foreign on Tuesday the 25th of October the time for us to open our regular Wenatchee School District Board of Directors meeting I ask all of us to stand up and say the Pledge of Allegiance foreign to this board meeting and thank you for joining us whether it is in person online or if you use the recording of the meeting later to keep yourself informed we are grateful for everyone's Civic effort and interest is the meeting is conducted in English but we do have translation services if asked for so that citizen comment may be spoken in Spanish and be repeated in English the name is and at that point my first item is to ask if there are any requests to modify the agenda from any of the board members no there being none I will

move on to the consent agenda uh the items in that are the minutes from the regular meeting two weeks ago on the 11th of October and our Workshop eight days ago on the 17th of October vouchers and payroll the Personnel report contracts field trips and the first enrollment and financial report for this year uh do I have a motion on the consent agenda move to approve the consent agenda as presented thank you Julie do we have a second second thank you Maria do we have any discussion on the consent agenda I look around me and see none and therefore I will call for a vote if you are in favor of approving a consent agenda please signify so thank you the consent agenda is approved the next item we come to is citizen comment which

is the time for the board to welcome and listen to public comment comments do need to be and have been scheduled beforehand we do have a three-minute time limit I will warn speakers um when their time is about to expire as it isn't easy to watch the clock and I believe I have all of their requests here so I will go through them in the order that I have them I invite you to invite you to come up to the microphone identify yourself the first one I have and I apologize if I get names wrong Alesis Montgomery Alexis okay okay I got it wrong do you want to go to the podium are you going to decline okay thank you then and um and then I have Roger Montgomery do you wish okay thank you

both very much and thank you for assisting um the meeting um the next one I have is dick black okay are you you wish John black to go ahead of you okay I'll consent to that John do you want to go to the pedium podium and address yourself introduce yourself my name is John Black thank you for the opportunity to present my opinion on some uh School Board issues I'll read my comments because of the three minute time limit and you may have a copy of my presentation what's gotten into the Washington state and its education system regarding CRT and what can you at a local board level do to fix it or improve our position regarding CRT look at the ethnic studies require requirements adopted by the legislature last year now teachers all over

the state are being required to indoctrinate their students with hateful racist critical race Theory propaganda what on Earth are the legislators in the school leaders thinking people all over the state see what's happening and they don't like it turn out turns out people don't like schools teaching their kids that they are white supremacists just like the rest of the country citizens here in our Valley are being growing fed up with the government's overreach you will help stop CRT indoctrination by proposing your own criteria for academic inquiry politicians and school administrators and other states deny that CRT is being taught in their schools they try to sneak that some this sort of political propaganda into classrooms but here in Washington legislators and Governor Ansley openly Embraces radical ideology last may they passed the diversity Equity inclusion

requirements that forces CRT jargon into every state classroom and now education bureaucrats are hatching plans to put this theory in motion at a time when schools are failing to teach the basics of math English and history now teachers in every subject will be forced to shoehorn in lessons about how Society is corrupt to the core with racism instead of learning about major historical moments students will be lectured about oppression white supremacy and radical racial democracy instead of learning about English Concepts and vocabulary they'll be taught about institutional racism and white privilege and instead of learning math they'll be asked to identify how math has been and continues to be used to oppress and marginalize people and communities of color and told who gets to say if an answer is right unbelievable no wonder so many

parents are upset and no wonder so many public school teachers are quitting we just heard from one who wrote many teachers I know have chosen to leave the public school system in favor of private schools that are not pushing to indoctrinate their students and are for focusing on academics and preparing students for real life beyond their school year the latest statistic shows enrollment in public schools are decreasing while private Charter and home Schools Enrollment are growing I want our public school system to be attractive to all citizens in the community I want you to stop this Insidious ideology from being included in any of our Wenatchee School District curriculum thank you did I make it directly up and dick black I now invite you to the podium good evening I'm dick black local resident I

know there's been some information provided previously on critical race Theory CRT and there was a statement in a previous board meeting a number of years ago that CRT was not being taught in the Wenatchee School District I believe that statement was a quibble a half-truth I'm here I have also been told that there's an existing superintendent statement about CRT in the Wenatchee School District however none of the above statements provides any general direction to school administrators or specific direction to curriculum developers or teachers about what should be or what should not be taught this issue has become so divisive and so corrosive to school Unity by advocating and identifying students as either victims or oppressors whatever category you fit in I believe CRT violates our community values and Community norms and that it should not

