003meeting on Monday May 13th 2024 in addition the board held a specially called meeting on Friday to change the location to be here at Saluda Trail to make sure that we had space for all of the family members for our recognitions tonight so we're going to start off with uh our Pledge of Allegiance followed by a Moment of Silence Al to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all thank you please be seated before we get started um I will ask for a little bit of a Grace as we go through this meeting because we are not in our normal meeting space so audio sound things like that um we are going to do our best

005say thank you to each and every person business organization Church our board our District Operations and transportation our students and staff that went out of their way the city of Rock Hill I don't want to leave anybody out but if I do charge it to my head not my Heart City Rock Hill and any other counties that had come in to our area to help us I just wanted to say thank you it ca a storm that lasted a few minutes impacted many lives for a lifetime you went from a sunny day to look like a war zone in the space of about 10 minutes and not only were our students impacted but we had staff and other other of our district members that were impacted as well and again I just wanted to say
006thank you to each and every person that's shown kindness whether word deed coming out to help whatever it is for helping our community pull itself back together our children get to school safely our buildings are safe and everyone is taken care of and though we needed it last month we still need help now and reach out to your neighbors your co-workers your friends any others in the community that may need assistance in the future we do have some resources listed on our district website I was informed but also reach out to local organizations and churches for the coming weeks months maybe even years that you may need assistance and don't forget that you can call on us again I want to say thank you to each and every person individual business whatever that help in

009from Sunset Park Center for Accelerated studies where she has served as assistant principal for eight years holding more than four years of administrative leadership experience as an assistant principal in elementary schools in both Rock Hill and North Carolina her past experiences have allowed her to fine-tune skills and instructional strategies strategic planning and organizational management prior to joining School administration she spent five years as an elementary teacher her experience however is complemented by an array of certifications that she possesses in administration or early childhood and Elementary education as well as the gifted and talented endorsement in addition Miss Brown holds a master's degree in school administration and Leadership from Appalachian State University and a Bachelor of Science in early childhood education from Augustus State University Miss Brown is truly excited to serve as the new principal

013Dutchman Creek Middle School we see NHD as a great opportunity for our students to develop 21st century skills that can better prepare our students for life outside the classroom under the leadership of our Gator Nation principal Mr moton we have developed a successful infrastructure for supporting our students through this NHC process the theme for this year's NHD was turning points in history thousands of middle schoolers within the great state of South Carolina competed in NHC this year hoping to qualify for Nationals to qualify for Nationals and NHD and nhhd project must first qualify in advance at the school level Regional level and finally at the state level each stage of the competition becomes drastically more competitive and much more difficult to advance to advance in each stage a student must not only showcase Superior work
014and skill to the NHD judges but also willing to go far beyond the NHD expectations that a typical Middle School social studies and Ela class has in place to win at NHD a student must work exceptionally hard be self-motivated have an inquiring mind be creative be a researcher a writer and a historian additionally and perhaps the most challenging attribut view a student must possess is the willingness to accept constructive criticism from colleagues judges and teachers while continuously seeking ways to improve their project that is not an easy skill to learn I'm delighted to stand before you today and announce that two students from Dutchman Creek that Miss Rawlings and I teach and co-sponsor have qualified for Nationals out of thousands of South Carolina projects only a select handful of projects qualify for Nationals these two

016in all right while they're getting um position uh good evening everyone and uh Happy ated Mother's Day to all the mothers I tell you all en geoy your weekend um I'm coach chy Dunham uh head track coach and athletic director here at Saluda Trail on behalf of Mark Marshall our administrator here um we just want to just take our hat off or hats off to these young men and young um women who it's not all of our team members that represent our our girls and guys uh track champions from this year um but I can't really say enough about this group I'll start with our ladies because we're going to always talk about women first and being respectful uh this group of ladies they were led by our eighth grade leaders and a couple of
017these ladies started off last year on our seventh grade girls track team and when they started we looked at each other as a coaching staff we like ah it's going to be kind of rough it's going to be kind of rough but those these young ladies pulled it together last year with a rough start and um they came in second last year at the conference meet and we looked at them that night and you could see something in their eyes and was like if these young ladies get it they're going to come back next year and they're going to do something special but not only they come back and do something special They spread the good word and they had more girls come out and compete with them and not only their Champions but UND
018undefeated Champions and they did it in convincing fashion pretty much dominating every track me they were in for our guys um our guys man we looked at the beginning of the season because we didn't have we had some eighth graders out there but we didn't have a lot of eighth grade leadership um and looked at them and those guys just came out they hung their hats on what we talk about we always talk about Bridging the Gap and bridging it with pride participation respect Integrity dedication and excellent and each and every day they came out and they rocked it out they were coached hard they leaned on love which they know is what we say is the most important thing we're going to tell them every day yeah we talk about starts we talk about
019finishes we talk about jumps we talk about throwing in the circle but we tell them if they can come out they can approach the game with love and knowing understand that the people that love them are going to be the number one supporters uh and they can always work and lean on that that they're going to be successful and they came out and not only they win at all but they were undefeated Champions as well um so we just want to give them a round of applause and that's pretty much it to the board again we appreciate you guys uh and what you all have started doing the last couple years to recogn recognize Middle School athletics uh because we know it's very important in them understanding to take care of academics as well as
020the Athletics um going into high school so they can get where they want to go later on in life thank you all you good job thank you so much we are very proud of all of you guys next up we have the orchestra solo and Ensemble festival for rockel high cic I ran today each year the orchestra division of the South Carolina music educators Association gives eligible students the opportunity to perform an adjudicated performance of selected repertoire the highest grade that can be earned out of 30 uh is ranked to Superior you must have a minimum of 24 points to earn a superior before you are about half of the students from Rocko High School who School through either solos or small ensembles received Superior rating this year [Applause] conr thank you next up we
021have the South Carolina Junior thespian festival for Dutchman Creek rollinson Road and Saluda Trail Middle School over good evening my name is Emily cwind over I'm the theater arts teacher at Dutchman Creek middle school today with me I have five of the 22 students who went with us to Somerville South Carolina to the J South Carolina Junior thespian competition out of the 21 students that came with us we came home with 24 medals this year which was a tremendous growth from the five medals we received last year which while I was am extremely proud of them from last year I'm EXT even more proud of the growth that we have seen this year okay this is a little tough for me I'm always teaching my kids to cheat out so this is very strange but
022I'm going to give it my best shot um I am Beth clippa I'm the theater teacher at rollison Road Middle School and we to attended the um state junior thesbian Festival in Somerville South Carolina and we uh I think 32 students attended and we came home with 43 Superior ratings with our musical theater number receiving a perfect score from both judges so we had a great day hi I'm Carol Jordan and I'm from Sullivan Middle School my students didn't go to Junior thespians they went to South Carolina Theater associations theater for youth SP um competition and I took 12 students and out of the 12 students we brought home 11 superiors and a perfect score for the group performance [Applause] this e [Applause] thank you we're so proud of you next up is the scbda
023concert performance assessment from Dutchman Creek Saluda Trail Sullivan Northwestern and Rock Hill High schol good evening my name is Heather Turner and I'm here as a the band director of Saluda Trail Middle School and these are some seventh and eighth grade representatives of my band program I speak for the directors at Sullivan um Mr easterday and Dutchman Creek Mr Ellison for our band programs we earned a superior with distinction rating at concert performance assessment that is where the bands go and we work on three songs extensively it teaches the children perseverance and dedication and commitment and consistency and they get ratings from the judges we also do something called site reading where they play music they've never played before for a judge and when we get all high ratings from all the judges a one
024rating from them it's called a superior with distinction and so all three of our programs at saludo Trail Dutchman Creek and Sullivan earned a superior with distinction rating a concert performance assessment [Applause] okay [Applause] hi good evening my name is Scott Flashman I'm the band director at rockel high school I'm also here tonight uh representing the Northwestern band as well as well um these Representatives up here are from The Rock Hill High School syonic band um as Miss Turner just eloquently described CPA performance the high schools also per uh participated in that event and I am proud to announce that both Northwestern High School uh their syonic band concert band and The Rock Hill High School syon band also receives per with distinction also each year the South Carolina band director Association recognizes the top
