003live at 1025 South page street here in stoton Wisconsin um I'm going to read a prepared statement for you guys uh I see in today's agenda a new policy proposal to consider it's numbered 5610 Z3 I'm seeing this as a policy that specifically addresses addresses the so-called voluntary student agreement M and it's now branded as the re-entry plan I understand that this is a policy to offer an alternative to an expulsion hearing what I'd like to highlight or challenge you guys to think about is the overall approach that we are still taking in regards to behavior management is one of largely zero tolerance and lacks the context of the experience other schools in our state and our nation have gone through I feel that it's largely punitive and not restorative in the various policies that
004do exist to knit together the administration response to behavioral issues by students I get an attitude of zero tolerance and little understanding for what we know about teenagers mental and social emotional development I see a system modeled after more after rehab rehabilitating adults in our justice system than in a system designed to educate our children when I read through the new VSA policy being presented today I can't help but empathize with a prospective student facing these kinds of things while I understand and agree that there are consequences for behaviors I also acknowledge that high school should be a safe place where a student can make a mistake without having a drastic effect on their school career and Beyond due to the punitive like response detailed in today's new proposed policy addition um especially as it
005could be applied to a first-time offense the result of a decision made by a child during his or her Prime Time growth and development as a person I believe that the largely punitive response contained in the policy doesn't ex doesn't adequately honor the reality that we are dealing with a child perhaps they're better applied to an adult who broke the law but we shouldn't mirror our response to a child's mistake off what our response to an adult is instead I believe the policy should reflect the opportunity we have as stewards of our community's children and to use their mistake as a teaching opportunity and a situation to reestablish broken trust by giving them an opportunity perhaps if we hold the child accountable to what we want them to be rather than what we don't want
006them to be results will be better this is not a shift in semantics this is a shift in attit ude and principles of internal selft talk which we know have real effect on actions I'd like to propose in lie of adopting this new policy the board make haste to assemble a committee made up of parents teachers community members counselors mental health professionals along with the superintendent and the board representatives and maybe even representatives from surrounding School District to add to address our District's policies from a more global perspective as they relate to how we manage student Behavior I also don't think the polic is an appropriate place to codify that the cost of the drug counseling and other various consequences to be placed on the offending student and their family um that that could be
007dealt with on a case-by Case basis thank you thank you um I don't believe there's any written public comment submitted is that correct okay all right seeing no one else approaching the podium we will move on to item 2 C or two legislative update just a reminder that the election is still coming November 5th um half of the state senate and all 99 Assembly districts are up for re-election so um Schoolboard Association is reminding school board members that they will what very likely be reestablishing or establishing relationships with new um state legislators which is certainly true in our case we will have a new state senator and a new State Assembly person um and the uh there are a lot of schools still going to referendum 137 local school district referendums are in the ballot
008in November in 120 school districts so that's just another foreshadowing that there will likely be a big ask for additional school funding in the next final budget which we will start hearing about uh very likely after that November election um school report cards people are talking about how um when the new state school report cards come up that there'll be a terminology change uh you might remember that the report cards in the ba in the past use the terms below basic basic proficient and advanced to describe student performance on the new report cards that will be changed um and it will be uh changed to developing approaching meeting and advanced so there's been some discussion about you know what that means and people who who are in support of it and and find it more
009confusing or perhaps more clear um the governor and several members of the legislature reminding people it's Suicide Prevention month and suicides the top um is a top 10 leading cause of death in Wisconsin and certainly an issue for young people and um there's data about mental health needs of um young people in our schools and reminding people that the crisis Lifeline is confidential available 247 by text call or chat and people can call or text 988 to get connected with counselors finally um state of Education address the state superintendent gives a state Education address every year it happens in the capital rotunda and that is coming up on Thursday September 26th at 12:00 um I've been to it it's a really nice event everybody's welcome to attend otherwise you can watch it live streamed on
010Wisconsin I are there any questions for lisais have one comment when you're talking about suicide prevention um I discovered that on the maybe this was there before and I never notice that on the um IDs at the high school it has the phone numbers on the back for suicide hotline that's great that is District my kids just never showed me his ID I was gonna say I don't think my kid show me his um any other questions for comments for Lisa no all right um we are then moving to item two C committee reports and I believe educational opportunities was the only committee that met since our last meeting and Holly is that chair so can I wasn't there you weren't there I was there so I can sort of maybe talk a little bit
