Our thoughts for the day is from Micah the 6th chapter verse 8. He has told you, oh mortar, what is good and what does the Lord require of you? But to do justice and to love kindness and to walk humbly with your God. Let us pray. Oh Lord, look upon these schoolboard members. You have done a great thing. May we live in your presence while we do the state's business. We offer to you to follow the teachings to which we have been called each and every day and to do the work promised. Bless our defenders of freedom, our first responders as they care for us. God, grant them your comfort. We ask for your care upon our world, our nation, our president, our state, our governor, and all who contribute to this great cause. Bless
our armed forces and those who suffer and sacrifice for our freedom. Lord, in your mercy, here our prayers. Amen. >> Thank you, Miss Hie. Call the January 13, 2026 schoolboard meeting to order. Uh today is our organizational meeting and it's the one that I'm always enjoy when I can pass the gavvel to someone else. So at this time we would take nominations for the position of chair of the school board for the calendar year 2026. Dr. Goodwin, I'd like to recommend nominate um Dr. James Smith as the remaining chairman. Second. >> We have a motion by Coach Blackman, second by Dr. King. Are there any other motions? Hearing none, the nominations are closed. Is there a motion to approve the nomination? Have a a motion to approve the nomination. >> Second. >> And a second.
It has been moved and properly seconded that Dr. James Smith be elected the chairman of the Kershaw County uh school district trustees for calendar year 2026. All those in favor please say I. >> I >> opposed. And I am happy to pass the gavl then to Dr. Smith. Um well at this time we need to swear him in and then we will be able to pass he'll be able to continue. like to nominate Miss Shirley Howland to be chair please. >> I have a second >> second At this time, >> Mr. Chairman, I recommend or nominate Miss Ali as remaining as chaplain as well as chair. Second. Second favor. >> I a motion to adopt [clears throat] the consent agenda. [snorts] Motion by second motion to second. All those in favor say >> I at
this time I want to go back at this time willing to serve as >> Dr. service. >> So at this time we are at our consent agenda. We will recognize the school resource office. Uh this afternoon uh we have guests from the Camden uh city police department uh here to make a special announcement and uh we would like to recognize uh Chief Jack Rushing at this time. Uh, first of all, I'd like to thank the board and and its members for having us here today. Um, I think there's might be no one that doesn't know who Ryan Anderson is. They may not know Ryan Anderson. They only know Big Boy. >> Big Boy. So, um, anyway, um, we're here to recognize Big Boy's promotion to sergeant of the SRO's of the Camden Police Department. Um,
Ryan has been in law [clears throat] enforcement for 26 and counting years. He's been an SRO for 16 years. He has been at the Camden High School for 15 of those 16 years. 11. Okay, pardon me. 11. Thank you. [clears throat] Um, so you uh but you were at North Central. >> Yeah. North Central and CNC. >> Yep. Prior to coming to uh Camden High School. Um, big boy's work and dedication are probably second to none. This guy works more hours than anybody at the city police department. Um, and and as I told him yesterday in prep for this meeting, this is earned uh not given. And um I wish I had about 10 more people um that had the dedication and the um the the willingness to serve and look out for these children
and uh young adults in the high school as what most of them are. They still children, but um we appreciate uh you and um I'm happy to say congratulations to uh being serious. [applause] [clears throat] Do you like them? At this time, we'll recognize our school board member. >> Good morning, Dr. Goodwin. Dr. Smith, board. This morning, we are pleased to recognize one of our own school board members, Miss Shirley Howie. Please come forward. Miss Shirley Howie represents seat four on the board and has been recognized by the South Carolina School Boards Association for reaching a milestone in her years of school board service. This year, Miss Hi is celebrating 15 years of service as a school board member for the Kershaw County School District. She is one of 32 board members throughout the state
that is being recognized for reaching the 10th through 15year service mark. She is receiving a special lapel pin and certificate for this recognition. Miss Hie, we applaud them for providing vision and valuable leadership for our school district. Thank you so much. Please help me congratulate Miss Shirley Howie on this wonderful achievement. [applause] public form. We did not have anyone sign up on the chairman's report. You have the school board code of ethics for adoption. Is there a motion to adopt the school board code of ethics? Proper motion by Miss Furnus, second by by Miss Ronlet. All those in favor, let it be known by saying I. >> I. Pause. And it's done. About to go. >> Yes. While Mr. Willard's coming up to do the um the November financials, just a couple of other items
we'd like to remind you of. Uh this is schoolboard recognition month. Um and in the month of January, y'all do know that typically we do not have another meeting in January. So we go ahead and do our recognition the first week uh the first board meeting in uh February. You have a small flyer in your uh packet today about that at 5:00 before the board meeting. Uh you know this is put on by our teacher forum and they really enjoy being able to honor you for that uh for your service. And uh would also remind you, this is not nearly as fun, that uh ethics reports are due on the 30th of March. And so don't let that date slip by you without uh going online and and filling out your ethics form. Uh I
