All right, we'll call the meeting to order at 6 PM on 27th of April for regular board meetings. Um, roll call. Scott >> here. >> Andrea >> here. >> Uh, Britney >> here, >> John here, >> and myself is here. Announcements. The next committee as a whole is on 5426. Maybe the board meeting is at 5:18 of next month. And then graduation will be held on the 23rd, Saturday the 23rd. Do we have a time? >> 11 a.m. Okay. And then also with this announcement, uh we will be doing office. So John to stand and raise your right hand and you read that. >> I read it. >> Fine. You just usually have that read out loud. >> Yes. Go ahead. I, John Swanberg, having been elected or appointed to the office of Solen Spring

School Board, uh, but have not yet entered upon the duties thereof, swear that I will support the Constitution of the United States and the Constitution of the State of Wisconsin, and will faithfully discharge the duties of said office to the best of my ability. So, help me. >> Okay. Andrea, >> I, Andrew Henkins, having been elected or appointed to the office of Sen Springs School Board, but have not yet entered upon the duties thereof, swear that I will support the Constitution of the United States and the Constitution of state of Wisconsin and will faithfully discharge the duties of said office to the best of my ability. So help me, Dad. >> All right. Good story. Here's a pen. Okay. And then uh you you're the she's notary. >> You got notary. >> Yeah. So my

driver's >> so I thought I had it in here and that's something I wasn't sure of technically with the reconfiguration of board >> to set officers. So I guess since it's not showing on here just entertain that on that agenda. >> All right. Um resetting or compete continuence of board members in the positions they are. Do we have any motions motions for that right now? We You're clerk though, right? Okay. So, the only open technically would be a regular board member, but we can rearrange the board too. >> Yeah, it would probably be with within our interest going down the different offices. Okay. If if there's any uh competing nomination than the current member um or if the current member wants to decline that office, then we would open it up as well. to put

a motion into that. I'll make a motion to consider appointment or reappoint of board officers. >> Second. All in favor? >> I posted. >> Okay. Well, we'll start with the president. Any motion or any check nominations? >> You can nominate or believe that. It's up to you guys. >> You want to keep going? >> I can keep going for the this next year. Stick with it. Okay. All right. John, everybody, Vice President, which is right John right now. Anybody want to change anything? Are we good there? It's all three. >> Okay. And clerk's Britney right now. >> Keep with it. >> Okay. >> Scott, you're the treasurer, right? Right now. So any other changes? >> Okay, >> just keep reading my big numbers. >> Yeah, >> make them bigger. >> Motion in a second. >>

Okay, the these are members. >> All right, makes uh besides the officers then how about the other sort of >> like the liaison, the >> CISA 12, >> right? too. >> We we can we can do that. Uh or we can push that off just so we have all the information because I think the CIA 12 is a little later on here if I remember correctly. So >> well I mean that can be done anytime I think anyway. >> Right. >> So all right can I get a motion to >> approve the >> approve uh board member positions as just discussed? >> Motion. >> Second. All in favor? I >> I any vote? >> Okay. >> Yep. >> All right. Approval of meeting agenda. Can I get a motion to approve the meeting's agenda? >>

Motion. I'll do a second. >> Okay. All in favor? >> Any opposed? All right. to get approval of the meeting minutes from March. So, I will say that's one thing I did not get to you. I can offer that to you at another point in time. Uh with uh one thing that we didn't announce is that uh our our normal platform board docs is not functioning right now. Um and that was one thing that was not Yeah. printed for your preview. So, Anybody else? >> Unless you guys looked at them online already. >> We can push it to the next meeting. That is correct. We'll just push it to the next meeting. Everybody okay with that? >> Yep. >> March and April. We'll do this. >> Okay. >> Treasures report. >> All right. Beginning balance

was $865,773.60. We had total deposits of $696,441.91. Total expenses was $513,728.98 for an ending balance of $14,84653 and the local government pool balance is $2,518,17340. >> Can I get a motion to approve? I'll make the motion to approve. >> Second. >> All in favor? >> I. Any opposed? >> Okay. Expenditures. They are in here. Anybody have any or can I get a motion for approval of expenditures? I'll make a motion to approve because we still have to discuss. We have >> Can I get a second? >> Second. All right. Any discussion? >> Have a question. >> The daycare grant, how long is that going to run for? Is that continuous? Will that run out? Is that ongoing? That is questionable. That's federal funds. So, originally that was already supposed to run out, but they um

