and we are here just to say a few words about each of our retirees this evening so thank you for inviting us and it seems weird that they're behind me and um [Laughter] so uh superintendent Tully asks us to share a few words about our retirees this evening and so I have the privilege of sharing a few things about Dugan so um congratulations Dugan on your retirement um you came to us five years ago as our Deputy superintendent and we are very thankful that you have been here with us your professionalism and integrity encompasses everything that you do each and every day multiple responsibilities were assigned to you up on your arrival and that list grew and grew and grew as you have gone through the five years and each new task you Embrace with
wisdom and confidence I asked a few people to share comments about you I thought would be appropriate tonight Dugan is a phenomenal Deputy superintendent his sense of humor approachability and deep commitment to do what is best for kids is what I will remember most about his time at North Shore um and Deputy superintendent Harmon is the glue that keeps everyone working together like a family he keeps us focused and and Target yet does it with a smile every day and another person said even on days that are less than perfect uh Deputy superintendent Harmon's wit and humor shines through will miss his banter with our husky colleagues and the entertainment of his many stories enjoy all that retirement has to offer you we wish you the best and you'll be missed by all of us
so congratulations [Applause] Michael Bailey [Music] I thought I would start by quoting from some of your work on top of page 10 of 183 Pages form f-195 Michael wrote g dot l.535 is an account that is used to summarize actions for other financing such as long-term financing and debt extinguishment refer to page DS4 for detail of estimated outstanding non-voted Bond detail information line H must be equal to or greater than all restricted fund balances I feel like I really tap that one down it was this and other countless equally riveting literary lines that Michael Bailey helped the district earn the government Finance Officers Association distinguished budget presentation award for 21 for 2021 school year 21-22 and the 22-23 school year gfoa guidelines were designed to assess how well an organization's budget serves four distinct but
interconnected functions as a policy document a financial plan operational guide and Communications device and the document must be rated proficient in all four of these categories and all 14 mandatory criteria within each category exceptional work more importantly individuals throughout the organization have described him as always willing to help as professional thoughtful in providing key checks and balances in our system and never ever as one colleague put it talking down to us non-budget folks he was willing to work with everyone in authentic genuine way not telling you what to do but rather how you can best do what needs to be done is also described as someone deeply committed to the district's equity and Justice work ensuring that the money was always best utilized in support of the mission today he admitted in a moment of
reflection he didn't know I was taking notes that after all these years he finds the work fun and highly motivational though he also admitted that he still doesn't know what all the educational acronyms mean actually none of us do I understand that he'll be moving to Arizona where he will continue to spend time with his four children and several grandchildren traveling and enjoying his books on history and presumably the latest books on finance as well Michael Bailey thank you for all of your service to the students and families and staff here at North Shore thank you [Applause] so Tracy Patterson is not here but I wanna acknowledge her as well and her work with with all of us she's been with us for the last five years and her knowledge skill and tenacity was equally
instrumental in gfoa's recognition of the North Shore School District with the distinguished budget presentation award earned for the last three years Tracy is described throughout the organization as kind and loving generous and giving with a great sense of humor no one was willing to tell me any stories to support this last trait and I asked but each person laughed knowingly when I asked the question perhaps these will be stories for another time she builds relationships that last a lifetime and I've talked to a number of people who have known her for years and who continue to reach out to her for assistance guidance mentorship and wisdom she is described as a person of Integrity always endeavoring to do the right thing in the right way and in the best interest of the students she understands
the mission of the schools is our children and she has always kept the focus on that mission her colleagues describe her as patient and kind and a remarkable listener when you bring a problem to her she seeks first to understand asking questions doing her homework with an effort to understand every aspect of the challenge or the request being made she might say no I heard that many times and remind you of the focus in the mission but you never walked away feeling like you hadn't been heard and often you left with a better way to do what you felt needed to be done another colleague said that she always enjoyed coming in every day to work a tribute to the kind of environment Tracy had created in the organization I understand that she is off
to continue camping in her motor home enjoying visiting her two children and three grandchildren reading and most importantly ending the one and one half hour commute each way to and from work Tracy thank you for your service to the students families and staff in North Shore [Applause] Mr Hale hello good evening I have the pleasure to speak about Doug Hale who has been a pain in my heel since at least 2012. so it's a great honor to be able to be here representing you and supporting you here tonight I want to share a little bit about Doug's history he first earned his bachelor's in biology from Seattle University in 1984 and then a year later another bachelor's in psychology also from Seattle U then in 1994 Doug earned his Masters for the University of Washington
and education and thank goodness you figured that out because we're so much better off for having you Doug first taught in the Lake Washington school district for six years before he became an assistant principal knowing Doug he took this opportunity to go on tour first in the Kent School District then Mukilteo and then South would be until he finally arrived he became an elementary principal and then in North Shore at Hollywood Hill Elementary where he stayed for seven years from 2004 until 2011 before he went to sunrise for three years as the Beloved Elementary principal there in 2014 Doug became the Director of Human Resources and then Executive Director of Human Resources where he has stayed throughout this school year what some of you may not know is that Doug retired last year yup it
turns out if if you just ignore him he'll just keep on working in all seriousness this speaks really truly to Doug's heart and his commitment Everlasting to North Shore when he found out that we would be transitioning new leadership after coming through a very challenging pandemic he decided to come out of retirement he didn't get very far so before he could walk away we just turned him around he put his jersey back on and he got right back in the game as a result he has spent this year tirelessly working to support all parts of our system each and every single day because he understands all aspects of all of the roles that we support in our system and for that we are forever grateful while Doug Hale has been a pillar in North Shore
for a very very long time working with all facets of his Dynamic role it is well known that he's just a really nice guy with a very big heart and a hefty sense of humor he's been known to tell a good joke just when we need it here and there even if no one is laughing this leads me back to 2012. when I became a teacher at Woodmore and I had the pleasure of going to Camp with Sunrise where Doug was the principal it was the first time I really got to know his heart and his sense of humor and his joy for those of you who have been to fifth grade camp albeit Camp Casey or Camp Cedar Springs you might know that camp is a blast and we adults get to be a
little bit silly too so all I will say is that you can really rock a tutu and you can do a mean twirl and if you chase someone around with the stick long enough in the wilderness they'll have no choice but to be your friend so friend here's to going off into the retirement Sunset equipped to make some new friends with a million memories of old friends and young colleagues to carry you watch out retirement community here he comes we're ready to poke some fun thank you to Douglas K Hale for all of your years of EX of service to North Shore and to Washington State thank you [Applause] thank you and uh I think I'll let the rest of the board speak to you but uh we have one more we 've been so
uh President mcgorty we do want to recognize a couple more people for members of our North Shore family so at this time we would like to have our president of the North Shore Education Association timbertail come forward to be recognized no no no there's a precedent that's been set um so I'm Tracy Malloy the chief leadership and strategy officer and I have the pleasure of addressing the board and the community who's listening here in person and virtually about the president of the North Shore Education Association and an educator who has served North Shore for over 36 years Tim Patel began his career in education as a para educator and he soon transitioned into the role of classroom teacher for the first four years of his career he served students in the Portland Oregon area and
in 1987 when I graduated from high school sin was hired as a teacher in the North Shore School District he's taught at Canyon Park Junior High Leota Junior High and inglemore high school and yes junior high was when we had Junior highs so once again a very storied career Tim's content area expertise is in secondary Social Studies history and Civics and while he was in the classroom Tim cultivated his students love of learning about history and a person's role as a contributing member of society he did this while working alongside his peers to diligently support all students learning needs and especially for students who were furthest from racial and educational Justice some of his most treasured Partnerships and stories that he will tell about his career were with colleagues who serve students in special education
never one to rest and always one to seek opportunities to provide needed resources to colleagues after 17 years in the classroom Tim began to turn his attention to a new adventure during the 1999 and 2000 school year he began designing a new teacher Mentor program in that next year in 2001 he stepped into the role of new teacher Mentor where he worked to ensure novice teachers had had dedicated support during their first year of teaching he served as a new teacher Mentor for four years and continues to advocate for and support North Shore's induction program after serving as a mentor to novice teachers Tim made yet another career move he was elected president of the North Shore Education Association and has served an sea in that role since 2005. as nsa's president he has bargained
over seven contracts including what's fondly known in this building and elsewhere as the bridge bargain but not including the hundreds of hours and hundreds of pages of agreements made to keep North Shore's Educators students and their families safe during the covid shift to Virtual learning and our gradual return to the classroom Tim Patel's Mission has always been to ensure Educators have the resources they need to succeed in their classrooms and learning spaces to that end he's been a member of North Shore's Bond and Levy citizens committee for the past 18 years additionally Tim has had a role in advocating for education at the state level he served 10 years on the Washington Education Association board of directors he was part of the wea's executive committee for seven years and he served on the McCleary Board
of Trustees for eight years now I first met Tim in August of 2013. and I was sitting in the office of Jeff Sherwood our former Executive Director of Human Resources I was learning about my new role in the district and Tim was stopping by just to say hello to Jeff Mr Sherwood introduced me to Tim saying Tim this is Tracy Malloy she's going to be our principal on special assignment she's going to work on supporting our new evaluation system and Tim looked at me in that measured way that he can and said hello and then turned around and left I can now say that Tim and I have moved past that awkward first meeting I've come to know him as a fierce advocate for education for being direct about what North Shore's teachers and esps
need to thrive and behind that sometimes rough exterior for being a good person someone that I am pleased to have as a colleague and as a friend we can summarize Tim's career in education by the numbers in the following way 18 years in the classroom 18 years as president of the North Shore Education Association four years in another state for a total of over 40 years as an educator supporting well over 2 000 students and well over 4 000 Educators in the course of his career that doesn't count the numerous students and Educators in the state of Washington that have benefited from his advocacy at the state level he has had countless impact on the lives of our Educators and of their students and Tim as you look toward the last five get up days
with kids and teachers in the classrooms and to the final days of contract negotiations that are close at hand I would like to say that I wish you all the best may this next chapter of your life be one that is not governed by bells or schedules but instead filled with your favorite things congratulations and thank you for your service to North Shore foreign we would like to recognize one more member of our North Shore family who's retiring and that's the principal of the secondary Academy for Success Donna tile all right let me say a few words about Donna um she is completing 43 years as an educator and administrator she began her career at Eastside Catholic as a Health Fitness teacher she moved to Bothell High School in the North Shore School District in
