cast item c is the approval of the agenda would the board like to make any changes to the agenda as it's been published no changes is there a motion to approve the agenda so moved second thank you approved and seconded is there any discussion okay let's call for a vote motion carries four to zero next item up is the superintendent's report dr reed thank you president vice president cogan so it's graduation season and last week we had an opportunity to be a part of three graduations i know we had our adult transition program and unfortunately i did miss that being on the east coast last week but or last monday i believe or tuesday so i know that was a special event and um thursday the north shore networks and secondary academy for success graduations

i think those are always some of the most fun events uh of the year and of course we have our adult the ati program this evening at six o'clock graduating and then tomorrow and wednesday are four comprehensive high school programs at pop kinney so we're hoping the weather is going to be fabulous tomorrow which i believe it will be we won't have the heat nor the insect challenges of prior years so we're looking forward to that also just want to report that all our building end-of-year reports with principals and staff have concluded and just a lot of great work i know you all have received a lot of material to review but there's been some phenomenal work even during this i think epic year of challenge i want to remind the board that later in

the board meeting i'll provide the transition um topic reports we have a number of committees that are sort of coming to closure but haven't perhaps so kind of an update on all committee work and project work will come later in the meeting a reminder to the board that our school violence gun violence proclamation i did include information about that in our thursday thoughts that went out on the blog last week and you have a topic here as a proclamation later in the board meeting as well um and in light of just even things happening today locally i just think this is a really important topic and i know you're committed to that as well finished school visits at leota middle school and canyon park middle school where students reinforced their passion for education and also

as i mentioned at cabinet this morning i see allen's here just a real feeling on the part of students of how important schoology or having a learning management system is to their ability to organize themselves and stay organized and connected with staff i want to share that we'll be meeting um with city managers next later this week for lunch of our three city managers michael tully and i will do that cricket has started and we're thrilled the retirement event was amazing honoring our three most recent years of retirements and then a personal fan favorite our inglemoor crew 17 and under four boat uh road in nationals and made it to the semi so we said five years to a national championship we're four years in and we're at national so i think next year council

member baker from kenmore will be able to celebrate i think maybe a national championship and crew but a lot of young people having opportunities that they might not previously so really proud of that partnership so that's my report this evening thanks thank you superintendent read any questions for dr reed thank you the next item is the association and public comments section of the agenda the north shore school district board of directors has set aside a period of up to 60 minutes to receive updates and comments from association leaders and community members the board expects all parties addressing the board to present their comments in a way that is civil and respectful please speak directly to the board and address matters related to district operations policies procedures and agenda items under consideration by the board comments

should not make reference to any employee or representative of the district by name or identifiable reference there is a complaint process available through the office of superintendent if interested washington state law requires that only items on a published agenda previously published the agenda excuse me will be discussed at a board meeting any new topics brought up during public comment will either receive a later response from a district employee or a board member or be discussed discussed at a future board meeting are there any association leaders for public comment yes carmen carmen your microphone please thank you oh it's not now it's on can you hear me perfect can you turn it down a little it's that way people at home can hear you too it's good yes no dance dance okay um hello my name

is carmen delzell and i'm here representing the north shore schooled foundation and i want to say thank you good job you have accomplished your goal we are graduating this week congratulations it's a lot of hard work i want to say thank you to all the hard work dr reed has put into our community it's been a pleasure working with her and welcome to as it was interim superintendent michael tully how exciting is that and i got the title right out of that speaking of changes um you see next to me we have a new addition to our staff team and i want to introduce her to you so i'm going to let her do that now and then i'll finish my little update this is carol ryan and she is our new philanthropy director i

am so pleased to be here as part of the foundation team i'm sorry that dr reed will be leaving soon but i welcome the opportunity to work with the interim superintendent the superintendent to be school board the north shore school district and um i just couldn't be happier to be here thank you just that easy so speaking of changes the foundation also has had a change of leadership our fiscal year ends on june 30. so i'm saying thank you for three years of leadership during covid to anthony moran who's been our president and welcome to patsy trees who will be serving as our president for two years which i know is exciting because she's worked closely with the school board and the school district on many initiatives our vice president will be diana berger who

is a bottle high alumni which is so exciting and has a bottle high son so she's like in it and then our rest of our team includes tim kelso who is our treasurer also a north shore alum i'm just saying it seems like it's kind of a cool thing and then barry glenn is our member at large and susan greiner who is part of the leadership for the period peeps kind of movement she's been the grown-up behind the kids movement is going to be our secretary so that's very exciting we have had a deep loss to our dear katie ruff who's been on the board for nine years has now turned out so she'll see her showing up in new leadership ways but it's kind of a very weird thing to have service for that

long i know none of you can relate to that um i want to also just say that we are doing our final grant cycle so teachers are applying for money like madly before the 15th and we will have a new granting system that starts october not october that would be too late august uh first for the next deadline to be august 30th we are recruiting um new youth board members so that will be going out soon if you're a sophomore or if you know of sophomores and juniors who want to participate we'd love to have them and we're also recruiting ambassadors and today was the last official drop of our podcast barry glenn who's also on my board um is this featured speaker and you'll hear from us our skills for life podcasts will drop

one episode per month until the third week of school next year so welcome i mean welcome congratulations it was a great year and i look forward to working with you in the future thank you carmen for the update and welcome carol are there any other association leaders wishing to speak seeing none we'll move on do we have any video speakers to please we have the first one when they're ready thank you yes hello can can you hear me we can thank you very much please proceed okay thank you um thank you for the opportunity to speak um i really appreciate that the school board has had a lot to take on with a quick turnaround for finding an interim superintendent and the search for a longer term uh superintendent um as described on the district's

