002on my computer can you hear me yeah yeah we can hear you and see you you you can see me great okay all I can I'm still trying to figure out so at the top view options ah there we go finally I'm all good alright I'll be back in two minutes she just walks away oops is everyone seeing the agenda now the way it should okay yes sorry that was a little a little flurry there for me because I was like the streaming is working and then the word agenda dude you gotta turn the volume off and YouTube so if you if you mute your YouTube it still should stream for everyone else okay I think that's Mert can you hear me okay great yes okay I'm getting again tobey's are super tech support thank
003God about that that's a that's a mighty rule it's seven o'clock so we're ready when you are Reagan okay okay we're gonna call our school board meeting tonight to order at seven o'clock welcome everyone and everyone at home is watching board members staff members everybody so we're gonna go ahead and call to order and look for a motion to approve the agenda I'll move a second gaomon favor all right Bob you have to unmute yourself it's the first time I've ever heard that last two thank you's a bad all right so this is gonna take us to tonight and then before we get everything else rolling resolution 781 which later will refresh our memory on and explain yes thank you board I'd like to just recognize that as you know Governor Inslee has declared a
004state of emergency for covin 19 and our school district was sent this resolution from risk management pool to to allow us some authority to suspend some of our policies if you remember mentioned in our our March 12th meeting if we needed any kind of flexibility or policy changes that would help us through this crisis and at that time I said no and since then is we've seen the increase the impacts of co-head we were sent this resolution which has gives us some authority to suspend the bidding process and procedures allows us to implement guidelines from the health department also allows us to if we need to I essential services allows the superintendent to direct some staffing to make sure that those essential services are happening I want to note to the board that I did
005meet with VTA and VSP leadership today and explained our interest in in this resolution and letting them know that any direction of personnel or reassignment of personnel to provide essential services would be as a as what I would describe as a last resort you right now are essential services are being provided by BIST staff and we have some batch alone kids staff as well providing child care services we have volunteers signed up we have systems and procedures in place so that I'm not anticipating that we will need to this resolution but I believe that is timely and I would recommend that the board adopts this resolution as it is written and just to refresh for the public's benefit this document is recommended by our districts risk management pool on the insurance side as well as
006the state that's a public instruction we didn't come up with this verse this has been recommended to us we didn't come up with it here correct this is not written by us this is a I want to call pro forma because that kind of minimize it better great but the intent is to allow us to react quickly enough to changing circumstances without being hampered by some policies that require more lengthy and you know steps - an act right similar how the governor has to spend in some other restrictions around right it's right right with that in mind then can we have a motion to adopt this resolution I move that we adopt this a resolution discussion right after the motion I couldn't hear you around there Bob but you said you want some discussion I
007just I just had a comment to make an I trust I will make that after the motion to first after it's approved so I second the motion the standing motion all in favor of the motion right we're gonna discuss it after approved no after first motion then discussion then final adoption is been discussing I just had a comment and I don't I don't see any need to change the motion or changed the document just that it's understood that the superintendent will notify the chair and/or the board of any policies that he needs to suspend correct he won't do anything unilaterally he has to advise the board good okay and all in favor of the motion I know any opposed no resolution passes all right and that brings us now to public comment when I remind
008everyone watching this is our very first attempt to have a remote meeting and so there were a lot of considerations what we all learned how to make this fly and we're just barely off the ground so we are gonna have public comment we're gonna read into the record of the comments we received prior to the meeting I'd like to note there's also a video that was submitted as part of our public comment that we were a little afraid to try to livestream in the middle of a zoom meeting but we'll be able to post that online with the meeting video itself later on so people can check that out and with that I believe Slade you're gonna read the public comments we received so far yes we received four public comments that I are now
009in the board Docs and so I'm going to read them in the order that we receive them and I'm bringing them up right now so the first letter is from the steering committee a committee that latina they vest on so I'll begin March 5th 2020 dear superintendent make CV and director respect mccomber Holmes sparks and Hennessy we understand your team has been meeting over the last few years to forward vis t's progress towards equity goals comunidad latina representing the largest diverse demographic on this island as well as a high percentage of the low income households of this island ask you to take this one more concrete step towards equity in action and all caps preserve full-day bilingual week at preschool of explanation point we request that this letter the accompanying letter from the teachers union
010and the video testimony of our community be formally part of the school board meeting proceedings and minutes we request that it be read and watched during the March 26 pardon me 2020 school board meeting during the public testimony portion of the meet we understand superintendent she is proposing to not fully fund the full-day bilingual cap school this classroom singularly has the most racially diverse low-income and yellow students of any classroom in the district to qualify for the heat cap preschool families need to demonstrate that they live within with circumstances that make them most vulnerable families have faced intense challenges to their well being which have included homelessness 10 to 20 percent per year extreme poverty job loss mental illness disability chronic and acute illness addiction social isolation racism and language and cultural differences that pose
011barriers to not fully preserve this most disadvantaged classroom is not fulfilling any promise of equity and accessibility to these families to the electorate who felt that this was a critical mandate of your leadership we comunidad latina Davis on a nonprofit led by and for Latinos of Asheville have been organizing and building in our leaders for years most recently culminating and having our own Center where we learn about mental health tech economic development and most importantly how to take action to shift systems for the good of our community and beyond our Latino youth leaders for example were key in the 2018 get-out-the-vote GOTV effort reaching 10 percent of all that Tino's reached in the statewide campaign comunidad has been concerned about the lack of equitable education offered to our families and we feel this action will
012only deepen the educational divide in our school we would like you to maintain a full day fully staffed ECAP preschool program we feel anything short of this request is a failure of all equity and accessibility efforts until this time at the writing of this letter the March 26 school board meeting documents include the e cap budget comunidad has been discussing this issue for some time however it has been difficult to know how to share our concerns the school board has been changing often him with little notice for our community to participate we feel this is unjust and undemocratic further we would like to dispel some myths that have been used to obfuscate the issues at hand myth one we can cut the program for two years and bring it up to full time in a
013few years false there are limited full time contracts the state provides with this free money we were lucky to have one of my computer's won in many districts are clamoring for these opportunities if we turn down full-time funding we are unlikely to gain it again with to the district is expected to find a small percentage of this program true our current funding ECAP pre quotes preschool contract provides free state annual funding of $160,000 that's the 2021 estimate the state expects local districts to raise funds to make up the difference which is only recorded as a thirty thousand dollar shortfall to put that into perspective vis these annual budget is 24 million resources that have been used for this shortfall in the past includes schools foundation sources which can still be redirected and grants myth three
014funds that can be used are limited false in other ECAP preschools located in public school buildings the local school districts supplement their state budgets to adequately meet staffing patterns we believe this is clearly articulated in the RCW myth for the board has to find additional sources of funding to make it work false we elected our Board of Directors to set direction for our district and our budget as well as provide oversight for the performance of the superintendent it is the administration's responsibility to follow the direction of the board we understand the Board of Directors has prioritized equity and we feel those who voted for them in voted them in would want them to preserve full-day preschool myth 5 the Latino community and the teachers labor union both feel full Dei cap is critical true please
015find attached a letter from many of the teachers you seek to support as well as testimony from the Latino families you would like to hear from they have one message for you all caps preserve full-day bilingual ECAP preschool exclamation point this is an equity issue as the children in the preschool will statistically experience disproportionate outcomes and this is the greatest research based intervention that we can employ by doing everything in your power to Brazil full-day preschool this board will swiftly achieve the single greatest accomplishment for equity in our schools we look forward to your response steering committee of comunidad latina divestment the second letter received was the ve a letter that comunidad was referencing read that for you it is from right now CES teachers with looks like signatures from staff at CES dear superintendent
016McPhee he and school board members our union local was concerned to discover that you are considering reductions to the vishanti cap preschool we teachers who go on to have ECAP graduates in our class are impacted and are troubled we were not involved in the consideration of such an important change since we are greatly interested in learning about equity in actively applying in our school any limit to the preschool seems like a glaring contradiction to our equity goals this classroom is likely the most diverse both economic class and race who represents more learning needs than any other single classroom in the entire school district the small savings earned by cutting it now end up costing the school district much more in additional support for students as well as the Latino students who then go on to
017drop out cutting the critical per student allowance we receive we were troubled to learn from Latino community leaders that Vashon is below the state average of 75% for graduation rate for Latinos while bash on students as a whole are deemed to be very prepared for college 10 out of 10 based on tests and other factors in preschools calm latino students find themselves on the other end of the spectrum to attend based on tests and other factors on great schools calm by contrast Bainbridge Island which is similar to our school district in many ways including economic influence boast a 100% graduation rate for Latinos and a 10/10 score for college readiness for their latino students we feel we can do much better and should be finding ways to enhance the education we offer our large and
018growing community not cutting in at its very root we urge you to not reduce the preschool Thank You CVS teachers and again it's signed what looks to be a majority of the teaching staff the third letter received is from Glenda Berliner Sarah Hamill and Lisa Miller ve8 co-presidents and vice presidents March 26 2020 dear Slade and school board members this is truly an amazing community to live and work in school as we know it has changed significantly in the past few weeks as leaders in the bash on education Association we would like to say thank you to our police and our students who are learning and growing and figuring this out with us your patience and kindness and concern for us as well as your gratitude being very much to us know that we missed
019your kids and look forward to the day when we are back together again in the meantime we will do we can to keep students connected engaged in learning and whatever capacity they are able to we would also like to thank our district administration team under Slade's leadership for working tirelessly to deal with the changes they are coming we have heard appreciation from many of our teachers about the support they have felt from her ability administrators Rebecca John Gregg Danny and Gus as well as useless we see each of you working incredibly hard dealing with so very many unknowns and such complex issues that need to get worked out we appreciate your concern for staff and student safety we're thankful for your leadership guidance and partnership with us at this very challenging time we feel fortunate
