001I'll let you know. >> Oh, yeah. >> I could be wrong, but I think right by the AC, but I think it'll be okay. Too loud. Okay, it's six o'clock, so we'll go ahead and get started. Uh, please join us for the flag salute. I alsy and justice for all. >> The mission of the Pioneer School District is to educate each student to the highest levels of academic achievement and prepare students to succeed in life. The vision of Pioneer School District is high levels of learning for all, every child, every day. Uh, welcome everybody. It's fun to see so many faces. Um, the first thing we have on the agenda tonight is a special recognition for Susie, our school board member, who's leaving us. Um, I'll I'll let you go ahead and um, we wanted

002to take an opportunity. This is Dr. Day's last official meeting with us. you've announced her um retirement, resignation um has moved out of the area um or is a process of moving, but we felt like because of her service as a board member representing the community that it was really important that we took some time recognized her service to the board, to the district, and to the community. So, what we've done is, as you can see, the board went in and has a nice gift basket for her. And then we invited some of our students. And you're wondering, well, why did I get invited? So, Dr. Day is a lifelong educator. Um, worked both out of the country and in the country as a teacher and administrator. And, um, she has a passion for reading.

003And so, we asked Dr. Day if she would create a list of her favorite children's books and present them tonight. And she's going to autograph them. And so, the children who graciously came tonight, and thank you parents for bringing them. um will receive an autographed book from Dr. Day um for just as a momento of her service and then a memory for the students. So we have a lot of books and so she'll sign them and then the kids will come up. We also want to recognize her years of service to the board by giving her a plaque that she can hang in her new home. >> Yes. >> That recognizes her again her service as a board member. So, um, without any further ado, we'll have you maybe sign some of the books and

004we'll have to >> do you know who's getting what books. >> Oh, so how are you going to do that? >> You just can just sign your name. That's good luck. You don't have to have to put their name, but they'll >> sign your name. However you want to sign it. >> How about we give her a Thank you. Very cool. Thank you so much. >> Oh gosh. Totally years in education. >> 42 and >> elementary ed, special ed, teacher training, >> special ed administration, school counseling, whatever somebody could throw my way when there was a hole and they needed somebody to do it. But this has been this was my intentional last harrah was to experience what it was like to be on a board because it's really so different from being in the

005classroom and I have to say it was a very sharp learning curve for me and I I'm grateful for that opportunity. It's great. And I'm grateful for my board members >> and the teachers and all the people that were supportive >> and parents. You too can become board members at some point if you would like. Whenever we have openings, you're you're welcome to run for any of those. So >> I also love the books that you picked out. >> There's some really good ones. >> Yeah. My favorite. >> Mrs. Piggle Wiggle. >> Yes. >> Oh, yes. Great. What are the names of some of the other books? >> Would you like just pass them down? >> So, the Golden Compass, >> Mrs. Piggle Wiggle, >> one of our older children, >> probably. >> The pigeon

006has to go to school. >> What is this one? This is my one of my favorite children's uh illustrators because I think I started out falling in love with books because of the pictures. >> And this this person um >> Jerry uh Jerry Pinkney has done a lot of the um >> fables and and familiar stories. They are all beautifully beautifully illustrated. This is another one of his of his illustrations of his books. Oh yeah, >> they're just they're really engaging and even if you aren't a reader yet, it's a great way to start off being a reader because you can look at the pictures and talk about them with your mom and dad and yeah, so they're they're beautiful. >> Um, the day the crayons made friends, >> which is one I think this

007is the third of the day of the books about the crayons. I think this is the newest one. But one is The Day the Koreans Ran Away. I mean, they're they're very great readaloud books for mom moms and dads and kids and grandparents, which I'm still doing. And this is another um great illustrator, uh Demi. Uh Demi, I believe, lives in um Washington State incarnation, but her uh she's got a lot of her books are uh well, she's got a lot of them. their shiny and spoke tales, but she also has a whole series of books she did on on famous people and um uh that are interesting though. Always great in a school library. >> Can I have the students that were nominated by their parents come up so we know which students >>

008This is a new a new a new a new uh author that I didn't know about that I loved when I found Kate Weaver. This one's called the trouble with children according to dog and there's a whole series of the trouble with according to according to the cat according to um you know dragons are hungry when the sky roars great books so we can get a picture >> this is in my heart >> story about feelings >> this is one that's good for everybody all ages the places the places you'll go by Dr. Zeus. I think I got this when I left my last job. Little did I know where I was going to go. And here's another Jerry Pney illustration book called Asup's Fables. Again, great great stories and great illustrations. Boys and girls,

009can you just kind of turn and look at me real quick so I can get a photo of you? >> I have a great question. Um, nominated by the parents by the teachers. >> By the teachers, >> that was very confusing. >> Is this one signed? >> Yes, >> you are. >> Mr. Davis, can we make sure it's okay? Um, >> we will check, but I think I don't think >> Oh, wait. Can you stay up and get a picture with your books? >> Oh, with all the books. Okay. >> Okay. And I'll get out. I'll get out the picture in just a second. Okay. The ones that didn't come, we'll say they're the ones that didn't come until tomorrow. Daddy, >> this book The trouble of putting to a dog. That is her last

