002your presence and that you will never leave us and and all of those in the sign of my voice is evil or a special blessing that we will give an opportunity to have another school boy and lord we ask that you continue to go with our teachers as they begin their day on july 29th all the families that are involved all the children the parents the grandparents we answered a special blessing go with them along the way and we will give you all honor and glory lord because it's due you and it's in your name be free and it's in your name you count it all done amen [Music] call to order a special school board meeting for tuesday july 27th is there a motion to adopt a proposed agenda properly motioned by coach blackman

003sent by mr sir all those in favor let me know my raise your right hand that's the analysis i want to thank everyone for coming out tonight to the school board meeting as a reminder this is especially called meeting with one item on our agenda so we want to keep our focus on the discussion of the house of three funds i also want to remind everyone that we have dedicated time on our agenda for public forum where members in the audience can speak the other times during the meetings are meant for the presentation of information by administrators and discussion by school board members i would ask those in the audience to refrain from speaking other than during the public time form so that school board members can hear the question being asked and information being

004shared again thank you and everyone that i've gathered here tonight we're thankful for chronicle independent she wets them and i think that at this time we will move into our public forum concerning the three parts this time we have signed up to share a few and she's coming we'll now five minutes per person and let me share our guidelines that are written up there for us there's an opportunity for members of the public to share information with the board this is not a time for debate with or questions and answers from the board it is time for the board to receive input it's not a time for the board response in short it's it's time for the public to share their comments so at this time i'm not going to read it all we will

005listen to miss you five minutes thank you dr smith and i appreciate the opportunity to address the board [Music] so when i spoke last it was at a kershaw county republican party meeting where dr robbins had presented i think a few of you attended that meeting and i spoke about my concerns over critical race theory and the sexualization of children um i just want to comment up front that i did send a list of six or seven questions to dr robbins with information he said he would follow up with which i have not yet received i haven't had any work from him at all if you would share your concerns from some of the assets i'm getting to that i wanted to make that comment up front so that the board was aware that i

006didn't have all the information i needed to prepare my comments today but i did my own research and prepared my comments critical race theory is not a curriculum or a book you can identify in a k-12 school it is a pedagogy predicated upon equity equity is very different from equality let me just actually one question before we proceed i want clarity because i'm not clear how critical if you'll give me the opportunity i will tie it in this is all about the sr3 funds thank you equity is very different from equality equity otherwise known as culturally responsive teaching and diversity and inclusion as being implemented through teacher training is about equal outcomes which is impossible and will eventually lead to discrimination the district has a department of diversity equity and inclusion but there's no information

007about the program we would like to know more about the department's responsibilities camden middle school and blue belt belgium middle school are both features as schools to watch which is a federally funded program in order to be named a school to watch a school must implement social equity blue goth elgin middle school's positive behavioral interventions and supports program is also funded by the federal government if you win if you visit the pbis website you will find discussing race racism and important current events with students a guide with lesson plans and resources a few of the lesson plan titles are history of systemic racism in u.s student identity development a guide to discussing identity power and privilege systemic racism driven protests and implicit bias kershaw county school district is obviously already implementing the equity agenda moreover

008in addition to the information i asked from dr robinson did not receive parents asked dr robbins for the esther 3 full application and were denied access the application requires the district to certify it will advance equity and inclusivity and we want to know how the district plans to do this we haven't seen the how all we've seen is the budget and we know that the how is required in the application there's a set of slides on the state department of education website that was used for training for the ess er application and it said that they needed to explain the how in detail no one has seen the how i think it is wrong for the school board to vote on a budget not knowing how it's going to be implemented and how they're going

009to meet this mandate this requirement to advance equity and inclusion i believe the devil is in the details and i don't believe the district is being transparent i believe this violates the spirit and the letter of the law that allocated these funds which requires stakeholder input i propose the board refused this federal funding which mandates advancing the equity agenda we need pedagogy that reflects local community values and we will never have that if we don't stop taking federal funds with strings attached i propose we support our schools with local and safe funding and stop allowing the feds to control our classrooms thank you and i have a handout i'd like to provide that substantiates my comments who should i give them to um i'll take them this time we'll listen to thank you so i

