Uh we do have a present uh Mr. Wilk is not present this time. I think he's coming but we'll see. Um and confirmation on those media. We do not have any members in the media present this time. Uh so do I have a motion

for approval of the agenda as presented? Have a motion by Mr. Anderson. Do I have a second? Second. Second Miss Johnson any need for discussion all those say I oppose no motion carries uh we do have a need for executive session for personnel and legal matters um this evening so do I have a motion to enter in the executive session to discuss personnel and legal matters have a motion by Mr. have a second by Miss Johnson. All those in favor say I. I oppose no. Motion carries. We will now go into executive session. Uh, do I have a motion to come out of executive session? Have a motion by Mr. Anderson. Have a second by Miss Johnson. All please, say I. I oppose no. Motion carries. Let the record reflect there was no action taken

during executive session and no action required for executive session Germent. Uh now turn it over to Dr. Brandon. Yes sir. Thank you. So the first item of business um is we've discussed previously the work session um ideas for renovation of the technology service center and ways that we could use that building. Um and so tonight we want to talk to you about funding that what that might look like the timeline programmatic offerings and historical and cultural preservation. Um, Miss Haagner and will lead us through where we are right now with the 2024 building program and then we'll lead you into um ideas and timelines and funding for the technology service center conversion. So, uh, good evening. Um so I think a good place to start is with a current position with middle school. Um and

so we actually know uh uh this is what makes up our referendum of Google school 79 77. We put this budget together really we were dealing with a lot of um inflation. with a lot of uh acquisition issues uh shorters of electrical gears equipment and it was very appropriate. Uh unfortunately you can't set the budget at the same margin because you're sometimes it goes the wrong way. This one we actually uh benefit. So um we want to tell you through where we are currently with the middle school. I guess next slide. Um so kind of walking through where we are. Um 799 is for 1200 student core thousand students. Uh initial capacity approximately 165,000 feet. It included full athletic complement. Um we were we did a couple items as at alternation. was the 500 seat

auditorium that was about a million was a million ad item we also added some additional scope tur so we were able to purchase those things outside of our scope um and on day we were certainly uh competition I think we were very smart with our components for example our system uh came in a little over3 uh similar system to months earlier was about $ more so we really hit the market the same time very efficient system but where we are now is inc 68596982 there's some things that we uh are going to have to [clear throat] ex a turn lane on Houston road that is uh part of our permit environments with BOT. Uh we hit some uh solid pits on site. Um and you certainly don't want to spend anything down, commit everything. So

you have zero continuousy. So we feel good with leaving a reserve of 2.3 million almost 2.4 million. Uh that doesn't mean expendant but I think it's smart to have contingency before you encumber everything else. So projected budget requirements almost 71 million that leads about $9 million that we can potentially use uh on a real project or other projects. So when we're looking at uh York conversion childhood center, we set a budget at 13.9. When we set that budget before we had earned on board, we've done our initial planning and so the thought is early childhood center is very unique to suit drop off. Uh because you do a 4 years and it's not like a normal drop where uh you pull up car. Uh I'm sorry where Johnny gets out of the car, you actually

need kind of a pull area where they can uh unload and load a little separately uh and it's slower. So the thought is we're going to kind of look at flipping the campus where the current suit drop off. Uh that would be the bus area and the current bus area would be the uh car drop off. And so with that additional scope requirement would be somewhere $1.7 [clearing throat] million uh additional scope that would be needed. So adjusting that scope to around uh 15.6 uh for for that project and then moving and so that leaves uh 11.3 3 million out of that uh uncumbered to uh address the TSCE technology service center and that scope would be honestly um everything inside the building would be replaced uh all new electrical HVAC you got some new

units we use that are are enhanc we're going to have to bring some makeup air but all the surfaces we bring what makeup air to meet current ash standards um uh refresh everything, update the exterior and the architect we're uh working with is the same architect at uh the one academy. Well, I think that's important is so that you have some context uh so that area feels like a campus. you know it's not a stand school area is an important area and it needs to feel kind of like a campus uh where everything is contextual. Um, so there'll be some upgrades on the exterior to refresh. Uh, inside we would uh house some of the programs that were married in the uh York one academy. So, we fill it's about a 12,000 s facility. It

