001At this time, I call the Chesterfield County School Board of Education meeting for April the 13th to order. >> If there are no objections, we will approve the agenda by consent. At this time, I need a motion to go into executive session. >> Moved to enter executive session to discuss personnel matters pertaining to employee hiring, compensation, terminations, resignations, contractual and legal matters. All those in favor? All right, we shall return in about 30 minutes. All right. At this time, I need a motion to come back into open session. >> All those in favor? >> Um, now we're going to have a moment of silence followed by pledge of allegiance led by Bianca. Give us a minute. pilot and she's in second grade at To the flag of the United States of America and to the

002republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> Thank you so much. We appreciate you doing that for us. Yes, ma'am. >> That's a big group. >> All right, we have one public comment. Maretta Burch, let me read this to you. Y. So before you start, the public participation section of the schoolboard meeting is designed to hear comments from the public, but it's limited to 30 minutes. So this normal business can be conducted. During this portion of the meeting, board members will listen to concerns and comments, but will not answer questions or debate issues. Each participant will be limited to five minutes and will refrain from making personal complaints about school personnel or board members. All right, Miss Burch. >> Thank you so much. Can you guys

003hear me? Good evening, Madame Chair, members of the board, and Dr. Ballinger. Darius, can you hear me? I'm sorry. >> Yes. Good evening. >> Good evening. Darius and Vera Swan were Presbyterian missionaries and educators who challenged a local school board's refusal to enroll their son in an integrated elementary school. Their legal effort reached the Supreme Court on April 20th, 1971, resulting in a unanimous decision that permitted busing as a primary method for combining students from different neighborhoods into the same schools. My name is Marietta Melton Burch and I stand before you today as a proud Chesterfield County School District parent, alumni, and member of this community. I'm here to respectfully ask the board to adopt the proclamation presented to you recognizing April 20th as Daredus and Vera Swan Day. Many around the world know the

004swans only in connection with their landmark and pivotal court case. But their story begins much closer to home right here in our own soil. Vera Pos Swan was a daughter of the PD born and raised in Sher South Carolina. She was a product of our local values attending the historic culture academy which was born out of the mission of and work of the GW Long Presbyterian Church. It was in those pews and in that classroom that she learned the values that define our state, faith, service, and family. Before they were ever known nationally, Darius and Vera Swan served as missionaries in India for over 10 years. They dedicated their life to Christ centered service, using their talents to share the gospel to the poor and care for the poor. They didn't set out to be

005political figures. They were simply parents and faithful servants who believe that every child is a gift from God and deserves to be treated with dignity. By recognizing them, we are looking forward to the kind of community that they modeled, one built on neighborly love and shared burden. Their work wasn't about forcing people apart. It was about the simple biblical truth that we are all a part of one creation. We see the same spirit in our schools today. As I look around the district, I see a powerful brotherhood and sisterhood among our teachers. I see educators who pray for our children and pour out their heart into them. I see parents who, just like the Swans, are standing shoulder-to-shoulder with those teachers to ensure that our ch children have the best future possible. Recognizing Darius and

006Vera Swan Day is a way for us to say that family advocacy and educational excellence are the bedrock of Chesterfield County school system. It is a celebration of how far we have come, not by mandate, but by the grace of God and the strength of our relationship with one another. I ask for your support in adopting this proclamation so that we may honor two faithful servants who showed us that the most powerful voice in education is found in the love of a parent or a caregiver. Thank you for your time. >> Um making April 20th Darius and Vera Swan Day. >> Yes ma'am. >> All right. And I didn't need to read it because everybody everybody >> Thank you. >> So So if everyone's in favor, we need a motion to proclaim. >> Okay. All

007those in favor? >> All right. We'll sign it. >> Yes, ma'am. Thank you. And that's all our public comments. Okay, board members, you've been given the minutes for March the 9th meeting. And if I hear no objections, we will be approved by consent. Now, we're going to turn our meeting over to Mr. Casky, our chief financial officer, for his report. Chair, members of the board. Good evening. >> Prior this evening, you all received a copy of the financial review for the month of February and the highlights from that review are as follow. Our revenues received as of February 28th are shown on this slide here. We received another significant amount of local tax revenue in February. So that increases our total collected percentage revenue on the local side to 90.4%. Our state revenues continue to

008come in steadily put us at 59.8% in that area and we did have some federal grants that process federal grant claim processed in January on those claims came in in February. Uh that indirect cost related to those claims is about $78,000 which increases that that federal revenue percentage that you see there to 19.2%. I do want to note since I mentioned this in the finance committee meeting, uh there's been a few questions about the federal revenue and why that percentage kind of lingers behind the other two. Uh the majority of this revenue is going to come in at or around June 30 or after June 30th technically. Uh we do our indirect cost adjustment for our food service department which is accounts for almost half of that, a little over $200,000 of that 490 last

009year. And that adjustment is made during the audit after June 30th. So that's why you're going to see you're going to see that number jump up right there at the end of the year. And then also that federal forestry revenue represents $90,000 of that budget come in after a lot of that's going to come in right here at the end. So you you'll see that number lag behind the rest of the year. Any questions related to the revenue? Moving on to the expenditure side. Again, we see our expendit coming in as expected. Our labor expenditures are about 63% expended as of the February and our non labor is 76. Any questions related to those sales tax collections? We actually have already received March and February. Uh February and March came in at $492,780 and $429.

01077 respectively, which brings our annual annual total collections to $4,155,844 in sales tax. There's missing missing a number at the top, but we do have the March. We do have the market as well. So, that puts us on track for a total collection of 5.5 million, a little over 5.5 million by the end of the year. So, we're we're still tracking ahead of where we get right. Any questions? >> Uh, House Ways and Means budget projections were sent to us on March 12th. Uh, current projections do show an increase of approximately $700,000 as compared to our current reduced 45th day numbers. Uh, we uh the Senate full Senate Finance Committee met and approved several provisos last week. That second bullet is is a little bit outdated. Um they met last week and they basically approved

011more of the same kind of what the House Ways and Means Committee did from a formula perspective. So we didn't see any big changes there. Uh we will we are still waiting on final confirmation of our 135th day student count numbers which will also play into that. So they they didn't make any big formula changes but we we still don't have the financial numbers from that yet. Once the the student account numbers are finalized and certified then they can process that. Hopefully we'll have those financial projections backping >> right now. It does not look like it's going to be a significantly more student count numbers are coming in and they what we've processed so far look like we're sitting right sitting pretty level if not a little bit less than where we were at 45th

012day. Now that does not take into account is the weight. So the pure ADM or the average daily membership just tells you how many students were there. What it doesn't tell you is how those students. So for instance, an exceptional education student counts for 2.6. We get additional funding for exceptional ed. Same thing for CTE. We get an extra waiting for CT. So if you had students at the beginning of the year that weren't coded yet by the 45th day that are now coded properly in one of those higher weighted categories as the 35th day, we could still see some increase in that that weighted pupil unit number which is what they actually base the allocation funding on. But Our pure student count numbers don't appear to be going up as I'm looking at 135th

013day numbers. Hopefully we have those numbers by the end of the week. That way I can at least look at those a full set of those student count numbers and then kind of project what our numbers questions on financial report as a whole. Thank you. Thank you sir. >> Okay. May our chief academic officer, Miss Stubs, for curriculum report. >> Good evening, Madame Chair, Dr. Ballinger, members of the board. Um, I'd like to highlight several areas in the curriculum report. Um, the first is the uh career tech um technical education. Um, wanted to note that um TA High School's machine tool technology instructor has been awarded a 000 grant from Jean House Foundation for student scholarship. Um, and so these scholarships will be awarded to students who are currently enrolled in or planning to enroll

014in a CNC training or engineering program. Um, that CNC stands for computer numerical control. Get some assistance with that. We're sure what that is, but um, wanted to let you know about that. Also, um, lots of exciting things going on with the um Skills USA leadership skills conference. Um several students you can see Savannah Gunter, Holden Lowry um earned first place in Megatronics while Eli Falcomberry and Kaden Press um placed second in in that same competition. Allison Lloyd, Jenna Kelly, and Jenna Stafford earned third place in the crime scene investigation, and Gunter and Lowry will go on to represent um South Carolina in the mechatronics at the national conference this summer. Um Julian Owens, a student at Shaw High, was one of only six students in South Carolina um to be selected as the Harbor

