001Of course. >> All right. I' like to call this board of education meeting to order. Uh would everyone please rise for the pledge? I pledge algiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> Thank you. >> Uh would you like to do the roll call? >> You bet. >> Commissioner Sprick >> here. >> Commissioner Schles >> here. >> Commissioner Howard >> here. >> Commissioner Cruz >> here. 002that, too. Must be must be stuff going on. Uh so now we're down to the consent agenda. Um so the con this Oh uh first could I get a motion to adopt the agenda as presented? Now realizing that we are going into uh close session. >> Move to adopt the agenda as presented. >> I'll second. >> Right. We have a motion and a second to adopt the agenda as presented realizing that we're going into uh close session which is uh point A1 19.851C considering employment promotion compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. One probationary teacher performance. Two non-classified and administrative contract renewal. or three midyear performance evaluation of district administration administrator and then we uh will return to open session. Um further discussion

003all those in favor please say I >> opposed. Good motion carried and uh that's good. All right so next we do public comment we we don't have that or student council. 006from her associate position at Sawyer School affected effective after the holiday break. Uh then we have an annual notice of educational options and this is per our Neola summary of district notices. The required annual notice is published in the January peninsula pulse. The most recent school district accountability report is available on the school website. Uh see we can also see our attachment in our packet as well. Uh here's the wording um in this. annually. By January 31st, each school board shall publish a class one notice under charter 8 uh 985 and posted on its internet site a description of the educational options available to children in the school district, including public schools, private schools participating in a parental choice program, charter schools, virtual schools, full-time or part-time open enrollment in non-res resident school district, the

007youth apprenticeship program under uh 106.13 and the early college credit program. The school board shall include in the notice the most recent state assessment performance category assigned to each school within the school district boundaries, including charter schools established and private schools participating in the parental choice program. The notice shall the notice published in the school board shall inform parents that the full school and school district accountability report is available on the school board's internet site. Uh point six. Uh we also have a a second reading of board policy 5430 class rank. So probably sick of hearing me. A motion to approve the consent agenda as presented is recommended. So, I have a motion. >> I move to approve the consent agenda as presented. >> Second. >> All right. We have a motion by Commissioner Cruz,

008seconded by I think I heard Damian P. Commissioner Howard and um uh we'll leave it at that. Any further discussion? All those in favor, please say I. >> I opposed. >> Motion carry. So now we are down to the operations agenda which the first um uh point that we need to uh discuss is approve open enrollment capacity. I may presidenti one super brief note back to the educational op options which you read nicely and Mrs. Deise preparator for us. It's one of those things when you see the document two documents before the open enrollment grid. It says 2024 2025 accountability report cards, but it kind of catches my eye because we all know we're in the 2526 school year fiscal year. But remember that information was based off of last year's assessment. So sometimes that

009throws people off, but just thought I'd comment. All right, back to the matter at hand. Uh open enrollment capacity. Again, you've seen this format the last number of years. Uh last year we had kind of made some updates as far as all right where we do and don't have a availability and we really had opened up um all of the regular ed classes uh last year and again this year before you and then just as Lindsay had gone through with her staff calculating all the different needs last year where we had some with no availability but a few areas with availability that's as we shared with you last month uh when she recalculated on that we're really really at max uh based on the staffing we have and again you know all about the budgetary

010staffing converations we're talking about. Uh so we're trying not to open up spots and then have to add multiple staff members. So that summary is there probably more for the public if someone's interested in this than the board since the board has heard this multiple times. But going back to the notes right as the board knows from past years and again it's heard worked on the updated approach to open enrollment capacities. Again, as we know, school boards have a statutory obligation to act upon open enrollment capacity uh during their regular business meeting in the month of January. So, for the 2627 school year, we're recommending, as you see, uh setting really those limits or no limits, pardon me, for regular ed. And then on the special ed side, really all the numbers there, which this

011year read all zeros that there is no availability there. Um and then at the very bottom right some of the little uh pieces about if there's a sibling or not. We made sure all that uh language matches. So a motion to approve establishing no regular education class limits for the 25 26 or pardon 26 27 school year with the special education limits as presented in the document of all zeros. Um is recommended. >> Do we have a motion? I'll make motion to approve the regular education class limits for the 2627 school year with special education limits as implemented. >> Second. >> All right. We have a motion by Commissioner Jenner John, second by Commissioner Haw to approve establishing no regular education class limits for the 2025 2026 school year with special education limits as presented.

