001e okay we are reconvening the Mee at 7:27 p.m. time please continue all right I'm going to jump back just a couple sentences here uh tomor I got interrupted uh core issue for me uh and what I believe this resolution regarded was fairness and Sport fairness and safety in sports this discussion is not about exclusion it's not about discrimination it's about fairness and athletic uh fairness and safety in athletic competition recent eork times SCH found that 80% of Americans believe that biological males should not compete against biological females and sports that includes 94% of Republicans 67 %c of Democrats this is not a friende belief it is common sense and today's America division seems to be at an all-time high it's there to find anything that 80% of the country agrees on whether it's politics

002education public policy agreement on that level is unheard of yet on this issue of fairness and safety and athletic competition for girls and women there is a clear and overwhelming consensus across political and ideological lines that alone should speak volumes referencing a California governor Gavin news in his newest podcast this last week um obviously someone that could potentially be a Presidential nominee for the Democratic party in 2028 recently acknowledged that this issue um calling for participation in biological males in women's sports deeply unfair this is a significant shift coming from someone who has historically aligned with more liberal policies when even those who have previous supported broad transgender inclusion are now recognizing fairness and safety issue it further provides that this is not a part ofing debate it's a reality that people across the Pol

003political Spectrum are starting to acknowledge fairness and sports exists for a reason girls and women deserve a Level Playing Field but they also deserve to compete in an environment that priori prioritizes their physical safety ignoring biological differences and strengths need endurance is just not unfair it's just not it's just not unfair it increases the risk of injuries in female athletes um I want to take a second year just to recognize the the silent majority in this community U many community members have privately expressed support for um for us on this resolution parents coaches students have reached out to me in agreement but many are afraid to speak out publicly due to the fear of backlash unfortunately we live in a time where the loudest voice often Dr out the majority opinion to intimidation and personal

004attacks let's be honest most of the people that are here causing these disruptions are not even from Tom they do not represent our students our families and our athletes in this District their goal is to have an their goal is not to have an honest conversation but intimidate disrupt and silence opposition I am here to repr I am here to represent our actual Community the students the parents and the taxpayers of Tom and I will not be intimidated uh moving forward I remain committed to a fairness safety professionalism and well-being of all of our students um we welcome respectful discussions but we will not be swayed by disruptive tactics this is this tat Community deserves leadership that stands firm on principle and truth and that is what I intend to do thank you thank you

005for allowing me to speak everyone um now we are engaged in a great conflict of aus the key is to hold the district together for the benefit and need of our students I abstained on the resolution because I believe in transparency and opportunity for Effective People to have a platform to express their opinions I believe the resolution was rushed without allowing for those two things also it is crucial for the district to get clear guidance from both federal and state governments before bringing such a resolution to a vote currently the national and the state laws and viewpoints are in Conflict as SCH board members we took an oath to follow federal and state laws and District policies by abstaining I was following that oath and my that in people and their rights it benefits no

006one to force a resolution to the floor when more discussion and transparency and guidance are the best course for us such a res resolution should not be put into action at this time because the Deep conflicts currently in laws thank you uh thank you fellow board members um Derby gave a a great background on the facts that the impact around this and especially address how the district supports all students and how this board work together to Ure that rhetorically Mar groups have been represented fa in the I gave a good summary of the intentional misrepresentation and resolution to the media in details around how the process actually work both already know addressed how this current policy is unfair in St uh want to note that nothing has changed since this resolution has passed athletes have

007the same right they did prior to this resolution adopted this resolution doesn't take away Grant any special rights to any group of people at all this resolution has my opinion nothing to do with any executive order federal law any state law or any JV girl basketball game the board has the legal authority to provide input in direction of the district including wi policy amendments and grants each School District Board of Directors the authority to control supervise and regulate the conduct of inter School athletic activities and other inter school exit activities as part of an athletic cultural social or recreational nature for students of the district the board as a whole represents the community and the community and the state and the nation support this resolution at almost 80% rate in that again that is a

