Thank you all for all that you do for the children of Calhoun County Public Schools. Good evening. Capturing kids heart is more than a program. It is a commitment to building meaningful relationships with our students. When

we focus on students social and emotional well-being, we create safe, supportive classrooms where they feel seen, valued, and respected. This approach helps reduce behavior issues. It increases engagement and improve academic success. By modeling empathy, setting clear expectations and fostering trust. We are not only teaching content, we are shaping character, and building a positive school culture that we hope will reach into the community. So, our school that has won the capturing kids heart for the third nine weeks, which means they had the least discipline in the district, is Calhoun County High School. Please come forward. photo up. In the district, we strive for our students to show up every day and be present while engaging in lifelong activities. This quarter, our school that has the highest attendance, and all of our schools were 90% above 90%

for the third quarter, but the school that has the highest attendance this nine weeks is Calhoun County High School. >> Yeah, Dr. Pee was thought she had a lock on it. by this much. By this much and finally, Dr. Tullik will expound on this more, but we want to recognize Calhoun County High School along with St. Matthews K8 for being this this quarter's star campus as a rising shining star for capturing kids heart. Please come forward and give them a hand. Yes. And this award was given after being observed by the Capturing Kids Heart program from Dallas, Texas. That's your baby. This concludes our recognitions. Thank you. I'm favorite. There's nothing on the chair. All right, moving on with the agenda. Um, next on the agenda is the chairperson's report. And, uh, he's not here

tonight. And as vice chair, I do not have a report. Um, next on the agenda is finance. Um, Mr. Brunson will come with the first reading of the 2026 budget. Good evening, Mr. Vice Chairman, members of the board, Dr. Tullik, and our viewing audience. Tonight I present you the first reading of our 26 27 um Calhoun County sorry Calhoun County fiscal year budget. Um now this being the first reading we still have more information to collect from the state. um they've only given us their first um projection and it's come from the House. We'll still need to get the final projection from the Senate um before we can actually have an actual budget. >> Okay. >> But I um we've got a lot of information and in your budget in your packet you have a

line item budget. Well, what I'm going to do here tonight is I'm going to do the highlights from that budget um and explain things as we go um as we go along. The revenues from our county taxes um are projected to be 16995679 and that exceeds our 2526 budget by 1,622,629. And therefore this has been added to the projection for the 2627 fiscal period. House finance revenue projections for 2627 are 8,367,987 and that is an increase of 110,260 over the previous fiscal period. And as I said earlier, we don't have the final projections at this time. The total county, state, and other projections for 26 27 fiscal period at this this point is 25,363,666. And that is a 1,732,89 increase over the 2526 period. This year our our teachers um our teacher salary schedule was

increased by 4%. Um teachers will also receive a step increase which averages 1% for a total averaging 5% increase. Now this is above the recommended increase by um Governor McMaster. uh our beginning teacher on our scales will now be $53,135 and um I think that's a a pretty good starting salary for a district of our size um and shows that we can compete with other counties. The classified schedules were increased by the same percentage as a cost of living. the consumer price index increased um 3.3% over last March of 2025. So therefore our salaries are being increased over the cost of living which is very important in these times. Um one of the things that was hard to project and still is hard to project is the the rate of how things prices of everything

is rising. And so it it makes things a little bit more difficult to project out what exactly is going to happen because we don't know what's going to happen. Um as of now has not let us know the retirement increase and hopefully will not because at this point it is 24.66 66 that we pay for um on our salaries. And based on our projected positions for 2627, we're going to be paying 3,297524 $524 and this is up $131. $131,725 and that's an increase. For the past several years, PEIBA has given us a credit for retirement and we contacted PEA and they could not give us a definite answer right now. Um, but what we're going for the purposes of this first reading, we are going to project that we are going to continue to get

that $114,000 credit in the 2627 period. We also have not received at this time any notification of change in the cost of health insurance for the employer for the calendar year. We also have not received any indication that the employees will have to pay anything increased in the in the new year. Um so right now we is just based on the employees and their current plans at 1,820,240 and that's a difference of $12628 $126,287. I keep reading this as cents. Sorry about that. And this is based solely on the employees and their changes throughout the year. The total projected fringes um for the salaries is 6,98,000 598 and that's an additional $238,615 over the 2526 period. Total payroll infringes for the new fiscal period is 20,545,914. And this is an increase over the previous fiscal