020to be a part of this team sincerely Glenda Berliner Sarah Hamill and Lisa Miller be a co Presidents and vice presidents the final public comfort is a VDS P letter to the board and it's titled the ESP letter to board ECAP dated today March 26 2020 dear Vashon Island school board members we are riding to show our support for continuation of the full-day ECAP program at Chautauqua Elementary CES this program helps support families that would not otherwise have access to early childhood education and in turn creates students that have a readiness to learn when they enroll in kindergarten ECAP is instrumental in furthering our racial and economic equity work by preparing students at an early age to have a successful educational journey this bilingual preschool program is professionally run by two dedicated bhishan educational support
021personnel members Lilia Longworth and Lara de favela and Avila their unique skills and loving hearts helped to support the families and children that are enrolled in this program to lose the full-day option would be to blow would be a blow to working families and to the children that benefit from the rich learning environment and structure that the program provides this program is also critical to the district's racial equity work as staff members that work directly with students we have seen firsthand the difference that he captain makes on a child preparation for school including our ell students in clear examples and two siblings that participate in the CGS math support program the older of the siblings did not have access to he kept as the family was not a member of our community yet and other
022crease programs were not a viable financial option this student was not prepared for kindergarten and for the past four years has been in tier two services trying to catch up to his or her classmates who had access to preschool options the younger sibling was able to attend our in cap program and has reaped the benefits from her services the student entered our tier two services but able to quickly make gains as they were prepared our cap team this student just recently exited from tier two after less than a year of services this is just one of the many successes that can be attributed to the e cap program we strongly recommend that each of you examine the far-reaching impact that reducing this program will have on future students and Families does it send the message
023that we walk the talk when it comes to racial equity we encourage you to look for other ways to make up the financial shortfalls and made the full day you kept maintain the full day ECAP program thank you for your time and consideration sincerely Colby Bateman president Cathy hall treasurer Elizabeth parish secretary all members of The Bachelor on educational support personnel leadership team hey Thank You Slade and again just there was a video that was submitted by the Latino community that the board members of all had the opportunity to view in advance of the meeting and will be able to post that online for the public later so with that we're gonna move on to our superintendent report with dr. McPhee he felt like I was in school you know being asked to being called
024upon to read my chapter of the book so I hope I did letters justice and I appreciate all the members who wrote in for he cap and and Glenda and Sarah and Lisa who sent their thank-yous it's been a pleasure to work with them as well I'd like to open my superintendent report by public making Al and acknowledgement I would like to recognize and acknowledge the indigenous people of this land the Puyallup tribe of Indians once again we meet on their lands at this meeting we pay respect to the Puyallup tribe of Indians and to their elders past present and emerging I wanted to recognize these two students sometime ago because one of them is one of our student board members but Terra vana slowed from the high school sent me some information regarding the
025WSU regent scholars and the Regents scholar award is a $4,000 per year scholarship to WSU and they were nominated by a small committee here at BC HS and of course are very deserving of the award and those region scholar awards went to Talia Spurlock in - Conor Clark I don't know cover very well or a health I guess that's not very well but I'm looking forward to hopefully meeting him in person and shaking his hand and hopefully we have commencement as scheduled so that we can have these ceremonies and have these students recognized for their achievements during the year I just want to give a shout out to the seniors I know Danny Rock is is meeting with them tomorrow in an all senior zoom or all senior meet and so he'll get to hopefully
026touch base with them as well next in my report I'd like to recognize that this is it's the end of March but the end is still not too soon to recognize this is school social worker month and we invited Christina Miller - who was the school social worker at Chautauqua and sometimes she gets confused or guests misidentified as one of our school counselors but she's actually trained a trained school social worker and she's here this evening and Christina I just want to say on behalf of myself and probably the board and and all of the staff at bisd we appreciate the services that you've been providing our students from ECAP to fifth grade and it was a pleasure to have you last year at one of our board meetings and we heard a lot about
027the kind of services that you provide and I know that what was it on the 12th where we had originally invited you before kind of coded hit it was your birthday yes oh happy belated birthday and thank you and just like to just say thank you again if you have any words that you would like to say for our board meeting that would be appreciated as well oh I'll keep it brief but it's my chance to make sure people know about school social workers so I'm going to say a couple words time thank you for the recognition I am very fortunate to work in this district who have I have a superintendent who knows that school social workers exist there are 350 of us statewide they'd have ESA in school social work I work with
028an excellent team I says my connection has been lost so hopefully you can still hear me good I have I'm lucky with who I work with the other counselors and my student support fellow colleagues that I work with are just excellent and I really school social workers about teaming we're strengths focused systems oriented were key mental health supports in the schools and a community link with families and community partners I tell the kids I'm a kid helper school help and teach your helper and a parent helper and that it really means that I'm out with families we have a students in kindergarten who's there I can see myself now a student in kindergarten he was a preschool sibling and he's having behavior issues and we were concerned about his development but we also need to
029make sure that his family is getting meals delivered because they don't have a car and working with Jody at the meso level to look with the district how to support our makino been to the kid open to families so and then working at the state level I'm curious why the state is not supporting ECAP at a higher level looking into things like that and working on the school social work Washington state school social work board to lobby for bills that promote the health and well-being of our students so I want you to thank you for recognizing school social work and the equity and social safety nets for students through programs like ECAP and maintaining our social-emotional learning supports in the schools I am truly fortunate to work for a district that does promote and supports
030social-emotional learning at schools so thanks very much q yeah thank you Christina we were in the boardroom there'd be a huge round of applause sure the my next update is just to kind of quickly bring everybody up to speed at least someone up to speed on where we are with our response to cope in nineteen I was watching on the news it looks like for the for the state the number of confirmed cases went up over six hundred people today to around 3200 cases confirmed cases and you know the the fatalities went up 15 I believe to 147 or am I does anybody have that number something like that yeah but what was what was interesting to me yesterday or was it today as I watched governor Inslee he showed a chart in terms of
031the rate of the the spread or what they what they can determine at this point in time is the rate of this bred and there is as he called it a glimmer of hope or some flattening of the spread at least here in Washington State so I am somewhat encouraged encouraged by that recent guidance was sent out from from Chris Wright Dahl really kind of asking districts to do some shifting or some pivoting from what was formerly called kind of supplemental learning activities and really moving towards what's enhanced remote learning or more formalized instruction being offered and there's there's three critical components of that that we've been sharing with staff and working with our PLC leads and leadership on those three components are really looking at the progression of learning rather than something the supplementary
032wanting to continue the learning with students looking at priority standards and really considering you kind of boiling down what we feel is is going to be important for the next four to five weeks and teachers and students and families focus you know on those priority of standards and moving forward these second priority is as outlined by by Governor Rick Dahl is there are new conversations around assessment of learning or giving and giving students feedback on that learning and those who are in a standards-based assessment process you know system are probably a little more advantage to do that and we're also looking at pass/fail options for for students rather than graded systems and so those those those items are being explored and then the third the third point is connection with kids and families and so
033trying to to deepen those connections I think our staff has been doing an amazing job I was talking with both the B e and B SP today just to give me an example our ve SP Parra's each having a caseload of students where they are checking in with those students and families on a regular basis and not only to make sure that they are able to access the learning materials but also just as a social-emotional learning support to so that those those students and those families feel engaged or if they need to be able to you know these pairs have been asking and you or they are they need in any meal service so kind of quasi case managing but really really stepping up into the spaces we have pairs who are starting both studies
034so creating you know when using this time to work on professional and development opportunities so it's been a really you know kind of unique opportunity but I'm just inspired by about what we what I'm hearing and what we're seeing happening in our district we are still kind of in a in an upward trend if you think about this curve in terms of no no remote learning at all and 10 being completely fully online you know and having all the aspect an equity issue you know address we are probably out of when I when I call a three but we're slowly getting better at it and in Chris recto made it clear that you know if you were to if you were to look at the majority of districts after four or five weeks of working
035towards remote learning with those three things that I do you know being put in place he's expecting district to be around the kind of 5 to 6 range after 4 to 6 4 to 5 weeks so we're right on track I think we're actually quite ahead of many school districts right now in particular to know B there's a focus a renewed focus around and this is why Danny is meeting with seniors tomorrow about how are we going to graduate seniors essentially and you know to date right now I think they've only had 33 or 34 days of this semester and I would not say that we would be able to you know give them a full semesters credit for just a third of the semester so we do anticipate and Ted kind of this you
036know pivoting from an invitation to an expectation and see more accountability in the end alerting and for the most part some of this you kind of materialize in a more formal way because we have to get our system geared up for it sometime after spring break and so it's really important that we work in collaboration with DEA and and you know our partners VSP as well in terms of what that's going to look like working conditions are an important part of our relationship and being really clear and transparent and and an agreements around the expectations are very important as I move for because as working conditions change information you know comes in at at a rapid rates and it can cause some folks some stress and anxiety about what are you we need what are
037the expectations going to be but I've made it very clear to find leaders in to to our staff leaders that we are taking this one day at a time there's probably very few decisions that are right now decisions so that's kind of that's kind of Howard we're approaching this you know situation right now I did hear from Chris rag doll today in a State Conference that there's still no indication from Governor Inslee that he is going to extend the school closure beyond the 27th so Chris has been very direct with us that if governor Inslee starts to have that conversation that he will be in communication with us as you know as soon as possible but at this point in time there is still no no conversations being had about extending past that 27th deadline
038while holding firm still to the June 19th deadline so of a school we are not anticipating school going beyond the 19th doesn't mean that we won't start early in August but those are decisions that are not right now decisions there are decisions that that were preparing for on the back burner but that's where we are and I ask you a question absolutely yes this is good time to ask questions um what so what about the governor saying 30th the kids need to be back it's back at school you know online school so what I mean I know you talked about it a little bit but I think there are parents out there who are like what's happening in Monday morning you know are my you know I have I know Danny said oh nice female
