002hygiene products for the students uh that prompted me to do an investigation uh I also contacted the Moses Lake High School and Warden High School and I thought maybe they were the or the ello high school was in violation of RCW do210 420 uh upon my investigation it turns out that that wasn't the case I checked the the dispensers of the Ming products it does not indicate that students are being charged and um I just previously just wanted to address that for that correction second of all um I do appreciate the fact that the high school does have gender neutral restrooms which I fully appreciate respect thirdly um I do respect the the smart pass system which kind of got me wondering as about that system and I contact the W in school district and
003the Moses Lake School District about about that and uh it turns out that they're not having that smart pass system so from my understanding to my investigation it turns out that it is a logical reason to do that for the safety of students and parents I don't want to give too much out but from my logical understanding it seems right it's seems like a good move and lastly uh pen America which is a nonprofit for those that are investigating schools that are Banning books along with the ACLU as well my question is is that if certain books that I conducted to see if they were available were not there um that leaves me the question to meet up with the librarian soon to conduct that and to do my full report for Pan America to
004make sure that the lgbtq plus Community have the equal rights and for those access to access books that cater to them and have an equal opportunity and sources for them to be a part of the school curriculum in their Library as well and with that um if praying is allowed why is it that these books are not on the shelves so that these students could have access to have an equal opportunity to sure that these books are there for them so they'll have a safe space and have diversity in the school within the school district if you want to be this diverse why is it that these books are not there ask yourself that question and that's all I got and I hope that in the future that these books are becoming available so those
005that of the lgbtq community could have access to those books as well appreciate it thank you uh now we will go go on to recognition yeah thank you Ken uh excited to have an opportunity tonight to uh recognize excellence in the school district it's a tradition in schools across our country and certainly in othell to celebrate homecoming a special time in the fall for uh many students and staff members and that uh tradition and experience in ell is strong Powderpuff husky Olympics um the royalty all those kinds of things that happen U at our high school schol and um have been going on for a number of years and each time we have a leadership teacher responsible for organizing the students and the activities that will be provided during the week and uh I had
006an opportunity to be at husky Olympics for a time I I got to go to the home homecoming game and to be around the campus and and look at some of the dress up days and I thought it was a really a good opportunity for us to recognize excellence in our system and so um we'd like to recognize Miss bigy Wilson uh for her efforts in organizing homecoming and give her a minute just to say something about the students who helped her do all that work so help me Rec recognize Miss [Applause] Wilson hi um I'm Bailey Wilson um these are my leadership students I have a group of them here who have given up their Monday night to come and be recognized um these to the kids who are class officers including Sebastian um
007who have helped us put together homecoming it's a heavy lift and I can't do it by myself and these kids show up for me including for this um we've got leadership class here as well as officers and um we're thrilled to see homecoming kind of coming growing again after coid and so seeing our school spirit um lift has been really really encouraging um we also would like to recn our 34 staff members who offered their support through the week in volunteering their time after hours to make sure that everything went smoothly so um we're grateful for the opportunity to have homecoming week and we appreciate our students I could we gather everyone for a quick a quick photo in would you mind introducing each of the students that that took the time to come out

009we hate it so much and he's like go away be gone but just that the five minutes that we're given is not enough time um a lot of people were saying like s to 8 minutes would be enough time you know and they're still fine with being monitored in which class they're going to or even that there's more people than two allowed out per hallway cuz in senior hall there's like fif like I don't know 15 classrooms but in the science building there's like seven or eight and so two people allowed out in senior Hall and two people allowed out in science building that just doesn't seem like a correct ratio so just fixing the ratio of how many students should be out while considering how big the wing is or how big the building
010is I think that would be a good one um as well as just expanding the time limit just a little bit more because five minutes is not enough time for some things um another thing I want to talk about for for conversation is getting a for sure for sure date for the Middle School um when I emailed Carlos he said that the next two weeks any day would be perfect would be work perfect L fine um I still haven't talked to him about where the cookies will be provided from but once we figure out a for sure date I think we can I can email him again about that so anytime between the 16th what if what if even instead of cookies we did a little candy and it could be like a trick or