015Freight Fellow of the Year at the South Carolina Youth Skill Trade Summit in Charleston. And um during the summer of 2025, Julian worked alongside mentors at Charald Mloud Health, gaining valuable real world experience. Um wanted to also um point out um that recently in the month month of March the federal program um underwent an audit and um on March 10th the South Carolina Department of Ed visited Chesville County met with Candy Candace Hoffman the director of federal programs and then visited several sites which included Petersburg Primary, Jefferson Elementary and Troll High School. Um and that purp was to um review the the implementation of the title one program. Um and so they should be receiving formal feedback in the next um several weeks during March 3rd through March 6. Um um human resources department hosted

016the classified professional development um retreat in which um over 300 employees attended this in over four days. Some of the topics covered were student discipline, policies of procedure, respect and teamwork, and it was very interactive and well attended and I think very much enjoyed. Um there's several other things in here, but um there for you to read. Are there any questions about anything that I did not um discuss? Questions? Anyone? >> Thank you. Thank you. >> All right. Chief student services Dr. Kings will give us the discipline report. >> Yes, ma'am. So, good evening, Dr. Ballinger, Madam Chair, and members of the board. >> So, tonight I'm going to present the discipline data for the month of March. And as requested, uh you have some updated stats and some data, some key trends um in

017your um packets for the discipline data. So, I'm going to start with the elementary level for the month of for the month of March. The top five infractions for the elementary level coming at number one is inappropriate behavior at 33.5%. Bus violations at 14.6%. Hitkick push at 9.9%. And truent 7.3% and inappropriate language is 5.2%. will gives you a total of 70.5% of the infractions entered in power school for the elementary level. So some elementary discipline data reveals a shift from early year physical aggression to mid to late year behavioral and attendance concerns. So while heat kick push incidents decline over time, inappropriate behavior intruency emerged as the most persistent and dominant issues with bus violations remaining consistently high throughout the year. With our middle school infractions for the month of March, our top infraction

018was inappropriate behavior at 21.8%. Bus violations at 13.8%. Hitkick push at 6.6%. Violation of class rules at 5.9%. And inappropriate language at 5.9%. which gives us a total of 54% of middle school incidents reported in power school. So for the middle school discipline data, it shows a highly consistent pattern of inappropriate behavior as a dominant issue. Um coupled with significant and sustained attendance concerns, truency and habitual truency. So over time, there is a shift from general misconduct to more classroombased disruptions and defiance with a notable spike in bus and physical incidents towards the end of the quarter. For the high school infractions for the month of March, our top infraction is tardis at 21.9%, phone violations at 18.8%, 8% cutting class at 6.5% dress code violations at 5.1% and disrupting class at 4.8% which gives

019us a total of 57.1% of high school infractions entered in power school for the month of March. So the high school discipline data is overwhelmingly driven by non-compliance and attendance related behaviors uh with phone violations and tardiness dominating across all months. So, unlike elementary and middle schools, high schools show a minimum severe behavioral incidents, but instead reflect student disengagement, lack of urgency, and inconsistent enforcement of expectations. And for the district, our key trends for the month of March districtwide, our top infraction is inappropriate behavior at 17.9% followed by phone violations at 8.5%, disrupting class at 8.0. 0% tardies at 78% and bus violations at 5.5%. So districtwide uh March data confirms the core discipline challenges. Student behavior, classroom disruption and engagement remain consistent and in some cases are intensifying. So strategic targeted interventions implemented with

020urgency can still possibly influence the end of the year outcome, school climate and instructional time and the trends that I have so I don't have to read them all. You all have you have any questions about the discipline data for the month of March >> question? Go ahead. First of all, Dr. I think um those trends are going in different directions. I'm hearing you correctly. Your biggest concern at the high school level is part of >> Yes, sir. >> So, I'm wondering as an alternative this proof of can we offer some type of incentive as a church for the high school tardiness, >> right? Um, I think certain things, um, that comes from the high school principles, they do kind of do incentives for being on time, but I think it's the expectation, you know,

021that they be on time. So, it's it's the expectation because now they're about to go into adulthood. So, this is something that they have to learn. Um, and unfortunately, well, not unfortunately, it is a part of the learning process. being on time is a part of it, you know, and so but I think that at that age the responsibility mostly falls I say most I say half and half falls on the parent and the kid to get them up but a lot of times at that age especially if you're a senior some of them are working already so they know the importance of being on time. Um so I'm not exactly sure what the incentives are that the high school principles may offer to them. Um but that could be something that can be looked

022at. Um if they're not already doing that, I'm not 100% on that, but I can find out. >> Okay. And and um just thinking out loud, most of your high school kids are at that point where they could be working part-time jobs. They could be babysitting, young siblings, a lot of other extraordinary things keep them from being class, >> especially if you see your highest point during the morning for your employees. Again, I'm very impressed that of all the disciplinary issues we have, pardon is my my worst one. >> I would rather have that much more than we all I really like the plan even though it's still in a sense. is maybe going towards things that I think there's there's some there's some things that we can do to improve it. >> Yes sir.

023>> Also if you look at the global market especially when you look at the market you have more work from home you know much more opportunities where you're not actually required to go into the work get done. Our son always keeping up with global market how we look for what are the important nature make sure but I I like >> Yes sir. Thank you >> Dr. King. >> Yes sir. >> Inappropriate behavior consist of I mean that's a wide spectrum. >> It is. you narrow it down because I see uh middle school and elementary of course that's number one. >> Mhm. So as far as narrowing down that's the code in power school. So I can't break it down like what that is. It's what each school considers inappropriate behavior. That's just the code. That's

024kind of like the catchall. So if like I say throwing paper in class may be inappropriate behavior or standing up walking when the teacher is talking that could be inappropriate behavior. So it just depends on how it's categorized. So I think the expectation comes from administration and and the teachers within the classroom. What do you deem inappropriate behavior? And that's something that has to be set. That's the expectation that has to be set throughout the school in each school. So as far as breaking it down, that's all I got cuz that's that's how it's coded. So they don't give like the details what they deem inappropriate. It's just the code of power. So with that being said, punishment could be different between schools. >> Yes sir. Based on the level because each infraction have categories

025category 1 2 3 4. So depending on the infraction and how it's categorized. So it could be multiple things and that's based off of the student handbook. >> One last statement. >> Yes sir. I wonder is there any way that we can link or class? >> Absolutely. You can always attribute those to, you know, being targeted for for school, you're missing the first 10 minutes of instruction. So, of course, if you're not there to get that first 10 minutes of instruction, then you're you're getting behind. So, you can always link those things together. Um so which is why you know we we try to do things that encourage kids to be on time and and it takes a village you know you take it takes talking to parents say hey your kid has missed been

026late this amount of days what can we do how can we help you know so just just trying to to to kind of continue to set that expectation for every child. >> Any other questions? >> Appreciate you putting it together like that. makes it a lot easier to follow. Thank you. >> Yes, sir. And I will include in the packet that you have, the discipline one was not in there, but it will be in the next one. >> Thank you, sir. >> Okay. At this time, I'm going to turn it over to Dr. Ballinger for a superintendence report. >> Thank you, Madam Chair, members of the board. Um, I would like to welcome everybody in attendance tonight and for all those that are uh joining us online. I think it's important for you to take

027um you know be involved in your your children, grandchildren in your community schools um because we are here as a service organization. And so actually my part tonight is um pretty short, but I've got um somebody that's going to jump in and help me out here with with part of my presentation tonight. So, as part of the superintendent's report, but few little bullets here. April 27th interim reports will become a home. May 7th is the teacher and employee of the year banquet. That'll be at White White Plains Golf Course at 6:00. Uh need to RSVP by April 23rd, 2026. Then we will have the retirement banquet on May 14th, 2026 at 6 o'clock and that'll be at the Page Community Center. And so at this point in time, I would like to bring um or

028ask Dr. Hail to come up and she's going to uh talk about the SC250. >> So good evening, Madam Chair, members of the board, Dr. Ballinger. >> Tonight, we are honored to recognize the legacy of Mr. Jack Parker and his important contributions to history South Carolina. Mr. Parker, a native of Patrick in our county, devoted himself to pro to preserving the stories, places, and the people that shaped South Carolina and our nation through Parker's guide to the Revolutionary War that you see on the screen. His work has given others, especially our students, a stronger connection to the history that surrounds us. We're especially glad to have Mayor Privet of Patrick with us this evening. Thank you for being here and for representing a town that holds such an important place in history. Mayor Privet, Patrick

029is not only home to deep Revolutionary War roots, but also the hometown of Mr. Jack Parker, whose work has helped preserve that history for all of us. So, at the appropriate time, the mayor is going to come up and place a book in each of our principles or their designate hands for their media center. Okay. All right. U So, I wanted to mention that although Miss Parker is unable to be with us this evening, we want to acknowledge her and let her know that she is in our thoughts. She was planning to come, but she um has the flu, I believe. We are grateful for the Parker family and for the opportunity to recognize Mr. Parker's legacy. So tonight, Chesterville County School District is placing the fifth edition of Parker's Guide to the Revolutionary War

