001All >> right. It took me a little bit. >> Thank you for joining us everyone to this afternoon's board meeting. We are figuring out logistics up here because it is always a busy busy machine up here on the dis. So, I'm going to go ahead and call this meeting to order. Thank you everyone. If you're so inclined, please feel free to join us in the pledge. >> I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> Thank you everyone. And on behalf of the board, I welcome all members of the audience to this afternoon's meeting. This meeting is a working session of the board to consider the business of the district. The agenda

So today, our first order of business is the land acknowledgement. Director Tran, thank you. We take this time to acknowledge that the Northshore School District occupies the unseated coast sish lands that have been here since time and memorial. We honor the ways of knowing and ways of being of indigenous peoples and tribal nations who are still here and thriving in our district community. We also acknowledge that

004this is a working land acknowledgement that will continue to evolve as our partnership with local indigenous peoples and tribal leaders expands. >> Thank you very much, Director Tran. The next item on our agenda is the approval of the agenda. Would the board like to make any changes to the agenda as it's been published? Okay, I see none. Is there a motion to approve it? >> So moved. >> Second. >> Okay, it the agenda has been moved for approval and seconded. Any further discussion? Okay, seeing none, we'll call for a vote. And the agenda is approved. Thanks everyone. Next item on the agenda is the superintendence report. Dr. Irish. >> Thank you, President Cast. um have had many great school visits or since the last time we've met. I uh went to Ruby Bridges and learned

005uh my as a as a new superintendent to Northshore, my goal is to learn as much as I can about the uniqueness of Ruby Bridges and to understand their inclusionary practice model. And so I reached out to the principal and she um did a wonderful job of inviting her staff to give me and our cabinet team an onboarding experience of everything about Ruby Bridges and um and it was an an incredible um half-day experience for me um to learn about um the work that they've done over the years. Um and then I was able to visit Morlands Elementary for a formal site visit um as well as Kenmore Middle School for a formal site visit. I also um was invited out by two students at Innovation Lab to help them with their marketing of um

006enrollment at um Mark at at Innovation Lab. And so we had a great discussion before the video just learning them on boarding me about what what makes Innovation Lab so unique to you as a student, why did you choose to go there? And then um then it was fun because we got to have a conversation on camera um and and talk about the beauty of Innovation Lab and and why a student might want to enroll there. Uh then um I've had a couple formal SAP visits at East Ridge Elementary and North Creek High School as well as attended the Kenmore Elementary ribbon cutting with all of you. Uh I've had some regular community meetings. I've met with our Northshore Special Education Council. Uh today we met with our Northshore Schools Foundation partner as well as

007um last week or two weeks ago Washington Alliance for Better Schools. I'm still conducting my what matters most tour and since our last meeting I've had the opportunity to go to ICOB um as well as to um present and engage with our Northshore School District community partners uh and we were hosting that here um in this room. Um we've had multiple bond and levy information sessions since our last board meeting since you approved those three measures. I had uh I was there with the board launching the conversations with the board around the bond and levy um measures as well as Hollywood and then we've our team has um presented to the Hollywood Hill PTSA, Englemore PTSA as well as um the community partner network that we hosted as a part of my what matters most

008tour and then um had an opportunity to meet Stan uh Senator Stanford and um Senator Dingra. So appreciate the um invite from this board to meet with our senator two senators and that concludes my update for this board meeting. >> Great. Thanks superintendent Irish. Any questions for Dr. Irish? All right, we will keep continuing then. So next item on the agenda is association and public comments. The Northshore School District Board of Directors has set aside a period of up to 60 minutes to receive updates and comments from district association leaders and community members. As referenced in multiple policies adopted by the board, we expect all parties addressing the board to present their comments in a way that is civil and respectful. This means that whether we're school directors, district staff, students, members of the community,

009or some other guest, we must all follow the same standard of civility during school board meetings. Please speak directly to board members and address matters related to district operations, policies, procedures, and agenda items under consideration by the board. Washington state law requires that the board limit its business and discussion at the board meeting to only those items that have been captured in the previously published agenda that we just voted on to adopt. What that means for us today is that any public comment regarding items that are included in the published agenda will be taken into consideration by the board when that topic is addressed during the agenda. Any topic brought up during public comment that is not included in the published agenda cannot by law be discussed at this meeting and so will not be

