001I now call this the committee of the whole agenda setting meeting to order today, May 11th at 4:02 p.m. Mr. Secretary, would you do a roll call, please? >> Mrs. White. >> Present. >> Mrs. Brunson. >> Here. >> Mr. Fischer. Here. Dr. Bunton. >> Here. >> Mrs. Hudson. >> Here. >> Mr. Gunn. >> Here. >> Mrs. Cronk. >> Here. >> Mrs. Lombardi. >> Here. >> Mr. Stack. Here. Nine present. >> Um at this time I'd also like to note that Mrs. Vermont is on the phone. Superintendent Moses here. Director of Education Mr. Wojtak is in the room. Director of Special Education Dr. Kwiatek. Director of Technology and Data Velino. Don Kissel, Ed Sutter, and Principal Brett Meribito. There are no public comments. Um I would like to ask everyone to please speak up so that

002we can be heard on the recording. And reminder that today is the setting of the final agenda and that when we're going through the agenda, we are to say ready for action, will be placed on the next regular voting meeting, requires further review, it's returned to the committee for ongoing work, or it's an informational item. Um with that said, we can proceed to the Governance Committee. >> Okay. You want to do finance? >> Sure. Um Eric, could I ask that you add under informational items that the three policies that we're actually voting on also be put on for second read under informational. >> Um >> So like the very beginning, just put informational item and then list those three policies that they're also up for second read. >> Okay. So under finance for this month,

003we have the four um standing approvals, so treasurer's report, general funds, cafeteria bills, and capital projects bills. We also have the preliminary um motion for the budget for next year. We have Oh, so let me tell So, the four um standing is ready for action unless anyone has questions, um we're going to ready for action the general budget um motion. On to the next page, uh the uh we have a motion to award for the consortium price for multi-purpose paper which will be ready for action unless someone has an issue. >> I got I got a word >> Yes. >> Sorry. I just put down our allotment, but we're going to be spending >> Oh, we have a maximum on that? >> And I'll put that on there cuz we had our order put in

004there. So, it's going to be $18,000 >> just going to say I saw it. >> and 14 cents. We'll add that dollar amount there. >> Okay. >> We just set with the the award the bid based on it, but we'll say what possible we have. >> Yeah, cuz that was in the enclosure, right? That >> No, it was it was just the um bid amounts. We didn't put our quantity. >> Oh, okay. >> put the $18,000 there. >> Okay. >> on that for our operation. >> All righty. Um and then we have a a a sorry, a a motion that was actually an action. I wasn't asking about this because um Christie, does this need to be put up Does a mention need to be made for this since this was um put on hold

005from last month at the beginning, yeah. >> No, it needs to go formally tabled. There was no action, but we're going to put it on there that this thing is now going to be this item below. >> Okay. >> Exactly. >> Yes. So, this is the master services agreement that um we had not voted on last month because there were four um non-disclosed dollar amounts in there for services we used, but we did get those and those will be in there um for this motion. So, that will be ready for action. And then um we are going to have the MOU for the resource officer employment agreement for the 26-27 um school year pending final approval by district solicitor. Mr. Mata, did you get a chance to look at that MOU? >> Gary Mata's um

006decision back here. >> I didn't hear what you >> I didn't hear that. I'm sorry. Could you repeat that? >> I >> Gary, did you get a chance to look at the MOU for the the SRO? >> Yes. Yes. >> And so all good by you? >> Yes. Yes. >> Okay. >> Do we want to put that as requires further review or just put it ready ready to go? Ready? Okay. >> I have a question. Is that just a one-year contract? >> Yes, one year. >> Yes. And that's because remember we're discussing about what's going to happen with the security issues starting next year. Assuming that we're going to have a motion to keep Bob on for another year. >> going to be further discussion? >> So this we're going to do this this is

007ready for action, but what we're going to do over the course of the next year is have the safety group look at how we can change that role and then with the next contract include that information in the contract. What safety-related we want that position to pick up. >> Okay. >> Prevention, more of the prevention. >> Yes, more more safety. Yes. Uh yes, since Gary gave his approval. Yes, you can you can take out that last phrase. Yep. >> Okay. And then I'll go over policy like you said um Director Brown to include the second read. Um board members have up until uh the second read to make any changes, ask questions. So, you know, this is the um venue for that type of discussion. Um the policy had a working meeting last week. Um

