002to get a math inter or is it in the budget to plan to get a math interventionist at every school my son is struggling in math fourth grade Fox furry but I was told by the staff that they've asked for a math interventionist but have never been given one because they have 25 kids in the class they do not have the Staffing or resources to help each kid individually for the oecd the United States ranked sixth in Reading 10th in science and 26th in math my question is we know we are struggling in math so why has it not been a priority to get a math interventionist in every school especially an elementary school where the foundation of math begun is it a high priority in the budget to add a math interventionist and what

003needs to be done to make this happen and the second public comment is from Nicole Monahan hello I am writing to you again because I am concerned with the move to create a contract for an SRO and think you should not move forward with it in the January 20th meeting a connection was made between the goal of all students feeling belonging in Contracting an SRO however we know that sro's can make marginalized people feel unsafe so this goes directly against the goal if you insist on moving forward with a contract you should require the following in the contract and if the stoen police department cannot meet it I think you should pass on a contract number one the SRO should not be permitted to carry a weapon while on campus the main goal of the

004SRO is to promote community and cooperation or cooperation with students adding a weapon into those interactions inherently enforces the power and balance number two the SRO should have training and restorative justice and any other training that the board deems necessary I do not think the sasd to pay for that training the SRO should already have all the required training before starting number three one of the board members mentioned in a meeting that they would like to have final say in the person because the SRO and I think that you all should be able that becomes the SRO and I think that you all should be able to interview and have final say on if you want to contract with that particular officer and number four a one-year contract there should be a public meeting for

005the public to learn about the contract thank you Nicole M and that is it for public comment tonight so we are moving on to item 2B legislative update okay um I tried to keep it brief but we'll see there there's a lot going on um so first we'll talk about the state level um so the first bills were introduced um and there are there were six bills introduced five of them are going on um out of committee so the first is ab2 which requires that school boards adopt a policy that generally prohibits students from using wireless communication devices during instructional time there was a public hearing last week and um wasb testified at that uh public hearing and then they asked for several adjustments um some of which were made and some of which were

006not um and generally the amendment that was offered also reduced Schoolboard flexibility and created a new reporting requirement compared to the original bill um under the bill school boards at public and private schools have to develop plans to oh no I'm sorry the next bill that has not yet been introduced as my understanding is related to um drinking water so under that bill School boards at public and private schools have to develop plans to manage drinking water that include installation of filtered bottle filling stations or faucets and schools are required to develop a schedule for s sampling and testing water for lead and pat p the two most widely studied posos or pfas chemicals the co-sponsors have said that the bill will not contain a funding mechanism since it's their intention to secure funding in

007the state budget process which hasn't always gone so smoothly um Okay so the next of those F first uh bills is ab1 related to changes in the educational Assessment program and the school and School District accountability report so under the current law DPI is required to annually publish a school and School District accountability report um we generally know of them as the report cards for the previous school year under the bill uh beginning whatever year the bill becomes law there's an index system to identify school and School District performance and Improvement um DPI must go go back and use the same cut scores score ranges and corresponding qualitative descriptions that DPI used previously for report cards in the 2019 2020 school year and in addition um beginning that same year with that the bill passes

008DPI also has to do a couple other things they have to align the scores and score ranges in the performance categories in the Wisconsin forward exam in English language arts and math with the national assessment of educational progress um scores score ranges and performance categories and then also for the prea and act with writing in English reading and Mathematics they have to use the same score cut cut off scores score ranges and performance categories that the DPI used and admit uh for Assessments in the 2021 2022 school year and the bill specifically requires them to use the term below basic basic proficient and advanced for pupil performance categories um ab3 is um related to incorporating cursive writing in the state model English language arts standards and requiring cursive writing in Elementary grades so the bill

009would require all schools to include cursive writing in its in their curriculum for elementary grade specifically each Elementary School must include the objective that PE that students are able to write legibly incursive by the end of fifth grade next we have ab5 which is requiring school boards to make textbooks curricular and instruction instructional material available for inspection by School District residents so there's a lot in there about um you know that we'll have plans in place and policies in place um the bill requires the school board to comply with a written request to inspect a textbook curriculum or instructional material within 15 days um currently school districts are required to file a list of adopted textbooks with the school district clerk uh the bill also then uh require would require posting that list on the

010school board's website ab6 um is related to requiring a school board to spend at least 70% of its operating expenditures on Direct classroom expenditures and annual pay incre and it also relates to annual pay increases for school administrators so the bill requires that each School School Board spend at least 70% of its operating expenditures in each school year on what they call Direct classroom expenditures which are defined as salaries and benefits for teachers and teachers AIDS instructional supplies tuition athletic programs and co-curricular activities and then if the school board is not meeting that 70% threshold the bill spells out what some of the um penalties are such as reduction in state aid payments from DPI and potential reductions in property tax obligations including providing refunds to taxpayers who've already paid their tax um the bill

011also has a Provisions in there um limiting the amount that a school board can increase the total compensation paid to a school district administrator business manager or principal or an assistant to any of those um so that's tied that's linked to the average annual percentage increase in total compensation that the school board provides to teachers in the district so that I think is what we've got going on on the state level um in terms of the federal level um the president is expected to issue an executive order this month um directing the Department of Education to wind down their operations um currently the education department last week terminated 89 contracts worth 881 million they also terminated 29 training grants um for Dei that totaled 101 million uh Linda McMahon had her confirmation Hearing in front

012of the Senate health education and labor and pensions committee which is the help committee um so next they will hold a vote that committee will hold a vote to determine whether to proceed with her nomination to a floor vote um so let's get ready to rumble everybody um and in terms of executive orders um a few of note um January 29th was the expanding educational freedom and opportunities for families executive order which basically has the Secretary of Education issue guidance to States on using Federal formula funds to support uh K through2 educational Choice initiatives and it directs the Secretary of of Labor and the Secretary of Education to review their discretionary Grant programs and each submit a plan that identifies and evaluates and makes recommendations regarding using relevant discretionary Grant programs to expand school choice