somewhere in the 1990s as a PE teacher and soon after that was hired as the athletic director she served in that role for many years until she received her administrative credentials and then became an assistant principal at Bothell High School I think in 2003 um in 2009 she moved to Timbercrest Junior High at the time to see how she liked Middle School in 2012 she was hired as the principal for secondary Academy for Success where she is completing her long career of serving students and staff she has impacted thousands of students over the course of her career and one thing that I know about Donna it was always kids first it's always about the student and she has learned and reflected over her years in leadership that things aren't always black and white that there's
a lot of gray in our industry and education and she will always err on the side of students she will be missed you had the opportunity to celebrate at graduation last Thursday where the students were honored so we want to say thank you to Donna thank you okay now I'm sure my colleagues will want to say something as well but for myself um for those of you here for Tracy for Donna at home thank you so very much for all of your years of surface it has been what's the word I'm looking for just unimaginable how much you have given to the district the community to our students so from all of us up here thank you would anyone else like to comment s uh no ditto and you know it is an amazing thing
when people dedicate their careers to serve in the community and the children of the community and so that's why it's so important we take this time to honor them so that's a lot of years of service to our children so thanks for the chance to say thank you I'll add a comment North Shore is special because of the people in our community the people that do the work the people that are our teachers and staff and administrators and principals and this group of retirees is a exemplary example of what makes this place a great place to grow up and get an education so I thank them all for their dedication to our community and to our students and Families yeah um I know we have a lot going on in the district right now and
it feels it can feel frivolous what we're doing but it if we have learned nothing in the last three or four years it's how important the people are in our lives and we need to acknowledge their contributions and just a quick math we're talking to almost 250 years of service between these six people to the students of North Shore and every one of them was a student first service member and if you get a chance to thank them before you leave I hardly encourage that because they are some amazing human beings their humor their compassion for our district our staff and our students we are going to miss them deeply and so we do wish them all the best and thank those that were brave enough to come and listen to us talk about them
I too graduated in 1987. um just saying but anyway um so thank you for everything you have done for us um as a whole and for each one of our students now it's hard to follow up on that but um I agree with everything that's been said I I will say that um until you're inside the district as a teacher or administrator as a board memory really it's hard to Fathom the amount of complexity it is to run a school uh in the district it's um so we were really blessed to have people of your equality and background to be able to manage and to think through and to process and to make tough decisions on behalf of the community so I really thank you for your dedication and for your service especially through the
covid years of everybody worked at least 80 hours a week I think for at least a year and a half so thank you so much and and I hope you enjoy your next phase thank you everybody next up on the agenda we have identity-based celebrations superintendent Dolly thank you president mcgorty Ava Thomas will our director of racial and educational Justice will share some information in recognition for identity based celebrations she'll take a few minutes to do that thank you good afternoon everyone is this on so as we recognize and honor various cultural months throughout the school year the racial and educational justice department pays tribute to each month's celebration through a week of Engagement and quarterly virtual panels each week of Engagement and panel aligns with national month-long observances and is designed to focus on
a particular Community or culture so for the 2022-23 school year the weeks of Engagement and panels have included Hispanic and Latino Heritage disability awareness and Indigenous people's Heritage human rights black lives matter at school and the North Shore School District student Justice Conference and then Arab Heritage Asian American and Pacific Islander Heritage and pride and it's been very beautiful to see these panels come together and then the resources that we've pushed out to schools based on the weeks of Engagement and have students family members community members and staffed administrators be a part of those really important and poignant discussions so I'd like to just share some of what our panelists from our last quarterly panel shared during aapi Arab Heritage and pride month so our API panelists shared about the power importance of representation in
politics Education and Leadership and then recognizing the range of experiences and identities within the global aapi community our Arab Heritage panelists shared about the importance of representation and specifically the need for more of that in education the importance of recognizing the rich histories of Arab communities and then also posed a question that Educators can ask their students all of the time which is what do you need to feel supported here in my classroom and in our school and then our two pride month panelists shared about the the critical importance of learning about the history of pride month and those Stonewall histories specifically full acceptance of the lgbtq plus community and identities are necessary and then there's two quotes that they shared too one was in a dream world how you love yourself is how you
should love your community that was a student who said that and then one of our teachers shared we are proud of who we are this month and all of the time regardless of how Society sees us um I was the facilitator of that panel and I just wrote down some of my observations as they were talking across identities and communities um the first being that we have to recognize that each of these communities is global and not a monolith there's a lot of diversity within each of them we need to build Collective capacity together which means building awareness in relationships but then also lines of solidarity across our communities and we have to go beyond eurocentric teaching and learning and education to offer diverse perspectives and knowledges and then talk and action are important as
well as being in alignment with accountability not only for ourselves but our broader communities and then the last one is that this work has to happen from classrooms to communities and this must work this work must be intersectional and it must be Global so to watch our community panels you can go to nsd.org equity click on monthly observances and then watch the 2022-23 community panels we also have our full religious and cultural observances calendar on our website under religious and cultural observances and I am looking ahead and forward to coming back to you on a quarterly basis to continue to share about these identity-based celebrations in the years to come so thank you thank you Ava [Applause] okay there are no comments okay next on the agenda we have Association and public comments the North
Shore School District Board of Directors has set aside a period of up to 60 Minutes to receive updates and comments from Association leaders and community members the board expects all parties addressing the board to present their comments in a way that is civil and respectful please speak directly to the board and address matters related to District Operations policies procedures and agenda items under consideration by the board comments should not make reference to any employee or representative of the district by name or by identifiable reference there is a complaint process available through the office of superintendent if interested Washington state law requires that only items on a previously published agenda be discussed at a board meeting any new topics brought up during public comment will either receive a later response from a district employee or a
board member or be discussed at a future board meeting now just as a reminder part of that means that the board does not respond it is not a discussion we're here to hear your comments so we usually start off with Association members do we have any Association members to present good afternoon my name is Jennifer Drury and I'm here representing North Shore Council PTSA first I'd like to acknowledge that we had our 2023 Council recognition Awards breakfast last week and thank you to the school board members and to superintendent Tali for attending that it was a wonderful event our first and three years so it was nice to be back together again and we hope next year it'll be even bigger because people will um remember what it is and come back and and it
was such a great event and I think the word will spread so the um we there we acknowledged our district level PTSA Awards and so I'd like to name those people and um I'd also like to um say that we also recognized all of the local PTA Awards so um if you haven't seen at your school who is awarded hopefully that's on your pta's website or Facebook or something like that so it's great to acknowledge those people for outstanding student Advocate the award went to Amelie Frye from winville high school and for outstanding advocate went to Juliana Fisher and I'm not sure what her title is exactly but it's something like nutrition and Food Services director for North Shore School District so that was a really fun award to acknowledge somebody that I think doesn't
get a lot of recognition probably typically but she's really been going above and beyond in her position to advocate for students and their nutrition and access to food and for outstanding educator we awarded a those to Christy lipke and Cheryl Clems so that was wonderful Christy is a kindergarten teacher at wooden elementary and Cheryl Clems is the Drama teacher at Canyon Park Middle School and it was wonderful to hear all the impact they have made on students during their careers then we also um gave the outstanding service award to Kelly Hennessey at Canyon Park Middle School and she's a volunteer who runs the threads and Treads program there and she gets a lot of help doing that but it's a great program and it's wonderful for everybody in the district to to know that PTA
has this program which is basically a clothing bank in the district and then lastly we awarded the Golden Acorn to Mary kuzam who is our vice president on the council and she's just put in countless volunteer hours serving PTA so um that was a wonderful celebration it's just my favorite thing to do all year is uh is give Awards and acknowledge all the wonderful things folks have been doing in our community a couple other things I wanted to highlight are let's see where's my there it is okay um to remind local ptas to update their Council leadership information to put in the new newly elected officers into the database so there's a contact form on our website to do that so we can communicate with your boards next year and more excitingly we have a
new date for a grand grant program so we'll have an early Grant submission deadline which will be Monday August 28th so if you have a program you want to do your local PTA in September the decision will be made by December September 5th so you can get reimbursed for those expenses um and just again urging people to volunteer for their local ptas because we do a lot of wonderful things so thank you for all of that oh and I I don't want to forget to recognize David kogan and Bob Swain for their service we really appreciate the countless hours you put in serving and advocating for our students thank you so much and with that I will segue into my successors Tara and Holly will be organizing um questionnaires and I think meetups for the
candidates for this school board positions this summer so we'll be sending out information about that and then also candidate Forum in the fall so thank you Jen other Association Representatives foreign good afternoon for the last time oh my name is Tim bertel I'm the president of the North Shore Education Association and I am Robbie Reed I am president-elect of the North Shore Education Association I want to take this opportunity first to thank David and Bob for your work it's does not go unnoticed especially during the trying coveted times I would not have wanted to have either those chairs I stand here today A bit dismayed with the state of Washington yet again the McCleary lawsuit was filed when State funding for Education had dropped to 44 percent of the state budget and lo and behold
here we are again 44 of the state budget I encourage you as board directors to consider all avenues that you have at your disposal to rectify the problem it's not a problem just of funding for schools as a whole but inside that is some truly despicable funding formulas that ignore the facts of education today not just at the state level but at the federal level state and federal funding for special education is not what it is supposed to be as defined by their laws the Special Education Act of 1984. three years before you graduate stated that the United States government was to fund States at 37 percent of their total cost of special education services they have never crossed the 15 Mark never so the ball got kicked to the state we had to file
