001The meeting will come to order. Welcome to the December 1st, 2021 meeting of the South Kitsap School Board. This is a remote meeting open to the public through an online Zoom webinar. Public comment is available for those wishing to address the board. Pre-registration was required by 3 p.m. today. For those wishing to make public comment in writing, may do so by emailing comments to publiccomment at skschools.org. All comments will be shared with the board but not read during the meeting. First order of business is the Pledge of Allegiance. I pledge allegiance to the flag of the United States of America and to the Republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Agenda item 2.01, adopt the agenda. Are there any corrections or additions to the agenda as

002proposed? I've just got a couple comments here. Go ahead, Director Daley. So, well, I realize that this is a different meeting. I just want to remind the board that over 50% of the meeting is to discuss student progress, so we just need to keep that in mind. On the consent agenda, I think it looks much better. I just have a couple questions on a few items and then when we get to 10.1 board action, I have some items that I want to discuss. That's all I have. Okay, did you want the new items put on the agenda or did you just want to wait until we got there in the meeting? No, I'll just wait. Okay. I'll discuss them at that point. Okay. Is there any objection to adopting the agenda as proposed? Hearing none,

003the agenda is adopted as proposed. Next item is oath of office to newly elected board directors. No, next is the recognition of outgoing board members. I'm sorry. We have two board members who are leaving us tonight. Director Deal was elected to the board in 2013 unopposed and was re-elected in 2017 unopposed. She has served many years with the board, served as president of the board and most recently elected vice president last October. She did not run for re-election because she moved to another director district and that's why, that's the primary reason why she's leaving the board at this time. So we wish her great success in her future endeavors, whatever those may be. Also, Director Sebrin is leaving the board. She was elected to the board in a contested election in 2017 and has served

004for the past four years. She's also served as the board vice president and most recently as the board's representative to the Washington State Interscholastic Activities Association and she chose not to run for re-election. Superintendent Winter, did you have additional comments? Yes, thank you. Just want to say thank you. Liz is not able to be with us tonight. She's out of town but want to say thank you both to Liz and Rebecca. Thanks for serving your district and your community. The job of a board member is challenging and as we bring two new board members on, they'll probably already figured out those challenges but it is worthwhile work and I think as you leave tonight, your time on the board, you can be rest assured that you have done good work for the district. So I

005want to just talk about a couple of quick highlights. Rebecca, during your time on the board, as Director Berg mentioned, 2013, so during those eight years, a couple things I just wanted to highlight, we had a successful capital levy that was approved by our voters as well as multiple successful EP&O levies and while the bond campaigns didn't pass, there was a lot of work that went into those and I think that needs to be acknowledged. You've worked with three different superintendents and multiple board members. There have been multiple curriculum adoptions during your time on the board. Thousands of high school graduates, I started thinking about that today, in the eight years, the thousands of high school graduates that have received their diploma from South Kitsap School District. You've also been a board member through a

006tornado and many snow storms and then of course COVID and that's been one of our greatest challenges but there's also been some budget reductions that you've had to serve on the board through and then there's also been some other wins that I want to just acknowledge. Security in the form of access control at all of our schools. During your time on the board, we have upgraded all of our access controls at our schools so every school has security access into the building and then threat assessment. Threat assessment, you were instrumental in bringing threat assessment to the South Kitsap School District and not only did you help bring it to the South Kitsap School District but we're one of the first in the state to have such a robust threat assessment program and it continues even

007stronger today so that's a legacy of yours and so one of the things that we are going to send you out with is this plaque, the threat assessment plaque that has the members of the committee on it from 2015-16 so that will get to you but also for both you and Liz, we have some plaques here. I'll just read what it says. It says, you have made a difference Rebecca Deal and there's a quote from Nelson Mandela, education is the most powerful weapon which you can use to change the world. So to honor your service to the students and staff of the South Kitsap School District, we want to make sure you get this plaque and you can display it proudly. So Rebecca, thank you and if Liz was here, I would say the same

008thing, thank you to her and we look forward to a continued relationship in whatever form that takes in the future. John, you're muted. Yeah, got to remember that. Next is the oath of office to our newly elected board members, Brian Pickard and Tefe Wilson. So Superintendent Winter, would you administer the oath to them individually? Yes, I will start with Mr. Pickard. So Brian, if you will raise your right hand and repeat after me. I, Brian Pickard. I, Brian Pickard. Do solemnly swear. Do solemnly swear. That I am a citizen of the United States and the state of Washington. That I'm a citizen of the United States and the state of Washington. That I'm legally qualified. That I'm legally qualified. To assume the office of South Kitsap School District number 402. To assume the office of

009Director South Kitsap number 402. School Board Director District 3. School Board Director 3. That I will support the Constitution. That I will support the Constitution. And laws of the United States. And laws of the United States. And the state of Washington. And the state of Washington. And that I will faithfully. And that I will faithfully. And impartially. And impartially. Discharge the duties of this office. Discharge the duties of this office. To the best of my ability. To the best of my abilities. Congratulations. Welcome aboard. Thank you. Looking forward to it. Mr. Wilson. Hello. Here we go. All right. I, Jeffrey Wilson. I, Jeffrey Wilson. Do solemnly swear that. Do solemnly swear that. I am a citizen of the United States and the state of Washington. I am a citizen of the United States and the

010state of Washington. That I am legally qualified. I am legally qualified. To assume the office of South Kitsap School District. To assume the office of South Kitsap School District. School Board Director District 4. School Board Director District 4. To the best of my ability. Congratulations and welcome aboard. Thank you. Glad to be here. Thanks for having me. And there is paperwork that you'll need to sign. So stop by the office.

011It's your earliest convenience. Do we want to give our elected board members an opportunity to say anything as they take their seats? Yes. Director Pickard. All right. Thank you. Well, I just, I really want to just share that I'm really honored to be able to serve the students and staff, parents, and of course the entire community here in South Kitsap. I've been a resident for 33 plus years here and so it's very, very honoring. I'm looking forward to rolling out my sleeves, getting to the work at hand and to work closely with my fellow directors and Superintendent Tim Winter and really the public as a whole. From my 68% plus vote and connecting with so many different people over the last several months. I really heard and feel that that very strong and loud mandate

012from everyone in South Kitsap. They wanted a board to focus on the needs of the students, to be open and work cooperatively with others and to move forward on the top five plan. And I'm excited to do just that. So thank you very, very much. Director Wilson. Yes. Let me unmute here. I do have a couple things I'd like to say. Thank you for the opportunity. So Article 9 of the Washington State Constitution states that it is the paramount duty of the state to make ample provisions for the education of all children residing within its borders without distinction or preference on account of race, color, caste, or sex. And that means not the bare minimum, not the basic, not the good enough for SK, but ample. And that means that we as a community are

013the same duty as citizens to our children and that that duty also translates to the South Kitsap School Board and to each of us individually. In that context, I think it's important to know that I believe in our public schools and that they're the best way to manifest this duty to our children. Public schools help us to forge our indelible sense of belonging, where we make our first friends, where we meet our smiling neighbors at the bus stop, and what comes to be defined as home for us for the rest of our lives. Despite the fissures that we maybe see on the fringes today, we are still one community with one South Kitsap School District for everyone. And that means SK all the way for you, for me, and for all of us. So we

014need to continue to invest in our students, our teachers, our curriculum, and address our long neglected infrastructure. Together, I think we can build and operate schools that deliver unparalleled value for our one and only South Kitsap community. I'm honored to serve on this board and will work earnestly to provide the best educational opportunities for our students in partnership with you and with our strong South Kitsap community. Thank you. Thank you. Next item on the agenda is a board reorganization. Our policy requires that the board reorganize the first regular meeting in December. First we'll be electing a president and then a vice president. For the office of board president, and this is for a one-year term, do we have any nominations for the office of board president? Yes, I nominate Director Pickard. Director Pickard has been

015nominated. Do you accept the nomination? I'm going to respectfully decline. And I would like to put forth the nomination of Jeff Hefe Wilson as president. Director Wilson has been nominated. Do you accept the nomination? I do. Thank you. And I will nominate Director Jeff Daley. Director Daley, do you accept the nomination? Yes. Director Daley has been nominated and Director Wilson has been nominated. Are there any further nominations? Is there any discussion? Hearing no discussion, we'll proceed to a roll call vote. Superintendent Winter will conduct the roll call vote. We'll now take a roll call vote. Because there are two nominations, I will ask each board member to state the name of the nominee they are voting for. Director Byrd. Jeff Wilson. No. Brian Pickard. Jeff Wilson. Jeff Wilson. Jeff Wilson. Jeff Daley. Jeff Wilson. Jeff

016Wilson is unanimously elected president. And I will hand him the gavel to just reach out and grab it. Okay. Thank you. It seems to have shrunk on my end a little bit. The meeting is now yours, President Wilson. Thank you. I appreciate that. The first thing I'd like to do is, John, to thank you personally for your leadership as our board president. And for earlier this year as our vice president, you've done a tremendous service for the board, done a ton of work and presided in, as the cliché says, unprecedented times. So thank you for leading us and leading us well. All right. Let me find my correct script for the next thing here. All right. So I think the next order of business then will be to accept nominations for vice president. Do we

017have any nominations for vice president? Yes, I nominate Mr. Pickard for vice president. Mr. Pickard, do you accept the nomination for vice president? I do. Thank you. Cool. Do we have any other nominations for vice president? All right. Hearing none, we'll move on to the voting. Mr. Winter, could you please repeat the procedure that you did for president, this time for vice president? Yes. So we have one nominee, Brian Pickard. I'm still going to ask that each board member in the roll call vote state the name of the person they're voting for just to keep that consistent. So here we go. John Byrd. Director Wilson. Mr. Pickard, please. Oh, sorry. Sorry. Oh, I'm sorry. Pickard. Oh, okay. We already elected Wilson. Yeah. Pickard. Sorry. All right. Jeff Wilson. Mr. Brian Pickard. Brian Pickard. Brian Pickard.

018Jeff Daley. Mr. Pickard. Thank you. Excellent. Well, congratulations, Mr. Pickard, on your election to the vice president role. Appreciate you stepping up to take this on. I'd like to give you the opportunity to say a few words if you'd like since you've been elected to this role. Well, just I'll keep it brief. There's always lots to continue to learn. My past experiences and everything will help support me in this role as in different leaderships, leadership opportunities and everything. I've been allowed to lead others in a lot of different ways and the ability to work collaboratively has been a real strength. I look forward to doing that with all board members and staff and community and the whole bit. I take pride in my abilities to listen, to understand, and I believe that's really critical to

019all of our roles in making the best decisions is that we need to really listen and understand where everybody's coming from. Thank you. Thank you, Brian. Do you mind if I call you Brian in this meeting? Is that all right with you? All right. Thank you very much, Brian. Yes. Preferred. Thank you. I'd like to just offer up then to everybody else. Is that all right if I address you by your first names or any objections to that? Great. Thank you. Thank you, Tim. Thank you, Jeff. Thank you, John. Thank you, Kai. And thank you, Jesse. All right. So let's see. I'd like to say a couple of words as well before we move on to the next item. I want to first thank you as electing me as your board president. I think what

020we do here on the board and how we act are an important reflection of our South Kitsap community that we all serve together. To that end, I think we can do it better than we have in the past. I'd like to shift the focus from the personalities on this board and get back to focusing on our kids and their education. I intend to reflect this in how I run our business meetings, making more space for meaningful discussion and good decision making with much less focus on administrative procedure and legal maneuvering. I welcome your partnership in this endeavor. Also, I'd like to encourage us both individually and collectively to focus more on our role as policymakers and to let Tim as superintendent focus more on our operational excellence. We determine the what and he determines the

021how along with input of our valuable stakeholders. With all five of us and soon six once we appoint the next director for number one. All of us knowing and performing our roles well and setting a good example for how we can work together effectively will show that we can do great things for the South Kitsap school district and more importantly for our South Kitsap students, their families and our greater community. Thanks again. Mr. Wilson, I think you have muted. Sorry. There we go. Am I back now? All right. Let's see. So now I'd like to move on to the next piece of business for the nominations. Typically, we would be going on to nominate some additional roles. So there's three different roles that we would typically be nominating for and that would be our legislative

022representative, our WIAA representative. So that's the athletics and activities and the WSSDA delegate. That's the school board director association where we get our policies from. However, we don't have our full constellation of directors today. So without objection, I'd like to move that we postpone the appointment of those other three roles until we have our full slate of directors on the December 15th meeting and can make those assignments available to everyone who is willing to take them on. Not hearing any objection, we'll move the election of those other roles to the 15th. Looking forward to it. All right. Let's see. Get my powerful gavel in hand and we'll move on to the next item of business, which is 4.01 staff recognition. Tim, could you take that away? Thank you, Hefe. We're going to turn this over

023to Amy Miller. We've got a very short recognition, but an important one tonight. So, Amy, I'll turn it over to you. Thank you. So this is Mary Iser and she's retiring from her position at Orchard Heights Elementary and she's been in south cassette for five years, but she's got more than 38 years of service and education. So it's a wonderfully long career. Thank you and best wishes to you, Mary. Thank you, Mary. We appreciate it. Thank you, Amy. Thank you. And is that everything for today? Yes, we normally would have NIBs at the first board meeting of December, but we're going to do a large group of NIBs in the first board meeting in January. All right. That sounds wonderful. I'm really looking forward to that and hopefully the rest of the board is too.

024Well, let's move on then to 402 Superintendent Comments. Take it away, Tim. Oops. Tim is either very attentive or his video has frozen. Let's see. Amy, are you there? Oh, Tim, hold on a second. Could you restart your video froze for a while? We didn't hear anything that you said. Well, the whole thing froze. I was wondering if anyone else is frozen, but it's happening on this end, I think. Okay. We can hear and see you now. We're getting a message that the internet connection is unstable here in the building, so hopefully we'll be okay. I know it's quite windy out there and I have my fingers crossed for power and now internet for the whole night. So I didn't hear anything after staff recognition, it froze. So if you were talking to me, I

025apologize. I didn't hear anything. I just said that I was very much looking forward to the nibs and the other things and then to take it away, please, with the Superintendent Comments 4.02. Okay. Thank you. So we were at the WASDA Conference on, I guess it was November 19th and 20th and 21st, I guess it was, 18, 19, 20, 19, 20, 20, whatever those days were. We had all board members in attendance, some in person, some virtually. The theme of the conference was transform, which that word has just really stuck with me since we were at the conference and that idea that we are in a situation where we have an opportunity to transform education. I think that's one of the positives of the last 22 months has been that we've had to really look

026at how we do things and change. But I think one of the things that was brought up at the conference that, again, I've repeated to our central office leadership team and our principals is that the word transform has the word for in it. And it was brought up that we really should be thinking about what are we for? And so much in the last 22 months has been what we're trying to work against, whether it's COVID or other things. And so we're really trying to focus on getting back to what are we about? What are we for? What's our why? What are we really trying to accomplish here? So that was meaningful to me. The other thing that I really want to mention, and I would recommend a watch of this on the WASDA website,

027but Tim Garshow, who is the head of WASDA, gave a presentation as one of the keynotes. And it was 125 things we have had to address in the last 21 months. And he said he was amazed when he started writing the speech because he figured there'd be 40 things or so, but it came out to 125. And one of the things that I thought, again, it was interesting to sit back and reflect on all the things we've done in the last 22 months. It's been a lot. We've had to adjust and readjust and change and rewrite things and rewrite the things we've rewritten. But he talked about Friday, March 13th, 2020, where we shut down schools. And in 72 hours, we were asked and tasked with the huge obstacle of putting remote learning in place.

