001good afternoon i'd like to call this meeting to order please join us in the flag salute i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice thank you everyone good afternoon again on behalf of the board i welcome all members of the audience to this afternoon's meeting this meeting is a working session of the board to conduct the business of the district the agenda for today's meeting has been published and the agenda items to be discussed and or voted on have been studied by the board members i would like to introduce the people participating in this meeting interim recording secretary jane prine administrative assistant to the superintendent and board of directors uh travon frazier superintendent dr
002michelle reed board members jacqueline mcgrady amy cast david cogan and sandy hayes and i am bob swain i currently serve as board president all right the agenda for this meeting is available online at boarddocks.com so first order of business uh is approval of the agenda today board members like to make changes to the agenda as it has been published nope none okay is there a motion to approve no moved is there a second second okay i'll call for the vote i'm having trouble pulling my board docks here one second uh just put me down as an i thank you thanks jane okay agenda passes um here we go 5-0 next is the superintendent's report dr reed thank you president swain well it's been a very busy last time we met and i want to share
003that this morning we began our august advance which is our annual um advance rather than retreat for our administrative team for the entire district we welcomed some new administrators to the district and began two days of and we're gonna spend wednesday and thursday then uh with mo carrick on leadership skill building as well so this this week is uh professional development for the administrative team for the district appreciate president swain that you were able to join us this morning and provide some welcome remarks our ptsa leadership was also able to join us and provide remarks our education foundation was able to join and also i was able to timbertell joined us to provide remarks so we've had a fabulous day of learning and look forward to three more days of our advance want to share
004that we've spent a lot of time on budget work as well this is a complex year to build a four-year budget uh remotely with uh team members so that's been a big body of work as well in the last several weeks north shore learns 3.0 has been announced uh since last we met and we'll talk a little more about that later in the meeting finally i want to share just some concerns i know that our regional superintendents have shared around transportation funding and it's a serious concern i know i've shared with you an op-ed piece likely headed for the tacoma news tribune that all of the regional king county and pierce county superintendents are supporting but our concern is that if the state pulls back all the transportation money then we won't be able to
005keep our transportation employees employed which will be critical if there's a point here in the near future that we're going to consider bringing students physically back to school we'll absolutely need our transportation our drivers and our mechanics and dispatchers so it's it's really going to be imperative that those monies remain intact so that we can pivot quickly if we are going to bring students back to school so i know that you as directors are also working on that just wanted to bring you up to date on that conversation so that's it for right now president swain and public comments dr reed are there any public comments to be read president twain reported seven letters which were provided prior to law on the website we did indicate that uh as long as we had uh public
006if they were identified to be public comment and submitted prior to three o'clock and met the threshold of the board which might be helpful for you to have a chance to read if it's in front of you kind of our rules for public comment uh that we would in fact read those this evening so and that would simply include identifying the author of the letter and then reading the letter as long as it's within three minutes i do know from subsequent board meetings we've identified would meet that criteria so if folks are interested in pending a letter it would be about 300 words that would fit within three minutes excellent thank you dr reed i am still having a hard time pulling up board doc so i cannot read the usual um disclaimer that we
007read but i think um we'll do that next time but for the public um please read the website we put that up in the last couple of days we've decided that we're probably going to be in this virtual environment for for some time and so we wanted to give people a chance to have their emails or comments um read at school board meetings and but we also wanted people to let us know if when you do send an email if you want them read because we do receive a lot of email from people just to hire about certain programs or inquire about certain schools and or they just might not want their comments read publicly but so just please make sure you when you do submit those to let us know per the directions on
008the website um if you want your emails uh read online and entered into the board meeting directory record actually yeah president swain i think what we were the language we used from our communications department was that if they put public meeting and the date in the subject line that it would be part of our public meeting record and that you would simply when you read the letter identify the author of the letter but no other contact information about the author they need to submit it because that's what you would do in person but we only list the name in public okay excellent well we have seven um thank you dr reed we have seven emails um the first one was a resubmission um because they wanted it red it's a little it's a little lengthy
009but i'm going to go ahead and read this one just because this is our first time around um and we'll keep our time limits um in the future just be aware of that so here we go this is from cornelia sawatsky she says dear ladies and gentlemen of the board the purpose of this letter is to request a response regarding the district's plans to provide handicapped and special needs children with equal access to education access to which they are entitled under federal law equal access was not provided in spring after schools were closed equal access was not provided for esy it does not appear that equal access will be provided in the fall with the rollout of north shore learns 3.0 the newest model of 100 online learning i need to understand the plan that
010will be in place in september to ensure that the district serves all children offers fape and provides for and provided for under the individuals with disabilities act education act and complies with title ii of the american disabilities act the district is currently failing these obligations allow me to introduce you to my son nicholas nicholas's nine would have attended woodmore elementary for fourth grade this fall and has catastrophic intractable epilepsy having been diagnosed with private syndrome at the age of six months he was global he has global developmental delay and regression across all areas including motor communication cognitive social emotional and adaptive as you can imagine since nicholas's last day of in-person instruction nicholas has not received any meaningful education services either in the 1.0 or 2.0 distance learning models offered the supports to reach nicholas
011nor offered the supports to reach nicholas nor allow him to act access to therapies and instruction his iep prescribes neither my husband nor i quit our jobs in order to become full-time one-on-one unpaid special ed teachers for him we have seen regression against every iep goal to which he was working nick was qualified for esy but this is but this was also effectively cancelled for him as no in-person services or supporters were offered the district has repeatedly ignored my request for a plan and has done no work to date i'm planning for compensatory education to try to recover some of what has been denied the district has abandoned my child now we have been in form of the district's plan for 100 distance learning this fall for special education no concrete plan has been set
012forth we only understand that the district is quote reimagining what schools will look like for our students requiring special services and how their needs are met by allowing staff the option to deliver services both in within schedule class time and outside of the standard school day as schedules permit students will have a wider range of times to access services and this is fancy language allowing me to translate quote parents you are to provide all the supports for your handicapped child to access the services we are going to make available over the internet be this before during or after your regular work day and if you are unable to become an unpaid educator the district has hereby waived itself of its obligations to provide equal access to education i think i'm going to stop it there
013it does go on it is a very well thought out letter so i thank you for submitting this and we'll enter the whole letter into the public record second letter is from jessica schulte i hope i'm pronouncing that right um topic of the comment racial justice education jessica says i strongly believe that nsda should commit to teaching racial justice through all subjects at every grade level this is imperative to in supporting students to be best the best members of our society and continue to improve our community and world regardless of their age or where they go after graduation with what little i have learned about this 1619 project i think it is a great supplement i hope there is more and more work done at every grade level i am personally i personally am working
014to raise funds and books that represent more diversity and also speak to racial justice to donate to the elementary schools in our district i hope we work to be better leaders in this important topic and then on north shore learns 3.0 as a parent of three children i'm trying to figure out how to how to support my children in the most effective way i am curious to know how flexible the online learning will be for parents to do what they can and supplement what they need to do can we do our own hybrid of online remote learning from what the school offers and our own resources also so many families are choosing to homeschool how will this affect the district's funding for the future will ospi be using the same attendance criteria this year as
015is typically used to determine budgets thank you jessica schulte the next letter is from jenny um i'm going to say sinker t-s-i-n-k-e-r this is also a comment on the 1919 project our family poses teaching our kids alternative versions of history that are not part of the common core this project degrades the history of this wonderful nation and its founders we should teach our kids to be proud of this amazing country and not spread hate to it if this curriculum will be adopted our three kids will not take part in nsda anymore we oppose incorporating project 1619 into our curriculum this is the next is from gemma remilard this is um regarding essential workers there's two comments here yeah there is comment one regarding essential workers understandably the debate of returning to in-person education centers on
016the health of teachers many of whom may be considered high risk since the evidence supports and the cdc recommends an in-person return to school as being the best for our children who are very rarely impacted by covet 19. so my question then is whether you believe a teacher's job is essential in parentheses and when i talk about a teacher's job i mean the job that the job as it has been up until now in person teaching so why are they not expected to return to their workplace of course mitigating risk whenever possible in the same way that all of our other sensational essential workers have been expected to return it is arguable that one adult being in a classroom of the same children each day would be much safer than many adults having to interact
017with hundreds of different people daily as our other essential workers have been since day one if a teacher's job is not deemed essential enough to return to then should we consider delaying school altogether until a later date when it is safe to return our second comment regarding racial justice education regarding the proposal to incorporate racial justice ideals into quote every class how would this look is this similar to the proposed curriculum titled k-12 math ethnic studies framework uh from august 20th 2019 um this is next uh comment is from courtney english regarding start times from high school with remote learning this year i think it is wonderful it is a wonderful opportunity for our district to finally be able to provide our teenage population with a start time that research supports as best practice and
018optimizes their academic outcomes and performance since our students do not need their day to be dictated by the bussing schedule or elementary band orchestra let's use this opportunity to have the high school start at 9am thank you one here is what is this one dr reed if it doesn't say public comment then it's not to be read right yeah that one that printed i believe there are seven letters in the subject line it does need to say public comment for 8 10 2020 school board all right thank you just want to overlook there okay the last one here i believe is from patrick allen woodard this is regarding um north shore district reopening plan the director of the cdc whose grandson has cystic fibrosis recommends kids get back to in person school he recently said
019we have to be honest that the public health interest of the students in this in this nation right now is to get a quality education in face-to-face learning and we need to get on with it amount a mountain of data is building in europe sweden netherlands england etc that not only that not only are kids at very low risk of having significant covet complications but also it is rare for kids to transmit to adults and teachers have been shown to contract covet at lower than societal rates sometimes some scientists are now asking that keeping kids in school especially grade school kids acts as a break on community transmission what evidence does nsd have to suggest that the cdc and the leading authorities in europe are wrong what analysis has been completed to prove that keeping