008threshold that is hard to reach on any any subject I want to clarify um previously in the last meeting it felt like other board members were representing the thoughts and actions of other of of other board members and I want to clarify that I've never been in between a rock and a hard place on this issue this resolution is absolutely clear to me is what it does the current wa policy is unfair I'm really confused as to why no one spoke up when the wa General Assembly reached a threshold to advance these amendments to policy adoption that happened last year we didn't hear anything about that I'm also confused why no one spoke up when several aortic directors from districts in this are area voted to support need of policy amendments as early as last

009month this is a pretty common resolution it's been adopted by several school districts previous to us TSD is not the first you will not be the last I do want to address how this uh resolution was presented the introduction and handling of resolution 09 2425 violated both protocol and polic as well as likely Robert sches resolutions must be presented mutually by the chair to ensure Fair debate with no indication of personal bias instead the presentation was markedly one-sided framing the resolution in a manner that preempted any discussion of the this breach somewh policy 1400 which mandates the board meeting to provide an opportunity for fair and orderly consideration of District business the pre the pre-plan statement of the enter exacer uh accelerated in all in an already tense environment rather than maintaining deorum as requited

010and required by the role of the president of the board the presenter made bias and non-neutral comments that incited the audience to become disrupted shouting interruptions and threats from attendees followed directly attributable to the failure to deescalate policy 1430 demands that the board president ensure orderly conduct instead the actions fueled payoff under the board's ability to proceed with its agenda it's not only violated policy but it's set a dangerous precedent for public participation in the future also policy 14 by States the board as a whole has the final decision in determining the appropriateness of all such rulings and can maintain order by removing those individuals who are disrupted however the board recognizes the distinction between unil discourse which will not tolerate and comments about the Board District and staff that are negative but yes still

011civil in nature and will exercise its authority to maintain order in a Content neutral manner the board as a whole did follow all comments from the public or did allow all comments from the public that were civil in nature presenter other resolution in cited in curies on civil disos during the meeting the presenter provided unsolicited legal interpretations despite lacking Authority or expertise with youo Wasington School Board rely on District Council for legal guidance and outline in LDA LDA LDA model policy as well by overstepping into legal commentary president misrepresented the board's position potentially exposing the district to liability and violated their role as a neutal facilitator according to Robert's Rules and assigns the chair no such prerogative this was a clear abusive position and Power perhaps most alarmingly however is the conduct directly contributed that

012the conduct directly contributed to an unsafe environment for staff and students in attendance the water School District's commitment to safety and Shrine in District policy and reinforced by RC obligates the board to ensure a secure setting for all failure to manage the meeting coupled with remarks that inflaming the sight of the crowd resulted in a hostile atmosphere where staff reported feeling threatened and students were visibly distressed and sh this not only endangered those present but also eroded public confidence in the board's ability to saf guard our SCH Community the broader implications here is that these actions cont in the spirit of collaborative governance that defines Washington School boards the Washington School the Washington State School of director Association Wasa emphasizes that board presidents must model and and partiality respect and procedural Integrity by presenting a

013resolution of bias inciting disruption offering unauthorized legal opinion and failing to ensure a safe environment pleas are under of these the some school boards C ability by extension and the district's ability to serve it students suffered as a result these are not near missteps they represent a fundamental failure of leadership that calls them the question hey good even okay so um some of the items for our um our board work session tonight for our a budget a budget work session topic um just gonna go ahead and um the items that we'll talk about tonight are enrollment our enrollment projections for next year um looking at the your Trends our 25 26 school year projections and the long range Outlook is demographer um has reported our preliminary Revenue outlooks projected from our state um the State

014Compensation increases and then the local leue overview B and then we'll review a legislative updates um the different different topics that have come up in special ed special education um the mof funding conversations they had over proposals and um what is happening with people Transportation so if you want to just kind of think about some of the where we've been and what we um what we're going to look at moving forward as you know in our first work session we um spoke about the problem looked a little bit at um some different options um and then decided to move forward from there based on um the board we brought and it was on January 9th um January 23rd we brought forward resolution number one um which um had reductions at the central office and support

