We can talk about matters that we sometimes don't all agree on, but we can usually come to a resolution and always keeping in mind the purpose for which we're here, and that's these young people in Khung County. So, I just really really appreciate being a part of it. And um

008with that, we'll move on to the next uh portion of our meeting, which is the approval of the agenda. So I would ask at this time if I hear a motion concerning the agenda that's been presented before you, if we could get a motion to approve that agenda. >> Mr. Chairman, I move we approve the agenda as submitted. >> All right, there's a motion to approve the agenda as submitted. And it always takes a village in order to direct our children. So we thank you. So in order to create memories, I will give you a chance for a photo op. Calhoun County Public Schools features their annual uh their annual art contest where children get to design their Christmas cards. And tonight, although we received many, I mean, many

011wonderful entries, we were able to choose the top three. And tonight we honor those persons who won the uh Christmas card contest. And tonight we begin. And when your name is called, please come forward. Payton Charles. And I need you to display that artwork. Mario Marquez. We have some feature future artists in the building. Sure. Come on. Yes. The South Carolina Junior Scholars Program recognizes students possessing exceptional academic talent. The purpose of the Junior Scholars Program is to identify these students and to provide opportunities that will facilitate their intellectual growth, broaden their individual interests, and promote their scholastic achievement. The program includes a process for screening a potential talent pool

012of students, identifying and recognizing those students with exceptional high scholastic achievement and intellectual ability and sponsoring summer opportunities in collaboration with the South Carolina colleges, universities, and the Governor's School for science and math. Students who qualify for this special recognition will receive an award of merit certificate and a junior scholar bumper sticker from the South Carolina Department of Education. When the parental release forms are signed, students are invited to attend the summer opportunities at these participating venues. Now, these students who took the preliminary SAT and the National Merit Scholarship qualifying tests had to score a 550 or higher on the evidence-based reading and writing subtests and a score of 530 or higher on the math subtest for the PSAT. Ladies and gentlemen, I call the two students who met these requirements. Natalie Belton, Aaliyah Terafa.

013They're not here, but let us give them a round of applause. That is a great to be able to go to a college or university or the governor's school for the summer to participate in their math and science camps. Next, we have students who participated in the Calhoun County Emergency Management Agency's weather contest. They concentrated on fourth graders in their science classes. And when I call your names, please come forward to receive your prize of a weather radio and a free meal from Hardies. All right, FA Pakotti. Congratulations, baby. They'll get the weather news before we do. Stand right here. Ariana Porter, Ala Davis Madison car. Lastly, Landon Traver. You're welcome. It's seldom we get to celebrate our elementary students, so this is a good site. So, photo op. Smile. Pull your bags up. Stay

014right there. Smile. Let us give them a round of applause. Job well done. That's all of our recognitions for tonight. Thank you. Yep. All right. Next on our agenda is the chairperson's report. Um, as usual, I don't have a formal report at this time, but I would like to take one moment to um recognize one of our organizations. Um, I I'm I'm just extremely proud. I Dr. Tullk, I was going to call you and I apologize. I hadn't done it yet, but I just want to recognize our band. Uh, Mr. Howard, I'm always amazed at the job that they do. And they went to Cameron Christmas Parade Saturday, the only band, Cameron Small, and we had a small parade Saturday morning. We did. The town of Cameron did. They were there and they were dressed

015in their Christmas regalia outfits like animals and they but they marched and played. Did a fabulous job. Um I was very very proud. My grandson was with me and when they were on the bus loaded up to leave and they were all on the bus. I thank everybody that were getting ready to leave and I had an opportunity to step onto the bus and and congratulate them and tell them how proud I was. I I just this does my heart good. And then to take it a step further, and I don't want to steal Dr. Tullik's thunder, but I saw where they were selected to go to New Orleans and and uh march in the Sugar Bowl parade on January the 1st, I believe. Um for a school the size of Calhoun County High School.

016I think that's just phenomenal. Uh and that just is a further testimony that the job that you all are doing these young people. I remember in not too many years past um the band the the tune coming from the band again I understand they're young people but it wasn't as melodious as what I hear now they really really do a good job and I want you to if you would please share that with them that um they they I'm I'm very very proud and I know you all would be as well. So thank thank them for us for all the hard work that they do. That's all I have and then that takes us to the finance report. I don't see Mr. Brunswin so we don't have a finance report this evening and then that

017takes us to you Dr. Tullet for the superintendent's report. >> Thank you Mr. P. Um this evening on superintendent report uh we have second reading for a number of policies um administrative rules and a file u followed by um those policies will be Dr. Nelson with the Cogna midcycle review report. Mr. Karen will then come with the 2627 academic calendar. Um I will then come back with the 26 um 2026 board of trustees meeting calendar and then follow with a few um updates from the superintendent's office. One of which will include Mr. Sville um in a presentation that he would like to make. So at this time we will begin with Miss Keller with second reading of the policies, the administrative rule and the file. >> Good evening >> chairman, members of the board. Dr.