website the incoming interim superintendent currently serves in another high-level position in the district um and staff will be working to backfill the responsibilities of this other position um as the interim superintendency begins um i wanted to express um that i'm a little bit concerned that the interim superintendent will be trying to both continue with the current position um in addition to taking on interim superintendent duties without any additional staff being hired to help in managing uh those two positions i worry that that means some of the duties may be given to existing staff who are already stretched too thin and that this will result in essential district business not getting done or not getting done in a timely manner and um i worry about how this will affect students especially those furthest from educational justice

i appreciate the school board's efforts to be transparent about the superintendent search both for the interim and longer term and i look forward to the update later in this meeting regarding the superintendent transition um it's my first time speaking at a school board meeting i hope i followed all the rules thank you for your time you did follow the rules and thank you very much for your comments we appreciate it is again whenever speaker number two is ready please hello yes hello we can hear you um i appreciate that the students at ingleborn and north creek high schools are able to learn in an environment that is less reliant on the threat or practices of punishment i am speaking in support of the students from bothell and woodenville high schools who are asking for a

safer place to learn please do not continue operating school resource officer programs in any capacity in north shore school district this is a matter of creating an environment for education and building a welcoming community for families well each student has individual needs and not every support or program will be able to serve everyone in the same way the programs the district chooses to fund should not actively hinder other opportunities others opportunities to learn the specific instances in north shore from an sro physically hurting a student to an sro being asked to serve as an unqualified substitute as well as many reports from around the country show that sro programs increase the criminalization of our students and take funding that could instead be used to pay for more trained educators north shore school district has a

student-to-teacher ratio of 18 to 1 which is higher than the nationwide average of 16 to 1. it is also necessary to note that these programs exacerbate the racism transphobia ableism and other oppressions that exclude or harm students who are marginalized by our present education system i look forward to the school board following through on the commitment from the district's strategic plan to support the academic and socio-emotional success of every student by removing sros and not to replace it with a repackaged form of patrol and punishment but to provide more mental health supports work on hiring and retaining a more diverse and representative staff and providing opportunities for students and families to learn with each other and create community thank you thank you very much for sharing your comments with the school board publicly uh next

on the agenda is uh in-person speakers speaker number one please hello board members and and dr reed and i understand it might be one of your last meetings dr reed so thank you very much for all you've done for our district coming uh to follow up i came a few months ago with concerns about the progress of the sro task force my understanding is that the task force has now completed its work and that there are three options that were able to be presented again just my understanding but my understanding is that there's only one option that would retain sros on campus the other two would be either to retain police contracts but staff the officers at central administrative offices in a student liaison officer model or end school district specific police contracts and leverage

the city and county police resources as currently happens at most of our elementary and middle schools or already assuming that is correct i would like to thank the board and district staff for ensuring that the task force did complete its remit despite the challenges and for allowing the recommendation of completely ending the contracts to be carried through as there were concerns that that wouldn't be allowed so thank you for allowing that to uh to be brought to full proposal additionally though i did want to make sure that the board is aware that this is still an active issue that the concerns raised by students parents and community members a few months ago continue to be realized this has been also been an active issue for a long time although the district has made great strides

towards equity inclusion and racial justice we can see at a delta when we're able to look from outside of our frame of reference and obviously everybody's guilty of having a frame of reference i am as well uh but the the report from the naacp of fairfax county was really interesting from a perspective of the delta that we we still have to address and this is one of the issues of that delta although it might be positioned locally as an equal balance between those advocating for sros and those advocating for their removal the reality is that those most impacted are being asked to compromise 90 of the way toward the actual desired income outcomes of closing the discipline opportunity and achievement gaps a group founded within the district ran a survey to gather and center the

voices of black brown and native students special education homeless rural and most remote students in the families and out of the video project out of that became a video project i'd like to share some of their words it was framed as i can return to school so the students and the parents said quotes including i can return to school when police officers are taking off our campuses and replaced with mental health resources that are available to every student teacher and staff member or i can return to school when my mental health is prioritized and student resource officers are replaced with mental health counsellors i can return to school when mental health is favored over fear-mongering and i can return to school when i feel that my emotional as well as my physical well-being is being

considered sros are not actively stopping incidents on our campuses every day data shared with a task force and separate records request shows how infrequent uh incidents that require a report to be submitted really are however our marginalized students experience the emotional distress every day the previous speaker referenced something that happened very recently we're actually a student who came in front of you previously to passionately talk about this issue had a substitute teacher coming to her class who was an sro the the process around that is a little bit unclear so it'd be interesting to find out more about that but the impact on her was that it seemed like there was intimidation coming across either unintentionally or intentionally uh from from the officer being in that situation it's there is a sub crisis obviously but

that's kind of unacceptable on all fronts if an sro is acting as a substitute teacher that exposes a both a concerning pattern of the role being misused but also if sros are essential for safety what are they doing being a substitute teacher so both sides should have concerns about that but ultimately our real concern should be for the student uh in that situation feeling threatened and feeling unsafe especially students who are those most at risk students of color those who are neurodivergent or have other issues that have made them feel marginalized so please let's not keep our students and their families waiting any longer i know we've got time issues here because of various different things that are happening transition wise but with two or three recommendations on the table involving removing sros from campus

i'd say please choose at least one of those and follow through with it with the knowledge that that's just the first step in addressing the delta to achieving equity across the discipline opportunity and achievement gaps thank you very much for your comments thank you speaker number two please vice president cogan couldn't we ask that people identify themselves we've had three speakers that i don't apologize we had uh two virtual speakers and our first speaker the following speakers if you could state your name please and then on the screen there's going to be a timer that counts down from three minutes it turns yellow with 30 seconds in red when the three minutes are up so next speaker number two please thank you hi my name is tariq scott i'm a legislative associate with the league