020children home causes less overall harm to them and society at large than allowing them to return to school there is a laundry list of serious negative impacts to children and their families that 100 online learning is likely to engender critical losses in development food shelter and security neglect abuse depression drug overdoses and suicides male spike ministry resolution north shore district reopening plan is a dangerous experiment the burden of proof should be extremely high to proceed with such plan please provide the analysis that nsd has performed to prove beyond a reasonable measure that 100 online classes won't cause more harm than get and that is it excuse me president swain i know you're having um a little bit of technical issues i i saw one other public comment request come through the email um from eric
021fleigle i think the name is pronounced i just wanted to make sure we didn't lose the opportunity since we're getting this uh system back up thank you very much legal i think i failed to print that one do you have it up there director cass by chance yeah i could if it would be helpful i'm happy to read it i would love that no thanks i'll save this whole time okay so to follow what you were doing this is a public comments submitted from eric fleegle if i'm pronouncing that correctly and the comment is we read the superintendent's email about curriculum changes one thing caught our eye quote teachers will integrate at least 40 minutes of social emotional learning social justice and or racial justice into each class weekly unquote the terms quote social justice
022unquote and quote racial justice unquote are strongly associated with neo-marxist equity doctrines which are political controversial opinion based not fact based and should only and should only be discussed with our children in high school civics courses where disagreement and counter arguments are welcomed making controversial opinions like equity theory a mandatory topic that consumes 40 minutes per class each week is hugely inappropriate especially considering our children barely got four hours a week of instruction online this last spring equity doctrine intersectionalism critical race theory and other post-modernist content is political by its very nature political content especially highly controversial curriculum should only be presented at the high school level in civics course and along with alternate political points of view and there you go uh president swain that's the conclusion thank you director cast all right that
023concludes our public comment period that was a new thing for us to do and um we thank you for submitting your comments please um continue to do so and just let us know as it's described on the website whether or not you want whether or not you want your comments read at a board meeting or not so thanks thanks again all right uh we'll move on to the adoption of the consent agenda is there a motion to approve some move secondly thank you any discussion um i have a quick just a quick uh i guess observation about the personnel report i noticed a couple new elementary counselor hires superintendent reid that's correct we're keeping our commitment to continuing to focus on the social emotional health of our students and that was a commitment we've made
024to increase the number of our elementary counselors that's correct that's great thanks so much and um i also saw some retirements um and all i'm just wondering i know there's um a lot of i guess and anticipatory wondering um how the pandemic that we're living in will affect stuffing and so i don't know if we're in early days yet um but is it something that you're noticing is abnormal for this time of year or any other comments you would you would have well thank you director cast i think it is um there were several retirements uh late retirements and i know i spoke to several uh teachers personally um and the pandemic very clearly was an impact these are experienced teachers who have long experiences and fall into the high risk categories and just felt
025like it was not not in their best interest to continue given the possibility they may be asked to return to the classroom at some point this year thank you so on the the theme of unusual i know that um being transparent is it is a challenge and we have two resolutions that are pretty standard but just maybe for public viewing um just a quick description of what those two resolutions are thank you director hayes there are two resolutions one is the resolution for who the district agents are which is really a way of saying who can be a signature on state matching capital projects and traditionally that would be the board president the board vice president the superintendent the deputy superintendent and then members of the capital projects and budget and finance office secondly uh
026the resolution 820 is to renew an intergovernmental cooperative purchasing agreement with the puget sound joint purchasing cooperative and any such joint purchasing cooperatives do require board approval and that's an annual resolution anyone else okay after no more questions or discussion i'll call for the vote all right consent agenda passes five to zero thank you all right now we will move on to action items the first item on the agenda interaction is resolution number eight twenty north shore district 2020 2021 reopening plan dr reed thank you president swain uh jane if you could open the resolution please thank you um i know i i i assume people at home can make it larger but maybe not jane if you can just make it a little bit bigger um the font thank you so this thanks jane
027this is a requirement by ospi this year it's a new requirement to have a resolution that must be posted two weeks prior to school starting since our first day of school is scheduled to be september 2nd we needed to approve it at this meeting because the august late august meeting wouldn't provide our two-week notice essentially the district reopening plan authorizes me to fill out the 21 question template from ospi which is a bit like a checklist requiring us to have a schedule which i've attached in our mousse and our appendices so you'll be able to see an elementary middle and high school schedule as well as early learning schedule adult transition program schedule and network schedules so we've published all of those they're attached to this board item it requires us to have health protocols
028in place it requires us to have a social distancing plan should we return to school so there are variety of check boxes and this is the formal resolution that's required by you as a board to authorize me to complete that plan based on the documents in front of you so i would recommend that you do approve the plan we've been really thoughtful about taking a six-stage approach we've looked at models across the globe and the recent wall street journal article actually listed the community transmission rates for those countries that have been able to successfully open schools in some fashion and the community transmission rates are significantly lower than our current community transmission rate is so we want to also look at what's worked for them and what has worked is to start by bringing smaller
029groups of students and in particular those students requiring the most supports which would be our very youngest learners and those requiring special services in smaller groups early in our early stages rather than sending everybody back and then having to potentially stop and send everybody home and then have this constant back and forth we don't believe that's a promising practice so our reopening plan is a staged one and we believe it's based on what we would consider to be educational justice which is to say the first students back would be those for which the online learning is working the least well for um and i think i could respond to questions you might have but that's essentially what we're proposing here at north shore i do want to provide the context that our governor has paused
030any further phasing and has declared that the majority of students in washington should start online and both the king county and sohomish county health officers have said based on the community transmission rate that would be their advice to districts within king and snohomish county for which we're in both counties and the pierce county health officer has also said the same thing so these are health department recommendations which ospi has stated where to work with dr reed questions i i don't have a question i just uh wanted one to to again reassure the public that while the why we have to do this is unusual the process that we used is our our north shore process that having staff students and community help create it and put it together i believe it was 130 approximately people
031that worked on this plan um and and then brought it to the board and so large amount of input and i just want to thank all these folks july is traditionally the time to rest and rejuvenate for educators and to put the tremendous amount of hours they did to come up with this plan um i'm very grateful for them taking that time thank you director hayes and i i you were absolutely correct july is when if there's time we can take off in the year it's during that month and all of us many of us over 100 of us were pretty much working every day in july to pull this together so and we appreciate our parent focus group that we worked with our ptsa our student focus groups it's been we met with every
032labor group it's a it's a huge comprehensive process i just wanted to to add my my thanks and um just i just want to comment that i just marveled at the amount of work that you and staff and the community have put into this and the kind of juggling act that it has entailed between very diverse opinions and guidance and multiple guidances from multiple authorities and organizations so it's i think it's it's a very balanced document and a balanced approach so thank you for the efforts um and to add my comments i i have a few quick well maybe not quick questions i have a few questions but my thoughts too i would like to again to appreciate um express appreciation to everyone who worked so hard for this plan um the level of detail
033that our district was able to provide um in relatively early august compared to some of our peers um as his testimony to how that 130 people how much time they put in in july we would not have this level of detail today if everyone wasn't so focused on it and it's incredibly inspiring that so many people would come together to do that even with such a difficult task ahead of us as the institute of disease modeling worded it schools are not an island and i think if um if anyone in the community hasn't had a chance to read their report on what supports schools being able to offer in-person instruction the idea that um the the systems that have been able to successfully start to reopen have had low rates of community transmission they've had
034a robust testing um testing system supported by their public health department so that if there is worry about a positive that um test results can come back very quickly and to have contact tracing systems to be also to be able to manage that very quickly and that's what the institute of disease modeling published for us in july which was a very helpful report to pull together amongst all our resources i think that going forward this will continue to evolve even even today even today i saw news about impacts from other school districts more towards the east coast that just habitually opened up earlier who are seeing impacts of the disease spreading in ways they weren't expecting and so i think that we do have to be prepared to keep being nimble about this and so
035to my um questions um i'm i'm curious about the greening policy if you don't mind superintendent reid within just to help jane here too within the document that is the north shore learns 3.0 appendices on page 22 is the descriptions of the greeting policy so i was wondering dr reed if you don't mind helping um go over some of these changes because i think that um i like i think i understand the concept but just kind of can't quite envision how they'll be put into practice if you don't mind going over it yeah there it is thank you sure thank you um gene if you can make that a little larger please um essentially what we're using is a more more traditional grade bands the a b c d and f um each of approximately
03610 percent um what we we recognize that last spring we had very little time to plan and for this fall we have more time to plan so we're really moving if you will to a more traditional recognizable grading scale however we're utilizing what we're calling equity-driven practices which is to say that we're going to there will be some flexibility around not using for example behaviors as part of a grading practice previously there's been a lot of discussion about should an f be zero or should it be fifty percent because if it's a ten percent for every grade band a zero really disproportionately affects somebody's grade rather than 50 so we made that adjustment we also looked at um the opportunity to identify what are the standards that really must be known in a course and
037i like to use the example of jazz music where we need to understand the rule before we move to improvisation and so because once we understand the rule the improvisation is amazing right like that's the that's the fun and that's the application of the core so we want to make sure we've identified the core in each course and make sure that all students get there and those students that are there you know we want to see what they're capable of we've been so excited by some of the projects we saw in north shore learns 2.0 the curiosity the independent learning strategies really led to some projects we might never have seen before so we're excited about the possibilities and also want to make sure that we're evaluating student learning but not other behaviors right not
038um behaviors that sometimes can result in lowering grades which isn't consistent then with the mastery of the core content of course is that helpful it is helpful just and just it's the i guess the behaviors i guess i'm not quite following because in my mind it could mean a whole bunch of different things and so when you mean behavior stuff you're separating them out from the content of the assignment are you do you mean what can handwriting like penmanship versus what's actually written down do you just mind can you think of an example by any chance i think we have a number of students who we might even characterize as twice exceptional which means that perhaps they've got some focus challenges um and maybe are squirmy or maybe are not maybe they need a little