would be a little small addition on the front uh where that park lot is for security and separation between the programs. Uh but it be um doors, fire sprinkler system, fire alarm, electrical uh air distribution uh bringing it up to code. It's kind of a level two type of uh renovation. So it's fairly heavy renovation and 7.3 So I'm giving the the full math um where we feel like everything could uh come from and go to. Uh if there's any questions I'll try to answer um but this is kind of we start with a zero development budget at TSC uh start with 13.9 at Ch Center and white middle at 79 and marrying all those together. feel like it will uh yeah it would address the TSCE. The biggest issue with TSC is the timetable

that we're dealing with. Um, so it's a challenge. We feel like it can be done. Uh everybody's on board. Um we we've got a look at delivery method for the construction package. But uh short uh table. on that. So we need to have the TSC uh complete or very close to complete so that we can move out of uh York one academy into it. That's the most efficient way of handling it. Um so it be a one time move and operation while we start the renovation at the uh to convert the York Academy into the early job there. Again it's a uh about a four month and then about nine months of construction. So we feel capable. It's not uh slam dunk. There's certainly challenges involved, but um I think we can get a lot

of competition um in the project um to get good numbers. And the good thing is the shell of the building is a good shape. Fairly new roof. Uh probably we should place some windows that were cow wall type of uh windows to let more light in. Um, it's still kind of a a blank canvas, but we're working inside the uh minimal uh structural type work. Try to live inside that box. So, any questions? Am Jefferson field complete. That's the new stuff we're talking about. That's right. Our goal is to have everything that completes this summer. One part of this that I think makes it meaningful too and and as I have talked about conversion of the early childhood center and a moving academy over to what is current and adulting and parenting to what is

currently TSE technology service center uh marrying all that together. We also um with the master plan for Jefferson Field while all this is happening it allows us to use the time we have to potentially add some additional parking and other things because it's a um a continuous project that'll bring it all together as he said as a campus um and and using little architect um that's currently doing the early childhood center alongside of this brings us a lot of continuity and uh as I said they I shared with them I shared this last week and Jim looked to me like did you share that with them or did the architects loved it really have that but they really um they came and did a brainstorming session with us that really was just very preliminary And

it was exciting about the opportunities we had for restoring an area that has so much significance our community. Oh, sorry. I totally agree. So the naming and all that just because we're talking about that when is that happening again? So when one of those meetings goes to be that would likely follow the same kind of path we did this year. We did it earlier um for the new middle school obviously because of all the architectural features and colors and things and designs inside. Um, but we would follow that same process starting this late summer into early fall and then have that wrapped up by the late fall so that you guys could all vote on that. Um, and then we can finalize that just like we did with middle. Just keep mentioning that for the

record for those watching. Thank you, Mr. Brkes. Everybody good? All right. Uh, Miss Haag, I think you're up next with the budget update. Thank you. [laughs] [clears throat] All right. So, just a quick budget update. There's still a lot of information that we're gathering. Um, as you remember last time we kind of shared some houseways and meets projections. We share those with you. But so that's part of the budget process. But when you look at revenue, we also have to look at our assess value. And that comes directly from the county. Um, we receive quarterly reports from the county. And so, this is the latest one July to December and just from a from the surface, you know, the chart shows all four school districts, but just kind of look at the differences between RSS

value and total compared to the other three. They also separate out the 4% at the bottom. And as you know separate that out is because act 388 we do not receive any tax revenue for homes for the operating side under 4% property. So that's why that's always separate separated out. So um I started I start basing my preliminary revenue numbers off of this quarter two assessment. Um we should still get a quarter 3 assessment soon that will update the numbers as needed to project revenue. So what I do with this is just kind of taking it to the next level. So this is just looking at our district. And so if you kind of look at our total assessment to kind of see what we think will generate off of local taxes, you take our

the subtotal the 71 almost $71.5 million and then your vehicles in watercraft because it's a July to December assessment. That's a half-year assessment. So then we have to calculate that out to a full year. So we're looking at based on our Q2 assessments of about $94 million. um and assess value. So what we do is normally for budgeting we budgeted about 94% collection rate because as you know unfortunately you don't collect everything that is assessed. So we're looking at 94% collection rate. Our current operating mill rate is 231.8 And so if you calculate that out it we're expected to get based on this assessment almost 21 million in tax revenue and 5 million additional in countywide revenue. And so if you break it down per what each generates, you can see each generates not quite

