002item 2B legislative update that's me okay so uh there was some money allocated for early lary initiatives that are likely revert back to the Surplus um representative kitchens who was drafting a bill to release 50 million early literacy funding for joint Finance um in order to avoid reverant to Surplus the plans that he had were terminated so the it's most likely going back to the Surplus the Wisconsin Su Supreme Court agreed to hear the case to review um the governor's partial veto and determine whether the joint finance committee is improperly holding that money the court has yet to schedule the argument so it probably will it most likely will happen maybe after the election it's probably going to be less likely that occurs before that the Supreme Court election is completed um the governor had
003the budget address um uh and some of the budget proposals were um he proposed 3.15 billion in new Investments for K through2 education uh focusing on fun Equitable funding mental health support literacy Improvement and reducing some Financial burdens on families um this included 1.2 billion in general Equalization Aid um of note 1.1 billion to raise special education reimbursement to 60% which is the highest level ever proposed um other things supported were student mental health um and expanding Mental Health Services improving literacy student outcomes free School meals for all students and strengthening the education Workforce um there were a a lot of bills going through so I'll read through quite a few of them um one of them was uh allowing representatives of federally chared youth membership organizations to provide information to pupils on public school
004property um the bill requires uh of certain federally charted youth membership organizations the principal of the public school um this includes charter schools to schedule at least one date in time at the beginning of the school term for representatives of the youth membership organization and provide um information to pupils during the school day on school property another bill going through is related to um access to military recruiters to public high schools Federal Law requires that local educational agencies such as school boards and charter schools that receive federal assistance um provide military recruiters the same access to second AR school students that the local educational agencies provide um as well as a proect prospective employers this bill requires is would require that school boards um in addition to complying with federal law allow military recruiters access
005to common areas in high schools and allow access during a school day and schooled sanction events nothing in the bill seemed to imply that this would extend to high school classroom time um there are six other bills going through uh that went through the assembly I'll kind of read through them here um first one relating to changes this is ab1 relating to changes to the educational Assessment program and the school and School District accountability report um under current law DPI is required to annually annually publish the school and School District accountability report known as school and school district report card for the previous school year DP performance category set by national assessment of educational progress and then for the prea and act with writing English reading and Mathematics use the same cut scores um that
006DPI used for the assessment administered in the 2122 school year the bill specifically requires DPI to use the terms quote below basic quote basic proficient and advance for pupil performance categories on those assessments um ab2 this is related to requiring school boards to adopt policies to ribit the use of wireless communication devices during instructional time um that pass 53 to 45 um this would require each School Board to adopt by July 1st 26 policy that generally prohibits pupils from using wireless communication devices during instructional time um the bill required that each School Board Define a quote wireless communication device as a portable wireless device that's capable of providing voice messaging or other data communication between two or more parties um it states a definition include cellular devices tablet computers laptop computers and gaming devices um
007then each School Board would include a policy exception um to that provision and then uh for emergencies and perceived threats to manage a People's Health Care use in um IEPs or five4 plans and authorized by a teacher for educational purposes um ab3 relating to incorpor in cursive writing into the state model English language State Arts standards and require in cursive writing in Elementary grades um ab4 there was one relating to requiring instruction in Civics in the Elementary and high school grades High School graduation requirements as well this would be beginning in the 2728 school year um ab5 there was one relating to requiring School boards to make textbooks curricula instructional materials available for inspection by School District residents required that the school board comply with the school district residents written request to inspect a textbook
008curriculum or instructional material within 14 days under this bill the school board would comp must comply with a school district resident written request to inspect curricular or instructional materials used in a school in the school district by no later than 14 days after the school board receives the written requests um Bill also requires a school board to comply with the school district's resident's written requests to inspect a textbook on the school board's list of adopted textbooks uh with that 14-day parameter ab6 um requiring a school board to spend at least 70% of its operating expenditures on Direct classroom expenditures and annual pay increases for school administrators u under the bill the direct classroom expenditures are expenditures for salaries and benefits of teacher and teacher aids struct C supplies tuition athletic programs and co-curricular activities um