be incorporated as truth anywhere in our school system or District other districts have chosen to address this issue with a policy statement that is directive in nature and enforceable by the superintendent his staff and school principals such a policy has been adopted in several of our neighboring districts I request that our Wenatchee School District board consider and adopt such a policy as a wsd policy as soon as possible and I'll provide several copies of policies that have been adopted by other neighboring school districts thank you very much dude thank you uh I believe that is all the public comments we have for today so I thank all who came the next item on our agenda is a special presentation on special program supports and I will ask superintendent Eagle to lead off with that uh

absolutely thank you I would like to introduce Mr Jeremy Wheatley who is our federal programs director for Wenatchee School District he's going to share a little bit about some of our federal programs and how they support students in the district I'm excited to have him here this evening he holds a position I once held in the district and also one that Mike Lane wants held in the district so we're excited to have Jeremy here and present on the funding programs the the programs that are funded out of these pots of money and how they they support kids so thanks for being here Jeremy thank you Mr Eagle so does that mean am I going to work my way up to a higher position soon maybe no I do appreciate uh the introduction uh the chance

to share a little bit and my first day um coming into the district office Mr Eagle reached out to me and just to see if you know if I need any help or guidance and so he really was instrumental in getting me caught up to speed and so I appreciate that um and what I wanted to share tonight was just really an overview of state and federal programs um it's not very often we get a chance to share and so what you're going to get tonight is just a real high overhead pass as to where we are right now the different programs we have the different supports that we have in place so for some of you it may be new new learning I'm sure there's hopefully some new nuggets of information and then uh

maybe some of us just uh old hat too because I know a few of you have been in been in the in the district and and know what's going on but but uh this is my first opportunity to share and I appreciate you uh listening so state and federal programs I thought well first of all uh what are they state and federal so we oversee several grants and they are packaged typically uh through uh Federal allocation meaning the government provides us those those funds or or state and so um what that means is different just really some different rules but in general we need to know where they're coming from and oftentimes there are partnering grants so on the screen you'll see the a little bit of color coding what that just shows is a

Brother's sister Grant such as learning assistance program from the state level that is a lap and it is very much in line with some of the guidance from the federal side of title one so oftentimes you'll hear title and lap packaged together in the same conversation that is because they serve very similar needs the same can be said about uh transitional bilingual tbip on the state side there's a federal counterpart as well in the name of title III and they are in service of our uh bilingual students in a couple of different Avenues from the very basics of intervention to actually uh supporting full-on dual language programming such as early exit or what we have at Lewis and Clark um another another package set of Grants is uh our homeless funding we're able to to

fund two full-time uh homeless Liaisons and one from the state side on HSS EP that's the acronym but then again the federal counterpart McKinney vento uh a component of Title IX and so uh the grants I've just listed there as just kind of the big buckets if you will of some of our funding and so we do have an assortment of smaller grants on both sides of the state and federal Matrix but this hopefully gives you an idea of of how they work together um and so we'll get into that in a little bit more detail in a moment either way these are also referred to as categorical funds these These are funding that based on the category that they are meant to serve we have to be very careful about how we use these

funds so in general if we take a step back in general state and federal programs right now accounts for about 13 and a half million dollars in total we Fund in part or fully 180 people about give or take a few uh some of the grants are shared with our private schools there's some rules with some of our federal funding that uh are in place that we collaborate very closely with our four local private schools um as they basically they express an interest to partner on some funding and then it is Our obligation to reach out to them collaborate and make sure those funds are being used appropriately either way each Grant uh has its own set of strings attached and with that means you have specific intents of the grant outcomes for the grant

and of course allowable expenses and that that becomes really the hardest part of uh managing um managing these these grants so why is it important well I think it's important to understand that categorical funding has to be spent in a very specific Manner and if without that understanding it's too easy to sort of lump all the funding sources together and so we have 13 and a half million dollars but it can't be mixed in with everything else that's happening in the district we have to treat it very specific for its intents and purposes either way most of these grants serve two primary purposes one way or the other and that's around student achievement or various opportunity gaps the graph the grants they must supplement what the district is doing so again with categorical funding we

