and so I'm gonna meet her right now and we'll just ask her to do is speak when public comment comes all right good evening ladies and gentlemen today is June 8th 2020 I would like to call to order the Othello School District Board of Directors regular meeting we will begin tonight with liberty and justice for all good evening once again want to welcome everybody that is on this zoom meeting tonight board members administrators general public thank you for being with us tonight again as we have in these times full disclosure hopefully technical difficulties don't get to us and we can have a good meeting tonight so we welcome everyone who is on the call tonight moving on I will entertain an approval of tonight's agenda I move we approve tonight's agenda okay we have motion
from director Stevenson proud all in favor aye aye aye any opposed motion carries okay moving on item b1 public comment I have been informed we do have someone who wishes to give some public comment so [Music] we're gonna try to get through this and hi my name is Liz kara Saleh and I'm coming to represent as a concerned citizen of Othello I'm not representing any teacher groups I'm only representing my own ideas I would like to speak to about racial diversity in the Othello school district diversity is a very large topic but tonight I would just like to talk about racial diversity and this is my wife first I am a white educator second I graduated from Eastern Washington University with a degree that combined anthropology psychology and africana studies it was primarily through my
studies that I became aware of my own biases and part in upholding systemic racism since then it has been critical for me to constantly seek out education to become a better citizen and better teacher if I did not have those experiences I ever would likely be unaware of how important races for my students to my best knowledge I've never been offered and have not been required to participate in an anti-racism professional development or any professional development about racism as we all should be clearly seen this education is vital a concentrated effort by the district in providing a quality and sustained training by well qualified and experienced professionals could begin to make ripples in changing the narrative and outcome of our students and Families I also think staffing is another issue that's addressed concerns of racial
diversity our staffing needs to be more representative of our student population the OSPI Washington State report card from 1819 shows that we have a 70% white staff but only a 9% white student body this is a tremendous difference there is a large formative sort of social and academic benefits for students of color for having teachers look like them who can relate culturally and who speak the same language as well as the positive effect for white students and seeing people of color in a leadership position the message we are sending our students is that mostly white people can be teachers there is no reason to uphold this through more focused recruitment efforts spending just as much time and money on recruiting teachers of color and I think in our community it's also important for teachers who
are fluent in Spanish as we do with other recruitment efforts we could change this message to our students about who can become a teacher thank you very much for giving me this time to speak tonight all right thank you ma'am appreciate your input tonight yes and and that goes to show you know we've been letting people know that there is an opportunity for public comment at these meetings and thank you thank you very much for your input tonight moving on to board member discussion director Stevenson do we have a ledge report tonight yes so I think many of you received this board members received this information flyer in the mail about our upcoming Waze des Annual Meeting it's November 19th through the 21st through reading this and going to my last residential resolutions online meeting
I learned that both this event the annual meeting will be available either in person or online we could do these events either way and they're trying to figure out how to make it so that was des members Washington State School Directors Association members can benefit not just from the trainings online but also the the contact that we have with other board members by going to the meeting live and figuring out how to create a format and that we could do those things also they have made a decision was it has made a decision that they are going to be doing the General Assembly that is I think it's in August I'm not sure I have it in my phone somewhere is going to be only online this is where they vote to make the legislative
changes for what our platforms are as was des member statewide and the the permanent positions for wasta is going to be all an online voting system this time hopefully at that phase will be art County will be at a phase that we can all be in person in the room voting together only one person votes for each district but and so there's a lot of great discussions that will come about and come from those things and they'll send out of the information beforehand so we can already then they'll Beit make it so we can have the comments so those that went to our last was annual meeting and that went to the General Assembly or the legislative assembly where we voted on those new resolutions and different things like that I know that I think
Mike you were there for part of it can you were there as our voter for our school district that's going to make it so that even though it was supposed to be in Takoma this year all of us could attend either from home or be at the school district and be voting together and making those decisions I thought that was a wonderful change and modification for during this time and them trying to make it so that no matter what district or County all was to members live in will it'll be able to participate and I think much more so and possibly make it so all future Assembly meetings and other things if you can't leave or travel or whatever make it that we could attend it'd be a much much better attended even online format
so I just wanted to you all to be of the board members to be aware that that those things will be coming up all right thank you for that Jenna preciate it moving on I'd like to be the first one to admit that I did not do the self assessment last time let us let us do that after the meeting tonight guys I apologize I spaced it but yes let's let's do our self assessments the third bullet there under a board member discussion is board retreat discussion I think as we all know the OPA rules have been extended to the 17th which is when we have our board member or our board retreat planned so I'd like to have a discussion tonight to see if we can't change it to the next night I think
it behooves us or it would benefit us that we are all together in the same building as we have this retreat I just want to hear where everybody or how everybody feels about that and what our calendars look like I said I have no problem to meet the next night I'm up for that and I'm ready to meet and person and get us all together to get this done Lindsay why are you the same okay my only question is do you think the governor's gonna continue to push us out I mean I I I feel like our zoo meetings are so much less I don't know if productive is the right word but for me it just feels less personal I don't know I'm missing you guys I miss being face-to-face and just you know
getting ideas and being able to just do all of those things together so I really would love to get back together personally what are we gonna do if the governor pushes that out again agree with what Lindsey said and maybe a word would be effective that you're looking for you know it's not that they're not working we're getting the work done but they're not as effective I think as they could be and and I agree I that was gonna be my question I think that he's gonna I'd be shocked if he didn't extend it again so I'm fine the 18th works for my calendar but I think that we need to have a no matter what the plan is it could just be the five of us and we could have other people be on
