001I always do this it is Monday May 14th will we start the regular meeting of the anillo School District Board of Directors with a flex loop which it stands one nation okay I'm getting feedback so welcome everybody Mike you want to find if I need interpretation please oh I need to see that reduction on espanol but I'll you know esta noche glasses okay item a3 I entertain a motion to approve the agenda the board um I have some questions I guess first I'd like to pull out the Budokan a roofing bid and put that under see what kind of c1 a you need to make a motion oh I'm making a motion thank you you ask a question but make an emotion might be different right okay I'd like to make a motion that we

002take out the little kind of roofing bid and put the under C 1 a and it might have some effect on the portable classrooms some of that's under the superintendent's comments but that isn't something I think that I have to pull out I think that's it so so I'm clear was that a motion to pull the item C 1-4 and have it be the next item after we're done with the Kratt required approvals yes okay and then also I do have a question about all of the curriculum adoption so questions you'd like to ask when that time comes or would you like them as separate items I don't want to approve all of them without having that question asked so do I have to pull that then only if you think that an answer to

003your question might make you decide to not vote on that item and maybe the vote on the rest of the okay I feel like we need to pull all of the curriculum adoption and put that under C 1 B I know that doesn't really exist but we'll put them that way I'm not sure we can do B so it'd be just item two and then three and we move everything down okay so Jen would you like this all together or is it separate items with those curriculums all together because there's one question but it could affect some and not others okay so yes I believe there's a motion to remove item c1 - for from required approvals it would become c2 by itself and then remove items C 1 - 6 c1 - 7 C

0041 - 8 + c1 - 9 they would be put together in item c3 superintendent comments would be item C 4 and pre-approved presentations to the board I'm asking that we actually or could Jen well you might make an emotion to move that to item c1 that's supposed to be that's supposed to be before required approval what sorry sorry what I don't know what just happened right there but I'm pretty sure I'm over it okay I'm backtracking see see what our c4 would be superintendent comments c5 would be pre-approved presentations to the board yes that's what I want okay first second I thought it was a recognizing outstanding student such as if anyone's clear with that I'll take a second second by director Johnson all favor hi I opposed motion carries 5-0 okay so we'll

005move on to item this was the part I wanted to move usually like to recognize comments yeah so the future let's make sure we put recognition of outstanding students or staff before public comment good yeah but it isn't right now so public comment we've before we go into public comment I would just like to read one part of the addressing the board part I know I had heard some feedback that the people were curious why the board wasn't answering questions and so I think maybe there's a misunderstanding about public comment in the board meeting so I think we're up through the process at the meeting because everyone has brought their their slips up who want to speak I hope but I wanted to just read out aloud under public comment if you could scroll up

006on that telly yeah where it says addressing the board there we go so when your name is called approach the podium speak into the microphone giving your full name and the school attendance area if known where you live within the school attendance area if known where you live for the record please limit your comments to three minutes be respectful of the board when speaking be ready to respond to questions from the board if asked address your testimony to the board members not the audience and do not address questions to the board the board's goal go for the public comment period is to hear your concerns comments and opinions questions can be answered through calls or letters to board members so that being said we have five six citizens requests to speak the first one we

007have is Rob can you talk into your mic for Facebook thanks sorry the first one is 4k Riley McClure you please come up [Music] hello I'm Kay Riley McClure Irene recently married most people I see a lot about big school districts but nothing that really addresses the needs of this community not really you tried Community Schools but you can't have a community school when all schools are just bunched together really tight you don't form a community with the parents the teachers and the students and that's where you really want to be working so I'm going to ask you sit down and rethink this whole plan make sure you are going in the right direction you spread these kids out like peanut butter on a cracker release in the cracker most normally will break in your

008hand you can't have that this is about the students that attend school here and what is best for them it's not about what's good the top administrators say it's what's really best for them have you brought in an outside person they actually do an evaluation that's that that does have experience a lot of experience because that was the problem when the middle school became a middle school they brought in people none of them had experience I had the most experience and that's a shame you bring in people who have experience to make the changes some simple things I know people don't like it we had a dress code at at the Middle School in the junior high tighten it up you can have a dress code and it does make change you don't have enough

009specials for students at the Middle School in fact you have very little it's there all focused on academics if you can't approach academics from a different point of view then students aren't really learning I know you're going to project-based learning and I think that is wonderful when I was teaching at the junior high we did projects and students remembered them and they carried that information with them over to the high school and how do I know this there was one time students were asked what did they remember about their time at the junior high they said rock and roll days a math program where they built houses in a study skills class where they actually learned to study your specials really don't amount to very much of an offering to students to be honest if

010I were a student there I wouldn't be very interested in them you need to step up the program because they're still going to be a middle school there for a while longer at least according to the agenda I saw on the website then start making the changes right now bring in somebody who knows what they're doing and I think that the change in the school district will go a lot smoother but last thought if this doesn't work because you're saying that the middle school failed what's your plan B thank you thank you the next person to speak Conrad Billman good evening ladies and gentlemen my name is Konrad bellman and I'm here to voice my opinion on the K through eight I'm from the Hiawatha School District area I'm a parent of two kids a

011ten year old in a year and a half and I'm a taxpayer in this community I'm also a medically retired Staff Sergeant from the United States Army I sort of served ten years with four deployments to Iraq I never took my men into sector without a plan and frankly your lack of planning direction and implementation will only create more problems for our children just like it would have for my men my children are the most important and precious things to me in my life and the lack of planning and transparency about this K 3 K through 8 movement is kind of appalling to me I cannot find a plan anywhere online where it is written down stating that we're gonna do from the beginning to end to implement this your data surrounding this K through

0128 is week one of your sources is based off a propensity score and it is stated in the first two sentences of the publication that was put out and what is propensity score propensity score is a statistical matching technique that attempts to estimate through probability the effects of treatment or a policy so all the data that was given out on May 8th at 5:35 to the public is propensity score it's all probability there's no scientific data backing it up on the same hand you have this data coming from pay to publish data site which is the sage journals authors only use this site when reputable data sources do not pick up their written work so I I want the main changes to be done to the teaching model not the structure of this schools your

013ideas for this K through 8 borders on insanity it's a little crazy trying to take the Othello School District and redo all of the schools I don't think it will work for this the way that this community is set up the problem is not our elementary schools or our high schools the problem is the middle school so fix the middle school fix a problem by changing the K through eight you're only diluting the problem not fixing it you're spreading out the problem so it's everywhere not just consolidated the middle school has a lack of discipline get rid of the deviants that are making it impossible for teachers to teach and children to learn send them to alternative setting to where they can learn send the best of the best that we have of our administrators

014the a-team the dream team send them over there put their expertise to work put them to work fixing the mood in middle school and stop sending them all over the country spending tens of thousands of dollars put and actually put them to work if the school administrators passed this K through eight model there will be issues throughout kindergarten to eighth grade not just at the middle school as a parent of the two kids I don't want my kids introduced to these issues at a younger age or have a 13 year old interacting with my kindergartner with the way that this fellow school buildings are currently set up there is no way that you could separate the kids those fellow school facilities are not set up to run a K through 8 model the lunch rooms

015are too small the libraries are not large enough to accommodate the needs for the books for the middle school reading as it is right now my son has roughly 10 to 15 minutes to eat in fact last year he received a referral for talking during lunch apparently lunch is a time to only choose swallow and leave no social connections so how are you going to accommodate this problem will students start eating lunch earlier or later I have heard talk about bringing importable so I don't want my children and a portable so fix a problem fix the middle school and thank you for your time thank you next person on that wants to speak is Tiffany Panetta I'm Tiffany Panetta I have four children my eldest went okay through it 12 I have a high schooler

016I have a sixth grader and I have a first grader I just want to think this everybody that Othello school district I feel like as a parent I'm glad that we're trying something I've had three children at the junior high and it obviously I feel like isn't working I don't I know there's a lot of concerns I have concerns to myself I want to put two feet in and I want to do whatever I can to to help and to to go ahead with it I I was a little concerned at first about putting my first grader in with eighth graders and after I've talked to people and I've had my questions answered I feel a lot better and I asked my first grader how many times she sees a third grader and she was

017puzzled when I asked her that like what do you mean I she doesn't see anybody but in her class I mean she's just like so I feel like I know that we're worried about our eighth graders hanging out with our first graders but I feel like I mean maybe it will happen but I feel like that's I don't know and I I feel like for behavioral help I talked to a school teacher that said she's a second grade teacher and she's had a kid that she's had problems with and she said you know what this kid doesn't care if he goes to the office to get in trouble he does not care but what he does care is if he goes to his first-grade teacher and has to sit there for five minutes and so

018instead of taking their teachers are working together so this kid goes and sits with his first-grade teacher for five minutes and he's humbled he doesn't want his first-grade teacher to be disappointed I feel like maybe K through 8 the teachers can work together and they can you know they know the kids that they're having to deal with they can communicate I know I'm in elementary school all the time my kid gets to junior high the only thing I hear about is when he comes home and tells me it's not so my hope is is that we can all stay active K through 8 and parent involvement will rise and I feel like to think that the elementary schools and the high schools don't have any problems it's not just the junior high there's drugs and

019there's pornography and there's all that stuff in elementary schools so I feel like to just frame it on the junior high that's not I feel like maybe if we work together we can make it better and I know that that's what I want and that's it thank you so the next person who would like to speak is Lynne part of Shelly Lynne is that I pronounce all right my name is Lynne Marta celli I have a stepson who is a seventh grader at the middle school I had a daughter that graduated from the high school in 2014 and my younger daughter started in McFarland and went through her junior year at the high school and then I pulled her and put her in Walla Walla high school with her aunt I'm here because I fully

020support what you guys are trying to do I have taught in five different states my daughter's husband mother dad was in the Army for 25 years and we moved every three years so I've seen a lot of different styles going on in each state that I've been in and I've learned something from each one of them what concerns me the most right now is the negativity that parents are spewing either to the teachers to their children which then gets carried you know it's almost like the game of telephone what you say to start with is certainly not what ends up being at the end of the line my question to the parents that are nervous about this or you know like oh wait nope not going to do it is up until this was brought

021up and the new administration here for the district how involved have you been in your child's education did you go to open houses did you reach out and talk to the teacher for the good bad or you're just curious about something even if it's a assignment how involved have you been and unfortunately I'm gonna say probably not a whole lot I've subbed here this year and discipline not gonna lie it is a big problem and I I view this as this administration in school board y'all are cleaning out a garden you're pulling the weeds getting rid of the stuff that is dead and replacing it with new seeds new seeds of hope new seeds to expand not only what the district can do but also learn from you know well okay that didn't quite work

022how we wanted it but you know what we tried it we're learning nobody is perfect it's not going to be smooth as the quarter-mile if you're drag racing there's going to be some bumps along the way and that's expected but I support y'all 100 percent I appreciate what you're trying to do and I would love to be able to be a part of this in some way you know to keep coming at the meetings and coming it I'll do what I need to do I'm I'm not a very quiet a reserved mother I you know that's just the Italian German in me I guess but I think you guys are doing a wonderful thing and it's because of you right there dr. Hearst that you relent my fire and I know I've told you this

023before but when I met you last year eating pizza and talking to you for like five minutes all of a sudden I had that that like oh my god I really do miss this I want to get back into this and it's because of this man and what he has brought to the community it's lit my fire again and I really want to say thank you for doing what you're doing as a mother and a teacher I appreciate it and all I ask is you know everybody listen to everybody side work together don't start nitpicking be an example for your kids lead by example you know show up reach out teacher school bar it doesn't matter principals talk to them get involved offer your services to help out if your child sees your excited but

024we do have to I know I'm sorry but just please I let it let it happen let it work and work together and y'all are awesome so that's just all I got to say and thank you very much thanks Lynn so the next request to speak is from Steven Michael that's me Steve Michael I'm here to speak I guess I don't care about my kids from the last person but I'm there for my kids 100% I'm there meetings I'm here I'm here sports events all my kids use straight A's I have no problems with any my kids zero this year we've had an option to where if the teachers said no problems and you don't need to come in don't come in every single one of my teachers said that for my kids no problems

025with my kids okay just put that on them on the board there so she knows [Music] this if it is a public comment section this okay so the junior high should stay the junior high when I was in school I enjoyed that transition from I don't know what was it if I went 5 through 6 K 3 or 4 or 5 through 6 7 through 8 then high school ok I needed that transition from the junior high to the high school one of the other things is your deal is all the teachers are all in one school they can communicate what's the one and a half hour late start for why do we have an hour and a half late start for then it's for the teachers to say hey I got a problem with

026this kid I got a problem with this kid this kid is great what's what why do we have an hour and a half late start on Mondays for if it's not for the teachers to get together your drug problem yes is throughout the schools you're gonna make it worse by going K through 8 ok yes some teachers say and I've heard mr. Hirsh say ok but you're gonna take say 5 kids of the junior high and spread them out so there's one or two at each school or one of these school and so then they can say ok that person is the problem we're going to eliminate that okay maybe that is true that could be true but then there's still gonna be another one and then another one and your K through 8 you're