010just wanted to discuss a couple of things that i've learned since coming to two board meetings all of this is related to the so 3.0 funds uh critical race theory is pushed under social and emotional learning i've been hearing about social and emotional learning for quite some time probably three or four years but i never really understood the problem with it um and under seo critical race theory is pushed in teacher trainings because we couldn't find any textbooks that had culturally responsive teaching or critical race theory in them but what we did do was foy and the state department and some of the districts around the state i'm trying to afford some information here but i can't really get that information and it shows culturally responsive teaching equitable education unconscious bias and that's why i

011believe dr robbins was so confident in saying that we're not teaching critical race theory in the classroom there are a lot of resources on the internet and i believe that with this sr 3.0 funding a lot of the focus or the primary focus is equitable educational equity and just wait for this year you know i i work for a national organization and i was talking to someone in oregon today and they've had social emotional learning and critical race theory or culturally responsive teaching for some time now and just wait till this year equivalent equitable education and critical race theory goes against the civil rights act of 1964 and the equal protection clause of the 14th amendment which protects all people regardless of color or income status we currently spend over 12 thousand dollars per student

012in kershaw county and if you've seen the latest nate scores there's a high percentage of students who cannot read and write or do math on grade level but we want to focus on things that are abstract things that should be taken care of in the home and in the community the application the ester 3.0 application the state's plan is currently pending approval right now from the federal government because the state has to apply the federal government get the funds and then the districts apply to the state so the state's plan is pending approval and the district has to submit your full application which includes the narrative or evaluation piece i'm very concerned with the rush to vote this i spoke with miss marianne byrd in the district office today to ask for the narrative piece

013and she said that various people in the district are working to finalize the evaluation piece of the application which is the narrative part she said the board is voting on the budget and i told her how i asked her how the board can vote on a budget when they haven't seen the how and the budget would be tied directly to the application the descriptions in the application so if the state gets your application and doesn't approve it then you don't get the funds so i don't know how many of you board members have even seen the full application i don't know i haven't seen it she said that the board had all the information that they needed so i just want to know i think it's really important for the board to have all of

014the information they need before they vote i would like to see the information before we vote and send to approve this plan i propose that we don't take the funds either do we even know how much money that we would be spending from the local uh level to comply is there anything that you know we would have to pay out of pocket and recurring costs we don't we don't know any of this stuff do we you do okay well i would love i would love to get the information and i really like to see the narrative part before the board votes on it that is absolutely insane to me you cannot vote on numbers alone thank you just kind of hear from me good evening thank you for letting me speak um this is definitely

015not a comfortable place for me and i pray that i can articulate what i want to share a little background i've been i've taught in the classroom for over 10 years um i'm taught in kershaw county i've taught in richland 2 and also in lexington 1. i have a son that is going off to college and um i remember the common core things that have in the past and as a young mom the things that were shared and um i feel like i'm wiser i have a young one that is starting so i'm starting over i have one leaving the school system and one entering and what i'm seeing and what i'm hearing is a concern um i because of going through the common core and seeing what has happened over the years and we're

016seeing it play out with the indoctrination of our kids i'm concerned and listening to leadership say that it's a political thing it's a social media thing it's a national thing um i know it's not in the curriculum because i'm aware of what's in the curriculum but i also know that there's supplemental sources resources that are brought in i know guidance counselors have a different type of curriculum and so also coming here i've lived in south carolina for 21 years um i came from up north and so coming to in camden was my first experience of south carolina and i fell in love with the community and the people um i know the diversity that we have i'm well aware of that um but what i'm seeing and what i'm hearing is a concern and i've

017tried to use my due diligence and research the budget i'm also following what's happening in richland 2 and what was provided on the website is a concern the chart it's very vague there's not a lot of details the questions and answers that were submitted and provided i'm concerned the usher fund anytime federal money is involved we know their strings attached being an educator i understand schools need money i understand the district needs money but at what point do we we need to make sure what we are getting the funding for and where it's going so to wrap this up a little bit um talking to family talking to friends hearing parents share that their kids are afraid to leave their house if they're not vaccinated or afraid because of povid we are well aware that

