Whole agenda setting meeting to order today, February 9th, 2026 at 4:05 p.m. Mr. Secretary, we do roll call. >> Mr. Boys, >> present. >> Mrs. Brown >> here. >> Mr. Fishwell >> here. >> Mr. F >> here. >> Mrs. Hudson >> here. >> Mr. N >> here. >> Mrs. >> here. >> Mrs. >> here. >> Mr. Steph here. >> Nine present. >> Thank you. I would also like to note that Solicer Mada is on the phone. Superintendent Moles, Director of Education Justin, Director of Special Education Dr. Kawista, Director of Technology and Data Valino, Don Kistle, and Ed Sutter are also present. At this time, we'll do public comments. Rose Educators have responsibilities to their students, their colleagues, their employer, their profession, their taking on the role of working for a school district requires an individual

to ensure they are acting as a role model in the community. Sexual misconduct and public are actions that should be taken seriously. April of Oh, I'm gonna have to stop you. >> That's it. >> This isn't an issue for the the school district. This was a personal matter with you and this has been turned into the Department of Ed and found out that uh the Department of Ed took no action. So, your public comment is completed. Thank you. >> I'm not allowed to speak. >> You You can't use names of of of professional. Her public comment has nothing to do with this school district >> and we are going to ban it at this point. >> I'd like to hear your comments without any names. >> Um I you can't because you can't because the

solicitor has called that this is no longer a school issue. It's >> this issue has been resolved. She has filed something with the department of education and it was come back nonfounded. This is a personal a personal matter between her and another individual that has nothing to do with this school district was not on school property, not during school time. It has nothing to do with our district. >> Is that like approved by everybody or is his comment that matters to me at all? >> That's our solicitor. We have to follow his legal advice >> that I can't seek. Correct. >> I mean, is that not my right to be able to talk >> about items that we're discussing in school >> about school district business? That's what you can discuss. >> That is not

school district business. >> I I disagree. Does that not matter that I disagree? Do I have anyone that I can speak to? >> Per our conversation we had several weeks ago, you were going to follow up with an email. >> Yeah. I feel like our meeting was useless. It was complete of my time. So that's why I've come here to be able to talk to people if anyone will listen to me. >> You were going to follow up with an email so that we could get some answers for your questions. >> That's from the solictor. When I spoke with the solicitor, it was the biggest waste of time. He was so disrespectful. >> But you were supposed to follow up with an email with to us to convey back to the board. >> Mrs. President,

who did she say was disrespectful? you >> you and Madame President you know again this issue I've put if you go back and look I've put several times I've spoken with her with another individual that she had contacted me uh she filed with the department of education the uh department of education came back with no findings um this this matter unfortunately she's not getting the result that She wants so so she wants to say that I'm being uh that I was you know acted inappropriately which is not the case clearly. Um you know this is not an issue that should be discussed at this point. >> Do I have like am I not allowed to talk? There's no say he spoke to me one time. That's not true. He spoke to me multiple times. That

is an outward lie. >> That is our solicitor. He gives us legal advice. >> A liar. The solicitor lies. That's concerning to me. >> If she makes that comment again, Madame President, you know, she should be removed. There is no reason for me to for her to call me a liar. Everything I said is true and accurate. And this is the reason that she should not be making public comment because her comments have nothing to do with our school district. >> I haven't even gotten to be able to explain why they do, though. How is that fair? >> Can you please understand like how is that fair that I don't get to >> per our discussion with you a week ago you were going to follow up with myself and director >> I don't even

know what questions I have to ask you guys like this is more so about I feel as though the community needs to know what happened like I don't know what questions there are to ask >> I've already given this report in in depth to the board they know exactly what happened you turned it into the department of education they chose not to take any action the against your allegations and it is time to move on. So, your your comments for this evening are concluded. If you'd like to have your attorney to send me a letter or contact me, I'll review that matter at that point. >> Okay. Okay. Um I'm going to ask everybody to leave the room so we can go into executive session and speak to our solicitor and then we'll resume. >>

We're excuse >> everybody. Okay. the meeting back to order at 4:28 p.m. >> Mr. M, can you please? >> Yes, we should just move on with public comment to the next individual. >> There are no other public comments. >> Okay, then we should just move on with our business. This is the uh second meeting under this new structure where the entire board is involved in the uh setting of the agenda. So what the district administrators did was send information to the committee chairs. Um I would just want to explain to everyone the agenda is actually being set as we're doing this meeting. So when we're reviewing items there will be three different things that happen. They will either be ready for action and on the agenda for voting at the regular board meeting. Uh requires

further review. They'll be returned back to committees for more work or it'll be an information item and there's no action anticipated. And then the final agenda is assembled based on today's meeting. With that being said, we will proceed to the government's policy and financial committee. >> Okay. So with the finance, we have um several that are pretty common for monthly review. Um we got the um >> these aren't out yet. Yeah. The general funds, the cafeteria, the capital projects, >> and the budgetary transfers. Will we expect to get them this week? >> You'll get them on Wednesday in your folder like >> Thank you. >> Yes. And the treasures report as well. >> All those in the first page and actually the next one on the EA one, they'll be all in Wednesday dumped in

your folder. Yes. >> Okay. Um I know Christine talking about the extracurricular activity report that's not something we discuss here or >> okay so um the structure of the activity reports um were kind of inconsistent across the buildings um and some some general observations that we saw or or that I saw was um it wasn't clear what the dispers were for um and it needed to be consistent. So if there was a dispersement for um uh for charity, one of them had like the West Morland walks um but there were other dispersements we thought that were also charity. So just being consistent across like >> Can we go can we meet maybe go over the items that you're discussing because I know we made some format changes to the elementary ones that were better, but