010too. One more. Oh, good. They have a book behind the board and then a picture. >> There's somebody who knows what he want. What was that? I'll teach you to go to school. What is that? She's a good Did you say you wanted them behind? >> Yes. This way. >> They come this way. Okay. So, if you have a book, you got to come this way. Okay. Right behind the board to get your picture with the board. >> Yes. >> Read. Read. Read. That one. >> And then these are for the three kids who didn't come. These are for the three kids that didn't come. And so, I'll make sure they get them tomorrow. >> School age. >> They're all elementary. >> All elementary. Yeah. Feel like we should be behind them. I feel like

011>> so if you want to hold your book >> and you hold your book up, but just don't cover your face. Okay. Keep it below your face. Yep. >> We got to like spread out. >> Go that way. >> Does that work? >> Go this way a little bit. >> Right over here. >> Yeah. We want to see them, not us. How we How we looking? >> Everybody say happy. >> Wait, Dr. J, I need you to look up, please. >> She has to finish. >> So, this is the first chapter book my mother ever read to me. >> I've never forgotten it. I still quote it all the time. The Tale of Mrs. Pickle. >> Thank you very much. Thank you. >> And parents, thank you for taking time out to come tonight. So,

012and feel free to leave if you would like. >> Maybe go home and read. >> Well, thank you, Susie. >> Yes. And thank you for What a great way to be celebrated. I really feel like that was a a great and very clever idea. I love it. It's pretty cool. >> Thank you guys. >> Appreciate it. Thank you. >> Good job. Yeah, she's coach. A great idea. >> Thank you. >> Bye, guys. >> Everybody. >> Yeah. Let's get them out of here. >> Got our ASB kids. >> We'll want them when their time comes up here. No, we're going to introduce our staff. And >> they look so nervous. Okay. >> Um, the next item on the agenda is an introduction of new Pioneer School staff members. >> So, if you would um stand up

013and introduce uh who you are and what you're teaching and a little bit about yourself to the board. >> I am Melson Torres. I am I go by Mrs. M. It's a lot easier for my students to pronounce. They are kindergarteners. I am a long-term sub for Miss Golden. Um, and had a baby, so I am honored to be in for her. I was her student teacher last year and so I applied for the position and I'm happy to be here. The school year is starting off to be great. >> Awesome. >> And I love it here. >> Thank you, >> Gary. I'm G Bull and I am your new K5 options teacher. Um so and it's it's been a really thrilling start to the school year and I'm excited about it. Um been teaching

014for this be my eighth year teaching and coming down from North Mason. So I'm really honored as well to be here. It's really exciting new experience coming back. Taught at all levels before and now back to elementary. Thank you. >> James, my name is James Newton. I'm teaching fifth grade. I absolutely love teaching and uh I taught in in Yelm for a few years and it's always been my dream to come back here because this is the school that I went to. >> Many of you already know my mom misses Newton, right? Uh, so, you know, it's been a long time coming and I've been wanting to be part of the community like established here, you know, in a teaching position and I'm just really grateful that I've been given the opportunity to be here.

015>> Great. >> My name is Gretchen Stole Meyer. I am the second grade teacher and this is my first year teaching and so I'm really excited to be here and I'm also coaching the JB volleyball. That's all of them, isn't it? >> So, thank you for coming. >> And again, if you feel like you need to leave, feel free. >> Thanks you guys. >> We know you have preparations. >> That's exciting. Uh, okay. Up next, we have middle school ASB student reports. Stand right here. >> This is how good it is right now. >> I love it. I know. >> Hello, this is Aydah and Alyssa coming as ASB representatives. Today we will be talking about how ASB has improved. Sadly, our ASB president Emma couldn't be here due to other after school activities. On

016the brighter side, we believe she has made ASB a safe and enjoyable class for all grades. This year, we've been working on our school calendar, fundraising ideas, and helping our teachers by doing first. We have also been working on our student section for our sports. >> Our student section will be next to our band and they will be doing matching chairs to songs. >> Some of our upcoming events are games where we will be running concessions and we will be doing half fun halftime activities. Um that's all for now. I hope you enjoyed our speech. We'll be back at the next board meeting with more information. >> Good. Nice. Oh. Um, I'm Aydah and I'm treasurer for ASD. I'm Melissa and I'm secretary. >> Nice. >> Any questions? >> Yeah. >> So, what kind of

017good things do you have planned for your group? >> Um, what do you mean? >> Like, um, what kind of activities do you plan for this year? >> Well, we run concessions. Um, I'm not sure if ASB does like only ASB activities. I think it helps out our school. We're gonna create um fun dances. Um, we need to finish our fundraising calendar and we're going to do a bunch of fundraisers. >> Oh, yeah. >> Nice. >> Okay, >> that's awesome. >> Any other questions? >> All right. Thank you guys. You did great. like deuces. We're out. >> They did it very well in front of adults. >> It is. >> I know, right? >> Um Okay, that is Do we have any requests to address the board? >> Okay, no requests. Um up next we

018have changes and or additions to the agenda. Do we have any changes or additions to the agenda? >> No, not tonight. >> Excellent. The next item is approval of the regular meeting. Oh. Oh. >> Okay. >> Oh, okay. >> Um, so the next item is approval of the regular meeting agenda. Do I have a motion to approve the regular meeting agenda? >> I move that we approve the regular meeting agenda. >> Thank you. It's been u moved. Do I have a second? >> Second. >> Been moved and seconded. All in favor say I. >> I. No opposed. That motion passes. Oh, did they did they want to speak? >> I thought he did, but he No, he just just gonna have to Okay, >> I did. I apologize. He was You were get a chance