013February 5th was the keeping men out of women's sports executive order uh which attempts to prohibit schools and universities from allowing biological males to compete on team designated for women regardless of how they gender identify uh by blocking or resending federal funds from schools or agencies who violate the order related to that the Department of Education did send a dear colleague letter to schools stating that they would be reverting to the 2020 title n interpretations we'll talk a little more about that when we talk about um some policies that we have and um Saturday the latest um executive order came out keeping education accessible and ending covid-19 vaccine mandates in um which basically says that discretionary federal funds should not be used to support or subsidize any Educational Service Agency State any schools right um

014that require students to have received a covid-19 vaccine to attend in-person education there's a lot of other stuff that touch on our schools but those are the most directly relevant legislation are there any questions for Mia Don there's a lot to cover there um and I'm just going to focus on the state of Wisconsin what's the deal with the cursive um I know that my son learned cursive in in grade school at Sand Hill in second or third grade um but it isn't used and and and I know that on a state and local level everybody wants their the children to be ready for the workforce and if they want their children to be ready for the workforce they should have a mandatory keyboarding class who are the sponsors of the cursive Bill do you

015have that hand yeah let me I was just that bills come around multiple times usually it'ses doesn't go anywhere uh representative meltic and Senator nass it's not going anywhere it was one of the ones that made it out of um just a note that tomorrow is the primary and the there are three candidates running for State superintendent the bill that Mia brought up related to the state um report card is actually an issue within that race um because superintendent underly is the person who changed the most recent report card to move away from that terms below basic basic uh and to kind of alter the scores in a way that she said reflects more what teachers are teaching in the classroom the other two candidates have a different view on that particular issue so if

016that's of interest to you the um WN upfront that airs on um in Milwaukee TV uh aired on Sunday so it's the February 16th show uh all three candidates are interviewed and that's a question that they ask all three candidates so they talk in more detail about their views on that particular issue if that is important to anybody but you'll get a sense of those three candidates if you watch those short clips and you can find it online just Google up front superintendent candidates and I will say the the wasby website for any of the state stuff really does a good job of summarizing all of the bills and where they are and what what they mean I don't think the public can access I don't think the public can but for you know if

017the public is interested you could contact one of your Schoolboard members and we could share that information with you um because we all have access to it so yeah it is behind the login any other board questions from you Alison I do but for so the one I'm trying to understand the one about um required to be using 70% of money on classroom expenditures is and when you're laying out like what those things are that seems so so what what are we spending I mean are there I'm trying I guess I'm trying to understand that 30% what admin costs admin but then they're also tying admin salaries to our education staff I just I'm not like are there districts that really don't do that I mean ours is 80% is salaries and benefits right yes

018so this bill if it were to pass we already exceed all of the metrics on there because typically we uh negotiate through our employee relations with our two represented groups and then whatever we settled that um is typically the same for all non-represented groups including administrators so um if let's just say the the compensation package that was negotiated and ratified and approved is 5% then all non-represented groups including administrators end up getting the same the same percent and you're right if you've been following the annual meeting our salary and benefits alone are over 80% so right um if I only imagine that the reason why that the bill was there is that there is a school district somewhere that does not and so that's why okay I mean I could imagine like some of our

019rural districts have huge busing costs you know so if you have like a very big chunk of money is spent just getting your kids to the school that's not included I mean that would I wouldn't say that's 30% of your budget but you know if you think about some of those expenditures that really makes it hard then for those rural districts especially some of the big ones upstate all yeah who are the sponsors of that bill uh that one [Music] is sorry I got off of that um representative Franklin and Senator Toms Tom oh Tom YK okay check here Tomac I think is like not sure okay okay M all right then we will move on to item 2C the work group reports we have two work groups that met since our last meeting the

020first one was congratulations who want Sam did you want to give the update for community relations oh he's still muted yeah Lisa if you want to it's probably easier because you were you're there on we still can't hear you yeah yeah we're working on it why' you have Lisa do it I know somebody else can do it for our uh proposed April uh Community conversation and decided on one person that we would offer um a I don't know if it's going to be a contract or an agreement with the person to facilitate that event and we're having an upcoming meeting where we will um talk a little bit more with the facilitator about how to organize the day the our big uh to-do for the committee really will be to come up with the key

021the main questions that we want to ask this group which we think will be around 50 people will be dividing into tables of did we say eight or 10 something like between eight and 10 between eight and 10 with a board member facilitator at each table that would ask um everybody gets asked the same questions but the conversation happen in kind of um timed small groups in the in the notes in your agenda is the link to the model that we're following around Community conversations and then there's a separate link around how to devise good question so I think the question for all of you is to um think about what maybe good questions would be for the work group to consider because we meet next week Wednesday I believe with the facilitator and we

022need to devise the questions and we'll be inviting we'll have direct invites to some key groups of people and talk more about who's coming the date is Monday April the for the conversation yes it'll be Saturday the 12th is the preferred date if we can't get a a good majority for that date it would be two weeks later on the 26th so if if you can look at your calendars for April 12th um late morning we'll be up at the high school we will we are the reason why that's the best date is um the gym will uh still be available before it gets updated through the referendum construction updates so we'll have a space for dayare so we're also providing looking at providing some daycare I did link into board docs for board members

023a couple of links or the document that the work group used and I also create pulled out just this uh three pages that really spoke to the question so you can instead of having to read the whole document you can go to the second attachment and you can see kind of the types of questions um that are best for a community conversations that'll be you can kind of gauge where where what types of questions we'll be asking what time did do so was it'll be late morning so it'll probably be like 8 to noon 8 to One 8 to one yeah the actual time will be 9 9 to noon but we'll be there early for setup and then some time to debrief afterwards all right any other questions about Community Relations Committee work or

