001order and ask that you join me for the Pledge of Allegiance indivisible with liberty and justice [Music] thank you we do have a quorum um Rebecca versie is just uh running a couple minutes late so we'll go ahead uh I would ask for a motion to approve the agenda so moved sacrament any discussion all right we're being asked to speak louder I know it's the sound really deadens back there so um all those in favor uh State Eye any opposed chair votes I I did our informal roll call um before you item five you have action on the regular Board of agenda meeting minutes for September 27th and the closed session minutes of October 11th do I have a motion to approve those minutes second all right is there any discussion hearing no discussion all
002in favor State Eye any opposed chair boat side motion passes let's call our student Representatives up yes it's been a while we have uh Emily cold from North High and Calista Brum Willis from South have you drawn lots to see who's going to go first yeah very good and the folks which means you're going to go first oh very good um please make sure to speak up if you would oh absolutely uh hello Lauren it's good to be back I'm Calista Von Willis the student representative representative at South High I am a senior now so this will be my third year presenting so this is very exciting I see some new faces so that's cool too welcome y'all um I'll just go right into it I kind of want to overview the whole school year
003kind of in like the kind of feel of self I think our culture is definitely kicked back which I'm really excited about because like my main focus was like I'm a senior now you know like on the top of upperclassman I really want to make sure that students are being um participated in everything and that's really been showing we had our homecoming event so we had a lot of fun spirit days and it was really exciting I started a tick tock page um I don't know if all y'all know what Tick Tock is but it's a new social media page and by the Googles I can tell so we have posted quite a few videos on there just showing how like we entered produce freshman for freshman orientation and that one amazing and we had
004all our spirit days presented and one of our videos got 2.6 million views so it's really we went viral we had over 500 000 likes and just all the comments were so positive so I think that just really important to like we're doing a great job and I was so happy because it felt like I kind of accomplished kind of like that feel at South um students were very excited to get back into sports again uh we had just closed our fall activities so soccer came to an end football came to an end as well as cross country and we um I made sure that we were getting themes for away games usually our participation for away games was very like minimal students didn't know much about what was going on so we made sure
005that we were utilizing our social media to really push out to all students and make sure that they know what when the games are how they can be supportive and so we got a lot of really good positive feedback one of the principles at the way school had mentioned our student section was really positive um for um cheering on their pep band when they have their halftime show so again it's just that reinforcement like the culture is really kicking back so that's really exciting um the overall field of school is great I think students are finally managing the freshman class is like really doing good I mean of course we're going to have our this and that their freshmen I'm biased I'm like come on but they're they're really doing good and I think it's
006kind of assembly to South culture really well um red team has been kicking up again we're going to work on doing our uh Community project so I think it's kind of more finalized as opposed to last year last year it was kind of in its infancy about how it would be achieved but I think red team has really started off now really doing well with their Community projects uh for example we had a fiesta Hispanic spania I don't know if you guys heard about that but it was like beautiful turnout beautiful engagement um it was ran by Yesenia and Josue and they use use that as their renting projects and it was amazing there was a huge celebration there were food trucks so I think it's really amazing that students like of diverse cultures are
007able to see like like we are celebrating culture here at South and so it's kind of pushed us to like want to do also a multicultural day at South so we're going to look to doing that so I hope I can keep you all updated on that uh we have a musical coming up it's Freaky Friday I should see you all there um November 9th is when all the students are going to watch it in the school so you guys are absolutely welcome to come but I just wanted to let you guys know a little plug for that and then November 10th is our Veterans Day event where the symphonic band we call it that's the band of upperclassmen are going to perform there I'm also going to emcee there so that you know we
008can be more involved in the community so I think it's a really good thing but again overall I think South has been really good at you know becoming South again like it's not going to go back to normal but it's been doing really good Flex mod has been fixing and adapting with that um so you know how we have conflicts in our schedule so because we have different modules and stuff like that one class will overlap with another and so we found a way to kind of fix that so we fixed up our scanner so I think that's really helping with attendance and like students are having very positive feedback as well wonderful we'll take Emily and then if anybody has questions ask away Emily perfect hello my name is asking me any questions at
009any time I'm a senior this is my first time here but I'm excited um I have an older sister who recently um graduated UW Milwaukee and my mom is a recently retired sasu member and she still works at LTC and then after high school I plan on attending UW Lacrosse and studying Elementary education and minoring in Spanish so to update the state of our building culture this year North rolled out our proper phone cell phone use where students are allowed the privilege until it's abused each teacher reviewed their policy and included their policy on their syllabus so far so good where the staff feels like the student engagement has improved from last year we've also had a very spirited north-south assembly on Friday September 30th participation was up with 948 students at this dance overall
010it was very enjoyable and it ran very smoothly this year our blue crew had an extended role in helping to transition our freshmen to high school besides just running the orientation day on first day of school our freshmen for the freshmen blue crew members have been back in the Freshman homerooms throughout first quarter to continue to talk to demonstrate how to be successful in high school that has also been really well overall also in home home rooms we've been creating a variety of activities for active participation such as this Monday we're doing pumpkin decorating and then again in the winter we'll be doing um the winter fall winter decorating for the doors um and then coming up we're also partnering with South on Wednesday November 16th to have a nationally recognized guest speaker his name
011is Chris Herron who will be speaking about his battle with addiction and what he has done overall to overcome his life obstacles and then this year student council has been extending input from other student groups to increase engagement and connection with the school I personally can speak on this behalf that it's been a great start and we have a lot of Amazing Ideas to contribute for the rest of the year also North students have and will be giving back to the community such as interact this week has been working to fundraise such as a miracle minute during lunch to help cure polio and cancer and then student council's blood drive is coming up this November um and our recycling Club has a plastic bag Drive their goal is to compile 500 pounds by the end
012of the school year and so far they are on track and then our state recognition we have a senior senior horse who would square a state qualifier in tennis and our football team qualified for the playoffs their first time in 16 years Super exciting for everyone and then our two National Merit semi-final finalists were essential boyley and Heron braumbratt who are two seniors overall this year has started off with fun energetic group and are excited to continue with this energy terrific questions mark please it's actually almost back to Calista because I didn't get in quick enough but I guess first of all you've had Flex mod your entire time itself correct correct the problems this year with conflicts how does that compare to previous years oh oh it's going to be kind of inevitable in
013a schedule so we've just kind of updated how we like kind of deal with the solution of conflicts so we have scanners so when you scan into a class you know that let's addiction and then you're present so then we also added scanning out of the class so that um when we're dealing with attendance the teacher can see that like oh he's now left for this conflict at this mod so just kind of helps narrow down like any like like unexcused mods that may occur so I guess from freshman year to senior years they're essentially the same words that actually gotten is it improved over the time that you've been there I'd say overall it's essentially the same but I think they're just updating how they're dealing with the second question I had is you've
014paid reference to self-culture being back to normal I guess could you explain what what wasn't normal before that's normal now or what what do you mean by that oh for sure I think with the era of covid we have different the way that we kind of kind of like spirit days and like a lot of like big activities like pep rallies are like a really big thing and so with Kobe we kind of like lost being able to do that because we're all virtual people so then being able to come back again and then have those big head brothers and have everyone think close together and having everyone dress up for Spirit visits that just kind of brings back like what stuff was really about before and like it's not going to be like as
015it was before like I think we're just like trying to like go with the new times now so I think we're just kind of you know being more involved with it thank you for your explanation yes thank you very much other questions thank you that was terrific really appreciated so all right thank you yourself yeah why not um so we are now going to move on to community input before we start I do want to let you know depending on the number of speakers and so forth we do have a public hearing on our budget that is scheduled for 7 pm we will have to stop if there's still a community input if folks are still talking we will need to adjourn Community input until that we deal with the the public hearing on the
016budget and discussion on the budget and so forth so hang in there and like they always say in church there are seats down front here folks if you want to come on down we don't have any ushers but that's okay just come on down and fill in all right um I am going to read the community input guidelines which we will adhere to strictly tonight welcome to this meeting of the Sheboygan Area School District Board of Education we are pleased that you are interested in educational issues we're interested in your comments and concerns about the school district this will be a part of the meeting for Community input individuals who live or work within the Sheboygan Area School District May address the board Others May address the board at the discretion of the board president
017in order for the meeting to flow smoothly we would appreciate the following guidelines to be followed by anyone wishing to address the Board of Education this evening one you will need to limit your comments to three minutes or less because we have a full schedule two comments and suggestions on the school district are welcome personal criticism of members of the Board of Education or employees of the school district is out of order three if you are a resident within the Sheboygan Area School District or work within the Sheboygan community and would like to be recognized I think what we're going to do tonight we do have a Podium there we would ask that the speaker come forward and maybe if we could have two or three people waiting uh just so that we can make
018a smooth transition that would be the easiest thing to do um after being after you come up to the podium please stand well you will be standing clearly State and spell your name and address for the record and then also for the record please sign your name and address on the clipboard which is right if you're in line waiting you can just you know sign in at that point the board normally receives citizen input and does not respond or debate if there is need for an answer or a response to a concern or issue the superintendent or one of the administrative staff members will get back to you within the next week so thank you for your assistance would the first Speaker like to come forward yes sir and again if other folks want to
019kind of get in line that would be true my name is thank you for letting me address the board this evening I'm speaking uh to the issue of the human growth and development agenda the foundations of the state statute 18019 for human growth and development are as follows one abstinence-based paragraph two says quote presence abstinence from sexual activity is the preferred choice of behavior for unmarried couple two Australia partnership between parents and schools we should remember to keep that foremost three stress the importance of communication about the sexuality between people and parents not exclusively between pupils and the schools four convey age-appropriate information consistent with adolescent development in community standards keep in mind these are the foundations in the Statue and they have not been changed they're still the law of the state of Wisconsin
020the state statute directs the school district to focus on the benefits and reasons for abstaining and stress the value of abstinence is the only reliable way to prevent pregnancy and STDs that being said I will take it to the top line of addendum 2 which you all should have which states that quote various methods of contraception including abstinence and confidence this is really not enough for an abstinence-based approach this needs to be written to say explain the health benefits of abstinence and then the risks and effectiveness of rates of various methods of contraception again in addendum to about halfway down the page what are the benefits of an IUD second bullet point says oh they're mostly hassle-free once you have one inserted you don't have to think about it and neither does your partner it
021just sounds like the exact opposite of promoting abstinence it sounds more like promoting promiscuity why are we teaching middle school children that if you get an IOD you are good to go and you don't have to think about it that's ridiculous this advice is something it might give to an adult complementating manager sex not it's not age-appropriate for middle schoolers the entire line should be stricken from addendum tube now that we have definitions of addendum three no member who said the instruction or Administration should discuss sexual orientation or gender identity with an individual people for the purpose of counseling them there can only be classroom instruction with regard to addendums to definition no counseling or further contacts beware parents these agenda are the introduction and if we're not careful this could become a stepping stone
022for a new curriculum so we don't want in Sheboygan schools we do not want drag queens in our schools it's a form of entertainment for Young Adult Ed says no backgrounds have a hidden agenda for the long-term consequences for young lives we don't allow pornographic video or reading materials in our school libraries it could already be there it's very likely we should do an audit to see what's there [Music] three minutes thank you and again just in the interest of time um if we can just keep Applause and and comments to a minimum that would be terrific please hi I'm Carolyn Lee nice to see you all I'm honored to be here uh I serve as the chair of the Sheboygan County lgbtq Alliance I have a very short set of remarks that I'd like
023to share trans kids are not a plague you know that I know that okay but that's what was said publicly about tonight's topic of discussion and that's fear talking listen I know that the world can be a scary place and perhaps for no one is it scarier than for Trans and gender non-conforming kids that kind of language which completely dehumanizes trans people is based in fear and is meant to stoke more fear is directly related to higher rates of violence against trans people especially trans people of color and higher rates of trauma self-harm and suicide among trans teens and individuals but there is good news which is the truth which is that there's nothing to fear about trans people gender identity period we all have a gender identity so I encourage you the school board
024to not give in to fear supporting and affirming the fact that trans kids exist and that their life experience is indeed valid is not something to fear end of story all kids deserve that affirmation so thank you I hope in advance for acting in uh students best interest which to be clear is for adults to lead with love and not fear and to those here and in the community with fear in their hearts I also say Don't Be Afraid inclusion isn't about less for some and more for others trans kids are no one's enemy they're just kids and they deserve respect and support just like every kid in our community and finally to our beloved trans and non-binary kids don't be afraid we see you and we love you Just the Way You Are good
025evening my name is James Williams and I live at 2425 South 11th Street Sheboygan and before I start I just push those young people haven't left because they were terrific uh Mr Williams could you just speak up a little bit I am in support of the work to review and update the human growth and development curriculum a lot has changed since 2007 among those is an understanding of the issues surrounding gender identity awareness of concerns and stress young people face as they struggle to find their place in our changing world is magnified even more so when they are trying to come to terms with their debt gender identity not all kids and young people deal with this but those that do desperately need the support of their parents relatives friends and school acknowledgment of the
026challenges and stresses experienced by these human beings is vital their personal health and mental health demanded thank you good evening my name is John Paul 5332 wild Meadow Drive good evening thank you for allowing me to speak tonight in case anyone watching or attending tonight doesn't know my name is John Paul and I am on the human growth and development committee that brought forth the agenda item number nine section A in tonight's meeting I was the only person on the committee to vote no to send this to the school board tonight why did I vote no you ask it's pretty simple for me under addendum 2 which is explain the health benefits risks and Effectiveness rates of various methods of contraception including abstinence and condoms the committee voted to add in information about iuds for