027gonna have K and you have 8 you can't tell me you're gonna keep them apart the band get into school everybody's getting dropped off I drop off my kids the way it is now I have a kid in wahid is a kid in junior high and a kid in high school I drop off my kid at what he does and then my next kid I drop off the same time and at the same time so are you gonna mix up more times more school bus routes how are you gonna have time for lunch Jim time with adding two more grades at Lulu kaga Hiawatha how you gonna do it you only have one gym one gyms where you eat one gym is you have gym what well how much money are you gonna put into

028this more library books at each school more money more money more money more portables more money ears adding to everything none of this is gonna solve all crowding I get that I get that overcrowding is gonna be everywhere but you're not gonna solve the problems that I just talked about right now thank you Thank You Steven and now news arrow pronita hello my name is Oren Aiden and before I start one lengthier time but I have a problem with your addressing the board I'll start off there it's easy to talk to you guys talk to you talk to you talk to you I haven't talked to you and I talk to you but I want answers and they're hard to get from you guys I had a nice talk with you and we talked about

029change but not let's just change because we need to just change because we want to do something I spoke to you mr. Hurst and I told you prove me wrong prove me wrong in this K through eight I'm one of the first persons that came out and said I'm against it prove me wrong you gave me some stuff on a on the high school app or the high school webpage I'm still waiting for you to change my mind just letting you know that I spoke with Mike a few times I'm very emotional why I gotta watch myself because I get a little heated Mike's really good at calming me down not letting me get to there but there's a lot of questions and it's it Sue's Facebook YouTube whatever you guys want to put it

030there's all kinds of people in the backgrounds talking and it's hard a lot of teachers are walking around thinking that their jobs are on the line have you guys been out talking to teachers have you guys got phone calls we want to know what they've been telling you guys you guys are here to answer to me you we put you guys there remember that you're a board that we elected to put there so if I give you a question you need to give me an answer I want to know if a teachers gone to you and brought up a complaint I feel like it's my responsibility you guys they need to let us know what it was if I got a bunch of good teachers and I got some back here and I don't want

031to lose none of them but if they got complaints or concerns and or fears or whatever and they're coming you guys and you guys aren't telling us something that's on you five I'm not even that's on you guys why aren't you guys saying something I hate the fact that I can't come in here and listen what you guys talk about after you kick us out I hate it because I don't know what's being said and I think I deserve to and that's why I'll tell you right now come two years next year Mike watch out I'm coming out for your job or your spot 20 said one time hey here's the keys you want my seat let me know when you want to resign I'll take over because I got kids who I am very

032very involved in at the school level I know we're not supposed to bring out public but she's right when dr. Hurst this was an idea that he brought in that you guys hired him for and I should have been more involved then but we didn't think it was gonna be thrown at us like this fast especially after a bond or whatever didn't pass or whatever and at the root of everything is money it's just money just so how can we get more money I want to change because I want to help the kids and yet nothing that I've seen helps the kids in our area I've said it again what are you guys gonna do with 32 percent mistake Oh kids that come here that don't know English or Spanish what are you guys gonna

033do there how is this program gonna work I've asked you the question yet I'm not wanting to ceiling you out dr. Gershman still haven't got an answer Tony a lot of respect guys out there and we talked a long time on the phone actually a couple times now and I love it he says I am I don't want to change this because we we know we need to we need some kind of direction is this the one maybe maybe not but I don't want to change this because it was a good idea and then a year down the road a way we screwed no let's let if this takes two three years to figure it out get some people in here to research it or whatever then I'll pay money for that I'll tax pay

034money for that bump on my taxes what the hell I don't care but let's get the research to figure out if this program is actually gonna work before we start sitting there and sending our kids through a K through eight where I got to worry what's going on or get our teachers prepared to deal with some of the programs that we have once again I'm sorry I wasn't supposed to bring pear public deal but miss Riley said it when we were in school we had Auto Tech would it was fun there was programs that do that was fun cooking for singles hey help me out for a few but a there was things that helped us that made it fun that you wanted to come here man named me I was a I was you

035know I was a janitor for for ten years i sat in those lunch rooms kids were like cattle in and out and you're on the time limit what are we doing and now we want to crowd them all in together hey if that's at the end of the day if the research proves it Thanks Thanks what's facts let's do it but if there isn't let's find a program that's gonna really help and I and I believe honestly truly Hardy starts with our teachers get them the help that they need to get us and then I'm glad mr. Stevens Stevenson Stevenson son thank you yeah sorry about that academics you guys rule in books and roll them out and the only reason I know that is because as a generator every time like every two years

036the principal would be like we're out throw them out $100,000 in books throw man put them out two years we don't even know if the program worked you gave me two years so if this program is gonna work it's gonna cost us a lot of money but we got to make sure that this is what its gonna help to fix the problem because I don't want it two years three years down the road spend all this money on trying to get the buildings ready and then guess what didn't work well another school back to where we were hey and I know you're looking at me Robin I want answers I want answers I got my phone number because Oh trust me trust me I work at the old hotel you can come see me and

037that's for anyone as well and honesty is because I had to beat up Mike to get the other two gentleman's phone numbers he didn't want to give up Rob's and I didn't want to get go get crushed up in a little ball so I could talk to him and you were pretty feisty at the last minute I kind of liked you but I was scared but anyways in all seriousness that's the only thing I think Before we jump into this let's support our teachers let's give them everything we need to to make them better to make our kids better you know I know that I came out to you to your office and told you there's a lot of teachers that are still worried about their jobs being on the line that doesn't sit well

038with me I mean you had that conversation Pete I've seen the speech you gave a row with a row against us I just want you to know two weeks before you think that came out in that city of schools or schools put it together he kind of mentioned what that that meant and I told him two weeks before that came out I said hey you need to let your teachers know that they're gonna be ok if they you know it's ok to speak out but you know don't don't you know and I came back to be a big thing on Facebook where people just sit back and it's just funny it's funny you don't see none of them Facebook is probably full of them are three four hundred people talking but you don't see them

039here and so I made the change of going to the schools being with my kids there at the time but this is where I feel like I got to be now to keep you five honest because all five of you guys are playing with my biggest chips those are my three kids and I'm gonna hold you all file accountable if something happens or something goes wrong just remember it's you five that it's gonna come down to this is a big decision and not you're not just playing with your own you're playing with somebody else's a lot of other people's and I might be funny or whatever but you ought to see me if something happens to one of my kids I don't think you guys all want to see me so I suggest you guys

040think cold hardly but what we're doing and like I said support the teachers they need it get them the help that they need so they can help our kids and look like I said you still hadn't got back to me what was the scenario on the kids you know I talked about segregation oh that we can't do that well what did we do with Alps we took all the kids that couldn't hang out in high school they kept getting in trouble couldn't get grades throw them over here hey how about we I hate it because there's so many kids in this school district and teachers that are doing what they're doing they're getting the good grades they're on top of their game teachers are doing what they're supposed to but the grades aren't there and

041it's because these kids don't yeah yeah hello Rob I got around enough but answer me the question how can we can we have an ounce but how could we can't do another program yeah yeah yeah are you gonna answer the question call me and I will talk to you but if you don't call me how am I supposed to talk to you talk to the other ones you're just kind of funny I just can't I don't want to get squeezed in a ball that's about the only time you come to see me professionally I say just probably okay can we clarify that it is no longer out it is an accredited high school it is not like is it a part of this it is part of the OHS so they have their own graduation

042or do their own so they're not school districts they are their own separates high school they're an accredited school it's not Alps anymore it's not the alternative all the problem kids go there its lowest rate any student can go there now go ahead go ahead a lot of the students I have talked to you personally they chose to go there because it's a smaller classroom setting you get to be with the same teachers most of the day and I know some students that go there just because they have anxiety issues and they have a straight A's they're doing amazing it's really if you want to go there if it's a atmosphere that helps you because it's packed at the high school it's completely packed so it's an atmosphere that helps you so we can't make

043another school that helps other kids that are lower than others just wondering not that one come and get his card thank you I'm sorry yeah please call so that I have an opportunity to answer your questions but but I just read that that is the that's been there written there forever how do I make it up I just want to contest that so that way how do I contest that I can test the wording of it yeah well if you look on in our legislative laws that's actually how its worded as well okay that this is essentially what they say it is a public meeting meaning we conduct business in public it's not for the public and to conduct our business with us that's the way the word in legislative we give this opportunity to

044Republic speak because we want to hear that but what I really want is people to talk to me and call me and I've had three total that have actually done that so far there's a lot more I heard there's a lot on Facebook but I'm not I'm not Facebook okay feel free to share it with whoever you want you please take that thank you she's our thank you all for your comments okay so we're gonna move on to recognition about the outstanding achievement of students and/or staff thank you all for being patient so there are a lot of band students I think mr. Liu D just band are there some choir students in this okay so just bounce to is what I would ask if you'd come up and then all the board will come

045up front but if you could view the certificates and then you can read their names and you know who's here probably Thank You Steven Aubrey sure well he told me go at the end so I did that I was gonna do so when they first brought me on to Othello School District last year to help out with the music department we started from scratch a class that never been topic for with the drumline class and basically what we did we took all the drummer's out of the band class because they have such a specialized skill set that their needs as that in band weren't getting met the way they need to and these kids are amazing we start them to eat before school starts all by themselves coming and learning all their Cadence's and all

046the muses they need to do and then they come in a week before school start to the rest of the band these students have to know all the cadences they have to know all the pep band music all the show music and then last year we took him to Portland Oregon to watch what what they call indoor drumline and that's basically we've ever seen a halftime show on a football field with an entire band its drumline only but in a basketball court so we went we watch the competition last year and this year for the first time ever we put our own show together and we finished fifth in art in our division haven't never done it before these kids are amazing so we do that we also do contests style music and we got

047a superior rating this year and the way it works in the state of Washington is when you go into the room and you face the judge to place you have to get a superior rating only one school beat us in that room and that was Pasco high school so our kids were second or first runner-up to go to the state contest out of our room so they they've done the legwork they've done some amazing things so they have to know how to do all the marching songs all the peppy music their show music plus all of their contests music all in effort in and one in a one-hour class that we get to meet on it every day so they're great kids so I just want to brag on them for a little bit so

048and we got certificates for that went to port and it looks likes saw de Joey Taff Josue Medina Johnny's Flores Kayla Fuhrman sanyukta Leila's Corbin Lawson and if you investing the video Corbin was our Tarzan Nick Hardy Valentina's here come on up bounty I also have JC Rodriguez who's not here this evening Addison Jane's Taylor's here tonight Taylor Tao Kate and Moreau Felipe Gomez just sell Garces here tonight Lane Simpson Bridger Lawson and Aaron Woolf Marlee Askren Steven Aubrey and last but not least Brianne Kent so those and like I said the certificates for all those that went to Portland this year these students were also went to the first annual South Sound percussion contest where we received our for superior rating this year so we've gotten two different contests two different superior ratings and

049a fifth-place rating in Portland and we're looking forward to it for next year [Applause] [Laughter] [Applause] all right good job everybody so now we'll move on to item b3 no sorry I didn't refresh yeah at Silbury three good board member reports first item in there should be gins legislative report okay so likely everybody got one of these in the mail there were some key things in it that I wanted to read from our ninth legislative district team that they said and there were three different things proposals to increase school safety received mixed reactions school safety isn't just a big city issue as the death of Freeman high school sophomores Sam Strahan sadly proved this past fall this year we helped to pass a Republican budget amendment that will add seven hundred twenty two thousand dollars

050for school safety grants let's see another successful Republican amendment will look at judicial tooth tools such as protection orders and rapid response strategies for heading offset shootings the focus will be on the obvious connections between mental health and these senseless strategies senseless tragedies sorry so I think that we are looking into those as a school district and I know that we've had many discussions about school safety as well knowing that that is legislatively affecting us capital budget issues the second bill sent to the governor this year was the new two-year capital budget because it contained money related to water infrastructure the budget was held up by the delay in agreeing on the solution to the Hurst water access situation we've talked about that before in here we're glad to report the budget makes very good

051investments in the ninth district district especially in our state parks broadly the 4.2 billion worth of investments is geared towards education and helping people with mental illness the level of support for building renovation or modernizing k-12 facilities is historic at more than 1 billion also there's 860 million for higher education facilities split between the Community and Technical College System and the public four-year institutions so direct effects to our district in many many different ways with McCleary fix and potentially facility things and then k-12 education and property taxes this one will hit us in a big way coming up the education funding reforms we approved in 2017 in line with the Supreme Court's McCleary decision were once in a generation accomplishment but they were also a compromise because there's a little bashing in here a bridge