039but he didn't say anything about it the email so I'm wondering what's the question sorry I really hear that question I'm wondering the the actual question is what is happening with the the governor saying the schools need to be kidding going back to online school on Monday the 30th right in the right in the bulletin Chris right tall indicated that we need to start pivoting making this you know making this change there's there's no way that schools are going to and and hopefully that parents aren't expecting and I think that's a miscommunication or between the the governor and and Chris so it's really clear from Chris that no one's even in four to five weeks that no one's expected to be fully online and superintendents right now recognize that there's a one of the one
040of the issues is that not everybody everybody's understanding of what an online schooling is can be different but we recognize that even even with remote learning any kind of online schooling you still need some pretty significant teacher support and support in homes and so we have significant equity issues that we have to address where it's not they're they're they're not made necessarily new equity issues tech is not the only one it's just who who's in the house to to help provide some of these supports for students who may not have a parent in the house they may be working or they don't have the the same levels of education or or access or in kind of experiences as as other families may have that that advantaged some families and disadvantaged others so but there is
041no we are not going to be expected by by OSPI to have fully online systems in place by Monday the 30th my letter to the staff was that we're going to use Monday the 30th of benchmark not as a not as an endpoint and so you know our principles they have not even be able to meet with all Thursday and I bring with leadership by the 30th so I don't know why that date was picked I don't know how it what they got written yeah right now because there there's definitely a way that anybody can audit for this experience as well so no I appreciate I appreciate your answer I think it's it's it's great to make that clear because I know that some people have asked me no sir Wow Monday's a holding day
042so basically and what parents share parents then should just be sort of doing what they're doing and just waiting to hear from teachers when the teachers there's been some commerce yeah just a bad I mean level where maybe some of the initial steps are some type of regular scheduling of content from from teachers if you're an elementary teacher it's it's it can be less complicated because there's just one person communicating with the student and the family if you're middle school or a high school parent which most of us are your you know you have the potential to receive anywhere between two three four five six emails a day and more me too as a parent that can be difficult to read all those emails try to figure out what the content is supposed to be
043in trust support your kid so a lot of it is is trust that your student knows how to do things but at the same time we we know we want to support our students and and and so there's we some of the conversation earlier on was well what if we made you know kind of Monday the math day or Tuesday the language arts day that could simplify some of the systems in place that families would be better able to support but these still aren't these are just ideas they're not they're not decisions and so there's quite a bit of work that has to be done in the buildings between the staff and the principals to figure out what exactly our parents need in our students meeting teachers need in order to move forward so we
044kind of have a we're just changing direction target apparently individual you know Invitational it's here if you want to take advantage of it into more of her we need we need to engage them and continue some kind of engagement and some kind of program once we can figure out what that looks like that right correct I think that the parents were if they're thinking the way my brain thinks as a parent that you know I was really I felt really happy to hear when you clarified how really from the beginning we had been able to organize ourselves thanks to Stephanie Spencer a lot of her work and everyone else to offer something every teacher with not in every building right every student that wanted to there was work that they could do whether that was
045a packet or something that they were on Google classroom and so the piece I think parents might have been getting excited about was oh good if this this means there's some more accountability that my student has to do this come Monday and I think that's the thing that's gonna be really important like svet was saying to message clearly that even when if I heard you correctly that a goal is sort of targeting after Spring Break having something much more formalized for family for students it's still the accountability is still gonna be like pass/fail it's not going to be it's not going to look like the way that we are able to give kids feedback and hold them accountable now in terms of their grades or standards-based grading so I think that's that's just that was
046an important distinction for me right then that that it's not gonna it's not going to look like how private schools are doing it right and you know but that like Reagan said where we're still four green they're still figuring out a lot of those details but those are the pieces that really stood out clearly to me yes I also think it's important for it's good to have this conversation because you know I think it's easy for us to be like well you know Christie browning is doing a fantastic job sending you know like my teacher my kids teacher is doing a great job so it should be easy for across the board but everyone's doing a great job but there's so many layers to it then it just gets super complicated so it's not just
047your it's not just your students child but it's your teacher is working with so many kids and so many issues so it's a really if people have questions they should be emailing you or any of us or their teachers or their principals and really encourage that because we need to spread the word about what's happening because you know like the rest of us are just really one day at a time one day at a time figure it out and I think it's also important remember that you know the entire state is kind of making this up as we go I mean we're from the very top down to our level this is an unprecedented closure and so what's decided this week maybe completely changed next week because then you know what's happened so far and
048some of that will probably continue but hopefully as time goes on you know we'll get better and better at it as an entire system and you know we'll figure out what our resources are and be able to offer something um you know pretty cohesive on the ground and I think all of our staff are working hard to think about what that could be and you know what our resources and delivery could look like so I think we just need to you know ask the community for a little bit of patience you know we've we've into week two but to at least a few months school closure and we're trying to figure it out and I give big kudos to how well we've done to date I think consent the magnitude of the change things have
049gone really well as well as not only delivering some instructional options but also getting a food service and the childcare service up and running within you know eight days um there's just many things happening so I hope people can bear with this but be assured we're working on this every day as hard as we can to come up with something that's reasonable feasible equitable and worthwhile for all of our students I [Music] guess that brings us to board remember remarks anyone want to start that off I'm happy to go yeah all right well Slade thanks to you and the district leadership for your swift response and continuing to be led by our values and sporting the kids and their educational and their emotional needs it's been a very short period of time and a lot
050has been done and accomplished and thanks for the Jody for being creative to get this meeting as public and as smooth running as possible you know I think for first time's going great and for the board for being flexible I also want to just recognize that we're not just part of the district but I want to recognize governor Inslee and and write dolls leadership and it's been it's been really strong and as a board member it's helped me feel like there's consistency not just in our own district but across the region and how we're dealing with this and I really do appreciate that um I also want to thank the public for the comments that were submitted and in the video which I did watch in advance and I read the letters and that's interesting
051to see the number of participants on the meeting tonight including staff and parents and labor reps and ex superintendents so I think that is at least Evan people are able to make it to the meeting and then also see it live streamed so that's now just maybe say from a personal level it seems like I haven't been this busy working from home and supporting my family and their individual needs in their work that are doing as well as students and this as educators so it's actually been good to be busy and one of the best practices I'd like to share is find a routine and stick to it that's really been been helpful in keeping people a stable insane we appreciate our teachers more than the back you want to go sure I was going
052to just a reverse order I always start with the e cap and really really appreciate everyone's feedback you know this is these these budget cuts what we're gonna do and it's sort of feel like it's sort of a team effort where we say well what about if we do this you know either there's no reaction or there's a big reaction and that really helps us sort of gauge what people are thinking and I think that you know I think that for a long time ECAP was this like little little you know program that was happening where you know not very many people knew about it and I mean it's this phenomenal program and and so I was sort of laughing sort of not really with spring that like this is a great way for people
053to understand the importance of Iike ECAP so so there's the silver lining I'm all into finding silver linings these days that's my that's my Toby ISM so we know that you cap is loved for sure and and and I know that e cap has always been loved so thank you for everybody who and the video is great I've really appreciated you all of that so thank you for that and and again I just echo what everybody good saying wow what a what a team I mean if there's a moment for our district to shine I am so so proud of our district I'm I'm I just so I mean really I mean I think it almost get a little verklempt it's like you know Stephanie Spencer is knocking it out of the ballpark and and
054I just I'm really really proud so that's all thank you very much Piper spring oh I don't have a dad to what everybody my mutti oh no great job everybody [Music] bring ditto ditto ditto thank you so well said to my teammates and just quickly adding that I was happy to be sort of as our connection with the larger community I was happy to see join a zoom meeting with Terra van Lowe and Christine from the district that Slade you probably knew was happening but it's the Vashon community care team and they were mobilizing the clinicians nurses community care and administration and I think really like partnership with bash on be prepared just to just to really get get ourselves organized in terms of what services people people can provide on Island during this this
055crisis and so there was good representation from the school district and you know it was it was mentioned - I don't know that be yfs was there but just making sure that we had there were people who were spanish-speaking who were involved and you know all our vulnerable populations or every pot for every group represented on the island just in true Bashan spirit making sure that we'll do everything can take care of ourselves and within our district and beyond whether that's your spiritual your well-being your mental health your medical well-being or educational well-being I feel like we've got all those bases covered so that that was I guess encouraging so more more on that probably as they're just getting going with what that might look like but kind of sort of case management for people
056and we're already doing some of that in the district clearly but I just wanted to just wanted to mention great um I guess I'll just finish up by saying it cuz I don't think it can be said too many times how impressed and proud I am all of our district family you know from administration down through the teachers staff the maintenance the custodians the students the parents you know I think everyone's really doing their best to pull together and and make the best of the situation and make some sense out of it and I think collectively we've been pretty successful so far that doesn't mean that there's not some tough decisions ahead on a variety of subjects as we go forward through the year and on into next year but I think one of the
057things we do best is is have robust robust conversations and and know that nobody's committed to any particular track we are kind of throwing things against the wall to see if they stick and see what makes sense and see what's doable so that's part of the process and hopefully at the end of the process we achieve you know our goals and meet our mission but I you know II cap is one subject that is is gonna be a tough one and I think it's no one questions the value and importance of the program but we need to talk about what the ramifications are going to be to keep it in its present form and if we make decisions make decisions that are fully informed so we'll be talking about that later on in the meeting