019to >> Okay, no worries. >> Uh, no, we can I think we can go back and go ahead and do that. >> That should be okay. >> Stand up. >> Yes. >> And you have to tell us who you are. >> The board recognized the value of public comment on educational issues, the importance of involving members of the public in its meetings, and will allow three minutes per person for public comment. The board is not obligated to respond to questions or challenges made during public comment period. And the board silence does not signal agreement or endorsement of the speaker's remarks. Examples of univil comments including comments that are libilious or sllandless, unwarranted invasion of privacy, obscene or indecent, violate school district policy or procedure related to harassment, intimidation, bullying or discrimination, incite an unlawful act

020on school premises, create a material and substantial disruption of the orderly operation of the board meeting. And any individuals wishing to address the board are asked to register for public board public comment, sorry, by using the register to comment link provided at the top. But again, people are welcome to um do that at the beginning as well. >> You're all set. >> So, thank you again for L for providing the links to whoever did it. Um Joel, thank you. We could actually read the material ahead of time. So, we appreciate that. So, on the high program, um the the biggest comments um as a member of of the public that live locally, um you guys use acronyms uh religiously through all your documents. It makes it very difficult for somebody not familiar with acronyms. So

021I would ask that you guys consider it and and I'm you know maybe raised we love acronyms too but yeah so I that would help um the the lay person understand. Okay. Uh and then high cap I was just talking to Gail on the way here. My granddaughter my grandson um if you don't um my they they they were stupid and I said what do you mean you're stupid? I'm just dumb. Why are you dumb? I'm not in high cap. So consider >> that maybe there's different terminology we could use. Maybe there's a different way because 90% of the people the way I read this don't go into this this program, right? And it's not okay that they're down. That's that. Okay. And then um the last thing is you guys are going to review

022these policies and you did a couple quick things. Uh same thing with acronyms. Riddle through it. Hard to understand what they were. Um but but we just had a question as I read through this, you know, and and we come from the days where, you know, my dad made a hand for the principal here. So if you were bad, you got hit with his hand. So So um >> yeah. Um so so um it doesn't appear it I would not be afraid to get in trouble in school. There's no discipline. You don't take away my recess. You don't take away my lunch. You don't you I get to make up all my schoolwork. So there is no negative for me. At least the way I see it. Um there's no negative. So I'd like you

023to consider is there something different um that we can do? Um because no punishment the way I read it. I mean there is if it's pretty egregious. I got that. But for the just the Okay, I'm going to keep doing it because I'm not getting in trouble. So uh that's the biggest thing on there. And then uh on the curriculum team, you guys have a committee that reviews the curriculum. The only question on that was who is your committee and is it made up a part of the board or do you offer it to the community or the parents because I couldn't find that definition. That's it. How'd I do? >> I want to know if you know how discipline is given what what what is used. >> Well, the policy is in here. Uh

024they sent this out in the link the whole policy for their discipline. >> Oh, I see. Okay. >> That's what I said. So, I read it and that's what it's like. >> I see. Thank you. >> So, and it is on the link. They put on the link. You can read it yourself. They made it. So, thank you. Thank you. >> May I ask Sue a question? >> No. No. Since it's your last one. >> Do you think it would help I' I've thought about this in the past. So, we're talking if we had if the if at the district or the board or whoever creates what I'd call a lexicon of acronyms that was available >> that has all of you know has >> you know have that in other places where you just

025take all of our acronym and write out what they are so that you could quickly >> figure out what it is. >> Yeah. For Gil and I we would go find it and we would be happy. Others may still not be. >> I want to make another comment to your point. So Christian review over the years that I've been here, >> it's dependent on the public coming in and and taking a look and and I know that opportunity was afforded to the public, >> but I'll tell you, we've had very little people come in and make comments. So it's been left up to us and then feedback from the educators based on their professional opinion whether or not it fits what we need. >> So yeah, we need it. So I I I would say

026that if anything public input if they do want to be involved which I pretty sure they do is they should be engaged. Somebody might want to. Yeah, >> somebody. >> And then uh courts design, selection, adoption is all in red and those dates are way past. So I don't know if that needs to be up to the >> one one comment on the discipline too is that each building has their hand student parent handbook and so the discipline matrix is in the handbook and those are both posted on the website. So I don't know if you had a chance to look at what each building is doing >> at each school. Yeah. >> Okay. >> so there I mean there are consequences. Yeah. It's still >> not my dad's hand. Let's go somewhere. >> I

027don't know if community member is allowed to comment. >> One thing that I always try to let the fellow community members know is that school's hands are often tied by legislation. If we want to see changes to specific policies, uh we need to talk to our representatives and have those addressed first. Um because their hands are very often being tied by that. >> It's true. >> Yep. Thank you. >> Thanks. >> Okay. We uh restructured a little bit, but we're at the approval of the consent agenda. Do I have a motion to approve the consent agenda? >> I move to approve the consent agenda. >> Thank you. Do I have a second? >> It's been moved and seconded. All in favor say I. >> I. No opposed. That motion passes. And that takes us up

028to business operations. I was like, I saw her a second ago. She was like, uh, no. >> All right, let me um Okay, >> thank you. Oh, did that Oh, maybe I need to like share everything because that didn't um share when I open my Sorry, there's so many different I'm just gonna say just their own little um Here we go. Okay, let's try that again. All right, so um as always, uh the August budget status reports are preliminary. Um we're just beginning the process of year end closing. um there I don't expect things to change a lot that um but they're not uh the final product yet. So, general fund um this year, uh we exceeded revenues um by almost $87,000. Um and our uh expenditures um were 93% of what was budgeted. So,

