002to recognize that uh at our last board meeting um with the where we had uh special media interviewed four fantastic candidates uh that when it came time to appoint the uh the selected candidate that the board in an all call and uh a Community member uh informed us that we had made a mistake that a uh by the opma the open public meetings act it is our responsibility to do a roll call vote uh so that means Lucia will uh ask for every board yay or nay individually and call them by name and then our new executive assistant fan faves Jody Rell from the past will then record that roll call vote I believe it is individual individual uh saying who they're voting for rather than a y or nay I think so does that

005uh the gender clear Affinity uh group uh adviser and thank you for coming tonight um just introduce yourselves and those who came with hi so I'm Christina but I'm really going to pass it off to my students here who are representing the club and I to share more about what we do what we've done and what we're looking forward to doing in the future so we're going to have pastor and Haley come my name is as and I use I'm haly I and we every Tuesday we meet and kind of just like share our name pronoun every shares um and we talk about like experiences we've had as trans people and we talk about things we want to see happen at school and sometimes talk about kind of like how America right now is reacting
006to um trans and kind of like larger things but usually we try to keep it on the L side um and we are in a f group so it is closed off from people who do not identify trans um recent recently we did um and it's also open to people who are questioning um sorry presentation um this is great feel like a conversation conversation uh recently we did a presentation for the student body about transic microagressions and how they show up at school because we noticed it kind of showing up a lot more um and wanted to say something and so we presented to each of the grades um and we had like four people working on it we also interviewed different students from gender career and presented those um interviews anonymously during the presentation
007and in the future we'd like to also do a presentation for the staff and this would be um also like General trans related knowledge so all the their experiences and issues and stuff like that and then as well as stuff specific to the school and like how teachers can be supportive of the train students um we are also uh like right now we're trying to figure out how to do the Day of Silence we did it um two years ago yeah two years ago um and it's just a another way to just kind of bring awareness to all of these um issues that are going on across our nation um yeah we are think the date would be like the 19th of April yeah and that's it is there any questions I do um how
008can uh you know me the superintendent and maybe I'll beh of the board uh support you that's a big question um well we were talking a lot with um student presentations on how um The Backs have become like a very um difficult space to feel comfortable in just in general but then um especially for like gender career students who have a hard time with the gender career boms need needing it to be open and then um you know having it be closed sometimes just that issue heard of that too more because we're making a presentation to teachers right now about how teachers can just more of an education about like usings for all students for teachers um and kind of teachers being more aware of different accommodations that trans people I have a followup question
009do I understand what you said correctly that the that the gender neutal what was the you used about the bathrooms the gender neutral gend that they're locked and you have to ask for them to be open when you um so sometimes there's vandalism and then they have to close the bathrooms um which means that either like it'll just be like really hard to use them because we only have five minutes lines so you might have to use you didn't want to use right that more what we were getting any other questions I wonder um I Heard a um a legislator the other day from um I think it was from Kentucky a progressive talking about how it used to be like in the 50s and 60s um everybody was forced to write with their right
010hand so even if you were left-handed have you heard this analogy before um do people know what I'm talking about that people were forced for a long time to write with their right hand even if they were left-handed so it isn't that there were never left-handed people and all of a sudden there's this like bizarre explosion of left-handed people who didn't exist before and she likened that to trans and gender queer gender non-conforming folks who have always existed and will always exist throughout time um and but they have been um silenced closeted whatever word feels relevant to you does that feel like a useful analogy because as a as a CIS straight person I was like oh that's that's that that's helpful like when I'm talking to other people people who don't may not understand
011why all of a sudden all the kids need to use different pronouns or everyone has a new name or whatever else they say when they're like haha isn't it funny everybody has a new name now that to me felt useful is that useful to you like I I think so it kind of lets people imagine it helps them relate to it is what I think it um because not everybody can be like okay I'm putting my mind in the perspective of the trans it definitely helps um but they can it can help empathize and also I had something else to say I don't know but it is it is accurate that trans people were kind of shun for a very long time and now there's kind of this of acceptance especially here like I think
012um we have like a large number of trans and general students um out because we're a more accepting Community which is we're really lucky to have yeah but there's still tons of improvements that we can make okay um any other questions thank thank you so much would you would you be willing to come back with your presentation one the STA thank you thank you [Applause] so next we invited Mr Ericson here uh to come uh once again we have a position here every board meeting where we have a school administrator Come Share uh what's happening at the schools to help people board informed and it does coincide with the monthly Board site visit and so uh I'd love to have invite Mr Eric to the floor to share about the boardside visit and then those
013board members who were with us on that boardside visit to kind of you know reflect or share what your experience was as well thank you you have the floor thank you well good meing everybody um it that's certainly a tough act to follow hearing um our students um be able to share their experiences and their feedback it's um really a privilege to um be able to walk alongside them and to um you know serve the the greater student experience at VHS um as I look around I'm also struck um with the realization that since the last time um I had the opportunity to share and present um I've been lucky enough to be people to be in I think I think what I might dare say is constant collaboration with just about everybody in this
014room so I just want to say thank you um and uh let you know how much I'm looking forward to um break things ahead for all of us I've got a little bit of a list of things that I'd like to share that are happening right now and uh just with the caveat that there's so much awesome that happens every day at VHS that this is by no means a comprehensive list um should be noted that there are 50 days left for our 12th grade senior students and um boy are they acutely aware of that and so are their teachers um uh and parents and parents as well that's right thank you thank you there's um there's a lot of excitement um in the air and there's a tradition at the at the high school
015where there's a countdown that's maintained um in in the cafeteria I'm not sure who's tending to the is that like a group effort how's that happen I think it's the office first period minus one every day um so uh just this was just a a brain dump that I did of some of the things that have happened that I'm um have just been a representation of the support that we're doing for our school Improvement plan day in and day out the efforts uh strong efforts of individuals um and I think along the way a whole lot of fun our winter sports season was um able to successfully close um we were able to um uh see the culmination of really months of collaboration between our uh small But Mighty Equity Equity team uh which in
016includes a current board member um and so that collaboration led to our BLM day of action um we also had um another collaboration with um the vcaa which um enabled the international touring group small island big song to come to the high school and to visit our student musicians um and to be and to do demonstrations um uh with an emphasis on uh climate Justice and addressing climate change uh we had our MLL students um able to take a trip to the Mount reineer Institute where they were able have a really unique hands-on experience and they made Maple surup um we had VHS students who were able to uh reciprocate um uh uh what we hope will be a long-standing um partnership and tradition of going to Costa Rica as exchange students just as we
017welcomed totico students to our building and into our Collective homes uh so too did we send students down to Costa Rica uh for the trip of Lifetime um in terms of domestic travel um our drama uh Club was able to visit New York City uh over midwinter break and they had um absolutely fantastic time uh connected to that um we're right in the middle of what is really um a tour to force performance uh and represents a partnership between drama do and our um theater Department they're doing as you like it and if you haven't seen it yet I highly encourage you to go uh $25 gets you in the door uh show this Friday at 7 Saturday Ma at 2 and then again at 7 be there or B L7 um we're also right
018in the midst of schooling up for next fall if you can believe it so actually the master schedule process um and really aligned with budget allocation and aligning resources to program that's all in full and um profound swing right now and so our counselors have been really busy interfacing with um our Rising ninth grade students especially whether they're currently enrolled at the harbor school or McMurray Middle School um or maybe um a a school someplace else that doesn't happen to be on Bashon Island um and that process really um culminated for um lots of Island kids um Rising ninth graders current eighth graders in a uh what's been become a fun tradition and that's being able to welcome them to the high school and I see some some folks here that were there for that
019and they were able to share their experience as upper classman um and share some of their wisdom with those Rising nth grade students and uh believe you me those current eighth graders Rising nth graders were wrapped with attention you can imagine them all in the theater listening to um uh you know um really wise Young Folks about how they can make the most of the educational opportunities the social opportunities the clubs the infinity groups um Etc uh speaking of um student voice uh over the last two days uh we were um just really honored and uh privileged to be able to welcome the Bashon Island high school team Council in partnership with the dove project as they presented um to every single one of our students um about HIV and AIDS um and their their
020student Le voice I think really makes a um a strong impact and is a great uh dovetail and articulation for our health program which really is mostly focused on ninth graders so keeping those Health focused um uh conversations alive is an important part of how we see um what it looks like and sounds like to educate our kids um the spring band concert in case you missed it um was absolutely incredible um over uh on on Monday you may or may not know that the theater is going to be uh busy again and during our home room class uh we're going to welcome students down uh to hear more about our guide dog program the guide uh guide dogs for the blind program um represents one of our longest continually running clubs and um uh
021a few weeks ago they were able a able to um actually host a regional um event and uh the school was completely transformed uh to demonstrate handling techniques safety techniques um and our school right now is bustling with lots of puppy energy there's rly poy puppy energy everywhere there's uh close to 30 um uh perspective and hopeful um uh guide dogs uh but they've got a lot of learning and a lot of growing ahead of them and I think it's a really wonderful metaphor for the work that we're all engaged with together um and I see a lot of proud guide dog um parents out here in our audience today um I'm sure to miss lots of things but what I won't miss is that our teachers are also and our students are spooling up
