001e e I call to order the policy Review Committee tonight start by taking roll mine connect we start yeah but none of their are going to work that's perfect we'll wait until we get I don't know because St sits underneath Wars that and that the okay let's try this again um good evening welcome to the June 17th policy Review Committee we'll start by taking here here and I'm also here so that's four of us here and our next order business is public comment do we have any public comment you do there is a public comment would you like to the statement sure now is time for the public comment on agenda items the board will follow the procedures established in policy number three all individuals wishing to comment the seeing are required to properly register

002prior to the designated start time of tonight's meeting by completing the information specified of the public comment registration card once CA called to the podium each commenter will be Begin by first and last name of theal each statement made by the commenter will be limited to 3 minutes individuals will be notified by the time clock when their time allotted for public comment has expired the board asks that all commentary be directed to the board as a whole public comment may be interrupted or terminated the comment exceeds three minutes or if the commentary is obscene and or threatening in nature our public comment of this evening is Judy fonso hello uh KY defonso I believe I'm still living in East oan Township nothing nothing's changed all that much um I want to talk about some policies

003tonight um I think it's a great change to policy 218 ag1 where um you're not giving detention for kids being linked to school I'm sure there's research to show that detention does not teach kids how to get to school on time so um it it was always kind of a let's just say my sons were habitually tardy by that one to two minutes kind of thing just couldn't get them out the door on time and ended up picking them up from detention quite a bit and then they ended up with Saturday school and just say it just didn't make sense it didn't teach them the lesson that they really needed to learn um policy uh 246 about uh looking for clarification on this a little bit it says physical activity is not going to be

004withheld as punishment and I'm just wondering if a student doesn't finish their work if they would be held in from U from Recess to like finish up you know whatever and then um you know end up going to re recess because that's kind of it's punishment not punishment kind of thing I mean it's not like you know you threw a chair and we're not ATT toess it's you know it's more of an academic sort of thing um I have a question policy 223 ag1 where it says that you cannot share um a parking permit um I know for a fact that there are students who share parking permits um students like my sons who are five minutes apart in age where they may have been sharing a vehicle to get to school and uh I

005don't know if uh the district has any thought to kind of you know have it so that you know siblings who were sharing a car might only need one or you know maybe they pay a little extra for a second driver on this on the parking permit or something like that but you know one's out sick and that's the one that's got the official thing they're they're kind of out of compliance um like the idea that Saturday school is reflecting that we have mostly e textbooks and not physical books because again when my kids are going to Saturday school it's like what are they going to bring it's like they can't bring their laptop they had to bring a book and and just say that you guys don't give them too many books I also

006want to say that I'm on social media and uh one of the groups that I follow is the alliance against seclusion and restraint and they really like the fact that we have where admin uses their judgment when it comes to discipline I mean I've said this before we pay them the big bucks let them you know let us get our money's worth kind of thing you know they're here because they have good judgement and let them use it and that's it for now thank you thank you so our next order of business is approval of committee meeting minutes uh from May 20 to 24 all in favor of approving those minutes I I as well that's four eyes and tonight we will continue our review of policies AGS in section 200 students and we are

007starting with policy 204 okay for um policy 204 just a minor change here the only thing that was changed is on page four to reflect the district's current practice of allowing 15 parent notes in a school year for students so we just updated that on page four that's it thank you any question questions about that policy change if not we can vote all in favor of approving that change I I for me as well that's four eyes that takes us to policy 28 good evening everybody um the next several policies uh deal with student discipline and in and around student discipline um we have been meeting with the building principles particularly at the secondary level to disc the changes that we need to make to our policies that reflect best and past practices and to

008really update our policies to to to show our student body that we are you know as as um Dr D just said that we are doing the best we can I say all the time I've never had this one before or this one's new to me so every every every incident that involves student discipline is not the same there's always something that's a little different so I appreciate that so 218 uh that is the overall umbrella for student discipline and the only changes there is really in the in the AGS that are going to follow 218 but the the the umbrella policy 218 just reflects some um current terminology to PA code school code thank you so for policy 218 do we have any questions about that policy if not we can move to a