029when you have more revenues and fewer um expenditures, you get a nicer looking balance. So general fund um preliminary ending fund balance is $1,518,783. So that's 10.75% um fund balance to expenditures. So um that's good news. We had, you know, and so it's like how did that happen? Well, you know, we picked up a little bit in our um you know, a couple FTE and our um enrollment. Uh even though it was less than our actual headcount, we were over a few what? Four or six. Yeah. Um we also had some surprise money from the state that one-time payment in July. Um, and then we just took advantage of all of our um all of our grants. Um, tried to maximize um the mileage out of those. So, yeah, happy news. >> Um, so looking

030again at year-over-year um the it basically um let me find my little notes here. Um year-over-year salaries and benefits uh were a combined 14.7% less. Um supplies of services were a combined 33.28% less in 2425 over 2324. We had that Oh, thank you. um we had a refunded expenditure for one of our um trips. So that's that travel there um uh for the month negative $2,750. Um capital projects there's you can see that there's monthly expenditure activity. Uh I we've been receiving invoices slowly from the Department of Education Services uh jobs that work that was done at the elementary over the summer. Um we haven't we haven't received many invoices yet. So we'll be paying those invoices um for the 2425 work in fiscal year 2526. um ending fund balance for capital projects is $6,89.

031So again, it's this is our grant is a um spend and claim or um spend and claim. So I cut a check for the end of the month claim at the in the middle of the month and the aortionment hits the revenue hits the same day the check uh is you know sent. Um debt services uh we're ending the year at 1,224,000 almost $25,000. Um there's was a little bit of activ expenditure activity this month. We had our uh bond transfer fees uh paid to the county. ASB also um had higher than budgeted revenue. So that's great. And 13 just about $1,300 more in annual revenue than uh budgeted. So again we for 2526 we increase capacity for both revenues and expend or revenues and expenditures equally um as opposed to lower revenues and higher

032expenditures. uh month end for ASB combined and this is the elementary the middle school and our private funds held in fund 40 is $47,342 and transportation vehicle fund uh we received our uh depreciation it was a little bit more than anticipated I think we anticipated 225,000 um it was actually 200 just over 226,000. Um you'll see that our encumbrances are zero. We cleared out um those incumbrances for uh the bus purchase. Those are going to those are rolled into 2526. So when we look at 2526 next month, you'll see the bus incumbrances there. Um so we're ending August with $57,647 in transportation vehicle funds. And I think that our buses were I had it written down 300 and >> well total both >> total 300 yeah between 300 and 350. So um they'll be ones

033remaining. >> Um just a reminder I'm sorry. >> Oh that's okay. >> Have they purchased already? >> No they're on our buses are take a long time to to get. So, you kind of have to commit to an agreement to purchase and then they get delivered. I don't know what the >> usually, if I remember right, the brand name, they're they're built in Oklahoma, then they were shipped to Spokane and and they're put all the stop paddles and things and the lettering and but it takes a while when they're building them from scratch. We did think we had one bus that was um already built for another school district and then they backed out and so I haven't heard the status yet, but we may have a bus sooner than we expected if that one

034comes through. But yeah, it takes a while to get them. >> So, just reviewing um 24 25. Oh, look at that. Yeah, June, that's the last time we did count. Um we had headcount is how many um students come to school for some portion of the day. We had 733 students. The overall average um for the year was 720.55. And that 720.55 is this average number is what we get paid for. So doesn't matter how many it says up here. These are the um these are the student FTE that we receive our aortionment payments based on. So revenue by expenditure by month. Um you can see July, you know, came in pretty high. That's due to that um holdback portion that the state did in June. Um, also we had a lot of grant um

035revenues come in in in July. Uh, that we had outdoor ed closed. That was huge. Um, and outdoor school revenues came in that month, too. So, those are sort of like the extra revenues that um don't come monthly. So, that bumped up the revenues there. Um, August is our 10% month. Uh like I said, you know, we were in July, starting in July and August, we were maximizing um grant expenditures. What expenditures have we already made that are eligible to be paid for by one of our grants. So that's that's what we did. Worked on that. Um so >> can you can you explain back back the last slide? >> Oops. Where did we There we are. The last slide. Let's look at that. >> That one. So, the two spikes in October and April.

036Can you explain those? Is that the revenue? That's the tax. >> That is the tax revenue, right? Exactly. Um, open that up. Yeah. So, uh, October and April are our large, you know, you everybody knows that's when your taxes are due and that's when the largest, um, taxes come in. Um, we, you know, we received, I said, let's see. Let me get back to we received more in taxes this year than was budgeted. So, that was really kind of a surprise. 2.23% more than um than we budgeted for, but that was like $62,000. I >> think seems ironic that our the months after those are our highest expenditures. >> It's true. It's true. They plan it that way. That's our non high those. So, yes, we we get lots of revenue and then our non-

037high bills are due. >> So, explain. >> That's what I was going to say. The non high, >> right? >> So, most of the people in the public don't know what that is. >> Yeah. So, um we don't So, two things happen for um students who uh are 9th through 12th grade after they leave Pioneer. um they go to, you know, one of the local schools, either North Mason, Shelton. Um we've had kids go to Thirstston County. Um and those schools bill us for our local dollars. So we don't get to count them. Like when I talk about aortionment and our enrollment and headcount, we don't get to count them. So, we don't get state and federal or we don't get state aortionment dollars for those students. Um, but we do get local revenues in

038taxes. So, that's that's uh that's what they bill us for is what their what those kids portions of those local property tax dollars would be. So this year we've budgeted $770,000 for our, you know, 350 320 um students who who uh go to high school in another district. Um so it's significant and we get the bill twice a year. Um October pays it's the final bill for the prior year after they've firmed up the numbers and know exactly how many kids and kind of cleaned it up. we pay the second half for the prior school year in October and then um the first half which is kind of a not not as scientifically accurate but you know as close as they can get um we make that payment in end of April or May. Yeah.