reinstated it. So, there's not a definite period of time for that one. >> Okay. >> Take it while we can. With within the state, there's a a big support the current administration. I'm not sure what the next administration's going to look like as far as support. So, >> anybody else have any questions on any of the expenditures? >> All right. All those in favor? >> I Any opposed? All right, moving on. Nobody from school council committee as a whole. We discussed quite a few things. Anybody have any questions or anything you want to bring up from that? Uh Eagles Wings Charter School update. Right. Um so the um Eagles Wings governance board uh had their meeting a couple weeks ago the same time frame. Uh the big thing that that uh they're taking a look

at now is just um how how they're promoting their their programs. Um and also taking a look at data to try to keep um keep the rigor uh increasing and providing the best product possible. I don't if there's anything else you want to share on that. All right. Athletic director report. Uh you guys can kind of read through this. is not here to go over any of it, but um anything specifically, Pete, that you need to >> I think just a few things there. Um a just the highlights from from the basketball, girls basketball. Um didn't have the season that they end the way they wanted. But, uh, all in all, just taking a look at at the, uh, uh, the success and level of success if we're all conference naming, I think that's that's

a testament to their to their, uh, skill and performance. Um, boys basketball, um, likewise having some children, having some students recognized at the conference level. Um, I think the the big thing moving into this, uh, right now, softball one. They're doing great. Uh baseball three and two uh both are are undefeated within the conference. And just a reminder, >> say cool. >> Sorry. >> Oh, that's right. And then the the last thing you had on there, just to make note, the awards program, uh that is on Wednesday, May 20th at 2 p.m. And this year's going to be a little bit different in the fact that All of honor will be joining that. >> All right. Principal report situated here. Um some updates and recognitions. So just wanted to say thank you to Miss Kase

and our our team for coordinating leading our state and district testing. Having all hands on deck made a significant positive difference. It was really nice dedicating one day to our high school testing. Um it really it it was just very nice overall. Um Miss Ma has been really working hard on our 26th and 27 master schedules. A lot of work goes into juggling what we have with staff, how our the needs of our building and just what we can offer our students. So she's been doing a phenomenal job um and working on those. And then um most recently last week our Monasuri team had the opportunity to visit Riverf Falls Monasuri Elementary School um to observe and exchange some best practices and got a lot of positive feedback from our team that went down there

and really appreciated the opportunity of being able to connect with other Monasuri um instructional teachers. Um moving on um just a few things with our PBIS team. So, with the end of the year coming up, we're just kind of shifting our focus for the upcoming 2627 school year and starting um starting some of that planning and looking at more of our data and making some informed decisions and systems of what that will potentially look like. Um I thought I had one more not in here. >> Yeah. Leadership. >> No, there's a PLC one. >> Oh, is it on the back? I don't think >> Oh, I don't >> Thank you. Um, our PLC team, uh, just continuing discussion around ways to focus our collective commitment within the PLC process. Um, we'll be completing an action

plan as a team and how we can commit our next steps for the 2627 school year. And then additionally, we're going to be building more of our team members of that overarch overarching PLC team. Um, we'll be sending five, I believe, well, I have six on here, six individuals this summer to the PLC conference in Madison. Um, and I believe our new superintendent will be joining us, um, as well. So, super excited, um, to have everyone being a part of that. And then, um, just some upcoming events and continuation of work. So, we have our middle school, high school spring concert this Thursday, our prom Saturday, and then next week our elementary, oh my goodness, elementary spring concert, um, and then our Wolf Ridge camp, some of those bigger items, and then as Mr. had

