002happen uh take K-12 education in the event of a potential shutdown and they just said you know the funding is already pre-allocated so there would be no um potential disruption on that um and that the only thing could could potentially be affected into the future would be School meals but that even through the Department of Agriculture would have funding through the end of the year so um it was good to have that information the Committees in the legislature have been pretty busy uh there was a hearing in the assembly committee last week and there's another one this week um actually Wednesday at 10 o'clock they were just hearing one bill 88 377 which requires schools to designate teams or Sports as falling into different categories based on the sex of a student and they Define
003sex as the SEC determined at Birth so put on this is going to be a very divisive Bill the governor has already vowed to veto it it should have a pretty um interesting hearing this this week um the Senate uh Ed committee uh passed some bipartisan bills last week the one that eliminates statutory restrictions on the low Revenue ceilings so school districts that are stuck under the low Revenue limit were prohibited from going uh from raising their revenue a limit to the new allowable level if they had uh not passed a successful referendum so that fixes that problem so that's a good thing for schools the last thing is I think I mentioned that the assembly speaker has developed some task forces that touch on education issues those have begun to meet um they they're
004the one on childhood obesity that last week and DPI testified there there is a task force on human trafficking and dpios provided feedback the K-12 truancy task force plans to meet on October 4th so those are just things that we can uh pay attention to and you can catch the recordings on Wisconsin very good does anyone have any questions for Lisa no I'm thank you for that um item 2C is committee reports but before we start with committees where do you want to give you an update from the uh yeah I can do it here's an Outreach of the work at the legislative policy committee if you want okay um so I am on the velocity policy committee uh policy and resolutions it's very prestigious and that means that you get to spend Friday night
005and Saturday morning at a hotel on the east side of Madison reviewing all the resolutions submitted by the school boards around the state for consideration at the philosophy delegate assembly and so the way the process works is that the committee needs reviews each resolution decides which one is worth which ones are worth moving forward which ones should be um sort of knocked on the head and corrupt off the side of the ship so to speak the ones that the committee decides are potentially worth moving forward we meet again in November to refine them and then discuss them one more time just before the delegate assembly where they're voted up so there were 10 resolutions on the table we were responsible for five of them some of them were controversial most of them were not um
006only one resolution did not move forward and that oddly was a resolution to support the passage of ab377 which is the bill you were just talking about and the committee decided that since Osby did not historically support or oppose the passage of a specific piece of legislation but it wasn't appropriate for this um otherwise the most controversial let's see so most of the bills went most of the proposals went through with relatively lower comment or revision so Federal AIDS facility barriers for students with disabilities little comment special education mainstreaming there's some discussion about whether it intends to raise the interests of students with disabilities above the interests of the entire School population but that one for State Specialty schools went forward seclusion restraint that's a bill that we uh proposal that both we and Nina
007brought forward um excited considerable controversy and discussion and the proposed resolution was is by supports continued best practice resources training and funding to support school districts in the reduction of harmful seclusion and restraint practices with a focus on improving systems particularly when working with disabilities that was a language that both we and Nina had we added and students of color which proved to be somewhat controversial um but the resolution is moving forward in some form it's not exactly clear to look at Nina resolutions on student teachers and student teachers supervisors are moving forward our resolution on the office of school safety is moving forward um Sun Prairie had introduced a resolution on state funding for Universal free School meals were you our delegate last year so I understand that that was I don't think it
008did not pass um it was had a lot of this happening yes we heard about the discussion considerable lines of people were very concerned that people kept repeating themselves during the discussion and so people were very concerned that people kept repeating themselves and went on for some time it was a controversial because the Resolute The Identical resolution had come up and been defeated last year um but eventually the committee decided that there was enough movement and enough changes in circumstance to potentially weren't moving it Forward again the New Lisbon bill or proposed on ab377 did not move forward that was the only one um and wasby had introduced a cleanup resolution on classroom technology which is moving forward there were two other cleanup bills that they I keep saying bills proposals that they did not
009introduce but will bring to the November meeting and one of them is about superintendent licensing and one of them isn't so that's that next step is discussion the committee meets again it uh Green Lake in early November so anybody asked questions or comments I would be glad to take oh thank you okay so now on to committee reports governance met to discuss Dr keyser's goals for the year and those will be discussed further later tonight employee relations yeah we met uh last Wednesday for an hour each which was both represented groups and we have not reached agreement and we had the only reading scheduled for an interdiscipline okay all right then educational opportunities we met right before this meeting and we just took a look at the spring data sort of continue the conversation we
010had at the last board meeting around um how we're going to be addressing some of the issues that we've all seems from the state report card more to come any other any questions ma'am I have a question for a committee that didn't report out is that it's related to the committee for the community relations committee oh um I'm just I know that we had Advanced through the business uh nominations and I noticed that they're now posted on the two that we Advanced to um Osby their posted and I didn't know if we as a district were going to do anything like a press release or anything like that we did we've uh we've met with both um organizations and him and did a a piece and then um Abby's working on media releases and social
011media and all that perfect thank you all right then moving on to item 2D student representative all right I put together a short presentation for tonight's meeting just all right so just some news October 1st through 7th according to the American libraries Association there's a banned books weeks and Pan America is a a literature focused group um specifically around the first amendment freedoms found that spent 30 33 increase of banned books in since the 2021-22 school year so it's just a little reminder that this is something that is active in communities around us and sasd has been strong against band Book bands in the past and that that is an important aspect of keyboard District the way it is it's very it helps students a lot and the Banning of books is inherently the Banning