024community relations work group work is someone gonna send out like a meet an appointment for that event yes okay okay and anybody's welcome to join our meeting on Wednesday if you want to be in with the facilitator you know to join our work group for conversation I just won't be there sorry oh okay uh we can move on then to climate and culture work group update and I also put that in the board docs the it's in there okay um so we met and looked at as you may recall we are um working on sorry um sorry I'm um so we're looking at the metrics related to the belonging goal um so we are um you going to be using the survey the yrbs and the dcya which happen every other year so one of

025those would have happen every year those surveys as well as the school perception survey which also then um we could have a um like one or two brief question just like a little pulse survey at multiple points throughout the year as interim so looking at a data dashboard that would have that connection index from the school perception survey and then sorry the yrbs um it would show the students who agree or strongly agree that they belong at school and the dcya is the question would be teachers and other adults treat students fairly so again it would be the agree or strongly agree um with that measure um so 23 22 23 and then 23 24th for the dyca dcya is what's considered our Baseline year so we have a baseline of that data and then

026the goal is that by the end of TW the 26 27 school year we would want all students and subgroups um as measured by the ybs and the dcya at 70% or better for the questions asked so those are our proposed measures for belonging any questions from Mia the workou I just want to say that for this work group this has been two years worth of work that of digging into first defining what belonging is which we have on our website and now actually trying to begin to put some metrics behind it that we can start to take a look at so I really commend the the hard work that this work group has uh put into getting to this point and it is to say that as the districts that I'm familiar with this

027we are the first ones to actually try to put some metrics behind it and I think from here we can evolve and grow um and add new layers to this so I think the idea of starting small and then being from there is is something to be commended so I appreciate the hard work of this work group all right see oh Joe go ahead sorry I just wanted to point out that we also pretty thorough policy discussion and was not an easy discussion so I'm not sure how the discussion we go this evening but there's some difficult proposed changes so I just want to point that out yes sorry it's okay more to come on that okay so for now we're on to item 2D which is the student representative report IED in time did

028a little fast on my way here so oopsy allegedly he you never know um yeah it was really cold so I tried to make my theme very spring-- like in hopes that it might put some good Juju out in the air because I'm not freezing weather because my car doesn't like to start so um I was say so um as far as academics boxb celebrated World read aloud day with a variety of Staff members from there the students and some community members and people from the library and stuff so I thought that that was really cool that they were able to make a whole event out of it um Juniors it's almost Act season so more updates on that I'm grateful to be over that hump of my academic career and then parent teacher conferences

029are scheduled for the end of next week so we've got a half day and then a day off so Thursday half day Friday no school did I get that right okay I'm getting the thumbs up we had quite a lot as far as Athletics now that we're in full swing uh the boys basketball team is on a three- game winning streak and our girls basketball is on a five game streak so you know shout out to them for five games in a row a lot so it was three so I'm hoping they'll be able to keep that up um boy swim placed fifth at the sectional meet and now qualifies in five events for the state swim meet and then for guys wrestling Gatlin empy placed second at the badger conference and five of our

030wrestlers are going to advance to Regionals my slightly smaller this time and I can't decide if whether I need glasses or to make the fond bigger so um for our girls wrestling team Emily I'm gonna say methi okay I'm sorry if I butchered that took second at the Marshfield Queen of the mat invite and the badger conference and Regional Title so she's absolutely on fire and shout out to her the icebergs beat Medford Medford last week apparently I'm struggling with names of things today sorry and uh sten's youth wrestling program participated in an event I couldn't find exactly what that was but I know that we did pretty well and that a lot of kids had a lot of fun so I felt like that was the main the main point over an actual numerical

031place value so yeah um as far as activities I don't know if uh Dr keer you're touching on the business thing that we did you that oh the leaderships don't I did not oh okay yeah we had leadership Stoten this year so um a couple members of I believe it was the stone Chamber of Commerce got to do a tour around the high school and the student panel that I was on about just some ideas and how to bridge the gap between school and our business community so one of the things we actually ended up taking away with them was trying to implement more in our youth Apprentice program and expanding that which I think is really cool I'm also a huge proponent of Youth apprenticeship I think it's a great way to get kids

032out in the world and you know I'm it's Monday it's Monday it's a great way for them to gain just as much knowledge inside the classroom as out in the real world um we also it was bus driver appreciation week so a bunch of our high schoolers made some signs and little goodie bags and surprised our high school bus drivers last week which I thought was really sweet um our elementary schoolers also celebrated the 100th day of school consider good Style um it is so adorable every year always adorable um I love that the staff participates in it too um and then kaga hosted a family game night so there was a ton of fun board games and you can see they're playing chess and stuff like that up there but wish I would have

033gone also do you want to go back really quick I'm so sorry uh one thing I did want to shout out I didn't know if I should really put that towards activities or Athletics but the ston and dance team did a free formal dress event I believe this is the first year they did it um at least that I know of it I actually ended up going to it because I usually paid for my own dresses and I was like free dress event for the community like I'm G to check it out um and they had over I believe 700 dresses there for people to choose from and I think they had like size zero through 24 so that was something that they spent a lot of time curating and they had um I forget

034what the name was but they had some seamstresses there that were doing alterations for like really cheap and would help pick out dresses that they think you would look good in and help give their opinion and it was honestly a really amazing event and I think that it's great that ston does stuff like that and I saw people from other school districts coming in for this event and I think that especially formal dresses in general very expensive even if you go to like Windsor or Tiger Lily which is supposed to be the cheap place you're spending like upwards of 100 150 bucks for dress that you wear for one night so I think that it's really cool that you know we're able to help out people that might not have been able to afford a