039So, um that's non high. We we don't get funding for them and then we have to um write a write a big check every year, right? Two big checks every year. >> So, um and then year- end projections. So, yeah, 10.75% is where we're landing with that >> ending fund balance if it stays. Again, these are preliminary. Um the budget was the original budget was for 700 uh to end $78,000. Um786 or $78,67 but um you know we did make some changes. Uh we didn't fill positions. We were careful. You know we used a lot of um grant money. Uh so so that that worked to our favor for sure. Yeah. So that's my budget budget top for August. >> I just want to say that's amazing because that was uh that was a tall

040order. So to be able to end at 10.75 is huge. And I get that it's preliminary. >> It is >> not going to like you know >> bet the house on it but it's still it's still amazing. So, I just want to give you kudos for that because I know that that was >> our shoulders can go down. >> Yes, it's a lot of it was a lot of work and a I mean from the entire staff and district as a as a whole, right, to manage all of the finances and um you know that whole thing. I just think it's I think it's great and so I just want to say thank you for that. >> Oh yeah, everybody. Thanks. You're doing a great job. Thank you. Thanks. >> Any questions? Okay. Thank you.

041>> Yeah. >> All right. And that takes us up to the superintendent's report. >> Yeah. So, you have the printed report in your packet. Just a couple things to add. Um, we have filled those two um teaching pos um long-term subteing positions in third and fifth grade due to the uh increase in enrollment. And so, the staff has met with Mrs. Dolberg. They've split out um those current students. Um now we will have four grade levels in uh every grade level. So, third and fifth grade on October 1st, we'll have those new staff members here and uh we're just getting those rooms ready. So, again, it's a good problem to have. Um I talked uh both in Friday notes and then again today our our right now we're at 747 FTE and of course our

042the official count will be October 1st next Wednesday but checking in with the buildings we still have students moving into the district and they're getting registered. So um again it's a nice uh nice problem to have. Elementary right now is around 492 FTE and the middle school was um I think they were at 2 and I have to look check at that 250ome 60ome. So there were still a couple kids >> or something >> she still had stu two students coming in. So again we budgeted for 718. So if this if this holds true, then we will see our aortionment increase um um starting in January over the remaining eight months. Doesn't mean we're going to go spend wild because part of what got us two years ago was just um I think a false

043sense. And so when we had to make those difficult decisions and and reduce our staff and learn to say no last year a lot, um that's what helped us get to this projected 10.75. So we're really we're cautiously optimistic. Um the legislature does go into short session in January. Um there will be a revenue report coming out here in the next week or so. Um we don't anticipate to see a huge increase in state revenues, but we will have to see the official report when that comes out. Um that will help kind of set the table for the agenda in Olympia with a short session. It's a 60-day session. Um we don't expect a lot of changes in educational funding from our legislators. So we'll just we'll have to wait and see. Um you'll also

044in October at the study session we will bring you a resolution to um to um look over in preparation to uh vote in October to sell these four uh parcels of property that we uh have been discussing in order to officially move forward. Now that we have those split up, um that the board will need to adopt a resolution that lets us move forward with um getting appraisals and then also hiring a realer to market those um plots. Um other than that, uh we still struggle a little bit with our transportation. Um, we did have another drive, we had a driver resign and so, um, we did have a driver, a person on staff who has their license that works in a different department that graciously has stepped up and said that she will drive

045until we can get some positions filled. Uh, but on Wednesdays, we will have three routes that'll be down. Other than that, we'll still go Monday, Tuesday, Wednesday, Thursday with two routes being down, provided no other driver has to miss work. Um, we are looking at options. >> What are the students do to get to school? >> We have a calendar that we've published and we just let parents know like we're getting ready to post October and the parents have to make arrangements either to drive them or carpool to bring kids to school roughly about every five days. where that bus is out, that route is out, and they have to get to school. It's Yeah, we are looking at uh we've got a meeting set up with First Student, which is a private company, um

046to see if they can help us out in the short term. We do have three people who have applied, actually four people who have applied, two have started their training, but when you start from scratch to get your CDL and then to get licensed to drive a bus, it's about six weeks typically. So, we're hoping that those two drivers who've started training and the other two that we've hired that will need to start their training will be ready to go in 6 weeks, but it's it's kind of up to them and how they do in their training. So, we're looking at as many options as we can. It's been brought up to let's go back to staggered starts. But I I think now that we're into the school year to turn around and say, "Okay,

047now we're going to have elementary start at 8:00 and middle school start at 9:00 and then reverse in the afternoon like we did the first two years I was here." I just don't think that's feasible for families at this point. We're continuing to work on it. >> Thanks, >> any questions? >> And you said you were waiting to hear from first student, correct? Yeah, their sales rep was out uh uh out last week. So, um we're getting a meeting set up. It's through our director with the co-op who's setting it up. So, we're hoping it's going to be tomorrow. >> Um if not, it might be. >> Is um Shelton School District having the same pro problem as we are. >> They uh they have buses out every day, but I don't think it's because