011about what we discussed I don't want to talk about too much what we talked about because I know what we're going to present still but we talked about the 100 day plan you know what that kind of looks like how we'll present that to the board when we talk about what they're meeting their goals with um and then uh we talked about the policies that we reviewed um so more to follow on what that will look like they have kind of a pretty robust plan but we'll they're going to bring that I think NE is it next month or end of this month no policies or the 100 day plan 100 will'll be next month's board development okay so the next the next meeting on October 8th will be to shore up and finalize plans
012talk more in detail um Kate and um our Fox principal Christa um gave a framework um for that presentation it'll be what we call a World Cafe which is a discussion framework in which instead of presenting to the board we will break up into smaller groups and then smaller groups will go to each of the buildings and spend some time hearing from the buildings their school Improvement plans and and then being able to have an opportunity to ask your questions um about those and So within that within that time frame we'll be sharing out um at each of the buildings the strategies that the buildings have adopted that lead um them to believe that not only will they achieve their school goals but in turn achieve the district white goals around academics and belonging so
013it'll be a substantive conversation talk focusing on the strategies and then um how those strategies that will lead towards those overarching school and District goals yeah I really like the because there's opportunity for the Q&A to really kind of have this dialogue back and forth and discuss so I think the timing is still kind of to be determined but we we talked about that so will it be it'll be all five school buildings that will be there representing their plans yes okay just to give a heads up in terms of the elementary schools because the work this summer um led to the three elementary schools coalescing on exactly the same strategies so they have one um strategy document what we call the adult learning framework that they'll be speaking to but remind me Kate um
014is it going to be all three at one table or one at each table to present together they very similar plans they worked really hard to calibrate their efforts and and the staff on those teams who help develop them over the summer so it's important to note that when we talk about these building leadership teams these are staff members who are either grade level leads in some cases or Department leads in some cases that will be accompanying the principal or um the the coach the academic coach at that point um so you'll be hearing from the staff members who helped work in their buildings to develop these any other questions all right seeing none we are on to 2D student representative report all right so am I should I do a committee report or no
015oh for finance and Facilities because we just we just got pleas about okay I'll make it quick I promise um uh really interesting stuff we um talked about getting together for the um annual annual meeting is on October 21st so we reviewed um the current plan obviously modifications are going to be made based on enrollment once we have the third Friday count um and then also there's still some questions on funding um from the state and that that'll we'll get that all together and um have that ready for the annual meeting which we encourage everyone to attend um we had a really nice um update on the facilities the work that's going on at all of the schools um could have talked about it for a long time but um talked a little bit um

017you know breath of fresh air because they've been hard at work doing all of that um we had our first September scholarship newsletter go out to all of our seniors and it had um quite a variety of options to apply to that were like focused in different areas and that was my time my first time looking at uh what we offer as far as like our little scholarship newsletter and I thought it looked really nice um we also at least at the high school have our homework club is backup and running uh Tuesdays and Thursdays for kids to just have a nice quiet space work on homework get help from a teacher um you know the usual stuff you did that did did you do that or did I do that you did that I
018did that can you can you go back to that one okay um Athletics so false for gez sorry false sports are back in full swing so I have a couple athlete shout outs because we've had some awesome student athletes at the high school level Charlotte Alber hit um a th000 assists for her high school volleyball career which which is amazing uh Cheyenne Burrows set a new pool record for the 500 freestyle and um volleyball and football are ramping up this week and are both undefeated as of right now so fingers crossed for the rest of this week um uh golf girls golf has their senior night actually right right about right now so um that's awesome and then soccer and volleyball have their teacher appreciation nights this week so I'm hoping to have some fun
019pictures to bring back for you guys for that um do you want to go to the next one all right so activities um our senior class officers have organized a t-shirt fundraiser and that we just closed the little like ordering window today and I'm happy to say that we have uh over 170 t-shirt orders for the senior class which with only about 200 kids in the class is pretty awesome because I Believe Miss Mullan said that the last time we had the T-shirt fundraiser go we only had about 70 t-shirts which is still a good number but um that is the like logo or print of what we're going to have on the t-shirts up there um as far as last week link crew visited the fresh two plus classrooms every day to make sure
020they were adjusting we were answering a lot of questions just like as the week went on about the weird lunch line with the construction and homecoming and just general schedule stuff so it was nice to see some of the freshmen warm up to people don't get me wrong there was still a couple silent people but either way um our high school student Senate has organized a downtown window painting in partnership with our middle school students Senate that is actually going to be happening on Friday we're going to go and paint some windows with some Sten spirit so I'm really excited for that I was actually the one who had to organize that whole thing so fingers crossed that this goes well because um the window painting has not been something that we have done in