027middle schoolers this means children as young as 10 years old are only going to be taught about the positive things that an IUD can do not the risks even though they might be small of an IUD I thought this was too young for six and seventh graders to be taught of this I was the only one that supported that thinking the second item I was not in favor was was addendum three which is differentiate between gender identity gender expression and sexual orientation this addendum is long and complicated with many new terms being added the committee added items like standard which is a person whose gender aligns with the sex in which they were identified with at Birth non-binary which is people who do not identify as strictly male or female I also did not like
028the verbiage used in defining transgender we keep throwing more and more of these so-called sex-ed terms that kids to educate them but it doesn't seem like it's done to educate them we did have a sixth grade sex ed teacher that came into one of our meetings and said the best thing that our committee can do is keep this simple to teach and there is a limited amount of time that this is taught the sex ed agenda is only taught for a handful of days adding in all of these items onto the plate of teachers who have said keep it simpler is better just isn't how we should be teaching our children correctly or responsibly not to mention forcing teachers to do so this is the reason why I vote a null please remember intent does
029not equal does not equal impact and if you pass this tonight with the intent of helping children in reality you will be negatively impacting your education I recently heard a public officials say and I quote I was to mind my manners respect my neighbors and when you make a mistake accept rounds of responsibility and make it right as public servants you are entrusted with the responsibility to serve the common good by acting in the best interest of the children in the district I hope what you do is right for the children of this District along with respecting your neighbors that are here tonight and not past the agenda for the human growth and development all right hi my name is Allison Bennett I live on 1317 North 10th Street Edge Square I didn't know anything
030about this issue until today and I was moved to come I have no prepared remarks I just want to speak up because I'm hearing a lot about how these kids are too young to be exposed to this type of language and these definitions and I just want to say as the proud grandparent of a transgendered granddaughter that these kids know who they are when they're in middle school and normalizing it goes a long way toward avoiding the hatred and ridicule that they are often exposed to thanks hi my name is my phone um I'm a middle school teacher speaking for an adult scares me middle schoolers are waiting here just disclaimer um I just want to thank you for taking time to listen tonight um and consider what would be best for our community and
031our children my name is Krista girlman and my husband and I are both Middle School teachers in the county as Middle School teachers we have seen firsthand the confusion kids are working through regarding gender identity our society today tells kids they can change their gender they can look over they want that right is wrong and wrong is right and that truth is relative I think oh sorry I said and that truth is relative I would be confused too if I was 12 and trying to figure things out my husband has had several students in his classroom who identify as transgender and let us tell you as teachers that these kids are not happy they are incredibly confused come from not I can't speak rubber kids but some come from Messy home situations and are just
032looking for some sort of identity and security my heart broke the day I learned that one of my husband's students was having her breasts bound to stop them from growing in sixth grade shame on her parents that's child abuse friendships today are suddenly confused with romantic relationships and suddenly two girls are close they're told they're lesbians when I was a kid we just called your best friend your best friend I'm not saying feelings aren't valid I get that I'm not trying to say that at all I just know that as a middle school teacher feelings change drastically from day to day year to year and as children develop and grow physiologically emotionally mentally all of that I was a tomboy as a kid but I was never told that maybe I wasn't a girl I
033never questioned it and I wasn't taught it I was taught the plain old truth the scientifically and medically proven truth I don't think anyone in this room is afraid or threatened by a transgender student we just want to help them that's why I'm a teacher as a local teacher who went into education for the purpose of helping kids my heart breaks over the turmoil in our schools and societies today our kids are confused and they need answers that's why it is absolutely pivotal that our schools are teaching what is scientifically proven as true and not just what our feelings might say for example I taught history in the last four years I can't add the history just because I might feel somebody about it I can't add in a war that never happened or an
034event that should have but didn't take place same thing with science as my husband teaches he can't just add in an opinion and call it back when it's not been scientifically proven school should be teaching the truth and things like math science Reading Writing social studies and so on we have no business spending tax dollars teaching information that simply put has no medical or scientific backing it and calling it back but even more than this kids deserve answers if a kid is struggling you don't lie to them to make it feel better changing the language in the curriculum won't help these kids it's promoting something that simply put isn't true we should be focusing on helping all of our students in ways that have been proven to promote Health raise academics and ensure a sense
035of belonging among their community and peers as an adult in this community as the adults in this community we are letting children down if we play into the gender identity game plain and simple kids deserve the truth this is a Nevada it's about helping kids I believe I speak for many teachers when I say please stop asking teachers to teach flies thank you we appreciate your time yeah and if you can just kind of keep the Applause down please and just move along thank you go ahead sir my name is Timothy Poole and I live at two Tacoma Trail in Sheboygan I'm here to address the abandon of the Middle School human development curriculum it's a nice agenda I'm not here to talk about too many pros and cons but we know there are a
036lot of them and there's a lot of complexity to this issue for that reason I'm here to put forward the fact that the board does not need to nor should they vote or take any action on this matter tonight it deserves much much discussion after President Biden's Department of Education proposed a new interpretation of Title IX earlier this summer which would solidify gender identity in the Law's protections nearly a quarter of a million comments were submitted from parents lawmakers activists organizations and concerned citizens about new regulations clearly a lot of concern as there is here tonight this is not a law this is not something that should be mandated by the Department of Education it must go through the proper process there are presently lawsuits pending against School administrations and school boards for trying to
037implement the proposed rules prematurely we had an unfortunate incident in the nearby School District in Kiel recently where premature action led to three middle school students being charged with sexual harassment for using incorrect pronouns choose this soon became national news and the school administration and School Board had to withdraw the complaint sadly this issue caused the city to become divided with fake bomb threats being called in costing the city additional money and further division let's not act prematurely and make the same mistakes let's take our time and allow the normal process to work thank you my name is Karen hoppick my address is 1213 South 19th Street I'm here to tell you about my daughter Paige he knew since she was five years old that she was a girl [Applause] and even though she knew
038we would be supportive her parents she felt that the rest of the world could not deal with this for all of her school years she was bullied from having autism she was scared to death to come out she just thought I mean because literally she could be beaten up for this by saying that of how she knew she was and so I'm if this addendum would have been there when she was in school it would have made all the a lot of difference has been suicidal until two years ago when she came up and she is 28 now happier now than she ever was in her life and it does have scientific faces and thank you Jill Jones North 10th Street Sheboygan I spoke to you a number of times today I'm going to give
039you some homework if you'd like first thing is mass formation psychosis Dr Robert Malone did a lot of work on as far as uh compiling work uh we listened to experts all the time experts told us that masked work against viruses there's no study that says Mass work against viruses and 95 masks were made for construction workers to protect them from dust particles which filtered about 95 of the time uh using it for a virus is like throwing ping pong balls at a chain link fence but we listened to the experts we masked our children they did more hiring mostly physically and developmentally Young especially preschool children need to see people's face move in order to learn how to speak words so what do they do they make it the number of words that they
040need to learn less because of of this thing how we're told by experts at Social distancing will stop the spread there's nothing in any textbook any paper any kind of study that says social distancing stops the spread of a virus but we listen to The Experts we allowed our health systems to promote the vaccine in schools Pfizer has 55 000 documents out now from from the year 2021 and uh there's nothing good in them they wanted to hide him for 75 years write this down dailycloud.io they're doing uh doing wonders going through these documents and deciphering through they've got thousands of people working on it the risk to school age students from the from the kovi2 is indistinguishable from zero we're looking at about three out of three out of one million kids can have
041can uh come to can have death from from Colgate but we listen to The Experts and we and we we told them to get the vaccine now we know that the MRNA vaccine should not be used on children stress females menstrual cycle that causes a two three hundred percent increase in Bell's palsy and other neurological diseases a 270 percent increase in myocardial infarction so 470 increase in pulmonary embolism so I'll be doing an entire generation by the mistakes that we have made it's going to be decades before we know and now the CDC wants to make injection mandatory for school children thank you very much sir we appreciate your comments that's three minutes well in closing I just want to say you guys are the Lesser majestries state of Wisconsin is an activity who we
042who looks out for our children thank you sir we really right and we very much appreciate your comments all right thank you sir thank you next time ma'am do you want to come up hi my name is Judy Poole and I live at 18 Ashwood Drive enjoy them I'm here to address the curriculum change I understand these textbooks haven't been changed since 2007. but um the biggest fact from them that has not changed is there are two Sexes male and female and nothing that's done here tonight or said here tonight is ever going to change that why is it that so many young people today are wondering if they were born in the wrong bias popular endorsements coming from the culture law and even the medical establishment the transgender phenomenon has gone from a set
043of ideas to a popular Trend leaving school scrambling to formulate a compassionate response to this controversial issue some argue that the best school policies permit students to identify as something other than their sex but this approach has had negative consequences on privacy First Amendment rights fair play and sports Children's Health and parental oversight kids who are treated as opposite sex in social situations are more likely to persist in identifying as transgender and pursue irreversible medical transitions or hormones and surgery later a better approach for schools is to create a climate that welcomes every student by making room for a greater diversity of personalities without negating the importance of modeling sex most children's personalities do not perfectly conform to the societal expectations for their sex and they should not be led to fear that their unique
044expression or preferences indicate a need to change their Identity or their bodies over 50 million students attend public schools each year meaning that the vast majority of children in the U.S stand to be affected by the policies these schools adopt School leaders need to hear from the real estate holders the parents people who entrust schools to help them fulfill their responsibility to educate and protect the children it is my hope that the sasd administrators the school board parents and Sheboygan taxpayers will work together to implement policies that encourage acceptance and diversity in a way that communicates to every student that they were born in the right body thank you hello everyone I'm Sarah Gokey I'm at 26 I'm Robert Doula I'm an art and piano and violin teacher and a teacher's aide I'm with kids
045a lot um obviously we all work as um along the lines about my sister Christa said well kids aren't looking for from their teachers is is concrete truth and also like she said often certainly not many I'm not thinking of Wickham state but often there's a much deeper wound inside that we should be looking for truth gives security right if a child maybe maybe they do have security at home maybe it's a security that they're not feeling somewhere else but if they're if they're so uncomfortable with something their own sex or specifically with identity it's our it's our jobs as adults to tell them what's true the truth will set you free whether you're a Christian or not in in um psychotherapy how it works um What treatments to get over fears and obsessions is
046um you look at truth it's called exposure therapy and um so I'm glad to my thoughts I really wasn't planning on talking tonight but basically they're looking for security they're seeing how far they can go and feel secure and it's and it's our job to tell them no you are a beautiful boy you are a beautiful girl your imagination to wonder if your other things is beautiful it might be a super strong desire that might be but at the end of the day the truth sets us free and confusing our kids even more by adding all these different things the suicide rate actually doesn't change after on surgeries to change your sex a lot of kids have undiagnosed OCD I know that really really inflates into sexual identity it's one of the main subcategories of
047OCD so if our teachers who don't know that got a child who OCD got triggered by trauma it's hereditary it only comes out when there's trauma where it often does it might it might just be OCD and they need time to grow up they just need time to grow up and realize what truth is and that's that's what the truth is and I'm not saying people haven't found what they feel as freedom in the surgery or a different identity because I'm not every person but I I do believe that the majority is me to be allowed to grow up to depend on their teachers to tell them what's true their parents to tell them what's true kids have beautiful imaginations that she celebrated kids want to be superheroes they I have an autoimmune disease that
048fertilized me and I thought I could still be in the Air Force at 12. the truth isn't good and I'm a really good Doula and I'm a really good teacher's aide so at the end of the day speak truth to these kids let's be concrete [Music] thank you my name is Eric stuckman my address is 4116 South 12th Street I don't know if some of you guys remember me I was actually the student representative for Warren when I was in high school I graduated in 2021. uh the term gender has four different definitions gender is used as a synonym for sex as the name given to sex stereotype to describe the socio-cultural and behavioral aspects of sex and as the name of an ideology that claims bodily sex is irrelevant to human identity the fourth
049definition of gender seems to be the supply theory that bottle respects is irrelevant as this definition alone is the Opera operates that refer to gender or gender identity gender on this under this theory proposes a conception of human identity that is chosen fluid and not objective objectively verifiable gender can directly contradict sex the observable and unchangeable biological status of either being male or female gender identity policy will for example typically allow students to enter restrooms regardless of their sex or how or how will a student adheres to stereotypes of sex demonstrating that these policies do not consider gender to be either sex sex stereo sex stereotypes or behavioral aspects of sex to prevent confusion schools and society and gender should enjoy the term gender and use the term sex instead gender dysphoria refers as distress
050induced by a strong desire to identify something other than one sex referring the typical dress and social activities of the opposite sex or having a desire to change to change one's value to appear to be the opposite sex those who struggle with gender dysphoria should be aided by therapies that guide an individual to explore root causes of their distress and a healthy except of their sex diagnosis gender dysphoria does not justify the use of your irreversible hormonal and surgical interventions which can also promote a negative view of the body and ignore Mental Health let's back off for now and allow our six to eighth graders to commit children they'll go through puberty just as we did in Generations before us as adults they can make their own personal decisions but they should not need anything
051other than the facts at this age and hopefully this will come from their parents thank you hi everybody I'm Dave Ross 3115 stealth 10th I drew my thoughts please continue in the good work of teaching things that will ready our students for the world such as math reading Science History Etc now transgenderism is an ideology it is not what we could call necessary curriculum it teaches you that you can decide your own gender in your mind based on how you feel transgenderism does not fit the mold for subjects taught in school that equip students for careers and the challenges of life it is an ideology that a great many parents oppose once they realize what is being taught to their kids sadly encouraging transgenderism had has led to students and adults surgically transitioning themselves into