035brand new dress and also so recycling less stuff in the landfill so do you know do you know how many dresses were I did not I can look I was gonna say I gave the um lady that was coordinating it my email because I was like I have a couple dresses I want to donate and they said they were going to do it hopefully again in the fall for like homecoming season so um if I had known about it more in advance I would have brought that to you guys earlier apparently they did a bunch of uh like social media posts and stuff for it and apparently I didn't catch any of that um there's quite a few people it was sat the this last Saturday and Sunday it was from like noon to 5

036so I don't know if you have direct numbers or anything but I can get them second uh you got like a little purple tick K that was like your like in for it that you would like trade in for the dress at the end um and they had like a little like ice cream pil with all the ones that they had and it was pretty full so I think that we had quite a lot of people I saw there was actually a bridal party that came in and got some dresses and we're getting stuff altered and stuff like that um I can go on to our little art section for now um really I just have some highlights from the Pops concert I saw a couple of you guys there I thought it was this

037was one of the best years that I've seen in quite a while um I mean it's great every year we always have really amazing performers but um just our variety and songs and some of the Acts were a little more out there than others but I really enjoyed all of them regardless I hate to be that person but if you're there you know what I'm talking about but um yeah props to all of our soloists and band kids that helped out on certain songs they were all learning music for different songs and playing a variety of instruments and just like helping each other out which is always my favorite part is to see the different like the different like departments in music Wing come together for stuff like that yeah it's all I got for

038you guys as of right now that's it it's Monday be nice to me you find the number I I didn't find the actual number um but I thought I saw it was like oh almost 200 is what I'm remembering um new dresses got um housed and I also wanted to say for the 100th day of school the high school did something new um which is they um had a 100 positive behavioral referrals and so the associate principles spent probably the whole week calling home for a hundred students who'd been nominated by teachers and staff as you know having posit showing some element of positive behavior so they did a 100 positive behavior referrals which I think is just great you know that's why I got a call home I had no idea that's what it

039was now you know now you know any other questions for Lily the leadership Sten um for the board and the community members is an every other year event and the school district is um a member of the chamber and one of the one of the sectors within Stoten that they visit um this year we highlighted the high school as part of um youth apprenticeship but also the our construction and all of that so we took advantage of the bking lounge and the new common space to Showcase that and it was fantastic um Sarah Ebert worked directly with Cassie Galo to not only get our um participants into classrooms but tailored to their sector so people in real estate got into business classes people we had people from Sten health and wellness Coalition so they went

040into Health classes and um health science classes and had our students um deliver the the tours um put uh bring them into class and then a student panel very similar to legislative um day so that got to um showcase our students again as a followup to that um I did hear back from DPI who was so duly impressed with our high school students in their panel that as bills come up they're going to reach out to us so that we can um forward that information to our students to see if any of them would either like to write testimonial or show up uh at a um hearing so be prepared excellent yes okay no further questions for Lily I think you're off the hook and we're on to Dr Ker's report all right so uh

041I have four things um the third item is the last minute item because that just happened literally right before the the board meeting but I want to start with um a policy update um this is in part part of our coming out of our clim and culture work group um we work with a company called Neola they work with Boardman and Clark and rainy Lewis and Lacy as law firms to review case law review bills that are going through the state legislature and the federal government and suggest updates we get those updates twice a year usually in January and July but at times such as as um you heard in legislative update there are unique situations that are happening in our in our state and in our um country that create priority updates and um

042recently the district uh a federal district court um ruled it was a Kansas um uh court that enjoined the 2024 Title 9 regulations Nationwide um it also led to um some other uh policy changes at at in DC so essentially the 2024 title Title 9 regulations have been have been nullified and so the um districts are needing to go back to the 2020 regulations um which is part of the policy updates that we'll be talking about a little bit later in the agenda I want to take this opportunity to to not only reiterate our support for um our families who are multilingual Learners who may or may not be immigrants um we know that the the um executive orders have created a sense of anxiety and this further creates anxiety for marginalized groups and I

043just want to be very clear to our community because I know this is also the sentiment of our board that SCD is an educational institution and we believe and um through our actions not just our beliefs that all students have a right to an education we've codified that belief and that right by saying that all students must feel like they belong in order to learn that's why we have belonging as one of our three pillars and that SAS sasd says the stary school district will continue to hold its schools as a place of learning and will support every student who walks through our doors we codify that in our policies and in part we will do our best to make sure that our policies maximize the protections for our students so that they can be

044um focused in on growing their young minds and be active participants in our society moving forward so um I know that while I may be stating these words this statement is something that has been talked about in work groups and through um individual conversations that I've had with board members so I open it up before I move forward if any any other individuals around the table want to say anything M I just want to say thank you for saying that and I think you know in this time everyone is sort of trying to walk an you know a difficult line um and I think it's not a small thing to say to our students who may be um like you said English Learners concerned about immigration status our transgendered kids just to say like you

045matter and you belong in our schools and we will stand for you and buy you no matter what's coming down the pike so I think that's just it's just important to say thank you anyone else all right thank you moving on moving on um so we sent a communication to staff last week um letting them know and I shared that with the board and so this is an opportunity to share with the community at large that we are in Spring a year ago we would be um in March forecasting an operational referendum vote in April um this year because um we are not uh have a referendum question we are trying to move up our Staffing timeline by a month so that we can bring Staffing to our board for consideration and then if um

046approved in March we can get any postings for um positions out before spring break which would put us a whole month ahead of last year and one of if not the first in our area for postings which I think gets us first dibs on on new graduates I want to um just highlight and I really thank Miss Galo for synthesizing my lengthy email I think is appropriate down to one slide um so I really thank her for uh concisely shrinking this down and helping me with the with the language and I feel uh I want to give her the due credit um because I would not have gotten it down to two to a slide um because of our referendum we had additional funding and we and we talked at that time about our hopes