018Telk and our listening audience tonight. I'd like to give second reading on 19 policies, three administrative rules, and one document update. All of the corrections have been made. Most of them were um grammatical changes. >> On the last policy that uh you just read, uh is any updates on it? I I was looking. I don't if I saw

022any updates. Is it >> that's that file you're talking about, Nick? >> Yeah, just a file. >> I don't think it I think we we asked that question last week. There no changes, right, Miss? >> No, sir. >> We really don't need to do anything with that one because there's no date on it either. So, >> it's just a roll over. >> Just a roll over. >> Correct. >> Okay. So, to my account, we've got 19 policies and three uh administrative rules. Is that correct? >> Yes, sir. >> Because that last file, which we don't need to put, we just won't include that. That that good, Dr. All right. >> Yes, sir. >> All right. Um, then do I hear a motion to take second reading on the 19 policies? And for the record, those

02319 policies are included in the agenda without naming them individually. 19 policies and three administrative rules. Uh, taking second reading on the updates or changes to those policies and ARS administrative rules. Do I hear a motion? Is that to that effect? At this time, >> I make a motion that we take second reading on the 19 policies and the three administrative rules that are listed in the agenda. >> All right. Thank you, Mr. Jenkins. Is there a second, Mr. Jenkins? Motion? >> Second. >> A motion and a second to take second reading on the 19 policies and three administrative rules um that are listed in tonight's agenda. Is there any discussion before we take the vote? If not, all those in favor of that motion to take second reading on 19 policies and three administrative

024rules as listed in the agenda, please signify by saying I. >> I. All oppose, no. >> Motion carries. And we've now taken second reading on on that section of the policy manual. So, thank you again for your y'all's work on that and getting us updated. Um, it's a diligent process, but it's a very voluminous policy manual and we have to have those policies in place to let you all know what we need to do and let us know what we need to do. So, we appreciate y'all's diligence in taking care of that and bringing those changes to us. Thank you, Miss Keller. And I think for those too that um you know think this is kind of a lengthy drawn out procedure, one of the main functions of school board is is to set policy

025and review policy. And so that's we decided to go on this uh um revision if you will, look through our policies, make sure all our policies were up to date, not only as far as the date is concerned, but also with changes and revisions because times and things change. So that's that's one of the major function of the school board is to set policy and uh then turn it over to the superintendent to make sure policy is carried out. So is you know it seems like it's a redundant job perhaps kind of a tedious job and you see us go through this thing kind of early but we take many times there's questions that are asked and and good questions and so that's again we're um I'm glad to see we're doing this even though

026it's kind of tiresome uh it is very important and a very prime function of what the board is is is here to do. >> Thank you Mr. else and and I and you're right you know we've had policy reviews in the past but not a sustained effort I think to get through the entire policy man I Dr. or Miss Keller, one of you when you know not tonight but maybe in January or something if you can kind of I know we've got meet our meeting schedules here. We're going to act on that a little later for 2026 and we've got some more policy meetings but if you could give us an update maybe at the next one as to where we are in the review of our entire policy manual. Are we halfway through three4s

027through? And again, we don't have a set policy, I don't think, that says we need to update every five years or every three years or every 10 years, but maybe we need to include that that, you know, I I don't know what what's reasonable. And I think certainly if something comes up, we need to update a policy. We do that and we've done that all along from time to time. But as far as a a dedicated effort to go through the manual as we're doing now, I think is great. And I think maybe we need to look back at maybe five years, take a look at it again. And if we do it in a systematic manner like we do in tonight, I think it goes through rather quickly and we can do that. So,

028but I just like to know kind of where and maybe the rest of you'd like to know as well as to where we are in our review. Um, so we if you just bring us at the next meeting be good. >> Certainly we will. >> Thank you, sir. >> Yes, sir. Thank you, Miss Keller, for presentation of those policies. Mr. Nelson, certainly thank you for your commentary. Certainly um timely. Uh we'll now have the Cogna midcycle review report uh by Dr. Nelson. >> Good evening, Chairman Por, members of the board, Superintendent Tullik, and members of the Calhoun County Public Schools family. A few bo a few board meetings ago, I shared a condensed overview of the midcycle report to be submitted to Cogna. This evening, I would like to briefly review the results of the

