testing one two three b all right good evening ladies and gentlemen today is monday october 12th 2020. i would like to call to order the regularly scheduled board meeting of the othello school district board of directors we will begin tonight with the pledge of allegiance i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all i'd like to welcome everyone who is on the meeting tonight uh thank everyone who's taking the time out to be with us tonight as we conduct our business those of you on youtube thank you for being there as well again we'll disclaim that hopefully technical issues evade us tonight and hopefully we have a great meeting moving on to item
a3 the approval of the agenda i would like to move that we approve tonight's agenda with a modification which is removing item or moving item c1-7 from required approvals to c3 superintendent informational items and making it c3-3 in the superintendence report with action to be taken at that time i would also like to uh make a change on the agenda i would like to take item c one dash eight and create an item number four for further discussion okay so there's been a motion to approve the agenda with a couple modifications uh item c c 1-7 to c 3-3 and c-1-8 would you like that also under superintendent informational items ken can can we have someone can we see the required approvals before we i want to see what they are what what we're pulling
and where we're putting them before we go to okay so mike you want to take c1-7 and put c 3-3 yes there's a couple items in the superintendent's informational okay so i want to make that item c3-3 with action taken after an explanation there okay and and ken what was your change i'm sorry moving c1-8 in to and creating number four uh for further discussion got it also second that hey there's been a motion in a second uh for the approval of the agenda with some modifications any further discussion all in favor aye aye aye aye any opposed motion carries 5-0 moving on talia do we have any public comment tonight no public comment thank you very much um are either of our student reps on tonight yes sir all right anything to report i
do if police doesn't have to go either i do but lauren can go first if she has something okay um starting out ohs is between class officer elections and special asb elections that starts today um this week is what would have been homecoming so the leadership team has planned a virtual dress-up week teachers and students can take pictures of their outfits and use the hashtag ohs hoco 2020 with the paw prints and their outfit can be reposted and shared on the leadership instagram page and snapchat there will also be a virtual chalk night on this thursday i think classes are going really well everyone has found a schedule and they're finding what's worked best for them and i know that the senior class appreciates the extra support that the counselor office has given us sending
us important dates and scholarship info and stuff like that we appreciate that and i know that the news of reopening has spread very quickly and we are so excited to see our teachers our peers and receive in-person instruction thank you for that lauren elise okay so i've talked to some of my peers about how online school is going and what they think of the plan to go back to school and they've just said that we're finally getting in the swing of things at online school and people are finally starting to get the hang of it and have planned daily that works for them and so as for the plan to go back to school everyone's pretty much just glad that we're going to go back no matter what that looks like and they think that
it's a good plan and it's probably gonna work good and i've only heard from a few concerns that i've heard about the plan to go back is that we're finally getting the hang of this online school thing and going back is going to be a change in schedule for a lot of students and so that might be a difficulty that some students have but other than that we think it's a pretty great plan thank you all right appreciate both of you being on tonight and giving us feedback and input any questions from any board members from the student reps okay um i do have a question for lauren you said something about a chalk out or i i'm not sure can you explain and maybe i misunderstood what you were even saying what is that
okay thursday is virtual chalk night so normally they would section off um the concrete of husky stadium in each class but decorate it but this year you're going to decorate your own driveway and you could submit pictures okay interesting fun twists to participate thank you great that's that's good clarification kudos to the leadership team for thinking outside the box and trying to keep people involved and making it creative in this this environment good job thanks for that lauren moving on to item c3 as talia refreshes the screen board member discussions uh legislative report director stevenson so for my legislative report i would like to talk about voting many of us got our ballots uh those are registered voters and the voters pamphlet it looks like it's backwards on the my screen but um i called
and spoke with uh the county today and ask details about how people could register for voting so online or by mail registration there's a deadline by october 26th you can register in person all the way up to and on election day which is november 3rd and so um they are going to have a drop-off location like they did in the let's see this is the general election in the primary election at othello high school in the parking lot they had like a drive up dropping location and registering and so they're going to do that again at othello high school there's an outside like just drive up and drop it off and if you want to if you need to register you can take uh your driver's license because you have to put in your driver's
license number or if you know the last four digits of your social security number or some kind of mail with an address um those are ways that you can register uh in person the day of and they will have a portion inside the gym for those that need to do in-person things and there will be masks and social distancing and all kinds of safety precautions and measures being taken inside and outside um let's see for the primary they had 15 people throughout that day register for the at the othello um drop off location which was great so you can also go to if you have more questions you can go to the addams county website and go to the elections tab they have generic info and who's on the ballot and what are the measures