010addressed or receive a response during the meeting. In either case, depending on the nature of your topic or questions, a district employee or a board member will follow up on any comments that relate to district business. Please note that the board silence during public comment is neutral by design. It's neither a signal of agreement nor disagreement with the speaker's remarks. Also, please note that comments should not make reference to any employee or representative of the district by name or by identifiable reference. If you're interested in making comments or complaints regarding an individual, you may use the complaint process available through the office of the superintendent. Finally, please remember that your words have impact and you, not the school district, are responsible for your words. We caution all speakers that it's possible that your statements could

011violate the rights of others under various laws, including laws protecting privacy and laws prohibiting defamation. If you're unsure of the legal effect of your remarks, you should seek independent legal advice. In any case, we ask that you help us model for our students what a respectful and inclusive community looks and sounds like. So, per our tradition, are there any association leaders here to address the board? Okay, see none, then we'll go ahead to um public comment. We'll do virtual public comment first. I understand we have a virtual um community member. So um how this works is that we ask people to limit their comments to three minutes so that everyone has a chance to speak. Sometimes when you're watching at home, you can see the timer that's on the display panel behind us. Sometimes you

012can't. So I'll be happy to give a reminder when um time has elapsed for our virtual public comment. So, please um go ahead and begin and please start by stating your name for the record. >> Uh my name is Michael Lowry and my daughter attends Morland's Elementary School. I come to speak this afternoon about the unlawful use of school facilities for political purposes. This Saturday, November 18th, the political group Let's Go Washington purports to be holding a quote superigner rally at the gym at Northshore Middle School to gather signatures for their two initiatives to the legislature, IL26001 and IL26638. This would seem to violate both school district policy as well as state law. Northshore school district policy 4400 states, quote, "Public facilities will not be used to assist in any candidates campaign or to support

013or oppose any ballot measure." State law in RCW29B.50.090 090 says, quote, "No elected official or any employee of his or her office or any person appointed to or employed by any public office or agency may use or authorize the use of any of the facilities of public office or agency directly or indirectly in any effort to support or oppose an initiative to the legislature. Both of these are further supported by 1996 declaratory order by the public disclosure commission declaratory order number 14 that directly addresses the use of school facilities for gathering of signatures for initiatives of the legislature. Using school facilities for initiative signature gathering violates these rules regardless of the content of the initiatives nor whether the school board supports or opposes the initiative. Having laid that out in a contentneutral manner, I'd like

014to discuss the initiatives themselves and how disgusting they are. Uh, IL26638 um, quote, "Protecting fairness in girls sports is nothing but an anti-trans uh, initiative. Uh it would require invasive genital exams or blood tests for all cis girls trying to participate in sports, which all to exclude just uh what Chris Ragd Doll says is about 5 to 10 trans athletes in a quarter million student uh athletes across the state. Um, IL2601 would undo changes made by the state legislature to protect students records with regards to mental health. Um, and other services provided by the school uh, and I raised my daughter. I hope that she can trust me and confide in me, but if uh ever there comes a time when she can't, I would certainly hope that she would be able to reach out

015to a trusted professional at school without the concern that that uh person would disclose uh what she wants to share. And so if we do evaluate the contents of the initiatives, it would seem to also violate policy 9323 which says, quote, "The district reserves the right to deny or cancel any application for use when such use or meeting may in any way be prejuditial to the best interest of the schools." I would put forth that uh both these initiatives are prejuditial to the best interest of the schools and their students. Thank you. >> Thank you, Mr. Lowry. And I believe that is it for virtual public comments, right? Okay. Thank you very much. So, we will then move on to in person public comments. Um, and so what I do again, we'll there's a timer

016up behind you, behind me, and then um just ask that you state your name for the record and we'll call you up by number. So, speaker number one. Hello. Hello. like to say uh thanks very much for the work you do. Uh you're all very brave, caring people. >> Okay, so we're on >> and if you just don't mind introducing yourself for the record, that would be really helpful. >> Uh Tom Glenn, uh resident of uh Chestnut Trails Community, uh past 12 years place. Thank you. All right, I wrote it down, so uh hopefully I can keep my thoughts straight. Here we go. Uh, dear Northshore School Board, thank you very much for this opportunity to speak before you today. My name is Tom Glenn. I have lived in the Chestnut Trail community of both