015services on February 1th we had a resolution number two that produced um School of the staff and um and then now moving forward and looking at um creating our budget We are continuing to work um looking at um um just you know the contacts as whole our budget projections we got a lot still left to do and a lot of decisions left to make so that's where we've been this is where we're headed our budget our budget timeline here um so uh March 13th this is where we'll look at some of our preliminary element our enrollment forecasts um at our next march 7 Bo meeting um we'll discuss more um major bu budget f um where we're at in the 2425 school year um we continue to project where we're we're going to end up

016in this year so that one over will start at the beginning next year um and then on in a on April 10th we'll have another work session where we'll have more information from the legislature they will have passed not passed but they will have the house and the Senate will help um provided some context of what they have agreed upon um and then we'll we'll have some some form numbers that we'll be able to to dig into um waiting for that that um budget to pass at the end of April um so we'll just continue to work through that in um April and May and then we'll have our first public Board hearing um number one for it's um that will allow for U public comments and we'll share the different aspects of the budget

017we share um and you dive into it and look into um pieces of budget that will that we pass um that we'll ask you to call um and then we will send that budget to the ESB for um approval and they'll put through a technical with year and make sure that we have pass all the the there and then in August we'll have our second public hearing if you me any changes we'll share that with you and want to ask you to that budg so as you know we've been looking at very closely at our cash our cash flow and this is a slide that shows we haven't made our um our transfer from capital projects that our ending F balance in February would be a negative um just over a million dollars in negative

018cash balance so it really shows that our projections are about what we what we figured that it would be and that that transfer um very much knew that transfered at this point 3.6 million over um to that shortfall and so that will also help in March my March CL projection so again what it would have been or that is what it is no this is what it would have been so if we hadn't we just wanted you to be aware of what what it would have looked like if we hadn't moved the so all of the other numbers like 909 those are but the4 6 is a what would have corre so right now we have 2.6 million in our account because it's a 3.6 million loan Canadian January we have the line kind of

019dissect go two ways one is a trajectory and the other one is what we actually that change okay so um now taking a look at our Improvement for this year in 2425 this slide is is comparing um September to march from um last year to this year so um actually the the graph itself is for this year but um and we were we were taking a look at the differences between 24 and 20 or 23 24 and 2425 school year and um in March of last year we were actually 35 up 35 in March from September um in comparison to this year where we are down 18 we have less 18 less students in March than we would have in September or than we did in September so um we saw an increase from September

020to March last year and and and saw that decrease from September to March like this year so that um kind of gives you an idea of the difference between the two years that's the question course um you have col high school and's high school circled do are they going off the running start or is that yes okay majority of them have G Run start and I've gone to umia and school microphone microphone so you don't have a figure on your Mount that are going to uh R start you have the others and New Market but you don't have the uh amount of the running start um not on this chart don't help okay so then this is uh comparing March 2425 to um to last year um at this time just over the the course

021of the year you can see that um we are down 56 students um fdu 56 fdu March of um the march of last year so this um this is just comparing all k12 and um and students can I ask them is the running start you guys know the figures just didn't fit on the chart are there is that an increase on number of kids in running start or is that a decrease you know you don't have um yes and I I believe it is an increase of running start I mean it's an increase from what we were projecting um for running start um and I can but I can elaborate that at our next SCH that's sure course so we did have a demographer come in and help us project moving forward into the next

022um into the next over the 10 years um and you can see that green line is um they gave us kind of a what they figured it might be and then a high and a low um so the green line it's really it's pretty flat they haven't they're not projecting a a really a large increase um over the next 10 years um and you know it's in fact slightly down at some points of the the course of the year so or the course of the 10 years um so you know with all of our construction and everything going on around we think that we would see go up a little bit more but the dev don't don't feel that it's going to be going up any questions about this slide this is breaking it up