zoom' that need to participate although Chris kind of has to be there too so that's essential so technically that would be six of us and then everyone else would be available by Zoo but we need to have a plan even if we do move it to the 18th and the governor does extend it that we're still live in person okay I think what we can do is if the five of us are here in the board room other members can be in a separate office here via zoom and will interact that way so I think we will just we'll change it to June 18th from 4 to 8 p.m. tentatively we need to hear from Sharron and make sure that that date works for her before we do that I think she's she's here in
the border tonight and she's not in her head I'm sorry Jen I should have mentioned that okay great great yes okay with that so I think we're where were unanimous there in moving it to the 18th all right why okay we're gonna get some some technical issues don't for Sharon here mood on I wanna once again appreciate Elyse and Lauren oh yes yes before we move on any questions on the on the agenda that the board agenda that's there this is last year's it is it is tentative here just looking at this I don't know if an executive session at the beginning of the meeting will be necessary last year there was an issue that we discussed that was absolutely necessary there but this was kind of the format or not kind of this was
the format that was followed I expected to be something similar to this so if anybody's got any ideas or any suggestions please let myself or italiano' so we can modify this I know there's a lot that we can talk about this time around that wasn't a topic of discussion last year well we'll have to incorporate it in here somewhere keep it in mind also that we we did leave the option open of perhaps needing to meet a second time and maybe getting our mugs together again on Friday to have part two if it comes to that so if there's something that you feel is necessary or needs to be modified here if we can let the Lea know so we can try to crystallize the agenda especially for Lindsey and Sharon and then a reminder
for both Mike and cannon itself is that we the surveys that were sent out to both the staff and administration and the specifically for dr. Hurst we go through those question by question and discuss those things but for the comments part we go through those in the executive session because sometimes there's specific names that are mentioned and that part's not that comes down to specifically evaluation of a public employee but the board evaluations from the community we do all of that publicly we go through I mean like analyze to death so that we can get all of the information that we want to a need to and feel like we is important to get out of every survey that's been done and so that part takes up a huge I can see that I already
had that on the agenda for last year but just for those that I think we only refractors or those that haven't been at one of those retreats that part takes a large chunk and is pretty intense and there are parts that go into executive session so that we can discuss the specifics of those things and in last year it took the full eight hours it did take the full eight hours by the time we went through these a question on the survey which Chris may be able to answer when is the deadline for the teachers and the public to have all those surveys in or the last state that it could be taken on the SurveyMonkey again it was on Friday that was a deadline could you tell me what kind of response did we
have 53 responses from the community to the board 188 from staff to the board 206 from staff to the superintendent 19 from administrative staff to the superintendent on the school board evaluation there's only three responses [Music] but how many administration staff do we currently have you said there's 19 responses how many do currently have an administration that's that's just about all of them okay so that's a very good response I think those are really good numbers to work with this year all right moving on now thank I think somebody remind me is this Lauren's last meeting Mike hold on Lindsay had a question oh never mind there's just too much going on in my mind thank you guys for being on and is there any reports that you guys have for us tonight go ahead
and so the drama club held their elections and I just wanted to talk about who won and our future show so Dallin Freeman is our treasurer and will represent us to the ASB team Madison Giles is our secretary Cassie Fletcher's our vice president and the president of the drama club lives myself more maples our show for next year it will be father of the bride of course everybody is invited and next year if we can showcase it to the community I will happily give you the ticket prices and the show times thank you I do have something to share it's a little bit longer so I just reached out to the principals and ask them about I knew some of them are having some like end of your little parade things or whatever so I
just asked them to share with me something about those so I have a report from almost all the schools so I'll just share that with you guys so ludecke hago said they had a little drive-by for the kindergarten students and it was short and sweet and they had a photo opportunity and then they're gonna host on June 10th from 5 to 7 a reverse parade for their 6th graders and so their dual language celebration night was canceled so now they're gonna have parents drive through their parking lot where their teachers and staff will be 6 feet apart and they will get to celebrate their 6th graders so then ok hold on sorry I'm trying to reduce from a computer and it's really small at Hiawatha they had their kinder send-off last Thursday it was a
drive through pick up for their diploma and some goodies and they had a wonderful turnout and then they're gonna have a something similar for their 6th graders on the 10th at Scouten e they had their kindergarten graduation last week and it was great to celebrate their transition in the first grade they saw a lot of students and families and they're preparing a fill where farewell for their 6th graders on Tuesday at let's see our heat is they're gonna have their kinder drive up on the 9th and the 10th in the front of the school and their sixth graders are also going to have the drive-through celebration on the 10th as well and then they held their annual talent show over Facebook and links from sent to Google classroom so that all the kids could watch
so then from the OHS they said senior check out was June 8th and June 9th and then graduation is scheduled for the same days OHS on July 17 senior highlight videos are playing on Facebook for the past few weeks and they'll be participating in the OHS senior Rifle activity this year as well and then lastly from the high school we have let's see senior check out was on the 4th and 5th or check yeah yeah okay and then on the 11th it's the last day for seniors to turn in anything related to their husky futures and their high school and Beyond plan and then next week they're having their National Guard and Second Harvest come to the student parking lot again to give out food for the needy from 11:00 to 1:00 p.m. until supplies
lasts and that was all the reports that I got so thanks for letting me leave can you give us the details on that food pickup again just the dates yeah he didn't give me a date he just said next week in the student parking lot at OHS from 11:00 to 1:00 p.m. or until the supplies run out but I don't have a date I can try and get that and send it to you guys I just know that that's a highly attended the island public likes to know that typically they post that on Facebook the city and I think baffle as well and that's just a day of a lot of cars in that parking yeah yeah I just I didn't give me a date but if we need I can ask for it and