of education voters we're a statewide org we we work on a policy around education special education funding um in my job with the league of education voters i engage a lot with a lot of youth you know right now you know especially with that you've already just heard about the fortunate incident at kirkland uh today student mental health is a big key thing when you think about you know the last like two years you may have a student that was like an eighth grader uh when this pandemic first their last four year before the pandemic now their junior high school that's like three years you just have to think about that the whole like social like emotional learning um sorry so yeah so i definitely from the students i engage with uh mental health is

like a big key thing uh also um when talking about like the sros uh you know studies have found early punishment correlates to adult involvement with cops especially students with disabilities and bypoc students you know black students especially are three times more likely than whites to be arrested in schools you know that money could be used uh to fund mental health specialists and i know from my research to tacoma public schools has a great program that took over uh sros and i think it saved it around one to 1.5 million dollar in funding and then also um just from doing my research as well i know uh bothell kenmore kirkland lake forest park shoreline and north king county washington they have this program i i saw is called the north sound radar navigator programs what

it does it puts social workers in the field with law enforcement officers to address the needs of individuals with behavioral health issues or developmental disabilities and they connect them to community care i mean i think having something kind of like that um you know you were you know keep an officer nearby you know keep i think having a social worker you know someone's that's uh you know trained you know in the mental health like field along with the officer per save i think that would be good but this whole like pandemic the social emotional learning man is through my engagement again with like students like uh all over you know seattle this area uh tacoma area just we you know definitely student mental health should like be like a big focus of ours and i

just don't in my opinion you know just from my engagement with these students more resources needs to be thrown to like mental health counselors more than more than having like slls thank you thank you mr scott for your comments speaker number three please he's taller than me hi my name is julia wales i'm also here to talk about school resource officers um there is a mountain of evidence that school resource officers are harmful to students that they contribute to opportunity and discipline gaps as well as the school to prison pipeline and cause the most harm to those already furthest from educational justice there's no conclusive evidence that they make schools any safer we need to stop we need to stop trying to improve the status quo when we know it is harmful and instead prioritize

the well-being of our students there are students in our district who have been and continue to be just last week intimidated and harmed by the regular presence of police officers on campus i'm on the sro task force and in some of our meetings we heard from your race and educational justice department senior staff and all of them advocated for the removal of sros i hope that you'll follow up with them for their perspectives one proposed solution to replace sro one's proposed solution is to replace sros with school resource liaisons which would mean we would no longer have the presence of an armed police officer in every high school campus but would instead have two armed police officers somewhere else likely the district office i am relieved to hear the district will consider removing armed police

officers from our campuses but re-allocating the budget to pay for the presence of armed police officers in another location does not make schools safer we were told we don't yet know what the duties of these srl's will be while they're at the district office which is where they will where which is where we expect they will spend most of their working hours employing officers just to stay at the district office waiting to be needed feels like not only a waste of their time but also a huge waste of our school budget money i know that incident in lake washington school district is on everyone's mind today and i'm very glad the situation was was resolved without violence but this is a perfect example to show that when an incident requires a police presence it often

requires more than one or two officers paying for two officers who don't have any tasks on a regular basis only for them to participate in investigations or meet their fellow police officers on a school campus is not a good use of the school district's budget the local police departments and sheriff's office already is already a publicly funded resource paid for with our tax dollars they should already be able to come to the aid of schools just like they would come to the aid of any individual or organization in need we don't need to be spending our school district budget on what is already a publicly funded resource that should serve everyone in our community it would be a better use of our district's budget to fund school safety programs and policies that are evidence-based if

we really want policies and programs to make schools safer we have to fund them these evidence-based programs and policies not only increase safety but do it in ways that also help to close the discipline and opportunity gaps we need to continue the district's efforts to improve access to mental health at school we need counselors and social workers we need funding to improve anonymous reporting we need to pay experts to start real restorative justice programs improve community engagement mentorship programs and improve students feelings of belonging and connection at school we aren't going to be able to do any of that if we keep wasting district money on employing police officers we should reallocate that funding to pay for these evidence-based policies and programs that increase school safety in ways that center those furthest from educational justice

neither school resource officers nor school resource liaisons will make our schools safer we should be able to rely on our law enforcement to come to our aid if and when they are needed that is already their job please do not waste any more of the district's budget on paying for a regular police presence in any district buildings thank you ms wales for your public comment uh speaker number four please good afternoon um dr reed last day and members of the north shore school board my name is jane weiss i am a retired north shore teacher a survivor of gun violence a volunteer with mom's demand action for gun sense in america i want to thank you on behalf of the many gun violence prevention advocates both here online and all over america working to end

this preventable epidemic for your support and recognition of national gun violence awareness day you join a broad coalition of individuals and community stakeholders cultural influencers sports teams city officials mayors school boards faith leaders public safety officials survivors students teachers moms and other advocates in cities all over the united states in recognizing where orange which is the first weekend in june we were orange to honor the more than 110 americans shot and killed every day in the united states we wear orange for the survivors of gun violence and we stand with them to say enough we wear orange for the hundreds more who are wounded every day we wear orange to call an end to this preventable public health crisis we were orange to demand a future free from gun violence in all its forms including

domestic violence suicide and city gun violence we will continue to educate raise awareness organize advocate and rally for safer communities and we are grateful for the support of the elected officials like yourselves and stewards of the public health and safety in our school communities we thank you and we encourage you to be bold do not look away and continue to champion for common sense solutions to this epidemic thank you for your support and time uh today and i just wanted to mention there was a shooting in mukultio this afternoon at mariner high school about half an hour ago thank you miss wise for sharing your comments with the board that concludes our association in public comments the next topic on the agenda is programs and special presentations uh the first topic is a gun violence