058but for now I just want to say thanks again to everybody been doing a really terrific job with that we can move on to Brandy's reports on capital projects great good evening can everybody hear me yeah great so I thought we would focus tonight on two projects [Music] Jody if you can just cursor down to the Vashon high school there you go right there so I want to give you an update on the heat pump replacement project this update was written for the board meeting earlier in the month that didn't happen so it's a little bit dated but we have managed to get all four compressors replaced we've installed the new expansion tank and the insulation that goes with that and on Monday morning we will be completing startup of that new portion of the
059system and adjusting control so that project has gone very smoothly we haven't had any problems we haven't had any downtime in the school so feeling pretty good about getting that project wrapped up the project that we have all been talking about for what feels like years now and I guess literally is years is the maintenance shop we put that project out to bid in January we opened bids on February 25th we had four bidders all four bids came in we were fairly close together and the low bid is a company called Christensen Inc general contractor out of Tumwater their references checked out very well they have school district experience they're relatively small you know the projects that we talked with their references on were three and four million dollar additions for school districts that people
060were very positive about Kent still cool excuse me Kent School District said oh darn does that mean I'm not going to be able to get them on my project the summer so I thought that was a good sign but we have gotten contracts in place we've received their bonds and insurance we've had our pre-construction kickoff meeting via zoom and if you remember our our plan for this project was to start site work in May which is about five weeks away so we're taking it an inch of this time in between to get all of our paperwork in a row and get the project moving forward so it's great we are within the budget that we had for the project and able to move forward so any questions on that that's great Randy that's really a
061lot of progress it's amazing those I have a question go ahead Bob the 10% contingency is that I think it is I feel I mean that's what I generally go into a project with this is a smaller project so of course it's a smaller contingency but it does give us about a hundred and fifty thousand dollars and we bid the project with I think ten alternates two of those we included in the contract the septic system which we have to have but we bid that so we would know what the cost of it was and then the other one was some added windows and skylights that without those it would have it wouldn't be ideal for sure and so we've included both of those but the balance of them we will wait until we have
062gotten through our site work and and feel confident that we have money and that contingency to put towards those alternates and they include things like casework for the kitchen in the break room a reception desk sealing the floor in the shop area in a way that's a little bit different than just this field concrete it's an actual sealed floor finish and a few things like that could we live without if we had to we could but ideally we would put them into the project as we as we worked through construction so overall our project budget you know we're we're gonna spend down to our last dollar on the bond dollars but I feel pretty confident at this point that we're gonna we're going to be able to bring it in on time and on budget
063for all projects is there not a separate demolition contractor how does that work the Matt do you want to jump in here on the portables about the surplus he's looking for his mute button no I think I'm there in regard to the portable it's part of the overall budget so there's nothing separate to it but those will be the general contractor will disconnect the fiber optic line that's in there currently technology is moving all of their things out PSE will come make safe the power and then I believe those portables are being moved off the site so we won't demolish them in place but they're being moved off-site thank you you're welcome any other questions I don't think so thank you very much that's amazing as usual and and now you don't even have to
064go catch a ferry might get used to this thank you okay thanks brandy you bet thank you okay thank you brandy expand you stay safe thanks brandy all right and now Kevin Dickerson is gonna present our 2019-20 the ISD facilities department satisfaction survey results can everybody hear me we can awesome well thank you all for all that you do is greatly appreciated around the community as I've only seen a few people and they have expressed that to me in regards to the facilities survey it's been interesting this year with the activities that have happened throughout the district with the cuts to the solution department we typically average in the 80 percentile range as far as on the positive side and we were hovering in there and that range right now based on a recent number
065of responses week that we've gotten this year we've got about 51 responses in and I'll start and I'll start with custodial first we're pushing about 78% positive and 21% negative in regards to custodial cleaning as far as the feedback goes we knew that with with our numbers that we would have to do some adjusting and we were hoping that after the Christmas breaks that we would have a little bit of time to adjust and and respond to the task at hand I think we've done a really good job with that moving forward with the maintenance maintenance side of the world again we're run right around upper 70s 80 percent so 76 percent positive 15 percent negative and some of the comments and deciphering from the questions was work quarters completed and as the facilities truly
066well maintained and again with the total numbers we're hovering right around 84% with that which is really positive as well and then with the the quality of the job that is being done in regard because so do maintenance again we're right into a deeper 80% range as well and again that crew has been doing a amazing job we recognized that I'll go to grounds first grounds it's a pretty positive as well we've pushed a 90% in the responses that we've gotten 90 percent positive and roughly about 6 percent negative but overall the quality in which we do our work we're in right around 80 percent as well um having been with the district for the last couple of years I've had the opportunity to observe things and see where we are and we were hoping
067to try to do a reset on how we operate we continue to have the issue of not having a lot of subs in in-house to do thing get things done so we kind of went to the drawing board we're gonna look at resetting and trying to cross train the staff to be able to move across facilities to do it a little bit different than what we've done in the past we found ourselves handcuffed with the numbers that we've had in order to get the jobs done so that's something that we were looking at at the start of this year of how to move forward and do something a little bit different instead of trying to attack it the same way we've had a number of infrastructure issues this year with the biblical rainfalls that had
068exasperated some issues that have been long-standing which we are right in the heart of trying to mitigate and with just with all of this happening the timing is obviously it's not good for anything at this point but fortunately with the mandates we're able to keep going and try to keep keep things going here at the district I mean can you for a second absolutely is there any lessons learned in terms of the flooding events with McMurray Marxism or is it just one of those kind of aging interesting lessons learned is that with the age of the building age of the facilities that we have there were things that were unforeseen until they actually happen in his scheme what they actually were and what the impact was so we did learn and we fixed one of
069the issues where we rerouted the downspout off the top of the building at McMurray and we're hoping to do the same with the other downspout that is that currently runs into the spit pit there at McMurray it doesn't have a way out and so it and with the the water table being as high as it was it just backed up and it found its weakest point which was the foundation wall that correct correct little fella picking up your mic getting every third word so I might want to get right on top of your mic lessons there you go sorry okay okay that's okay any other any other questions can you hear me yeah no other questions what were the questions not for me anybody else that looks looks like a pretty satisfied survey they're okay
070with that say it if I could just give us a shout out to the facilities team and say thank you for all that you do and you are greatly appreciated and we appreciate you guys as well very much yes thank you Kevin as always thank you all right I think I can barely see the next item on the scroll there Jody looks like Madsen the themes are it's you seems odd now in hindsight we have the regular and appropriate financials through February and enrollment through March I don't know what this will look like next month enrollment but I'll walk you through what we have through March as always there are ups and downs in enrollment March went down by 1.9 to ste and as you have asked me in the past I've spoken with the
071schools and as we track those ups and downs a little bit closer a little bit more in detail specific specifically if you look at the middle call enrollment data school FTE we see that from February to March Chautauqua went out by to ste that those are well those are two new commuter students from Highline School District as with the notes and what the school said McMurray went up by one FTE that was a student re-enrolled from out of state specifically from Mexico the high school and link went down high school went down by three point three FTE I think several students went to link and one moved out of state to Idaho and then link went down by one point five for FTE and this is what we typically see this time of year for
072link this was mainly due to early graduation so overall like I said negative one point one point nine two FTE and I said the unusual side because obviously we all know what we're in with the what we're dealing with right now and next month if we're getting guidance from OPI if the district reopens sometime in April then that first day back will be our count day for enrollment if the school district operations don't resume in April then OSPI we use February 2020 enrollment and apply an adjustment rate from the previous year for us that means a little to no movement in our enrollment which is a good thing has enforcement will flow as normal will Axios ly I think in the chart and the tool they sent out to us will see a point seven
073for increase in our enrollment so so go figure any questions yes now we have no enrolled students that's not what you're saying no no we have enrolled sumit students right now it's just next month if we do not return to school students not return to class OSP I will then use February 20 20 s enrollment numbers with an adjustment rate moving forward and still pay us our apportionment give us our apportionment another question I saw of it from what Slade sent out earlier that they're talking about delaying property tax payments from their usual date would that affect us in this school year that impact next year in terms of billion they'll impact it'll it'll impact next year most if not all collections are already in the coffers at Kane County and we will receive those
074mid end of April okay the other document I provide monthly is what's on the screen right now is our February through February financial dashboard and budget status reports good things everything looks normal it's 50% of the fiscal year expenditures are at forty eight point six percent revenues are at forty seven point seven which we see that typically dip a little bit in revenues due to what I just mentioned our local taxes come in in April and that will boost those revenues and keep us right where we need to be and hopefully keep us afloat to the end of the year I'm at business hope you have a question obviously March is an unusual month and when would we see the results related to expenditures on this spreadsheet for the month of March would we see
075that like mid to late April yes we we should see that ended April presented at that April what 23rd meeting okay yeah I asked because as my accounting brain tries to tabulate what we're spending money on that we didn't anticipate and maybe areas rather than spending money like Xerox paper you know right balance and so I think it'll be it'll be interesting in and seeing that that outcome it's just gonna say there's gonna be some offsets in the system we may be paying more for food service but not as much for electricity or something like that yeah right yeah yeah exactly this is where my accounting brain starts to geek out and you're exactly right Toby and Reagan where we're not you know where our transportation budget will be just the basics although the state
076providing apportionment for transportation when you're right you know sub budgets and things like that are not existent right so we'll see how that works out come April and May so as you see the numbers flow between now and in that period of time if anything feels like it's a way out of the ordinary of course you would you'd alert the team and we'd talk about it that's right absolutely and we also the state has provided as and guided us towards I think Bob you simply asked a question about tracking of this and we now have an account code the state have asked us to track our expenditures regarding well the outbreak the pandemic if you will and expenses towards that and the state using the February numbers with a majestic rate and based on last