send it thank you I appreciate that ladies any other questions for our cedar arrest tonight good did our girls Mike I don't have a question for them but you had said asked if this was Lauren's last and what we decided to do was Lauren is going to be until December and then we'll get a new one then at least is actually gonna have an 18 months gonna be until next June so we have both of them for a while longer yeah when you when you raised your hand I it was one of those okay yeah no I also though I think Lindsay was trying to say some more things on the board member discussion before we move forward to the representative report I am sorry Lindsay anything else you want to add it's totally okay
the question was so Jen when you heard that there are only three school board things I couldn't hear very well I mean three school board members responded to the survey or does that mean that only three people critiqued the school board in the survey does that make sense yes so everyone can fill out the survey and I think that dr. Hurst said there was like 56 responses from the community 188 from staff for this evaluation but in the terms of comments from the community there was only three comments and so oftentimes the questions are great but they're multiple choice sometimes those comments all right I feel like are a lot more helpful and give us a lot more information than just a survey alone and so they didn't say how many comments I came yeah
but it's for us to be and improve upon ourselves and as a board and those kinds of things I find those surveys really I use a lot of information from that and there are things that we changed last year in the year before according to those surveys how we did certain things and sometimes our policies just tweaked them fine-tune to be better in tune with our community and those kinds of things the comment the comment on three board members Lindsay was referring to us only three three board members had answered our own survey who still haven't done a survey that what you're saying like that is correct yes okay is there any way to tell who that is in case it's me yeah and I'm one of them too this is the longest I've spent
in front of a computer and almost a week Lindsay years did you hear that Lindsay yeah yes you did you hear okay I'm good all right sorry about that I did not hear you two at the end of board member discussion did not mean to cut you off at all sorry about that I didn't do mine sorry I thought it was we were supposed to promote the citizens to do it yes there is also a self evaluation that we do for ourselves so maybe we could ask the Hearst our board secretary to read send out that survey to those board members that haven't done that because I think there's a way they can find discover who those are just as a reminder sometimes it's more helpful I think so can you guys hear me yeah
okay so I just wanted to give a little bit of a clarification I think there's some confusion so there was a self-abort self-evaluation that is not the survey that we sent out to the community so the one that we sent out to the community is not the one that you need to fill out it's the self board evaluation that you received through email three board members have already completed it there's only two and I will resend it to those two that did not complete them all right moving on I don't see one I will entertain a motion to approve required approvals tonight I have some questions before we get there my questions were on and look at the go into that section so we can look at those things I had some questions on the
the Chromebook bid can you go into that bed and pull up the pricey I thought I was very valuable to see how you're going to who will be getting these 2,600 Chromebooks suggestions and then also how the funding is coming I think that those were very valuable informations to have but at the bottom it says that for the pricing it said that some only 200 of the Chromebooks needed the Chromebook education upgrade why only 200 of the 2600 is my first question I have more than one okay so the reason is because earlier in the year we had purchased 2,400 Chromebook licenses because we had thought the prices were going to go up then kovat hit and so Google actually came out with a retraction saying that they were going to go ahead and leave
it for the for the the way the price was until I think was later down in September so the price should have been up should have gone up in March to 31 dollars a piece so that's why we buy it 2400 off the bat at $24 and so since we're buying 2600 Chromebooks we had purchased an additional 202 in order to keep current with our licenses for Google Chrome ok that makes sense can you scroll up to the pricing bid and then the next question that I had was I need to look at it so I can remember what my question was sorry maybe scroll down is what I should be saying not up I my kids didn't mad that I say the wrong way keep going it's a little bit lower there there that
last one the electronic care packed pick up and returned service for the the damage protection $59 apiece know that currently our IT department is fixing all of the problems that we're having so this is about half of all of the Chromebooks that we have that you're proposing to have them repair them do is there some kind of since it says pick up and return is there some kind of guarantee as to how long that will take do we have an placement to for those students and then are we spending more than 1500 I'm sorry a hundred and fifty three thousand on our own staff to repair only half of the Chromebooks over their life so just to put it in context so this last year I want to say there was roughly around forty thousand
dollars in repairs i when it came to Chromebooks that's not to mention the time it took my staff which takes about 30 minutes per Chromebook to fix so I think we've had over I think was like it was around 300 fixes or probably more so so I just became really time-consuming from my department and so we figured with this at the rate of you know $60 would actually be beneficial to the school district cuz we can focus more on teachers and staff and their computer needs and we won't be tied up as as often when it comes to Chromebook repairs and their turnaround days once the package once that once the package gets delivered to them should be a five-day turnaround time until we receive it again and yes we do have on Chromebooks that
the librarians have that that they would have to check out to students once they turn their Chromebooks in to get repaired okay so I think that this will be what you're saying is is in terms of just supplies materials were talking like a net zero costs and then there's the cost of your staff on top of this over a four year period okay I just it's a it's a three year it's a three year period it's for a three-line zine and then the remaining two years will we'll fix them on-site so at least this will help us out initially to free up my staff to be able to attend to staff needs okay and you are easily going to be able to tell to help cover some of this cost we will be collecting insurance
like we normally do from parents and it will kind of help offset this cost as well okay my question thank you my question was where this is hard isn't it is where our funding for this where do we get the funny is it in the budget is it already pre-planned in the budget or it's a big step you know yeah so because the one-to-one initiative is a district initiative it is in the budget and as you can see on the funding I guess in the funding category on the cover page there those first four items are grants so we're able to actually use grant funds to support Chromebook purchases as well and so that definitely helps be able to continue the initiative and then the 1,300 is what's being paid for out of basic education