period of 1,18,986. this 20,545 that represents 81% of our total budget as we are a people um industry. Total supplies and purchase services for the new year are going are projected to be 4,817,752 which gives us a total payroll fringes, purchase services and supplies to be rejected of 25 million $363,666. And that will match our projected revenue giving us a balanced budget. And this at this at this point this budget has been projected without using a fund balance and no increase in millillage for the people of Calhoun County. Now, as I said before, I just want to um reiterate the numbers represented in this presentation are subject to change based on the ongoing projections given to us by the South Carolina Department of Education and House of Representatives and the Senate of South Carolina. Um,

as always, I I hope and pray that we don't get a whole lot of difference and they don't come back and decide they want to cut our funds instead of what they have raised them. Do I have any questions? No question, but just just a comment. And I want to again uh congratulate and applaud the business business office and our administration. Um I've lived here in the county and county since 1961, graduated from these schools, worked 29 years, and uh now I've been on the board for I don't know 13 years or so. And I'm I'm very proud to say that our school district has been very wise uh since I've been on the board since I've been on this board in the last 13 years or so. We've always uh operate our schools very

well. They're maintained well. We're competitive salary wise. Our audits come back clear and clean. not since I've been on this board, we've not had a questionable audit and we've always operated within the budget and um we haven't asked for a millage increase. I think I'm correct in saying since I've been on this board. If we have, I can't recall it. It certainly hasn't been in in the in the recent past. And uh so that that takes a lot of hard work I think on our staff and our administration in particular because again I think sometimes people say well you know if you if you raise taxes and you collect more money you can do more things. Well I think the other way I look at it is we do we work within what we're given.

And I guess this comes back from my philosophy when I first became a principal at Bethlehem Elementary School and uh we had a tight budget and we found ways to make it work and um and and we had a progressing school and ended up winning an incentive award from the state and I think four years took us four years I believe to do that. But again I hope the people of Calin County understand how how physically responsible we are um without scrimping. And I guess I'm kind of find trying to find words. I want to say how proud I am that we provide what I believe is a competitive salary scale. We treat our employees right. We do what's right for our students and we do it within our budget and we do a good

job at doing it. Uh I think in in the corporate world today sometimes you don't see the wisdom and responsibility for all these factors I just said. So again, I don't recall do y'all recall? I don't recall Kevin and Deborah last time the school district asked for a millage increase. I think the county again I haven't kept up with the county budget but I understand they're raising significantly the t tax increase of what I understand but at some point in time in the future we probably going to have to end up asking for a tax increase and if it happens this year if it if the Senate and the legislature comes back with more requirements than we're expecting perhaps we might be forced into something like that. But again, I hope the public understands that

the hard work that the administration and also the accountability on the school board, how we really look at how we can operate efficiently and have outstanding schools and services within a reasonable budget and not overburden the taxpayers. >> And that's that's kind of a sense of pride with me. And I don't know, maybe y'all might want to, you know, how y'all feel about it as well. >> I I I concur with you, Mr. Nelson. I don't recall in my 16 years on the board um where the school has asked for um any millage increases or anything like that. So, it's always good when we have first reading and we come out uh and I know it's just first reading and it's subject to change, but it's always good when we um can come out with

uh results such as this on the first reading. Um any other questions or comments from any other board members? >> That that was a question I was going to ask. So it has been at least do we know when the last increase in millillage was requested >> by the district? >> Actually I I I have not looked back. I know that it hadn't done a couple of years before I came here. I came here in 2023 and it hadn't in several years before that. Um but uh we have we're just very fortunate that we live in a county that the tax base is what it is and we collect what we do. Um, there's been a couple of checks that I've received or not, we don't even do checks anymore, but payments that I've received