025performing band programs in the state throughout the outstanding performance award this is the most prestigious Award presented by the scvda and highlightes Excellence across multiple State assessments including marching band uh region and all state participation concert performance assessment Jazz performance assessment and solo and Ensemble events programs must hit specific performance Targets in each of these events to accumulate the necessary points to be eligible for the award this year two schools in the Rock Hill School District receiv received this recognition it was both the Northwestern High School band and The Rock Hill High School band thank thank you all right [Applause] thank you so much next up is our seal of biliteracy recipients and we have Miss FL de Morales tourus here to introduce them the South Carolina seal of by literacy is an award that
026recognizes the ability of students to demonstrate bilingualism and biliteracy in English and another language to earn the Seal of B literacy students had to demonstrate a functional Proficiency in English and a second language at intermediate mid-level for bronze intermediate high for silver or Advanced low for gold the Seal of by literacy is now recognized in all 50 states the award is an example of how Rock Hill schools is committed to developing Global Citizens the recipients of this award will receive an official letter and certificate from the South Carolina Department of Education they will also receive a medal and a pin from Rock Hill schools Rock Hill schools continues to be one of the leading districts for World language learning in the region and our state we are very proud of and congratulate our seal of

037uh trustee nozel read a proposal for bathrooms where boys canot go into girls' bathrooms girls cannot go into boys' bathrooms and so forth and uh I don't think very many people would object to that okay but uh my concern is that there are folks there are kids who who are who have transitioned and see either male or female and I think instead of just trying to either lock them out or forc them into a position in which they would be uncomfortable or even at risk of being assaulted that you should also look at accommodating them with uh unisex uh restrooms now I know that uh some of you are supporters of moms for Liberty and moms for Liberty would much rather see gay members of the community to be treated as lepers but we have
038an obligation to protect these kids for no other reason that they're kids sexual orientation should have absolutely nothing to do with it if if you go on and write this policy what I ask is that you do not make it so extreme that it becomes a danger to gay children in the school system and I think that you should ask the the uh Community uh for some input as far as what you what you uh should do with this because it's very easy to say I have some concerns from some of the the uh members of the community but they were never identified or even uh said how many there were it could have been one person could have been two people but I think these kids must be must be protected it's very easy
039to throw them Al by themselves thank you thank you that concludes our citizen participation next up is our consent action agenda and we have two items on it the first one is the minutes from the April 9th Schoolboard business meeting and the second item is the Personnel recommendations that the board received in the executive packet uh there is as board has just been notified a small correction where we have one uh individual that has resented their um uh resignation and that is now a transfer instead to different location so what I'm asking is for an approval of the consent action agenda with a modification of accepting the uh that individuals uh transfer rather than a resignation I moved thank you Miss Cole a second thank you Miss Cherry and uh any discussion I just want

042up for you at the end of your communication to us that's great good evening my name is David Lisk and I serve as the executive director for York County First Steps I appreciate the opportunity to have this time to speak with you parents as teachers or countdown to kindergarten these are just a couple of the preschool interventions that we partner with The Rock Hill School District in recent years school districts have been a Hot Topic in the communities and unfortunately haven't always fared well in the court of public opinion my presence tonight is to highlight where this school district stands apart from most and what this has enabled in this community in which we live and serve 25 years ago the state legislature narrowly passed a new initiative called first steps which was intended to
043be a public private partnership focused on preparing atrisk preschool children for Success when they begin their educational Journey let me be clear about the environment that existed at this time when I say barely passed I mean by one to two votes this educational intervention was not popular since preschool programs were not universally embraced as an effective use of State funding South Carolina was one of the first three states that that had taken the steps to create an organization focused on providing and coordinating Early Childhood interventions so there wasn't much of a track record of how this could be successful on a more positive note York County has a unique Spirit of partnership and collaboration unlike most other communities I work with many of the other executive directors from around South Carolina and there are several
044other communities with good community relations and Partnerships but I contend few if any can top York County York County consistently ranks as one of the top ranked counties for child well-being and this is not by accident in the midst of these factors this school district stepped forward to facilitate York County first steps to provide a significant foundation in which to establish a stable beginning to build our programs your commitment included office space technology Support Facility usage for community events and payroll support these are all critical but it is the payroll and benefit support that I would like to highlight briefly in the beginning we only had two to four employees and this is a small percentage when compared to the District staff but this was huge at the time time since it allowed us to
045access the state benefits which helped with attracting and retaining our staff we still have one staff member which was our first staff member with us as we have grown to 16 employees the support from the financial services department has been unwavering and a critical element of our success over the last few months we have taken this over within our own system and with each lay of my own personal learning about dealing with peba and the state benefits I gained more and more appreciation for how significant this partnership has been in our efforts I'd be remiss if I didn't mention Terry Smith and her wonderful department and also to highlight Julie Herring for she has been throughout my tenure of 15 years everybody that I could call to make sure they were on payroll and they
046got paid on time what has this ultimate collaboration fostered it is safe to say that thousands of children in their families have been directly impacted by our collaborations and we have helped these children realize their fullest potential through our programs York County has been seen as a prime example of how collaborative Partnerships can increase overall effectiveness to achieve big big things this recognition at the state level has allowed us to access grants and additional funding opportunities to bring in Pilot programs which such as connected families healthy steps and an innovation grant for countdown to kindergarten because they know we have the foundational relationships to make these programs successful and they have been again these accomplishments weren't done on their own on our own and in a vacuum the very real and supportive partnership offered and
047provided by The Rock Hill School District allowed for all of this to take place I honestly contend that after 25 years of sunset Clauses on our legislation and program evaluations of First Steps across the state that that created a little doubt at times about the first steps initiative that when the South Carolina legislature unan iously passed the bill last May that permanently recognized first steps as South Carolina's Early Childhood organization that our partnership was considered the example of how this should be done I'd like to emphasize that this is more than just a few people that worked with us to make a great partnership although there are many over just my 15 years as the executive director that I could mention this is an embedded culture that has pervaded 25 years through several District superintendents
048and school boards it is this culture and collaboration that is the secret sauce I do need to mention another person in particular because I do have a formal request to ask of the board as part of my presence tonight for the 25 years of our existence and partnership Cindy talin keml has been our designated appointee for our board representing the Rock Hill School District as part of our new legislation we need to have her position appointed by The Rock Hill School District board since we need to have at least half of our board appointed by elected officials hence you Cindy is our current board chair but has served in many capacities over the years has been a key conduit for making our partnership a success has served as an example of how to Foster collaborative
049Partnerships with Community Partners on a personal note she has served as a mentor to me since I was new to this field my landlord for our primary offices which included four moves and even joined my wife right there and program administrator to tell me that when that I was done delivering food boxes during the pandemic iic after I dislocated my shoulder she is and has been truly a great asset to me and to the Rock Hill School District so I respectively ask that you appoint Cindy as our official York County First Steps board appointee for the Rock Hill School District additionally in recognition of this excellence in Community Partnership I would like to give the Rock Hill School District this award from York County first steps for the unfailing support that has impacted the lives
050of so many children and families for over 25 years [Applause] I think Cindy should be in the picture should be in thect and and notice how I'm making Dr schy car it because it is beautiful and I do not trust myself um so thank you uh Mr Lis for those wonderful words um and I think I can say safely speaking on behalf of all of us how much we appreciate the partnership and the outcomes that we see in our students that have for decades um my question to you is is there a specific time frame that you are underneath under when it comes to this by June 30th phenomenal so uh you have time then my question would be I'm assuming that this is a recommendation that you support as well is to put this