going to be voted for in othello with dates and all kinds of things i also have the phone number for any kind of questions even up to the day of um voting that you can call with any of those kinds of questions um can i send all of this information to talia or ed and have them post this on maybe even with links and such on both facebook and uh the district website is that an okay thing yes okay great because i wanted to say i need to get permission from the district and from the board president i feel like and the rest of the board okay i think that those are important key things just to be able to let people know voting is important so there was a couple of different things also
in the voters pamphlet that i wanted to talk about and um the page numbers are the same in both english and spanish so there's a few things the non-people vote so i wanted to talk about the non-people votes um r 90 or referendum 90 is what they're calling the comprehensive sexual education bill uh and some of these things are going to be on the ballot you have to make sure that you read correctly uh it some of them can be confusing if you're afford or against it you could end up thinking that you're voting one way and the way that it's written you could be voted voting the other so um what this is um when we spoke about it last time and i gave some information about it um uh my focus was i
wanted to talk about the facts and at that time it was just the state legislature um that was voting on it and there was enough of um requests and kind of public outcry that they did decide to put this on the ballot for the general voters as well so we actually have uh control and a say whether people are voting for this or not whether this is going to become law is what i should say um if you are in favor of the bill you should vote approve if you are not you should vote reject and in all of my discussions and conversations about it um and research i had a lot of people even from other districts call me and ask me details and questions and things like that and what i found was
interesting was that only one person out of everybody i talked to every vince asked what my opinion was i at that time because it was not a voter it wasn't up to the voters and it wasn't up to the school board at that time i kept my opinions on this um private but if somebody asked i shared and only one person asked and they weren't even from our districts i personally oppose this um but everyone that's the great thing about voting everyone needs to make their own decisions and do their own research about whether they approve or reject this bill and so there's pages about information about it then another one is advisory votes and the thing about advisory votes is our votes don't change anything uh there was a um an initiative that was
approved in 2007 that was things that change taxes create or increase taxes will come to the voters as an advisory vote so that we can say we either approve or disapprove of a decision that the legislature has already made it doesn't make any changes whatsoever that's the thing about advisory votes is it just tells our um legislative reps whether we approve or disapprove of something you can also i've circled um our district we are in district nine it actually tells you what each of our representatives and our senator voted whether they have voted to approve or not approve those so this year there are four votes taxes on bags [Music] heavy equipment rentals occupation taxes for certain businesses and taxes on manufacturers of commercial planes so those are the four advisory votes that are in
this year on the ballot and there's not a lot of details it just tells you what you're voting for or against but again it's it doesn't change law it doesn't change the taxes being there and then there is uh the last thing is an engrossed senate joint resolution 8212 and this is to allow public money uh to be invested by governments um and uh when i first read this i thought oh that's horrible and then i read the final votes cast by the legislature there were very minimal nays and most of them were yays and so um that is still a vote by the people but um interesting the way that it was already voted on so great information in the voter's pamphlet everyone needs to vote the ballots are should already be in your
mailboxes if you did not receive one then you can contact um the county and either figure that out or register and become a voter and election day is november 3rd okay those were my details thanks all right thank you for that uh as always we'll have a reminder in there for for us to complete the board self-assessment after the meeting i see that four of us did it last meeting that's good uh let's remind ourselves to do that uh the third bullet is board side visits uh we received an email from chris um uh about postponing those uh till after was it the ninth chris of november yes november tonight that's when we'll have more information on the governor's proclamation okay is there anybody that objects to canceling those until after that until we have
some more clear direction as to where we're going can we say postpone instead of cancel postpone yes thank you for that thank you just as it says on there okay then then we'll we'll postpone those chris uh until then um also um even though we don't know exactly what'll happen on the ninth we're assuming there'll be a little more freedom on his proclamation or perhaps an end to it um i do believe it's time that we try to get a date uh if we can tonight if we can look at our calendars to see what would work for the board retreat that we've been planning for a while i know that third week in november is wasda i believe um just just a definition of who who the planned current plan is that will be
besides the school board who will be attending the retreat this will be facilitated by clear risk rich mcbride and that would be the board and all administrators throughout their district to include directors assistant principals and principals okay and the executive team chris do you have any tentative or preferred dates for mr mcbride he asked if the board could provide a date and that he can adjust based on the date that's works for the board he thought that would probably be the best way to do that are we thinking after november 9th right yes after november the 9th chris were we all still thinking this was like a whole day thing or half a day or yes it was a whole day are you still thinking you want to do this on a saturday that is