028And I loved his comment. He said we had 72 hours to put remote learning in place. That was a heck of a weekend. And that's really true. I remember that weekend was a long weekend of planning and trying to put things together. We have come so far in the last 22 months. And so I just thought that was a good reflection for me, a really good learning and really good connections. It was nice to be back for me with superintendent colleagues and to spend some time with the board and to connect with some people. So that was my reflection on the WASDA conference. And I hope we'll hear from board members and student reps as well later on. I want to remind us that there is a coherent governance training next Monday, December 6th. It's

029a two-hour training that if you want to sign up for that to let Robbie know. And I think it'd be great for our new board members to be part of that. It is during the day. So I know that that could be a conflict. And then a reminder that Saturday, January 15th is our full board retreat with the Aspen group, which will be an in-person training on Saturday, the 15th. A couple of things that are going on in the district that I would like to talk about. One of those is transportation. And that seems to be something that we're dealing with on a daily basis. The bottom line on transportation is the number of routes is greater than the number of drivers. And that's the problem. And there's a lot of reasons why we are

030low on drivers. But the one thing that I'm noticing as I read newspapers from across the state and really across the nation, this is common across the state. Most districts are in a place where they're canceling routes or delaying routes. And I think we're all concerned about what this means to our students and our families, because it is a major inconvenience. The one thing I will say about our transportation department is they're working on it really as a daily puzzle to try to figure out the best plan of a bad situation to try to meet the needs of the students with the least amount of impact for our students and our families. So sometimes that we're shuffling those routes around and trying to juggle those. We had a situation last week where we had to

031provide some late notice. But we had a situation on a bus where a bus driver was injured and tried to come to drive again, but needed to take some time off. So that impacted our routes again as well. So we are working hard to train new drivers. We should have some new drivers ready to go in January ready to drive students. Unfortunately, that's a long process. And probably a good thing, it's a long process because we had trust our students with those drivers and they drive through all conditions and do an amazing job. So that's one thing I wanted to touch on. Vaccines is another thing that's in the news. Now we're giving vaccines to, we are not personally, but in the state, vaccines for five to 12 year olds. A headline I read in

032the paper was that Washington five to 12 year olds are getting vaccinated at a rate higher than the national average. So that's good news. We are working with a couple of different health agencies right now to set up a voluntary vaccine clinic for parents to get their students vaccinated. I'm careful how I say that. Voluntary vaccine clinic for our parents to give their students vaccinations. I mean that they won't be delivering those, but the question has come up a couple of different times. Would we ask for consent from parents before giving vaccinations? And that's, that is an absolute yes always. We wouldn't be doing any of that without parent consent. So I wanted to make sure I articulated that correctly. Another question that has come up with staff as well as with parents and the

033community is the masks. I have asked the question directly of our state superintendent. He also spoke at the WASDA conference about this topic. I've also been in meetings with representatives from the governor's office and the message right now is at this time there is no plan for removing the mask requirement from schools. So it continues to be a state decision, not a local decision. There is some discussion that maybe decisions down the road related to masks and things would be regionalized rather than statewide because different regions of the state are experiencing different levels of COVID positive cases. But again as of right now the state is saying we must wear masks in all school buildings and at school events. Another thing that's in the news is staff burnout and there's a lot of discussion about

034teacher burnout, but I want to include all staff because all of our staff is working extremely hard. I mentioned this at the last meeting that we have a lot of people putting in a lot of time to do some great things for our students still. They're getting up every day, they're showing up every day, they're lifting up students every day. And I think that's important to acknowledge that we see the work that they're doing. We also know they're really tired and they're really worn out and they continue to show up. And so nothing but praise for the work that our staff is doing. At the same time we are working to find ways to alleviate some of that stress to give them a little bit of a break to lighten the load and to do

035that in ways that don't impact students and don't impact families. So that's a little bit of a challenge, but we've got a couple of ideas we're working with and we hope as we come back from the winter break that we will have some options available to at least alleviate some of the stresses associated with that. And then I heard this phrase the other day and I thought it was really critical. It's really a tough time to be an educator, but it's a great time to be in education. And I think that's really true. It really is tough to be doing anything in the school system, including being members of the school board, but it's also a great time because there's opportunity in front of us. And that's that whole transform, back to that phrase, transform

036that I think is important. And then lastly, I just want to acknowledge there was a school shooting in Michigan yesterday and disturbing as always. And we talk about threat assessment, we talk about access control, but I read a real startling fact that since August there's been 20 school shootings. That's just unbelievable to me. And I think we need to get back to as a community coming together as one. And Hefe, you talked about that a little bit as far as we are one South Kitsap and we are one community. And I think that's really important for us as we move forward, that we're going to have differing opinions and we're going to have different ideas on things. I had a great conversation with a community member last week about this topic and that both of

037us agreed that it's really important that we come together, that we find ways to come together for our students, for our community. So I just wanted to mention that, recognize the loss of life in Michigan and then the other 19 school shootings that have taken place since August and just keep those people in mind as we move forward with the work that we do here in South Kitsap. So those are my comments for tonight. Thank you. Thank you so much, Jim. Really appreciate the updates. Are there any comments or questions for Tim about what he said or what's happening in the district? Go ahead, John. Yeah, with regard to the Aspen training next Monday, I believe it is. It's a two hour and it's kind of an overview of coherent governance and I think it'd

038be very beneficial for our two new board members to to get that even though we're going to be having a more in-depth workshop later in January. Now, I was hoping to participate. Brian, were you going to? Yes, planning on it. Hefe, were you going to be able to make it? On Monday, I have some family business that I need to attend to during that day. I'm actually going to be off from my other work. I would love to but I'll have to get update from the rest of the group and I do have the book that I've been perusing. So I'm really looking forward to that and I apologize for not being able to make that on Monday. I checked with Aspen and they will be recording it and it will be available for those

039who have registered and so if Brian attends, then he can share his recording with Hefe and if I attend, I can share my recording with the new board member when she comes on and if Director Daley wants to attend as a refresher, that's up to him but I think it would be helpful for all of us so that we're all hearing the same thing. So just a comment on that. The theme of that is, the title is, it takes unified focus to govern translation to do what is right for all students and that fits right in. That is 10 o'clock in the morning to noon on Monday the 6th on Zoom. So just a communication with Robbie to say sign me up and she'll take care of the rest. All right, great. And Jeff, I

040think you had a question or comment. I think you're on mute. What's the status on the pool? So as I mentioned at the last meeting, we're waiting for the bid process on the 14th of December. We will have the bids. That's the due date for the bids. On which date? December 14th. Okay, how about substitute issues? As I mentioned last time that the numbers are fairly consistent. We again are working on some ways to help alleviate some of that by utilizing some of our districts, those with certificates to help out, but still a problem on a daily basis. And is that affecting custodians and her educators and others? Yep, it's affecting everybody. Okay, and so is this an availability issue or is this a money issue or do we know? I believe it's an availability

041issue. One of our principals worked until 10 o'clock last night doing custodial work just trying to get the building in shape. So it's really just an availability. It's the number of people. I don't believe right now that it's money related. I think we're seeing a problem around the state and the country of a need for a workforce. Okay, thank you. Any other questions or comments for Tim? All right, we're hearing none. Let's move on to the next item of business. So I think we have a big section here around operational performance. I think they're all pretty much focused on the financial performance of our district. Tim, I'm assuming you can walk us through along with our guests through this section. Yep, I'd be happy to. Thank you. So 5.01 is OE6, financial administration. This is

042the interpretation and indicators report. Interesting is I was doing some work on this and putting it together realized that on March 17th of this last year, we presented this in the previous format. At that time it was OE8 and it was called financial execution. Now it's OE6, financial administration. A lot of the same components of the policy are there. So one of the things that you will see from March and to this is there are a lot of the similar pieces of evidence. Again, as I mentioned in OE5 at the last board meeting, the question to me on this is do we have the systems in place in our business office with our finances to show that we have evidence that we are meeting the expectation of the board? And so as you go through

043here, you will see that there are things that deal with district policy as an example, and I haven't included any of the specific evidence. So that question came up, for example, under section one, assure that payroll legitimate debts of the district are promptly paid. District policy is one of the indicators of compliance, but when we get to the evidence report, I will list those specific policies that match up with that component of this expectation, and it will show that we have those systems in place. So again, there's things in here that are audits. There's the monthly budget status reports, some presentations that have already been given. There's some crossover with OE5 that was presented at the last board meeting, but really trying to show as many of the district financial documents that are available to

044the public at all times that we were able to share, as well as communication that we put out to the public. We have a responsibility to submit an annual report to the community, our budget, and we do that in our community connection mailer. Each year, as well as through our budget hearing and the website availability of these documents. And again, these are all on the website in different places, a lot of it under business services, but the community connection mailer under the communications departments, and those are archived there. So you can see not just the current, but years past as well. So that's what I really wanted to share. My hope is, as I go through these and the old English teacher and me as I look at the policy and as I write an

045interpretation, when we summarize, we try not to use the same words that we're summarizing. So sometimes it gets to be a little bit of a challenge. And I hope that I'm not losing the specificity of what's been highlighted in the policy, but I will continue to work on that. But that's my presentation on the interpretation and indicators of compliance for OE6. All right. Is there discussion on this item? Questions or comments about this one? Go ahead, Jeff. Yeah, take it away. Go ahead. How do you want to handle this? I don't concur with this and I've got a lot of comments. So my recommendation at the end of the meeting is going to be to start taking some of these out of the board meetings and put them into work sessions so that we can

046discuss them without having a lot of holding up what we seem to consider as the formal board meeting. I've already talked to, I've already sent Mr. Winter a list of the items that I have concerns of. I realize that because we're not meeting in person, it's hard to get those to you all. So how do you want to handle these things? Do you want to fully go through these at this meeting here or do you want to find a way to defer these so that we can discuss among ourselves without having a group of people waiting to do public comment and other things? So let's see, my recommendation would be that if you could send those to us, I think we can all receive information so long as we're not responding and dialoguing about it.

047I think if you send us the questions and the references, then we can sort of study up a little bit on it before we discuss it. That would be my recommendation. What do other folks think? Well, are the recommendations involving the interpretation and the indicators or the underlying policy? They are the interpretations and the evidence part. So our task tonight is to approve the interpretation and the indicators as being reasonable. If we approve them as being reasonable, then that sets the standard with which the superintendent will be reporting and upon which we will be judging the performance of the superintendent and the district. So if we determine that they are not reasonable, then we need to send it back to the superintendent for revision. So if there are additional things that we need to consider

048then we're not ready to make that decision as to whether or not the indicators are reasonable. Well, then my recommendation would be that based on what Mr. Wilson said, that possibly we should table this for this evening and I'll send out my comments and then that will allow you guys to take this up at the next board meeting and everyone to see the comments. Obviously with the new board, it's going to take a little change in process and a little different way of doing things. So the only other alternative is to either go through these or just vote and you'll have a non-concurrence because I think that we need to start from the very beginning the way that the coherent governance process works, which is to go through these and discuss among ourselves and due

049to the length of this one, that's going to take some time. And I realize that that's why I'm proposing that we either send them in advance or and obviously post them to the public or we start handling these in some type of a work session so that we were not pressed for time to get through an agenda. Yeah, the issue then is do we just postpone this until the next meeting or do we want to schedule a special meeting as a work study session to go over it in more detail? I think Director Daley's preference was to have a special meeting as a work study session, but he hasn't made that specific proposal. Right, right. Let's have a little, if we don't, if it's all right, I would like to have a little more discussion.

050Brian, did you have any thoughts on this? Well, I think we want to have a firm understanding and be able to move forward in a timely manner, but sometimes some things take some time to go through and understand both process for us, but then also in detail as far as what needs to be done. Yes, John. Yeah, okay, then I'll move that we postpone this agenda item until our next meeting. After we have reviewed Director Daley's comments, we could then decide at our next meeting whether we want to schedule a special work study session to go into it in more detail. So the motion is simply to postpone this agenda item until the next meeting. All right, I think the motion has been very clearly stated. Let's go ahead and take a vote. Those in

051favor, please raise your hand and say aye. Aye. Aye. Aye. Those opposed, say nay. The ayes have it. We will table this until the next meeting. I have one question. I just want to make sure only because there's a cycle to this. I want to make sure there's no, that's not going to mess anything up, right, for the implications. This is around reviewing how well Tim is running the district, correct, against these indicators. So it's not, we're not holding anything up, right? All the bills will be paid and all that good stuff. Yep. Correct. Yes. I see a nodding from Tim. Okay. We're good. Yep. That was my assumption. I just wanted to say it out loud. Okay. All right. Let's move on to the next one. Mr. Wilson. Yes, go ahead. Normally, I would

052have gotten these out earlier, but obviously with the holiday, we had a, you know, normally we get the agenda a little earlier, but with the holidays, there's not enough time to get everything to everybody in a day or two. Understood. And Brian and I have only been working for 48 minutes now. So you couldn't really send it to us. We couldn't have done much with it anyhow. So we'll get up to speed quickly. I promise. I don't want to speak to you, Brian, but we will dive into the details. I'm looking forward to that and talking about next meeting. All right. Let's move on to 502, the year-end financial report. Tim. So thank you. So I've asked assistant superintendent Jennifer Farmer to give us our annual year-end financial report for 2020-2021. So Jennifer, I will

053turn it over to you. Thank you, Tim. Good evening, everyone. Directors Wilson and Pickard, I'd like to welcome you to the board. Director Seabrun and Diehl wish you the very best in your next adventures and thank you for your service. So tonight we are here to discuss our year-end financial report. This report is an outcome of our year-end process, which occurs between the end of our fiscal year and roughly mid to late November, depending on when things are finalized and when OSPI has their deadline to receive our information. This is a high-level summary, but I do want to just give you an indicator. I have a couple of other objectives in this presentation tonight. So for one, we have two new board members. I've seen you, you've been attending meetings. I don't think this is

054really new to you, but I do want to try and build some understanding. We, of course, have two student reps for which this is all new. So I'm trying to do a little bit of that. These are also historical documents. So I have a couple of nuggets of things that will live on as we go through the years and people look back at where the budget was and why things might've been a little different. So I'll talk about those as I get to them. All right. So we're going to dive into our summary of revenues and expenditures. This year we've provided you with three years of data showing pre-pandemic revenues, the year that it was and the year that we have just completed, as well as our expenditures and the sum total of our revenues

055or over or under expenditures. As you'll see, we've been trending positive in the last couple of years. This year that we have just closed, we closed a state where expenditures were higher than revenues. That primarily goes to the enrollment loss that we'll be discussing throughout this report. I've also put a comment on here that really in 2021 is where we're seeing most of the effects of ESSER. We did have a little over a million and a half dollars we expended in the 19-20 budget. That's significant, but it's going to start to look more prevalent in our budget as we go through the current year and next year and those monies get expended. It was difficult at the beginning of the ESSER cycle to spend those monies. The supply chain was a mess and we had

056schools closed and we weren't really sure what was happening next. It was difficult in the first part of the closure to expend those monies, but definitely are embedded in that. We'll talk about that in my next presentation this evening. Sorry, can I ask a question at this point? Go ahead. Back to the one slide there with the 2021, I read somewhere that those ESSER funds that you can sort of read that some of them are retroactively claimable until 2023 or something, 2024. Do you anticipate any relief from that number from 2020, 2021, or is that sort of cut and dried, we're done? Right. Once the books are closed, that is the end of that story. I will depict a little bit later why seeing a negative number there wasn't necessarily a total surprise to us.