suit against the state of Washington to get special education defined as basic education then we had to file suit against the state of Washington to fully fund basic education with the majority of the funding for that lawsuit resting solely upon the shoulders of the members of the Washington Education Association who voluntarily taxed themselves to raise the 10 million dollars needed to fight the McCleary lawsuit and here we are back at the same place again to say that's disheartening at the end of my career especially after spending nearly 10 years on the McCleary Board of Trustees is an understatement with this underfunding you know the pressure it puts upon all of you it puts more pressure on our local levees to try and backfill the whole that the state creates that whole continues to grow as
you know the amount that the North Shore School District spends up and above what it receives for special education is crossed the 20 million dollar mark and it's not showing any sign of getting any better anywhere in the future so as a board of directors I encourage you at some point to consider forming a coalition with other school districts around the state especially here in the Puget Sound area just as the Washington Education Association did to fight McCleary I encourage you to be the leading District to do something to require this state to quit denying what they are supposed to be doing I also encourage you to not move too fast before you tonight is a board policy for your consideration and I'm going to ask you well I believe in multi-tiered systems of support
I also believe in funding to be able to carry it out the teaching staff of the North Shore school district has stretched Beyond its limits starting before covet and then exasperated by covid we are not receiving any funding from the state for this work they've passed laws again telling school districts to do things and yet not giving them the resources by which to do it so I ask you not to follow that behavior this policy has not yet been negotiated at the bargaining table and yet you're considering a policy of something that we have had no time to finish our deliberations over to figure out a timeline to figure out what this might look like as we move forward so while there is a board policy in front of you tonight I ask you with
all due respect to move slower let us do our work at the bargaining table let you fight for the funding to do this there is an item C that says intensive interventions and supports in addition to core instruction how we do that when we're losing staff is beyond me our class sizes right now are projected to be some of the highest in history of the North Shore School District you cannot continue to pile on because the staff are at a Breaking Point emotionally physically they don't have much more to give and they give every day beyond what is expected of them so I ask you to please with all due respect move slowly on this item and Robbie has a few other words [Applause] in addition to the multi-tiered systems of support there are some
specific branches of that around special education and are highly capable services for the last several years we have asked for a clear picture of what it is that the district is expecting of classroom staff the staff that are providing the direct services to our students who are furthest from educational Justice our special education students and our students receiving multi-language services foreign in this bargaining session to have conversations about what it means to do the work who will do the work when will we be able to do the work what resources are going to be get provided to us so that we can do the work where in the world are we going to find the time and the day to do the work that is it in a nutshell for us every person that we
represent always puts students at the center of everything that they do we are here asking we are here pleading for the resources that we need to make a difference in the students that we are in front of every day and we cannot do that if we do not have the staff if we do not have the curriculum if we do not have the time in order to make effective progress to meeting the needs of the students in front of us so I am asking you to please consider this mtss policy very carefully and consider it in order for us to be able to do these multi-tiered systems of supports we need to have not just a principal and an assistant principle and then the classroom staff we need to have more wraparound services and we
simply do not have the funding or the ability to have that right now and so what instead of expanding and making it bigger what North Shore can do is return to our core and figure out and listen figure out how to listen to the staff who are coming to you with the needs of the students and saying this is what I need in order to serve because that is all we want to do thank you [Applause] thank you Robbie and Tim do we have any other Association Representatives present to comment okay so we have quite a few people who have signed up for public comment tonight given that we do not have a study session tonight the board has agreed that we're all happy to stay and let everybody have their their time we will
ask that you please pay attention to the clock so that everybody keeps within their three minutes then we can we can get through um in the time that we need to what I would like to do as always is Center students so we will we have three students on the list I would like to ask them to speak first and then we will go to our virtual speakers who have signed up for online so when I call your name please come to the podium and introduce yourself and make your comment first up would be uh let's see speaker number eight hi my name is Linda McAndrews and I hope you all remember me from the last meeting I spoke at on the 22nd I know you were all well-educated individuals who deserve the job you
have and do it to the best of your abilities but everyone needs help making decisions I along with many of my teachers and peers are here to help you make your decision to keep the SRO program if the day comes where you can say the North Shore school district is an Sr SRO program free school district that is the equivalent to saying that the North Shore school district is a district that doesn't comprehend comprehend comprehensively protect their students from potential harm we are not safe this is the reality that we have grown up knowing we are children sitting like ducks in classrooms that can be shot at any point without the protection of an SRO officer children deserve the right to be protected it is our basic human right we don't have the means our
ability to protect ourselves the younger we are the more vulnerable vulnerable we are we need SRO officers K-12 if you don't if you don't make the children who choose to be in your school safe you are letting them down there have been 51 school shootings resulting in 140 children and teachers injured killed just in 2022. please don't let anyone else get hurt I'm in full support of local determination you can't take statistics from other areas that don't reflect what our school district is actually like that is not fair to your students you have the power to actually listen to listen to us to help you make the right decision but the fact is you are the decision-making body that is responsible for honoring what the students want and need the SRO program is what we
want and need to be safe but if you don't listen to us and there is a school shooting resulting in the murder of innocent children we will hold you accountable you will be you would be the one who chose to leave us defenseless thank you thank you speaker number nine foreign I came to talk about local determination as well uh but from the North Creek perspective so I was at a grad party this weekend and I decided to speak to the kids there about the SRO program and how the stuff is I've heard the gang violence got worse but I wanted to talk to them directly and they confirmed just that that it's gotten a lot worse since the episode disappeared that there's a lot of gang activity as well as just writing vandalism whatnot
uh one thing that stuck out to me was uh one of the people I spoke to said the Expo markers got banned from students and that the teachers had to keep them in lock boxes or like in boxes kept by the teachers because kids kept using them to get high or go into the bathroom and write like gang symbols or whatnot I thought that was very interesting uh and then that there were a lot of school shooter threats and that uh that were as he said a crap ton of lockdowns um and that he would have much preferred an SRO and the other people I talked to um so just come to speak of it from their perspective that they would have preferred an SRO and that local determination will help them as well as
Bothell because it's not just about us it's about the district at large and that's about it vegetables thank you speaker number 10. hi my name is JJ Cook and I'm here to talk about the ethnic studies pilot program uh it's my first time doing some bear with me it's 2 42 p.m today and I received an email reminder from my teacher that this event actually exists so this is my version of a five-minute speech I might have like ran to my neighbor's place used their printer because mine broke and printed this entire thing panicking I didn't want to read off my phone but my dad asked me you're leaving this place anyway why bother because I actually graduate tomorrow but to tell you the truth I am beyond the point of saying to leave a
legacy and I'm more so touching the surface of saying it's a necessity the topics of this class hold more importance than almost any other class I can think of it combines history and literature a little science along with simple social psychology of Being Human the word kindness that teachers throw out in our face on day one but never show us the true reason why until this class no other class discusses the weight of these issues no other class is preparing the new generation to overcome the current opposing oppressing issues there is so much to it that I almost feel robbed of the amount of content I did retain in such a short semester the class created an interest not a career an interest to challenge Society on their expectations and their norms something that I
have been able to apply to every single other environment just this year imagine the self-power I could have had if I took this class freshman year My Teacher Calls the class a challenge honestly I think the biggest challenge is to look at the world and see all its errors all the wrongs the workload may have been high but it's the mental weight we as a society need to shake off the weight that gives us all our bias and narrow Vision only allowing that one element to look at but really we are capable of this whole New Concept called perspective the class helps you shake the shackles off and Tear Down the Walls trust me I see a whole new Arena a new way of fighting Injustice I feel I need to be this old to
hold a true appreciation for the class I took however those who are younger now have the right to utilize their newly obtained experience in every class and every situation I was one of the only seniors by requiring this class I truly believe you are supporting way more than just a class it may be a humongous step but the main reason I'm here is to tell you it's a step in the right direction thank you thank you [Applause] okay let's move to our virtual speakers um iskin are we online with speaker number one okay speaker number one if you could introduce yourself please and provide your comment uh yes hello my name is uh Mason Dublin I'm part of the group of parents against the EAP changes I'm really worried about the direction that the North
Shore School Direction district is going these days the previous superintendent Dr Reed who's currently serving Fairfax County Public Schools has spoken openly about wanting equal outcomes and spent 455 000 of tax tax paper taxpayer money on an equity consultant is also in the middle of an investigation by the state of state attorney general for delaying the notification on merit-based Awards because the district didn't want to hurt the feeling of students who didn't get them NDS wants to fall in our footsteps as this change was made so non-eap students feelings would not get hurt the notion of pulling one group down so you don't hurt the feelings of another group is disgusting and it goes against many of the principles of our country like Merit and excellence what are you teaching these kids in the future
if a student gets into a top university should they not go so they don't make another student who didn't get in feel better you want to dismantle all the world's top educational institutions and force everyone to go to a university with an open enrollment policy because that's what that's what you're doing here you're taking away an opportunity for students just to succeed in the name of inclusivity and you're willing to do that at all costs schools should be apolitical and not cater to the latest political fad many parents in this District come from other countries and are oppressed people themselves they believe in merit-based uh rewards not to your far left politics I don't believe in pitting racial groups against each other or giving some groups a leg up while pulling other groups down many
of them have experienced racism due to the color of their skin or accents or and are successful despite the racism and discrimination they want their kids to go to school and get an education not to become social justice Warriors why should they pay taxes so that you can tell them what's good for them and Advance their your political agenda that's the way that's what you're forcing decisions on them and suppressing dissent make sure you looks like the Chinese the Communist party I thought we lived in America the parents are not interested in your political games and your equal outcomes mentality many have already started looking into private schools and it's not fair they're paying taxes and not getting the services they need but with those means and are willing to cough up tuition if they