052year to give school districts time to adapt to the new approach the result is that the state school levy ramped up this year which brings the school funding system back into line with the state constitution while local tax levies for basic education have yet to ramp down and that will affect our district quite a bit this overlap caused a 2018 only spike in property taxes across Washington next year when local levies are capped most property owners in the state will see their school related taxes drop below 2017 tax rates and that will be in effect for our district as well because our local levy le.a and levy is higher than the state's cap so those numbers will decrease thank you Jim anything else I think that's it for legislative okay the only other item on

053board member reports was the May 19th special board meeting for the agenda for the retreat this was based on really a in large part what last year's agenda was there was any request or input from the board I tried to add that in so I just wanted a chance for the board to look at that if there's anything I'm missing there let me know there's a survey that will be going out to the board that is the board's self-assessment there will be the same survey as last time we'll look to try to get that out tomorrow to everyone so that will be answered and we'll have the results at the retrieve as where as we're doing our self-assessment so if you have any anything on there that you think is missing please let me know

054we'll move on then to if there are no other board reports we'll move under student representative reports okay so the last two well last weekend this week our students I'll tell high school have been doing ap testing so that's been a very stressful time but they've been getting through it and this is the last week thank goodness physics day is on Wednesday and we're all very excited all the students that are attending that we also have scholarship night coming up on tomorrow which I'm pretty sure some of you guys will be in attendance I want to say thank you for those who attended project bridges and all the support I got for it personally I thought it was pretty successful and I'm really proud of what we did and I've talked to Taylor and Isabel

055and I'm gonna try to put a binder something together because I know for me it was very hard getting started and knowing what direction to go in so just so they have some guidelines for next year I plan on doing that and just giving a student's perspective on k3 and maybe it doesn't matter because I'm not an adult yet I don't pay taxes to the city or whatever but at least you're trying something the bond did not pass and I know that was the solution we were going for but it was put down so it's something new when I was in McFarland I know we actually had a student slam a train to another student's head and none of the admin saw it we saw another kid throw a kid down a hallway step on

056his face and then on the admin side and this is something that's been happening since my dad's been teaching there so like 15 years which is a long time so you guys have given this model a shot and obviously it hasn't been working so you're trying something new and you're trying to fix it and maybe it's not perfect right now and maybe some people are against it but it's worth trying because it's really easy to complain about all the problems in that solution but it's really hard to come up with new solutions to fix it and that's what you guys are doing and it's going to be hard and I just want to say thank you for trying that's it well I want to say welcome to our newest student rep Taylor Taff now just

057so I'm clear the board is with the plan that next meeting is Kayden's last meeting so that she can concentrate on trying to get all of her graduation things in order was that the original discussion okay yeah so Taylor do you have anything you want to share with us from a student perspective in all honesty honesty I had I was unaware I was gonna be sitting on the board tonight so from I said I said bringing up your question in student rep reports the only thing I can give like currently because I was I I guess I was just didn't understand the information was my personal opinion not only as a student or as a student at this school because I have yet to talk to other students but also as a band kid I

058have I've talked to some of the band kids on what they think how the K through eight would affect the band program and we are seeing very amazing superior ratings we're seeing the symphonic band getting all this stuff and Jazz Band I'm very proud of them but if we were to spread all of these kids out it's kind of hard to throw them all together and get them to work together and play together and blend with each other when they've never played with these kind of what these other people before and every instrument has their own personality and every person has its own personality so it's very difficult to throw them in to another thing as it was for me as a freshman so I just encourage you to not only think about test scores

059and and like the test scores and discipline but I also want to think about the social construct of the what the K through eight would provide or it's sometimes a lack thereof a social construct so that's all I have thank you good comment thank you she forgot the question she she texted me so I asked the board taylor was wanting to know if the board has a specific time we're gonna let students go or we're gonna make them stay to the end of the board meeting i know what's come up before as the student mentor they ask me all the time make and i leave hey can I leave I feel like the board as a whole really needs to give the student reps direction if we want them to stayed and the end or

060if we want them to stay till a certain point and then leave I just think it needs to be clear so that so that as the student rep mentor I can know what to say besides so you guys have to go and they want to look beep so I okay I was wondering I was okay I was wondering what your preference would be because my term hasn't officially started yet I wasn't sure if I needed to stay the entire time err fellas gonna be up on here the are like up on the board the entire time as I'm not a junior yet I'm okay with the other way promise it is something that the board would like to discuss in our inner area treat as far as what expectations would be for that that would

061be a good idea as far as I'm concerned for tonight if you need to leave early that's fine because it was a surprise it's okay I got a Chromebook and a notepad so I will add that is one of the items maybe just worked me into one of our current agenda items that discussion okay thank you student representatives we're gonna move on to item c1 required approvals the ones that are left in there just the ones that were not pulled out it's appropriate to start a discussion before a motion or to discuss after motion either way so whatever the board would prefer I moved to approve item c1 required approvals there's been a motion by director action to approve second a second by director Stevenson any discussion all in favor aye aye opposed motion carries

0625-0 move on to an item that was pulled item c2 this would be oh thank you dr. Hurst I almost skipped we want to honor will fun for us sorry I just I was cruising will please come up will was just approved as the new assistant principal of Hiawatha and so hopefully he has a few things to share I did that as a joke to Joe with yours it was really a mistake on the bottom you're gonna push on the bottom push the button and hold just till the light turns on an Inc there we go so how much to say I just I guess I'm grateful to feel like I'm I'm coming home I'm excited I wish my family were here behind me because we're moving back into the community and we're grateful to

063be a part of the community again it's exciting to come here and see a passionate board and a passionate community and and I've been following from afar the district and the moves they're making so it's it's exciting to join that team and be a part of the courageous leadership that's going on here to really make an impact for kids so so we're excited to be a part of it and in here for the long haul so thank you I'm excited for the Hiawatha staff I've got to know them over the last couple of weeks through the process in the hiring process and I know many of them already and got to know a few more so so that's exciting and and thank you all for the opportunity thank you we'll congratulation back well [Applause] okay

064my goodness yes sorry about that okay so this the item c2 is the specifically the Luda cago roofing bid for the West Wing office and middle wing and you had some questions about that gen what is the number that the board has to approve let's see what number dollar amount does the board have to approve before it comes out of small projects and comes into the realm of the board having to approve $25,000 okay so are we approving this because there's two bids and ones above that one's below that that is correct okay um what was good question though and I don't think it's necessary why unless we were to choose the more expensive one right okay so you're saying we didn't need to approve this I guess I thought it was in here because

065we approved up to a certain amount and now we're I my understanding reading this was that we're approving a lower total now than we had already approved before this is incorrect this is a completely separate extra this is a completely separate project can you remind us of the details of the first project the firt the first project excuse me the first project that was approved several meetings ago is a recoating of the East Wing it's where the there's a new urethane coating placed on the east wing and the quote for that was forty thousand dollars plus tax approximately is the east wing the part above the office that has the flap that you can see when it wins one is windy no where's the East Wing I don't know but it's not to be I'm

066not trying to be smart but it's more of this wing to the east if I wear what grade is in this one can I say that you'll be the later grades like fourth fifth the older ones in the far back yeah so that was the only one that was not in the full in the remodel project that was not old enough yet to be included in our bond and so basic stuff not being farted there right right but when you grow up with mountains and you can tell which side is East and West because of mountains and then you go somewhere that there's not mountains it's a little confusing so thank you that was me um okay so so it was an old roof that's why that was need to be totally redone that was

067that someone was explained to me okay and so that amount was for the East Wing was how much ish forty thousand twenty thousand okay seventeen thousand square feet the nine thousand that you're looking towards this quote is covers everything else no this is a completely separate project there is no recoding in this project so for this project the there is a portion of the roof on the East Wing there excuse me the west wing the middle wing in the office which is actually separating it's coming apart uh-huh so they're going to take that off fix it and reattach it there is ZERO recoding on this project so but you said that the the part over the office is flapping and if you drive by and watch it in the window and so they would take

068that off they would correct the problem and reattach it but then how does that affect the west and middle wings do they also have flaps they do that they're gonna do that on all on the west wing the middle wing and around the office so they're doing it to all of them even though one part has a flap yes have you looked at this is a huge difference between these two bids and that gives me concerns yes so the the othello school district has has a problem we we ask for bids constantly local contractors get incredibly frustrated and they say look you asked me for a bid every couple weeks you never come back and do the project so when Orland our director of maintenance asks companies to bid nine well I shouldn't say that

069six times out of ten they flat-out refuse no we refuse we received two bids for this project the one one price is three times more than three times higher it doesn't make any sense we have solicited a third bid because of that we have not yet received that third bid the project that came in at the approximately 9,000 of the 9125 that company the only reason they bid is because they bid on both projects they bid on the recoating and the fix okay we did not choose to go with them for the recoating but this is the price that they bid for the fix have you since contacted them to make sure that since they did not get the original one they're still willing to come back to do this yes okay all right so

070I guess back to your original question I missed the part where it wasn't connected because both of them are referenced in here so I thought they were connected but if they're completely separate I don't think this is something that the board needs to approve unless you're gonna go for the higher bid I think it's against the law actually the board can't choose the higher one from my understanding on a bid public bid needed to be approved by the board that being said it's in there is an action item we can just choose to not take action or the board does I don't know there would be a big deal if we did so do we actually have to say I vote that we don't take action nope I'll accept motion if someone has a motion

071so item c2 ludecke ago roofing did oh I'm sorry there was no motion by the board but but it should be for the record there didn't need to be and so it's not that the board I don't think is saying don't do this I think the board is just saying acknowledging that it's not needed that's safe I get sorry thank you okay so then we'll move on to item c3 curricular adoption Jen you had some specific questions on that as well okay so for these three curriculum adoptions that says in each of them that community and parents were given time to come and make their opinions heard I want to know how many came and checked these out well that the teaching and learning team speak to that so we had the curriculum available on

072people available from 10:00 to 7:00 and we had no one show up to do the to peruse the materials can you tell me where you put information out that it I mean I saw that on the building because I the building sure we use the same system the board uses to notify the public of meeting changes we put it up on Facebook we use the collar and we posted it publicly on the doors so you did do the phone system yep okay that doesn't reach a community but that does reach parents correct which would be the ones most directly impacted by a curriculum tip right right okay yes yes okay that's my any other questions I'll accept a motion on those I motion that we approve move I move that we approve these curriculum adoptions

073they've been a motion to approve item c3 curriculum at the for curriculum adoptions that are located within that second my director Stevenson's directed second by director Garza any discussion all in favor aye opposed motion carries 5-0 I got a quick question okay just really this is on past curriculum that's businesses and it was brought to my attention it was right to my attention list and this has to do with sensitive issues curriculum there's a just a difference between the our CW's and the wax on excusing your parents I mean excusing the parents viewing the material in excusing your students RCW requires the parents to view it and then they could sign up after they view it they could sign their student from not opting out the wax does not require that so that might be

074researched and you get in to find out absolute which one we're going to takes precedence absolutely okay we'll move on now to item C for superintendent comments there were three items in this if the board has any questions for clarification then feel free to ask those non non yes none where were we going there feel free to ask okay I have a question on the teacher staffing report I think is where was that I will start there absolutely you know my questions so it says in our current school year we have 31 long-term substitutes what I would like to know is how many long-term substitute teachers did we have last year and where are those current 31 teachers what buildings are they at how many idiots building he's a big cadet Sandra sure so 2016

0752017 I was trying to get that data and it's a little choppy I wasn't here in those years so I'll try to get that as best as I can I was looking for that dia thank you for 2017-18 we have them divided among the schools those long term subs a majority are at MMS and little kaga okay and get you exact numbers please I would appreciate that yeah definitely any other questions for clarification from the board on yes Intendant yes on facility use innovative facilities I see that the preschool is looking at moving into the into the sixth grade classrooms which I think it has is a much better plan than the portables is this just for the one-year term or what's going to happen to the supress cull the following year and then the

076eighth grade as this transition continues for next school year the feedback that we received about the challenges of housing preschool at that site and the issues with the portables as we you know continue to think about what ifs this model we worked with Jennifer Garza our birth to five director and our building principals around those ideas I see this as a couple year fix until the community decides what are we going to do about a bond what kind of facility are we gonna put out there do we plumb the portables that are on the football field I think there's it gives us some options and it extends the opportunity to continue that discussion but as in talking through it with Jennifer we are very excited about the that option that allows you to control movement

077of students in that area where today we were also talking about how do you use the the back of the building of MMS to transition those preschool students in and out so they wouldn't have to come down that main hall and those kinds of ideas but we agree we think it's a much better fix okay great now I see this as adding possibly three new classes as I read down this it says preschool new is that what that means yeah where we left the new yeah that's that's a good catch as well the one up top we had already planned that expansion the two below or again just in conversation with Jennifer about community need and the facility capacity we've asked to consider adding those as well and I know she submitted a proposal to