and that while you're looking at while you're talking about those can you go over each of those little initials and plus what each of those stand for yes so sped is special education and that's a state-funded program bilingual is the next one and that is also state-funded CTE career technical education also called vocational ed and probably something else too and the next one is lap Learning Assistance Program and that is pretty much the lapis pretty much for elementary schools so we use that for the elementary Chromebooks and all four of those are state programs and then be yay basic good oh okay is this coming out of the 1920 budget or will this be coming out of by the time we receive him and you get him here will this be coming out of the
0352021 budget that will be proposed to us here next month but 1920 funds still out of 1920 okay how close does this get us to our one to one initiative are we still going to be short a few amount of Chromebooks or does this get us really close to that so we are currently are already one to one these are just to help with the replenishment so before I got here these are the Chromebooks that were purchased in 2015 2016 school year and so they have an end of life in 20 and next year will be their end of life in September 21 I'm sorry next school year so that's a so this is just to replenish that these Chromebooks were be good until 2026 so we have a quite a long time to to
have these in our system okay so the incoming ninth graders that get these Chromebooks in this year will have that opportunity to purchase them when they're a senior and done with school then correct and that would and that would give them roughly around two years to use them in college because they will be until 2026 great great we go were able to sell any of the surplus that we had for sale to students last year yes yes I don't have the number with you how many so I want to touch on Lebanon on the end of life meaning and for those that are not aware of it so end of life basically means is when Google will stop giving updates to the Chromebooks we consider that as the end of life because then they're kind
of vulnerable to security risk and so forth digit because Google is not updating those anymore so when something becomes them to live we want to make sure we're not in our environment when that happens okay I have a question is this taking into account um does Italy beat a lot of our Chromebooks from this year you won't make it back after being homeless students so for the nice thing about this Lindsey is that a lot of the Chromebooks that the students have or they took from the elementary schools are these Dell Chromebook 11 so that's correct so it's kind of so it kind of if they don't come back you know we still have the insurance we still have which they're able to find the students for you know losing their Chromebooks or damaging it
but yeah so it kind of it kind of helps with that as well okay I will entertain a motion for all of those details I would like to move that we approve the required approvals we have a motion by director Stevenson Kenneth in a second I will second tap second by director Johnson in further discussion all in favor of approving the required approvals aye aye any opposed motion carries okay moving on superintendent informational items we're gonna put something up on the screen we first wanted to share that we received an email today from the governor's office and talking about the 73 person committee that committee is designed really to give guidance to all districts across the state on the reentry plan and what that should look like I know superintendents across the state have been
waiting for that guidance we thought that guidance would come today however in the email it did say that they would share that guidance with us by the end of the week so one of the things we wanted to share with the board and the community that's watching and listening is that we believe that the semi three-person committee is going to come out with three instructional model options to provide for districts across the state and we believe what we are sharing with the board in the public tonight is right on target with that I'll also share with the board and the community is that what I'll be proposing or sharing with you this evening is not anything that set in stone it's not a finality this year these are just models that are being discussed and
what we would do is we'll really look at several different things to kind of guide us on which option that will be leading towards for the fall so one of the pieces we'll be looking forward is that guidance and even though we're waiting for their guidance just understanding that our district is ahead of the game just like several other districts are as well we already are doing some planning but we'll still wait for that guidance from the governor's office the other piece we'll be waiting for is also where will we be in the phased implant from the governor as well we'll be in phase three will be in phase four by the time school starts because that will make a difference we know that phase three it talks about gatherings of no more than 50
that does make a difference as well so I want to share with you the final choice will be based also on what phase that we are in one of the pieces that we're also in the midst of doing that we want to do is we want to get pan feedback so we're in the process of constructing a survey we want to hear from our parents about our instructional model options so we'll be presenting these to them but not only our parents we want to hear from our students as well so we'll have a survey going out to them we do have staff that's already involved in the groups they have already been doing the planning but we want to put a survey out even to all staff so that's going to really lends itself to
listen to their feedback and really directing the district on what instructional model option we're gonna be leading towards so thus far there's three things that we're looking at guidance from governor's office we're looking at the phase that we're going to be in we're looking at the feedback from parents staff and students and then the last piece we'll be looking for is guidance from the Department of Health superintendents across the state have been shared that we are supposed to be working with our local Department of Health and getting guidance from them just to make sure that we're doing everything safely when we do we enter so those are the four things or four areas it's really going to guide the decision on what instructional model we'll be looking at for OSD so again there's three options
that we're going to present nothing is set in stone the first option I'll share with you if you go down let's go down a little bit please this is just an overview again this is what you're going to probably hear this coming Friday also from the state looking at a traditional option and I'll talk a little bit more about that in a second a blended option blended option what we mean is it combines both a traditional option and it combines an online option so a half half model and then a online model isn't their option that we're looking at we're not looking at of course the same type of online experience which is why when you're looking at this it says distance learning 2.0 sore more refined online model if in fact we're moving in