009vote all in favor say I I I for me as well so that's four eyes and then we will move on to 218 ag1 great and um as as as I think Melissa mentioned um in 28 218 ag1 talks about uh really two big changes in in that AG remember this is where the building principles are going to work from they they they live their lives in AGS um because that's where they are most fluid uh in ag 218 ag1 um we talked and discussed uh the student parking and Saturday school consequences um in addition to those two changes in ag1 218 ag1 uh also just the changes reflect that those best and past practices uh particularly if you turn to page two of 12 the responsibilities of students um you will see is all

010crossed out that part of the AG it is going to become its own policy it's a new policy I'll get to that in a minute um if you also turn to page um other than that I'm not going to take you Page by page but some of the language that we changed was um from will to may we didn't want to be married into some of the consequences that are in this AJ um as I mentioned also on Page 6 to of 12 we are going to talk about student parking and the violations but that's in another AG as well uh that will come later in the evening um again some other policies some language that has changed in this a is under Saturday school where we said will result we changed may result uh

011we are talking about you know just having some flexibility within our AGS um other than that that is the it for the a 218 ag1 thank you any questions about that AG if not we can vote all in favor say I I I from me as well any NS okay and then we can move on to uh 28.1 again falls under 218 the big umbrella of student discipline but this is specific to weapons uh what we did here we U we actually defined what a replica weapon is and um we involved way firsters team rck Thon was involved in this discussion we've been talking about this all school year that a replica of a weapon is going to be determined if it is a replica of a weapon by our safety team um um and

012the building principes know that they need to contact that team to to determine if it is a replica of a weapon for instance we have um had situations where students bring in t um water pistols um some look could look real but for the majority of a toy water pistol some can fit in the palm of my hand uh and they can be fluorescent in color so we want to make sure that that's not you know that is not a real weapon it's it's a replica of a weapon and going to handle that discipline just a little bit differently um other than that we we did add the definition of a replica weapon and we made some changes to reflect school code thank you any questions about policy 28.1 I have a question that all

013that would clarify too if somebody makes a hand gesture in the form of a weapon that's not going to be considered a replica correct uh we've had incidents where some turn a pencil into something that looks like a a um you know a toothpicks exactly any other questions if not we can move to a vote all in favor 21 we can move on to 28.1 ag1 and this is the new AG that supps our weapons um AG um this this this AG really allows the principles to follow a protocol uh uh to do if you want to call it that um what the the principles need to do the first and most important step to do is to make sure that our Public Safety manager or his Desy is involved uh that that person viick

014Thor right now would then involve our local police departments um so again this AG just just memorializes the protocol that the principal needs to follow when they um are aware of a weapon or a replica of a weapon in their building and yeah so for this one um and or if there's drug paraphernalia um I do have the question of if a student is struggling with substance misuse how are you going to like help with that like you say you're going to call the police well they might just arrest the student y are you going to involve like social workers or counselors or the parents and stuff so that administrative team will involve the counseling department and what that looks like if you are in violation of a substance uh controlled substance then we involve

015we do a DNA assessment on that student and that student sometimes is contingent upon coming back to school the drug and alcohol analysis and Conference we'll get to that AG a little later Al is a provision in that AG um that if you have a student who is struggling with substance abuse they can it's almost like a you can ask for help provision in it and you w't be in trouble um if you're not under the influence when you ask for help you can you can self-report and say hey I have a problem I need help um to the school's mtss team um there also is a there also as part of the discipline as sah as Dr M Master there is a a referral to that mtss to try and get supports in place

016for that student now some some families are not responsive you know or accepting of those supports but the the team makes it known that these supports are available thank you for the clarification I just want to make sure like certain harm reduction measures were in place that it was just like a student would just be arrested and I feel like that might just Compound on the problem so thank you for the clarification any other questions about um 28 1 ag1 not we can move to a vote all in favor say I I I me as well any oppos for eyes so then we are on to policy 222 the changes to policy 222 um smoking and tobacco and vaping uh is really the language update uh this this policy in the AG connected to it