the middle school and high school run off QuickBooks. The elementaryaries run off spreadsheets. So there's a little bit difference there >> because the quantity here. >> So I have a couple of them that I need. So on 104, this is the high schools on 1014 there's one that says direct public support. >> Okay, I can get that. >> Then on 10:15 program income 15,000. Can this be explained so we understand what this is? >> Yeah. like and the responsibility of these reports are the individual principles at each building and the secretaries. So I can if you the questions I can get those answers for you. I'll forward it to them to get more detail on it. Uh and I don't know if they could expand the quick books of what they're putting in there or

change their definition of what they're putting it in there too, but if you can email me them, I can get those answers for you. Yes. >> I just want to go over a couple more that I have so that you're aware. >> On 1120, this is still high school. There's two that are for college testing. Then when we go down also 1120 Rotary District charitable donation and then there's also another one that's West Morland walks. So I don't understand why we're doing charitable donation one when West Mor walks would also be a charitable donation. >> Yeah I like I said we'll have to get I can get the principles to answer those questions for you. >> Here's where I really get confused. Okay. >> 124, 1218, and 1229. Loadar bus lines. One for $635, one

for 700. >> They pay for them directly out of their ECA accounts. They pay that transportation directly. It was for the clubs over there. That was directly associated with that's not a school district expense. That's a club expense. >> Okay. >> Yeah. >> All right. Then with the middle school district, um there were a lot of reimbursements and I just We're not putting a strain on there was there was one person's name over and over again and like are we putting a strain I don't know what the turnaround time is on these but it just seemed like that person was doing an awful lot. >> Okay. Okay. We can we can I can Yeah. If if the problem is if if it's not it has to go through the club. So they should ask for

maybe a check written directly to the place they're buying it from. if it's not if it is a strain on them. But let me let's get that since that's a little bit more individual. We can meet with that. But I can get you the answers then. >> Can I can I just make mention that we had talked about this before and I know these are done on spreadsheets in high school but again the most important categories that we need to see is the account and the memo. And we can't see them all because they're not large enough. And and I I don't know what to I mean maybe make this you know landscape instead of portrait. So that they can >> and that's mostly in the middle school and the high school, right? Yeah. Okay.

>> Yeah. Because I mean you see it but you don't you can only see reinforcement for and then that's all >> let me see if they can rerun those for landscape and uh landscape and do that. Okay. I'll talk to both secretaries tomorrow. Okay. >> Okay. And the other comment I have is for these accounts is there a reason why they're not in money markets? Doesn't look like they are earning interest. >> Well that's that is we're not that's not the school district's money. This is fiduciary. We're just the holding it for the clubs. So, they have it in checking accounts and that's what they're earning on it. Yeah. >> Okay. >> I don't know if they need the money needs to be very liquid for them. >> Markets are liquid. >> But wouldn't that

be the clubs? >> That's a club like that these club. This isn't our money. We're just fiduciary. The high school was fiduciary responsible of these clubs. We're not that money cannot go back into the general fund at all. >> So, are there like 50 bank accounts? No, there's one account that's it's one account. It it that has all those clubs in there. >> Yeah, I think we can I would suggest looking into a money market. >> Well, again, it's the it's not our money. It's the club's money if they like chose to do that. Yeah. And they have to have there's certain things they have to have sign offs of every expense that comes in by the the the club members each year. It could change every year. And I would I'd probably go against

that because it's it's not our money. It's not affecting us at all. It's it's the club's money and that turnaround usually goes pretty quick. I know there's a couple clubs the the yearbook one has a little bit higher of a balance but they could use that to offset future expenses of the yearbooks for the students then as well too. >> So you're saying the club has got to make that decision. >> The club's got to make that decision. >> So they don't have to go through the school to keep that money. >> The school approves the clubs, >> right? But we don't have to keep that for them or >> No, we keep it under our EIN number as a separate club. There's one club account in each >> in each district. Yeah. Yeah. Exactly.

>> It's still under our EIN number, but that money can never come back to the general fund at all. It's for the club fundraisers, the things that they did. Yes. >> Okay. So, then that leads me back to another question. Why are officials paid for out of that? Don't we have an athletic budget? >> Hold on. The athletic account is paid out of that, but it's transferred into our That's one thing that we can put in our general fund. >> Is very confusing. >> It's very confusing. So, I what we do is cut a check twice twice or three times a year from the general fund. They pay the officials out of there and I record that back on the general funds books. Yeah, because the general the athlet that has to be recorded on

the general fund books and we do that every year. >> It would drive you crazy trying to keep up. >> Well, the official checks. We run checks once a week here. The officials have to be paid three or four times a week. It's >> they have the access over there. >> That's why he has three computer screens. >> Yeah. >> No, you're good. That very good question. No. Yeah. >> True. Yeah. >> So, so the the clubs are run on like a spreadsheet and >> well the high school and middle school are on Quickbooks. >> Okay. >> Yes. There's a more activity in the high school. The elementary is very little activity. >> And they just keep the paper checks. It's it's not that not much activity at all. Yes. >> Sometimes you don't even

see much change. >> Yeah. On that, like I said, very little. But the middle school and high school do have more activity. And the high school pays for the officials at the middle school and high school level. It's run through the athletic uh Wesley signs all those checks over there for the athletic department going out for the officials. Yes. >> I think we should get you a fourth screen. >> I know. >> But yeah, I'll see if they can do a landscape and get that better me better things like that. Yeah. >> Have to hang it on the wall. >> All right. So, and then the audit will be on the agenda. Um bids for diesel fuel. Um, >> can I speak a little bit on that? >> We go through the consortium through that