021recent years but it's something we're trying to bring back to get the community involved in home coming but also get um our Senators you know involved in the community and looking at the businesses that are down there and whatnot so along with that next week is homecoming so um we've obviously got homecoming football we've got the dance we've got um the pep rally uh this Friday uh Miss jamalo actually was a huge Helping Hand in preparing the high school is going to try something new and we're calling it The how-to guide for homecoming and we're just going to walk everybody through what the dress up days are what examples of that looks like how classes are like earning points towards like the spirit award and stuff like that so I'm also really excited for that
022because that's something we haven't done before but that'll be a little short and sweet uh assembly right in the morning on Friday so I have high hopes that that's going to go really well um in non High School related news our Fox Pria second graders participated in a season of change with snacks so they read a lot of books and just kind of got to eat some fall treats which sounds amazing right now um okay uh you want to click to the next one thank you I don't have any pictures for this one because music kids are always so awkward sometimes and didn't want to post for pictures it's okay a music kid I can say that um so uh Mr Schmidt and the band has added uh rock band as a new opportunity for
023students so I know our jazz band is pretty popular among students and stuff like that so they're adding a new genre to try to get kids as much exposure as possible which I think is really awesome um head table magal are actually meeting tonight they got their costumes and they're getting their um partners for the song so they're getting ready to sing some carols around town um Divine and diin which are the two student L Acappella groups uh put out their list of members for this year and we're slowly getting numbers back up uh post covid so that's awesome and March and band is actually meeting just met started about 20 minutes ago to go over Marching for their halftime show and the parade um I do have one more thing for today um we
024have a very special shout out to one of our fied teachers Miss Maloney who is traveling all the way to France to compete in the world Iron Man uh I've had her as a gym teacher she's amazing and just super upbeat and always positive about you know making sure our students are moving in a way that feels manageable to them and not necessarily needing to compete a world Iron Man to live a healthy life but I think it's really amazing that she's doing that so that is all I have for you guys today ex it's always so quiet in here sorry what's up you have question two questions about homecoming who are we playing in the homecoming game and then also um how many businesses are you doing windows for do you have any idea

026the day for the E meeting um which is how Miss jimo got everyone into the into the photo just as Miss Malone was coming in um but those of you who have witnessed an Iron Man or know uh someone who's competed in the Iron Man competitions you have to qualify for the worlds and it usually is held in Hawaii and Kona Hawaii where it first started but they've split um because of the popularity of it and so they switch between n friend FR in Kona so the men are competing in Kona this year females are comp competing in nce and they'll flip-flop every other year so she's on her way and will be competing next next Sunday um I just have two two uh um updates for this uh for my report I highly encourage
027um those listening and those who did not attend the facility and finance to go into the facilities and finance meeting and take a look at the slide deck um that Kyle put together for the projects both summer and construction um not only do does he talk about all the things that are in the executive um summary that are in bardex um but he's also added a whole bunch of other um pictures from that are going around um throughout uh the district and there is a ton that has gone on and is still going on I just want to say um from my perspective I sincere thank you to all of the students the staff the families and the stone community for a wonderful start to the school year um that first week back I know
028I mentioned um because it was the first day of school but for that entire week we had staff from middle school the stolen Community our con uh findor the construction crew and our staff at the district um helping to welcome our students here with the drop off and also the pickup at the end of the day and could not have asked for a much smoother transition I think it's um worked out well being up at the um high school as well as the uh elementary schools just the flexibility especially at the high school where we are on a two we rotation we're moving rooms and doing doing updates um in blocks of rooms um systematically just to kind of keep that keep that construction ball rolling and and staying ahead ahead of the curve wherever
029possible um because you never know in refreshes where you might hit a snake and and um get held up so s sincere thank you um for myself and from from The District staff to to everyone for that welcome and then as mentioned a couple of Saved dates this Friday is third Friday count and if you've listened to the annual meeting and to Erica this is a this is an important count for us because it helps set our membership which is a big one of our biggest drivers for our um budget and so making sure that we have um that count as accurate as possible is important so you'll hear about the third Friday count and the second Friday count in January um but this is the big one that we talk about every year and
030then um tied in with that is our stolon area school district annual meeting on Monday October 21st that is the third Monday um so we have a busy schedule that um that because we will have the annual meeting we will have a board meeting and then we'll also have a board development after that um so the annual meeting kicks off right in this room at six o'clock and so if you attended the facilities and finance you kind of got a a a foreshadow it's the same slide Decks that um we have used in the in the past the numbers will be updated to reflect current um uh membership and then the passage of the operational referendum so those those amounts will be included in this year's update [Music] questions uh don go ahead um can