that direction you can go to the next slide the next slide really breaks it down gives you more information in detail about what traditional option will look like and again I will share with the board with the public we're looking forward to the opportunity for all of our adults and all of our students to come back we do know that we want to do this safely and we do know we'll be looking at those four components but we're certainly all on the same page of winning our kids back in our adults back into the classroom and that's what the traditional model is just as its tears it provides face-to-face instruction just as it was before kovat 19 for classrooms for day instruction however what we have to keep in mind is what the health guidelines
social distancing and making sure we have appropriate PPE of course under the health guidelines we have to make sure if our students come back in full force if our adults come back that we have training education around frequent hand-washing enough hand sanitizer and disinfectant as we are that we have also our cleaning schedules down path and everything is being cleaned we also need to make sure that if this is the option that we're headed towards for the fall that we understand social distancing looking at how we're using the cafeteria and maybe using classrooms to serve our kids the meals and that they're in prepackaged meals instead of the full service meals and then also if we're going to be going towards the traditional option but we make sure that we have PPE PPE is personal
protective equipment that includes gloves for the appropriate personnel like food service workers and custodians and also masks we will share that we have received an order of 6000 and also 5000 so approximately 11,000 masks for our students and staff we still have to determine how that will be disseminated and we will be sharing with our board and our public how will you use those 11,000 masks to distribute whether those will be distributed on a one time or a two time basis and then after that then it will be the responsibility of the student we don't know yet but we do know that we have a starting point with 11,000 masks so that's really the traditional model is really the model that we have now but keeping in mind the health guidelines social distancing and appropriate
PPE next slide the next slide is really our blended model and again I shared that this is our face to face instruction and online or distance learning so when we say face to face that means students will come half of the day so imagine a full day of school split directly down the middle so for 4 day consists of let's say 8 hours hypothetically in 4 hours of that will be face to face instruction the other 4 hours of that will be online learning and again just want to reiterate that this model or all of these models are dependent upon the face the reason why this has to be an option because if we're in phase 3 or if we're still in phase 2 then that tells us what we can do and what we
cannot do which means if we're in phase 3 we have to look at that option of bringing half the students on because we don't want to put ourselves in the position where litigation could happen against the district where we're going against the phase and plan so the face to face will be half and then our online learning will be half split it right down the middle that's why you see a be scheduled for high schools and then you see an ampm or K through eight model and again if we go to a blended model half instruction half online there's still things that we have to take in consideration we still have to take in consideration health guidelines because students will still be there and we'll really have to look at the cleaning schedule because once
half the students leave then the other half will come on and those everything would have to be clean so I have to look at the cleaning schedule even more for a blended model social distancing again even when you have half of the students on the campus whether it's elementary middle or high school you still have to make sure that we're practice practicing social distancing we'll still have to make sure that we have appropriate personal protective equipment for our staff and our students and then when we come to the blended model as well we're looking at the transportation and I will share with you for the board we're still working on a lot of these issues which is why we have a portion where we have several questions that we're asking ourselves as well however transportation
will be something we have to consider because we have half the students coming that have to be dropped off that's why you see in the morning the morning route will be those students who live out of town or the country students and then the afternoon route will be those students who live in town and then you have food service as well that we have to consider morning students eat breakfast at school take home sack lunch afternoon students eat lunch at school take home the sack breakfast or can be dinner as well and then second area will have the prepackaged meals when we go to the next slide the next slide is online so this again this is an option that's dependent upon the phase that we're in and let's say for instance we don't get
out of phase two so phase two is very limiting so that would naturally tell us a story that if we're in Phase two for the fall then we'd have to look at an online model seriously I think one of the things that would have to look at is our distance learning model and I know that our teams are doing that right now and really fine-tuning that so it's more and better than what we have it as right now so that's what we have distance learning 2.0 will also look at have to look at things that we're doing in common the core four actually comes from training that our staff has been going through through ESD provided by them through a person named Jeff Utecht and one of the things that we're looking at is the
framework that we're using to actually push out on lining for our kids so one of the comments that we're getting back from the community and from parents is making sure that we have consistency in certain areas so learning management system like Google classroom that that could be one of the four items or one item that we're using in kaanum in common that were very consistent across the board with that but even we were doing an online model or a virgin you see social distancing that's not an issue because no one's on campus however we still have to worry about our cleaning schedule and making sure that we're cleaning our areas we still have to make sure that staff who are available essential staff and any staff to war on the campus that there were in
the appropriate PPE personal protective equipment and then also making sure that we have our centers in our pickup locations for delivery of meals once again I just want to reiterate there's been a lot that's been happening behind the scenes going into the planning of these options and again we believe that these are the options are going to be presented by our state but just to give you an idea of the planning and the questions that are being liberated around if we can go to the last slide - damn please that one right there yes so there's some research from a group called Hanover they put out this research really for districts across our nation in the ESD 123 has put this out for all of our superintendents in the region and it really is comprehensive
and allows us to look at multiple area is we can plan around so for those who are in audience we have to consider a whole child support so you can see the questions that are being asked around what can we do with our child children to make sure that they are taken care of and they are safe we're looking at questions around health and safety structures and systems that we have to make sure that are in place before the fall starts our blended learning opportunities and making sure that's in place a questions around parent and community engaging them in this process next slide please there's also several questions that were asking ourselves around our schedules also equity is the big question as well ensuring that we are promoting equitable experiences across the board for our