057We knew our enrollment was down early. That is the way and the flow of how fund balance works to support us when we have these unforeseen circumstances. Thank you so much. Carry on. Absolutely. Thank you. All right. Here is our revenue and we're comparing what we budgeted versus what actually happened. We thought we would have a lower fund balance to start the year of 2021. In many ways due to the pandemic and the halt on spending that occurred in March of 20, we did not expend as much money as expected. We had a higher bank balance to start the year. That is a lack of a better term. We're going to call it that for now. We also had budgeted higher revenues than we received. That is due to the enrollment that we lost during

058the last year and that shows you total resources that we had available. We've also depicted what revenues come in by source. So monies that schools get, it's not ours to spend necessarily in any way we wish. There are revenues that must be used for specific things. Special education, transportation, CTE, some title programs. That's almost $37 million that comes with very specific rules attached to it. So not the entirety of our $159 million revenue is flexible in the way that it might appear if you're looking at your personal checkbook per se. All right. Next slide, please, Amy. I've put up a historical look at resources. This is part of me providing some background information. Going back, we're looking at four years here. You really definitely can see what happened after the state settled the McCleary lawsuit

059and there was an influx of additional money to schools. You can also see the dip that we took in our local levy collections over that time as the lowered levy collection amount was instituted and then was raised again by the legislature at a later time. Another item here I want to bring to your attention, local effort assistance. That is a funding formula that provides for communities where there might be lower valued homes. Over the years, that has changed in two ways. The formula has changed and the status of the value of property in Port Orchard has changed significantly. You can see over this time, we have reduced what we get in local effort assistance by quite a bit and we are looking forward that it will continue to decline down to nothing at some point.

060This gives you a picture of yes, revenue goes up in one place. It has come down in others. We also have this reduced LEA amount. It is a factor of all of the revenues we get that we're trying to budget with and make sure that we get everything aligned. I included what we get for special education from the state. Most of our special education money is federal, but I just wanted to depict that there because we do know we have a lot of students who require support and that is what the state has provided for us to augment the support we get from the federal government. Alright, expenditures side of the equation. We budgeted for $164,700 in expenditures. As you can see, we spent less. That was twofold. We knew that we were in a

061negative state of enrollment and we also had a spending halt really at the beginning of the pandemic. So we were able to bring our expenses in under what we had budgeted and that allowed us to not have such a negative effect on where we ended the year. The budget is a plan and it changes in the sense that we are watching and monitoring and looking at hiring and our positions being filled. When are they being filled? Are we buying things to support not only the educational model but our facilities and other things? What's the timing on that? There's really not a lot you can change course on after the budget is in motion but you can make small adjustments and ensure that you're looking to see where is enrollment? Do we need to be conservative

062or are we hitting our target and can we continue on the plan that we may have set months before we even saw the kids come in? I would also say that shifting to hybrid was costly. We had a lot of needs for furniture and supplies. We had a lot of needs for substitutes. We embedded substitutes in our system so that we could keep the cohorts down but we didn't see a huge return on enrollment when we opened last spring which was disappointing but understandable. On to the next, Amy. Thank you. All right so this shows you graphically how we spend our money. I like to consider this a dollar spent so if you look at what we pay our people there's 41 and a half percent, 41 cents of every dollar go to our certificated

063salaries. Another 14 cents to classified benefits are almost 23 percent. People, we are a people business to take care of little people. These other areas here, supplies would encompass everything from paper to toner to copier machines. Pretty much everything we buy. Contract services was up in the last year because we were unable to hire certain staff so instead of hiring a person we may have contracted services through an agency. No surprise in the pandemic we had almost no travel and capital outlay in this sense as a general fund expenditure means essentially items that we purchased that are in excess of $5,000 so that could be a vehicle or something that's of larger nature that's going to last for a long time. Also a very minimal amount of our budget and this shows same thing only

064by activity. So we are spending 81 percent of our budget on instruction and instruction report support. You can add another three percent to bring those kids to school safely and send them home with transportation. That is a significant investment of every dollar that we have. We also have eight percent on maintenance and operations and seven percent is district administration which includes everything from our central support which is still supporting educators and working in schools as well as our hard-working facilities and ground staff, our security staff, all of the other operational departments that make the district function. Just a quick question, sorry on that one, where does like nursing and counseling type folks get in there? They would be depending on the type counseling would be an instruction and support. Nursing would probably some of it

065would fall under district administration and if they're assigned specifically to a school they could appear there in instruction support as well. Okay and I know we've made a lot of investment you know from our local levy monies to supplement those areas so it's great to see them going to the students as well. Thank you. Yes, thank you. I am excited to see the state may make some greater allocation for nursing services going forward. We'll see how this legislative session goes. All right, I've picked just some thoughts to look at as far as our various historical expenditures looking across four years. One of the things I think is very palpable here is our investment. The money we got from McCleary greatly went into both regular and special education. We've made significant expansion to our special education

066program services and supported those with the people that are needed to provide those services to those kids. Certificated salaries, they made a large post McCleary jump but have been pretty stable in the last couple of years. As have classified salaries there's a little bit of a dip last year because like I said we didn't hire people if we didn't have to because we were seeing that we had less than advantageous enrollment and benefits have increased significantly. The state took over the benefits program during that period and as you can see that is a function of it being more costly. We also have higher salary people so the cost of their benefits is a little bit more. This is one that I included because we do pay for a lot of transportation out of local levy.

067As you can see the revenue we get for transportation is far below what we expend on transportation. We get our money based on ridership so how many kids are on the bus not the fact that you have kids that live in pretty rural parts of our communities might be the only one on the bus for a while. We did get some stabilization dollars in the last year but while I appreciate those this is on my radar as an ongoing concern. We clearly have a driver shortage. We need to make sure we have qualified folks that are able to bring our kids to and from school safely. We have been impacting families adversely by not having enough drivers to do that and we are putting in quite a bit of local funding to pay for transportation.

068This will consider considerably go up I believe unless otherwise remedied because our ridership is down this year. At the beginning of the year parents chose to drive their kids in because they weren't sure how it would look. Now we're not able to run all the routes we would like to run so as ridership goes down our funding will go down and our local levy contribution will need to go up to maintain the service we have. In a community like ours with not very safe walking routes this is definitely something we are concerned with and monitoring. This is a bit of an aside but on the last two things I was just wondering about with the driver shortage and things it's probably more HR question or it's in question but I wonder if there's any anticipated

069wage pressure you know on you know bus drivers and other probably more classified staff. I know we're seeing it sort of in all industry right for those jobs where you're you know you're competing with a much higher minimum wage it can be hard so I'm wondering if there's any info on that. So very timely and astute question our transportation director has been giving me his thoughts on this just recently as yesterday. We do know that there's an enormous amount of pressure for CDL drivers long haul, local delivery, local transit, school transit. It's become a profession that needs some attention and needs to build a quality workforce back. So while we see that coming we are going to be on the following edge not the leading edge of going to an extreme to try and get

070this going but we have made a couple of adjustments. So we are currently looking at where the salaries are, are making sure we're competitive with local districts. We've also put in for the first time ever a signing bonus for drivers based on whether or not they have a CDL or need training. It's different amounts but just something that would give them an opportunity to choose South Kitsap because there's a good reason to come here and then they'll figure out there's great reasons to stay here. Awesome thank you. Yep all right some other things people get interested in I just wanted to provide some context. We as consumers see our utility bills and they go up and down but those have been pretty stable across the last four years for us. They run between 2.4 and

0712.6 million. We do our budget based on a five-year average so we look at what the average was across that period and we budget that in for utilities. Sometimes that means we have a little bit of money there towards the end of the year because we had a good year, nice winter, wasn't too cold, people turned the lights out so but it's been pretty stable. Insurance on the other hand has been up and down. This is what it costs for the district to carry liability coverage for everything that we are insured for through the Washington schools risk management goal. A little bit of a break last year but definitely back up for 2021 and I wanted to note here as sort of a historical marker that we have cost trends in our budget that are

072going to be affected over this course while we are having this influx of ESSER monies. So I wouldn't normally be spending as much money on furniture or on cleaning supplies or things but because of those funds which have helped us to really make this year work successfully and keep spread down in our schools of COVID, those exist in our budget and they will make things look inflated across the trend of us spending these. All right moving on to fund balance which is the end of the story of a year end process. So what is fund balance? You have a minimum as a board that's established by policy. We also have reserves in there for things that we've already spent money on, inventory in our warehouse of food and other products. We also have restricted funds

073that are carried over where those must stay with that program kind of like the revenue originally did we discussed earlier and then if we are in a year where revenues exceed expenditures that also lives in our fund balance. So where we landed for the year we anticipated that we would have a ending fund balance in our budget the year prior we anticipated 15,200,000. We landed at 15,800,000 so while we did spend some of the money that we had saved from the previous year we were on target to have that ending fund balance as we came to the close of this year. It's actually a very narrow gap of less than one percent of our total district resources that we were differing from budget to actual. If you are working with a home checkbook being within

074one percent during a given year with I don't know 50 people in your family with your debit card that's an interesting place to land. So obviously we would prefer to not have had an enrollment loss that affected us needing to use fund balance but we did end the year where we anticipated. All right here's what builds that fund balance. The previous board had asked to see this in detail. Some people like all the parts and pieces if you don't we don't need to present this but we do have that component that is unassigned and is unrestricted for the most part. We have your minimum fund balance which is five percent of budgeted revenues. We have those amounts that are restricted and not spendable which brings us to the grand total that we just discussed of

075just under 16 million dollars fund balance that started this 21-22 budget. Can you explain GL21 and GL40 as to what you mean by not spendable? Certainly so the restricted fund balance includes a carryover for programs that we are not able to spend freely on whatever we want. So some of those things I discussed earlier where the money comes with specific regulations if we have some leftover at the end of the year and are able to continue to carry it it sits there. The non-spendable of GL840 would be things like our food services stores. We have freezers full of food slightly bigger than usual because one thing you haven't heard about South Kitsap is that we aren't serving our amazing meals which we are. Other districts have had to go shopping locally to try and fulfill

076their needs to provide food to students so when we spend the money but we haven't expensed it yet it lives in that GL840 and flows in and out through there. So why are those considered part of the ending fund balance since if we spent all the GL821 money that would go to zero and if we didn't count our inventory so it seems to me that our fund balance would now be what 13? They reside in the fund balance because that is where we are required to report them and we do not while yes your your math is correct as far as what is available fund balance that that would be in the accurate 13 roughly there's some restricted fund balances in the top line as well that's carryover for schools they didn't spend all their

077budget last year we have allowed them to carry that over that also lives there we could spend that money a different way if we chose to so the real so the real so the real fund balance is actually 13 million the real fund balance is 15 million 827 we have that 2.6 million dollars which is not spendable yes great if i might if i may so it just sounds like a liquid versus illiquid right so that one for example for the food that means it's in stock so we wouldn't have to spend that money when we need more food so it has a cash value and i'm sure you market it whatever what that cost what you spent for it yes yeah so it's it's an asset it's just not liquid but it is delicious

078from what you've said it's a delicious asset it is a delicious asset some some parts of it more than others all right this is the fund balance graphically over time you can see it doesn't change much from year to year we did have we have the spikes in the system because of when our funding comes in we have three out of four of these years where the fund balance has ended trending down one year where it did end up trending up so this this looks very similar across time of how this ebbs and flows just really quick are the october and april peaks is that's because when people were paying their taxes correct yes thank you all right so we've been all about the general fund but the next few slides talk about our other

079funds one is the associated student body fund that is for extracurricular benefit of students and are student approved and voted on our covid pandemic really significantly impacted asb and their ability to do what they wanted to due to fundraise to go to events to participate in things that were extracurricular so this was a rough budgetary year fortunately our asb primarily the high school has this has a pretty healthy fund balance so they were able to get through the year and do what they could do once we were able to resume activities in the spring with what they had at the time so we're excited to be back in person and and see this see our students be able to be flexible with this account again capital projects fund quick quick quick question sorry on asb

080can you uh can you just uh check if my assumption is correct right that is money that is uh it doesn't not entirely but largely gathered from our you know students and their families we sort of provided a banking piece of that and then we give that the attendance to spend that on students there are some other places it comes from but that's money that's earmarked for lack of a better word for you know the support of our students yes they are the acronym for it is CARS so it's cultural athletic recreational and social activities that students decide they fundraise the money goes here they decide how to expend it it is public money because it lives under the district so it still gets all of the same checks and balances and scrutiny and protection

081that our other funds do but it is up to the students to decide what they're doing with their money under the support of their advisors our teachers who might be doing a program that has asb connection to it and then it's ours to make sure that you know they're following rules and maintaining the proper protocols thanks for letting me ask a few uh dumb questions there appreciate oh it's great i'm happy yes i also have a question um just because i'm in asb um so i just have a clarification question might be a dumb question too but i just um so the money the the seven hundred and eighty thousand dollars that's spread across all the schools in the district correct and then um and that's and i think mr wilson just asked but that's