noted that we'll be having our co-curricular and athletic awards in our um oh my gosh >> May 20th May 20th >> May 20 >> awards day >> at 2 p.m. and then our Eagles Academy showcase May 21st. Um, and then we'll talk a little bit, I think, graduation items coming up. Um, finalizing some of our math essential standards work that we're doing with our instructional team. And then again, just kind of finalizing some of those master schedules for next year. Um, and then yeah, just some training and conferences that are coming up on my end. Um, I have the opportunity of attending an ACD ACT data training in Monomony. I'm really looking forward to that just to bring some of that information and tools back to our district. And then we currently have our special

education teacher position that it's open. Unfortunately, that is still open. So, um yeah, that's those are my updates. >> Is the award ceremony generally open to the public or is that >> No, it is open. If I can just comment on two things there. Um, >> so one thing that was kind of important with the the monastery team going to River Falls uh to note W River Falls actually has a uh a track within their uh teacher education prep program specifically for Monasuri and they work very closely with uh the Riverfall School District on Monasur programming and whatnot. So getting in there and seeing what they do as well is a good thing. The other piece is that uh PLC at work institute. Uh just reminder that that that event is funded through a grant

that we received which is the implementation zone. Um and we will continue to receive this next year. So um so those are funds that are not coming from our general fund. It's actually funed by grants. So Absolutely. All right. >> Superintendent update >> check. So, um the big thing as we look at this uh since May 1st is on a Friday, uh it's that time to start transitioning. I've already been in contact with uh Kelly Ryder about uh the transition. Um she's going to uh try to make some of the board meetings here just to get a feel for how things operate. Uh and then she's going to be spending a number of days uh with me going over um information through the in the district as well as knowledge management where where to find

things and you know answering important questions that she has as well as setting her up for success moving forward. So, um, yep. And the the other thing that we did have going through this was a monastery conference. Um, that was over a weekend. Uh, we try to utilize some other funds as well, mainly grant stuff. It was an opportunity for our sped uh special education teacher at the monitory level as well as a couple uh of our staff members to go and get more information on differentiating learning in in a monitory classroom as well as interventions. And I think that's one thing that has been kind of challenging uh as we look at how we integrate our services. So um so a a a good event. So um And I think uh no you talked

about uh the high school and the testing just reminder statewide testing is done this week. So yay closer. >> So the river falls visit by the monitor that was more of an informal thing and the conference was a conference >> right that that's exactly it. So it was more of that observing asking questions dialogue see how they truly operate. So absolutely uh health insurance discussion. Um I know that uh we had uh Rayanne in on the 13th uh virtually to give a kind of a an outlook of where we were with our our health insurance plans. Um I know initially it was looking like an increase of 23.5%. It's not we I mean we're still going to see something. I know Leon's going to get into this more, but just it it's been an ongoing

discussion as far as uh the the trust that realignment process and being I would say that Rayanne from USI has been great in the fact that she's been very upfront and has been trying to tackle things to give us the best possible uh outlook for our health insurance for for our staff that doesn't break the bank, so to speak. Um we I know we had a meeting today and got a little more information and I won't steal any more of that. I'll let man kind of hit that piece. Um and then the final item there since we talked about graduation just a reminder to know if you guys are coming to graduation because if I have three or more put up a notice of forum. Okay. So >> I'm coming and I am too. >>

Perfect. So >> yeah, I know. No choice. Okay. So, we'll we'll make sure that we get that up. >> Yeah. >> Okay. All right. At this time, we will uh move into public comment up. You have three minutes. >> Okay. >> Did you read through the kind of the back to see the kind of the rules how we do this? do kind of know. So, >> yeah, sounds good. >> All right. Does somebody want to time just to make sure? >> All right. Clear away. >> Okay. I have a little cover letter and I'm just going to read that and then I have some attachments. So, it's Sen Springs School Board. I'm concerned about the safety of our children on the play school playground. As far as I can observe, it would be very easy

for a person with a gun to stand at the fence and begin shooting or walk in on the sidewalk opening and begin shooting up in close without restriction. I could it could become a horrible instant killing field in seconds. I feel I must share what I know to help prevent this. I recently attended a concealed carry training class at the Guardian Gun and Training Facility on Ogden Avenue in Superior. The instruction the instructor Craig told us that they provide guidance and training for schools and ch churches. I asked him to write up something to present to you tonight at this meeting. I've never wanted to own a gun, but when I learned about the Verna non-lethal weapons, I bought one so I can stop an attacker without killing. I'm attaching the letter from Craig and