030in South Carolina into the hands of each of our 16 principles for placement in their school media centers. It is our hope that these books will become a valuable resource for students and staff across the district, and they will help inspire learning and appreciation for South Carolina's role in the Revolutionary War. So, as we prepare for the 250th anniversary of our nation, this is a fitting way to honor the past while investing in the learning of the next generation. This time, I would like to invite our principles forward to receive a copy. All right. So, the first name I'm going to call is in the Chesterfield area, Mr. Neil Adams. Okay. Yes. Step forward, Miss Mr. David Morgan from Chesterfield area. Miss Angela Tucker. Now their names. I'm sorry. I think Okay. So, and then

031Miss Mayor Wallace is filling in for principal Caroline Miles. All right. So, now I'm going to move to the wall area. Rogers and Miss Melissa Little. Okay. So, in the um Mac M plane view area, we got Miss Sherry Young. So, that is for >> Miss Christina Butler. Okay. >> And then Mr. Jefferson area. First one, Mr. Rob Ransom. New Heights. Dr. Jason Maguire. Mr. Thomas Brewer Elementary, Mr. Charles Redford, and Miss Nancy Powell is taking the place of Dr. David. Thank you so much. All right. So, on behalf of the board of trustees, Dr. Ballinger and Chesco County School District, we are honored to share Mr. Parker's work with our students for years to come. Mr. Campbell Mley, thank you for the steady and generous way you have helped bring this SC250 effort together.

032From helping coordinate the Parker books for our school media centers to assisting with arrangements involving Miss Parker and the special celebrations, your support has been a great deal. Your connection to Patrick, your care for the local history, and your willingness to step in and help have made a real difference. We're grateful for your leadership. I look back and I counted how many texts I had from Mr. Mley. It was 76. 1776. But anyway, thank you so much. Okay, principles. I hope that you'll put these in your media centers and your ch your students will get so much joy and just learn so much. I've already started reading it and it's just really good. Okay. Thank y'all so much. Okay. Yeah. Oh, yeah. Yeah. Dr. Yeah. Make it official. It won't be >> superend. Another heat.

033Hey man, how you doing? Good. >> Okay. He said he had time dil. >> Thank you. Those books will be a great addition to each school. Hopefully the students will take advantage of them. Okay. All right. Um Dr. Dr. Bond, do you want to come up and do the policy GA staff conflict interest? It's our HR director. Yes. Thank you, Madam Chair, members of the board, superintendent. We're proposing a first reading of policy G A to align it with current practices and hiring. um this policy um prescribed the hiring of family members at schools and in a district like ours that's just not practical. So over the years we do have them working at the same school. So the amendment took out that part of the policy only. It still keeps in the policy where

034family members cannot supervise family members, but it does take out the part that prohibits people from working in the same building. >> Okay. Need a motion to accept this. >> All those in favor? >> I. >> Thank you very much. >> All right. Now we get to the good part, the fence. There's going to be discussion about our fencing. Okay. >> All right. So, Madam Chair, what I thought is we would just kind of go through each of our schools, talk about the missing. I did provide the board with updates. We did take your input from the previous time that we sent it in to make some adjustments. And then we do have some principles here. And I did email, I don't know if you guys did get those or not. Um, I emailed the

035principal's responses to some of the questions or concerns that they had or or ideas that they had um concerning the fence when I did share the diagrams with them as well. Uh, but of course, if we have questions or concerns, you know, we definitely have our our our administrators here tonight. We can definitely ask them some questions as well. I did preface that in an email to them earlier today, so I know they're all fully ready to to get up here and have a conversation um concerning fencing around their school. Yeah. So, Central High School, um, you know, there was there were some concerns um I think along that back side. I know Mr. Ransom had sent an email concerning um that there had been some activity and sorry, guess the activity back along this

036side along the baseball field. Uh, and wanted to make sure that that was secured. Um, so we did share that make sure. So when you're looking at the fencing, um we did remove from the front. Now I think the X's we would indicate as a gate. So we would make a gate here. This is a playground area for the little ones there. And so we do have to make sure that that is something that is fenced in. Um we did remove the fencing, you know, kind of from the front. Um, so suggestions, thoughts again, anything, whatever you guys want to do, whatever your >> question with that map at Central, um, you go back up that area where they normally park at doing like a football game. It's all grass field. Is there any pavement

037considered in that at all? So, um, we're we're thinking that we may have to pave that at some point in time. Um, you know, I know Mr. Burr is actually I think he's even mentioned at our facilities meeting sadly that with the renovations when we renovate the football fields and the u that we may have to ask you may reason why like on given Friday rain whatever that's always been a an area where it's just pretty much dust dirt and if if I'm correct I think is Shal's area paid or is that just for the bus that's the bus park alone No, there there parking lot out there where people at football field. I think it's just a good time to maybe maybe consider that why we're doing all this major stuff because we do

038those major upgrades like that and then the parking lot is kind of just doesn't complement what we're doing. >> Yeah. And we will we will look at that and you know as we work through this process OSF will kind of detail what we have to do in certain areas whether we have Um so suggestions, edits. Um >> question I would have looking at at it some of it is new fencing and it's states new fencing is going to be added there. We're taking into consideration we're not replacing pretty new fencing. >> Correct. >> If if it I I know there was some fencing and I know since Mr. Burr is not here so I may have to defer to Mr. Ransom but I think you had some fencing. Was it on one of the baseball

039fields or around one of the softball one of the fields? Was there some new fencing added? >> I think it was gym >> by the gym. So that new fencing and I think it's powder coated. So that would not be removed if it's already new and it's within you know I think this was put up what a couple years ago. >> Yeah. I reckon we're not going to tear it down and put something different up >> because it says up there according to the colors that it says new and I was kind of concerned that we were >> we have had that discussion um and I think we've had that discussion quite often right Dr. King >> and up there where Eagles Nest the the plate the kids. >> Yes, that is current. It's already

040fenced. Is that correct? And we can >> So it needs to be >> and it's a chain link fence. And so this would be that ornamental fence. Anything in the front and you know where public can see. We want it to look nice. Um, and so we're looking at that ornamental. And the other thing that we have to put here, we put a gate because those little ones have to walk across that road. And so we want to make sure that we have a connection tied to the school to the playground area to where if one of them got away, they wouldn't be running out here into the road. So >> So during the day, that will be closed. That >> it could be closed during the day. Yes. Somebody could go out, close that,

041open it up. It would just be one that could be open and closed all time. >> But we are concerned about the safety of when they do walk out to come over and of course being this close to that road. >> All right. Yes. >> Anything around the football field. Is that something we're looking to do immediately or would we that won't that'll go with the football track? >> Correct. Yes, sir. All of that. So, we have to tear we'll have to tear out all the football field and then all once we layer it back together, then the fencing will go on top of that. So, if I'm looking at this correct, the entire property was going to be fenced in basically. >> So, it would be except for the the front here. >> Except

042for the front. Okay. All right. on the on the gates like where we were talking about down by the playground. Are those going to be automated gates where >> No, they they won't be automated gates. So, >> all right. Any questions, changes on central? >> Uh before we go through the rest of these, let me ask you a question here. I know you asked for board input and district input and we got the administrator that each school the administration at each school had an opportunity to look at what we was doing and they made their suggestions and changes too. They felt comfortable with it. >> Okay. >> And and I'll ask Mr. Ransom, is there anything that you'd want to change or anything that you'd recommend at this point in time on Only question right

043there. >> It's a good question. >> And that's what that's what I was saying. That's the newest. That's >> that's the newest. >> Yeah, that's >> that's newer fencing. I would >> I think that was put in to kind of connect the two to make it one. Yeah, I would probably leave it up if it's new fencing. Uh, with two years old, I mean, it's not hurting anything as long as we're not tearing it down to put new up. But I get what you're saying. Would you need to, you know, if you're closing it off here and being able to secure, do you need that? >> It gets a little confusing, I think, for sporting events and stuff like that when people from from other schools come up. You got to park, got to walk

044down to this gate, things like that. So it I could see I can see his concern of leaving it if we're completely >> right if we're completely secured. >> Yeah. >> Well, we can definitely look at that a little more. So >> So I guess on on central the only question the board would have and Dr. King, do you mind taking notes is whether we need to keep the fencing between the gym and the high school. Okay. All right. Next slide. T High School. >> He got his eyes dilated. I can't see. >> Wow. >> That's just wrong. >> But he had an opportunity to look at it earlier, I hope. >> So, we got an email this afternoon with their comments on >> Okay. >> Yeah. And so, one of the things that Dr.