018there is an emotional issue going on with our students and with their families and our kids that is a huge concern and i know usher funds addresses that with the emotional but i also having experience with doing after school programs being paid to stay after school to um help with those at risk in that need they're exhausted by the end of the day and i know that there's money in here for those after-school programs to for business do i want to say that it helped i pray that i helped but i can tell you from experience what really helps is those personal experiences outside the classroom so if you are seriously trying to figure out how to help these kids and how to really make an impact for the the struggling students we need to

019think outside the box we need to think about providing opportunities for them to go on trips to have life experiences life connections because that's how they learn through personal experiences so i've worked at all title one schools at-risk students and one of the best moments was at a school in richland too where the kids had never been to the forest to the beach and we did a week of summer camp or not summer camp but of camp and guess what test scores were really good that year so the personal experience i asked you to think about that especially when we have kids afraid to leave their house that is very concerning to me and teaching them to critically think to think through the information that's being thrown at them with social media um i think

020there's a lot more to be looking at with the zester fund budget on the federal funds i'm not a fan of accepting but there's ways you can put it to good use other than what is presented thank you hey thank you it's funny you know there's a couple people in here that knows my family and they're the only people that ever say it right so don't take any offense to that um i just have a couple quick questions on the esther fund so i'm not going to take a lot of your time um i didn't write this out so i'm cheating i have my phone for some notes um the first thing i want to touch on is just and i'm not familiar with how this works but just looking at your agenda for tonight

021it looks like we do the public forum then you guys are going to present some sort some type of overview of the essa plan i'm just curious why we didn't do that in reverse order so that the public could see the information and then have a chance to comment on that um now at this point if i'm understanding correctly we're going to say our piece and then we won't get to speak anymore after that so i'm just concerned why that was done that way um i also want to address um her the um category nine i'm looking at the updated um budget here and it looks like just over eight hundred thousand dollars and it says additional behavioral health personnel for three years um i'm looking at the canon chronicle report today and this this

022may be a misprint on them you know that happens um but this references licensed mental health counselors so behavioral health personnel and mental health counselors forgive my ignorance but those don't sound like two of the same thing mental health therapists are people that work with your mental health and help with mental health issues which we all agree after the past year these kids need we all acknowledge that um behavioral health is going a different direction um and i'm so curious if that's just a discrepancy if that is truly mental health providers or if that is behavioral health so i'm hopeful that y'all can confirm that later um there's also an additional six hundred thousand dollars for special education um training and support i'd like to have a better overview of what those funds will include

023is that going to include additional training will that include additional personnel so you actually have teachers in classrooms that have the adequate support that they need so by that i mean teacher's assistant i was a teacher's assistant for this district um i worked in a number of classrooms i was not assigned to a classroom but you know you don't surround you serve you do what you can to help um so i see the need personally that they need help um and i'm just six hundred thousand dollars being awfully small for three years if that's truly adding additional personnel um we've also heard tonight that the application is not finalized yet i'm curious how we can vote on something that is not final um i understand that you have a budget outline here but once you

024vote on that and it's passed if the narrative comes out and for whatever reason you don't support that it's done the vote is done um and lastly i just want to ask why there's a rush to pass this through if the narrative is not done if we have until august the 24th before it's due to the district or to the department of education i understand for our last meeting that your soft deadline was august the third which i understand we're trying to get ahead of the game i get that um but i just think this could be pushed off a little further so that we could get all the information and everyone on the board has a chance to make an informed vote thank you so much for your time thank you that concludes our

025public forum this time thanks dr smith members of the board um i'm going to open up this and then i've got obviously um aaron our cfo and dan our ceo but also have i asked terry mcgovern to come tonight as well because a lot of this has to do with some of our special needs students and some of the modifications that we made that was both gathered through public input but also from the board themselves but just uh just a real quick overview and a summary and a reminder that on may 24th in compliance with the american rescue plan school districts were awarded two-thirds of these funds which for us is a little over 2 million 22 million to receive the remainder of our allocation our application has to be approved and the state's application

026has to be approved so that money is already set to the state department and then there were some provisions on this in addition to the 15 categories in which i shared with the board that we have to place these expenditures in or what we call buckets we had to create a safe return to in-person instruction and continuity of services plan so we were really ahead of the game on that because if if you all remember last year we went back to school unlike most school districts in south carolina with in-person instruction and so it really was just a mimic of our crf and our sr1 and sr2 applications that we had to submit last year um we also had to submit a sub grant app or have to submit a subgrant application by august 24th