048they don't have employees. Typically, it's because somebody's out. Mhm. >> So, um I think all their routes are filled either with substitutes or with um regular drivers, but every day, every morning, we get a report from the co-op on what routes in Shelton are out and what routes in uh Pioneer are out. So, we have two every day that are listed. And then Shelton, just depending on the day, we'll have anywhere from one out to three out. And of course they have a lot more routes. >> Yeah. >> Great. >> Okay. Thank you. Any questions? Okay. That takes us up to our discussion and action items. Um we have several action items on here today. Um, I did want to just verify with you because we do have some handouts. If I need to stop

049for any specific discussion or like the um, high cap handouts and stuff that we got before we vote. >> Yeah, those those are the ones we've had. You can have that discussion. We those out last spring, but they need to they need board approval. So, okay, perfect. >> Yes, if you want to discuss, it's great. >> Okay. So, up next is first reading of policy 3241 regarding student discipline. Um are there any questions or discussion pertaining to that one? >> Um with this being first reading, second reading would be at our next board meeting and adoption at second reading. >> Yes. >> Yep. >> Yeah. >> And these can be discussed at the next >> at the next study session. They can be discussed. We just can't make decisions. >> Yep. >> Second meeting would

050be after that. >> Correct. The October meeting. Are these changes being made because of um state or federal policy changes or >> state? Okay. >> And then uh these are then written up by WASDA's attorneys based on ch any changes that the legislature has made. >> Thank you. >> Are the Did you say these are the re these are the recommendations WASDA has made? Yes. >> For changes? >> Yes. Our policies come out from Wazda after legislative sessions or in some cases court cases and then their attorneys create these policy updates or changes. >> Are they recommendations to the districts or are they musts? >> If you remember, some of the some of them come out as um that we have to have them. Some come out as a um choice. I'm trying to think

051is it priority >> Essential and discretionary. And that we'll know that when we go through here. >> Yes. >> What they which they are. >> Okay. >> What's >> Sorry. Go ahead. >> Washington State School Directors Association. >> We'll put that on the acronym list. >> Yeah, I've got that. I've already Yeah. >> Okay. Do I have a motion to approve the first reading of policy 3241 pertaining to student discipline? I'll um move to approve the first reading of policy regarding to do the discipline. >> Thank you. Do I have a second? >> I'll second. >> It's been moved and Oh, sorry. >> I'll second policy 3241. >> Been moved and seconded. All in favor say I. >> I. >> No opposed. That motion passes. The next item is the first reading of policy 2020

052for course design, selection, and adoption of instructional materials. Is there any questions or discussion pertaining to that first reading? Okay. Do I have a motion to approve the first reading of policy 2020 pertaining to course design, selection, and adoption of instructional materials? Where is that? >> Can pull it up on my laptop, too. >> No, it's on the It's Yeah, it's it's on the back of um procedure 3241 F2. Oh, the very left. There it is. Yeah. Another question before we go. Um, so these are WASDA put to us from WASDA with the general assembly on Saturday where we review the um procedures and whatnot that we want them to, you know, stick up for us for. >> Does this coincide with that at all or is this is before we've even, you know, talked

053with or that's coming to the table at all? Does that make sense? So some of these >> we voted on on Saturday. >> Yeah. Some of these um are original WASDA and then they're updated like when we look at the years of curriculum adoption come out from OSPI. I mean they're on they're in they're in statute but they also come out from OSPI also with some input. So, >> um, we've already reviewed and adopted our language arts, correct? >> Uh, yes. 2223. These these Yeah, these are these dates on this procedure 20 of 20 uh 2020. So these are the things that have have already done been done right now. Right now >> but I think the dates are out of sync. >> Yeah, we we have to update the dates on the next adoption

054cycle. >> There's no change. I don't see any structure in any of us. >> There's only one um removing of student services after director under the instructional materials committee. We don't have a librarian though, do >> Nope. No librarians, >> but we keep those in policy just in case there's ever a day where they are. So what when when it says director and you struck student services, what were you thinking? >> Which one is >> that's um >> the committee shall consist of three teachers, parents, librarian, principal, and director instead of director of student services. >> Director of >> Oh, I see. Um, yeah. I'm not sure that why that was stricken out. I can have that answer for you, though. Uh, >> that's a question. >> It Yeah, it it doesn't it doesn't The

055director of student services in our district is in charge of special education, 504s, foster care, etc. So, uh I I don't know why it's stricken out, but we'll get that taken. >> And these changes are things that we can also >> you can change before you adopt >> before the actual adoption. Yes. Yeah. >> For the second reading, >> we have to update like was mentioned before, we have to update a an adoption date. >> Oh, here it says encouraged. I see. I will move to on the reading to adopt the policy 2020 court design selection and adoption of instructional scenarios. >> Thank you. Do I have a second? >> I'll second that. >> It's been moved and seconded. All in favor say I. >> I. I. >> No opposed. That motion passes. The next

056is the um first reading of policy 2420 for grading and progress report. Do we have any discussion or questions pertaining to that one? >> Do I have a motion to approve the first reading of policy? Oh, sorry. >> I have a question. So, my uh my pet peeve has always been metrics. So is that is that something that is spoken to in this or is it included in that you know to where you get um either every other month or some kind of progress of what each grade is doing. >> We can make that available. Yeah. >> Mrs. Van Marty can do that in her report and get an update >> in the principal reports. >> Yeah. >> But as far as this particular policy, it doesn't have to be written in here. I wouldn't

