001of the sun this morning to the seven day all we thank you for this day that you have given us we hope all that we can rejoice in it this evening lord we ask that you dwell among us we live high in your name and for those families who are still suffering in florida we ask that you build a fence around them and continue lord to bless and keep them and hopefully this that will be able to find all the people who are standing buried within the road give them strength lord to face the dark days of him and for those that even who are going through sad hours of bereavement we ask you that you put your arms or protection around lord coming to our meetings even help it to be what you want

002it to be because we want to do your will and we want to do it your way and for those when the sign of my voice is even the lord continue to bless them and we will give you all the honor and glory that is through you and it's in your name we pray and it's in your name we count it all done amen amen school board of trustees is there a motion to adopt the proposed agenda okay they're properly motioned by mr mcdonald and second prime minister all those in favor of us be known by saying i uh production recognition thanks dr smith and good evening everybody um as you probably noticed some uniform people in the back of the room it's my honor to recognize boy scout troop 316 from saint john united

003methodist church in lugoff thank you all for being here tonight when i say your name if you would please just stand up and be recognized okay we have scott grigsby who's the troop leader peyton hall craig jeffers jacob hodges luke shirley and harris fuller thank you all for being here tonight we're happy that everyone that come out this evening to be with us we're thankful for chronic proper independence public hearing we'll now formally open the public hearing for the asset standing plan we currently have april hey my name is april few and i live in camden south carolina i have two children that are under the age of six years old last year in order to address the impact of program 19 congress passed the american rescue plan act this legislation provided millions of dollars

004of school districts through the federal esther program esther funds flow from the u.s department of education through each state's department of education and are then allocated to school districts according to a demographic space funding formula sr 3.0 is the third portion of these coven 19 relief funds and unlike sr 1.0 and 2.0 this round of funding requires states and districts to describe how their efforts will address the social and emotional needs of students student groups for which the pandemic exacerbated pre-existing inequities and it will address advancing equity and inclusivity while the specifics of a spending plan are left local districts like ours the u.s department of education released a guidance document with recommendations for how to accomplish the above mentioned goals i don't know if you are familiar with this it's the cobia 19 handbook

005roadmap for reopening safely and meeting all students needs a review of the documents provides first-hand insight into the current u.s department of education's ideology many of the suggestions in the handbook were gathered from the left-leaning national group such as the nea and opening openly promote lgbtq plus advocacy and program skeet in the neo-marxist framework critical race theory all under the guise of helping offset the learning law students have experienced due to code 19. so now we have millions of dollars in new funding available to us and schools sell them leave the grant dollars unclaimed the dollars have deadlines for expeditious the vendors that are around here know of this golden opportunity consulting firms that offer teacher training education technology companies instructional materials sorry i don't want to get too far down into it this further

006opens the door for districts to contract contract with professional development providers and or implement curriculum that uses critical race theory or culturally responsive teaching which is already happening despite several states having recently banned crt and crt related instruction this still remains a real threat if it really is parents and other community members should keep all of this in mind as they provide feedback to school districts on their esther 3.0 spending plans it's an opportunity to remind school officials that not all resources available to them are appropriate for our children or district educators we must all be discerning and make it clear to school officials and school board members alike that we are holding them accountable thank you thank you we also have cindy you sign up for coming on asap just want to make sure

007i have it right thank you hi my name is cindy langham thank you all for allowing me to speak today um i just would like to run through a few things real quick on the esther fund um i am the president of kershaw county parents of often education we have discussed several categories that we take issues with um so i'm just going to run through quickly and ask for a little more detail so the kershaw county parents involved in education would like to respectfully request on the record for additional clarification as well as amendments to the esther funds and the following categories so category two is a dedicated nurse at the district office when we currently have four schools in our district who do not have a dedicated nurse i don't understand why we need

008a district nurse for excuse me district office needs a nurse when some of our children don't have interest so in the event of an emergency there's no one there also secondly i would like to look at category six a hundred thousand dollars i'll allocate allocated for personal protective equipment when our reopening plan says that there will be no personal protective equipment category nine one point four million dollars for behavioral health i would like a lot more detail on what is exactly included now parents are concerned that this is a guise for social and emotional learning um critical race theory lgbtq and these are not things that are okay in our family these are not things that are okay in our district and they should not be allowed lastly category 15 five million dollars for the

009virtual academy that only serve for dr robin's about five percent of the district five percent according to my calculations is just under 550 students so five million dollars to accommodate for 550 students we have nearly 11 000 students it seems like a great misjustice of funds so that is all i have on the esserbans and we would like to again request that these are amended before they are sent to the state department of education on august 3rd thank you the public meeting for the astro great spending fund is now officially closed this camera happens good evening chairman smith dr robbins and members of the board um obviously the sr3 allotment is a material amount of money for our district and of significant interest for our community which we appreciate and so the first slide is

010going to give some background on this sr3 program so as mentioned previously this was funded back in march of 2021 as part of the american rescue plan act this was funded based on the title one allocation essentially and so our district is receiving 22.395 million dollars that law says that we need to allocate specifically to learning loss and so you'll see that in in one of our categories we do have to submit our initial spending plan for approval next month in august of this year and this funding can be spent between now and september of 2024 so this is a three-year planning horizon just as a reminder um this is a reimbursement of expenses incurred and not a cash advance so we do not have this cash on hand we will incur the expenses submit