through the IU. And, um, >> it was my recommendation we push it up a month. We usually do it a month later. And I'm glad we did. We locked in at $2.40. Last year it was $2.33. And after we did locked it in, it went up 20 cents fuel. Listen, $2.40 is a great rate for diesel fuel. 2.33. And I I did the calculation. the the bus providers paying $2.37 next year they pay two so it's it's three cents a gallon what we paid last year we're going to be paying the net district cost of the district so I'm happy we locked it into 240 that takes effect July 1st through June 30th of next year >> I'm going to stop the board for one second all one two three four the five items on

the first page under finance what is our decision everything is ready for action >> that's a good idea >> we're waiting for the final report on Wednesday. >> But you're okay to put them on the agenda. >> Yeah. Okay. >> Sorry. Thanks. >> Then the next two are good. >> Ready for action. >> And can I do one more clarification on this? Why we had to accept it already? And the board gives me the right as me and Matt to be able to act on the board. It changes every day. So as the consortium that we do, we have to approve it that day. You're just proving it at the end because we if we don't act on it that day, we lose it. It's that quick of a turnaround. So I don't want you

to think you sort of are retroacting it, but you gave me the authority if Matt or I to act on that. Okay. And that's very important because it changes dayto day. Okay. I'll probably up for the next one too soon. >> The next one I did ask um about is this to exonerate the real estate taxes for this property number and to provide clarity for not only the board but the public as to why and Eric if you could explain why please >> we ran into the same situation last March we had a taxpayer apply for a veterans exemption through the county and it was approved but it was approved after for the next year we went on a fiscal year our taxes July through June they got approved in uh hold get the date

here. They were approved. The application was submitted August 12th. It was approved in I want to say it was November. It was November or December. Now, that takes effect January for for next year for the county, but the school district is still wouldn't take effect till July next year. So, that person's asking for us to exempt them for the 25 26 taxes as well as the 26 27 which they'll be getting anyway. So, their question is the hardships out there. They they were approved and it just over overlapped in the tax year if they can get their taxes forgiven for the 25 26 years. >> This happens pretty regularly. I think with the problem, I'm assuming this because I've had this in probably five or six uh districts here in the last two months. Um

I think that the process to go through the VA must start like around July because I think that they're looking at everything come January. I don't think they realize schools in Pennsylvania >> Yeah. >> start in July instead of January. and it it causes a problem. So if if I've had this same agenda item on a number of districts over the last couple months. >> Yeah. So we're doing and I know uh Mr. Robert Doy wants to say because maybe put in there uh parentheses t veterans tax uh exemption. Yeah. Okay. >> The community. >> Yeah. >> Can you only get that once? >> No. that get now you when you apply for it you get it but uh it's on they re they uh look at it to see if you are still in

uh if you still meet the requirements but once you get it you as long as you meet the requirements it continues on >> we don't have to approve that >> it's always yeah it's always through the county if they don't if they approve they don't qualify anymore at the county level then it comes off the rules and they go back to taxation yeah >> okay and then the last finance option so we're ready for action for that one and then the is to accept a grant for $2,000 from the Valley School District and that is ready for >> Thank you. >> All right. policy legal. We have final approval for four policies. 5 organization organizational charge 610 purchases subject to 611 budget purchases budgeted and those are already okay so under during last month when

these came up for first read I asked about the dollar values in 610 611 because on the state site it says 10k to 18 and we have >> well >> no 132 to 18 >> there's a different there's a different code that you have to follow that changes it goes up by the consumer price index each year >> those stay the way they are >> but the link if you go to the other link the I can't remember the code number it says it's up for inflation every year the CPI so those those numbers are corre the the the link is correct to the one but the other link is for that >> the link is correct the link think is correct if it tend. Yeah, that is totally good. There's another ex exception to

the code when they start allowing it to go to be adjusted to the CPI every year. >> Then I have two other questions. >> Okay. >> Because this is all about bids. How do we know prior to this what a bid's going to be? >> What do you mean by that? because it says if something's between this and this we have to get >> well if we get quotes back and it's over that or unless they're co-stars we can go if it if they are registered through the state through the co-stars you don't have to do the bidding process even if it's over that dollar amount and what we would try to do I know we did it for the track we requested three co-star people to give us a quote and two of them

responded the other one uh declined to bid on the track and then um with the carpeting in each of the uh schools they co-stars. So, we just try to go out and get three bids. And like Ed knows, we can only get there's not many people doing it. They do it. So, >> just curious how before we got >> Now, now listen. Now, the ERU project was definitely a bid. Baseball project definitely a bid because those numbers are so high and the paving project because we want competition and there's more people out there and there's different specifications that do you want to bid as a district. So then we as a board on 610 lines 34 through 36 it says that we must accept the lowest bid. >> Lowest reasonable bid >> all things being

equal. >> Yeah. >> Okay. So we had >> it's actually the lowest responsible bid. Lowest responsible bid. Yeah. >> So twice since I've been on the board we went with the medium bid. Which one's that? >> The piece of equipment and the project up on the hill. >> That was because we knew >> Wait, what piece of equipment? >> Well, that was the lowest. That was Yeah, that Okay. Yeah, >> the lowest >> and that was under >> No, that was under 25,000. Yeah, I think that one was the lowest, wasn't it? >> What was the other project? >> We went with a different engineering firm. You don't have to You don't have to >> That's a professional service. You don't have to do do that. >> Professional service. You don't have to do that.