we supplement or enhance if you will what is happening with the Bea General funding uh we have to evaluate the needs related to each Grant we have to validate and verify the uh the legitimacy of of the activity because we will be audited uh we have to ensure that the outcomes are are being achieved uh through reporting at the end of the year now every Grant has usually a different set of rules a different way to report those outcomes but this is just gives you a sense of the monitoring that must occur with each Grant so a great analogy in the business is that of a of a cupcake so if if you would think of Bea so your general fund budget that is that is the the cupcake all by itself just plain and

so that is that is the funding that each building is going to have so every building needs it needs a classroom teacher every building needs at least an administrator and a custodian and etc etc the teachers need curriculum right so it's going to be the standard math curriculum the standard reading curriculum it's whatever we want every classroom in every school to have on the most General sense well I don't know about you but I did not learn the same as my peers and so we have students who don't learn the same as their peers and so we use state and federal supplements to to sort of address some of those needs maybe it's a learning a learning need um and you might see it in the way of uh maybe a parapro helping in the

classroom maybe it's an intervention specialist that specializes in the area of literacy or math maybe it's a coach that comes alongside teachers to help them teach in a way that that is that makes the education more uh more achievable by all of the students but we always we always think of it as the icing on the Cupcake we are going to use these funds to enhance or fill in needs that otherwise Bea cannot address and then we have sprinkles again we have mini grants we have many grants in the system and so we have sprinkles we can add to that frosting and then if you're a really lucky School you might get a cherry to put on top and uh even even knowing the state of of some of the work uh that lies ahead

for us it's possible that this cupcake may become a mini muffin uh come the spring but that's okay we're going to continue to have icing and uh sprinkles to put on that and we'll make sure everybody gets what they need one thing that's very critical is we aim for Equity we have seven elementaries three middle schools two high schools and a couple of different alternative programs all of them receive some level of categorical funding obviously Bea is supporting these these uh buildings we then supplement what Bea is doing and we try to do it in an equitable manner that can be very difficult because each school once you begin to take a look at it each school is very very unique and different we have seven elementaries uh and this is what this is just

an example graph of some of the information that we use to sort of evaluate the various needs of each building there they happen to be in rank order from largest to smallest from left to right and then all of those bars uh are a very different data point that we look at to supplement the Bea funding the reason we started going to this approach because it's it's not perfect uh but it gave us something to reference something was better than nothing and this allowed us to look at each building side by side meet with principals side by side and begin to work with them with them about where is it their needs are because each building has a different set of needs and so this is just this this we refine this process every year

uh but it's necessary for transparency and it's necessary to make sure that we get the support where it needs to be and so uh again this is just an example but this work really starts in the spring we we begin to measure our needs in the spring as we plan um for services Staffing and programs for the next fall so if you ever get a chance to join a work session in the spring it's uh you can learn a lot so the important thing the most important thing is how do how do these programs assist students we've sort of hit it uh in general and uh we'll kind of continue that theme um if you don't mind but basically we we spend most of these funds typically uh in in terms of Staffing and resources

so the this is a laundry list of different resources and Investments that we make with our categorical funds that that touch students directly we invest heavily in intervention we invest heavily in language acquisition we have a high uh percentage of of second language learners and they need they need the appropriate supports to help them learn and access education similar to their peers uh intervention is primarily in the area of literacy at the elementary level although we do service math and then of course uh multiple areas at the secondary level middle school and high school family advocates and parapros are a big portion of our funding family advocates are absolutely essential in reaching some of those families that need help beyond the school you know that we have family advocates in each building and they they

are tasked with identifying students that need assistance in in ways perhaps that are not academic they partner with families they're out in the community making home visits they're at conferences uh they're they're valuable they're invaluable to to reaching out to our families we have coaches in the system that are specifically uh tasked with improving instruction one issue we're running into is intervention the funding is not cannot go far enough and so we're asking more and more of our teachers to do smaller interventions during their regular class uh to make sure that the students that are that are getting additional intervention services are targeted uh knowing that we can do a lot in the classroom itself we spend um around math and literacy a lot of supplemental curriculum we have online resources that are used daily

throughout our system we use it for data trackings you may have heard it or might look familiar Lexia iready Etc Apex is a system that we use for high schoolers to get credit retrieval again students who maybe are credit deficient or or or need to get back on time that's what they do we use that and it's it's it's very it works very well for a certain population of students and on down the list these are all the Investments we make that's that serve kids directly and so one thing I'll notice you might know their summer school we we invested between multiple sources of funds over five hundred thousand dollars in our summer school this year not sure if we can do that again uh but it was just leveraging every available dollar to make