082all fundraised by students or does that a portion of that come from like the jet like taxes or um other it's a great question so most of that is going to be the high school we really don't see a lot of asb activity at elementaries but there would be a certain amount of that that was there for the three middle schools so it's those it's all secondary schools are that beginning fund balance uh typically all asb funds would be um through fundraising or other student ventures now this year is unusual now general fund can be used to do anything it can fund asb it can fund transportation it can fund capital projects the the other funds can't do that the opposite asb can't give money to the general fund because they're in the mood to

083be generous they could donate things to the district but we don't cross funds that way we do anticipate that we may be using some general funds to support asb as they get going so if we need to pay for officials for sports in advance or we need to help support something so that they can get fundraising going but pay a bill along the way we anticipate there might be some general fund support this year of asb okay thank you absolutely okay capital projects fund this is where our capital levy exists we started the year with 3.3 million we received 6.3 and we had total expenditures of 4.7 leaving us with an ending fund balance of just under 4.9 million we were able to complete many projects during the last year we did remodels of the

084bathrooms at high school we have more of that coming because we couldn't take them all down at once we had ada upgrades at the high school a lot of lifts and other things to make it easier for people to navigate that school we did several portable upgrades refinishing siding new roofs those types of things this money has been intentionally building up in this fund to support the pool upgrade project which we know will exceed a single year of revenues so we are now awaiting bids on the pool and we'll have the money here as well as what's coming in in the next budget year to pay for that project as it gets completed we were not able to do one project in the last year the board was involved in rejecting bids that we received

085for a project at burley glenwood that came in just far too high we are currently reassessing what we can do at burley glenwood with those project monies now that we have better understanding of what the contractor market is for the work that we were envisioning so that is going to be looked at and reconsidered for rebidding in the spring cycle transportation so this is only for the use and purchase of yellow buses so no gas no drivers nothing else comes out of this but the purchase of buses we did in time last year in what would have been a normal year but they were delayed so they did not get expended before the august 31st deadline and therefore this isn't all that exciting because we weren't able to make any expenditures but you will see

086that we did in a little bit later this evening all right a few thoughts around the timing of things in the last year that we've closed out i mentioned increased need for substitutes supervision is another big one extra staff that help us to keep kids understanding distancing and doing what they need to do with our covet protocols we've had lots of learning opportunities and extra support as we've brought kids back we have transportation changes in the last year that reduced ridership around the ampm hybrids and keeping students distances distanced we also as i said restricted expenses and delayed hiring because of the where we were with enrollment and the state of how things were going another nugget that i've put in here connections academy which is an online school that lives under the sk umbrella

087for last year represented about 10 million dollars in our budget so that was 10 million dollars in revenue and 10 million dollars minus two percent of expenses that we had come in and go out that does have a bubble effect in our revenue and in our expenditures which is not typical for school districts not very many districts do this we are in the third and final year of our relationship with connections academy and they will be exiting our books after this current year but i think it's valuable to have that historical in there that there was something else affecting our financial matters during during the current year as well as our sr expenditures okay pandemic relief funds we're going to talk more at length about this in a minute but we spent in 2021 about

088three million dollars that was largely on the items you see here we are going to be continuing a few of these as we go forward with airflow hvac needs additional ppe but we have certain things that we've also you know completed we aren't printing and mailing homework anymore because we're open and we have probably purchased all of the computers and hotspots that will be purchased out of us or at this point in time so this is our year in summary i want to tie it back to our priority plan in two ways this is one this is about stewardship to our community we do strive to be open and transparent i do try to make these presentations understandable and not difficult to follow for general public and understanding this money it's a lot of money

089we try to take very good care of it we have clean audits from the office of the state auditor over the past few years ensuring that they've checked our checked imbalances and looked at our books so we just we try to make sure that we have these types of presentations so that our community can see how we're spending their money in clear and simple ways as transparently as possible and then that's thanks amy so our priority plan academics wellness safety and community you see here where i've seen that our budget has supported our priority plan to make sure we are focused on the top five vision the superintendent and our leadership team have put together it has been a pleasure to have that priority plan to tie the budget to and to constantly keep at

090the center of our work in the business office and i believe that is the end yes of my presentation are there any other questions i have just a couple brief ones um going way back to i don't know what slide it was but on the contract services can you give just a couple more examples of what those are i'm just a big one is where that's where connections academy expense oh okay that's that's a really significant chunk that's a big gotcha yes others would be where we were unable to hire a south kids app let's say school psychologists okay so we went to an outside agency and did that we also have certain contracts that are needed with providers of education for kids that are not staying within sk's schools every day and require services

091outside gotcha thank you and then also i just this is more a perspective from from my experience as a building principal that building care carryover i know that that gets scrutinized sometimes from people not understanding but sometimes there are items equipment supplies whatever that that's a big big ticket item and then and taking the hit in one year would really wipe things out or would really i think take things off balance of things and so i know as a building principal i used to we would do that and it would wouldn't just be my decision we collaboratively figure things out and say well okay we're going to carry over seven thousand dollars and then match it with another seven the next year to get these things that we needed and we just determined that would

092help support what we're doing so that's kind of the perspective on the building carryover that some people may not have and my last comment is i just want to say thank you i am not the expert on budgets so i have a steep learning curve on on the big district i've seen them lots and all that but i'm going to be paying a lot more attention but but when we continue to have reports like you give i'm going to i'm going to be a quick learner i hope so you do an excellent job so thank you thank you dr pickard i appreciate that other questions and comments for jennifer all right well hearing none i think i know we're a little bit behind schedule but i think we're doing pretty good i can see a

093little slightly pained looks on people's faces so i'm going to suggest we take a five minute-ish recess and start up promptly at the bottom of the hour at 6 30 so without objection i move that we recess the meeting until 6 30 hearing none see you back here in about five minutes to let everyone get settled take a moment to get settled in i like to call back to order the meeting of the south kansas school board all right well hopefully uh you're all refreshed and ready to hear about esser funds so let's move to 5.03 talk about esser and we invite jennifer back to the the microphone to share about our esser fund so jennifer it's back to you great thank you superintendent winter good evening we are off and running with an esser

094update for you uh just as we get started here we're going to go a little history um esser funds were released by congress in three batches i refer to them as esser one two and three they have other official names as well but try to keep it simple the funding allocation was uh and is based on the district's title one formula we did have a couple of anomalies between the essers one allowed for claiming lost revenue but that is not allowed under two or three and esser three required that 20 percent of the allocation be spent on what was coined learning loss and also a good reminder esser monies are reimbursed we spend the money we then turn in a claim to ospi which is reviewed and then allocated to us on our next apportionment

095so the district did not get all the esser money we aren't enjoying looking at it we reimburse for it as we make expenditures all right here were the uh some not all of the allowable youth service or funds just so we have some history here things that would support learning obviously summer school after school unique needs of at-risk youth or historically underserved youth mental health technology planning and coordinating long-term closures or hybrid models that we had along the way also training and professional development on sanitizing and there's more and yet there's more next slide any activity authorized by all of those things you see there we would call that the alphabet soup of educational federal acts essentially this allowed us the ability to spend esser funds on any activity that is typical to education expenditures

096that we felt was tied to pandemic recovery planning support or student achievement also supplies to sanitize and clean improving air quality and also other activities to maintain the operation and continuity of services as we if you look back at the beginning the unemployment situation that occurred the esser funds were intentionally provided to try to help support agencies like ours from needing to do mass scale layoffs or or releasing of staff all right here they are side by side and the expenditure timeline of when they're available so we go through 2024 and that is august of 24 september technically but we'll be doing august because that's our fiscal year no required spending on one or two 20 percent as i said on three for learning loss all reimbursed and the amounts that we were allocated are

097there at the bottom of the screen board has seen these before i would note s or three was tweaked slight slightly in the last few months they went up just a tiny bit so that is the current amount and the final amount it's no longer estimated where have we invested so what i'm showing you tonight represents september and october but we are spending quite a lot of our esser money on staff that support our schools and the way of timing of payroll you're really looking at me about six weeks worth of information because while it's december 1 and it feels like we're a whole quarter in the timing of things doesn't doesn't lend itself to that fast of reporting so what i have done here is giving you some ideas of what we're doing and

098then in the green you you'll see where that lands in what bucket as we get further in the presentation so student engagement and support a lot of extra supervision to ensure distancing and safe passageway as you spread kids out you need adults that are strategically placed to watch them to make sure that they're able to get to lunch and have quality play time and be supervised before and after school we also a large thing that we did as we planned last spring was it was to bring on both learning support and math support teachers to help with what we like to call learning opportunities we don't really like the term learning loss we know there are students who succeeded greatly with remote learning and we know that there's others who have come back with opportunities

099to re-engage with in-person instruction i think these are so key you've heard a little bit about them but i did ask dr edwards to cameo appearance here and give us an update on how those teachers were experiencing things dr edwards you're alive cameo appearance good evening directors of the board and student reps president wilson congratulations and welcome and vice president pickard same to you welcome glad to have you um yeah i want to um i've actually also asked uh lisa fundanay executive director of teaching and learning to say a few sort of big picture words and then i want to paint a real specific picture of the impact of the math support teachers at middle school thanks tom good evening directors and welcome to our new directors it's great to welcome you and thank you

100for your service to our community so one of the things that i wanted to highlight tonight is is the value i believe in our investment in the learning support teachers and staff because it's daily support for students where a summer program or after school program is only a couple weeks and it's typically small targeted groups of kids so i think we should be extremely proud of the hundreds of children every day that are getting additional support and the learning support staff are able to support all areas it can be reading and math and social emotional behavioral needs whereas so much of our categorical money requires only reading k4 or only math and so i'm just so grateful and i want to thank you for your support in in making sure that we had learning opportunities

101for our kids this year and hopefully into next year to help narrow some of those gaps for our students yeah and i want to kind of bring special attention to the fact that the the second bullet under student learning there we have been able to hire a math coach at each of our middle schools and so we know that we already know that math is a priority for our district and we also know that math along with reading and writing right greatly impacted by the closure and by remote learning and so the deployment of math coach at each of the middle schools has really accelerated the work that we've already described over a couple of meetings with the teacher development group so that group coming working with the middle school teachers and the middle school

102math leadership at the building and you know at sedgwick we've got angela mailing at marcus we've got emily fogle at cedar we've got quinn avery i've been able to see angela and emily in action when i've visited during the teacher development group they've just done amazing work sort of natural fits to that role now we have to figure out some way to maintain them after esther funding but emily for example she's taken on illustrative math training so that she can support our middle school geometry teachers in that transition from geometry in the middle school to high school angela has taught teachers uh excuse me support classes for each grade and welcomes others into her room to observe some of the strategies that they've been working on with the teacher development group and then quinn avery

103has joined forces with another teacher in the district to incorporate number talks in the classroom again with that big overarching goal of increasing student discourse and student talk in the classroom because we know that the more that we verbalize the more we internalize and that's how learning really happens and so just wanted to kind of put some names to the money and the impact to those names as well and shout them out for their early and very successful work in improving math instruction so thanks for the time thank you dr edwards and miss fundana very much appreciate that returning to our thoughts here i do want to say that it was a real pleasure to work with our educational leadership team last spring to say okay we need to do something and we're staring down

104not knowing what the start of school would look like we're asking them these questions of how to do this and how to create this support right in the april may time frame as we were pulling budget stuff together so i very much appreciate their their vision to put this the staff into place other things we have spent our ester dollars on furniture a lot of furniture came in not on time because of the supply chain but we did get it in to support distancing where there was a table for two there is now a desk for one in many places we have ordered amplification systems for our staff because teaching through a mask is an adventure that i'm sure many of them are tiring of this will give them an opportunity for their voices to

105be more clearly heard throughout the classroom hbac reviews and filters and airflow adjustments have been the hard work of our facilities team for months now as well as technology we've also added one social worker to help support and engage students and families we have covered leadership who helps to coordinate all of our requirements and keep them evolving and fresh and reflecting on all the opportunities and how they fit or don't fit into what we're doing and making sure we make good decisions we also have health services leadership we have a nurse who has stepped up and taken this role she is handling all of the with her nurse team handling contact tracing and working on testing and quarantine support and all those things that that are needed during this time and then as i alluded

106in s or one we're allowed to claim lost revenue and the place where we lost revenue to claim was in the food services program while the federal government has made it possible for us to provide meals at no cost typically in a typical year we have revenue that comes from students buying extra items and all the cart sales we were not able to realize those the program did have a loss of $382,000 and we were able to claim that under s or one so this is what we look like as of october 31st there are a lot of numbers and pieces but as you saw the green labels on things this is this are the spaces into which they fall they fall into salaries and benefits that are related to teaching or supervision or the

107principal's office we also have the covid support and nursing support in fno supervision and also under health so you'll see how that's building together these are budget figures while we have these allocated here at this time as we go through we can decide to pay for these out of other funds or move things in or move things out it isn't considered final until we do next year's fiscal year close and so a quick summary we had 20.5 million dollars of ester funds that are available to us we have spent all of ester one at 1.5 million we have 6.7 spent or encumbered to be spent out of two and three and we are still looking forward what what do we need to do we have additional needs in the current year we know of we

108have a substitute problem we have a bus driver problem we have a lot of things happening that we may be using ester monies to try and support including making sure that we are maintaining continuity of operations and retaining staff under an enrollment loss situation for those of you who are new we get paid from the state based on the enrollment number we estimated until january and then they start paying us based on what we actually have so our in revenue will be a bit inflated as we go through the fall until they make that adjustment we are also looking at hpac upgrades we've already identified about 3.2 million dollars in projects that we are hoping to get going or or have happen we also have about three million dollars in roofing needs for actively leaking

109roofs it would be a lot to manage those projects in one summer so we're looking at splitting it out across two we definitely do not try to do roofing what the same time we're trying to do learning those things do not go together and i'm also looking at 2223's budget wondering all the support is now embedded in our system how do we how do we continue it how do we improve it and how do we start pulling back on it if the pandemic allows for that to happen or will it not and will we still be in a state where we need to be doing these things those are things we're going to be needing to forecast by late spring and and hope we're right come next fall so we're keeping that in mind as

110well so at this point i'd answer any questions or even better yet hear any priorities from our board members on esser funds as we look at what we have left to spend quick question um first on that last slide so it's 2223 the last year you can that we can claim esser uh go through september 24 okay september 24 okay and then the other piece is um just for clarity it might be great to see you know so like a table right of available dollars targeted by a year and then some kind of a capture rate so like you said you know we had so much sr1 allocated we we got right we took it all we we wanted we asked for it and we got it all um just to sort of see um

111you know where we are in those things and where it's going to be awesome the numbers it's card to add them up in your head you know but percentage bases might be great hey we got everything we asked for that's awesome or we didn't ask for it all so we don't expect it all that kind of certainly thank you we can we can tweak this going forward for sure and that's that's all i have other uh folks questions or comments for jennifer i've got a couple take it away jeff okay thanks um so just real quick uh are we looking at using esser funds again for some type of a summer school program uh that's a good question they are certainly available we were able to do most of our summer academy work this last

