Good evening everyone. We will start our committee of the whole. Uh it is currently 6:08. There's one presenter this evening and that is Mr. Eric Koshious with some information regarding the facilities along with Mr. Sutter. We'll be adding a second thing too because the agenda went out and we'll be talking about the state budget as well tonight. But I'll turn it over to Ed and Phil where he needs me. >> I can't talk the budget. So, we've been waiting a long time for that. Uh, a lot a lot's going on here. If uh you have got to see the front yard in the light of day, uh the field is really coming along. The sod is installed. Uh the pitchers mount the home pler laid out. Uh uh we have the bases. We ordered base

covers uh last at the end of last week. Uh they're trying to finish up uh the seating and the leveling of the top soil in the nonsided places. Uh the slabs have all been poured for the dugouts, the uh bullpens, and the future slab for the press box. Uh I think the only one who hasn't really been on site is the uh uh the electrician. >> Yeah. >> So the scoreboards up. It's it's a it took a long time, but it's really coming coming out of the dirt. Uh the wave room project, Eric just handed me an update. Um most of the things I knew, uh the uh slab is poured. There's of course a block laid up. Uh they have the uh the area where the penetration into the building it will be. It's

all been opened up uh and boarded up from insulated from the outside. So, uh, the plan is they're going to do some framing tomorrow on the walls. I do know that the, uh, steel trusses for the roof, uh, have been received by Mr. Diono. So, I I expect it to really progress. >> Two to three weeks, it should be all framed in out back then with the all that. So, very exciting. Like Ed said, they're going to be start laying the uh start framing in the market >> on the uh eru projects. Uh we have one unit set and it is probably about 85% complete. They're waiting on some duct work, but the uh the gas piping, the electric has been installed, the units on the roof. It's if you go around the back of

the building, it's huge. He's sitting right above the the uh rear entrance back here behind the building. Uh there was uh some talk back and forth uh about when the other three will be arriving and the manufacturer can't give them a date, but that's really not going to affect operations right now. So, uh because we generally don't use them them very much in the winter time. So, uh, >> we met with, uh, uh, Gibson Thomas. >> Oh, yeah. Yeah. But the painting project. >> Yeah. Yeah. We met with Gibson Thomas. Uh, they came out with their I'm assuming they flew their drone because they couldn't get it off the ground while I was here waiting for it. Uh, but we're going to be this week. We're going to be marking uh areas that we would

like to replace concrete and curbing. uh so they can they can work their bid documents and the plan is to >> yeah I think what we'd like to do in January is have them present what they're recommending to the board to move forward to uh bid out and won't bid out until like more towards the middle of February and accept bids in March. So but the timeline's right on schedule right it's the perfect time to be bidding so uh I expect them to have a report to the committee of the whole on in January on the project >> yeah so uh we uh The painting is kind of on hold down there because of the weather over at the admin building. So I I would assume that they'll they'll be in weather permitting. They'll try

to get it done before the snow flies. Our new tractor at Melanin Marker should be here on the 28th and we just received some more calcium and salt. So, we have probably on hand probably 24 pallets right now, which hopefully will suffice for the winter. I'm I'm going on the the minimum snow this year. So, I think I think that's it. Are there any questions? >> Okay. >> Last week, I asked if you had located the smell at the high school. >> Oh, yeah. >> Okay. You said you located the smell and the reason why. Has it been fixed? Uh the fix was actually to put liquid in the trap. Uh there there is a drain in the crawl space that takes during the cooling season it takes condensate and exits it exits it exit

exit it from the building. Uh and the trap was dry just like in your basement, you know, you you don't have any water going down your your basement trap or your sink or whatever. So, we did add some uh we added about a gallon of enzymes to it, which will keep it keep it fresh. And we kind of or monthly we're probably going to go down underneath and just make sure my next question. >> Yeah. Yeah. >> Now, we know where it's coming from. >> Yeah. Yeah. Yeah. But we we did that that was kind of a time vacuum because we we looked and it was kind of up where you didn't notice it. So, uh, we know it's there now. And, uh, we did have the gas company come out of a abundance of

caution, have them check the building and he went through and he said, "You don't have any natural gas." So, uh, but yeah, so knock on wood. >> Thank you. >> Any other questions? No other real questions, but uh, just to let everybody know, I did have a conversation with Mr. Sutter regarding the old Laurel Valley High School. And for those of you that aren't aware, um it's being vandalized by somebody. And Mr. Sutter has been nicely enough trying to board that building back up, but from what I understand, the cooperation level from the ownership of that building is not great. And uh because of that, I did talk to our attorney to Mr. who's not here this evening and he is looking into uh filing legal actions against the owners of that building. So if