an option open to the board well we do have the 13th of november i mean potentially the 13th of november um maybe december 5th lindsay you're usually the traveler when are you in town i will pretty much the month of december's out for me um so we'll have to make some time in november work and uh just so happens at the weekend of the 13th 14th and 15th i will be out of town um i could make the 13th work just not the 14th or the 15th or any weekday after the 9th i could do the 10th 11th 12th 13th um it seems like if we go into the week of the 16th we're cutting into wazda that's kind of a lot for board members to dedicate in one week's time in the week after
that is thanksgiving um if we did go into december i could i could do december first second or third so chris those most of those dates are non-saturdays is is that i mean that works i could i could make that work for my schedules but what about you and the rest of your team yes if the board can provide me a couple of dates i can certainly uh check with rich and certainly go back to all the administrators as well so i would just to give us ample time uh thursday the 3rd december i think would be a tentative date that i could give i would block out the third of december it's a thursday i could make that work i can make that work for me too what about november 13th i we need
to hear from sharon about the third though i think i can make it work okay so you're saying november 13th coming up here jen is that what you're inquiring about yes so that we give options instead of oh this is the one day that works for us okay um i can make it work yeah it's lindsey already said yes for the 13th yeah i can make the 13th cannon sharon the 13th is a saturday the 13th of a friday a friday friday the 13th yeah we i i could i can make that work i'll sure try all right and that's all we can add that's all we can ask sharon is is harvest typically over by then or is that still in the midst of crazy time for you no it we should be close
to being done with our corn but um that's our only time to to go somewhere do anything so i don't have any plans as yet but i kind of have a lot more people to ask so yeah and then i can work the ninth being the when the proclamation either is extended or changed or modified or something uh we might be kind of close on the 13th but if you want to let mr mcbride know of the 13th and the third of december chris thanks mike i got those two dates i'll check with the administrators too and then get back with you all right very good thank you anybody else have anything that perhaps they want to discuss under board director discussion all right thank you guys moving on to item c1 i will entertain
a motion to approve required approvals i have a few questions before we get there uh to the approving um there were some finance uh ap things i had questions on um ridley athletics can we pull up the accounts payable under c1 ridley athletics was for 18 000. hi this is talia so um the athletics was for the track and field varsity pulpit um for the new track and field okay um school outfitters on this part there was 34 000 and then on the last year's bills there's 14 000 yeah so the school outfitters was for furniture for our sped and preschool classrooms so furniture for the portable classrooms okay so new sped classrooms or not new but there is some furniture that we need for our preschool classrooms for sped students um so we we
purchased furniture for that okay and then um aaf international for 13 000. that is for hvac filters for all of our all of our buildings all of our sites okay um and then in-home medical for 38 000 so those are sped classroom supplies to include but not limited to tricycles and a rift in activity chair for our sped students okay all right i i would like to move that we approve required approvals as they currently are listed under c1 there's been a motion to approve required approvals can i get a second i will second that all right seconded by ken any further discussion all in favor aye aye aye the opposed motion carries five to zero we have c2 um october 2020 early accounts payable warrants i'll entertain a motion to approve it i move
we approve it and i would like to say thank you for separating it out this time there's been a motion by director stevenson to approve the early account payable warrants two can i get a second a second thank you lindsay any discussion all in favor aye aye aye hi any opposed motion understand motion carries 4-0 with one abstention thank you for that all right moving on to superintendent informational items do we have any questions racket field completion uh update that's included in in chris's packet there or chris's information okay have you seen that real quick mike yeah so i've been one of the community members who has utilized the track and i just want to say it's turned out so beautiful and every time that i have been there um there have been several community
members out there exercising and they bring their kids and their kids are exercising and i'm just i'm so glad that we did that and it's so beautiful and i'm i'm really really proud of the school district for for making that happen and it looks so good so thank you to everybody involved because it's fantastic uh i would also like to say something if i can i received an email from a community member that was um frustrated with um now she is unable to take her stroller on it and um a few a few things you know she felt like this is taxpayers dollars and um frustrated that some members of the community are not able to use it i forwarded that email on to a few different people just so that they could see the
the points that were made which were valid points and then i asked some more questions and was informed that um number one it is um it is tax some pair dollars but um the specific things uh are for the purpose of education and um maybe chris can explain this better hopefully chris can explain this better or someone well my understanding is i mean it wasn't built by the city it was built by the school district the dollars that the school district collects are for the education for students and i also heard from with that same email jen and the digging that i did a lot of school districts don't even allow their community to walk on the track so i think that that our school district is being generous to the community by allowing the