051on the action agenda for our June business meeting and obviously our Communications Department will communicate out uh to both you and Miss tomin Kimo and as well as your wife um to to make sure that you're present uh for that vote to take place very good all right any other questions okay comments just thank you for all the work you do thank you thank you thank you so much I I would just like to make one comment let me Miss Douglas if you if you get a little closer to the microphone thank you can you hear me now I can okay my my comment is more of a compliment is because of the first step we have a lot of children coming into the regular classroom setting knowing a lot of materials especially just knowing
052their full name correct name because they received so many nicknames and not only that being able to some of them come in being able to read some and a number of things so that push us a step forward a little ahead them being in a program and as first step and all the others thank you we appreciate the comments and the partnership thank you so much thank you thank you and next month next up Dr Martha Edwards good evening um I requested to speak tonight to provide another perspective to the policy proposal by Mr nozle at the last school board meeting at that meeting he brought up concerns about a transgender girl using the girls bathroom at Rock Hill High and the distress that it was causing for some other students at the school I
053know that all of you are serving on this board for the same reason that I decided to become a pediatrician and that is that we all care deeply about children I currently serve on the South Carolina State Suicide Prevention task force and I also work on the York County Mental Health task force focusing on suicide prevention there as well as a member of both of these task forces I can tell you that we know that students in our lgbtq community have the highest rates of attempts and very high rates of completed suicide in my many years of practice at Rock Hill Pediatrics I've walked difficult Journeys with many many patients who are struggling with difficult problems such as depression anxiety eating disorders and yes even gender for you I'd like to share a little bit
054about the challenges I've seen in my office in my 30-year career 25 of those spent at Rock Hill in Rock Hill I've cared for children and their families for suicide attempts severe depression and anxiety which we know again those rates are higher in lgbtq kids who identify that way I've cared for children who are homeless some with special needs who attend this school district I've cared for Hungry children who often come to my office every visit asking for a snack I've definitely seen kids who are afraid to go into the bathrooms at school um but those were due to the drugs being sold there bites causing severe concussions or vaping in the Stalls I've seen kids abused and groomed by relatives and pastors sometimes for years I've seen lgbtq kids who are terrified to come
055out to their community at Large even when they're fully supported by their parents and by their friends I had a 12-year-old last fall a biological boy who told me that her parents use she her pronouns at home and then this child went on to say but I don't feel safe doing that at school I don't feel safe being myself there I also wanted to share what I have not seen I have never had kids who came to see me for a an urgent visit who were terrified to wash their hands alongside a transgender girl in the bathroom in fact I've never had an encounter with any child who came in due to being harmed by a transgender person ever I think we all agree we don't want any student to feel unsafe at our schools
056but we may not be able to avoid having some people feel uncomfortable from time to time we know that students can't learn when they feel unsafe their brains can't process that information their cortex shuts down on the other hand learning is sometimes best accomplished when we all feel a little bit uncomfortable and when we feel compelled to seek out different perspectives I think our shared goal is to minimize harm to all students teachers and school administrators seek to do this every single day I do not know the students affected but based on my experience erience following students who have struggled with questions about gender and based on my experience seeing their families advocate for them and for their well-being over the years I would venture to say that the transgender student who requested this accommodation
057had also felt unsafe in bathrooms possibly felt very afraid in bathrooms perhaps for many years and I think the option of using a unisex bathroom is is a good one however again singling that person out and and having them sometimes go way out of their way those bathrooms sometimes are not AC I've been in the high schools they're not that accessible to students during the day um again not knowing the people involved but based on my experience and my practice with families I do know well I kids with special needs or have who have been struggling in some way often have a very difficult time asking for what they need and advocating for themselves even with the support of their parents it's hard to go to an administrator's office and ask for an accommodation like
058this one so I suspect this request most likely came from a place of extreme bravery and even extreme desperation to get help feeling comfortable and safe as they go about their day as a friend of mine and the mother of a transgender girl said to me me when I told her I was considering coming to speak tonight she said I suspect that that student just wanted a safe place to pee another parent of a transgender girl recently testified before our legislature and she said the following I ask you as parents think of your child as they're sitting there asking for help and you can't give it to them I'm really hoping you'll think hard about this and the lives this really does impact because as parents we don't choose this journey for her oh my
059goodness this is a painful Journey that was Rebecca Bell and so I just want to urge you in order to avoid singling out and causing harm to a small population of students who are already significantly struggling I think it's best that we trust the administrators and teachers that we've hired to serve all our students and Trust parents to do what's right to try to help their children that's all thank you thanks for listening thank you Miss Edwards or Dr Edwards Dr Edwards thank you so there is a couple of things that I think was um we have some questions yes um do you have some questions for Dr Edwards yes yes Dr Edwards um are you advocating for males going into female restrooms so these are B I don't know if you've ever been in
060a female restroom but not okay so there you could come I'll go with you right now I was asking you are you advocating for males I am I am advocating for transgender girls who are biological boys that it is very safe for them to be in a closed stall with a locked door and walls between them to be in a bathroom with girls yes I just want to be clear you are advocating for males to go into female restroom and locker room I am advocating for transgender girls transgender women that I think that it's I think that it's safe and I think that it's fine if if there are not unisex bathrooms available so you were saying a male a biological male up like a female should be allowed to go into a female restaurant
061sometimes when they've started their transition they they look much more like a girl if you I think you would feel uncomfortable standing next to that person in in a mail bathroom you don't know me so you please don't tell me how I feel well I don't I don't know how you would feel but I think many people would feel uncomfortable standing next to a a transgender female in a men's bathroom so when you talk about a transition are are you talking about a male who has an X and A Y chromosome you talking about replacing the Y chromosome with an x chomosome no I'm talking about sometimes taking hormones to sometimes these people from a very young age and I don't know if youve again I've followed some of these kids from a very young
062age their parents like as this parent said this is not something we want for our kids these are very difficult Journeys and the these children often really prefer dressing up and it's and you think okay it's a phase it's going to go pass sometimes it does um and and sometimes it doesn't and so when those kids be come to puberty start to feel very distressed they often have much more anxiety and depression Behavior outbursts um major difficulties with with um conduct in school and often when they do when they are allowed to transition their parents will tell you that that was sort of the answer that they and the people that you know testify on this um are very outspoken that that this was what really made them feel more comfortable when you say transition
063they don't actually become male they are males that they have female characteristics and they they identify as so you're talking about a chromosomal biological I'm talking about about gender and that is a think an identific do you think gender is a social construct I think for many people it is what um where did you go to undergrad um I went to Brown University that's an IU League school it is um did you take some social science classes while you were there I did take some linguistic classes did be George LOF Mark Johnson books I didn't those two they talk about um social social constructs like what you're saying like words are flexible they don't really mean anything a boy doesn't mean a boy a girl doesn't mean a girl it's just whatever you think and
064that's what you're that's what you're saying what I'm saying tonight is that I think that girls if you go in a girls bathroom right now there are stalls they are very private the doors lock there is no no one stands there and watches anyone else pee I don't know if the women in this room have but but you don't I that would be very weird um and the only time when you might be standing next to someone would be when you're Wasing your hands usually you don't talk much and you leave um do you have children in our schools right now I have had three children go through the Rockville schools when did they graduate the last one graduated in 2020 I think she was or 2018 maybe anyway she's she's 24 now now so
0652018 and you um where did you go to Medical scho University of Virginia so there are a couple of oh I'm sorry you done I was yeah go ahead you are here on your own behalf nobody from you're not advocating for Rock Hill schol nobody in Rock Hill school I'm here to advocate for students um for some for a small very small population of students and to me this is a very it's a very individual problem that I feel like administrators that everyone struggles with the student struggles with it you know the parents struggle with it the administrators the teachers and I think that everyone's doing their best to come for each individual student to come to the best decision and to support them learning girls that are in this bathrooms they struggle with this