023um by middle elementary middle and high school so again you can see that um the left flat um increase well no increase L um a little bit at um a slight upward proor trajectory for K5 um but not until 2030 so um we just our um en so um what what is the basis for this is it just simply demographics like there's no program evaluation that was taken into account um I believe so then do you want to speak to that a little bit so this was done as part of our Capital program so it's almost purely a demographic um but they did look at um New Market Skill Center Trends they do look at R for Trends but depends on what you mean by like programming valuation that's what I meant because in the

024notes it says that they're not further excluded from the analysis but I mean that's a pretty critical part of an they did ask for that data and incorporate it as part of the this is this is a prary is this would you like the more detail s of kind of all the things there they they come up with a pretty detailed plan are you interested in a presentation from yeah we we have a preliminary we have prary report as soon as we have the final you get that to you and then if you if you decide to add it we can talk about it later okay so in just looking at the preliminary preliminary State salary allocations that we received in December um they are looking at a cost of living uh increase of ipd

025which is 1.9 at this point um and then also the governor's budget provides a 2.4% increase um so you can see the three different funding sources there um the first three lines on um this is the C certificated um instructional um certificate inst seal salary of an increase from this year we have a 78,000 we get an allocation of 78,000 209 um and with a 1.9 increase that we go up to just over 79 um at a 2.4% it um would go up to 80,000 80,000 so um and it's I won't read them all to you but it goes from um you know certificated and then over to um the classified in the middle there classified salary structure and then on the end the administrative salary so um we would receive a little bit of

026an increase um and then that would be factored into our budget bed on what they um what they decide after during uh do we have the average um that we pay for each of those categories I do so currently our average um administrative salary is just at 162 that's the difference we receive 118,000 but we p over to 162 teachers are paid an average of 96,000 and we receive um just at 78 wouldn't possibly receive 80,000 of what we're funded for the cot typical model and then the average um classif five 70,000 those are all listed currently on our um on the 75 any other questions about this side have a question comment um so ipd is not a that next and then maybe get into I think we touched earlier round how much of

027the IP is provided for funding from the okay um so as you know we have our the school in benefits board which is our health insurance that is mandated to the state and we receive all of every every employee um that works over over 63 hours a year is mandatory that we offer them benefits so um that we do some fund some funding from the state but um next year it's projected to go by an additional 12% there is this is actually our clest so we do have to P some of that we are but we are on allocated fund funds from the state to public of those cost all so we'll have an additional um $1,700 a year per employee that we'll have to C acry and so moving into our um you know

028looking at our tax rates for over levies um this is the slide of our combined tax rate and you can just see how we how it's um been structured each year and what we're projected to um to be at moving into 2027 we've already approved for 2027 um except our Capital Levy will be running out um you can see that that question mark that will be what we will need to go out to the voters and get reapproved um um replacing those funds um that tax rate level whether it be a capital project or bond iable is you know the board decides what they want to ask the goers going out in February of 2026 currently can see um this year the combine rate at um24 for that base is our EPO and midle is

029our um um the middle is our I'm sorry the base is our um is the the bond the middle is our m& and then the top is currently have any questions about this Bas F so this is just looking at our ml Levy specifically we have a um a total you know there's the the l cap that we um are waiting to hear if if that's dealt with at the legislative um session where here we have a you can see the gap of 4.2 million um in roll back based on our cap that we're ours have approved but we're not allowed to you're not able to collect um just because of the the formula so hoping that um you know some decisions are made so that we would be able to begin to start collecting

030that um that would be the end of next year end of second half of next school year um would be a to effect that that will back was say December 26 so we would be able to we would be able to collect on that it be April of 20266 so that's the first payment of the 26 calendar year which is the second half of our school year so that doesn't help us 25.6 it would help us a little bit you some of that that if it is yes so here's just another look at our Levy history and how um how it's been um how it's been structured since 2007 um and you can see there again in 2027 that our c will um will um will run out so we'll need to ask the voters