community to even walk laps my own children have begged to bring their scooters and stuff like that i've told them no because it's not allowed but to just appreciate the fact that we can even use it because other school districts don't allow the public to use their track for walking or running and to add what lindsay is saying it's a new track we really want to just stress to the community and to all of our employees that we want to take care of our track we want it to last as well so there have been some guidelines some rules that have been put out we have it here on the screen and i'll just read out them to you and to the public no wheels on the track and that was very important and there
was a conversation about whether that pertained to strollers and the conversation was yes it has wheels and if it has wheels we just prefer they not be on the track and again it's just to take care of the track so that includes strollers bicycles rollerblades skates scooters anything with wheels and then we're also encouraging the community also to make sure that they pick up after themselves so that's why you see on there picking up all the trash supervising your children no pets again that's just to take care of the field as well and then um it's really for our student groups and athletics uh really have priority on that field so we really wanted to stress that to the community so another point that this email made was couldn't you have put in a stroller
lap and um and so when i asked that question it came back no that's actually against the law to use taxpayer money that is geared to education for a community purpose of that and then also the things that lindsay had said which um made a valid point i have been personally calling it the community track and realized oh i shouldn't be using that word so um a lot of money was definitely spent on this and we want it to last the 10 plus years that we are hoping that it lasts i i think uh i can't wait till we can host our first track event and feel even prouder the fact that we we put some money into this to well it was needed for one and and the way it came out lindsay you're
right it does look it looks nice it's something to be proud of as a district all right chris if you'll if you'll proceed uh on the other topic that's there for now absolutely i'm gonna ask if talia can open up the procedure policy because that will really capture the actual policy and the procedure what we're asking the board to do after i explain is to approve the policy and typically we have not asked the board to prove to approve the procedure the procedure really goes into detail about this policy and what i thought i would do for the board first is to share some national data the data is really important because our state legislators have access to this information as well and it provides a context as to why this policy was needed and
why it was mandated for all districts across the state of washington i'm going to be using a term lgbtq that just simply means lesbian gays bisexual transgenders and those who are questioning so in this national survey we know that 59.5 of lgbtq students felt unsafe at school because of their sexual orientation this national survey was more than 60 students over middle and high school students we also know in the survey that it has 87.3 percent of lgbtq students experience some form of harassment in school the survey also shares that forty percent of lgbtq students avoid gender segregated spaces such as bathrooms and locker rooms because of safety concerns we know that 41 percent of trans transgender students reported attempted suicide compared to 1.6 percent of the general population so that's extremely high percentage and then
we also know on this survey that only 10.6 percent of lgbtq students reported that their school or their district had official policies or guidelines to support transgender students this is important for me to share with the board and with the the public because it provides a context as to why state legislators felt it was important that this become a law and that is required for all districts so there is an rcw that covers this procedure and policy it's rcw 28a 0.642 0.080 which is a policy that requires all districts to adopt a transgender policy and a procedure that really eliminates discrimination in washington state public schools on the basis of gender identity and expression so what i wanted to do is really go over what the policy addresses and some elements of the policy so
when you look at the document if you can scroll down a little bit to leah the policy has a couple of different elements one all the policies that are adopted by every single district in the state it has to address the unique challenges and needs faced by transgender students in public schools which is why it's important to understand the national data also the policies that are approved by the boards of directors it has to address issues regarding harassment intimidation or bullying which are also known as hib harassment intimidation and bullying to transgender students so those are the two things main things that the policy needs to address when you scroll down a little bit further in the policy there's some privacy components and i'll explain those there's one privacy component that really talks about protecting
the student's gender identity the law says that that is private and it should not be shared with others so no conversations with staff no conversations with um teachers about the student's gender identity we do know that a conversation should happen between an appropriate school employee which could be the principal administration of course a counselor or a teacher or parapro so that school employee can ask the student privately what their preference should be or how they should be addressed in class in the form of a pronoun him or her that sort of thing and again those conversations should remain private and that's part of the policy and part of the law also part of the law says the school would come to a question on that how to question yes so if there's noun that's a