know that I need to do mine and it's something that I try not to put off because those fines are real and [snorts] uh we certainly don't want to do that. So uh we turn it over this time to Mr. Willard for financial report for the month of November. >> Thank thank you Dr. Goodwin. Uh Mr. Chair, members of the board, good morning. >> Good morning. >> Happy new year. [clears throat] Uh so we're going to go through the uh November financials. Uh give you a summary of that. Uh before I get into those uh you will notice that we have placed your audit report uh in front of you so that you have that uh to put into your files or to read and uh we can discuss if you have any questions about
that at a later time. As you recall, the uh submission of that was delayed due to uh some holdups at the federal level on the uh compliance supplement, but that was completed um near the end of the year, and we're happy to have those bound copies and to be able to consider ourselves final on that. So, the month of November, we'll go back and take a look at that. Um and this is kind of the as we get into the the middle of our second quarter. Um, when we look at November, uh, this is always a little bit of a transitional period where we're completing those months of our year where we're not getting any, uh, virtually no no local tax revenue and we start to pick up a little bit in November and then
it gains uh, momentum as we get into December and January. But as we look at the financial dashboard, um the only thing that I'll mention there in the sales tax session section, you'll see that our balance uh of collections over expenses out of about $6 million is healthy. Um we're happy to report that. Uh but I'll remind you that coming up on March 1st is the due date of our largest annual uh uh sales tax and debt service payment for the uh 2018 referendum bond. So, we will update you on that as we get to those reports uh in future months. Um, looking at the monthly schedules and the general fund summary uh for November, uh a couple of things that I'll highlight. uh [clears throat] looking at the top section for local revenue. Uh
if we look at the majority of those and compare those uh current year-to-ate actuals to our current year-to-ate projected uh we compare very well. Uh when we look at those uh the only one that you would see that is is lower in in that section would be the other category and that's miscellaneous revenue um that we have really no control over. some things get placed in there. Um, if we look at that compared to last year, the biggest difference there is we had a couple of settlements that we were receiving uh that we were part of uh I think the Joel settlement was one of those where we were receiving the final payouts that you all are aware of. Uh, so a lot of this comes down to timing. In the next uh section for
state revenue, uh you're going to see something a little different there and I want to talk about those first three uh rows in that section. So the general fund uh under the funding model uh you will see that when we compare our year-to- date actuals to our current year-to- date projected uh we're not quite there. So there are a lot of elements in that. one is we start to see the impact of that 10day count adjustment that allows charter schools to have that 10-day count adjustment at the beginning of the year. Uh we're seeing that not not all elements of the funding formula were yet online in November. So we're still waiting for some things to come through. Um, and I will caution you that the 45th day adjustments are not reflected in this and
you won't see the 45th day adjustments reflected until the January report. So, keep in mind the reduction of students that we realized at the beginning of the year uh will continue to impact our revenue. Um, but I'll get to a positive note later on. the EIA the second row the portion of that we fare uh we are in line with expectations so no big changes there uh but you'll notice that we are also behind projections on the retiree insurance quite simply we believe the reason for that is is all of that has not been adjusted yet for the reported retirees across the state and we feel like that that will be uh fully funded in future months and we'll be okay. So all of the revenues and when we take the expenses you will see
the bottom line uh we are expenses over revenues by about $21 million um as of the end of November compared to about a million dollars expenditures over revenues in the prior year. So um the positive though overall uh we are still better than expectations on both revenue and expenses uh through November. Um as I mentioned timing is a key factor whether it be uh on a formula basis or whether it be when we receive payments this year compared to last year. Um, and I'll I'll just uh ask you to keep in mind that our indirect cost revenue that comes into the general fund uh has been delayed due to the delays at the federal level and approving those plans. Um, so overall still a good picture and in comparison to the prior year uh not
really um all that unexpected. Um but we'll just keep an eye on how our adjustments go at the 45th day. So that's the the majority of the detail I wanted to go into. Uh the next schedule, the summary of expenses. Uh you're going to see the two categories that we continue to be over budget uh for this time of the year in as far as our professional and technical services. And then the miscellaneous um a lot related to upfront cost of technology. The other obviously is um where we can't hire individuals, but we have those on a contracted basis. But overall only 36% of our projected expenditures have occurred at this point and we are in good shape. Special fund summary for November. Um we we're fairing very well in all three of those categories.