078Sandra regarding the FTE that that might generate but yes those are additional opportunities for kids in our community for preschool okay great because I love the preschool program it's did wonders for my grandchild and looking at the scores coming off of that it's just astonishing and I think it will help the kidney gardeners or the teachers not following year so I'm glad to see that add new spots because I know it was limited to just one hundred and twenty kids so that's very nice to see that so I think this the answer it brings up the question I have for clarification and so as far as when you said this is a couple year solution do you mean preschool being in the sixth grade wing or do you just mean what do you mean by

079that that's exactly what I meant I think it gives us time to consider either what the future of preschool is going to be what kind of facility are we going to need to offer what's been proposed in the vision which is preschool for you know four hundred four year olds in this community and and how do we do that the other piece that's it's more nuanced that you can't pull out of here is that some of these classes are half-time and some are full-time and so no I know Jennifer has been thinking carefully about how do we offer full day experiences for kids like your grandkid and half days and those kinds of things but I I see it as a placeholder as we decide as the community what's the next facility look like a

080comment made earlier about where we're at capacity and that's going to continue to be an issue so they're probably some misunderstanding I had with the transition plan I thought in the transition plan the in the 2000 2021 school year which would be the second year that that was those six grade wings were going to be occupied by the students it would move from doodle-ooh - Kavya so that was I was asking about that yeah that's because that's my understanding on the second year the transition actually McFarland will be full K through 8 except for your upper level grades just eighth grade will have not transferred yet so but what this allows us to do for this year is to continue that conversation about portable usage so we know we have some portables at our house

081in that parking lot we know we have some capacity on that on that football field things aren't plumbed in conversation with the board considering that there perhaps are not appropriate for preschool kids but over the next year could we make that happen could we could we still make that a possibility and and that's what I meant when this could be a couple years solution that physical location for for those kids so it has the wrestling room as the OSD preschool play area I assume that includes ECAP yes I would probably need Jennifer to provide the particulars about ecaps requirements related to physical activity and space requirements so but that's our initial thought as those kids would interact on one common area and then what would happen to what normally happens in the wrestling room that's

082currently a sixth grade classroom so next year that would be vacated okay there it was a wrestling that's about a year I see okay all right baby - okay so I have concerns with this plan it's not equitable across the district you're losing to computer labs across the district but other schools would still be able to keep their computer labs and from what I can tell here is that scoot knee and what he'd essentially have five kinder classrooms but all of the other schools would be downsized to four classrooms with a still same amount of students therefore 25-ish in a kinder classroom at two schools whereas other schools have 15 which doesn't seem it is far from equitable that way so I'm still seeing concerns here we'll start there okay let's start with a computer

083lab question the initial document that was shared with the board several weeks ago was that first draft this is a draft that included a technical team which was our building principals hey we want to hear from you what are some possibilities I think the next move for us is to go to the research and study team around facilities and safety and hear from them if they say equity is the driver and then we should we should consider that if they say use it most efficiently and it might be different at one school than another we should consider that but this is just the next evolution of of the plan okay the second question related to kinder class size is specifically around class size reduction and so it might appear that we're only gonna have those

084four classrooms but again in speaking with the principals and their leadership teams and their kinder grade teams there's an interest in perhaps capturing an additional FTE in kinder but not assigning them a room so in essence that's a partner or team teacher for the rest of the cohort allows you to do some creative things with with class size they wouldn't be assigned a particular space but that that team of five is working with a hundred kids as opposed to a team of four okay so that's adding more personnel but that's either personnel we haven't we have an access through class size reduction because we haven't had space so in essence it would be capturing that funding from the state and then providing that support it is happening already at I believe it's hiawatha that has

085the additional the additional five sections I might be fuzzy there but yeah we're already doing that okay Jenna reminds me of the statement that was made it was a wiser or an SBA where they said equal is not necessarily fair right and and I think that that I think it was equal is not always equitable sorry no I've heard it both ways okay sure I'm sure I'm sure it's been out there both ways but um so I mean that I think this for me I mean that was some clarity on that that we've let the buildings kind of say what's gonna work best for you guys and that's interesting the team teaching thing is interesting cuz that's that's a new thing this year that we've been been doing it at one school right yeah I

086think the most consistent trial at that has been over at scoot knee they've been running that in a first action so some lessons learned through that process but still interested in continuing that approach can you share where the portables the plan is for portables at what he does yes I don't know if we embedded that content but I did receive a an image from Greg volts and they would be on the south end of the property right outside the k1 wing between wahida cincy BHA okay right out that thank you for the geographically challenged person yes so just for clarifications this this is the the final plan or this is the pencil in progress still in progress okay still a draft and when when do you expect to have the final version for the parents

087and teachers and everybody to know what were the kids are gonna be we had a facility a meeting scheduled for today at 3:30 but we had another session at MMS that we had to attend so that meeting has been rescheduled I believe for Wednesday at 3:30 to bring the research and study team on board to expand beyond that technical team get some feedback from that group and then we would send it out for feedback to the community and I would you know we'll see how that meeting goes on Wednesday and I think that will tell us that the timeline moving forward Greg volts though and Orland and dr. boda are moving forward with the portable idea and and prepping for that work I don't think expending any funds around it but doing the thinking and

088pre-planning for permitting and whatnot related to that project we're looking at right wet or dry facilities I know I see there's four classrooms so that would be two portables they're wet if you look in that quotes I'm sorry there's wet and dry in there isn't there we recommend it wet okay um there was one last question somewhere in here it said occupational therapy at Luke agha is there another possible and and please stop moving hi camp oh my gosh that's so confusing and such a pain not only for those that have kids in high camp but for that poor teacher there's such a stepchild um occupational therapy at ludic ah go where where else could that take place is there somewhere else in that building that there is an option for that yeah there's actually

089quite a nice space for that work room for at ludecke AAG is where the instructional coach is currently housed we made some adjustments adjustments to the main office staffing that vacated an office near the front of the facility so the instructional coach will move to that space be right at the front of the building and that opened up a nice space for the occupational therapist okay I know as you mentioned hicap and that possible spot would be in the room up above blue Takagi where it's currently the gym yes it's my understanding that many years ago that's where the district high cap program was housed and I don't see Jen Perez here today but that was part of her feedback in her comment about yeah what's old is new again moving back to that space

090and using it as a as a classroom space my kids went to hike out there there are some really large high camp classes now and there are some super small ones just to make sure that that has plenty of space for those larger sizes like a large closet I don't relish this as a board president but we are definitely getting operationalized Hill right now and so let's just what I would just remind is this is a rough draft there's lots of feedback going into it I think it's good for us to get clarification so it's a fair if a committee member asks us we know how to answer questions but with this being such a rough draft I just I think we could get down a rabbit hole pretty easily so yeah I know we're

091not there yet and this is not actually in here but I do have one other question on the plan that was on the website for next year mainly I just wanted to clarify that current 5th graders will stay in the same school their hat absolutely and then my other question is is when it pertains to little kaga I understand the 5th grade is currently half dual language and half traditional still that's as we haven't transitioned all the way to full dual at the kaga so I was wondering if there's thought but into are we gonna keep the non-dual kids still they're all by themselves next year as well or or is there some other provision being made for them in unit please so moving those non dual kids if we wanted to do that next

092year if I understand your question correctly would require an evaluation of their school boundary and and where they might go so I just based on the timeline I'm not I'm fairly certain we would it would be very challenging to create that those specific boundaries without creating a potential move the following year so we're working from the model that those kids would would continue on that campus I did get some calls from some parents about that particular issue of it thank you okay we're ready to move on to item c5 pre-approved presentations to the board from superintendent staff and this is our presentation from Hiawatha Elementary our annual report okay I think we all fit good evening ladies and gentlemen dr. Hurst can you pull that mic closer to you please good evening ladies and gentlemen

093dr. Hurst and distinguished members of the board my name is Heather Dyson I'm the principal at Hiawatha and I'll let Joe introduce himself I got to me a few weeks ago but I'm Joe Jones I'm the current assistant principal and will be the principal next year I'm Melissa Rocha and I am the instructional coach at Hiawatha thank you so we're very excited to be here tonight to talk to you a little bit about Hiawatha if we can go ahead thank you so as part of our work this year we really looked at what do we want each student leaving hiawatha with including academic skills what is our statement for success so together through collaborative work we came up with a statement that all students will leave hiawatha ready to effectively apply their academic social emotional

094and problem-solving skills to promote lifelong learning this led us into developing what we call that universal student achievement that path for success so we really analyzed our vision and mission and from that we pulled out those key terms to really create four pillars so pillar one being intentional engaging and challenging instruction pillar two that environment of respect and rapport pillar three responsible learners for life and pillar for accessibility for all students so those come directly from our vision and mission African roof and then the next piece we did was really identify what are those key points underneath each pillar that we do on a daily basis to create an environment so what are the things that we put in place to have an intentional engaging challenging and direction we provide quality professional development we have

095our committees that meet regularly and they're aligned to both our curriculum and the pieces that were engaged in through our Universal achievement we have our PLC's we're working on specifically on teacher clarity that collaboration and that observation and feedback and if you look at each pillar we've identified each one of those so as we work and we really dig in throughout the year we align our pillars and really look at those intentional pieces that we want to have growth with so moving down can I pause you for a second please can you go back up what's hot under pillar is we're all hot it's the hiawatha outreach team and so what they do is they really they were developed last year in order to pull together the Hiawatha community and so really working on what

096kind of activities can the staff do together to not only have fun and engaged in one another in kind of a respectful relationship but develop that that rapport and kind of those foundational things that really lead to that collaborative work so building the staff yes as a team yes okay thank you so we are very excited when the district brought on the teacher clarity and we've spent a large part of our year really digging in to teacher clarity so identifying those learning intentions that success criteria and those learning progressions and melissa is going to talk a little bit about some of the work we did with that apologize I feel like with my teacher voice this microphone is going to make it a little bit louder so I'm just gonna talk to you a little

097bit about some of the work that we started with this initially after a team of teachers from our school went and participated in the teacher clarity professional development we brought that back to hiawatha and really tried to think about what our next steps at Hiawatha and so what we decided to do is during this time we pulled grade teams twice throughout the year to do some of this work together and we really went through the process focusing on the success criteria which involved breaking down the standards and really determining is everybody on the same page with what the standards mean and how can we break this down for our students to understand and to evaluate their own understanding of what they're learning so during those two half days with gray team we did some of

098that work where we're breaking those down and making connections to some of the past work we've done as a staff and this has really laid the foundation for the work that we've continued on with some horizontal and vertical alignment if we could go up one please thank you oh thank you so the next piece that we really worked on which connected very closely to that teacher clarity is that vertical and horizontal alignment so once we knew how to break down those standards we wanted to make sure that k5 we had an alignment of those standards and understanding of what that progression should look like so that the expectation increases by grade level and we know that for example in fourth grade if they're expected to have a topic sentence and details that they're going to

099be expected to have more details and elaboration in fifth grade so that we get that clear progression we worked a lot on that standards alignment and that was the majority of or a good portion of our work kind of looking at that horizontally within a grade-level team and vertically k5 we identified some of the strengths and needs of the students which then led to if this student is a three if they meet our success criteria if this is a clear example let's go ahead and create a rubric so that we know what each expectation is and that rubric we were able to really create exemplars and with those exemplar x' were able to look at what our students missing and if they are missing something how can we target that in a small group instruction

100so that we're very clear and targeted on what those students are missing and what they need to get to that next level as a team we also analyze the standard and kind of that success criteria to determine if they're meeting and if they're not and then just those next steps in both teaching and learning so what is the next progression for that learner what's that next progression for the teacher in order to get the student there so we've kind of laid that foundation of where we wanted to build it as we work specifically on some opinion writing K through five so some of the steps that we're looking for as we move forward is expanding that tool to all of ela and to math so there's some continuity amongst the staff so they understand what's

101the progression when a student goes from first to second and so on if we represented teachers in our building if I'm a fourth grade teacher I need to make sure it's very clear to me where were they in third grade but I also need to understand where do I need to get them to fifth grade so together as a staff we're working on laying those pieces together so it's very clear what that should look like but we also realize that would be an awful lot to to bite off there's a lot of standards that are out there that we have to teach and we need to be realistic of what we're trying to tackle so what we're planning on doing in our with our staff in June the week after school gets out it does

102take a couple of days and look at some of those major clusters in ela and math where we're gonna get the most bang for our buck for students and really try to tackle a few of those standards and kind of come up with some of those non-negotiables of how do we tackle those standards as a building so if you're looking at problem working on stroyed problems so to speak how do we what what is expected from kinder all the way through sixth grade of how do we address that whether it's how do we annotate the problem are we boxing highlighting underlining what are the strategies that we're going to use so that we are all on the same page there's common language for the kids so the Macan make that as smooth as a transition