sure we had opportunities for students camps field trips Etc uh we just try to remove any barriers close any opportunity gaps the best we can and by the Numbers we have approximately 7 200 students again the reality is 60 of those at any given time and any given grade level are are likely below uh proficiency in their learning in regards to reading and math that's that's a large uh intervention group that needs to be addressed on the bilingual side again bilingual tbip you might recall and trans and title III we have over 1600 students that have qualified for bilingual Services I guarantee you we don't have enough money to meet the needs of all sixteen hundred 1100 migrant students and over 600 students experiencing home homelessness this is another issue that is on the rise

uh year by year it increases but this just gives you a sense of out of the 7 000 students in the district this gives you an idea of how many are being identified for various categorical Services right categorical supports but we try to intervene in a way that that nor they nor their peers know that anything is going on our whole goal is to make education uh just as effective and rewarding as their peers who maybe don't need these Services would experience and then we couldn't do it without the team if you've been downstairs this is the special programs uh Team so special programs or state and federal kind of synonymous uh on on the left we have our two homeless Liaisons these two are out in the field ensuring that students who are experiencing

homelessness are getting the the supplies the resources whatever it is they need to get into school get into a safe place and uh removing barriers for that the next two are Chris and Angie these are the two director secretaries that really are are the the lifeblood of the department they make sure that all the student data is being processed accordingly and Angie does all of our purchasing all of our HR and uh and tracking of budgets Etc a new addition I had to he's not uh you know hasn't been around for with us but he's been in the district a long time Mr Lopez uh when when Nadia Bush who was my counterpart went to the ESD we adopted Mr Lopez and he he is overseeing dual language specifically uh dual language and and migrant

education those are kind of his two big buckets at least for us and then we have it we have a receptionist there uh hope Mejia the next two Teresa and Rosie they are every day tracking down those 1100 migrant students updating all of the information because the state does require a great deal of data on the migrant side and we couldn't do that work a matter of fact we can barely keep up with some of that but they they work very hard at doing that and then lastly on the far right our two assistant directors of mtss Amber Burks she she oversees uh secondary and Heidi busk the elementary these are the boots on the ground ensuring that the the coaches that the intervention Specialists that the El Specialists that some of those at those

activities that we tell the state and that we tell the Feds that we're doing those two make sure it's happening and it and none of this could be possible without without this team right here and I can tell you of all the student all the students from this list they all interfaced with this crew at some point in time throughout the year so uh always want to bring attention to this great group anytime I can so with that I just want to thank you that's kind of again a high overhead pass but I just wanted to give you an update on state and federal programs and hopefully you learned a little something tonight and always pre you know I'm always available if you want to stop in uh downstairs at any time great great I

have a question okay thank you for the informative uh presentation I really appreciate that so on your graph aiming for Equity we have the color-coded bars related to each school um you know I could understand most of those categories Hispanic low-income bilingual special ed Mobility students two or more below grade level and then we come to the Washington State Improvement framework here so can you simplify that yeah so they're the that is a complicated basically the the the state rates the effectiveness uh of each School based on a series of multiple factors multiple factors and so the the reality is we have schools uh across the state that are performing very well uh and that that have room for growth and we have so so that that that framework there isn't a necessary a score

connected to that framework because what you end up seeing is as schools overall picture relative to multiple data points what I did is I just rudimentary gave that a number that could be graphed what you're seeing there are basically a an evaluation of schools that in our district the state sees as high performing versus that are in in more of a continuous Improvement and so the the reason we did that is because that's a variable a factor that must go into play when we think about where do we need to allocate our resources we want to make sure that the schools that need the support and that's one of those variables if a school is in Improvement and we have we have three uh we have three schools in Improvement in the district two of

them are elementary schools we just want to make sure we're supporting that work and so I want to make sure that that's a variable in the assessment and so the the actual graph it just basically shows high medium low it's kind of it's a real simple way to look at that high medium and low and so if if you're high you're higher performing and if you're low you've been you you know you're you're in Improvement so it's kind of a also you want to take that with a grain of salt because the other reality is with covid that assessment is based on I believe 1920 data so it's kind of out out to date uh but it's the only thing that was available and so that's what I used thank you then just to understand