the Burnham mission statement from their burner.com website. And so he introduces I don't know how much time I have but he introduces all the things that they offer there on the site but also um they can come he offered to come to the school and talk to you to see what's practical and reasonable and at the training I learned how how terrible it is if I'm if I defend myself and to find a lawyer and all that. So they provide an insurance coverage um $40 a month to cover up to $2 million if you have to go to jail and you need an attorney right away. And then the burnup is quite a wonderful device. I have it and um so anyway that's short of rem that's all I have. So thank you. >> Well

thank you. Thank you. All right, moving on. Personnel recommendations. >> Okay, I think the only thing we had on there was the resignation um or the retirement for that. >> Okay. Are we doing that now or are we >> that there are other items that come up with that? So, >> okay. So, hold on. >> Yeah. Okay. >> All right. Considering of subject of donations. Um I've got three listed here. Christine Hansel student lunches for $50. Anonymous donation for graduation decorations for $150. And Danny Kase for prom for >> that was actually graduation also. >> Oh, sorry. >> Correction. That was for graduation also. Um, do we need any motion for that? I thought we had a certain amount. >> Donations is is truly just accepting. >> Okay. >> Um, I would say with the

personnel recommendations, it would be more of that acceptance that we approve that acceptance of. >> Oh, so we need to go back and do that. >> Yes, please. >> Okay. So, we're going to Sorry, we're going to go back to personnel recommendations. Can I get a motion to accept the retirement for Matt Ryder? I'll make a motion. >> Okay. All in favor? >> I Any opposed? >> Okay. All right. Moving on. Health insurance. You're up now. >> All right. So, um, as Rayanne went over with us the other week, there's different plans. So they're they're trying to consolidate all of our schools to have similar plans because currently everybody's kind of got their own deductibles, their own um different layouts and combinations of things. So they're trying to get us all on the same board.

So the three on here um or that they had were the high deductible, which we had. Some schools have a PO plan. And then um another option we would have is it's called enforce high deductible health plan. So what that one would be is if people wanted to keep the plan that we have now. So both that and the PO plan would be the staff would pay the 12.6% 6% of the cheapest plan, which is the new HDHP, and then they would also have to pay the full difference between that amount and for the um one of the other two plans. And I had I didn't um that is on that sheet that I gave you with the notes on there. The other two plans, the PO and the enforce highdeductible health plan would also

with the cost that it would be to them, they would actually end up being paying more out of pocket than the value of the plans that they're getting. So my recommendation would be to go just with the new health deductible health plan. And the um USI was also leaning more towards stick with the plan that you have. The reason they have the PO on there is because some other schools that's what they currently have and some have offered two. Um so the increase with the changes in all of our schools aligning would be a 7% increase rather than the 23.3. Am I on the agenda for >> Yes, you are. >> All right. So, with that, >> we're not there yet, though. So, >> okay. So, I'll leave. Let me know when >> So, with

all the discussions with with the differences in premiums and things like that, um there's Also because now with this we used to the plans would change July 1st but our premiums would not change until September but now we have to change the premiums as of July 1st. So we have our staff have insurance coverage through July and August. So that now means that um we have to adjust their their portion of the insurance um now like the the people that choose to just have their paychecks through the school year only have two more checks. So if we if we're sticking with the high deductible health plan, then I know exactly what the premiums are going to be and because the first payroll um is this Friday, so I'm going to have to make the changes

to their to their check for their two remaining checks. >> When is like the open enrollment that that I'm going to have to do ASAP too. So, >> well, that's Is it Is it going to be this time of year every year then? >> Yes, it's always in May. >> Um, so they need um they're having one more insurance meeting, USI, with the companies that they're working on getting bids from, even though it won't affect our rates, affect some of the other things that are are within the plan. um they're still trying to mail that down. And then once they get that, they will have forms for us to fill out because we'll have to do new um applications for everybody again and then I can get the um the open enrollment out. But that's