009in the bill it says if the school board fails to meet the 70% threshold in year the school board must increase the amount spent on Direct classroom expenditures by at least 2% in each succeeding school year until the 70% level is reached um there's other parameters as well with that threshold um directing DPI instruction to reduce School District state aid payments by the difference with what the school board spent in direct classroom expenditure seems like a very complicated model there um and then this was the wi uh had updated its policy on transgender athlete participation to quote Stephanie Hower who's the executive director quote she said the wa Board of control voted to update the organization's policy regarding student athlete eligibility affirming its compliance with Federal directives and only students designated as females at Birth
010will be allowed to participate in girls competitions quote working in consultation with legal counsel our board updated this policy to ensure Clarity is provided to our membership as they work to comply with new federal guidance from the White House um the Consortium of State School Board associations uh has a federal update um they have progress on the budget reconciliation um that is currently undergoing right now as they try to uh pass a budget before the 14 March deadline um during the house committee's 10-hour resolution session the house Freedom caucus um set a new cap of four trillion on cost of tax cuts when originally it was 4.5 trillion in the original tax um this temporary measure will keep the government open till 14 March the impact on State School Board associations will depend on how
011these budget negotiations and Reconciliation processes influence education funding at the federal level Federal educ ation funding including title one special education other grants could face delays or uncertainty um that it could also include different policies funding restrictions related to education and state school boards might have to navigate new compliance requirements or shifter in federal priorities including school choice and initiatives or curriculum mandates um going to the upcoming super State superintendent election uh Kinser and underly are to advance um to the April election uh the April 1 general election will likely see higher turnout as it will also feature the Supreme Court election the primary saw a low turnout with less than 500,000 votes coming to the polls comparison the last presidential election Drew over 3.4 million voters to and the last Supreme Court election Drew
012over 1.8 million voters um a lot of legislative things going on um and going through uh the Senate currently so more to follow as that develops over the month depending any questions I know it's a lot questions for Z go ahead um I know the the issue with the wireless communication during class time um saying that it's anything portable including laptops and all of our students have Chromebooks we have any idea how like we just have to write a policy that's going to ow that our policy actually already complies with all the all the things that Zach had read off in the two-way communication um there was an article not too long ago in which the number of 90% of school districts already have a policy in in some way shape or form that complies
013with what the state is framing out um I can't speak to the accuracy of of the number but I know that our policy complies with all the excellent pieces okay thank you any other questions for Zach I don't know that Zach has any I don't know that I don't expect you to necessarily have an answer Zach but you know with the WIA policy I know there's some question about the legality of that because there while there is this new whatever I I lose track if it's a executive order or what um stating that they have to the athlete has to be on a team no lines with their gender at Birth but there are also policies or laws in place that haven't been repealed that protect transgender athletes so I'm just curious like I understand
014why wi wants to remain in compliance with the latest um but I'm I'm I'm questioning the legality of that I'm not really in the POS in a lawyerly position to be doing that but I also like I question how are how the districts that are members of WIA have been communicating with them about you know what we feel about their actions in response yeah your mic's not I I know oh I'm sorry Zach were you able to hear hear Mia com I did I did I did hear her you know I again I didn't really collect data and I'm curious on that too um I can definitely put something together and bring it to the board with what various school districts how they've responded to that or you know the legal I'm curious Dan if
015you've seen anything with how that's played out from the you know the the legality side and how that aligns possibly because it seems like the statement itself is more about you know it probably is with the executive order but then also the the funding aspect with that I'm sure there's a lot more with that as well yes we're not we're not alone in what Mia has stated in terms of in congruency between wi's statement um and other policies that we have and other districts have around protecting groups protected groups um whether they be um historically underrepresented groups um by race or ethnicity but also by identity um whether that identity is is gender identity or um or any other identity and so we actually are talking internally tomorrow a small group of us to get