that high blue is low resources or high resources from outside the district the it it the hives of dollars oh well the the high just just meant that that they were a school that that was high achieving High achieving performance and then but the other ones are related to need and therefore dollars whereas that not necessarily not not necessarily we don't we just this is just to evaluate need and then what we do the next step would be to work with principals on what are their goals for the next year then we allocate dollars uh accordingly and so and there's yeah so that all that does is show us where's the need then we talk about allocating funds and support Jeremy are we required to share some of those grants with Charter School like we

do with public schools well not that I'm aware of on the private school side basically every spring when when because we have to reapply for these funds every year when those uh the preparation for those applications the private schools must uh register their intent to participate so when I look at it from from my side all I see are private schools and the charter schools charter schools are not on there so I don't know I don't know if it's if it's uh required I'm guessing if it was they would they would be on the list and they're not thank you are you seeing any um funding resource limitations in some of these grants and state funding um luckily what we've you know the I I would say not yet not yet the these are typically

driven by um by by enrollment so some of the some of these funds are going to naturally decline as our district enrollment declines the other issue we have an increase of students for example with our bilingual population so as that number goes up bilingual funding uh should follow so it sort of just follows the need uh luckily the the funding that the big buckets that you saw are are stable funding year to year so Nothing's Gonna just drop off um but it is something that we do have to be careful I mean we have so many you know I mean the reality is like any budget for schools most of the the funds are connected to people and we try to be very mindful about not over committing because we know that it can change

year to year even though uh right now all indications are maybe a slight dip simply just because of enrollment I think you covered a very complex topic and I know I don't attempt to understand that but get the general aim and objective and I'll pass on a thank you to all of the people I think it's not just your own department but in the buildings themselves that have to be meticulous in their record-keeping in order to comply and maintain those programs so thank you oh you're welcome very welcome have a good night thank you Jeremy and the next item on our agenda is uh the first read of policies so I will turn it over to build uh on behalf of the policy committee great thank you we have a few policies to look at

tonight 5011 which deals with sexual harassment of District staff and this is uh a revised policy that clarifies when the district responds to a formal complaint of harassment involving staff the district must follow the detail the Title IX investigation process that is actually set out in one of our other policies 3205 uh and the procedure in in 3205 we also have policy 4210 on the DACA tonight which is in relation to the regulation of dangerous weapons and this is an update that's based on House Bill 1630 which deals with the possession of weapons in certain locations in particular school school grounds and Wasa has revised the model policy for 4210 the updates include more restrictive language that was optional in the former version of that policy and is now incorporated into the language of the

policy however our policy already included some of that optional more restrictive language and then a group of three policies that I'm going to lump together because they are all based on the same house bill House Bill 1699 these policies uh related to that legislation provide increased flexibility in the number of hours that retired employees can come back and work in the district without an immediate impact to their pension plans and the provisions here provide a way for the school district to hire experienced and highly qualified bus drivers para Educators teachers and other professionals who've retired from education without an immediate impact on their pension plans for a certain number of hours so the number of hours that we can bring those folks back was increased without an impact to their pension plans that is a

high overhead pass policy committee do you have anything to add to what I just shared for these okay anybody else have any questions were there not a couple more on the sheet that we were supposed to review in first reading we we did take six uh 6700 off to do a further review with our food service staff and and some of our other staff to to make sure that um we had a a good look from the people who are directly related to that so that had been on the docket prior but we did pull that one for first read yep and then I had a safety review request I apologize I got to a bit late on policy 4210 the word exclusively used for school purposes I don't is in there and to me

I was a bit confused and I wanted to make sure that there wasn't an unintentional under in policy 4260 uh school facilities may be used by the community I just want to make sure that that doesn't create a situation where premises are not exclusive and just make sure that um those two policies are crystal clear on that aspect of it I think the intent is there but I before we get to second reading if uh I would just want to make sure that that detailed wording is um per the intent great okay so I before the second readout we'll check on that I'll look at the other policy and respond to the board on that and maybe if it doesn't want to change it's the facilities are being used um for school activities or or

wall school activities are taking place because there may be some nuances in the law where we can't necessarily restrict if it's school property but not being used at that time for a school purpose I think great I will follow up on that okay thank you very much I'm gonna put these underneath and we move on to the action item on the menu which is the Professional Services agreement with search consultant McPherson and Jacobson LLC uh our negotiating Committee of Maria and Laura work hard and we have I look at Julian said Laura I'm sorry okay I I'm sorry I look at Julian say Laura I'll get it right eventually uh sorry about that uh they worked hard and I think we're looking forward to this so I will then ask if there is a motion

