Call to order this meeting of the Stoton Area School District Board of Education. Miss Darl will call the role. >> Mr. Timuban is excused. Miss Mia Croyle >> here. >> Mr. Jim Moser >> here. >> Miss Don Garcia >> here. >> Mr. Jeffrey Leverage >> here. Miss Lisa Pew is excused. Miss Allison Sorg here. >> Dr. Sharon Milin Bartlett >> here. >> Lillian Brimmer here. >> And President Joe Patterson >> here. >> Uh we are on to item 2A, public comment. Seeing no members of the public in the gallery tonight and having received no public comment virtually prior to the meeting, we will move on to item 2B, the legislative update. Has someone agreed to provide legislative update in Lisa's absence? >> She didn't ask anyone. >> Okay. Well, then we will move on to

item 2 C, workg groupoup reports. Uh beginning with governance. So a governance work group met on May 19th. We discussed uh or we had a presentation from our district legal council about uh >> variety of topics >> a variety of topics but mostly focused on board's desire to learn more about um the details that we would potentially provide in meeting minutes. Uh the materials from that workg group were distributed to board. >> They're in they're in um workg groupoups and then I emailed them out. >> Okay. >> Um am I forgetting substantial content to the rest of that discussion? >> I don't think so. That was the bulk of our conversation. And then we talked about a policy update which will come back under our discussion action section of tonight's meeting. Any questions about governance

workg groupoup meeting? >> No. Okay. >> Well, >> let me just say because I we didn't talk we didn't have a chance to talk much after that presentation in terms of are there any changes we'd want to recommend some somehow. So maybe that's I don't know exactly where that should go but um you know we sort of finished closed and that was it but there wasn't any discussion of okay what' we learn or what would we do different if anything >> okay >> and I'm not suggesting we have to do it now I'm just >> No, we wouldn't do it now but I think we could do that in a future governance workg group meeting. >> Sure that makes sense. >> Yeah. Yep. >> Okay. Um All right. So then also educational opportunities met just

prior to this meeting and Mr. Bubon is the work group chair. >> Allison >> um it was a quick meeting to talk about um uh it was the act 95 um legislative change and it's a waiver and that's going to show up in discussion action for tonight. Very good. Any questions for educational opportunities work group? >> Nope. Seeing none, uh we can move on to item 2D, the student representative report from William. >> Hi. >> Awesome. Happy June. Um, athletic awards night was held um on the 20th at the high school. That's that picture above there. Safety day was held at the elementary schools. Um, Riverbluff eighth graders participated in Give Back Day. And SHS students were invited to Hooper for a skilled trades boot camp. For athletics, track and field is sending 10 individuals,

that is the 4x200 meter relay, and then four individual events to state. Um they are set to compete this weekend at W lacrosse. Girls soccer is heading to playoffs this week and they also celebrated senior night a couple days ago. Gavin Remy of boys tennis advanced to sectionals on the 26th. Softball wrapped up on the 28th. Nonetheless, this season was their first 20- win season in school history. So that was really cool to watch. Baseball also wrapped up on the 28th, losing to Barabou 5 to11. Boys golf finished fourth at the Badger Small meet on the 19th. Um, Camden Kettlesen, Jacob Hibner, and Jiren Vil all shot 83s. >> Wow. >> And then in arts, Foxbury held their spring concert on the 20th, but I had no photos, so that's all. >> Thank you. Any

questions for Lillian? >> What is Hooper? >> Yeah, I wondered that, too. >> It's this um it's like an event like that they all got invited to. I don't really My student council adviser was trying to tell me about it and I was like, "Oh, didn't even know that existed." So, >> I can I was thinking it was a construction company. >> Yeah, >> it's a construction company. Okay. >> Thank you. I didn't know the answer to that question. So, >> I was gonna guess basketball. >> Yep. >> Okay. Um, thank you, Lillian. Moving on to item three, Dr. Keyser's report. Just a couple of items showing in to the end of the school year here. So, right after the school year ends, um which will be prior to um our next meeting, we'll start