047that our declining enrollment would level off and perhaps start to to go in the opposite direction unfortunately from last year to this year we are down 36 students so our our projections still indicate decline enrollment and our our future Pro projections still look that way we still keep our fingers crossed and hope for um increased enrollment due to our our building around us we want to let the community know that the way we do our staffing is we analyze our second Friday counts which are in January look at our 4K data look at our potential enrollments for families who are not in our 4K um programs to project those those class sizes moving forward we continue to use our policy and our policy guidance which we've had significant conversations at this table and we've reintroduced

048them into our policy handbook for people to review um and we do not anticipate with um going forward any significant reductions to programming for 25 26 however because we use our student enrollment to drive our staffing there is always the possibility for some adjustments that um Can Happen and we will share those as we go through the process additionally there's also considerations to Staffing when we have very low enrollment numbers um when we have existing vacancies and are able to staff without filling those vacancies that's part of that fiscal responsibility component and if we also have recruiting challenges so as we move forward in in our staffing we look to and this is part of the feedback that we had last year with our with our staff to try to stay ahead of the this

049because it is an anxiety um a time of anxiety for some um and we just want to make sure that we minimize that the best that we can we know that our world as we just talked about is already in a state of heighten alert and this we don't want that to add to that so next month we will start to present our sta Staffing um plan and uh again using the two two-step process we'll present in the first half of March and ask for consideration in the second half all right the third item which um and we'll just end on this slide but the third item I right at the end of the school day before talking or coming to the board meeting um Chief Janks and I had an opportunity to meet it's

050been a month since we've had the conversation here at the board table and I wanted to give the board and the community just kind of where we are in the process we are looking at um getting formal conversations starting um in early March but our meeting this afternoon was to share information and to clarify um what he heard um as a member in the audience and the notes that I had from our sitting at the board table so that we are starting from the same um perspective so I had the opportunity to share with the chief all of the notes from that we discussed here at the board table in setting the table for the conversations in early March um for those SRO conversations um I also had the opportunity to um ask him for

051some information around um any job descriptions that may or may not exist so it um we can have that and also he um took advantage of a police ch Chief's meeting that he had in the past month to start to collect some contract samples from other Dane County districts So currently I have Verona the forest Wan keys and um I'm going to review those um in relation to those items that we talked about at the board table and um so the next update I will give will be probably not the next board meeting but the second board meeting in March because we're not going to meet until the after that first board meeting in March that'll be the next update and then last but certainly not least um upcoming dates we I foreshadowed a public

052hearing that petitioner um was a repeat petitioner from a year ago and actually DPI informed us that um that petitioner submitted their petition too soon there's actually waiting period between submitting petitions so that petitioner we cancel that um hearing critical Staffing I just talked about day in the capital I'll keep that on there and the new item spread goodness day is March 14th look uh we've been um we did this a year ago and so want put on people's calendars that March 14th we're going to have spread goodness day around Sten it's not just the school district thing it's a whole Community thing so questions yeah going back to Staffing um we're down 36 students do you have a sense of where those students are are they grouped at a certain level or are they

053pretty spread out they're spread out we have we have our biggest um indicator around Staffing was in 4k we typically are in the one upper 170s low 180s for 4K um just in our sites and this year we're at about 154 um that that can be a thing that cannot also not be a thing because not every um dayare provider in stolon participates in our forade program um but it certainly was an indicator that something was up in terms our of our staffing um looking at our staffing we see um decreases we're graduating more students than we're bringing in in our elementaries by and large and then um 4K is our biggest open enrollment as far as families who don't live in St open enrolling so 4K is not always the biggest predictor of like

054what our school district population is going to be but yes that's that's the biggest right now but it's not the entirety of our 30 decrease it's spread out across our elementary and secondary together which makes these Staffing decisions tough I would imagine it does at elementary for for um those who have not been through this process um several times Elementary you you essentially take we have 100 second graders at a school and we divide it by our targets but when you get to a secondary you start to add more elective areas and choice and that choice is where things and end up really going left right up down because what we want to do is we want to maximize the the opportunities that we provide our our students in the elective areas um and also

055um make sure that we're maintaining pis sustainability for these programs moving forward so there are times when we are um able to provide we can't provide a class because there's too few but we can provide an option like virtually so Ingenuity and some of our online options um actually work for some of our students currently uh as an example I think it was brought up at at the board table at one point we had a family move into the district and the student was enrolled in French and we don't offer French but we can provide them a virtual option for French and that so we provide provide that so when we talk about maximizing opportunities some of those opportunities aren't physical face to face but they are still opportunities that we can provide and so

056instead of dedicating the resources to a staff member we're able to offer the tuition to let them take it virtually and still continue their education a question about that are those online elective options advertised to students or it be only if the stud would ask like if I wanted to take French I mentoring as a freshman would I know that I could do that would be a conversation that in this particular case because the family was moving in and they were taking a look at it that was a conversation that was haded with the administration in student services so it's not necessarily available to all students correct but there are um situations in which we've had to um uh be very transparent over in um River Bluff we've been we've been had we had a

057u struggles with finding a part-time German teacher we actually ended up Contracting with someone who is delivering um deling in a hybrid fashion the teacher doesn't physically um exist here in Sten but is delivering the content to our to our students um virtually virtually so we try to get as creative as we can to maximize the options but what students see is what is our um course selection catalog and so it's based on those that we um start the Staffing process as far as subject selection so those oneoff unique situations are are um our efforts because of our belief of wanting to maximize student opportunities that we would say some districts we don't offer French and that would be the end of the conversation and that's not how um our staff up at the high

058school want to have that conversation so that's why they extend that opportunity because we know that we have that um we have the capabilities to offer that any other questions for Dan we can move on to item four the consent agenda I move approval of the consent agenda as presented second second by few in discussion Sharon I had one question does anybody happen to know on page eight there was a reference to expenses for police at homecoming and football games if we were to hire an SRO would we reduce costs like that would it impact it at all and again does anybody know the answer to that we might not yet today but I was curious um as part of the conversation that I had with the police chief that would be one of the