052the opposite sex but there's no overwhelming evidence that hundreds of these people are deeply regretting the whole the the toll that transitioning has played on their bodies and their minds there's testimony that they just wish they had been counseled differently at an early age counseling is not being offered exclusively for kids in some areas where there is gender confusion transgenderism is being rejected by schools Across the Nation it is popular in others but is it right does it feel a need that students have in their natural and academic development also relating to this is that there is a movement in our country to disrupt the traditional family but claim that America is foundationally racist to create new vocabulary to assign each individual with their own pronoun to confuse and divide us wherever possible as some
053have said this is indoctrination not education kids are already experiencing broken homes rejections drug and alcohol abuse let's not confuse them even more consider the schools that refuse to put these ideal ideologies into their curriculum are there students at a disadvantage I would say no they can be secure learning to be proud of their country in spite of its flaws secure that they were not created with a mistaken sexual identity secure and hopeful in the success stories and dreams of all people groups regardless of skin color lastly let's remember our shared desire to decide and provide what is best for our students thanks for listening thank you for allowing us input tonight I have a history because I'm a human health in the Dark Ages and human girls from development Community I co-chaired it for
054a while and I sat up there for a while I found myself like a duck out of water to it because I did have a little difficulty hearing work work on that business what I heard I thought virtually nothing that I disagree with that's an unique situation for me I do want to speak against addendum number two I was that 40 years as a professional nurse in Wisconsin 30 every 37 of that and OB GYN 15 years of it in laboring this addendum it deals with iuds is absurd the information is not necessarily incorrect but it's not appropriate for Middle School how many middle school children do we get 8th graders who are breastfeeding how's the breastfeeding counselor at Sheboygan Memorial for 12 years I never experienced this one this is information that's designed for
055an adult woman it glamorizes an IUD it doesn't match in one single side effect and there are a few but they're serious and if they occur to you or your daughter how high does the occurrence have to be I wish I had counted the number of iuds that I've seen expelled at the same time the baby was born not a huge number but I'm gonna guess it was probably and that's that's your boy and I did not work wavering Deliverance but it's what I'm not talking about any person this is meant this just needs to be struck in fact I can even proceed down the line if this stays in place and you adapt this I can see a potential lawsuit for the first kid who has an IUD and gets pregnant because right here
056you told them they don't have to think about it on the contrary and I know you are off your I don't now I got the solution to the whole issue it's so simple but difficult to do if we all collectively teach our children every human being is created equally we are as uniquely different as possible but we are a people yeah let's stop putting each other in boxes here whites are black you're Asian you're gay your straight who cares we all believe the same red blood we are all human beings period end of story now if we can accomplish that so much in this problem things probably go away I'm doing such a good job um I would also question and this has been going on forever so I'm not trying to criticize what's going
057on now so I ask myself why do we put the Sexes together during human growth and development um I guess that was kind of the cool thing to do back when we didn't have any sex ever even when my first child was founded my kids are 10 years but I don't see what's gained from that and I would like to see some scientific evidence that um it tells us that's beneficial I I would suggest see if it's fine for both sexes to him thank you yes and thank you so much for your comments thank you I'm going to ask that there be no outbursts I think I've lost the Clapping War that's okay but no outbursts no loud noises please please go ahead my name is Julie Kelly and I reside at the 1844 Washington
058Avenue a very emotional sorry thank you for your time to listen to my concerns there's a number of five and a grandmother of two I have a moral obligation to protect them as well as their peers as well as the children of the community that I live in as you propose a plan to revamp your human growth and development curriculum to a more contemporary version I strongly urge you to stick to the basics and Saturn's at the alarming number of students that I have personally met who have been influenced by this school district to become lesbian gay bisexual trans or queer in my opinion is disrespect to those special individuals who are truly born that way and will never know because they were influenced differently don't get me wrong I'm not a homophobe or try
059any of that I love Caitlyn Jenner he was an adult did his research and chose to become a sheep congrats to her our kiddos have so much on their plates already while trying to figure out who they are and what they stand for they don't need another thing to confuse them if you're born with a penis you're a boy if you're born with a vagina you're a girl to teach influence or indoctrinate anything else is morally fraud it's your job to teach our kids how to think not what to think lastly I would like to say like George Washington I cannot tell a lie as an adolescent I was a tomboy I played football with the boys I climbed Sheridan Elementary School's Ruth to get my tennis balls and even Pete standing up claiming to
060be a boy trapped in a girl's body thank God no one was around to kill my female self abuse immutility I love being a girl I love teaching my children to embrace and love the gender God made them that is it thank you hi everyone I'm Kimberly Johnson uh could you speak up a little bit please I just wanted to say that [Music] in the education that reflects our students their Community is empowering an important and it protect their safety and I also want to say thank you to the district for using committees to make decisions I trust my colleagues who make this decision and I urge you to trust them hi I'm Kevin shank I live at 1011 Sunnyside Avenue in Sheboygan um just a couple of points I guess uh how many students
061are there in the Sheboygan Area School District I know you all know this is a little over ten thousand right let's try that you know it's gone down okay well whatever just I don't want to split hairs about numbers but I guess the point is let's pick 10 000 as the number according to Common info about half of one percent of people in the United States are trans solve that ten thousand if you consider that including first grade second grade third grade which I won't that would be about 50 students it's probably a lot less than that that shouldn't rule the curriculum that's an exception it's an outlier way number one Point number two age-appropriate teaching is essential especially with things that are outside the North and I consider a half a percent deviation outside
062the norm so I think too early exposure to this as being something that's common or people should consider or kids are in grade school should wake up one day and say oh am I trans maybe I am and they don't know I think the damage that can be done to them thinking it's normal is pretty bad as an example um if uh well okay a third point if any of the outside the Norms sexual teachings are felt needed then maybe it could be an optional fan type thing I know you guys want to do good you want to help people that way but I don't think it should be standard curriculum something like that that's outside the norm should be an example of where you might say okay send a letter to the parents we're
063going to have this class we're going to have a special meeting or it's going to be whatever for that 10 20 50 students it's not going to be a whole entire quarter curriculum and it's not going to be embedded the mainstream sexual education do you want your child to attend this to learn this then you can at least how the people or the parents don't want that exposure for the kids that might want or need it not for the rest of the population that doesn't that are against definitely consider to be outside more and the other the fourth thing is the because of that when kids are exposed to something like that that they think is normal and they start questioning themselves then they go ahead and have something done and by the time they
064actually reach maturity we're old enough to reason for themselves they find out they didn't want that and they're mutilated for the rest of their lives who's caring about those kids where is that hello guys I'm Tracy alley 4627 West renicking Drive in Sheboygan I'm also concerned about the changes I was actually not aware that that stuff was actually already being popular so shame on me for not digging deeper years ago that's on me but it should be made more open and clear to the parents um what book is actually about not just an outline of yep during the school year we're going to be talking about sex in there's no dive into what it actually is I was lucky enough to have the book at home last year to kind of see a little bit
065um and with the terms that are already there feel like we should be like concentrating and focusing more on the academics Reading Writing math uh the state report card came out which I know will all be given the report on today I think maybe the next meeting I don't know but according to the state report card um all U.S schools recorded the largest drop in math scores ever this year with fourth through eighth grade students in nearly every state showing significant this is the stuff we need to be worried about this is the stuff we have to go back to we need our morals to be realigned and think about what we're trying to teach our kids um it's it's you guys say you want to help the children this is what would be helping
066them not by all this nonsense is trying to be foresight then to confuse them even more if it were my opinion I would say we need to just find a different book for next year I know you said we're looking for a book to replace because it's updated but I say we look on the lines of something that's more uh back to the basics you know of any function structure and function and age appropriate type of stuff if we're gonna try to teach it at school so that's just my view thank you for your time right uh thank you sir unfortunately we need to start our public hearing now uh and budget discussion but absolutely when we are finished with that you are welcome back to speak okay all right yeah and um [Music] well
067I'm not sure that that you are the last one but truly we will you'll learn a lot in the budget about the budgeting stuff and then we will come back and and you and any other persons who still want to make a comment will be uh will be welcome um we're going to put signs down thankfully I can't read it but we will put the sign down thank you sir and sir the sign will come down otherwise you will need to leave the room thank you all right so we are going to go into our let me just get Mark you want to come on up and we're going to ask about the room okay do we have an liaison officer here okay out he goes he does not come back in um and I'm
068I would ask for quiet during this budget report and presentation because this is our life's blood so take it away Mark great thank you so uh um although we uh do pass the preliminary budget um really need to have quiet in the room I know it's hard to hear it's even harder when people are talking so I'm going to ask Mark to speak up and I'm going to ask all of you please to just not talk and to to be quiet thank you so much all right Mark all right so um as you know we passed a preliminary budget uh in June to start our fiscal year which starts on July 1st but uh the state general state aid numbers are enrollment numbers all that that feeds into our our revenue for our school district
069isn't determined until October 15th and that's why uh school districts in Wisconsin uh pass their original budget after October 15th and before November 1st each year so we've gone through the budget process but now that all the pieces are in place we'll just review where we landed and where some of that state aid and enrollment numbers uh came in so uh Revenue cap limits so uh the state has an imposed Revenue cap limit it's not a spending limit but it's a revenue cap limit and um it determines how much a school can generate in revenue from two sources and that's uh General state aid and local Tech local tax levy so Revenue caps are calculated by a District's three-year resident enrollment average and then by the per pupil Revenue amount for that District so the
070Sheboygan Area School District's enrollment average three-year average is nine thousand six ninety seven and the per pupil Revenue amount is ten thousand seven ninety one so for 22.23 there is no increase from the state in the per pupil amount that is the same amount that was last year the state does allow for declining enrollment exemption if the three-year enrollment average is less than the previous year they will uh they will bump you up to the previous years enrollment average so our our third Friday count which you'll be getting a report on that uh later this evening uh shows that our third Friday uh pupil count uh went down 79 FTE that's slightly under a one percent increase uh the state does allow uh through a formula to add FTE by uh from your summer school
071our summer school FTE went up eight FTE and that's a 13.8 percent increase so our total FTE for this year is down 71 or 0.7 percent that's the three-year membership average that's used for the revenue and that average from last year this year went down 132 FTE 1.3 uh decrease so that decrease does qualify the district for a declining uh enrollment exemption the revenue like I mentioned uh per member was not changed from 2122 that was frozen so we have a zero percent increase uh in that and then the state also does give you categorical Aid outside of the revenue cap it was set at 742 dollars last year and that again is unchanged so a zero percent increase so you can see that our total revenue increase is zero percent uh for this uh
072fiscal year the Consumer Price Index increase was 4.7 increase so that that increase to expenses with no Revenue creates a deficit budget starting out for the school district this slide just shows our enrollment uh Trend you can see um from 2015 until now we've had a slow decline in enrollment that is uh mirroring what's going on in the majority of districts in the state so it's it's more of a demographics thing we're not seeing anything different in other districts here's the three-year average and the three years that make up that average over the past uh two years and this year so when you look at that three-year average for this year it sits at 36.97 next year the 2019 enrollment will fall off of 97.47 so if we want to see an increase in our
073three-year average next year's FTE would have to be greater than the 97 47. property values in general state aid so property value per student is the key determining factor and how much uh General state aid we get from the state so our equalized property value that's the property value that falls within our School District boundaries uh went up 13 from last year to this year it's at 4.8 billion dollars that's pretty close to the Statewide average the Statewide average was a 13.2 percent increase in property value so we know that property values have been increasing over the last year you can add property value by new construction or just by values of our property increasing and that's more of this is just current property that has been seen more than normal increases over the past
074few years our general state aid is was 81.4 Million last year that is going up um approximately 4.8 million next year for this year a 5.9 increase so that's a rather large increase one of the things that that tells us is that our property value per student is less than the average property value per student in the state so if you take a district that has high property value with a low enrollment they are going to get very little state aid and most of their revenue is going to come from from property tax levy a local District that would be an example of this is Elkhart Lake for example low enrollment but yet a lot of high property value around the lake um so uh this increase in general state aid uh does give us
075the ability now to pay down some debt and still uh see a nice drop in our Levy um so you're going to see later on that our Levy will be lowered by 5.7 percent about two million dollar decrease to the levy uh the district also gives state aid to high poverty districts which we qualify for that number is always a two-year number it doesn't change in a biennial budget so that will remain uh the same for next year there's a church showing our equalized property value Trend over the last 10 years and you can see there that from 2015-16 that property value has increased um in this in the district here and this was a particularly large jump this year up 13 percent and here is an example of our general state aid so you
076can see uh since 2018-19 we have increased the amount of state aid that we've gotten from the state I mentioned before because the Sheboygan Area School District's property value per student is lower than the state average we are more heavily funded through the state than we are from local property tax levels so 78 of our funding under the revenue cap comes from state aid 22 percent of the funding uh comes from local Levy the important thing to remember is that increases in state aid do not mean more spendable money for the district we always fall under the revenue cap so for 22.23 that Revenue cap is 112 million what we do is we wait till October 15th and we see how much General state aid we are receiving this year was 87.2 million and then
077we Levy for the difference so we Levy uh up to the 112 163 for our general and special education funds here's the difference in tax levy for the Sheboygan Area School District last year we were at 31.2 for our own sasd budget this year 28.8 that's a 2.3 million dollar Inc decrease 7.5 percent uh since the beginning of the private school Voucher Program uh public schools are now have to Levy for that money that goes out to our local private schools unless we want to not Levy for it and reduce that out of our own budgets so the tax leg for private schools last year that is on the Sheboygan Area School District tax bill is 4.3 million next year will be 4.6 million uh 7.4 percent increase so our total Levy is going down
0782 million again a 5.7 decrease our Mill rates our mill rate is the amount that you pay for taxes on uh on the value of your property so what the mill rates you see up there is per a thousand dollars of property value last year uh our mill rate was 8.26 per thousand dollars of property value this year we're seeing a very nice decrease of a dollar 37 it's going down to 689 which is a 16 uh decrease in our mill rate here is just a chart showing uh tax money history over the last uh 10 years you can see uh levees for the private school Voucher Program started in 2016-17 uh and you can see our general fund Levy uh for our own sasd budget uh has decreased the private school voucher Levy though