022um you know for the end of the year and that means um uh sitting for advanced placement tests um and our uh 10th graders and uh many 11th graders getting ready for some of the State Testing that we participate in um through the standard uh the smarter balance assessment in in math and Ela and then the waas in science for all of our 11th graders uh we're also looking forward to um uh just continuing to strengthen and facilitate Partnerships with organizations like the Bashon Nature Center um there's lots of science-based um field trips that are going to be happening where um citizen scientists and student citizen scientists are going to be able to apply what they're learning um in with real science and in actual contexts um our speech and debate team team um in
023a uh a phoenix like moment of resurgence is going to be hosting U an event the intra Island Invitational um thanks to the efforts of that group and um their Club adviser uh we're uh excited for the third annual CTE showcase uh to showcase the work that our the students in Career Technical education programs um are doing um and building and creating and making um you better watch out because because uh we're also we hosted uh we've been a host for some big athletic events over the course of the last couple of months uh the wrestling team and Community hosted the regional wrestling tournament which was a really big deal it's the first time that's ever happened um and was a very successful and well-run event as the student athletes made their way to the
024state tournament um in many cases uh but the same thing's happening with the league and District tournament for track and field um so that's going to be really exciting and something we're looking forward to um in May um not only that uh prom this year is going to be at the at the Olympic Sculpture Park in Seattle it's a beautiful venue and um the uh senior class adviser um Matt aka the tower Tien who really came through in the clutch during the staff and student basketball game Sorry seniors um that's the only time I'll mention it um uh they've just been seniors uh just been hard at work to make sure that that's going to be um a safe and exciting Night to Remember for everybody so I'm sure that I missed a lot that's
025just uh a smattering of some of the awesome stuff that's happened at our incredible school we jumped into when we first started out we jumped into the jewelry classroom and the wood classroom and then made our way to many other classrooms you want to you can pick up where and leave it on maybe um I feel like I one of the classes we went into was um AP Calculus I saw Natalie in there and I I Remember Loving math in high school but I had no idea less than no idea what was happening in that room I did not recognize any words that sounded like numbers but what I did one of my great takeaways from that and I hope I'm right about this is that it felt like um one thing I was really
026strick by and that was cut back is um I felt like there was a um an extraordinary amount of um mutual respect happening in that room that it wasn't that he was The Keeper of the knowledge and the children were on the young adults were on the receiving end of it it really felt like he was um engaged in a level of discourse that was super high not just because I didn't understand what they were saying but like just the level of of respect um that he offered them that he assumed of them even in the few minutes I was in that room was really striking to me and really um pretty exciting to see um that was one uh takeaway also that they are picking 17 pounds of Basil at one go to make
027fresh pesto for their pasta which flew Inland a little bit 177 pound of while it was impressive it was very impressive um and super excited to have Sierra coming on board in that role as director of food service I know that's not necessarily has specific but since it's nested in your building um anything else that came to mind I'd agree that the it was nice to see her enthusiasm she was very uh excited about showing us around the kitchen and all of that and that was really exciting um because it's such a a treasured um part of our district you know to have these uh fresh food made for kids uh students I would say you know going to the wood shop and going to jewelry and seeing the kids really getting their hands literally
028dirty um building and creating uh and you know I kept wanting to say hello my name is casy I'm on the board so the teacher I don't even know the teacher's name I mean i' have I could find it easily but um I never even got to engage with her because she was so Hands-On with the students and really um working with them at a at a pretty technical level uh and I thought that was really wonderful to to get to watch and to have that expertise right there the students get that opportunity is that's what I how you want to put another plug for the play as you like it the musical um it was really um as a as a theater person I know Cas is also person um it was really cool
029to see the student performers their sense of Pride standing up there alongside adult performers operating you know as peers on the stage um the young man who had the the lead was visibly moved at the End by the Applause in a way that was um uh pretty amazing it was really I don't think I've ever seen anything like that in my life and I've seen a lot of theater and been in a lot of theater it was pretty beautiful so um if you can go out and support this collaborative production um it's worth your time the only thing that I'd like to add um with an underscore um you know under underneath everything that y'all just shared is um you know how much I enjoyed just some of the you know opportunities to get to
030know one another a little bit better especially in the context of you know the new roles that you're occupying and just really appreciate those dialog of the conversation I think that together with you know a whole lot of listening and a good amount of sharing you know we're going to continue to um to to shape a district that's worthy of our incredible students and um that's a process it takes time um it takes a whole lot of hard work and you know just as um um yeah so um appreciate that want to extend the invitation um to to all of you so um looking looking forward to more of those visits and OPP that dial thank you very much wrap up with some quick dates okay so uh I'm just going to point out March
03129th which is tomorrow uh Amy's going over with uh some of our Advent team and uh to the Tacoma job fair and try to um take a look at some of those new candidates especially graduated um and probably some exper experiened ones as well who are looking for a a new door to open and we could we could be that new door April 1st through 5th I just want to remind the board that I'll be out of the district Mr Allison handles kind of the U building side of of of the admin decisions and then Dr Spencer will be here in the district office uh with kind of anything more district office Central April 8th to 12th is spr break uh and then April 18th is our next scheduled it'll be a special meeting it's
032not currently calendared but I just want to inform the public remind them that that board meeting will be uh will be noticed and more likely than not it'll be mostly focused on budget but there may be some other agenda items is there as well there'll be public comment at that meeting April 25th is our regular schedule board meeting for April and that's it for April thank you and I do want to uh okay so I'm GNA start um we have Hazel wasn't able to make it and Natalie has just joined Sab and was originally just going to sit in as part of the public and learn but we had a spot so we thought Natalie could come join us um I'll start off with some of the current things going on in sa we had
033a meeting yesterday and we went over a couple things we um as a group put together all of the student form information so I have that all formatted for yall no names are attached and their um the responses yeah so the student form we have a new board member uh we did a event where uh two grades at a time came into the auditorium and we gave a presentation on uh the disability ad group The Green Team the queer gender attend group and qsa and sa all presented and uh we got to teach them about those groups and then gave them a survey and opened a large group conversation about some critiques on the school some things that are going well and then we had them fill out a survey and we sent it out
034as a QR code during the event and Then followed up after for anyone who didn't get a chance to fill it out and so these are all the responses we have two positive things two negative things uh clubs that they want at the school and then what they would uh do to make VHS a 10 out of 10 and this will kind of help gauge the rest of our year as sa and then help format for for and Natalie what next year will look like and I think we want to do another one um well I won't that um and then we wanted to do a cookie for your thought I think uh we just I saw that in my notes from last meeting and I think that'd be great just to get more inone
035we could talk about uh some current happenings at the school we'll probably do that next week just see what's going on introduce Natalie here I'm Natalie and the for the um student for for the student form I am a prime like like it worked really because one of the things that we were focusing on was like clubs you wanted to join and person didn't know anything about sap but the first time I heard about it even the first meeting I went to I was like this is what I care about this is what I want to do I want to like focus on making my school a better place so already at meetings I've been able to share my opinions and talk about things that I care about and I think that's really powerful and
036I think it really shows that we needed a student forum and that we should continue doing it because it works um and so something something we were talking about doing I actually partially brought up was doing a senior seminar so last year with the way that we kind of did it was it was like a couple seniors and they talked to the whole junior class and talked about like what to do with college applications and what to do like if you're not planning on going to college it just kind of the like the awe that is senior year and that's certainly needed this year like the junior I'm a junior myself and it's everyone's confused everyone's lost everyone's like what are we going to do how is college applications going to work how many APS
037should I take and so I think that not necessarily like we're planning on doing it in a different way and I think that's a good idea so what we're planning on doing is um using our smart slome room to put out a presentation where you can ask questions where the Juniors can ask questions and then probably within a week we're thinking about doing this after spring break the uh Juniors will get immediately their questions answered which I think is going to be very powerful because if you have specific questions like should I take AP I asked a couple seniors that but some people aren't as close with some of the seniors as I am so I think giving like them a very clear opportunity of where they can ask the questions that they want to
038ask is going to be really powerful and maybe call them down to Juniors a bit because they're they're a little confused so uh one of the ideas to make it so light and fun and comfortable was going to be going around to senors with a little mini mic and just being like here's a question and they have to answer it and then also just like General advice so that the Juniors can feel more comfortable moving into moving into senior year and Beyond Great okay hello um for those of you who don't know me my name is cor I'm a junior at bachom high school and I'm really excited to be here I got a lot of my Thunders stolen from me but that's okay um it was amazing to hear from everyone else's perspective um
039last time we talked we had just we were just starting midwinter break so that was a Wonder start a lot of people will skiing um went to different places um really travel with the world from the stories I heard uh another shout out of like to give to as you like it my mother's in it go watch it um and I think I think it's definitely and you must see it um and I enjoyed myself immensely um as some people said spring break is coming up which um from my perspective can't wait I'm so excited um but I wanted to talk a little bit more about student for how successful it was um with the opportunity for kids to share their opinions and thoughts without feeling the Judgment from um staff or other adults in