preferred pronoun that the student responds to a specific individual but it's it's private as to sharing that with others than how i i see a little bit of a double standards not the right word but um confusion about how is everyone else supposed how are other staff if it's not supposed to be shared how are other past staff supposed to know how what the preferred pronoun is or the the preferred status good point jen i was going to cover that uh really there's oh sorry no that's quite all right there's a component that says that this information should be placed in the student's informational system or in their record book so if this teacher has that student it will be in their record as well so all teachers have access to their students in their
class through skyward so they can access that and see in the notes that this student's preference is a him or a her so what they really mean is that this shouldn't be open to a conversation in the teacher's staff room or in any other forum of course in the classroom where that student is they're going to know but we're not supposed to be having broad conversations about the students uh gender identity it's what the law really means does that clarify that yes i i do have another question that relates to that part but go on and if you don't hit it then i'll get you back to it awesome awesome um there's a privacy component that really talks about the school will consult with the student regarding family involvement i really had a good conversation
with our attorney on this it's really the students rights and the students are protected however when it comes to the primary grades we have to use common sense what this really means is that the student has a right to determine how they want to be referred to him or her according to their own gender identity so that's not a conversation where the teachers or the principal or even the superintendent will be calling the parents but the conversation also is common sense when it comes to the primary grades it's better to have those conversations with the parents to inform them than not so i'm going to stop right there just ask that the board members have questions just on those privacy components yeah so um it it's in this poll in this procedures it talks about
how um it's not necessary to inform a parent especially if the student does not want the parents to be informed so but we potentially all could have skyward as an app and be able to access our students grades and access all of those kinds of things and it does say also that they could change their name or change their gender or their reference their pronouns so is there yeah i i will say that one just let me just clarify about the the name um the name change has to be through some formal legal process or a court document so the student can't just say i want my name changed and then we're changing their name in their record so that's not how it works the way the law states is that a student can share
their preference on how they want to be referred to in the form of a pronoun so him or her so that's the extent of what a student can do and that's what goes into the record but when we're talking about an actual name change that has to be done legally through court documents um that's not what this that's not the way i read this policy this policy said that according to now i can't i don't know where it's at but could you go up a bit please go up you can see on the screen it used the phrase it's in there somewhere um they go down just a smidge a written statement written sign statement explaining that the student has exercised a common law name change so i did some research on a common law
name change which is they could have a written signed statement from themselves saying that they would like to be referred to as um a different name and it's not a legal name change but according to the way that this is written the way that i read it if it's a common law name change it's not a legal change but it would be changed according to skyward and their official transcripts i understand what you're saying i'll give some clarification on common law uh name change and bring that back okay okay thank you other pieces of this policy talks about restroom accessibility and if you can scroll so this portion of the policy really talks about the district will make an effort so this is a piece that really needs to be clarified which really means that
we provide the student access to privacy so what this could mean or what this could look like is however the student identifies then we provide them with privacy that could be in the form of an office restroom or a health office restroom so that's the extent of the law what we have to do right now is making sure that we provide that student with privacy the other piece is locker room accessibility and then the same thing applies here that and this really applies to any student even though we're talking about however the student identifies whatever their gender identity is but this really applies to any student that we could if any student requests we can provide them with greater privacy which is how the the law reads and how the attorneys share with me as
well the same thing with locker room access that we provide that student or those students with access to a private area where they can change that could look like again an office restroom or a health office restroom or a gym office restroom the key thing in both of these pieces is ensuring that we are providing the student access to privacy i just want to stop right there and see if there's any questions on restroom and locker room access accessibility okay scroll down now the next piece is sports and extracurricular and certainly receive clarification around this that however the student identifies then they are provided and allowed the opportunity to participate in all activities consistent with their gender identity and um really i asked the question so all activities are extracurricular activities the response was absolutely
so students have to have access they have to have the opportunity however they identify other pieces uh dress code it's pretty clear here where it says the students will be allowed to dress consistent with their gender identity as long as it meets dress code guidelines so that's the key as long as it meets that's called guidelines i'm a stop right i have a clarifying question if that's all right yeah if if a male student identifies as female no yes yes would he then participate in defeat wrestling against female athletes absolutely so if a male student identifies as female then they have they should be provided the opportunities provide to participate in any female extracurricular activity or activity or sport okay even if they're physically as long as they're meeting i would say as long as