059things potentially um because uh we could say um as an example we want the um student staff resource officer to be a to uh be a part of our professional development but we might say instead of six of the professional developments we we would excuse them from two in exchange for Staffing homecoming or prom or something like that now typically on some of those big events we have multiple um so wouldn't eliminate the cost but certainly potentially could reduce the overall cost thanks any other questions about consent General Lisa just planting the question I sent you earlier about the expense for the tuition to the Richardson School which might be inappropriate out of District placement for a student or it sometimes when districts do that it can be a sign of some gaps in special

062about the first policy update liie we are eliminating that Al together or so kind of hard with the red highlighted and there was like I don't know the difference between resend and revised so can you open the policy okay okay yes so the first two policies are Title Nine policies the first one that's resend is the 2024 Title 9 policy that was the one that we most recently um added this fall to our policy book in um alignment with the past administration's um update to Title 9 and so the um let's see here reason why it is all um lined out is because on weing we're literally taking out of our policy book in its place place we are putting back the 2020 Title 9 policy which when we added the 2024 the 2024 took

063effect August 1st moving forward but any Title 9 violations that were investigated um pre August 1st had to uh follow these 2020 regulations what the um judges order basically did was say 2024 no longer is uh relevant um legal standing so that any policies based on that no longer have any effect so the recommendation from Neola based on that is to take the out and in 20 20 remove the lines that say any occurrence prior to August 1st so essentially if there's a 2020 violation um these are going to be the rules that we follow it what what are the substantive changes in this policy versus the 2024 2024 had specific carve outs for gender identity and um uh prancy as well as some flexibility around how you investigate those um infractions um you have

064a coordinator you have investigators you have decision makers and then you have appeal decision makers in the 2024 you could have people that serve multiple roles and so it became a little bit more um expedited because some of these investigations came be lengthy and because of the sensitivity of the of the investigation and then also just the duration the 2020 um has each of those roles but they are discret so if I'm the coordinator I can't investigate if I'm the investigator I can't make the decision so essentially if I'm the coordinator I assign it to an investigator that investigator investigates and that investigator gives a report to a person who's going to make the decision that daisy chain just makes things a little bit longer um it doesn't have a specific carve out for pregnancy

065it U our policy actually does specify gender identity as part part of um our policy so it leaves it takes the gray area of the 2020 policies at the federal level and clears it for us we s we're we are putting a stake in the ground that says gender identity is going to be something that falls under our Title Nine where at the federal level it's a little bit more ambiguous um the 2024 mandates annual um training we already have that as a part of our practice it's optional in 2020 but we make Title 9 training a part of our annual process like like uh um um seclusion and restraint training um mckin vent till homeless training bloodb pathogens and all of that so we just make it a part of our annual updates so

066the recommendation here is that we resend the 2024 we modify the 2020 to make that the the prevailing Title Nine policies moving forward thank you for explaining that because it's hard to jump back and forth between in those two documents and totally understand what they're saying to begin with and what the difference between the two is so absolutely I appreciate that thank you no problem okay so that Joe couple questions um I just want to clarify this based on just Neola or our legal advice as well our legal advice as well we use both Boorman and Clark and um rainy Lewis Lacy for um our District's um uh legal advice and they had actually been foreshadowing this before Neola came out with its policy recommendations so we we I knew um and we as a

067district knew that this was coming down it was just a matter of when the recommendation was going to come come before us I think they were uh waiting to see what how this was going to play out under the new Administration um after the the ruling came down because the ruling came down just prior to the election and transition and the ruling that you're referring to is the Kansas Court ruling correct yes so the legal world seems to think that's going to be the final word yeah for now for now for there's not word ever very thank you for that little bit of optimism keeps me going any because this is very Grim very Grim um are there any other questions or comments around the first two policies otherwise we can move to the third

068policy Dan a second ago you said that our policy mentions gender identity we put a stake in the ground that gender identity is part of title n for us yes where would I go to see that formalized so for our for our um I search the word gender and yeah okay what page I don't have I don't have it oh you're look you're looking for a different policy or you I was looking within the one that we are approving re approving tonight right there are other policies that do mention gender identity I check there's employe employee anti-harassment 3362 there's student anti-harassment 5517 and relatedly 551 17.1 bullying all reference gender identity and all the terms that you want to have included in there so I was somewhat com directly in here but that answers it

069but here it is okay so gender identity and gender non-conformity if we feel that we are able to put a stake in the ground and put gender identity and gender non-conformity in here what is forcing us to resend the 20124 document like what would be the consequences if we said thanks Neola thanks legal team but we're going to keep it anyway what would we be up against we would be up against basically legal liability if we were to um use the 2024 Rags as our um presiding document and let's say there is a complaint that comes under and we use the 2024 rigs the outcome the person who came out on the on the outcome that they weren they were hoping would be different takes us to court and we use this the court would

070look at the at presan case law and say you used a policy that has been has been um ruled not pertinent Nationwide so therefore now you have to now you are legally liable for for those actions so they could sue us for damages essentially and that's a non that's a non-legal response to that but then how how were we able to have gender identity and gender non-conformity over here because this policy from the federal level is recognized so by using the 2024 Rags it is it is a matter I I totally empath empathize with the irony my non-legal and my very casual um view of this is the 2024 is being is being um pulled out because of how it how who and how it came into being and they're pulling it back and they're

071saying you go back to this one but if you if you look at the policy so I know you found those words but what it says is that this policy is only intended to address sexual harassment under Title 9 all other forms such as blah blah blah blah blah blah blah and that's where you get gender identity are not are covered under this other policy so it's not pulling gender identity into our Title Nine policy it's actually saying we understand that it's not covered by this policy we have this other policy that that looks at anti-harassment which isn't all of what Title 9 covers you you are correct but but the fact the fact that we have this in here we can pull these two policies together and say if it's har if it's harassment