031for addition um the interesting thing about this is that um we're kind of off cycle so our Capital um our Capital Levy will actually be um it won't fall in line with our ml Levy so you know a decision that we' need to make is do we want to to to go to the voters and ask for a two-year um Capital Levy so that we get back in line with our um our EP Noy and their they approved at the same time or um if we want to youate on that same cycle but um voters are approving the same that any questions like that okay so in looking at the legislative calendar and I talked a little bit about this at the beginning of the presentation but um you can see where we're at on

032the process um right now on March 12th we're um waiting for our different uh the revenue forecast will come out after April 1 the middle of April so that we can really start digging into that and um and making some and working on balancing the budget and making more decisions based on all the preliminary work that we've been doing any questions about the timeline moving forward course we won't actually the governor won sign until the end of April it's on April 27th so it Tak a little bit but we have a good a good idea once once the middle of April comes through um so you know what we're looking at and really reviewing is those those big three um and we talked about this with our last few meetings um special education if they're

033going to adjust those the multipliers uming more funding for that with they shaping at awards looking at non-salary funding so MX um if they're going to increase Ms um which is our Material supplies and operating cost that you get paid for a specific a specific amount for each funded student so looking at whether or not they're going to increase that um that dollar amount um and then also proposals to change the scill um people fing and And discussing that the people Transportation um is pretty much dead they it didn't go anywhere the additional dead in the house and in the process it's in the process the those didn't didn't go anywhere so um doesn't look like we any any changes in transportation um and then of course what we've been looking and talking about Goods

034um and then either got the simple majority on the bond so lowering that approval rating um from over 60% to um to 50% approval rating to make it easier to pass um pass bonds there's been a lot of talk in the in the news lately about Federal Bing um in uh the proposed elimination of the Department of Education you know we we've been we've been told that at this point that there won't be an impact to our federal funding we really have two major um grants that we received now which is the Ia um for our special education students and then Title One um for you programs to support l- income students um we're not anticipating those de um so far from what the state has said so that that M so um we continue

035to on since now that we're through resolutions and bringing the other reductions to you we continue to work on Long salary um budget reduction projects and here's just a few of those who can see um anything anywhere from facility use to printer to um up set policy looking uming that come in for ASB and how expenses are allocated cost um Athletics and activity so there's really no SC left unturned as far as um our our supplies go or can kind of see where we're at in all of those projects and we'll continue to work on that um and then and bring that to in our budget presentation the question so when they're completed on this checklist is what you're going to bring them um correct yes we'll um bring the completed projects with the expenses

036so that you can um and explain all of them at that point see if would want to adopt that are you make recomend are there going to be recommendations based on yes question thank you a few more slides here um the a data dashboard and actually if you when you um you can click on the the data dashboard at the very top and then also on the bottom we'll kind of do a deep dive for you into some of these um analysises from this is from our local ESD um and it breaks down our the salary and um and allation based on and um what the district what the district has um the district costs and then also this is this is Statewide but kind of where all those costs are get information and build

037it on on our specific District as well and then here is a a look at the um the L processes um the sorry the proposals so there's um there's three that are cost look at the the house built 136 and 553 just all those would um would continue to how it would lift the the lid so that we would be able to um collect the additional and that you don't have access toat have then do you want to do you want to expand on that any more or do you have a I've been trying to follow the levy bills um to give a short summary of it um one of them uh helps us more than the other one of them is about maybe like a million and a half so uh director Taylor you're

038sort of on it in terms of thinking about like okay so if it's April of 2026 it's only part of the next year so you kind of have to cut in half the impact you know so one of these versions when you cut that in half you just at a to you know best guess right now be like maybe a million and a half based on how they drafted that uh Bill and they put a spreadsheet up on those because search every school district and so um and then there's a there's a different version I believe it's the Senate version that's more robust but actually sort of fundamentally changes the formula um and would be more impactful in that first year by as much as a two but I'm hearing the more oscare version is