040the room um we feel that the opportunity needs to happen more frequently um and so with this next time we're going to do it at the end of the year and we're going to make it an annual thing um and we're going to involve both Journeymen Sisterhood and sources of the strength so that the student um students feel that they have everything accessible to them um we are also um starting to plan for next year with picking on new schedules which we did this week um and as Natalie said it is a lot um and I am stressed but it's okay because I'm excited to hear from the seniors and hear what all they have to say um as some people said the some of the mentors from the high school went over to the
041middle school and were able to talk to the nth grade or incoming nth graders um and they're all very excited to come The Bash on high school and um there's a lot of great ones and they asked a lot of great questions and I was really excited to talk to them spring Sports ask me any day what my favorite sport is I will say track um and track boys soccer girls tennis softball baseball and both girls and boys lacrosse are all ramping up and starting com meting they competing and it has been amazing to watch and to support them throughout their spring for so that's a little bit about the high school but yeah can I ask a question of course weren't you all talking at some point about having um I don't know if
042it was like recently graduated students or some five years coming back and talking about like military or college or work CT wasn't there some organizing effort and is that where does that stand and do you think that might happen um so um our original senior seminar where uh seniors came in to talk to Juniors uh face to face um kind of died a little bit because I can't get enough seniors to come in and we don't and because they don't want to commit that much to it um and so we're going to try out this new format but I'd be interested in doing that as well and figuring out how to make that work in a in a manageable way than you and something that um I bounced around with a few m is maybe
043asking for videos from futes cuz getting the seniors that have already graduated that are in college may not be the most reasonable as and so maybe videos or being able to commute with them their other ways and yeah zoom and just being able to have that one-onone conversation with the um is something we're definitely looking into and something we'll move forward our last meeting as well we talked about having like we have a bunch of younger teachers you know who are significantly closer to our age so at our last meeting we also talking about like not necessarily interviewing them but asking them specifically some questions because we have at least five that are in like their younger 20s and so I think they have a lot more like life experience closer to ours so we
044were talking about in addition to the senior seminar also like just chatting with them maybe interviewing them to like really see like in a more Modern Age how they got to where they are and if you know students wanted to become Educators like what kind of path could they realistically follow thank you and we're going to continue with the board member remarks um let's start over there with casy are you ready go sure um this is it it occurs it's been it's been on my mind that it's it's felt really busy over the last couple of weeks and personal and kids and family and whatnot but also here in the district and it occurred to me that we're heading into one of the sort of heaviest lifts of our roles on the board and and
045and the district in general which is you know evaluations and contracts and budget and potential Rifts and uh all of that and we're we're all new and it's the learning curve is huge and I think we're I I don't want to speak for everybody but I see you doing it and I know that I'm doing it a lot of homework to try to arm myself with as much knowledge as I can and as much uh as broad uh a base of understanding as I can in this District Regional districts State even nationally kind of just trying to get our feet under us so that we can be the best world for the district um which is what we're all we all set up to do so I just want to say it out loud but
046uh that I see us all working really hard to do that and um and I'm really grateful for all the folks that come up and ask us questions or you know the opportunity to go visit schools um we're we're also starting to dip into community community and stakeholder Communications kind of regularly so we've uh the wonderful Lisa Miller set up a a team tea time or tea in chat for different staff to speak to us and we are not violating opma because we're only going two at a time um but just as an opportunity for staff to tell us gosh we've got these ideas or we've got these concerns or this is what I see in my building um so it just feels really great we and we're going to I I think it's on
047my agenda anyway to start opening that kind of stuff up for the community at large too and families and and setting up outside time at multiple times a day or through the week so that families can you know have an opportunity to come and talk to us um when it's convenient for them in a in a no pressure kind of way uh at the library or um so I just feel really good about all of that and I'm really grateful for this team and the district in general and Dr and your students for um you know we're trying hard to work as a team I just keeper because she's with Martha I think in the interest of gravity I'm just going to say ditto um the one thing I wanted to to say is that
048um I I think I'm the board I went to all four of the budget presentations um there was one at each of the schools and one for the community last night um it was helpful for me to see essentially the same presentation um to see what it um what it yielded in terms of um comments concerns um I don't Amy and and Kim and SL were there obviously as well um you know what what Rose up in different groups um but in general you know the these kinds of um difficult stressful conversations around budget and budget shortfalls um I think could could bring up a lot of kind of scarcity or um something you know resource boarding or and and and it is people's livelihood is people's you know um their reality but I felt
049like people were really looking for creative umle collaborative Solutions looking to each other um lifting each other up when they had cool ideas um I feel like it was the the conversations were generative um and uh yeah I just really appreciated I appreciated being able to hear these various groups um kind of wrestle with some really challenging numbers um while holding you know the thing I keep saying our our students as our our North Star the whole time and I was I'm really glad to be doing for all that um I just want to say thank you thank you Amy and Kim and and Kevin for and slave for keeping the school um this ship you know going with five five new members and you know you're we're going it's not that we're stopping and

051whoever comes to for you know this the teachers we appreciate that you do that and the teachers are you know give give us their time and talk to us uh that's important to us um and I want to welcome River uh thank you for everything applying going through the process and being here and speak um I I mean I want to say actually I'm grateful for the process so it was um really an honor and humbl and humbling s to be a part of the conversation last week um and one of the things that I took from that and also from this energy is how much energy there is in the community that is driving a desire for this District to be one of excellence and vibrancy and um so feeling that energy and momentum
052is wonderful and then I also thank you to each who has welcomed and reached out and um begun to open doors um I know that there are many challenging things on their Horizon um and I'm I'm grateful to be entrusted to be a part of those conversations and that workor one last quick thing I do want to also extend our thanks again to the folks that applied and came in interviewed with us last week it really felt you kind of never know who's going to show up right and it really honestly felt like an embarrassment of riches we were very fortunate to have Smart hearing capable thoughtful folks come and want to participate in this process um feel really I think I can speak for all this we felt super grateful um and that was
053quite legitimately not an easy decision and at the same time we're also super glad to thanks and we're going to continue with our agenda and now is uh the bu yes I'll kind of kick us off and you two can kind of join in uh when we um as we move through some documents so uh the board we you'll receive a a full budget document at the end of May and to for a first reading that budget document will then be reviewed at the end of June when we have a budget hearing so we kind of talk through the the planning calendar at times during uh between now and then what we do is present parts of that budget document kind of in pieces so that when we get to the final document you you've
054had an opportunity to see each and every part of that document and so um today's um or this evening's you part of this I'm just going to ask our I'll ask Jody to kind of pull them up so in our budget document I'll just don't pull anything up right now but we will show that we'll we we always have our VD calendar for next year we always have the board budget assumptions and priorities and we can have a chance to speak a little bit about that if you'd like to tonight we have our our our our district or chart and then we have our enrollment projections in there and uh I've included the budget shortfall FAQ that we put together that we sent out to our community um you know as we've been kind of
055again understanding more about where we are going to be for 24 25 budget but now if I could just have jod show the BISD calendar for 2425 so um you know there is a a a plan a calendar planning committee that comes together to uh to take to with labor leaders uh and and district office folks to come together and we try to build the calendar two two years out uh two year segments so we are now in the second part of this and so we'll be coming together next year to to then look at 25 26 27 28 um this is actually more difficult than you may think um trying to is also kind of our curator for this um I I'll share how difficult is this went through probably 15 iterations probably at
056a minimum um lots of discussion and debate and dialogue around are we going to have a winter break or not where is the spring break going to be we we look the collective bargaining agreements um and then we come up with a a final recommendation usually two and then that committee votes on it and they take that they take that vote back to their members and so we come back and if we have us then we have a then we have a student calendar um I will share that two weeks ago or three weeks ago or three or four weeks ago uh Alyssa jard our transportation manager said um slay when I when I looked at the calendar it has 181 days oh my gosh 18 because it has to have 180 days oh my
057gosh and so then you know Peter was go and Peter looked at it he counted 179 I was like oh my go right that's not what you want where you want to be as you're about to post it and it's been up but people really haven't been looking at it so um we figured out graduate so we we we figured out our transportation manager was looking at the last two snow days and kind of counting them as regular days so the 179 days was accurate so we actually did move the start date from the 4th to the 3r um uh because our CBA dictates that we are that we cannot go into the final the basically the fourth week of jun and so just the way it falls this year but the good news is
058we start after Labor Day which is usually what gets uh families excited when we get in that cycle of now we can start half this is part this calendar is in the will be in your budget and you'll see that that bud do let's go to the next one let's go to the uh budget assumptions PRS sounds great this is uh so the board um in our last budget work session we worked through the budget assumptions and priorities but we also did a lot of work on what do budget reports mean you know and some discussion around that and Kim U was part of that discussion and so um I won't read through all of these but some of the some of the key ones is um you know for the community to understand is