103for all of them and so that that's kind of a piece that we're pretty excited jumping into so that not only are we all on the same page but so that when teachers are getting together on their PLC's they're able to collaborate on that making sure that they look at the data are we are we meeting the needs of where the kids are at or do we need to revisit some interventions and provide again if I'm working with fourth-grade students maybe we need to jump back to third grade and figure out what pieces are we missing how do we how do we fill that in for students and support them but we can have that collaboration piece as not just a team but as a building so as part of the process this year we

104really recognized that we needed to spend more time on data so if we just go down yeah thank you um so part of what we did was really look at what are those essential pieces that we need to be covering in our data meetings and we lengthened our meetings we actually doubled the length of our meetings prior to that we'd been doing a lot of creating our rgr groups and now we really wanted to get into what are some of those next steps as we dig into that data as far as trends and gaps what what are our students really telling us with that data and what are some things that we need to put in place as far as interventions so just being a lot more intentional with that piece not only increasing the

105time but making sure within that time that we had a very clear protocol to reach more than just the rgr data to reach some of the star data looking at math and reading and just being able to cover more of the whole child rather than just that reading component and then being able to look kind of as a grade level what are we seeing some of our needs are and how are we going to address that and then also just looking at that RTI system this year we've always had that RTI protocol where we looked at that specific need of the student developed a goal this year what we did was we actually added a behavior component to that so that if teachers how to behavior need they were able to bring them to the

106RTI behavior team and we were able to systematically look at that what is the frequency duration and intensity of that behavior give a question what is RTI stand for response to intervention I'm sorry yeah so really just kind of honing in not just on the academic but that behavior piece so we could then create a baseline for that behavior set goals monitor and adjust as needed so I think that's really helped eliminate some of the behaviors so that we can have more time that we're spending on academics okay now we're gonna start talking a little bit about some of our celebrations with academic growth and I have the privilege of talking about some of our kindergarten data what you see up here is some pre decoding survey data and what you'll note the pre decoding

107survey is a reading readiness assessment that assesses students phonemic awareness and their letter names and sounds and these are all reading readiness skills that students need to have in order to develop into a strong reader if you look up here at the chart you'll notice the first one is last year's cohort I know it's a different cohort of students but essentially our cohorts have started about the same each year in kindergarten and we're really super excited with the new preschool data coming in to see what next year brings but at this point in the year last year as you can see were a lot farther along with our pre decoding survey these are students that are on track to meet the end of the year pre decoding survey benchmark one thing that we really attribute

108to this is right towards the end of the year our team really got together and started doing some focused work around intervening in these foundational skills and carried that work forward this year and then with the addition to some new curriculum that they were using in their classroom they've been our team has been super excited about the growth that they're seen and their students in fact in March we were able to give about 34 of our kindergarten students the end-of-the-year decoding survey because they were meeting benchmark already on the pre decoding survey and there's not really an end-of-the-year benchmark for kindergarten per se it's just lets see where they're at with the program that we're using but 28 of those students were already eating in the beginning of the first grade benchmark so we're really

109excited to have this group of kindergarten students moving into first grade next year with some really strong readiness skills to be readers so jumping over to first grade not only are we excited about some of the data that we're seeing with that but some of the conversations that are happening with the grade team specifically who is putting in a lot of extra hard work to bringing about some of these results in the fall they gave the star math assessment to see where those students were at with some of the those basic first grade standards and whatnot and from that it was they also realized that they wanted to give the students a team created assessment based off of skills and so what they did is they administered that to the students and then Figg based

110off of the skills that they saw where the students had some gaps they determined that they wanted to create a walk to model where they'd be able to focus in on the different skills that the students needed some extra support and began to watch you so we realized that walk to is not necessarily anything new and and many of the buildings are using a variety of that but for this team they wanted to be very specific and targeting those skills that they had identified with their group of kids and as they as they went into a six-week cycle were very specific in each room having a specific task during that amount of time and so whether they were working on number counting recognizing numbers missing numbers greater than less than just a variety of different

111skills but every room had specific skills being addressed then as we can see in march as as they were able to reassess that we were able to see that tremendous growth what not only are we able to celebrate the students in that that so many are on target to be at benchmark the process the teachers are going through is they really looked at student by student what was their need and how were they going to address that in each and every classroom and also allow the paraprofessionals in the room to be part of that process and so we're excited to continue that type of work moving into the next year where we're making sure that every student name by name is being addressed what are the skills that that they're needing some extra support and

112then we addressed that grade by grade so as we look at our second grade data we've followed the same protocol as we did with first grade where we really targeted that BDS by skill broke it down into sight words initial and final consonants diagraphs blends created groups did targeted intervention had connected text so that they're actually able to apply their reading skills with a connected text and introduce that writing instruction by March we were not we were really creating a big yellow bubble but we weren't moving that grain significantly so that last piece really looking individually at the students and those students specific needs was to completely change our elo model so where we used to have a pullout with those students we have very high elo needs in this grade level specifically we now

113do a pushin and a team teach in two different classrooms so we're targeting forty students and so we feel like that was somewhat of that biggest factor that we weren't really targeting quite as significantly so we feel really excited to see at the end of this month just kind of how that growth will come out with really giving specific language skills those siddhaye strategies those English language pieces that they need and that practice on a daily basis so if we look at third grade this is just one example of the fractions assessment we've worked closely with third grade and our goal was to get at 46% with our edge site quizzes our ESPA our ESPA interims on both fractions and operations and algebraic thinking and also the star data we're at 51% so we've actually

114surpassed our goals we're very very excited this is just another example of that same intentional planning and instruction that we've done with the other grade levels so we're very excited to see this growth they've actually done an amazing job in fourth grade we're looking at fluency so that is um the ability to read easily and accurately so the students are becoming more accurate readers and becoming more quick at reading what the content and then just our last one looks also at fluency for fifth grade and so those students are reading not only more easily but also more accurately so just jumping over to end policy 3 as we've looked at personal responsibility and citizenship in our building you can read the different items and things that we've addressed that are there on that slide but

115to maybe put a little bit of a narrative to that it's been an exciting process to work with the teachers and students and staff as we've really tried to not just focus on PBIS which is positive behaviors interventions and support but what we're really looking at is developing a culture in our building where kids take ownership of their behavior that their that as we say at Hiawatha we soar that we're safer on task always respectful in response we want the kids to truly believe that and show that and support each other and that work and I think a perfect example of that was actually in the fall when using some data that we had from the previous year we presented data to students and showed them kind of where we were noticing certain behaviors and

116different types of goals that we wanted to establish and then based off of those goals a variety of different rewards that they could choose from and and the students chose the goal the students chose the reward and they were super excited because they were going to get to duct-tape me to the wall if they met their goal why did you know did they achieve that they did why did I think I was able to I think I destroyed all of them so next time Heather please take his phone and include one of those my personal favorite part of that process was yes we have the goal up and we were charting that throughout the building but to go out at recess in kids like him mr. Jones were excited to take you to the wall

117when are we gonna do that but that immediately started some conversations what do we need to do to make that happen oh I got to make sure and they you know they did explain some things and then that started a conversation of what do they need to do with their peers in the classroom and at recess and just lots of conversations any time I walked outside any time I want the cafeteria I was approached at least five to ten times about that and so the kids were picking up on those types of behavior so again I'm not going to read all the list to you but the students were making becoming part of that process so is the plan next year to die wills hair red yeah we're gonna see if we can get his

118head shaved right we'll see what happens we'll see what the students decide but what we are looking at we don't want to settle for where we've been this year some great things have happened the kids have taken a lot of ownership and the teachers have tackled a lot but we want to provide them some more with more tools as they work with kids and so we'll be tending some different conferences sending a team to the national safe and civil schools conference we're not only will there be more conversations about PBIS and how to move that work forward but also developing classroom management tools and pieces of what's known as champs and so maybe in the future year we'll able to share some more of that working with the other buildings we're looking at implementing a

119system known as Swiss which is basically a way to track the discipline data within our building so that we can see where and when the different behaviors are taking place not trying to figure out who or what is causing all the problems but so that we can have dialogue about how do we support the staff how do we support and help the students understand how to improve what we're noticing but like we did this year let's give some students students some voice and continue some of that fun tradition that we've begun this year it really has become a fun process where the staff has taken that but very much where we need we need to provide them more so that they feel that they have the tools not just to work with kf5 students but

120how will that look in our system moving forward how does that look for 6th 7th and 8th grade students also collaborating with the other buildings and what they're doing so we look forward to some of those steps in the year to come and just in summary I just wanted to say I I have felt very blessed to be a part of both the Othello's and the Hiawatha community this year and I felt very supported by Pete Perez and dr. Hurst John Wiseman he's been my mentor this year I thought it was a really special place I'm sad to be leaving but I am just so happy for my experiences here and I just wanted to be able to voice that tonight thank you for all you do thank you for your presentation and thank you

121for allowing us to come visit there's an opportunity for the board to talk about our visit and things you noticed there start with you can I comment about the report yep thanks for the report and I'm glad that that you focused on the ends actually all three ends are in here not just ends three in different spots for academic growth great to see the growth and as a board member it's really important to me that our kids our students are growing from wherever they're at to wherever they end up it in at the end of the year and it's great to see this data I did want to to thank Heather for for coming to Othello I've heard lots of great things about what you've done Iowa we're gonna miss you and as a board

122member I wish you the best in your future endeavors thank you so much how'd you pick those fourth graders that way they were incredible they were great kids yeah really enjoyed them really enjoy them thank you so much ditto on the fourth graders that was great I loved seeing how your staff apparently hot is working yeah because your staff is such a unit together and they totally support each other and that was obvious in in many different ways not just in that meeting but in many different ways to have them all truly support each other and to have a school that not a single teacher is leaving because they all want to stay there and they want to continue to work together is amazing thank you kudos on the prior mentions and I got to

123say that when it comes to your staff I was brought to tears because your staff was was very emotional and there was not a single negative comment made towards the school towards the district towards administration towards a configuration towards anything on the contrary it was we're excited to be a part of this young lady said that she was gonna be here for a year now because of what's going on she's gonna stick around it was great to see it was great to hear I'm trying to think if I've been contacted by a teacher I haven't other than that day and it was very good to see the emotion just the interaction the the I got your back that went on in that 25 35 minutes was great to see it was it was reassuring to

124me as one board member that the things aren't as doom and gloom as they seem and I'm sure that that's you and your staff deserve the credit for that the atmosphere you all have created Joe you've got big shoes to fill hopefully you build on some of the things I've gone on this year and and like like they've said thank you for your contributions to the auto school district great good luck in your future endeavors thank you so I as a president I have to go in and run those meetings as well and I'll to be honest I don't know if you guys heard about some Facebook stuff going on but there was uh I heard about it and there was a lot of negativity and I didn't know what to expect going into there

125but like the staff made my day I'm telling you it's like they're their positivity and comments they made I would just like visit so um yeah the same is what everyone said but the staff was just so impressive and and I don't want to take a lot of staff has been there before they're on another level this year in my opinion and so doing a great job over there he's gonna do an amazing job I'm really really glad well tell them thank you for me for I wanna help of making such make it such a great visit thank you can the fourth graders oh those guys and we couldn't do it without I just need to say we have an amazing instructional coach so [Applause] okay we're gonna move on to item D assurance of

126organizational performance the first item in here is the monitoring porch from the superintendent I moved to accept monitoring respond are monitoring reports from the superintendent for item D 1-1 L 16 and Eden 1-2 EO 20 there's been a motion by director Ashton to accept the monitoring reports from the superintendent does that mean I can't ask questions nope okay thanks sir ii ii ii by director Garza is there any discussion yes can we go into L 16 let's start there under number 1 the TAC what what does tax stand for I just wrote in the notes Tecna Technology Advisory Committee does not have it says comprised of teachers and staff does not have community involvement I have concerns about that because that is something that we always want to see under number 3 that was just

127a comment not a question you can make a comment and SurveyMonkey - oh yeah in under number 3 it has so many different courses and trainings and all kinds of things i would like to know and i know some of them are duplicate sorry teaches and maybe reteach is the wrong word but updated things about how many staff were involved in this list for well we had offered so the the June timeframe I wasn't here at that time so I'm not quite sure but if we can get you those numbers I think that was held by part of the teaching and learning team you don't think your mics on that's all okay I'm sorry so yeah we can definitely get you those numbers when I some of these trainings I have on there I have

128an Excel spreadsheet so I didn't include them on here but I can I can definitely get those dr. Hirsh and he can give those to you okay on number four can you scroll the number four please sorry you're taking notes so it only addresses students that ride the bus or that go to that play sports and ride the bus other than potentially putting Wi-Fi out in the communities in buses how are you addressing this for non bus riders or those that live within city boundaries that are not in the right word is high density areas I think is the correct term so this face was as a pilot phase so we just want to improve the concept of worked so we outfitted three of the buses with Wi-Fi just to testing purposes especially going through