039longer to complete some assignments and within an online learning synchronous and asynchronous combination model we're hoping to make sure that we can allow for um the ability to look at their work match toward a standard rather than were they sitting really still while they did the work if that makes sense um that really helps actually that really helps thank you because especially i could see it how if you're a teacher and you're trying to observe a student through a screen and there's lots of wiggling going on right because i have a hard time sitting still in front of the screen that it would be like it'd be important to separate that out from okay they're they're engaging they're participating they're completing the assignments as opposed to i have to stand up and walk around because
040i can't sit still this long in front of a screen right in fact i would argue by this time of the day we're all struggling to screen myself included at seven this morning so and we know that's not best practice to be on a screen you know eight hours a day that's not a best practice and if we have a paper that's due next monday an essay for example or a project and someone needs to fidget on thursday as long as that paper gets in on monday and it's thoughtful then that's what we really need to look at as evidence of learning um and not be distracted really by the other behaviors which i think sometimes in a classroom setting can happen that's super helpful super helpful thank you and and one last note of
041appreciation is about the um professional development schedule and how detailed you were able to provide for us um um you know in so many ways there's so many great things in there and i just wanted to highlight just one of them is the parent module and the learning management system um because um i know i'll be probably eavesdropping that on that a little bit because this is this was an objective of our technology levy and thanks to the generosity of our community the fact that we're able to fund a learning management system i i really believe it's going to help so many students and then their families who are supporting them so thank you for also supplying all that great professional development well thank you director cass i know that uh the team that worked
042on the professional development uh i know tracy molloy shelby reynolds and many many people within this construct put a lot of time into this in fact wednesday of this week at four o'clock we're going to meet with our parent focus group and do kind of a practice run of the parent professional development so that the parent focus group can provide us feedback on maybe how to make it even better before we roll it out to all parents in the community so we're really trying to take every step in a really thoughtful pragmatic way to make sure we're ready and we're excited for the coming year we really are so thank you for noting that thank you anyone else wait any other questions comments thoughts no okay i'll just say a couple words dr rita i
043really appreciate all the work you and staff and our community as you said all the students and parents focus groups are our teachers who all kind of came together as a community and helped design this it's pretty extraordinary as some people know some districts just kind of came out of the blocks you know weeks ago with a plan and um i really appreciate you taking the time and not being in a hurry and helping the community think through what's best and how to proceed while also watching um the the pandemic unwrap you know continue to roll out and the numbers change and not for the better unfortunately so appreciate that and then the way that just the way the whole thing is designed that you know our goal is to get kids back in the
044classroom when it's safe or teachers back in the classroom when it's safe and i think the way you've laid out here provides that nimbleness that we can pivot and move when the science and the people the experts that we rely on tell us it's okay to kind of move a little bit this way a little bit that way so really appreciate you the care and concern that you put into all of this so thank you so much thank you okay if there's no other comments or um questions uh we'll call let's see we have to have a motion to approve i believe yes let's go with the motion anyone i thought we had done that before but i will move again sometimes he's gone a long time and i forget that we've made it or
045not can we already do that i think so all right thanks all right i'll call for the vote then hmm jane let me know from the last one because my internet is some slow today i don't know why okay and i apologize i don't know who seconded i put down sandy hayes but i'm not sure who seconded that one is that fine sandy okay uh yes bob yours is still not showing up okay sorry about that put me down is it a yay please thank you okay all right thank you the resolution passes unanimously we'll move on to our second action item which is the second reading and adoption of resolution number 819 2020 2021 fiscal year budget is there a motion to approve still moved second thank you any discussion i would say president
046swain normally this would be our biggest work uh product for the summer and uh this year not so much uh because of the re-entry plan but i want to thank tracy patterson our chief financial officer genavolik all the staff in the business joe paperman on the capitol side dugan harmon working together doug hale from the hr world able gurmai john young there's just been a lot of work on this budget and just mike bailey helping to comb through it and i want to call attention to mike bailey who authored the gfoa document that's online a very detailed document and this is a large body of work as well and just want to make sure i give credit where credit's due and thank all the staff that put a great deal of time into this dr
047reed any questions thoughts present swain i'd like to comment too i really appreciate how the budget is put together in this format i know we've been working on this for more than a year but this really tells the story of the district and the funding and the finances and the programs and the aspirational goals of our our educational system and i think it's a really nice way of telling that story uh as opposed to just page after page of just uh budget sheets and data so thank you very much so i was gonna express appreciation for this format as well i i know um there's a a reason why not very many districts are able to support it because of all the time it takes to pull together but it really is um incredibly transparent
048um and provides so much context that's really important and um i it really it does tell the story a bit too you know the action item we just had about the impacts of the pandemic is definitely affecting our financials and so i if we could dive into that because i think that's going to be a lot of a lot of our work this year and ways yet to be predicted unfortunately so um superintendent rita if you don't mind you know i'd love to talk about our general fund um you know that our our capital projects uh again so much more transparency and and um and we have a capital project status report we could talk about you know this isn't a place to talk about status report but the reporting on the um capital fund
049is some so great in here too but let's i'd like to talk about the story behind the general fund and um how some of the numbers are looking because we predicted a year ago we'd be in a different situation than we are today that's right i think that um the general fund as you know we have to plan for significant ppe expenditures potentially um our original plan or original calculation was 7.5 million i think we've lowered that to 4.3 million in terms of the actual budget numbers we are opening two schools this fall and which require ruby bridges elementary and innovation lab high school which have costs associated with opening those in terms of staffing teachers counselors administrators custodians secretaries etc educators you know food and nutrition staff adding maintenance staff as we have large
050more square footage to take care of so their variety of reasons why our general fund expenditures are up i also want to point out that we're taking a very conservative approach to enrollment and i talked about that in july that often we might project a significant growth in enrollment uh which in this case this year we have not we've projected no growth for budget purposes and that creates a different general fund impact than if we were growing as we have in the recent years anywhere from 300 to 700 students a year so that has an impact on our planning scenario as of today we are 45 fte students above where we plan to be so our enrollment looks to be holding steady uh but you never know so we're you know a lot can happen
051with the pandemic and uh just people's um needs to move for occupation from work sorry zeus but those are not budget marks um but there are a lot of things that could impact enrollment yet so um i apologize um other general fund impacts i think we outlined in the document uh to some level and um i would take any more specific questions if you have them sorry oh that's great we love zeus though it's nice to hear from zeus um you know i you know i just would ask you know again i mean i'm kind of sick of the the word unprecedented but you know i think it's hard to predict but and i appreciate it honestly it would be easy for our finance department to add the numbers and you know kind of still
052predict traditional enrollment and um i i appreciate the honesty but the and i'm so grateful that we've managed our um general fund to the point that we have some reserves to draw from right especially for this year but if um i'd like to stay we always are but i'd like to um have an opportunity to keep an eye especially on that fund balance because we only we do have a great fun balance and it will help us for this year um but past this year um it would be obviously become an issue and so i think we're gonna have to keep a close look on that if our expenses continue to stay above normal if you know whether it be ppe or we're having to split shift a bunch of transportation but our funding hasn't
053changed on that so there's special education costs are continuing to rise and and we had hoped in years past that we'd get some relief either from the state or if the federal government would live up to their funding um their funding obligations but i think this year we can say for sure we're not getting any more special education funding so um you know as we keep going this year i know you're always great about keeping an eye on these things but i think that fund balance obviously is going to need a lot of attention no question director cast and i um we're keeping a very close eye on it actually um yeah and we've got um i know our i know that's a priority great yeah no but it's so much so much work and
054um like i said it's it's a transparent look at our financial stewardship which is really important so thank you welcome um [Laughter] um thank you i'll i'll follow uh up with director cast and ask about two of the other funds one being the transportation basically our bus fund so two two components to my question one is um i had it had not occurred to me but i heard this for the first time today that the depreciation revenue that comes into the transportation or bus buying fund is anticipated to be decreased because the narrative is we're not driving the buses so they're not depreciating so i was wondering one if that was factored into that fund in our budget this year um and two in uh in in the bc before covid i have a memory
055of it taking about eight or nine months to get a bus and i was um in the hopeful that the 21 22 school year were back in school and we're able to focus again on later start should we be looking at sometime in mid late winter purchasing buses to be able to do that next year thank you director hayes we actually have a number of buses on order uh because the bluebird bus making factory shut down production due to covid so we that was one of the concerns is that we wouldn't have enough buses actually this fall so we will be receiving those i my understanding is sometime later this fall and you're correct we will need to order buses to meet our new start time planning for the 2021 2022 school year and it's
056hard to even be saying that honestly but we'll need to be ordering those early we do know though that the production of buses has been seriously slowed due to covid and you know shift in safe practices within the production areas okay great thank you so basically we need to kind of keep that on our radar is what i heard that's correct and i also want to um be mindful of the green commitment you all have and we have looked at um the uh you know hybrid type buses etc i do have uh text a friend here dr paperman is providing me some uh information about depreciation the question he indicated that the depreciation declines as buses hit the end of their depreciable life which the state has determined as 13 years that is very unlucky
057by the way but there is no reduction expected due to coven okay so we'll hope that the person that shared that with me was misinformed um dr heberman does indicate that we budgeted to maximize the number of buses we had the capacity to buy for next year so i think our uh tvf funds are being maximally utilized and we have three electric buses that should arrive in august oh wonderful wait this august or next august i believe it would be this august as in month okay electric we've installed the electric charging units you're ready for them great well thank you um and then my next uh bucket question is around the asb i know it asked earlier and and was curious what our thinking was around asb cards are we gonna like prorate them or
058what's the thinking around um asking students to buy them this fall we're going to have a deeper conversation about that in the coming weeks there is a recommendation on the table and i will be processing that with you prior to the next board meeting and we'll be able to be announcing that prior to students returning to school there are a number of fees and that genre asb parking fees sports fees those types of things and we have a committee that's been working on that and we'll continue to i think we are almost there and then we had some more questions to take back to the committee but we should have something for you no question by the next meeting thank you you're welcome i can confirm that the august is this august sorry about that