proclamation so remember the board that would like to read the gun violence proclamation okay i'll read it um this is a proclamation declaring the first friday in june to be national gun violence awareness day this proclamation declares the first friday in june to be a national gun violence awareness day in the north shore school district to honor and remember all victims and survivors of gun violence and to pro promote awareness of efforts to reduce gun violence whereas in 2020 more americans die from gun violence than any other previous year on record with more than 100 americans killed every day by gun violence more than 200 shot and wounded every day and more than fifteen thousand gun homicides every year and whereas washington state has greater than 800 gun deaths every year with a rate of

greater than 10.5 deaths per 100 000 people and whereas safety in our schools is one of the district's greatest responsibility and whereas gun violence prevention is more important than ever as the coba 19 pandemic continues to exacerbate gun violence after more than two years of increased gun sales increased calls to suicide in domestic violent hotlines and an increase in city gun violence and whereas pendleton was tragically shot and killed at age 15 in january 2013 and on june 3rd 2022 to recognize the 25th birthday of hadja pendleton people across the united states recognized national gun violence awareness day and wore orange to honor hadiya pendleton and other victims of gun violence and the loved ones of those victims and whereas the wearing of orange was inspired by a group of hadya's friends who asked their

classmates to commemorate her life by wearing orange because hunters wear orange to announce themselves to other hunters when out in the woods and orange is a color that symbolizes the value of human life and whereas anyone can join this campaign by wearing orange on the first friday in june to help raise awareness about gun violence and whereas by wearing orange the first friday in june americans will raise awareness about gun violence and honor the lives of gun violence victims and survivors and whereas we are committed to maintaining safe schools free of gun violence or violence of any kind now therefore be it resolved that the north shore school board recognizes the first friday in june as national gun violence awareness day and applaud our communities efforts to prevent the tragic effects of gun violence and

to honor and value human lives thank you director hayes any discussion on the proclamation no i would i would just like to thank um community members who brought it to the board's attention as well as as president mcgurdy um who shepherded the process she's in here today so i just wanted to make sure we gave her a call out for shepard in the process of ensuring that the proclamation was on our agenda so that we could in fact make note of it and read it thank you director cast the next item is the proclamation for pride month would somebody like to read the pride month calculate proclamation it's your turn it's my turn number is red all right this is a state of washington proclamation from governor jay inslee whereas washington state recognizes that one

of its great greatest strength strengths is the diversity of its people and whereas washington state has a long-standing tradition of upholding the dignity of the individual supporting legal equality and fair treatment for all people regardless of sexual orientation or gender identity and ensuring that acts of discrimination and hatred will not be tolerated and whereas members of the le the lesbian gay bisexual transgender non-binary queer ii spirit and intersex communities lgbtq contribute to our state's success and strengths in a number of great in in a great number of immeasurable ways and whereas the lgbtq community continues to be a target of violence harassment and discrimination by many and yet continue to thrive through the support of lgbtq affirming spaces agencies and individual allies and whereas many states throughout the nation continue to systemically persecute lgbtq people

by passing anti-lgbtq legislation targeting lgbtq families lgbt children transgender athletes and lgbtq students and whereas the state of washington has positioned itself as a safe place for lgbtq people with expanded protections for all and whereas lesbian gay bisexual transgender asexual aromantic queer two-spirit non-binary and intersex washingtonians invite all people to join them during the month of june and celebrating the resilience and contributions of the community with appropriate coveted precautions and safety during this ongoing pandemic now therefore i j inslee governor of the state of washington do i do hereby proclaim june 2022 as lesbian gay bisexual transgender asexual aromantic queer two-spirit by non-binary and intersex pride month in washington and i encourage all people in our state to join in celebrating diversity and promoting inclusion and equal protection under the law and i further encourage

people to join me in eliminating discrimination or discriminatory policies and practices toward any culture race or group signed this eighth day of june 2022 governor jay ensley thank you director swain is there any comment about the proclamation i appreciate um it uh it might take a little time to read but i think it's important i'm glad we take the time to to honor these propagations so thank you vice president cogan absolutely okay the next item on the agenda is the adoption of the consent agenda is there a motion to approve the agenda as published so moved second it's been moved and seconded is there any discussion about the agenda uh director director dr reed if you could take a moment and just there wasn't a lot of clarity around the supplemental instructional materials and i

know we received that in our cmec minutes but if we could get just a little bit more for the community as to what they are and who a little more specificity of who will be using them absolutely director hayes we talked about it at cabinet this morning the social studies is a supplemental curriculum called the choices program and this was approved by our curriculum team on may 16th the publisher is brown university and it's intended for high school student use building funds will be taking care of the funding source at roughly 500 per school and it's supplemental um materials at this point um i don't see the looks like provides primary source documents timelines graphic organizers it's listed there in the summary a little bit under administrative content which again is not publicly easily viewable

so professional development resources are also provided to help teachers utilize these and strengthen essential skills so it's really an opportunity to add maps that are current and primary sources which are primary so that are also online videos that have been curated and lessons in many cases our social studies curriculum is not always up to date because the world is changing in real time so we think this is a makes a good choice the physics is a high school program pure physics it's a type of curriculum that's designed to match the guidelines set forth in the next generation science standards it's a physics curriculum that's introductory and focuses on learning physics through evidence there's also a professional development part of this curriculum and allows students to build their own thinking so they have frame a framework

of ideas that they can um place the science excuse me vocabulary that they're learning um and essentially it's also connected to your goal for work around claims and evidence-based learning so students are able to use evidence to determine their correct answers thereby empowering them in their learning and this is again high school age 9th through 12th graders utilizing utilization of building funds for a total expenditure of about four thousand dollars so we're talking about a thousand dollars a piece and the publisher again is out of the university of colorado um in this one but just uh staff that have used this in particular bothell high school are very excited about the possibilities and it's both in both cases the supplemental materials are consistent with our strategic plan goals and um i would recommend approval thank