What I remember about the tractor was there were three different types of tractors. >> Yeah. >> They weren't all the same type. >> Yeah. >> So we made great. It wasn't the exact >> And you don't have to do a professional services. You don't have to go with the lawyers. No, you're good. Those are good query good questions. >> What was the the cost of the professional um bid or making of the bid for the paving. >> One was I think 32,500. One was 40 and one was 133. But the one with the the one with the lowest one didn't have as much experience as the one with the 40,000. They came in from another company. >> Yeah. >> And they had private experience with another company. They're new with that new company that put

the bid in and she didn't have nearly as much experience as the one we went with. >> I looked it all up. >> Yeah. it. I tell you what, if you had to do that, it was probably the right thing because they definitely have more experience and this company's done many paving projects compared to the one that came in at the lowest bid and they've done municipal, school, everything. Yeah. And we got there and that's one thing you're allowed to check. We asked for the references over the last five years and we did check that board redo it. It was it was good. I'm I'm more of a money guy. I would have been okay if he went the lowest, but I have to concede on that. You saw his presentation. It was great. I

mean, >> yeah, it was worth it. >> When you were talking about What is that? >> It's a state program where if you apply, you're offering the lowest price for your product and it's the state approved it already. So, it makes us help from not having to advertise it three weeks a row in a paper because that cost $1,000 at least to advertise. >> You don't the bids don't apply if you order it through the >> co-star program. Yeah. >> And it saves us tons of money and time. We can choose from then we can go out and just get three quotes, but they're co-star quotes that we can use as bids then. >> Okay. >> Yeah. I just have one suggest you guys figure out how policies I knowing these policies for moving forward

for I know I know that there are problems but I just I think that >> do you hear what he's saying? >> I don't have hair right now. says to pull the rest of it out. >> Yeah, I don't mean to create extra work, but I just think that our policy should be all for >> I agree. And our intention was when we pulled out the PSP, we went to the line format. >> All right. But Donnie was the head up on that one and he's one that knew how to do that and I have not figured out how to I played with it and the line for the line is absolutely best. So we now ready for student success and facilities. >> All right. college will be during spring semester of 2026 who will

be observing during the spring of 2026 as well. Uh regarding buildings and grounds, we do have uh which is retroactive to the Thomas and Developers Incorporated for the fitness center as presented. >> Can I explain that real quick? >> Okay. So, when we put this out, we put this one out in bed and we we uh requested a general contractor, mechanical contractor, a plumbing contractor, and electrical contractor. We got three bids back. We didn't get one for plumbing. So instead of rebidding it out, the general contractor said he would price it out for us and we finally got the quote back from this is what it was going to cost. So it's not really a change order from his standpoint because he's doing additional work. So his price and you'll have it in your folder

what they're doing. It's $9,450. >> I have that already in our new thing that we're going to be presenting the five-year plan on. So I added that into the original price. So that takes the whole amount up to 492,000 right now. This I don't want to think this is a change order. This is additional work that was never bid on. >> Yeah. >> So my question is and this is only because looking at the other is there anything in here that is excluded that's going to be done during this work or no? >> I'm sorry. What's that? >> Like extra things that are >> this is everything. And I made it retroactive because I wanted to sign it the date of June 30th after or January 30th because as soon as the weather breaks these

two days over here next day he might be out there digging. >> Okay. So that's why we saw the weather and he wanted to get going and he has his backho over there and um we might be able to next Monday. Maybe if we get done with executive session maybe we'll sneak back there and see that fitness the heat's all running and all that. We'll I'll see how it's going. Okay. >> Uh but uh I think this this is good and I hope you can start digging tomorrow. >> This plumbing is not necessarily like cold running water. It's drainage >> drainage >> from the roof >> down into the catch basin. >> Yeah. And then we have to put the sidewalks on top of it. So if we can get that in as soon as

we can, then they can repour the sidewalks around the whole thing. So >> So all of the stuff that goes over where these are going down is already bid out and in the bid >> like so. >> Oh yeah, that's part of the general contract. That's part of the general Absolutely. This is This is our price. >> Yeah. >> Piping all the >> There's already a catch base in there. Yeah. >> Right. And we already paid for >> everything's all in it. Yes. >> Yeah. >> All right. And then the second item here is back to me. So this is the one when when we requested the bid, we thought we were going to get the the power is going to be able to run the irrigation system and the scoreboard. Well, the irrigation system

needs a 240 volt uh uh power and that's not the existing one that we have. So, he has to run another line from the box with a boost to go 240 to get the irrigation system running. So, he completed the first project. It was 14,800, I believe. And we're going to get the $10,000 bill coming up to He's completed uh number one. This is number two to get the irrigation system. It's already running and working. Uh, but this is to have the power to it. They when they started it out with that, it worked and, uh, they had a generator there, but they're going to come back and rehook it off, but we want to get this to have that connected to the high school that run that power out to that right now. >>

We did get another quote from another electrical contractor and they were like >> they were a couple hundred aart, I think. No, they were $75 apart. or $75 >> and we asked for a third one because when we saw the price and I almost had a heart attack but uh we asked for another third company but they never they never they weren't interested and TP Electric was doing the other work right now gave us it. So we figured since this company's familiar with already running the existing line out through there they took the one uh pipe and connected it to the scoreboard the conduit they're going to use the uh security one or the camera one we had out in the scoreboard. We're going to run it through that pipe if it's okay to connect

the irrigation system to. >> Okay. Now, my next question. >> Yes, we got it in contingency. It's part >> my next question. >> Okay. >> My next question is the next thing on the bid that the base proposal amount does not include the following as described. So, >> yeah, if there's if if we can't do the Yeah, we could run into problems. That's how the first one was, too. >> Okay. But the engineering for this has been done. >> What's that? >> The engineering for this has been done. paid for. >> Everything's paid for from the engineer. >> And why does he put in here engineering drives? >> No. If he would have to dig something up or go underneath there. Yeah. If the conduit doesn't work. >> Okay. So, excavation across the parking lot

for a new conduit. Yeah. Under the assumption the existing conduit is in working condition. We know that's probably not. >> Well, no. The first one worked. The first one worked >> for the uh for the scoreboard. Yes. >> Okay. >> I think he's just putting it out there if they if if it's not worked. If not working, they would have to do that. Would be additional cost. >> Okay. So these are not things that are going to be step two of what they're doing. These are an exception should we run into trouble. >> Exactly. Then we'll come back to you and he'll get a cost to us for that. >> Okay. And what about like pavement and that would be pavement concrete patching grassy if they have to have to do something. That's correct. So