to approve that agreement as presented in the package it's a little self-serving but from a motion to approve the Professional Services agreement between Wenatchee school district and Mike McPherson and Jacobson LLC thank you Julie do you have a second second thank you Laura um and I'll turn Laura and call you Julie sorry um I apologize for that I'll bring it down to a more professional level uh but uh no thank you is there any discussion on this agreement there being no discussion I will then ask for uh uh vote as to whether we approve this agreement or not those in favor please signify so by saying aye aye we have now approved our search agreement and as I've been doing as we work our way through this project I want to follow that up with

giving you uh information on what are the next critical steps that we need to look forward to and publicize it both to the rest of the board because we had to work a lot of this by committee and to the community at Large uh the first thing is we intend to schedule a special board meeting at six o'clock a week from now on November the 1st in which the Consultants will present and launch their process that'll be the critical launch uh meeting and they have given us a preliminary agenda uh they will introduce themselves and give the expectation of the search they want to establish the calendar for the search and I'll leave ahead a little bit that continues actually rather do my final paragraph now because the search continues through this year and then

in the first months of next year there's the Recruitment and application process taking place followed by selecting and interviewing the finalists followed by hiring the superintendent probably say first of April or thereabouts who will take office on July the 1st 2023 so that's the timetable and calendar that they will be presenting uh they will present options on advertising in addition to networking which the board will need to consider they will present their concept of how we go out between now and I think the intention is to complete this process by Thanksgiving to do what we call Community engagement which is where our an array it'll be a survey for everybody to participate who wants to there'll be a couple of forums I believe both in Spanish and English and there will be smaller and perhaps

some larger groups to accommodate all different kinds of stakeholders and get their input I'm going to talk a bit about that later down but that's they will present their kickoff on the stair stakeholder group part of it and that will lead to establishing selection criteria which will be used when they receive applications present them to the board for review and later on they will also also introduce their perspective on appropriate compensation which will be both something to go out with to inform potential candidates and obviously for us ultimately in the contract it's a budgetary issue and then they will ask for additional informational questions as I say that is a preliminary agenda for the the special meeting intended to be a week from now so everybody is aware of the general topics before that hopefully

tomorrow and the next day they will do individual interviews with board members um and the purpose of that is so that by November the 1st they've got to know the board members the board members have a better feel so on November the 1st we will be asked questions uh and we may have to uh give guidance to the consultant as well and we don't want to go into that cold so this gives us an opportunity to warm up a little bit and also it gives the Consultants an opportunity to get five different people's preliminary input on the kinds of things they might want to look at um I'll go into the arrangements that we'll follow for the stakeholder Community engagement meetings there'll be focus groups and forums and the survey Arrangements will be made between

the consultants and Kim white who serves as our contact person and communications director Diana Diana hagland they've done this before and they will actually take charge of that the answers to the Consultants questions and what they hear from the community will be put into information that the consultant uses to create their version of a desired profile for the next superintendent which they will present to the board and the community will see it at the same time it is very important for the stakeholder meetings to receive information from all parts of the Wenatchee Community students School District staff families and Community representatives and organizations of many types this information gathering will be done in English and Spanish to this end I really really encourage in participation of anybody who's interested you will find out how it

will work in the next 10 days or so um I ask immediately because it will help Kim and Diana board members to send Kim and send it to Kim because she is the Hub of this system uh suggestions for people and organizations who a board member thinks fill an important stakeholder role so we can help jump start that and and get more people's input to do the very best possible job from our side uh I said earlier we proposed to complete this community engagement process before Thanksgiving and then uh that will be an initial profile they will get the word out uh in time they intend for the holiday season when people will be paying attention and then we'll move into high gear with the consultant doing recruitment getting applications ready and work for next

year that is an outline that I wanted to present from time to time even um I in future board meetings I will and the board as a whole will attempt to keep everybody informed at that point I'm going to pause and board members want to ask questions um make comments go right ahead it seems that you have a copy or kind of as you said an outline and I I understand what that you're saying that November the 1st will get an actual timeline from the consulting company would it be possible to get your your generalized outline now or it's at some point very soon so that we can kind of put it together more clearly the the timeline that you're speaking of even before we get the exact timeline you're asking me a tough question