you happen to hear anything going around in the valley about that building just be aware that building is no longer the responsibility of any of our staff and the only thing that Mr. Sutter was doing was trying to secure that for the safety of our students at LVE. So, um we'll see where that goes in the future because uh obviously the current property owners are not meaning maintaining that and uh we'll have to get St. Clair Township involved in some sort of uh legal action against them. >> Yeah, they are they are aware as are the state police. I met uh a trooper and uh the township police out there. They thought there was maybe some squatters in there. But yeah, I mean it's it it's kind of a game now. I boarded up. They

tear it off and I I I told him I said I will I will help you. However, I can't do it on company time and I'm not spending my dollars to secure your building. So, we've been using wood that we found within the building to, you know, secure it. So, >> yeah, I just didn't want there to be any misinformation out there regarding that building. >> Right. >> So, um, >> just so everybody knows, we have no responsibility to that building anymore whatsoever. >> Right. And there's no none of my time or any of my other staff >> spending time their time. I mean, I go over I have a I graduated from there, you know. So, I mean, I have a little, you know, so I don't want to see it get trashed, but

it's well on its way. >> Thanks for all the updates. Thank you. >> Thank you. >> Budget. That's what they want to hear. >> Finally, 135 days, but we're there. Um, how this affects us there there is some good news. Um, there was a little bit more uh basic ed funding than we anticipated, about $12,766 more there. Uh, same with special ed subsidy. There's another $3,171 there. So, those two together almost $16,000 with additional funding from what we budgeted uh for the 2526 year. The overall increase to the basic ed fund was almost 68,000 and the special ed was a little bit over 30,000, but we did budget some of that already. Um, one of the probably the best news of the budget for us is the tax adequacy there. We didn't get any last

year. It was the first year for it. However, we weren't qualified because the local effort. They took out the local effort as part of the equation. So, we did qualify this year and we're getting $141,354 worth of new money that will be added to our ready tolearn block grant and that will be money that I didn't budget for in the 2526 year, which is great. So, that is one big positive thing that we're getting a piece of the money that we deserve. We didn't get last year. Uh the last uh thing is there was um cyber reform. Unfortunately, we didn't get the cap of the $8,500 that we were anticipating, which would have been some major savings to the district. They did, however, add more deductions when we calculate our tuition. And the estimate they

have on last year's numbers, which we had to, it's just an estimate, was about a $279,600 savings. But looking at this year, where our enrollment is and running the numbers before I got the calculation, it's probably going to be more of about a $220,000 impact. of savings, a cost avoidance for a budget that I didn't budget for. Um, as I'm saying, that sounds like big numbers. However, in the 2425 budget, the state did reimburse us $162,000 as a cyber tuition reimbursement, and that has gone away now. So, there is some positive probably about a $58,000 $68,000 overall net. I didn't budget any of it, so it's all good. Uh, but it's not the home run we were looking for. I think the cap would have really got our funding. It would have put things in

line. So, there was some reform, but I think there still needs to be a lot more refund reform done on the cyber because it's still hurt cost the taxpayers a lot of money in this district. Um there's some other code changes. I'll go over those with um with uh Matt. There's some during about the safety and security. There were some code things that we we had to do a couple more things during the year, but we'll make sure our team knows about that as well. Any questions? out. >> Yes. >> Okay. So, in the last paragraph of the email, it said there's an additional additional $157,291 worth of revenue and a 279,600 potential cost avoidance. So, there could be possibly a $436,92 positive impact to the budget for next year to the district. >> Yes.

>> Okay. So, I just want to make sure I'm interpreting this correctly. So, does that mean that our 1.2 use of fund balance would decrease by that amount? >> Yes. >> Okay. Thank you. >> That's exactly like I'm saying until I get the new cyber thing out, that new form out. I'm thinking with the numbers we have right now, but we could add or lose some during the year. We don't know. I'm thinking that more about the 220,000 cost avoidance. I'm glad I did not budget anything for cyber because if we would have budgeted the 162, it really wouldn't see the impact. So, we're seeing the real impact. We didn't know where it was going at that time. I did not want to put something out there. You know, in the past there was been

no reform done in cyber. So, but that's where that would take us. Yes. >> Okay. Thank you. >> Anyone else? >> Thank you, Mr. Koshas, for that report. >> Thank you, Mr. Sutter, for your report. >> Before concluding the committee of the whole, I'll ask if we have any administration members or Mr. psycho that have uh any information for us for the good of the order. Okay. So, the committee of the whole meeting will adjourn at 6:22.