$89,000. Um unfortunately that does not cover one FTE. Um you know when we add when we add teaching positions or certified positions those are now over $100,000 just because it's your benefits package too. Um so our value of the meal just will not cover the cost of a certified teacher at this point in time. It's growing um but we're just we're not quite yet. So um so that's the revenue silics that we looked at Houseways and means projections last time. Those are fixed cost revenue costs by the state. We have no say so in those and then we're limited on our local revenue side is what we can increase property taxes. So we briefly mentioned to you last time about teacher uh what the states doing uh under houseways and means budget for the minimum

teacher salary schedule. They increase every sell by the $2,000. Um, and we're also required to give a teachers step. So, we want to just run two scenarios, two very different extreme scenarios. Um, the first scenario is just doing what's required. The state requires us to pay at least the minimum on the teacher salary schedule. We're above the minimum. So we would not have to do a $2,000 per sale increase that scale. So scenario one is because we're already above the minimum then our 25 26 scale stays the same. It could stay the same for all employees because you know if you're not doing anything cost living increase for the teachers no one else would get cost increase. But you would provide a step increase to our employees. So that's just one extreme. The other extreme

of that is under scenario 2. That would be as the state's given a $2,000 increase to the teacher salary schedule, we would do a $2,000 increase to our schedule as well. Then as I look at the average what average cost the teacher would receive, it equals to almost 3%. So then we would apply that 3% cola to all of our other scales and then also give those step increases. So if you look at the dollar amounts, you look at scenario one um that's just doing the bare minimum. That's just your step increases. You're looking at it roughly. These are rough estimates. Keep that in mind. You're looking at a $600,000 cost. If you look at scenario 2, you were looking at the $2,000 increase, your step increase, and your tail for everyone. Um, you're looking

at about $.6 million. So, like I said, one extreme to the other. And one thing we want to point out is scenario one is not the York one standard. It's not what we typically have done. Whereas scenario that's what we've done. What we've tried to do is what the state does at the state level we try to pass that on to our teachers and then we pass the same percentage on to all of our other employees. What are the things that we are doing um as we talked about at our last work session like I said the increase in the step for teachers cost about 1.5 And if you remember our houseways and means projections were only about I think $538,000 more than where we are this year. So it doesn't cover the cost of

the step increase or the additional salary increase for teachers. So as you all know, we're part of the old English consortium and we're having a legislative meeting on April the 17th where we're inviting um our legislators that represent all of OEC in for a meeting at your tech. And one of the things we're going to do is we have created, excuse me, we have created a dashboard by district to show our legislators um the lack of funding that they say they're funding teacher salaries. They say they're funding this. And so what we're doing, the dashboard will have it represented by district. It'll show what your increase in state funding is. And we're also going to show them what the $2,000 increase cost, the step increase cost, and the shortfall funding. So that was one thing.

Each district is going to be prepared to stand up that day, talk about the shortfall in that funding, but then talk about all of our other challenges. Um, and every district has their own challenge and and there are things that they're working towards, but Dr. Bram and I are going to sit down and kind of talk about some of our focal points for the day. So, you know, we, you know, it's not too late in the process. Last year, I think, when we talked to them about some of the changes to the formula, it was kind of late in the legislative season. Um, by that time Senate would not have passed their budget yet, but try to get before them and just kind of let them know some of our concerns. You know, whether they

are able to do anything about it, I don't know, but at least we can get at least they can see a visual uh representation of how it's impacted the nonobec districts. We know if it's April Friday morning next week. It's next to Friday. get that for break so be two weeks from this Friday. So we're working on getting all that information together getting that dash together and just for whatever is worth just a reminder you know David on 22 state so I love to share the dashbard with you cuz if yall do that on the 17th then we're down there cuuse we got to meet with Tommy that morning and probably some others we can think about Um, most are going to try to do the 2000 increase. The queue is uh varies from district