112year using title funds so executive director fundena will be planning summer academy along with our other teaching and learning staff and if she needs us or support we will be there for her okay and then the other the other i just have a comment on priorities as you asked uh while i understand that the uh the requirement is 20 percent for you know student learning loss or however you want to term it i would appreciate that any money that we can get go to that i understand we want good air i understand that we can't have leaking roofs but i you know once again the whole purpose to me for esser money is for you know student learning and student learning loss and while i while i'm sympathetic to the roofing issues if we didn't

113have the esser money we'd still have the leaky roofs so i'm just looking for us to direct as much money as possible into you know student learning that we can as much higher as high as we can get much more above the 20 percent thank you director daily appreciate your input right other folks um do you have an idea of like maybe a percentage of what we have spent on student loss so far um or or a projected percentage i don't know if that's possible um it's a little bit tough this soon uh because we like i said have only seen about six weeks of expenditures in the presentation we're talking about we we will see greater trends as we go forward and that will be largely happening with every payroll cycle because we're paying

114people to be there to support our kids and and provide those learning opportunities so as we build it as we start looking at reimbursements we'll be able to provide you with more data thank you yeah anyone else all right well hearing none i think we're ready to move to the next item i would like to thank again jennifer and your team for work there and i think now turn back over to you i think we're gonna talk about this year's uh spending you're muted we have our monthly budget status reports for september and october and we're not done with jennifer yet so uh jennifer get a drink of water and away you go away we go well let's start with september shall we because that is the very beginning um i'm going to be very

115brief because doing september followed by october is not terribly exciting this time of year we've started this is happy new year in the business office and i think all of the business office staff have gone through the year end process and and put us in place to get going here so this is the first report we have enrollment is off to a sluggish start we're we're looking similar to last year when we were at 100 remote that was not expected our professional demographer had expected even at the low end for us to have more students than we do now this is a significant concern where you're going to hear more about this going forward all the other funds that we have are are pretty stable at this point in time so here is enrollment based

116on fte which means full-time equivalent so not every student is a full-time student particularly at the high school level some of them leave us for other programs or parts parts of their day we are funded on their fte-ness so however many fte we have you can see that we are we're slightly down in september versus the last year we do take our special program of connections academy and running start out of these numbers so you're looking sort of just at a pure sk student number reported elsewhere our fte number would include those so if you see different things and you wonder why that's that's why this we're giving the board very specific sk only view of our enrollment here on the next slide we show you what it looks like as far as headcount so

117that is how many literal heads we have that we've counted and we were delighted to welcome them all back in september hope to see more of them but that is where we landed for the year of the month of september and then this slide talks about where we are for each fund year to date this is september we are just barely going and one of the things that i point out is we where we are percentage wise in the budget related to percentage of the year so those are pretty much on track if not a little bit low in certain funds we are seeing on track right now for both revenue and expenditures things will will change as we get into the new year and our revenue goes down with our enrollment issue but right

118now new year very little data and looking ahead welcomed back all of our students and we were ready for them with all of our protocols to keep everyone safe and get them going on learning we are looking forward to the continued support of esther two and three in this budget and as i said enrollment is a challenge so that is the september budget status report and in mere moments we will flip to october any questions on that one all right quickly quickly so so if we if everything stayed the same head count wise and we you know move forward obviously our budget was a different number than what we're running you know how far underwater i guess will we be by june so i'm looking at how many students we had in our system in

119september october of 2019 back when we were all unaware of what was coming at us and now and we are missing about 700 students over that time frame 500 of them roughly rough numbers at the elementary level so our secondary schools have held you know slightly lowered pretty strong 700 and some students is roughly seven million dollars of our budget so we do have an issue that we'll need to be addressing this year okay and i i know that we did hear at that from breitdahl directly at the waza conference that i think he planned to ask the legislator for legislature for some relief holding i think the 2019 numbers so there might be some good news but if we don't get that or it's less than that or something different we will just sort

120of set expectations we'll need to make some adjustments absolutely we will probably be making some plans about adjustments hoping very much that that stabilization comes through it looks like it would be valued at nearly three million dollars for south kids app so that's very real money that we're hoping the legislature can support if they don't make that decision during their session if it goes to the end of the session we will already be well into spring budget planning by may 15th we tell all of our professional certificated staff that they have a contract for the following year or they don't that is a hard state set deadline it is not an sk deadline so in order to look through the process and and work on it we will probably be in a position where we're

121having discussions and working with staff and working with the board on where we're headed knowing we will need to adjust to whatever the legislature does this session thank you absolutely question yes go ahead yeah can you just repeat that number my sound keeps going in and out here so can you repeat the number you're expecting from the legislature i've been advised that the estimate is about 2.8 million okay thank you great okay we're ready to look at october so moving into october we can note that the enrollment trend looks similar we continue to decline october is usually our highest month oddly you would think september might be but actually there are some folks that don't join us until we do the october count was a little bit better actually i can you know give you

122a shade of next month november we saw six more students than we did in october but we aren't seeing the growth that we would normally expend expect to see so again we'll see esser funds throughout the year we have about 11 million dollars in esser in the budget this year again the budget is planned we'll see how that goes as we go through the year and the other projects that we do in this month you'll see that our delayed bus order was received and paid and our other funds are just off to a start and stable at this time so let's take a look at that enrollment here is our fte you can see a little bit bump up not not terribly exciting but growth is growth and we're happy to see those students come

123back to us and then on the fte you're going to see similar trend so over time you can certainly see that we maintain pretty much the same ratios how this goes what students will leave us throughout the year we'll be looking at where students have gone if we can tell sometimes they don't tell us where they're going sometimes the data is unclear what we do know is that statewide enrollment is down three and a half percent seattle times reported that over the weekend and many districts are in the same boat as us looking at where students have gone if they're in homeschool and might be planning to come back at a later time or if they've left the state or the area all right here we are with our expenditure and revenue summaries for each

124fund you're starting to see the trend of money going in and out as we go through the year uh september and october again just the beginning of our fiscal plan for the year right now obviously my concern is where we're going to be as our enrollment factors into our allocations from the state in january so we'll keep talking about that we will be looking for the governor's budget it usually comes out right before the holiday break and see what his priorities are for the coming year in his budget which is followed by the house and the senate budgets and we'll be looking at legislative platforms that are part of our various associations for next session we're going to begin work with schools on budget priorities and plans for their carryover as director pickard indicated sometimes

125you need to save money just like all of us do at home if you want to pay cash for a car you're probably going to have to save for a couple years to do that we like to talk with our schools and have an active engagement around here's your carryover why what's your plan where are you going with this so that we can understand it and also plan for it in the budget that's coming we do a lot of that through our state of the school review program that that we run which is really helpful for us to engage with schools and our substitute crisis continues to grow and be problematic we have already put substitutes in each building in advance of this year knowing that we would need them we need more and substitute

126costs as well as teachers who are sacrificing their plan time in order to cover other classes they are being reimbursed for that time that's costly so we are going to be trying to work with this issue in a way that is sustainable for the year in the budget we have so that would be the october report and i would be happy to hear any questions go ahead just got two quick questions here so uh first one are we actively looking to find out i understand that everybody is hurting for students but are we actively looking to find out where our students are here in sk are we i mean it's well it's one thing to wait for them to come back but it's another thing in my mind that to look around and see why

127why they're not coming back and i realize that we have a you know a virus then we have a delta virus and then we have a micron virus and then another one after that but i'm just looking to see whether we're we're kind of looking at that sure so when a student withdraws the person who's accepting the withdrawal gets a reason or they don't and they enter it into skyward and we look at that data to see what trends there are some of it is natural students move out of state every year or they sell their their parents sell their home and they move but then you're looking at the number of those that say home school home school home school we do see a lot of that in our system we saw some private

128school last year because they opened faster than public schools did not a lot because there just really isn't the capacity in kitsap county for those schools to take a ton of good students but we saw some we also have our social workers and our counselors and other staff reaching out to students that we haven't heard from where are you what's going on how can we help you can we get you engaged that work also occurs but it is a magnitude at you know 700 students that we really can't find all of them per se and get an exact reason from each one why they've left our programs let me add one piece to that one of the things we're hearing in south kitsap and it's being confirmed in other districts around the region around the

129state that a lot of families are keeping students in home school until the mask mandate is lifted or all of the quarantining it's really disruptive for students to be out with a close contact and then back and forth back and forth and again we're at the mercy of the the state at this point so it's it's a challenge for all of us but i think that's one of the things we're learning is that because of the the mandates and because of the the quarantine policies department of health has given us we must follow people are making the choice to stay at home and then we're hearing that they will return once all of this goes away and again fingers crossed we're all hoping it it goes away sooner than later but i think we're all

130realizing that that covid to some degree will be with us for quite some time i agree and my second question it's kind of a looking down the road here i want to set the stage here so since 2009 most folks have never seen a recession we've had low inflation everything is going up and so for a lot of years you know it's been easy to expect you know things to go well and more money so now we're entering into an area possibly of you know inflation to start with so obviously that's a concern to all of us and the other part is though which is what i'm what i'm getting at is in some areas because of what's happened we have we have made something of promises in some areas of yes we're going to

131do this and yes we're going to do that and i realize that that's that's why we pay you all the big bucks is to make the tough decisions but some of those promises and some of those things that we said we're going to do i would like to know when we're not going to carry those out for example you know we we embarked on upgrading the playgrounds for the schools and some of them got their equipment quickly and some of them are and this year and next year and and so i would really like to know when we're not going to keep those type of things for our schools because i realize that we're in a zero-sum game i got that but you know some of them got theirs and others didn't get theirs so

132that's all i'm asking is can we make sure that some of those things we that the schools are counting on uh the absolute you know last resort is to not not fund that priority that's all i'm asking all right thank you appreciate that we are finishing year three of three on playgrounds with four going in this year okay i know your comment was bigger than that but just saying thank you thank you anything else on this topic going once going twice all right i think we're off to public comment 6.01 all right um so before we start this next section i just like just to say a couple of things um i know that the public comment from time to time has been uh contentious um it has been i think widely misunderstood i think

133even by myself and another people that are that have uh i'm really bored about what exactly the purpose of it is and how it works and why it's so awkward and weird um so i'd just like to say um when we opened the meeting john went over sort of uh how public comment worked in terms of being the right to give us a request in advance and that also we do have a 24-hour public comment email which does get forwarded to us so really the intent of public comment is to hear from you our public and help us to make more informed and better decisions and so with that in mind i'll read this little statement to you so public comment is an opportunity to direct comments to the board and have us consider them

134as i do as we do our work as a team ideally these comments would be related to the items that we are working on on the opposed to the agenda that we put out before the meetings so that those comments that you make will have the greatest impact on the work at hand unfortunately doing due to some peculiarities with the open public meetings act we cannot respond directly to your comments or to your questions during the meeting and additionally any specific questions that are raised during the public comment section if appropriate they should be addressed to myself as the board president and if applicable we can refer them to the superintendent later for disposition now that doesn't always mean that they'll be answered one you know one for one but might be part of a

135frequently asked question or you might be referred to some other information but we're going to try to have tim get back to you as you know with as much as possible now with the public comment not being ideal for holding any kind of a dialogue with the board and that's by design and by law just reminding you all that this is a comment not a discussion so daddy you muted yourself sorry uh we can uh actually have other types of meetings that where we can have a broader discussion with folks these aren't our regular business meetings that you're you're experiencing now and so later in the meeting i'm actually going to be recommending that we schedule some of these types of public meetings listening sessions discussions where we can more naturally and more uh carefully

136you know interact with with the public but that being said tonight is a public comments section so you will be talking more at us than with us but uh that that doesn't have to be the case in different type of meetings so we are listening and we are considering your comments so for those of you that have pre-registered to speak tonight you'll be called on by name i'm going to ask amy to do that since i don't have the list in front of me uh when we do that please unmute your microphone and turn on the keep your camera if you'd like to share your face with us uh your comments will be limited to three meet three minutes each we'll go ahead and keep the time for you on this end i'll do that

137here in the background i'll let you know when there's one minute left by holding up one finger like this and then when your time is expired i'll hold up my whole hand like this close hand and let you know that your time's up and that your mic will be muted at that time we will thank you for your comments and we'll move on to the next speaker again i'd like to thank you all in advance for sharing your points of view with us on the board for us to consider all right can we have our first commenter please yes uh first on the list is emin rogers and emin i just promoted you go ahead and unmute and the board will be able to hear you i can hear you but it's very faint there

138we go hi everyone sorry the difficulties of working with three cameras at once hi i'm emin rogers i'm the children's librarian at the port orchard branch of the kids at regional library so thank you so much for having me on to say my bit um it's pretty general i wrote it in because i was a little nervous about speaking in front of everybody but um i yeah i pre-wrote it so if it sounds stilted that is why so um i am writing to express my support and admiration for the teachers and librarians and school and district staff and sksd these interminable months have been difficult for all of us and there has been an upwelling of emotion in response that has at times been exhausting and uncivil to those who have worked hard for our

139community's kids and i imagine for the kids themselves um but those people have never stopped working hard and more they've never stopped lending a helping hand searching for ways to go above and beyond and pulling solutions to difficult and unprecedented situations out of thin air there are those who've stayed kind and kept kindness and equity at the front of their teachings to our kids and that leaves me to hope that perhaps the children and teens in their care will have a path carved for them to a better more compassionate future with tools in hand and horizons broad um often the voice of disapproval is louder than that of support and i think we've seen that in these meetings especially uh this comment should serve to say that there are many who are grateful for the

140stalwart staff at sksd who support equity and inclusion applaud the safety measures that keep our kids safe to the best of science's current ability which i know is a moving target and who advocate for the good work teachers are doing in presenting materials that both reflect and expand the worlds of students librarians of students sorry librarians in particular a little bit of self uh shout out uh but especially the school librarians do the work of checking sources reading reviews and sculpting collections that allow their students to grow learn experience joy live healthy and fulfilled lives whatever facets their identity encapsulates and in libraries we talk a lot about doors about windows and mirrors where we want students to be able to see themselves and also see into a new world uh in the in the

141materials they have access to so i want to thank librarians especially the school librarians who've been doing this amazing work um whatever whether students and staff and uh librarians are standing for free expression of each child's identity standing is a bulwark between a child and a national tempest of political and emotional crises or just standing when all they'd like to do is sit down in the face of all that's changed difficult or lost i want to applaud them and thank them so much um there is a large community out in port orchard especially i know in south kids app that is so grateful for the work that keeps going in daily and that maybe doesn't get the things it deserves all the time and i'll see you at the library thank you emin for sharing