017for the past 12 years now. I personally don't have kids in the school system, but I'm surrounded by families who do. They are great kids and deserve a good ed education. Not so much in regards to the STEM classes. Well, of course, which Northshore School District is well known for. Uh I know they're getting a good education there. I'm regarding I'm concerned about their mental health, frankly. It's why I'm here. Um how did we get here where we're having such a mental health crisis amongst our kids today? Well, our history and culture of rugged individualism has led us to our current fragmented society where everyone has their own opinion about nearly everything, including our value system. It's no one's fault, but when it comes to our shared value system, using that approach does not work

018well for anybody. Scientific research shows when people lack a clear understanding or practice of our human core values, mental health struggles and illnesses start to appear. on. If left unressed, this can cause lifelong individuals and societal problems. And this brings us to where we are today now as individuals and as a nation. So the easiest, most direct way of dealing with this problem would be to review and reconnect with our value system. Thankfully, Dr. Lori Santos, a Yale professor, has done the major heavy lifting and assembled the most comprehensive in-depth program on this very subject. It is called the science of well-being. You can tell by the name of the course that it is a scientifically methodical secular non-religious evidence-based program and it is easy to use. She's made four of them, one for teens,

019adults, and parents and another specially designed for teachers. They are not meant to compete with other wellness programs like Ruler, but to complement them. The American Medical Association recently said there is a great need for evidence programs such as this. Teachers I've spoken with in the Northshore School District have expressed the need for more resources like this. And there's a bonus. It won't cost you a thing as her programs are all free and on the internet. Uh overwhelming um overwhelming experiences during my high school years made me a troubled teenager. Had I had access to this material, uh when I was young, maybe I would have made better decisions and had better outcomes. Uh young people today need access to this knowledge so that when their time comes, they can make those better decisions and

020have better outcomes. Every person in this room wants this for our kids, and this is exactly what our founding fathers had in mind. M >> Mr. Glenn, your three minutes has elapsed. Any chance you have a concluding statement you'd like to leave us with? >> Okay, here we go. So, everybody knows how to play cards, right? There is 52 cards to a deck. You'd want every card in that deck to know that you're getting a fair shake at that game. Every morning when we wake up, we face the game of life. We're given 24 character strengths with which to play that game of life. Whether we're going to have a good day or a bad day depends knowing on this deck of cards of character strengths. I'm going to give you this deck of cards.

021There's 21 here. I'm going to hang on to three of them. Um hopefully uh I hear from you uh in a while to know how it went, how things are going. And if you'd like to know what those three cards are, I'm going to hold back. Thank you. >> Thank you, Mr. Glenn. if you want and if you would like to hand them to Mrs. King, she will distribute them for us. Thank you very much. >> Thank you very much. >> Yeah, thank you. Thank you for coming out today. And so that concludes public comment for this evening or afternoon still. So we're going to move on with the agenda. Um next up on the agenda is the adoption of the consent agenda. Is there a motion to approve? So moved. >> Second. >> Any

022questions or comments on the consent agenda? >> No. All right. Straightforward today. Seeing no questions or discussion. Um and it's been moved and seconded. I'm going to go ahead and call for the vote. And the gazette agenda passes. Thank you. Next up, we have two action items. The first one is a donation from the Jaguar Booster Club to North Creek High School's football program. Superintendent Irish. >> Yes. This generous donation from the Jaguar Brewster Club will fund six football coaching stipens for the 2526 season um and a a football subscription. We recommend your approval. >> Thank you, Superintendent Irish. Is there a motion to approve? >> So moved. >> Second. >> Any questions or discussion? >> Just like to say thank you to our booster clubs for supporting our kids. Um this is a big

023donation and um it's the clubs really appreciate it. >> Thank you, Vice President Sotac. All right, seeing no more questions or discussion, we'll call for the vote. and that item passes. Thank you. Next item on our agenda is the second action item which is a donation from Inglemore High School's drama booster or for the Inglemore High School drama boosters. Superintendent Irish. >> Yes. Thank you, President Cass. This generous donation from the Inglmore High School Drama Boosters will contribute towards the cost of hiring six technical staff assistance for three 2025 2026 Inglemore High School drama productions including a technical director, shop assistant, costume designer, orchestral pit conductor, vocal choir director, and choreographer. We recommend your approval. >> Thank you, Superintendent Irish. Is there a motion to approve? >> So moved. >> Second. >> All right. It's