017are truly change all the time because we also took out specific vaping products for instance we we took out the word Jewel um you know that's a specific type of Vape um and so what we did is this cleaned up the language to update and to reflect uh school code thank you any questions about policy 222 if not to a vote all in favor say I I as any no okay four eyes and then we're on policy 227 policy 227 is the controlled substance um what we did we updated the language to reflect uh psba and we also moved you'll see quite a few cross outs in this um in this policy in the 12-page policy we moved all the offenses to an AG to reflect that that that we can be uh adapted to

018that a so you'll get more into the the meat of controlled substances in the AJ thank you any questions about policy 227 not we can move to a vote all in favor say I I as well any eyes so now we are on to new 227 um AG correct so 227 AG is a new administrative guideline for us and what it is it it gives specific consequences for the violations of 227 so again this is where the principles are going to live this is what the principles are going to refer to the consequences are in ag1 thank you any questions about that I think that makes a lot of sense because then it moves the actual actions that will be taken into an AG which is where our building administrators look for those that inform

019correct any other questions we can move on to a vote then uh all in favor um new 227 A1 I I for me as well any four eyes that takes us to policy 233 in policy 2 233 um again we're going to talk about some AGS in a minute but top policy 223 is the umbrella suspensions and expulsion uh what simply we did to this policy 233 is the reorganization of it we moved just the wording around some of the some of the context the guidelines around that was all we did today thank you any questions about policy 233 if not we can move to a vote all in favor policy 233 so I any for policy 233 that takes us to policy 237 okay primarily we're doing some word smithing on this policy um

020changing around uh the uh the conduct involved um tweaking some of the um vocabulary to meet the Ever Changing needs of Technology um and the scope hasn't really changed much on policy it's really just wording any questions about policy 237 we the word pag out seems appropriate any other questions if not we can move to a vote all in favor of policy 237 say I well [Music] any I and that takes us to policy 246 so for policy 246 there are just some minor revisions to the to clean it up a little bit um and there was public comments earlier tonight about um withholding recess from students at the elementary level that is something that we really really really really really really really try not to do to answer that question um it would be

021a last resort for example a student do not complete something and it would take them about five minutes to get it done five minutes and then they can head out to recess but that's after multiple warnings together to that point Thank you thank you for clarifying question if not we can move to a vote policy 246 all in favor say I as well any Nays eyes 246 that takes us to policy 252 okay in this policy we did uh a lot of word smithing um trun the uh purpose a little more to get to the point um on the background uh then there's some clarity that does expand a little bit as to um you know use of the network uh and the filter and other resources to expand a little more uh to what

022those systems really mean and it's beyond just the student computer thank you any questions about this policy and just for just quickly uh for clarity sake under the um the first SEC the first definition Tri pornography the you know you hear news stories about a lot of the the generated like AI fakes of students that you would in your view that would fall under you know by electronic means or correct that language covers that I'll prefer toer on that I would say yes it's still even it's fake pornography it's still I would agree with that too yeah as well as as well as probably other board policies as well thank any other questions we can move to vote on policy 252 all in favor say I I I as well any n for eyes for

023policy 252 and that takes us into our informational item starting with two four AG funds so um this is the attendance guidelines we updated the policy earlier so we actually did make quite a few changes to our attendance guidelines I will review with everyone today um the first piece we did reflect the 15 absences for parent notes here as well as opposed to the 10 you'll see on page one that we added um that we would accept excuse notes through digital platform some of our elementary schools right now use um an application so when St when parents will now accept them previously it had to be from an email address that was registered in the system so this really just gets up the times and makes it easier on on everyone um the other area

024that was updated was on page four which is how we handle um unexcused or you know tardies and early dismissals from school that have not um received a par that have not been uh previously approved such as a holiday or a funeral or things like that and that we did take away Saturday schools they used to result in Saturday schools that has been taken away so now at the elementary school this did remain the same any eight unlawful lateness or early dismissals to school should be um be considered one unlawful absence at the middle school every time a student accumulates eight unlawful latenesses or early dismissals A detention will be assigned and then this does reset at the semester so at the end of January you have a chance to reset and continue on for