142your point of view with us we really appreciate it okay the next one was uh rosa leach schmitt but i do not see rosa leach on our list of attendees if you are there rosa leach can you raise your hand and i'll try to find you in the meantime i'll move on to tabitha carter what the carter was on there and now she's gone um i'm here i'm here there you are there you are great thank you wait don't start my three minutes i can't get this this is my first time okay first time doing a zoom hi okay my name is tabby i'm um 43 and live in port orchard and i have five vivacious boys and so i just wanted to come on and introduce myself i'm this is my first time ever

143getting involved and um so it was very pleasant to meet you guys and to hear a little bit about um hefe enjoyed your speech um just learning a little bit about who you are and where you all come from and and what matters to you guys and um i'm really um hopeful as i'm looking ahead i'm really hopeful of kind of bringing the community closer together i'm watching what's happening across the national stage and i'm seeing um a big gap kind of widening between the parents and the school board and it makes me feel a little nervous for my kids i have those five boys that i'm hoping will grow up to be very active servant leaders in the community and compassionate and diligent and kind and all these things and um and i know

144that it's your heart to work together on that and um that's why you're there and i appreciate all that you do to that end and um so i i i just in coming to you i i learned that i was surprised that but i couldn't go face to face with you and i couldn't see your face and you couldn't see my face and it feels so strange to come and talk about my kids and um my world revolves around them and yet i can't be with you and so i um it's been a couple years since covid and i'm able to conduct most any business in my life on a face-to-face basis whether it be the cable guy sitting on my couch and discussing you know the repairman discussing what to do for our family's

145needs for cable or you know the car dealer or the whatever any place i can go and just be face to face and i just wanted to express to you guys that i feel like this would be so much better um for us coming together for the kids if we could get together and come together and i i feel like maybe that's something that we should work towards um and that it would help in the long run if the parents and the school board were able to meet together face to face rather than feeling like we're backed up and for some reason i can't see anybody else's faces am i still on here yeah okay well it's only about 20 seconds left okay thank you there you are hi okay so i'll get better on

146zoom but thank you guys for sharing and thank you for listening and if you could contact me i would just love to know from you how what can we do to work together to get make the meetings live again and in person thank you thank you thank you tabby so much for your sharing your point of view with us we really appreciate it thank you uh the next one up is paul carter and one moment amy i think paul and tabitha are sharing the same zoom so i think we're moving to him oh no maybe not that was the plan but we changed good are you here yeah all right hello guys so i i can't see any of you i'm hoping you can see me we can we can see a square there you

147are there you are we can hear you but we can't see you all right is that better nope just just go ahead and uh speak we'll uh great i think there you are we can see you now wonderful all right well i i i have prepared just a little bit um and i i just wrote something as well tonight so i'll just go ahead and read it for you um before i do i just want to congratulate you guys on uh your induction and your swearing in tonight so hope to see more of you so my name is paul carter and i've lived in kitsap county for five years this is also my first school board that i've attended i am a father of five boys one of them is a little foster baby that

148we're taking care of and we hope to adopt um we've i'm a very involved father with my children as far as learning and and raising them i love them very much and i know everybody who has children here tonight feels the same way about their children that's why i believe it's in the best interest of our children our community to ensure that the rights of parents over decisions that that happen in the school go to to parents and not to the state schools need to be forth forthright with sensitive topics and sensitive issues things that are obviously controversial in our society there is a whole we all know the hot topic hot button issues those should be on the forefront for people to be able to discuss and hear about we shouldn't find out from

149our children these things these are things that should come up beforehand before they're introduced to our kids one of the one of the major ones to me is that in washington state you're allowed to have hormone treatments for children 13 ages or older without the knowledge of their parents and and that can't happen without their the ones that love them making permanent decisions for them um i i do appreciate what you guys are doing and i just wanted to ask three simple questions for you uh what steps can you take to ensure that the parents have the final say in their children's uh well-being and do you commit to never hiding any information about children to their parents also will you fulfill your duty to represent your community in protecting our rights and our economy

150above the will of washington state thank you very much for your time i just want to say uh thank you paul for sharing your point of view with us we really appreciate it thank you the next one is jamie okay good evening hey there i think we can hear you jamie can you hear me we can hear you all right excellent i just want to uh a lot of people have covered i just lost connection but i just managed to get back on so i i don't know what's been covered in the parent comments at to this point but it's just uh it's kind of concerning that uh with all the the coved mandates and all the the kids that are out of school right now you know the reason people are parents are pulling

151their kids out of school is because we've lost trust number one because we feel like we have no voice in the district uh you know obviously with all the coved and all the mandates i mean florida's wide open they're doing great lowest cases in the united states but yet we're still following jay inslee and the washington health department's mandates and it just makes no sense to a lot of people especially uh now that they have the you know they've approved the shots for the children you know you you guys had no problem finding teachers because they didn't want to take that the jab so what's it what's it going to happen when it comes to our kids a lot of people aren't on board that's their line in the sand just from what i hear

152in the community i'm involved and what's what's your plan moving forward since obviously you're beholden to the state and what they're telling you to do so if uh you know if this uh vaccine mandate gets enacted on the kids you're going to lose i would estimate 25 more kids and that's probably at the minimal so what are you doing to plan for what's coming down the road when mr inslee mandates all kids get the jab you know our great president with his 36 approval rating wants everybody in the country to get the jab um i just don't that's just not what america is about and this this pandemic is never going to stop until we stand up and we have leadership in our school district that pushes back and tells them enough we're going to

153stand with the community and we care about the kids and i just hope the two new board members aren't uh don't you know take the i hope they take the community into account and not the teachers union and all the other players in the in the in that club you know that backed them with money and stood on the corner with them you know we know who you guys are and we just hope you understand that there's other people in the community besides your little group so thank you all right jimmy thank you so much for coming and sharing your point of view with us tonight really appreciate it next up is dan smallwood all right can you hear me yes okay first off i want to welcome uh mr wilson and mr pickard and

154congratulate them to the board i hope we can have a productive future together i had something written out you know i've tried to do this off hand off the cuff it's not so easy so um but there's been a lot of information in this meeting um mr wilson i appreciate your thought about trying to have some meetings together i think that would be great i think that's what we need um you know i i know it's awkward sometimes we come in here and we're seeing things and we're not very happy with some of the things we're seeing and it's you know whether it's state mandates or whatever i you know it's hard to judge anyway so i realize i'm here and i cannot see you so i won't see when you say two minutes but

155anyway i did get a reply from mr winter's about what i had asked last week about the teachers and i know that he's not going to be able to give me the answers i want he's putting a hard spot he's got between ospi he's got between hr and the union and the different groups can't give me a straight answer um you know i guess for some of these things uh going forward i'll just have to put in records requests i i don't want to go that route i know it can be difficult on you guys on us it just it's not the preferred way to go i really want to try and get some answers and try and help you guys and work with you um the lack of transparency that the school sometimes seems

156to put up more asking questions saying are we teaching critical race theory or selective social emotional learning and no we don't teach that but yet i find bits and pieces where we are implementing it and working with it and it's it creates a bit of distrust and that that's the problem that we're having here um you know we get generic answers um when we look for things um you know i i know that somebody was putting a records request we found out that some people aren't using their work email there's no work email for them so there is a way to get around that we can actually find out who that person might be associating with and ask for their personal emails and phone records i don't think they want that so just be open

157into communications and be clear with us and we'll be able to get a lot one minute dan one minute okay this goes to reason we're here we seem to get ignored um if there was anything was open and transparent we'd have no problem with supporting bonds and levies but we just don't know sometimes it seems like they're shell games or we're getting you know bounded um i think you'd have not lose 55 000 students washington state um it's you know it's it's a shame that we're losing all this i have a lot more to say but i know that i'm going to run out of time but i know when you're at wasda you right doll wants to try and go ahead and keep the same funding with less students that makes absolutely no sense

158it's not right i think you guys know that and i think what you should have been doing is saying why is wasda and the national education association or the school board association pushing the justice department to call people terrorists when we're calling in and asking questions i don't think you guys think we're terrorists i would hope not i would hope maybe you guys could actually put in a resolution to wasda and say hey let's announce that request that's not right we shouldn't be doing that we should be working together and talking thank you thanks dan i want to thank you for coming and sharing your point of view with us tonight we really appreciate it thank you amy who's next the last one on the list is lucinda hi my name is lucinda tharp and

159um i'm happy to be with you tonight um i have uh i guess a couple of things probably the most important thing um is to speak about i have a young cousin who goes to oxford high school in michigan and yesterday he ran for his life um four of his fellow students died so far and there's another two that are in critical condition and um this is something that i think really should concern us all and and it doesn't really start with the school i do want to thank the staff and teachers counselors and nurses for the help that we already i know we're already giving to kids with their mental health um as far as i know so far i mean just reading the news um of course i'm talking to coles mom but

160she's really you know focused on you know prayer for the community prayer for these kids that are still um you know fighting to survive and but i'm listening to the news i noticed that the police are saying there's all kinds of things on social media that evidence and um i also read yesterday or heard yesterday about uh that these um kids knew about this and that's the thing about adolescents and high school students as parents we often won't know what the kids are thinking or feeling but their their peers do so there was there were kids asking their mom and dad at least one that i can think of could i please stay home because there's a threat somebody's threatened something at school and thank you have they and um anyway you know and as

161i was watching tonight i guess i'm hoping that there's people are so sensitive and so um fearful right now because of covet and i mean this is just kind of a situation that's been building and um kids are likely to see at their own home dinner tables angry talk um and even be witness to if not part of domestic violence at a home so i'm concerned about that and i don't really know how to continue to stay logical about this other than to say i appreciate what you there at the school are doing and um i hope that parents at home are thinking about what roles they take in in this so anyway that's it and i'm so glad to say goodbye to robert's rules yay all right well listen to thank you so much

162for coming and sharing your point of view with us today we really appreciate it and to everyone who came and spoke tonight we are listening we are considering and i'm looking forward to an opportunity to have more dialogue with you in the future uh at a in a different venue so thank you all right let's get back to the agenda and see where we are at all right looks like we're into seven board linkages um you know uh just before we begin this and we have talked a lot about we wanted to hear from students to put our students first so if there's no objection i'd like to flip flop the order and have our student representatives report first and then have the board go second with their linkages uh so student reps uh is

163there any objection to flip-flopping the order none being heard i'd like to start off with our student reps over to you two uh who'd like to go first tell us a little bit about what you've been up to looks like jesse's ready to go i was gonna say hi hi do you want to go first i can go first yeah all right so um we just not just but we got back from wasda that was exciting we got to be connected with other student reps all across the state from districts of all different sizes and locations in the state and a whole bunch of other things um and that was a really great learning opportunity and it gave me some ideas like the ideas i'm going to present now so um i am going to

164conduct with jesse of course but i'm going to mainly conduct two surveys on the student population of sk um the high school specifically through our wtv i will be getting that out so one of them will be on interest on being part of some sort of committee with the superintendent for student representative stuff but in the background because i had some interest from students students come to me say i really want to do something with the board but um i don't know if i would want to be a student representative but definitely wanted to be involved in some way and then i was also thinking of making a survey about concerns students want to bring to the board um generally how they feel they are being represented if their voices are heard and i would

165like to bring the data for that once i've finished conducting that survey at a future um report yeah awesome kai i'm very excited for that um and so similarly i went to the wasda conference and i just really wanted to kind of share some of the things that we were able to learn and and some of the things that um we gained from our networking with other student representatives across the state because it was really a valuable experience um especially because kai and our kai and i are the first um and i know it's new to you guys especially the two new directors it's new to you superintendent winter and it's it's new to us um so one thing that i found so valuable about this conference was uh just learning how other people do

166it quite frankly and that's one thing that i really want to focus on um for unfortunately i will be gone in a year i do love sk and i'm going to miss it so much but one thing that i really want to make sure that i'm focused on and i'm helping leave here at sk is is a more um more established student representative position um so future student reps and and kai can continue um to to build on that but with a solid foundation so that's really what we focused on um and that's uh kind of i gained a lot of ideas from other students um and then just as a whole we learned a lot about the power of student voice um and and how we can bring that back to our districts and

167how we can be positive members of this board and i just really want to emphasize um mr or superintendent winter touched on this earlier but we learned a lot about um how we should be talking about what we're for instead of what we're against um and that's just something that i think the community also agrees with and something that we wanted to go for and and something that i really really learned from that i felt was valuable from this conference is is we as as a board as student reps we want to move forward with positivity and how we can make our district top five because i truly believe that sk is top five um so that's kind of what we um what we learned and um what we're excited to bring back and that

168looks um like kai said earlier um kind of committees to get people involved um so that's what we're really excited for and um it was uh just kind of wrapping it up you know it was just really nice to go to that was the conference um because i think a lot of us have or not a lot of us sorry my experience has been um kind of trepidation just because um more we're new and it it's scary and we don't know how it works and so i think that we can really hit the ground running with our new board members and this new this new knowledge under our belt on how we can be really successful and really productive student reps so that's my was to take um thank you well thank you so much

169jesse thank you so much kai i have just one quick question and then one comment so my my question is that so i learned at the conference that there are 295 school boards in the state i'm wondering if you learned how many of them have student reps on their board i take it um and i don't remember an exact number but it is a vast majority i would say close to 80 percent of the school boards had a student representative and around 20 did not um some were actively working towards putting that position in action and some had not looked at putting that into action yet um yeah that's basically what i found thank you and so my one comment would be um i would love to hear and i hope the rest of the

170board would if you learned and you're networking with those other uh with those other reps about any best practices that they have things that that work well for the district that you'd like to emulate here i know i would love to hear about it and hopefully the rest of the board would too we'd love to to make your role as impactful as possible help you guys to do well and help us really connect us with the school and the community so thank you again for going to the conference all right uh any other discussion or questions comments for our reps all right let's move on then to the board linkages um i would like to start with jeff jeff tell us what you've been up to anything you like to share with us uh i

171don't mind uh going first here but mine's kind of lengthy uh is that all right with you yeah sure okay all right so uh as as i reported last time i've uh i've been out in the elementary schools so far looking at eureka math and looking at kids at lunch and having recess with the kids so since the last meeting i was out at uh sunny slope burley glenwood and epo so let's start with sunny slope i was hosted by miss sanford's fourth grade class a lot of activity in the room involving the eureka math concepts she like the others is working to catch up the kids and move forward i'm learning much more than the kids are i learned standard form also annexing and looking for patterns uh she is doing group work of

172three with social distancing so that's a little bit uh challenging but she has recorders and they use exit tickets so looks like it's very effective that students get a chance to talk with others so i was uh very impressed in the classroom uh went to lunch with the kids they're spaced out as best they can and i talked with a lot of the kids who of course have an opinion on just about everything i went with them to recess joined the kids outside and i liked seeing them play on the playground equipment so in summary i want to thank miss sanford in her class along with principal de placio for the opportunity to go to sunny slope in action next i went to burley glenwood i was hosted by miss jackson's first grade class i