also the thing that if we have the open enrollment, someone chooses to take it, it has to start July 1st. So once again, trying to get those premiums for July and August insurance out in the next two paychecks, whichvious obviously they're open and choose to open and roll in, they'll only have one paycheck to have their July and August premiums. Any questions on that at all? The the deductibles are changing a lot. Um it used to be 2,000 4,000 and it was an aggregate which the aggregate means even if if you have a family plan and our deductible was 4,000 person could meet that that full 4,000. They didn't couldn't meet the 2,000. Now, this new with the changes, it's called an um embedded plan. So, that the deductibles are 3,400 and 6,800. So, one

person can hit the 3,400 and then they would be starting to do if they went over that, they would have the co- insuranceances which go would work up to the 6,000. But they wouldn't have to hit that 6,800 with just one person. That makes sense. >> 68. That's for family. >> Yes. >> Okay. >> So, um the total increase per year with the new HDHP. Um the staff portion for family policy is around $288 increase a year and the single is around 32. >> Um I has this been presented at all to the facult. >> Yeah, because it's been so fresh and new. So >> I my opinion I would stick with just a new one for this year and then maybe next year offer the PO when we have more. time to figure out

that whole process. They're kind of >> and that was a question I did ask them today. It's like is this something that that if we chose to next year to implement the other um to do that and then also keeping um keeping with the HSA donations at where where they're at. >> What did she mention about the HSA donations? They're trying to eliminate some of the um the prediums and the and the HSA automatic deposits because some of it comes down to well, if you don't have to pay anything out of pocket, if you're not noticing anything yourself, you're less apt to pay attention. Well, our staff are already paying part of the um deductible anyhow because we don't we're not covering the whole deductible. So, it can affect all of those things. So like

with the pdiums if if they're getting um money in lie of I guess is what she'd be saying it leaves more of the high risk people in the pool and and your healthy people aren't in the pool. So that makes your risk factor higher for getting um uh getting getting services. Yeah. And like I said, when I went through and I calculated out the difference in in the premiums, so if they're paying the difference between they're paying what anybody would pay at the new high deductible cost and then if they're picking up the difference to the um two higher costs. >> Yeah. And actually in the inforce, we'd only be able to do that for for a couple of years at the max because they're figuring some schools are going to want to keep what

they have, but when people look at that, out of pocket costs, it's um be really high and that's on that sheet. Put down what the total out of pocket cost. >> So, do we need a motion on this? >> Um no, we don't at this point. If if I can add some stuff in here, uh just taking a look at the landscape politically. Um if if we're if we're looking across the the uh rivers here at Minnesota, there is a major push to consolidate all school districts into one pot. So it would be a stateun insurance health insurance program. There has been discussions in Wisconsin on moving that forward. When you take a look at that, if everyone has the same in health insurance, that's one competitive piece you're taking out of the bags. Plus,

you have a bigger pool that you're pulling from for that risk. So, anyway, just know that that is in discussion yet. And if if you feel an inkling one inkling one way or the other, I would just suggest, you know, reaching out to our representatives. >> Do you know is there a bill worked at all or >> it it has not at this point in time. I I don't I don't see that happening uh for the remainder of the year because that that is kind of a hot button and everyone's focused on November reelection stuff. So >> no, so with my finance meetings and the other NST meetings, we are not alone. Some of the schools that got out of our our consortium have had very high rate increases. Superior is 38.3% increase to theirs.

Um, one of the other schools that got out of the pool but is looking at getting back in has a 29.5% increase. It's another school with a 16.5. Everybody's being hit with high increases. So they're trying to change the plans a little bit to make a little more because like the total what did I figure total cost to the district increase will be over $50,000 increase just for the health insurance 58. >> All right, moving on. Uh construction course proposal. >> Okay, just once again Nick Adams was in presented at our committee meeting on the construction course being had a motion to approve. >> Motion second. >> All in favor or any other discussion first? Sorry. >> All in favor? >> I. >> Any opposed? Uh second reading policies 85.1 policy updates and act 57