025the second half of the year um at the high school it's very similar to the Middle School except they did ask to count um tardies in early dismissal separately as we know a lot of our high schools do run a minute uh or too late for school in the morning that was mentioned so we didn't want that to add to additional detentions for them so that has all been changed in the policy or excuse me the guidelines other than that that's everything else remain the same thank are there any questions about and this is when we do not have to not okay so then we can move on to policy 2 223 and again as I referenced earlier 223 ag1 is um falls under 223 and some of the things that we changed in this

026these AGS this AG rather is the student parking form uh with the guidance of uh Miss Sunquest uh we decided that we really need to make sure that we use this form uh if you are going to buy a parking pass the last couple years some schools have used a Google form we are not going to be using a Google form any longer we're going to go back to the to the paper this form because we do require a parent to sign this form and that's one of the most important things that the parent understands um some things that we did change to this is the consequences of um parking not in your spot um and we changed um the first offense second offense and third offense to reflect what is in the policy now

027other than that um we did we move um number 10 which gave priority parking to some of our students that leave our campuses for um tchs or a work study something along that we removed that from this from this form uh and other than that we just updated language I believe this is the one that um that our commentor referenced where it talks about uh students not sharing a uh parking tag what would we in the case of like twin siblings who typically came together would they both need to have a parking pass well I I believe it's just one car gets one pass it's not it's not to an individual it's to it's to a car and that would be transferable between the drivers of course as long as the the the tag is

028hanging visible for our Administration just to realize that okay that car is designated to the lot number one that makes sense yeah and on the form you can list two cars it looks like that sure that that you might so one day I'm going to take my mom's car yeah perfect thank you any other questions about that okay and then that takes us to um 233 ag1 and 233 ag1 again we also reflects just some past practices that we are using for Saturday school and in school suspensions uh we spent a great deal of time talking about Saturday schol SCH and in school suspensions and who is responsible for doing what some of the Saturday schools that we as as Mrs defonso commented uh we cut updated it from textbooks to laptops um we do

029allow kids to come in with um uh to drink and to eat during the the time that they spend at during a Saturday school um other than that we changed some language for in school suspensions uh a lot of um Wills to May and uh who is responsible for uh tracking the students that are in school and and who's monitoring that that room thank you any questions about that policy if not not that takes us then to um we have just a few informational items um 123 ag2 is um under further review and finally we have a note on the agenda a list of policies and administrative guidelines that will appear on the June consent agenda for a second and final approval so if anyone I won't bre them but if anyone would like to

032of doing it I kind of like if uh you look into changing that um the rest of my comment is in the toilet unfortunately um I was looking at the um floor plan for uh Renovations for the elementary school and um I was thinking about a floor plan for bathroom that I had seen that was done actually in a Canadian school and um what happens is that instead of having stalls um they have like a water closet like you find in your home with like real walls a real door so you have real privacy you don't have that little Gap next to the door um and then the sink area it kind of be like like more of your home bathroom uh a pony wall half wall for the sinks that would allow for uh

033students to be supervised as they're you know washing up after using the bathroom it allows for supervision it's Universal Design if you have someone who is LBGTQ they can use these facilities there's no longer a boys room and a girls room it's for whomever needs the bathroom there's less loitering because there's supervision there's less bullying there's less places debate there's less mischief and realistically it could even be shared by H staff or adults in the building you I mean it it truly is Universal Design now the cons are that venting the sinks on P sometimes is a little different I'm sure there'll be parents who objected object because there is definitely a little less privacy um venting the bathroom for odors may also be a bit of an issue um less options for hanging mirrors

034or other things that you need to put on the wall in a bathroom but um I I'm just thinking that you know we've been on The Cutting Edge we've been doing the whole like you know playay based kindergarten and why maybe look into being on The Cutting Edge with some of the design of our buildings because I've not really seen a whole lot of that again it's just a suggestion now is the time to make a change is when you're doing a renovation you're tearing the place apart anyhow just put it back together a little differently than traditionally have it realistically a design like this in high school would eliminate a lot of the problems that we talked about at the board meetings in the high schools with vaping and and basically last your provision