029report from the Cogna team. The full version is included in your bold packets and I will highlight the key findings. The first area for improvement was evaluating programs and practices. After reviewing the evidence provided, the Cogna eval evaluation team stated, "Evidence of curriculum alignment with South Carolina state standards confirms that district and school leaders have reviewed and refined curriculum content focused on the profile of a South Carolina graduate and made datadriven adjustments as needed. Leaders have identified strategies to sustain and expand these initiatives as part of the district's continuous improvement journey. Advancing towards sustainability and embedded levels on the I3 rubric. Sustainability and embedded are the highest levels on the I3 rubric. The overall area for the overall rating for this area was sufficient progress, no further action required. The second area for improvement was

030monitoring instruction with high expectations. Cognia found that programs have been implemented to support student engagement and the development of lifelong learning skills while intervention coaches provide targeted support to address students individual learning new learning needs. Leaders have developed strategies to sustain the ongoing improvement of instructional practices including protocols to monitor and adjust initiatives. The district has made progress and is advancing towards sustainability and embeddedness on the I3 rubric. The overall rating for this area was also sufficient progress. No further action required. The final area for improvement focused on using data analysis to drive student achievement. The team noted that district and school leaders have identified specific goals and systems to continue utilizing documented data analysis protocols, further enhancing student learning and well-being. The district has made good progress in this area. Once again, the overall

031rating was sufficient progress. No further action needed required. When Dr. Holly Winger met with Dr. Tel, Janet Gilchrist, and me, she emphasized two key points. First, the highest possible rating on a midcycle progress report is sufficient progress. And she expressed that she wished a higher rating was possible. Second, even before the report and evidence was turned in, she was confident that our district was engaged in continuous improvement due to her awareness of our students growth and achievement data and the district was firmly in the areas of sustainability and embedded levels. Looking ahead, our next full Cognia accreditation review will begin in January 2029. I would like to thank Mrs. Janet Gilchrist and Dr. Wanda Green Adams for their continued leadership and dedication as part of our Cogna team. Thank you. >> Thank you, Dr. Nelson.

032to our our esteemed board members. Aaliyah just came in. Would you all mind please coming back to the front Dr. Tulla so we can give her her recognition? The certificate reads certificate of achievement. This acknowledges that Aaliyah Tarafa exemplified scholastic achievement as a South Carolina junior scholar and we are immensely proud of you. parents. This means that she will have the opportunity during the summer to attend a college, university, or stay right there, governor's school for math and science because of her hard work on the PSAT. Now, photo op. Hold that certificate up, darling. You earned it. Wonderful job. Parents, did you get your pictures? >> All right. Excellent job well done. Thank you all very much. All right. Thank you, Mr. Karen, and uh for allowing us to break in in front of you.

033Uh we'll now have the second reading of the 2627 academic calendar by Mr. Kieran. >> That was much more exciting than a calendar, Dr. T. Not a problem. Um at this time, good evening, Dr. T, distinguished board members, come before you this evening with 2026 27 proposed academic calendar. This will be the second reading of this calendar. uh the board the each one of your board members has the proposed calendar in your board packet. This is the calendar with the uh teachers returning on the 27th students starting on August 3rd and then we have the end of school being the 21st of May for students and 25th for faculty. So any questions regarding the proposed calendar for the 2026 27 academic school year? If not, then I ask the board for second reading of this

034calendar. >> All right. Do I hear a motion that we take second reading on the academic calendar for the 202627 school year? And this is calendar A, right? Draft A. >> I make a motion that we take second reading on calendar A as presented by Mr. Mr. Karin. >> All right. You've heard Mr. Jenkins motion. Is there a second? >> Second. Motion and a second to take second reading on the 2026 20227 academic calendar as presented by Mr. Kieran. Is there any discussion? If not, all those in favor of that motion to take second reading on calendar draft A for the 2026 2027 academic calendar, please signify by saying I. I. All oppose. No. Motion carries and that calendar stands adopted. >> All right. Thank you. Thank you, Mr. Kieran. Thank you, board, for your

035vote. We will certainly make certain that the calendar gets out to the public via the website and sent home with our young people. Um, next on the agenda is the board of trustees meeting calendar. In your packets, you will find the Calhoun County School Boards of Trustees regular board meeting schedule as well as the policies meeting. By policy, we must have our meetings the third Monday of each month. If you would look at the date of the regular meetings, they all fall around the third Monday of the month, unless it falls on a holiday or vacation for schools. So you have listed the date for the regular meeting as well as the policies meetings which will take place in January, February, March and April. We will take the summer months off for the policy meetings