012of ideas and it's not just Elementary School books like you may see in the news but it's curriculum and ideas of thought so just a little reminder that despite the fact that we aren't experiencing this it is a present threat in a lot of school districts around us last week or two weeks ago now homecoming finished up it was a successful week both on the football field Friday night against Stock Prairie and throughout the school and across the district plenty of activities planned at the high school and other elementary and middle school student Senate call it an overall success and finally student students from shs were able to attend the Wisconsin education Fair which was put on by shs counselors it's just an opportunity for students to go meet with over 80 different programs that
013includes universities technical schools and other trade programs and it really helps prepare students for host high school plans and develop that Readiness before after they leave the high school and that is all Molly does that happen every year I'm not I know that the Wisconsin education Affair happens every year I know that this year they received a grant to attend around not sure how regularly that we've been able to go Mia do you have a sense of how many students attended I think it was I know it was a football slowed okay um around 35 40 yeah that's a good sense thank you any other questions for Simon that's more of a comment than a question um you're talking about banned books and there was just in conversation with other school board members at that
014meeting last weekend it's an issue that's very common in other districts I got to hear all about the tremolo queer duck Wars which apparently tore the school board apart for several months over a book that was about Dutch so we haven't had that here and good thank you Simon all right moving on to uh Dr keyser's report so um thank you yeah banned banned books and it's said said to hear that it's increased by a third um where we can move beyond that um because I agree uh books are ideas uh this week is also School Board appreciation week and so wow there we go um across our state and Wisconsin school boards are chosen by their their communities to be Trustees of their local schools we are no different so I want to say
015thank you to the nine of you for stepping forward and being representatives of this of the community as all of you know but for our our community school board members are responsible for approving not only District written policies but they also set policies through their actions on issues such as curriculum facilities and budget just to name a few things um all the while adhering to state and federal education law which is ever changing and not always the easiest thing to you to understand uh it is uh action step um when we talk about democracy and Civics this is a civic responsibility that I know each one of you takes very seriously and that you make the local control of public schools and our community possible by showing up and putting um yourself right at the
016Forefront of these conversations and so I just want to take the opportunity we are not going outside and doing a parole like we did last year but as a token of our appreciation we want to give you each a little bit of Stoughton sway to add to your closet so that when you attend events um either outside or throughout the school year you can have a little something to share the weather could have been a little bit cooler um with perhaps the exception of some but uh just want to say thank you again for all that you do and I am extremely um humbled um with the conversations that we've had over these past year um speaking of civic responsibility and showing up um in addition to our student rep um who shows up to
017all all the means of Abby sharp our Communications specialist has started something new last year was kind of a pilot with one individual student but we have now expanded our Stoughton Area School District social media ambassadors to six individuals and we are taking opportunity to highlight them they just met for the first time um formerly last week and so we look forward to showcasing um their efforts to bring student voice to our communication scheme um throughout the district so these six will be working with Abby sharp on different projects and aspects throughout the year um everything from what we saw last year and this year with the social media take over during homecoming but as well as providing steering voice and an insight into what school looks like from our students perspective so looking forward
018to seeing that this year and last but certainly not least having an opportunity to meet with Community organizations and one of our Partnerships with the housing advocacy team of student or hats this has been a long-standing partnership that we've had um they've they have partnered with us on different grants one of the grants that they have written is around housing advocacy for families including families with children it might be a little bit shocking for some in the community to know that we started off the school year with 26 families with children school age children who did not have stable housing and so this new program called step forward was created to provide some stability for up to two years with local landlords to provide that um housing stability so they work with the families and
019start or the student area resource team to provide resources for the for the family and have an agreement with the landlord to provide the rent and access to that rent or up to those two years the idea of working with the family to create a action plan which will lead to self-sufficiency and um want to share with the board and with the community that that partnership continues to this day and renews so I look forward to working with um Joyce and the others on hats one of whom is our social worker Theresa Hermanson up at the high school and she is our point of contact between the school district and these organizations she not only works with Hats but she also uh is her Connecting Point to jff and starts as well so um those
020three updates questions comments Joe yeah thanks Dan um this step forward program is not something I think that I've been aware of um you need to speak to how many families are taking advantage of everybody that is not at its um first year so they just started this just under a year ago they've had a couple of families but um part of the reason they developed this was those 26 families for school age children to represent um 50 of our students this year and so this is a pilot program with Grant dollars to essentially families are working through social workers on the Start program and JF to get connected and so step four basically is going out meeting with landlords trying to find landlords who would work and they basically are using dollars to help
021subsidize and guarantee those lines all in the meantime the family is agreeing to certain conditions such as working with start on some some family advocacy and plans to obtain self-sufficiency so this is brand new and they look forward to giving me an update once they hit that that year and perhaps there might be some other connecting points here I see Holly I got a mailing that's how I found out about it I got an ovarian so keep an eye on your mail because they were asking for donations so it might be helpful I don't know how people find out like if they are interested in donating to this good start or um that's how they get that information they are they are creating a new flyer that when they um get that to me they'll