those are all right there. >> Yeah. Yeah. Exactly. >> Yes. Hershey Park and that's no cost district in Harrisburg on May 5th and that's also the district. So those two things and cyber security. >> Yeah. So, I talked with the high school after meeting these two. There's the other part of me that thinks it doesn't hurt to have this on the agenda just in case they were able to get it. get, you know, get it up and running. See what the interest is because really the the high school courses kind of operate in a capital capitalistic, you know, system. If there's interest in the course, then it's provided. If there's not enough interest in the course, then it wouldn't be provided. So, I don't I don't think it hurts to still have it on the

agenda, even though I'm not 100% sure. And Rachel, as she was leaving, she was concerned that, you know, whe just to see if there's enough interest of kids. I don't think it hurts at all to have it on the agenda and get it approved even in the event that we would want to offer that in the following year it's approved. We can start working. >> I thought at the last meeting she said as long as we had it approved in the February. >> She's concerned. She was concerned about getting it in. I you know I if you ask me do I think we can get it? I think we can but I think there's some concerns especally Rachel's out there. >> And just for added information because I was the one that tabled that um

and in my research um this is a double of what we offer over tech. But as I talked to Mrs. Cartzell and Mr. Wymer, we see this class as being something that would be very very good to offer to especially our ninth graders. and they it is offered and that was another concern of mine was what grades are we offering this to um are we going to compete with EWCTC but she's going to offer this from 9 to 12 and it would be a great precursor for ninth graders to get interest if they find out that they like this kind of thing and then to move into the cyber security program over at Votech. So, um, you know, um, my thing is going to be I'm going to request the counselors at the high school

really like trying to push this into ninth grade, the nth grade, 10th grade realm, so we can take advantage of their interest if they like it. So, we can get them into because we, you know, we run that program through WCCC. It's a very good program if if the students are interested. Oh, is there one you want to add there? Maybe talk about about the IDOW thing. >> Idaw. >> Sorry, I had that in my notes. >> No, it just came in last minute. So, so uh um let's get to my work to uh obtain an agreement with ID for the school picnic which will be uh June 12th of this year Friday and uh we have a contract agreement with the the park um that will provide discount tickets for students and you know

dedicate the Lincoln Valley School District school picking day on that day. Um so we just got that today. That's that's the reason for the late edition and uh we'd like to add that uh the board's consideration as to making that day official >> and there's no cost to the district. No cost to the district. >> I'm sorry. I think you're the first party. What you said? Did you say Iowa? >> Yeah. >> Anybody else here remember that they supposedly didn't talk to us for years? >> Oh, they didn't for years. >> Mr. We haven't had that for years. Yeah. >> So, um, school camps start that week, just as an FYI. >> Are they on Fridays? >> Yeah, it's all week usually. You know, I know there's a couple camps in the area that start

and just like, >> well, we could do it the fifth. >> Well, this date was predetermined before I got here. >> It was always the second Friday, but you could be the fifth. Does pre camp start then? No, camps usually start because I think valley goes that following week. >> So we could do it the we could do it the fifth. I'm just I'm just saying comments. No, that's a good >> Yeah, that's a good comment. >> Yeah. Do you want to do the fifth? >> Let's try. Let's try. Let's try. >> I'm glad to hear that we're doing that. There's a lot of disappointed people. >> Now, human resources. Okay. So, um, couple things. First was I was working on a form for the act 93 employee observation that we have to ter well

it's to help us at the end of the year when we do the evaluation. So, I just want to let you know I'm putting a little bit of something together. Um, if anybody wants a copy, I can send it to you. Just something we've been working on. Okay. So, back to the agenda. Um, we talked about, um, two people resigning for retirement purposes. Um, not really much to say about that. And another another um employee leaving for FMLA again. And then we have um the hiring of a teacher and a nurse. The teacher is an emergency permit. Um, No names. I Nothing really to say about that. Just something that's coming. >> Substitutes. They're substitutes. Substituting substitution. >> Substitutes. >> Does anyone have any questions I can try to answer for you? >> What subject

is the high school? >> It doesn't say for me. So, how about you Justin? What is that? >> We I don't want to. You can you can >> Oh, that was okay. That would >> we can answer that. >> Gotcha. for the subject. I got you >> because >> there's not too many people in that one position. >> Everybody okay? Those are ready for action then. >> Yeah. >> The approval will be given to the appointment of a supplemental position for 2025 26 school year as presented at the rates defined in the LDA contract. for a head softball coach and an assistant baseball coach. >> Did you get both of those? >> No. Well, that's kind of a sticky wicket because the athletic >> I was going to ask you how is this committee does

the interviews for all coaches of coaching physicians and I even cleared it with um our uh president about that. And so the interviews are going to be on Wednesday afternoon and that will be available. >> Okay. >> That will be available uh because the starts on March the 2nd. We need to get up and running with that. So, we have applicants and we will be able to make recommendation late on Wednesday and get it in >> two. Okay. >> Many applicants. >> There are three. >> Which one? >> Yes. The head coach and then the assistant falls follows under the head coach. >> Well, that's assistant baseball. That's different, right? You already have the name for the assistant baseball. >> There is there is a name. Yeah. Okay. >> So, we'll have that in for

the we get that from the recommendation from the committee, we'll have that on the agenda. >> So, that will be ready for >> Oh, I didn't even notice that. I'm sorry. >> That's why you're looking at me like, what are you doing? Okay. So, we have another supplemental position with the rates defined as above for the Am I allowed to say what that's for? No. Yes. >> Not me, but the position. >> The position. Okay. So, for the assistant marching band director, um it's a renewal. And the next one is for program volunteer for the high school musical. So, >> I do have a rubric for when we go a coach to having an assistant. I'm just curious or do we just automatically do a coach and an assistant? >> According to the um athletic