because we had an outline in our request for proposal the way the system works and I find this a little not the easiest path to negotiate is the consultant presents what they recommend as their efficient timetable and a week from now we will look at that commented on it and then it will come out so I don't actually have a timetable I don't know any more about it than you do I probably know a lot less things how I was not on any of the Committees no I so I'm trying to do a setup job so that you come to that meeting with the best information but it is that is the situation right so is this just an outline that you this generally the consultant sent me titles no nothing behind the title so

we know what the topics are going to be we need we need to think about those topics we can look at the RFP and think about you know what we know about that and that's why it is it is an important meeting and I've not been through it before I think it's something that um we we will need to Handle by learning solving working together if we've got to have some follow-up to tidy up we'll see what happens next on the first of November Laura do you have a comment on that no but just to be clear no but I'm gonna make one anyway I guess that's what I'm saying foreign the RFP that you referred to had a timeline in it so that's the timeline that you're currently working for from essentially yes which

we all received yeah that's where we're walking off we all received that yeah we've all got the RFP and and it's a public document but then the way it works the more detailed program and we're actually running uh I think a week behind that schedule I was trying to get the contract done in one week not two and so uh but the next stage the consultant is the professional that's part of what they do for a living they work that program okay if that's the case thank you very much we will attempt to keep you really well informed and we will all attempt to come prepared and alert for a week from now and um thank you very much the next item then bill is your superintendent's report excellent thank you I've got some good

stuff here uh tonight uh we have the all district musical SpongeBob coming up I had the chance to go behind the scenes and see some of the incredible sets that are being created for this show it's going to be spectacular congrats to our very own Jennifer Devereaux at West Side who has been helping with directing the show I'm looking forward to seeing our students in this performance and for the board and the public the tickets are on sale now the show runs from November 10th through the 12th and also from the 17th to the 19th and I hope to see some of you there next week is a busy week in the district parent-teacher conferences begin on October 31st and run through November 2nd next week staff are excited to have families back in the

buildings to host these conversations as a result of conferences there will be no school for students during those conference sessions and our classified staff will have the opportunity to participate in a variety of training sessions next week during those scheduled conference dates and also want to make the board aware that two of our fourth grade classrooms as well as some students from west side and Wenatchee internet Academy were selected to participate in the unmake a bully project uh this involves the creation of anti-bullying public service announcements that is happening this week they're working with uh the fourth grade students in Olivia forsberg's class at John Newberry Elementary Cynthia Mueller's class at Lincoln Elementary and also a group from west side with Heidi Monroe that is in collaboration with some of the K-8 students from the

Wenatchee internet Academy the videos will be shared at a larger event at the Numerica Performing Arts Center along with the videos created by some participants from Indiana cashmere and this is a great program I look forward to seeing the work that is being done this week on those public service announcements and just an informational item somewhat related to Jeremy wheatley's presentation earlier our district was selected by the office of superintendent of Public Instruction so ospi to participate in a Consolidated program review this year and that involves an ospi review of our state and federal programs which in part is some of the information that Jeremy presented tonight and it is a monitoring process that will assess our program compliance and alignment with some of the state and federal requirements that Jeremy talked about tonight and

we'll be working with ospi as partners in that process to focus on program improvements with student outcomes in mind that will Gear Up in December and culminate in some desk visits from ospi will be providing information to them about our programs and how we comply with the state and federal requirements over the next several months we put together a team to work on that with the team from ospi so looking forward to to seeing how that comes out and that is my superintendent's report for tonight well that's a lot of meat on that report yeah okay uh time now for board communication or questions for Bill first it is well I have a couple things um I was able to meet with them principal young and principal Avila and those were great great meetings got

to spend an hour with each of them um just Mr Avila's got a big big shoes to fill I'm replacing Mr um uh Lopez no yes Lopez but but he is really uh in gear for that and and and excited about it and I think has been a great um interim superintendent for them and it was really also neat to meet with Mr Young he's been as you know that he was the superintendent of Orondo and just um um great experience and really uh is exactly I think what that school needed so although I was not in the um interview process like you were it's I can see very clearly that uh that he was the perfect fit for them so that was that was good and then finally more importantly even the band competed

uh at Everett um the 34th annual Puget Sound Festival of bands preliminary Class A the band won first place so I have a picture of their trophy in their plaque and and those kids played in the absolute pouring rain I mean absolutely getting Deluge like like you and they still won first place I mean they I cannot tell you how hard they work they do something at the end of of the competition which is all day long they got on the bus at four they drove away at four A.M that they got on the bus before that they they work all day long they do the preliminary then they listen to other bands play and then they hear the results and they go back and they do their practice before and they go and play