Uh special fund revenue I mentioned part of that's federal, part of that state debt service. Everything is expected as we prepare for our bond payments uh through for the remainder of the year. And then the activity fund is uh well in balance and in good shape revenues compared to expenses. And that student activity fund is reflected on the next slide where you see a very good balance of uh revenue and dispersements uh for the month of November as well as year-to- date on the cumulative balances for those accounts by location. um rental account. We will not go into detail there but as you know that is related to the facility's use uh etc and expenses related to that as well as things we can do by virtue of that revenue. [snorts] Um food services uh
just a report of where we stand on C. Um and as you can see and compare those percentages monthtomonth we are holding steady on the overall breakfast and lunch participation. Uh so we we feel good about that at this point in time during the year and we have provided to you as always the detailed report of the expenditures. Um and as you look at those if you have questions uh feel free to uh come to me uh at any point in time and I'll be happy to talk about those in detail. So with that that concludes the November report and I'm happy to answer any questions if there are any. Yes. >> Just for morbid curiosity, I know one of the uh governor's main points or drives this year is the uh free breakfast, proviso,
whatever you want to call it. Does that have any impact on community eligibility with us or how will that factor in monetarily? >> We we don't anticipate any impact on us since we are already districtwide community eligibility. uh that move is to actually promote all other districts and agencies to go to that. Um so since we're already there, the largest pieces of that won't impact us. What would be an impact if there are rate changes, reimbursible rate changes that impact everyone. Uh but right now we do not foresee any impact either way. >> Thank you. >> Okay. Thank you. Hello facility. >> Good morning, Mr. Chairman, board members, Dr. Goodwin. Um, this morning [clears throat] come to you with four uh facility uh requests uh for a fee waiver or reduction. Um the first one
I believe is uh the Kalpa Alpha SAI. Uh this is the first time that that we've received this. Uh this is actually uh our director of adult ed uh Mr. Byron Johnson uh is requesting this. uh he's using Camden High School and this is a program to work with our youth, mainly our our male youth uh to do things to uh improve them and make them better uh folks. And um they have asked for a fee waiver. Uh so we asked to wave the rental fee of $100. Uh but uh we will still do the uh custodial uh fee at $128. >> Any questions on that one? The second one is from Alpha Kappa Alpha. Uh it's one of our teacher sorority groups that has in the past uh used our facilities for their meetings.
Uh and we recommend uh we do not uh charge for that because um that that is uh Dr. Goodwin and she um has done a good job uh as has all these uh these groups that we allow to use our facilities to to uh to um they they unlock, they lock up, they make sure the lights are off, and they clean up uh after themselves. So, we are um asking to continue to uh wave the fees and the custodial for this group. be glad to ask any answer any questions if you have any. Uh we have two uh from the uh NAACP uh Camden and Kershaw County group. Uh they have in the past uh use WTC. Uh they love that facility and would like to continue to use it and have done a uh
great job of of of taking care of things. Uh and as in the past, uh we on both of these uh one is uh coming up uh soon here on the 19th and then they have another one coming up on um May the 2nd. Uh we are asking for half rental and full custodial. Be glad to answer any questions or concerns you may have of those. Other than that, uh, could we recommend that y'all I think since we're at full board, we would vote on those. >> Yes, sir. >> It's been properly a motion by Dr. King and second by Miss Furnace. All those in are there any discussion hearing? None. All those in favor let it be known by saying I >> I >> suppose. Thank you. >> Thank you. Is there a motion
to go into executive session to discuss resation and retirement of certified and classified personnel, employment of certified and classified personnel, assignment changes and transfer of certified and classified personnel? Probably motion by Miss Furnace, second by Mr. Roberts. All those in favor, let it be known by saying I. >> I. Those are opposed. to reconvene to open session. >> Second >> properly motion by Miss Furnace, second by Miss Hley. All in favor that be known by saying I. >> I. >> That's done. In executive session, we discuss resignation and retirement of certified and classified personnel, employment of certified and classified personnel and assignment changes and transfer of certified and classified personnel. Is there a motion to accept administration recommendation concerning employment matters? Properly motion by Miss Furnace, second by Mr. Roberts. All in favor be known
by saying I. >> I. >> Those opposed. Is there a motion to adjurnn properly? Motion by Miss Furnace, second by Miss Rlet. All in favor that be known by saying I. I. And it's done. Amen.