036and resume in September, October, November and December of the year. You also have the location for each of the meetings. Each meeting will take place either at the district office or one of the three schools. Also, the regular meeting starts at 7:30 p.m. on that particular Monday night and then the board's policies meeting will begin at 6 pm on the designated night. So, if you will, Mr. Chair, we need um action on the presentation of the board of trustees calendar for the 2026 calendar year. >> All right. Thank you, Dr. Tullet. >> Yes, sir. >> You all have a copy of the calendar that Dr. Charlotte was just discussing at the end of your board packet u for the 2026 board meeting schedule. Hopefully you've had a time to look at it and I'd ask

037at this time this is um just taking with this first reading Dr. Tuller because we already >> did we already taken one first reading >> we just take one reading on this >> that's what I was thinking Kevin I so we only need one reading to Dr. calendar. And again, if something comes up during the years, most years something does come up, we have a conflict or whatever, and you know, we always try to give the public as much notice as possible if we change the date and or time of one of our meetings, and we will continue to do that. But do I hear a motion at this time to have to approve this uh meeting schedule for 2026 as presented? >> Mr. Mr. Chairman, I move that we approve the uh board meeting

038uh calendar for 2026. >> All right. Mr. Nelson's made a motion to approve the calendar as presented for uh for the board meeting schedule. Is there a second? >> Second >> motion and a second to approve the 2026 board meeting schedule as presented. Is there any discussion? Hearing none. All those in favor of that motion to approve the 2026 board meeting schedule for 2026, please signify by saying I. >> I. All oppose? No. Motion carries and the calendar stands approved. Uh, next on our agenda is I think public participation. >> No, >> should be but >> superintendent's updates. >> Okay, superintendent's updates. I'm I'm sorry, Dr. Tullik. I'm stepping all over you. Um this evening, um we'll have just a few updates from the superintendent's desk. But before I begin, I'd like to call Mr.

039SVL, our high school art teacher, to the podium, um to make a presentation, please. >> Yes. Uh good evening, uh members of the board, uh Dr. Tulk, Mrs. Murdo, Mr. Howard, and colleagues. Um thank you for the opportunity to speak with you today. Um, I'm honored to share a project that reflects not only creativity of our students, but also the values of our school community, gratitude, craftsmanship, and authentic learning. In our class art classroom, students were given a meaningful challenge to design and create a handcrafted holiday gift for members of our district school board using thoughtfully selected accessible materials. This project was not about perfection or expense. It was about intention, design, thinking and understanding. Students moved through this full creative process. They brainstorm ideas, sketched preliminary designs, evaluated materials, revised their plans, and finally

040constructed finished works. Along the way, they practice problem solving, time management, and artistic decisionmaking. Just as importantly, they learned that art has purpose. It communicates, it thanks, and it builds a connection. Each piece you receive is unique. I'm going to hand them out. They are they are very unique. They did a good job. Uh, each piece you receive is unique just as each student is unique. The variations you see are not flaws. They are evidence of individual voice, risktaking, and personal growth. Students took great care in knowing that their work would be seen and appreciated by real people. Beyond the classroom, this project also reinforced an important lesson. Meaningful gestures do not require extravagance. With creativity, intention, and care, ordinary materials can become something lasting and sincere. On behalf of our students, thank you for

041your service to our district and for supporting programs that allowed creativity to thrive. Your encouragement makes experiences like this possible and reminds our students that their work matters. We hope these small gifts bring you a moment of joy and serve as a reminder of students you support every day. Thank you, >> Mr. Sville. Thank you. And certainly, please extend our thanks to your students who created these beautiful projects. Thank you, sir. Anything else from you all? Okay, I'll go on with the updates. Um, in your packets, uh, board members, as a part of the Juul ecigarette lawsuit, the district will be receiving checks totaling $373.83. Um, these bonus amounts of $34,625 and the Altria interest amount and the amount again of $27.58. So, we just signed the um the confidentiality forms today to send back

042to the attorneys. Again, this is all minus their fees. And again, this total amount of $373.83 should be received u to the district prior to us going home for the holidays. Um, as you all aware, the ecigarette, the jewel ecigarette lawsuit funds have been what we've been using to purchase the um, ecigarette vape the vape detection devices throughout the schools. Also, um, Mr. Porth, in your packet, um, board members and audience, I'd like to recognize Chairman Por for his completion of the South Carolina School Board Association Boardsman Institute level six. Um, this is the highest level of recognition in the Boardsman Institute. Mr. Por will be formally recognized by the South Carolina School Boards Association at the annual convention in February, exactly February 22nd of 2026. Also, I'd like to congratulate uh the Calhoun County