you any further discussion about the consent agenda now i just want to give a quick um wish of uh good luck to the winnevale high school robotics team um i don't think they've gone yet but um sometimes i have to check the dates but it's it was it's quite an honor for the entire program even though it's only one team going to the program it's good to the competition in maryland um it reflects very well on the program in general and i'm sure they will bring learnings back to support all the students in that growing and goal for based program thank you director hask cast any further comments all right let's call for the vote okay that motion passes four to zero the next item on the agenda is action items number one is the

superintendent evaluation dr reed would you like to kick off this discussion of course i would thank you vice president cogan so this is um the annual evaluation opportunity and they're again not really any surprises because with policy governance as we look at the parameters and goals um almost at every meeting honestly on an annual calendar these are you know publicly voted on all through the year but this is the final document that president mcgorty in keeping with board practices the president writes summarizes and writes the final evaluation um so it's your opportunity this evening to review that and hopefully approve it but anyhow there you have it thank you superintendent reed is there a motion to approve so moved second being moved and seconded is there any discussion i'm wondering if we just want to

take a moment and kind of explain because i think this process looks a little bit differently than maybe other districts um they will tend to that are not in policy governance it's kind of a big discussion and can be very subjective um our process is that each time we do a i'm looking at you because we all know but anyway um our process is each time we go through a parameter or a goal uh we we write our thoughts down we vote on whether to find the superintendent in compliance or not and then those are all compiled at the end of the year and and done as an evaluation so it's a much more objective process and um well it takes time at in the moment of doing that it's then not something where we're

trying to think back well how did that look last fall um and and also kind of forces us to go through each one of the oh there they are um the 14 uh parameters and the five goals so um yeah just a little background on what we're doing right now thank you director hayes for that clarification one of the things that i appreciate about this approach is that we're constantly checking our work throughout the year we're revisiting every topic and when we have uh issues that come up we um it's a tendency to get distracted and focused on that so here is our chance to keep focused on the work and i think after doing this for several years now we've really started to dial in on the process and now it's just a matter

of tuning over time the goals and the measures excuse me that we use so that we can more accurately make sure that we're advancing education for all of our students so in this summary we've got an example of all of the parameters of 14 the five goals dr reed was found in compliance with all the parameters and making adequate progress on all the goals so will i call for a motion for a vote please on this action item what did you happen to somebody say i think well yeah so the motion that we made was that um to support the findings of the evaluation would that be a correct since we made it i think that's what we made emotion about yeah it's a good point clarifying the motion is a motion to find the

superintendent um has achieved successfully the expectations of the goal parameters versus the superintendent review yeah um the board doc summer i think um is helpful to review and approve the superintendent evaluation that president mccarty summarized for us and um just really quick before we take that vote i just want to comment on the actual content of the evaluation itself the process is certainly helpful and we do enjoy tweaking parameters as the year goes by and we learn what else but it is remarkable that we have written as a board some very detailed parameters and the superintendent as our one employee has created a mechanism by which those policies are turned into into action throughout the district which is not a small feat and the fact it kept going throughout these three years and we didn't

take our foot off the gas but we kept the work going um in depth and responding to our student needs as required is um is not something just a gloss over so thank you superintendent for the read the superintendent reed for the work this past year um it's been most appreciated for our students and community thank you director cass for those comments i'd just like to comment to a follow-up on that that i want to thank dr reed and her staff and the community for um supporting all these policies parameters and goals um the you know as we've gone through the years we've reviewed very detailed um proofs and action items that you've put together that shows the progress that's been made in a lot of these areas and you know it's never a complete

job and it's never perfect but progress has definitely been made and follow up on your comment about the board writing very specific detail policies parameters and goals dr reed is also we talked recently pulled out your paper of your five-year plan when you first came here and that five-year plan was part of you know acting on the direction and the directives that we provided and those um the plan was very specific and um it was executed fully as far as your comment was and um we got there um thank you so much and thank you for assembling assembling such a great team um to help you with that and i want to thank um also our staff for teachers in the classroom for you know implementing these things in the classroom so thank you so

much thanks thank you director swain and i'll just add the the beauty of this process is that it's iterative and we can keep fine-tuning our goals over time and the other thing that's making this work successful is is excellent communication from dr reed and the school board and staff were able to really understand the nuances of these lofty goals and try and make some actionable items to improve the outcome so um this was a great year in fact all of the goals that were presented this past year were voted on in compliance unanimously by the board so it's an example of excellent communication on what the goals are and what we're doing to achieve them so with that i'd like to call for a vote okay the superintendent evaluation is approved four to nothing our

next item action item is a strategic plan refresh our strategic five-year plan is set to expire this year in 2022 and so we've been working at repeated meetings and with folks in the district to modify the some of the parameters associated with the goals some of the metrics and we have a version now that's ready for board approval and sent off for publishing dr reed thank you vice president cogan um i would you bring up the page that looks like this amendment so i really appreciate the board's work and engagement really over the last couple years on refreshing the strategic plan i think we've discussed multiple occasions that if we're going to deepen this work we can't change the direction of the work every five years so i think it's wise to have maintain the

goals the building block supports and as we evolve in the system and have new tools and new insights and new experiences i think the adjustment of measures and our clarification on what equity means within those measures is really timely this document is ready to be fully printed with the exception of the letter um up front i'll do a i believe a couple paragraphs and introduce interim superintendent tally who will finish the letter so we'll do a handoff there in the letter but other than that i'm just really thoughtful work and looking forward to you as a board matching future work against these goals and the intent is to have this drive our work over the next five years which i believe is 2027 it's hard to imagine because that's almost 20 30. but anyhow uh