035pony wall half wall you can see what's going on so thank you all right thank you the first item our agenda as we always do is approval of the minutes our last meeting was held on May 29th did anybody on the committee have any comments on the minutes that's written all right if all in favor of the minutes just say I I any so ad good first item we have on the agenda tonight is Dr R is going to talk about the supplemental position for the building assessment coordinator thank you for this evening we're requesting review and approval of two items first is the position description for a new supplemental position that will take place in each one of our buildings at the elementary middle and high school level with the addition of our supervisor

036of assessment and accountability we're finding that we want to streamline and provide support to our buing to a supplemental position so in the job description that you see before you it outlines um that supplemental position that we would have in support with Jim who's been before you as well as at our secondary level the U administrator that's in charge for assessments and also at the elementary middle level either the assistant principal or principal that's in charge of assessment to work directly with Jim in coordinating um supports and resources two things one as to streng our assessment model here in the district we want to make sure that that position is an addon for streamlining the resources and support so we can turn that data around faster to be in the hands of our teachers and

037also we want to make sure that the reporting mechanisms are streamlined so those will be the two main reasons for the supplemental position the other item that we're requesting review approval for is theou because it is an additional supplemental position and so that being addition we have a revision there any questions all right for the committee as Dr just stating we have two items for approval tonight so the first item for approval is is the supplemental position description for the building assessment coordinator has read all in favor say I I anybody opposed all right we good there the second piece of that was meor M understanding spoke to looks like this is effective as of this month j24 and the supplement supp contract details are in there for compensation so at this point looking foral

038standing stated all in favor say I I all opposed John can that be consent is it within the budget yes yeah that's I thought okay so both items will move forward consent thank the next item on the agenda Mr scul is going to review the 24 25 breakfast lunch crisis good evening thank you um just quickly there is a memo in your packet that talks about the requirement from the national school launch program and healthy H kids free act in 2010 um requesting that we go through a process we go through process that what our average price we are charging our students on an average price that to what the reimbursement is from the government for both state and federal for free so your reimbursement for free the concept being that the federal program cannot

039be subsidizing for our children that are paid muches they're supposed to be subsidizing just the children that qualify underl so that's the gist of what we go through this tool for so we went through the tool this year um we are coming up with the need for an increase of 47 cents on average at the Elementary and high school sorry ele Middle School level high schools do not participate in the national school lunch programs so they are excluded from this measurement tool the act when was put in place in 2010 allows for a maximum increase of 10 cents per year or the increase in the lunch prices so based on this although it should be a 47% increase in order to get us the language says that it will gradually allow us to get to

040that the free re that the reimbursement for paid is at least High reimbursement I'm sorry the paid price is at least the same price as what the reimbursement is for free so the variance between the average is 47 increase of 10 for the elementary no change the second part of that is also that the Board needs to approve all pricing that we charge our students so included that would be the motion would be for the 10cent increase and then also the increase in pricing indicated on the chart behind us um any of those increases that went into place which were minimal um are due to the fact that the cost of the product that we're actually selling these are all allart these are not part of the school program so these are all allart items

041bought outside I have a question on the the memo I believe that's yeah the pricing memo I'm just looking at the price comparing um why do some schools not have the aster saying their high schools are off the nslp and then what is the community elil El eligibility program so it is an option whether the schools want to be on the program or not doing the program we chose about six or seven years ago to remove our high schools from the program because the program is very stringent and what you can sell and our participation was extremely low at the high school level so the buying the alart items and not actually going through and buying what qualified as a meal so it was actually costing them more money to purchase for lunches because they

042didn't like the stringent requirements that were placed on what we're going to serve at a high school level so we made the option to go off so schools that are um the ones that are asteris are off the NSL T the other ones they say community eligibility program that's based on the free reded populations that actually qualify for a free program the for Lun everybody qualifies for free for breakfast they don't want qualify for lunch and then would there ever like or does Westchester ever reevaluate if their high school high schools would want to be put back on that program like I would say about every three years we do a survey so it's based on the student survey so you get the answer from the students that are buying what they really want and

043when they're told what they can't have um they choose not to I think the last time we did that survey was probably CL than three years ago okay but our participation much higher now with kids buying meals through the high school and our allart prices have our allart revenues have gone down so the children are buying the bundle meals okay if they buy an allart and I'm making up the numbers if they buy an allart it they cost them $5 if they buy it as a bundled meal it's 325 are selling more bumbled meals but the quality of the food is a little bit better than what it was under the under the okay thank you for the clarification all right so tonight for the property and finance committee we're looking for approval of 2425