011claims and receive reimbursements for those costs again this budget is anticipating cost across a three-year planning horizon so we are making our best estimate as to what we think we will incur between now and 2024 as it stands today um but the next bullet point this plan can be amended so we will take guidance from you all we will submit this plan and then if amendments are needed we can submit amendments as often as we need to if something changes across the next three years which which it likely will and then you will see indirect costs mentioned in the spending categories where we have allocated costs indirect cost is actually a percentage that is given to us by the department of ed and it is to acknowledge that there are costs that generally are called

012overhead costs or general administrative costs that the district will incur related to this extra funding some examples of that are as we keep the schools open later in the afternoons for tutoring as we have summer programs we will incur additional personnel costs for those things utility costs in the accounting shop we're obviously processing additional payroll now um invoices those sorts of things hr is managing all of those as well and so it's to acknowledge the additional costs across the district that are of more of an indirect and not direct nature but again that percentage is given to us by the department of education so as we look at the spending plan itself which is the next slide there's a couple of things to note one is we did survey the community about the spending plan

013and as a result of that survey we know that the top three priorities that were indicated by the community were categories 10 11 and 15 and you will see that we have allocated a significant portion of our spending plan in those three categories and then the other thing to note is that um as we look at the categories there's significant crossover in some of the descriptions and so we have allocated money in the spitting plan to the categories that we feel like are the most appropriate and the broadest category to give us leverage to do what we think the district will need to spend funds on um but again there will be crossover across the categories so on slide three um we'll we'll just kind of walk through the categories but but feel free to

014ask questions as you have them so category one is specifically for activities that are authorized by several different federal grants and so we did not allocate money there because instead of continuation of what those federal grants have allocated money to the district for we've used them in broader categories so for example idea is individuals with disabilities adult ed and family literacy actor obviously for adult ed and the perkins act is for cake programs and so instead of allocating money specifically to those we've allocated to broader fonts um so that all students who need access to behavioral health learning loss etc would receive that um opportunity without having to have that additional criteria of adulthood or cancer idea so again there's no funding allocated in category one in category two uh for the coordination of preparedness

015to prevent air for and respond to the coronavirus um we have budgeted for a district office nurse both the salary and the fringe this position is obviously essential in tracking um when we have a vaccination plan as we're looking at the dashboard the numbers across the district coordinating across nurses to understand what those what supports those nurses need in their school individually and to step in that's necessary so again category 2 is for a district office nurse both salary and french in category 3 you will see this description is very similar to category 11. but it says activities to address the unique needs category 11 says unique learning loss and so um the only funding we've budgeted in category 3 is 30 000 specifically if we need translation and special tutoring services for students for

016our esl students and we'll talk a little more about that as we get to a further category in category four uh this is for developing and implementing procedures and systems to improve our preparedness and so we will continue to contract with the fever system the raptor system and then we are going to implement district wide student id badges and so those costs are um included in this category for category five this was specifically training and professional development for our staff as it relates to sanitation and minimizing the spread of infectious infectious diseases so we have included training dollars but you'll see me included those in category 15 so that we could use it for a broader purpose than just specifically minimizing the spread of infectious disease category 6 the purchase of supplies to sanitize and

017clean facilities so the first line ppe of a hundred thousand dollars um again we're looking at a three-year planning horizon and so um while we may not end up using any of this funding if ppe is not necessary over the next three years we do want to allocate money if we we do see a need for that and so um there's a hundred thousand allocated there and then obviously school cleanings is a substantial cost for the district until we have included 2.8 million for school cleanings the hope would be as we progress across the next few years that we see a reduction in the amount of money that we spend on school cleanings and again if we do we can amend our plan to spend that funding otherwise category 7 the planning before coordinating during

018long-term closures we have not allocated any funding to that category for category 8 purchasing educational technology we have allocated about 1.8 million to maintaining our one-to-one ratio um in terms of students um each having a chromebook um device and so um as you know our you know that those fleets tend to have to be replaced um over the course of a couple of years as things become outdated and so we have put a substantial amount of our budget into making sure that we um maintain that that education educational technology one-to-one ratio in category nine providing mental health services and supports um you'll see we allocated about 1.5 million for um behavioral health and so that is specifically for a behavioral health director here in the district office and then for a pretty substantial relationship with

019the office and as you're about the center to make sure that we have behavioral health supports and needs for students um as those arise and then i think mr matthews is going to talk about the next since 20 of the the budget is dedicated to uh learning loss i only have to talk 20 of the time um learning loss is something that is uh we anticipate we put several things in place we will have after school programs and each of our schools the goal is to have after school programs after school tutoring programs that lead to an after school program that we provide meals and transportation afterwards for students currently there's not one in the north central area but as far as central elementary school comes online we'll add that be great boys and girls

020club academy there which will allow us to have a central location between the north central elementary and north central middle so we'll offer that program there as well transportation has always been an issue in the north central community so this will eliminate that we've called this lawyer as to providing a supper not at six o'clock probably more like three o'clock or four o'clock so it won't necessarily be supper but it will allow the students to have energy to last the rest of the day tutoring will be provided by our certified staff currently we've added a button on every school district's website that will that connects directly to the principal so mr mcdonald needs uh his daughter needs tutoring he can hit that button and enter her name and it goes straight to the principal the

021principal can assign uh tutoring to the appropriate teacher uh you'll also see uh tutoring interventionist we also recognize that as students come back in the building some of them haven't done what they should have done in during during their time at home i've spoken to several parents over the summer whose children just didn't do what they were supposed to do for whatever reason so it's incumbent upon us to to catch them up uh we recognize that this is not a short-term uh deal this is a long-term news this will take several years for us to catch them back up to where they're going to be but we've hired we're hiring interventionists and we've also like missed boyce has said we have flexibility to to move that money around as we need to uh to hire