016a better understanding with that we do have um uh in our conference a group of f directors and principles that meet regularly um as superintendence we meet um not as regularly but it is a topic that's coming up on a future superintendent conversation as well I also want to take the opportunity to plug that next week on Wednesday is the day at the capital where I forceed this as well as many of the topics that you listed Zach coming up um with elected officials at at the capital so I will still say publicly that we have as a board and as a district committed to an anti-racism resolution that preceded my um tenure here but still remains in full effect I go back to the state ments that were made in the past couple of
017board meetings during my my uh um reports around our um sense our goal around belonging is really about making sure that students and staff can bring their authentic selves to school each and every day and it's only when um they have that sense of belonging that they can fully engage in the academic Pursuits and so um we have not taken any steps as and this is more so for the community to repeal change or augment any of those any of those um stances that we've taken prior to me coming here or since I've been here that haven't been things from a legal standpoint and namely our conversation around the 2024 Title 9 policy and resolution is the only thing that we've discussed as far as changing and that is coming from from a federal court
018case but not from stances outside of um our control so any other questions for Zack or questions regarding legislative update none we have one work group that met since our last meeting and that was the community relations work group who was g to give the update on I can start and then people can add so yeah we met with Lind bread bread love is that how you say uh who's going to be facilitating our our community uh Gathering um and he we talked with him for a good hour and he uh is drafting or has drafted some possible questions that we would use at the at the Gathering um and I'm not going to read through all of it right now but if you want to see them we can send those out is that
019okay yeah yep um but there really you know what question around values a question around proficiency Gap basically a question around belonging basically aligned with our goals um and so I think the other thing is um and I don't know if we figured this out how we're going to decide to we invite you do you know where we left that yes I actually had an opportunity because I was not able to attend that meeting to meet with with him this morning and um what he shared with me was that we would um pile a list of identities that we want at the table and then and then be able to fill it from there so we're looking at not necessarily picking and choosing from groups of individuals particularly like if we were to go to
020a group that is 26 people big go to the president say we want two representatives from your organization or to so that way um people are we get a good representation and we also are not um uh introducing our own perspectives in into that so we can get a nice crosssection so Rachel and I will work um with the work group to come up with a list of those identities send them out to the board if that's good then we'll be able to send out invites the goal is to get somewhere in the neighborhood of 90 invites out with the hope of about 50 or so to show up on on that Saturday and again the goal for this is around from from that book and from the reading um for the board to be
021able to engage with a broad cross-section of the community to start to get to answer the questions that we've talked about at the table what is what is it that our community believes in values what do they think about our current goals and should those be our goals moving forward and are there any other things that um are top of mind and then both as a framework but also as collecting data to inform um future board discussions and board development and then the other thing is the um the link for uh individuals to nominate people for their business honor rooll is up and so we're hoping to get some good nominations this year again question we are on to item 2 the student representative report how's everybody doing tonight good you really that would be
022the third time in the are we just not trying with the clicker it never works I don't know all right so sorry as far as academics we had parent teacher conferences last week so we had a little bit of a long weekend for our students and we are now in the second half of third quarter so we're rolling up on Springtime and that's when things start moving fast um um the act for juniors is the 11th which is next Tuesday um so freshman sophomore and seniors will not be in the building at that time but the rest of our elementary and middle school middle schoolers will still be in class um our sixth grade business students got to learn about budgeting and they got to do some fun activities for that and our first graders
023at Fox got to read owl at home while painting owls and enjoying pea soup and toast uh we're coming to our postseason athletic stuff for winter sports so we had some pretty incredible athletic moments over the past two weeks girls basketball is going to advance to sectionals after their Regional win against Milton on Saturday night and Julian Calender won his third St straight state championship title in a row for the hund breaststroke and he's now a senior so that was his last year swimming for us but sophomore Junior and Senior year is insane um the team as a whole did Place eighth overall at the sectional meet and boys basketball the regional game is in Sten this Friday against M McFarland um and Gatlin EMP placed fourth at the state wrestling tournament and then both
024of our boys and girls hockey Seasons came to an end last week and now our registration for spring Sports is open I start track on Monday um I've got pictures for activities on the next slide but I've got kind of a lot to go through here do you want to actually you can pull up the pictures and I'll read off of my thing since nobody wants to stare at words um the third annual staff pancake breakfast that was put on by FFA week or FFA during FFA week was a huge success we also had um um our Senate's door decorating competition um which the goal was to bring out different types of cultural celebrations so we had I forgot like three pictures on oh my goodness okay that's all right um so we had some