024been moved and seconded. Any questions or discussion? No. Again, another great donation from our community to support our students. It's really so appreciated. Okay, see no further discussion. We'll call for the vote. And that item passes. Thank you. Next up um is a performance review on superintendent parameter policy number 11 on budget planning. Superintendent Irish. >> Yes. Presenting for your approval this evening is the monitoring report for superintendent parameter 11 budget planning. I certify that the information contained in the report is true as of November 10th, 2025. I also here do hereby certify that the information evidence provided within the report that I comply with the requirements set forth within this perimeter. >> Thank you, Superintendent Irish. Any questions or discussion from the board? trying to find the number. Um, so, um, you know, this

025one, this one's a little tricky because the the instinct is, well, if we didn't, if we had to make cuts, then it wasn't good. But um I think the obviously the work that was done for the last year as challenging as it was was um so thoughtful and purposeful and in alignment with what our community has said their values were. Um continuing to use the priorities that we put together as a district and a community to make really awful decisions. um is how we have to do this. Um I know the fund balance this past year wasn't what we wanted it to be, but at least uh we have gotten ourselves to a place where because I'm I was trying to that's what I was trying to do is find the number 2D um the

026maintaining the 3% fund balance. >> Still not there, but at least we're out of the negative in this coming year and budget planning for this coming year is kind of what this is focused on. So, um, I really just want to commend everyone involved because this is not why we get into this work is to do budget cuts and make budget plans that are harmful. Um, but I think we finally have gotten there for now that we can stop cutting and so, >> thank you, Director Hayes. I' I'd agree. Um the role of the board is to review the budget and make sure we are fiscally solvent and our superintendent is performing as such per the policy. I I don't see that we've strayed at all. Um given we were given very difficult circumstances and

027the um superintendent and team have done a wonderful job of keeping the community um up to date there. There's always room for improvement. So I look forward to, you know, the continued transparency that we um strive to have at at the district. And as a board member, we're here to mitigate as much damage as possible. The job is not always fun. Um, but it's what we all signed up for. >> Thank you, Director Tran. >> Um, Ditto twice over. Um, um, thank you for for the report. Um, just a reminder of all of the all of the work that has gone into this and continues to go into the budget process and development and our wonderful staff who who managed to actually keep us relatively informed about it. Um, just want to point out if

028if only for those who are listening that this policy is more it's not about what the budget is >> or whether or not it's up or down or balanced or not. It's about the process and about the board being informed and being able to make informed datadriven decisions um which I think um you and your predecessor and the staff do in in abundance. So I don't find anything in here that that is not happening and very well. Um, also just a reminder to people, we have had a decrease in our um, reserve general fund balance. Um, but that was also something that the board wasn't well informed about ahead of time. We were involved in it and it was our decision to agree to that so that our students wouldn't suffer more than more than

029they have to with the budget we're given. Um, so well done. And uh also just remind everybody this is a year- round process. This is you know we're we're constantly constantly getting data volumes of data um which is is a lot to handle but well appreciated. >> Thank you. Director McCory. >> My turn. Uh yes. Yes. Yes. And um this continues to give evidence also of the district continually doing a lot with a little and seems to be less and less and less and they're being asked to do more and more and more. Um and uh I think the uh time and effort that have gone into keeping this district solvent is evidenced here by the um thoroughess of the plans that have been put in place and the reports that have been written and

030all the different ways that the district um keeps themselves accountable to us and to the community. And so um thank you everyone for the hard work. >> Thank you Vice President Sotac. And I'll just I'll just tack on my comments as well. You know when I was reading this because again this is about the process. We have actually a study session after this to talk about the actual numbers. So something that um made me again appreciative of this the process that um super the superintendent's office has pursued over the last few years is that it's um such a partnership with the community that when it was time for the board to consider options um for the EPO levy ballot measure, what level to ask our community, we we were very well in tune with what

031our communities um expectations were around that. We didn't really even need much discussion because for the last three years we've been having those conversations directly and the work has really been based off of that. And so to have a process that can help us um deal with what we can't control when it comes to unfunded mandates and our revenue outlook um and and help us make that tradeoff is really important right now. And I see a lot of evidence in here. Um, I do also want to note that um, the board purposely did not change the policy to reduce that 3% fund balance threshold with the understanding that we would all work together to evaluate trade-offs year-over-year for how quickly to regain it because it is exactly like um, you know, all my colleagues said,