059i was muted all right i'll call for the vote if there's no further questions all right back online for a moment all right all right the resolution 819 for the fiscal year budget passes 5-0 thank you next action item resolution number 823 oedc purchasing consortium dr reed thank you president swain and this is a purchasing consortium primarily for technology materials out of oregon and there is an rcw that requires board approval for to enter into purchasing agreements and as we are planning to order technology materials to safeguard some of our devices here in the next couple weeks i'm bringing this resolution forward to garner board approval of our entering into the oetc purchasing consortium so i would recommend that we approve this well thank you is there a motion to approve so moved another second
060second thank you any discussion questions oh all right thank you and we'll call for the vote all right the resolution passes 5-0 thank you fourth item interaction items section here is the second reading and adoption of policy governance parameter seven student learning environment and primer eight instructional programs dr reed thank you president swain this um item for action would be the rewrite of both parameters seven and eight that you as a board have engaged in over the last probably month and a half i think and we looked at a draft of both of these at our last board meeting and there were some edits made so we've brought them back for approval and so recommend that we approve both uh parameter seven student learning environment and parameter eight instructional programs as amended thank you dr
061reed is there a motion to approve any discussion just think thank you i i love the changes i think they reflect what our heart is and what we're being asked in the community i know i've had board members from around the states that work in more diverse school districts that have asked for this wording um and were were quite complimentary so thank you to all all of you for great work um and i i'd like to express appreciation in true north shore fashion it's not our desire to um to address a complicated issue with a simplistic brush of a stroke answer and so i appreciate um superintendent first of all the board having the conversation about what it really is our goal what's in our heart is that to make sure that every student feels
062safe and welcome and it feels like they belong on our campus and i i feel like this language accomplishes that um what i would appreciate superintendent reid and you know on our policy governance structure now that we've come up with some language i like to pivot and ask you know how is this um playing out in terms of implementation and what's your process looking at like how's i know we've been a little busy so perhaps that's the update is that perhaps we haven't gotten very far down the road but i think that'd be actually a valuable update too sure would you like that this evening or at a future meeting no no well yeah no it um later later would be fine i think that um you know it's just again when we're talking about
063climate and safety and everyone's um desire for the best for their children obviously it's a very important topic and we don't need a a you know detailed update but um you had spoken i believe at the the last time we discussed the policies about um doing a student survey and um i just if um if things haven't changed maybe just a quick recap of the processes you're going to go forward with because we haven't taken any action correct in terms of any changes because we've been working on the school reopening plan that would be correct that has been the month of july's major focus is the school reopening plan and the budget so we are working forward the professional development that's required for all staff in august half a day on social emotional learning and
064trauma-informed practices as well as a half a day on racial justice and educational justice uh topics so we've got a full day of professional development again that is required for all staff i do want to correct a perception that's out there on the racial justice and social emotional learning requirements early on in the conversations we put a number of minutes we were discussing what would be a reasonable amount of time perhaps and that's where that 40 minutes per week came in that no longer is part of the language and that was um set aside because really what we're looking to do is integrate healthy emotional learning practices in across all days and also integrate racial justice or racially just and educationally just practices uh throughout the week so uh our staff is gonna be coming
065back i know we've had a number of questions about what that might look like and what materials might we use and those haven't been finally selected yet i do know that we've had experience in the district using second step as a social emotional learning curriculum for our younger students uh character strong has been a curriculum we've used in our advisories in the past in secondary so those are getting a close look in terms of an example of a racially just practice we want to make sure we're using diverse authors that we're studying diverse composers and music artists in art authors in literature making sure that we're developmentally appropriate but that the materials we utilize have characters and language within them in particular in our literature that have characters that look like our student body so
066that our students can see themselves in the materials we use um so there's there's a lot of work that may not be a specific curriculum but more of a a deeper approach to selecting materials that are representative of our very diverse school district as you know we have 94 home languages spoken and it's very important i think that students see themselves in the literature the music the art and so forth so we have staff that will be working on that as well as ethnic studies curriculum to the point of school resource officers which i know has been a topic in and of itself around safety and rather students feel more or less safe or staff feel more or less safe or parents perspective is about being more or less safe it is true that we're
067going to be doing some surveys we've crafted a survey for students staff and parents which we'll be getting out shortly and we don't traditionally approve those contracts to late summer early fall anyhow so we're right on schedule actually to get feedback in real time for that topic and i have met with our stakeholders city managers just to indicate that we are going through a process because as you pointed out director cast i don't want to just react right we want to be really thoughtful make sure all voices are heard and that we have broad stakeholder input before we make a decision around something as important topic as school resource officers or our ethnic studies work or racial justice work and so forth so um we're excited about the start of the year and more details
068will continue to be out there but i did want to address the 40-minute confusion i'm not entirely sure i think what happened was our folks working on the back side of the website were trying to get information up ahead of final decisions um and i know that was corrected but it left a misrepresentation of what we're actually doing so thank you for asking about that no no and that's super helpful i mean it's it's um you you always you always want to balance asking a question like how are things going without sounding like it's a presumption that people aren't getting any sleep so i wanted to make sure it was yeah like um so thank you for that update i know that um there just wasn't much time to process the sro question yet but
069like you said it's um that we're not that far off for timing anyway so i appreciate the update thank you all right any further thoughts oh i just would comment i appreciate the boards um me and kind of the one of the newbies on the board i appreciate our senior board members um being willing to re-look at their work you know these parameters and policies that you wrote together with dr reed over the last couple of years and and you know some some people might just take ownership and not want it messed with for a while and you guys are um are really good at looking at the landscape and listening to feedback from students and parents and teachers and and re-evaluating so i think that's what we did here in these two parameters we
070kind of um stepped up to address the concerns of the community a bit and provided some additional thoughts behind what we're doing so i appreciate it and if there's no more i think that's it for discussion i'll call for the vote all right uh resolution pass is five zero thank you that is it for action items this evening um well now move into performance review section uh the first is uh h1 monitoring report for parameter one general executive constraints dr reed thank you president swain um gene if you could put up my monitoring report please this is essentially the parameter one which is what we would call a global parameter so it essentially indicates that i would not cause or allow any practices decisions or organizational circumstances which would be imprudent unlawful violation of commonly
071accepted business and professional ethics our violation of board values puts the organization at unreasonable risk or leaves the organization unprepared for emergency situations or might be a conflict of interest and we've certainly had a number of these bulleted items be part of our conversation in the last year without a doubt so um as of this evening august 10th 2020 i do believe that i have not materially caused any of those things to happen or allowed them to happen so i believe i'm in compliance and would take any questions or discussion on that any questions dr reed on her report okay no i just just quick comments um this is actually maybe the hardest parameter to to comply with because it's so broad so i'm just because it way you would think the opposite if someone
072didn't sit down and and really read it in depth you're like oh it's so short oh you know i'm i'm agree with your assertion especially for this past spring you know making sure that we're not putting the organization at risk we're not unprepared for emergencies we're certainly um have to think deeply about our board values but it's uh sometimes really broad is actually more challenging so thank you for all the great work yeah thanks director cast anyone else okay well not hearing any further comment uh we have three choices of course um so i'll be looking for a motion um either to find dr reed in compliance making adequate progress towards compliance or not in compliance is there a motion a move to vote that we find dr reed in compliance with the parameter p1
073thank you second sorry i talked over someone who was second to that i think jackie got in just ahead of me yeah all right thank you all right any discussion further further discussion in the motion all right uh if none i will call for the [Music] vote all right motion passes five zero thank you again please fill out your uh response performance evaluation form and get it back to travon i think at this point right that's correct yeah thank you all right now we will move on to monitoring part parameter number two emergency superintendent succession dr eden thank you president swain uh this is actually a document we did pull out this spring um and i know i discussed with you i mean in this age of kovid it's very important that the district the
074system understand what would happen should i not be able to conduct the duties of the superintendency and as of this evening i will continue for the coming year to designate my immediate successor would be our deputy superintendent dugan harmon and if dugan harmon was unable to take these responsibilities on then assistant superintendent heather miller would be the second in succession they would of course be obligated to operate on an emergency basis under your authority and direction as the board and the 2020 2021 initiatives the entire uh reopening plans etc uh both deputy superintendent harmon and assistant superintendent miller are very familiar with i will find time between now and fall to also talk about our strategic planning refresh that we're planning for the coming year and so forth our initiatives if you will i was
075looking back at my notes from a year ago and my focus on goal four a year ago and really thinking about how do we work with critical thinking and innovation um turns out to be quite a uh foreshadowing for what we ended up doing to scale but anyhow this is the succession parameters so i have identified again deputy superintendent harman and assistant superintendent miller and they are aware that they are first and second in succession thank you dr reed any questions pretty straightforward yes again to to follow on director cass these were probably two parameters we didn't put a whole lot of thought into and this year they have become very relevant and meaningful so i'm glad we have them hopefully we will not have to rely on it um okay that being said we
076have there are three choices again i need a motion of one of the three in compliance making adequate progress towards compliance or not in compliance is there a motion i'll make a motion to find the superintendent in compliance with parameter 2. thank you dr mcgrady says second i believe okay i don't think we have any further discussion i'll cover the vote all right motion passes five zero thank you well we'll move on to information items first time i'm on the agenda here for discussion is capital projects status report updates on a variety of construction projects that we've been working on dr reed thank you president swain um i've included the major projects we're working on and for those of you watching from home you could click on any one of those for information um all
077projects at this point are moving forward i do know ruby bridges is still scheduled to be completed on time and on budget we do have um this is the ruby bridges elementary update and um it's a fabulous looking campus the playground and everything just looks amazing and so really want to credit dream ralph and our capital department with our planners just have done fabulous work keeping this project on time and on budget and then we have i don't know if you have questions about each individual project but if there any questions on this one before i ask jane to move to the next project nope okay jane why don't you move to the next project please and this is innovation lab high school and this uh the seismic work is currently being done there were