045Pomero was talking about in his comments was I think originally we had the fencing going out in the front and he was questioning why we needed the fencing out in the front. He said he doesn't see a lot of people walking across campus at Sher High School. He said every once in a while there'll be somebody coming from um you know one of the St. McDonald's right over here and they'll they'll diagonal across or come across the property in that manner. But we have since moved that and we did tie it on to this end to come back to go around to secure and I think there's existing fencing already in here. Um but to tie that off around the the field at Sh High School, >> his concern was the same concern that I

046had passing around the front >> on it back side. Yeah. Around the front. >> Yeah. That's been >> Yeah, I know. I'm I'm just saying his concern was the same concern that we had. >> Yeah. >> And you're saying along that wood line there that doesn't show fence. There's actually fence there. >> Yes. I believe Isn't that what I believe Jared has told us there's a there's actually a fence in here? Correct. >> In that wooded area. >> I didn't know that. So any >> just to ask a question. Um >> I think this is piggybacking on Mr. Swinny's question earlier. >> The principles have seen the newest renditions. >> Well, um >> the drawings >> I'm going to make a joke about Dr. Pal. >> Dr. Palra probably hasn't seen the new one today.

047>> Sorry. Sorry. I had to take the opportunity. You know, it's all it's all it's all fun and games. uh you know, it's all good. But but anyway, so um I'm sure he'll get me at some point, too. So it all >> is well earned. >> That's right. That's right. Uh yes, I did email all the principles the updated drawings uh so that they could see them and look at them. And that was today. We didn't get them posted till what? Thursday, Friday, and listen, they weren't going to look over over break anyway, so I wasn't gonna make them do work on spring break. >> Uh, but anyway, any any other questions, changes on >> So, Dr. B, that that fence that we talked about, is that in the wood? I'm trying to remember now.

048Is that in the wood outside by the dirt road? I believe that. >> Can we see it? >> I will have to I'll have to find out. >> Okay. Yeah. Check that out, please. >> Yeah. >> Is this thing on? >> I'm just wondering if that's >> all right. Any other questions concerning about Shaw High School? draw intermediate. Um, we did put some gates in between the the buildings there because there are exit doors that come out. And I think Miss Rogers, you sent me an email. You want to make sure that I So you would want to keep at least that remove the driveway. Okay. >> But it is currently red. >> There is currently one. Okay. But it's just not Okay. >> Absolutely. >> But we would want it to match the the

049other fencing. So So we did come around to the side, around to the back, put a gate here, and then enclose everything coming around. Here is a um that's a retention pond. So that's why it comes out to the front. Any questions on Tro Intermediate? You got that about the gate on the rope. All right. Draw primary. Um, Miss Little said perfect. So, little is there anything you want to add? There's it. Thumbs up. So, uh, is there anything else that you guys have concerns or questions about draw primary? You good with it? Sure. >> Okay. Chesterfield High School. All right. So, we did remove all the fencing in the front. I know u Mr. Adams has talked about he did like the look with the renditions, but we also thought about the I think

050there's a lot of people Oh, yeah. Yeah. He had to leave. Um when I've been out there to ball games, people park out here. >> Mhm. um because the parking lot is very minimal. But uh anyway, so we did remove that fencing from the front up here. We did tie it into the corners coming around um to make sure that we have that secure. Just a quick thing on that over there behind the greenhouse, they'll probably need a gate there because that will be part of the cross country track. >> That's what I was going where they run cross country >> because they would actually come through there and go use that road running back there. So that would have to have access. >> Okay. >> I know >> somewhere in this area. >> Yes,

051correct. >> Um and then the other question I would have would be or the fencing and the baseball right there beside the concession stand. What the purpose of that would be? Uh that little >> that little pink section there slash purple whatever. Yes. >> This section. >> Yeah. Behind the concession stand right now doesn't have any fencing. And since we got fencing >> to get to that point, I'm trying to figure out what the need of it would be for right there >> cuz they charge the gate fee back down here at the road. So when you go in, you're not paying a gate fee there. So you're not losing gate money. So you're paying back. That's where you Okay. Um, probably is there fencing there? Currently, >> there is not. And that would be

052one thing. Like I said, I would go back to Mr. Adams on this discussion because of that. If they if he sees a need for it, I'm all for it. But I just am thinking about what we have currently >> is where I'm at. >> Yeah. Um, I do know part of that it looks like it ties into that right field fence. >> Correct. So, it's probably something that just extends down and there's probably >> that just starts. >> Yeah, that's the dugout's there. So, that's the >> What's this little area right there? >> That's the homefield dugout. >> And that's the bleachers on the homefield side. I'm sorry. >> Yeah. >> So, are the bleachers in this picture inside the fence or outside? >> They're inside the fence. >> We can then look at

053that and talk to Mr. Adams. Thank you. Yeah, like about the uh gate cross country. >> Yeah, we got the gate. >> Cross country. Okay. >> It would probably need to be wider like you'll have 15 or 20. >> Yeah. Okay. All right. Next. just field ruby. So, we had toyed with bringing it across this field right here, but that's cutting off a lot of area. So, um you know, we we felt we needed to come up and go around because if they're practicing, playing, doing things out in this area, you've just cut off half of what's accessible to them. Um, so we did remove it around the front here, but we did tie it in and we did go around the back to make sure that it was all tied in. And then we

054went around their retention pump. Um, thoughts on where the fencing is right there. I like it better there than I did out directly on number nine. That is a lot better. >> Okay. with that Morgan. Any questions? No. Okay. All righty. Next, please. Edwards. So, I find my I can't see my There it is. All right. So again, we moved moved it out of the front here, but we did tie it in and put a gate here. Um, you know, here we have had I believe it was the runner. We did have somebody elope and they went through the I believe it's this direction or maybe it was back here. Um, so we have a door there and a door there. And so we wanted to make sure we tied those doors in uh within

055the elementary school. Uh, so in case we have any students that want to >> Hello. >> I'm not exactly sure. >> That's a 4 foot going all the way around. Right. >> It's 6 foot. 6t. >> So that that would I think that would be what's it say on there? I think the I think the green is 6 foot. >> Green is six foot. >> Six foot. >> And then the Dodge. >> I see Bob's truck driving too there. I see your truck. >> But I thought the solid >> I thought the solid green was 6 ft. >> That's correct. I think but the the other one is the proposed possible that other green is one of the alternate >> I thought that six feet tall. Anything anything that's that lines like separated lines is

056is an alternate. It's not on the the the solid ones are the original plan. But that was one of the recommendations from Miss Miles was to make sure that that back side was enclosed um all the way back here. She wanted to make sure this was because we did have that one student alope getting off the bus back there and I think they wound up down the street a little bit. Any questions, concerns about Edwards? All righty. Next, please. Jefferson. So, again, we moved the fencing from the front to the side where we could tie in to a door. We do put a gate here so that gate can be, you know, closed during the day if you want to leave it open at at night or on the weekends or whatever. Um, you know,

057they there is access. Uh, because I do know a lot of our communities still utilize our playgrounds, our basketball courts, things of that nature at our schools. So, we still want to make sure that they're accessible. Uh, then we have the fencing that goes across here that ties in. I do know that we have had students that I believe eloped out of that room right there. Correct, Mr. Redford. Um, >> yeah, >> we've out of this room right here somewhere in here. >> We've had some students alope out of this area. So that would allow them to to stay um contained and tied in uh to where they wouldn't be able to run out into the street or have access. Mr. Return, is there anything else you have? Okay. So, you're saying back here, >>

058make a gate to where they can pull the units in. Okay. Got that. All righty. Anything else? M on the other side. Get out. Yeah, we'll pro we'll we'll look at putting a gate there as well. Uh because you have to have a panic button. We can we can look at that. >> Yep. >> Board members, anything that you recommend or suggest for Edward or Jefferson? Sorry. All righty. Next long middle. This one was kind of tough and I still have questions about it because um you can see here at this corner we were trying to get these doors. We thought about coming down and around but then they use you guys use this build daily correct. So they use that field daily. Um, and so here we're kind of cutting off that field. So

059I toyed with coming up and still around to tie that in. But again, we just went straight across to tie in. But we want to enclose it some way because you don't want students out here to where they could just somebody could come by, pick a student up, you know, that's not secure or a student could just walk off. Uh so that would be my concern. There's also and I don't know if anybody has the history on it, but there's that little playground area right there to the left. That was that was back in the day have I guess agreement they had a playground equipment set up there I don't know walking path still but that's what it >> okay >> and then I thought at one time and I haven't been out recently. That's