077year but part of that is also to not penalize districts who might lose students to online or guava or other online academies but just to give you an idea we we've only seen I think three families total who have wanted to you know unenroll their students and go to some type of online platform and so that was a concern initially but it looks like I think the the parents really felt their students you know their their sense of belonging in the district would be jeopardized if they all of a sudden withdrew them and they wouldn't have those kinds of connections and supports from their teacher and from their friends so just kinda giving you heads up we've only had a you know right now three families and we we agreed to you know to let
078them go and and told them we're gonna walk me back when you let me get back to session so a couple couple more items if I may two things our audit state audit started last a week some things never stopped even in a pandemic and they've been very time Minds you team poor tortured but it definitely adds another layer to what's going on and then also obviously given the circumstances with OSP IRF 203 which is of course the online tool that we use that the state gives all the districts in the state to figure out our revenue now won't be out until early May which does not help in our budget process considering that session closed March 12 will be two months later which quite frankly is ridiculous but obviously given the circumstances there we
079are so you'll be giving us a report later on the outcome I mean audit report at a future meeting of course yes absolutely okay there's no more questions and I guess we will move on Thank You Man appreciate yeah you're welcome thank you heads it planning planning discussion yeah metal probably stayed in Manor for some of these so part of this section in the agenda is to have two discussions one of them around another resolution I'd like the board to have some discussion around ECAP but there's also some documents in the provided by Matt in in this budgeting process and you know I had to recall Matt and Kay have been working with all the building admin and then all the directors those individual meetings and then follow-up meetings as well and so but man
080you and it looks like you included two documents in here the tax document and the fund balance document is as well as our v.i.c is the org chart did you want to better share some information around those two documents that are in there the fund balance and the tax document property tax document yeah absolutely just a brief overview as you know from January to end of May to June in our budget process I think it started a few years ago I try to provide almost every page in every part of the budget to you whether it be for discussion or just for review so that when the total budget document presents itself hopefully end of May beginning of June there are no surprises throughout that and the three pieces I've provided to you the page
081that's up and your viewing right now is we page 24 of your budget document this is the summary of the 2021 budgets operational reserves of course the revenues and expenditures for 2021 are not there because we don't have the F 2 O 3 and no that specifically yet we will hopefully in the next month will but as page 24 it shows you know 1920 beginning balance to what our estimated ending fund balance will be and it goes through the other four funds capital debt service ASB and transportation and as we get those numbers of course this will be a part of the budget document fully fulfilled out and completed to other documents I provided one is just for review is will be page 16 that will be the org chart for the district and then
082the one that we put in several years ago which is the more interesting one is Vashon Island property tax rates for 2020 these numbers are provided to me my friend at the assessor's office hazel Gant's you know hazel she's outstanding but this breaks down property taxes and tax rates on the island and a pie chart up top middle provides historical and current levy rates and then the bottom is historical actual collections 2013 through 2019 I would like to touch upon up top is notice the levy rates and this year's rates 11 dollars and 59 cents the increase is mainly due to the state schools as we all know but also there's key county roads ems medic one levy di FNR and then also the Vashem Park District and those are the main increases where if
083you look at ours our local school taxes actually dropped by a dollar 3 4 or 3% since 2013 and as we know that major drop is due to the cap on our EP NL levy but I like this piece it's a good it's a very good piece for the community to see debris useful thank you well kind of documents that that started can you kind of just refresh our memory about what are we going to see in April and then in May and then how that been submitted again yeah absolutely in April the plan is was to prevent art prevent cheese to and student fee proposal for discussion that's always a big one so April 23rd the student fee proposal will be presented to you and of course this has been the leg work of
084myself and Kay meeting with all the buildings directors divisions departments that have a say in those and you can take a look at that document and then also our goal for at the April 23rd meeting was a first draft of revenue expense projections I don't know if we'll have that available already obviously due to the F 203 not being available via OSPI but for sure the student fee proposal will be there if not that revenue expense projections should be there at the main 14th board meeting for discussion and in the May 28th I would love to have the budget document early presented to you so we could have a couple needs of discussions tell me do you have what's gonna happen with are we gonna see to increase fees to raise more revenue no overall
085it doesn't look like that I think the schools aside from consumables that the costs have just gone up there they are mindful of the board's direction to eliminate and/or keep at a same level or reduce fees and they're trying their darndest to do that as every way possible all right thank you Matt thank you honey thanks Matt we move on to II cap then right as you as you know we've been having lots of discussion around kneecap and once again I want to thank our our partners the conversation tonight as Matt canasa as a first discussion and hopefully by you know by April when we're taking action on other personal items that we would have some some decision by the board in terms of direction around around cap all this time I gave you the
086the document in in the board Doc's around budget proposals and what they would look like we've been doing research and getting information and having conversations and what's been great about this is that every conversation leads to another conversation because we're not only you know we're not leaving any any stone unturned and that's been you know I can thank conversations that I've had with Toby conversations that I had with Sabet and actually all of you and the best had some conversations with you know with Alison I think can't remember her last name but and then your Katherine's been you know reaching out to to Bellingham to look at different models and all the same time to I'm gonna give a thanks because I mean ice if I'm seeing correctly Michaels online here I'm not going to
087unmute him but but uh you know my I tweet patient from from Michael recently and with what's great about when you have a community that as much as as much as we all are in these programs that you know we get to we get to share each other's experiences and new ideas and so I I think we've been you know focusing on and the tightening our our budget and we've seen decreased revenues and trending student enrollment and it's really given us pause in terms of how we're how we look you know look at budgeting for you know in the future and sometimes we are you're faced with some difficult decisions but in this particular situation you know with the staffing the way it is and what we get from the state its approximate Oracle about
088thirty five thousand and and so what are we going to do - you know - either you supplant that or with with district dollars the locally funded ones the levy funded dollars or what are we going to you and then what are we willing to to kind of give up and said because there is a finite amount I was encouraged and this is give you a shout out Michael that one of no not all ideas are great but even if there's ten ideas and one is great in there and let's explore that one and so it was suggested that let's take a look at is there any way we can push anything from locally funded tech dollars or capital dollars push those into the current levy because we know we will receive a portion and
089for the level we just passed for another year but if we can take some of those dollars and and use them to supplant the the funding that we get for ECAP and so after getting that you know that email from from Michael and Roxanna I sat down with Matt yesterday and might have been this morning even and had some discussion around that and looked at the viability of that and we recognized we had two two programs right now skyward in school pass and map consulted with K as well and skyward right now has it's about ninety thousand dollar contract with the state and we can if we push in basically you know money from and that would be approximately the amount for 4e cap push that into the tech levy then we would be able
090to fund you know the the program certainly for one more year but then obviously John Stanton was brought into that conversation and you know I believe I forwarded an email and bcc'd all of you kind of that email thread I don't know if you had a chance to to look at it in advance in the meeting but if you saw some of John's remarks is that it's it's this is definitely an idea worth exploring and there may be some projects that are going to be you know kind of set aside or or delayed perhaps it's some expense of some of the Irate funding and some matching funds but or discounted funding but I you know moving forward right now that's one of the the most viable options that I that I've seen so far and
091it seems that just running because I shared some of this also with our our leadership teams when I was in the meetings today and not with VSP would be a and it sounded very encouraging to them as well and at you know kind of at first blush I think our staff is willing to you take a look at that at this option and willing to put some of their new kind of technology needs on hold I'm sure not everything can be put on you know kind of indefinitely on holding and I think we're still going to be faced with some type of solution that we need to get to work on you know right away in terms of fundraising and or finding other other funding solutions that the problem really isn't John said that John
092said it well and his reply back and you know that the program is not going to get cheaper as we go along because salaries and overhead and things like that will increase we're not I appreciate what Christina said about why isn't the state funding this and I think those are questions that I should be asking our legislators as well but right now you know I I see this as as the most viable option and I kind of want to I know we we've been having discussions around this but I kind of want to maybe hear questions or comments or wonderings from the board around you know how do we how do we solve this immediate short-term problem but we have a long-term budgeting issue that we need to be mindful of as well I'll just
093follow up - it's a Alison cut singer who happens to live on Island works in Olympia on ECAP and I think that connection is gonna is is a good one it's not gonna help us immediately but she and her team are working to talk about Kristina's point which is why doesn't the state fund this program when the state is saying how and we all know how important early education is so that connection is really great it's one of those like fabulous things about this island where you run into somebody and you start talking and you're like you are the person I need to know so that's more long-term but that connect with because Katherine is in the meeting as well Katherine were able to connect with with yeah I was I spoke with Alison today
094and a gentleman named Frank Ordway who is I'm one of her supervisors and we really spoke at length about kind of the what's going on in Olympia around funding ECAP and being able to blend ECAP with some other funding streams that are out there it's it's not something that we would be able to take advantage of by September this year but they're working on some rule changes right now that would allow us to combine ECAP funding with with early kindergarten funding which is a program we don't currently use but might make really good sense for us to buy into if we can combine those with ECAP dollars so that's a rural conversation that's happening as we speak and and Frank couldn't give me a time line given the current state in the in the state
095of when those rules are gonna be finalized that he was feeling pretty confident that they would be soon I think Allyson and Frank will be good connections for us and the other thing that they really said was that we're not alone in this situation many school districts are really struggling with how to maintain ecat programs within the district because of the just the the difference in the funding streams and our what money we can access and and many districts are looking at either alternate ways to fund or are giving up their ECAP altogether and so I'm very pleased that we can least enter into a conversation that's really about how can we figure out how to keep it and but it is a long-term solution and not as not an immediate solution so I had