066I'm sorry and the girls that are in the bathroom struggle with this right and I think I don't know the situation however I think that they may feel uncomfortable or discomfort whereas this other student may feel very unsafe in a boy's bathroom so I think that there is a couple of things that we probably should highlight at this point um this is coming out of discussion at the last board meeting and based on both of our speakers tonight um I don't think that that entirely of that communication was was was watched rev viewed because this communication was brought to us because the single stall situation that has been an accommodation that we have been doing was not amendable in this situation right so that that's that's sort of the foundation of it um as a
067board we are responsible for the Safety and Security of all students and sometimes feeling safe is a perception and sometimes it's something that's tangible or or provable but anytime that you have a rather large group of our students that are communicating to this board that they do not feel safe in their learning environment it is Our obligation to address the issue that said at the last board meeting we did not take any action we discussed it uh and the final outcome was to get legal opinion to see where we what options we have because it again our job is to make sure that all students feel safe and secure and um I don't think we can value one group's safety more than the other or individual versus a group but the reality is I I
068just want to be very clear to say that there were o accommodations offered as has always been we in the you know the past decade or so within rockel schools so that needs to be said number two is if you look at the learning environment for student student um you can go back to mass Law's hierarchy of needs or or other things and look and see that the most important part after your physiological needs is the need for safety and that goes for all students all students and yeah I think um you know it is not our job to report the number of students uh that uh had concerns but there has been significant numbers so yes Mr B you covered everything go ahead okay anybody and so my question too is has have we
069discussed with the student who asked for those accommodations has have you sat down with that student and their parents so that is uh false under the superintendent and the principal and the administrative team but it is my understanding and I can see that Dr schaly is nodding so yes that's all I'm asking yes I just want to make sure that you consider that this is not there's another group of students and it's a small group of students but they they do struggle their parents struggle and I think that we need to care for them as well so and attend to their needs and just keep those in mind thank you thank you thank you Dr Edward uh next up would be presentations um and we're going to start with a quick legislative update specifically as
070it relates to our budget and it's coming from Miss Terry Smith our CFO good evening good evening thank you for allowing me to provide a legislative update tonight Miss Smith I think if you can be a little closer to the microphone that would be helpful for our viewers thank you yes you got it so thank you for allowing me to provide an update on the legislation tonight uh last week um Thursday was the last day for the regular legislative session and as we expected last week the house did not agree to the Senate's version of the budget so this means that the general assembly has yet to approve or adopt a state budget so it is anticipated that the general assembly will be returning back to provide their conference report June 18th through the 20th
071the biggest difference for Education um between the two versions is the allocation for the state aid to classrooms Revenue the house maintained their allocation of $230 million and the Senate only allocated $200,000 so that's a $30 million difference the final allocation for the state aid to classrooms um can be any amount between 200 million to 230 million the other big budget impact to school districts that we are waiting a decision on is the allocation for employer health insurance Revenue so the employer cost of our insurance health insurance is going up 11.8% um so it is unclear how much revenue we will be receiving in order to cover that cost so we do not know whether or not that is fully funded the board economic advisors will be providing an updated Revenue projections to the general
072assembly any new money that is identified can be appropriated uh by the conference committee so there are still a lot of uncertainty um of what our state revenue is going to look like for next this upcoming year and we are continuing to monitor closely at what's taking place at the state level as additional information becomes available able and we have a much better idea of where our state allocations uh will be then we will be able to finalize our proposed budget thank you Miss Smith and um we have any comments yeah the state loves uh giving us a opening kind of budget every year don't they yes sir so I guess we'll have to navigate this again on our own and I think depending on you know the time frame that we're hearing it seems
073like we may not have an approved allocation until the latter part of June they're now going into committee with three members from each side um so we will see um one of the things I want to make sure that I'm mention as we speak about this because I've heard a lot of comments or or things coming out of our you know some of the districts in this side of the world uh or rather in your county um right now no one can approve a budget based on Al ation that have not not been approved yet we don't know what the base pay for teachers are going to be nor can we know how we're going to be able to um offer the most competitive package so it is incredibly interesting when I see other districts
074communicating certain numbers as their um intended to pay because obviously um no one has approved a budget nobody has numbers to base that budget on I think what we all know as we're sitting up here is that we value every single employee and we're going to do everything in our power to be good stewards of those money and make sure that we can um compensate our teachers and our staff in the most competitive of fair way that we can uh but again the reason why you haven't seen any specific number being communicated out from our district is because we can't do that before we have allocations in an approved budget that would be unethical so just wanted to kind of note that yeah so if our teachers and staff will bear with us and thank
075you Terry for all you do I know this is makes your job a million times harder when you're trying to plan a budget and you don't have all the numbers so thank you and your team thank you Miss Cole yes thank you thank you so next up we have a series of uh presentations from Dr wils uh we're going to start with the return to in-person instruction plan good evening Madam chair board members and Dr smallsy um the first presentation that I have is actually the sixth presentation for the safe return to in-person instruction plan for the district uh it is directly associated with um our Esser funds that we receive and actually Miss Smith and I work hand inand with this information and um this being the sixth and the last time uh as
076she applauds uh for us to have to um provide an update the update to this plan was the simplest that we've had had it was changing one date in the entire plan and that was simply um an update that um the state uh did for uh some of the um accommodations with uh the uh covid um information and all of the rest of the information was the same uh what we're asking is that our community provide us some feedback um the last time we um offered an option for feedback was in the fall and we had over 600 responses and feedback we opened up the feedback portal on April the 19th and we have had little to no feedback up to this point um if we could um get uh some of our community members
077to look through the information that information is used in a report that m uh Smith has to do uh for the eser monies uh are there any questions about uh the plan that we initially shared actually back in April and a second time uh for the board meeting this week I don't believe so I'll accept that so this is this is the last time we're going to talk about Co and everything else I can't say this is the last time we'll talk about this return as mandated by the state um perfect so next up would be the cognia report overview also Dr BS yes um there are actually two reports um what I will start off with is our district report um our district um started actually back in um the summer working towards our
078cognia accreditation um this was a team approach uh if you look on the memo that I provided I have outlined the team members for our district cognia team and we also uh simultaneous with the district um team was a um a similar team that was going through doing the accreditation for the Early Learning uh accreditation which is at Central Child Development and we have Mr Damon Ward here who is the director um who may join us if there are any questions about their uh portion or their it wasn't a portion it was actually their um accreditation project that they did uh what I would like to do is to go through and just highlight some of the information that is in the report and at the the end of this uh we would be able
079to um unemaro this information to provide it uh to our um Community stakeholders as well as uh to our schools in particular because we had um participation from uh teachers administrators parents um and students as a part of the accreditation for the district uh if you can see one of the monitor as well as it was in the packet I'm just going to go through quickly and highlight a few things that are that are in the um the presentation cognia again is the accreditation agency what they stress in their accreditation is continuous Improvement they provide a definition for what they consider being continuous Improvement and we have talked about this um uh especially over the last um six to eight months uh we have embedded The Continuous Improvement um notion in everything that we're doing
080as far as a district uh is not a pursuit of perfection it is a pursuit of continuing to improve on what it is that we're doing um how does accreditation align with um everything else that we're doing it's how we support um that accreditation is looking at how we support our goals our strategies and our actions um the accreditation process through cognia looked at feedback analysis in the form of surveys for families Educators elementary students and middle and high school students we also looked at the four areas um four characteristic areas um for climate of uh culture of learning leadership of learning engagement of learning and growth and learning and we had um performance areas that we provided n atives for for stakeholder feedback student performance and environment our environmental analysis um they rated us