025about the Lunar New Year and some about Black History Month and stuff like that so that was really fun Sand Hill students collected over 1,000 pound of plastic to recycle which I thought was pretty cool and the kyans of first graders are currently in their gymnastics unit I remember that was like my favorite thing every year in elementary school was doing gymnastics because we got to do use all the fun equipment um our business students got to attend a mini business World business World field trip so there were a lot of highlights from that and deca competed at State and are we are sending um Ethan ma to Nationals so that's pretty exciting and then River Bluffs celebrated their second semester Community change makers program in addition to some leadership stuff our 2025 Badger boys
026and girls delegates have been chosen so those you can see uh three and two for our Juniors and we also had River bluff's Heritage Club invite River Bluff to a door decorating contest where they had kind of a similar Vibe going to our Senate's door decorating competition so lots of fun things going on as far as Arts oh this is irrelevant to Arts it was supposed to be in activities but I was running out of room on my other slide so Senate won Spirit of Excellence for region five and we were going to the Bucks game next week so so we lost the State title to Westbend West and East that is the weirdest name to a school I've heard I don't I feel like I'm saying it wrong every single time but apparently it's
027right no no hate to people that go there um but we have a four Pat for region five so we are on a hot streak and I hope that they continue that next year but as far as the actual Arts um our high school band is busy with concerts this month so this I believe it's either I think it's Sunday Saturday is Solen Ensemble Tuesday the 11th is that's April regardless of the day of the week I'm just G to keep going is a full band concert with all grades and then the 13th is a jazz band concert our Orchestra has a concerto on the 18th and they're going to be featuring three very cool sists and Orchestra and band are both going on tour to Nashville over spring break so they will be leaving

031working their way up up to the to the table and Lily if you don't mind if I could have you just slide yours over on so we always start with our vision and you've seen this slide before and I will not take credit credit for for the visual but it still aligns with our overall um framework that when we are working at our best we have the conversations at the board table and the work at the classroom table be aligned so from our big aims and our and our three big goals all the way down to what we're doing in in the building level those goals being literacy mathematics and belonging and we've been working this year on trying to get into a Cadence around those three goals on the next slide we are um
032frame our staffing assumption based on policy and this year we reintroduced our staffing policy back into our book it is policy 30 or 2312 in which we talk about establishing our um Staffing in alignment with not only the requests of our students but in alignment to our our physical spaces and our fisical um um respon our um population our available space and fiscal resources end of the day I'm not speaking in coherent sentences um those Staffing guideline that Staffing policy and belief is carried out in our assumptions and we've seen this um those who have been around the table um in the past are our targets our targets are meant to be not absolutes but something that we aim for so that we can make those adjustments based on those three capacities that I mentioned
033before um as we carry out those targets a as you will see we develop a staffing plan and on the next slide um we want to make sure that we are maintaining programming for our multilingual Learners as well as Staffing our special education and using weighted case loads so we recognize that not all case loads are the same hence why we call it individualized educational plans um or IEPs and so we um build those on a on a same kind of Target of 14 to1 14 weighted case loads per one case manager and we are also um in consideration of the staffing recommendations because currently we are um evaluating a number of our students for initial U with initial evaluation so we don't know what the future staffing needs are so there may be times
034where we bring Staffing outside of just this one time um whenever we can we look to share positions to be fiscally responsive and if we need to make adjustments in Staffing whether it be sharing position of moving people from one place to another or if we have to reduce um Staffing we always use our um employee handbook which um is worked worked at as part of the board work group and those specific areas are um 50 .35 and 50.4 within the Staffing book for this year our staffing recommendations are listed above um you can see that we based on all that we take into account from our using our policies and looking at our enrollments um last year this year and forecasting them forward you can see that we are looking at adding a 1.0
035multilingual educational assistant um Kelly will be speaking to to that um in a little in a moment here we're also looking to add a 1.0 um speech and language pathologist again due to um our evaluations and case management um we are also looking at River Bluff adjusting and adding a part-time health teacher to address needs that we've identified um as far as students moving into into those spaces and Kate will speak more about that as well as at the high school the Fab Lab um and an increase of a part-time educator in in that program on the other end because we we are down um approximately 35 students from where we were a year ago we don't know where all these students are are but where it has sh um shaked out in terms of