057think so. >> It doesn't have to be. It could be written in the procedure. >> So once policies are once policies are adopted by the board, then the procedures are done at the district level and of course they don't have to be approved, but we bring them to you asformational. So for example, the procedure 2420 that goes with this policy, the change is the grading that we have adopted at the middle school for the year. And so that's reflective in the procedure. >> Um is is your is a design could that be a building administrators? >> Could be a building administrator, could be HR, could be yeah any any other any other administrator that we designate. >> Okay, with that I'll move unless somebody else has other questions. >> Any additional questions? >> I'll move

058to adopt 2420 section 3000. Are we adopting or just >> We're approving the first reading. >> Yeah. Do I have a motion to I'm sorry, a second to approve the first reading? >> Second. >> It's been moved and seconded. All in favor say I. >> I. No opposed. That motion passes. >> Up next, we have approval of the Pioneer School District's highly capable plan. Um first for the elementary. Do we have any questions or discussion pertaining to um the high program for the elementary? And we have those printed packets as well. Is this part of our annual um >> yes review? Yeah. >> Changes to it from last year. >> Says the last revised 1028 25 >> 25. >> What it says? >> Oh, that was a mistake. >> On the back. >> Yeah. Yeah.

059It needs to be that >> not this. The previous >> Oh, the actual Gotcha. Gotcha. The previous >> So, it's the only change in this one. Um, we video student licenses. >> I think that's the only change from from previous. >> Yeah. All right. >> That's the only change. Okay. Any other questions or discussion for the high program for the elementary school? >> What is ALP? >> Alternative learning um >> placement. >> Alternative learning placement. >> Alternative learning plan. Yeah. So, so any any every student that qualifies for highly capable has a plan of what they're working on or what um their area of interest >> sort of like an IEP only is high >> cap. Yeah, we used to Yeah. Same thing but highly capable. >> Yeah. >> And it could be in the

060area of m I mean if it's if they're if they're highly capable in the area of talent, it could be music around that. Uh, >> what's FRL >> on the front page? >> Yeah, let me think that the context is >> I don't know that one free and reduced lunch >> free and reduced lunch, English language learners, >> individual education plan, and then the general population. So >> SB there you go. >> Are you entertaining a motion? >> Uh yes. Yeah. >> Okay. I will move. >> I'm starting the list school district highly capable plan for the elementary school. >> Thank you. Do I have a second? >> Second. >> Been moved and seconded. All in favor say I. >> I. >> No opposed. Motion passes. Up next is approval of the Pioneer School District

061highly capable plan for the middle school. Do I have a motion to approve um the middle school highly capable plan or are there any questions or discussion? >> So moved. >> Thank you. Do I have a second? >> Second. >> It's been moved and seconded. All in favor say I. >> I. No opposed. That motion passes. The next item on the um action items list is approval of phase three projects from the small schools grant. >> So what had happened is you approved the phase two and in that um the majority all of it was around the well and the wellhouse as well as um replacing the main line. Well, we we're unable based on the county coming out and looking at the location. So, we've moved then to look at what's in phase three,

062the spend the rest of this small school modernization grant. And what we're looking at in addition to replacing the mainline water mainline in phase two is energy efficient windows at the elementary school is in but it's in phase three. So, we have to have that in order for the department of uh energy services to >> fund those. Nice. >> And that project will not happen till later. >> It's too bad about the well that was cool about the windows. >> Well, >> we will eventually get another well depending on where we need it. But where we wanted it um in both areas, the county said no. >> What about the Okay, so we have the four parcels. If we were to not sell one of them, would that work for a well? >> The next

063the next well will eventually be whatever ends up getting built on the remaining property. the 43 acres that are left for future site development. >> Okay, thanks. >> Okay, do I have a motion to approve phase three projects for the small school grant? >> Yeah, I got involved with the uh facilities meeting yesterday and it was mentioned what the plan was and I I I think you know it's good use of the uh funding to move forward with that. will. >> So I I move to approve it. >> Thank you. Do I have a second? >> Second. >> It's been moved and seconded. All in favor say I. >> I. >> No opposed. That motion passes. The last item on our discussion and action items is approval of the September surplus list which is hefty.

064>> We want a computer. >> Yeah. >> To get one. >> It's lots and lots of computers on there. Some other things. Yeah, there's other things in there. So, >> will we be selling these computers at a low price or >> we'll be selling them for whatever we can get for them. >> So, typically what happens is they go to surplus the government surplus and recycle go to recycle which we either don't get money for but leave which is nice. >> Create space. >> Yeah, create space. Um and then we in the past it might not be anywhere between two and $3,000 for the other surplus. >> Okay. >> But they wouldn't be up for sale to like student at home. >> They're all wiped. Yeah, they are. They're all wiped clean. >> We have

06530-day once we approve the surplus. They have we have 30 days before we can actually sell them. So Okay. Gotcha. anybody that wanted to purchase a surplus computer, for example, or anything on the list and makes a bid or sends in a bid to us and then we say, "Yeah, you can have it for 10 bucks or 50 bucks or >> for them. We would have like website and have a would there be like an online auction type?" >> No auction. It's just No, we don't have an auction. It's just this is what's surplused and then we post that in 30 days and anybody that wants to just come in, put a bid on it, they take its first bid on before before it goes to the public, >> they go to the SD questions.