022more people as we need to as you might know mr matthews i'm sorry sorry question for you on on that i love the website idea um if if parents you know about it we'll do it but let's say parents don't know about how are we from let's say parents don't learn that how are you guys or principals tracking to see you know a little kid is behind we got to catch them up and so to jump in even if parents don't get involved once kids come back to school within the first two weeks of school we'll be map testing all of our shields as we do every year that's the first sign we also use the rti stored website which attracts kids as far as it's a one-stop shop for a teacher to look uh

023to very easily say okay well um surely halley's attendance is falling off i can monitor that very quickly i can tell everybody i can see what everybody's map scores in one place so i can tell automatically we're benchmarking all of our students um using the exact path challenge throughout the year so we'll have constant data coming in we'll use the hmh growth measure with all of our math students ka oddly enough last week we had teachers come in gave up their summer which is very brief and for three days they worked on benchmarks they worked on pacing guides they worked on canvas shell courses so everybody has the same thing when we come in everybody knows what we're using when we come in but to your point uh about being sure parents know that's incumbent

024upon the principles at the very beginning of the year with their welcome back to school nights with their their stuff going home i'm sure we can get that on our district website as well other questions okay that was my 20 and just a couple things i wanted to add um that after school remediation line um as mr matthews mentioned we obviously want to have a robust program after school for any student that needs additional support and so um to the extent that maybe we need to cover the boys and girls club fee for them to get them engaged after school and into tutoring we want to make sure we have money allocated for that to the extent that we need to offer bus transportation even additional route after the boys and girls club for students

025who maybe that is their mode of transportation um we want to make sure we have that available as well and then you mentioned the additional mill and so we want to uh basically any student we want there to be no barrier to them being available um and getting the services they need after school getting home getting fed um anything we can do to make sure we grab all of the students who aren't qualified for that learning law support so that's what those that 275 000 is for so in category 12 for school facility repairs this is for renovations to both the camden high and the live hilton height in axis so as you know most of our schools are fairly new buildings or have been renovated at this point but those two specific facilities um

026would provide a significant amount of additional space if we if we could use it and obviously we're growing and so um we want to make sure we do your innovation so that there's better air quality those are more up-to-date buildings so that we can use them as needed going forward for category 13 specifically to improve indoor air quality as you all know we have recently completed the trained guaranteed energy savings program and so we have not allocated any funding to that category because we've already gone through that process as a district in category 14 for developing strategies implementing public health protocols and we've allocated twenty thousand dollars to do a health and safety audit of each of our schools here um in kershaw county and then for category 15 this is really um more of

027a catch-all where you can include costs that aren't for a very specific population and so um but it's really to maintain the company with the cert continuity of the services we provide and to make sure our staff are continue to be employed and so that that first line is to modernize our business processes so during a shutdown because we are very paper dependent it's difficult to process things like hr and finance um payables and payrolls and those sorts of things and so we have started down a path of modernizing both our hr and our finance processes so that regardless of the situation we can continue to do those things electronically and make sure that the business of the district continues to move forward even if we are shut down we've allocated money for additional training

028for our staff and so um just as a reminder this is a three-year budget so we've allocated money across three years for any training that may be necessary whether it's specifically for virtual teachers um to learn additional to have additional training for that modality or any other training that our staff may need we've included the three years of additional personnel which includes the virtual academy staff both their salaries and their fringe and then additional supplies again we are um budgeting for a three-year horizon and so you know we're just trying to anticipate what may come up and so we did include an allocation of additional supply money as well for those three years are there any questions um about those kind of course i have a couple if you don't mind um just i'll go

029in reverse category 15 that 5 million is not just virtual academy it's adding additional teachers all the way across the district for support correct it is not inclusive of teachers but there are positions outside of the virtual academy um in places where we needed to add personnel and then the the behavior of behavioral health over the three year period that's specifically earmarking those funds to subcontract with the alpha center right all right so the alpha center will be doing just a variety of services as kids need correct i can kind of speak a little more clearly to that um specifically when i met with mara jones we're looking at six social workers that will go out and help us with some of these disengaged kids and do home site visits and then provide any counseling

030needs that are going to arise out of this pandemic when kids come back to school yes there's a motion uh ask for a motion for the s3 spending plan that has been presented before mr chairman i have a question okay okay um what's the hurry with this right now because it seemed like we had several questions tonight and i just wonder if this has got to be done about what deadline yeah so it goes in august 3rd but it's amendable this isn't like it's set in stone so as questions arise and if we want to amend this we can amend it over the next three years my last question to make sure i'm correct i believe i'm like we have a nurse in every school and we have someone covered in every school we have

031some of them covered um that covers down on more than one school so i wish doug was here tonight because he knows exactly what our staffing is he's not but i know up in the north central area which you both are all familiar with we don't have a nurse dedicated in bethune mount pisgah midway and bearing a cab they share locations so we're not fully staffed but when we close down those three buildings and open north central will be a hundred percent staff so you will be a full-time nurse in every building yes ma'am your salary of approximately a hundred thousand for the nurse no the nurse two years of the nurse's salary is funded with the sr2 pot of money and sr3 is covering that third year the back salary and fringe uh what