079has increased over that time we do have other funds that we Levy for we have Debt Service and you can see there The Debt Service fund uh we're going to use some of that General state aid uh Levy reduction to pay off some debt this will help um decrease expenses down the road for our debt service with interest and that so we're taking advantage of that we also have a capital expansion fund that we use for our Capital maintenance expenses that's at 1.3 million we Levy for that we Levy for our community recreation and Community Services fund 1.3 million and then you can see the total tax levy there this is just a slide that shows uh the impact the voucher school levy has had on our overall Levy since it started in 2016 uh
08017 our Levy for sasd Budget um has decreased every year since then but you can see the private school voucher has increased quite a bit I don't think a lot of people know that when they receive the sasd tax levy that part of that money does go towards the voucher program so it's just important to educate people towards that and here's our tax levy Trend over the last 10 years and then our mill rate Trend so you can see that mill rate Trend uh is continuing to go down since 2014-15 here's a summary of all our different funds you can see our total budget in school district 159.3 million and that's divided in in between the different funds we've mentioned General and special education fund special projects funds is mostly gifted items gifted donations that
081are given to the district Debt Service to pay for principal and interest on our debt I mentioned Capital project funds the community service fund our rec department and then there's also we have a separate Food Service fund for our nutritional Services Department so there is no Levy for our special projects funds and Food Service funds but we do Levy for the other funds you can see the total Levy down there again 33.5 million uh the next few slides are just a summary of the budget that is in there for reference this next slide just uh shows us what uh what we're spending monies on the first one is expense budget by function that is more what is the money spent on 56 instruction 33 support and then 11 is non-programmed transactions a lot of that
082is open enrollment money that goes towards other districts and then expense budget by object that's what we're spending it on so you can see that school districts typically their biggest expense is salaries and benefits were not uh producing widgets we don't have uh Commodities we're buying as part of our expense our expense is and um our investment is in our teachers so that's where the majority is you can also see the next line up the supplies or equipment I apologize the slide uh didn't convert but if you go to your um handout purchase Services is 21 so that's those are things that we uh contract out for and then supplies and equipment is five percent so buying things is a very little part of our budget and then the other one percent is Insurance uh
083Property Insurance liability workers comp insurance those types of things foreign so here's some highlights uh from this year's budget again we've been holding over uh 11 existing teacher positions from 2122 using Esser Grant funds those teachers will continue to be funded out Esser for next year and again these were two lower class sizes or part of our remediation efforts uh that were needed after the pandemic uh we did have some enrollment based reduction in teacher Physicians we saw that our enrollment has slowly been decreasing and um we did have 4.6 was the total net FTE teacher reductions we had this year uh those were all done through attrition through retirement so we had no layoffs with that and then the other thing I'd like to highlight is that our medical insurance premium increased for 2023
084is going to be at two percent so that comes at a time when medical inflation itself is at eight percent uh you know we have a very robust wellness program here at the district we're self-funded we take pride in the um in our our teachers support staff they all really buy into our wellness program and that has a big effect on our claims and we've been able to for several years come in with a premium rate increase that's well below uh medical inflation so that is a big Advantage we have as we look at at budgets in the future total teacher group salary increase this year was three percent uh we did use uh 1.4 million of Esther money to support that increase our total administrative group salary increase was three percent and our total
085support group salary increase was 3.18 percent and for that group we used uh 437 000 of extra money to support that increase as their money was also used to fund a two thousand dollar employee retention bonus for those employees that returned from last year uh the reason was that our three percent fell uh short of inflation you can see the CPI increase was 4.7 we didn't have ongoing money in our budget to uh do salary increases to that as their money gave us some one-time money that we could help our out our employees with a bonus um the total education fund budget increase for 2223 is 1.2 percent District Debt Service uh we currently have six funds maturity schedules from 2022 to 2037. uh our remaining long-term debt is 37 million dollars now the state
086allows for school districts to borrow debt up to 10 percent of the equalized value of the district so you can see that of the allowable debt capacity uh we are using uh seven percent of that allowable debt for the district so uh I think we've been uh very uh conscious of of only going out for referendum in those times of of need and we've tried to do other things through fund balance and uh through budgeting and you can see that the district's Moody's rating is uh double A2 which is a very good rating for our school district uh just some key points to wrap things up uh the state budget uh did not include any Revenue increases for last year and this year uh next year we'll be going into a new biennial state budget
087so uh it'll be a little difficult to budget for that next round because uh we won't know until probably late spring early summer what those Revenue amounts will be for school districts and again our fiscal year starts July 1 so that's always makes it very difficult um generally increased by 5.9 percent again uh very good for tax relief for our citizens um and although increases in state aid do not increase their amount of revenue for this treatment like I said it does uh decrease the tax levy uh tax levies 5.7 decreased mill rate going down 16.6 percent of our tax levy 4.6 million of that Levy is going to be used to fund uh the state private school voucher program so this amount is deducted from the state aid uh that we receive each year
088and then the state allows us to Levy uh that amount back so that's a 317 thousand dollar increase from last year 7.4 percent in 2021 our local private schools have participated in the voucher program had a total enrollment of 1 373 students 606 of those students or 44 were receiving vouchers for 22.23 the enrollment for those private same private schools are down slightly by three students but the voucher students went up 31 so now 47 of those students in those schools are receiving the voucher and that's all I have so I'm uh I think we're open for any public comments or questions from the board you want to do public comment first and then board questions okay public comment would come and then the board would have their ability to answer questions when we get
089to item G which would be the adoption of the budget and then you can ask any questions public comments specifically to the budget itself right so if there's anyone in the audience who wishes to address the board only regarding the information that Mark belkey has given us here same rules apply as the as the previous public comments but feel free to come up and and if you have if you have any input we are happy to have it just start from beginning like you start from the beginning who are you and I'm sorry I'm Tracy alley 46 27 what's right um just a quick question on the voucher stuff I guess [Music] um so about private schools meeting like what like LCA and more like many of like uh yeah the voucher schools that are
090in this District are groupial schools and LCA no that's a public charter school oh it is okay okay so then so voucher meaning meaning what as in like this so you're saying the state money that each child is allotted followed them yeah right so uh voucher schools um they can apply to be about your school and then there's criteria with um salary from those families that whether they followed by if they do qualify then what happens is the state takes that out of our state aid and then they allow us to Levy that money back so so we don't have to recruit our budget okay okay thank you is there anyone else who has wishes to be heard yes sir Kevin shank from 11 Sunnyside Avenue again um devaluation our property in the city of
091Sheboygan I was last year this year and next year going to be affected or will affect the middle rate because you just kind of like give us a little background on that yeah sure so if if property values go up that's why you see that the mill rate uh decreases so I when a lot of people see that the city is reassessing a property sometimes that makes them nervous that the property taxes are going to go up they know that their property tax is based on the value of their property but the thing to remember is that everybody's property value went up right so the distribution of tax levy uh Remains the Same if the only difference is if you've made big improvements to your house but your your neighbor has not then yes your
092property value is going to raise at a higher rate than your neighbor that didn't do a remodeled or an addition to their house so in those cases you would expect to pay more property tax but generally when the city reassesses property it's all it's really doing is trying to get a realistic value on the property so if you look at your tax bill at what your home was assessed at you know that realistically um the market value of your home was quite a bit more than that so that's why cities reassess but the more property value within a district lowers the mill rate so that that helps us all especially if it's added property value through new construction that really helps taxpayers so when we see a new subdivision going up just north of here
093that's good news for taxpayers because it it's more people to share spread that let me know so I don't know if that answered your questions but yeah I guess the the re-evaluation the reassessment made that no rates decrease so impressive at 60 because as property values are assessed higher than low rate goes down right so that looks better than right so in theory you're you're here amount should you know your property tax should remain the same so Levy amount going down 2 million that that should help because there's less Levy that we have to spread out very good anyone else all right I declare the public hearing to be closed and I will open up uh the discussion of the 2223 budget to board members Ryan yeah um thank you uh Madam president uh Mark
094just a question on the state aid you had mentioned that we're getting five million dollars more in DNA from from the state but yet our cap stays the same um so wouldn't that you know you know someone that also have an impact on on the tax levy um is you also you also had mentioned that well this this additional Aid in the state is giving us more flexibility to pay for pay down debt so I guess I'm I'm thinking that I'm getting it disconnected yeah in my head as far as do we have more money from the state really or is it a past yeah so I think that what's important to know is that what we Levy for death service does not fall under the revenue cap okay so when we have large increases
095in general state aid we can use part of that we can love you more for our debt service pay off debt which long term saves US money okay because we have the ability to do that so we raise that Debt Service Levy but we decrease the general fund Levy by more than that so that we see a overall decrease in the levy still because we don't we don't want to uh we don't want to increase Debt Service and increase the total Levy okay now that that makes that makes sense then and also um what what debt are you looking at retiring early um so what we'll do is we'll uh our bond Council uh we work with Baird they will take a look at that if um you know like I say we have how
096many bonds out there they'll take a look at what is most advantageous generally you look at your highest rate uh bonds and try to pay down those first yeah I didn't know if you have if a decision yeah they haven't analyzed that yet first they need to know um yeah if the budget passes and they'll go from there so we'd be coming back to the board uh with that okay thank you other questions mark go ahead you mentioned with our declining enrollment that we qualified for a declining enrollment exemption is that being utilized this year or would that be next year um we get it in this year how much so we're allowed to go above the revenue Camp then they um yeah so naturally a revenue cap would come down with the enrollment decrease
097they say you can go at least up to where you were last year and keep it level but it's it's a little bit hard to understand but your base the next year is at the level it would have been so for example this year so for 22.23 our Revenue limit decreased 1.5 million even with the decline enrollment exemption so okay so it does still go down is their exemption we're taxing an additional 1.1 million this year uh let me just yeah I can tell you uh the the exemption was uh is not working so 1.4 yeah is that only a one-year exemption yeah it's just one year it's a non-recurring yes other questions can you help me understand a little bit about the 7.4 increase in uh the tax levy for private school voucher program
098is that based on population request or how do I come to that well the the the dollar amount that they fund each of the vouchers increases each year and then you have more you have more like in that last slide even though the enrollment went down this was the voucher number of vouchers went up so the request yeah and is that always a year before like now this is uh 22 23 right so that's this year that's the cereal so we don't know what it was we don't know what it's going to be until October 15th we get that voucher information the same day we get our state aid numbers and and then do we also contribute another ten thousand dollar per student roughly or is this all together that's all together for the voucher
099program yes thank you other questions well Mark I think you wow this so we're ready to move on um I would ask for a motion oh I'm sorry I think we got to go back to where we were because that's item G and we didn't we're still in the public hearing portion what do you think Mark or uh Seth you closed public for budget you closed public hearing for the budget you can it seemed to make sense to ask questions for board members at that point but I think rule I'm going to probably go back and get younger or else amend the agenda if you as a group would like to take a consent to take FNG together historically that's what we've done take an f and g together so that we're not splitting that
100in it and then having the other items coming to clean that would be discretion of the board um all right let me just get a sense so we do have an audience here um it does make some sense to uh go ahead with uh the adoption of the budget uh because it's fresh in our minds but we can also go back to the community input I think we're not violating any rules of order for the board I don't have a problem okay I think that makes sense if I see no one all right uh so therefore I would ask for a motion to adopt the 2020 223 budget in the amount stated so moved second is there any discussion Mark yeah I don't we Mark again wonderful job with the budget and you do your
101job remarkably but I just and I don't I doubt that I'm going to sway anybody else but I cannot approve a budget where just because we're allowed to tax for the vouchers for the private schools because the state of Wisconsin allows us that exemption to do that I just can't bring myself to tax our local Property Owners an additional 4.6 million dollars to fund the private schools locally I think we got to address this through the state of Wisconsin as opposed to them getting it out by allowing us to tax at a higher rate I just philosophically just don't agree with that and I mean but I I don't have this whole knock against your budget you're doing what you're supposed to do Seth go ahead yeah I 100 Mark agree with you that the
102lack of transparency on how the state both your system is funded that the challenge in that case is we would need to determine and solicit ideas from this board about what 4.3 million dollars are we eliminating and you heard Mark talk about the 73 coming out as Personnel costs so that means we'd be eliminating quite a number and I think well I keep hearing about educating the public about how this works if we had to cut 4.6 billion dollars for my budget I think we'd be educating a lot of people you know as opposed to just taxing them without them realizing it so any further comments go ahead program and it was saying I don't know if it was next year the year after that there's not going to be an income requirement so that
103could go up substantially higher correct you know what year that's uh 25 26 I believe I think that's correct 25 26 for the caps and income level comes up foreign would like to have a just a agenda Topic at upcoming meetings is how the voucher program actually works and how the the qualification levels and what that would mean in terms of you know this 4.3 and the increases we're seeing and what that would equate to its Staffing that's you know something that we certainly could put together to as an education piece because I think what you said Mark makes sense you know the public isn't educated honest because it's it's hard because it's all put within School budgets and I think critical if we were to have such a discussion the critical piece of it
104would be where would we cut in our budget what programs will we take away what teachers would we lay off you know just just how we would do that so you know what advocacy would we unfortunately would the way the economy is looking I think we need to prepare for that day because perfect storms could be right around the corner well on that happy note oh participate in that the choice we have is whether or not we would add the 4.3 million to the tax levy but the ability to say no I'm sorry the schools who are you who are in the voucher program know we're not going to give them our state aid that comes off the top the state actually withholds up from us we never see that money I think we write
105on the check later yeah I was just going to suggest that as that maybe as part of our gym planning that that would be a good time to have that conversation because also by then we'll have fairly good idea as far as what the state is thinking about changing any about your laws given to know what's going to happen in less than two weeks other markets Mark uh just on the motion I just want to make sure that the tax levy amount is included in the motion that you make and and let's have the motion reflect the language that is uh on the agenda in its entirety in terms of the numbers I can read those numbers but I don't want to stumble so all right anything further all right uh see nothing further all