updated june 2022 uh there was a feeling that the term refresh wasn't as uh fabulous as updated so anyhow here you go um and we've put a as i said a number of conversations together you've done a study session at least one i believe and then a confirmation study session so this is the work that uh essentially is your work so recommend you approve it thank you superintendent is there a motion to approve the strategic plan refresh sure i move to i remove that we um approve the refresh as printed second okay the motion's been made and seconded is there any discussion i feel like we should at least acknowledge uh the work and and um for those of us that were around uh six years ago when we did this it was a very

much all hands on deck 120 people in a room together helping create it multiple then committees that helped contribute to all of this and there were a lot of people that went into it wasn't just the the five of us um working on the refresh that we brought in with two there was community input um it was a little harder to see because it was virtual but we definitely this work wasn't done alone and we appreciate our community coming alongside one agreeing that these are the core goals of our district and wanting to keep moving forward with this and then helping us reimagine the possibilities of what we can do with some of these goals thank you director hayes and if i might vice president cogan um just to build on what director hayes was

saying i um i think it's very good just similar to what we were talking about the parameters as well taking what we've learned over the last five to six years and fine-tuning the measures based off of fresh research in terms of what helps close gaps for students as well and but i also i know there can sometimes be a fear from staff that we're adding more and i'd like to just be clear this is not more this is a refinement this is helpful to take away measures that we couldn't see any movement on we didn't see any benefit from let's take that work off our plates if we're not seeing any benefit from it let's take and add instead and refined so that we can work smarter not harder so in an era where we

really need to make sure we're spending every ounce of effort and time and very as our most constrained resource more so than finances i would say um that our effort is really going towards what we have seen move the needle in our community as well as um what new research says as well so this is not more this is better and if if i could um just because this is what i tend to do so how this is laid out if i may i'm not sure under the equity means column that the new measures that we put un under the equity means columns it's obvious that they are actually measures and so i know when we get our monitoring reports staff will know their measures i don't know if the community will know we'll realize

that their measure so just something just if since i know we have to like you said um dr reed have to redesign um the superintendent statement um if maybe if someone can just think about that i just want to make it really clear to folks that we are we're fine-tuning to make sure instead of just having a value statement under that equity means policy that now one of our working bettors we've slid some actual specific metrics under that column as well thank you director cast point taken i'll we'll make sure we create a uh level of clarity there thank you all right similar to the rest of you um i i just want to thank um my colleagues here and dr reed and staff for the robust discussions that we had we put quite a

few hours into this meetings together and then just at home reading and wordsmithing and thinking about things and i appreciated ray's um openness to remove uh measures that didn't that you know based on our evidence or received back didn't quite jive or wasn't getting us where we wanted to be quite right right quite there so i appreciate the consolidation like point point your point is that it's it's more efficient it's more clear it's a little more goal-oriented maybe a retained achievable goal-oriented language and so that was a it was a well rounded discussion overall thank you director swain and i'll just create a linkage the last topic we had the superintendent evaluation we referenced five goals those five goals the superintendent is evaluated against are exactly these five goals that were established by our community

six years ago that we're maintaining for the next five years with some modified measurements so with that discussion i will call for a vote on the strategic plan refresh okay the strategic plan refresh is approved four to zero the next item on the agenda is information items the first one is capital projects fund allocation report for april 2022 dr reed thank you vice president cogan the capital funds uh project budget report update is in front of you and it's trending as we would expect with no anomalies so i'd be happy to answer any questions should you have any thank you superintendent reed are there any questions just a one i would i would like to ask in this you know for the either for the next time we have this report it doesn't have to

be today um when we've discussed this report repeatedly we know that especially in the world of facilities um that they're often lagging purchase orders that work can be done that isn't necessarily reflected in this report because it can take such a while for the pos to work through so um there are on page three of the report under um the 2018 capital bond there's several of the security measures that have been funded that i'm pretty sure specifically the security fencing the security cameras that have gotten a considerable amount of work done they show a large balance here still which lens kind of lends um someone to think perhaps that not very much work was done on them this year where i'm pretty sure we closed them out based off of other reports and conversations so

i'm thinking perhaps if we might be able to get um just a quick summary or something just to um confirm where we are with the security projects because again today unfortunately this is a topic we're getting a lot of questions on um and we want to have the most up-to-date information on where we are with these projects that would be really helpful of course i'll do a double check i know i know we still have projects um both fencing and cameras that are current that are still happening and are scheduled for the summer i believe it's the locks that are completed so we do still have fencing um and cameras so okay thank you but i will make sure we have a status report much appreciated thank you uh and i just kind of have

the flip side of that coin question um recognizing uh that we are selling some bonds for the 2022 it will that be the may or june status report where we'll start seeing the 2022 projects and funds for that it would not be may i don't think or june because i don't think we're planning to sell them till later this summer so paul's shaking his head i think agreeing with me paul fields here okay i think we're not planning to sail till july actually so or maybe even august so i wouldn't think we'd see it till late summer to be honest so um then my question is because i know we have a number of projects starting this summer um particularly some very excited elementary school students at woodmore and their new playground how does that

work if we're not selling the bonds to raise the money how are we paying for the projects that will be starting before august well we do have some we have a oh what am i going to call it here i think some of that is plant some of those are planting dollars that we keep on a cycle and i believe we have our unr or our reserve that enables us to begin projects prior to the bond sale which then the bond sale dollars become slated for the projects in the aggregate so we can begin but it's not likely we're going to complete major renovations without um oh and woodmore is funded out of 2018. still so that one came out of the 2018 budget and we'll be able to provide i think the lagging indicator