summer Excel. So, um presummer Excel information, the dates will start on the 15th and run through July 3rd, which one of one of the things that helps us with um programming. Um we keep it very tight to right after the school year. It does run 4K through eight. Um so we do have diff sessions for our um younger kids as well as the older kids. Um Sand Hill is it's been moving around because of construction, but now that referendum work is slowly coming to an end. Uh largely wrapped up. It's back at Sand Hill where um we'll welcome 385 of our students um for summer school and all the same types of offerings. So everything from arts and crafts to STEM as well as um active um activities. So um puzzles, games, sports, and then

also a very popular one are dance with a partnership with Madison Ballet. after uh summer excel ends um I'll bring bring this back and let you know um how many actual participants that's how many we registered and then um all the activities you can and then last but certainly not least uh this coming Sunday June 7th um 11:00 a.m. Collinsfield. Collinsfield. Um, if you are if you are attending um and see on stage, just remind remember remember be at the main high school office by 10:00 a.m. so that um we can be escorted to the stage. Questions? >> Uh Mia first then Sharon. Sorry. when you bring us the information the up you know the actual information from summer excel can you be sure to include the demographic breakdown >> I know that was something

we had talked about when gosh way back when Aaron was principal >> thank you Sharon >> I was curious among the topics that are going to be offered at Excel was German one of them. >> I was just thinking that would be a nice opportunity to kind of generate some buzz for the program and um I know that you couldn't list everything on the screen. And I was just curious if >> you want me >> was one. I do not know but I will look look let look let look let look let look let look >> no okay I don't have to look you no >> thank you thanks >> question >> can you remind the board members of the requirements for um being a summer Excel teacher >> I will have to look those

up >> good I mean don't they have to be a licensed educator >> yes >> okay Um, and so that's why for the Madison Ballet Partnership, we have one of our teachers in partnership with that vendor, right? >> Yes. >> Okay. Just thinking that might be part of the reason that we could >> You're absolutely right. >> Um, okay. Yeah. >> And more question. >> Do we do we have the student program again this year? >> That was my question. So the student program for those who weren't aware is uh our Stoen high school middle school students >> high school students >> are employees of summer excel. Um some you know they have to apply and be accepted and are working. My son did that. It was lovely for him. Did you have a question?

>> No that was it. >> Okay. All right. Okay. Thank you Dan. Uh we can move on to item four. The consent agenda. Move approval of the consent agenda is presented. >> Seconded by Garcia. Is there any discussion? >> Erin, I had questions about a couple of the charges on the PECard statement. Is Erica here? >> I'm assuming this would be an Erica question, but maybe not. And I understand if you don't necessarily know the answers off hand. Um, there were just a couple of things I was sort of curious about. Um, one of them was strengthening the executive function skills training for Saint Anne staff. >> I don't know, but my guess is it's probably using one of our federal grants that have a private school allocation. Do you know, Kelly? >> Yep. That

is what it was for in collaboration with >> Can you speak to what it was? >> Yes, it was part of the tribal grant. >> Ellie, can you come on up? Thank you. So, every year we have um we have flowthrough funds for special ed that come through the federal government and we have a certain allocation depending on how many kids um have IEP or have um service plans there as well as how many have been evaluated and how many total. So DPI kind of figures all that m money out and then we collaborate with them to determine what they need and then we purchase it. So that's basically it's executive functioning for kids that struggle at St. An's and we purchase that for them. >> Okay. >> If I have related questions um offline

at another opportunity like about the partnership between St. hands being private and the district who would be the best person to speak to to learn more >> if you want to work through me. >> Okay. >> And it we don't have a choice. >> No, >> it's a requirement of a number of our f federal funding programs. They do have a private school allocation that we are required to manage. So >> Okay. >> Yeah. >> Um a second question was um a charge for AP stats review course. Is that an extension of like a stats class that we offer like specifically to get them ready for the exam? I'm guessing >> I don't >> that's what >> Oh, yes. >> Thank you. >> And I also had a question about the overnight proposal, but if