106those in favor stayed I uh any opposed chair votes eye motion passes so we will now go back to our community input um we did have a gentleman who was interested in speaking if he's still here and who knows who knows who else we'll hear from well I think we're going to hear from you yeah very good maybe 20 years um no uh so my name is Richard groman this is all searches what I wanted to say to all of you and I know um there's a lot of emotion tension with the whole transgender debate um I think there's got to be a lot more Nuance I'm not sure I'm going to guess most of you not all of you have already had an opinion on it um and you probably are going to vote
107based on what you're thinking and so I guess most of the time and I'm not going to change your mind at least I I hope I can but I'm I I don't know but what I'm so I'm the public school teacher that my wife was talking about earlier um I have had multiple transgender students not this year but last year um and you know my wife was right they they come from broken homes um they're looking for someone who loves up and um so this one particular student I had last year um she was good friends with the girl who got the bracing um and I was talking with her she would come up to my room she still comes up to her room um you know she says I'm her favorite teacher I don't
108know if that's true but um she she would come and talk to me and she just likes to talk about life how seventh grade is going because last year of the sixth grade and the conversation of her friend came up I said look I know that you hear a lot from your public school teachers we all know where they lean most public school teachers slice left that's okay um and um but I disagree with with what um she thinks she is who think who she thinks she is and that's perfectly fine for me to think and she's like you know what to be honest with you Mr government I don't even know who I am and I just told her You Are Good Just the Way You Are we don't need to tell them that
109they're not something to think that they they want to be or that they are trying to and um so I guess with all that um and then you know it's interesting she came up to me today and she was talking to me I had to tell her look okay you got to leave now because I you know her and this other classmate work came up to my room they left they're on the second floor my third floor thank you um and she she just told she was just talking to me like is it nothing happened and I think that's should be encouraging for all of us is there's just got to be more Nuance but we we got very strong opinions and I I just think just because you disagree doesn't make you transphobic homophobic
110whatever phobic you want to say I guess that's all I wanted to say but thanks for listening can you sign the clipboard please thank you Alexandra Guevara 4020 Lakeshore Road it's good to be here it's interesting to be here um I've heard so many things that are surprising today the notion that people's identities or people's genders or people's backgrounds have anything to do or all to do with coming from a bad family for being a mental health issue or uh being taught that can be taught you can't be taught who you are you are who you are and I would appreciate if you all think together here about why it is important as a community to have conversations about identity to have conversations about backgrounds even if it's the one percent people that one percent
111is real people those are real kids who are who they are and we should love them for who they are and not try to avoid them because they are who they want to be the notion that we believe it's related to mental health or to a bad family a bad situation at home is proved that we need to learn more about that and that our kids should learn more about that as a mother of four kids I hope my kids have the opportunity to have those conversations and to meet people from different backgrounds and with different identities and they have the ability to make their own choices for themselves and not to have to learn the basics do we really believe that kids only have capacity for a limited set of knowledge content are we
112not teaching them for themselves to learn from experience are we not teaching them to have conversations with others to interact to love others for who they are that's what we need to start doing and by the way I've heard that this is not supported by science but the people in your community are people that come from a scientific background have done this work for a long time I would trust them we're choosing the information they want to provide our kids thank you is there anyone else who wishes to be heard hi my name is Cindy Ross 3115 South 10th Street um maybe it's too late to access budget questions like I just thought I heard that enrollment is done why is our enrollment down yet maybe is it because it covered and people have chosen
113to keep their kids out and do more homeschooling or is it because you're chosen to go into the private sector um I don't is there a stat on that at all or not it's something good to answer them and we'll uh we'll take your question and your information and get back to you on that we're actually going to get a report tonight about our enrollment a little bit later in the meeting okay well let's talk about enrollment this is really more of a conservative community and we are taxpayers and actually I don't know if that's appropriate or not but you know what this should be part of a referendum for our community to vote on it if this is what we want to have taught to our children in the schools we vote on many
114other things and this is something it's a community which other communities have done have voted to see if this particular curriculum should be instilled into our community our community needs to be much more transparent um our school board is representative virtue representing our community not just what you believe or what you think just like all of our government officials are to represent the community and I'm sorry our community most likely is not going to approve of that curriculum being imposed into our school we've talked about many reasons why someone is you know transgender why this or that and it is out there and we can't take it back that is true it is out there and we can't take it back the middle school children already know blood and I'm sorry people your elementary school
115children already know about it I worked in one and I tell you those kids are desperately needing love and compassion they are desperately dating it they are desperately needing it because when some little guy comes up to you and tells you that he's not wanted anymore because it's because a parent has a new family so now I'm not wanted anymore or they're kindergarteners having a discussion with another kindergartner talking about um talking about what it's like to be in jail or whatever else these children are desperately crying out from Love And every single student who needs to be loved and that they are going to express themselves that transgender way yes there is something hurting but I do not want any one of our children to think that they are a mistake that they were
116born a mistake and not a mistake they are loved and they have created beautifully thank you so much for your comments is there anyone else who wishes to be heard all right um we will move on then to the superintendent's report thank you appreciate some time to talk about a few things that occur in the district you heard uh postage mentioned earlier about the north south musical um production this year Freaky Friday a new musical performances are taking place uh November four five six and November 10th 11th and 12th that play this year is at the South High Auditorium we always rotate between the two high schools tickets are 12 in advance 15 at the door they can be purchased at the on the North High School's web page is the easiest place to get
117them hopefully that you'll find time to attend um also you heard close to mention and I'll just Echo that Veterans Day programming at South high is the host again that rotates between our North and South schools each year that will take place on November 10th at 9 45 a.m in the South High Acuity field house please let Jenny or Jill know if you plan on attending um it's a wonderful time to celebrate and honor all those who have served uh here in Sheboygan County um I want to congratulate a few South High School students who took part in the certified nursing assistant or CNA program and Haley Place Abigail Espinoza in Sanjay ibriyama for being Chosen and being interviewed on Fox News 11 they write LTC demonstrating and developing skills at LTC campus and we're
118asked by the news to talk about their learning and they did a great job of sharing what they've learned and why it's important for them to be involved in the programming such as this medical pathway for CNA so just a great job um I do want to also give a shout out to um acena Vera and Josue the robbery um the rebate um who were the two students who organized our uh La Fiesta Hispana that took place on Saturday October the 15th um you might saw the article in the paper they did a great job of organizing doing community outreach to have booths by Hispanic owned businesses a variety of resources traditional clothing Spanish-speaking community members real estate agents other community services as well as activities for kids music food trucks but a huge shout
119to kids they took it up as a project to be able to say they want this to be not the one and only but the first annual and looking forward to that each time in the Hispanic Heritage Month in October so looking forward to it seeing that what happens next year with that we also October brings other celebrations one of those being we celebrate um uh October is is identified as the school principals uh month and so we've put out in our social media just a big thank you to our school principals for the work that they do to lead and work with our other staff to provide those high quality learning opportunities for all of our students and the programming that's provided across this District it was also uh in October 10th to the
12014th that we celebrated national school lunch week and we made a big shout out to our nutritional services staff that worked so hard to provide breakfast lunch as well as snacks and dinners for those kids that participate in the after school programming so it's great to be able to honor and celebrate our national school our nutritional Services during the national school lunch um it was also um cyber awareness month and as you talk about all the things occurring around cyber cyber security issues we've been doing a big push with our staff to talk about an emphasis on holding emails that we receive those embedded links that come in click here to reset your account messages or basic phishing schemes trying to access credentials login but really trying to bolster our staff as well as our
121student awareness about how important it is to be cautious when dealing with emails and other links that they receive on social media and or in email are out on the web so let's just a few updates that I wanted to mention and finally conclude that on October 4th Ryan and Berg and I had a chance to attend the Wisconsin School Board Association Regional eight meeting it was held in Kiel at the Mill home supper club really great to be able to celebrate accomplishments of school board members from throughout this area of this State also shared information on current topics between the board operations as well as school district funding past president future and where that's heading and the importance of public school advocacy and the work that boards do in the communities and those that
122you represent to public school advocacy so that would be my report questions for comments for sale all right thank you very much we will move on to miscellaneous item a Amendment I'm sorry addendum to Middle School human growth and development curriculum Jake and Eric you want to con come up um I just wanted to you know over the course of time we've had the opportunity throughout many years of bring forward ideas and curriculum changes and so forth that comes to the community I come with our newer board members and that we haven't had changes being brought forward just to review again the process if you will of what the the state stats you heard earlier gentlemen talk about what the state statute outlines for human growth and development and one of those pieces is if
123you do have human growth and development lessons being taught within the schools that a community advisory committee is formed and it outlines membership and so forth of parents and clergy and Personnel School staff parents Etc on that committee that committee's job is to make to to dig deep in these issues to keep dig deep in what's out there in terms of standards and then to come forward and make recommendations and that's what you're seeing tonight the USA board then are charged with deciding of whether or not you accept the recommendations being presented that you reject the recommendation or recommendations being presented and or give them feedback to say you know we have questions about this we'd like this to go back to the board so you really have you know three different opportunities to either
124accept reject and or send back to the committee for further review and give them some direction of the board of what you're seeking um so I wanted to lay that on a context tonight um so that all the board members those new in those veteran um understand really that that role of that import appointed committee that you've approved um that come forward with that will turn over to Jake yeah thanks Seth so Eric Eric and I are here tonight um I want to really thank Eric he's done a nice job of working with the committee um to create this addendum and bring it in front of you tonight as Seth said we're certainly here to to answer questions and to um hear your thoughts on on this work but again really just thanking Eric for
125his time that he spent with the advisory committee and I'm going to hand it over to him and he'll explain um that committee's process excellent so Jake thanked me but I guess I want to also thank the people that serve on our committee um again so kind of reference if I want to make sure we highlight them all we've got parents we've got health care workers we've got community members we've got teachers and we've got students that are part of this team and I our group I think genuinely cares about kids and are trying to make recommendations that not only support kids but really try to take personal bias out and really think about how do how does our curriculum match the standards um and that and that was really the task that our team
126was was looking towards has been an eight-month process so we started back last year and the team looked at the standards they looked at our middle school textbook and really cross-referenced with the help of our teachers to say this is what we teach this is what the standards say uh where where's our curriculum strong and where do we potentially have some gaps through that process our team brought forth three uh recommendations that we'll bring to you tonight I want to I guess give you a little bit of background on Middle School human growth and development so human growth and development at the middle school level is a seven to ten day unit in our in our health classes so it's a part of our health classes not our entire health class um and the other
127part is that it is an apparent opt out so parents have the ability to act out of our human growth and development to curriculum um and receive instruction or content in other areas of health during that time that they so choose um so I guess one other piece I guess I wanted to just kind of highlight here so the the human sexuality textbook that you heard reference a few years or a few speakers earlier was written in 2007. so through that process um you know there are some things that have obviously changed in terms of of health and recommendations and I guess that was really the focus of our group is these are some updates that we feel are needed here so I'm going to go through each of them uh briefly and then if
128you have questions because certainly take them so addendum number one and I reference the standards um standards are specific to Middle School standards so this is a middle school standard that says Define STDs including HIV and how they are and are not transmitted so our current textbook discusses HPV Hepatitis B but does not talk about the prevention of them so our team is recommending that our teachers have ability to talk about vaccines uh the HPV vaccine and hepatitis B as a preventative measure through that standard uh addendum two uh again the standard says explain the health benefits risks Effectiveness rates the various methods of contraception including abstinence and condoms um so again there have been some updates to to uh contraception methods that are currently out there since our book was written in um her
129team recommends that we include IUD as a viable method of contraception and then the last one uh standard is differentiated between gender identity gender expression and sexual orientation I think as you've heard tonight from from both sides this is something that our kids are talking about we have a student on our team or if that was the feedback our student gave us is kids have these conversations among themselves and I think really the goal of our team is to be able to take away ambiguity for both our our teachers and our parents in terms of what those conversations look like and can look like in the school so really we try to try to specify specific definitions to make it very clear um what we're looking for and so that message message is also very
130clear to parents all right Mark why don't you start out and we'll just do a round robin in reference to addendum number three it says that the terminology has changed since textbooks copyright 2007. were any of these actually defined in 2007 um bisexual was um gay words I would say in the I guess the one part I didn't reference so the the national uh sex education standards all the the terms that we have listed there are all in the glossary of those standards so it's the committee was looking specifically at the standards and trying to match them to what is or is do we actually to keep it basic do we actually Define what you know boy girl man woman male female are so that we can understand these other definitions I would say that
131the our team tried to be um as as neutral as possible so we did Cover each of them I would say in specific pieces that we're talking about here we're talking about orientation and identity um so I guess we're not specifically saying boy is well I would think that it gets even more more confusing if you're not defining boy or girl and whether or not you're orientation or like you know your uh you know whether you're identifying your gender or whether or not your sexuality if we don't even Define boy and girl or male male or female then it gets even more confusing and I guess that's the real concern like so that makes any sense yeah Rebecca so what ages are we talking about who's talking about this in fifth grade or is this