018but I have um another favorite CH from the board can any of you please tell me like what questions or topics you want um uh directly answered from the students so I could write them down and I could start creating the prompts with the the bowl of sticky notes so we can have the students pick it out in case they get the trick as you guys remember from the previous board meeting do you have your tricks lined up too I mean yeah your tricks okay yeah yeah cool Sebastian and I had a email exchange regarding the potential questions and so he asked me for some support maybe for the board members it might be just some themes or topics you might want him to ask questions about and then I could support him in crafting
019those questions okay are there are there big buckets you would ask us to to be thinking about um I would like to dive a little bit further into mental health as far as um I don't know what what the adults in the system could do to create a better relationship of trust something in that area um and I'm also curious how students feel about how things are going with um school spirit I don't know I mean I've seen them at volleyball games and they seem to be like very spirited and same at football games but I don't know thank you so I'm wondering something like extracurricular like uh kids wanting to be belonging to clubs is it like only certain kids that are in every club or is there someone that wants to be in
020one but they're kind of shy to to try to be in a club or what's open that we could have what kind of clubs and activities to have more student involvement okay I mean mine would probably pay you back on what Lindsay's saying but especially with the Freshman just want to understand whether they they have a sense of belonging um at the high school especially now they're what two months into to school um see how they're feeling have they spoken to their counselors you know just what do they need um um is there like a resource that they need for them to feel a little bit more welcomed or how how are they feeling with their first two months oh thank you one thing to address since a freshman question it'd be kind of weird
021to mix it up with a giant bone have a senior pick it up and say as a freshman do you feel belong to would you guys want me to se bring them to four bowls as one for freshman one for sophomores Juniors and seniors wow I I don't think so I think everyone can answer do you feel a sense of belonging that's just me though yeah yeah me too too if you start breaking them up that might get a little too confusing for a thank you the only other thing that I'm hearing a little bit of noise from parents is now that they're having student conversations about potential changes for graduation over the next couple of years I've heard from a couple of parents that are asking questions um which is great because then I

029so he can see or can I think his that was yeah yeah you should talk to him about it some stuff well thank you guys okay thank you though thank you for bringing that up and reminding us uh okay if there's no further discussion we'll go on to required approvals I motion to approve the required approvals I'll second I'll in favor I I any opposed so Carri uh now we'll go on to superintendent informational items yeah a number of items this evening uh many of them are quick updates that I will provide and then uh uh a little lengthier update from uh rioo Ozuna our director of Technology on a system that we're considering for safety enhancement I'll start with the threat assessment description I just wanted to let you know that last week we
030conducted a series of threat assessments and students have a conflict in school primarily in our high schools um depending on the severity of the interaction in the conflict we might we would either run a risk assessment or a threat assessment and I know you've heard those terms before and I have as well this was an opportunity for me to spend I we were in the room from about 8 to two and I wanted to let you know what I experienced when I was in the room you had a Partners from Adams County Juvenile both fell Police Department counselors from our schools building ad administrators and district office administrators and they were looking at data and the data was a series of family interviews it was a series of student interviews and staff interviews so it's
031this process when uh there's also been a change in language in Washington you're uh the use of the word um expulsion is not something that we're using in Washington anymore it's emergency removal so we're removing you from the situation for a time which is actually more accurate so we remove students for a time while we're waiting to make a determination about where we're going to place them all of these folks come together and process that data and what I wanted to share with the board because again it was a new experience for me how thoughtful the process was and that each individual student their story and their circumstances were considered and then the safety of everyone involved in the situation it was just a real impressive opportunity for me to watch folks in our district
032and other partners that we deal with uh think about what's best for kids and so I wanted to share with you uh that good work that was happening in the future when uh we bring in Jesse compos and perhaps Amy Paris to give a bit of an update on his work I think they will touch on some of that as well uh the next item is uh strategic planning update and there's a document listed there uh for you to to look at a PDF on othell listening and learning we've had a couple of sessions with the scholar first through Zoom uh the um sort of core planning team 40 or 50 folks coming together to to talk about the work to provide some input and then the district leadership team taking that work and and