students looking at our meals our lunches transportation is another set of questions looking at our high-risk employees those who are more susceptible to COBIT 19 and what do we do with those students and those staff and looking at certainly technology and supplies last slide another group of questions that we're planning around is around assessments and standards and then we have a group of miscellaneous questions so you can see for board there's a lot that's been going around behind the scenes our team has been working rigorously around the clock on these questions and proposed these models and again we're still waiting for that guidance we're looking forward to in phase four for the fall hopefully and then also wanted to make sure that we have a solid plan moving forward for August so that's what we
wanted to share with you any questions from the board members which one is the best fun for the kids so I can I can share with you one when I when I hear that question can one of the first things that comes to my mind is what's best for kids but also what's safe for kids so I know that I have to look at multiple things so when I look at safety for our kids I think one of the things I have to look at is one all the feedback from everyone but I cannot ignore any guidance that has been provided from the state I can't ignore any guidance that being provided from Department of Health and we can't ignore any guidance that's coming from OSPI as well so I think one of the first
and foremost things is safety of our kids and then also a thing that comes to my mind is protecting the district from liability and that's a reality so if we are out of alignment with what the state is sharing then that's something that we have to consider and I have to share that with the board what's best for kids is providing a quality educational program so when I think about that it's caused us to really rethink how we do everything can I think initially probably the first thing that probably jumps out to my mind is maybe a traditional experience but maybe not can we fully educate our kids in a blended model or an online model I think it's causing everyone across our nation to really rethink education what if everything is still closed and
we are in Phase two then we're obligated to still provide our best for our students and actually make sure that it's healthy and safe so I think I'm not sure if I answered your question what's best for kids I would just say the best for kids is the quality education so can we do that I think we're obligated to do that no matter what environment we're in online blended or traditional I just not baked made myself known I really believe we need to try to get our kids back in school in a traditional model we found out with this experience the past few months we are in a very unique part of the county we don't have internet internet access to all here it's very hard we've we've lost some kids this last few months
that really needed that education and it's we're not impacting them them for the last few months we're impacting them for the rest of their lives and we are in a very unique situation here with this kovat and everything that's going on but also and I've heard this you know what's best for the kids we need to look out for their future too and we do need to look out for their safety I completely agree with that I just would like to push towards the more traditional part as much as we can even if we have to kind of step out of the box that the state is trying to keep us locked into to to research some different areas possibly that we could try to make that possibly work to try to get our kids
back in school and be in front of that teacher as much as possible but still take the safety steps with students and staff that cannot be be there all the time I'm just ready to lead that charge and I know there's other districts within the Columbia Basin here that are on the same level I've had discussions with some other board members of other districts and they just feel that we need to try to get our students or work as hard as we can to try to get our students back into school full time so I have some can are you done I don't want to jump in if you're not go ahead okay I think it's great that you dr. Hearst and your team has looked at and really can identify that there's three basic
options maybe variations of each of those I do want to make sure that each of these plans let's say that even if we're at a level four a phase four I'm sorry with the state for the county but a family is uncomfortable yet still sending their kids to school and they've already had a track record of success with online learning is there an option that if if a family decides they're uncomfortable with whatever the plan is that our district is moving forward with but they could still choose maybe a less let's say that you do traditional that they decide they only want to do half-day or they want to do online and they've already had a track record this year of success online is that something that you're gonna look at as a possibility I
think we're obligated to Jen certainly if less differences were in the traditional model and everyone comes back I think you're right there may be some families that feel a little uncomfortable coming back in that setting for whatever reason I think we're obligated to provide another maybe that is an online option or a blended model so I think you're absolutely right we are obligated to do that okay love that you're looking at a bunch of different options and it does sound like there is the potential that we might be more than one of these depending upon what phase were in we could start out maybe blended and then go to traditional or maybe maybe even backwards start out traditional and have to go to blend it or maybe even have to go to online at some
point throughout the next school year I mean we can end up having to do all three at different phases and so that you've actually looked at and you're looking and all of the questions and those kinds of things I do appreciate that and that also that you're talking to parents and students students getting their input because that's part of our policies that you have to be getting that kind of input and stuff so I do appreciate those things and that you're discussing also PPEs to you know giving them to the students and stuff I know that this is a just a difficult thing for everyone but I do like that there's some options but you're trying to and that you have and that we all have it's not just our decision we can decide as
a district we're moving forward with this in our local office district the local health officer Justice Department yes thank you or even the state says ah that's a great you have that plan but nope you're not doing that that you're actually realizing that we want and have the local control but that local control may be vetoed by other forces I don't think we propagate that you've taken that into a thing sorry can't oh I was just saying I don't think we've had any local control in this whole coma thing yet we do have our local health has given in and so has our local do H not do L whatever whoever he is whatever that his title is for dr. pizzamas yeah anyways I appreciate that you're extremely thorough doctor you and your team with
all your pages and pages of questions and having to you're trying to look at all of the different sides Linda I'm sorry I'm sorry Tim where you at Lindsay I'm right here and I actually had a question so you misread my mind good what about fall sports our team's gonna start practicing in August is that something we're putting a kibosh on what do fall sports look like I think the only guidance that I've seen is around professional sports I've not seen anything else Lindsay that gives us the indication that we're going to be starting I think we're waiting for answers and guidance from the state as well and I will share with with Ken I sort of have felt sort of a restriction as well and some things have been dictated but these are different
