do the work that they're being trained on. And so those are other opportunities that students have available. So it's not all classroom. Not all it's even you know the labs are fun but there's times where they uh absolutely can go out and actually work in businesses. So that's uh obviously valuable experience for them as well as uh helping out the companies that they are doing. So that's just another another highlight of items that maybe I don't mention as often as I should

regarding the tech school report. So thank you. >> Excellent. Thank you Mrs. Heatherington. >> Yes. Um, I know it was briefly mentioned, but um, I took my daughters to see the Shrek play and phenomenal job, all the students. Also, I was so excited to see Mrs. Bendig and Mr. Berlin or Dr. Berlin, sorry. Uh, playing in the orchestra. That was very cool. And my son's like, was was Emory there?