132kind of like through middle school it's a middle school standard I would say um the topics are discussed here are probably more of an eighth grade topic um okay I've got a couple issues with this starting with the vaccines I don't think school should be promoting vaccines I think that is a conversation that this student and the parent should be having with their healthcare provider their pediatrician um how to prevent it yes absolutely but I don't think we should be approaching vaccines there are a lot of side effects there haven't been I mean I just don't think it's the place for that and then I truly feel Middle School is a little young for this information you're saying all of it thank you I do I do um having five kids of my own who
133weren't having these conversations we were not I mean I I know everything my children are doing where I have a very open relationship we talk and there are so many negative side effects to birth control that I don't think we should be promoting it um and when you talked about the healthcare people that were sitting on this board was this just the Planned Parenthood in community health Community Health so they're pediatricians are there psychologists are there anybody else that have been doing this just I think that organization I think there should have been other people putting it inside and that's so I guess just so you're aware that the statute does dictate the number of people each of the categories that that can be on the team I appreciate that input I mean I would
134like to see the book I mean I don't I don't I mean I know we have committees the people that we trust to go through these things but it just hard to put my name on something when I don't actually get to see it I get to see you know three little addendums that you want to put on but I've actually like to to look at it [Music] um let's see who else who hasn't spoken any other so you know um I agree with Mark if you're gonna have a you need to have a baseline of male female before jumping into the other genders obviously there has to be that base um I think this needs further review um like the iuds the HPV um it's not even talking about the STDs or the STIs
135that can be taking place at uh the pregnancy so there's there's more information that needs to be demolished before we just I think before we just jump in and just give them an education so there needs to be some back backdrop under Community people um spoke out I mean there's just a lot and just to do a seven seven to ten day course is very loaded right and I think that there needs to be sections or phases but I think that there needs to be more information on the STDs the pregnancies um of that nature so you're saying you you want to see the book to see what's interesting you're saying we need to include more in it both both I mean I would say that those art pieces are are already in there um
136but certainly sharing with you and to possibly see the curriculum of that teacher that's instructed and how much is being taught what's being taught what's the gradient on that or how they're being guided on that so stuff like that before uh we make I think before we make a decision thank you Ryan did you have your hand up yeah I do um I guess I don't see what Mark and Santino are apparently not seeing um when it comes to definition I look specifically at gender expression um which the very last line in that definition says this also includes gender roles um but it doesn't say male or female I'm not I'm not saying that it doesn't you know all right um that that may be the case Santino in your opinion um you know and
137maybe that is something that the committee would want to put in or to dissuage um you know Santino and and Mark's point of view you know saying this is what we Define as a male is what we Define as a female I don't see that you know in this you know I'm I'm comfortable with with how this is um I think it's also too important to to realize that what these are is that these are four again number three these are definitions they are not contrary to what you may have heard today they are not political statements they are not they are basically saying this is what it is and it does not say we think that it should be this or we think it should be that you know it is it is solely
138an opinion and to reiterate what you had said if a parent has an issue with this they have the option to opt out unlike a lot of the other curriculum that we have here this is one that is in state law that says if you do not want the district to teach your children sex education you have the ability to opt out and this district is then required to provide you know to to provide other education and their educational opportunities um I'm really torn by uh I'm gonna say it um when I heard people say that every step every student that they talked to that was transgender that's transgender came from some sort of dysfunctional family I have a transient I have been married for 27 years we have never been separated my kids are
139wonderful I'm relatively reasonably well adjusted most of the time and as a just as a personal point when I hear stuff like that what you are saying but it's being somebody but my kid internalizes is I I'm talking about this is that they are defective foreign I really try very hard when I am in this chair to keep my personal point of view out as much as I possibly can but in this I cannot when I hear parents say that as a parent who has a trans son who is beautiful and wonderfully made that hurts my son that hurts my wife that hurts me I'm sorry I normally don't do this but this is this for me this is truly life or death the suicide rates um for Trans youth are significantly higher than non-trans
140youth and according to the Trevor Project those students who are in a uh who are in a supportive environment not only at home but in school having 25 percent less suicide rate than they do in those communities that are not supportive and by not even having the word transgender in the curriculum automatically means that this district is less supportive if you cannot even allow our our teachers to talk about it because it's not part of the curriculum that is less supportive I'm sorry I know this is an off topic and and I and this is this is an emotional issue for me and with that I'm I'm going to yield and let us I had Eric just a couple of technical questions on addendum one um the what is suggested to be added is what's
141on this page or it would be more extensive it's what just what is on the page and did this um in the human growth and development committee what was the vote on addendum one uh you know that was unanimous okay then um going to addendum two um what would be added to the curriculum just what's on this page yeah I mean I think overall we talked about contraception as as options and methods that are out there so I think we would be saying that iuds is an acceptable um term to talk about and I could expand to what's below their envelope points okay but essentially this is the information that's presented all right and what was the vote on this in the committee who's unanimous John referenced that he voted against the government of record
142how to use it okay and then going on to number three are we um just adding this terminology these definitions to the curriculum so that what we see here is what we get I mean I think what our teachers I would say are looking for is Clarity right they want directions on what they can't say and what we don't want them to say and I think the more the board is able to clarify that for them I think our teachers want to be able to stick to to the topic and if what's listed as a definition would be what they'd be sharing or saying all right very good and and what was the vote on this uh five one five one all right thanks other questions comments Sue help me understand an addendum too on
143the IUD you said this is uh viable or verbiage who wrote this our representative who is that from Community Health is it a doctor to leave her role because I'm more exact title to be honest with you I have a concern about this okay um I would concur with uh the public that had some also concerned about this language I would agree with Rebecca and Mark that I think some of this information is not appropriate at this age and um I question the standard are these Federal standards or state standards or national standards they're national standards I would say that they're part and they're also they're on our BPI website so they're recommended videos so we do have flexibility as a community to say maybe the standard is taught in 10th Grade is that correct
144okay so that's my concern that I would I'm not ready to vote on this and I think it needs to go back to community at there needs to have some other input into this and and especially something like addendum to that maybe that would be brought up in a health class maybe in high school yes David I I mean if we're going to send it back to the human growth and development committee I think we need to make it clear what we expect them to do with it and Eric you're going to have to tell us if you think if the decision tonight is to send it back you're going to have to tell us Administration you're going to tell us if we're getting a clear enough Direction because I'm hearing this person wants this
145so this person's kind of thinking this and there's going to be this Patchwork of suggestions and I just feel like we're setting the committee up to fail yeah so I would say that our committee is going through this process we felt that the textbook was outdated as is right so really the goal is to re-look at our I would say 612 curriculum as a whole our team felt that there were some pieces that could be addressed in the short term where we're going through that process so I would say if the team is recommending or if the board is recommending that we go back to the drawing table um I feel like the timing of that would lend us help to say okay we're just going to be looking at a new curriculum whether rather
146than looking at addendums at this point well I don't think that and I want to hear from board members then uh because this is a Community Committee and they have obviously done a lot of work and it has been nearly unanimous and if we are going to it's very frustrating for a committee like that to say well now what so I I would like first of all I think that we it's my intention to do a vote on each addendum um and I think that might be a little bit more clarifying Seth do you have a problem with that I do not have a problem with that I think one of the things and thank you David for saying that because I was listening to the conversation and felt the same way of of different
147pieces being asked so I I think one of the things that is is difficult is that the board that adopted and approved the textbook back in 2007 at that point the board adopted said this is what the curriculum is it's been board adopted and so now you've got this group and you know fast forward and you got the committee saying we've got some holes here that we need to show up and so you know I completely understand Rebecca's questions about saying well I don't know what was previously in all this that was already approved and so it's hard for me to place where does this fit in context of everything else so when we have lessons that are around contraception and abstinence this is one new piece as opposed to the entire puzzle or entire
148curriculum and probably a better word than puzzle and I think that that that makes it a little bit more challenging as a board now fast forwarding and so the committee's identify here are guests that they believe that needed to be addressed and they're proposing to address those gaps in this way but it does make it more difficult because of there's in the human growth and development Eric and correct me if I'm wrong there's also to what Mark was talking about you know learning anatomy of male and female and those definitions are part of that curriculum as well as as well as identification of body parts male and female Etc that are there and then here's terminology that then is layered on top of um to to help augment and support the definitions that are needed
149in this case based on where our our children are and our communities at um but as I Echo what Eric mentioned is now the Committees at that point of knowing this was a shipa initial step to get closer to where and fill those some of those gaps with information that wasn't there but their next task is even broader with a full curriculum potentially in some additional changes um so I think in the short term the board's gonna have to say specifically you know we want this we want this please come back with a different definition it's got to be very precise otherwise the committee is going to spin and turn and come back okay so what I'm hearing is okay go ahead I am the board representative on this committee I am a non-voting member
150because we only are allowed as District employees have a certain percentage by state statute of School District employees and I'm a school district employee at this point um and I just want to say a couple things about how this committee has functioned I have been extremely impressed I think these are very intelligent people I think they don't necessarily all agree we have spent months going over all of the different aspects of this and we came to these three dimensions of it for now because these were things that have changed fairly dramatically since 2007. and if we don't address those now there are some fairly serious potential consequences people can get HPV people can get pregnant which is substantially more dangerous for a young person than any of these methods of birth control children can feel
151totally invisible and not reflected in their classroom and they can harm themselves so those were the three major areas that we looked at knowing that there's a lot of work to do on the bigger picture which is what we've been we will continue to work on moving forward I've been very impressed by the students by the staff by the community health people and by people who don't agree with me on lots of issues um including you know one where we didn't get a unanimous vote but I we have worked really really hard on this and I would hate to see these people feel completely discouraged and and not want to be part of the process moving forward um that being said I think it makes sense to look at each of these items individually and
152I I want to reiterate the fact that people who do not want their children to learn these items have the opportunity to opt out and we tell people that that registration so no one's forcing anyone's child no one's forcing I will tell you they're probably having these conversations with their friends um and I'm 67 years old I I have an understanding that even in Awareness between my oldest child who's 42 and my youngest child who's 22. Lots has changed and what kids talk about what kids do what they're aware of and all we're trying to do is bring these three essential items more up to date with definitions I don't see how that's threatening to anyone I don't all right so here's what I'm going to suggest oh yeah I just add another comment to
153that um as being you know as part of the committee this is the first attempt correct that they bring this to us as an addendum to a curriculum that's from 2007. is that correct is the first time that they're bringing something to us no there were other pieces since last year within the last two years okay well I don't remember anything from last year but I'm just saying uh nobody on this committee should take anything personal as far as being discouraged I think the verbiage first of all is not written by someone that you know I'm looking at addendum too because I find that very upsetting and um that needs to be clarified so when I'm looking at this sounds like a Band-Aid approach to something that should probably go back to the committee and
154say look at the curriculum as a whole why are we you know we yeah we're picking out three things when the whole curriculum probably needs to be revamped you have these standards let's look at something that would more address of what's going on in our society today than trying to Band-Aid this or Band-Aid that instead of saying to the committee okay I think this is almost how old about curriculum yeah so that I'm not comfortable voting on individual when this is a Band-Aid approach to something that probably should be addressed by this committee as a whole thank you thank you I was interested to hear what Mary Lynn was going to suggest well yeah and I want Sarah hasn't spoken yet so go ahead what would be the timeline to do additional work and look
155at you can find it was going to be kind of a larger curriculum yes we've laid out a kind of timeline yes we've laid out a process for the year um with the goal of bringing something to the board as a full scale for implementation the following year so we were like this time next year or we know the goal would be to implement in the fall of next year so before the end of this school year correct you can come back to this board with a broader curriculum overall yep that's an answer to your question thank you I think it's important for us how many families have opted out of I don't have that exact number um at the elementary level it's opt-in so we have a little bit I could I believe that
156was I don't make up a number to be honest with you I have an idea in my head but it was a small number I would tell you the teacher at one of our middle schools last year told me he hadn't had anybody opt out in 10 years always been able to opt in or opt out yeah elementaries I've been secondaries afterwards um so what I am thinking uh just so we can move the discussion forward is for some reason my gold darn machine always shuts off on me I know there's a way to fix that but um and I do want to get that language up here so a little bit of patience if you would thank you um so each of these um addenda um have specific recommendations and as I understand it
157it is the language that is within within the addendum correct all right so I what let's take um and I think it's very helpful to know in addressing Sue's concern that there is a more Global um foreign you know coming to us so this is a short-term short-term solution so addendum one um uh is is there anyone so Rebecca I understand that that you want all the information about vaccines removed I don't know what else is in the book I just don't think this school district needs to be promoting vaccines I mean when you go to your pediatrician and you see them they discuss those things with you and I don't think there's promotion here so much as information about a seventh or eighth grader is going to I mean honestly you know you start
158talking about the human papillomavirus you lost them okay specific is way over their hands okay and I don't think it's going to influence them to come to its appearance to get the HPV vaccine all right well in order to get the conversation moving I'm going to ask for a motion to approve addendum one as written then if all right do we have a second then if there are any so we have that on the table in front of us are there any amendments to this addendum any any amendments that anyone would care to make see none all in favor of standard one as or I'm sorry addendum one as written State Eye any opposed all right I'm going to do a hand yeah all right all those in favor uh please raise your hand to