have to what do you think is going to happen if they pull their kids out I bet you've learned some tricks from the Seattle Public Schools you won't conduct exit surveys you'll blame something else when the enrollment numbers drop you've already seen what happened in Seattle but you'd rather repeat their mistakes than and align with your with our political philosophy then do the right thing and which is best for the students thank you [Applause] next speaker please hello uh this is Raji ramachandran and I'm a North Shore District resident thank you for allowing me to speak today um my concern that I wanted the boys in this public forum is that of safety we've had recent incidents in Sunrise Community and we've also engaged with our security team in the past um and highlighted the
safety concerns around Sunrise Elementary and how open it is and we we still see no architectural projects um within the 2022 education and Architectural ballots that identifies a list of potential architectural projects Sunrise is not listed as one and we are also concerned about the cell phone reception the no sulfur towers and it was decided that they were not viable I urge you to consider sharing the report of why cell phone towers are not viable and how Sunrise can be made a priority in the architectural initiative um it it is a right of every child that goes to school to have a safe education and with all this gun violence rise and gun violence in the country it is extremely important that the architecture of the school is is safe and there is mechanism in
place for children to alert you know parents and others in in case threat arises and right now we feel like we are just sending our kids to a very unsafe location and without having any possible way to contact the outside world when a situation like you would able to happen within our schools um so I urge this board to consider the safety enhancements or architectural modifications to the Sunrise Elementary School to be to be put as a architectural product project that will be reviewed and planned for within soon in addition we have been notified of you know several complaints that are filed against the um the main principle of Sunrise and more lands and uh um well I'll not go into the person's name but um we just want to make sure there is um
you know the complaints are managed appropriately and the district has an um open attitude to reviewing the complaints that were filed by the members and um what were the outcomes where necessary outcomes were applied or not and we hope the board can look at this and get back to the community with with their investigation thank you for allowing me to speak thank you speaker number three [Applause] oh no oh um no this is we're still doing virtual speakers I'm sorry and I'm a part of a large group of parents who are opposed to the recent I'm sorry sir I'm sorry there was some confusion here can you reintroduce yourself please oh a real full list okay can you reintroduce yourself and start your comments again please no word thank you I am our oh a
part of a large group of parents were opposed to the recent changes in the elementary advancement program I will read off a list of statements that represent what some or all of these parents believe students teachers and parents do not want a new delivery model the district leadership knows this and therefore has been very strategic about how the decision was made announced and rolled out first they did not involve any of these groups any discussions to change the EA equal though this is very unusual as such a big change in fact thousands of students that are usually made up after hearing wrong student herons and teacher committees second they are rolling it out to the lower grade levels at first and then phasing it in Gray by grade so each year there will only be
a small number of protesters and they can sneak this change in and phase out the correct model oh yeah third and the letter from principles to parents regarding the UMO uh individual dap sites the worry was perfectly crafted so was difficult to even tell that the salt containing classrooms were going away some parents were confused by the language and didn't realize that there was there has been a change in the delivery model until very recently or was the various schools started hosting meetings to discuss the new model the administration realized that these meetings are not going well with many upset parents so they changed the forehead of his knees to eliminate a question and answer session and gave herons a QR code to ask questions on a Google form so they don't have to hear
the complaints may teachers do not want the new model as they know is impossible to serve such serve such a wide range of students effectively but they cannot speak out against their lawyer without risking their own paycheck teachers are only required to teach what grade level of material or their con fat but the district has been solving to the parents that EAP students will receive reading instructions at least one great level above in English language arts there might be legal issue here as the state requires access to accelerated learning and it has instruction for highly capable students and what the district just promising the parents influence with what the teachers are actually required to do errands are looking into their legal rights the new model is advocated by parents and teachers who say that general
education children's feelings are hurt whether they cannot get into eaki the district leadership has decided to change the new model because it aligns with their political views they know that sabotaging the educational wide group of students to make another group of students feel better and cliche a political agenda are not that reasons for making the change so they are swiftly and quietly make this change without the consent of the eaq balance thank you thank you next virtual speaker please oh yes are you able to hear me okay please go ahead thank you my name is Kevin Wong and I'm a parent of a current second grade EAP student at Lockwood unrelated to speakers Mason and Steve this ends up being a similar topic and I am speaking here on behalf of more than a dozen
other parents in opposing the hybrid General Ed High cab learning model as the other speakers are especially for those students who are additionally an already impacted by the capacity planning shifts in this particular case we represent the parents of about 15 students moving from Lockwood to Frank Love next year who are proposing a solution which is grouping these students into one semi-self-contained classroom at Frank glove and adding any additional singly qualified students such that teacher resource utilization is maximized the reason for this comment now is last week we heard the overview of the high cap program at Frank Love and we were told that the approximately 15 Lockwood students would be purposely split into four General Ed classrooms that's three to four students each we're also told that this would be the right Forum to
talk to the decision makers and to take this feedback here and to the high cap leaders and we're doing both and the reason we're recommending keeping these 15 students from Lockwood into the same class when they're pushed to go to Frank glove is because we believe this model strikes the right balance for our young seven and eight-year-old Learners who have been highly disrupted by recent administrative decisions among the reasons that the group believes number one we believe logistically it can work because students would walk to different math classrooms anyways number two as the other speakers mentioned we believe this is actually more inclusive to have these students group as a collective asking for help seeking challenges together we also believe that socially and emotionally they can have asynchronous and synchronous emotional growth keeping familiar faces
together will be key for us personally this will be our third School in three years for our seven-year-old and we also know the constraints of the school district so we believe a strong benefit for the teachers is actually that their curriculum would be more manageable with children more at the same pace and with fewer teachers needing to be cross-trained and high cap over this one summer at Frank Globe where there has not been a traditional Eep or high cap program thus time spent for teaching resource would be maximized in a tight budget season and lastly we've heard from sunrise and Lockwood Elementary that many are keeping self-contained Eep classrooms at least for some of the higher grades until more can be studied and so as a reminder to this board much of this work started
from the edtf capacity planning Rex and now if the count is only 15 children from Lockwood it certainly is not solving capacity constraints with 15 children moving and so we question why they would add the additional burden of splitting a bunch of seven and eight-year-olds purposely into different classrooms when it can be mitigated by keeping the children together again in a semi self-contained class at Frank Love this is our humble aspirations parents and supporters of North Shore and we have this in writing from the other parents that have agreed to this as well so thank you for your time and consideration thank you next virtual speaker please good afternoon can you hear me yes just fine Tara droney I'm a parent of minute Buffalo high school next year and a fifth grader at Maywood Hills
prior to that they also attended the North Shore Family Partnership a choice transfer program at Bear Creek Campus both kiddos are neurodivergent and 2E students that have been identified and dual qualified for high cap with NSD as well um but I'm not here to talk about them tonight I just wanted to talk a little bit about transparency and governance specifically addressing the law um and some annual school performance reports so um as well as some NSD policies and how our Administration responds to requests for information from our community prior to formally requesting some recent public records I've also requested these documents informally for years and have been ignored and my most recent request for some school performance reports that her law should have been provided to the community already and or posted on the NSD
website uh did not come back as I had expected with a response I only requested a handful of reports for schools but I'd like to point out that no reports for any of our North Shore schools have been provided since the 2021 school year and nsd's response to my request was saying that they were in the process of locating the records and that they needed to determine what records are in the district's possession and it would take them over a month to comply I'm not going to read all of rcw28a.655.110 that addresses this but it does say each School shall publish annually a school performance report and deliver the report to each parent with children enrolled in the school and make that report available to the community served by the school the NSD website says
for transparency the districts also including strategic action plans for each school and that they're developed to address opportunities for improving student outcomes in alignment with this District's strategic plan um so anyways I'm going to just quickly reference a couple board policies uh policy number 2005 which notes uh again School Improvement plans and processes addressing the following um each student should develop and adopt uh a school Improvement plan known as a strategic action plan and engage in an annual review for progress and necessary changes and schools are to submit their plans to the board by November 1st each year for initial approval uh and based on the school's building self-review that includes the active participation and input of building staff students parents and community members there's another board policy 29d 2090 I'm not going to read
all these and Boreal to death so don't worry about that um but it basically just addresses how the board expects efficiency and Effectiveness in all facets of its operations and in order to achieve that goal they should provide a clear statement of expectations and the standards for the district's instructional programs and provide staff resources and support to achieve these expectations uh so I'll stop reciting all these policies and just end with a question because after my response from my records request I'm unsure that these program evaluations and school performance plans have ever even been developed and if they have why haven't they been distributed to the community by now and who is reviewing them transparency and access to all of these enables all of us to evaluate whether we're meeting our district goals so we
can know what we want to know and what we need to know to move forward together thank you sorry I ran over thank you next virtual speaker please can you hear me yes please go ahead hello my name is Wendy Pat I'm the grandmother of a newly qualified EAP student and I'm speaking on behalf of his parents who had work obligations my first concern is the people behind this decision to change the EAP delivery model the parents understand that the district received feedback from some teachers and possibly parents of some general education students that some of these students feelings are hurt by the existence of the EAP program the superintendent and board then made the decision to change to the new model we are angered that the people backing this change and who made this
decision are not affected by it whereas those actually affected by the decision have had no say we demand that you provide the names of the people backing this decision and we will happily provide the names of those against it this must be the original feedback list you collected not a recent list you pressured your employees to sign now we also request that you survey the EAP families affected by the change to see how many actually support the new model we want to see the results of this survey along with all the analyzes you did regarding budget Staffing and space this is not like the cocaine principles case where you can hide behind legal and HR processes you're using taxpayer funds for EAP so show us the details that support the new model if you can't