027one of the things that was shared with me in the sr3 budget workshop a couple weeks ago the longer we wait to submit the plan the farther down on the list for approval we go and um what it really means is if they're slower to approve our plan and it takes a little bit longer for us to request reimbursement no less than 20 percent of the plan has to be directed towards learning laws through the implementation of evidence-based interventions with esser 2 we started that this summer and we'll continue on with it some of the things we did were our reading camps our summer learning or enrichment plans we can use extended school days if necessary comprehensive after-school programs we talked about the meals and the transportation to alleviate and mitigate barriers from students taking

028advantage of those services and then finally worst-case scenario but would be extended school year programs if a parent would so desire the school district also has to ensure that we have interventions in place to respond to our students academic social and emotional needs and address the disproportionate impact of cobit 19 on each student subgroup so we have to look at those student subgroups and see how they've been impacted due to whether they were in virtual learning last year or where they were projected to be and where they are and so those are the you know the big pieces that i want to make sure that i shared publicly that we've been talking about for a couple months that we had to do when we created this plan i want to say thank you we have

029several of our cabinet members here this has been a group effort to try to create this the budget this is not much different than a well it's not different than a normal budget that you approve that has categories within it and we are required to stay within those categories but a big portion of this money really focuses on learning loss and making sure our kids are where they need to be skill wise to meet the demands you know of a future workforce and the other thing is this term to remember that we did create this plan with the kershaw county school district mission in our forefront that is educating all students for success and so we need to make sure that we minimize as many of those barriers as possible so with that being said

030i'm going to turn it over to dan and aaron they can talk a couple of the details of the modifications that we made for the board's request good evening sharon smith gotta robins and members of the board so as mentioned we presented the spending plan last board meeting um and that information i think was shared with you all um including the question and answer document ahead of this meeting the updated spending plan is also posted on our website as mentioned there were two changes to our spending plan so the first is in category three we added 600 000 for the additional special education training and support this will cover things like dyslexia specifically i believe that's a uh condition that was discussed with dr robbins and we felt it was important to make sure that

031we budgeted um an additional amount of money to address those concerns and then the other change was that we added another million dollars to category 12 for the camden high school annex renovation i believe that it was determined to add an additional million to make sure we could cover any concerns there to make that space to be able to use that as much as possible so those were the two changes that were made um to the plan um as mentioned our submission will have four parts so there is an application on the department of ed website this isn't something you can save so once you start in it it wants our dones number it wants the spending plan those sorts of things dr robin's signature so that's something that we would do the day that

032we submit the application there's a spending plan it is an excel document that largely mirrors the way we formatted this for you all except that it does ask us to get into some specific accounting details so it wants the expenditures by functioning object so we have not completed that template we want to make sure that we get this spending plan approved and once we know what we're spending the money on then we'll kind of break it down into account numbers which is how the department of ed has requested we submit back there is a narrative that has been mentioned the narrative descriptors will follow what you all have either read on this document about the budget or that we've mentioned to you in the meetings um but the large part of the narrative is that

033evaluation piece so they do um department beta has focused on making sure that we have a plan of how we're going to evaluate on the back end what we've done to address the mental health concerns and the learning laws so that is a part of the narrative explaining our evaluation plan that is in draft form as mentioned it is a work in progress but but we have largely gotten that um completed and then there is an access station that we have to sign um the department of ed mentions a gefo statement which just basically says that we won't use these funds to discriminate in any way against students based on race center et cetera so the plans that we have for these funds will be available to all students which obviously we are comfortable with

034so those are the four parts of the plan um and so with that i think we'll take any questions that you all have [Music] karen are there reporting requirements after the money is received so we have to um submit claims by certain deadlines they're basically quarterly deadlines um in order to you get the money back as a reimbursement and then we will be audited under these funds so um for now that's basically the requirements that we are aware of is that you know we submit the plan we submit claims according to the plan we can invent the plan as needed um and then we would be audited according to how the center funds as opposed to our normal annual order as a part of the state department auditing i will add a comment for the