096a question there's a nuance here I'm missing so I'm sorry um you stated I think I said managed it correctly for example we couldn't just Frick just as a for instance cut transportation and augment you can't put those funds that there is a limit to how we can supplement the existing state windings have a statutory prohibition or could you elaborate on that from I understand sorry about your it was kind of difficult to understand the question I apologize for having to make you repeat it there's a nuance I'm not getting here it is there a statutory prohibition or any other prohibition on us shifting monies around from other sources within the general fund the general fund yes but you can use locally funded dollars to you know basically locally funded dollars are for with this
097what came out of McCleary is that they talked about enrichment and so and and that's a local decision that we get to make and so ECAP is not something that is funded by general ed but could be funded by what they're calling enrichment dollars so our levy dollars are a piano can can pay for the can pay for the the shortfall because there's you know those dollars pay for shortfalls for Falls and other staffing areas as well not generally you're not fully funded in you know for teachers or and then sykes all those kinds of areas so you think we couldn't use we could not use general ed funds to augment the shortfall on each campus that we used right general if funds are k12 okay and how about foundation foundation can and that's the
098decision that you know the foundation makes and they are currently funding all the other partnerships that we have and it has not been the part of the conversation or the intention that I have that I've heard so far from Schools Foundation but I can you know Reagan's a member of that and she can speak more to that as well yeah I was just say as the person does work with the foundation the most closely it's certainly something that the foundation could be utilized for however I want to point out that it's been increasingly difficult for the foundation to raise the level of funding that we have historically in fact every year it's been going down by a substantial amount so although the foundation originated in a crisis to save teachers and you know salaries and
099pay for those kind of things it hasn't been used that way in a long time not to say that it can't be again but it it would require a pretty generous community support and I'm not sure in the current Taxation kovat uncertainty financial situation that we can really rely on the community to be able to give at that level to cover not only the ECAP dollars but the rest of the programs that the foundation is already looking at committing to fund this year to the tune of you know around one hundred and seventy thousand dollars without ECAP that'd be another like thirty on top of that so we'd love to be able to do that but I just hesitate to think that there's a lot of money people are gonna be readily able to commit
100you know in the current uncertain situation we're all find ourselves in would you be for me anyways I mean I can't speaking personally here I can't envision a more critical program a program where we get more bang for the buck and anything that's more foundational to our communities with the foundation that's what the foundation exists to do is to help the district fund things that the state doesn't cover and you know I don't think there's anyone on the Foundation Board he's gonna disagree that ECAP is not eminently worthy and necessary and so sure we'd love to be able to help in that way but I do want to set realistic expectations and not spend dollars that we haven't been able to fundraise quite yet Islam is that that's my basic point no I I understand
101but it's again it's about priorities budgets are about priorities and I would hope we could be mixing to the foundation but um that's all I have to say well it's certainly open for discussion with National Schools Foundation may I may I come in please okay so hmm I think that Bob when you were I don't want to speak out of turn but I just wanted to be really clear when you were sharing or you're saying personally your your views on the importance of the ECAP program and services I think that it's just crystal clear that we are all we all feel very similarly that this is a critical a critical program that exists in service in our district and 100% is aligned with our word priorities in terms of of racial equity so with that
102being said that that's just like are starting our starting place I am thinking too about capacity and you know and I'm thinking kind of we knew this program has never been fully funded right and and so by the state and so I guess I'm curious kind of whet how to ask this helped me understand what was happening behind the scenes we knew this was an important program we knew that we were probably going to short fall short in terms of funding and that it's been it's been funded with grants in the past and I and I'm so I'm just really wanting to understand going forward if if it seems you know I want to remain optimistic that this contact me I'm on the island blah-dee-blah whatever I don't know what that kindergarten program is a
103Kathryn was referring to but that that maybe we can all hope that some of that additional funding would come through or the state might consider um providing more money for that but I don't you know I'm not banking on that so if we have to renew to rely on grants why didn't we think about that why weren't we looking at grants why weren't we trying to but maybe we were and I just again I'm thinking about capacity so if we continually will have to be writing grants who whose job would that be how are we gonna make that happen if we tried to do that help me understand what are those challenges um I don't know if I'm making sense but I'm just trying to get a better grasp on that breaking I saw Catherine
104who has been kind of engaged in that and that work she unmuted so Catherine were you gonna respond I didn't I didn't mean to unmute that yes I would like to respond I we have been there are many layers as to why are we've had cost overruns and part of that has to do with ECAP is funded under a model where you have 20 students and 2 adults and that's what the dollars are are supposed to be sufficient to cover those now when we one of the things that's happened was as we were going through resolving around the the pay raises in the new contracts that that has added to the the cost of the program in the state as just running to catch up with that across really across the state and so last
105year we got a little bit of extra money to attempt to cover that and that was true for all of the districts they went back to the legislature and the legislature increased a little bit of funding to e cap going into next year so that is continuing to happen but on top of that for our district we have always had a third adult in the classroom that's not funded by e cap at all and the reason that we have had that third adult is because of the of the the bathroom situation and our ability to provide enough coverage the bathroom is outside of the classroom and so in order to have enough coverage to supervise students we need a third person that's in there so part of what we've done over the past couple of
106years has worked with the the ECAP folks at Puget Sound ESD to figure out other supervisory kind of solutions around that and and I have to really take my hat off to Sally Adam and Lily along North End Laura availa are the three people that work in our ECAP program because they have really gone the extra mile and tried many many different solutions in order to make sure kids stay safe and be able to run the supervision and of the way it's designed in the end we just couldn't do that we needed to have a third person try as we might a lot of different strategies so so so part of your answer spring is that did we know this was coming I think the answer is is yes and we tried to solve it
107a lot of different ways besides just the budget we tried to solve it through programming and staffing as well does that help it does help and I guess some of them information and I didn't mean to it I'm realizing it we're putting you in the hot seat Kathryn and I I was thinking about that grant that I remembered that you or I think with some additional grant money that you had been able to secure I think for sped and I just know how hard you work and that my assumption is that you guys were all doing everything that you possibly could within your capacity so I guess my question was more you know was there if that would that fall on you solely if someone needed to seek out grants and write that grant application
108you know would that be pretty much you fall under your bailiwick and I know those can be really time-consuming so going forward if you know I know we have ideas about you know this there's more recent one about the the tech money tech tech levy cap levy and then talking about the bathroom but just I'm sort of envisioning we're always gonna have it'll be a program that we're gonna have to find extra dollars and whether some of it comes from the foundation or someone's always gonna have to be looking for that grant money in addition with that with that really whoever is overseeing ECAP fall on them I do think it's true that it will be an ongoing conversation that that there are but there are some specific some specific barriers in front of us
109and that we're seeking solutions for and with and one solution is increasing the funding another solution is figuring out the bathroom issue another solution could be looking at at the transitional kindergarten program and can we somehow combine ECAP with transitional kindergarten which is the solution that that Frank and Alison presented me with today and so I it will be an ongoing conversation for us absolutely I'm just listening to this and I'm thinking if I was a member of the public I really would be confused by the bathroom discussion and so I think we should just clarify that that were required to supervise students with two adults in the classroom and someone else to ask is required to accompany them to the bathroom right it's all mandated by the program we can't choose that set up
110that's the set up that's been dictated and it's also not just a matter of relocating them to a classroom with a more amenable bathroom situations that's a challenge as well now our choice is to have a third person which runs us into the red or a choice is to build a bathroom it's some approximately let's say $70,000 additional cost to make the bathroom more amenable but still running at a long-term deficit plus construction costs although a reduced deficit probably easier gap to close what would the staffing level look like if we had a bathroom we just be down to two or would we still need some additional supplemental float we would need a little bit of extra float time to cover staff for lunches and breaks right okay I wanted that I the issue of
111running in a deficit or something I have trouble understanding we're government we do things that don't we have other programs that the state doesn't so that you know that argument isn't compelling to me and second as I understand the bathroom is kind of a settled issue Slade is that correct I mean I had a sidebar conversation with Slade and he basically told me that the the payback on the bathroom it's just not constant official at all that doesn't really make sense to me well it is it is it reduces it from like 35 or 36 down to around 13 or 14 career oh it's not okay some money but not a whole lot so do I understand correctly then that our options if we choose to augment this program bring in additional resources it's either
112levy funds or Foundation funds which right or some type of future combination with grants or transitional filing a transitional kindergarten exactly any any or all the above but you know at least short term wise it looks like we can do what we need to do by examining some of those offsets from the current tech levy and either offsetting some of the costs for skyward or school pass or so we have levy funds and we have what is that add up to just ballpark bloody funds plus foundation points what is that well right now there are no Foundation funds because that's that hasn't been part of the request so right now the levy funds would be the 35,000 you approximately thirty five thousand dollars and then what job would then do is determine in his list
113of your kind of projects and neck steps where you know what the priorities would be with the impacts would be if they were to be delayed for a year and then communicate that with me and and and that kind of make sure that our budget numbers were accurate and then I could communicate that back to the board how much I'm sorry how much do we collect okay and the currently I think it's around 95.5 ongoing well it'll be 1.5 starting in a year not another don't know I need okay doing 999 stuffington and just for you know one math the foundation is currently looking at a fundraising quota for next founding next year in the you know 150 to 175 kind of range we haven't put together the completeness we've just begun the initial look
114at some of the programs that Slade's proposing foundation partially funds so you'd have to we're not gonna get rid of any of those things that are already on the table let's say they add up to 170 so you'd be putting the e cap on top of that which is fine I'm game to do it I you know I think everyone in foundation but would work hard to try and raise that money but you'd be you'd be getting us up into a range where we have not been able to meet that $200,000 you know threshold very easily from the community without a lot of extra significant in a long time so and I don't I don't see the giving climate and being enhanced by what's happening currently why it's so again that's just a caveat there