032is the approximate salary per year of this nurse approximately 65 000. and what are the salaries of our nurses that are covered in other schools approximately that district office nurse is not a nurse for the district office it's a nurse to oversee all the nurses that help the protocols cover two traffic to cover not only the schools that there are gaps because there's times when people are out sick i get that but quite frankly it's it's basically a nurse director over all the nurses to set the health the plan and everything else so if i do agree it's important to know that the salaries um but at the same time also with surprise with the sours a little bit elevated because the director of the nurse and this physician also has additional contract days over

033a school nurse because it's a it's a year-round position versus the school nurses generally just the days the students are in school so that will affect the salary as well but we can get you that information yeah and i just want to make a comment too since i made that comment is that um there's no objection that we have a nurse in any building we expect to have our nurses in our buildings for our children that's our first priority and we expect to have somebody oversee nurses to make sure that they can do what needs to be done and ask for whatever assistance they need to somebody they would answer to but what i'm trying to say is that as far as this information we're just receiving this information we've got it prior to dave

034as far as discussion this is the first time we've had a discussion and i just didn't want to jump to something that may come up later but since you said it can be amended that's that's a good thing things can be amended but i don't want something said in stone we hadn't really discussed it i guess the best way coach to put it it's a living document um so you know things are going to evolve over the next three years and so i mean we could amend it month to month and bring something you know to the board and have them modify this all we have to do is send the amendments to the state department um and they approve it so which again the amendments would probably be minimal but there are categories you

035know what some of this is kind of taking a shot in the dark on how much we think we're going to spend and as time you know goes on if we see we're not spending that amount of money in those categories then we'll reapportion it in other categories but yeah absolutely we can amend this very easily rob just question on that then to go along with what coach blackman said if it's a moving breathing document and community input our own input or whatever how do we get do we just call you or call the chair and say hey we'd like to at least review this in our next month meeting whatever and look at possibly making changes to him okay and what we'll do is we'll give you a summary of expenditures um specific to

036sr3 it's set up in our and i don't want to speak here but it's set up in our system where the expenditures are associated specifically with this so we can easily run a report and again this is a spend ask for reimbursement type of grant it's not a they're not going to front load this money into our account let me go back to in history a little bit about my discussion of the two-story building in canada i know these funds some of them were directed toward making up uh making up losses for clothing but at that time i was told that the estimate money was what you were depending on to do something with the two-story building in canada i see two million dollars on here to be split between camden and rudolph and i

037don't know that ludoff has any building that's in the shape that the two stores are main campuses but that two million dollars divided two ways doesn't seem to be enough to do what we had originally planned when we passed the tax increase for building new schools and so i'm reluctant to vote on something on the spur of the moment like this without more discussion because uh i just don't think that and i'm not sure that the esser money is the appropriate money to do that with camden high but mr i mean dr robbins you said we would use esser money to upgrade the two-story building in camden and one million this doesn't seem like enough to me so i'd like to know where the rest of the money's coming from and uh i'm like uh

038mr blackman over there i'd like a little more detail of why it's 5 million for the for the virtual academy i'm not saying it's not the appropriate amount i just like a little more details than what we have right now and just to say well it's for a few personnel or it's for after you know the suppers or whatever i'd like to see this listed as to what it's for why right i mean can we i mean in addition we have what i call a retreat in august and we're gonna have a day today is that is that too late or something yeah because the retreat the day that i wanna mention is gonna be august the 28th one of the things that i've heard this aaron say in the open map is that you

039know a lot of this is amenity movement and we have one more board meeting before uh august third month circle direction then we don't so we don't have another morning but yes we should be too late um we can continue discussion as long as we want to and then take action tonight yes well we kind of we kind of boxed ourselves in but kind of boxer says in your time i mean with the days we gotta have it submitted and i have no problem with submitting something uh i just want to make sure that we uh as you said as long as things can be changed i don't know if once you change something then that has to be accepted correct a change has to be accepted and if change is denied then we could

040be stuck into something we hadn't fully discussed and i'm sorry we've run out of time and i'm sorry to be you know think this way but um i agree that we might make changes but the changes have to be accepted at the of what we desire as far as changes are concerned but um then we bought ourselves in with the date here and uh i just i really thought we would discuss it tonight be honest with you and then i know that you said things out to us earlier i'm not saying that it hasn't happened but we as a group we have a chance to share our feelings about things and that's just all i'm trying to say nice to know thank you thank you very much thank you very much please coach um what

041i would what i would tell you is um and i don't think there's major ramification it slows up because state does have to approve our plan when we submit the plan but again this is a spend reimburse we just simply will be spending because school will be started and we just won't be able to request the reimbursement all i want to do is share that that means that you'll see a dip in our cash balances until we start to see the reimbursement so again i i don't see any problem with that that is one of the reasons why we have a cash balance um i know i've got my former cfo set in here my current one and they're probably not liking they don't like to hear that but that's that will be the ramification

042of it but we've positioned ourselves in this school district to be able to do it so we can answer those questions and we can bring it back if it's okay with you dr smith for a vote in our august meeting um another third and it's still another today well do we have to have what do we have this third when we what we have before is a lesson to make a motion withdrawal we've had discussion pertaining to it so we can either vote for it or against it i'm not asking the august 3rd whose deadline is that so and i was looking at marion and telling a specific deadline we gave ourselves the august 3rd deadline because it is due before that next work meeting so dr robbins is right we could vote on august

0433rd but we have a pretty short window because it is due from the department of ed gave us a specific deadline and that is before the anytime we would meet again in august and so i think that's why we had set the august third deadline for the district because that was our last board meeting so dr robinson's correct we could vote that night and still be okay um but that would be we would have to have the vote that night to meet the department of eds deadline and they gave us the deadline and that's because they have to report they also have to report to the federal government what is that instead of just why can't we have a special call meeting to decide on what finance is still going to be the end of