035board that i didn't mention but when we do this annual request to the board for all the federal grants we apply for um that goes through a fund custodian for example mr matthews is titled two mrs cato's title one mr hopkins is title four four so that is approved by the state department much like this will be approved and then it requires the cfo signature and my signature this is a three-year plan um spending horizon and there's a lot of unforeseens and we don't know how so much some of this is going to cost it's it's really almost a shot in the dark and so this plan we have no doubt will be modified depending on how things transpire over the next 24 to 36 months but our plan would be also is to provide

036the board with a quarterly update to go along with what we have to do for the state department as well in the event we need to make the modification we'll bring that back to the board and brief you on it so you know what those modifications may be a little more questions and we'll have questions for you aaron under category 15. under category 15 where you talk about the cost per student annually for face-to-face teaching and for virtual academy uh how is that twelve thousand two hundred and forty six dollars calculated so the actually the state department asked us to do this as well and you can see it by school so i think the twelve thousand dimensioning is an average for the district we also have that information by school and so um the

037state department encourages that anytime we have expenditures that are a school-specific expenditure we code that specifically to a school so at the end of the year we take that school's total expenditure and then their average daily membership and that's how we get to the cost per student and it's things like utilities it's the salaries of the teachers it's the supply cost it's any of the costs to run the school they're coded specifically stop school what are funds like maintenance of the district building uh salaries in the district building are any of those things included or prorated into that 12 000 it's not included in the school specific calculation of what it costs to educate a student um i would have to look to see if we include that in that in that 12 000 number

038i don't believe so because i think that's an average across each individual school and again uh like dan my salary robin sally those things are coded to a district office specific account which is separate from the school accounts and so when we report this to the department of ed we would report by school and it would not include district office salaries and those sorts of things okay i'm going to tell you where i'm going with this i suspected that the 5 7 500 did not include a lot of things that are included in the 12 246 but are actually needed to run that program you know for instance in district expenses people who work in the district office if the cost of utilities to the district office if other expenses are included in the 12

039246 those kind of costs should be included in the 7500 so i want to make sure we're looking at the same things to come up with that number and the reason i want to see if we are looking at the same things that come that go into the number of 7 500 is i'm not a big fan of the virtual academy concept i'm not a big fan of of online teaching i will say that i'm very grateful that we did what we did in advance not knowing that cohen was coming along so that we were better prepared for those in most districts or maybe all districts here in south carolina to to have online teaching instead of face-to-face at the beginning of the endeavors but i personally don't see this dragging out for three years

040number one and and number two even if we paid 7 for virtual learners and 12 246 dollars for those that have face-to-face because of the difference in success of face-to-face teaching and virtual learning i'm willing to pay the difference in price i would rather see twelve thousand dollars than spend per student for face-to-face learning now granted we have maybe a little peak in the delta variant or the virus and we may have to have this virtual academy for the next year or the next half year but to to allocate five million dollars for 500 students for three years seems a little hot to me now i i get the fact that we can change this the problem only changes sometimes it's harder to change than it is to do something at the beginning and i

041wonder if it wouldn't be wise to allocate a smaller amount to the academy and be willing to change up should we need it for three years than to try to take funds away and go down to face-to-face just a question i i'd like to answer that question um i do understand uh the comment about changing up and changing down but as long as the plan is approved then modifying the budget is not difficult the five million dollars is for three years and at the end of i would say we can't pull the rug out from underneath these virtual students at the six month mark we have to be devoted and dedicated to them for the school year but if at the end of the school year we decide that this isn't valuable for our community

042and our school district then it's easy for us to modify the budget you don't have to modify the plan you can modify the budget and that's just simply me submitting a revised budget to the state department the other thing i would share with you is the state department has been very vocal about the fact that school districts include a virtual option of some sort in their plan now it doesn't have to look like this and again like i said um at the beginning that some of this is kind of a shot in the dark and and maybe it's modified where it's not a standalone virtual academy dr copley but it's a hybrid of sorts because there are school districts that have been doing this for several years but they include it as part of another

043program within a building which would drastically reduce the cost and i would agree that as an adolescent dr copley i was probably a poor choice for a virtual student unfortunately back in those days there weren't such things as virtual programs but the students who have chosen to be part of the virtual program at this point have demonstrated success in the virtual environment i'd also like to mention that this is not like asynchronous learning completely where you're sort of on your own the state doesn't allow that we have to have a certain percentage the fact the majority of the learning has to be synchronous you're with a teacher during that time so you're not left to your own devices which for our early childhood or elementary school student or some middle school skills you know i