you should put it to rest my second concern is the motive behind the change when the board president was first elected in 2017 she said in her political philosophy that all MSD students deserve the best education possible to achieve their maximum potential exactly how does dismantling self-contained classrooms help EAP students achieve their maximum potential what are the motives for what are your motives for serving on the school board when none of you have children currently in the NSD system and one of you never did by the way I did see the video of the board president claiming her children had special needs and not having the privilege of going to NSD schools when in reality she sent them to the exclusive Bush School in Seattle because NSD schools were not good enough for her ma'am
let me stop you right there we have a policy of no reference to any individual associated with the district if you can continue without doing that please do so I apologize also the parents found a letter from the board president bragging about two elementary schools that serve as state demonstration sites for inclusive practices so it's obvious that you're now trying to make all schools within NSD inclusive and become a model for the state why don't you just admit that you're using your position as a stepping stone to a political career and shame on you for using our children as pawns to build your resume thank you let me pause here and particularly for those who are being commenting virtually we do expect comments to be civil and respectful at all times may we have the
next virtual speaker please yes can you hear me yes go ahead okay thank you thank you very much for providing time during board meetings for public comment um I'll be speaking about a few interconnected issues today first Do no harm most will recognize this as a quote from the Greek physician Hippocrates I would assume that the North Shore school district and its School Board directors would have the same motto or more precisely for studental harm to students or anyone else in the school Community I see this through the deliberation that the district and School Board regularly engage in I recognize that the district and School Board are negotiating their way through a number of various a number of very difficult situations currently regarding this in general I would encourage everyone to please take time to
think about the best Solutions rather than allowing feelings of Crisis to rush any decisions I would also urge the school board to continue to Center the needs of those furthest from educational Justice in all decisions um I also wanted to speak to special education funding especially at Ales I realized that the district is like most districts in the state facing a deficit from what I understood from the first announcements announcements from the superintendent about how the district would manage the deficit the cuts would be made as far away from students as possible however I am hearing that sped FTE is being cut for at least one Ale in its three programs if not for all schools in the district from its current level this year um to a lower level for next year despite the
fact that there are new students who need to be served there this coming year this is Bear Creek Campus which includes North Shore Family Partnership North Shore networks and North Shore Online Academy I would urge the district to be very mindful of how it allocates funding for special education services I'm concerned that there may be processes that need to be changed in terms of how far ahead of a new school year is appropriate to use the demographer's estimates of enrollment and how far ahead of the school year which should be used instead is the actual number of students enrolled or placed on a waiting list um there are some students currently who require special services who have not been admitted to BCC and are in limbo now about their placements for a new school year
that will start in less than three months and this does harm in other words these students and their families still do not know whether they will be allowed to attend Bear Creek all next year I know that several staff are working very hard to address this but the system as it currently is needs to be changed this is a nightmare for everyone students families and staff with respect to sros I'm aware that there have been two separate task forces examining the SRO program in NSD and Alternatives over the past couple of years the data does not prove that having sros or other police on campus reduces either the incidence of school shootings or the damage caused during them accordingly I would urge the school board to focus on the fact that there is very conclusive
evidence that SRO programs harm many minoritized students which is at odds with the board policy asking that the needs of those furthest from educational Justice be centered and met um I would also ask that it be taken into consideration that in many instances some minoritized students may not feel comfortable speaking up if they disagree with what they see is the majority opinion around them something else I was going to say but it slipped my mind so I'll move along here um regarding religious Expressions I'm sorry I have to stop you I have a lot of people who want to speak and uh you're over time now understood I will I will send the Overflow by email please do please do thank you next virtual speaker okay so the rest or not okay okay so we
have a little extra time um so again when I call the number if you could come up and introduce yourself at the podium please uh speaker number one greetings uh board members and greetings everyone my name is Chong and uh I'm a I'm a parent of a second grade student who is currently in the EAP program so first I'd like to thank the parents group that notified me about this meeting is changing the the high cap delivery model is a huge decision that impacts our children and teachers unfortunately the plan was Undercover and the parents were the last to know the argument for replacing a test and true High cap program is weak and parents do not have a choice of the delivery model for their kids with the new model the kids are diverted
to EAP and regular classrooms every day as we all know human beings do not communicate with just verbally every day when kids are separated into two different classrooms they are told non-verbally that they're they have differences and if if the goal is to help the kids to grow up confidently the new model is not doing the job I have four children the Elder and the younger groups are 10 years apart and I have two kids they're currently in the EAP or graduated from EAP so from the from the high school from a high school daughter who completed the self-contained EAP uh it tells me that this this has a true model works um the case with similar academic needs and aspiration are helping each other to achieve more challenging goals and like the regular classrooms
some kids are some kids needs emotional help and mixing the kids with different academic needs is not going to help any emotional situation and in fact it may worsen the situation as the teacher will have to deal with in wider range of academic needs in the mixed classroom so with a new model there are technical challenges for implementation the third grade teacher now must investigate and avoid reusing the material used in the previous year this has been a very common concern in the meeting I attend last year last week sorry um so it's going to add more workload to our teachers as well and our teachers are already over stressed and they're paying so please give them a break and just give thanks as is ah so common sense taught me that the better education
is to keep children what they need and what treat them then not treat them the same like a production line one may argue that even in a high cap children have wide range of needs still with the mixed environment in the new delivery model the range of capabilities is only bigger it's not going to be smaller um so board members I urge you to save the self-contained I can classroom thank you thank you speaker number two hi my name is Sarah Bassam and I am a resident of the North Shore School District as a parent of a first grade student going to second grade who qualified for the EAP program I am disappointed by the recent decision made by the school district the change in this program is absolutely unacceptable and demonstrates a lack of
respect for the rights of the parents to decide for their kids and their education for the children it is deeply concerning that the school district has neglected to inform us about this change until May 22nd leaving us with insufficient time to explore alternative options this blatant disregard for parental rights and the promises made by the district when we enrolled in the EAP program is in is disappointing we made a deliberate choice to forego seats in both the private school system and the PACE program in favor of EAP not only do I have concerns but other parents I've spoken to share the same sentiments the lack of the satisfactory explanation from school leadership regarding the reasons and basis for this change further adds to our frustration the absence of evidence suggesting that this change will address
any documented issues or objectively improve the educational model is alarming under the new model EAP students will be in the minority within the classroom with other students leading to a divided attention from the teacher this will undoubtedly result in less individualized attention for both qualified and non-qualified students by diverting most of the teachers effort and time towards the majority the district is essentially living Advanced Learners to fend for themselves this decision stands a distressing message that their educational needs are less important or can be disregarded entirely according to Washington state legislator law access to accelerated learning and enhanced instruction is a fundamental aspect of basic education for advanced Learners by implementing this new model the district is directly undermining their rights of basic education for all EAP students furthermore the lack of transparency exhibited by
the district is deeply dropped troubling while the district introduced a new model at only four new sites they conveniently failed to mention that all existing 11 schools except three will transition to this model this Omission raises thoughts about the district's confidence in this decision we demand like an official response to address these Concepts immediately our children are not experimentation subjects and it is notion that they can just give it a try and see what the outcome is is not acceptable um so the district's failure to provide concrete data supporting their decision coupled with the Hasty implementation of this program raises some question thorough research and Analysis should have been done and conducted and shared with parents to ensure the validity and effective effectiveness of the proposed changes now be asked the district please Rectify this
situation and restore the EAP program to his previous state and reaffirmed that reaffirm his commitment to fulfill the promises they provided when we enrolled into the program at first thank you all thank you speaker number three analysis no worries good afternoon School Board my name is Chris lauridiski I'm an NSD teacher of almost 13 years now and a parent of two kids who attend Frank love and I'm also a Bothell Community member I'm here tonight to express my support of model 4 enhanced local determination for comprehensive high schools with community resource officers for K-8 and choice schools I'm going to share my reasons for why I believe you should vote in this model on June 26th I believe that this will be the best option in order to meet the needs and wants of each
individual School community at Bothell High School where I have worked for 13 years we have always had excellent sros with a great partnership with the Bothell Police Department it's existed for over 20 years in our school I cannot imagine what Bothell would be like without this amazing program in my years at BHS I have met and worked with four incredible sros and they were each known and loved by students and staff I've been around long enough to have watched many administrators come and go even now students can rarely name even one associate principal but they can always name our SRO while I understand turnover in administration is very common around the state I think we need to stop and think about why administrators deal with discipline they're overworked and they're drained because of this they
don't really make the same connections and provide the same support and protection that the sros have provided our students and the students have told me this themselves one student comment from our focus groups was that sros are responsible for safety and removing that would burden students and staff even more than they already are we are supposed to be having teachers who are focused on our education removing an SRO would only hinder people's success later uh so I wanted to share that quote because I think it's important to hear the student's voice because this is their choice they want the SRO it's no secret that Bothell High School students want to keep our program I talked to around 200 to 215 students every single day in my classes alone we have had incredibly deep discussions about
SRO programs and safety they are well informed about the program and what it has to offer and they know what they would be losing if the program was not to continue every day I come to work and my students ask me about the status of the SRO program they are worried about losing it they also want to know why there have never been any District leadership questionnaires directly asking them about how they feel about sros if you simply ask our students what they want they will tell you student Choice student voice I have my own two children in the district I move my family here from Everett in 2021 and I wanted to ensure my kids attended safe schools what I believe to be safe schools in our district and I love the school that
