How much should that play a role? How much should I, you know, multiple conversations and reach out to other? >> All right. I would like to call to order the board of education meeting. Uh, please stand for the pledge of allegiance. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> Thank you. >> Is there a motion to approve the
002agenda? >> Second. >> Any discussion? All favor say I. I. >> Motion carries. Roll call. Find us present. for our exciting meeting tonight. Um, next I'm seeking a motion to approve regular board of education meeting minutes of November 25th, 2025 and close session meeting minutes of November 25th, 2025. >> So, second. >> Any discussion? All in favor say I. >> I. >> Motion carries. Um, next we have our student representatives which I see one. Oh, two. So, we have from South High School, Emma Martinez and Asia Clipton from North. >> Did you guys rock paper scissors? Who's going first? >> Yeah, Emma's going first. >> All right. Well, my name is Ernie Martinez. I am currently a senior at South High School. Um, I am also class president of the class of 2026, and I
003am very excited to be here tonight. Um um I have currently I am enrolled in a rising phoenix program. So alongside my diploma, I will also have my associates degree. Um if you're unfamiliar with what that program is, it is an opportunity for individuals who meet a certain criteria such as coming from a mixed background, otherwise having certain household income as well as being first generation. Um I personally fall into the first generation and mixed background category. So, I am currently taking a bunch of classes at our campus in town here as well as um some CAP courses at South while some online courses as well. So, it's kind of a quite a load, but I do like it a lot. Um uh future plans for me, I plan on majoring in political science um
004with a minor in pre-law or Spanish. Um I plan on going to either WMadison or Loyola University in Chicago. They have very great political science programs. Um, so enough about me. I probably should get into the um update for November for my school. We had a very positive ending for our fall sports. We had two state qualifiers from the girls swim team. Um, Olivia Nolles and Kennedy goes very exciting competition to watch. I went and watched it and it was very good. So um this uh this November we were um able to host the Veterans Day program on November 11th. very good tone turnout. We had a bunch of um veterans from all different branches of the military. Um I was able to MC it and my board was able to create posters and postcards
005for the veterans as they walked in. So it was really exciting to see their faces and you know show our appreciation for them. Um our musical season just ended with uh the Lightning Thief by Percy Jackson. Um it was hosted at North this year. I heard it went very well. Um on November 19th we had a our national honor society induction with a great speech from Kurt Zimple. And then South recently has started a new activity activity called Redwing Time. Um the per the focus of this is to build community and connection between students and faculty uh through activities that are designed and created to engage. Um we just had our second one this past November and hosted a variety of activities such as crafts, games, studying, etc. I was personally involved in our Spanish
006club and created crafts for um that club ending up in our Spanish teachers room. Um December 19th, we will also have our Redwing time as well. Um followed by that, we will have our North South pep rally to kick off um winter break. Um following uh the next Saturday, we will also have the North South basketball game. Um since we switch conferences this year, this will only be this will be the only North South basketball game. So if you're looking to come, it is going to be December 20th. So, um, following our pep rally, we will have, um, what we like to call activity day. We did this once last year. Um, it is a way to promote a lot of our clubs. Typically, they have a lot of bake sales, um, activities going on.