129roads and all stuff and inner findings we you know we we first tested out 18 t cards and we found that there were some areas that where students were being dropped off they didn't cover service there so we ended up trying Verizon and Verizon did so we we were piloting this this this concept so moving forward we are having plans into the new student enrollment online enrollment to ask questions whether students have internet services at home from there we can based on data off of kind of a keep you know where these students mostly live and then from there we can we can talk about putting buses in those communities to help serve those students whether they ride the bus or not it's going to be will be for all students so it just said

130there was a line that it said can you won't see under current reality we feel that this helped students complete their homework in a timely manner but so so we found because we were able to track devices being connected to our Wi-Fi on these buses and so like this last boarding event we found that 25 Chromebooks were connected to a Wi-Fi on the bus and how many students what I forgot was 14 I think it was like a baseball a baseball event that went I think Cecila I think they played in Selah ok weekend's back and so they took their Chromebooks and so we are assuming because there was connected and all stuff that they would be using that for school purposes because they would do go through our filter and all that stuff so

131ok the concept behind that is because I used to play sports when I was in high school and during the during the week we had to go to those away games you know I'd always come back home at 10:30 at night and still having to do my homework so the purpose of this project is to allow those students who are coming back on those bus rides to do their homework and I have to worry about it when they get home that's the purpose of it I feel ok and then Oh Taylor do you have a question there I just wanted to say for as when it went as I was in sports I would talk with a lot of public girls and all the other boys who have been in fall sports and the problem

132with school being pushed back that even though it may not seem like 10 minutes or 20 minutes for when we went from 302 to 320 may not seem like a lot but a big problem was we could never get our homework done on time so in volleyball I know a couple of the teams would have to be scrambling using the school Wi-Fi of the way schools to do that so I can I can completely see from different people's point of view how that is very very beneficial and I would encourage the board to pursue that because I know how beneficial that can be to certain students because that can cause failing of grades and the family of grades can cause the almost the for lack of a better word disapproval of participating in sports because

133there's no way you can do that so to encourage just to for the sake of the students to pursue that and make that more available thank you for your perspective and then can you scroll down to the all the big charts he's got at the end of every child cake there's like here you put where the funds would come from the potential funds for the different specific ideas and stuff district budget irate grants for eligible equipment most of them say not this one not worksheet a but I guess the many of the others le a and Levy funding have you I guess I have concerns about next year's le a and loving funding because that's gonna be cut by I think 50% all right there to all of our district it is gonna be cut

134but the funding that we're having to use now to to pay teachers wages is also going to be not in that number anymore it all sauce we just want to consider both it is gonna be cut but a lot of that le eight lay and money is being used to pay steep salaries now to its it's against the law starting next year to do that right that we have to come up with somewhere else okay good point that was my questions for al 16 thank you and then yell 24 safety can you go to number one it talks about a reentry plan and then at the very last page of the document only has a reentry plan for current mcfarland can you or do all schools have an entry re-entry plan can you explain and

135detail a little bit more what an entry plan is re-entry planning and why and when it would be used come on down Amy hello so the idea of the re-entry plan right now it's in draft form McFarland and specific Carlos Gonzalez is gonna took the initiative to lay out some interventions that could be tried as mediary steps between you know the perception of not doing anything all the way to suspensions and explosions so we're trying to get creative in our team about coming up with creative energy interventions that are very specific to students so the one that you've seen is a draft and our idea is to spread that across the different buildings and have them very much personalize them to their own age and their specific schools and what they have to offer so

136reentry plan like when a student's been expelled or and suspended or the one that's attached to this is much more would be used as a kind of a mediation step so no maybe there was some kind of a threat or an issue happened and rather than saying a day out of school or three days out of school or whatever we just want to have a concrete plan where the parents are involved the staffs involved and saying these are the things that we're going to try for this particular amount of time and then before they maybe reenter a full day or that teachers classroom or whatever it might be we want to see the results of some particular interventions okay gotcha thank you that was all my questions are there any other questions by the board

137on item d1 okay then we'll move on to item d2 we need to have a oh that's right we didn't finish that we have a motion on the table in a second to approve to accept these reports all in favor aye aye aye opposed motion carries 5-0 thank you board now we move on to item d2 the board approval of monitoring response documents there was some pretty lengthy responses and I was supposed to get little votes there I didn't get my little vote she's doing it so okay thanks and 20 compiled those I went through my I felt that they represented what was talked about in the board meeting so if the board has had a chance to read those and has no issues with them all except a motion to approve the monitoring response

138documents from last meeting I moved to approve the monitoring response documents 4 & 1 & 3 and gp9 been a motion to approve monitoring response documents 4 & 1 & 3 in it and gp9 by director Garza second second by director Ashton any discussion yeah I just wanted to just a follow up question when I see the GPS it reminds me in the BS RS I have the survey monkeys been updated to add a question for improvements the board can make so that it's not blank every time we do one of these yeah I think after this one I realized that that was so we updated the ends I still think we and the eels were right I think I'll still think I need to update the GPS but that is the plan just Survey

139Monkey it shows up so that we can start putting in yes answering the questions and one of the things that I think there's four days be reminded of it thoroughly to me is there is an expectation that everyone puts something in there is something we can work on right and then as a group we'll decide what our priority work on would be BS thank you for the reminder on that till yeah did you capture that okay so BSR and gps will have the same SurveyMonkey correct els we're already correct because that's what all survey monkeys were based off of and then ends has been changed as well that am I getting that right yeah okay all a favor hi pose motion carries 5-0 we will move on to policy review there are three items and

140policy review that were carried over of course because they were items that we monitored and then we have an additional five that are revisions have a question on ends three that open bullet I don't know what to call it this open circle sufficiently will participate sufficiently not really I don't know what to change it to but I think sufficiently is an on is not the best word more active word I guess now I don't know what to put in there but we don't just want it to be sufficiently we want it to be I don't know above and beyond don't let me just keep talking here because I'll just keep so do you want to recommend we just take that word out I mean you can recommend whatever you want the board may not agree

141with you I'm just trying to I know I know right right well we'll get into all the red stuff that I wrote in a minute I'm waiting for a recommendation I we taking it out could work each scholar will participate to an angle enable effective learning we don't need to put an adverb in there it's not the right word it's been a while since I've been an ela thank you yes I propose that we take out the word sufficiently okay can we fix the formatting when we're doing that it shouldn't it's not intended to be a sub bullet underneath the the first item as per my memory anyway it's supposed to be three separate bullets you sure just because it says we'll take responsibility for his or her her his or her academic success and

142that talks about the innocent no however that happen I remember it being three separate taking responsibility and participating are not always the same thing so I I would think I would agree with Tony whether it was supposed to be that way or not that three separate bolts instead of a sub thing so have a question Jen how do you think the change changing the word sufficiently would impact students in the end to reach to achieve our ends or impact the district to do something differently to show compliance well I think that they can still participate to enable effective learning I mean sufficiently is subjective yes that - have you taken my opinion you think it's more subjective if it doesn't say sufficiently well I mean you could yeah I mean participation is you show up

143one time because they participate right whereas I don't know if people would argue that one time showing up would be sufficient participation so this objective but the superintendent interprets it that way then we got to rely on his interpretation right I'm getting it what that's kinda what I'm getting at what do we think that that's going to change with the interpretation of okay then let's change it to enthusiastically instead of sufficiently I have multiple children that would have problems there what word would you suggest that is more that's stronger than the word sufficiently I don't actually have a suggestion my person I don't know make sure we're not changing changing that I don't think it really impacts it either way and so I guess I don't see yeah I guess it maybe dr. Hearst would

144tell us that if he interprets it differently one way or the other to me it's it is clear to not have that word in there but I don't think it changes anything really and and if it substantially changed the policy that's where I would have an issue with an end policy being substantially changed without going back to the public and making sure that that reflects the public's views because end policies are really meant to be a collaboration with the board and the public so I guess I would feel if I felt like it was deviating from the original intent I'd have more of an issue with it then then what you're suggesting if if the board feels like it makes it clearer easier for the public to understand it's not a big deal to me

145one way or the other you accepting toys answers yours Ken what do you think to me by removing it I don't think it will really change what we're trying to get out of ins three I think it's still statement your final what you want out of it was Mike mr. chatty tonight just what what what would the measure be I mean isn't that what we're after is it does there have to be some sort of measure here um participating I guess a measure to me in time so if I'm there one time like Rob says I wouldn't call that participating I guess but again still subjective I guess subjective either way though sufficient to you may mean six times sufficient sufficient to dr. Hirsch made me and they showed up yeah so I'm kind of

146I'm kind of where I'm going with it is what word would change the overall intent to this and I don't think if we change this that it does if we take it away it does so I'm more with Rob where we just let's not change it because sufficiently does it look good or doesn't rhyme or doesn't you know no no I know I'm trying to just say I mean if we're gonna do if we're gonna enact a change or if we're going to revamp something that's let's say this is why we're doing it and I still agree with Tony on the formatting I think it should be its own its own bullet but I'd be open to either way whether it stays or goes so one thing is there's a bunch of them here so

147if we want to separate them out into motions they're just good for comfortable doing them all together or whatever I want to do them one by one what's that one by one for me but if you're saying you're I'm not I'm not ready to approve all the rest of them so what do you mean no no I think you're talking about sufficiently and the bullets we want to move and just try to remember what we did and vote on all at once or do one autumn separately I think is what I was getting at for me I'm okay with Jen making a motion as long as it's the first reading so that it comes back to the next meeting with the corrections being made so I can see him I move that we do what

148Tony sent tell me what I have to say here jaunt me to make the motion for it yes please all right I move that we have a first reading of EF e EO three sorry and three reformatting the bullet point that says each scholar will participate ficient Li to enable effective learning striking the word sufficiently and transitioning that bullet point back to the left so there's three separate statements it's been a motion by director Ashton for a second can I amend that that we take out the strike of sufficiently but keep all the rest they said okay so you can't see your emotion you can just say I amend it that's not I'm a man going to not strike the suggest that I had you guys have all kind of and I understand what you're

149saying we still need to do three separates there's been an amendment to the amount to the motion to not strike sufficiently but to make that change to the bulleted format I second there's been a second to the amended motion by director Garza any discussion all in favor aye opposed motion carries 5-0 does we trying to challenge my Robert's rule of orders oh no you can't I think yeah I'm no expert well okay so that was a approval of he one - two and three which is he won - to there any other current policies that we'd like to discuss revisions on al 15 so we just go down one to one they're all current policies right could we just start with the time as I meant the ones that we don't already have revisions do

150we want to recommend more if it revisions on those but I can go one at a time so anything on al e 1 - 1 e 1 - 2 we've taken care of he won - 3 e 1 - 4 yes that's GP 17 right yes okay but I'm assuming I don't know who wrote who wrote I wrote it was Jen what what what's your intention your thought process by making this policy change so that the student reps feel that they can share their opinions or the opinions expressed by other students without having to feel like they will get in trouble for sharing those opinions my only concern is is that GPS is the board holding itself accountable and when you when we start putting language in there about holding somebody else accountable I it's

151confusing to me I don't know if this I don't disagree what you're saying I just don't know how we're gonna monitor this because we don't this isn't a aniele it's not worried it's not something where we require the superintendent to do anything this is how the board governs itself so this specific issue and concern that's all unread is there an L that we could put this in I don't know that it was just my only because monitoring and I don't know I monitor this as a board member and say I know there's going to be an arrested any issue for me but we're talking about administrators and employees of the district which is the superintendent's responsibility not the board and we need to keep it clear separation in my view because we need we have

152other policies that conflict with this that say that we don't give direction to staff directly yeah you know what I'm saying yeah I trying to get to here I just don't know that this is the right place to put it okay I I think that it could be in aniele I don't know right because it talks about how do we make sure we that doesn't happen how can we as a board and I don't think we can so I do think any yells a proper place and uh yeah good point start to figure out where to put that you know or you can make it new and if you want to yay more okay any other comments on GP 17 only two board members agreed by the way unless you unless you agree Jen no

153you make a very you ER it's right you're right I think GP czar for the board they're not yell so I think that it's an al that I need to find to put that inner create okay that's three so I think there's a consensus of that so I'm assuming were to move on to the next one al five I'll just read the addition to eo5 item ten first it says I'll read the overarching statement with respect to employment compensation and benefits for employees the superintendent shall not fail to employ the highest quality staff at the most reasonable cost to the district nor jeopardize the fiscal integrity or public image of the district therefore the superintendent shall not cause or allow a failure to promote living within the school district boundaries to building administrators directors an

154executive and the executive team that was the addition just ask the same question several times Jen that's okay your perspective what what are you trying to accomplish by adding this and then afternoon with that I want to hear dr. Hurst's interpretation of it so as a board member I can and then I may have another question after that but I feel like those people in those positions have the largest amount of influence for our district and if we are paying them those salaries we want those for them as much as possible for those people to live within our boundaries number one to understand our district and the students within it and our community to pay taxes into our community and to be to have the buy-in to be a member of our community not just