036um casting forward populations we are reducing a position at Kagan and at River Bluff because of um grid level reductions um casting forward as well as uh 1.0 German teacher which Kate will also speak to in terms of um the reduction in number of um course requests for that however we are able to address all the course requests at River Bluff and high school with the Staffing um that we currently have in place so you can see those additions and those those deductions from an FTE standpoint show in a slight increase but relatively um stable um Staffing from this year to next year um when you figure out the dollar amounts these are um flat dollar amounts for averages these don't reflect the actual um costs based on what what it is that we're hiring
037or reducing so um take those dollar amounts in terms of uh something to gauge by but the actual cost will shake out after um after we do our hiring and all of that and just can speak a little bit more to that if board members have questions so moving moving on to talk a little bit more in detail about each of these pieces I'll turn over to Kelly to talk about um multilingual and special education so good to see you all tonight um and as you know although we've been declining in enrollment our district is experiencing an increase in our multi language um students um especially those whose native language is Spanish at this point in time and DPI requires us at a certain point to develop a bilingual program plan especially for um groups
038of students that we have that speak one language and um the number of multilingual Ser students with an English proficiency level of one so that's just entering they have very minimal English has um significantly increased so I'm working with the El team or the multilingual team to develop that um plan and their recommendation is to um hire a 1.0 bilingual EA to support those students access to the curriculum um to meet the needs of our increasing numbers there so and then for speech and language over the past couple years um Across the Nation in the state and in our district um we've experienced an increase in referrals that resulted in a significant increase in students receiving speech and language so that's a special education program it's all kids who have um met eligibility for speech
039and language impairment and that impairment May range from speech sounds to no language um um using alternative devices first speech all those pieces put together um so it's really increased our case loads to the point at this point in time that we're recommending an increase of 1.0 speech language pathologist to support the needs that team has been phenomenal in working together over the last three years as the case loads Rose to really problem solve how they can share their traveling between buildings helping support each other with evaluation um and have really problem solved and now it's at the point where where we do have to add Joe yeah Kelly do we have any idea why there's such an increase not just here but Nationwide I mean is there theories about what's happening the speech and
040language hearing Association has kind of said that it's like almost like two impacts So Co def definitely did make an impact number one people were wearing masks you didn't have the same um language models and people were more isolated at home not being exposed to as much language but social media has also made an impact that you know um maybe people aren't talking to their kids as much or they're not being exposed to as much language in these natural conversations so there's I don't I bet that's some of the assumptions and some of what the research is leaning towards right now for the impact but but it's being seen across the country all right thank you any other questions for Kelly before we'll turn it over to Kate so just like to talk a bit
041about the increase uh requested or proposed at Bad Lab excuse me can you speak up please oh sure yeah I can also move this near uh next year the high school plans to significantly reduce the number of study halls SC students are adding to their schedules uh incorporating a flex period for all students as a part of our school Improvement strategy addresses multiple goals in addition to providing students with opportunities to access their teachers for academic support as well as independent time to study and prepare for other classes the flex period will minimize the need for study hall and will encourage students to select courses instead because enrollment will be down at the high school we are working diligently to create schedules that utilize our existing staff within our policy guidelines while providing students with
042choices in their course selections our heavy emphasis on course selection in Li of study hall has resulted in a recommended increase of 08 FTE to support those increases in number of the fabl lab classes next I'd like to talk a bit about the the increase and decrease pairing uh that we have communicated regarding our health increase and our German decrease um enrollments in uh 7th through 12th grade levels in German have declined because of the decline in enrollment we can address the current course requests at those grades by sharing one FTE between River Bluff and the high school which is resulting in a recommendation of a 1.0 educator reduction in German in the past we have offered a world language class for all sixth graders as a part of an exploratory rotation that rotation has