173had lunch and recess again uh i'm not an elementary school teacher but i'm very impressed with the way that she transitions the kids through uh each math activity they do their personal best which is what i've seen in a number of areas and then they work on in groups uh grouping numbers of fives and tens and that seems to be a common theme so far i learned what a number bond is a number sentence and how to write a math statement the kids are used in the cubes as manipulatives and they practice what's called a 10 frame so the kids seem to enjoy drawing the pictures and labeling them and they each have a pb and j buddy so that's how they do their paired work is with their pbj buddy and i thought that

174was pretty cool i like to see how the kids could draw the pictures and then relate to the equation and then write down a simple statement they seem to be doing that quite well as all of you know eureka math has different ways to do the same things and the kids are doing them differently uh and that's okay that's uh that seems to be working well uh at lunch they sit in assigned seats again for tracking purposes they're all in the lunch room and then at burley glenwood they have a variety of playground equipment and then just like at the other schools the kids are rotated as they go through all the zones the class i was interested seemed quite interested in the worms that they found in the puddles on the basketball court so

175i want to thank again miss jackson and her class and principal for hosting me and showing me all of burley glenwood finally i was over at epo and i was a guest in miss page second grade class so miss page uses a lot of technology and a lot of video enhancements to aid in moving the class from each math activity students seem to enjoy the technology but even more important is they seem to be very comfortable with it when i arrived they were all singing and dancing to the peanut butter and jelly song and uh it's absolutely amazing to see a bunch of kids just jumping up and down singing and having a good time i learned that they are read the d draw and the w right concepts of eureka math and they're looking

176for patterns double doubles near doubles so there's a lot of activity going on in all of the classrooms uh at least at the ones that i'm i'm in they're they're moving very quickly and they're moving very purposeful going from diagrams to equations then they're writing sentences and the students seem to just be able to pick that up very well we all know that younger kids can adapt to anything but all of these students so far seem to be adapting quite well each student has a neighbor to talk to and then they both agree on whether their pictures and answers are correct so classrooms are going very well i went to lunch with them and they like to talk about their families and sometimes they remember to eat and at recess this group was on the

177big toys and the monkey bar seems to be the big activity along with the slides so i also want to thank miss meadows who helped me on the playground to understand how the protocol is done and how the zones are set and then finally i want to thank miss page in her class and principal cashman for hosting me and showing me more of epo and i'll just say it here our teachers and staff are doing a very good job keeping all the kids safe following the safety protocols as well as advancing their learning and uh just my editorial comment of i just uh continue to think that we need to focus our resources uh particularly on k through three while we have the esser funds to help ensure the eureka math program is highly successful

178so that's all i got thank you hey thank you jack for the excellent report and uh and thanks to the elementary schools for all the great work that they're doing there jeff i want to just thank you personally for spending your personal time and your dedication out there those elementary schools i know that's a lot of time and a lot of effort and thank you for doing that and for representing our board so well out there really appreciate that thank you all right next i'd love to hear from john john tell us share with us your linkages okay i'll be fairly brief we're running about an hour behind uh the schedule uh i enjoyed the the waza conference uh the nice thing is being able to look out and see hundreds of school board directors

179all meeting together uh i sometimes we feel a little alone in our positions because whatever we do somebody doesn't like what we're doing uh so it could be a very lonely position being a school board director but being able to see the support of the others was was a great lift uh we were able to to make connections and find out what other districts are doing and what they're doing right what they're doing wrong usually they only talk about what they're doing right i appreciate the opportunity we had to get our student representatives there so that they could get involved and uh and network with the other student representatives in the other state through the rest of the state the workshops were very informative i think one of the most popular workshops in one time

180slot was the one on robert's rules of order as the other other directors throughout the state realized the importance of of having having rules and efficient and fair meetings so that's and then the other thing i'm doing is i'm corresponding course with the increase from the public to email thank you john thank you so much for your uh report we appreciate hearing about that and was the end and for the above and beyond in uh and actually doing some teaching there of the robert's rules so yeah i heard a lot of uh good feedback about the session and the ones that came afterwards and a lot of provocative questions and i think uh i think you taught a few people a few good tips so thank you for doing that all right uh next i'd

181love to hear from my good buddy brian brian share with us your vinkages if you will thank you yeah i i had a couple written down but uh listening to jeff's he kind of threw me off because it took me right back to my days in the elementary schools and was was totally enjoying it and and reliving some of those those unique circumstances of elementary age kids um and i was just wondering jeff if if you might share and sing the peanut butter and jelly song for us i'm sorry but thank you okay well i wanted to give you the opportunity if you wanted to so i totally i don't want to hear that i totally is those kids adapt they they adapt so much better than we as adults and we can certainly learn

182from them a lot so anyway but i i i truly did i mean i i spent many many years in elementary school and and you brought me back so thank you for that but uh anyway i just wanted to say i appreciated being able to attend the wasda um you know 38 years in public education you go into that you feel like you know a lot and all that and the more you learn the more you find out that you don't know and and so the sessions were great um it was great to connect with other new board members and kind of get their perspectives and say hey i'm not the only one feeling you know feeling this way and everything so it's great um you know it was uh jeff uh hefe had talked

183about the um the open public meeting and talked to kind of the uniqueness and awkwardness of that um we attended a session it was a mandatory but i'm glad glad it was on uh the open meetings act public open meeting act and um i i learned quite a bit and i and i go oh well that's why we do that and things so i think we need to as a board um help help educate and get our community our even our staff our parents um even our kids to understand what those rules are so what we can do and i totally support your ideas uh hefe and we've talked about that a little bit in fact there about that idea of having some meetings where we can just meet and talk about specific top topics

184and and things and interact with our community that'd be so important um i do want to say one connection outside to today i ran up to district office to to get something um that robbie was helping robbie bell was helping me with and connected with with a couple of them as far as their outreach some of you may know i'm still and currently serving on the south kitsap helpline food bank board and so they wanted to have some you know they they want to do some things and help and uh the help the food bank is in really some unique situations and and whatnot so i was able to connect some needs of of of our clients at the food bank with people wanting to donate a district office and and tim as you well

185know that group there is amazing and they just want to they're going to bend over backwards to get things for for some of our most needy in the family so in the in the community so with that i'm looking forward and i've been communicating with robbie and tim as far as doing some some visitations within the the schools and departments i'm taking my inspiration from jeff and and looking forward to having some of those those stories as well so thank you you thank you brian for an excellent linkages report i appreciate the getting to spend some time with you and and other folks at the wazza conference as well and and also for the work on the helpline i i saw today that a mild elementary school pleasant valley elementary is now going to housing

186and services uh place for our homeless community in this in uh kitsap county so i'm excited to see that building live on and serve another purpose i spent a third through sixth grade there i'm we're all getting nostalgic now for elementary school but i spent a lot of good hours there a lot of great teachers and friends um let's see uh on linkages uh my assumption is tim that we skip you you you've linked in your remarks earlier or do you usually link at this point i i'm skipped in this one i take my comments in the superintendent comment section thank you okay i just like to add one myself around the wazza conference um i know in meetings past i'm in this community and believe me in running for office connected with lots and

187lots of voters and i heard a lot about um i heard a lot about vaccines i heard a lot about mass i heard a lot about social distancing i did hear you i did listen and in fact in the conference when we were talking to our leaders in wazza and and the the state uh mr rechdal um i did submit a question around what about vaccines what about masks what about de-escalating you know when can we move forward and this was of course before we learned about the latest variant but um they did say that uh that we do have to follow the law right so our school district and our board we are bound to follow the state law so so well we might want to do something else personally we have to follow

188that law all the school districts must or we'll we're personally liable and we jeopardize the financial you know well-being of the school where we'd run out of money way quicker than uh than i know jennifer farmer would like to see so uh that being said i asked about what the process was right for how to move forward and what they said was that once they release the decision from the state level it would become more of a local so a county health department decision so while it still wouldn't be in our hands it would be closer to home in that kids up county would be able to adjust our approaches to them uh to the mask mandate for example or social distancing based on our specific needs what are you know covid rates and and

189and are so forth so again if you want to take up that issue you can go to um you can go to the state capitol and later on you can go to our local county but we really can't do much for you as a board in terms of what i understood from the waza conference the next uh item two i asked about vaccine mandates other is there going to be one is there going to be one this year or will it be one and from what i heard that it's unlikely there'll be any vaccine mandate this year i think in the future what they hinted at was that it would be treated like any other vaccine requirement that we have for our enrollment students so if vaccines are fully approved and they're you know part

190of the normal regimen they would be added as they come forward uh i didn't hear about anything that the governor was planning and so forth so anyway that was a couple of things a couple hot button issues that the public told me about and during linkages we did reach out and ask the state and so try to look in the future as best as we could you know again that was before um omicron or whatever whatever it's called came in the picture and that's my linkage all right let's see where are we i know we're a little bit over time uh i apologize for that but i i think we're having some good discussions so the next on the uh agenda is the superintendent consent agenda and uh just so uh we are all clear

191about what this is the intention of the consent agenda is to have items on there that are not non-controversial sort of routine things that must be done the boards and the public is presenting the information ahead of time you can see a lot of attached reports over here if you want to read in the details and the idea is that these are these are these are kind of no brainers we don't take a lot of time in the meeting we approve them and move on if however there's something controversial or that we want to discuss slips in there we can pull out of the consent agenda with a majority of the um the board's agreement any item for discussion and decision in the meeting itself so the idea is that we don't discuss it but

192if we want to we can pull something out with that being said let's move on to the consent agenda um let's see i'm assuming everyone got a copy of the material in there any discussion i just have one question when we get there okay we're there okay so the only question i had was regarding the donations uh we got a donation for practice jersey for the girls soccer team and while i appreciate the donation uh since i'm the one that looks at the warrants here lately uh uh other folks that have gotten practice jerseys have been paid for by other funds so all i'm looking for is i just want us to be consistent into how we address this thing on practice jerseys and stuff like that because if if we're going to use other

193funds to pay for these practice jerseys uh then i i think we ought to be consistent and not use uh you know folks donations when we're using other funds to do it so that was the only comment that i had all right thank you jeff um let's see sticking to the spirit of the consent agenda i'm going to move forward that we or move that we vote on it now uh so i'd like you all those in favor of approving the consent agenda please raise your hand and say aye aye those opposed raise your hand and say nay nay all right looks like the eyes have it the consent agenda is approved uh let's see my assumption is that that that includes the minutes right at the last meeting it's sort of a separate item

194here 901 or is that a separate you usually do that i need some help here it's a separate item all right well we seem to have arrived at 901 on the minutes for the regular meeting any discussion of the minutes from our last meeting hearing none i'd like to move to vote now let's see those in favor of approving the minutes as written raise your hand say aye aye those opposed raise your hand and say nay it looks like we have one abstention all right so the eyes have it and the minutes are approved as entered all right which brings us to the last um scheduled item i know there was a couple other things but the last item is a very important one 10.01 which is the review of application for director uh number

195one i know we have advertised and um and uh asked the public to uh to um to submit their applications if they live in district one we'd like to very much build that position at our next meeting and before that we the plan was i believe to interview uh qualified applicants at a special meeting one week from today so uh mr wendell would you tell us how many applications we've received so far and who they are yes we have received three applicants of uh people who live in district one uh you want to know who the three applicants are is that correct yes please so rebecca deal is uh the first one renee hernandez greenfield is the second one kate sb is the third all right thank you very much so we have three um

196applicants and my understanding is that that person that's selected when they are selected will serve out the remainder of the term until 2023 when the seat would become up for election is that correct that's correct all right uh very good so um has uh has everyone everyone had a chance to review those resumes or not had a chance i should say i've not seen them you're not seeing okay um they're attached to the um they are attached to the agenda item here that's where i found them anyway i don't know if they're close somewhere else but on board docs they were attached okay so um a couple things i would say um since there's only three applicants and i've looked through them and i think we have three very strong kids my motion would be

197that we interview all three of them one week from today and then um and then i think we actually do we make a decision at that time yeah a decision at that time who we would appoint and then that person will be sworn in on the 15 so to say that more clearly i move that we interview all three applicants oh yes brian go ahead with your motion oh my motion that we uh that we interview all three applicants one week from today uh and that we uh yeah and then we and then we appoint one of them to the district number one role uh so let's let's vote on that motion all in favor please raise your hand say aye oh we need a discussion on the motion oh oh sorry i'm sorry brian's

198got a comment yes i just i did review them um you know look through all of them and i think we're very very fortunate that we have three excellent candidates that that bring similar but different strengths to it so um you know i think we're in for a tough decision but that's a that's good news i was going to say that i i anticipate that after we interview them we would then have an opportunity going into executive session to discuss them then we would go back into the public portion of the meeting and then we would take a final vote yes that's my understanding as well so thank you very much so yes we will post the time for the meetings my understanding we will do interviews that are open to the public then we

199will adjourn for a discussion and then there'll be a time when we say we come back and we would do the voting in in in uh public did i say that correctly all right um and then mr wilson i had a question um yes are like the student reps role in this i know we're not welcome not welcome not not welcome but we aren't we aren't a part of executive sessions um but also we at least me personally i can't see their resumes is that something that we should also i don't know if it's necessary but i was just wondering what student rep's role would be in this situation i um i don't let's see did you i don't know my apologies i don't know if you discussed that before during this process or no

200was that discussed by the prior board no but i think jesse and kai do you have you have access to board docs correct yes we have the public version so we have the public version not the executive version so we don't have anything that is under executive you know access okay so i um i guess my my suggestion would be unless we hear from the candidates that they wouldn't want that information shared i think you you you have to be shared with that information i think it'd be great if you can come to this session to just listen to the interviews uh as well and then i think the voting piece in the executive session i don't think you'd be excluded from that piece of it would be my understanding if i'm if i read

201the policy correctly in the last couple of days yeah yes john yeah i see no reason why the student reps could not participate in the discussion in the executive session we you know the board can invite anyone into an executive session that they want to but they are still there's still a confidentiality obligation for whatever is discussed in the executive session but i i don't see any reason why we should not have input from the student representatives in making our decision because they're going to be dealing with the new board member the same as we are great okay kai you had a comment i have another comment that kind of sounds like from wasda going back to wasda um when they were having student representatives involved in discussions when it comes to appointing other board

202members or you know in the case of when um jesse's term expires getting someone new in that position and you know i would have to rerun for my role or whatever so having us involved but obviously not being able to have a vote because that's illegal um so i think that that um sounds like it wouldn't just be an us thing it sounds like like it concurs with what other people on the stick are doing okay other thoughts on this topic so i don't know if we need to form a motion or i think to include them or not i think we can just do it as practice yes what do you think probably it probably since it it does deviate from the norm it would probably be best to have a motion to to