times and you know Cobin 19 is certainly different so we are receiving a lot of guidance and we've just not received any guidance about fall sports I know we have appeal on the line as well Pete have you heard anything about fall sports we've not heard anything official yet I know that athletic directors continue to meet in our league and across our region talking with state officials there particularly football coaches who have summer camps and summer weight training activities that are ready to get going but certainly the opportunity to do that isn't available based on current phasing but I know that the schedules are in place the coaches are in place and the athletes I or anxious to participate but we have not received the green light to get any of that going any other
questions for Chris all right I just say one thing yeah I'll just say I appreciate all of your your comments and I certainly acknowledge everything that each one of you have shared and we'll certainly look into the the guidance for our athletes Lindsey and certainly take into consideration which you shared as well can that you really like to see our kids back in school and our adults back in school in a traditional setting so thank you all for your comments I did want to ask Chris when do you plan on sending in the survey out to the community okay because that'll be very interesting to see what kind of response we have their student reps their thoughts I think you just did Lauren I see you're still on there I do like that we have
options I feel like we are just itching to get back into the classroom I'm doing around our teachers and her peers but I think of all of us to understand that we need to be weary of our safety and I appreciate that everything all of the work that has gone behind all of us and all the curtains and all the posts I'm excited to get my survey so that I can express my opinion and I know that my peers and my teachers and my staff will be excited too yeah I just want to get back into the classroom but I know that we need to do it safe Jan I don't know if the lease is with you she's got to comment she is not with me and so I was just asking her the
Wi-Fi at her house is terrible so I left and she's still there and she had to get off of it but she was trying to get back on so I don't want to give her a minute or just go on okay well I'll go on and if if I see her jump back on I will go back to her and give her a chance to chime in and see what her thoughts are I did get it I did get a text from her she said from Malisse my Wi-Fi connection got really bad so I had to get off a while ago super sorry so I don't know if she was able to to hear and be present for the presentation right now so if she does I guess you can ask her if not that's
fine - all right thank you appreciate that I just wanted to say one more thing so as as a mom who has three kids into the mentoree school and was unprepared to be a teacher I can just say I desperately want my kids to be back in school full-time and I've heard from several other parents who are very nervous about the fall and not knowing what they'll do for child care for half the day and all that kind of stuff I understand that the district's not all into consideration and is doing their absolute very best I I just speak for for myself and for some other moms who were unprepared to home-school and saying I hope this clears up I hope we're in phase four I hope we can all go back to school in
the fall otherwise you guys might have to rescue me from the loony bin because this has been crazy all right hey at least wondering if you want to chime in on what your thoughts are as far as this fall and coming back to school if you're reading from your peers if we do come back to school I don't know if you were able to see the the model options that that were presented tonight which are not set in stone or anything but just if you wanted to chime in to see where your thoughts at as far as this fall in the reopening of school yeah I can see them now my life I was being really bad sorry I got kicked off earlier so I see like real talk my biggest wish is that we
could just go back to the traditional way but if that wouldn't happen I think the blended option is great really anything but online but all online would be my absolute number one I don't know I would not want to go all online I guess I know you and your peers are probably not talking about this has there been any chatter amongst yourselves I mean you guys are all planning for your summer vacation everything else but any conversations Lauren at least either one of you yeah actually it is something that I've been talking about with a couple my friends just like curious what they think about it and I just think everybody just really does not want to do all online like if there was any other possibility other than not all online I think that's
what they have been talking about that they want I will avenge a person back to you like even just talking to a couple of people like we all are not enjoying trying to learn online it's super hard and if we have to do it again I know a lot of people are gonna mega mad to do yeah I think I just think it's really hard online because for a lot of the kids including me sometimes there's no motivation behind it it's it's especially with like I take a lot of advanced classes and honors classes it's extremely hard to do those kind of classes online I appreciate both of your contributions tonight your your candor your your honesty thank you thank you miss it gives us an idea of kind of where where you guys are
at appreciate that moving on item d1 policy review we have some items in there do we need a motion to accept L 16 okay we do have the final reading of elo 16 which is our safety Institute of Staff al I think all the the grammar is correct and everything else is worded properly like you think request to Jen so I will entertain a motion to approve the final reading of al 16 okay we have a motion by director Prowse can I get a second I second but I would also like to add GP 7.1 I think that we could also approve that one in and a vote eyes version of the agenda the yearly agenda I think is the wrong schedule what else sure okay do you want to amend amend the motion then
to approve the final reading of L 16 and the revised version of GP 7.1 yes that's what I want to do okay so we have an amended motion to approve the final reading the via 16 and GT 7.1 the revised version can I get a second I'll second Thank You Sharon any further discussion all in favor aye aye aye any opposed motion carries I was just going to say we we forgot they are June 18th meeting in there which is not showing actually it started out at June 17th and it's our special mean next week yes it will be added to the to the revised version thanks for notating that again yes also in in December and being told that they are being reminded that our meetings are not on the second and fourth Mondays
we know we come in like I know the end of the year one is usually a Wednesday one and a it is a Monday to wednesday so I think those locations have been made the dates had been changed and that's just stuff that you read okay Jen do you want to talk a little bit about al what is it 17 I think we need to vote on our motions I thought we did I thought we didn't know okay on top of it so as part of the resolutions committee for waz doe we modified the wast equity statement and be voting on this at the General Assembly and I plugged it enough that I felt like we as a school board needed to have an equity policy ourselves in fact I almost want to move this