handbook, we hire the head coach and then they make their recommendation who they would like to work with. >> No, but you want to know why we have assistance. I'm asking do we have like okay if we have 50 players going out for softball what number do we go where one coach any sport I just said >> then we go to an assistant >> it depends on what sport it is and that goes to the supplemental contract that is negotiated >> um >> most that is under discussion right now to match with the job descriptions supplementals >> which would be part of that >> and most of the sports are just one coach and an assistant too >> and then volunteers according to how many people but no don't no don't no don't no don't

no don't no don't no don't no don't no don't no don't limit to the volunteers you got as many as you want >> paid positions are defined in this >> according to the contract >> now can I clarify when we talk about volunteers >> the coach needs to be in agreement with the volunteers correct like we don't just Okay I'm just making sure It would be just like an assistant coach, right? >> The head coach would say yes, no, >> there's just a little bit of clarity needed from other teams. Like I just wanted to be sure that's still how >> once a head coach of any sport is selected. >> If I'm wrong, >> they make the recommendation for the assistant or assistants. >> Okay. >> Same with volunteers and they all have to

have ser, you know, their services and everything. Okay. >> I just wanted to know if that had changed or anything like that. So >> those are both ready for action. >> Okay. Student experience. >> Okay. Um first of all, we've been working on our poll about the participation fee. It's still a work in progress. We need to meet with the Lincoln school uh district foundation who has funded ones that are uh folks that are unable to pay on their own. That's still pending because we have yet to meet with them. Um Gary and I did meet and talking about the supplemental descriptions. Um, there are 33 of them that are non non sports. Um, again, that's one that we need to look at. I I do believe the board intends to approve job descriptions for

supplementals because we've never had them ever in this district. It's like u you know, you ask somebody to apply for a job, but you don't have a job description. So, you know, we were going to have that meeting a few weeks ago. It was cancelled. We are going to reschedu that. Um, it's just a work in progress and I don't want the muddy the waters because it's part of the supplemental contract. It's all a negotiated contract. So, we need to I I need to speak with uh President Ho about that, how we want to proceed with that process and we will be doing that. >> Okay. So, having said that, those are the two items that are n not agenda discussionized but they're in progress. Um for athletic the recommendation for the middle school volleyball

in person is ready for action. You have that on the um and by the way the volleyball program on the hill middle school is underway. They had to cancel their first scrimmage because they did not have enough practices in due to or the school mother nature was messing with us. So you know that didn't happen but we want to get them up and running and the mobile and I did send that out to the board remember asking if you had any um objection to us direct approval on this. Then the next one is the Marcy cheerleading recommendation as a program volunteer for 2526 and there will also be one for baseball um after tomorrow. So, I that will be ready for action on on the agenda. And if anybody has any questions and I know

it's clear as month and I apologize for all that, but we've been working really hard to make this happen and get the baseball season underway. Um, approval for the following athletic event staff to work varsity home athletic games and we have a name for that to recommend as well and it's ready for action. And the conclusion of the meeting last month. Um I did pass out the proposal to have middle school and baseball and softball programs. It was going to be totally funded the first year by the boosters. Um that's what the table within your u agenda. The first year there was no cost to the district with the estimated amount funded by the boosters $24,000. The second year 2728 will be a 75% booster funded 25% district funed. Um the amounts are there for

the district that first the second year that will be 48.75 and then the third year um we would be paying half and the final year the district would fund it. Now, this graduated funding schedule is really good because we've had a lot of uh requests over the last few years. I met with people starting oh probably three years ago to establish more programs um in the middle school, baseball, softball being primarily the ideal ones to begin with. Um one of the things you always have to be sure when you start a new program because it's money, you know, it's going to cost whoever's going to pay for it. You want to make sure it's going to be sustainable down the road. Is there enough interest? Really, you know, Everybody said there's a very strong group

and I I do believe that because they have a boosters group, they have the money. So that tells me there's a lot of interest out there. So we are going to ask for approval on that. Um >> I just preference. I know Wesley's not here, but Wesley put the budget together and and I looked at >> as we w now the first year the $24,000 why it's higher the first year is because that's the purchasing of the uniforms. So they would take that all and then we estimated out the number of games. like he has a very detailed budget and I I feel these numbers are good but they can change. I mean they might be a little bit lower, it might be a little bit higher but this gives us a ballpark where we

can see if we could be be at and we have to negotiate the if we do the coaches through the CBA and or we have to see how that's going to be because all the coaches are through the CBA, we have to negotiate that with the union as well too. So we put some good numbers in there. I think this would be the worst case scenario the first year and and probably thereafter. But at least it gives you an idea what you're going to approve and what you're going to get into in the following budget your budget. >> And Wesley did work very closely with Eric on the numbers. >> I I feel pretty good. I mean there could be some surprise. I mean this doesn't include if they make playoffs or anything but we

have a you know it it depends where it goes and how many people participate. We may have to get more uniforms than we >> that's the whole purpose of all this to see where it goes. >> Where it could go. Exactly. >> So my question I don't know. Um and I know who we play depends on whipfield number the numbers for do we know what class this is going to fall in yet or we did that >> well they haven't determined for next year yet but that's still a work in progress right now for all everything >> and middle school could be a little bit different because you don't have to be sanction I mean you could just pick up your own games maybe in middle school like it's a I might want to speak