again and at the end of the night they do something where every single band that has participated and it could be up to you know 20 bands lines up and they all on the track and they pass each other and the most incredible thing you've ever seen I don't know how more of them aren't knocked out and knocked down because they're they're running past each other with all of the colors of their uniforms and they did all that after being out there for hours and hours and completely stoked I just can't not say enough about Mr Kovac and the team that works with him and how much those kids do and how hard they work it is amazing so congratulations to them I do have something to say so I'll go right ahead I want

to report to the board and to the community that we recently completed a quarter review of the superintendent's goals and superintendent Eagle will give her a summary of his progress report at the board meeting on November the 8th so we can look forward to that I want to explain uh because it's a little different the normal process that we use is in about March with reviewed by the board the superintendent sets goals for the upcoming year and then we follow that up with quarterly progress reports and updates and finally a year-end uh executive session these are all executive sessions as Personnel matters ending in a year-end performance evaluation for the superintendent and then that feeds to contracts and and and new goals for the next year goals this year uh at the beginning of this

calendar year we're set and focused on completing key benchmarks from the Strategic plan and that's important because we said that was the important work for the next 12 months as we move to uh our next stage which is actually a contracted services for bills interim superintendency we actually are contracted with the north central Educational Services District so it is not a Personnel issue it is a contract issue so we want to do the same thing to make sure that the goals work the progress works and the contract set it up so that uh two board members sit down once a quarter uh the president and then one other board member that we rotate through so that's basically what we did also in the presence of Michelle price the superintendent of the ncsd uh filling in

the role of the contractor I do want the purpose of the quarterly meeting is no not an evaluation we do that every quarter to make sure we're on track we're achieving our aims we help the superintendent he shows us that he's doing more than he promised to do take stocks which is true in this case and we look into any corrective actions so that we work together so that when we get to the evaluation at the end of the year we're really focused on success so it was that kind of how to do better and how we're doing meeting and I've got to say it was very it was a pleasure being in that meeting uh it was excellent progress uh something that I like to see in these meetings is not just performance evaluation

but new things come up a new emphasis all year round and um it's important I think to recognize them and incorporate them we're not we don't have a static once a year snapshot and so I want to congratulate uh superintendent Eagle because he's uh responded to the heightened importance of budget planning and decisions that's developed during the last six months and having got the Strategic work in good progress he is going to give enhanced Focus to the budget and I think that's very important for us and very welcome and then the last thing I want to say um is um me to everybody rally all of us employees students the community at large and the superintendent himself are living and working in a time of exceptional demands we know that everybody is ambitious everybody is

being pushed and I thank everybody for that extraordinary effort and as we look at this we talk about goals and striving we've got to make sure that every component every one of us maintains our strength physical and mental well-being as we go forward I think and I'm taking my own managerial experience about this when you work on this you maintain things for the long run and I think I want to recognize you know we've looked at this tonight's newspaper talked about math results for the whole state we are all working together working really really hard uh I just want to say and that's something that we discussed in this meeting is an important organizational thing we have a certain amount of energy we want we don't want to in any way restrict our Ambitions but

we want to make sure that we respect everybody's energy mental and physical limit and that we work and keep everybody be performing for the long term the other thing I want to say is last Monday's Workshop was on social and emotional learning there was an excellent workshop and highly effective and at a slightly different take I took on it and I also take it from efficiency outside world it's about learning how to regulate yourself manage yourself similar to what I just said about keeping within your energy limits so that every student has the ability to learn the ability to improve their work skills they're not just study skills it's not just propping something up if you do training in an Enterprise you work on that to teach your adults how to do those kind of

things and I think that's an aspect of Social and emotional learning that I think we need to really stress it's a fundamental capability to achieve what you can and I thought that came out in some of the comments particularly in the middle school section as they emerge towards maturity and I was struck by that in the workshop I want to thank everybody for the workshop and you've heard enough of her knee for now so we now move to Executive session the school board will recess into executive session for a period of 30 minutes I'll say beginning 705 to evaluate the qualifications of an applicant for public employment or to review the performance of a staff member pursuant to policy District policy number 1410 and RCW 42 30 110 this discussion will be closed to the

public the school board is not expected to take final action following the executive session thank you the executive session is extended for an additional 15 minutes it is 7 50 p.m and the board meeting is now adjourned the executive session is complete foreign