072based on this and we feel that this is based on sex we can use the we can use the formality of Title 9 in conjunction with our anti-harassment and are anti-bullying so by using using the language that is suggested in here literally stitches these policies together because in the other policies we could use a variety of other investigatory methodologies we have stitches together to say this is the most robust way to investigate and it is the most um it is grounded the most in law so by by saying we recognize that this could be harassment we recognize this could be bullying but if we feel that sex in all any and all of these forms is uh is a part of this we're going to use this policy and the procedures used in this policy

073to investigate so that I don't I'm sorry I'm not a lawyer but I don't think that's what this says because we would have to I mean we have to look at our student anti-harassment policy but that's the only coverage that a student who feels that they've been discriminated on the basis of gender identity that the only coverage they have is with that student anti-harassment policy well there are things that are not bullying or not harassment that are covered in Title 9 UM that are not not there's not coverage provided for them in our anti-harassment policy and what and what I'm sharing with you is how we how we've utilized our policies up through this point in terms of Title 9 investigations when we have when sex is a component of that we look to Title

0749 and whether it comes to us through through I think I've been grenade based on sex our coordinators look at all of the policies and they make the determination whether or not Title Nine applies to this and the default is when these thing when these factors are in there we fall on the side of using T title N9 as opposed to not using a Title Nine and so I I I understand that the perspective that could be seen as two separate and some District Pro some may choose to go that way we're not one of them so um again this is the this is the recommendation of Neola this is the recommendation of our of our our um two law firms that we uh work with and it has served us um in the past

075we were it is basically we went from this a year ago to the new ones and now we're going back to going back to it it's it's a little bit of a whiplash from from my perspective because I think the 2024 regulations were well written to try to be even more encompassing and to lose to lose all that I think is I have my own opinions of it but my opinions are moot when it comes to policy I'm I'm bringing this because I think this is the right right direction for us to go as a district to mitigate our legal liability if we were if we were to um move forward and and investigate t n and we didn't use the 2020 Rags that isn't to say someone wouldn't sue us if they were on

076the the losing sight of the of the investigation but if they did we would we would not be in a good position going into into the court of law with the 2024 rights yeah so I think what maybe a little bit confusing is when we talk about sex in conjunction with Title Nine what exactly we mean are you talking biological sex sex assigned at Birth are you talking not sexual Iden what do we mean so that's when we start to get down into the policy and start talking about what's sexual harassment and all of the the outcoming outcomes of this so that's where we put put this into right but I mean when you say that somebody brings a complaint and it's based on sex you're not saying it's based on sexual harassment you're saying

077it's based on gender based on discrimination basis of sex what I'm not clear yeah I wish it were I wish it were uh as clear as saying that I think I'm being discriminated because I identify as a male or female or gender fluid it's never as clear as that it is usually some sort of mitigating um event whether it be to people shouting at one another an overheard conversation with um rather gross language being used and someone feeling discomfort or wrong in those events and the administrator trying to figure out what was happening during that and if the person's gender is a factor in there they know to call our coordinators which are Jessa and Kelly to be a part of that and they're the ones who make the determination does it fall within the

078scope of this policy or not because it can be it can be nuanced if it were if it were um straightforward they would still have to go through the through our coordinators to determine whether or not this policy is going to apply and I and because I'm not as in this a this wasn't as robust as it was when I was in the building over 12 years ago I would I would have to reread this in its entirety to give you a more thorough answer around around your question but that was that's why this policy is so lengthy because it it works to Define and it also works to lay out the procedure in which we would investigate and make a determination based on that the one example that I could share that and I

079have to choose my my descriptions well is two students goofing around in the hallway and and the students have an interaction in which there is um a comment made and the comment from one student is made in just but the other student didn't take it as injust on the surface it was being handled as inappropriate comments and language but the content of what was said is what made it a title n case and it was only after that investigation and initial determination of these are this was an inappropriate comment relative handled in one way but once the content was codified or written down it turned into a title n investigation which involved a whole lengthy process that student that student ended up have having much more severe consequences than what was initially was going to

080be because of the content of what was said okay um so I understand we're going backwards a little bit on our Title Nine policy um can I then make a request can perhaps the climate and culture committee take a close look at the employee anti-harassment and student anti-harassment to make sure that our coverage is robust yeah I think that's because that's the remaining that's the remaining protection I think okay I think that's absolutely appropriate all right okay could I briefly add on to that would that be a place where we could reinforce the district's values that well we have these things they're legally um there very couched in a legal framework and context as a district though you know as the bottom of your slide in your report Dan had said you know this district

081is committed to making students feel welcome so could some of the language if if culture and climate does evaluate those two policies that Joe signaled to perhaps have a statement at the bottom that rein reinforces something to the effect of what Dan had that's one of the few things that the public has that's well it's a place that the public has access to and the more places that we can say that I think the better yeah it could sort of be a whereas at the beginning of the policy you know whereas the board and the district holds this to be important yeah here's all our policy is yeah 100% all right so feels like we could move on to the third policy mentioned which is about emergency medical authorization yes any comments around that one

082little less no not a big deal okay the fourth one is due process any thoughts on that I tried to put notes into into to the why it's being rescinded um in both of th in both of those situations the emergency medical and do process the language has been Incorporated in other policies and this is a a Cadence that Neola does is if they're going to incorporate policies first they'll introduce the new policy and then in the next revision remove the excess policy just try make it efficient yeah does the policy that we're replacing it with cover things like so I I know I have I have to admit I didn't go back and look at in detail at the suspension and expulsion policy but does that cover things like if uh law enforcement comes