007Um, we will also have things like open gym for sports activities, um, movies, and it's basically just like a fun day to kick off, um, holiday break. Um, on the topic of sports, all of our winter sports are in full swing. We have boys swimming, gymnastics, boys and girls basketball, hockey, boys and girls wrestling. Um it is our competition season for cheer and dance and is also our competition season for forensics. We are also in our winter concert season. Uh we just recently had our orchestra concert this past Monday um at South. Um I was involved in and it went really well. We were able to have a combined concert with um our middle school students from Farnsworth and Horseman, showcasing each one's talent. Um and then today, this morning actually, um my chamber orchestra
008was able to go on tour with the South High singers to a variety of nursing homes and schools just to spread some holiday cheer through some music and it was really good. Um, for upcoming events, I would say we have our Three Sheeps Holiday Gig hosted by our Jazz One Ensemble this Friday from 6:30 to 9:00. So, if you're interested in listening to some good music, I suggest you come out. And then next week following, we have our choir concert from 7 to 8. I would say that pretty much wraps up what um happened in November and the upcoming months. Thank you. >> Thank you. Any questions or comments for Emma? >> Fantastic. Thank you. We're so proud of them. >> So, no other schools besides um Wisconsin like Lo Lyola, you said? No. >>
009Yeah, I guess she can go to good schools. >> We're hoping a badger. >> Michigan law would probably be all right. >> It would definitely be all right, but I won't I won't do it anymore. >> You wouldn't let her do that. You're going to be a law school. It's up there influence your >> I'm sorry this I'm sorry >> you start professional >> just in case somebody wants to be a Supreme Court justice or something like go >> yes >> definitely a boy machine >> any other um I live that >> well thank you miss >> thank you >> all right >> okay my name is um Asia Clifton I'm a senior at North High I'm current vice president of student council Vice President Eyer. Um, I am a senior. I think I said
010that already. Um, I'm sorry for being underdressed. I just came from dance practice. Um, for Synergy, which is a K-pop dance group, um, at North, we perform at pep rallies and then expo. Um, a little bit about me, I guess. Um, I'm not involved with the Rising Phoenix program. I was able to, but then I had complications with surgery and everything regarding my eyes, so I was not able to do that. But um I will be graduating hopefully with 27 college credits if I pass all my AP tests and I'm going in for environmental engineering. Um I applied to Cornell, Howard, um Michigan Technical College, we >> take it. That's the up >> Rochester Institute of Top um technology, Steven Institute of Technology, Lyola Madison, and then UT Austin. Um so yes, a little bit
011from what happened in North after our um homecoming to wrap up fall sports. I we had a couple qualifiers for state in tennis. Um TJ Bates and was for singles and then there was another doubles duo Julia English and then her partner. We had a cross country um state runner up. Um Casey Livingston, he is um a senior. And then TJ Bates is a junior and Julia English is a senior. Um then after that we got into our volunteer day which is um when around when our underassmen had their preac. I'm pretty sure it was um or we just had a day off. I cannot remember. I'm sorry. But um over 200 students volunteered um for either making blankets, warrior cards, food bank sorting local nursing homes, food drives, uh Nourish Farm did some activities,
012helping adults with special needs at RCL's, um helping sailing centers, and then just other cleanup activities. We also did some tree planting through our Botney and Interact Club. Um, back with the musical that was hosted at North, the Lightning Thief. We had six shows in total. Um, Urban came over for a preview during the day. So, there was like a matinea and the North students also had um a matinea to come watch. It was a good turnout. They had a lot of fun. The cast and pit did amazing. Um, I wasn't put pit orchestra but not for this one, but I would say this was an amazing show. Then we hosted a our second career expo. We did one two years ago which um over 50 companies and organizations came to connect students. So either
013volunteering with um work or then college I know LTC and then Lakeland came. Um basically all students were given 30 minute opportunities to spread throughout um the day and explore. Um I know a lot of students um got volunteer opportunities and then um future careers along with schooling. Um it helped connect a lot of our medical students in medical fields. Um lunch was provided by builder group to all students, staff and then organizations. We got free hot dogs, chips, water, um things like that. And then um that was November. And then recently over this weekend, we the student council um we had our first seven our 20th annual annual or 17th annual um holiday breakfast. What it is is um we give back to our community. We make a free breakfast for the whole community
014to come eat um regular pancakes, chocolate chip pancakes, sausage, bagels, coffee, juice, milk along with crafts. We have a kids station for them to do crafts. We have a Santa station for them to meet Santa. And then our Northern Lights, jazz band, and orchestra perform. We also take donations. So we raised over almost $700 for um Safe Harbor and then we um raised 600 pounds of food to donate to the food bank. Uh we served a lot of people. More than a thousand people attended. We ran out of pancakes a couple times, but we were able to um get back onto that. Our orchestra concert was November 24th. They did a tribute to Michael Jackson. I heard it was phenomenal. Um our choir concert was yesterday along with Urban's choir concert. Um they kind of