078some delays and permitting which would not allow us to occupy the building potentially till october which um as we're starting the year in a distance format for this year should be all right but certainly working within our budget that we had planned and very excited about the opportunities at innovation lab high school as well currently looking good on budget and the planning is moving forward very well so questions on innovation lab high school i just have a quick question superintendent reid so um in under the schedule there's listed at the bottom phase two first tenant improvement so i'm just wondering it's after the projected move-in date so i'm just wondering what's included in that set of improvements so we are starting um i believe only we're not opening on all three floors so there will
079be planned improvements on all floors by the time the start of the year 2021 because as you know we'll then be welcoming juniors as well as freshmen and sophomores so there are some uh further tenant appro improvements that will need to be done following the um sort of original plan so um that would be the work that makes sense so it's basically another floor that can wait until the juniors come that's right great thank you dr reed um i know there's been talk in the past about how would we how do we put how do we provide lab space you know especially for science labs et cetera do we what do we come up with a solution to that at all are we still looking at possible technologies or furniture or anything like that well
080it's a little of both the a lot of the lab work can be done virtually honestly with programming we're also looking at a very different model for innovation lab high school where we may have externships where students do lab work in actual labs and so we're really excited about those possibilities and again the labs are very likely to be in phase two particularly like a chemistry lab is really what we're talking about physics labs certainly can be um you know be anywhere honestly physics is a science it's really applied mathematics but the actual chemical storage and that type of thing requires a different setup so that will be part of phase two um other than those externship lab experiences and virtual lab experiences there's a lot in science you can actually be working with virtually
081and the software that's been created and crafted that we're actually going to be trying as part of north shore learns 3.0 is pretty exciting as well things i mean my background is chemistry and some of the things i see labs that can be done online are really sophisticated and probably more environmentally friendly in terms of the level of reagents and chemicals utilized in a virtual way versus actually um i don't know when i was younger we actually played with mercury which as we know now is probably not a promising practice so thank you very much so jane do you want to put up the next uh project this is north shore concert hall we're still in early stages and the early stages are continuing to work with the city of kenmore on permitting and the
082site had some storm water challenges which our capital projects director dree ralph has been very diligent in working with the city of kenmore dr joe paperman around how we're dealing with water which is affecting what we'll need to do with the tennis courts so there may be some added expenses due to the site uh planning and the water issue stormwater issues but the project's continuing and with a little bit of permitting delay we're still getting after it to have a world-class concert hall on the inglemoor campus and really excited about that so jane if we can uh move to the next skyview canyon creek edition as you know we actually opened it for use last spring or i guess it was winter we moved furniture and such in over the winter break and also the
083mid-winter break and it was exciting to see students and staff in the building albeit not for very long but it is a fabulous addition and very well thought out part of the skyview canyon creek campus and a dual use dual purpose building which again came in on time and on budget and we're really thrilled with how well it worked out so again many thanks to capital projects and our support services staff um for bringing this project in i believe they were still working on the expansion of the gymnasium at canyon creek i will say that i toured the kitchen at skyview with the nutrition food nutrition staff and really the upgrades were fabulous and it's a pretty proud kitchen staff as well so there's some really positives i think on this campus so i think
084those are our four projects um that would be our capital projects doubles can you type your question into this um so i'll have to find the chat option i don't know that i know where that is director hayes maybe um i apologize so down at the bottom of the screen oh i got it thank you it's way at the bottom all right we're spending too much time on zoom i think that means yes yeah i learned how to screen share today it was very exciting um so while he's typing i'll just again um for our community i know it seems silly i think to have four brand new buildings when nobody's in any buildings but this this will pass shortly and then all all of these facilities will be teaming with students and we will
085definitely need them before very long yes i would say that's correct unfortunately yeah it's coming through very statically okay well somebody might have to run the rest of the meeting man if you can't hear me okay now that's better [Laughter] running up here that was probably it had this little tiny fan under my desk it's all better all right there you go all right uh i guess we'll move on to capital funds allocation report is that part of this still dr reed yes it is it would be the next item that's correct thank you well if you'd like to tell us about the capital funds allocation report for june we appreciate it i would love to thank you president swain so um let me move the chat so i can see the report jane if
086you want to bring thank you so the capital project's budget allocation report is essentially on tap it's trending in a way we would expect i did get a question on what the 2018 vip planning was and those are building improvement projects which would be esko hvac all those roofs gutters that type of thing so anything but the large buildings and it's not fields and courts uh but kind of all the infrastructure type improvements uh and that's the 33 million still sitting there from the 2018 bond i can also report that the locks and safety work and cameras are continuing to move forward but everything is moving as we would have predicted thank you dr reed any questions i i had a i think a quick easy question with respect to the items that are still
087left on the bond levy um and are we on schedule for uh completing those and drawing that down yes we are on schedule to completing those director mcgourty and um that would be correct yes anyone else a quick question dr reed we um are we spent down the tech levy at this point or we still have some funds available there we do um we actually only spend the money as it comes in so because the uh because it is a levy uh the tax each year provides us if you will an annual amount of money each of the four years so we can only spend what we receive within that given year so we have this year yet and one more on the tech levy okay thank you for that clarification all right district budget
088status report june 2020. so thank you president swain the district budget status report for june is available and jane if you'll bring up just the front sheet please thank you and kind of make it a little bit larger there you go um so enrollment for the month of june again was 22 623 which is fte uh the annual average fte was 20 to 590 so we actually were a little bit up it's hard to see maybe does that say 590 22 590 yeah was the annual average fte that we budgeted so we were we ended with a little bit higher of an enrollment over budget and again remember that our head count is actually quite a bit larger it's 23 700 ish which are the actual people but when you carve up wanik classes perhaps
089running start or part-time students that's what creates a difference between um a full-time equivalent and a headcount um for calculation but we're budgeted on the full-time equivalent so the general fund again we had a slight delay in the tax collections for that 30-day period if you recall rather than it being may 1 the king county and snohomish county moved to june 1 for tax collections for coveted relief so that created a little bit of a flow challenge but we were able to meet it because of our fund balance capital projects fund is trending as we would expect same with debt service and transportation vehicle fund our asb fund is trending higher as you might guess because we have raised money and then haven't necessarily traveled to out-of-area conferences while we've paid for conferences we didn't
090travel in spring sports and such i don't know if our june report includes the refunds for um spring sports fees for example and other fees that we refunded but those should be um brought together here within the next by the next months um budget report those should be aligned so just i'll take any questions on budget that you might have um just a quick question superintendent read on those asb funds so how does i mean talk about uh unusual situations so for any fundraising that students and families might have done for asb funds before the pandemic and events maybe when it weren't able to occur that's what that would be different than refunding a fee i mean has there been any thought about how to handle that situation or perhaps it's not it wasn't a
091big delta for this year anyways i'm just wondering if anyone kind of gave that some thought well what we looked at was trying to refund fees participation fees pay-to-play fees and those types of things the fundraising once we went online there that really slowed down as well so i don't know that we have a significant amount of fundraising at this time going on to be honest so whatever was fundraised would sit in the account in which it was deposited whichever asb account that is um and that's where it would sit until such time that we're able to come back and utilize those funds great that's helpful thank you oh my text a friend our chief financial officer tracy patterson indicates that to date we have done nearly 6 000 refunds in excess of 450 000
092and we are there is no fundraising going on at this time great thank you so much anyone else well i just um i'm just gonna marvel at the the book ending of the budget that we just approved and the june budget status report and i i know it can be very frustrating when we are conservative and um kind of low ball our estimated fte and some of those things that we do but you look at how that helped us weather this spring and especially when you think about that this work was done for this budget last june when no one saw any of this coming and yet it we had the capacity um we did not the student loss if there was it was not in the point where it put us by any financial
093jeopardy we had to director cast point a rainy day fund that allowed us to do that and a lot of the the tech uh work the hot spots and devices we we were able to to get through the spring and i think our business department gets a lot of credit for that so thank you yeah thank you director hayes i think um deputy superintendent harmon chief financial officer tracy patterson um joe paperman mike bailey uh the business continuity work they did uh particularly after the cyber challenges we had a year ago in the fall um and then the pandemic uh really they've done fabulous work our it department just it's been a team effort you know i do have one quick question and we may have to research this but um just where in my
094legislative representative had here in the general fund budget status report where it lists out the buckets of revenue the federal special purpose receipts um just because this is the end of june report there's still 24 million dollars remaining that of revenue it looks like we hadn't received yet and so um if maybe if you guys could shoot me a note if there's something we have to go chase down um for 24 million dollars i'll be a pest for sure no i we uh a lot of the special purpose monies are reimbursable so as we bill out then those last installments come in but i will do a double check on that because we can be pests together i know that staff is on that though but i let me get you the detailed report of
095which programs those are great thanks a ton anyone else okay thank you all right move on to policy reviews this is where we get to review the superintendent parameters and policies that we just we just reviewed and um did the performance reviews on so superintendent parameter number one general executive constraint thank you jane appreciate that any ponderings ideas add or change the list nope okay i think if that list gets us through this year it's it's a pretty good list actually i i had a question and and some of this is just sort of a thought process but to throw it out there um now every time we we call up a a policy of course we want to look at it through the equity lens and is there anything we can or should add
096or edit or change that might help improve uh equity with this one it's such a global it's sort of a not really generic but it it covers a very broad swath so i wonder if it's if it's reasonable to try to insert something like that but i also look at in violation of board values and that says a lot in and of itself but is it worth considering um adding something more specifically about equity like um not allowing anything that would perpetuate or cause inequities um just to throw it out there for for thought yeah no not not a um not a bad thought um director mcgrady you know the idea with this is when we had the consultant come in when we started policy governance she explained it you know the goals are the