043varied in terms of time the proposed shared 1.0 German FTE will not be enough to continue to offering this sixth grade experience creating an opening in the sixth grade rotation our data shows that our students need stronger social emotional and academic Readiness skills such as self-awareness Stress Management and responsible decision making to respond our proposed sixth grade health course will meet the needs described above enhancing students ability to focus collaborate and Thrive across social and academic settings by removing the world language class from the sixth grade rotation we can create a health Force for all sixth graders that we believe will meet this need and support students success as they transition into Middle School this change in programming is resulting in a recommendation of a 37 FTE increase in health which will be added to
044a current part-time position to make it fulltime would this also eliminate Spanish at the middle school it we will not under this proposal be offering a rotation in World Language at the sixth grade level but we would continue to offer Spanish and German instruction at grade 7 through 12 so only sixth grade would be impacted then uh only sixth grade the the rotation in sixth grade would be impacted with no World Language offering in that rotation okay and that would leave what in the rotation for sixth grade sure so primarily it does impact Health but we have a variety of other offerings in the rotation as well that will be kept intact for next year so that would include like art and music other so the other elective areas in in sixth grade typically it
045was an exploratory where it was one quarter and one quarter and it was more of a cultures class what the credit bearing World Language options begin in seventh grade and that's what we're not impacting with this recommendation building on that even if at the middle school it's culture primarily and it's not necessarily developing language Proficiency in the sense of output the cultural piece of it and understanding identities and fostering belonging and combating the otherness that's so pervasive um I I'm pleased to know that it's only impacting sixth grade but I think we need to be cautious if if we would need to explore further Cuts because now is not the time to reduce contact with other cultures under UND understood and we're also addressing the um needs that we heard through um those who heard
046our student panel our high school students at during a um our legislative day around the developmental time and space of middle school and having a transition class that would help to address some of the um topics that that were listed here as well as um organiza academic organization and and study skills is also deeply needed so because of the decrease this was I I feel the best in addressing a need and also maintaining um options for for our students point taken in terms of culture those are not going to be lost in in the um Spanish and um German options in 7 through 12 and can I I think I heard you say this but that I think it used to be called The Wheel class right has looked a hundred different ways like it
047when my kids went through it they didn't have language it it had they had like digital photo and something else and um so I think I think the sixth grade language is not has not been a longstanding tradition I mean I think we've had it sometimes and sometimes not and it's been all over the place so yes yeah yes so we're not changing what has all what has feels like a little more of a fixture at the middle school which is the seventh and eth okay yes and and we have for your point adjusted our rotation at the sixth grade level very frequently in the you know PR previous um last couple last decade or more and there have been various um kind of innovations that has that we've experienced at the middle school um
048and and opportunities for students so that's that is true that we will be maintaining that World Language experience for students at both seventh and eth grade and speaking to the importance of of multiplicity of cultures and cross-cultural communication is a part of our social studies curriculum it's certainly uh a part of the work we do with character strong at the um at the middle school level and really across all content areas um it's a key component of what we do so uh I but and I appreciate the point and and we also will um make an opportunity for our sixth grade students to learn about the World Language options they will have in seventh and eth grade and Beyond so that they can make an informed Choice with their caregivers when it comes time to
049do so in about the middle of their sixth grade year um is this health class required it it will be the health class that all sixth graders will take at some point in their sixth grade experience in light of the clarification that you just offered would slide six need an update wouldn't wouldn't removing Spanish from sixth grade also be a budget decrease no M okay okay not have the class the teacher okay there there isn't a need at this time to adjust our Spanish Staffing so as uh listed previously I'll oh sure thank so as listed previously due to um really mathematical enrollment at both Konza and at River Bluff each school will see one reduction of an FTE it's important to note that at this time we do not believe we will actually have
050to impact any staff at all through vacancies retirements and a couple temporary contracts that we have all of our regular permanently contracted people are not we do not anticipate them to be impacted at all the German FTE that was just discussed that is currently an unfilled position we are filling that right now with a Contracting um third party so that also will not be impacting our any of our Personnel um so that is our our proposal for a decreases that impact to River Bluff High School then heon right any questions for them I just have a general question um I know that you guys shared this information with the teaching staff earlier which I appreciate and I imagine they do too to um have we heard any feedback I have not heard any feedback at
