from the Vashan Island School District Board of Directors. Uh, calling into order. Today is December 11th, 2025, 6 PM. I know this is odd, but welcome everyone. Thank you for being here this evening. As secretary to the board, I'm actually responsible for leading this meeting until the completion of the election of a board chair. Tonight's meeting is in two parts. Part one is a special meeting with three agenda items including the oath of office, the reorganization of the school board, and discussion of the extension of the interim superintendent contract. We will then move on to the board's work session. Uh we value public participation. This is the board's meeting in public this evening. We do not have opportunity for public comment. As we all know, it's an election year. Two positions were on the ballot
and the election has been certified. River Branch ran unopposed and was elected. Jess Adams ran unopposed and was elected. It is required that board members swear an oath prior to taking on this role. Newly elected members must also sign their oath and it will be sent into the county. So, River and Jess have an oath to sign. we can all renew and reaffirm our oath. So, I'm going to ask the entire team at this point to stand up and raise your right hand. And in front of you, you have the oath of office. Please repeat after me. You're going to state your own name, not the blank. [laughter] I >> I >> do solemnly swear that I will support the Constitution of the United States. do solemnly swear that I will support the Constitution of
the United States and the >> Constitution of the State of Washington >> and the Constitution of the State of Washington >> and the laws of the state of Washington >> and and the laws of the state of Washington >> and the policies of the Vashan Island School District >> and the policies of the Vashan Island School District >> and faithfully discharge the duties of the office of schoolboard director to the best of my ability. I faithfully discharge the duties of the office of school board director to the best of my ability. >> Congratulations. You're all now seated. And those who were elected, I'm going to pass these down. And if you would please sign them and then the secretary will sign them. At this time, it is uh the board's responsibility now to elect a
board chair. So nominations are now open for this position of board chair. Do I hear any nominations? >> I would like to nominate Juniper Ragnabby as board chair. We have a nomination. Do I hear any other nominations? Do I hear any other nominations? Third and final call. Do I hear any other nominations from board chair? The nominations are now closed. I'm going to do a roll call vote, which means you speak the name of the person you're nominating uh you're electing for president. I'm going to start with Juniper. Juniper, who do you elect as board chair? >> Juniper Rocky. >> Martha. >> Juniper Rocky. Lucia. >> Juniper. >> River. Jennifer >> Jess >> Jennifer. >> Okay. The board has done its roll call vote and has nominated its chair. Congratulations, Juniper. Now that you have
a board chair, the role of secretary is done. And I transfer the leadership of this meeting. And Juniper, I am always here in support if you should need me. >> I I don't doubt it. Thank you. >> As we're going through the next Nominations. >> The next order of business is the election of a vice chair. Nominations are now open. Uh are there >> any nominations? >> Are there any nominations for vice chair? I nominate Martha Wood. >> Thank you. Are there any nominations for vice chair? Last and final call. Are there any nominations for vice chair? Great. Uh at this time, nominations are closed. Uh we will proceed to a roll call vote. Um let's uh start in the opposite end. Jess Adams. Uh who would you like to vote for for vice chair?
>> I vote for Martha Wood. >> Thank you. River Branch. Martha Woodard. >> At Martha Woodard. >> Martha Woodard. I myself would like to vote for Martha Woodard. Uh congratulations Martha. You are our newly elected vice chair. Uh next up, we do not need to vote for a legislative representative at this time. River branch will continue on in that role for another year. Is that >> should you do? >> I thought it was every reorganization. >> No, I thought it was every two years on that one. >> I apologize. If the policy says that then every two years then I apologize. >> It's all right. We know >> at this No. At this time, I'd like to >> I'd like to call for nominations uh for the next order of business is to appoint a
a warrant officer. Um can I get a nomination for a warrant officer, please? >> I'll nominate. >> Can I get any other nominations for warrant officer? May I have nominations for warrant officer. Thank you. At this time, we'll do a roll call. I vote for Juny for warrant officer. >> I vote for July for warrant officer. >> I don't believe I said your name, ma'am. >> Martha Woodard. >> I needed to do a roll call vote. >> Oh, sorry. Uh, who do you vote for for warrant officer? >> I vote for Judith Ragnom for war office. Trying to get this right. River branch, please for war officer. Thank you, Jessica Adams, Jennifer. Thank you. All right. Uh I believe at this time this concludes our reorganization meeting. >> It does. Now you're on to your
next. >> Thanks everyone. Um uh I am quite happy to um at this time talk about extending interim superintendent Joe Josephine for another year. Uh we were mistaken originally when we um uh published this agenda. We are not able to vote on that tonight because we are not voting at this meeting and we have not. So this is more of a discussion. >> Um the only changes in it which all of you have seen in advance is a small change in compensation of $100 a day. Um and um the number of days the original contract that we had signed with Dr. Mocha was for 195 days. It's become quite clear that that is an insufficient number of days. This year she anticipates working 205 days. And so the um contract for this year before you
uh is likewise for 205 days. The um total uh difference is around $20,000 year-over-year um from what was originally u signed last year. We will end up paying a little more in those pdium rates um for those extra 10 days. Um, so at this time I would like to open up for any discussion or questions or anything else about um Dr. Moch's per contract. Is there anything you'd like to say? >> Uh, yes. Thank you for the opportunity to speak. Um, I certainly appreciate all the uh work we've done to date as a team and um, there's a lot more to do. We've got a lot of irons in the fire and uh, I um am happy to be here and continue to work with the board to help the district move forward. Um so
I'm pleased though it's not a nomination right now. It's not. >> I am u certainly pleased to do it and um if the board has any questions of me, I'm happy to answer them. Um and this will be on the agenda as action item for your consideration at the next meeting, but this is your opportunity if you have any comments or questions [clears throat] about it. I just wanted to reiterate the process with HA that um when Martha and I spoke to them last week and um sort of described what we were proposing, they were overwhelmingly in support. Um they have been outstanding partners through and through in this process so far. um and we look forward to resuming the process with them. Um we will probably touch base with them in the spring. Um
at this time there are no other financial considerations. The contract is effectively just suspended at this midway point. Um I think that we've made this um decision to approach um another year with Dr. Mocha um at the right time to not be financially beholden. Um and though we express our regret to any candidates that were in the pipeline and um this was absolutely um um I think the right thing to do and I just want to say how grateful I am to have you as a partner. This is only five months in maybe all it is [laughter] a little longer than that but um we are grateful for your stewardship um and uh look forward to the next year and a half I guess everything. Yes. Um, I just wanted to say that um, I'm
really grateful that you'll consider um, extending and that I honestly have not seen someone come in and do as much in a short amount of time as you have. Um, and that I feel grateful because I think that in you we have someone who is both very grounded and visionary. Um, and that extension allow some of the things that you have assessed and identified. It allows vision to move into action. It gives the space and time for that and the continuity for that. So I feel grateful that um there are a number of things that can be launched um and as we move into addressing things like levies and bonds etc that there will be a continuity in how we can move those out into the public. So thank you. Thank you. Thank you, Joe,
for because you could be doing something really really different [laughter] and you decide to continue with us and for that. Thank you so much. >> I I just have to echo thank you and uh it has been an extreme pleasure um working with you. Uh I have had experience as an employee under uh superintendence and um I'm just very impressed with you and very happy that you're willing to continue when most people would just say no thank you. >> Anything from you? I'm just looking forward to another year the continuity moving forward and studying in. So thank you. >> All right. So we will uh >> we're just a vote on this. We'll put a vote on this on the uh on the 18th and this time we are adjourning our special meeting. Uh we
will cease streaming to YouTube and we will move on to the work session. Yeah, I felt