066>> It's a lot of Chromebooks. >> Yes. Pages and pages >> mine on here. >> All right. Do I have a motion to approve the September surplus list? >> I'll move to approve that list. >> Thank you. Do I have a second? >> Second. >> It's been moved and seconded. All in favor say I. I >> I no opposed. So, that motion passes as well. >> Um, up next is new business. Do we have any new business items to share? >> No, I did sit in on the general assembly. Like I mentioned, it went really fast this year. We were done by like noon. I was like, poor >> Robert afternoon, but there was only 27 um procedures that we voted on. There was like over 100 last year maybe. So, wow. So, it was

067pretty nice. Um, lots of input from several districts over in grade View chiming in a little bit there. So, that was good. >> Nice. >> Um, yeah. I don't know. It went really, really well this year. It was all online. So, >> awesome. >> Were there any new issues? >> No, not really anything new. Just kind of just it was just going off of kind of the same things. Yeah. But it was all good stuff. I remember being in there last year and a lot of it was um not very in favor of parents and I was with like parents being involved and I was really shocked by that but I didn't leave with that feeling this year so I felt better about it. >> Yeah. I think a lot of it's probably aligned with

068kind of our other alphabet soup groups organizations around stable funding, increase in Amaz. >> Nice. >> Any other uh new business? Okay, that takes us to board share. Um I only had like two things that I wanted to share. One is that I saw a thing saying that Pioneer merchandise is available now, >> which I've never seen before. Maybe I just missed it before, but it's out. So, you can Yeah. through the PTO. >> Um, so you can get sweatshirts and t-shirts and stuff like that. I thought I only saw sweatshirts and t-shirts, but I didn't dig into it. I think there's like a pullover and a zip-up and stuff like that. >> Um, and then again, I just wanted to recognize Susie since this is her last board meeting. Um, and just say thank

069you. >> It does feel really strange. It's >> It feels very strange. >> Feels very strange to me. It doesn't feel right. >> Doesn't feel right. >> Yes. Yeah. Um any other board chair items? >> Thank you, Susie. >> Thank you. >> It's been a great experience >> and dedication to education overall on the board and all your years of service. >> Oh, thank you. Thank you. I' I've received a lot of insight from you on uh on school policy and patience. Um and so yeah, I appreciate your your being here for for your service and for what you've done for the rest of us >> and uh for what you've done for the district. I one of the things I want to say about as a as an educator being on a board is

070it makes me very aware of what people in schools don't understand about people who who become board members. I realize I'm talking about this district, this community as opposed to Seattle or Olympia or whatever. But um the very fact that we've had those discussions about, you know, culture of schools and how you work with the culture that's not like the Navy or it's not like the military or it's not like, you know, how do you how do you take where you where that's come from and meld it with where the school is so that you get you get a good outcome together? And that that's really tricky. And I think that this group of people have worked together have have worked together really well to learn how to work together >> with a lot of

071different backgrounds and a lot of different perspectives always with the kids best interest foremost. And whenever there's a stuck spot, somebody says what's right for kids? What how how does this relate to the kids? And that's that's felt good and that's kept me on it. I mean that's that's why I I was here. So, and I felt that way about the the staff after we had our little trauma early on that that it was an all together. We're going to make this work collaboratively and it's and it's really paid off. It's really paid off. I feel like the the ending the ending balance is, you know, a rel also related to all of us trying to figure out how to make that work. So, it's been a remarkable experience for me and um I appreciated

072hearing your orientation about how other boards work in other places. Same way with you and how the Navy fits in or doesn't fit or you know, how do we get how do we gather what we've learned from others. It's been a really I mean I think it's we're I feel fortunate that we've had the experience that we've had and I >> I can say that it's been a pleasure to know you and your husband. >> Thank you. and your dedication, both of you, >> to to our service and our country. >> Um, I I really appreciate what >> Well, it's going to be very strange because I'm returning to the district that I did my very first teaching in in 69. >> I was a high school English teacher, scared to death. >> The kids

073were three and four years younger than me, some of them, and they figured it out early on. And so I only did that one year. The next year I went into special ed and worked with preschool kids. >> Well, we will miss your expertise and your wisdom. >> Well, I'm going to come back and sit in the audience now. >> I was going to I was going to say you are always you are always welcome. >> And I've been writing down acronyms myself because this has always been one of my things. >> I have a list >> and and she's got a nice list going. >> Yeah. And I really do think it makes a difference to have something to refer back to. And and sometimes it's not just what those four letters stand for,

074but what does that mean? >> You know, what is what is a what is a pullout program? What is pull out? You know, >> the board. >> Well, I was thinking board, but also parents. >> No, but uh it's a lot of the basic ones. >> Yeah. Parents need to know, too. I mean, >> yeah. >> Yep. >> Well, and then a lot of it's the organizations like WASBO. What's that? Well, that's the business officials group. And then WA was well, that's the Washington administrators. And then WASDA school directors and you know WA and PSSE and >> yeah, >> in different jobs, different organizations, the same >> same acronym means something. >> That's right. Different. >> Yes, I've noticed that. >> All right. Any additional board share items on that? Do I have a motion

075to adjurnn? >> I move to adjurnn. >> Do I have a second? >> I second it. >> It's been moved and seconded. All in favor say I. >> I. And the meeting is adjourned. Thank you. >> Woohoo. So