015do like a dual type thing um in our auditorium with our concert our choir which also includes mix choir and then Northern Lights. Northern Lights has been on a couple tours already. They do tours to different middle middle schools and elementary schools um to sing and then teach kids about singing also about teaching kids. Um we have a club for it's mung empowering youth. So they do culture tours and they provide a lot of um elementary schools with learning about the m culture. And then we also well North hosted um the annual monk new year um our jazz and our jazz band and band concert are next week Monday um which is December 15th at 6:30 and 700 p.m. Um and then three of our students, Tyler Bang, Donis Herdic, and Jaden Amber, um for
016the won the stock market challenge at Johnsonville. And then to wrap up this month before winter break, we have our spirit week next week for North South. Um our spirit week is the 15th through 19th, Monday and we have our different themes. So Monday is Adam Sandler, Tuesday it is no, Wednesday is Twin/Dynamic Duo, Thursday is Santa's Helper, and then Friday is Blue and Gold. Our pep rally is the 19th. Um last, not last year, for homecoming we had about 700 dress up days, not 700 dressup days, 700 dress up counts in the whole school. Um we're hoping that more people dress up than that or it'll be at least around the same. And then our north south game is on the 20th. All I have to say. >> Thank you. Anyone have any questions,
017>> comments? >> Just how clear it is that you're both so connected to what you're speaking about that you actually are really demonstrating your student leadership and very grateful to see and it's really impressive to be able to speak based on notes on your phone. >> Yes. Yes. >> Anyone else? Well done both of you. >> Thank you. >> Excellent. >> Yeah. Thanks for being here. >> Well, enjoy the rest of your night and >> have a good holiday. >> We'll see each other again. All right. Is there anyone here for Community input. >> All right. All right. Next, we have the superintendent report. Dr. Conrad, >> thank you. you heard from me uh two weeks ago and we just heard uh the vast majority of what has happened in the district from those two.
018So I'll keep that part short on my end. You did receive uh an email from Jenny Jill about the holiday concerts. Uh you're certainly welcome to attend any of those if you'd like. So please check a few out if if you're able. Um they're always fun always fun to see the kids up there doing their thing. So, a lot of effort and time goes into those and our families are appreciative and we're appreciative of all the time that our staff puts into it. So, we're excited for those. Um, the other thing I want to speak to you a little bit about tonight is a letter that's going to go to our teachers tomorrow about our budget. Um, and um, really this is coming from a place where if you're following K12 educational news, you probably
019just saw Ashkosh came out and said there's somewhere between, I think, about six to 7 million deficit, cutting 60 positions. You saw FondeLac do the same thing last year and then come out this year and say millions more uh, that they're going to need to cut. You saw Appleton say 13 million. And I think um it's natural for our employees to look at districts of similar size to us and think is that going to happen here and and we don't want that uh for our staff. So we've worked pretty diligently to to look at our budget. Again, many thanks to to Mark and then um Rachel and Jamie for for taking that information, starting to process it uh as to what it can mean in their departments. So our deficit right now stands at about
0201.6 6 million. You're obviously going to get updates from us as how to how we recommend we close that deficit. Um, but that's a far cry from what we're talking about in those other schools. And we want to reassure our our staff. Um, that mass layoffs are not coming to the SASD. Um, they work so hard and and do so many great things for our kids and they're not compensated the way that they should be. the the very least that we can do is make sure that as they go into the holiday season, they're not concerned about mass layoffs. So, that's going to go out tomorrow. We want to make sure that that they're aware of that. We're going to highlight the fact that um we saw no increase to state aid uh even though
021there was a $4.6 billion state surplus. Um so, that shifts $2.6 million uh of of tax burden to our local taxpayers. um the special ed reimbursement rates. There is a bill being pushed right now to get that up to um a some sufficient amount rather than a some certain amount. That number is falling coming in around it initially came in I think at 35% is what we're getting reimbured for right now. That will be higher. Uh but we're planning around 38 39%. That's an $800,000 difference from the 42% that they promised. Um, so we're not even close. That's going to be a problem. And obviously it's a problem next year when they're promising 45% and now we're having to adjust that number downward um as well, which which leads to that $1.6 million deficit. Um