044will answer the devil still shop so this prevents that by forcing you to be engaged with the teacher for that time frame what what i would say to sort of rebut that is that the 320 students that we had this summer were well motivated and hand-picked oh yes sir they they applied and they applied themselves but obviously if you look at our other 12 000 students during the last year and those that did that did not do face-to-face the results were very disappointing and that's why they're coming back and and so to even though these were well motivated students i would maintain that if they were down here in camden high and they had you as a principal they would be well motivated if face-to-face and maybe do better i would hope so okay [Music]

045dr wrong i have a i have a question as far as the amending if the amendments have to be done for money to be moved what now that is something that you will bring back before the board for our input our vote on how to move that money or you just move how many we'll brief the board on that um but yeah it's like other federal grants when we adjust and modify the budgets um it won't be it won't require a board vote but for transparency's sake i definitely would bring it back to the board especially with um the the emotions surrounding you know this grant and like i said dr kathy makes a great point you know that's a three year picture and who knows what's going to happen in six to 12 months

046and so that's why i said early on this budget is going to modify and adapt when we see what needs we need to address with our students request i usually ask three questions i'm just going to ask the question okay so everybody's smiling and gringing buttons coming tell me where in this budget you have the opportunity to teach critical race theory number two tell me we're in this budget that we have the opportunity to vaccinate kids we don't need vaccinations now this is the budget we've promoted i didn't i spoke a lot last time because i wasn't ready to vote and i've i've done a lot of research and you've got my questions here you can go over them if you want to because i talked about self-esteem i've talked about sociology i've talked about

047careers classes and so forth and how we're going to reach these kids that are lacking uh and fell behind because of this pandemic and this is what this money's for and this is what we're trying to do but i want you as superintendent tell me we're in this budget where we can squeeze in vaccinations or critical race theory applications and no applications i've heard evaluations over here we're going to be evaluated am i right or wrong yes sir we got an evaluation every haunting evaluation we evaluate ourselves our state department evaluating us okay good example all right so we're going to be evaluating and me i've went through ted you know what that is ain't no important to what petty is huh i went through principles of effective teaching i went through a common core

048i went through no child left behind which was built in 2015 and now which i might talk to a responsible teacher now i've looked all of this stuff up y'all and i've i've studied all this stuff when you be playing on words and you get close to it if you read my stuff here you get close to playing with fire and i don't want to get too close to the fire once you flip fire long enough you're going to get burned i'll tell you that now but we got to spend the money and as long as we are uh evaluated with our spendings then let's go in the direction of spending the money and then we have to be evaluated fine but i'm not going to ever be in favor of teaching any critical race

049theory that's gonna harm any kid we don't shame kids that's right we're not gonna shame each other we and i'm just being blunt and it's time for somebody to be blunt and so i'm just gonna be brought up with it and uh as long as we are basically have done what we're supposed to do to protect our children and doing what we're supposed to do for our children and and look after our children and make sure that those that aren't getting a good education get a good education with the spending of our money i'm in favor of that that's what it's all about man i mean we put words all day long i don't live in a perfect world and never will and one person ever was perfect for if i'm concerned one person a

050devil person yeah and they crucified him so you know i'm not being trying to get don't write my stuff up over there because you know you might be saying i'm not taking right but i'm honest i'm straight up and i'm listening all this stuff and we got to get it done and we got to do what we can for the children i'm not all about virtual i'm not but i asked the question one thing in here on number 11. i believe i said who's going to be responsible for number 11 because we got this dyslexia programs we've got about school programs we've got summer programs we've got intervention programs uh we've got programs really included that's going to include environment based on the need and requests face-to-face preferable virtual and home school in school sessions

051on who's in charge of all that i mean i'm i said a lot the last time because i wasn't ready but i'm gonna tell you what folks i've done a lot of research since last time and i know that you can play with fire you can get burned but until and i ain't going to stand too close to the fire but i do think we got to move forward and get this done and we got to do what's best for our children and if you want to dig up stuff bad enough you can dig it up and it's going to be dug up now now but me we got to move forward with educating children and we got to get these children called up because if this pandemic continues we're going to get plugged behind