060what put it to play soccer or practice soccer. >> Yeah. And that's so that's what we're wanting to discuss. I mean, if you guys think we need to move this fencing up um and maybe go around the playground, even though that's on our property, um that's we don't do anything with that. And again, I would question who holds the liability for that. U and then we do have a gate back here because I think that's where that walking park is, Mr. Sweeney that you'd mentioned. >> So, it's up there at the top. We do have a gate going back to that nature walk. Um, so we did look at that to see um what what's the board's recommendations, Miss Caldwell? What's your recommendation as far as >> So, I think I think what you're looking

061at is you're going to have to go along this tree line to come out to this road and then go back over >> um because they practice soccer right in there. Yeah. So those will be both. >> Yeah. That'll be gate. >> Yes. Yes. They'll be >> Yeah. No. Nice move. Yeah. No, that gates should not impede anything. >> Yes, sir. And we did put a gate. So, yeah, we have a gate there, a gate there. We have a gate. Um then we have a gate back here and a gate over there. >> So you would need to come out road around that playground come out the corner here the driveway take all that in the rest of >> Yeah, I would I would come out and come around. I would I mean if the

062community is using that if the school still has that >> we have to look see for an agreement but if that's if this is being maintained by the town of Shirall then we probably wouldn't want to close that in because I don't think >> we don't use that playground do we miss Caldwell >> I would say don't gate it Because since we don't use it, leave it open. That way we're not having to put a gate cuz every time you put a gate, you're increasing uh gates are expensive. >> And for community access, I agree. >> Right. And and for community access. So I would leave that open, but I would bring it up and go around. >> So what would the fence stop then? Right. The playground equipment. >> So it would come over

063and make a little L and come back down. So you'd have to bring this green up. bring it over and tie it in. >> So the green would come up instead of the purple running back. >> Correct. Yeah. You'd bring that green on up that tree line to here and then come over and then you would go purple in the front because that's that ornamental fencing. >> That entire school is blocked in. When we do that, that entire school is blocked. >> Well, that Yeah, that front. Now we could, I guess, if you want. Is that a couple of trees there that maybe you come up and go maybe inside the trees? But I mean, you're uh right here. I think that's that's a tree. That's a tree. You could come up, go inside that

064tree and straight across and over. But I would want to keep the tree inside the fence if that's something that they use for shade, you know, if the kids hang out around the tree or whatever. But But Mr. Sweeney, there's a door. There's a door here coming out that we want to make sure secure. Then you have other exit doors. So what's your thoughts? Let's call was listening to you. Is would your recommendation be on that right hand side to bring the fence forward and have the whole parking lot that where the teachers park at protected as well? Enclo in that So, so we'll just bring this up to the front. Up to the front. come over and and we'll leave this the same right here because that's open here and that's to the teacher

065parking lot. So >> it's kind of about what you did at Chester Ruby Middle School on that side. Yeah, that >> Yes, sir. Yeah. >> Y got that. Next, please. >> I'm trying to go fast, but All right. Macelate on the corner over here. gate where? >> Oh, in the top corner on the left. Keep coming right there. That's where the um food service trucks >> right here. >> Yep. Where the cafeteria is? >> Okay. So, that truck comes through there cuz we put a gate over here, gate there. So, is that just a cut through that they do or do they back up? And >> Miss Butler Okay. Okay. All right. Got that. So, we're going to we want to put a gate right here by the ramp. Practice. All right. Anything else at

066Mac BL? Yeah, there should be a gate entrance. Yeah, we're just going to lock y'all in in in there. Yeah. Yeah. Yeah. So, no, there should be entrances here and there should be like an entrance here somewhere. We can Yeah, there should be some. Anything else on that deal? All right. Anything from board members on that one other than the All right, next slide back behind. Yeah. Okay. out here, >> Miss Young. Oh, sorry. Don't they park way over here? Do we need to put one on that triangle somewhere? >> Put two. >> Like we might need one in the center and then either on that first they park in that grass out there. that road. >> So you're talking like >> Nope. >> On that >> on where it starts the house looking >>

067right there. >> Yeah, right there. And then to the right. >> Yes. >> Okay. >> The kids part way out there. >> Oh, on the on this outside. >> Just have a batting practice. That way they don't have to go through access through the field. >> Yeah. Yeah. We would need a gate up there. Yeah. >> We are Mhm. And we won't do any fencing if we have an expansion building going on. Uh we would have to wait till we built that before we put up that fencing to tie into it. So, we did close off um you know this right here, this area that goes in between the gym and the cafeteria. There's a lot of students out there. That is a main highway. People can, you know, that's a that's a county road.

068Um people travel that all the time. So, we we do need to keep that blocked in. We did tie in here because I know one of the first meetings I had with Miss Young was she was worried about the access of students that were able to get out this back area somehow. Correct. >> Hey now. Hey now. >> Yeah. You just Yeah. And then we got we have a gate right there. So that was to address her concern as far as with the safety of u you know this this side of the building being locked in and that just goes in and ties into the current football field. Yes. Okay. Any other questions on that? Next slide. Y So, you're wanting to to go in right here, come around this, and tie that in. Are

069you guys had to be locked in? >> Yeah, I thought we I thought buses had to be >> locked in locked in the evening. Did they get a little laxed on that? >> I don't know if any of our buses are really locked in. Well, reason that we built that around intermediate school so that the buses all the buses would be there and they'd be locked in. They came behind 911 with the towers. It was afraid that we might have terrorist activity going on buses or whatever. >> Yeah. Um, well, I can't think of, you know, any of our schools that right now in looking thinking of them that are truly, >> if I'm correct, it's not fixed in the buses when they parking in that parking lot. >> Yeah, >> I thought they were

070fit. There's a fence around that parking lot where the buses do park at fully closed down, but but I like the point you're making because I mean all of them should be considered pinched in basically. >> No, I I would agree. So, um so we'll look at that. Dr. King, if you don't mind adding making sure that bus bus parking is included for security. >> Mhm. >> So, so your maintenance with it. So, they would have keys, correct? >> We would have a gate right here for buses, large enough for buses to get out. So that would be large enough for you know to come in. >> Now are we on these gates who's closing them? >> So that would have to you know that that had to be worked out with the school administrator

071on how that would be. >> Um typically it's you know last bus driver comes in make sure the gates closed >> on their way out. You know, during the day, a lot of times your SRO's are out and about and a lot of them should be securing your your exterior. So, they would go around and check gates and make sure they're all closed um to make sure the perimeter is checked. Anything else, Miss Young? All right. Next, please. All right. New Heights. So, we did move the fence back. Um Dr. Maguiire's in his email he had recommend I think Dr. McGuire you said you kind of liked it to the front of the of the road. Is that correct? So you would rather have it out in here. That way you're you're not losing this

072area. >> So, Dr. McGuire, you talking about bringing the fence all the way out almost to the 151 basically. I got >> How far you talking about setting off the highway? What? 30 40 ft maybe something like that. Or you want to you want a significant amount of that field fence in basically right. Okay. All right. So you kind of want it back to like the first design how we had your recommendation is kind of like the first design is pulling it out here board members what your thoughts >> I think it's a great I've seen them out there in that field case I do agree >> they'll have to >> yeah there'll have to be a setback coming all. All right. You got that? All right. Next, please. Yes, sir. Okay. Okay. Okay. So,

073we'll need to make sure this follows the contour. Okay. All right. Hidden. See, we put a we removed it all from the front except over here at the bus loop. Needed to keep that bus looped in this playground area. So, This is going back. This is putting up that ornamental fencing because that is in public view. What would be the outfield? But would we need to even with the So I don't know if we even really even if it's just practice they would we may not have to have that >> b is it >> yeah if it's just practices >> yeah and my concern is dividing a bunch of fields. So if we're dividing that field with a a fence that you know we're not using we remove the base uh the field fence. Everything

074else all right. Okay. All right. Next, please. PLC, we're only fencing in this one area because if you're up here and there's little league games going on, you have cars parked all up here, all over here, you have cars all down this side. This is the parking lot for the baseball softball field. So if you start going to fence things in, you're going to impede progress to people getting down to the little league ball games. So um >> what is that area that you're fencing in? >> That is the tennis court or the the basketball court area. Huh? >> Is that currently fenced? >> Okay. >> All right. So, >> I'm okay with no fence on the basketball court at PLC. I don't think you Now, they're not going to be out there unattended because

075they're at PLC and generally >> No, there should be a staff member with them. Yeah. All right. So, remove that fence, Dr. King. All right. Is that our last one? >> Oh, nope. Petersburg. Sorry. >> All right. So, at Petersburg, uh there was a suggestion and we still have plain view. Um there was a suggestion and so we made note to move this playground area that's way down here in the front. Move it to the back. >> That's the wrong Yep. Oh, that's Ruby. There's plane view. Uh, go back one more. All right. Petersburg. So, we're going to move this playground area back here. So, therefore, we will have no fencing up front. Then we just tie in tie in and go around the back. >> Would is there a possibility? Huh? I said that