022it's going to highlight the fact that approximately uh well approximately 18% of our levy $7.3 million is going to voucher schools while their enrollment remains relatively um stagnant. And then just remind staff that um this has nothing to do with the referendum. Sometimes that's a tricky piece for people to understand. So we'll we'll put that in there as well. Um, a very similar message is going to be included in our family newsletter, uh, which will go out later this week. Um, and then obviously in our community newsletter in January. So, that's kind of where we are in in regards to that. Uh, Mark continues to work diligently to find areas of savings and efficiencies. We always uh remain true to our staffing formulas and that's why I think when we look at those other districts
023that's why we are where we are. Um we've just been true to that. We've downsized as we need to. Um so we find ourselves in an okay position but an unfortunate position is as we continue to fail to to properly fund public education. So, um, I think it's kind of double-edged sword with our staff. I hope they're happy to hear that layoffs, uh, are not coming, but we do have 1.6 million to cut, and that's the first time that we're publicly coming out with that number to staff. So, we wanted to make sure that all you were aware of that before we sent it out publicly. That is what I have for today. >> Thank you, Dr. Conrad. Any questions for Dr. Conrad? >> Not a question, but a comment. Jake, I really appreciate um
024the fact that that came out in the news just a day ago and that you are proactively um you know, you're being proactive with your staff. That's one thing that I've seen throughout your tenure so far, just that constant communication and proactive communication. Thank you for that. >> Appreciate that. >> Thank you. >> Anyone else? >> All right. Thank you, Dr. Next we have the strategic long range planet. >> All right, Leah, if I look good to you uh from a job performance standpoint, it's because of these three. So, uh, they do amazing work every single day. Uh, and if there's one thing I've enjoyed in my tenure is getting to work more closely, um, with all three of them and a better understanding of of what goes on, uh, across the entire district. And
025it just, um, is really impressive how dedicated they are to our staff and and to their department. So, very appreciative of the work they do. and we'll start out with Rachel uh talking about all the great things happening in SNI. >> Yes. Um so I've had an opportunity since July to come before this board either through the committee or the full board provide lots of updates on our work. I'm just going to highlight a few um points around our work. So looking at pillar one, go one, objective two, um we are on track for delivering the benchmark advance as our curriculum uh our universal ELA curriculum for grades K 5 through fifth grade. And we are doing lots of things to make sure that that's being implemented with fidelity. You can see in the report
026um the information from September is the information that was previously provided and then we gave some updates for December. So we did bring in the benchmark advanced consultants um to train our staff on a PD day in September and we've been working on making sure that we have some components in place for our teachers so they know what's expected with the curriculum and then what are some additional things that they can take on. We know that implementing a curriculum can be a heavy lift. So, we want to make sure that we're clear on what the expectations are and what's essential but um not put too much of a strain on our staff. So, that guiding document was developed by Jim Renzleman and his team to support the implementation. We also have had learning walks um
027over the last couple months and that is when our coordinators, our principles and instructional coaches are walking through um the school spaces and just checking out what instructional practices look like to see what's in place as far as adult practices with the curriculum. So they're they have a tool that they're using. they've conducted those and then after they've conducted that they are taking that information from the learning walks and planning forward um related to the upcoming months and adjustments that they need to make on that learning tool. So that was objective two under goal one. And then moving ahead, pillar one, go to objective two. Um I really want to commend Ted Dphano. He's our principal out at Cleveland Elementary. He's also stepped into the role um as an SNI coordinator to really help us
028get Next Path up and running. Right. So I shared with you I believe last year that that is a data visualization tool. So think about it as um a system that pulls in all of our student information system information from our student information system and then it can basically visualize data for pretty much everything that you can think about attendance behavior um social emotional learning academics. And really what that does is it lightens the workload for our administrators, our data analysis teams to be able to instead of compiling all of this data and analyzing all this data really uh focus on the conversations needed to get students what they need whether it is intervention or enrichment for students. So we um adopted that program as part of act 20 and it has an option for
029reading plans has really helped us to streamline that process. But what we know about the system is there are all these other capabilities and TED has really taken on the leadership there as far as harness harnessing the options that are available within the system and providing training to our staff. So, we are um being intentional about the roll out of it, but he's really done a great job as far as working directly with the provider, working with our administrators and our teachers around what they need and starting to roll that out. So, just wanted to commend him around that work and it's going to just move us forward as far as early interventions for students and lightening the workload for TE. So, that was that one. We were just chatting about how sometimes it's hard