033and developing some uh artifacts for the core planning team to then look at in the coming months this is going to be a significant day though on November 6th the folks from the uh leader f or scholar first will be on on the ground here in ell and they'll be visiting with a number of our staff members our parents our teachers our classified folks a number of focus groups that they're going to be running and so we're hope hoping that that day they'll meet with several hundred people there'll also be students included in in these interviews you'll also notice on this document a series of surveys that are linked below and again Gathering input and uh advice and counsel from our community and all of our stakeholders is a really important Pro part of this
034student- centered process so again just another uh uh opportunity for us to think about we're moving down the road with this work and excited about them being here on the 6th you should also note that the 6th is the hawaa site visit and so we've we've worked around that and planned around that a bit but it's going to be a busy day for the school district but coming up shortly we want to make sure you were aware of that does that include are we part of that strategic plan or this is it's a great question the core planning team would they're going to take that data that we hear from those folks and then we'll share it back with you okay here's who we talked to here's what they said and all of those interviews
035and Survey data won't be collected by OSD folks it'll be collected by The Scholar first people okay thank you uh the next item is a we call it an entry update and it's really just a series of images a a on slide uh image of what you might see if you walked into our schools now and so the image on the upper left um I believe is haata the one on the top right is ludic kaga bottom left is wahas and and so we travel to each of the schools and what you will see there are these sort of panels that picture on the bottom right the bubble on top that's a camera and then there's a keypad there and then a a a phone symbol down below right there where folks are going to
036have to be buzzed into our buildings um the hardware and infrastructure that was done by our our maintenance department under the leadership of Greg folz and now we're to the point where Rio Ozuna and his staff and some of our outside vendors are completing that process but it's it's the controlled entry that we talked to you about last year supply chain issues and some other concerns slowed us down a bit we had hoped that it was going to be place at the start of the school year but I wanted to let you know and let the community know where we're at with that process I know that some of you have been to other uh schools in our area and have experienced this but the vector systems are in the wirings there what the end
037user on this piece will be the secretaries or F folks in the main office and that camera will be connected to a a video screen on their telephone okay so as soon as someone buzzes in the image will appear they'll be able to interact not only with video but communicate with that person and decide whether or not they're going to let them into the the main entry so we're getting very close to having that in place I imagine as board members you may be getting questions about why we're not there yet but very soon you're going to get questions about why we're there why are we doing this yeah yeah so I um I think it's the more we can equip you to be prepared to answer that um again it's something we've been talking
038about for quite some time and we're excited that we're very close to having that installed and and ready to go will this be at the schools besides the elementary or is it y so it'll be at all of them yes yeah do you have a timeline on when you think it might go how about we save that question from when R goes up here and we'll see what kind of timeline he he gives us be ready Rego I think earlier he told me October [Laughter] 32nd better than February 30th yes oh no again it's going to be um something that we've committed to our staff uh we've been talking about safety and a number of enhancements in place locking doors we've heard that over and over that that's the the best thing we can do
039and so this ease of access and making sure that we're addressing safety but also the natural flow of a school and this is one a great tool to help enhance that so we're we're really excited that um you know we're just about there can you um I don't know if you thought of it but like when you have assemblies how are you going to monitor that door yeah so I think you know when we we do know we're going to have a traffic flow it makes sense I think I I as a building principal might assign someone to be at the door do we know everyone that's coming in how much access are they going to have to our kids is there someone we should be uh concerned about that we don't know you know
040certainly assemblies are a time we want people to feel welcome yes but it's not unlike the conversation we've been having around graduation do we know who's there do we know why they're there do we know if they have any ill intent and and so we'll be thinking through that I think that's a great question but that single point of entry I can think of about um maybe Luda kaga probably has the easiest access to a gym right the exterior entry you could just walk right in so they'll probably have to think about their their travel patterns and how we want people to get there but again apart from these technological supports it's active supervision do we have enough people there to make sure we know who's coming in okay A little diversity tonight and what