081on stars going from one star up to four stars where four stars is definitely the best uh where it says that the district uh demonstrates no noteworthy systematic um and systemic practices and what I wanted to do was to Pro provide add to you there were um six narratives that we had to write as a district one of them was on stakeholder feedback analysis uh for that particular analysis our district scored a four stars um where the average for um the cognia network was 3.1 stars on our narrative for our student performance um our student performance analysis we scored a four stars with the average was a 3.1 for our learner environment analysis we scored a four stars uh where the average was a 3.0 on the culture of learning we also scored a four
082star four stars where the average was a 3.1 and our leadership um of learning narrative we scored a four stars uh where the average was 3.1 and and the engagement of learning uh we scored a four stars where the average was a 3.0 those were narratives that ranged anywhere from two pages to nine pages long where we had to do an analysis of where we see ourselves and provide um documentation to support how we see ourselves as a district and our evaluators um through their ratings in those particular areas said that we did an outstanding job rating ourselves and um providing documentation to support those ratings and I'm sorry I left one out growth of learning we also had a four stars there out of 3.0 uh the next thing that we had was we
083had 30 standards that we had to go through and rate ourselves on those standards and again provide documentation for those standards um the first set of Standards was the culture of learning standards there were six of those those standards um we rated ourselves and our evaluators also um agreed with any adjustments that we average the 3.2 uh in that particular area also looking at the network um average of 3.1 the next area was the leadership uh for learning standards there were nine standards there we average a 3.0 and the network standard is a 3.0 the next area is engagement um of learning standards there were eight standards there we averaged a 2.3 and again that's a self- evaluation with those standards and the network average was 2.8 so this is one of our areas you'll
084see in just a moment that we'll be focusing on over the next five years to do things uh to ensure that we increase this uh engagement of learning St standard the next one was growth of learning standards there were seven standards there and in that area we averaged the 3.1 where the network St Network average was actually a 2.7 and that in um concluded the 30 standards that we had to uh again rate ourselves and provide um justification and documentation for those particular ratings The next part was uh an Insight uh Insight that was provided by our evaluators on the four areas of culture of learning leadership for learning engagement of learning and growth of learning and that is simply just um a small um introduction really into a narrative that they provided for us
085but that uh introduction gave you an overview of what they thought and all of those were very positive if you've not had a chance to read through those but these are the things that we'll be looking at for our continuous growth our noteworthy practices we had uh four noteworthy practices that came from four different uh standards um of the 30 standards that we had and these are things that we have in place that are solid and that we can continue to grow on that's um standards 3 7 5 and 2 9 then we have areas of improvement and for those areas of of improvement we have standards I mean 16 17 standards 21 and 23 as well as standards 19 and 20 that we will be working on to improve and most of those standards
086if you go back and look those are going to fall within that student engagement area that we know we need to focus on the next thing is our overall rating um what they call the index of Education quality our overall rating was at 315 315 where you can see um the low rating is anything below 220 the mid range is between 220 and 300 where cognia average um Network average is actually 253 our rating was 315 as a district then they provide some next steps for us and that is to look through our report which we have done um as a team and we we will be working on even more over the next couple of months uh look at those strengths look at those areas for improvement um they also said to celebrate uh
087our accomplishments that we have and then look at how we can use this in our continuous Improvement um journey in the next two and a half to three years cogne will come back back and look at those areas of improvement to see what it is that we've uh implemented and sustained to improve those areas and so we are already working on that a lot of that has already em been embedded in our um strategic plan as well as in uh several of the documents especially our Rock Hill schools and constructional framework um will actually take care of a lot of those areas that were identified as areas for improvement I will pause right here to say are there any questions that you have about um the district plan the district review uh yes um oh
088so I have a question one I want to say um everything looked you know very good good and a lot of the things that kind of the needs Improvement are a lot of the things that Dr SMY is is working on um but I did have a question in regarding um on some of the things like the engagement of learning standards and it has Network comparison um for engagement of learning standards our institution in 2.3 Network average of a 2.8 but is there a number of you know what it could be is it a up to a four five 10 up to a four it's up to a four all of these are on a scale of four all right thank you anybody else um yes Miss Cherry I had a question on the portion
089that we had a low score on that uh emphasized diversity and inclusion and it was in the to are there efforts being made to work on that do we need a diversity training for all the teachers there are there are things that are in place that um we have been working on for several years that um are in this as well as other State uh standards that go through everything from Human Resources to our uh for 4.0 um strategies and rubrics that have to be used with our teachers um and their evaluations on a yearly basis so all of that's embedded in things that we're working on yes and so that the training is ongoing and uh it's it's part of what we have to do again because it's part of the state standards for
090all of our teachers uh for their um to ensure that they keep their um uh accreditations to be teachers so I know uh at the P past board meeting there was some conversation regarding um uh the students we serve and and students who who are uh electing to go to other options uh in our area there were some data points I believe that were asked by Mr Burns do we have those we in power school we are able to see when students um transition out of our school district and we have to put a code in and it's actually a state code uh so we have to we have codes for students who go to a um charter school we have uh a code for students who go to uh transition to home school um
091there is no code for private school but we're able to we have a code that kind of catches a several different areas so uh what we have is for the last three years from August of 2021 up through um this month the number of students that have transitioned to private school um and have not returned and the reason I say it that way because if they've returned we would have to change that code it's been 84 students who have trans transitioned from our district to a private school is 84 uh number of students who have transitioned from our district to a H school is 208 and students who have transition to a charter school which could be in state out of state um it even could be for a family moving uh we can't really
092tell we just have that it's 500 um 535 students that have transitioned to a charter school as a point of clarification uh SC virtual would which category would that fall under under a charter school that would fall under Charter School okay thankk you well I went ahead and called all the local charter schools and the private schools in York County and just got a number it's about 4,219 kids they told me over the phone so just that in South Carolina it's about 3.7% of kids are homeschooled so it's kind of roundabout numbers whatnot each kid uh got in touch with the state department and each kid is worth about $188,000 you know how much money that is if we were able to capture all of those kids so they have 4,000 you're math yeah you're
093math yeah but they have 4,000 students 4,000 in York County 4,219 but are those students all K through 12 but are are they all from Rock Hill or some could be uh most of them are from Rock Hill yeah but Westminister they have about 754 kids something like that so some of them could be from uh say Fort Mill or something they could make the drive down uh Legion is a capacity with a 200 person waiting list uh they're you know they they're at uh 620 kids I just did the you know I just kind of running figures around we're missing 65 million to 75 million depending on if we started actually competing going for these kids what we have for the last three years from Le going to Legion is 128 is what we
094have um going to Legion in the in that time frame that I gave you and to ypa 152 that yeah I'm just going about what they have in their schools today M compared to what we have in our schools today so there's there's a market sh I'm going to guess around 20,000 kids that we could try to compete for and that's where I'm I where I'm going but there's a huge market share that we're missing and as a business person I think you know we should look and find out what is attracting those kids to those Charter Schools what can we offer maybe attract them here maybe like soccer and Middle School there's program they have programs for that we don't in Middle Schools there's a lot of things we can look at just numbers
095I just wanted to know get an idea but we really don't know how many kids we have in York in Rock Hill School District do we how many students we have how many kids do we have in Rock Hill School District compared to the amount we serve that are in Rock Hill yeah I mean there's there's really no way for us to be able to know how many without a census of of school age kids I I think the challenge that we heard in the past when we've done that with with demographers is that if you have a student that is all attending our schools and leave we can capture that right but if you move into Rock Hill schools and never roll your children in Rock Hill schools there's no way there's no database