039more likely um and I don't want to speculate too much because honestly we are two and a half three weeks away from having both Health budgets one so just to know that they are considering uh different ways of handling blood and it could I believe that was our last slide yes what are the chances that they don't get either of these or are we pretty confident we're g to do something sorry should ask when I meet with I mean I'm meeting with our our local legislators every couple weeks they were they're optimistic on this and so they're they're giving us some hope um but it's like I think Benn has talked about this it's you know we're in a sort of roller coaster at at the beginning of the session there's all these bills and

040they blew through and they were all testifying and like everyone was all excited and like three weeks later they moved on and then there's like this VIP like oh we don't have any money we're not sure and you see even what's happening is you know that the 550 on the mide that bill if you look at the original is was $300 so it went from 300 and it gets to Ways and Means and they marked it down at 550 there was another bill that bend didn't put up there I think that it's like $77 maybe something like that so there's one in the house and one in the Senate so I don't think it's going to be 550 but it's not going to be 300 so it may be somewhere and so I think that

041those you know we're getting some like optimism from our legislators local both in the 35th and in the 23rd that they're supporting these and there's a support for some of these educational measures just is kind of like really uncertainty of what and I don't know if you hear anymore so I'm kind of hearing in those calls with our superintendent and and legislators that are meeting with us um every couple weeks yeah I don't have I actually don't I don't spend any time on the hill anymore at all so I just call people I know and say what do you think to happen that's the extent of my own resch um and um director beard might be closer to it than I am to be honest but um I called three people last week and just

042did a informal poll what I'm hearing is like they have they did have a budget P like the legislature has Bud P so a lot of these optimistic bills early process like it would require a tax increase to do this so it depends on if there's an appetite for some sort of Revenue incase if there's not and if I was a betting guy i' say there's not going to be an appetite for Revenue increase then we're gonna you know we're probably going to end up with a very modest withing increase in take 12 now the Ling Li list is the one thing that they can do that doesn't require Revenue to stay because it's it's it's locally now there's there there's political hurdles associated with that because even though local voters have already authorized a

043certain collection they're currently not paying it so they'll notice it when they are paying it and that will have its own repercussions for uh local elected officials but again I asked three people that are closer to the process than I am what do you really thinks going to happen they said I think a couple of these bills will pass with very changes something in web something in m and then I think they'll do something with the web that was and that was that was the best guess from two three people I know that are actually like paying attention at the ground one I have a question the and was item that we received second most comments and that was the concussion position is there a part of the process where that com that particular so

044and I know personally that one of our neighbor had a very up and so what I did was I talked guy enjoying and he did the allain that in that young man such massive Pride himself all scho as as my point isid element involved in need this to maybe reconsider since we receive com please let you ask this question may I respond please okay I didn't want to respond out of turn um public input is always important it's always important it has to be uh this process is public for a reason it's transparent for a reason so um you would never hear me say that there's never room for reconsideration because there's a reason why it's public there's a reason why it's a public budget is a reason you know like all these things have

045a reason um so I would never say to ignore the input that you're get um the counterveiling point to that is that uh depending on what emails you're reading you're going to be receiving input on a lot of things over the next two months because we haven't done non renewals yet we haven't done like so brace yourself for the things you seek to clean to now I will say that when you're talking about public input in a budget process when you're talking about student input student voice to me there's a premium on student voice I listen a little bit more to students because they're like the core of our organization like they're adults have a lot of opinions like and I value those opinions when students organize and speak I'm really interested in what they

046say um and I did notice that uh we've heard from a number of students about that topic but believe it or not we're still pretty early in this process I know it feels like and we just talked about this today in the staff meeting it feels like we're like near the end we just started and so I would just say brace yourself for all of the public input that you will be receiving um over the next five to six months and limited number of choices that you'll have to reconsider and what you will do instead um and so but I appreciate the question because you know you go through these reduction drills and people like oh we don't want com we want comment we want input we want to know what the community feels about