097ends and the parameters are the means and this is to lay the groundwork for the the means by which the goals are to be worked on and so um you know like you know it's always appropriate to go back to our work and look at um adjusting if anyone wants to make a suggestion we could that's i guess that's why we're here perhaps it's something we can chew on i think it's it's pretty comprehensive as written and i wasn't sure if it would be appropriate to get into this kind of into these kinds of weeds in in a policy like this one i think you could put something in there like are discriminatory and that would you know raise that uh level on this parameter if we wanted to include it bad thought yeah the
098the parameter obviously deals with fiscal and legal uh constraints um yeah i guess we could take a look at this and compare it to our other parameters and obviously everything's kind of laid out in our goals and objectives too so we'd have to kind of look at if it's appropriate to stuff some of that into this or not but i like that idea of something simple like discrimination or discriminatory here it does fall into i think director mcgurdy's observation on board values because their values the communities values the board's values are wrapped up in our other parameters and policies so that's that's also something to think about why don't we um think about that a little deeper and maybe throw some ideas around or send some comments to um myself and dr reed and then
099we can uh see if anyone has anything in particular or you can all right sounds good thank you thank you director mcgrady [Music] okay parameter number two emergency superintendent succession it's very thoroughly put together and thought through anyone else have any thoughts on what else you would put in that one one comment that actually i meant to to bring up when we were uh reviewing the monitoring report on here i i really appreciate that dr reed has not won but two um successors called out which i think is is very prudent um and you know i think not a bad idea at all so i wondered do we want to to call that out in the policy to have have two just in case so so make it at least two other instead of at
100least one other yeah for a district our size it might it might make some sense at least two rather than one which you know i'm not going to say it's trivial but since it's already in place it you know seems eminently doable mm-hmm i could support that likewise okay another somebody want to make a motion that we change at least one to at least two other executive staff member members i guess we'd have to recraft the language a little bit to i don't know if we make a motion if it's not officially an action item on the agenda but maybe if um if a draft is put on as an action item on the agenda for next time then we can rights am i doing that correctly okay thanks for the direction dr cast any
101other thoughts on this section okay seeing none we'll move on to our discussion items north shore innovates north shore learns dr reed have anything else to add no i think we honestly covered everything when we discussed the reopening plan i think in terms of i wanted to clarify the 40-minute confusion and i will just say the one piece that i want to share with the board that we're really excited about is this opportunity uh to use what we're calling a community building start at the beginning of the school year we've reappropriated the conference days which were previously scheduled in november and we've moved those to the beginning of the year we recognize that this will be the first start of school where students and staff will not really have met each other physically and we
102felt like it was very important particularly at our elementary level for our families to have that one-on-one conference with their teacher prior to getting into full swing so over the first week or so of school we're going to hold these conferences so that parents and students can share their learning style with their teacher perhaps the degree of flexibility they would prefer within their work situation teachers will be able to make sure that students have a device at home they can use that students and parents know how to use the new learning management system you know just a variety of conversations will happen there'll be more information coming out on that very shortly we're also planning to begin our parent professional development the week of august 17th so if you're a parent out there be looking
103forward to hearing or getting a link to have training on our new learning management system so there will be more communication in the coming weeks as we ramp up to the start of school and just really excited if you're a student it's a great time to find that spot in the home that you're in that maybe you can snug your pencils or paper or planning strategies into place and kind of clear a part of the kitchen table or clear a part of your some room in the house that you can use as your study space it'd be a good time to scope that out right now in the next couple weeks so i think that would be my report for the moment thank you dr reed somebody else have questions follow-ups okay all right we'll
104move on to uh board reports communications new business does anyone have any new business they like to bring up so my apologies president swain i have a couple do you have at least one so yeah i have i have four it's been it's been a month it's been a month so i wanted to say thank you president swain for um for working to get public comment back in a way that fits our new reality um unfortunately other districts have had unfortunate incidents with trying to do it live but um i think this is a great um path forward to adding that that community voice into our meetings i'd like to ask that um and i i think this has already been kicked off i just formally get it on the docket to look at getting
105back into the rhythm with two other great ways for us to do our oversight work which is figuring out somehow how to do school visits and figuring out somehow how to do conversations with the board and i know again unfortunately there's there's folks out there who um let's just say have not been appropriate when it comes to being invited to zoom links and so i'm not prescribing a solution um i'm more than willing to help brainstorm and research what other folks have done but i just want to officially get it out there as a new business item see what we we might be able to come up with great okay um i don't know if you have any thoughts or you want me to keep going um well we could take it one at a
106time anybody have any thoughts on that topic of discussion a new business oh i think that's uh fabulous i think it's time to move from emergency mode to this is how we're going to do our work and so thinking about how we continue to be out in the public and whether it you know we do our noah's ark thing where we're two by twoing um at events there's um other um entities that you do a zoom link but you have to register to participate that that might help filter i think there's a lot of and and we're not alone so i think getting getting out there and asking others how they're doing this because um we're we're going to be at this for a while so it's time for us to come out of the
107shadows i think it's a great idea and we we're going to be virtual for here for a little time and um i think it'd be a good idea yeah to reach out to our colleagues on other boards and maybe collect a few ideas that we think are are doable or that we like regarding you know whether it's smaller get-togethers with conversations with the board whether it's live if they do it zoom live how do they handle it and i think we've put together a list of things to discuss and further detail would be great um and i think dr reed has some has had some thoughts um that she was gonna get back to us on later on school visit um kind of how we would do that in a manageable fashion keeping in mind
108that one you know one of my concerns was not putting too much pressure on principles at the moment since they have a lot on their plate um but i think we can i think we can put something together where we can at least visit with administrators and check in and how they're doing and and that type of thing [Music] anyone else know that okay that's one down direct cast number two all right number two so um we all have um our liaisons in the community with other government organizations and agencies i just wanted to say i think that it might be a good time for us to reach out to those groups that we are liaisoning with whether they be city councils or i don't know county county councils might be curious what's going on
109there's so much going on so much information that they're probably questions they're probably getting asked both about school reopening about um equity initiatives um all levels of detail so um i just wanted to you know again we're all very busy it's the intent isn't to add work to board members plates but i think it might be a good idea to see if there's any questions out there and how we might be able to support our peers in different governmental and non-profit organizations yeah we've kind of made a commitment to be liaisons to certain cities and entities and we haven't really done a good job like following up during our board reports or in member reports um so maybe we can just put that on our list that let's not only talk about um you know
110what kind of what we've done kind of during between meetings but um if you've spoken to anybody you know if there's anything to share from your discussions or just um just watching city council meetings or talking to people at city councils and that type of thing be good to have a little bit of feedback if there is any i'm sure there is though you know the thoughts on topics of liaison government liaison issues i think we're doing a pretty good job at the state level i'm sure director hayes nurser cast and okay did you have another one to add dirt cast i have two more this one is pretty simple this one's pretty simple so um actually most of us were on the call today for the district area 2 for wazda in preparation for
111the general assembly which is when for a benefit of the community when school directors from across the state get together to work on priorities for legislation and and just overall advocacy for school districts in washington state um this is more logistical in that in the past we've gone to either legislative assembly or the state um the state uh annual conference and kind of all been able to sit around a table and go through the list of positions and chat about it and it's been great and informal and dynamic but we can't do that this year it's all online and so um i just want to say so the um the general assembly with all the positions is happening mid-september and so just i'm um you know before you know it the the time will get
112away from us if we want to do an amendment that opens up august 21st which is actually before our next board meeting so if anyone is interested in um sitting down and as a north shore team looking at all the positions and if we want to propose an amendment or just what our um our important points are and talk about who wants to be delegate because i'm on resolutions committee for wazada so i might have to do some logistical things director hayes will be a little busy also as head of the legislative committee so um yeah so just throwing it out there if anyone wants to be part of that if we have a quorum we'll just announce a meeting and i don't think it's that controversial we could always throw up a zoom link
113and um and get it going but just let me know if anyone wants to sit down and go through the positions that's number three [Music] thank you very cast can i just follow up on that um it's september 25th and because it for the benefit of our community it's free because it's virtual all five of us can be in attendance um only one can vote but um all five of us can be there so just we have nothing to do on september 25th i hope the whole team can be there supporting this work thank you director hayes does anybody have any issues they wanted to throw out now do you want to just think about it and get back to treasure cast prefer that i guess we have to look at the positions that are
114listed first to see what's might be missing you know what i could i could get the link if folks want maybe siobhan could help us put it in the friday brief and people can kind of poke around and see if there's anything that really strikes their fancy if they want to dive deep great excellent idea okay all right number four all right so this one is under the category that director hayes likes to put don't keep doing things the same way just to keep doing things the same way so um and that's i put this one last because it might have the most conversation or pondering so if another thing that we're getting back into practice doing would be study sessions and so adding study sessions back in got me thinking about timing of these
115meetings and it is different um doing this work in our homes in front of a screen so i'm throwing an idea out there that because it would take a formal vote on a policy what if we change the timing of our meetings this is my crazy thought because you know doing zoom you know for doing study sessions at 5 30 and then a zoom meeting at seven right it's um you know that it could be fatiguing after a long day on screens all day i'm i'm not saying that this is a horse i'm going to die on i know like i said it's written in policy we'd have to have a discussion we might want to look at our metrics of how people interact with our online meetings or you know for the earlier ones
116versus the later ones maybe there's no difference people don't care i just it occurred to me it might be something to think about if we're going to be in this mode for a while so like i said that one's a little bit more but that's my fourth if anyone has any thoughts yeah but uh did you have kind of a general proposal of what you think would work i was thinking maybe we would do it's nice to do the study session before right so maybe we would have the study sessions again and it depends on people's work schedules just rough numbers like around four o'clock for the study session and then around 5 30 for the regular school board meeting so obviously that's it could be adjusted but that way we have a good 90
117minutes before for a study session um and then it wouldn't push our regular board meeting too late into the evening if we started at 5 30. and it's you know like i said it's something to ponder but you know if we're going to be in this mode for a while the late the late meetings with study sessions before um it's uh we don't have the same legisl the logistical reason to do it was to help people get out of work but if they don't have the drive times 5 30 maybe we make it six o'clock so it's still after people get out of work so they can watch it live if they want um it's just it occurred to me there might be some logic there but um i want to make sure we have