information in a friday brief but there is some amount of money that because our unr we've actually appreciated significant savings on a couple of our projects so there's a bit of money there to front fund the planning for the 2022 but we still you know as soon as we sell those bonds we have a time limit from which we have to expend those funds so it's really important and we have a fabulous finance and capital team that calculates if we sell the bond you know we have to get the steel the all of the the materials but we actually have to purchase and utilize them within a certain amount of time so yeah it's more complicated than it sounds right like you don't just order the money and let it sit there for a while

oh no because it gets my opportunity to demonstrate that i know you the word arbitrage yes um so is there i'm wondering if there can be some thoughtful way of communicating the spending on our 2022 bond projects okay with the you are somehow that's gonna so that we understand what's happening and what work is being done this summer because we know a lot is getting started um so somehow how that will get communicated to us you bet i will make sure it's part of my transition memo and as part of the i think we talked about several hours a week that i'll be coordinating with um interim superintendent holly to make sure you get information such as that in that crossover time a number of the pieces that we're going to be doing this summer

will be coming out of woodmore for example is coming out of the 2018 bond field project category so we have a number of fields we're working on as well as um the big remodels have to have the bonds sold so i know the city of kenmore is interested in partnering with us as well on a couple projects with fields so we're excited to have that partnership thank you okay without any further comment on our capital project fund balance the next information item is the district buddhist budget status report for april 2022. dr reed thank you vice president cogan so we also discussed that briefly at cabinet this morning and the budget status report for april 2022 is trending as we would have expected again no anomalies and we're looking we're looking good at this point

thank you superintendent reid any comments or questions about the budget status report okay moving on to the next item informational item is the district redistricting process dr reed thank you vice president president cogan um this is a about an every 10 year process which follows the census and it's a requirement actually for us to run a process to examine how the census numbers affect or potentially impact the board member districting for director districts within the north shore school district um there's actually an rcw isn't that funny i've corrected this umtium times with a capital a here but somehow the old i wonder how that happens anyhow um so there's an rcw that requires special purpose districts with governing bodies to do this work so we did contract with the same group we've previously contracted with

the sammamish data systems and have redistricting maps for your review and we'll be utilizing our study session time for the public hearing that's required by statute but that is the process so tonight we're publishing it as our first run at this thank you superintendent reed and that public testimony will begin at 5 30 this evening and will be live streamed that's correct any questions or comments about the redistricting process no no i'm just kind of curious director hayes when we did this 10 years ago was it about the same scope of changes it was interesting to me um because i know we've had obviously growth but i i thought there would be a little bit more shifting but not quite as much as i had expected well now you're no i know it's ten years

it's not very years ago um i not too terribly different in that um director five did expand um and director area one in particular actually shrunk quite a bit um 10 years ago and then and the rest of us kind of move shuffle around a bit but yeah yeah i'm glad the geese are still in director area for the geese yeah there's this little that little purple tail is there's no houses that are just geese but in case that geese filled the house in case like he's built a house there anyway um no to answer your question it doesn't change a whole lot it really has to do with the growth in the north end in particular that impacts the change in the direct areas so thank you okay thank you so the next item

on the agenda is discussion and we have the superintendent transition update dr reed yeah thank you vice president swain so we have a number of topics prior to the execution of my if you will final written memo to you essentially one of the things i want to draw our attention to and i asked assistant director melissa riley to make sure she clarified for us was our ethnic studies timeline and that falls into the body of work that really we've been working on since the 1920s school year 2019-2020 school year that remarkable year where we had a small group of teachers get together to begin developing an ethnic studies framework for north shore and all the way through to 23 20 23 2024 which is a one two three four wait five year planned and really

taking this current year we started we had a subcommittee that looked at grade bands we created course descriptions for high school courses they were shared with all high schools prior to registration so students could sign up for this pilot course in the 2022-2023 school year we also had the pilot being promoted through social media district and school websites north shore news and in schools so tomorrow or not tomorrow but next year the 22-23 year there'll be a semester-long ethnic studies course that's going to be offered in all four comprehensive high schools with ongoing input into the curricular units based on authentic experience with lesson content design and so forth the ethnic studies framework which is pre-k through senior year will also be piloted across grade levels by teachers who've received professional development training cmac will

be asked to approve the framework next spring and if recommended for approval will also request the board's approval for ethnic studies as a graduation requirement beginning in the 2023-2024 school year for a semester ethnic studies course so we're really excited about that work and expect that by the year 2023 2024 we'll have a semester ethnic studies high school course required for graduation as well as our p8 framework in place for course work so that's one of the things the state has really talked about working on in our team actually as a leader in our region and working with our esd on that course i also want to make sure that you one of the pieces around transition as well is the elementary art program we've begun sort of a professional development piece in modules for

staff because we feel like art is so important i didn't see the little audience participation but we really recognize the critical nature of the fine arts as well as the performing arts and i think we've received a lot of excitement around doubling our elementary instrumental music program and i think to leave our fine arts behind is not what we want as a you know as a district in terms of our core values and where we center our work there's also a strong and i'll be passing along information from one of our community members who's done a lot of work on this but there's a strong correlation between the arts and mental health the arts and social emotional uh supports and just a kinder compassionate community right i think we often find our connections through the

arts for the finer performing so we david wellington our assistant superintendent from the west has been leading that fine arts work and then it sort of paused during the pandemic but i think we got through kindergarten in first grade but we anyhow i just want to make sure we keep those commitments as we move forward we have a number of committees the ethnic studies committee being one the school resource officer committee is another i know that the committee has a number of i think it was three tonight i heard recommendations i'll be reviewing those later this week with interim superintendent michael tully and just kind of making sure we understand the committee's intent and context and make sure that that information is forwarded on to you all as well we have a series the english