008we had a couple new policies that we discussed. Um Mr. Mata, uh we didn't forward it to you. We got to forward that to you. >> That's cuz you and I haven't given approval yet. Yeah, you and I you and I still have to approve them. >> a wonky week with it being right before the meeting. >> Okay. So, you and I have to approve those before they go to >> Okay. Okay, great. So, we have three um uh new policies new policies that are coming up possibly to be added um here shortly, but if not this >> It'll be next week. It'll be next week. >> So, there are three or four uh new policies that we've um just reviewed. >> I sent you guys seven seven policies. >> Yeah, there was yeah, there

009was more than that. Yeah. >> three in my view. >> Oh, okay. >> That's why. >> He sent a lot of them. He was busy. >> Thank you very much. So, we'll have some really good updates for next time. >> Okay. Student Success and Facilities Committee. >> Okay, for facilities, there are several non-item agendas. One was the $36,000 donation for the pre-K curriculum. Then we will have a student uh student teacher student teacher from Saint Vincent College who will be observing at the middle school from May to August of should be 2023. Yes, I mean you get heads up on that. Uh the only item here is the uh approval be given to the between and then the agreement between the Ligonier Valley School District and Laurel Highlands U Cycling for use of our parking

010facilities at the Valley uh Ligonier Valley School District Administration Building from the 1st of May through the 30th of November this year. And that's ready unless there's >> I just want to know did um our solicitor review that agreement? Gary, did you did you review the agreement for the U Cycling use of the parking facilities? >> that did prior to the meeting. >> Okay. Do we need to add since we're past May 1st, we need to add a retro for that May 1st date? >> It's not here yet. The trailers is not here. >> Can we do June 1st then maybe? >> Or maybe the school board tonight >> board meeting date. >> the school board meeting date. >> Yeah. >> Okay. >> The day after maybe? >> Okay. >> Was that the >> It's

011okay tonight. >> We got a We got a commitment letter just Dr. Froman from that first item you had for the donation of that pre-K curriculum. Um that that would that would make things in line through pre-K through 8th grade. We're really excited about that. Mr. Zorchak was talking with one of the committee and the exact figure on that is $35,271.20 and that's from an anonymous donor. Um so we're excited with the ability to offer that same curriculum pre-K through 8. Mr. Zorchak was actually nervous that we had gone to the school board gone to the well so many times with the curriculum things that we were not not sure that we would be able to do that. But with this grant we seem very fortunate that we'll be able to streamline that curriculum. So

012We'll have that number changed for next week to reflect the exact commitment letter from the from the donor. >> Is that the reading curriculum? >> Yeah. >> And pre-K teachers have already been talked to. They're all in favor. So it's great. Nicole Gordon has done a a lot of leg work just in talking with the teachers and and just making sure they were on board with it. But the program and I think even the pre-K teachers had said Brett you can attest this. They had said you know we had just adopted that kindergarten through essentially 8th grade curriculum and they kind of said what about us? >> Yes. >> And I was hesitant like Matt said I I was hesitant because we had just brought forth you know the math curriculum and then the HMH

013to 6th grade. So so this is a blessing. >> Actually it's a it's math, science and >> Oh, >> it's math and science. >> It's all it's all subjects. It's all subjects. >> Oh, okay. >> Can I add one thing? Will we have to accept the grant next month and then the purchase the curriculum both on the same agenda item next month? >> Yeah, yeah. >> Okay, so just let the board know information, but next month you'll see the grant uh to accept the grant and then have the curriculum and the writer meeting that. >> Okay. Uh educational programs, I have a lot tonight. Uh first up the list of graduating seniors for the class of 2026. >> Will we get that? >> You'll have it on Wednesday. They're still finalizing, trying to get everything