118time to chew on it that's for sure thank you thoughts it begs the question for me and just you know because i don't have the the historical knowledge of of the scheduling is there any strong or particular reason why we hold both study session and board meetings on the same day i mean oh yeah having them back to back flexibility that's true and certainly make things perhaps not run so late right if we having this because that's what kind of prompted me thinking this it's having the study session and the online and the regular meeting back to back but usually the study session informs is usually deeper context for the regular meaning as usually right so you would want the study session on the day before if we're going to split them that way yeah
119yeah if we're brainstorming here you have to split them you probably would want it before the regular meeting when we would be voting on something perhaps so the historical context of why they're together is there was back the day when we even our school visits we had one day of the week with school board day so for working people they knew that was the day when things happened um and that's why it was all on one day but also things like parameter and goal reviews to have those before the meeting then you come into the meeting with that still fresh in your brain so that's that's just the historical context um i like do you like the idea of having the i think it's more productive for us to have the study sessions before the
120board meetings sometimes we obviously plan them that way so that we're fully informed and then have another discussion or and flush out um ideas and thoughts at the board meeting so i like that um i like the idea of staff being able to do that before it gets late in the day or the evening [Music] um so i i'm i mean i like the idea of having more uniform newborn like i said i'm not it you know obviously it works the way it has been but so i can i i can go either way it just seems more efficient in some ways um i'm not it'd be interesting to see this data if we can pull it on how many people watch the meetings live on both times and how many people really watch it
121later like the next day or whenever recorded because i think that's a great thing that we have that people can watch the board meeting after it's over the next day or later in the evening or or whatever so to see if there's any difference it doesn't seem just anecdotally and um that there's a difference in turnout at board meetings whether they're at four or seven kind of seems to be more driven by the subject matter um people want to come and get do testimony in person they seem to come anyway regardless of the time but um so those are just my meanderings on it and it could be something that we do just while we're virtual you know so and again we could try to find a sweet spot maybe after people are getting out
122of their work day but especially if people are emailing in cons their public comments you know it's you know the idea of having the two different times to balance the logistics for community and the logistics for staff you know if people don't have to drive in for their comments then perhaps we can we can scooch it a little earlier i think it's good thought okay first for coking any thoughts i think probably the original intent of the two different times the four and the seven o'clock was to accommodate uh community members that could get to the meetings and i think that has changed uh now with the meetings being um available and recorded you can really watch the information whenever it's convenient for you so i think the main advantage to the live meeting is
123if you wanted to give a public comment directly live and so i think that's maybe the other metric to take a look at is do we really see a difference in the four o'clock meeting and the seven o'clock meeting with respects to number of public comments and i think what we'll find is what president swain you alluded to which is it's really probably more subject matter dependent than time of day dependent so i think it makes sense to do the study sessions before the meetings and to have a consistent time i really think it just affects people that want to watch it live in person or communicate live and in person which is important but i think what we've seen is the majority of people are able to access it at their convenience electronically thank
124you director cogan director hayes did you have other common thoughts on this you've been here longer than the rest so you've seen a few things different different ways um i would say if we did anything it would be very clear that it's just for the period of while we are virtual um i i i agree that while we are virtual and people can't come anyways um it probably doesn't make a whole lot of difference when we have it but i would strongly encourage but in i don't think 10 years is that long but when we have talked in the past there are people that are very protective of both the four o'clock and the seven o'clock time um and definitely other boards that only have an earlier in the day time frame has created a
125narrative in their community that they're not interested in public comment so because they have it during the work day so um i think it's worth a conversation and and we can discuss and it um i think would be key to be clear as to who why we're doing it what's the benefit that we are trying to achieve by changing the time because it will take a boat and it will require making sure that we're communicating i am very concerned we are so um invisible right now that we do anything that appears to kind of reinforce that i would be worried about that so it would have to be super public as to why we were doing it how it would benefit the public um and then and and then put parameters that is just for
126this era while we're virtual only and then if we want to have a conversation with the community once we're back in public about the timing that's certainly open but yeah and alex alex just popped a stat in our uh box for us at 7 pm live streams get more views so there right there you go there are some helpful metrics right there so um definitely uh having after dinner that might be that is helpful to know so it's like i said it was it was a brainstorming idea um as we start to try to figure out how to add back-end study sessions so but if people want to think about it we could talk about it next meeting and and see so like alex just pointed out to you we can get the actual numbers
127or what the differences are yeah but i think you know like for virtual why don't we yeah i think it's not a bad idea to give it a try and even if we do in the end decide you know we really want later in the day for community members to be there or to be able to listen live um i think alternatively would just i'd still like to see the study sessions personally before the board meeting so if it was 5 30 and even seven or you know for board meetings we're just at seven so that's just and then the public doesn't have to keep looking at their calendars like how's it for this week was at seven this week it's just you know at six or seven or six thirty might might take care
128of you know both of our the two issues we're talking about i think the study session before the board meeting and then and then just picking the right times but um yeah i definitely wouldn't want our board meeting to be before 5 30. like i mean i mean obviously we're doing 4 o'clock now but i think if we were to pick a spot it would be to make it as accessible for community as possible and having it before 5 30 would make it challenging but yeah when we're live some people like that because when they have younger children they have to put to bed after dinner then the four o'clock is more accessible to them so obviously not a perfect answer which is why i left this last because so there you go it's nice
129we have on demand here at mars right right yeah yeah i guess my thinking for next steps is one how do we have that conversation and two what's the problem we're trying to solve i i think the problem we're trying to solve is um zoom fatigue into 9 p.m honestly and if that's something we need to suck up for a while it's just um without knowing you know i'm in my head school obviously school reopening is not tied to the to opma right so we don't know when the opma waiver is going to change it could be september 15th for all we know right and then this really is moot but i think for a while uh it's going to be hard and then you know having you know picturing a board room what if
130we're only allowed to have five or ten people in there at one time i mean still it's going to affect public comment just the logistics of how we would physically be there and yet still allow people to attend before the end of the pandemic we're still going to have a lot of logistical things to move through anyways so perhaps it's premature to think about it but honestly it was thinking of 90 minutes of a study session and then which usually those hefty study sessions precede a hefty board meeting and then we're trying to keep our brains functioning in front of a screen until 9 00 pm because it's so much easier in person and so yeah no i think i think that's i mean that's just the key that and then that that can be
131communicated to the community this is the problem we were not effective board meet members after 9 00 pm and so we needed to create again for the era of zoom meetings this is what you know yeah that's that's all i was looking for is what's that um key north star that we're striving for with the conversation and since we're you know live and our community is watching us of course um or coming back to watch us we can request their input and feedback on our schedule and what is most convenient for them both now you know when we're virtual and perhaps you know given what we're learning about how to do these things now what might be a better way to do it when we do come back in person um so getting getting their
132input on it irrespective of whether we change it now or not would be a really useful thing to have that's a very good point [Music] great excellent good discussion all right we'll get back to that definitely um do we want to um this is something we want to bring back up right away the next board meeting i guess we're moving we're kind of launching into the new year i suppose we could um put our thoughts together um maybe we could do some reach out to our ptsa people and other um you know other active people within the community um through the net the network of parents out there and see what people have to say and then i guess i would just like director mcgorry just did mcgregor you just did for those of you
133watching please send in your opinion on it if you have one i'd love to hear it there you go um okay director cast um we'll move we're still on a new business any other new business just a quick one i just wanted to point out that uh director cass and i have initiated the process of application to the annual um wasda board of distinction awards and so you know input is welcome suggestions are welcome we do have a sort of ongoing list of activities during the past school year and this is for the 2019-2020 school year um but anything that you might uh have to contribute or you know anyone else for that matter um and i just wanted to throw it out there too as i as i think through this it's always a
134little disconcerting to me to um focus my attention on you know tooting our own horns a little bit here um but it i also find it a really useful exercise um to go back and look at what we've done and look at it critically with respect to how has this progressed us toward equity um or how has this addressed some of the benchmarks of our um school board um parameters if you will the the ways in which our board is supposed to be functioning um you know and by extension it also helps to refocus our attention a little bit on what what could we have done better and you know where might we have done things a little bit differently and you know once once the the awards are finally out and all of the
135boards of distinction have uh been acknowledged we also get to learn what other boards are doing uh which is again we're looking at ourselves but we're also providing this information to other boards around the state uh which can only help us all to improve a little bit so there you have it thank you yes let's follow up on that point um you know you thank you for all all of you for completing your board self evaluation survey through wasda and dr reed and i were talking about when we might be able to get at that um sometime in the near future to discuss and um kind of makes me think about um you know not losing track of reviewing how we do things and not just what we end up doing or you know or
136what what the end result is which is very important of course dr reed and her staff are putting that into place and doing the bulk of that work but just you know kind of doing what we've been doing now just talking about school board times and reaching out to the public and you know are we are we listening are we hearing all the voices that we need to listen to and i think we do a fairly good job but i think there's room for improvement on representing you know our citizens and uh so there's that part of part of that survey the self-assessment that makes us look at those things and um so we need to keep moving forward on that and how we can improve that too any other new business so i have
137i i have a thought which is when my husband runs for the garage when i say that um so my head ping-ponging but really where it's settled is around our um strategic goal five um getting students ready for lifelong success after graduation and some of the particular bullet points in there percentage of students who demonstrate acquisition of practical skills increased percentage of students involved in activities aligned to their college career post-high school plan increased percentage of students entering college without need for remedial classes and i was thinking back to our goal 5 presentation this past year and the various metrics we used to look at at how we were meeting goal 5 and none of them almost none of them are happening right we have no sports we have no music we have no daca