032there's a trade-off that has to happen in order to in order to decide if if you're going to um rebuild that fund balance faster or not. And so I'm glad we're able to have that conversation every year and be really again fine-tuned with it. But again, the expectation is that we will get back to that 3% because certainly for example, when sales tax levels change, we need that fund balance when things happen and we need to be able to respond to it. So, I just wanted to um say I appreciate how that approach that we kind of narrowed in last year when we did this report and um I think I think it has served us well. Any other thoughts? Okay. So, per our policies, um this is a report from the superintendent on how

033the work around budget planning is done and the performance to date. the as per our policies, the school board has um an option to put any school member to put forward a motion to either find the superintendent in compliance with parameter P1 for budget planning making adequate progress towards compliance or not in compliance. So, at this point, seeing no further discussions, we'll entertain a motion. Uh, I move that we find the superintendent in compliance with policy P11 budget planning. >> I second. >> Okay, it's been moved and seconded. One last chance for discussion. Okay, seeing none, we will call for the vote. Are we missing someone? Director Tran, if we might be missing a vote. Did it pop up for you? Thank you. And that motion passes. So, right now, um, board members are going

034to take a moment to write our reflections. So, we'll have it for the record. Just give us one moment while we fill out our sheets. All right. Seeing as we are have filled those all out. We're going to keep going with the agenda, the next item on the agenda is a review of that policy. Superintendent parameter policy number 11 on budget planning. Would um any board members have any comments or thoughts on the policy itself since we just dug into it? No. It is fairly comprehensive. Okay. All right. Great. We will keep going then. Next up, we have some information items. The first of which is a project acceptance for under a million dollars. Superintendent Irish. >> Yes. Attached for your review are six projects under 1 million that were completed. The projects consist of

035the following. Security access controls at Cottage Lake Elementary. Security access control at Kenmore Middle School. Security fencing at Inglemore High School. Exterior lighting improvements at West Hill Elementary, Morland Elementary, Woodmore Elementary, and Northshore Middle School. Exterior lighting improvements at Cookan Elementary and exterior lighting improvements at East Ridge Elementary, Hollywood Elementary, and Timberrest Middle School. Thanks, Superintendent Irish. Any questions? >> No, just uh once again, thank you to our community. These came from our 2022 bond and this is the not exciting but so necessary um security and safety work. So, just thanks again. We yeah, we have received um concerns over lighting over the years, so it's nice to have have these projects completed. Much appreciated. All right, any other thoughts? All right, keep going. Next up is our second information item, a capital project status

036report. >> Yes, this information is to update you on the current status of the eight 2022 growth projects. >> Thanks, Superintendent Irish. Any questions from the board? No questions but appreciate the report. I actually um just thought of one question uh and I don't want to add more work. So it's more of a wondering please don't take any action on the report for any projects that require multiple phases. Is it I'm wondering if it would be beneficial to include some amount of information on the consecutive phases even though it hasn't been technically approved right through uh the next bond. So just a wondering there >> and and what might um just to help un understand the scope of what would be helpful just maybe a general description of what would be in the next phases.

037Yeah, just a general description, a couple bullet items, and if it makes sense to add it on because it's a very visual document, that's why we like it. Um to see what the next phase is on the map of the campus, right? Because it's marked out clearly for the phase that we're working on, which makes sense because this is reporting out what we are actually working on, not what we plan and potentially could in the future. Um >> pending approval of bonds, future bond I have a wondering because I know that those next phases are part of the bond and levy presentation. So maybe it's as straightforward as us just receiving the slides of the bond and levy presentation in a board upcoming board briefing. >> Y we could do that as well. Yep. >>

038Great. Right. Any other thoughts? All right. No, great. Um, very helpful, especially, um, I find it, once again, I was curious about how things were going at Fernwood and there was a photo. So, just, you know, I know sometimes it it can seem like the board asked for a lot of reports, but it actually it does help. It it was winless email for me to write, so it was it was great. So, thank you. >> Absolutely. We can certainly help do that. Yeah. >> All right. So, we'll keep going. The third information item is assigned construction or signed construction agreements plural for the 2022 bond projects at Crystal Springs Elementary. >> Yes, thank you. So, attached for your review are two routine construction documents for the Crystal Springs Elementary project that have been signed during

039the reporting period under the guidelines of administrative procedure 9246P. Notice of construction easements and agreements for this project was submitted to the board on August 28th, 2023. Attached are a bill of sale of water for and for the sewer. After completion and acceptance of the system, the ownership and maintenance responsibilities are transferred to the water district. The agreements are also provide also provide that the water district be granted an easement along the route of the water system to permit inspection and maintenance. >> Thank you, Superintendent Irish. Any questions from the board? Not really a question. Just another comment pointing out that, you know, another one of those fine details, you know, just water, sewer, you know, the stuff that you really have to take care of or there's no point in having the building there.