041we're reporting on uh the next one is around band enrollment I think at our last board meeting there was a question about uh you know has there been any impact with the adjustments at the elementary schools for participation in band uh Dr Meek at the high school was able to run sort of a 10-e analysis and provide that information for you um the number of students that are enrolled sort of uh enrollment patterns uh I think the next chunk of it is sort of the percentage based on the size of the school and then um who has been teaching and and sort of when some of those things happened again I would just providing that as information because it was a question that came from the board and would you know encourage you to look
042at that and if you have additional questions we would certainly um be willing to provide as much information as we can but that was the band enrollment information uh I think the last one for me is about um the OSD and oea training update it's been probably about a year ago that we initiated conversations with our Teachers Association about um collaborative training around bargaining and we've uh been having our monthly Labor Management meetings uh just a week or so ago assistant superintendent Jessica shank and I met with 30 or 40 building level reps and so that's a new system for us to engage not only with the three leaders but also the building leaders and so um this is along those lines so on Thursday we have a call with the folks from perk uh
043it's an organization here in Washington that provides mediation but also training around these areas so I'll I will be meeting with oea leadership um their president vice president and I think past president and it's our initial call with perk to say what's the training what train what are our training needs and what will it look like so I I again I wanted to let the board know that uh something that we've talked about about a year ago um we're going to get into that training before our next bargaining session and uh at the moment both sides seem you can't go into this training process without both sides agreeing that it makes sense for both and entities and so really encouraged by the commitment from OA and from us to say maybe we can do it
044better this time that that will be happening um in the next couple of months okay all right I'm going to invite rioo Ozuna forward and rioo is going to talk about multiactor authentication something probably all of you have dealt with in your personal lives outside of school and uh one thing I guess I would prefos this with um Amy sarez is here Executive Director of Business um it's been a few weeks ago now when we uh maybe even a month or two ago now when we got the insurance premiums for the year and across the state of Washington uh there was um some concern about the dramatic increases in insurance for school districts and I know many of us are feeling it in our personal lives as well one of the things around that increase
045is related to um some of the cyber terrorism and the the ransomware and those kinds of things that are happening in and I think rioo has some information about that but there are ways we can also protect ourselves demonstrate to our insurers that we're implementing best practices and so Rio's here tonight to talk a little bit about that hello everyone go um just does anybody know what multiactor authentication is okay so multiactor authentication um it's it's been a real like upt uptick in in the country nowadays especially with what stuff going on um you know a lot of stuff that involving ransomware other kind of cyber attacks that happen um around the around the country sorry kind a little under the weather here um so uh what we intend to do here is we want
046to implement a multiactor authentication for our for our staff here at the school district as Pete mentioned help us a lot when it insur bring that um so who we intend to use it for to staff District ad especially Department as well and what the system is intend to do isend to prevent one of theor is fish the number one thing they try to do right in the Middle East want to all this money click on this link and get all this money that's that's the typical you see however hackers have been getting a lot more Savor so now what they do is they're masking their email addresses with an actual name from somebody the in the district so Dr Perez his information on website a hacker would see that they would ask it to
047say this is Dr pz and they director saying hey uh I need this uh bank deposit in my account and so and so because of this issue with the credit card or whatever they Mak it sound really really real andu and so they for it so now they're even getting s so now end up happening getbody from District that CLI and now it's coming in.org and actually actually shows the email address and stuff and so they force you to there I got this project for you to look at click on this link and now they got your credentials you in so um what this multia authentication is if you were to L into account computer that is not AAL device it's auth is this the correct number it's if they say no then account stops
048no your because it's something that you have set up to really to yourself your personal s so U again so um again it's happen all over the country and the reason is is because um over the last year if you notice the bottom right corner that's 9,242 483 devices were encountered with cyber attacks last year and if you notice school districts have been hit the hardest 80% of those attacks that come to school district comp and if you do quick math. milliones the country CS so what we intend to is we do want to look at to be ful fully implemented by the next schol year start of the next schol year but we want to start kind of now it's an important deal for us um so what we intend to do is we