014>> how many? What do we know the number? >> number I got on Friday was 99. >> Ooh. >> Um and they're trying to get all 99 through, so we're down to the trying to get those final projects in and whatnot. >> So that will be in our board folder. >> Yes. >> Okay. Ready for action then. Um next up I have the McGraw Hill math materials for the amount of $87,544.74 paid over 3 years. Um and that corresponded with our presentation from the math curriculum team last month. >> I think they got it knocked down a little bit. I just wanted >> Yeah, it was a little it was a little bit higher. I I went back to him and talked to him. I think he knocked it down. I think it was like

015three or four thousand dollars >> Oh, good job. And then um in addition to that, uh the one-year agreement with Cengage for the calculus math material for at a cost of $6,140.40. So those are ready for action. Um next up we have a student attending the Bear Best program at the uh tuition rate of $38,121.44 and the extended school year rate of $4,340. >> Okay, I have a question on that one. Um Gary, did you look at that? >> I haven't even seen it. It wasn't >> contract. There's no contract. There's no contract. >> When I requested a contract from St. Vincent, they do not give contracts. They do not give MOUs. The best that I was able to receive from them was a letter at least stating the cost of the Bearcat S program.

016I questioned that in order for us to pay them, shouldn't we have some sort of contract? That is not how they operate. So, I do >> Gary, would you help with that? >> Okay. >> Do you mind if we take this session now? >> Yes, please. >> Do you want to go through and come back to that? >> We can come afterwards. >> So, it requires further review. >> Yes. >> Yep, absolutely. Um next step is an agreement with the Western PA School of the Deaf for audiology services beginning July 1st, 2026. >> Okay, I have a question on this one. Yeah, there's two different prices on it. There's 125 per hour and 160 per hour. >> What's going on with that? >> On on that, there's there's two different prices on it. There's a

017125 an hour and then there's 160 an hour, which >> There's two agreements in there. >> Yeah. >> So, um one is audiology services and the other one is itinerant services. So, if you look through the two. >> Okay. >> And they're just they're stapled together, but there's actually two. They're separate. >> Okay. >> One is for audiology services and one is for itinerant services. >> And what did What was the projected amount? >> We're projecting between 30 and 35,000. >> Can we have that in the motion? Maximum. >> No, we don't have to do anything on top of budget wise. >> I know, but we would like to put that on there. We would like a maximum. >> It's It's Well, what if I What would it be >> Then we bring it back

018and we vote on it that way. This way we have an >> I know what you mean. I know what you mean. >> Sorry. >> Not to exceed? >> Yeah, not to exceed. Yeah. And then did did Gary look at this and he's good with everything? >> I don't know that think it yet. We're >> Okay. Okay. So, as long as Gary's good with it and we put the amount not to exceed, then it's ready for action. Or are we still wanting to hold it? >> I'm okay as long as we have that and solicitor approval. >> Okay. Get Mr. Matter, are you going to be able to look through that contract before Monday night for the deaf for audiology? >> I will. >> Does he have it? Do we have it? Okay. >> Let's

019send it to him. Send it to him. >> Okay, with those changes it's ready for action then. Correct? Is everybody okay with that? Um next up we have the graduate fellow agreement with Saint Vincent College for 2 years as presented. Anyone have any questions? >> Yes, can we put the amount? >> And the number? >> Well, the number there's four students. We get and the tuition changes each year as part of the payment. >> We pay We We put it on the agenda every year, too, right? >> No, this is a 2-year agreement. >> Oh. >> This is just an agreement that we're using their services. And we don't know if we can get four if if they don't have four available, we only like one year we only had three. >> Okay. >> So,

020again, it's just an agreement that we can use their services for the grad fellows. >> Can we put not to exceed four? Just so we Okay. >> So, not to exceed four students? >> Yeah. >> Yes. >> Not to exceed four uh grad students. >> Yes. >> And that's ready for action. >> Yes. >> Okay. Um next up we have agreements with Mount Aloysius, um Pennsylvania Highlands Community College, and Saint Francis University all for dual enrollment services at no cost to the district. Any questions with that? Ready for action? Um we have Westmoreland Case Management and Support um agreement for as part of the student assistance program for the 2026-27 school year. Any questions? >> Is that the same no cost to district? >> I I don't know. >> I Well, there never has been