040And just again, kudos to our our facilities and capital projects folks for the terrific job they do, making sure all of the tees are crossed and the eyes dotted. So, thank you. Thanks, Dr. McGerty. All right, any other thoughts? All right, we'll keep going. We have another set. So, the fourth information item are are signed construction agreements for the 2022 bond projects at Fernwood Elementary. >> Yeah, so much construction going on. Attached for your review are two routine construction documents for the Fernwood Elementary project that have been signed during this reporting period under the guidelines of administrative procedure 9246B. Notice of construction easements and agreements for this project were submitted to the board on August 28th, 2023. Attached are a bill of sale for water and for sewer. After completion and acceptance of the system,

041the ownership and maintenance responsibilities are transferred again to the water district. The agreements are also provide that the water district again be granted an easement along the route of the water system to permit inspection and maintenance. >> Thank you, Superintendent Irish. Any more questions? Okay, I'm so happy to be back talking about sewer that we had a year there where that every board meeting we talked about sewer systems. So, Fernwood and I'm just trying to make sure I'm I've got my thinking correct here. At one was outside the UG and we weren't allowed to hook up sew to the sewer at Fernwood because it was outside the UG. Is this because of the change to law that if it's adjacent to the UG that we can hook up or >> I see Dre walking up

042here who has the details. >> This exciting schoolboard job where you get to talk about sewer versus septic. >> The sewer has been extended to Fernwood. So, we were able to hook the new construction up to the sewer. However, we are still on septic with the old system, which will likely be another project over time. >> Oh, that's fun. Okay, good. >> Thank you. >> Never ends. >> All right, any other questions? >> All right, we'll keep going. One more information items. Sign construction agreements with King County Superintendent. >> Yes. Attached for your review are construction agreements related to storm water maintenance that have been signed with the King County for three sites during this reporting period. The agreements are for the Cottage Lake playground, East Ridge Elementary portable, and Kenmore Elementary modernization. >> Thank

043you. Any questions? >> I have a question. Um, I want to make sure I understand this because we haven't gotten to talk about things like this very much yet and I'm excited to join the party of declarations of covenant. Um so uh when I think about for instance the Kimmore Elementary modernization site um there there was a lot of uh vegetation and um plants put in in areas that used to be the the mud pit of the playground. And I'm assuming that this covenant has something to do with that. That will be maintaining it and making sure that it's in good condition so that the storm water can not flood things. Is that Thank you for coming back. I don't even know how to ask my question, but I think you know what it is.

044Thank you. All of our permits generally have conditions with them and that includes our storm water permits through King County. We were indeed having a playground in uh uh wetland. So part of the storm water um permit required us to do some mitigation in the what was a playground is now we're trying to return to a wetland. Uh so that requires mitigation through plantings etc. We have to make sure that they get established. The county has um holds us to that through these different covenants and restrictions that are put on as we go through permitting. >> Thank you. >> I just wanted to say that it was kind of nice to see the uh the use of pvious uh surfaces at at Cottage Lake. Really really like that. All right. Any other questions? Okay. So,

045we will move on then to board reports and communication. First item under there is new business. Any new business from board members. I had a couple items. I don't remember them, but I do remember one which is the town hall planning. I think there's an upcoming meeting again. I think there was one last week and then there's going to be another one this week. Um I can certainly look at my calendar and see if I can attend. I did attend last week's. >> That's that's just to be clear that's the one being organized by parents out of Belleview. Correct. >> Correct. >> Okay. Yeah. If you have time. >> I think if we could just designate someone as the liaison, then I can quit stressing about every time those emails come through >> that somebody