059that we typically budget at 98 to 98% of our FTE and so this year we're going to be budgeting at 98% so we we're going to be very conservative with our uh projected revenues um and expenditures we have a goal a target of 6.5% for fund balance but the policy says 5% uh we have struggled uh year toe to have a 6.5% fund balance um essentially because of how closely we're we're budgeting um with the revenues that we received from the state or I should say the shortage of revenues um another thing here is that um we we have special and this has been in here too special education Staffing will be maintained enhanced or reduced based on student need and enrollment at each building program we got a better understanding of what that actually
060means um we see students come into the district and and then also students exit the district and those students IEPs the services don't change um but sometimes the amount of program FTE that we have uh to serve students changes because we have fewer students um and then uh lastly we see a prioritization of Maintenance to protect District assets and um you know Martha has been a key voice on this front as well right yes it's very important to me yes based on life experience yes based on life experience and I'll just say that she asked me lots of questions about our buildings and the shape that we're in and the Staffing of them and so um Kevin you have a strong Ally over there okay so any anything else that the board would want to
061know note on the budget assumptions and priorities uh before we kind of move on but this will be obviously part of that big document okay I know because we spent we spent a lot of time on this last Bud work session and then or chart um this is kind of a proor chart but it it does it does change as we get new people in the district and so you know we see citizens of Bashon elect board the directors who then hire me um and then of course underneath me are directors and and principles and then support staff in the office it really is kind of a u where do you go when you need specific information um I'm not sure how much this is accessed you know during the year um but we do
062put it in our budget document thank you so just out of curiy other than um Sierra as the new head of Food Services is there any other am I missing any other changes there on the chart can you pull it up again not right I don't think so but I think it's worth looking at again could you zoom in a little bit I don't see any right now but I will say this so let's let's just so this is an interesting thing so um all the transition in our district you know Lucia pointed to that I think it's just worth mentioning like when we look at um you know principal John Ericson you know newly starting his first year Saina Kovach newly starting her first year Heather Ericson new program director at at link then
063we have Karen James new principal I mean new assistant principal principal new we have director of business and finance new is director of Food Services new and then um and we in our support office too we have uh uh kareim who is our new student Information Systems specialist and so and then laa in the business office also so and then four new board members one fairly new board member so lots of transition lots of transition um and so lots of opportunity at the same time right and then new executive assessment interim right and then um the budget shortfall FAQ this isn't going to be in your you know in the budget document but I thought it was important to note that this was sent out and I think the board members made remarks that we
064uh gave three building presentations and one Community presentation and then a presentation to our budget Advisory Board and what was really helpful for me during that experience was at the budget Advisory Board they surfaced some some questions for discussion with with our with our building uh leader with our building staff and our and our community as well um I think it's important to note at that at the community session we um we were fortunate to see a a large participation from our CPAC our special education parent advisory Council and so we had six or seven uh members from that group at that meeting who asked a lot of great questions um and I think Peter and I counted online this morning there were about 60 views of the of the of the meeting so we
065don't know when they watched it but we know that they have you know or they watched the whole thing but but they did they did tune in so um you know we won't I'm not going to go through the the big presentation but needless to say we we're we're experiencing challenges with declining enrollment inflation costs uh special education funding shortfalls prototypical funding model and you know and really honoring our our staff salaries and keeping Market keep the market rates so that we can ensure we have uh high quality staff here in you know in our classrooms in our buildings as custodians um facilities and maintenance and grounds really from top to bottom and so um this will help everybody uh understand as we get closer to bigger decisions being made I I anticipate more um
066interest and engagement and so uh we'll be prepared and our our doors uh will always be open for for more folks to ask more questions anything else you'd like to share about um because this is kind of the the part where we're mostly just sharing documents with our with our board anything you want to speak to in particular if you could speak to kind of maybe what we what we know and what we don't know right now I mean I know some of our board has heard that but not not everybody has um I on the on the Personnel side and we shared this with all of our EXC me during presentations um we always start with um assuming that all of our staff is coming back that all of our staff who are on
067either full or partial leaves in the current year are coming back and that is our first run of personnel budget once we have that number which is the number that was in our presentation things do kind of begin to move and change as we um our staffing as we get more information from staff members about what their intent is for the upcoming year uh I shared the last couple of days in our presentation the fact that from the time you ran that number on I believe Monday this week it has already changed and that will continue to happen over the next few weeks as um we get more complete information from the buildings and from our staff on the um I'm budgeting the revenue and I'm budgeting the Ms and um I'm using information that
068the state has put out so far um updating they put out a tool for you to use um updating information as it's coming on a session um and the it's kind of a kind of sandbox for me to be able to attempt to start to figure out what our revenues are going to be and um right now it's just what we know and and they're as they they will build a new tool that will they will have put all of those details in and once they that comes out then it'll be a much more exact you know process um and that usually happens about the middle of April so so right now we're just um using the numbers we know for sure and then we move on from there we'll see a companion doc to
069the Riff resolution um I'm thinking about it now I would have put that companion doc here um so the companion doc does U outline that our projected uh revenues for next year and our projected expenditures and so we are anticipating at least right now we're projecting an estimated $1.3 million shortfall uh for next year it feels very similar kind of a Deja V moment uh to last year and uh the year before um but in a similar way we're going to be working together with um I should say we the three of us are going to be working tightly with uh our building leaders and our program directors to again look at all of our staffing look at our maintenance supplies and operations costs and continue to see where their are opportunities um you again
070while simultaneously using all the feedback that we that we've been receiving to get to a place where we're going to provide a reduction plan to the board um at that April 18th meeting uh discussed at that meeting what you'll see um more likely than not are programs that are that may be identified and FTE um but there's still a lot of work to be done before we get to the April 25th meeting where um if any Rifts are necessary that's where I would anticipate we would see um you know specific employees uh in the agenda as as being ripped for next year um one of the things to consider too is that because this is a a a budget not an actual because we don't know exactly um our teaching staff for next year and
071as am said that's changing almost in a daily way right now uh given some of the emails that we've been seeing some decisions that our staff is currently making um and then students um it is often sometimes where districts will riff and then bring back staff as their financial position changes and so these are all things to just be under consideration as we move through this we're going to try try to provide as much opportunity for our community to engage obviously board meetings are great but I'd invite the community at any point in time to reach out to board members or myself um when they have questions or concerns or feedback or wonderings ideas um and and all of the above so and I think one other thing just to point out um is that
072in in the process of all of this I'm also meeting with all of our directors our principles um and working on their budgets for next year and figuring out you know what their needs are going to be next year different things like that this week I think I met with just about everybody I think I have two left maybe next week but um but yeah I met with Kevin today and I met pretty much with with everyone so um you know so that that we have their input and you know we're just getting the big future of things well one of you just say just because I know even AC acon I've been trying to catch them M FTE and riff are the ones that cled out to me so yeah so maintenance supplies and
073operation costs uh full-time equivalent as an FTE so basically what we would call full-time employe and then Rift is a reduction in force and riff is actually a very specific term and so am like to remind me of this quite frequently is it applies to certificated staff it doesn't apply to if stuff so um but we tend to kind of lump everything all together but rip is actually partment RCW so that rcws app rced Washington Washington so so thank you thank you go ahead I am so sorry to interrupt this flow this budget flow but it just occurred to me that we skipped our public comment period there were no public comments I think we have got a couple but we're going to we have the discussion and then we'll be that's where you're situated
074yeah okay I I must have missed that there was nobody on the clipboard and then we do now as matter of course have a second public comment period at the end but that's not where you all fall you're you're on the agenda we're good cool thank you thank you sorry continue with our next item uh rep thank you and this is something you've seen in the consent agenda before uh but we've now uh we're now putting back in the budget status reports and um just as a little way of explanation so over the course of a month we do General entries you know we receive cash all of our expenditures and things like that the county sweeps our cash every day so there's always there's always that going on so it changes day to day
075um and they so the report that I've been providing you is based off of what uh you know my balancing with the county the budget status reports are generated by our system that they but they show me whether I'm balancing to the county or not so every month I balance um to what you know to what they are saying so my cash should always match and my GLS should be matching every once in a while there'll be a timing issue so it might have to catch up a month later but General you'll see that like the cash will match whatever the County Treasurer report um has said um so I just didn't know if anybody had questions and you know we are talking about maybe updating our report um so that the information is a
076little clearer and easier to to know what we're talking about um but I didn't know if any of yall have any questions and um we'll be providing this now every every month thank you thank you at some point would it be possible to see an exam of this other style I don't know Styles the right word yeah what I'm doing right now without you having to do the work yeah what I'm doing right now is I've reached out to few other districts I also have the um kind of report that we that the district I came from and um as soon as I get some of those in take a look see what kind of makes sense for us and um yeah then we'll definitely take a look at we want to make sure that