096to capture that part yeah I I think the the bigger picture here though is you know as long I I agree wholeheartedly with with Mr Bur says but in addition I think we need to be very cognizant about telling our story because competition is very good about telling you you know and marketing and and I don't know that we as a public school system always is um specifically offering some of the or telling the story about some of the know things that we offer at ATC and our dual enrollment opportunities and and things like that but for sure yeah I mean like you said what we had the students that we were able to show today Barts that many of those programs don't have an option yeah I agree with Miss Miller I was going
097to say the same thing is we need to do a much better job of telling our story and all of the wonderful things that we have happening in our schools um I work with students from um the charter schools and the private schools and things all the time um through my job and the things the reasons that they tell me that they're going to those schools most of it is things that they can get from our schools um with being able to graduate with um college credits and things but if we don't get that out there and their parents are hearing you know these great stories from other people better than we're telling ours um they don't know when they going to you you go by uh you know when you're Mr Burns likes to
098talk with the the cars and and things you know hear the the dealer that's putting things out there more and talking about their their shiny things um so we just need to get it better at telling our story and work you know there's definitely things that we need to work on um but I think that's one of our our number one reasons that we're losing students but I think it's also important to listen to why people are leaving and addressing those concerns or tell the story if they are don't know the things that we're offering so yeah exit exit interviews I I I agree we have to do a better job communicating we have to do better J marketing I think we need to start with our website one on the website today and just
099on the website Co is on on CBC says the same as we don't have a flu button on it turns people off and we can fix that we have a tremendous fine arts program we have tremendous athletic programs we have great teachers we have so many things to offer we we just we just have to communicate everyone needs to know when we're having plays at different schools people need to be able to see the results of the games and it really it's not that hard businesses have great websites all the time no reason let let me ask one question and that is um with homeschool it used to be at a time where their program had to be okay by a school district teach at home the particular program that they going to use and
100everything because it needs to coincide with the state to a sense if the children going to be at home expect to graduate and all that kind of stuff do we still have that or it just left up to whatever I want to teach my child at home um that is going to be better answered by someone from academics and accountability I knew I do know that parents have to provide us with some documentation as to what what how they are going to pursue the homeschool schooling and there are options for parents to work directly with the school district and in tandem for that as well and so that's how we're able to label if a parent says that they're doing it uh through homeschool we ask what homeschool Association are you using but that's as
101far as it goes there's no checkin that we because they don't do State Testing through us if they're doing homeschooling that is completely up to the parent as to how they're going to do that maybe that's something me get through uh hotline a more detailed answer from accountability on so that we have all the information regarding your question if we can have accountability give us more information on that in hotline I'd like to know also how many what is the percent of the students that leave and coming back because I know at one time we had a lot of students coming back just to play football at southp well they now um and it's been this way for a while they don't have to come back to participate we have a number of students who
102are at ypa and now at Legion because Legion has now um they no long no longer have a football program um we have a number of those students who attend there and participate at one of our schools as long as they don't have a um a team at that school they're eligible to participate and there was um legislation that was passed recently uh it was at one point it was only open to um school students who participated in a charter school but now it's now open to private schools of a certain number if it's um less than can't remember what the number is but it's you know a pretty low number two 300 students or or fewer than they are eligible to participate um in their Zone schools so they have to live in that
103zone in order to be able to participate thank you thank you anybody else yes sir one clarification are we losing more people than we're getting each year with the with the numbers that again it was around over the last three years we accounted for just over 800 students who had left um the difficult part with finding out who goes and comes after they come back we have to change the code and once we change that code we don't have a way to go back and see where they you know that they had left at another point and that's just how power school is set up that we we can see them when they leave we can see them when they come back but to be able to see the back and forth part of it
104um without pulling something every day and having a huge massive amount of information that you then have to there's no way to be able to do that I just mean as simple as there's people moving in into the district and then there's people choosing to leave Rock Hill Schools are they balancing out or are we losing more people like last year did we have more students last year than we do this year the count I would have to find out what the what the exact count was we were around 16,500 um students last year and my understanding we're still we've been pretty stagnant I guess is the best way to say it as far as growth is concerned the last numbers I got when I asked for them probably about three three four weeks ago
105um was a small growth but um we haven't shrunk I will also say that I believe that the incoming Freshman Class um or the freshman class for high school is one of the is probably the largest we've ever had and they came from our Middle School correct but some of them are also folks that are returning back from from other educational opportunities to come into high school but it also means that we have to be accountable and deliver so that they will stay with us thank you yeah okay I will please ask the um audience to be mindful that this is not a commentary section so next up um un if this uh we have segment is over we have well we have another segment for the Early Learning accreditation which is very similar um
106I'll be able to go through that very quickly um because again both of these are parallel processes that um the uh Central Child Development Center um spearheaded their portion of it uh you'll see that all of this information is the same the four stars uh the difference here is they did the same type of um feedback analysis that we did as a district but you'll notice that there was no comparison between other institutions uh because the institutions um are worldwide and they differ but you'll notice that every one of their areas they received four stars four uh from their um from the accreditor who came in and did um their accreditation for leadership for all of them they receive four stars I was there uh when she came in to do the final report and
107she uh exclaimed that this was a um a gold star institution that uh a lot of different places in South Carolina and around the world could really learn from uh what is being done at our Central Child Development um they provided uh overview of observation results this was a comparison of um I think it's eight different areas where they got a 3.75 average out of four uh which is outstanding um um the in U insights from the review those same four areas that I talked about for the district they had those and they were um commendable uh in in the Insight that they provided noteworthy practices um there were um two noteworthy practices and the standards that those align with and there was one area of improvement uh that uh the she uh elicited help
108from the group to help identify and that was really to improve parent involvement which is difficult when you have students there most of them are there for one year and they're gone so but Mr um Ward and his team has already started working on some things that they can do to bring parent involvement in and again the index of Education quality the same um below 220 uh would be a needs Improvement area the average fall between 220 and um and 300 anything above 300 is excellent they scored a 360 which is outstanding for um for an institution and the next steps their next steps pretty much parallel what our next steps are for the district and I just like to commend Mr Ward and his his um leadership staff and his faculty and staff if
109you've not had an opport opportunity to go over and visit it is a wonderful place uh to see uh how those three and four year olds um operate thank you okay do we have any further questions regarding this or can we move on to the policy for sunscreen for students for first grade sunscreen for students Miss Carell is going to be in the wings uh if there are any questions but uh these two policies uh came about the first one is actually a brand new policy uh for um the state um and it is to ensure that students are allowed to have sunscreen at school um but it also puts parameters on it where it says that faculty and staff are not obligated um to uh administer or apply uh sunscreen on students and there
110are specific kinds that they can have they cannot have the aerosol sunscreen it can only be uh the liquid sunscreen and um again if you look at the policy we are our proposal is the model policy that was sent to us uh and it is again brand new anything that you would ask add Miss Carell any questions from the board regarding sunscreen so miss Carell you did not write had to write four paragraphs to say right um any any questions a couple of you guys might need some from the top of the head look we've already talked about that over here tonight so well um I guess then we and this will be up for second and final read in June and then we have a another policy which is EpiPen or the use of
111epinephrine Auto injectors yes um this is a um a revision to a policy that we already have in place and there are several changes one of them being the name of the policy uh going from use of EP nephrine um Auto injectors to use of life-saving medications and the reason behind that is uh in this policy it's actually adding in two additional um medications that uh we would um need to have on hand in our schools and that being autol uh which will be used for um students who may be having an asthma attack and for naram um which would be used for um I won't say students for anyone in Theo school that may be suffering from um some type of exposure to a foreign substance um right now our sro's in our County