I work at I'm a very proud North Shore teacher I feel some regrets sometimes that we have moved because I could have kept them in Everett schools where there are sros at every high school and they don't have to fight for this I never thought I would have to fight for this but here I am my kids are young I love Bothell I love my students I'll keep fighting for the vital resource of safety for my kids and the students of North Shore schools I worry that you won't vote in favor of the enhanced model though I cannot help but think about what happened to the Woodinville SRO program I've lost trust and confidence in the school board and the leadership of this district and because of this I don't feel safe in your hands
please I am asking you please let the schools divide for themselves and vote for model 4 on June 26th thank you thank you speaker number four hi my name is Jeremy Wu I've never made public comment and I never intended to but I'm here today out of love for my daughter and to give her a voice to you because she's eight and she's still shy so she can't talk to herself yet my daughter is a second grader in Lockwood's EAP she's one of the cohort that's moving back to Frank Love I myself am a graduate of an AAP program back just a few years ago um I know that you're hearing a lot about what is wrong with the new model and to be to be sure I do not want that new model either
but I'm going to spend my time telling you about how wonderful the current model is um so as I understand it the current plan is to have the students walk out for Math and and to try to do group Ela inside the class and I think that if the point of EAP was simply to provide them access to accelerated curriculum that would be fine but from what I've seen and observed and what my daughter will tell it would tell you the EAP program is much much more than that um these these kids they process through curriculum they're so fat they processed it through it like we used to process through chips during the pandemic right we just chew through this curriculum they are used to being able to go through any curriculum that you can
hand at them and just work right through it with no problems they're used to being right they did this even as the first uh first kindergarten class to start virtually through the pandemic um what I saw was a teacher who in her own time researched what it meant to these kids and what these kids needed out of a highly capable program I saw a teacher who spent mornings um not chewing through curriculum but presenting these kids she grouped them into teams and she gave them problems that they could not solve it was like almost impossible to solve I know this because she brought the problems home to me and I could not solve them but the point wasn't for them to solve them because these kids know how to be right what they needed was
to learn how to fail and to fail together and to learn how to recover and to expand their mind and to do it together and to build a community um my my daughter used to have severe emotional problems when she was in gen Ed she just struggled and it's not an uncommon story for a lot of these kids I think it's because they're bored out of their minds um and I've never seen my daughter be so excited as when she came back from these EAP classes trying to chew through these problems and many other experiences that she had that I know that she wouldn't have engendered I I have two other kids who are on IEPs and Special Ed I know that if they were in the same class it might not be a good
in fact it probably would not be appropriate to do such an exercise for them differentiated instruction for them meant the world to my daughter I'm to be honest I'm concerned about what what this will be like when she goes back to genitive class it was a trial and she's already been through so much starting this school uh during the pandemic and so I hope that you guys would reconsider I hope that you would allow the program to continue as is I think it's wonderful and I think that the teachers that are involved are amazing and that we love the North Shore School District so thank you for your time thank you speaker five um I I'm the father of a third grade dual qualified EAP student and I have a kindergartner okay sir really quick
do you mind stating your name oh TIG Williams sorry sorry I'm a developer I usually sit in a room by myself for eight hours a day it's all good um so I also have a kindergarten who's on track to be dual qualified I want to speak out against the changes to EAP at in the North Shore school district and I also want to provide an alternate solution which if you haven't heard I don't know um I'd also like to point out that I have not seen a single person come up here and make a statement in favor of the Erp if the EAP changes incorporating both EAP and non-eap students into a single classroom puts undue burden on the teacher to provide multiple different lesson plans for a single class they will now be expected
to provide not only grade level instruction and support for students below grade level but also instruction for students at multiple grade levels above the spread of reading level and EAP students alone can spend multiple grade levels um our experience leads me to believe that the most likely outcome is that teachers will resort to the advanced kids will just learn on their own philosophy because they are stretched too thin we all know teachers have stretched then already we have seen this with our kindergartner he has advanced in math and reading and his teacher has stated as much however he has just given busy work to do while she attends to the other students that need more help he gets bored and starts entertaining himself and distracting others this is common among kids who are Advanced and
are left to fend for themselves in school integrating EAP students into General classes but with differentiated failing with disparentiated learning also fails to provide the inclusive inclusivity by definition it's right there in your own statement ordered from an email sent out regarding the Eep changes Advanced English language arts instruction within a general classroom setting you are still differentiating between EAP and non-ep kids in a single classroom but this time now they're all in front of each other if the true reason is to help Foster a more inclusive learning environment and not simply budgetary reasons then I propose what I believe is much better solution currently students simply test in the AP you either score high enough or you don't and that's it there's no path to get into AP if you don't pass the test
um I think the system Fosters a you're inherently gifted enough to be an EAP or you're not mentality among students which I believe is the whole root inclusivity argument that we've been hearing about kids feeling bad or whatever I propose keeping the same separate EAP classrooms and instead of providing a specialized instruction for EAP kids in a general classroom we should provide specialized path to EAP instruction for students that did not score high enough but want to join in the AP program this would be much less burdensome on the teachers as the path to EAP lesson plan could be standardized instead of providing multiple levels of differentiating instruction within a single classroom there would basically be one path per class to get grids from to get kids from General into EAP once their neap well
levels ranges expand and whatever this would also teach kids that you don't have to be born inherently smarter than others to be an EAP instead you can teach them that if you want to achieve your goal you just have to work hard at it which is one of the most important lessons you can learn in school that's it thank you thank you for everyone if you had further comments and you ran out of time please feel free to send them to us okay speaker number six hello good afternoon I'm Marie engstrom and I have two children attending Cottage Lake Elementary School I'm going to go in a different direction here I'm here to ask the North Shore School Board to thoughtfully evaluate the way it is delivering Visual Arts education to our elementary schools and
commit to Improvement in the future by developing a program that's consistent with the intent of Washington state bill 5878 I adore the art docent program as a volunteer it gives me great joy to work with kids on projects see their ideas form and build their confidence kids relate to each other through their art excuse me and share their personal stories as they create art truly builds Connection in a community and this is witnessed every time I am in the classroom but this program has its shortcomings I am a horticulturist mechanical engineer and an art docent I am not a trained art instructor while I bring deep passion energy and enthusiasm to the art docent program I know our program does not meet the state standards set for visual arts being in the classroom once per
month does not allow for the depth of exploration needed to fully cover the state required topics we ask a lot of our volunteers who are often wearing many hats and working in multiple capacities as it seems there are never enough of us to go around some classes simply do not have volunteers who are passionate about Visual Arts leaving others to do their best to cover the gap or worse leaving the students without any sort of structural arts lessons it's getting more and more difficult to find volunteers and it's not hard to see a time in the near future where there are not enough people with a time and knowledge to continue the program as intended today wealthy students pay for art lessons outside of school to fill the existing Gap those without means to do
so miss out driving deeper inequity within our community a Cornerstone of our instruction is learning how to be creative and approach a problem as an engineer for more than 20 years I know that the best engineers and scientists have both technical Acumen and the ability to think creatively Visual Arts can help Foster this creativity which can be developed at an early age creativity like a muscle needs to be strengthened to work at its best have you ever worked with a sports coach or fitness trainer on a regular basis with a structured program you see solid consistent strength improvements what about if you have a half-hearted effort towards developing your strength maybe only complete completing your workout once per month strength never really materializes the same is true with creativity currently we aren't giving our elementary
age students the full opportunity to to develop these strong creativity skills lastly we can't overstate the value of the Arts in this day and age Brookings Institute says the Arts challenge us with different points of view compel us to empathize with others and give us the opportunity to reflect on The Human Condition empirical evidence supports these claims among adults Arts participation is related to behaviors that contribute to the health of Civil Society such as increased Civic engagement and greater social tolerance let's instill a love of Visual Arts to help ensure a better future for our kids and our community thank you thank you speaker number seven hello my name is saskia mizushima I first came to North Shore as a parent nine years ago and I have also been a teacher for the past five
years at North Creek High School um and I've been lucky enough to be part of the development of the ethnic studies program which I'm here to talk about the ethnic studies class and for the last four years I first of all wanted to thank everyone that's given support to the ethnic studies program the board the current and past superintendent the wonderful racial educational Justice team my amazing thoughtful and supportive Regional assistant superintendent and all of the dedicated and inspiring students Educators parents and community members who have been involved throughout the past four years in giving collaboration feedback and support I'm going to give my personal recommendation based on my experience in the last four years piloting the class but more importantly based on student feedback that I've received that the board moved toward requiring ethnic
studies as a required semester course in the future um but I also would recommend that this requirement can't come at the expense of taking away other essential classes like world history uh the reasons that I say this is I think that it would better prepare our students for being members of the community and World citizens it would also put us in line with several surrounding districts that already require 3.5 years of social studies in addition I think this would make up for the Gap that students currently have when we transitioned from Junior High to middle school we kept the same classes but we created a gap year in either students freshman or sophomore year where they no longer have a social studies class and this is at a time when the students being able to
build critical thinking skills listening to diverse points of view and understanding how to engage in civil Discord is discourse is essential I also would ask for the continued support for the ethnic studies program as this is not like a checkbook or a textbook or a check box that we just have finished but something that teachers and students will need continued support for collaboration and training and updating the curriculum so that it can be reflexive and responsive to the community um I wanted to reiterate why I'm saying this I had a parent and student who had been in one of the pre-pilot courses come back during their college break very recently and specifically talked about how essential the ethnic studies class was and how they were able to use what they learned and they're thriving in
college right now student voice specifically uh here's some quotes I would say that everyone should take ethnic studies not only is the content interesting and relevant but the skills that you learn in this class are the kinds that you will use for the rest of your life I feel like the class enhanced My overall education and changed the way I view the world this class taught me more about myself and others than any other class or outside Source has um I wanted to just close I guess by saying that I think that ethnic studies is humanizing for all students and has built Community instead of dividing people and I just wanted to say that I feel lucky to be part of it thank you so much thank you speaker 11. hi my name is Allison