155a person that travels here and doesn't fully understand our community dr. Hearst how do you interpret what would you do to be in compliance with this and what's your interpretation of what that means just off the top of my head I think this would be something that's probably part of our interview process or questions that we would ask a candidate which is something that we already asked candidates their intent long-term ties to the community they plan on moving to the community I think it's something that we already do so maybe some clarity since you wrote it director CMOS and what were you thinking about - making it mandatory well it was right and as the joke was it was the Joe John Joe oh my goodness you're gonna say John Wiseman plan right that was

156always the joke that it was called that um but uh I'm sorry what was your question just trying to get clarity from you what what were you thinking about when you put that piece in there that they need to live here that's I guess what I was okay now so I think the key word is promote yes so I think we're doing that now through our current process okay so I have some questions for you Jen they're not they're not tough ones okay why if we think it's important for employees of the district to live in the district why wouldn't we be in asking dr. Hurst to encourage all employees I like the word encourage not promote but personally but why would we not be asking dr. Hurst to encourage all employees to live in

157Othello I just why just administrators and principals and district admin team do you feel like a teacher wouldn't wouldn't be important for a teacher doing I think it would be important for every person that works in the district to live within the district boundaries I know that we have challenges in our community and we're not ready I'm not ready to to put that into an L yet to say every staff member because but you're really not working it and this either you're just asking the superintendent to encourage to live here from oh right I'm gonna suggest you change it to encourage encourage okay I would understand that let me promote changing I don't know encourage me it makes more sense to me than promote but okay I'm fine with that changing that was but my

158personal I'm not against putting this on here I would I would probably be be against it if you were writing it in a way that it required people to live here because I think there's a part of me that feels like I understand exactly what you're saying I've heard from some tax payers that they feel like that that tax people that pay taxes feel like that they should live here my personal feeling as a board member is is I want people to want to live here and so I've talked to her encourages people with appearances this is a great place to live I live here this is why I live here like that's that's great too for some I don't think you can force people to be active in the community I don't think you

159can enforce people with your employment to show up at things to be involved but encourage I'm all over that from from my view one of the biggest challenges that we have with this community and problem with new teachers coming into this community is finding good housing form and I know a lot of them will go to other outlying communities and commute to here because they just can't find anything in this community right now until we not for us to find that answer to that solution but until it's a community could find the solutions to that and and we have more available housing for those people that we have come in and I don't I don't think encouraging people as a violation of any union contracts right I don't think so no definitely not and I

160can tell you firsthand that you know as we were recruiting our good handful of teachers that we've recruited so far and administrators we are definitely encouraging and trying to tie them to connections in the community so that they get housing and so so far we've been able to get a handful that have been able to find housing here so that's been good and positive I also think it's a good idea if you add all districts Taft instead of just administrators just so and like there's been instances where teachers can't really connect to students because they're not from where we are just to include them on that even though it's not forcing them like you have to live here but just encouraging them to get more involved in the community I think that would be good

161too Mike what's your opinion I don't want to force anybody to be here but you know every your all points are valid and there's still there's going to be those that for circumstances out of their control can't as much as they would want to you know so I don't think my opinion is I don't think we'll ever get to where we're going to force somebody to be here because that may you may have the wrong person working here if we went to that those extremes but still you know encouraging it could mean that even if they don't live here they can come and be part of the community without having to physically live here so I think the word encourage and in in lieu of promote I think would get the point across and dr.

162Hurst is already expressed his feeling to where he's doing that already it would just be documented on a piece of paper that that's what the expectation would be this discussion before a few years ago and I there was good points good arguments both ways to it the way it's written I think it's a nice compromise it's not it's not requirement but it's making is bringing to light that it is important that you hopefully find people that want to be part of the community the question is do you want to limit to administrators or do you want to make it all staff so it sounds like can I make a motion you always have that right I'm just trying to keep her moving I move that we approved the first reading not the final reading as

163it says in this document and the first reading of the revision to el5 adding item 10 and having it say a failure to what was my encourage sorry failure to encourage living within the school district boundaries to all district staff to all staff second but motion by director Ashton as second bite don't use District twice as some ring and English just a first reading anyways any further discussion okay all in favor aye aye opposed motion carries 5-0 on to e L 15 now that was another first reading so the overarching statement on this policy says the superintendent shall not fail to establish a school environment that is civil supportive and conducive to effective teaching and learning and free from unnecessary disruption therefore the superintendent shall not cause or allow and the recommended addition was a

164failure to create a district-wide dress code would you like me to explain this before you ask if you want to dr. Hearst interpretation after that so as a parent that has children at three buildings on a daily basis and two days a week on at a fourth building but it's confusing I think just a district-wide I don't understand how and why that would be I think that that would be easier and better okay dr. Hurst how would how would you see in I actually see this in phases maybe I'm K through five of K through eight I think the older grades have maybe different flexibility needs as far as dress code so I certainly don't see it as consistency across the board but maybe looking at grade bands of grade levels and making sure that

165there's consistency across maybe elementary or the middle grades K through eight so even if we're going since we're going to K through eight even looking at what the middle needs are I think those are a little bit different than maybe K through five students Jim what are some differences I haven't spent a lot of time studying every school's code Frank they don't have any issues really with my elementary students dressing appropriately I do from time to time with the older kids but because usually they wear whatever their parents put on them right so I just curious what what where you see the issues now where are you having issues with your kids because you have kids in all three schools I only know kids in two of the three so right I don't really I

166because of how I I don't have problems with my own children how they dress currently I am uncomfortable sometimes going to some of the campuses and seeing what people are wearing I guess I should say that more so and can you explain your interpretation dr. Hurst amnon why different grades would need different I guess I don't understand why different grades would need different boundaries I think just being at the high school for so many years as a administrator principal and just watching those students and their needs I think they're older on the tour and I think they dress a little bit differently than our K through five students so I don't see imposing the same standards on those high school students as we would for say for instance K through five students but I certainly

167see consistency across the board for Elementary and consistency with high school students and not even with our middle school students I think there needs to be a separation between all of those and looking at their their needs and how they they dressed what they dress can you interpret this to include uniforms I could that's what I'm putting a restriction come to schools that it's a financial burden possibly to some parents I think I didn't think that deeply about it but I guess you could interpret it as uniforms well I didn't go there I wanna because you're saying that keeping consistency consistency excuse me I can really understand that but coming from I understand that the sorry Chandan I understand how the middle school dress code has changed but I remember when I was there I

168was not able to wear sandals unless they had a strap on the heel so I remember that being kind of unreasonable just because we weren't like seven years old and we didn't lose our shoes you understand what I'm saying so I feel like III agree with dr. hearse and I've had a lot of other students like we've we've discussed this because like we do have some problems with that and then coming to the high school and being able to wear Birkenstocks or slides whenever it was kind of why weren't we able to do that last year when we were kind of around the same maturity level as opposed to like a toddler so in my interpretation that it has to be separate looking at each one of them separately I think also it needs to

169be a collaborative process so you're being students and parents the adults at the school into the conversation do you think Mike you're not gonna tell high school um they do it every day Mike my daughter gets a home once in a while yeah there needs to be some uniformity but I was I when I first read this I thought that's where Kent's coming I thought Jen was trying to tell us that we were gonna go to uniforms and I was like oh boy this is gonna be a good one having heard that that's not the case I guess I'd have to ask Jen and some of the stuff that you're seeing that you don't want to see is that the elementary schools that you're seeing this I've seen staff including today at some of the

170elementary schools that I'm like that you shouldn't be wearing that that's not okay I mean I didn't say that to her but I thought okay maybe I'll get there next I am uncomfortable seeing sometimes dropping my son off at the high school thinking how are you thinking that he's gonna be even paying attention to anything that's happening because you don't have clothes on today I guess you're not how are you not hanging out there I just asked a clarifying session this doesn't fix that though again because you're not saying you're not saying what the dress code needs to be right no I'm not and my intent was not dress code it was not uniforms so clarify so we do have a dop 3 2 to 4 that governs student dress so did you mean enforcement

171of dress code or dress code so consistency enforcement all right I see that as a problem as well I think because we have a GOP as a courser 3 2 to 4 so we have some things that are across the district and I thought I think that this would be easier to have district-wide things as well for those of us that have children at multiple schools so I'm slightly like confused is this for enforcing dress code consistently or a consistent dress code cuz if it's were both seen ok so it's for creating a consistent dress code and then enforcement is not a board policy ok we can just say you're not enforcing that so I guess technically I'd forgot about this DLP that Chris isn't responsible of he already has it and he's a good

172place this is a district this is 34 20 30 to 24 is a district policy is not school specific so well then why does every school have a different dress code that's not what it doesn't your wording doesn't say that they should wear the exact same clothes you're saying they should have a district-wide dress code which they do here and 3224 how do I find that it's in district operating policy he's okay she's starting to remind me of our old discussions that we used to have on student handbooks we're getting close yeah there is a typo in there by the way Chris yeah I see that and this isn't where I thought you were going with this Jan I guess I was completely it's funny you really wanted to go to the no I actually

173was kidding about the uniforms what I saw when I read this was is that is that you were looking for consistency across the grade band so that when we have four different elementary schools that they have a consistent code between the four that yes to me I guess that makes more sense as a district as I didn't even understand that you were saying that the whole district even though I read that what you were saying now I was more looking for thinking Jen wants consistency so that one elementary school can't say the kids can wear shorts and the other one says they can't one says they can wear sandals the other elementary school says they can't that's what I thought you meant by district wide was equity among grade levels but so I guess my

174feeling is is that as a board before we approved this it needs to be clear because there's five board members before of them thought it was different and Chris thought it was different yet one thought it was uniforms I thought it was something else I don't my public key state I like the idea you know foreigns but I'm not willing to I'm not ready to make a policy to say that but you know yes I guess I have an interpretation issue because if for board members can't agree with what it says I don't know how we're gonna hold a superintendent accountable there to interpret that either because all they could say is we have deep dop whatever it is we're in compliance and which talks about gang clothes and some of those things that are

175consistent district-wide visually with that policy says it doesn't talk about length of skirts or any of that kind of stuff mm-hmm which I don't want to get there as a board member I don't want it I don't want to get involved in that's in that by myself that's the deal piece right so so you somebody correct me if I'm wrong is it looks like one could argue that if we were to monitor this policy if it was rewritten today it would be in compliance because we currently have a district-wide dress code so we're I hesitate to act is that I don't see I don't want to add to policies that we have I want to that if we're already compliant in them and doing it I want to I want to look at our policies

176and if there's an area that is not addressed then possibly add that if it's an issue and that's where that's where my stance is on but I feel like we've had a pretty good discussion on this and are we ready is this ready for a vote it's a board feel okay I will entertain a motion okay so I'm not hearing a motion and I am prepared to move on to item so without hearing the motion does that last sentence stay no no that's a proposed revision so nothing would change I just wanted that clear yep can I ask a question I'm sorry if you go to GOP don't ever apologize for asking questions it's okay if you go to do p3 2 to 4 P in the elementary school dress code is saying no laser

177pointers lights matches or other devices capable of an ignition are not allowed but that is not like specified for any other school like [Music] definitely talk to the superintendent about that because dress code committee [Laughter] okay superintendent we're gonna move on to a 1 - 7 then L 16 and the proposed revision on the L 16 so again I will read the overarching statement the superintendent shall not fail to establish and maintain technology systems and application consistent with the accomplishments of the boards ends therefore the superintendent shall not cause or allow and the two additions would be a failure to provide training to parents and guardians on appropriate and approved technology uses and this next item would be a failure to allow parents to choose the extent to which the child may utilize the technology

178assuming you wrote this one - I think it's awesome you're writing these policies Ben you're proposing these by the way yeah only 3 months on for five months on the board you're already right up with policy governance same questions and then why not not why but what do you see how do you see it I shouldn't have asked it why at the begin with because it's I want to know more how do you think this changes the policy and and why you're why you're recommending it but not personal reasons just more of in general okay I think that parents don't understand how to use the technology and and what its intent is how to track what their students are doing on it and I think that training would be helpful that way but I also

179do not want to take away the ability of a parent to decide my child's not mature enough or we're having some problems therefore we need a break from a period of time without still interrupting their education I feel like we don't we should not be taking away the freedom of a parent okay Chris how do you interpret these two additions to the policy and how would you be able to find yourself in compliance or what what would be your interpretation of being in compliance so as I look at number five certainly I think of it as a progression training to parents and guardians if I look at that as all that's a very tall order so I would imagine that there would have to be probably a group that we're starting with a group of

180parents and we're focusing on training and it would have to probably be small and probably face focused on what we are currently providing for our students so maybe access to the iPads I'm sorry the Chromebooks or allowing our students to use and how to probably make them more familiar with the iPads I probably think that that would be a first step for our parents and then looking at the other technology that we're utilizing with our students down the road but probably start off something small with our parents and iPads I'm sorry Chromebooks I'm so I guess I have a couple questions yep besides that smells like smoke in here hope nothing's on fire yeah Ken's a fireman so you'll tell me when we're not safe so my question is is I believe currently I've been