049want to start with the IT staff from now to to December to work out all the Kinks and stuff and make sure that it's not a burden for when people do some you know and then from that we want to put our district admin as the admin H they have in right we're the ones that deal with a lot of student data and we want to make sure that's protected because ultimately their information is just as important as ours and we're that information every sing day and then after starting April 2024 that's where I want to put the rest of Staff teachers to have multiactor ultimately in the end in the classroom the students so that's that's what we're we're wanting to do with multiactor authentication and there's other things that we're doing to do
050it comes to City control recently is we we replaced 200 Network switches to upgrade those in the district we also upgrad our firewall recently as well we in the process of installing some wireless controllers and additional Wi-Fi I'll present to you guys sometime in March and the IT staff is doing um so all that we're trying to do in the district make sure student information and staff information is safe and protective so that's what it is that's what we're kind of doing and we wanted to share that to show that to Mak students are would you describe what an end user might experience if they were asked to authenticate their themselves how would that how would that happen yeah so what what it is is um let's say um I've never logged into the device
051um this District computer and I also to go in there and type in my you know my account name and my password it's going to say hey we don't recognize this device um do you want to send a text message to your cell phone and it'll have like you guys probably seen before on the internet be a bunch of little and one or two of your phone and yes C it send you a code and then from there you'll be able to receive a text message and not type in your code verify this as you you type in your code and just let you it's it's like a 5c process and and it will happen um we believe it's only one time a week and stuff but it's also been that you register it on
052that device um they know it's your device so it w't has to do again so that's why we want to make sure we want to work out the Kings and want to make sure that we know exactly what we're doing and go from there um so this will be with our Google accounts as well I know I talk to you um I have an email chain other directors around Washington State and all stuff and they're using a system called Duo not sure you guys are familiar with du it's another authenticator to that's app on your phone so we're that as well but right now the multiactor for Google is a free service and if it's free it's me so yeah so will this potentially stop I know that um in the last I don't know
053maybe two or three weeks there's been one or two spam emails that have come through to everybody's District email saying like sign up for your you know life insurance here or something like that and then the email follows shortly after saying that's spam don't click on that so will this help tamper that down or is that something different that's something different um but what it will help out is if somebody mistakenly clicks on that link and types in information thater that information do computer their house it's to say hold up we have author here is this your right number and yeah That's Where It's At so what we've been doing to combat that though is if we do get email we recently got from school distri okay it matches EXA ex phrases then block okay
054we've done that with other ones in the past always did did job yeah perfect so I know all the kids have like their own a fell Google classroom and whatever what is this going to do to protect any of that information that's linked to our students question so we have called gag so what gag does that we allows are able to our students they don't get free parents that we able to use a stare which part of that into gag and say okay par.com EMA our students least our school students and when it com to midle school students we are saying middle school students nobody from theide only teach and get students in midd school can each other they can only teers and counselors and so high school that can each other C so does
055it recognize it somehow as coming internal like if a hacker figured out what and got you know if I'm on some student list as being able to email them but then some hacker got my email and sent it is it going to just recognize those words no because initially what ends up happening is gag recognizes the actual email address that it comes into so like let's say somebody's trying to ask their email and say um like you know Kelly they'll mask it as that but the backend email will be um something outlook.com but nobody really hovers over the name because they're like it's Kelly I know who she is but if you hover over the name it'll tell you what exact email comes in but that exact email is the one that's being read by
056our gag so it's coming from out we don't allow out to come as a specific the hard ones are Google right Gils but what we can do you can say okay we want to block K gmail.com and it actually block speciic Gmail account okay thank you and then before you step away I was supposed to ask you about the the go live on the other thing those are pretty cool right so um right now Dr did not mention that those are actually in our camera systems um so right now we meet with those um outside venders we meet with them once a week every Thursday at 2m and um right now we're having a little bit of an issue so we havea system on and we have our phone system on a different so now