044this month why can't we do that i mean we don't we can set our own work meetings up with a fine we usually have a finance facility at the end of each month we've had nothing in over a month and a lot of things that have been built up and i'm sorry but uh this was my thoughts and i felt like that we could do that and then would be ahead of august 3rd instead of wait until last minute okay so where we are is that emotion has been made in property second deception has taken place if the maker of the emotion is not willing to retract emotion and nothing is on the floor then i'm going to call for a vote all those in favor of the motion that's been presented before us going

045to be known by what coach blackman said should we make a motion to call for a special meeting uh or yes you can make a motion and we'll adopt a date this is good and nothing is feeling just dr schmidt i like motion we call finance facility meeting to discuss this and any other matters last tuesday july 2021 we're going to take action coach referred to the administrative uh a trustee's board meeting versus their financing facility changes that way i just figured you could have it needed something like we do the financial ceiling but that's okay so what's the next day that we have did you say coach the last tuesday we usually have last tuesday yes thank you can you repeat that date with the microphone july 27th is there a motion to this

046is a special you have cindy you want to talk about it again i'm going to keep it real short i know y'all have a lot on the plate tonight okay again sydney letting him dr robins was gracious enough to attend a q a event with us last night and i just want to on the record thank him for taking the time to meet with parents um and speak with us there were a lot of things that were addressed and a lot of questions that were asked some that need to follow up with which is completely understandable but i just want to on the record say thank you for that um there are a few things that i thought were not addressed so i just want to say a few things on the record as a

047parent myself i'm speaking more as a parent than i am on behalf of kershaw family parents involved in education the south carolina state superintendent molly spearmen were on the record encouraging teachers coaches and band directors to coerce and bully our students into getting a code investing something along the lines of do your part for your team have if you want to be there for competitions if you want to be there for football games you don't want to miss the event you don't want your team to lose you need to do your part crystal can't your parents this year when i stand for that my child will not be covered um often i want to state for the record that i do not and will not ever consent to mandatory coded testing or coded vaccination for

048my daughter who will be a crochet county school district student this year if she is tested or vaccinated against my consent without my consent i will take legal action and i will advise any other parent in the same situation to do the same often i want to state for the record that my child will not be masked by kershaw county school district and it does not matter to me what the almighty cdc says they changed their mind stash because i changed my voice so i will not have my child match and if she is not allowed to be transferred to the virtual academy or opt out of masking then i will pull her out of the school and put her online which is where she is at currently right now and she wants to come

049back that's why i'm here um also i want to address that my child will not participate in culturally responsive teaching which is also known as critical race theory and despite what dr robin said at our meeting last night they are two of the same you can change the names you can change the wording but you were teaching children that who they are is a result of their skin color you were teaching biracial children that their mother or father who is white if they're oppressor you are turning children against each other and it has to stop prt will not be allowed in kershaw county not by our hand also i'd like to end to remind you that most of you are elected official and you are elected by we the people i want to encourage you

050to remember that your actions this school year will directly be reflected in our upcoming election thank you for your time and have a wonderful meeting the next one of public forum is jenny proctor the teacher good evening well um the first thing i want to say is thank you can you hear me i'll use the mic i'll be professional um thank you all so very much for what you do for our families in kershaw county i am not only a teacher in crystal county i am a product to first of all county i have three children who are in kershaw county schools and i want you to know that what you do matters your presence here on these long difficult tips evenings makes a big difference and i want you to know that the teachers

051in this district see you and we value you and we appreciate you so thank you um with that in mind i do want to let you know that um this coming school year as the outgoing district teacher of the year i will be uh leading our teacher forum if you're not familiar with teacher reform it is a group of campus teachers of the year we serve a couple of different purposes first of all i kind of like to think of us as the chick-fil-a of fast food restaurants if you want the best service with the best attitude with really good food where do you go chick-fil-a right and so our teacher forum representatives are amazing teachers but we're also really positive people and so if people will teach our forum have concerns then that is

052a concern but that's not why i'm here we don't have any um at the moment but um i just wanted to let you know that we try really hard to keep the spirits of corruption counting teachers um high we want them to remember what they do and the impact that they have and so we try to feed into them as much as we can we try to lighten the mood as much as possible and when things are negative and stressful we again remind them of why we are in this profession and the difference that we can make on a daily basis so we support teachers beyond that another goal that we have is to build relationships we definitely want to move education um in the right direction what we do goes beyond our classroom and

053we want to impact students throughout our district not just the ones in our classroom not just the ones in our school building and so we meet with our legislators we email them we again build relationships with them so they know where our heart is they know where um where the needs are for our students um another thing that we do is keep our teachers informed you may not know this but we have teachers who come to us and say what did the school board say about this or what's going on with the situation or what what the heck is that sir and it's our job as teacher forum members to answer their questions and if they have questions we can't answer then we send them into the right direction and so with that in mind

054i just wanted to let you know that one of my goals and one of teacher forum's goals for this year and i say it's a goal is to have a representative here at every meeting just so you know who we are and so you know that you can use us as a resource if you ever have a question and i know that there's a formal way to do things than not but um before the meeting after the meeting if you want to talk with us in person or communicate with us via email we just want you to know that we are available for you because we want to support you just as much as you support us on with the jobs that we do we will be in our t-shirts so these navy blue t-shirts