I know it's difference in each conference but middle school is a little bit different than the high school sanctions that you're in. You could probably just play teams that have them because there's not every school offer offers the middle middle school. >> See, that's the whole point of they offer everything that we do already have in our district. If we could go to another >> um >> conference, they we might not be having all those. >> So Wesley would know more about that, but hopefully we can stay in the WHO region in our objective of all this is to keep the feeder programs current and with us so that we don't lose players for our high school. That's that's the goal to keep it here instead of all these young men and gals get going

someplace else as so keeping it all local. >> That's the goal. >> And additionally, >> hopefully it works. >> Yeah. And additionally, I don't know if you all got the same letter as we got um concerned about enough title n sports for females on the hill. So I I wasn't sure if you all got that or not. >> Yeah. >> But you know, again, that will help them a little bit. We can only go so far with that title n by offering what we can but this is a really really good start and hopefully you know we're going to build our basis of the census for the school district going forward that we can fund more programs. >> So from a financial point there will be nothing in the 2627 budget >> for middle school

softball or baseball when I present it. And if you're all in favor, it's ready for action. And thank you very much for taking time to read the detail that was passed out because they were very um intentional about how they put it together. And then the next one is to approve Roger Ble, Brandon Rinsco, and Cory Churchek to attend the uh Pennsylvania Scholastic Football Coaches Association clinic. It happens every year. Um it's self-funded as far as them going. The only district financial implication for the for the subs >> and we have building subs in the grad students so there that could fill in those classrooms when they're gone. Yeah. >> So that should be not a problem. Um so it's ready for action unless somebody has an objection. >> And then we have an approval

to be given to accept a donation. I think we must accept donations >> um for weightlifting bars at the LER Valley High School weight room as donated by football booster organization. the value of $1,716 and we are ready for action on that >> and that's the conclusion of my report. >> I think you got one more. >> Did we get that? Did we get that >> get that letter resignation letter? Did you get that? >> Oh, it's Was that on this time? >> We could get it on this time if you wanted to bring it up. Let me >> Oh, okay. Because I wasn't sure if you had gotten it in time. I knew it was coming. Yeah, >> there was a um we received >> What's the date on that? >> Yeah, it's it's

official. It's official. >> What date was that? I think it was last Friday, right? >> Yes. So, it was in time. >> Yeah, it was in last Friday. >> It was kind of residing his many years tenure as boys soccer coach >> for the fall. >> Well, it's 31 years. 30. >> I think he's been the only coach, right? >> Yeah. The only boys coach. >> Coach. Yeah. >> Yeah. I forget how many years. 30 years or some such thing. >> At least 30. Maybe 31. I kind of lost count. >> If we accept it now, we could post it and start looking and >> I just want to make sure we got it in time. >> Yeah, we got it in time. Absolutely. >> Okay. So, we can can we add that on it

was ready for action. Okay. Thank you very much. >> Oh, no problem. >> Okay. And that is all I have for that. the transportation team. >> Oh, go ahead. You got it. >> Transportation. The only thing Well, the good news was the bus stop that we were having an issue with has been settled and kids are riding and everything's working. Great. Glad to hear that. Um, the approval to be given for the 2526 revised instructional calendar. How many times have we revised this year? >> Too many. has enclosed. So, it's ready for action. Hopefully, no more changes. >> And one more thing on this. I know through the chair, um theou for the uh additional pay for the bus drivers comes up in June 30th. I'm I want to schedule a meeting with you two

with Dave to meet and Matt. Um >> Okay. >> Cindy was involved in the last one. You want Cindy involved there? >> As the committee chairs, they send it out to >> Okay, good. Okay. And then um I mean Wesley and Matt, myself will probably be involved with the administration, but you just gonna send out to the board. I'll get a date, a couple dates from Dave. >> Okay. >> And see if it's good with you and we can get that schedule. >> Okay. >> Before June 30. >> Oh, we're going to do it as soon as possible, I think. Yeah, we need to move on. Yeah. >> I have a question. Um for attendance, are there any updates that will be shared? I know last month there wasn't any and then I don't see

any for this month. Will we have a report or anything for that? >> They put out every month. You mean that's the report that I requested like what if we had >> 1400 students and we went up 10 or went down >> it wasn't >> no it's just part of an it's never approve it's not board approved it's always you don't have to vote on but it'll be in your folder it'll be in your board folder that's always in every month >> should make it public as like an FYI for the Is that what we should do? I don't know. That's That's what I >> You know, they right now there hasn't been any major changes. It was It looks to me on the report. I looked at it. It looks to me like one

family moved out. You You can almost always tell it's like two two here or two here, two here. It wasn't a gross number and then might go up next month when somebody moves back in. They typically have them out north because they have those public housing units out there >> and that's where a lot of that >> but your question is do you want to make it public? >> Yes. >> That's a board decision. >> Well, it's part of the packet, isn't it? It's posted. No. >> No. It's only goes in the board for right now. >> Oh, then I don't see any reason why we shouldn't make it public. Quite frankly, >> you know, can we put that under public information and just have >> even placements? >> I don't know. >> There's placements

on there, too. Like >> that information is like Do we have somebody? Oh, we want to know the general like did we lose five students who were pulled out? >> Oh, you don't want the actual detail report by school and all that. Oh, I don't know what you're talking about. >> We could take that report. >> That's what I'm talking about without the special place. Yeah, because >> other districts do that. >> I I'm not Well, listen, I'm all about transparency. I just I caution um advertising a trend that would not be supportive of the district. Um, if the trend were in favor of the district, I think that's something that we should share with the public and encourage, hey, listen, we had this number of students return from a cyber charter. But if the

trend is the other way, I'm not sure we want to encourage that behavior. >> Well, my thought is the whole goal of what we're all doing is first we get the academics going up in the right direction and then we get what I aesthetics, which is all the other stuff, baseball field, building, what he everything else. We're getting it all going in the right direction. That's the goal of all of us, to get it all going in the right direction so that we can have people come back. >> The goal is to get more kids. How many did we used to have? >> Yeah. 1,800 um in 2008. >> So, we need to get >> 1300 now. We we need to >> but you know let me justify that we're not the only district that's