044School breakfast lunch prices is stated by Mr Scully which for elementary schools and middle schools increases 10 cents all in favor say I I good there broken into a second piece so it's the launch pricing increase for the regular F launches and then there are some increases on our allart okay so we need approval of the allart that you just made and yes all right thank Mr for next the first item Elementary School the architectural contract okay good evening so we are seeking to award to the Shader group for the design of um adding design classroom bathrooms and um removing the modular classrooms that are at ex Elementary School um Trader group is currently designed in the process of Designing Hillsdale Elementary Schools Renovations and addition project and Stark weather we've been very pleased with

045their work um and we're looking to continue with them with your approval did anybody have any questions from Mr first ask the same question I ask often on these types of projects so there's budget and a work but this is not the only work we're approving right against this budget correct so this is actually the the first piece of of money that we would be so this is basically just for the Professional Services fees this would hire the architect hire the engineer this is not anything to do with the construction at all we would bring all of that back so my ask is that when we have the next vote for like the next award as part of this project I want to see the running total total budget year to day to project to

046dated in our minut is director I totally agree with you it's a lot of value and we did talk about that in our preting and do it'll be one additional column to the awards I think that's going to be very helpful so thanks foring all right so to the property and finance committee we're looking for approval of the architect contract elementary school as Mr first stated with the The Architects all in favor say I I I allose and a all right good to go and that's consent to all right the next item we have from Mr burer he's going to go through the capital reserve project list and so we're seeking to add a project onto the capital reserve project that's for the 2425 project um um we had project list forward in November um

047however we've seen some some fairly drastic savings on some of the projects uh and felt that this is a project that was certainly worth moving forward this year as we've discussed in the past as we as we see savings and other projects the intent would always be to um ultimately bring that money forward uh when possible and develop new projects so this project would be uh in the amount of 200 or $323,000 to add a radio system so that we do two things uh it will standardize our radios across the district so that all all schools are using the same quality radios um and then will ultimately permit us to put a network backbone from building to building and a antenna if you will at each building to be able to communicate from building the

048building if necessary so um if the Dr Christopher needed to get a hold of the principal they lit be a push a button away um we we rely on cell phone Communications but in an actual emergency cell phone Communications actually become overwhelmed fairly quickly um and being able to communicate via radios would guarantee usability so um in order to fund that this project um the intent would be to reduce a few other projects one of those projects would be the Rustin electrical panel project which was 178 we would look to reduce that project by $200,000 leaving the balance at $150,000 use the funding from g67 g67 which was a county R radio amplication project from uh 201617 that we ultimately ended up not needing the balance of that was $888,000 and then to reduce the

049project g154 which is a project we bought last month for pipe insulation in Henderson and reduced that by $35,000 and that would ultimately leaving that project balance at 15,000 which ultimately would provide us with the $323,000 we need to Mo forward with this project any questions on the distri radio system at this point I do I have two questions um so I applaud the um initiative to take advantage of the opportunity that we've seen Savings in other areas I think that's that's and these types of projects though like do we ever just not spend them to their whole amount because they start to sort of feel like lines of credit right we just spend up to the line of credit so like what if we didn't spend the entire line of credit what would that

050look like or do we have like an obligation to kind of drain it before we issue another line of credit that so at the beginning of the of the year we basically approve a uh a budget for capital reserve projects um and ultimately what my team does is go through the entire project list and we create a priority list um so I I hear what you're saying and in a sense I guess I I could agree with you um the intent is to um not necessarily the intent is to spend all the money so much as it is to um move projects up that would have been pushed off to next year to this year so it's not it's not really about spending the money so much as it is moving project timelines up and

051in terms of like the projected amount um so 320 is that just has at this point have we done vids at all to understand like what the potential cost is like is there a potential it's not even 33 the answer to that is yes and actually when we get into the next piece you'll see seeking award so that's fine um and and and we're not quite to that number yet however the the um the unforeseen piece of it right putting the antenas in running the cables all that stuff there's always the potential for that to be more than what we what the initial quote is so um the project budget is a little bit more than what we're seeing as an estimate but certainly within due bals one last question this one's first just so