076playground in our concern or my concern especially I can't speak for everybody on board here but playground equipment in front of the schools and and we're doing a lot of this for safety purposes and that's what we're trying I'm just looking at it as a pure safety thing of >> people driving down the road and kids out there playing and just being that visible if you're in the back at least they're kind of hid a little bit. So that was the only concern about moving playground equipment possibly out of the view. >> Well, I think this play having the playground equipment in the front, it just kind of it creates some logistical issues for me. Even if you maybe moved it up here to the side to where you could fence in that area, it's

077still limiting the amount of fencing. What about So, so with the exception of you saying you won't utilize the current playground space. >> No, we're going to move all of that equipment. We thought about moving it back here, but we can move it over here and then still fence this in, but move all this equipment back. So, >> and what was her concern? Because I didn't hear. >> Well, her concern was back here. They use that field in this area for family days, other field activities, things of that nature. And when they have large events, they use this area for parking. >> But we would have all this down here for parking now. >> Well, to to her point in terms of the go back to the new house situation. We brought the fence out

078further to the road because there was a use for it. She's pretty much saying the same thing here. Basically, I get what you're saying about moving the playground equipment, but if if you fence it in like like we won't lose that and they can still use all of their property because otherwise if you don't fence it in, how would we repurpose that? What what we what would we use it for? >> Yeah, I think you can look at, you know, are you going to have any expansions or anything down here? It opens up for any type of other building projects that that you may have. I do know like right now you're going to have to come off this front. I think uh Petersburg is slated to get u an update to the cafeteria and

079I believe the cafeteria is right here in this area. So that will definitely all that building can start coming that way in that direction. I I guess my thinking is right now >> if they if they're using the pool property then force the playground back to the backside where now you just got that and you got that property open. I mean I'm going back to the the new heights bringing that fence out to to maintain the use of that the property in front. That's pretty much basically the same thing in terms of if they're using it the way she just described. I would I would support that recommendation. Do they still use the field to the left? >> Yes. And that's one of our smaller properties as well. See what m all the equipment down

080>> it is. >> I mean, yeah, we we can bring the fencing down. You know, we I think we originally had it drawn to come out around >> and and to tie in. So, we're talking about Kimber Road and bringing the fist down to almost. That's what she's talking about, right? >> I did not name that, right? >> Well, but it's okay. It's okay. I'm just going by the name on the thing. I was talking about name. >> We go by We go by Arnold Street up Tim Burch Road. >> Yeah. Sure. I had it right. >> Right. So, so that's what she's talking about. >> Her name. She's talking about bringing it bringing it down. >> Yeah. Yes. >> Down here. >> Yeah. Let's go ahead. >> Yeah, let's do that. >> Because that's

081already got it's existing fence today. Correct. >> Uh >> and you you would want ornamental. >> I thought so. >> Okay. So, we could continue with the Sorry, I'm trying to figure out the pointer here. Come back around, bring this over, put a gate here, >> and that way, you know, that's where the entrance is to Kimber Birch Road. And then that would, >> you know, we could close that in because if they're using this baseball field or something of that nature, >> go back up. Yeah. >> Put a gate there for them to access if they need it or whatever. rather than take the entire playground away like that. >> Okay. >> Yeah. >> Say board you're fine with bringing that back out to the front, leaving playground kind of where it's at or

082what's what's thoughts? >> That's good. >> Cuz I know that's how we kind of, you know, we we originally had it um we had it like that. We did move this back and we worked. I mean, I like the idea back here, but I hear what what she's saying with concern about limiting space, right? >> Yeah. >> Okay. You'll still have all this open in front of the school. Okay. Any suggestions, concerns, questions? >> I was trying to pull up GIS to see how much the property increased if some of it be cleared to >> on the back side. >> Uhhuh. >> Okay. Well, that's a good idea. Leave some Oh, there you go. Yeah, we can we can do that. >> And there is >> Yeah, a lot of those trees. >> Okay. So,

083you're saying we could actually remove trees back >> Yeah. around to increase the property back there to move the playground. What are your thoughts about that? I I supported on that because I I have it's it's been that flat playground at that ball field. been there for for some time and just fencing it in because you going that's you getting an extra cost when you got to clear out those trees to expand that property and that's something we have back then where we know we we just talking about fencing right now when you start moving out trees and stuff like that rooting stumps and stuff like that can be costly I'm just saying in terms of what she's asking I think we pretty much gave every administrator that same kind of option in terms of

084how they view their the use of their property You're not going to get rid of Kimber Road and on the street, but we going to have that along side of that. What's in y'all's position if I'm bringing that out? Yes, sir. Next, please. So, plain view, um, we do need to, we did cut the fence here. Um, but I think we need to come out from the school around this track with a fencing out front and tie in here and have a a green fence going in and have your gate out here. Um, Mr. McDaniel said that students use that track daily. So, we could move the playground equipment back, but I still think you need that fencing uh to go around this walking track and tie in here because if you have elementary students

085out here walking that track, that's too close to that road. foot. It's that foot. >> Yeah, it needs to be replaced. So, what are y'all's thoughts about? >> He said it's an old 4 foot chain link fence that needs to be replaced. >> Okay, I'm with you. >> So, I would say you come out here with this ornamental fencing tied in here with a gate and then have that fencing that way. That's all that's all closed in. But because that track right here, you have track that students walk. That's too close to 102. >> So those are just for emergency gate. They have to when you gate when you enclose something, you have to have a a gate to access. Well, it has to have panic access. So, it'll be a push panic button. So,

086you guys fine with moving that fence out here around that track up close to cuz if we have students out there that any other suggestions, changes Okay. Well, I would think that we could bring this gate, bring this fence up here and tie in there. >> Okay. All right. I think we have one more, >> right, Ruby? >> Hi, Miss Tucker. You still here with us? All right, you are good. Miss Tucker is good. Are you all good with Ruby Elementary? Okay. Any other? All right. So, we've got our edits. So, what we'll do is we will meet again with Mr. Burr. We will make those edits. We will send them back out to you guys as a board. We will send them back out to the principles to let them look at them. And

087then once we're there, we will try to move forward. That way, you guys can at least get another look and lay your eyes on them. All right. >> One streamline, I would probably just send it to the principles first, just me. >> Yeah. >> And then let them >> then we get after they see it. That way there ain't mix and match. >> We won't mix and match. I'll send >> Okay. >> All right. All right, we'll call Madam Chair, >> you guys feel comfortable with that. >> All right. >> Okay. I need a motion to approve with edits as corrected. Madam Chair, offer a motion that we approve the fencing with the uh edits that we've uh discussed tonight. >> All those in favor? >> I now chief academic officer stubs to speak us

088on board. Good evening again. We are just requesting approval for um the CTE courses that you've been given along with um the application for the innovative course um in which band can count as PE1 at the high school. >> All right, I need a motion to accept these. So move it approved. Second. >> All those in favor? All right. >> Thank you. >> All right. I think we're going to take a five minute break everyone and we'll be right B E D I B B B B B B B B B B B B B B B B B B B B B G B B B B B B B B B B B B B B B B B B B B G D-R B I A/B I B B B B B

Those were only just updated language. >> Let me ask a question. What did you say? B AAA was updated. >> BA. >> Just BA. >> Yes, sir. Just BA. >> Okay. >> Mhm. >> And you said BBA. >> Correct. >> BBA. Yes, sir. >> Uh what was the updated portion of that? Do you remember? And

090the reason I'm asking is it I think it pertains to board members visiting school. >> I don't have I just have the listing of it. So you all have them. So I'm not 100% sure, but I know it was according to the schoolboard trust it was just updating the language to be consistent with most of your districts. Now >> I think it was BBA. I think it was Yeah, I think it was BBA. school and some of it stated that you know if we visit a school that let superintendent know and all that. I I can agree but also we're in the neighborhood if you stop by and Dr. Ballinger or whoever. I mean, I think we should be allowed to go visit our schools and talk to our teachers, staff, pres administrators. Of course,

091we're going in and reporting to the office. We're going to talk to them as we go in. But that was one of my big concerns was the wording there and all just needing to reach out. And like I said, sometimes, especially my job, I might show up and be in a school and somebody may call you and want you to come visit. So, so me I always encourage members to to uh visit schools. I just ask that you know be notified. Um I think that's just a courtesy. I think a lot of times catching administrators off you know if they may have something going on and the board member comes in u you know that that is just my my concern you know with uh as far as just making sure that we do reach