159yeah I was just I haven't played in an amendment because the uh on the vaccines to click on the PDFs nothing happens and so I'm wondering what we're approving on that because I couldn't see what those are well I'm not sure they're linked necessarily to our materials well Eric can you tell us um if a child gets this information what what would come up to q a related to both through the Q a related to HPV vaccine and a q a related to hepatitis vaccines well I don't see how we can approve that one we don't even haven't even seen it doesn't come up online all right so we are mired here and we need to move forward and I'm trying to figure out a way to do this if in fact we can approve
160this addendum pending what I hear is going to be a total revision of the curriculum or not total but substantial revision of the curriculum come next spring um you know we can do that so let's go back to the vote who is in favor please raise your hand s all right Mark Rebecca Ryan aye okay all right Santino May Sue David hi Sarah hi and share about Thai five eyes the eyes have it all right let's go on to standard or addendum two um is there a motion to adopt addendum two and is there a second second would the Mover be uh interested in an amendment that would delete um all of the verbiage after five types are available in the United States where are you all right there is some concern about the sort
161of casual uh benefits and who can use them that that those words and so I am wondering if there's an amendment to accept addendum to minus what comes after less than one percent and I'm concerned even at the beginning where it says IUD as a viable method of contraception at what age well team no see I mean that's why I cannot vote for any of the verbiage in this addendum all right it's erroneous all right we do have a motion in a second is there are there any suggestions for an amendment if I just may ask a clarifying question of the administration um do they and maybe you said it and when I was having my moment of passion I didn't hear it um do the other methods of contraception do they go over the
162benefits of who can use them as well is that is this consistent with that other language or is this something that's new outside of oh do they definitely would talk about those those are exactly if the verbiage is the same if they're talking about birth control as a viable method of privileges would be the same well see that's why this is so difficult because we don't know what's in the book but we've been teaching birth control methods for a very long time in the school district is consistent with that verbiage he says no all right we have a motion and a second to adopt addendum two mark ERS oh all right so we have an amendment I'm sorry I'm not I want to do this correctly so I may need a little help I would
163like drawing that no no no this is an amendment to the most this is called The Friendly Amendment no it's just an amendment okay I would like to make an amendment as was suggested to stop the addendum number two at the after the words five types are available in the United States all right is there a second all right so in other words now we are only discussing the motion to amend and the motion to amend which we will vote on is to delete all of the uh the words after five types are available in the United States all right so discussion on that point I'm sorry to clarify you're from how effective are iuds down to the bottom of the page would be deleted that is the amendment yeah that is the that is
164the motion to amend before us is there any discussion on the motion to amend again I would just like the voice the second sentence IUD is a viable method of contraception with no explanation I think that's erroneous and I cannot vote for this all right any other discussion mark I still don't think it's necessarily age appropriate because we're talking about girls that aren't even eligible to have one so I think page appropriateness here has impact or should be under consideration and the second thing is I don't have any idea why we need to include those five types that are available in the U.S well that makes absolutely no sense all right so I do assume that we discuss what a condom is I do assume that we discuss what a diaphragm is and what a
165birth control pill is and this would in a very basic way to Scott discuss what an IUD is so that's my that's my my view on it I missed the part of diaphragm I'm not sure what age appropriate that that is well we're not suggesting that our eighth graders have iuds implanted that's these this is information about various means of birth control including abstinence which are available to people who are deciding to have sex because we we want Parenthood sorry we want Parenthood to be planned we don't want unwanted pregnancies so we are giving students this information what they do with it you know as a 12 year old I don't know okay but this is education it's I think so Santina I'm just I'm struggling with not having anything to compare this to of
166what's already being taught and I think iuds is more so high school versus a sixth or seventh grader or eighth grader but there's nothing to compare what's already being taught to compare to what's what's trying to go in I just looked it up because I wanted to make sure I had what I was talking about it says there is a book reporting from the book it's not in the book the reason that this IUD piece is here is that it was not in the book just like it was not in the book that you could be transgender uh-huh well don't even think that we're missing don't compare issues like that I'm sorry I said don't compare one issue to another all of these things respectfully all of the things that were added in these three
167items were added because they are not in the book and they are currently things that we feel in order to meet the state standards should be so for example an IUD is not listed in the book so and it is a viable method of contraception it says there is no age requirements you get an IUD if your doctor or nurse says an IUD is safe for you you can have one who said where are you reading from excuse me me oh let's see uh kids health okay I well all right so I think we've had a full flavor of the discussion uh what I'd like to do is take a vote on the amendment which is to delete the verbiage verbiage after five types are available in the United States and so I'm going to
168start with Sarah hi David no foreign Tino no okay hi Ryan hi Rebecca Mark no and share votes eye uh the vote is 5-4 against and the motion is defeated so let us have then a a vote on the entire page of the entire addendum two and again I think I will do a um to refer this in total back to human growth and development community and let them all right a motion to refer needs a second it is not debatable but I want to make clear is this you're talking about the second addendum or the whole the second again just only the second all right yeah all right so I'm just being clear so the motion is to refer as I said it is based on my understanding of Robert's Rules uh uh requires
169a majority vote and is not debatable so we will have I'll try a Voice vote all in favor referring addendum to back to the committee say aye aye any opposed terrible outside all right let's move because I mean the first who originally been moved to prove well he had to drop its original okay yeah and he dropped it oh yeah thank you I'm Robert's Queen come on all right well not really not really but um okay now moving on to addendum three um which is to the and and Eric is telling us this is this on this page is the information all the words that are going to be added to the book all right with that in mind is there a motion to approve addendum three so moved is there a second all right
170any further discussion with the understanding that we are just voting on this language because this is the language that will go into the into the materials yes um because we do not have the book here um I find it difficult too see how this addendum fits in the information I mean where are you putting it in Child Development um I don't know sexual oriented where does this where does this addendum fit in that book there's a specific section that addresses that standard so it would support that section what section is that identity and orientation and what is in that section now kind of what Market Restaurants gay bisexual it doesn't get into particular pieces that are on the sheet so when you have the term gay in this addendum is that identical definition to what's
171in the book I would say not identical so then are you deleting that what's in the book I think we would just share this to support it I don't think the definitions of them are counter to each other the wording might be a little bit different but is that going to be confusing so if you have one definition in the book and now we're putting this addendum in which has a different definition I mean so I as a teacher I would say why isn't this the same or why is it different has the definition of gay changed since 2007. all right like I said I would I would say that the the definitions support each other and I will just I'm going to voice my concern because if in fact this is all coming to
172this board as we will be a committee of the whole of human growth and development so there will be the appointed committee and this board we will be the human growth and development committee the reason we have committees is they refer these things to us so that's why I have I don't know what the definition of gay is but the definition here seems pretty reasonable and if we approve it they'll take the old one out and put the new one in that's not what he said he was going to do they're not taking me I mean the book is the book right we're not going to take a marker right now the book within the book is in the book and we would share this to support that yeah okay yeah these are are the
173most current definitions they're the most current definitions all right that's it anything else all right we have a motion to approve um addendum three um I'm going to start with Mark Rebecca Brian aye okay I Santino aye David sorry uh Sarah hi and the chair votes High and the motion passes so um before we wrap up I just want to thank the committee and uh all the folks who came tonight to express their opinions um and I think the saving grace of our sex education is that parents can opt out all right is there anything I've missed I think we're looking for Clarity on the addendum number two and what what we're taking back to the committee a little more direction would be helpful I don't think there is any clarification okay Rebecca there's more
174than five types of birth control is if you're going to go through the types I mean do you have all the types in there so maybe what would be very helpful is when you bring this back is you bring the printed pages so that we can see what's currently there because I think that is very important to the boards it's now quarter to nine yes I think the suggestion on as far as and the agenda number two it seemed unbalanced when it showed the benefits but it did not show any of the um okay Ryan and that's something I can agree with I think I think you know if we are to really be educational you can't just say in in a case like this you know these are all the wonderful benefits of an
175IEP whereas you can get infections if it's you know it does if you don't put it incorrectly if there's anything okay so does that help can I give you feedback I would say that our our team is moving towards looking at the curriculum as a whole and by the time we meet and get through the implementation of an additional denim to this we'd be looking at moving into the second semester already I think it's going to deter from the work that we're trying to do on undergraders okay is there General agreement then with the committee that we will uh is that addendum two if the the minutes can reflect that there's sort of an agreement among the board that this is what we're looking at and that's probably the clearest direction that we can give
176you okay with that maybe having OB GYN doctor well actually the quality of the folks on that committee I think is beyond compare so I mean if you can get an OB GYN but you know whatever I would say all of our meetings are people are welcome yeah right and maybe what we should do is is make sure board members know I'm I mean it's in the calendar but specifically send out information and you can attend those meetings and I would I would be more than willing to funnel anything you want to send or you could send it directly to the committee okay whatever you prefer all right and just remember yeah yeah they're a good group so please conveyor thanks to the committee the board conveys our thanks to members of the community who
177came here today to speak and now I think we're ready to move on yes all right okay so we will go to uh the Ford and act exam District results Jake and Kelly all right so as Jenny gets us up for us I'm going to pass the clicker on to you Kelly and I just want to thank Kelly for all her work going through this um a lot of data and then I think the one thing the Board needs to know is the test data comes out this is separate from report card data and the report card data that's being mentioned to a certain extent the test data being mentioned in the news it is not report card data so report cards are embargoed unfortunately we're not allowed to discuss those at this point as
178soon as they are unemboggled we'll be talking about them with you but right now what we can share with you is our assessment data so that's the forward examin Aspire exam and the ACT exam and Kelly's going to walk us through what those results look like okay all right good evening everybody um on September 29th the Department of Instruction released Statewide results for the forward ECT um and this fire assessments given to our students during the Spring of the 21-22 school year um overall like the state the Sheboygan area school district is seeing a positive trajectory in our assessment scores participation in the assessment is getting closer to pre-pandemic levels of approximately 96 our forward exam participation is meeting this at uh at most of our schools our secondary schools continue to work to increase
179the number of students who participate for this reason um and to better understand the needs of our students the district utilizes our internal report cards containing multiple measures that also include these assessments moving to act the ACT often used for college admissions scholarships and course placement is the required assessment for all of our 11th graders regardless of their plans after high school you will see this disclaimer that we have on the slide here throughout the presentation test participation is not unique to our school district or the concerns of it conversations throughout the state focus on how to build value in this assessment looking at ways to encourage students to participate particularly students who are not planning to attend college foreign the DPI created their own proficiency cut scores to align the AC scores to their
180common performance level scale so that is what we see here on this slide Kelly what is the cut score a cut score is basically they're going to say um we have students that are Advanced proficient basic or minimal and they've identified scores to say which range our students and you're going to see that next slide is always what we talk about for act it makes the most sense to everyone which is the actual scores so the data we most often utilize is the average the average subject area and composite scores for our district math scores for this cohort of 11th graders saw a slight draft compared to last year's cohort but all other scores including composite show a positive trend for the state and for our district with English science and our composite scores being
181slightly better than the state and reading scores being comparable in growth from the previous year to the state this data does include all of our students and does not present a way to break the data down to those who are College Bound and those who aren't enough yeah so because the state's not able to provide that data we have a tool that we use you have seen this data before in the June presentation to the board on our College and Career Readiness um accountability measures so we're able to use this for future planning we use our internal report cards to measure the data of all of our students which is represented on this slide here we see how all of our students measure up in comparison to our career Readiness and college readiness indicators and
182so you can see those indicators actually broken down here on what we would say prepares them to be career ready versus College ready foreign this part of our district tool um specifically our students who say they intend to go to a four-year college or university and how they measure up against those college readiness indicators as well and this data was presented to you in June [Music] moving on to Aspire then students in grades nine and ten participated in the Aspire exam just a reminder that there is a gap in this data due to not testing Statewide during covid also same note of caution from the DPI regarding test results all right when looking at the Spire map and Ela scores we see a bounce back surpassing the state's growth from the previous year this assessment
183is you should know being replaced this year with the pre-act secure which we saw coming we just weren't sure what assessment tool would be adopted by the state so pre-act secure will replace Aspire this coming spring we are told that it is more closely aligned to act and is more similar of a test experience in comparison to what they will take as the 11th graders days foreign [Music] funds for so I'm stealing I just get told I stole her thunder so I'm gonna stop talking and let her explain that so again like I said we are adopting the um but the state has stopped at act secure um the district last year if you recall adopted similar assessment booklet based in the fall so that our students would have the experience of sitting down and
184actually going through an assessment the same level of writer the same amount of time um and then they actually uh received their test scores back they get their pre-act composite score they also get an act range um like a projection of what they are likely to score on that assessment with um focus areas that they can work on are sorry our teachers and schools also get reports similar to that so that they can look at curricular areas and they can look at student individual growth works so we are lucky to have that as an opportunity this year again we just administered it in our high schools tonight 10th and 11th graders again another tool to prepare them for what that tool is like as you know there's always a curve learning what the assessment tool
185is like yeah I think we struggle obviously with DPI at times and and what they give us from a testing and assessment standpoint the pre-act and the ECT is that's really nice that's a test that matters to at least a portion of our students who say that they want to go into college so if you're going to have to give a test um that being there really makes sense so that's been nice for our kids and the information that they get from that free ACG if if you are a parent if you're looking if you're a teacher looking at that data absolutely shows you how to improve on the ACT and if you're looking to go to school that that requires an ACT score it's really helpful so for us not to have to pay