052with respect to the budget right so these are capital projects like what does that look like for the taxpayers in terms of when we you know do things like annual budget where does that show up on the line these are your capital reserve budget so there is a contribution out of the general fund to support these so each year as part of the line item budget there's about a 2.8 2.9 Million contribution general fund which is a mill impact into the capital reserve to fund these projects what we do is Wayne does not spend them than that year that money is carried forward into the next year to allow for either a savings or additional projects as he just requested so these projects are Mill These are not fun30 projects these do have a millage

053impact thank you all right to the proper finance committee then we're looking for approv this 2425 project addition to Pro list that being project g182 District radio system for a budget amount of 323k all in favor say I I I and we'll go consent because that's within the budget I did not sorry I I apologize and and allos thank you all right one last remaining item we have is approval the 2425 capital reserve Project B okay so for the uh 2425 cap Reserve project Bas we have um actually we a couple of projects here and they they are broken out into pieces um the first one is g147 which is the districtwide sidew replacement um we are looking to uh award to unx who we've used in the past through the cciu bid um each

054project is actually broken up independent here so East oan has a piece of sidewalk replacement for $572 Hillsdale has a piece for 4,3 $56 Penwood has a piece for $753 Westown Thornberry has a piece for $4 4,358 um was the sheet so a couple projects from the top down sorry uh East High School $52,900 Pierce Middle School at $ 4,748 and that comes to a total of $78,900 we are about $4,000 over that in this V I am asking that we reduce the budget for project G14 154 which is the um insulation project that we had brought forth about a mon ago go um just one of the projects that we reduced earlier and reduc it from the 15,000 we reduce it to earlier down to 10,000 which would give us $5,000 to cover the

055difference in the cost of that concrete the next project is g166 which is the districtwide stage repair um total project budget for that project is $200,000 uh first piece of this would be the inspection I'm sorry so the first piece of this is actually District St um inspections at the elementary schools and the and the propos of that is $1,830 um and then the next the next piece of this would be the actual rigging Corrections at Pierce Middle School for $1,537 and STS in Middle school's reading repairs at $1,171 162,50 126 and then the next portion of the project is the rust and electrical panels um Den electric we reduced that budget down to $150,000 um the spend here would be $21,000 that project to Denny Elric taking that project down to a remaining $1

065live near Pierce Middle School and um to say that uh I put it this way to say that I graduated from Henderson is an understatement I actually have a long history with the U with the Westchester Area School District School uh School District uh my father and his siblings graduated from Westchester me and my siblings graduated from Westchester and then my three children also graduated from Westchester and they are graduated from Henderson and they are all college graduates and living on their own you when I talk but I think about my history with Westchester I know they gave me a start they gave me a start that you know put me forward on the path of learning and for the past four decades I've been involved in some form of learning and teaching and development

066and so forth um I ended up moving from Westchester attended School in Edinburgh University where I got my excuse me where I earned my bachelor's science degree in social emotion disturb uh for teaching Elementary and high school I also earned my master of education degree in school administration and I also earned a uh postgraduate certification in administration I taught school I taught special education in mil Creek Township I also did an administrative internship there as a princip as an assistant principal um I continued on through um that area in with Northwestern Pennsylvania and eventually ended up in uh working for State Farm Insurance I work for Insurance in capacity of an agent um I also worked as a continuing education coordinator for nine states where I was constantly involved with uh State insurance department U

067you Insurance departments and so forth for regulations submitting curriculums and so forth while I was in State Farm I also developed curriculum I also taught and trained I developed onboarding programs and I the last 15 years I've been in the Learning and Development Department in the capacity of uh measurement and metrics and learning and um for and teaching management and um yeah I'm sorry Management training and so forth um I retired as a Learning and Development analyst from State par and again as I said I've been involv in learning for the past four decades um I like to make a little joke uh about my my tithe with uh Westchester I was when I went to school um uh the Elementary School Middle Street they we not only had U uh we not only had