112already carry this uh but this uh law would make it available for us to have it available in our schools and accessible as easily accessible as our um defibrillators are um accessible and so we will be looking at having to change out our cabinets in our schools to be able to house not only our defibrillators but um the auto injector for um epinephrine as well as the um uh autol and the Naran and I do have a follow-up question on that um is there a plan to offer training on how to administer an Naran for staff members because I'm assuming right now in the buildings it's only the SRO and and and our school nurse yes the SRO okay so would it still just be the SRO or are we planning on treating or training
113others uh So currently Narcan can only be administered by the SRO because it is the city of Rock Hills or York County Sheriff's Office Naran um so they are the the only ones on campus that administer that our epipens um our School nurses can administer or anyone that is train trained we have a training plan in place that we've had in place for several years um and we train those First Responders coaches uh teachers administrators to administer epipens um the Albuterol inhalers and the Narin would follow a very similar training process um it would be our First Responders most of our coaches are First Responders because they are required to take CPR by High School league so they kind of fall into that first responder category during the school day um and then you know
114any other staff members that um would willing be willing to be a part of that first responder team to include our administrators as well okay any other questions regarding the EpiPen or life saving device policy I have a question yes ma'am clarification rather he said a plan in place so has it not been implemented as far as training for teachers and we have a plan currently in place just to train teachers staff members on administering our stock epipens uh but we do not have albuterol or Naran um in our schools for Rock Hill School staff to administer our SRO have the Narcan to administer currently on campus well I know that a child can have an episode at any point any time and may need an EP um you said the plan has been in
115place for several years when know we're going to start the training we have we've implemented that so we have epipens currently in our schools now for a child who experiences a life-threatening reaction allergic reaction and needs an epip pin we we have that we've given several over the years um we have been very fortunate that we have had those on our campuses that that's already there that's actually the old legislation called the save act which is the existing legislation or or was the existing legislation now they've changed it to include these other two life-saving medications so the policy change is to continue to do our epipens like we have but to add Albuterol and to add Naran as life-saving medications okay I don't know if I'm answering your question I I kind of but not
116completely I guess I need to clarify my question the plan has been in place for several years we implement the plan that requires all teachers staff and other Personnel to be certified in using the epip pen and now the butall just the epip pen currently this policy is asking for us to be able to to use the Albuterol and the Naran in addition to the epip pin I guess clarification for me is it required for all of our teachers because you never know what child may come into your class or be in the hallway at a staff member or teacher somebody may be able to get that out of the child's pocket or backpack to inject them so we um we currently for epipens let's talk about epipens for epipens we have a we have
117our stock epipens that for a child that may experience some sort of life-threatening reaction but has no diagnosis of an allergy we have a group of people and it's a it's a large group trained to administer that particular EpiPen that's kept in our AED cabinets if we have a child that has a diagnosis of some sort of life-threatening allergy yes that particular teacher that has that child in their classroom gets trained on EpiPen so we kind of have two two different things there we have the ones that we know have allergies and we train any adult that would be responsible for that child we train them to take care of that child with to administer the EpiPen and then we have students who we don't have a diagnosis of anything we we had one um
118recently that we didn't know that the child was allergic to anything the parents didn't know the child was allergic to anything and we ended up having to give our fep pen the nurse was there so she was the one that was able to do that um but we we have a large number of people train what we don't like to do is train people that are not comfortable and are going to freeze and they're not going to know what to do we do the same thing with CPR we don't mandate anybody be CPR certified because we want you to be able to perform whatever the task is that we've trained you to do when it's time for you to do that most of our teachers and our staff in our building want to know how
119to take care of our students so we don't typically run into that problem thank you did that that answer a little better yes okay I just want to make sure we have as many people as possible certified yes ma'am to be able to emergency I don't see anybody else having any more questions regarding this um so with that it will be up for second read uh and Final in June as well and I'm going to welcome up uh Miss Morrison and Dr Barber for policy IH B IBB gifted and talented education and I believe this one only has a couple of words for of minor edit compared to what the current policy is that is correct chairman Miller uh we actually have a number of policies that we're bringing to the board yes and all
120of these policies really have to do with bringing the language because they were last revised in 2015 and so there have been a number of changes in the state number of changes in practice in the district and we want to make sure that the policy are up to date so the first one up is ihbb which is our gifted and talented policy it affects K12 or actually not K12 but elementary through U Middle School and you can see there is simply some uh word changes in policy ihbb that are in your board packet um it really just you know talks about just changing a wordage to specific South Carolina Department of Education approved programs because that is required by the state we can't just offer whatever we want we have to follow um programs that
121are um that are approved by the Department of Education can I answer any questions about the changes to ihbb I don't believe there are any so moving forward with policy IAB and its administrative role report cards and progress report okay all right so this one uh We've updated to really bring it in line with current practice with Parent Portal in the district and so you can see the change in language there is that schools are required to send digital notification of student progress at the midpoint of each grading period so that would be progress reports uh in addition schools must send written or printed notification if requested by the parent or guardian and we wanted to make sure that that request can be made at any time during the school year so that uh families
122can get the information that they need and then there is a change related to Elementary and again this is a currently a practice for kindergarten first and second grade students but um they receive standards-based quarterly report cards um they receive a proficiency scale of one to four and we just wanted to add Clarity to the policy that that is in practice and we are excited with the new standards that that um report card will have a refreshed look and we removed the administrative rule you can see that all the language in ik um AB is struck the reason for that is because it's simply redundant there's no need to actually have it can we answer any questions about IAB I don't believe so so uh then moving on to ik and ik- R promotion retention
123and accelerations of students for first grade yes ma'am all right so with ik promotion retention and acceleration of students you'll see that we changed to some like minor language in the policy uh to make sure that it indicates you know current language related to multi-tiered systems of support or mtss and the correct actual assessments that are used in the state at this point and so those are the changes to ik the policy there are more extensive changes actually um board members to the administrative rule Iker because this has to do with really how things are actually implemented and so uh you'll see that there are no changes I believe well there actually a couple of changes to kindergarten through grade five you want to talk about that Miss Barber certainly just under acceleration you will
124notice we are just simply naming responsibility of who will spearhead that process that was very vague we have um a process in place that we're very thorough about such acceleration and so we want to just make sure that it's um spearheaded um and that that responsibility was there and so when you see when you look at grades six through eight uh you'll see that we Chang uh the minimum grade to a 60 because that matches the current 10-point grading scale and we also added uh the current um we've been doing this at the middle school but students may take up to two course subjects in summer school and failure of three or more core subjects will result in retention principles we're putting in place uh a policy we put this in place last uh summer
125but if uh we have an instance where it is warranted and they're extenuating circumstances like the student is a transfer student or there were family issues or other uh um or other extenuating circumstances the student could potentially take a third course during summer school so that is the changes to the Middle School um uh administrative guidelines the big change and I always like to draw the board's attention to anything that we really need to make sure that we are aware of of is under grades 9 through 12 the state has introduced new the state has never really defined uh what the number of credits that high school students would need to earn to move from 9th to 10th grade 10th to 11th grade and then 11th to 12th grade well that is now in place
126and it actually started this year and with our current ninth graders as they move into 10th grade next year and it actually counts as part of each High School school school report card um under an on on track graduation metric that was added to uh School accountability and so the changes that you see here actually bring um our district in alignment with State expectations and how our schools are actually being assessed by the state when it comes to the school report card and I think it also the change because these are greater numbers of credits from year to year to year and uh but it's not over the final number of 24 credits um at the end I think it also reinforces um the rigor of what we expect in Rock Hill schools and what