092out and have that communication. I am all for board members going out to this school. Heck, I've gone with a quite a few board members going throughout business schools. Uh, you know, and and a lot of times I would like the opportunity that if you're going out because I may be going out there that day and I may want to want to walk around with you. Um, you know, but I think board members should be visiting schools, but I think it's just making sure that there's communication so that staff is prepared. That that's just my concern because even though as a board member when you're out there that day, you don't have any, you know, your your authority as a group. >> Correct. >> And so there's an there's a perceived authority and some people

093may not go handle that. >> Oh, I agree with that. I I was just I'm concerned because I see a board member as a speaker for their community and their districts just being interested in their school and I do agree with the communication but if I was in the area I just want to make sure I wasn't going to step on toes or not >> the policy sometimes you probably have a work order to go to X Y or Z >> correct and and if you're in there just you Like I said to me, yeah, I'm going to speak and I'm going to say hey to them and you know, but I just >> it may turn into a business. >> Yeah. >> Well, the courtesy thing that we used to do in the past

094was that we was going to a school that a particular school, we would let the principal know that we're going and the principal let the superintendent know that we were going. Uh, you know, and I think we have a couple superintendents that asked us to do that. the courtesy to move. We're going to the school at least let them know that u that we're coming by and then normally they have someone there to assist us if we need assistance in in walking to school. The old line when used to just if we decided we wanted to go by school, we just went by school and and looked at it. We didn't disturb, we just walked to school just to see how things was going. Uh >> yeah. Well, and I think you have to remember

095as a even though you're a a board member, um, also without being in this setting, you are still just a citizen in the community when you walk through that building. And so, you have to follow through with everything else that all other citizens within the community have to go through when they come into those buildings. And that that that is the >> that's the kind of thinking behind it. Yeah, that that's really the thinking behind it because as an individual when you're out there, you may be out there to visit as a board member, but really you're just a citizen at that time because even though you're a elected official, you don't have any power authority until you're here tonight collectively as a group. And some people get that mixed up to proceed. And I've

096actually seen some things where where board members have tried to direct staff to do things which is outside of a board member's purview um which is outside of policy. Um, you know, I have I've seen that happen. Uh, you know, and I mean, I've seen in other school districts where now this I wasn't the superintendent there, but there's there was a board member that decided to change all the locks on the school, called the company, had all the locks changed, and when school came around over the weekend, nobody could get in. Um, you know, that's stepping outside of that that authority because they thought there were too many keys and things of that. So that's why we have the process the procedures in place. I'm all for you guys going out and visiting school. Uh

097yeah, I just think it's a courtesy for me. >> I can see the being. But going back to the citizen thing, I mean Jane Doe or John Doe could walk in and probably get around the school quicker than we could cuz we'd have to get in touch. And I understand the courtesy thing because I I don't think any of us want to overstep our boundaries. Yeah, >> but you know, like Miss Bur mentioned, I may be in there for another >> and it could lead into a conversation >> and that's understandable. I mean, yeah, and you know that that's understandable in a lot of those situations that I just wanted to make sure >> for employment. >> I wasn't going to be >> out of contact. >> No, I think a lot of times, you

098know, even I know when I I went on uh the trip with uh Mr. Till and Mr. Robson over in the Shaw area and you know one of the things that administrator am I in trouble? No, we're just here walking around you know. Um so so it's that perception of making sure that you know it's okay. We're just checking. So I guess my my question Dr. King was a BAA. That's the reason I asked you. Uh board self evaluation. That's a new policy. Just started April. >> Yep. That's one of the ones that that's my next section is the new policies that they have in >> I'm ahead of the game. >> That's okay. >> Okay. >> Any other questions? >> Okay. So the new policies that they had recommended that we implement are policies

099B AA BB B D B E D L B E D M B E D N B D-R This is outlining the um the duties of the board chair, vice chair, and secretary. BJ-R, BJ- E, BG/BG D-R, and BBA-R. Those are the new pilots that they recommend that we add questions. >> Now, do you want to ask Mr. explaining about >> well for self >> I guess what I need to do is really call school board association and find that motive behind it because I just don't remember us going through a board evaluation of grading ourself and what have you and what is the purpose of it anyway >> I think you get evaluated all of us do every four years yeah >> I think by our citizens so I'm >> I had a question

100on it as Well, because I think that is up to the voters for evaluation versus us evaluating ourselves, I would think. But that's just my personal opinion. >> I don't know about the the process. >> So, would you like to scratch it? >> They just recommend we add it. We don't have to mess up. >> Oh, okay. Scratch it. >> I don't have problem with taking it out. >> Okay. No problem. Any questions? Any more questions about the new policies? All right. I tell you what, it it really those new policy really focus on the board. I can >> Yes, sir. >> legal status, your duty, your authority, man. >> Just so you know, there's actually a few policies that didn't get caught up in this one. So, we're going to start them in May.

101That's a B section. So, there's actually a few more. We we got them. >> Oh, we got them. >> We got them all. Yes, sir. >> We got them all. >> It was some duplicates, so we got them all. >> Okay. Yes, sir. >> Good. Good. >> All right. So, I'm going to move to the next section. These are the recommended deletions of policies. So, they recommended to delete policies BDB because it will now be covered in BD-R. They recommended deleting policy BEDC because it will now be covered in policy BE. Recommend deleting policy BE DD because it will now be covered in policy BE. Recommended deletion of policy BGC.BGD which is covered under policy BG.BGD BGD and then also policy BGF which is also now covered under policy BG.BGD and policy BHC which will

102now be covered in policy BBA and also in section C which is upcoming. Any questions about those recommended deletions? No question. We get a motion to approve item 4.5 section. >> We've already we already did that. >> We already did. Hey, we have a motion on that. >> Yeah, we did. >> Okay. All right. Good. All right. I apologize. I apologize. I apologize. All right. I was reading I read them board. >> Okay. So, we good to move on to this is the last part which will require some discussion. You got another question, Mr. >> Right. >> Okay. All right. So this this one is the policy changes that require some discussion from you all. Um starting with policy BBA says requesting the addition of items to board meeting agendas. So, it says, "A board

103member wishing to suggest an agenda item will notify the board chair and/or the superintendent and a decision will be made whether to add the item to the agenda. If a majority of board members request the addition of an item, it will be added to the agenda." And the wording that they asked for that that change was a majority of board members. to be added. >> Well, that's what they're >> re That's what they recommend. You know, back in the day, >> you would do one and if one couldn't get on there, then if three if two other members decided that they want other great idea. >> Well, actually all it takes is uh to be honest with you is just two members to add an item after modify the agenda. Make a motion to add

104an agenda item. You want to adjust the >> Yeah. Just a bit. >> Now, there were some recommendations. >> Yeah, I got those. >> Yeah, I'm I'm just getting started. >> Oh, way ahead. >> Oh, yeah. So policy BBBC BBBC the clause it says request for resignation says regular attendance at board meetings is essential to effective governance. If a board member engages in neglect of duty through excessive absence the board chair will request the voluntary resignation of a board member. Excessive absence is defined as missing three or more consecutive meetings without a legitimate reason. Example, illness, previously scheduled work commitments that cannot be rescheduled, etc., or missing more than half of the scheduled meetings held during a given school year. I just thought that EPC should have been added to uh illness uh work schedule

105or ETC something. >> It could be something else. >> We don't have we just say illness either is ETC on there. >> It is. >> Okay. >> It's on there. >> All right. Okay. When I read They just gave example. Yes, sir. Mhm. >> It's on there. ETC is there. Yes, sir. If you missed three. >> Yeah, we have. >> That's right. That's right. >> Are we good with that one? Right. So then policy BD, the change is each officer will serve for a two-year term. Officers can serve as many consecutive terms voted by his or her peers. What was the old pull it up? I didn't bring my my device. >> I thought the old policy said >> and I think the old policy did say two terms, but I think now it's like

106if you voted, you can serve as many consecutive terms as voted by your peers. whenever you want to. I definitely like the twoear policy and up to two and it was something that gave you I can't remember that old policy something gave you that nobody else wanted it then that person could serve again I can't remember the reason so on that two terms uh let's say if a man were to serve 40 years can he only be chairman two different I mean for four total years is that how does that What was the original plan when it four years or two years? Is it two years? >> Yeah. Two years left off. Can you do two more and then Yeah. bring up some question. I'm trying to think of some other members that say >>

107I can see where it made sense to say can't be more than two consecutive terms. you know, like you're chair for two, chair for two, chair for two, and then you've got to be off for two. I I can I can't remember the whole policy, but I think it's something similar to that. It was always open to other members after four years. If nobody wanted it, then it could go back to that person. That >> policy BD B. What now? >> B D as in dog. >> Okay. >> You want me to read it? >> Former says that it's a two-year term. >> Mhm. >> Any limitations? It just says, "So this is your current DD organization of school board. The office of the board or chairman, vice chairman, and secretary. Board officers will be