anyone else had questions about >> Does anyone else have questions or should we let Sharon roll? Go ahead. >> Is there any before I'm done? Is there anything I need to follow up on? Just Thank you. That's good. Thank you. >> Um I just noticed this overnight trip proposal mentioned staying in a large house and I wondered for those who've done these before, is that unusual or is that raise any concerns? Is it pretty common? >> They typically work through with our athletic director. Um, so can we try to find the most affordable accommodations for so whether that be a hotel or renting out a large space that cano host host everyone? So >> thank you. >> Yeah. >> All right. Any other discussion around the consent agenda? I thought the public might be curious

to know that Ryan Reynolds will be teaching social studies at Riverblock next year. >> Wait, when's this happening? >> It's going to be >> seventh and eighth grade schoolers, right? >> Okay. On that note, the consent agenda has been approved and seconded. All in favor? >> I. >> Any opposed? Extensions? Okay. Consent agenda is approved and we are on to no discussion items tonight. So we're on to item six, discussion action and I will need a motion for item A. >> I move to approve the DPI waiver for Wisconsin guaranteed tiebreaker process as presented. >> Second. Seconded by Sorg. Um is there any discussion? I don't know um what that entails. So, it'd be nice to just have a brief uh okay about what we're considering. >> Okay, there you go. >> And I'm going

to even turn my microphone on so that this time um as was mentioned, we met just briefly prior to uh this meeting as a workg group and uh that group did approve this motion going forward. So the reason that we are going to pending approval by the board, we would like to apply for a waiver for act 95 is so that we can use our tiebreaking process to help determine students who are in the top five and 10% of our senior class of our next year's senior class, class of 2027, if you can believe it. We um the our district is a district that historically does have um needs a tiebreaking process uh for our academic excellence awards which are given out in the middle of the students senior year. Um but this the last

in the last couple of years we have had a direct admit program in our state and due to recent guidance and more clarity around the process and procedures uh for sending students for either direct admission to WMadison who are in the top 5% um and or to any um University of Wisconsin institution and those are students who are in our top 10% um we do need to identify a tiebreaking policy for those students so that we are not over sending ing our students due to a tie. Um, sort of an a uniqueness of the legislation is that the legislation itself doesn't allow to for us to use a tiebreaking criteria even though that is what we would need to send the numerical top five and top 10% um onto those institutions. We would we would

need our district like many others would need a waiver from the state to be able to use our tiebreaking criteria. So the criteria that you see before you is the same one that we use for our academic excellence scholarships and we have used for um as long as I have been here and likely longer than that. Um it's one that is known by the community and so that is the resource that we used when generating the tiebreaking cross processing criteria. So that's really the reason for it. Can I ask does DPI then kind of mandate more or less for other schools or they have the option in other districts if they want to use their own internal guidelines as well? >> Sure. So um what we what we know is that the in order to

use a tiebreaking criteria you have to apply for the waiver. So DPI oversees the waiver process but the admittance process to the university is one that the universities take care of. So, it's an interesting confluence of those two entities. Um, and it is an interesting way to be able to make sure it it's just a uniqueness that we need to apply for this waiver in order to ensure that our students admittance to those universities would be protected and that we are not over sending students. Um there has not there has been some question about that from a number of school districts in the state about the um about the process and about how to how to remain in compliance and so now we're very clear that this is the process that we would need to

make sure that we remain in compliance and so that is why it is before you tonight. >> Thank you. >> Additional quim. >> Yeah, let me just clarify. So is and may pick on Jeff's question. Uh so districts can decide their own criteria that or or as DPI say here's the criteria you want you to use. >> Some may rely more heavily for example on AP courses or >> Sure. Sure. So so the district the legislation requires that you use GPA as the admittance criteria >> because we have uh we often have ties um for 4.0's knows for example we without a tiebreaking criteria we are are likely will be in the position um of being not making the numerical top five and 10% in a dis not being able to distinguish that through GPA