046else is on it. That would be awesome. >> Did you volunteer yourself? No. Oh, I'm volunteering someone else. >> I'm looking at the person that maybe has already attended a meeting. >> Okay. I I would be happy and honored to be a liaison for that. Sure. >> Thank you very much, Director Tran. >> All right. Any other new business items? >> All right. Great. We'll go on to board member reports then. First up, Director Hayes. Thank you. Yeah. Um, two weeks ago I attended the Pacific Northwest Institute for Special Ed and the Law. Um, along with a number of our staff, it was it's actually three days. I attended two of the days. It's always I'm not going to say uplifting, but interesting. Um, several days about changes in the law. And I've been doing

047this for decades now. And usually it's oh that ninth circuit and siding with you know anyway um not this year. This year was we don't know what's happening. We don't know what's coming next. It's all up in the air. Um so it was interesting. Um obviously much much more to come on that whole topic but um then I attended the Kenmore Elementary School ribbon cutting. So thank you to staff. um loved seeing all the kids running around excited to show off their school. I have uh I am actually wrapping up my work attending state and national uh meetings with state and um national school board members. So, um I think I have one more to go and then I'm we'll check that off my list of things to do. Um lots of things going on

048around the state and nation that makes me very very grateful to be here in Northshore. Um attended the conversations with the board and uh bond kind of our first roll out of our bond and levy presentation. Very appreciative of the community that was there and gave us really good feedback and how we can make it better. Um I have attended a couple PTA meetings including the Inglemore one where we had a bond and levy presentation. Um very nice job and that's uh where I saw that we had some capital staff that gave very specifics on the space 2 of Inglemore for the Inglemore community and it was very well received um by the there. So I I know there's also slides about Leota. So, um, and it was pictures. It was all able to see

049what's coming. It's I'm really looking forward to that. Plus some traffic mitigation. Woohoo. For those of you who have ever encountered Simon's Road at uh 10 minutes before school starts, that's a fun moment. And then I just uh wrapped up a check-in with the Northshore Schools Foundation and Dr. Irish. And um I share that because to tell everyone to mark your calendars. Their lunchon this year is Thursday, February 26. It will be held at the East Side Church 11 to 1. So there we go. Sure. That's it. That's what I've got. >> Great. All right. Thanks, Director Hayes. Um Vice President Sutak. Okay. So, um, I also attended the Chemir ribbon cutting on the 29th of October and had to peel my child off of the playground when leaving. We we closed we closed it

050out for everyone. We were the last ones to leave. Um, and then also attended conversations with the board on uh, November 3rd. And um it's always nice to hear from community members who are really interested in what is going on with um the different things that we are um doing in the district and uh finding different ways to um share that information accurately. Um, and then, um, I've attended, uh, meetings with Dr. Irish to stay up to date on things with Dr. McGordy. And that is all. Great. Thank you. And Director McGordy. >> Yes. Thank you. Um, Tuesday, October 28th, I met with Senator Stanford along with Superintendent Irish and Director Tran. Um, and as always, I mean, we know he's a staunch supporter of of public education in the state and a parent in

051the district, which which helps, I think. Um, but we had a really great discussion around what to expect next year, what to maybe not expect next year, but also approaches to um if if hopefully not adding any any mandates for us, but perhaps fixing some things that, you know, don't require monies on anybody's part. Um, also on the 28th I met with doctors Dunham and Foster to discuss the goal five presentation which we've already had. >> We have had, right? No, >> no, we that's coming. Never mind. >> That's why we met. >> Yes. Um, the 29th I also attended the Kenmore uh elementary ribbon cutting and always as always impressed with our our students enthusiasm um their speakers and our tour guides which was always a lot of fun. on uh 11 uh November

0524th, I also attended the conversations with the board and I was particularly happy to see students in attendance um and we had just great great questions and discussions on the way. On November 5th, I attended my last ledger rep networking session uh where we focused actually on the the annual conference um and you know discussed how to how best to prepare for that um as well as the upcoming legislative session and what to do what to um prepare for. Um, and then, uh, oh, related to that, I wanted to note in the Friday brief this week contained what I hope is the final iteration of our board legislative priorities. Um, and if I hear otherwise or hear, unless there are other objections, I will get that sent off to our legislators and perhaps our municipal