186for that anymore because it's going to be the state adopted test is a nice thing foreign exam like Aspire we did not administer forward exam during the 1920s school year so you'll see that Gap in our data on the next slide a point to note despite the disclaimer that the DPI uh announces here the Sheboygan Area School District had a very strong participation rates which helps with the reliability of our data so um we are working on that our elementary school is obviously easier for them to do for an exam scores for grades three through eight show recovery with our math improving at a better rate than the state and our Ela scores also slightly better this data is broken down for you by grade level and school in the next couple of slides so
187that you can take a look at that schools here elementary schools listed and then our middle schools again this assessment is just one point of data when we are looking at our schools and what our students need like the high school we were working on an elementary report card which we have talked about here before we already have our Middle School report card that also helps us to identify all the things our schools do to ensure that our students are College and Career ready and this is yep go ahead which one whose District district oh sorry so that means Sheboygan Area School District grade six for Sheboygan Area School District grade seven so the district by grade level versus the state grade level okay great thank you you're welcome um in summary achievement scores on
188our state assessments are rebounding we are encouraged by this and will continue to work hard to close the gaps created during the pandemic if you have any questions I'm happy to take those but I do look forward to sharing the district and school report cards with you in November when they are released questions David you talked about the history participation is more in more colleges and universities feel test optional um are we going to start to see that number I ask you to speculate but where do you think will what's the impact going to be on participation especially with students who are college-bound yeah I don't I think anyone who's test optional doesn't help I think it doesn't help our participation rates um right if a kid says I'm going to Marquette they don't want
189ACT scores so why am I going to sit through this test all day long um and they decide to opt themselves out there's they can do that um the same way being kids who say why should I take the ACC I'm not going to college um so it almost test participation becomes a compliance thing so where I say I I like or I appreciate the test is if you go back to like the wkcd's phase like that didn't mean anything gaming kit um this at least if Act is something that a kid needs to get into their School of Choice it's a really clear path of take the assessment look at your results year over year and get to a point where you can hopefully hit that score that you need for enrollment and for
190acceptance um but so many that list of schools of test optional is just throwing Leaps and Bounds every single year so it'll be interesting to see as virtually all Wisconsin schools okay so I know it's our private institution yeah um and that really goes back to the strength of that College and Career Readiness piece they were right there they were ahead of their time with their research I think that institutions knew it they were trending in that direction but they weren't there yet but long before the colleges went in that direction we were saying look the data is very clear it's the highest level of class past I.E get those cap classes in there um and it's your GPA I.E let's focus on kids making sure that they have that uh 2.8 or higher so
191that's a big deal for us well and doing something that we're trending toward we have been for a long time and it underscores as more and more higher education difference test optional underscores the importance of Cath and dual credit and we talk about college affordability if you know you're going to college do dual credit because you know you can enroll as a second semester freshman a first semester sophomore because of the courses that we've taken in high school that don't cost you anything you're gonna You're Gonna Knock Out a semester a year or a year and a half of college while you're still in high school for nothing it's yeah and we're there but I think we're just gonna you know we're going to see more of that but those Trends are going to continue
192other questions thank you very much thanks it is now nine o'clock we are going to take a real five-minute break we I will reconvene this at 905. third Friday enrollment foreign all right away we go Jake all right thank you third Friday enrollment this year um you're gonna see this is a a pretty standard template that we use for a report you're going to see a number of new slides this year I think as I went through this especially after covet I just wanted to put things in context a little bit for the board so if you've been around for a while feel free to ask questions I'll try to explain those as well but um third Friday count is is two things a lot of people think uh it's who's in in their seats
193at school on on the third Friday of each year that's correct and you'll you used to hear more schools like doing gimmicks to get kids in on that day and all sorts of things right like Raffles for all sorts of stuff it's a kid can literally attend the first day of school the last day of school nothing in between and they come right so you either have to attend on the third Friday or you have to attend a day before and a day after um and that is the the way that the the state works so I can tell you uh um I think we've added um seven seven students already to this so uh if you're the treasurer you get an addendum all the time from me adding kids because uh they were out
194for some reason and now they're back so just keep that in mind as as we roll through um student population our third Friday was 9506. I think I projected 9502 um so we were really close this year as to where we are and like I said that number's at like 95 14 right now um with a few kids that we've added since we we put this together this is a new slide for you just wanted to show what happens Tony wide a lot of times we get questions on that is this a Sheboygan thing is it a state thing um so we we tried to put in perspective from from the county and from large districts so you can see the changes across the last five years across the county um Random Lake has seen
195the biggest drops at 10.6 um and Elkhart has has seen an increase of 8.25 obviously those are really small small districts compared to us and we threw uh Manitowoc in there just because it was a little bit larger District to look at um then we took a list of of the larger districts that that kind of met our profile um in the state and you can see where where those schools are as well so um probably the Oddity here if you follow educational news is West Allis West Milwaukee they went through a lot of financial issues um so I think that's a lot of open enrolling out there but otherwise you're seeing just a general decline in population alluded to that when you said you know all districts are seeing this we're we're right there
196Janesville is always a good comp for us um we we moved very steadily with them uh it's a kind of an interesting interesting comparison so that's where we are across large districts and then what I wanted to know and once I knew I wanted to share with you is just what it looks like within our County um so kids under five there were 7 162 of them in 2010 the 2020 census had had that Decline and the same thing with students under the or kids under the age of 18 in our in our County so um we're just seeing fewer kids in the county that's what that tells us um so here's our enrollment our third Friday enrollment by school and the next slide I think is more interesting that's um this year versus last
197year the variance um and then that far right column is choice and I'll explain that in a couple slides as well but that's um inter-district school choice so really trying to put all this together to you it's such a complicated picture and I'll explain it in future slides but to look at our enrollment and say oh we were down you know half a percent we're relatively flat the amount of movement that makes up that half a percent is um is mind-boggling so that you can see here uh we had 637 students withdraw in K through 11. so students that did not graduate but left our district we had 805 graduate we had 586 come in for our 4K and we had 770 kids move in across k um K-12 so there's just a ton of
198movement that makes up that difference of 86 kids right um and that's a that's a challenge for our district that's a challenge for our teacher when you have new kids coming out kids that you've been working with Levy um our staff is really really good at planning for that for onboarding new students um but it's a it's a that's a that's a big Challenge and that's a lot of movement um our elementary enrollment over the last five years again pretty straightforward and you see this slide um every single year and what we added this year is again that view of intra-district School of Choice so this is round one just round one we do three rounds um round two is open enrollment in round three is just continuous enrollment of spots are available so round
199one is static we're allowed to we can give you a snapshot and it closes um usually um around late January early February and uh this is what that movement looked like at elementary and I do middle and high school as well and so as you're reading it across the right those are kids coming into a school so if we look at Cooper for example they have seven kids coming in as you read across and those are the schools that they come from if you look up so Cooper got the kid from kid from Jackson kid from James Madison and then if you look down they had 12 kids leave they had to go to Madison one go to Jefferson one go to Lincoln Urban one with a pigeon and they were a net negative five
200so that's how you you read that chart um uh and it just again painting that picture of what inter-district school choice looks like in this district and where we have kids moving um Middle School relatively flat again um again our projections are are spot on this year and what we did is we took 4K numbers and kept them the same as they were a year prior and we bumped sixth grade up I think I bumped sixth grade mining for like 15 kids coming into the district and and we do about the same for high school so this is right where we thought we would be this is the movement that we have Farnsworth was a net 43 loss within the district and uh everything else kind of Falls in place from there round one our
201families almost always get I can't think of a kid that was denied for round one this year so special that aside that that gets put into a different category but um we were able to accommodate students in their in their round one of open enrollment choices and then High School uh you can't make that number up that's not a mistake I'm saying one year over year so 3065. uh this year 3065 last year and um that's always a a good thing for seeing some interest at our high schools I think the size in the program offerings that we have are advantageous for us so this is what that looks like 66 kids uh net loss itself 20 increase at North and then our Charter Schools take their students and and that's where we stand on
202that again this this changes especially with Central um Central takes a lot more than 18 kids but it's often after round one when kids start to get their report cards they start to have conversations of if they need a credit recovery program type thing so that's where that stands um enrollment by ethnicity the takeaway here in my opinion is two or more races is um kind of that that group where we see the largest increase percentage-wise over the last five years and we continue to be a very diverse District crane reduced unfortunately uh increased to 61 percent again snapshot in time uh that that number we're going to talk about that number when when it comes to report cards as well that's a really hard one with lunch being free right now um so it's
203probably an underestimate and it creates havoc in in other places as well that's where it is from our reported standpoint and more and more of our kids are what we call cep which is when you get identified for benefits through the county then you just get automatically identified on here as well so um that's where those numbers stand open enrollment in and out 218 in and I'm going to kind of toggle between these slides 572 out what you see I think is interesting um in we get a handful from all over but we kind of break even with the larger schools so a Plymouth to Sheboygan Falls we have 28 coming in from Columbia we have 101 coming in from Falls we lose 32 to Plymouth we lose 134 to Falls that seems pretty common
204I think where we're seeing families go is to smaller districts and cooler is always a big one how many kids they take uh fluctuates on a kind of an annual basis some years they'll take more than others um that's where that's where open enrollment stands and then the other thing to remember here when we talk about net open enrollment is we are now not except we set caps in January and typically speaking we are full for special ed um so that's been a change for us and it's probably hurt our our Gap there uh and Mark can explain from a financial standpoint why that's probably a prudent thing to do and from a staffing standpoint special ed teachers are impossible to find so it's a prudent move from the board as much as we hate
205to say no to any students we have to serve the students in our district first um maybe Mark can answer this too would be uh I saw that we had lost a fair amount to a virtual oat virtual Charter does the full amount of state aid per pupil follow that student to a virtual school because I mean I would think that that would be a lot less expensive to operate a virtual school so you don't have any brick and mortar yeah you're into the state aid or like the uh for pupil yeah it's the same as if they were so who's about that per kid to a virtual school we do but then they pay back proportion of that so we don't lose the full amount we still get to keep a portion of open
206enrollment kids they could allowance yeah it's a it's a really good point mark the the worst and the worst thing we see with the virtual school is the way that those laws are written they'll essentially keep the kids through third Friday found them and then say oh they're not attending and they'll kick them back to our district um so and we don't we do not get the money back no no um yeah and and we knew it right we said during virtual learning in Kobe like that's not what we wanted for our kids so we're we're getting Kickback who are are leaving us in a much worse position than they they were when they came and Warner is there to try to stop that but Warner tries to be a virtual I would say at
207a virtual school with morals maybe they do really good stuff for kids at Warner and they make sure that if kids need to be in there that they come in there so it's hard for them to compete with kids who are just looking to get out of school or families that are just looking to get out of school So when you say it's a scam Market I think you're you're pretty much Dead on um open enrollment in history there you can just see the five years um and again if there's nothing nothing new there this is numbers that you've seen before um and then we put this in there and and this is what you're you're going to see and this is just something the Board needs to be aware of the special education numbers
208a percentage is is going to continue to rise as we see students leave our districts but the ones that are really are able to leave and have the best chance of getting in whether it be a voucher a charter a virtual school Etc on the ones that are not special that same way that we deny other districts um can as well and in the district our size uh you just you're going to see that number rise and you're going to see um other districts fare a little differently and you can just see those numbers up there what it's looked like for those districts so um that's where we are from a special ed standpoint um experts will sometimes sell you around 15 makes sense uh 15 of a population being special ed is kind of
209where you should be and I think that's probably accurate 17.7 percent is probably accurate it's probably 15 percent of the kids in our attendance area our special ed but 17.7 percent of the students that attend our district are so voucher students may not be right but the virtual Charter Schools may not be Etc so um that's that's where we arrive at that number and sometimes we we need to explain that and then this one these numbers are a little different than what Mark gave you and that's because we include 3K um and and mark looks at a different set too but um this is historical data on on these schools this is self-reported to us from those schools before Mark gets his his State numbers and it includes a 3K so they're 1344 uh last
210year they're at 1323 so the number of students in in private schools really showing no drastic change across our County year over year and where you're seeing a shift is a little bit of cannibalizing right a Seton sees a large decline Christian is probably the benefit of the benefactor of that episode um yeah Lutheran came in lower this year so that's where we are you know the paint the picture I think it paints is that overall our enrollment declines are pretty normal um for a district our size we're not losing kids in huge numbers to um these places call there's probably our biggest poll and uh our high schools with the ability to offer so many options for kids I think really is our calling card um and it's just impossible for anyone else to
211compete with around here because of our size so some people don't like a large high school and I understand that but when you're talking about getting a year or two of college under your belt before you leave that's really hard to turn away as a parent in my opinion so we're okay and um we're not seeing the huge Exodus of kids to the parochial side this year the vouchers or anything like that so comfortable with where we are Ryan I think so the concern that I have is yes you see that over the past couple of years the parochial schools are the areas you know voucher schools um are possibly about going out but as our numbers continue to go down the percentage of kids that are publicly schooled that are educated in public schools
212actually decreasing because because there's less of a drop off on you know in parochial schools and also too there's less of it and specifically for the sesd there is less of a drop-off if not an actual increase in in students that are open and rolling out of the sasd 200 District mm-hmm any other questions thanks for all the numbers it's really interesting got it makes your eyes kind of dance around but that's okay um let us move on then to thank you Jake thank you Jake thank you um uh d and e right Seth we take these together this is the second reading so we don't need the Hudson dots with it and I would ask for a motion to adopt both um both of these uh Board of Education policies so discussion hearing none