030to keep track of where our goals are at. So, my last one is pillar one, goal number three. Um, and this is really around the work that our people's services team and specifically our school counselors have been engaged in. They currently have a counselor developed SEAL curriculum that they deliver and under the leadership of Jason Lerman, they're looking at that curriculum along with some additional curriculums um as part of a review and they will ultimately make a recommendation about moving forward with one of the two curriculums that they're piloting. Currently, they're piloting Character Strong and Second Step. Those are both curriculums that are aligned to the castle standards and the social emotional learning standards here um in our state. So that's what that works looking like. >> All right. Thank you, Rachel. We will go
031on to pillar two, goal one, and I'll hand it over to Jane. >> Okay. Pillar two, goal one. Um objective um three, promote employee engagement and recognition through celebrations and ongoing Acknowledgement and contributions is what I decided to highlight. We have introduced a we are SASD campaign to uh the leadership team. We intend to um highlight uh staff stories uh regarding the positive impact of every role in the district. So the campaign not only will reflect our brand strengths um but also reinforces the mentality that every person in every role here contributes to something bigger than themselves which is ultimately the success and well-being of our students, colleagues and community. Uh so we're currently developing a process to have those um recognition ideas come in. Um and then I also want to make note that
032we are intentional in these um efforts in that they're grounded in research and thought leadership. So we are really basing what we're doing on uh the uh work of behavioral scientists like Adam Grant along with uh researcher and authors at material. Um their work emphasizes that employees are most engaged when they feel valued. they feel like they belong and that they're part of something larger than themselves. So that's what we're aiming for here. We're we are all in this together. Every one of us, we are SASD. Um so that's the idea behind that. Um and then moving on to pillar two, goal two, objective one, promote our district. Um we have begun planning with the communications team on next year's recruitment strategies already. We anticipate weaving in uh stories, videos, visuals that we gather through
033this we are SASD campaign. Um and um uh we hope that this will give potential new hires and candidates a sense of who we are here, our culture and the um purpose of SASD and what a unique place it is hoping to inspire that they want to join us. Um so the second bullet is that we've also increased our visibility this year at career fairs, community events um to again widen our pipeline for teaching staff and support staff. We've done so at Lakeland events, the Chamber of Commerce this year and then Asia mentioned the North High School Career Expo which we attended as well. we were representing support staff and then also um teaching staff the um youth youth uh apprenticeship program things like that. So um really a nice um a nice avenue to
034touch base with our students and encourage them and get them to understand what can this look like to work here even um beyond the teaching roles. So, um, we're hoping that all of this, um, helps us strengthen our belonging and recognition for current staff and then also our recruitment efforts for future staff. >> Thank you, Jamie. I give pillar three. Um, and I'm actually going to touch on all four of these. Uh, pillar three, goal one, objective one and two, and then goal two, objective one and two real quick with you. So, uh, first thing first, I'm going to go a little out of order here. Pillar three, goal two, objective one is the referendum piece. Um, and you're going to see an update from us at the next board meeting with uh we'll show
035you some one and a half, two minute videos of the uh um kind of a a virtual walkthrough of the building um uh from the interior now. So, you'll get to see that. It's really coming along nicely. Uh amazing what software can do. uh from an architectural standpoint and how detailed they can get. So, we're really impressed with um the support that we've gotten from Bray and from the Quashio Smith team and where we are in that project. So, we're excited to share that with you and then we'll be sharing that um with the community as well. So, that'll be coming out soon. And then the other three pieces, the other three objectives are really our three communication tools. So, the new website just launched. Um I'm sure you've been on it a little bit.
036We're still fine-tuning by all means, but couldn't be more impressive with the work that Nicole and Lisa did on that. Um really appreciate uh the hours they they're obviously in my area, so I see the amount of time that they put into that uh the amount of stress that was on them to make that happen in a timely manner. And I know they watch these on YouTube, so they just need to hear me say thank you for that. Um so we appreciate that. We're really excited about the website, the message RX piece, that's our mass communication tool to parents. That's been up and running for some time now. Um, and that has just been great compared to our other uh our previous method. This translates in real time for us, which is so nice, right?