language arts curriculum rollout the material has been hired with preparation and planning for professional development to begin later this month as well as august in the coming year we're really looking forward to having the science of reading being a core body of work this morning we looked at our dyslexia screener data at cabinet or talked about that i know i've looked i think it was with david looked in the system and just wanting to really make sure we look at baseline where we were since this was our first year doing it if you will a universal screener in those early years and we've provided the sunday integrity materials as tier 2 supports for students so just wanting to make sure we're finding within our multi-tiered systems of support models the best possible resources and strategies

to support our our young literacy learners so that's going to be a big body of work moving forward as well so i will leave it at that for the moment but all of the topics we've discussed are getting a paragraph or two for you to have an opportunity to review so thank you any questions or thank you any questions oh all right okay just a couple um you know the uh the first speaker tonight brought up a um important topic about um interim superintendent talley coming on board oh yes how we're covering his current position so any clarity on that would be appreciated well absolutely and i um apologize for any confusion around that but mr tully's current position is an assistant superintendent position which we will be hiring a new assistant superintendent right it's

we're not going to ask him to do his assistant superintendent job and the superintendent job so anything that led to that confusion i apologize for that but we because he'll be an interim superintendent we'll need an interim assistant superintendent and then if that position is from inside then an interim whatever that is that back right so we'll make sure the body of work has the full attention of the district moving forward thank you for that clarifying you guys yeah thank you yeah that's right that's what i thought the process was um and then could you um remind us of the so the about the sro process going forward we have the task force that reckon three recommendations how does that continue how does that involve the board or not sure um essentially as you know

it's a management decision in within policy governance so it would be something that i would make a decision on moving forward particularly the signing or not of ongoing contracts we currently have a contract with king county to support the woodenville school resource officer through the woodenville police department because it's a contract city so it goes through king county bothell police department and their city council fund a school resource officer for bothell high school we have a standing agreement with the snohomish county sheriff for the north creek high school school resource officer but they were not able to staff that this year because they have an officer shortage so they did not staff that contract this year and the kenmore city council i believe determined they would not staff a school resource officer position which we

never actually had at inglemoor high school we had a rotation of officers doing personal leave or extended lever i'm not sure what they called it but overtime shifts we didn't actually have a designated person so at this point i'll be reviewing the report and obviously we'll include interim superintendent michael tully as well and make a decision for us moving forward i think it's something that we'll bring to you as well for informational purposes thank you dr reed you bet can i um just clarify because i want to make sure the community understands our role it's not like we don't have a role in this conversation that in earlier when we had the superintendent evaluation and one of the parameters was the instructional programs in student safety and student learning student learning environment and in those

parameters there is a a couple of bullet points one around making sure students feel that they are safe right in our schools and um that we are not part of the school to prison pipeline and so that is where that is the parameter where dr reed then got the direction to put together the committee and and and so forth so right yeah it's kind of tight together i think it's really important so thank you director hayes to talk about the board's role at setting policy which is to make sure students are healthy and safe right and staff and so then within those boundaries i'm able to operate within those so i think your direction's been pretty clear um yeah thank you and thank you actually because that summarizes what i was going to request superintendent

read so if you don't mind when that decision is made you know when for example when we process the decision around the english language arts curriculum we specifically rent referenced um lines from the instructional programs policy the golf gold one if um in that decision-making process if we can also reference p7 the student learning environment okay and the details that director hayes just outlined and how it complies with that policy that would be very helpful you bet great discussion thank you board superintendent without further discussion the next topic on the agenda is board reports and communication first topic is new business is there any new business all right if nobody has any new business the next agenda item is board member reports and i'm up first so my report is on thursday may 26th i

attended the cp and dorothy johnson humanitarian awards ceremony which was a wonderful event congratulations to all of our humanitarians throughout the district two were picked from every school program in the district as winners uh later that evening i went to the sas music concert fundraiser at mcminnovens and had a wonderful time listening some lovely music from our students at sas on thursday june 2nd i attended the north shore retirees celebration that had been postponed for several years due to covid gathering issues but it was lovely to see um staff that have retired over the past three years come together and celebrate them in their service to our children in our district on thursday june 7th i had the pleasure of attending ati graduation it was a lovely event and then on june 9th i attended

for our students if they are applying this fall and then we'll know next spring if they get it they we will be the first secondary school in the state to have received this designation so it's a lot of work on their part but we congratulate them and and fingers crossed um because it is absolutely the right thing for our students so that's it thank you very much director hayes director cast thank you vice president kogan so yes this is the busy time of school board year in case no one's picked that up great joyful times joyful time so um on may 25th i was pleased to be able to attend a regional conference put together by wasda of school director school districts from our region talking about learnings from the pandemic and how we can

continue to work together to support students on may 26 i was also able to drop by the student summit and agree i would look forward to opportunities to interacting with our students as well may 26th also the cp and dorothy johnson humanitarian awards and our lovely concert hall as well as sneaking off to the sas music concert as well that evening june 1st also was able to drop by the cricket exhibition at north creek high school and see the well over 100 um i mean do we have an idea how many people have signed up for that program we had um approximately 800 middle school students that are that signed up to be part of our cricket rollout yes so it was just it was always great to see fields full and it was it

was super fun and um luckily i didn't have to try to swing the bat so um also june 2nd really appreciated the north shore retirement celebration thanks to the communications team who helped put that together and the schools foundation who helped support it since we had some catching up to do over the last couple years to honor all the people who support our students over the 930 plus years of service also attended that week a collaboration meeting with east king county school boards continuing the again the relationship building that we were able to put together during the pandemic as well as then kicked off the graduations ati graduation north shore networks and sas um and you know we continue the ball rolling tomorrow so thank you thanks for your report director cast director swain thank