Anderson I am a parent of um two and then one going to middle school two kids at Shelton you now one's going to middle school next year and one's coming into kindergarten um at Shelton view so they are stuck with me for a long time um but I'm not here to talk about sheltonview today just yet um I'd like to first um voice my support for the local determination model 4 enhanced that the student wellness and safety task force is currently um discussing and bringing to you all I'd also like to bring up that earlier this year in January there were a number of news articles that came out of Fairfax County Virginia um indicating that our former superintendent Dr Reed had proposed four hundred thousand dollars for a safety and school security officers at
her new district and that money was specifically set out to bring a response officers to the elementary schools in her District um it's a rolled out process but it's laid out and a very different narrative from what we saw in the 20 2020-2021 task force here at NSD and kind of shifting into the conversations we're having now and I just find it interesting that you know a change of heart was had there and conversations are changing um as her scenery has changed and our world and our scenery and Community here is ever changing and I would really like to see that be something that we can continue to have those conversations on a case-by-case basis at our local schools local determination is a really great step in the right direction for that another way that
helps I have been here before um and had meetings with many district people in this room regarding sheltonview safety in our campus and the lack of things that we can make happen right now so it kind of extends that conversation of having a broader perspective if we can't build a fence can we have somebody who can help be on campus or be somebody that we can trust to be a response for our students that kind of conversation is something we'd really like to keep going and I think this would be a really great way to enhance that um you know in the last two months alone NSD has been faced with very unique and complex Safety and Security issues across the board and now is the time to again keep that conversation going I know
a lot of the things we've heard here tonight EAP safety um the things that moorlands and sunrise a lot of trust is lost in NSD right now and we don't like it a lot of us have homes and families and Legacies here in NSD like all of my in-laws are NSD grads through and through and it used to be this badge of honor and pride and right now a lot of us question it we have a lot of questions and we are looking and seeking desperately for answers and you guys are the decision makers and the answers and so we really want to keep that conversation open with you and transparent and honest because we are all doing a lot of work in our individual homes and communities and schools trying to make this a
safe and happy place to raise our children and right now there is a lot of trust lost and we'd really like to see it be brought back thank you speaker number 12. I'm board members my name is David Dorian uh you have my empathy for the issues you were dealing with at this time and in that context I'm afraid I have bad news for you with regard to the matter of Safety and Security staff who interact with students because by law the issue won't go away this year the relevant RCW requires an annual review and adoption process that includes parents students and community members so ongoing and that's supported by the Washington State PTA when that was developed that's just one aspect of the law in this area that the district has been out of
compliance on unfortunately there are also several other aspects of non-compliance objectively we have to be in compliance with the law and Safety and Security staff including in terms of mou contracts data collection required annual reviews and annual notifications required Etc much of this has been required since prior to the 2021-2022 school year and hasn't been done so the Bothell mou has actually been an invalid contract in 21 22 and now 23. also objectively we have to find a way to move forward that is less divisive if we're going to be having these discussions annually when I hear that adults in the task force had to be reminded of their responsibilities when speaking with a student that makes me frankly pretty sad that a task of course meant to be focused on wellness and safety could
not keep a student safe and well in its own meetings is clearly concerning the students who deserve safety and wellness include those who have misgivings about having an armed police officer conducting enforcement activities on campus to be fair I shouldn't mention enforcement scope without also mentioning the mentorship and teaching scope of an SRO but on those two elements shouldn't the district have Broad and deep oversight on what the content of mentorship and teaching is the design of that aspect of the program has not happened at all to my knowledge and it's absolutely key in identifying a supplier of services if they're desired alongside that any supplier should be assessed for its structure of delivery for example why is reporting into the major crimes division the right structure for an SRO as is the case with
how Buffalo PD is currently structured why not have the SRO report into community policing which Buffalo covers elsewhere I really think the district needs to replace the references to Bothell Police Department in the draft recommendations with a generic law enforcement services provider particularly outside of Bothell jurisdiction not least because of the ethical implications of having a Bothell PD employee design and vote on those recommendations thank you speaker number 13. good evening uh excuse me my name is Jim Causey I'm a parent in North Shore uh got two children with diagnoses of autism and ADHD they attended Wellington Elementary for a number of years um this year they were they've been at Bear Creek School and the cross enrolled in NFP and North Shore networks I recognize essentially everyone here is asking for changes in the
face of difficult budget issues but I am still here to urge you to find ways to restore dual enrollment and to build on the past success of the program to improve support for special education families um like many families we were reluctant homeschoolers we didn't come into it from a place of principle or philosophy we did it because the school district was not serving our children's needs and we needed to find an approach that would not require us to withdraw from the district but still try to address the needs of our children um staff at Wellington recommended we take a look at the Bear Creek program and it's actually been despite you know while nothing is perfect it's been a great help for our family um reinducing reintroducing our kids to social interactions being able
frankly to help us scale better as a family you know we are not certainly not trained professional Educators by any stretch of the imagination um the the approach that uh has been taken in the past few months in determining what to do in Bear Creek um has been really uninclusive there's been effectively no communication to parents about the plan of record or options being considered until very recently um there there were up I recognize there are issues with uh with Staffing that made this very very complicated I also recognize that really everyone in the district was kind of hanging under the weight of not knowing what was going to happen with with funding um and none of those things are easy for sure we definitely have sympathy for that um there were ways that the
just that staff could have worked with advocacy groups that did that already existed with the PTAC at Bear Creek um to explore other other alternatives um part of the message is that we've received of late have been based on enrollment numbers where at there have simply not been opportunities to complete enrollment or move students off of wait lists we'd been asked throughout the past several months to be patient to wait for communications multiple communication deadlines were missed and we now many parents find ourselves in a position where it's too late to make alternative preparations for the next academic year which is super super difficult really for everybody involved I'm concerned that we're going to essentially accelerate a death spiral of special education at North Shore School District parents who have the ability to withdraw and
find private resources will probably accelerate doing it so hopefully we have there are ways for the district to partner with parent advocacy groups and others with more communication and inclusion to find a successful path forward thanks so much thank you speaker number 14. hi my name is srinivas I'm parent of a seven year old kid my son starting this year to next year he and he qualified for the EAP program and my going a lot of parents here on the AP I have the same concerns what other parents have being my son coming from a private school in January when we are taking the test the program was completely different what we heard about the program in last week when we went to school the program is a bit different and and we really have
concerns on that program how that's going to give a best education to my kid uh and the second point is you know on the emotional aspect having these non-eap and EAP kits on the same classroom I really feel that both the kids can't get the best out of that now you really stamped on that okay I'm going to a different class I'm I'm doing better than you are you know the other kid might feel I'm not maybe doing as good as the other kid doing in EAP right so I think I feel uh that separation will come if you're having these both kids and giving them a separate education in the same classroom and and third one you know my older one also went into EAP in a nutshell and he has uh you know
separate classroom for EAP and in this classroom what I understood is the only math is the one they're going to get accelerated program English still they sit in the same classroom and going to get a special uh you know they are going to be challenged in the same classroom which again it is a concern to me and and again other parents pointed it's a more work for the teacher to focus into multiple levels of teaching in the same classroom they have to do a lot a lot extra work to get the kids get this right education to the kids I think this and the communication wise I think we should you should you should have done a better job because if that's known to us in January we should have taken other options now we
left with no option than the school which we still we don't like we don't have confidence no I don't say like but we don't have confidence on this program that my kid gets the best what my other other kid got from not sure thank you thanks brother I hope you you will consider our request and and you know get back to us with your decisions thank you thank you speaker number 15. my name is Tariq Scott and like a previous speaker said I just also want to express my empathy I know you guys are just bomb boarded with a lot right now regarding the SRO decision I just want to uh to the board members and superintendent I'm here to give testimony regarding concern that data and facts have been misrepresented to the board in
the study sessions the gardens Safety and Security staff most concerning is the incorrect information provided about campus supervisors the role has been presented to the board as if the job title means chapter 13 module training is not required the ESD responsible for providing an accredited training has confirmed that this is not the case those perform the job functions of a campus supervisors must receive the training in fact it is very important for them to do so as their function incorporates both Safety and Security and discipline the incorrect information was foundational to the design of the models the board was shown to the evaluation of those models in the budgeting share as it was all based on the incorrect idea that campus supervisors don't need to be trained in the state mandated modules to design evaluations
in budgeting are all obtained the SRO data presentation has been inconsistent the way the SRO interaction and activity data was presented by Woodenville last year was much clearer and particularly splitting out dispatch calls for service from officer initiative actions the latter which AKA on views is one of the primary concerns of those who believe the SRO model by Nature leads to over policing of schools and criminalization of students due to enforcement duties and the ability to arrest students this data for both those should be reviewable and reviewed prior to the board making a determination on which recommendations to select further on data it was misleading to share data that police activity on campus in a matter that suggests having an SRO program will reduce or eliminate the presence of other officers in many situations as
schools officers addition to the SRO are required today suggestions sorry suggestion School Community should be concerned about their presence and Ali confusing argument that even many of those opposed to patrolling law officer on site would would I make research presented was also rushed and contain bias in particular it was suggested to the board that both students had not had a chance to be represented on a task force but actually the Bothell and night group was brought to testify by John Messenger to the 2021-22 school year task force John Messner testified to happen there sir I'm sorry we need to not refer to specific District individuals if you could please okay [Music] finally it was suggested if not stated that the whole task force voted on the models which they did not justify person group did
including the current SRO I just asked the board to consider this misrepresentation of data during her Retreat thank you thank you okay I think that's the end of the public comment list thank you all so much for coming and and letting us know your thoughts um it's six o'clock to members of the board need a small break all right 10 minutes three let's get let's call it five minutes we'll take a quick break so we'll be in recess for five minutes and then we'll be right back thank you foreign all right graduate yeah thank you thank you very much oh No Just thank you wait they said he was okay foreign okay we are back in session thank you everyone for allowing us a quick pause to get a drink and other things um I