they're meeting the the weight requirements and requirements for that sport okay and then there's a a component which is a really very big component and it's the hib or the harassment intimidation and bullying component which really says that we have to protect our students from being harassed intimidated and bullied and that students are allowed the opportunity to follow the normal complaint and reporting process if they are or if any student who sees it witnesses it then they have that opportunity to follow the normal complaint procedure so what i would share is that is the policy uh like i shared with uh jen i will get clarification on the common law name change and bring that back to the board just for clarity for the public uh but what i would share with the board is
really this fits uh very well within the policy that the board just recently adopted el 17 and i'll just read in part it talks about making sure that we're making progress toward identifying the needs of every student and how to meet the needs of those students and that's what we're doing with this policy really trying to identify all of our students what their needs are and trying to meet their their needs as well and then also the policy says ensuring that we have equity and inclusion and fairness and that those items are at the center of each school's practices so as you think about this policy that's what we're really doing is we're looking at ensuring that all students including our transgender students that they're feeling safe that they're feeling included that they feel like
they're being treated fairly they feel like they're part of our learning community as well um and i would just just end by saying that these are our kids and it's our responsibility to make sure that we are taking care of our kids that they feel safe and that they feel part of our community so that's really the the policy in a nutshell mike in the board um any other questions besides the common law name change i do have another question shocking i know um so of course this is a very sensitive um discussion an issue and that there are many levels of people's comfort um that that we're discussing both parents and families and students um are there plans in place for there are those that are feeling harassed and bullied there are those that
are also feeling that potentially at times but are loud and proud about um their changes or decisions or or whatever is going on in their lives if someone decided that they identified with a different gender then um what their body body physically is at that time and they're loud and proud and flaunting things um when they're able to use a different um gendered let's say restroom or locker room are there ways to and and decisions already being already made about how to deal with them flaunting or being proud of being inappropriate let's say to the other students that's what i'm most concerned about i mean that's not what i'm most concerned about that's a concern that i have about them expressing it i hope you understand what i'm asking i hear what you're saying uh
jen i will say that uh certainly we're bringing this to the board now but i will share with you that a lot of education is going to have to take place we do have a compliance officer that person will be receiving training i will be going through the training myself as a superintendent um as a matter of fact our staff will be going through the training and our staff is going to have to go back to the classrooms and have conversations with our kids and train our kids and provide education so like you said it's a very sensitive topic there's a lot to discuss but there's a lot of training and education that needs to happen as well so i think that's the the first step i guess is what i'm sharing with you that
okay let's start with educating our staff and being trained ourselves do you timeline for that or some some things in in place and plan i will say that we we've already began the conversation in the form of el 17 which is our equity policy that the board just approved i recently shared with the board um a plan that's uh that's happening right now where we're training our executive team um we already have in place now a plan and a timeline to train all of our leaders across the district our is going to become trainers of the trainer and they're going to go and train all of the staff as well and then i can see all of our teachers all of our peer pros all of our staff training our students so there's going to
be a process but we are going to get to everyone so everyone's being educated around these ideas and all of these concepts we have a timeline right now for our leaders and our administrators but we are working on a timeline for our teachers and our staff as well and our students and we can get that to the board thank you yes okay i appreciate the explanation of the procedure there chris um we received uh a copy of dop um 3211. uh i will entertain a motion for its approval for adoption i i would like to ask that we wait until we get a definition or clarification on the the common law um name change i know that we so just to clarify also we as a board are not approving the procedures we're only approving
the policy correct yes um because i they're they're inherently together um yeah make a clarification is there a problem with this waiting for uh i would say that um the procedure itself i can get clarification but the clarification that is needed is not contained in the policy itself if that helps because the board owns the policy yep i'll entertain a motion for the approval of dop 3211 well i'll i just reminded everyone this is this is tied to an rcw uh this is a law that has been imposed on all districts where it's not unique to us like you said jen perhaps a uncomfortable topic nonetheless something that needs to be incorporated into our dops per the rcw i move that we approve gop 3211 and just to verif clarify dop stands for district operating