055when we attend the meetings and again we appreciate you and we hope that we are able to help you guys thank you this time new old business professional community um i i will uh open this up um there's a couple of pardon me i think i was skipped for the public did you sign up twice yes sir thank you thanks for letting me speak thank you for your comments about prolonging the discussion for the sr 3.0 funds a lot of the discussion today has been very concerning and a lot of what dr robin said last night at the meeting was really concerning too i'm just going to touch on a couple of points i don't have anything written out for this um but when you talk about amending you keep saying we can amend we

056can win no big deal it seems like you know something that you just check a box but i don't think that's the case i think you have to send it for state approval but then i believe that the state also has to send it up for federal approval and i know that under devos and past experience with my work on the national nonprofit education policy organization that it's not often that they approve amendments that are set up i don't know it's not like you can just send stuff up every day and just flip flop flip flop you can't do that um the district nurse i believe has been input in place to lay out a vaccination plan to vaccinate all the children in the district especially since he said something about rolling out the plan

057so i don't know what the plan is um last night dr robbins you said that culturally responsive teaching is different from critical race theory well i did a little research and i found a an organization called the leadership academy that gives tips to school boards and districts across the country especially when parents push back against critical race theory and they say on their website that critical race theory is central to cultural culturally responsive teaching and it goes on to say a culturally responsive education leader recognizes the impact of institutionalized racism on their own lives recognizes the impact of institutionalized racism in the lives of students and families they work with and embraces their role in mitigating disrupting and dismantling systemic oppression just because teachers aren't handing out scholarly articles that were written by critical race

058theorists doesn't mean that the tenants aren't there and that stuff like this it's happening all across the country and last night dr robbins you said you can listen to national media well guess what i'm not listening to national media i'm listening to parents from everywhere and we have examples that we're going to send you and we also have things that we want and so i look forward to receiving the materials i'm really concerned with all of this rush for the esther 3.0 funds um in the public forum would you please just address the board and not address dr roberts if you just want to share sure well the goals of the board are the goals of dr robbins is what he said last night so um the behavioral health that subcontracted with the alpha center

059okay so we're feeding the kids we're transporting the kids we're giving them mental health services we're going to take them to church let them spend the night too i mean this is insane the six social workers that are going to make home visits and last night dr robbins i'm sorry i keep saying that but i mean he shares the goals of the board he said that most of our teachers are white middle-class people that don't understand poverty but he also said that poverty doesn't know race and doesn't know color so it just doesn't make any sense to me the stuff that you guys are talking about and the social emotional learning and the diversity and inclusivity it sounds great but equity is not equality and i just i'm sorry but those are my thoughts and

060this is the stuff that's been happening all across the country and parents need to know and the board needs to know thank you thank you and this time we're at old business central high school tornado update okay so um i've got first of all i want to say thank you to um good construction i think mark hood and ken broke here here they've been instrumental in getting us to this point tonight to get a guaranteed maximum price in front of the board this has been a very laborious painstaking process to get here we had just another call with the insurance companies and representatives today to get closer and closer to that final dollar amount that we're going to receive in proceeds but in order for us to move forward and start issuing contracts we need

061the board to approve a guaranteed maximum price it's in your packets and what it'll cost to construct the new facility the total ticket on this is about 51 million dollars now that's not just building the instructional facility that also includes the phase one and phase two parts of the project as well and so they're here to present to you where we are in this process um and some of the work's taking place and answering your questions before you vote i'm going to let eddie uh kick us off because he's kind of been heading this up for us i do want to make just a real quick update on north central elementary school we had the second part of the overhead uh inspection by osf and everything was great and on schedule and on time with

062that and uh now turn it over to talk about obviously insurance and when you look at this 51 million uh 75 750 understand that construction costs soft costs and everything and what we're bringing tonight is a guaranteed max for the construction cost as you recall from rebuilding north central high school the board has already approved 607 thousand dollars for um the demolition and abatement of hazardous materials an early site package is a minor 3 million 590 808 in an early steel package from the miner 2 850. on thursday june 24th hood took beds on the remaining portion of the rebuild of north central high school what we will call the building package the building package we are recommending is from the contract with the construction amount of 29 million 906 530 for the north central

063high building package and then i will complete everything up there for us to finish up north central ohio i know that um when y'all started this uh putting this together prices and sets change because but and i get that but lumber prices over the past month have come down 40 percent and they're down 21 just for this one is this price locked in or is the price has been trying to drop that price blocking the prices off and while lumber's going down remember there's very little lumber in this building it's still the concrete you know we're still on schedule any more questions and just to be suspicious but specific on that kid uh january 2023 thanks the location of that was still working um we'll move it up a week august 21st here foreign um

064so just a couple things i i wanted to share with the board i'll keep my comments tonight brief but some important dates that i wanted um to share with you july 19th and you guys are always welcome uh at any of these events but july 19th we'll have our district-wide administrator um summit and that's at rock bottom as well and um it's a good kickoff for us one of the things that i was challenged to do and we're going to work through is building you know for lack of better terms of spree the core amongst our team and really do kind of some of the strategic looks at what our strengths are as leaders and match those up and see if that doesn't help us grow as a team july 30th is our opening teacher

065day convocation and again i know y'all have busy lives but if you can be there i would absolutely encourage you to be there one of the things in our broken conversation with the teacher forum i tried to face time in with them and talk but i want it to be a fun day it's been pretty tough the last 18 months and i want our teachers to laugh and so we've got the boys and girls club's going to come over and perform the blues brothers a little 10-minute skit and then i have contracted with a camden high school alumnus who is a professional comedian and you guys may know him his name is mike goodwin and if not you need to google well i think i sent you guys the link you google him he's got