>> the whole goal is to get a bunch of kids coming back all over and people moving into the area. That's the goal of all of it. And the goal to do that is to help the kids >> get the academics up. Get the sports programs all the clubs >> have supplementals that they want. >> Future Business Leaders of America. I noticed that's on one of the things we were looking at. that kind of stuff and get it all. We want Mr. Moles and and all these professional people working hard because they got too many students. That's the goal. >> All right. just like in one of the Johntown papers about two weeks ago, the school district there advertised that they were going to have an incentive of $2,000 for families that brought their kids

out of cyber school back to the school district. And it was it was $2,000 and they would reimburse them like I think it was $500 a year. They didn't give the $2,000 up front. They gave $500 a year over so many years. And I wonder if that's an option that that may attract some kids out of cyber school back to the district. >> Yeah. Yeah. So I I that was probably a reaction to what director said that there may be a trend of folks moving, right? So that the school district is reactive and is offering an incentive for kids to return, which is what they've celebrated in the newspaper. I doubt you're going to find a a public forum where the school board is saying, "Hey, we just keep losing kids and this is how

many kids we lost." It's kind of like in the same just as the discipline referrals, right? Uh we're here to celebrate the victories. We are well aware, this board is well aware of the hurdles that we have. I'm just not sure that that's something that we should, you know, uh scream from the hilltops. We have ident that school district you're affirming has identified a problem and they're offering a solution to it. They're saying, "Hey, this is how we can get this be good news when we can celebrate the kids who return. >> That's a slippery slope of offering an incentive to come back. I I don't know. I know they're the only one in Cambria County that do it right now. Um I don't know too many other schools that have an incentive that come

them to come back for cyber. I I don't know if it's a good thing or not. I I I don't know. >> I think it's something I I think it's something to keep in mind. >> Mind. Yeah. But let's see how their success. Let's see how their success is. I >> I think we're headed in the right direction. That's just my opinion. >> I think everybody's working in that direction. And I again the goal is to bring all these people back. And another reason why I agreed with Jen about the 250 >> something positive >> everything we need people becoming more positive. What Dr. D always say >> you guys remember >> he always wanted you to be positive and trust the >> trust. Thank you. Yeah, >> additional board. >> That's just the way

I feel about it. >> I would just say thank you for this discussion. I appreciate it very much. So, >> I do have one, but uh this is an opportunity for our kids to get involved in a revolutionary quiz that is going to be for seven and eight, 10th and 12th grade. questions will increase grade and state similar to Jeopardy. So students teams can be up to five students but no less than three schools uh but no less than three schools as many teams as they want. So we could flood the entire fourth and sixth grade. I think that's one thing and Eric and Ed and gentlemen here, excuse me. But the thing that really astounded me was uh after our meeting I sat down with Justin and we were looking at the what is

that system and this was something that really just opened up doors and this is something we need to get out to the public because I was looking at scores that they brought up um it was brought up and they were looking at their math scores and they had the math really and so fascinating you look at assessment and the kid was doing really poorly on and then they suddenly were able to use this system and identify what the problem was and it he was reading it too fast but he was looking at more addition but he should have been subtracting and once they slow him down the scores and looking at when we were going through and looking at all of the the rooms in the elementary schools and the middle school and seeing how

much they are working with these kids on getting back to really reading and comprehending and truly getting back to the idea what is analytical thinking where we're giving you your ability to to evaluate. We're doing this and listen and the u the PBI has seen how they're interrelated. It's the first time I've ever seen that done in Georgia or in Virginia. We're doing it here and I think that should be shouted from the mountaintop. I really do >> because our kids are on the right path and the whole goal is going to be keeping us to saying this is the the path we're going down. We're committing that at least for 12 years so we can see as they progress from grade 13 because we have kindergarten in there right all the way up through.

So we can see that we're on the right track. We just have to make a commitment not follow the latest trend or what the governor and lieutenant governor scribbled down on a napkin over lunch as to what they want the the u the uh the goals for the the state to be to really stay with us. We are making strides. This school district is going to come back. We've got ideal the ideal situation. We've got small class sizes. We've got dedicated teachers. And now we have a board that is dedicated to getting these kids to be the very best they can. And that's something I think we need to get out there. >> Thank you. >> I have one question real quick. I I had somebody approach me about a uh pause for safety and

therapy dog program only. I didn't know which committee handled that. So I wanted whoever >> you talking about missing. >> Yeah. Yeah. >> Might be educational, huh? >> Yeah. Yeah. She Yeah. >> Sorry. >> So, who know? >> Sorry. >> You >> okay? >> All right. >> Okay. >> I just I didn't know which committee to go to. So, >> finance finance. >> Yeah. She She talked to me. >> Gary. >> Yes. >> Do you have any more comments Christiey's asking or anything else you'd like to discuss? >> Oh, I don't need anything. I'm sorry. I didn't realize that you guys were asking me if I wanted to discuss anything. I'm sorry. >> We're on the other end of the table. So, >> yeah. Okay. >> No, I'm fine. >> Okay. Thank you. >> I've

got nothing else. I think I think you're absolutely right. I think I think the vision is there. I think the data that we focused on is there. I think it's telling us a lot about where our kids need to be going. But I couldn't agree more. We have a lot of planned in the next two months. Making sure that instructions the next day to start teachers on how to use that data and those assort what I have to to help them get to where they want to go. Awesome. >> I just want to say one year in Justin and you have done a fantastic job. Everything has been here to you. It's kudos to you and what you've done. So, thank you. >> Amen. I'll I'll second that. >> I'll second. >> Anyone in attendance

have anything to say? >> No further comments. We journey a