052if we don't do something i i spoke enough tonight but i'm straight up and honest with you so thank you thank you coach you were sharing that information after doing all of the research and getting answers back to the questions i just want to be clear on what you were sharing with us and after hearing the discussion the questions being raised it's like we're here to address the action three spending plan tonight you know we have more discussion yes i would like to ask uh dr robin's question and i think that it has to do with answering what ron was talking about over there because so i i believe like ron does and i think that the term culturally responsive teaching came up i believe it was a maybe a republican get together or something

053like that and what that reminds me of is is years ago liberal became a bad word so they changed their description to progressive and progressive doesn't necessarily and progressive to some people means change change is not always a good thing sometimes change can be bad so you know people change the word abortion to choice because choice was a lot more palatable as a word than abortion but it still means the same thing so culturally culturally responsive teaching i know is probably not the same exactly as critical race theory but i think it raises the question is this is this a backdoor to be able to justify certain parts of critical race theory i don't see anything in this this budget that specifically is used for critical race theory or culturally responsive teaching but i think

054it's getting i think the two issues which are both big issues and both separate one is a national issue and the other one is now a local issue are getting confused here i i intend to vote for this budget because i think that it was looked at between the two meetings and i certainly agree with the changes i may not agree with everything on here but i trust that we can change the budget amount or we can change the plan i know it may be more difficult but i trust that can happen and we need to get the money and use it appropriately i know it's easy to say well i don't want to take government money and then you know have to abide by the regulations but we do we can certainly use the

055money and we can certainly you know figure out how to use it appropriately so we're not tied to say critical race theory which seems to be the big bugaboo here about this whole thing i i think that maybe we should look at the idea of culturally responsive teaching and see if that's what we really want to call what we thought we do because it's also as the initial crt and when i looked at and when i looked at the the uh quote that you gave us from uh ed week instead students would be able to identify critique a critique because of of social inequities in their lives i am not for teaching anything that makes people mad at another group of people the board is addressing one another and sharing the information with dr roberts

056for response to not applause did did you want me to respond doctor completely yeah yeah so um you know and i understand acronyms more than most probably because i'm an army army guy and we overuse them i know and um so crt probably um does you know it's a bad connotation um right now you know my pledge when i spoke two weeks ago the republican party meeting was if something like like that is going on in our classrooms number one the parents you know have to be involved in their child's education and bring it to our attention you know some of the best late plans you know sometimes other things happen and we address them when you know we'll address it but the sr3 plan um is not surrounding that this the sr3 plan does

057not contain that um it does contain social and emotional needs of students and that is what we're doing um as a board we can talk about um definitely um in a different session about how that's impacting our school district but again i've got the cabinet here we did not crack this plan around that concept or that idea which is what i've shared with the board and i did want to answer one of the things okay dr smith i think coach wanted a response from me but one of the things you had mentioned coach was the vaccination piece we can't even give out an aspirin without a parent permission slip and so we are not you know vaccinations aren't going to take place in our health rooms but what i have told this board um is

058you know as a health care provider we have partnered with kershaw health to provide vaccination opportunities for our employees and for the families that are interested in it and so that we have done that and we do it after school hours but there will be no vaccinations that are taking place in our schools when we did it for the employees it was it was at the health resource center and we did it for families and students it was a drive-through so i hope i didn't know if you wanted me to answer that or not coach but i wanted a choice and it's a it's their choice um so but back to the to your point though um dr copley that's not part of this point and we can address it further and discuss it further

059as a leadership yeah thank you are there any more questions um not hearing any um this is the second time we have spending plans before us so i'm going to answer um someone that uh that voted in opposition in the last meeting with because of parliamentary procedures would have to bring it up so i'm gonna access their motion to adopt this that's a free spending plan it's been properly motioned by dr complete is their second second second by mr surrey okay for the discussion every now and all those in favor let me know about raise your right hand and that's your name there is no personnel matters there's no need for an executive session i'm going to be a motion to adjourn close requests we ask that you leave us safely back home and find

060all this well and we'll give you all and glory that is you