203permit them to participate in the executive session all right yes uh so so yes go ahead i heard i heard a motion there john could you restate that for the yes you can interpret is that all right thank you for that motion um i think it's very clear and concise by those in favor of including the student reps in the process of the of selecting our new director excluding voting so that we stay legal for kai's request uh raise your hand say aye aye those opposed raise your hand say nay that would oppose that okay with one nay it looks like the ayes have it we will be including the student reps process all right uh let's see is this in terms of the what the way i read it this would be the time

204for any new business as well although it's not explicitly there am i reading that correctly john since you're there and tim the the keepers of the original agenda right you just asked for any further business it's not on the agenda yes thank you very much uh is there any further business that's not on the agenda i know uh jeff you said you had some i do whenever whenever whenever you guys are done uh i've got some items so you'd like to yeah so let's see i'd like i'd like to um just discuss the possibility i brought it up earlier i'd like to hear your thoughts about uh having some different types of meetings so not a business we're having out what having a community meeting listening session dialogue you know sometimes in january uh i

205think that it would be good i think we've had a lot of calls for here on this meeting i think it would work better than a than a common sense section session since we could have some interchange there i know just for the for people at home that this is a meeting where we can discuss things we can't make any decisions or make any promises there when we can share our opinions about what's happening we can provide new information and i think if it's possible and it doesn't violate the governor's no in-person meeting order which we'd have to check on i don't think it would hurt if we had it in person would be my since we there's been a lot of call for that as well i know there's a there's a governor mandate

206that says we should not be having face-to-face meetings so we have to check that out and i i apologize i didn't research that ahead of time but curious on what your thoughts would be and the rest of the board on on some kind of meeting like this in the future yeah i think it's a great idea i think we all should have them even quarterly i would i would concur um um we know for a variety of reasons that um trust is issues are there um you know and that's among everybody and everybody and and it's not pointing blame or anything it's just what it is and i think when we can connect uh we can build relations and when relationships and when we do that we can build our trust too which is so

207critical and everything everything that we're we're doing and want to do okay john yes yeah we have we have in january we have our two regular meetings we have our aspen training on saturday the 15th so uh we could perhaps have a call it a town hall format meeting you know on wednesday the 26th and that would be that would be an opportunity for us to to have more informal discussions with the with the public where they can ask questions and we can respond you know as individuals okay we wouldn't be responding as the board because the boards speaks with one voice correct yeah that the one voice part comes in this kind of a meeting but yeah we can have lots of dialogue share opinions points of view uh so yours i hear it

208says in the 26th i wonder uh i think that would work i don't know quite yet i'd like to hear from a couple more people but i'm holding that in my brain for a future recommendation soon uh tim or brian any thoughts on this i guess i was just i was just checking my calendar um and i think conceptually i think it's it's it's fantastic you know that um that's the way i like to operate if at all possible so um and i know there's always some barriers and things but um so we've got there are a few months in the year that have five wednesdays and i think historically we've looked at those as opportunities for a study session or oh nice like something like we're describing okay so i heard uh wednesday the

20926 proposed um and uh is that right yeah i'm looking at 2021 so that's my i'm looking at 22 yeah the next month with with uh with a fifth wednesday would be march okay so i think we need we could we could we could shoot for january and then see how it goes and then possibly schedule another one for march okay so um i'd like to mention then that we uh that we tentatively schedule january 26 for a for a town hall style board discussion meeting uh in person if possible and i think between you know now and the next meeting we'll need to research that i wonder if tim you could help us out with with the legality slash availability of our facilities to use and um and and then we can revisit it

210on the agenda for the next meeting on the 15th yeah the school library might be it might be a good venue for that a little more a little more informal and and it's larger than our board meeting room okay so uh kai you had a comment now i'm good okay all right so uh so i move that we hold that date on our calendars january 26 2022 for a south kids app community meeting with the school board all in favor raise your hand and say aye aye aye all opposed raise your hand and say nay the ayes have it we will schedule that on the 26th uh for january and then we'll follow up at the next meeting with to make sure that it'll work with the contingencies okay uh let's see other new business

211jeff you said you had some i do okay so most of these uh what what i what i would like to do is i would like to propose them and discuss uh at the next meeting so all i want to do is get them out there and then we work at it next meeting okay because i don't like to surprise anybody right right off the hand so following with what you said um i would like to move uh real soon that we start meeting in person i would have liked it to be by next week so that we can do the interviews by uh by uh in person versus over the uh computer but i understand but i would certainly like us to look at meeting in person as soon as possible okay the second

212one is um i want to discuss moving to one formal board meeting a month and the other meeting to either be a working meeting or a public meeting or something else in other words i believe that we're taxing the superintendent and the district staff to come up with meetings bimonthly uh i don't think we we're supposed to with our new corporate governance model to be doing at least over half of the meeting on student achievement and student performance not not just talking about students and i don't think we have enough information to to be reported all that often so i don't want the staff just to have to come up with briefings to fill in meetings so i would like next uh you know at the next meeting to talk about moving to one formal

213board meeting and then we can have a working meeting where we can discuss things like uh the oe6 thing that that we talked today and then that way our meeting will go a little quicker because we've already had a meeting where we could have discussion and then uh we can finalize our discussion and move on so the third thing i want to discuss is a vision for the board for the future of education in sk as you all know we have a capital projects committee that's working towards some recommendations for the board i think we need to ensure that they have the guidance necessary to help guide their discussions they've been working hard for almost a year now and none of us wants them or us to work and then not like their work because

214we didn't give them with a vision and what i'm talking about as far as a vision is similar to what the superintendent said is what is education going to look like in one three five ten twenty years are we all going to be in a building or are we going to be on laptops are we going to be in remote situations so the superintendent's the only one that's provided a vision for the future and i think we need to discuss that and so i would say that at one of our first work sessions that this comes up so that you know we we are all on just like we're talking about we're all on the same board of of whether we want to build new schools whether we want to modify them whether what we

215want to do and how we want to modify them so i would like that to to be one of our future discussions so i talked about that and let's say i got the vision i got that okay i would also like to look at a discussion on the extended school year the reason i'm saying that is we're talking about teacher burnout and if we're having teacher burnout and student burnout extending the school year a little bit you know that might be a little bit different thought but if our teachers had a week or a little bit longer between breaks and our students have a break i think that's going to go a long way to saving some of the burnout so i would like at some session to discuss an extended school year the last

216one i've got is actually i forgot one here i want to discuss moving the capital projects and the curriculum committee underneath the superintendent the aspen group doesn't feel that they are necessary committees for the board and if we're going to focus on high level stuff then those committees need to go underneath the superintendent according to the aspen group and finally i would like to discuss uh using the either the work meeting or the end of these meetings to build the agenda for the next meeting the aspen group says if this is the board's meeting then the board needs to build the agenda for their meeting okay it's we have relied on the superintendent to do that and i think it's time to make a fresh start and not look for the superintendent to fill the

217agenda and if we can't come up with the agenda items we just don't need to meet so it's our job to build that and so all of these items that i proposed i'd like you to think about them and i'd like to talk about them at the next meeting and see where we can go so i don't want any action on anything i just want to give everybody a heads up and i will uh talk with one of you and see how to move these onto the agenda possibly for the next meeting so thank you yeah so so if i can paraphrase thank you for sharing those jeff i sound like there's a lot of things you'd like to discuss all are important some are more urgent than others so if it's possible to send

218us that list and for information not to discuss it but just as informational purposes that would be helpful and then if you also have a proposed time frame for example you'd like the first to discuss at the next meeting the other ones can wait till january or you or when it's appropriate or whenever you think that would be helpful as well and i believe that as part of my role i will i will be partnering with tim and on the agendas going forward so like to see those items worked in there per your suggestion okay and then like i said based on your comment and my probably my first one will be see if we can get this to a monthly meeting somehow and then fill in the other meeting with work sessions and stuff

219and public meetings kind of like like we've talked to so okay so meeting meeting cadence is your sounds like yeah thank you meeting cadence sounds like your first one i'd like to just make one other comment on what you said about the facilities piece i think that also at a future meeting with the public i don't know if it's this first one but one soon it would be great to get their input as well so not only the board's vision but the public's and i think you know i know that our our folks have done a lot of great analysis on that meeting but they have not yet done the recommendation so i think this might be a perfect perfect time for them to come up and and and share what they found so far

220and listen to the public john you had some more business yeah when when jeff is saying the next meeting i is he referring to the next regular meeting on the 15th and not next week that's my meeting that's my assumption the regular business meeting of the 15th yes yes yes yes okay so uh meeting uh so uh i'll move that uh let's see i don't move it uh i just had a request before you move on sorry um i just could i could kai and i also be included in that email with the the list and priorities um daily thank you yeah i'm sorry i haven't sent it to you please don't worry when i mess that up no no worries thank you okay uh any any further new business or any new business i

221think i'm saying the right thing for this meeting okay none heard i would like to say one thing apologize for my speechiness today uh before we move into our last item which would be the debrief of the meeting so the public may want may or may not want to for that part however i would like to just express my appreciation now that i'm on the board i have a chance to say thank you so a couple thank yous that i have one for the students i want you to know that we're here for you and and we are here to support success we're proud of you and what you've been able to do despite the issues we've had with covid with with busing with the world the way it is right now we're rooting for

222you and i want to see you succeed teachers i want to know you know that i've talked to lots of you i see you i see the tireless work that you've done through covid we're going above and beyond for our students filling in for each other or dealing with the changing rules every day doing your job well thank you we see you staff you're truly the unsung heroes of our district you really make it possible for us to deliver safely have good facilities and and good operations for to teach our students in and not have to worry about it thank you for that hard work the administration i want to thank you and you're sincere sincerely respect your guidance and leadership during this this time i know we don't talk about you folks a lot

223but i know you're working hard to do that as well thank you and last but not least mr winter tim i want to thank you for your partnership with the board in the past i don't i know it hasn't been easy i want you to thank you for sticking with us now and and and looking into the future i don't know if you or anyone else on the board is a game of thrones fan but there was a phrase on that show a lot that says winter is coming i'd like to update that for our board and our partnership together moving forward and and rename that winter is staying so uh looking forward to working with you and the rest of the board going forward thank you very much thank you for indulging me my

224last the last thing on our agenda for today is a debrief of how we work together i don't know if it was assigned to do that last time john maybe you can help me out with that well normally it's one of the yeah normally it's one of the two who participates in the agenda planning so i would recommend uh that brian do that uh the the forum didn't get on the agenda but i can pull that up if you'd like yeah i don't mind doing it i just i want to make sure i ask the right questions shall i shall i pull up the form that'd be great how can all right so is it your higher brian john does that look does that look okay it just looks like your background so far yeah

225i don't i don't see it okay right i think i actually have it as well i can share that okay let me let me try one other way of doing that does that show up now yes it does okay excellent take it away all right all right so um so first question what did the board do well in our meeting i think we stuck to the agenda i i'd like to say that we we allowed all to hear each other i think we collaborated well that was another thing all right uh next question what did not work well for us well just running uh well over an hour overtime we don't have much control over the the uh public comment how many people come in but i think i think we just need to do

226a little little more realistic job in the in planning out the agenda yeah and allocating allocating times for each item yeah it's it's it's hard because it's important information for sure um i i would agree you know it's just budgeting time a little better on both sides both ends yeah and i and i think i'd like to uh take some ownership of that as well i think um i think i think we had good good discussion so to me it was worth it um you know if you if if you want to you know work in a different way i'd definitely be open to that as well but i i'm more interested in the content than the than the time within reason of course um but i wanted i think uh i think we did

227a good job of using the time we had for good dialogue yes and i would agree with that is you know the meeting is over when it's over and you know that's that's the problem when we pack them too tight is some of those items uh they're just uh they just need to fall off i realized that this meeting was a little different from our normal meeting but at the same point it's the discussion and covering the topics adequately versus racing through them for a time situation so the meeting's over when it's over some are long some are short um what what do we want to improve what do we want to do to improve well i think following up on on jeff's comment you know if they're important items then we do need to

228take the time to discuss them yeah and uh you know if they're if they're important then we need to discuss them but you know we don't have six hours for a board meeting and so we we need to we need to hone in on those most important items that the board needs to address and maybe some of the some of the minor items you know will leave to the superintendent yeah and i and i agree with what all three of you said on that and and another board years back that i that i led one of the things we did we kind of did time frames so rather than at six o'clock at 6 15 you know that time so it was kind of like the amount of time that we kind of budget and

229then as the meeting rolls you know sometimes there's ones that you know hopefully that we you know breeze through much quicker other times you know we need a little more time and so that's that's kind of up to the to to uh to have a to you know to you you to manage and you need the flexibility to do that because like jeff said when the meetings will get done when we get done we got to get to the important things right and and some of that is just basic agenda planning and you know the boards i've sat on is if it's important enough to to make the board agenda then it's important enough to discuss and that's why we get rid of the stuff that's not ours you know and unless there's a law

230that says it needs to be there then that kind of stuff you know falls by the wayside yeah so right i just like to say yeah i think i think we can you know work to adjust the content we work to ask the cadence if possible i know we have a lot of stuff to get through a lot of things that are required for us to do and and as we sort of talk about a little bit in public comment you know we don't have another forum to do that you know all our meetings have to be in public when we have a you know when we're discussing things so uh you get to see you you know it's not just the decision or just the big stuff you get to see the sausage and

231all the little stuff too because there's no other way that we can communicate as we're compelled to do everything in public by the open public meetings act um there is some minutiae that we have to do in public it's not fun but i think if we can contain it in in the in the right types of agenda items and then expand expand on those things are important student achievement type items you know where we're going what we're doing how we're how we're getting better every day i'm all for that so i i would love to help work with you all to improve that as well and i would just like to add you know based on the public comment we heard earlier which was he he basically paraphrased the same thing of items that you

232know require a lot of discussion just need to slide out of this meeting so that there's adequate discussion for all the stakeholders involved and then you know that discussion is held there and then at the end of that then you know we go to the next meeting and then we summarize that discussion and then if there's a reason to vote or take action then you know everyone all the stakeholders have been in and it's just a quick review of hey we had a meeting this is what we discussed and now we've now it's time to do our you know formal vote and away we go all right i think i only on my screen i see two more questions and i think they're just self-reflective um you know so it's for individuals to ask ourselves

233is one what did i contribute and two what can i improve to contribute to the board at a higher level so be mindful of that and think of those things how to do john all right awesome well thank you brian and for leading for that leading that us in that um any final words before we close out for today hearing none and in a solid three hours and 30 minutes we have delivered meeting number one thank you for your hard work and attention today uh i adjourn the meeting of the soft kids at school board over and out thank you bye everyone see you