077we give you what you want to see but we also want to make sure we're not like getting too much information or too little information so we definitely be doing that right it would be silly for you to have system of reporting and like we don't like that one either absolutely want to do that yeah no problem thank you um I I would just call out that the number that's in the general the general fund balance is again the cash on hand and this time I labeled it cash so at least we're aware that what that number you're seeing um over on the on the left hand side yeah just so until we get this straightened out um that it's clear what that number means okay with with the actual unreserved balance the percentage is
0785.63 and I will tell you that I don't quite know I try thought I checked them all when I went to do this last time um Peter and I had a conversation about it all my formulas were right but the numbers they were generating word yes because because you're using the the cash on hand instead it wasn't just those formul it was every formula in the table even when I was just trying to add my columns for the expenditures and the revenues the formulas were right but it wasn't generating the right revenue and the right expenditures it it was like I don't know what was going on we couldn't figure it out so I went back and I reentered the formulas and I must just miss one no I thought you told me that you
079hand type that in which one the sorry under uh sort of the second uh box um would you pull it up on the screen not talking about the same you and if you zoom in it's the SEC it's the first green box at the bottom with no blue in it so where it says so these are funds and then the amounts in them and that general fund the number that's there needs to be the unreserved fund balance as opposed to the cash onand balance okay well I'll take a look at it because again we're not we're not going to use this report anymore yeah and the reason that matters is like I mean we went over this I know what I'm just going to say it again um it's like balancing your checkbook and and

087to play in games and having fun a lot of our work is focused on creating a sense of belonging and connection for young people but also for the adult who work with them and I can say as a former teacher um and as someone who works a lot with our staff it's an honor to be able to work with a lot of our Educators and create spaces of belonging for the adults in the buildings but also the students so um let's go to the next [Music] slide um this is a a sheet that is available as a download too if you want to like look at all that we have going on this is not just our vssi V VD partnership this is everything that we've been up to um really in the last year
088and a half so some highlights we've worked with almost 800 youth a lot of them on Bashon but also a lot in Seattle and Tacoma and around the region um we have about 12 different programs that we're rotating through depending on the time of year a lot of those are are services to um the school district Youth and staff and we have a squad of almost like 40 people now which is super cool um some of the things that I want to talk about today are really centered around our partnership though so I'll let you browse this doc on your own time to see if you're curious on wow what is journeyman one Village up to this is a pretty good snapshot that covers all of our work um now when I think about the
089things that we've been doing at um the Bashon schools for the longest what comes up first is circles um and it's pretty cool looking around this room um we have some what I call Journey moms in the space uh parents of participants who really been involved for a super long time teachers that have supported this program um and really people who've been able to experience the impact of this work over so many years we started circles the year after we were founded on a grant from King County I think it was like 10 Grant and it was like just enough for us to get uh get it running right run our training get mentors trained and all that kind of stuff and we've been running that every year since um we started it at McMurray
090and the high school that year and then we expanded into Shaka now we have circles at l to um a lot of those were focused on working with boys and male identified students and that's also moved into all gender work now so super uh longstanding and really impactful program for a lot of young people each year um Way Way Back even before we were an official or we got brought on by Greg to lead a backpacking trip for exploratory week and this year we were just back at McMurray uh rallying interest for what is now called the eighth grade camp out so it'll probably bring about 20 students in the eighth grade all together for 5 days do a bunch of awesome Community Building work with them um and use an offsite venue for that
091and as I mentioned in my story that was a real story by the way including the food um pla would be an upgrade um last year we were invited to come and co-create the fifth grade camp and that was just a real honor someone who went to was when I was a kid and then did the mentor training as a high school student and heard time and time again how much more was possible with that experience um it feels fun to be able to co-create that and I'm highlighting here the leadership training that we started for um high school students our commitment was to bring Vashon students and train them to be the staff members for the fifth grade Camp so last year we had 28 I think high schoolers that be trained up and
09218 of them ended up Staffing the camp this year we have about 20 more in the training some of them returners a lot of new folks and we'll probably bring about 18 back so they they're actually the mentors of camp and the relationships that are built is just amazing I mean the high schoolers get to see themselves as leaders and the young people really get connected to older mentors in the community that they look up to and form really positive relationships with um that's a bit of a dream com true super fun uh the next bucket is like what we call impact days these are like transformational workshops that we do within a day sometimes at school sometimes offsite um we did McMurray Community Days uh a while back pre pandemic and then this year
093we came back to McMurray to do a Leadership Retreat with about 60 of their um Club involved leaders we did impact days like within the school day which was really difficult I'll be honest really hard to do that within a day and really important to be bringing these conversations to middle school students around creating cultures of belonging positive School culture and addressing things like bullying that um are affecting every student in staff member whether they're talking about it or not um and then new for this year too was uh recognizing an opportunity to work with all the ninth graders um we learned that during PSATs they do nothing they pretty much just like don't have a reason to be at school but they have to be at school and we're like hey what if we
094took them and engaged them in like some really powerful work where we got to talk about this transitional year becoming a young adult what's it like and a social emot mental health realm right now and that was amazing and we got to partner with oace as our venue for that and that's something that I'll mention on looking ahead I really hope we can continue to do is Target supporting students in these key transitional years Fifth Sixth and eth and nth um and then finally staff support and professional development we did a staff retreat with uh VHS thank you John and Sabrina for partnering with us for that um obviously we all know about staff misconduct things from last year and Beyond and in addition to addressing those things from a policy level as a former
095teacher I also felt excited about helping teachers remember why they love being teachers again help them remember that they love their job and they love being a part of this community and to bring some of the joy back because I'll be honest when I walked through the doors for the first time since resigning I was like this feels different and let's be honest a lot of us get into this work because we love working with people we love working with youth and we want to inspire so that felt like a fun um step back towards some of that and again something I hope we can continue to build off of um we've done teacher uh learning forums for a few years staff PD with McMurray several times and um a Games Workshop in shiaka that
096was super fun to help elementary teachers bring games and facilitation into the classroom so when I look ahead some of the things that I really hope that we can leave here with a shared Vision around um looking at impact days at these key transitional years really Sixth and nth grade so much changes in these years in addition to changing schools um you know bodies are changing social dynamics are changing and these are really targeted opportunities for us to say how can we help students move through these transitions in a supported way where they feel seen they feel heard they feel valued in their Community um and we can do that right we can do that with these uh supports that are I don't want to be too acronym heavy but like tier one that we're
097reaching all the students with these supports um Community Building Retreats for V VD staff I'd love to expand that and be able to work with or Shaka staff and McMurray and do some of this offsite I love these buildings but we all know something changes and we get to like go to a camp venue or go to a different space it feels special so I'd love to do more of that um bring some of our Circle facilitator training for educators uh and this is a a new one that I haven't shared yet with anybody in this room but some of the work that I'm doing down in California um through organization is embedding seal social and emotional learning in the PE curriculum in their uh model it is the most effective way to make sure
098that every student is getting this type of experiential learning and crial mental health education and social and emotional learning we've learned by trying to do circles as like a club or during home room it's really hard scheduling is hard getting students out of class is hard it puts pressure on teachers it's just not ideal and and as someone who loves PE and also recognizes that there's not a whole lot of curriculum that students are missing out on if we were to pick one day a week in every PE class where they get critical social and emotional education and facilitation it feels like a really really good um thing to explore for us so I'm excited to chat with more collaborators about how we can do that and to make sure that like I want to
099say social and emotional learning isn't like a nice to have where only tier 2 students get it every young person who's going through our school system needs to understand how their emotions affect their experience how mental health you know affects their physical health and ultimately how their relationships in school often Define their experience of the UN person um PE is a great place to do that um and finally just more conversations about sustainable funding I know I just followed up the budget condo I respect y'all that is a hard amount of work you're doing number it's a big number and um just scheduling support sitting with the question when we look at scheduling and how we're fitting all this into a day how do we make space for the whole person it's really important question
100so much of this is focused on our head and I love my head I love intellectual learning and there's this whole other part of us in our body and our emotions and our relationships that I don't think gets quite as much attention so how do we fit that in I don't have the answer but I think it's a question that we can all sit with and even if it just means playing one 5 minute game during the day I think that's a good start so thank you all this is great I'm here for questions if you have any and otherwise it's just an honor to share about our work I appreciate our partnership and look forward to more to come so [Applause] welcome hi um can I just sit I'm just talking to you all
101so okay um um I just wanted to give um I was asked to to just give an update on the work group and and um I think Nora has been here since has been in the work group since the very beginning so you can see if I missed anything um but um yeah so we um March 13th was the um our last meeting of the school year we've been meeting since May of last year um um we've met a total of 14 times which is weird to think about because there's a whole bunch of heart and energy and work that happened and you're like wow we met 14 times that doesn't feel like very much but it was a lot so um I just wanted to just give a brief overview and then just what