038okay that we not loog it's not logical so you can you can amend it to strike that specific language if you if this is legal language then are we in violation of law it would be so with policy it doesn't change the state law but it substantively if we want to have our language be be say something different than state law it doesn't change the state law it may change it may change um legal liability in terms of if someone challenges us so what specifically are we required to say by state law in this policy a good question I would have to go back and take a look at what actual state law language is because it's been so long can we table this policy until we have that answer we certainly can I think

045so forth and have some on hand um our our belief is that we keep all the medications with one procedure which is if um parents would like either prescription or nonprescription medications to be administered to their child they have to follow one process and provide that medication specifically for their child for that purpose with a written authorized note and a labeled container so we've eled not to um have that ability to have a generic bottle of nonprescription medication on hand and be able to dispense it to students this keeps keeps um it very clear as to the intention that the family would want for for their child when it comes to medication whether it's prescription on prescription this has been our current practice and so we're keeping that practice are there questions Mia go ahead
046I'm just going to give my voice to the fact that I know we have them on site but I'd like to see the lock Zone um enshrined in policy the same way we have epinephrine Auto injectors paron that so this policy has a whole section on an EpiPen yes and I would like to see n lock Zone covered in policy in a similar way okay um um in this specific policy I'm sorry in this specific policy you want to see that addressed well if we prefer to keep it all in one policy yes but so do we need to amend the policy before we buot them yes I think we do s it back to we can I mean I'm one person no I feel about that and we have it available right we can

050this were to happen tomorrow or this week or near future do we have something in place that is an alternative yes so do we do so what about the possibility of having um a committee that talks about this can we approve the policy and still have a committee yes we could you know or if we do this is it I guess I'm just wondering just in our day-to-day how how this is going to help because like it says disciplinary cases that may be taken who like who determines that that is done at the build building level okay it's an operational piece currently our policy around expulsion says that expulsion needs to be the last course of action operationally we have put the inl of expulsion in it in place to put a stop Gap so
051that students who could be recommended for expulsion we put this in place to offer that to the student and the family as an option to avoid that if they elect to take it then they go through that and potentially avoid an expulsion if they elect not to take it it gets recommended to the board for an expulsion then the board makes a final decision I understand that part thank you um so what this is doing is putting into policy what we are practicing out correct it would it would put into po into written language our practice that would say here if our policy says this expulsion expulsion is the last resort now we have we can point to a policy to say that that here's formally how we're going to do that all right thank
052you there H Joe go ahead yeah Zach can you remember when you guys discussed this in committee whether any of the perspectives of Mr Bond were raised at all did you guys look at it through that lens at all or do you remember I don't recall us looking through that particular lens no it was more just the policy I saw it as the framework kind of what was just talked about there just like having something in place to have something in policy so that it's not you know there's no I guess limit I don't want to say limited gray but there's there's something there so no we did not look through there I understand the traction and value of having something there I'm just not sure maybe shouldn't spend a little few more or a
053little time looking at it through that lens and I'm not taking a position on where I stand as I read it I thought it sounded like a reasonable policy but you know it was fairly interesting public comment I thought and I hadn't thought about it quite in that way so I don't know I mean if everybody's wants to take a vote we can take a vote Zach would like to have it back and take another look at it we can do that Mia go ahead I guess I'm just curious Dan I mean I know not this past the most recent summer but the summer before that we invested a good bit of PE folks time in learning restorative justice and um I feel like the well I guess my understanding at that time was that
054was something then that was going to be taken back to the buildings and continue to progress forward through our district I don't know where we're at with that process and I don't so then it's hard to say looking through a lens of restorative justice At This policy have we you know sort of if restorative justice is our way of being around behavior issues and discipline then this should look like it belongs in that family and I so I guess my first question is is that our way of being is that where we're at or did that did we do some workshops over the summer and then get busy with a lot of other things and we're still kind of in the development early development phases of restorative justice well I would say I would say
055couple of things have happened over the we've had new new ad just a few things outside of construction um having new administration at the secondary level so one is giving time and space um and support to our new administrators around learning what um we've done and then what what their background and experiences are and incorporating both both of those pieces I would say if expulsion of a student is the most exclusionary that we possibly can be as as an entity because not only if a student gets expelled they're not just expelled from this District they are effectively expelled from every Public School District in the state of Wisconsin um and for in some cases it can be for a period of time after that expulsion is done this is to codify a stop Gap so