108elected and sworn in at the first board meeting immediately following election certifications by the Chesterfield County Voter Registration and Elections Office of the nonpartisan board members elections in each even numbered year. Officers will fulfill a two-year term. The superintendent will presside and will act as temporary chairman at the meeting until such time as the chairman is elected. Officers will be elected by a majority vote of the board. So there was no limitation on how many years you could serve. You know, you could you could serve two full terms indefinitely. Um to kind of answer your question, if you were serving as a board member for 40 years, you can serve all 40 years as a as a as the chairman if selected if selected as what the current policy is how I read that current

109policy. >> And that's pretty much what we've done in the past. You know, I mean, so what is the recommended change? >> It's just the language. That's all it was. It was just saying that >> as many consecutive terms It does say as many. So, it doesn't really change anything as long as >> you don't put as long as we don't put limits on or whatever. >> And there's a there's a second part to that. The part that they did recommend said voting will be conducted by voice vote. So, that piece is was added as far now you all do that now. I think already. So, if you all are good with that, I'm good with it. >> Okay. All right. Almost there. >> Policy BE. And the only change for that one is it

110says the regular board meetings are scheduled at Palmetto Learning Center on the second Monday of each month. So, the regular scheduled time will be at 5:00 p.m. That's all we had to change it. We specified Palmetto Learning Center. All right. Um, policy BEDB says, "Items of business may be suggested by board members, staff members, or the public to be considered for placement on the agenda. An item must be within the scope of the board's duties, must be timely, and must be appropriate for consideration. The written request, excuse me, must be received by the superintendent or board chair a minimum of 10 business days prior to the desired meeting for it to be reviewed for the agenda. The board chair in consultation with the superintendent will decide whether or not to include requested items. If three

111or more board members request addition of an item, it will be added to the agenda. The final agenda will be approved by the board at the start of each board meeting. >> What if something comes up three days prior to instead of 10? >> Well, I think this policy is just with the community or somebody outside. Correct. Mhm. >> It's not It's not with the board member or you calling a a meeting. It's the community like if >> Yeah. >> your neighbor down the street wants to at an agenda item, they need to go through this process to submit something to be placed on the agenda. >> And that comes in time for you and the board chair to discuss for the regular agenda. >> Correct. >> Yeah. which we've kind of followed that policy

112just here recently with the uh thing with the uh >> uh the memorial >> memorial. >> Uhhuh. >> Good. Two more policy BH. Now this is the one you know says the board has set aside the first 30 minutes of each meeting for public participation. Each participant will be limited to 5 minutes. The current policy outlines 30 minutes for public participation. The recommend uh the recommended time is asking possibly to limit to three minutes per speaker which would give you an opportunity to have 10 speakers versus six. You want to keep the current policy like with the five minutes or you want to give three minutes per >> you want to hear from more people or same miss. I like the five minutes. >> I will yield to the people that's been on the board

113for a lot longer because the five minute thing works as a day. Y'all have a lot more to practice. >> Some have run over. >> I mean you Yeah. I say sometimes five minutes is enough but like three minutes you really are limit you got to talk like an auctioneer. >> Yeah. Because you want public you want the public to be able to come. But I think the five minutes we didn't collect Mr. church address. If we don't comment, just give them the five minute, you know. >> Okay. >> No problem. So, we just leave it like it is. >> It's not like we have a line, >> right? >> Not a line of people showing up. I mean, >> yes, sir. It doesn't always happen. >> Not until you get a hot item, >>

114sir. I was addressing it. A lot of folks showing up. Not until you get a hot item. All right. So, we got the the last one which is um B. So, we recommended based off of the old language says recommend keeping the previous part to the board policy which states board members receive no compensation for their services but are paid a stipen of $700 per month for their expenses for attendance at meetings. The chairman will receive $800 per month. Says board members will receive payment for miles actually travel to and from board members homes to meet. Mileage will be at the IRS prevailing rate. Everything else will be with the updated language. So yes, ma'am. You may want to go back four years. That's when because it's gone up. Seven and eight a little bit

115more every time everybody gets in the streets. >> Gotcha. So we can look at it because the original language it didn't the new language had something about a perdm type stuff but we we felt like it would the recommendation was to keep the same language but we can look at that. >> Yeah. >> Okay. You might I think we need to those numbers every time because it's written policy current policy percentage at the state level. >> That's right. >> Okay. If it's happened over the last four years that percent needs to be >> the what the number should be right now. Yeah. >> Okay. Okay. So I look I'll look that number. So other than the number changing everything else is fine. Just make sure that the stipen amount is current, >> right? >> Okay.

116>> But the existing policy actually does increase with rate. So it's already based in there. Okay. And that's the only way that piece So those are all of section B. >> So I need to >> Okay. So now see if this sounds okay. A motion to recommend policies NB for all additions, deletions, and revisions. That sound good? I need a motion to accept the >> madam chair. >> All those in favor? >> There you go. Thank you so much. Thank you. A lot of work there. >> Okay, that was our first reading there. Got 44. All right, my comments. So, April 22nd is SCASPA day at the Capitol. May 11th is our next board meeting at Palmeta Learning Center. And I think you need to let Becky know if you want to go to the

117day at be sure and but we'll be back here. So is that when you do it? So we Dr. Ballinger just suggested we have a budget workshop and we've done it every year in the past for years. They have a finance meeting fourth Tuesday of the month. Um any suggestions? Is that a good time to have it or have it May? >> Okay. Any objections to that? >> So, so we're going to have an extra all the boards are going to meet on the 28th of April. >> Yes. >> 28th. Yes sir. Instead of having a finance meeting, we will have a full board. >> No, we have to have a 5:00. So yeah, we can Monday 28 at 5:00 immediately following the finance meeting. This is finance, >> but it's going to be >>

118Oh, that's a Tuesday, isn't it? The fourth Tuesday. I'm sorry. >> Sorry. >> So, we're we're not having a finance meeting on the 28th. We're going to have a board meeting. >> No, you're going to have the finance meeting. >> We're just going to have >> No, no, I'm just I just want to get my stuff together. What are we What are we recommending here? We're going to have a board meeting to to do a budget workshop. >> We're recommending full board >> at 5:00. >> So, let's do it on that Monday then beside that Tuesday since we hold Monday's open anyway. Is that all right with everybody else? >> What does that do with the agenda that we've already stated on the budget? >> We still have to do this will be a right

119now. We have committee, but we still have to >> we won't need to meet on the 28th if we >> right >> keep it on 28th. >> No, I was trying to my grandson lay on the 28th. >> Yeah. So, >> and I'm good with the 27th. I'm just making sure I'm just making sure on the because we've got it on an agenda that that date's not going to be a problem. >> 27th. >> What are we going to do? >> 27th. >> Monday the 27th. >> At 5:00. And we're doing away with the budget meeting on the 28th. Correct. No budget meeting. >> No finance. Excuse me. >> No. >> Budget meeting is going to be on the 27th. >> Okay. What? Monday. >> All right. Now, we need to do an executive second

120executive session. I need a motion. I move to enter second executive session to discuss personnel matters pertaining to employee hiring, compensation, terminations, resignations, contractual matters regarding appeal for administrative review by the procurement review panel, Chesterfield County School Board of Trustees to resolve the protest for RFP number 24128, digital signage in accordance with CCSD procurement code, article 17, section 44. 4105 and legal matters. >> Second. >> All those in favor? >> I >> All right. We don't know when we'll be back. >> Oh, I knew this was going to be a long I knew this. come back into open session. >> Second. >> Okay. Um Dr. Bond, if you'd like to come up present personnel, I'd like to Thank you, Madam Chair, board members, Dr. Ballinger. I'd like to um recommend the approval of the personnel

121report and addendum um that you've evaluated tonight, please. >> So, move second. >> All those in favor? All right. >> Okay. Thank you. Now, we have one other. >> Yes, madam chair. Based on the personnel exhibits, we'd like to make a motion to reward the job title of Miss Tammy Hail and thank her for her time here at Chesterfield School District. Um, but her new job tit or the next year's position will be the 2627 school year. make it the chief of special ed. >> Okay, we have a motion. Do I have a second? >> All those in favor? >> I >> Okay, next order of business is for the protest. >> Uh, Madam Chair, I move that the board deny the protest for RFP number 24128. >> Second. All those in favor. >> So,

122so be it. Any other business? >> Everybody's in favor. >> Thank you very much. >> I