102our next steps are um um so we developed a a shared core Vision um so um well I just wanted to say first that the group really kind of really used um the transformative Justice method methodology just to try to stay have integrity with the process of of trying to work with um changing the systems to create transparency and safety and care so um just wanted to say that um and I can talk more about that ask me any question you want um but the core shared Vision that we created for the group was to develop an environment of safety for students and um by creating a culture of safety care and transparency and under that we created several goals um under categories of Education procedures reparations cultural change and then from that um we
103moved to um um creating our definition of what desired outcomes are so you have these goals you move to like what do you what does that look like if if what does success look like I mean in the corporate world you would call that like a job done right what does that look like and so we um spent some time defining that and then the last few meetings we spent um our time really developing an accountability plan and and so um um so yeah and so I just wanted to go through a little bit of more detail about the accountability plan and then open it up if you guys have any if you all have any questions so um the areas of um focus for the um accountability is um messaging throughout the school year
104we want to ensure that um people that the the school is the the administration is consistently reporting about how to report and what the reporting system is um there's consistently messaging about what accepted behaviors are in all the three schools and consistently messaging from staff to students um commitment to safety and care and that is from the teacher voice and also um may we made a note that it was also important for that to be from the administration um another area of focus was um the reporting system and just we we're going to be um holding accountability for is Staff listening and responding when kids Express concern um are if improvements are made um what what are they um to the reporting system are there more adjustments that need to be made as far as
105increasing administrative support um and then um are we making sure that the systems aren't relying on kids understanding coercion and gaslighting um um an area Focus um around education is that we want to continue our efforts to teach about healthy relationships in all the grades and we also want to maintain the staff collective learning um and um and then in regards to safety we um are going to be um sustaining hopefully there'll be sustaining administrative presence in each of the schools and then again creating systems of support for the teachers and staff in regards to safety and then the last one is developing measurement tools to um enable evaluation of the impact of the current interventions and the changes made which is pretty important and so looking to the Future the idea is that we're
106meet collectively as a work group um three times in the school year 2024 and 2025 September January and May and we'll review those outcomes of the measure of the measurements and we'll be talking through what adjustments and accountability you know switch changes need to be made so that's kind of it did I miss that's it do you guys have any questions I just wanted to say that um Del has been doing a great service to this community for a long time and we really appreciate your focus thank you well um you know Heidi uh you know stalwart leader uh uh facilitating this process with us and keeping us focused and and tracked and our our team uh had been larger and then kind of through time and attrition it gets smaller and that's a lot
107that that's something else to manage and I just appreciate you know kind of uh what you provided us and and the team and the the process the system in which to really uh have some authentic conversation and push us to make some significant changes about what we do here around student safety and specifically around staff misconduct to our students so it was absolutely necessary and um it was hard work and but we are I you know on the right path and I just want to you know give a shout out Jack's not here um but Nora and Jack were were part of this building leaders you know teaching staff one of them here in our audience tonight and then community members and Community experts as well and then last but not least board members and
108so and then new board members came on the end right as we're kind of turning the page in in a new chapter so um just recognizing those those folks um well and Cath and Cathy So yeah thank you Katy and k Katy I'm not sure you missed a meeting I did miss one I missed the first one okay I missed the first one but and and Kathy always came with a present for all of us just the same with the same present she has for us tonight which is um a Serenity daugh thank you uh we wanted to add something on we're going to help try and along with the work group try and shift the culture around reporting we're kind of talking about like every semester every year there's like a survey that goes
109out to all students that each teacher um and I think it's really beneficial but it's multiple choice and I was talking we were talking at one of our meetings we were talking about how beneficial would be if it was not just multiple choice because the multiple choice is like does this teacher make you feel comfortable does this teacher like say good morning to you every morning and I think those are good things but I think it would be a lot more beneficial especially wide scale if there was like a free response question at the bottom because you could also in addition use that to report um because it's really hard like we were talking about this it's hard to find like where you can report people like especially like if there's another like other incidents
110or with teachers like there's some talk about some teachers currently and I think that if in something that's already going to students something that we already do I think if we make some changes to that as in allowing students to type like it can also even just be like a small section being like is there anything else you would like to talk about because if you could do that then students could bring up their issues there and since we're all already doing that I just think it would be beneficial overall it would just be a nice easy little add-on there so that students can feel more comfortable and those are already Anonymous so then you could just you could use it to either report or like you have inform about teachers instead of it just
111being multiple choice because that's a little bit arbitrary and some students already feel that it's a little bit skewed because there's only three options it's like are they doing it are they doing it a little bit and are they doing it well and I feel like that's not really enough options to really tell a whole story about a teacher throughout a semester or throughout a year really thank you the ones that are getting sent out are show are like they're they don't use our names but they're giv to the teach immediate feedback um and I know I talked to Eric about this um moving out from away from that and um I answered them honestly um and I think that I could see some immediate change in some teachers um and giving the opportunity to
112use your voice and speak more into that is um I think going to be very beneficial in the long run I um I wondered if you could go into some specifics about the um sure well either or both of you uh about some of you mentioned that there were big changes in terms of uh how things are done um been a long day at meetings um said big changes around safety yeah that mean that's the general yeah sure um and so I'm just wondering if you could speak in specifics about what those big changes are as you see them and then there's a second part to that question um in the account well I I kept listening for places in your in what you talked about where there's culture change or for goals for culture
113change versus just on the flip side the reporting so I'm just wondering if you could address those two things I can happily address that and do you want to speak to the changes in the district certainly so I'll go kind of first with more of the technical changes and then speak the cultural changes and so right so from a technical uh point of view we are there's kind of three areas and you know think something that we sent out to the community already and um is we have really um strengthened and developed our education uh at the beginning of the year and middle of the year around boundary exceptions in policy 5253 U boundary Invasion um and so um so that was a collaborative effort with with our labor leaders and we got received a
114lot of positive feedback from that and you know what's that going to look like next year during our onboarding of the the new year and then second we are uh We've uh really propped up and strength again kind of strength developed our staff supervision processes and so um it's uh it's it's meant really to spend more time in classrooms and be be present and visible and partners with with all of our staff and so um that's been um you know moving forward as well and essentially I oversee um the supervision of you how how I should say Stephanie Dr Spencer and I both in a monthly way looked at how providing um supervision and support to our our Educators in the classrooms the third place is through uh yet to be implemented but we're looking
115at April now uh is the reporting tool stop it which will be replacing our Anonymous reports the key part around stop it um and it's a subscription service the key aspect of that is that reporters are able to enter into a dialogue uh through a chat and uh with the person who's receiving the the ation and then the investigator can also follow up with the reporter as well so something dramatically different from our K12 reports um but it also offers mental health supports uh so anybody that goes to their app or stop it they can actually there's a u we're working on what on island resources are present so students can access on island resources in that in that app as well so more to come um currently we're working on actually you know uh
116implementing our standard response protocol which is our over protocol so our stop at implementation is um scheduled for now April can you talk more about the super what does can you flesh out what that means the supervision process that you increased staff supervision right so there's a a teacher evaluation process so you know how how are administrators um walking through classrooms how are they doing observations um you know what's the frequency and contact and being visible you know out in the hallways Etc and so that's what we are are booling up okay and to speak to the cultural change um and I would I would um um I would speak to that in a way that it's we've we've talked about it a lot in in the me in the in the meetings and really
117you think about it is um a lot there's a lot of loss of trust and so um you know I've use this phrase a lot in the work group and it's over it's used a lot everywhere but Bernay Brown I think quoted it as like you know you work at the speed of trust and so when um trust has been eroded um um it you really it takes a long time to really gain that back and so all of these changes that we're making that slowly Shifting the Shifting the systems slowly builds that trust back and then shifts that culture and shifts and adds to the reparations of of healing and it's it's slow moving but that is why um there's a whole bunch of changes that help make a stronger Community School community that
118where kids feel supported and so that is where that's where the culture shift happens it doesn't it's not it's a it's a goal item that is in indirect in all of the actions mhm can I ask and I I don't want to I want to honor people's time this agenda is um very packed so I want to just um uh I'm wondering about the healthy relationships curriculum who if someone could talk to that what that I think that's what you said in in one of your um it's one of the goals is your and so is that a is that going to be a people looking at a homr solution or people looking at a something like a some other version or an expanded version of second step like what is the what does that