056that we will intentionally not go go in that route now as um was brought forward last last year around how those those inl of expulsions are crafted is done at the building level and it's done with the context of what the incident was and what was found at that at that level with new Administration I've met with both administr administrators and have talked about what um our experience has been and then what our vision is moving forward I know that part of our part of our work this year not only on the academic side with 20 and others but on the belonging side we are working with our school school sites social workers counselors um and teachers around in um and I'm gonna get it wrong Kelly inclusionary inclusive practices inclusive practices that is built
057around udl and restor restorative um justice so we are activ actively looking to increase the opportunities for us to intervene on a proactive instead of a exclusionary piece knowing that there may be and will be times that we're going to have to take take that ultimate step um I think it's uh I think it's through intentional work that this district has had one expulsion over the last several years and that one in that one particular case while I wasn't here uh I understand was not an option for the school board it was statutorily mandated that it go to an expulsion so that set aside this district has has tried to push the boundaries of trying not to exclude kids from from its buildings so that isn't to say that there is a lot of work
058to be done but there's a lot of work that has been done thus far and I think because of the discussion that we had last year through public comment and as a board um and my first year at climate and culture it seemed reasonable that we would take a practice that we've been using for several years and putting into policy just so that we can point to it and say this is a practice that we do and and we've done it in such a manner for such a length of time that it should be in policy so s think there's two like we could do sort of what Allison's proposing I wouldn't think it's a committee it's more like a work group because it just comes together for a short period of time to do
059one thing well I would think that if we table the policy approval tonight if the policy would go back to the educational opportunities committee and they would propose some Next Step Lisa I guess I'm just a little confused in that it appears as if this policy deals with the circumstances under which a student might qualify or that leadership might determine that and in lie of expulsion conference could happen and then it talks about what happens at this pre-explosion conference like what you know who gets talk and what's reviewed and then it talks about how the Stu what's required of the student in order to re-enter school but it doesn't really talk about what that um expulsion plan entails and what's required of the student in to to happen um so that they avoid expulsion and
060isn't that really where the problem exists I mean I guess I'm not understanding what's wrong with this process because it seems like it's really it could look different for every student there's a lot of room here for something to happen that would be very individualized for the student but I guess I'm it's isn't it the plan and kind of what happens the sort of Education that that student has access to and the sort of social opportunities the student has access to that has been the concern I'm not maybe I'm not understanding the connection here well I think it's also need to be clarified that it doesn't say what it requires it say the plan may include the may include right there are no hard and fast requirements they may include this fairly long list I'm
061beginning to read it more the way that you're reading it and that's the way I read the there's a lot of room here I agree there's I mean I I understand it's um I like the idea of having something in place um I mean I don't know I mean if it takes a while and we're not all here or there's just a different climate in a couple of years if we don't have something down in policy I would hate to see a different scenario where everything goes to expulsion I just I do also looking at this I'm looking at the number of times that it does talk about um urine drug screens that are at the cost of the the student and the parent [Music] and um you know one of them in particular sorry
062and I don't know why I'm not finding it right now is that there can be the administration can ask for unannounced testing um and then the family is responsible and I mean that a a lot of the things are at the cost of the student and the parent so I would just hope that anything like that would be taken into consideration when a plan's [Music] made I I would like I do think there is some benefit whether this passes or does not I do think there is some benefit in some kind of a work group to come up with a plan and that could be beneficial even to building admin good okay I'm going to go around the room and if everyone could just indicate whether they want to vote or not well let me

066do for students with disabilities it's more incl more broad than that it's taking taking into the nature of age and capability of students so younger students need more more dependence and therefore should be a a waiting Factor so I um that's why currently we have at lower grade levels 22 and then at the high school up to 28 and 30 so and again the idea of the conversations we've had about targets is um having it thinking of it kind of like a bullseye where the bullseye is is the number and then being able to be above or below it based on based on um the factors so at ele at elementary it's more around enrollment at the high school it's more about student um course selection any other questions all right Mia do we want
067something in here about how frequently we'll revisit class sizes or does that just not I mean because I guess I'm just thinking like if we say that at least every two years we'll revisit these numbers then that keeps us on a regular it doesn't allow us to just sort of shove these over in the corner and then when they do get pulled out and they're super relevant people be surprised I mean uh because this would be a policy that we um have and that Neola doesn't it would be it just be whenever the board would want to come and revisit the policy so in our current structure it would be something that would go to educational opportunities to bring bring back and do do some work either through a work group or something like that