to e L number one but let's just come up with the details of the wording first and then possibly look at other policies with an equity lens but that can be something that we discussed later on maybe have a workshop for looking at all of our policies with an equity lens I know that this policy could be added to our diversity or to another policy but I feel like it's important enough that the equity policy needs to have its own policy maybe one of those be added to this but equity and diversity [Music] is similar but not the same so I chose to have it stand alone okay I think I want to take some time and just read more thoroughly and see if there is a combination is possible feasible is it fair to
ask Chris for his interpretation of vol 17 as written tonight yes I have actually had a conversation with Chris about that but I definitely think that we need to hear that from him as well yes in our conversation we look at the first one talks about the failure to make progress towards identifying the needs of every student and how to meet those needs we had a great conversation about the difference between the achievement gap and the opportunity gap and I really feel that this first statement deals with the opportunity gap excuse me and the resources were providing for every student and making sure that we look at every student as individual that we look at their needs as an individual and the resources that each individual students need to be successful throughout their educational journey
so I realign this first statement to the opportunity gap which is really about inputs and what we're putting into our students and I like the term opportunity gap because it really makes it personal for the students so that's really what I make out of number one it's really about identifying students as an individual in the needs of every student to close that gap and then for number two the ferry to ensure that the creation of equitable schools it really folds in to number one and really making sure if we we are doing this for every individual student we're looking at the resources for them to be successful across the system and then we are going to be creating equitable schools so they sort of fall into one another blend into one another this doesn't completely
meet the needs of our public comment by Liz but I think goes towards some of those so I think that part of this state these this policy meets some of the needs the comment that was made tonight by Liz doesn't address each of them specifically but like the creation of equitable schools she talked about the different staff our our staff looking and sounding similar to the students that we have and those kinds of things if I could just add in my conversation also with a director Stevenson I shared that it is impossible to create equitable schools without really that training for teachers and for staff that allows them to examine their biases or maybe their own discriminatory practices so it does speak to what Liz varicella was speaking about the need for diversity training or
I really call it cultural proficiency and really examining our own biases and discriminatory practices so absolutely right I think that our our district been and through dr. Hurst's instruction and leadership he's really been focusing on a lot of these equity issues already it just hasn't been put into a policy and this makes it more accountable to our community and to each of our students as well - meeting each student's needs I know that this is a large hot topic right now in our nation and this is actually something that I had been working on for a few months and finally had it fine-tuned enough that I felt like I was ready to come forward with it equity is never going to be a hundred percent effective we're always gonna have biases but there are ways
for us each to be aware moreso of our biases and try to be a lot more culturally accepting and relevant and those kinds of things I think that this is just something that we've actually needed for a while and finally I'm trying to bring something forward well it's important to show that we care and that we're working towards something and then this is a priority for us to making sure that that we have equity for all of our students Jan I don't know if I'm gonna make asked this question correctly and this is just going through my mind as I'm reading through year number two especially specifically the failure to ensure the creation of equitable schools I think needs a little bit of refinement as to your your your meaning here because if we're talking
equitable schools are you meaning in relation to the predicated characteristics of race circumstances and poverty or educational opportunities extracurricular opportunities all these other things to be equitable at all schools or just these pertinent things that pertain to the equity of the race circumstance or poverty I think we we're sometimes told that the policy governance is a specific enough it's too broad I think some I don't know if I'm trying to get my point across some refinement as a being as specific as we can that way we leave no depth this is what's expected Chris has an opportunity to interpret that and make the necessary adjustments or accommodations to to ensure that these things are are what what this policy is intended to are trying to get across I think that I don't I think that
you didn't say that incorrectly my intent is that every student is given every opportunity to be to have to have that opportunity gap as small as possible to every other student in terms of things we all have challenges the education is trying to I guess so I'm more focused on each student having all of their needs met as opposed to every school being equal to each other I'm much more that's my goal I mean the diversity of camp of each campus that's already addressed somewhere else and that's why I didn't want to join it here I I'm more focused on every student having every need met so that they are getting all of their needs met so that they can be the best student that they can be individually okay so what I'm going to
recommend is that we table this and the rest of the board if we've got any ideas I think we make him make them known I said specifics or if there's anything that we need to address here that we have an opportunity I want a command you Jen for putting this into a any L thank you very much like you said you it's been in the works for a couple months and I know that I I don't I don't think the events of today is what prompted you to hurry up with this or anything else I know this has been in the back of our of our minds for a while now and I commend you for putting that into a document but yes we'll table this and to the rest of my so the rest
of the board if there's anything that we feel needs to be added to this or mentioned as well let's let's do that and we'll have perhaps a at the next board meeting all right mm okay well moving on the board will now we will take a recess for a couple minutes to sign off of this meeting and log on the board will now go into an exec executive session for 15 minutes for the purpose of discussing performance of the public public employee and to evaluate the qualifications of an applicant for public employment no action will be taken following the executive session according to the computer I'm looking at its 826 so 828 829 can we all be back on the other invite that we got for the executive session do you have a quick question
when we finished the executive session are we coming back to this meeting to finish this meeting and to be on youtube or is this the end of both YouTube this meeting when we go to the executive this will be the end you've gone on mute Mike you're on mute now this will be the end of both meetings or that heating and we'll finish it together okay thank you all right thank you very much everyone who's been listening tonight again appreciate everybody it's on this call thank you very much