from the county that are above what I project for that month. And I'm like, whoa, thank you. >> Of course. >> And I appreciate the cooperation we have the county too, some those of us that's been in this long time, we have a great relationship with the county now. And um, that that wasn't always the case. I can promise you there was there was seemed to be some contention many years ago and we have a great rel relationship with the county now and that doesn't mean that we don't disagree from time to time. We do but I think we handle it the professional way in a in a in a way that's for the benefit of our citizens. Um you know again going back I uh it seems like there were some times that we

negotiated where we got extra funding from the county because I I forget and I stand to be corrected on on uh if if we if we hadn't gotten any millage increase. I just don't remember us in in my tenure asking board asking for a millage increase. I think we've got some increases because of certain legislative actions and the fee in lie of situation and that kind of thing. But uh if if we have but I know we haven't made a habit of of asking for millage increases. We've made it work for the what the legislature has given us and we received from the county and also our federal funding. Uh and that's what I think sometimes people don't understand that our three main sources of revenue comes from uh state revenue, county raised revenue, taxation,

and also federal sources for federal programs and various federal uh expenditures that we are either required or paid for by the federal government. So we have three, am I correct on that? That's about three main funding sources. And of course we have very little control up to no control over what the state says. That's all controlled by a legislature and of course the federal government we have no control over it too. So the only thing we have any kind of little input on is our county situation and again it goes back now I think we have a great relationship with our uh county government and um again you know someone who's been affiliated with this district over 60 years in some fashion and um it hasn't always been this way. So, I just I hope

the citizens understand that uh we're very fiscally sound and responsible and we're very again administration, thank you for all your due and u for your diligence and keeping us on the right track financially. >> Mr. Vice Chair, before um you guys take first u vote on first reading, um you all kind of stole my comments. Um I wanted to thank Mr. Brunson and his staff and certainly the administrative staff that's present here tonight for their work in um us having a balanced budget. I know it's first reading and things could change u but it's balanced as of tonight. Um and Mr. Brunson and I and there others will have conversations in hopes that we can continue to uh reduce our expenditures. But I just wanted to ask Mr. Brunson if you have any idea as

to when you might receive final um expenditures or final um allocation numbers from the state. Most of the time it is the end of May to the first couple of weeks of June that they actually because they always wait till the very last minute to tell us exactly what we're going to get. And one thing um I don't know if I'd mentioned this in in um previous meetings, but last year what they said they were going to give us and what we ended up with, they did cut us $300,000. But whenever I saw what was going on, just get in there, you start adjusting things, you start moving things around and um we smoothed it out and we have made it to this point and we have not suffered. >> Right. In cases like that,

that's when we have again another continuing resolution where we adopt the budget, the current budget for the the year to come. Um, so I'm hopeful that we will have firm numbers um when we get to that point and we're not going way into June without knowing what our budget will be for the coming school year. >> Thank you, sir. >> Then there are times unfortunately I I have to just say I'm sorry we cannot do that that this day. >> Of course, >> and we want that kind of honesty as well because it a problem is if there's a problem exists, it's not going away by ignoring it. >> And so we want to know what's going on and then we'll work together to get it resolved. >> Right. All right. And I'll lastly say

thank you to the county administrators who work along with us in making certain that um our needs are met without having to go to the taxpayer for additional funding. >> Thank you >> again. Thank you, Mr. Brunson. Uh we have action on this to take first reading on the budget. Do I have a motion to take first reading on the 20 26 27 uh budget? >> Mr. Vice Chairman, I move we take first reading on the 2026 2027 U school district budget. >> We have a motion on the floor to accept first reading. Do we have a second? >> Second. >> It's been moved and properly seconded that we uh accept take first reading on the 2627 uh school district budget. All in favor of the said motion, please indicate by saying I. >> I.

>> The eyes have it again. Thank you, Mr. Brunson. Thank you. >> Moving right on along. Right along the next on the agenda is the superintendent report and I believe we have Miss Keller coming forward at this time. Dr. Tuller. >> Yes, sir. Um thank you Mr. um vice chair. Yes, this evening we have Miss Keller come with second reading of a number of policies um files and administrative rules. uh once she has completed uh we have a field trip two field trip requests if I'm not wrong uh that Mr. Karen will present that requires your action and then there are just a couple of updates that I will have before we go into public participation. Miss Keller members of the board Dr. Tillic and of course our audience. Tonight I would like to give