119mean healthy relationship like what is that give any idea what that might look like well um healthy relationships is taught in a lot of the classes in middle school and in the first two grades of high school um and we mentioned in several of the meetings where that it falls off after that at that date so the work needs to be done um and and it's taught in I mean it's it's all it's taught in a whole bunch of different ways like Dove does programs that teach it the um you know the Second Step teaches it you know it's a there's a levels of layers and so I think that the work to be done is to really examine all of the different layers and see how they can potentially come together and be cohesive
120that I don't think that work has been done yet I know it hasn't so yeah thank you for being here for all the work that you done with us thank you let's continue with Kevin our POS director hello everyone um first I want to say uh congratulations to all of you uh some of you I've met before so I'm my first time being in front of you um so um welcome um and second off I want to uh a little bit of gratitude for being able to serve I'm grateful to be here uh and to be a part of this District um my presentation today is um asset preservation uh program annual board report uh it's basically um uh from uh from IOS uh um Department of superintendent um typically goes consa but I am
121going to try to add live here to share it with you basically what it is uh we took um grant funding uh for three of our locations shiwa here the high school and the shiwa cover play area uh and by doing so we were required to report on those uh locations as to the status of them uh how the uh facility is doing as a whole uh and so we go through everything from uh from top to bottom so GS crates uh Furniture Windows flooring carpeting uh ventilation everything uh is a part of this part of this report um just a quick overview uh if you look at the numbers right we think that the high school should probably be sitting closer to 100% uh but it kind of shows a little bit of the
122depreciation that that's happened uh and that happens uh so we hypothetically here shapo we've gone through and and changed out a lights to LED lighting um two of the phases are done but the third one's not right so I can't give it 100% in that Arena uh so um the numbers are a little bit lower uh so and we know we have some of those uh areas that need to be remediated um and it's just um you know as we talked about budget and everything uh timing on how we to get those done so um that's that's pretty much it on the report there not really much to to say there um unless you have questions in regards to um any other items that's embedded in uh in report um was M Murray included in
123the m muray is not included in that if you're looking at your crystal ball other than the things that were kind of included in the recent Levy um what's kind of your what else is on your mind what else would you like us to know I mean not we're not going to address it in the most immediate budget right but other things that are kind of um either things you want to sing about or things that you're you're thinking you know what this is in my long-term planning things that are on my mind wow um so there's there's quite a bit because U uh obviously um we are our facilities just like your home uh impacted by uh the seasons the weather um you know again from group top to bottom uh the activities that
124happen on a campus uh it's a little bit different than normal uh different schools uh outside of vashan U our parks department doesn't have facilities so the community comes and uses our facilities after hours uh and is managed by them so we get U more wear and tear than the average school um and so our job is to try to uh mitigate that a lot of that um not to mention the daily uh activities that happen that could uh uh impact things in a negative way uh chrisal wall would be obviously more funding to be able to to to take care of the facilities in the way that we need to we know that certain um uh the age of McMurray is you know super how about that let's see it's the most senior building
125that we have next to the uh High School JY right um uh so so both of those locations need a lot of love right now um and some of I think Juniper called it uh Legend status Legend status a legend of the campus yes um uh they they do need a lot of U lot of attention uh and some of it um is pretty pretty spendy pretty pricey uh one of the things I would love to do would be to give McMurray a facelift uh so to speak um the outside panels are asbestos uh and so the remediation uh is is pretty price put it that way so it would be a right now it's a bond issue uh that would be the one way that we can get enough funding to to deal with
126that um but to tie into resta looks good high school looks good and then we have McMurray um and we've talked over ideas of of how we could what we could do um even paint over top of it but it's a it's a catch2 um we don't want to fracture anything um which creates dust and all that stuff which also uh is bad for the environment so the best thing to do is to have it removed and do something different um but it's coming up with the money to do so um Plumbing electrical all of the above uh within that location uh we've done some done some good things to it uh We've added new windows we've got new carpeting we've got new furniture we we've got you know um a lot of good stuff
127uh before my time went through and uh redid some of the um hot water uh tanks uh we have a huge one that is behind McMurray that's aboutt tall cover some we have two of them uh one of them is still in operation and it works the uh covers the the gym locker rooms and a portion of the uh portion of the kitchen uh just how it's situated um and so we know that it's pretty much outdated but that's another we we've looked at a couple ideas around that too uh trying to move that forward um yeah that that's that would be the biggest things out there um but I mean I could go I have a whole list so we can talk about the ball fields and the conditions that they're in and what
128we need to do to to to have us um for longevity uh we got the Stadium Field which is good which is nice uh but now it's getting all the attention right um and so we have to stay on top of that one uh to preserve it to keep it going um I think part of that conversation is with the um slush fun uh also of what we need to do to try to protect that um and a little bit of everything I Fleet our vehicles um kitchen there's some things that could be redone uh in those areas uh we have obviously most people know that our kitchen is uh produces at the high school um so there's not a real kitchen at McMurray um shapa has a a quide kitchen um but um so
129so those are little small things uh that could go a long way um with our conversations that we're having today like hand washing stations have them in a a general uh location where you know um you're visible uh so things aren't um uh how can I say this uh less likely to be vandalized uh in a more communal space uh than behind a closed door uh even if we wanted Supervision in the areas where we get most of the vandalism we can't do it um you know can't put cameras in the restroom and stuff like that um so we're kind of in a reactionary mode at that point but everything is a tax so and that would be it if I could stop inflation from happening that would be a big one as as things
130go up and our um Revenue goes down to to make me um and other than that I'm trying to now partner with some of our vendors out here to get uh different uh incentives uh and grants that's that's uh that's been my focus in trying to help us thank you so much thank you that's it no other questions I have one um in my time uh an employee uh mold at Cho and at the high school were really big issues obviously the high school where that happened no longer exists um is there any problem at chiaka anymore regarding B no mode is a tough word well stus will make it very specific really creepy I'm just to because that's the one people worry about and um how's how's that situation yeah so we have we
131do not how about this I can't say 100% that we don't have mold because there's mold everywhere right right um but there's more Val more um we we've had some testing done um uh that's via uh a pipe first right and we get moisture in and so we have testing done to see if there's what the values uh we bring in an outside consultant to do so the word I'm I'm on you know I'm on point I'm friend here in that regard so it's it's a serious topic to me um and when we keep people safe um so I would say that the answer short answer is no um but the true answer is yes because you know anytime you have windows open the values outside are greater than what's inside that's what we found
132uh and both primarily shapa and McMurray I've had this testing done multiple times um to see if there was any request to M content uh in the buildings um and so far we've been good um with that thank you um you mention in terms of kind of dream scenarios you mentioned um Athletic Field fields and also you know earlier in terms of where they real struggles with the gym I guess I'm wondering are there facilities that do not exist or that you would want to see enhanced or have heard a call for in terms of Arts technology and some in some of those other areas oh wow um I I guess if you're saying like CTE um uh curriculum or or some along those lines like auto shop and stuff or am I on the
133right track possibly that I where I started was with you know with Arts programs in terms of theater spaces creating spaces film spaces other things like that technology um uh um obviously we would I speak for the district we would love to have more capacit to do more things uh the bigger the better the more we can offer um and in that regard yeah sure if we had uh the space to have a shop where we can have automotives and and offer that to to students as another alternative to um um Theory learning to to the to the college uh is there a way to uh partner out uh have uh those alliances uh to where our students uh who aren't buil for college has a place to go as far as uh facilities go
134um we use our common spaces right now as a theater uh most of the time uh the meeting spaces are in the cafeteria um at McMurray and shiaka we have stages that are uh in the cafeteria so that's what serves that um high school they do a little bit of both they have a theater there but they also do inside of the multi-purpose space which is quote unquote the lunchroom um uh our gym our gyms gyms are are decent um there's not an opportunity hypothetically if you wanted to do um wellness and say for instance weightlifting and stuff like that at the um Elementary I mean the middle school I would say um there's not an opportunity for that uh so um you I don't know if that's the the case around the the around
135the P sound I don't know what that looks like but as far as my ideas go that would be some of them um as far as our Fields go um it would be nice to have more than one um turf field just because of the use and then also because of the weather we get um uh we get a lot of rain uh and so that impacts things uh for the turf field now if we get ice oned and and snow and stuff like that there's no way to break that down so we can't those times but you can't use the grass field either with that being said uh we don't have a lot of covered spaces um outside to to more things um I laundry list on that one too in regards to uh
136what what would um I feel that would uh help our students uhep to thank you so much thank you than you let's continue with discussion now and we have policy 5505 first reading so this is a relatively straightforward um amendment to our existing policy uh and this is policy that is related to employment and volunteers closures certification requirements insurances and approval so it speaks to the um statutory requirements around employment in a school district the addition is on the second page and it speaks to conditional employment based on the outcomes of fingerprint and or other background checks um this is something that actually has been required and been in practice for a number of years this simply uh puts the language in policy and so it's really cleaning up cleaning up the content of this
137policy the pre-employment drug testing piece that has been added is statut new and that is being added obviously to be compliant as well so hopefully relatively straightforward but I'm happy to answer any questions have yeah I do um uh one of them is just um has nothing to do with the content um but I'm if we could um encourage new policies to all include or remove gender binary language if that's a thing we could do moving forward I noticed within here sorry didn't bring it up soon um three instances of he SL she and I'm just wondering if we could uniformly moving forward and then we can you know go in the archives and strip it out of other things I think it's a super easy and simple way to make ourselves a little more