021before, but that was always stated in the motion. So, we need to know that and then And it should be stated >> Okay. >> to the district. >> And does Gary need to review that also? No? Are we good with that? >> Same as we had last year. >> Yeah, it's it's it's the same it's the same that we've always used, yeah. >> Okay, then that's ready for action if we add no cost to the district in there. Um, we have an agreement with Adelphi beginning July 1st, 2026 through June 30th, 2027 at a cost of $182.20 and that's a $5.31 per day increase. >> Can we also set a max on this and then revisit if we go over that? >> Well, the max would be the the full school year. >> No, I

022think she's talking number of students. >> Well, we This is This is the buy one spot. >> Oh, so this is individual spots. >> Yeah, so this is just one spot. >> Again, >> It's It's It's at a case we need it, right? >> Okay. >> Yes. >> Is this an in case we use or we pay it to hold it? No, we pay this amount. >> as they go. It's like >> That's smaller than I thought >> It's like when the service is up at I use, you only pay for who goes. >> Okay, so >> Like we have somebody move in from outside. >> I get that now. I was thinking this was a different one. So, my apologies. Yeah. Okay. I'm sorry. >> Okay, so is that ready for action? Any other

023questions or concerns? >> So, that's that's a daily rate as opposed to a yearly rate for the seat. >> They don't Let me ask you this. Is it? So, do we Do you have a projected number for next year? Three, that's what I thought. Okay, so I've got one coming out, yeah. There should be one coming out that I know of. There's three this year, there's one coming out. Yes. Yeah. Got it. >> Okay, that's ready for action. Next step we have an agreement with Interim Healthcare of Pittsburgh, and that's for our substitute nursing personnel. Um for RN it's $65, and LPN it's $55, and a CNA is $35. All no increase. Any questions or concerns? Ready for action? Next step we have an agreement with Ignite Education Solutions, and that is to purchase one

024seat at the Greater Johnstown Career and Technology school school with a maximum of cost of $14,944.17 per seat for the 2026-2027 school year. And then that's a $700.15 maximum increase per seat. >> Yeah, that's not bad. Yes, it is. Placeholder. I was going to say no, yeah. That one's That one's >> a placeholder, but we can sell it, right? >> Yeah, we can sell it. I know the one year we did >> Yeah, one year we did sell it. >> Yeah. >> Okay. Okay. >> So, that's ready for action. And then we finally have an agreement with Alternative Community Resource Program with the prices listed below. Any questions, comments, concerns? >> We use this only if we need to use it. >> Yeah, this is only if Yeah. >> Only if we need to >>

025If needed. Yeah, cuz right now we don't have Have we used >> Justin, do we have any concerns >> I mean, there's no like quote student listed, but >> It's just a service we need to provide. >> Okay. Okay. >> So, that's ready for action then. Okay, that's everything. >> All right. Human Resources Committee. >> Oh, wait. Can I ask a question? >> Sure. >> While we're While we're on this, only because we were got You know, we're going over these. Did we or will we get um the agreements for the other ones like Colleen, Dr. Cutter, and New Story? That we haven't gotten them yet. Okay. >> Now, Human Resources. >> Okay. Excuse me. So, if you don't mind, Madam President, I'm going to lump lump these paragraphs together because they're all about FMLA

026leave or unpaid leave. Um So, um we're okay with moving that as ready for action. >> Okay. >> And on the next page, we are ready for action for the approval of the hiring of the extended school year staff, which Mr. Superintendent, >> Okay. >> how How long is that extended? Isn't it only like a month and a half? >> It's just >> We have dates. >> 12 sessions. >> It's the month of July. >> Okay. >> Can Can that be added? The dates? >> Yes. >> And what is this for? Is this for >> It is for students that have qualified for extended school year. So, it is >> Qualified. >> Yes, but you have to qualify >> For special education. >> As I said, >> special education only. >> Okay. >> for Okay.