127we expect as students move toward a diploma um the thing that the board probably needs to keep in mind is that when we put this in place we know right now that of our current ninth graders about 85% of of them already meet the higher standards so these are not out of control these really are fairly reasonable but we're going to need to do very very serious communication next year as we as students are um advised during their individual graduation plan meetings and they we use the new promotion standards at all levels as they move into their next grade level in 2526 um that is going to be it'll be a surprise to a number of families so communication is going to be really key and we're actually looking at the data right now to
128see how many students it might affect so for example uh next year so currently a student who is moving from 10th grade to the junior year they have to have 10 credits well with this they would have to have 12 credits and academically that's what we want for students anyway you know but to a family they might get surprised because of course we have the prom during the junior year and they have to be juniors in order to go to the prom and so making sure that communication is there is going to be really important and the other thing analyzing the number of students this might affect is going to be important because uh my department might actually need to put some extra opportunities in place for students to earn credits to make sure that
129they can meet the requirements of the new standard but we just know I want to make sure that you all know that it would be a significant change probably for a number of our families and then with that I believe those are all the changes to the administrative um guidelines can I answer any questions or would is there anything you'd like to discuss I don't believe so uh so I think that oh sorry um thank you are these changes driv by state so Mr Nole they are driven mostly by the state most of the changes that you see here are driven by the state um I will say that when it comes to the grade 9 through 12 the promotion credits the state actually really just requires the minimum of um six 12 and 18
130units but and it really they really focused just on math and um Ela on English and uh we wanted to make sure that we also include science and social studies so we are going somewhat Beyond just minimum state requirements and I was concerned initially we right yes sir yes sir very important in South Carolina very important in general any other questions I don't believe so um can I just say one more thing if our numbers come back and there are any particular concerns I'm going to make sure that I communicate that with the board prior to the final vote at the next meeting so I just want to double check everything and make sure that we're good to go sounds good um and I believe last but not least is ikf and its rule graduation
131requirements first read all right and so with this particular uh this is um just a straightup policy there's no administrative guidelines to this this simply um board members reflects the change in credit requirements in South Carolina so uh we don't have anything in addition to that we would probably not be able to um require anything addition to the in addition to this but you can see that um really the only addition is a 05 personal finance class which then reduced electives to 6.5 and I believe that's it um there is I did make one more change on the second page and I removed the one half unit of credit carried by the keyboarding course account for the computer science credit the only thing is the only reason for that is simply because that's not accepted
132by the state anymore and um and then I talked with our director of adult education and their requirements are staying the state the same can I answer any questions I don't believe just G to say how happy that makes me see personal finance included in here it's just so more important than anything these kids could ever learn but anyway exactly and um and just probably for your benefit Mr Burns um I will share with the board the syllabus for personal finance and where a lot of those resources can be found because it is the state has done a good job pulling that together and we'll be doing a good job instituting that next year thank you to both of you um so next up is Safety and Security update and that would be board member

134care of these of our daughters I think we just need to go ahead and vote we do have a policy procedural issue with that because we per policy have to seek input between between reads so uh we can put it up on the agenda for the June meeting okay and um but we have to follow our own policies in order for second for the second read That's does anybody have any questions anything they want to add you said that you had information from the attorney general um it was just it was just a phone call and he has teenage daughters and he wants his daughters to be safe at school and he wants his daughters to be able to go into a bathroom with girls and not with boys well since this is such a
135big issue U it's not a big issue for me I would like to have the information from the attorney general and from our attorneys concerning everything before we can make a decision are you advocating for males to go in the female bathrooms right at this point Mr mosul my personal opinion I'll keep myself I just want all the facts first I just want to so you are not you you think that females should be alone in female bathrooms we're advocating for all students so I would like all back in information that answers my question anybody have anything else we continue to offer a private bathroom for these individuals we have and I think we it's my understanding that we continue to do that that's correct right okay all right thank you thank you um that

145I want and also with our budget coming up I want to see I want to see all hands on deck with the budget for the teachers I want to put all the I want the rubber hits the road in the classroom I want to see a 4- day work week legally all the legal options we possibly can have with that and look at the budget in every every possible way yeah be happy to do that thank you for that um we floated out a little bit to do some initial investigation uh but we'll definitely pursue it thank you for that and if you please could in that conversation also make sure that we have conversations regarding child care and how we serve all of our families if this is the path that we're going now
146yeah absolutely we have a lot of stakeholders involved in that so uh many discussions in the community will happen well let me ask just one question if we go to that what about the seat time with the children from the state correct so what Mr burn said we'd have to make sure that we're following the law seat time would be uh we'd have enough seat time to do that we might have to extend the day some M uh but we have more seat time now than meets the minimum requirement uh but we'd also ask for a waiver in certain cases for example um if we're looking at uh 190 days for teachers 180 days for students that's in law right so we got to make sure we follow the law yeah so we might look
147at wavering um other things that aren't affected by the law so that and I think about the elementary school right 7:30 in the morning and right 2:20 and that mean they have to extend the time for teachers to go do four days sometime sometime need it again we'll investigate it for our teachers we need to move heav than Earth I think our teachers need to be involved in it I'm sure you going do that for sure right that mean double up time get for four days cover I'm talking from experience okay Madam chair I miss we a Jour okay there we go I have a question oh is it possible to get clarification or have someone come in and discuss the bill that's going through the house and the Senate right now 3728 um I
148know we've had elected officials come in to discuss things before but I feel that so so we need to be prepared but for what's coming up and informed about what's going through the house and different versions and Corrections and amendments and all those type of things before it hits our District the only thing that matters is the bill that passes and it's signed by law by the governor until that happens that's what you're asking for is move no I'm asking for I understand what you're asking for I'm just saying it it hasn't been passed in the law and the governor hasn't signed it so there's no sense and worrying about until it happens don't know if it's even going to happen I think the challenge is that we don't know that it's going to happen
149um we have been receiving almost daily communication with deep and indepth resources is discussing these things from the school boards Association so I think that if individual board members have questions um reaching out to our legislative Folks at the um school boards Association and they can can can kind of you know answer what those questions are I'll be happy to kind of send you an email with whom to contact um The Challenge when you have elected officials coming in in the middle of an election year into our area is that if we give that microphone to one elected officials we're now doing it to everybody and this is not a political platform for anybody I know we we've been through that right and that's already happened we've had elected officials in and we are elected
150officials I would just like to keep updated as I was saying information on what's going through um so that we can be informed be proactive consider reactive as things are coming through I know different versions and I know that things have been discussed within the district as far as the superintendent is concerned I'd just like to be kept up to dat as to what's going on how you're processing all of this information and what may come down the pipeline to us yeah I would I would again what you said School boards Association has um people that do that that they stay a breast of that that they they keep notes on that they look at changes they look at um to reach out to them would be easy because they they keep all that in
151their database and we do pay a membership fee for all of us to have that resource but I'll I'll I'll send you their legislative contacts um it may be tomorrow morning but you can't call them on until tomorrow morning anyway and and that way you'll have an opportunity to ask questions and they have the most upto-date information I mean they're tracking it all the time and and Patrice you could read the original text at the State Health website you could actually see what's going on how the bill is moving through I understand that and I appreciate that thank you I do also know we have a a law conference coming up in August are any of us planning on attending I don't think registration has opened yet just opened it just opened okay yeah but