policies on that we looked at last meeting. I had pretty much everything checked. Uh the orientation I would check all of the uh green boxes. is when you're doing that on boarding and whatnot that we be going over any information that is there. >> There was one one I think it was but I think one applied to teachers and one applied to support staff. >> Right. >> I was like same thing but it's just that aimed at two differentations. Yeah, that's we we see that quite frequently and that was uh >> those were the updates, right? It's updates based on uh act 57 uh which is that uh appropriate interaction between school staff and students. So I get a motion to accept the second these policy updates. >> I'll make a motion to accept Any

discussion? >> I'm Can I just have a second to read it? >> Um just because um Okay. The board believes that the preparation of each board member for the performance of board duties is essential to the effective functioning of the board. So, um copy. I'm kind of just running down this. I'm not going to be able to comprehend it all. But um I think I mean I can go online and get the handbook and things like that. But I know um just I I maybe as if somebody else gets becomes part of the board maybe to run down this list with a new member prior to the first board meeting that person attends would be helpful. >> Right. Yeah. >> And there is going to be a uh should be coming up pretty quick the

welcome new board members. >> Yeah, >> I saw some season 12 doesn't >> it new board member orientation. >> Yeah. And then also have one at Turtle Lake as well. Yep. Okay. Yeah, you definitely want if you can make it go to those because they'll go over a lot of like howtos and everything like that too. >> Internally, >> one internally will. Yeah. >> Okay. >> I can get you that. >> I see what you mean though, Andy. You're talking about because this is the second reading and it's it's going for approval that you're you haven't had a chance to to see it. >> Yeah. Thank you. And you're part of the >> Did you do you kind of do a in-house? >> Yeah, it's it has I've been trying to put stuff together. This

I will say that >> my time in and out has been less than ideal. So I definitely would like to sit down and >> you don't have to vote. You could say no when we vote here. You could say I abstain. You don't have to vote on it. You don't. So that's totally up to you. Okay. You could be blessed to have it held until the next meeting. >> Yeah. >> Pretty comfortable. >> Okay. All those in favor? >> I. >> Any opposed? All right. Next one. Uh fitness weight and weight room usage policy. Um this is just coming back around again. Um remember correctly the there was a small addition We were talking about the buddy system and clarifying some things. Um, and just require obviously the effective date will take effect after it

is approved. Did we ever make a form for the public? I know student decide anything on that part of it. There was a separate >> Yeah, it would be very much the same piece. Okay. >> Is this effective date? We like I said that that the effective date would um be after it's approved. >> Oh, okay. Uh this was drafted in uh for the March meeting. >> Yeah, since we postpone. Okay. >> Can I get a motion to approve the fitness and weight room policy usage policy? Sorry. Motion second. Any discussion on it? Okay. All those in favor? >> I I. >> Any opposed? All right. Moving on. Job descriptions. Do you have those in your packets here? Um, do you need to go over anything specific? >> Um, no. I I don't right at

this point in time. Um, I will say that uh originally had four. Um but there's a a question on the dean of students and that's where I was recommending pushing that to next month. Um so we have some time to um gather some more information and uh determine where we're going. Otherwise uh taking a look at the executive assistant or executive administrative assistant versus the school administrative assistant. uh clarifying those two roles because what we had previously was a um high school middle school um assistant, an elementary assistant and there was no executive. So delineating the two roles being a little more clear and then just updates to the uh the principal responsibil Take note. Wait a minute. This is only a p two pages. Come on. All right. I get a motion to accept

the updated job descriptions. Okay. Any discussion on them >> or questions at all? >> All those in favor? >> I I any >> I thought you asked that. That's we'll hold this one off till later then. Yeah. Okay. That letter from >> That's close session. >> Um staff contract contract approvals. >> Okay. So um the only one I have um is the support staff simply because of the different years. Making sure we have that lined up. Uh I did have the the teacher salaries all lined uh based on the 2.6 uh percent increase that was approved previously. So >> can you make these smaller? >> Um I'll do my best. >> Is there a step year step on these for the sports? >> Right. So um that's the first line is that's the first year

uh the original and then the 2.6 six increase and then year two through six, four through or seven through 14 and then 15 plus. So you need I would say yes just to make sure approving register We already did the >> We We already did the 2.6. >> All right.