to district. Um, I'm here from two to three. I've not heard anything above three. And then um of course step increase for individuals. So, scenario two would be similar to other dist how many years have they increased the salary $2,000? How many years on a rate? Last year I thought it was 1500. So it couldn't last year right before I got on the board at 365 I thought and the governor wanted said he wanted to get the 50,000 for the time he left. So whatever that gap is in years was kind of what they've been doing. And the challenge was, I know you all know this, is when the when the media is constantly saying what super of education has requested and what the governor's requested and that it's funded, that's not totally accurate because

when it translates into our revenue, uh, we're short what 800 900,000 just for teachers alone. Yeah, that's just to do the $2,000. And so it puts a school distance because first off you want to retain top talent. You want to stay regionally competitive and have one of your goals before. Um so when teachers have heard the governor and the state superintendent increased $2,000 well they have but there's more to the story. Right? So it puts you all and all of us in a place of having to make choices that you know we want we always want to reward and recognize our best talent our teachers all of our staff um but we have to find a way to fund it that they're forcing the taxpayers to pay higher taxes correct lower income taxes and it's

you know there sometimes that there are unfunded mandates we meet the technicality of the law with our current salary because you guys have been futureers and trying to do the right thing for staff. Um but this you know last year this year it if the revenue is not there it's very difficult to figure out a way unless you increase taxes which is and our bill as miss for an average entering teacher certified teacher does not fit the bill um when you do the whole benefits package plus their base salary 23 [clears throat] right yeah this is not a conversation to have right now but how many teachers are going to need to add for the middle school, right? I mean, we need to be That's right. Have you factored that in at all? I mean,

cuz No, not currently that's what So, our so basically kind of my next steps are I'm waiting on our quarter assessment. I should They've told me they should have that hopefully uh by this Friday if we're not off for spring break. So look at those quarter or three assessments. Um waiting on the Senate projections. Those should come sometime in April. And then I share with you last last week last week about our increase in mileage at Slimon on the CPI and the growth and we only had that CPI percentage of 2.63. So now I'm waiting on that growth percentage to see what the thousand you know what our meal increase could be. So I'm waiting on those three things. So my goal would be um that when we meet next time in April that I

would have our revenues really pen down because we have Senate revenues, assessments. We really have our revenues. And then we can look at our expenditures and look at all the options that we may or may not have from the expenditure side and have discussions around that. And your last bullet point on the previous slide, it's got step increase for all employees f eligible who would not be eligible. So our teacher salary schedule goes to 28 years. So if a certified teacher is above the 28 years, then they would only get a $2,000 increase, not a step increase. All of our other salary schedules go to 24 years. And same thing for those employees, if they're above 24 years, they would only get the 3% cola, not the two, not the on average is 2% but

not the step increase. And that's all scenario two. scenario one if you've exceeded 28 years certified or 24 there is increase and 24 years for anybody support anybody outside of a certified teacher is 24 years we increased that several years was 23 and we added to 24 that's 2.6 million on compared to last year's budget that's an additional 2.6 That's right. That's right. Off the top. Now, we are fortunate. Like I said, we do not have an employer portion health insurance increase and I've not heard of any type of retirement increase either. So So if that's 23 million, I'm using round numbers. I mean, what are we I mean what are we talking about? cuz that increases 23 miles, right? Um I can do math. You might be better in your head than I am.

No, I used the calculator to I just couldn't remember what the exact was, but I was close. I think it's more 29.6 29.31. I said the wrong number one. Okay. So you made it worse. All right. So now that it's worse than that's not the whole picture. Like we're just showing you the cards but that's not the whole picture. Like we have all the revenue yet. Well, I guess I'm making the point for whoever may be watching this or watches this or whatever that there are the things that we're having to deal with to not raise 30s of taxes. Right? I mean, that's my point to say that. There's a lot more things you're doing to be physically responsible what I'm saying that we're that we'll need to vote on in the future. Correct. And

of course, we have meeting mandates that are not funded. That's right. You know, now they're discussing the uh panic and like our startout program. Great program. You have to have a teacher and a teacher assistant in those classrooms. We do get state money for that, but it doesn't fully fund it. It's based on that we get paid per student and that cost us a lot of those things are like you say some unfunded mandates. So we'll have a lot more information to share with you in April and a lot more conversation on kind of the direction that we want to go in move forward into potentially in May. And then one of the things last time we shared and we shared all of our personal requests personal requests that came from our um principals and