047these things how they feel like it'll impact them that's the only way that the process is out any other questions PL one comment yes um with regards to this slide I just want to be clear that not all of these will be coming back to the board um some of them some of them are not appropriate spils that come back to the board um I know a number of you email Kevin and say have you thought about this have you thought about that is there work happening on these thing we wanted to create a visual process so people understand it is being worked on it's not being you know we get email right has anybody ever looked at the printer situation in the system we're on it you know you can see like we're giving

048people a sense that there is a process and that we're in that process not all of these come back to the board like here's our proposal on printers and cop um when we sense that there's like a larger like policy issue a Play We Will highlight it as part of the budget adoption and we'll say for example like I'll take Middle School atic that's a public issue that's a you know you would get a lot of if we made any sort of significant change to Middle School athletic the public has a right to know that you get a lot of comments about that you know so we would we would tee that up in the budget process differently than our petition about reviewing the stiens or reviewing those people so some of the of that

049is on us to make those judgments but I just want to be clear that we will not be coming back to with every single the work that we've asked for is and I'm say this isn't probably totally Complete because you could add I'm just thinking like P 113 expenditures that we have we're in the process we reviewing those and there ongoing conversations around like our ongoing expenditures with the so there's I think we can probably add more things to this list yeah just to be clear this is not a list of bills this is a list of budget practices that impact on bills so there's a ton of bills that we on you know these are things are like our facilities policy and how we implemented 25,000 bills associated with that we're not we're not

051copy of the safy protocols and I'd say this is a draft we we we put it together pretty much in the last you know two three days four days um as we kind of started thinking about including safety so we don't have this as part of our board governance handbook it might be something that want to add as we kind of refine this over the next um month or so but it's a draft and certainly open to any feedback and conversation is kind of related to our board governance sbook and then the last one um there's been just some conversation about public comment and so um Becky put together just kind of a quick so there's some things we've been talking about hearing and maybe a draft of we want to do some modified to

052kind of make some alterations but this really isn't part of our board protocol so the part of the protocol is like 30 minutes for three minutes that's really all it is but what we have here that you're I shared with you is if you go to our you online and you want to make public comment and and you open that section up there's some information about what we do and how we do it and so we want to make sure if there's some changes to that then they get maybe reflected and we maybe add that again maybe at a future time to protocols or we could add them today if you want um but that was just some ideas that I've heard talked about and so that kind of does the three documents you have

053and we just turn it over to you I I think how long did it take us yeah it was multiple sessions so thinking about trying to to go through it is challenging um I made some I mean I made some notes about some of the things that I think need to be clarified would be happy to thr those out there that helps people um we have we we have our our governance handbook but we also we do have some policies about how we operate and one of the things think is the most um that needs the most clarification is are we operating using Weber tools um we I know we're a little we have the small District you know norms and that's fine but that's something that feels like it needs to be explicitly clarified

054somewhere whether it's in the handbook or whether it's in policy um that Roberts rules procedures and all going all the way into specifying exactly what that means um I think that's that's critical so it's clear for for anyone who's trying to run a board meeting um a couple more specifics you know I I don't believe that we should have action items without a I I thought that was something that we that we talked about at one point but I think it's happened and um you know it it is probably a good practice uh so we have the opportunity to get whatever it is can be talking about coming out into the into the space um specifically any item on a board agenda has got to have an introduction specially action item so whether that's the

055memo that the staff does or a verbal statement or reading it out loud with no but but that's another area that need to beus ify that anything that the board is considering has got to have some kind of um one of the areas in that that isn't here but it's also you know more specific within Robert's Rules is the you know following the introduction that there's questions to step for the person that's introducing questions that's it there's no discussion and then and this is specific to an action item and then motion and second to move the item to the floor that's you have discussion and it seems pretty obvious that we need to be ex excruciatingly clear about that at this point in time um I have a I have a few more about the