066some pretty neat skits and so he's going to come in and he's going to do about a 10 minute show for our staff so it should be a really fun day so i encourage you guys in the auditorium and then what we typically do is we'll cook out for our teachers um afterwards and then they can go into training sessions if they sign up um or they can go back to their buildings and start getting ready for the school year and then our first student day is august 5th so just some key dates you know for you guys i know um you can tell by listening to jenny um our staff always appreciate seeing it a face mask update that i wanted to share with the board we had a memo that came out um

067last week it's part of the budget proviso 1.108 and it addresses face masks on school buses as you know we were able to eliminate face mask requirements in our school buildings however the department of transportation still manages the buses and so it didn't address that this memo came out and it gave the state department the authority to loosen those restrictions and leave it up to individual communities and so i've gotta if you guys are okay with it i've got a memo typed up for marianne to push out that to wear a face mask on our school and activity buses will be optional just like in our buildings we will resume full capacity on all of our school activity buses if you remember we were reduced to 67 now we can go back up to 100

068we will eliminate and have eliminated the bus aids to do the temperature checks um that you get on the buses and um but we will continue to clean our buses we just aren't going to do the electrostatic spraying all we have to do is wipe down the high areas which we did anywhere so we'll do that and it's still you know suggests that we increase ventilation weather permitting so opening windows and root vents and stuff like that so if you guys are okay with that just kind of a head nod to be sufficient um what we'll do is push that memo out tomorrow and that's all i have anybody's questions thank you good evening everybody good to see everybody again hope you're enjoying your summer such as uh i want to talk just for a

069minute and give you a little little uh background just sort of sort of uh to remind you kind of why i'm here and what this uh bond anticipation that resolution is all about if you recall when we first started talking about building an elementary school we had to do some uh interesting types of financing because of some issues related to some folks over in the columbia state house about the use of certain funds to build this school so we set out on a financing plan to basically not create a situation where anyone in the legislature or the department of revenue or anywhere else could say that we were using the bonds in a way that they weren't intended to be used so we did some interesting uh financing in order to make this this happen

070and that was also what we had to do was ensure there would be no tax increase in order to do this well the good news here is that we are way ahead of schedule on that elementary school from the time we first started talking about uh building at the time the board approved it and then um when the construction got underway we thought we were going to be behind schedule but these guys have done an unbelievable job if y'all know that you really should it's a beautiful school where they're well ahead of schedule now the board approved the annual bond of issuances that we do every year uh a couple of months ago well one was designed to for the uh this is done in two parts there would be a bond sale in september

071there would be another bond sale in the spring well had we stayed on the original track for completion of this elementary school then that plan worked just fine the problem is we're going to be completed in that school much earlier than we originally anticipated what that means is it creates a little bit of a cash shortage in terms of getting the building paid off because it's so far ahead so what this bond resolution is for this ban the bond anticipation though is to basically get in advance on the bond that is going to be sold in the spring according to the original plan so that we have funds in place to be able to pay the construction folks and have you know have that thing paid in full which will occur before the buying sale

072you've already approved now when that bond sale occurs in the spring then that money will go to take this off okay again i want to stress the fact that this can be done without any type of a tax increase okay it's just we're ahead of schedule so we have to sort of get an advance toward the bond that we're gonna that you've already approved in the future so in order to make sure this happens the bond resolution is before you and if you don't have any questions we would ask that the board approve this bond anticipation that seek are there any questions and by the way is not to exceed seven million seven hundred thousand dollar bond participation that's that's the maximum amount is it possible at all that on the sale of the bond

073that the bond is it possible at all on the sale of the bond that the bond uh sales funds could be less than the seven billion seven hundred thousand it is possible highly unlikely uh more than more than likely there would be a premium on the bond sale and not not a discount it would be a premium on it so you would actually get more for 7.7 million when you sell them but the other questions i'll make a motion to accept the resolution authorizing the insurance was in sale not exceeding seven million seven hundred thousand dollar general location bonds and general obligation bond anticipation net as presented it's been properly motioned by coach blackman second by mr ira okay thank you so i will walk through our uh made financial update um and just as

074a reminder we won't present june since it will be uh it will go through the audit so you won't have that information until later on in the year um but i'll i'll present mate tonight so on slide two you'll see um again in the upper left hand corner that's our general fund balance and we are estimating um that our balance would remain flat at the end of this fiscal year in that middle graph the average daily membership we have added our 180-day count for this school year so you'll see that was 2754. so we saw a minimal dip from the 135-day count for our cash balances you'll see the updated numbers through may in our operating account of about 42.5 million in their debt service count of about 5.4 million and for sales tax in

075the current month of may we collected 831 000 um year-to-date we have collected about 6.6 million and since the inception of that sales tax we've collected about 25.8 million in interest revenue on the sales tax in the month of may we collected 188 dollars year-to-date we collected 20 about 23 and since inception we collected right at 400 000 in interest revenue on the sales tax we've made one bond payment of 6.69 million and so our remaining balance from the sales tax is 19.5 million and then that bottom graph you'll see our food service participation numbers so our percent of students with the free or reduced lunch status is currently 53 of those students the free and reduced students participating in breakfast was in may participating in lunch was 57 in may and then overall for