027That's That's what threw me. Yes. Got it. Okay. Now, with the extended school and going back to, you know, the contracts for Colonia we send during the summer, right? We send them there. >> Yes. >> So, is that I know, but my I'm going back to the other questions to ask if that cost that we paid includes the summer cost when we send for extended year for our out of school. >> Yes. >> Okay. >> They'll list it separately on the invoice. >> Transportation's provided. >> You have to provide transportation. >> Any other questions? >> Just as long as the dates are added I'm good with that. >> Yeah, it's Monday Monday July Tuesday, Wednesday, and Thursday. So, we'll put something there. >> Okay. Thank you. >> Okay. The next item is the hiring of

028a substitute clerical or office paraprofessional. That's ready for action. We have some changes of location for some teachers. We're going to move to Miller Campbell. >> She's not a move. This is just an addition. >> I'm sorry. She's going to be the QBS trainer. >> Do we have a job description for that position? >> I asked about that, too. >> It's not a It's not a payment. It's just a training. It's just a training. She's not >> Which we evidently approved last month cuz that went over my head, too. >> She's going to train me to train the trainer. She's going to train her on staff. >> Well, I misunderstood this one. >> Yeah, so did I. I know when I asked about I'm like, "Well, you approved for that for her to have the

029training last month." So, we did that last month. >> is a It's a training for de-escalation and restraints. Like, in the event that there's a you know, the insurance where a student would have to be restrained and if you have they teach them how to de-escalate the situation first and and they they show them restraint techniques in the last resort. And she would become a trainer of the trainers. And so, that's what this is for and so, when we have like professional development days throughout the course of the year, she would do the actual training. That's all this is for. >> Thank you for clarification. >> Mr. Zapotoczny, can you also Is my understanding that you have to have this training every 72 years? Is that correct? >> Every year. Every year is a refresher

030and so, it's a one-day refresher every year. So, we have a need constantly for a refresher. >> I just wanted to put that on for everybody to know that it's an important item. >> Yeah. >> Okay. Um Okay, the next ones are transfers to different locations. Um we have Stephanie Story moving to the MTSS reading and math and um LBE. Am I reading that correctly? >> L Cam, sorry. Um Robin Lear is going to be moving to LBE. And we are ready for action on those items. >> Those two. >> The next item we're going to request that it requires further review. That is for the hiring of health and physical education teacher. Um while we did have interviews today, we're just going to put that on the post for further review for the next

031meeting. >> Post for further review? >> Yeah. >> And last one I have is um the hiring of some substitutes for the um Oh my goodness. >> Such summer youth employees? >> Yes, such summer youth employees. I'm sorry. Um we have John Crutcher, Austin Parr, and Zach Hayes. And that's ready for action. Mhm. Okay. >> Okay, we have uh supplemental contracts. Retroactive approval to be given to the appointment of the supplemental position for 2025-26 school year as presented at the rates defined in the LBEA contract. Uh Darren Ecker, assistant baseball coach, ready for action. And the approval to be given to the appointment of the supplemental positions for 2026-2027 school year as presented at the rates in the LBEA contract for the head swimming coach, head varsity girls basketball coach, head varsity volleyball coach, head

032varsity cheerleading coach, assistant varsity football coach, assistant varsity football coach. They're all renewals. Is that ready for action? Okay. >> Student experience committee. Okay. Uh first of all, uh we would need to add to the contract with the mobile again as we did last year. We won $5,000 if you all remember. So, could we add that to the agenda as well? Here's a copy for Dylan if you want or Eric or whoever. Um >> You give us a copy. >> It's kind of a renewal thing, but I think we need to have it on the contract. >> So, just move for the grant. >> Yeah. >> All right. Thank you. >> And also as a matter of information, um the grant that we received last year, the $5,000, the designation of those funds has been

033worked out, Mr. Vital, with the funds allocated to the football side with the AD. If anybody wants to see what what they're going to look like, I did kind of copy off of the cast iron, you know, where the decals are going to go. >> So, we're going to brand the different things out of the stadium. >> the mascot. >> Yeah, so we're going to spend that $5,000 which we got for the football, so we're going to brand the stadium. >> Perfect. >> It was designated for that originally, but now that >> We can put that as an item of motion, too. >> No, I I just think it's just because we we accept >> I think that's just it. Yeah, I think it's just >> So, you're okay with that as being formal approval?