053partners and and uh so forth. Okay. Um and then uh attended a two by two in preparation for today and here I am. Great. Thanks Director McGordy. Director Shran. Cool. Tuesday, October 28th, I attended the session with Director McGordy and Superintendent Irish with Senator Stanford. Um Wednesday, October 29th, I attended the Kenmore Elementary ribbon cutting. And earlier that day, I attended that town hall planning with the multiple school district representatives. um outside of Northshore. Saturday, November 1st, I attended a links gala and ran into a former um Northshore graduate, Mr. O'Hiri, who made scholar remarks. So, proud moment, proud Northshore moment seeing um Northshore students out in the wild who recently graduated. Um it was a surprise. I was like, "Oh, what are you doing here?" "Oh, I'm giving the speech." "Oh, well, wonderful. I

054can't wait to hear it." Uh, Monday, November 3rd, uh, conversations with the board. Tuesday, November 4th, met with Senator Mona Dingra. So, I was not able to make it to the Ledge Rep meeting. Um, so I'm glad you were able to cover it. Thank you. And then Wednesday, November 5th, I was invited to speak to the Cub Scouts in my capacity as a school board member to um share with them their the what voting is about and what elections are about and why we have them and what it's like to be on the school board. Um really uh this was for fourth graders, by the way. And so they had um questions around can you make lunch longer? can you make recess longer and and all of that and explaining how that process works and

055and how they can advocate for what they want as fourth graders. Um Thursday, November 6, uh meeting with um Superintendent Irish. It was a supposed to be 2 by two but ended up being a one-on-one and we covered a lot of ground. So that's my past two weeks. >> Great. Thanks, Director Tran. So, um just a couple things for me. On October 28th, I was invited to a community preparedness partners meeting that Representative Davina Dour has organized. Um, and this we had kind of heard inklings apparently about this. Uh the folks in our partner municipalities who focus on emergency preparedness have long known that basically the Northshore School District and the first legislative district which roughly share similar boundaries are at a confluence of fault lines. And so based off of um some of the

056really tragic events that unfolded in North Carolina after Hurricane Helen where pockets of of communities were isolated for weeks at a time. um they're taking some of that learning and when you look at the map there are six pockets that we could base it off of fault lines and Samish Slooh and if 405 didn't do so well during a big seismic events um we happen to be a community that that could be severed in a similar way. So, Representative Der has pulled together some um some people and luckily one of the ideas is to perhaps within each of these six population islands have a school because naturally in North Carolina people were going to schools and um putting up um putting up notifications to try to communicate with each. It was just a natural occurrence

057that happened. So, we had heard they were talking about using our schools in this way. So luckily they started inviting us so we can start working and talking about it with them. So and it and it does seeing the seismic maps like you can see where they're coming from. So um I let Superintendent Irish know about that and we'll we'll continue to have those conversations. So also that day I just wanted to um also inform the board and I've told Superintendent Irish about this as well. I was invited to have coffee with the executive director of East Side Pathways Kika Curry. And so this is an organization that was founded in the Belleview and Lake Washington communities to bring together partners who support youth. And basically um kind of the same as Nusa, our human

058our our local human services alliance that helps matchmake to to support and optimize resources resources. They do the same um work but to support students and now they're interested in perhaps bringing some partnerships up to our neck of the woods. So just want to let you know I believe they've they have outreached Um, I believe they've talked to executive director Thomas and um, they've already started chatting with us, but I wanted to let you know they um, they were I made a jaw drop when I mentioned that we did our own vaccine clinics. We did not have partners come in and do it, but we we had a lot of people working really hard to make that happen for our community. And so, apparently those are the type of resources they help connect school districts

059with. And so, I just wanted to let you all know that there's that floating out there, which is uh, lovely. I always always appreciate community partners. So that was the 28th of October. Um 28 the 29th of October. Also really appreciated the Kar Kenmore Elementary ribbon cutting. I really appreciated our tour guides um who showed us great things like reconnecting bathrooms within buildings that had been you had to used to walk have to walk outside to go to the bathroom. Now they reopened some corridors from the 50s that now let you It's kind of interesting how buildings evolve over time. Anyways, really appreciated that um and being able to be with that community. Also appreciated the conversations with the board as well on November 3rd um for all the reasons already mentioned as well as

060the opportunity to speak with Senator Dingra on November 4th with Director Tran. Always a great community partner. So that is my report. Um, anything else before we adjourn? I don't think so. I think we're good. Okay. So, we're going to go ahead and adjourn. And after this, we're going to have a study session um with a couple topics.