alone. So we need another mechanism >> grove have a different set of criteria. >> That's that's right. Yeah, we just so the law doesn't allow for a different set of criteria. So that is why we need to apply to the DPI for a waiver to use the criteria so that we can remain in compliance. So it's just it's it's interesting. Any follow-up questions? Seeing none. Okay. No further discussion on this. All right. All in favor of the motion as presented I. >> Any opposed? Extensions. Motion carries. >> Thanks, Kate. >> We are on to item 6B, the policy update. And that needs a motion as well. Move to approve policy 1210 as presented. >> Seconded by Croy. Uh discussion on this. So, this was um the policy that was asked to go back to the

governance um work group. And so, if we scroll to the very bottom um Whoops, there you go. And then um you want to magnify just a little bit. So, at the last paragraph, this was the question that was uh uh this was the paragraph in question. So we ended up striking the word immediately and replacing with in a timely fashion. And so that was the change that the governance work group um decided on in terms of clarifying that last paragraph which talks about matters um being reported to the board um that were administrative in nature to notifying me and This is now back to the um full board for consideration. Any workg group members have any additional pieces that >> um I I will just clarify that the work group felt that immediately seemed to

imply that it would um could potentially pose uh an issue for a board member if they weren't in a position that they could immediately report it. So, we wanted the language to reflect that it was definitely an urgent need, but not um a board member would not be penalized if, let's say, they were um out of town and someone called them and they did not immediately report it. Um there was sort of a feeling that immediately meant like within 24 hours or or what have you. So, um we felt that that was an important change. Is the highlighting important in any other in any other way or it was just >> No, it's just the the highline shows the changes from our current policy to the to new language. So nothing no other changes have

been made from the last time the full board saw this other than the piece that that I'm >> okay >> bringing to your attention. >> Thank you. Yep. >> Any other questions? All right. Seeing none, I will ask for um votes on approval of the motion as presented. All in favor? >> I. >> Any opposed? >> Oh, this has to be a policy uh roll call vote. Sorry. >> Mr. Leverage, >> favor. >> Miss Sorg, >> yes. >> Miss Croy, >> yes. >> Mr. Moser, >> yes. Dr. Milin Bartlett, >> yes. >> Miss Garcia, >> yes. >> President Patterson, >> yes. >> Okay. Uh, that takes us to item seven, meeting closing, recap of action items. I have that um we should schedule a future meeting of the governance work group um sometime in the

next month or so. Um there were some requests for uh specifics to the data reporting for summer Excel. Yep. >> And I don't have any other ones. Did anybody else note an action item I'm forgetting? >> Okay. All right. Um, we have future meetings. Uh, regular board meeting on June 15th and July 6th at 6:30. Employee relations workg group is meeting tomorrow at 5 virtually. Finance and facilities is meeting June 8th at 5:30 in person. And then employee relations is meeting June 8th at 6:30 in person. >> Uh we also have a board retreat coming up on Saturday and uh pre preparation materials were emailed to board members. So make sure you look at those so you're prepared for that. And graduation is Sunday. >> Yes. >> All right. So, um, nothing else. I can,

um, ask for a motion for item eight, our contemplated closed session. So, moved. Is there a second? >> Second. >> This has to be roll call. >> And this has to be a roll call vote, please. >> Miss Garcia. >> Yes. >> Dr. Milin Bartlett. Yes, >> Mr. Leverage. >> Yes, >> Mr. Moser. >> Yes, >> Miss Sorg. >> Yes, >> Miss Croyle. >> Yes, >> President Patterson. >> Yes. And for members of the public watching, we are not likely to have any actions coming out of this close session. So, uh, for the remainder of the evening, your your schoolboard viewing is over. Um, all right.