037When parents are getting a email about school safety or a text about school safety, to know that we can send it in their home language, uh, really feels good to us. uh because those things we're moving as quickly as we can with them and in the past we didn't have time to wait for translation. Um so we're able to do that now. We feel great about that. Uh the other thing that it does is it's one message and then it gets sent out you pick right. It can get sent out as a text uh voice to um robocall uh per se email can post right to Facebook uh Instagram social media etc. So all that can be done with one click rather than we used to have to do it five different ways to get
038it out. So that's really nice and timely for parents. So we feel good about that. Feel good about the website. And then the last uh piece really is our app which we will put in the parent newsletter uh tomorrow as far as instructions for parents on how to access that app and begin using that. Um so we'll get parents used to using that app. We'll get them on board with that this year and then we're going to run some pilots around the two-way communication tool within that app so that next year that's the communication tool uh that parents can use to communicate with teachers. Um so that's a nice piece as where we've had you know teachers that are texting back and forth with parents. You get open record. there's just a lot there where
039we want to limit that the best we can for our staff so that they're not having to uh be in those situations. So that's kind of our our communication and those three goals what we were trying to accomplish there. Uh and we feel good about where we are and again that's all because of Nicole and Lisa and they get a lot of support from Wayne and and his team um in it as well. So, we're excited to see it come to uh fruition and just appreciative of all the individuals that put so much work into it. That said, I'll pass it on to Mark to wrap us up. Okay, pillar four, goal one, uh objective one, design and rebuild of Farnsworth and urban school. just just to let you know that the $9.5 million bonds
040that you had approved uh last month that we'll be receiving those funds on December 15th and we're actually meeting with uh P who uh we've been investing those funds with to map out uh what types of investments and u you know what's the the uh terms that we want to that money. So, we'll be ready to go on the 15th with that. Um, estimated interest on the 93 million bond was 7 million and soon when we get the 9.5 million invested, uh, PMA will, uh, do some estimates for us on what additional interest can be earned from that that borrow. Uh, goal two, uh, objective two, uh, cyber security plan for the district. Um Wayne Essen and Pat O' Conor from our IT team are rolling out a plan to require the the Google MFA
041for all our staff. So we've encouraged users to set up the uh multifactor authentification for their Google accounts. Um we're at the point now where we've decided that we're going to make it mandatory. there's still um just so many fishing scams and and at least once a year we've had um bad players uh get into one of our Google accounts and then they they act as if they are that person and that can be very time consuming to uh clean that up. So, um Pat and uh Wayne rolled out a program that EMT uh reviewed that and they also uh presented to the SCA today just so they were aware of that we're making this mandatory that um that everybody signs up for this. It's not uh like maybe a bank account or some other
042accounts where you have to do the the authentication every time, but if you're signing in on a new uh device or something like that, it's going to send out a notification asking are you logging into your account, you have to click yes to do that. So, kind of the final piece of trying to tighten all that up with cyber security in the district. And then goal three, uh, objective one, uh, minimizing impact of transportation disruptions. Um, so we've been talking about the RFID system, the the cards for the kids logging in and out of the buses, so we can track that lifetime. And, uh, Tanner Pashi has been working very hard with the bus company and principles and students on getting that system working. in and he we now have over 2/3 of our total
043bus trips are using those cards. So, uh we're moving along and hopefully we'll have 100% in no time soon. So, that's very exciting. >> That's all I have. >> Thanks, Mark. Thank you, Mark. Any questions for team? >> I just have one question for Jamie. Um, for the we are SASD campaign, have you considered having students share their stories as a way of recruiting new teachers or people to the district? >> We haven't, but that's a good idea. People's a hard time saying no kids. >> Um, I just like to add a comment. Um, I would love to pile some phrase on um, Nicole and Lisa as well. I think the website's beautiful. It's really engaging and a good website tells your eyes where to fall, where your gaze should land and it's so dynamic.
044The calendar is easy to find. It's easy to see which where your schools are and to find staff email. I I really appreciate it. >> Yeah. >> Anyone else? >> I second how you said as far as the website goes, it just feels it feels lighter. It feels brighter. And I really like the videos, particularly the one of our president Santino. >> Wait, that's that's upload it later. >> I'll just add a quick comment on the next path. I I didn't know about all the other capabilities, but I've experienced it from a parents perspective. and that data visualization of just being able to see the growth not just you know between conferences and um it's been great to be able to like I can show my husband instead of saying this is the teacher in