083to the school with a warrant or without a warrant and comes to the school and wants to speak to a student does it talk about their due protections um rights I their due process protections under that not this one is for our for us okay the policy around our interactions with governmental agencies speaks due process and our practice is if if any Outside Agency um unless um authorized in law that we can't um we may contact with the family or try to have that interaction occur off school grounds outside of the school day so and the one and the reason why I say that is there are times in which job Protective Services will interview students in school environments for the safety of the student and under that under those Provisions there are times when

084we are not um notifying families under those specifi but in the cases of um law enforcement or anything like that we if a law enforcement officer says I want to talk to Miss Patterson like why are you here why are you doing well we know she's here at the school day and this happened over the weekend stuff like that can you interview them at home while and will let the parents know that you'll stop by after at 4:00 and so on so on and so forth that's and I just say I don't think that's always been the Pol that's always been the practice of what happens because yeah where every administrator who interacts with me that's that's the yes just moving forward yes anything else on process no all right student complaints no hands go

085ahead could someone elaborate on what the confusion we're avoiding is so this policy is unlike um the previous resins where it was we've Incorporated the language in here this policy basically says um and we actually had a lot of discussion about this in the work group this policy basically says I want to make a complaint and I'm a student so I come here and it what it tells me is you got to go to another policy so most student complaints are usually a student going to an administrator and saying I have a complaint or they're going to a counselor and saying I have a complaint and through that conversation it's like what's the complaint if it is a general complaint it's policy 9130 if it's around harassment or um uh I you know 504 Ida

086and stuff like that they will usually direct them to the most appropriate policy so the so this basically is saying this is a policy that just all it does is redirect people to other policies okay so the recommendation to take it out at the workg group if I'm remembering it correctly is this of all policies a policy that needs to be eliminated it's a tossup I think we I think we left it we left it as we understand why it's being taken out but we also understand why why it is in there to begin with but and In Cadence with Neola they they made sure that all these policies were were in place and now they're removing it because the only purpose for it to be here is simply to say go look at these

087other policies I think the the my take away from this and this type of adjustment on NE we have is thinking of a policy handbook in terms of a book that you would actually like look at the table of contents and thumb through versus now we just you know type in complaint and that's how lily figures out what do I do if I I have a complaint about this thing so they're just trying to clean it up I think is really what's happening the one part of this that was that that I didn't cross reference the other um policies is this request the right to request redress of complaint so if I have followed the procedure in bullying as a student complaining about that and I feel like that it was not addressed like who

088do I go to is there a right to redressed anywhere in within those individual policies yes so okay they they have um they are now delinting out where you know what the process is and then where the the stop line is okay and again is is um could be retitled if if wanted like General complaints um but it is our policy for anything from a general complaint to re a review of curricular materials to a review of Library materials and so forth so that is ending up to be as lengthy as Title 9 because it's so inclusive of anything that doesn't fall into the others Joe yeah um I think I mentioned this during the work group but you know policy 9130 is going to be what you know people find when they look for

089complaints I would recommend calling it complaints public requests and suggestions and so you know complaint is the first thing you see but I also think that's a weird policy why are those three things in one policy I didn't go look at the policy to see if it makes sense but it seems odd yeah um I did forward your suggestion of re of reordering the the title so that complaint is the first thing on there and which can be easily done because it doesn't change the substantive effect of of any of the policy it's just a tech what they call a technical correction um but you're right I mean it has evolved from having um public request for inquiry into all sorts of things and then a separate policy around library book reconsideration curricular material reconsideration

090which ended up being the same um review process so they merged those two things together and then they they said well what if we want a general suggestion I don't have a complaint but I have a suggestion so then they added that in there it's it's just kind of evolved from there okay I'm prepared to live with that I guess I just had a quick question I know it needs to you know be there regardless but does does anybody have any idea of how often we're getting complaints about like curriculum material or specific like Library material that we have or anything like that uh formal formally I we'll have to ask um what we use to track that I know we've had some inquiries over the past past year but um some of those have

091been have not elevated to a formal request yeah it's been more I have a question about what books are in the library can you tell me stuff like that it hasn't been what you've seen in the newspaper where someone emails a list of 120 book titles and says I have a complaint of all all these we actually in this in that process if it falls in line with a text or something in our libraries we actually have a form and the first question on the form is have you read the material I think that's a good question to have because you know doing a formal complaint is a lot different than a formal complaint on Facebook per se right so um yeah that's that's usually that usually stuffs many in the tracks but it but

092it does pose the the broader conversation right yeah because our libraries are are much different than our classrooms our classrooms are cat are captive audiences students aren't able to just get up and leave out of a classroom but a library is meant to be fully inclusive of the environment that it serves so when you're particularly when you're thinking about secondary level you have sixth graders who read at very high levels and have very varied interests and you also have sixth graders who are very you know we're 11 10 11 12y olds right and they have a wide variety of interests so our Librarians look at the library standards and say we have a very we want to create a an environment that's inclusive of our diverse population so we have things that are most appropriate

093for more Elementary but we also have some things in our libraries that are very appropriate for our our eighth graders transitioning into high school and all of that and that for our families some of our families is something that is concerning to them I would say as a community we've done a very good job of trying to communicate and work directly with our families around around those does that make everyone happy no I've met with some of those families and we just agree to have different opinions of this but they understand why we select our materials in the process we do that and they as a parent need to have those conversations with their students to say I know you have access to this I don't want you just to be checking down and bringing

094that home and that's kind of where we we leave it because of what the conversations we have at these tables our Librarians at least I've only experienced at the high school level but they're super what books do you want to read do you any do you know any any good books we should get in the library like what's what do you guys like to read and that and that it's the right question to ask and that's also where where some of our parents start to say don't listen to everything in students say heck yeah we're listening to our students okay what is the next policy all right our next policy sorry um is student Mental Health services and the and this is update updating language here around um both mental and physical uh access to