138transgender clear inclus whether that's or just when I've updated policies in the past I just used you know all instances and it kind of and this is this is actually really interesting point too because a lot of this language we take directly from the W model policies and that's a really interesting point um and the other thing is more about sort of this new language that that you've put in green um and I maybe we off on this is um I know there was a movement in in in many states and and probably in Seattle around um block the Box around sort of removing um you know prayer convictions or other factors from considering employment now I know when you're talking about children and any interaction with a vulnerable population of any kind you obviously
139have to be pretty stringent so is there room for folks who have made non um I I don't know how to frame it right mistakes mistakes all we are looking at are um instances of felony assault or crimes against children so so those those are the pieces that are part of this process and that that's a requirement to State thank you so yes um right and so um uh every uh every year annually the the board does an evaluation with me and then we come together and review uh addendums or changes to my contract uh before presenting the addendum I just want to say it's really been an honor and a privilege to be finishing really my sixth year here and wow A lot has happened um uh and so you know we've i' I've
140had the the fortune um to lead us through the pandemic and then through strategic planning through staff misconduct towards students um but really um you know kind of the pride and joy or one of the pride and joys has just been watching our students uh you develop and thy here and I and I hope everyone has seen the evidence of that tonight with our student Advisory Board um you know we started that my first year here and with a few students and now it's growing and now this year I figured it's best that I just get out of the way because uh nor and the students are are meeting without me um and which is the best news possible um I also want to just recognize and thank all of our staff you know over
141the over the last years so much transition so much that uh that we' you know managed to to work our way through the resilience that that I see um and the optimism that I share Now with uh really a brand new board uh a really brand new set of leaders and we'll be soon um saying goodbye to some amazing staff but in in in their you know in what will happen is that we'll see new staff come on board and we've been so fortunate that when a great staff member leaves a great staff member you know steps up and steps in to the work and so um I just want to say thank you very much and thank you students and uh and thank thanks again to all of our staff families and Community um
142for standing alongside us you know during these hard difficult years and hopefully even with the the budget changes and the work that we have to do to really make sure that the gaps are closing with our gr priority groups um that we're going to be doing it together and uh and hope I can count on count on us to to keep that you know keep students at the center in in our focus and and um and gosh welcome weever again as well so but you know this is the time of the year where I present the addendum and we do a first read on it and so I'll just turn over to Lu this our first read uh we' been meeting as a new board working with the contract working with SL like SL has
143been teaching us about the school we are doing a lot of with visits and we're trying to be here as much as possible um we appreciate uh your dedication your love for the school for the students um for you do as I said this is a ship that is sailing it's nothing that can stop it and you are working with a brand new board so I really appreciate it thank you lot to work to do so this these are the steps we take thank you anyone else would like to I mean I think it's worth just naming the only change the only kind of change that's on there right is that um that we um uh it's not a change in compensation it's kind of a change in the naming of the bucket and where
144it where it goes rather than a 3% experience stipend um uh slers made their request to move that 3% into a tax sheltered annuity of um so it is effectively um the same amount um historically that um is just sort of re portion of somewhere else uh hard to believe that I think of you as a young man that you're going to be that you already you're thinking towards your retirement in a way that kind of is right I me it's smart it's good fiscal management to think about retirement it's good to think about as a as a working person but um I think that's the only substantial and it's not even that substantial um proposal in this ad correct yeah the the I would just add that the salary increase was um part of
145the contract that you you know that is in place um so that was a a fixed number and this and the 6% you know changing the annuity amount from 3% to 6% by folding in that that um experience that and moving that to the um annuity is really pretty in line with what other districts and super superintendents get in that particular bucket of um of benefit so yeah I don't think any of us really had any questions about this that's okay so um uh Cheryl uh we just really um uh appreciate and so I'm going to let John um actually present on this um he's the one uh he's the principal of the high school and so um I'll just I'll just turn over I don't want to speak too much about it because then
146I'll just be talking when you should be talking so welcome back up John and then uh we have two guests is it three guests or two guests two okay so um yall youall want to come up too come on up um would you want to take an opportunity to intr yourselves uh introduce yourself in the board yes my name is Cheryl PR I'm Cass meski and can you share with us your connection to Vashon Island baseball that's a long one um just in general I mean I have been a lifetime Islander my children were the fourth generation to go through the Basham school system fourth generation of pus my grandmother taught school here for 30 years the first year that McMurray was built was the year of her retirement party and so I I was
147a student in McMurray when it was the Giant open Square you remember when open concept was a good idea see yeah see there are those that remember that lived through that nightmare right and that's when in McMurray if you can imagine a couple of hundred seventh and eighth graders with no walls eight classrooms with no walls and a library bring it a library in the middle you know and and went to high school in the round before there were walls you know and it was and so I have come a long way and with baseball and Bash on when I was young my mother was the president of ban youth baseball and then I ended up serving 15 years on the board in a variety of capacities and so um when we come tonight at
148the unfortunate passing Steve Hall was personally a very dear friend of mine he he was my brother from another mother and I was his sister and when we got the news a month ago that he had passed away U when his daughter called me and I began to outreach everything universally there was this overwhelming community support and people coming to me saying what can we do you know is there a way that we can change this field name because the other part of it is and Cas meski is Jim Martin's grandson and the two families currently the field is Jim Martin field and those of you that go back quite ways remember Jim Martin as the longtime coach and he became Steve Hall's de facto father when Steve's dad passed away Steve gave the most
149wonderful yogy at your grandfather's service and the two of them I mean I was privileged to know them both they were just they were peas in a PO they were Stellar human beings and both families really wanted and they welcomed the opportunity to present to you this evening the idea that the name of the field change to the Martin hyen Hall field and so um Steve's son had wanted to be here tonight along with cass's Father Greg um both of them were out of town on business and so what has happened is Steve has sent me very brief comments that he would like me to read to you as Steve's son if that is okay um who knew who knew you turned 60 and you have to have breathing class okay um I would like
150to briefly address the board about my father coach Steve Hall regarding the proposed renaming of the high school field I apologize for the inability to address you person while I've never lived on the island thanks to my father it over time became like a second home a special place I have fond thoughts and memories about the island and so did my father he worked at the Thriftway for nearly 30 years even I worked there for a summer years ago he coached the high school baseball team for many years beginning as a member of Coach Jim Martin's coaching staff he and Coach Martin were fond of each other they were both known members of the Community to me they are forever tied together my father later succeeded him in and in 2016 LED that team to
151its only State title he was so personally proud of the boys and for the community every team he coached over the years was special to him I learned so much about kids I never met he was so happy to talk about their successes as athletes and as people some of my Fondest Memories came on days I got to play catch with him on the field and just a couple weeks ago for the first time played catch with my son on what he called grandpa Steve's field it was a full circle moment and I felt my father's memory there I knew Jim Martin we all miss him and the sudden loss of my father is still beyond words to my family that field will always be sacred ground to me it is my deepest hope that
152in the future I can walk up to that place and see a sign that carries both the Martin and Hall name I thank you for your consideration and so that was a message from Steve and I know that Cass has a message from The Martin family and I will let you paper way to go yeah I know sure is um so you guys might know my dad Greg Martin he sent me this to read on behalf of him and his siblings the Martin family would like to express our heartfelt support for the addition of Steve Hall's name to the VH baseball field to honor the Legacy that these two major forces in the development of bash on youth bash on youth baseball and the field itself they work with a combined and clear set of

155coaching and so he had 13 seasons in and we have been hearing from so many of his past players he was such a sincere person and he did a lot for so many and the ones back from 2004 people are um playay GL the thrift L was on his first team and so we have been hearing from everybody in between and and it's been quite amazing and the family they it's very much a bit of a shock that they're they've been surrounded by a lot of a lot of love but thank you we appreciate first reading the second reading will be either on the 18th I so uh I know you're looking to get some things ordered or maybe they're already ordered um no I would never put the cart before the horse okay so
156I I just want to make sure so so we may put this on our agenda on the 18th so that we can get the moving yes we have Jackie Marl who she and I coached the softball team together for several years while Steve was coaching in terms of the signage there are two signs at the field that need to be changed this will be a private pay it will cost the school district nothing we will install nothing it will impact nothing but um she's received multiple you know quotes as it turns out quick sign is not so quick they are requiring a four-week window we tried to get in their queue and say we can't give you a yes or no until the end of April thinking that two we told them like just put
157us in your lineup I'll even give you a deposit but no it's a it's a all or nothing and they want four weeks so yes if um may I ask at being a new board member is there any kind of protocol where we could do something official before the AG I was going to suggest it so I I formally suggest that we engage in whatever protocol is required so the the right now would move to uh suspend policy 3240 and uh which is the first read policy and the board has the authority to do that uh during the board meeting with a unanimous vote to suspend the policy and then that would enable you to make a motion to approve uh the name change okay so you have to make a motion to suspend polic