076our students the percentage participating in breakfast was 33 percent and lunch was 44 on slide four you'll see the revenue update on the general fund for may so for local revenue in may we collected eight hundred and nine thousand but the majority of that being our aggregate taxes and year-to-date we've collected right at 25 million which is a couple columns over for our state revenue in total for the month of may we collected 7.8 million and you'll see year-to-date we collected 61.4 million so our total general fund revenue in the month of may was 8.6 million and year to date was 86.5 million and for our general fund expenditures for the month of may they were 7.79 million and year-to-date 80.8 million so that leaves us year-to-date with an excess of revenues over expenditures of

0775.67 million for the general fund the next slide details out our general fund expenditures by category and again that gives the details for the current month actual of the 7.788 million and the year-to-date actual of 80.8 million the next slide is for our special fund summary and again as we progress into next school year you will see a slide specifically on esther as well as we begin to incur those expenditures but in the month of may our special fund revenue actuals were 2.5 million year-to-date have been right at 17 million our debt service revenue was 618 000 and year-to-date has been 16.7 million for food service our revenue in the month of may was 686 000 and year-to-date has been 5.65 million and in our activity fund the revenue in may was 138 000 and

078year-to-date was right at 1.5 million special fund expenditures in may well 1.9 million and year to date were 17.46 we did not have any debt service expenditures in the month of may but year-to-date were 17.7 million our food service expenditures in the month of may were five hundred and six thousand and here today we're right at 4.9 million and activities of expenditures for 198 000 and our 1.4 million through the month of may here today so you'll see our revenue is actually under our expenditures year to date by 600 000 again the majority of these funds are a reimbursement so we incur the expenditure and then submit a claim and that's why you'll see that our expenditures actually exceed our revenue but that will level out once we get to the end of june for

079the next slide for our food service again our beginning fund balance is right at 3 million our revenue total year to date was 5.6 million and expenditures for 4.9 so our ending funding funding balance through may was 3.78 million and then you'll see those same participation numbers at the bottom of slide seven on slide eight for our student activities for the month of may you'll see our beginning balance was 1.286 million we collected 138 000 we dispersed 198 000 so our ending cumulative balance was 1.23 million on the next five you'll see the rental account for the month of may the beginning balance was 208 thousand we collected 13 000 we disbursed right at 3 000 so our ending balance was 218 664 dollars and then you see the building fund on the bottom we

080collected about thirteen hundred dollars in the month of may and had no disbursements so the ending balance for the building fund is 1.16 million and then slides 11 and slide 12 gives the details behind the general fund expenditures for your additional information are there any questions about those ones so then you all sorry so then you also have your cash flow analysis sheet the numbers from july through may are in black because those are actual incurred numbers the month of june in red is our projection and we are projecting that at the end of the year we will basically break even so our fund balance will remain 15.7 million are there any questions here and i have a question i'll try to brief but um can you direct me to where we pay for officials

081in our schools as far as our sports our activities our concerns that have officials officials we pay for security we pay for travel we unless it's change that i'm not aware of but you will get fifteen thousand dollars to a non-revenue sport we get ten thousand dollars to turf management and i got a question on other maintenance as far as that we get five thousand dollars to in our budget in our budget okay i'll say this in our budget we'll get five thousand dollars to clubs and other activities plus we pay for supplements we pay for um with coaches supplements and so forth can you direct me to wherever i would find that the total of what we pay out each month in our budget yeah so um some of that is going to be

082on our salaries line so our supplements if they're paid to employ the district flows through payroll just like their salary so i would probably have to split that out for you to see the supplement um in in terms of the covering the security the transportation the um the referees that is on slide 12 at the very bottom where it says transfers we actually incur those costs in the general or through the people activity accounts and then the general fund transfers the funding and so that 208 000 year-to-date is for the transfers that have occurred we generally do that at the end of the sporting season um so we're actually projecting that number would be closer to about 350 000 we just haven't grabbed the spring sports yet and done that transfer but you'll see that

083change when you see the final numbers for the month of june one final question when we do maintenance as far as turf management um that was allocated at one time that ten thousand dollars and i believe we pay in uh what's the name of the company modern turf this money monitor is getting the 10 grand each from the schools that receive that money because it generally came to the high schools i remember we had to fill out how we would spend it and um is that what we're doing there with that just sending it straight directly to the monitor but the three schools will do that so it is actually flowing through our general fund on slide 11 under property services you'll see repairs and maintenance modern turf is actually paid out of that year-to-date

084actual 839 000 but that is district-wide repairs and maintenance and modern turf is just a portion of that expenditure but we can get that specific information for you in terms of how much we pay for that per school you find you find it one last question i mean that but uh i know we um resurface or maintain gym floors they are usually refurbished in a way now we have weight equipment and maybe i see you right in the end you might be able we have weight equipment that have chlorine not the gym flooring but the racks you know the different racks they have um polyurethane and they have decals on them and they get more they're getting worn now do we have our maintenance department taking care of that because i'm understanding that these these

085things are in pretty bad shape i know for a couple of schools uh we've already replaced uh those one time uh the athletic directors activities directors have arranged for those to be re redone reupholstered and then they send me the bill and i'll pay for it to the banks okay so you're answering my question so if they want something real upholstered or if they need their um flooring for the racks that would be where they lift the way to do bible cleansing if they need they need to put in a request for you to have it done because that was the one thing i'm gonna clear up that i think some of the ghosts are trying to stand it themselves and um not gym floors or not not gym floors no these racks is that

086yes so that would be something that you would have we can help you thank you and i appreciate it thank you certified classified personnel employment certified and classified personnel and assignment changes and transfer of certified all right an executive session we discussed resonates in timeless certified classified personnel is us this evening and help us to leave here and find all this will we get back home and may god be given the glory amen you