056you know maybe the role of the student reps and the time in which they they provide their comments but I want to other here next uh I kind have some of der same thoughts there's we have policy that is contradicting to this B so operate some operating protocols don't alignment policy really this so uh it needs some work there are some key areas for sure that need to be tuned up as bar mentioned I don't think we be able to get to one work session tonight there could be some pre-work done here as to identify the protocols that have identified and policies that with I think there's got to be some type of like cross reference or a mapping between policy when they're in Conflict a lot of areas other areas need to be clarified

058the public comment guidelines though right now and I'm wondering if we might be able to get agreement on that while you guys are working on the line those with the policies and protocols is that there everyone has something to review and they they put together um and uh the idea is it's it's something that's part of Robert's Rules which is people are supposed to be speaking on agenda items and hard to enforce um because we only have one speaker usually there no reason to not let them speak but knowing that we have multiple speakers to speak on items and right now the first come first serve might not serve people who want to speak on the budget which is on the the agenda every meeting people who want to speak on the budget may not

059get you know may not make it to the top of the list because uh it's filled with other people who are not speaking on agenda items so what this outlines is is a way to shift the order which is you speaking on agenda an agenda item that you get to the top of the list and that we would then find this is where it's could be difficult we would try to find um based on the order in which people signed up represented you know making sure we're covering all the topics that people want to speak on and the people that get chosen for those topic is would be based on when they signed up did that make any sense to anybody is anything to stop someone from signing up talk something yeah it's an a

063that are on the agenda if people want to speak and then we'll go back to the if there's four you know time that with there time remaining kind of fill in the rest of the people but kind of T and con trying to get a little bit more a balanced public comment to you so you're not it's not just race to sign up and it's filled with 20 people and then you only hear those things that so that's the intent of of trying to make a change like this the only thing we have in protocol I mean I think we aligned to board policy the protocol that we have in ours says 30 minutes for three minutes it doesn't say we do a first comeer serve anything this is more of a kind of an

064internal process that we have online but we definitely need to change it if you want to do it differ so there I don't think we're I don't think there's anything that's guiding this I went back and looked at like our our policies and it just says that we will allow public comment and the other thing is I guess I want just Clarity on it's like I think one of the things just making sure that you're all we're all in the same agreement what 30 minutes is it's 30 minutes of public comment speaking time they are kind of tracking the time it's not it's not if they take a minute to get there we're not counting that time so I just wanted like are you good with that so our actual time isn't a half hour

074president authorized to speak on behalf of the board when necessary so I would like some clarity about when things come up come from board meetings and those questions who who is who is responsible for addressing those things questions and when there's no clarity about an AC toward of responsible putting something together to address that superintendent do this kind of suggests that it is but there was a lot of not really sure who's supposed to be doing what thoughts about that yeah I think in general I don't think this is a huge issue I think we we kind of navigate this pretty easily I think this particular like right the situation we' been in the last few weeks has been really challenging because there doesn't seem like a clear concise message to provide I think there

075was some clarity that again that probably needed to happen um but and it was also everything everything seems to be insightful right now said what so that was like trying to navigate that trying not to make that situation worse I hope there just need some time so that's I've been attempting um with all the emails and stuff sort of responding not really on behalf of the board but making a comment around this is the district's sort of stance and I didn't I wanted to kind of fall short of sort of again on a vote that's 32 not really taking a firm like full camp into that and kind of doubling down a that more like here's what we're doing and trying to answer their questions the best I could in somewhat neutrality so you're acknowledging

076the protocol is that the superintendent is responsible for responding to questions comments things that are direct to the bo the yeah and so if I've gotten now you've seen anything to the board I've responded and CED all of you but if you've gotten things directly I I I may not be aware of that and I I think that's kind of conversations that are come to you directly you want me to respond on your behalf or like again at we I am an avid rule follower I have driven people nuts with saying this over and over and over again I I can't operate with anys and especially now this board has business to do we have policy to set we have major decisions to make we cannot have nuance and ambiguity about how we are operating