115it's just a recognition of the reality it's not to Sabre not aim to give it a go but you know that's that's the level that we we need to be asking the community to raise batch on certainly has done that before you know they were used to raise first two years we raised over half a million dollars to save positions and programs like this during that but the crisis so good precedent that we could do it again but it would take a community it would really take a community to step up and meet us there here's a since we're not making a decision tonight and we're still learning and seeking additional information I'd love to share kind of where I'm landing on this from so first of all I'm really appreciative of the comments that
116we've received from the public and you know tell about a month ago I don't think I knew much about ECAP as I should have and it's been a steep learning curve for me and I've really appreciated that it's really come clear to me that the program is extremely consistent with our board priorities and and servicing the part of the community that that really needs that attention and we have so much more work to do you know related to to those constituents and so to me is it's also very clear that it's a public priority from a funding perspective I'm not hey I wouldn't want to bank on one particular funding source for this particularly outside our own budget budgetary control and so I would encourage us to think about how we do this within our
117the levers that we can turn within our own budget meaning we can't assume that this schools foundation is gonna pay for any of it we need to be prepared for a more donors ourselves and through grants and other creative ways and appreciative of level of effort people are going to to think of programmatically how do we adjust and how do we go find grants and can combine this with kindergarten transitional funny and those are all important things to look at in the future I'm I'm sort of undecided about the bathroom thing I'd love to see them from the deeper analysis on the payback of that but this is for me a priority and something that I'd really like to see us think creatively and carefully about how we can fund it even if it means
118that while it doesn't mean we're gonna have to make harder decisions somewhere else because the budget is uh Nina's constrained but I'm game for the conversation and do want to support it okay I wanted I mean I I think saying it's consistent with this is probably in my view anyway this is foundational to what I believe we stand for as a district and foundational what I believe this community so I think saying it's consistent with it Mike I wouldn't take issue with that and make it a little stronger thank you thank you I heard spring in oh sorry the Bettany's than ever mic unmuted no I'm saying I was gonna say anything in spring to say something so it's pretty dope I wanted you to talk because I I've been talking a lot and I'd
119love to hear your thoughts and I know I feel like I said what I ECAP has been going along it's this phenomenal program there's no doubt in any of our minds Bob or anybody that is foundational like we all agree and and it's been doing its thing just percolating along downstairs in Chautauqua doing this fantastic job and no one has recognized it so chimneys is a little I don't know it's like one of those times that when everyone you don't realize you have this program until you're about to lose it and then all of a sudden there's a fire and I so I'm just I'm just observing that just you know here we are so I'm glad I once again I will say I'm so glad cap is getting this recognition this isn't really how
120I would want to have be recognized this is not you know ideal but here we are and I think they will figure this out I have no doubt we're gonna figure this out we're because this is really what we have seen with this whole district like when we when we see something that is really important to all of us and we all recognize it not just you know the five the six of us but the staff and the teachers parents everybody steps up and and is willing to sacrifice in other areas and it's not price is not comfortable but I think that that I mean that's what I'm hearing I'm hearing the people are saying okay we're willing to put off other stuff so that we can get through this get through this moment we'll
121do whatever we can down the road to get more funding from a state let's go and talk to Joe Pitt students tell them what's going on we are in a weird situation because we are a small district in a very large district area County so we don't have anybody nearby we can say you know look at the Enbridge they're in the same situation as we are we're in this weird place but I'm happy to go and find other districts that do fall into this weird category we are I was really hopeful to Bellingham was going to but let you know so I think that if we can attack this from lots of ways well that's a lot next we're gonna figure this out and now I'm going to mute myself again is it okay if
122I you just say another couple of short statements about it here I have unneeded myself like okay so I just want to say that what Toby was saying about that that learning curve and I found that document that was provided to us by Collini dad like the N Roxanne and Michael with a false statements pretty helpful and just conversations we've all been having and I'm hoping that that that that that's that true/false statement is consistent with the information that we with our beliefs as well right I just want to make sure we're all on the same page and if there are things that need to be discussed further for example that we're brought up in that document I'd really like to have that information if they're you know if there were things like well I'm
123not sure you know if this if there were changes and to the requirements or anything like that if hopefully I'm coming across clearly that that was important because I want to have accurate information and then secondly I'd love to understand better as a group what do we need what are our next steps so if we're involved in this decision making and I don't think what's on the table I mean from my perspective it just to be clear to anyone listening in public who hasn't been privy to the other conversations ECAP is Dane but the what we were considering or what was sort of something being discussed was would we need to go to half tiny cap instead of full time and I think what I'm hearing from the group is that we all feel very
124committed to whatever these next steps are going to be that we want to take that are working towards the goal of maintaining a full-time ECAP program and far into the future and so I think something I feel like would be helpful going forward is you know just again clarifying whether that is accurate information that because we've gathered a lot of information now and then you know that was brought up that that Reagan was going to take that to the foundation and discuss it and then when could when would we might expect to hear back and what other next steps would be involved before we do have to make a decision on this question which I think is at the end of April right and I just want to say too that uh this may be
125a program that we that we do to figure out year to year it might take that kind of ongoing ingenuity or ongoing conversations because if you are looking at grants or you don't get the grant you know if you don't have a consistent funding stream maybe it's something that that we just say you know this is going to be you know part of our budget you know kind of like a curriculum would be part of you know this might be just a standing budget item that the Board says is a priority and that we and that we funded just like we tried or just like we try to fund our school sites even though we know we only get point zero zero three two school sites you know so that might just be kind of
126where we where we where we are so I'm I'm feeling very optimistic about a solution for next year I know I'm not sure we're gonna have the the long-term answer this year for the next three years but it does give us time to explore new opportunities and you know and work with new partners so yeah I just want to chime in on where my head's at with this right now and and I'm I'm finding myself kind of aligned with Toby in that I agree that it's it's a foundational and important program and it serves a lot of unique functions especially in our equity and outreach to the Latino community and I have no question in my mind that do we deserve it that the kids deserve it of course they do for me because I've
127come from the fundraising arm and I know that that's not always an easy path I would also wish to see it long term be able to be funded without schools foundation dollars in some mechanism now it sounds like we probably have next year perhaps figured out with shifting the tech money around um but I think possibly when it was very first set up it was set up as an unsustainable program and very aspirational and it's done a wonderful job and to date but it has continually suffered you know it's it's not good for the program itself to be always teetering on the edge of a funding crisis I'm sure the people involved in the program would like to have a stable ongoing supply that is reliable and not have it be this kind of fire
128drill every year every other year however long you know until the next crisis gets where it puts a port ECAP back on the chopping block so I'm in my own head I'm not a hundred percent convinced between half time or full time I'm convinced we need to have some form of ECAP but I will need more information about the ability of the program to be paid for within the budget in some way and have that govern whether we do a half time or full time or and what those might look like I think also Slade you were saying son to me about even if we went half time a lot of the kids would qualify for full time services maybe you could elaborate about that a little bit Katherine and Rebecca we're just sharing with
129me some of that information around the students who currently receive services or who are on InP ease those students was still be eligible for full day what I don't know is how many of you know how many students are in the program who are in that classification honey we don't know how many the IEP classification for it right now we have four six excuse me six students who are dual enrolled in both the e-cat preschool in the developmental preschool and that varies from year to year and so if we do go to a half to a half-day program then those the the developmental preschool is divided by three year olds in the morning and four-year-olds afternoon so those students and ECAP who were our 4 year old who qualify for special education services and her
1304 years old will be able to have a full day program do you have an estimated headcount on that and that would be 3 to 4 a year probably just everything myself one more time um budgets are statements of priorities they're statements of what we value and I would encourage I'm clear on that I think um you know when we talk about funding and you know money elsewhere dand shifting money around that's that's great until we get down into the specifics of what other program exactly are we talking about that's going to sacrifice and do without to maintain ECAP and that's fine to make that choice and it may be the choice we make I'm fine with that but I want to know exactly I don't want to just be a vague concept that we're
131going to find money somewhere and apply it to cap I want to know who's not getting their raise who is not going to be able to upgrade their classroom technology who's not going to be able to offer their enrichment because we decided to direct the money in D cap which may be the choice I'm not saying that's the wrong choice that's a choice I want to make fully informed about where we are drawing from which Peter were robbing to pay Paul why don't we direct the superintendent to propose alternatives well I think the superintendent's working very hard on alternative spot it's been doing either implied it doesn't need to be I I've seen more than one alternative we've been having a discussion about alternatives for about a month now the most recent most viable alternative
132but is no that's not the only alternative we've discussed by any means I ask again sort of dryness back to i'm and i'm i think the question I was asking was what does each of us feel like we need going forward so we feel informed and that we can make a decision when it's time to vote and I'm really hearing clearly from Regan things that you're feeling like you're needing going forward and also from Bob and some things that I think I've stated so maybe again it's just understanding women might this information be available to us and when can we have you know will we be able to have time to review that information adequate time would we would it warrant or would we appreciate another opportunity to have a discussion before we have to
133make any kind of decision in at the end of April so slate could you maybe or whomever Riggins laid ideas there well I I see that I need to get some clearer information first about the bathroom that's something that I think that we should still have in front of the board I think there's what I've heard from spring was she received some information in some emails and we want to verify that that information is accurate and and and and and what other information your kind of that leads us to go to and then I heard from Regan that if we are going to be exploring options around supplanting ECAP money with basically local dollars that might be you know taking away from tech programs and what are those impacts exactly going to be and I
134hear Bob saying if there's other options go find them and then I hear you know from Katherine that there's probably some more conversation around transitional bilingual that we're hoping to better understand in the in the near future because if Co hood wasn't happening then those would be decisions I mean when or we might be getting some better rulemaking on on that but what I do know is that what I asked Bob stated correctly the budget is is the budget in and we get to decide you know kind of where to spend and and and our values are embedded in that and I hear a strong support for keeping a full-time program both from our community and and from our board and and that's that's the direction that I want to go as well and you