policy yes there's been a motion by director stevenson did you say you seconded it lindsay yeah okay um favor uh of approving dop 3211 i i any opposed motion carries five to zero all right we have item four there in under uh superintendent you had some questions ken or some clarification you needed yeah if we could just get some clarification on it from you chris on it what exactly uh are we trying to get here absolutely so um the executive team met and uh the executive team also has regular meetings with uh all of our leaders as well and um as we try to share in the background and analysis that during this covet season that it's very difficult for a few reasons for us to really report out on every single metric let me
tell you the main reason why even if we were to report out on some of these metrics it would not be apples to apples and we say for instance even when you look at what we propose as attendance it's going to be very hard for the district to have um a metric to look at from last year to this year so last year we were meeting our goal in attendance and we were close to almost 96 97 percentage right now we're finding it difficult to really engage with our students so apportionment is certainly different but actually engaging with students so that already puts us behind what that really means is that we don't have a baseline for really most of these items so even when you look at why kids um there's no real baseline
our kids have been out of school they're still going to get the assessment but when you look at the comparison from last year to this year it's going to be so different this year would basically be a baseline our point is why would we even use it as a baseline because hopefully going into next year we'll be back in the classroom with all of our kids so we feel that really a lot of the metrics this year is going to be an analogy nominally however you say that word we will not be able to really look at the metric from last year to this year and really see if there's been any gains so that's the same with the psat why kids we're not sure if the there's going to be a smarter balanced assessment
it's unrealistic for us to do project-based learning in this environment plus we have kids coming back in a measured approach so it's not realistic for us to even entertain project-based learning at this point the same thing with social emotional learning there's systems in place where that happens and there's content that happens with the kids it's just very hard to do that right now online and it's going to be hard to do that also with our kids transitioning back into the classroom same thing with students in our cte classes pe classes attending conferences that goes to engagement and then same thing with extracurricular activities so the point is it's really hard to measure our progress when this year is going to be quite different from any previous year i think the other point that we talked
about is that our teachers and our administrators are so engaged in re-entry and they're going to be engaged in the re-entry process and really trying to close learning gaps and opportunity gaps over the next several months so it's really unrealistic for us to engage in any metric that's really going to allow the board or the public to look at last year to this year and again if anything uh can or the board this year would be a baseline baseline data but then we wouldn't even need it because next year we would be in the classes so this year is just a very different year which is why we said there's certain things that we can look at and those things that we said that we could look at we tried to put in the um
in the metric for the board to consider so that's why we pulled out those items okay uh you know i when i first seen this i did have a couple concerns and uh to me i we're we're just starting in the game with this it's still kind of early uh we're just in our first quarter and uh we still got a lot of school year to go uh and why we would be dropping these right now maybe look at them in the winter quarter to see what the state is doing and how they're progressing but also i could fully understand especially when we use part of the scorecard in measuring uh our ends one uh quite a bit i i could fully understand that it's going to be a completely different year especially with covid
but also some of these baseline scores i i think it could he's also used to follow how much our kids actually lost in education and how much areas where we need to improve and when we do start to get the kids back in school what areas do we need to concentrate in a little bit more to try to get them caught up and and as these are evaluated i i'm fully understand and i'm i'm not going to hold anybody if the scores are down low because i i do understand that it is a very unusual year and i'm going to look at that when we evaluate our ends one policy at the end of the year i'm going to take that all in account but i i still kind of look at as some of
these numbers and especially if the state hasn't dropped him yet on helping our progress or our understanding where we need to work a little bit more um i have i have a clarifying question before you answer that or if you're going to answer that chris um are you still planning on giving us this information you're just not wanting it being held against you are you still planning on giving us these numbers yeah that's a good point i think we can certainly still provide this information but to place this on the scorecard as an accountability measure um i just don't think it's fair uh for our teachers for our leaders and for the system and again i certainly understand your point ken we don't know what the second semester could look like there could potentially be
a conversation where we regroup if kids are back in the class and then maybe we can look at the scorecard to present a a different version but right now we just feel that it's not appropriate to add any of these items on the scorecard not for for this semester for consideration um but can we provide some of these items the kids are going to take the wild kids assessment so yes we can still provide that data but really when you look at the purpose of the scorecard is to look at one year against the other year and it was progressive in nature so really to have it on the actual scorecard as a metric for the district would be unfair is what we're saying can we provide you that metric on some of these we