our department heads and as we mentioned to our last meeting it is was in their priority order and it was their request and I think one of my questions [clear throat] was ok let's kind of prioritize this and what would it be uh if funding's available and you know how we would face in so we just for information. Um not [clears throat] any kind of recommendations but this is just you know if funds were available and ideally this is what we had before us. Um we kind of group this into two different phases based on all the requests that were submitted. And so if you look at phase one, I think one of the conversations we had, you know, we the GT split between four elementary schools and they were talking about hiring having their

own full-time GT teacher and so that would be equivalent to two full-time positions there. So we thought that that would be a priority. um a bookkeeper at transportation. We discussed that last time in the attendance data specialist at YCHS under phase one. And then under phase two, we had three of the five elementary schools asked for additional office support staff. So that's why there's three FTEs there. Those are the ones that ask for it. So three FTEs there and then uh make technician under these salaries that I see on the screen is that fully burdened or is that and are we looking at a base salary? That's total. That's total. That's the whole package burn. Yeah, that's that is the whole I just try to pick middle the road cuz you just you never know.

Um I actually took average, you know, just kind of taking an average where we are middle the road. So that's that's their retirement, that's their uh FICA, the health benefits. I have a hard time wrapping my brain around the attendance specialist. I like to deep dive and I don't know if today is the right day to do that but I really like to understand what what is that role what does that do uh when I see titles like that you know my brain goes to business systems and uh digital analysis of data and things. Why are we having a staff? And I can see that. Um and and J Miss Marky provided us a lengthy uh evidence based support for this. be happy to share with future meeting or a weekly connect because we have

similar questions but everything that's tied to high schools now and transcripts just a quick answer tied to transcripts fouryear cohorts um survival cohorts to state report cards to graduation to seat like it's extensive and for a high school with 1500 students one person um through Miss Mary's um collection of evidence and my own past experience, I would say that it's definitely warranted, but I would want you to see all the reasons why. This is a very bad question. One of the things we're doing at work now. Anytime we have uh funding request or any kind of issue that gets brought up at the steering committee level, first question we have to answer is what AI tools that we have tried to implement to solve those issues? What business system tools have we tried to implement

to solve that issue long before we can start looking at funding and manpower and things of that nature? So So make sure we're exploring. Absolutely. Absolutely. And I believe all I had behind this was just the request if we needed to go back and look at the request. So, we're happy to answer any questions or if there's anything particular you want to see budget related to the next meeting. The one thing, you know, when we do our retreat, I do tell Dr. Especially if some of the state law passes with the technology stuff and and computers and all that. You know, we're really going to have to look at it might be a reduction in strength. I mean, that's a reality. Um, if some of those laws pass, um, I don't know if y'all saw

it, but one of them was the K5 bill. Um, so I'd ask Dr. Brown at the retreat to if he will bring some of the ones that we think might actually go into law even though we may not know at the time. So, we can discuss those at the retreat as well. Um, because it may or may not impact funding and budget. So, but that's again retreat not for tonight. Anyone have any other questions, comments? Brandon, I'm good. Just a reminder that tomorrow is the um spotlight at CS 8 to 10. Yeah, love to have you even for part of the time to come and another just FYI will come on board weekly connect um just after spring break the high school senior class um student council was put together with Miss Marky and our

approval here at the district level um a trip to Dollywood. It is not an overnight trip. So it doesn't need your approval per se but we want to make you aware that that's happening and after meeting with student advisor last week they are static about having these opportunities again so we're pretty excited about them being able to do this as a class. How many open seats are left? [laughs] I'm not sure. But are you with Oh, I didn't know. I thought you were joking. I told her, [laughs] you do have to work. [laughs] 25 of and I will be late. The end of the year is coming up. Where do we fall time to like calendar together? Cuz I know that for next year uh for the end of the year. So we're aware of

like different events going on. Got you. I know what you mean. So you about like May all the events and awards and all uh we have that information principles inputted into a district master counter now. So thank you for asking to you. Anyone else? Anything else? All right. Do I have a motion? We don't need an executive session. Dr. Br uh have motion for Mr. Anderson. Second by Mr. Johnson. I'll just say I know you're Now J.