181asked to sign as a parent a form that says here is appropriate use what happens if a parent refuses to sign that form are they are they still it did they send the kite the kid home with the Chromebook anyway or if they refuse to sign signed the former's or some protocol or if somebody refused to sign that form but I actually like to modify my interpretation because the word uses at the end and I just used I just talked about technology so actually I do believe that we're doing this to the acceptable use form that we just had rego talked about so making sure that our parents are aware of appropriate used the technology that the students have available to them that the school district provides so if somebody refuses to sign it do

182we kick them out of school or what do we do do we turn off Wi-Fi for that kid I've never thought about it I just always signed it I'm just curious if somebody I can find out I'm not sure I can find out what we do though cuz I I assume even with the Chromebooks I were signed parents are signing they're gonna take responsibility of that Chromebook right and potentially buy an insurance I'm just curious if somebody refuses to sign that but what happens it may alleviate some of the questions on this policy but for me anyway so I interpret this to just mean if a parent wants tend to be trained in those areas and asked that we would provide that to them that's that's how it sounds to me is that was that

183your intent Janet yes yes my children tell me things about oh no that doesn't mean that because it's this and I think no I don't think that you're being honest with me so um I mean do you feel like right now you can't ask to get clarification on that I think if I think it then there's got to be others that think it so you do think it I guess I haven't thought about saying how how do we use it but I guess I don't know who I would go to to ask that question I were just gonna ask is there a process in place now that if a parent is having problems or would like to know where they could go to ask is there a process in place that well this doesn't really

184know this is the way I read this anyway providing training isn't this this is just saying this is the district this is a district piece of equipment and here are the things that are approved to use on it and here's the things that aren't right I don't know okay then I don't know that you're gonna provide training on here's 30,000 ways that students have figured out how to get around our blocks cuz I'm not sure they even understand all the way students are getting around it's a shell game consistently and people are like it's like a hacker telling the hacker not to hack into your system don't hack into my system but here's how you do it in case you wanted to maybe not necessarily that I see it as the district's always the IT

185and these guys are always trying to figure out what the students are doing to get around the code and fix the holes just I liked my hacking analogy but just like people are trying to do to Apple and Microsoft all the time but but I'm not sure as a parent having a class for me to besides saying here's what's approved but if my if my student if I found out my students misusing the technology I'm not sure that it's the district's call this my students fault in my fault and I've signed the codes and they won't do that so did they and I think they should get punished through the discipline code and through the Ashtyn discipline code as well so I guess I understand what you're saying I just personally on number five I

186have I don't have a lot of concern at number five except for my recommendation would to be change provide to offer because then it puts it more on the district is gonna offer it if nobody shows up then they offered it to provide it to me I read it differently than Rob does to me I read that is somehow chris has to go make sure that every single parent gets trained and and then it's Chris's responsibility to go reach out to every parent and tell them what their kids should be doing and can't be doing and shouldn't be doing and to me it's different than offering I do like that to come in you guys come in will tell you will tell you what we thinks appropriate not appropriate but you still decide as a

187parent I do like that change offer offer instead of provide item six I struggle with because as we move to more of an online curriculum it's gonna be expensive for the district - if we're gonna go to an online Spanish trick them for example and for kids opt-out now we have to buy four text books for that kid and the kid responsible for the textbooks and arguably buying four text books per textbooks more expensive than buying 400 and so I don't I see some cost associated with that and so I guess I'm not sure I'm ready to go there unless somebody can show me where it's a massive issue you thought what I'm saying I still got to learn and I personally was gonna be at some point online only instruction that you're not gonna

188be able to even get a textbook for and then what do they do what's a teacher gonna do to accommodate that child when there's nothing available but online and the parent says I'm not gonna have a my child using technology I don't know where that all ends I don't know it's just I'm looking obviously tomorrow today there is text but I'm looking down the road and my interpretation of technology is is that the boards was pushing the the district towards getting rid of paper in textbooks and getting kids into the 21st century and to me part of this could be seen as a step back from that from my view you thought what I'm saying I do understand your perspective so so was their intent Jen to get kids off of specific sites my intent

189is specifically Rainbow six to choose the extent to which a child may utilize is their intent that they don't go to an approved site or no because I think no that wasn't my intent my intent is if a child is not but if a parent decides a child is not mature enough to be using it correctly whether at home at school a variety of different things then a parent should have the ability to decide that that answer your question so who should bear the additional cost is where I'm coming from there I understand what you're saying that we're not all on in the future yes I can see what you're saying with removing this line but we're not there yet we're not we are though when there's some there's already some that are online only

190curriculums not all of them but there's some and my feeling is is if the district offers and you may think this is a silly curriculum a silly analogy right but if the district offers engaged New York as a curriculum and as a parent I say no I want my kid did you read 180 does the district have to buy my kid read 180 because I don't like engage in New York because I because I found a word and engage New York I don't like so I might let my kid engage in that curriculum which is my right as a parent but is it my right to go and tell the district they have to go by a separate Krypton for my kid for my students I was at my right to say I'm in a

191home school my child because I don't like engaged in New York and so I'm gonna teach or any read 180 in my house just for a clarification are you talking about like because I know when I get in trouble nowadays and my parents take away my phone take away the computer take away all that but if I don't have those things I can't use my Chromebook is there solution to that where a parent doesn't have to compromise their discipline matrix in order for me to actually get my work done is that what you're trying to say yes or where's the metaphorical line beat not that I know where the line but where's a metaphor can you give me a definition of metaphor all I do is run a meeting I look at that long way

192okay where's the metaphorical line between a punishment and a detriment to education because like like Katie was saying when you get in trouble now they take away everything and you're left with books but what do you do when all you have is online like my Spanish assignments I can't get those done on paper because they aren't on paper it's an online thing and if you get it done later it's late and it's 50% and that hurts my grade so what do you do in those situations you can't just give a book when the when like the technology is on a timer if I could put technology on a timer for my own children or other parents have come to me it's not I know this is a problem out there if I could put technology

193on a timer I would be happier with that I agree that it could be a problem that's why I'm okay with number five I just struggle with number six maybe we can take a baby step to number five and see if that helps the issue in your mind or in you got your din mine but other parents Minds as well and their concerns and alleviates their concerns having said that as a parent I always have choices I can I can choose to do a lot of things with my kids they're still my kids and and they're everyone else's kids and everybody has a right to choose what they do it with their kids but as a board member I have to deal with all kids and what's best for all kids not to what not

194what's good for my kids then I can go do whatever I with my kids because they have to do what I say till they're 18 but they don't have to agree you know what I'm saying I do this was a good discussion and I feel like we're ready for a motion I make a motion that we approve the first reading I move that we approve the first reading of l16 with changing on number five changing the word provide to offer and striking line six at this time this is that there's been a motion to approve the revision with the change of wording in number five from provide to offer and to eliminate the recommend a recommended revision item six I was by director Stevenson I'll second that second by director Johnson any further discussion all

195favor opposed motion carries 5-0 well done board I was way off on my expectation of time on this but these are good discussions I think these are discussions that are necessary did have to be had and I think that well done we have one more so l20 there is a massive change recommendations so in item for a failure to adopt display and distribute is to have students and parents a written safe school comprehensive pan plan that addresses all essential aspects of safety for students and I have to point out just because I'm getting tired and it's funny to me this is like the exact opposite of what you're proposing three I want to remove my feeling with this particular one is is that the next board meeting we're gonna have an opportunity to review this

196policy so I would request that the board at least allow us to evaluate the policy once how it's currently approved and written and then we can look to review go to the next meeting but a suggestion and we're getting the consensus yes so well this assume that this one dies for lack of emotion so it will stay as is you can bring it back to the next meeting again okay right be awesome okay have we captured all revision recommendations okay thank you so in the next meeting just so we're clear and three GP was GP 17 do we change your mind on that GP 17 we change our mind on correct correct l5 so n3 el5 l15 we did not you know 16 deal 16 as those are the only three that will come back

197next board meeting for a final reading correct and yell 20 will be 20 will be there anyways yeah okay yep rather than have if Jen still wants to look at that revision when either just put it in there the next time yes thousand have to house keep the revision next one - okay okay there is no need for an executive session tonight and so we'll move right on to item G one upcoming events the upcoming events we have listed our may 19th a special board meeting which will be the annual board retreat in Priest Lake Idaho taxi and cool in Idaho cool in Idaho yes that'll be in the board agenda and for that we're I just want to make sure that we're clear about public notice and making sure that that gets out well

198so that's done properly yeah in all the areas and cool with RC hurt CW's and all that stuff it'll actually be out before it'll be out well in advance of that there might be a couple of attachments like maybe our survey might going a little bit later then not the agenda ends in a lie but notice right public no all of it yeah I don't if the agenda is pretty much all done except for a couple of everything special board meeting requirements yep I don't want to get up there and have to not have the board meeting because of them yes it's a long ways to drive to go up and find out that we didn't comply with the law and we have to drive home yep may 23rd the equity conference in Seattle one

199thing it's not in here might just point out tomorrow is the scholarship night as well is there anything else left in May besides the board meeting no yeah we don't usually list the regular board means one thing we want to make sure the next board meeting though everything that's going on in June all the graduation and promotion dates okay just my only other thing would be as we do as a board want to recognize it's difficult in the spring with student athletes because state is right at the end of school I just want to make sure we don't lose if if our softball team and I think they're maybe going to state don't forget to recognize them I know that Unified soccers we really need to do a next board meeting so is that some

200tennis kids are yeah and I don't know some of them actually won't be like the unified soccer's not till Memorial weekend so it won't it'll be after the next meeting well no it won't it will be a should know because it'll be Tuesday after we meet day after it'll be pretty last night last year's okay I found out boy taken thank you for the reminder all right we'll move on to item G to board self assessment please complete your survey monkey now there's a wait for you bol we didn't have an executive session house where you stay until 11:00 the a key doesn't work for about in this Chromebook by the way put in a work order novel without the a there really is not that long is everything my person anything okay hey we

201have seven okay the agenda was well planned to focus on the real work of the board to were to say goodbye of commendable the board followed its agenda it not did not get sidetracked to said satisfactory for good one thought we were commendable the board's deliberations and decision-making processes were public one good six commendable participation was balanced all participated no one dominated one satisfactory five good one commendable members listened attentively avoiding side conversations one satisfactory three good three commendable governance principles there was a comment there where do you find him okay way over the left oh okay hang on I had to I had to key those eight hearts I want to make sure my comments are read so are you able to see comments no I can never see him choose me I just

202found that when I was scrolling over to the left they were like way over there and then they disappeared where's the comment great job tonight with equal participation okay that wasn't the common I was reading board actions occur at the policy level rather than an operational level six said yes once said not applicable I have to ask a question on the not applicable oh gosh it so any action that the board takes is more about policy than operation and yeah like we didn't say hey kids have to wear sandals on March 3rd the operations we didn't actually make a policy of that effect so the Board reviews policy about each topic before discussing that issue five said yes one said no once that not applicable Tony said no I figured they're not applicable with you

203again okay which one Tony did you what specifically Jimmy on that I think that's a tough question because we didn't reference policy for to me the subsections the policies weren't referenced in let me give you some specific ones yes so c5 there was no policy there was no policy mentioned before time even though the presentation in was mentioned but there was no policy mentioned as it says there the board refused policy about each topic that we didn't review any policy before we listen to that report so the way I read it that's what it says we review the policy and then we listen to their important I don't think that happens in board meetings so deevak the interpretation that's meant for every single agenda item I could support a written question but I've interpreted that

204to mean that our board member reports always have policies attached to him do we review them yeah you're right we don't I smell a policy change coming I can write a policy for survey question you tell me I can been writing additional policies the board starts with a broad statement and becomes more detailed in a logical and disciplined sequence for said yes three said not applicable we did not write any additional pone another poorly written question that I hope some day somebody rewrites which again it's the way a technically reads I think I personally think at some point the board members should propose a revision to that question should be Jen at one point there was a GP wasn't there that drove the wording in this I don't know the board chair helps the board

205efficiently conduct its meeting seven yeses that one surprises me the board supports the superintendent and any reasonable interpretation of its policies seven said yes there is another comment we have room for improvement when it comes to staying out of the weeds operations where's your coming over all four point two nine out of five five said good to sit commendable while while the meeting lasted longer than anticipated I feel the conversations for the most part we're based on policy as a board we need to always be aware of crossing line into micromanagement this will be Michael your arm was broken too okay I would agree I think that um it was I mean if we can have fun right guys you know we can open to be serious so I agree there were some really good

206conversations I think that I have to commend Jen not only for coming in with some some good policy writing but then being really open to comments from the rest of the board and really being open-minded about and came to a to some compromise in the end so good job I will accept a motion to adjourn it's been emotional at my garden too during the meeting second by Jen Stevenson is 1016 and this meeting