can on some of these we cannot we still don't know the status of the sba so that we just don't know right now and then as i said before now some of these things again it just doesn't make sense at this point and there would be nothing more than a baseline and there will be no way that we could um really meet the goal can we and that's no good can we get information though we could you know and i i fully understand that and that's and and it's not my intention to hold this against anybody or or hold it against the teachers doing their it's not for that it's as a platform for them understanding where we need to work next year maybe on different areas harder or uh i understand because of the
conditions where we're in right now that some of these are going to possibly be impossible to even do i understand that completely and but some of these we don't even know yet because the state hasn't even addressed him yet i think it's just a little too early until we hear from the state to actually go ahead and drop them ourselves and find out that the state is still going to continue them or want these down the road chris does this need to actually be approved it does not it's more of an information only item which is how i've done it to the board typically okay okay so i think what i'm hearing is that we'll capture as much as we can but present our reality really if if we only can present to the board
what we have then it down here at the bottom as you scroll down to leah that's what we'll be prepared to present to the board and we can see where we are at the mid-year but as i shared there's some things that we absolutely will not be able to do in an online environment such as the the pbl it's just impossible to have those types of learning experiences online especially as we're trying to transition what we can do board if you're okay um i can stay in contact with you and mike and then i can share with you realistically what we can report out on and what we cannot i i just want to make sure that this isn't uh this does not need approval because we were going to approve it previously on the
agenda chris i just want to make sure that uh this isn't an approvable item or something that needs to be approved yeah we sure i do apologize we typically have shared this as an info item for for the board okay so just uh just to wrap up here i think you will provide um where we're at with all these items that are not included that are listed above there um with the understanding that the board realizes that some of these things are unattainable are unachievable are um gonna be on there as uh perhaps not looking the best but uh we all understand the reason for that if i'm capturing that correct we can yes and you know i'm completely agreeable but you may want to change the recommendation on the uh information that was gave
to us because it does say it is recommended that the fellow school district board of directors to approve the revised 2021 distance learning scorecard thanks ken we'll definitely fix that all right any any other clarification on that guys all right moving on to item d1 uh monitoring reports from the superintendent for executive limitations and then policies we have monitored reports for el 8 and el9 are there any questions for chris if not i will entertain a motion to accept the monitoring reports no questions but el9 is like fireworks awesomeness and i move that we approve the accept the monitoring reports all right there's been a motion there's been a motion to accept modern reports for el8 and el9 it's been seconded by director prowls any further discussion all in favor i i i i imposed
motion carries 5-0 moving on to item e1 policy review and i will be the first to uh table uh e1-1 uh el7 i did talk to greg today and we made both of us made a commitment he is open uh to get together with me to figure those terms that that director stephenson and him left open for possible um inclusion into that i make i commit to by the next board meeting having a list a change a modification of some kind right like i said or an approval it's been uh not an excuse but it's been hectic um gp71 are the revisions on there everything that we needed jen i know that you had last time said that was a few things needed to change are those all correct there uh can we pull that
up please gp 7.1 since we just approved earlier i think verbally to to postpone all of our site visits can you go into the november one when's the date on the november and what campus is that you're muted chris is november 3rd oh can you turn sorry about that so what we did with gp 7.1 we put to be dated on all of the site visits that way we don't put an actual date right now until we know for sure what the governor's proclamation is and then i just took out all of the annual reports for the board meetings until we know when those site visits are going to be held let me see what else and that's it so all year not just those ones through november all right so actually the reason why
we did that is because if we postpone the one and the ones in october we're gonna have to postpone the other ones to a further date so that's why i did i did it that way but definitely a discussion that the board will have to have as far as the timing and the scheduling of those okay just just for my memory here uh el el1 el 11 and gp9 those are there in case any of us wanted to make revisions to those correct okay we did those last time so so do these need to prove that we had uh do we need a motion on these no l1 11 and gp9 we just need and you've already tabled tried to table el7 so do we need to approve gp 7.1 yes or we can keep
it on there as a review discussion until the governor's proclamation is finalized would like to still continue to see that on there until that is finalized if that's okay with all of us okay i think those remain on there as as discussions moving on item f1 um board of directors will now go into executive session for 20 minutes to consider the selection of a site or the acquisition of real estate by lease of purchase no action will be taken following the executive session um so we will log off for this meeting log on to the executive session invite i want to thank everyone once again for tuning in and joining us for this meeting we appreciate you all let's continue to stay strong let's continue to do what is in our power to do to
get closer and closer to getting the numbers down uh let's stay safe let's stay resilient uh thank you once again for being with us tonight we will conclude the meeting at the end of our executive session we will see you all at the next meeting thanks you