135know wait but all of you may not know is that ECAP is kind of like my my radio when I opened the window you don't know this I'm not sure Michael would tell you the same thing that when you open my window during the day that's what you get to hear you get to hear the little squeals and squeaks and screams and these kids just having the kind of experiences and activities that we don't give them a a head start and so I appreciate all of you being candid with with with your conversation and I feel like I have my might task ahead of me it'd be you know we you know I I'm not sure I framed this accurately enough in terms of like this having to be a big you know decision I
136feel like I'll just be honest with you right now I feel like more of a decisions been made to figure this out which I feel like we have the means to do so but I think I see this as a great moment to provide more information to the board and whether we have enough of that information for any type of decision but by by April I think that's totally doable but if not by that first board meeting in May I feel like I feel like you're gonna be able to tell me you know pull the lever on this slate so that we can move forward by April so Thank You say thank you know well stay tuned for more on that one right you know the ambiguity of what's gonna happen next year because we
137just we just don't know and you know you could this could be an endowment that's someone you know that's part of someone's endowment who knows this this board meeting could be YouTubed just the right person for for who who wants to be the kind of steward for this program gr e cap here oh I'll just uh once again I want to close the cap conversation with thanking our community for their input today we apologize for being untechnical and not to get it together for this broadcast but we will be posting it it wasn't very great and we loved hearing directly from our Latino community and in their own language and I thought it was very powerful the second resolution before you resolution 780 it doesn't detail out because as always when a new information comes
138in around what you know some of the budgeting constraints for next year but and I think I've been sharing some of these with you either individually or prior to this and at a board meeting but we've been meeting with the budget advisory board a couple of times we communicated the date the March 26 as a date when we wanted to potentially identify modifications of our educational programming and one of the things that's also been helpful with that budget advisory board is for the board to be able to track the using the management tool the budget manage to kaons about created but right now in short I mean I wrote a letter there wait did you just say K and I created I didn't you to come up with there weren't you okay I mean I
139am so honored to be mentioned in the same sentence as K but you know and I and I think this the budgeted I heard were we would have had a maybe at least one more opportunity if not a couple opportunities had had not been for us penspinning with the response to to Cove in nineteen but the wheels you know I mean the budget process still has to move forward as you heard math we we were on a timeline and one of the pieces of feedback that we learned from last year's new process was that we really should have been more conservative and identified potential reductions earlier so that in we wouldn't have been you know making critical personnel decisions in October like we did this year and so we were very intentional about the the
140gathering of information and in identifying the constraints and providing us some parameters with which to build a budget to comfortably live within you know that has I think has been somewhat exhausts exacerbated by by coded but right now we've identified you know risk management pool has increased their cost to us by 25 percent which is a little over $50,000 we believe strongly that we need I believe strongly that we need to provide ongoing budget for curriculum our curriculum has again kind of been funded by the foundation which which are ever so thankful but I I believe that we need to build that into our regular budget and we have seen we're going to see a decrease right now but if we were looking next year we anticipated our sub costs going up so we would
141need to increase that budget we did you know we were on the precipice of having some subs move into full time or over that 630 hour mark which then pushes us to provide you know the health insurance the sub for them and you Matt explained that we were going through the audit process and once again the the auditors have found that our operating reserves are inadequate and they identified that we are operating only with a fund balance of 19 days worth of operating costs and the minimum recommended by the government finance Officers Association is sixty days and so I believe there's some gap there that needs to be addressed in the budgeting process as well but what this leads to is the again Matt is kind of handcuffed somewhat because he doesn't have the revenues
142for the f 203 from the state and so it's it's my you know my recommendation is that we're going to where there were I'm putting forth a resolution to you that identifies 3.5 certificated FTE but in my letter to the board it also identifies potentially 60 hours a week classified staffing that would need to be reduced in order to meet the budgetary needs for next year now a lot can happen between now and August in terms of attrition and we know that right now with certificated staff we have four staff who have identified that they are you know that they're either retiring or resigning their positions moving forward we know we know one of them one of the positions is the music teacher is Chautauqua which we know we would still need to to fund
143in terms of that specialist but in terms of working with the CBA and VTA and seniority there is still a lot of work to be done in the background if any what I'm saying is that we're not sure attrition would cover everything and we still don't know if there's still staff who may be leaving the district and inevitably there you know you you you do find out more staff between now and August who you either made a change in career or have a move those kinds of things and so right now in certificate and classified staff I don't know if it's a I don't think it's official or not but we have had one staff member identified their principal that they were looking at retirement for for next year so of those 60 hours a
144week that could potentially you know help with absorbing some of those hours and it's always our intention to be transparent and and and collaborative with our leadership teams and to try to get as much feedback as possible through the budget Advisory Board and other processes in terms of identifying priorities programs so there's still a lot of work to be done but I'm making this putting this resolution for a first read before the board for discussion right now and then recommendation or a second read in at that April 23rd so okay anybody have any comments or questions although it's late I just wanted to you and I talked a little bit about this on the phone yes I want to make sure that we brought our conversation up for sure I came to be conservative but
145I suspect a lot of you guys do my centrifuge budget and budget wise it I just have a question need is 3.5 enough to give us to maintain the flexibility that we can bring back this what other people persons if the cuts don't become necessary but flexibility in these highly uncertain times has a certain allure intermediate yeah absolutely I think if you were asking me between 3.5 and 4.0 I could definitely support that is that necessary at this time I've worked with Matt and cave I went back after our conversation and certainly it does provide more flexibility again if the board identifies or recognizer desires more flexibility around 4.0 I will let you know that we had some initial conversation among admin today that that would be a very difficult number to get to given
146what they're seeing with forecasting right now and the programming and the number of students that are that are being forecast into those classes it's kind of a another notch on the belt that we will be tightening if we tried to do 4.0 so I'm not suggesting we do it I'm saying that's all right yeah it doesn't mean we do it but we have the flexibility but it doesn't mean we have to plan to that essentially so I just wanted to raise the issue and I mean I defer to your judgment but I just wanted to raise the issue before all of us did anybody want to kind of come in on that conversation that bob was were you know 3.52 for more flexibility lastly it I think you and I had a similar conversation down
147and I was sort of landing in there too just I gesture of judgment and the work that you're doing now but I do also agree that some amount of flexibility probably helps everyone including the representative staff so that we don't have last-minute changes I appreciate hearing about 4.0 would be challenging it makes me a little uncomfortable I understand why to think about Bob what you're saying about going up to 4.0 that seems um I think I don't think we need to go that be that harsh right now yeah I know if I know mr. Sullivan he's probably already built in the padding that he thinks is necessary at 3.5 and as we all know that man that's come down to within pennies year after year so I'm kind of willing to back that horse and
148say that 3.5 has probably already got enough flexibility for what he and Slade are seeing upcoming as best as we can tell at this point hmm yeah I did I appreciate the conversation the topic bringing brought up Bob if you ask me what you know kind of what my thinking is it is still at 3.5 but again I've been very clear about supporting 4.0 as well knowing again that's not something that we are mandated to do it just is capacity okay any other conversation or discussion around or any other information that the board needs moving forward to the resolution I appreciate the letter letters thank you for an onion that's helpful yeah I don't know if this is a possible but you know as we look at enrollment and the changes of enrollment we're we're
149kind of down against budget across the different schools are we thinking of programmatic reductions that represent that those changes this not at this time the only programmatic change that meant you know that may have been embedded in some of those or would have been perceived as a programmatic change would have been something with ECAP and I don't see that right now so you know in terms of a district I re I'm thinking you're thinking like some kind of district-wide program obviously there's going to be some program that will be impacted but yeah I mean the budget is yeah it's a it's a big it's like pushing the water balloon right so I get it okay always as always though in the interim you know if questions come up or you need some clarity around a
150particular item or if anything actually if anything else comes my way in terms of you know covent impacts i think safe to say we certainly just don't know and I appreciate it I'm kind of in the same camp with Bob and that when we have a lot of uncertainty is a time to really start really kind of looking at within that within our budget so that we can really continue the great programs and and what our committee is going to expect so to the consent agenda you can have a motion on that I move we approve the consent agenda going a second wait you missed one so the board policies oh no I thought that's what we just did oh because look how late it is it's 921 No we're about to set a record
151folks I move that we approve policies number three one one five three two two five three four one six and four three one four and block I second that motion all in favor aye aye all right any new business I have a new business item so and I want to introduce the big conversation now but it is something that came to mind we we're still planning to have spring break as normally scheduled and I guess there's two part question one is can we still provide the childcare and the nutritional support that that we are now through Spring Break without lapse okay yes plans are in motion and to do both those things okay great thank you I guess we are gonna move to an executive session now for the purpose of a performance review of
152a certain public employee near and dear to our hearts sweet how do we do that say the same thing so what what I would propose is that we first ask our public we would like we're gonna kind of by rober tools we would give her like some idea about the time that we would return if we don't see if we so I would say right now that we would anticipate somewhere between 15 minutes to hour and if the public wants to stain they can stay on the line but if we see everybody move off then we could stay here if not I would set up probably a separate zoom with you that we would do and then we would come back to this zone and when we returned to the zoom there's no more business
153to cover who simply adjourn the public meeting correct right so when we come back to further actions that will be taken by the board and so this is again in review of a public employee if that's the right thing to do over the convenient thing to do well the right thing to do is to you know we would walk away to a different meeting but I can we can set up a different zoom and that's not an investment issue so let's do that let's do that and then we keep someone in attendance zoom so the room doesn't go away and then when we're done with with that executive session then return to this original URL right exactly so you just go to go to Joanie's you know our king your calendar and all right so
154I'm going to exit this meeting and then I'm going to go ahead and then send you guys a new zoom link to your email hablas I was at a place where you can go let's take a just like a just like a two minute break that's fine that take me to do this okay public and the staff for watching good night you