138no drama no um act sat testing no ap no ib testing all of the things that where students could get involved and and gain those practical skills those soft skills around leadership and teamwork they're they're just not available to them so i was trying to ponder what could we as the board think about what are some metrics that we're going to want to look at of how do we how are we doing that for our students with that equity lens because we have this opportunity to figure out how to do it where it's free right we there are virtual opportunities out there that students don't have to pay to participate in the sports team or the drama club or whatever um and there's there's all whether it's um you know a club as noble as
139uh the young ladies and dr reed's thursday thoughts to a hacky sack or simpsons club and and those are actual clubs at inglemore um but providing because i'm i'm worried that our high schools don't have that capacity but providing some district opportunities for students to lead and create those um opportunities for them to develop those leadership skills starting um charities nonprofits software or just clubs right i want to do yoga with other people and they have you know yoga with north shore i don't know i'm just kind of spitballing how can we work within the system to make sure that we are having opportunities for students to do goal five when so much of that has been shut down excellent dr reed you look like you want to comment well i was dude would you
140like um to have that be a study session topic director hayes or were you thinking how would you like to kind of get after that in a deeper conversation brainstorming or yeah i think hearing from the border what are those um components of that goal five that that we still value and want to make sure our students have those opportunities even though the traditional way of achieving gaining those skills is gone what are those skills that we still think students should have access to and then how would we provide that um so i'm wondering again um because you're right it's very important to keep it going and um something that i i noticed when we were talking about the reopening plan was that feedback from students and surveys was that they missed clubs right and
141so that was part of the reopening team's plan was finding time on wednesday to do that and finding ways to get those clubs back so when you're talking about my if i'm i don't want to put words in your mouth but when you're saying you know what can the board do are you thinking you know can we find community partners like i'm not were you talking more about how do we measure it do we have to adjust the measurements i'm trying to you know take that work and put it into the board realm right if you if you can help me explore that a little bit yes i'm trying very hard to stay in my swim lane which is not my strength but yes that if we say here um and maybe it's just going
142back and looking at what the metrics were that we got in the study session around goal five and say okay what has been taken away what were the what do we as a board still value as skills and opportunities that students should have and then we can create the parameters and then we can say oh maybe we need to reach out to the rotary club or the chamber of commerce or pta you know are there parent volunteers that would want to monitor a club around right because that used to be a staff position that did all that work and i don't know if they have that i don't know if they have that capacity to do that but somebody's got a mon anyway that it just yeah i think us starting with what are those
143those things because we are hearing from our parents and our students this grieving of loss of these opportunities for students to build their resumes to find their passion and so how what are those that we the board value and then how does that how do we find new innovative ways well and i i think we can say the board still values them all right like it's not a matter of perhaps of not valuing them i think it's a matter of being inventive and finding ways we can adapt right apply a little bit of goal for into finding ways we can adapt to do the work because i think we can easily say we still value them for sure it's just you know when you're when you're trying to plug holes in the dam so fast
144you don't have time to to really think about what color it is right like so um there might be you know we we all come from from you know interesting backgrounds and industries and you know we represent all different corners of the district um so perhaps we could brainstorm a little bit about what opportunities that we can think of that would fit this era that we're in right now to help um be inventive around that goal does that sound like what you were thinking yeah well it'd be interesting to see i know that there is a slot in the new schedule for extracurriculars and clubs it would be interesting doctor to get a report on what the great things that some of our faculty are coming up with that they plan on doing um okay
145yeah that would be nice just to see what kind of what's what's being envisioned today um and then um director hayes who has been doing career day for a long time and at north shore middle school and i know you have talked to others about trying to expand that to other schools to put that on every year a little bit i know there's been some discussions about how to expand that program but the online environment would be a perfect maybe a perfect opportunity to explore doing career day district-wide or it's either for anybody to dial into so all schools could participate or all kids if they wanted to um i know that would take some doing but you know people that want to volunteer to give their talks they can do it from home now
146so it's not as much of a logistical nightmare at the moment so maybe that's something we could explore the staff could explore um later in the year or however or i don't want to get an email from timber crest and leota and skyview and canyon park they they all do um career days oh yeah they're all doing crazy from the north shore i want to make sure that they get their very desert credit for putting on those and yeah you're right there's all sorts of things launch day was an all virtual thing this year um and that kind of also was one of the things that was pinging around in my head the launch day for the high school students had videos and um one of them and just because i um i know the
147people who did the video around how to car maintenance and how to change a tire well i had a parent reach out that their student called they've gotten a flat tire and then on the phone they pulled up the launch day video of how to change a tire and which is delightful to hear but it it it speaks to this internet as this wonderful tool and there's all these resources but it's such a huge and overwhelming tool and it's hard to know that that our i think our students still need some guidance i mean i know as an adult i still need guidance of what is a valued and respectable site or meeting location or whatever that they just saying well you know go find a video on how to help a community or whatever
148i think that that i think they they still need our work excellent well lots of brainstorming to do there so i guess well dr reed you mentioned maybe do yeah maybe do this to the study session we can throw somebody throw some broader ideas around and maybe get some in input from what our staff has kind of come up coming up with this fall yeah let me check in i know a lot of clubs come to me after students come back together and staff come back together and that sparks conversations and interest and we're still a month away from coming back together or at least four weeks so i think it'd be a great topic certainly one that we should take up so let me check in on what we actually are planning and um
149then kind of think about how we meet those measurement accountability goals um in a different way yeah and and maybe it's as simple as the board is um to director cass brainstorming is that we we have connections and we can say let's reach out and bring these folks in and between natalie campbell and the foundation and us we can i think we can have a really robust opportunities for students that are different than what they've been in the past yeah i think there are a lot of groups working on that so i think yes excellent thank you director hayes any other new business okay all right well move on to board member reports fresh cast first in line i had to find my unmute the same time i had to find my notes sorry about
150that so um i just wanted to say really quick obviously we were gone for a month but um president swain and i have been participating in those east king county school board friday phone calls and we had three july 17th july 24th july 31st the one on the 17th included actually representatives from king county where we could ask questions july 31st actually we invited all school boards from king county um to kind of give updates and see we had heard perhaps the south king county school boards were starting to get together because over time over the six weeks or so we've been doing this we've kind of started to focus on areas that we need support from the statewide department of health and also king county public health departments in order to support the getting
151back into our buildings and so just as a you know the work continues but just as a quick recap um the five things that we've kind of focused on is um testing capacity i mean some school districts out there are even to the point where they're looking at contracting with folks coming in to to support again that quick turnaround for testing um also there's um the num the another option item that we are talking to the departments of health on is around contact tracing a school board director from lake washington is actually an epidemiologist apparently there is a public health volunteer organization kind of like the national guard i can't remember the title of it but she you know she happened to know that there's this team of volunteers out there that can be activated
152that have a public health background to help with contact tracing so trying to again trying to get some movement on getting more support there we know because we know contact tracing was an issue for us back in early march also the um third item that we're looking to them for is we we collaborated on a list of questions and decision making points we would need answers for for example okay you're in a building and um you're in the classroom and then there's someone who's exhibiting symptoms what do you do there's someone who's tested positive what do you do there's someone who's in a special ed program that has many members of support what do you do kind of a decision making tree that we wanted proactively to get answers to and it's about four pages
153long we came up with quite the list so that was something that we asked them for we also asked um king county um public health for a dedicated resource this was something we bumped into as north shore back in the before the bc times where something happens in a building out of the ordinary we're trying to get a public health expert on literally on the phone and cannot so we were asking we're asking for a dedicated resources to support public schools the fifth thing we were asking for was expert input on how the rate of community transmission and how the metrics around that either support or hamper school reopening and happy to say that last week we saw some movement on the state when they issued their report on wednesday the state department of health
154with the governor in terms of what metrics support and don't support school reopening and it's interesting that only three counties in the state have a low enough community transmission to actual supports um reopening there's so much community transmission in the state right now but um we were i mean that's one out of five we're making progress so i just wanted to report on that um progress is ongoing um if anyone has questions you know of course let me know but it's it's um it's also been a a little information sharing point where you know three weeks ago when people were still deciding what to do it was a nice information sharing resource so that's my that's my report thank you director cast good work dr cogan thank you president swain i've been uh at home
155uh most of the past month and have nothing to report at this time thank you thank you dr hayes thank you um so uh like director cast and president swain i am on a different committee not at the east side committee but um uh statewide work around broadband access um my son's going to come in in the middle of this sorry um it's what happens when you work the graveyard shift this is what time you get up so um anyway uh so it's a state broadband working on the short term issues around uh access to devices hot spots um as well as the long term um broadband connectivity that's robust enough so that a whole household can be on uh devices at the same time both working and going to school so great good good
156stuff plus your library work don't forget that that's content yes 9 900 books out into the hands of students that's so great all right director mcgourdy sorry there i am um yes uh well i've been uh doing the wasda networking calls on thursdays per usual uh and i did manage to make a couple of book delivery runs with for for director hayes um and then just today we had the um da2 um regional caucus meeting uh with uh most of you all together to review resolutions and legislative priorities um via our illustrious director hayes and cast for the upcoming general assembly that's it thank you and for me i won't repeat what director cass mentioned about the eastside meetings but they've been very productive and we've been able to talk to people from public health
157and king county council and governor's office and they've come through with helping us out you know the big push was really okay you've basically all told us not to open schools it's not safe now tell us when it's going to be safe to re try to reopen and try to give us parameters and guidelines so that school boards and superintendents aren't trying to be medical professionals and everybody's making their own decisions and whatever information they're getting it from so i think um i think it's all going in the right direction to help us out um other than that that is it for me anything for the good of the order all right well this meeting is now adjourned thank you very much everyone