think most of our public commenters have left the room or the building um or the others who may have stayed um we understand the rest of it probably seems pretty boring to you but you're welcome to stay in and enjoy it all okay next item on our agenda uh is the adoption of the consent agenda do we have any board comments or questions or do we want to first talk about everything to approve her we need a motion to approve the consent agenda as published no moved second okay thank you any questions or comments about the consent agenda well I have questions about 18 and we'll come back to that but um the board policy around multi-tiered systems of support I believe is a required policy brought To Us by wasda is that correct that
is correct and but do we have to vote on it tonight we do not have to vote on tonight so as as was mentioned we actually are actively in conversations with our labor Partners in terms of the implementation thus primarily around the procedural component of it but I would agree that it may be more appropriate to wait until after we've completed those negotiations before moving forward with the policy then I would move that we table move remove number 14 and bring it back um when is it appropriate yes second that okay do we need to vote on on the Amen on the amended consented well we're gonna we have to I think we first we vote on removing 14 and then we'll have discussion on the amended consent agenda and then vote on the amended
consent okay do I hear a motion to remove number 14 from the consent agenda so moved okay then I will call for that vote if we can do we do a Voice vote so that Peggy doesn't have to come up with a written one all in favor of removing number 14 from the consent agenda please say aye aye aye resident votes I any in a post okay and that motion passes thank you other questions about the consent agenda or comments or changes um nothing no changes just wanted to clarify a couple of things in number 18 specifically um the uh flash program is what we have been using for health in the fifth grade right so it's just a re-upping of that program nothing's changing and it will continue to be available for parents to
review and so forth excellent and then just a little more clarification around the Sunday systems I know we got an email with some questions about its support and intended use for students at the middle school that are struggling anybody so I'm going to ask that one of our assistant superintendent for the South Region Dr Amity Butler speak to the Sunday system so the Sunday system is a intervention supplemental material for students who may need a little bit extra help sometimes in dyslexia also works very well for our English Learners so it is it has a multitude of I guess uses and it is uh we have approved it for use all the way through our middle schools we haven't I don't think I've seen it used in high school but it is open we haven't
put any parameters around the ages of the students their Sunday system one and Sunday system two so each different system works for a different age group of kids as they move through and improve their phonemic awareness and phonics components so it does hit all five of the pillars and as students progress through that system that will help in their English development can I ask just a clarifying question because in the um information we received that that it this is we're voting to allow approval to use this through the eighth grade so we piloted it the first time we took it through CMAC we piloted it really our pilot was 4K 5 and we wanted to get a little bit more data to extend it into our middle schools okay thank you so it is the
intent is to start using it because we've had many conversations about our struggling readers at the middle school level so yes and they've found success in the Middle School it's not for every student but it does definitely meet the needs of some of our students who still have that Gap thanks if I could just I think some of the sorry no I'll have a question too go ahead some of the the questions that we received were around I guess differentiation of using that system for the K-5 versus the six through eight and you know what kind of work has been done which I think you know you don't need to answer that right now that could be rather lengthy I understand but um perhaps information provided to the people who are asking about it okay
and so and my quick question the funding source is listed in the documentation as being from our federal title III funds correct and so I wouldn't not I would imagine there's not this is a summary sheet that we have here just so the audience understands it's a single page so in terms of how much funding we get from the federal government would directly impact how many of the materials we'd be able to implement at this time correct because it's a subscription model people could probably understand that yes so Sunday system is a it's basically a box of materials and we would our title III will focus on our multilingual students because that is really what we're intending to use it for in our middle schools and that is the funding we would use so it's
the cart and the horse right there yes you got it thank you so much thank you Dr Butler any other questions any other comments or director kogan I had a question also on number 18 um item 18 but this was about the um ethnic studies curricular units and um there was talking there about the course being available at our Comprehensive High Schools 9 through 12. and I just wanted to ask a little more clarification one of our student speakers brought up a great point about how that information and that learning was valuable to his education but as a senior felt that it might have been nice to have it earlier in his educational journey I know we're working on a framework K-12 so over time that will come but starting in the next school year
are we thinking that this would be scheduled to fit into a ninth grade 10th grade 11th or is it 12 given the other requirements that we have as a district in the state for social studies how could that fit in in the school year so it is an elective class right now and so I'm going to ask our assistant superintendent for the North Region Melissa Riley to speak specifically to that because she would have no more knowledge as to how those are being currently scheduled you very much hello hello good evening the way that it's being offered right now is it's a it's a high school course elective and the course description is written for 9th through 12th graders I think one of the things that that JJ is referring to is that he didn't
he wasn't made known about it until he was already ready to graduate mm-hmm it's a p12 ethnics to studies framework which was passed will be available right for core integration but the the high school course package with the high school curricular units are available right now by the course code for 9th 10th 11th and 12th graders it's about really just trying to get the word out there and having he's saying had he known it's something that he would have taken earlier and he felt like it would have helped and it would help more ninth graders and 10th graders if they had it earlier does that help you and maybe while you're here assistant superintendent rally another question too there was a uh in the notes there was a statement that the state requires a semester
of world history and that the district currently has a year of world history and so I also seen here that we're going to have a committee of staff and teachers look at this and make some recommendations and so just wondering is that something they'll be looking at is maybe some flexibility with maybe the second half of world studies being an elective yes after working with the the teachers over the course the last three years um Ava Thomas and I have come to understand that we are not the most equipped with the teaching of social studies and we would like there to be opportunities for for social studies teachers to work in partnership with the curriculum instruction assessment department and the racial Educational Department to Think Through what are possible options and there are quite a
few and we would like them to be able to have the opportunity to have some voice into that and have that in partnership in optimizing the voice of our students to think about all the various ways that it could be offered so that we can think through as the state is writing themselves for a graduation requirement that we can also think about the variety of alternative Pathways that are possible and so they for example it might be that they recommend world history as half a credit and then ethnic studies as another half credit offered there's also options like embedding it into a year-long U.S history class which has been brought up now that college and the high school is also free there are surrounding school districts like Edmonds Everett Mukilteo who are working with the
Community College to offer a year-long course and then there's also the African-American AP ethics ethnic studies course that's being piloted right now and we know that there's things to come in the future under American ethnic studies and that course code that there's a variety of options so we would like to be able to work on the ground level with those teachers and students within the high schools to help us understand the various ways that it could be offered thanks for sharing those details appreciate it sounds great thank you any other comments questions suggested changes to the consent agenda okay then do I hear a motion for approval of the consent agenda as amended so moved second with no further discussion then I will call for the vote and that passes unanimously thank you next up
is action items the first of which is a donation to The Bothell High School football high school booster club superintendent Holly thank you president mcgorty this is a donation from the Bothell High School booster club through the Bothell High School football program to cover the cost of reconditioning helmets so we do recommend that the board of directors approve the donation of 1 11 752.34 cents to the Bothell Haifa both of high school football program thank you questions or comments from the board I appreciate the donation to help support safety for our students indeed indeed thank you all right I'm gonna go there um I appreciate it I'm in favor of this we know that concussions from playing football are a long-term issue um I wonder if it's possible at some point to get some information
of what standards are used by our four high schools in terms of helmet and requirements and you know are we just barely meeting standard or do we think we've got helmets that perhaps are reaching a higher level of protection against those concussions yes thank you we can definitely gather that information and provide us to the board thank you seems that that would apply to other safety equipment as well for but I know the helmets are it's very yeah it's the concussions specifically that I have concerns with that that's a long-term brain injury that um just a matter of time for there is a high school player there are states that are already seeing High School football players through their districts for not adequately protecting them against these brain injuries so replacement and and maintenance of
the helmets that we have is a good thing yeah I'm totally in favor make sure that they are the best they can be yeah yeah just kind of get a baseline where we're at yeah we're protecting our kids okay other comments we have not do I hear them second yeah ask another quick comment too I also know that there's risk of concussion a lot of other sports as well soccer which is a hard one to protect but also lacrosse which is a club sport but not a w i a sport that also has a helmet requirement and I wonder if we could just look into that as well just to make sure that those other athletes are also um having the appropriate protection thank you we'll look into that gather that okay other comments questions

the short answer is partially so the f203 which will determine our revenues for next year that is complete we're processing building the f-195 which will be brought to you at the next meeting we are still waiting on the four-year projections out of ospi we're moving forward on our own four-year okay good quick follow-up um I'm about ready to to get a communication out to our legislators and end of your wrap up and as there were some movement on on some additional special education funding is there a uh I know we did receive a couple million dollars more in those buckets is there a round number that happens to be floating around yeah I apologize for the delay in getting your response to that specific question I did uh forward that on to Deputy superintendent Dugan
Harmon and he did give me a response earlier this morning but I just haven't had a chance to in all the time yes we can certainly get you a breakout of the change in specific areas the overall net change and revenue that's an increase of 9.75 million okay perfect I'll I'll be sure to include it thank you for that thank you okay other questions comments I had I had one actually on a page six six I think or six or eight where we'd have the um District FTE enrollment comparison year over year um it looks as though the 2022 to 23 actual and projected have it coming up above the 2122 actuals for the for the second half of the year so do do I read that correctly that our enrollment has gone up somewhat
since the end of last year it's page six page six I will have to look well um can I say I mean uh so I believe if I'm understanding the question the average FTE was just over 22 000 a year ago and we are projecting for this year it to be just under 22 000. so we're is we're down from uh the 2122 numbers you might I will I will touch base with you later I'm I must be misreading the the page maybe it's oh wait not just one of the values just the whole year comparison that's what I'm wondering yeah that could be yeah because with the year over average over the full year I see I see okay thank you okay there are no other questions or comments we are now into board