034Okay. >> No. >> So, then we can put the purchase order in for that. We did get the money for the $5,000 from >> It is just very slightly under 5,000 because they couldn't make it come out to the exact penny, you know. We we have a couple cents more. >> Okay. >> If you want to pass it around so people can see what they're going to look like, that's fine. And then the motion for girls' golf coach and also also varsity ball football volunteers, that's ready for action. The handbook for coaches and and everybody received that in the email. Don sent that out with the changes highlighted. It was just on as far as the expansion of the how that actually happened. It was >> Can I have two comments on that though? Go

035figure, I read something and have a comment. Okay, so under the payment section the paragraph starts with a small s, that means addressed. The flow chart does not say what the flow chart is for in the handbook. Can we I'm assuming that's a chain of command. Can we put that like can we make that more obvious in there? And then um It says for participating teams, the student activity fee, shouldn't that say for participating students? >> Well, there's participating teams in it in an activity but not everybody is you know, the activity might not be available to everybody. It's whoever the participating teams are. You're talking about further up on that same page. >> Yeah, to me it read like the team was paying the fee. I could be wrong. Did anybody else not read

036it that way? Okay. Ignore me on that one then. >> That wasn't That wasn't actually anything that was changed were the things in yellow. >> I just caught those readings through it. So, while we're updating those yellow ones, especially the capital there. >> but I can't answer that. I know it's when there was a participation and extra activity. So, I think that's what that really means. >> Okay. >> Um just a comment on that. Mr. Madden, have you had a conversation with Mr. Saiko with regard to the question he had about it? I know you guys are trying to set up a phone call or something. >> Or is that the booster club? >> Oh, yeah. >> Yeah, that's the one I was >> We haven't been able to get together yet. He wasn't available.

037I'll try to get a hold of him again tomorrow. >> Okay, thank you. >> Yeah, that that one isn't even on here because we're waiting for that >> I just want to make sure that's okay. >> So, anyhow, this is ready for action. And then the approval for the student activity parent handbook, you know, it's just a matter of updating every place that it needs to be a participant. Because we used to have a a variety of terms paid to play whatever. It's really just a participation fee and that's ready for action. Aaron, you want to do these up? >> Got it. >> He's always doing that thing. Okay, and for transportation um we have the usual request from uh people at this time of year wanting to go from L B E uh attendance

038area to the students to come to R.K. Mellon, we have two names there and that's ready for action. That's just That happens if in fact there is space. If there is no space, then they cannot make that transition over to another school. >> They have to get to their to the next stop and if it's they have to get to the stop in the bus, there's no extra >> Right. So, I I just want to clarify on this one. So, we have one that is an LBAE student that's putting in to come to R.K. Mellon, but we then have an R.K. Mellon student going the other way. That's odd. I've never seen that. Yeah, that's that's very You must be doing a really good job out there. >> And it is also affected, I believe,

039a relative of a teacher. >> Oh, okay. >> as well. So, you know, it's making it easier for a parent, which it's great we can do that transition to make life easier for people. Uh we're going to be hiring of two bus drivers. So, that is definitely ready for action. And having said that, that's all I have. >> Okay. Do um any school board directors have any comments? >> I just I I want to piggyback off off something Christie and I was talking We were speaking about and if anybody around the table has information on this, and of course this is not my, you know, bucket of anything, but it since she mentioned it to me, it has become a curious thought in my mind. Um what is the mandate through WPIAL for whether you

040have a coach and then what number mandates adding an assistant coach? >> I don't know that that's defined. I don't I don't think >> So, what How do we make that How do we make I'm sorry, Gary. >> They're in the contract. >> That's a That's a board decision. As long as you're consistent with the number of wins in the sports, that's a board decision. >> Okay, so with that >> There's no set requirement by the collective bargaining >> So, the collective bargaining agreement has a >> listed for a head football coach, three I'm just making up numbers, three assistant varsity coaches. >> That's okay. >> So that would have to be you guys can That would have to be it could be negotiated out of the contract. >> It can be negotiated out. Yeah,

041we can't right now, but whenever we do the contract again. >> Absolutely. >> And with falling enrollment numbers and >> more than what's in the contract already. >> Right. Got it. Make that note, Christine. >> At the end of the third year, we have two more to go on that contract. >> Got it. Thank you.