012Uh further discussion hearing none. All those in favor say I. I >> opposed. >> Motion carried. Now we're down to approve the kitchen personnel. Yes. Uh we have two positions here tonight. uh due to the retirement of kitchen staff member Lorie Schneider at the end of the month. Uh we've got two different things for us as assembled by uh Jenny Spoody in working with Jake Holtz as well. So the first one for Jackie Snow. Jackie is actually a current part-time employee, but now she moved from Sawyer to the high school and middle school program on what in essence becomes like a full-time basis. So increased hours there. You see the increase to working 35 hours a week. uh she has increased duties which results then in increased pay as this coming forward. Uh she'll miss

013her little tikes that is written here at Sawyer deeply. Uh may not have as opportunity for food costume wearing, right? Maybe the secondary campus doesn't appreciate it quite as much as Sawyer, but as a food service team, right, they know she was needed and she was willing to step into that. So, a motion to approve Jackie Snow's move from part-time position at Sawyer to a high school TJ Walker food program position is recommended. I move to approve Jackie Snow as a full-time food service program employee. >> Second. >> All right. We have a motion by Commissioner Spur, a second by Commissioner Schultz to approve Jackie Snow move from Sawyer to the high school and TJ Walker uh food food program. Uh further discussion. All those in favor say I. I. >> Opposed. Motion carried. Now

014we're down to Ashley Glass. >> Yeah. So to replace Jackie Snow's current part-time position at Sawyer, uh Jenny has worked to find a new employee named Ashley Glass. Ashley is a mom of two Sawyer students. I love this phrase. Both of whom have given her the green light to join the school team. Any of us that have had parents as teachers or maybe a kid in school can appreciate that. Ashley's passionate about feeding kids and now that her children are both in school, she believes she'd like to work for a few hours in the work environment like ours. that Jenny and the team are thrilled to be able to hire Ashley. Uh she's also optimistic that the energy will work out, you know, or the work will be evident. So, a motion to approve Ashley

015Glass as a part-time food service staff member at Sawyer School is recommended. >> Move to approve Ashley Glass as a part-time food service staff member at Sawyer School. >> Seconded. All right. We have a motion by Commissioner Schulz, second by Commissioner Howard to approve Ashley Glass as a part-time food service staff member at Sawyer School. Uh, further discussion? Hearing none. All those in favor say I. >> I. >> Opposed. >> All right. It is carried. Uh, now we're down to approving coaches. We have a high school assistant track coach. She has a little blast from the past who you still will see around the gym here, especially in the winter. Athletic director Delooy and principal Nervy recommend Randy Bumgardner as an assistant track coach position for an assistant track coach position, excuse me, here at

016Sturby High School. Randy, as you know, is a retired teacher from our high school where he coached many sports during his career, including cross country football, basketball, and track and golf. Randy brings an abundance of knowledge to the track and field program. A motion to approve Randy Bumgardner as an assistant track coach is recommended. >> I'll make a motion to approve Randy Bumgardner as assistant track coach. >> Second. >> All right, we have our motion by Commissioner Howard, second by Commissioner Cruz to approve Randy Bumgardner as the assistant track coach. Further discussion? All those in favor say I. >> I opposed. Motion carried. >> And it's a Wednesday night. I don't know. You might be supervising Bonnie Ball. some of you know about right now in the gym and right now with some of our

017adults and graduates. >> Nice. Now we're to the seventh grade girls basketball coach. >> Yes. Uh Principal Smullen, athletic director Dewi recommends Sam Mart as a seventh grade girls basketball coach at TJ Walker. Sam is currently a special education teacher for us at TJ Walker Middle School. He enjoys basketball. He has played throughout his year college. Sam is excited about the opportunity and thankful he's able to give back to some of our current students. A motion to approve Sam Mardo as the seventh grade girls basketball coach is recommended. >> I'll make a motion to approve Sam Mardo as the seventh grade girls basketball. >> Second. >> We have a motion by Commissioner Jenner John, second by Commissioner Hans to approve Sam Mardo as the seventh grade girls basketball coach. Further discussion? [clears throat] >> All

018those in favor say I. I. >> Opposed. All right, that is Carrie. So now we have uhformational update about the 2026 election as we have some things. We have everything in now. We know what's going on. So go ahead. >> Correct. Yeah. Each year our uh board usually has this information update which I think is a nice little touch. So now that we know at board member vice president Jenner John has provided her declaration for non-candidacy for the 2026 election. Therefore, there's a vacancy uh in our in our board there. So, Commissioner Howard and Commissioner Hos have filed their candidacy paperwork. We've also received declarations of candidacy paperwork for Cliff Wind and every Benson as of the preparation of the board packet. And now that of course the board packet prep has passed and the

019deadline has passed, those are are four individuals who'll be running for those three slots. Something else that Ann and I talked about and maybe a few of us had talked about in recent years, a little note. Um the next paragraph, right? We know there's not an operational referendum on our schedule to be on the ballot. Um but in recent years in particular, there's sometimes our state referendum questions and signs that pop up around town. And so a few years ago, I know we had a couple people um who were a little confused reaching out to us saying, "I didn't know there was a referendum. What happened? Are there people upset because it says vote no?" And then we kind of pieced together that oh wait a minute this is actually nothing to do with uh

020our school district or even one of the neighboring school districts for that matter but it had to do with some of those state referendum questions. So as Ann and I had reviewed it again in preparation to share with board lead and on to that we thought we'll keep that alive in recent years especially because we know legal women voters in particular is good about monitoring our information and sharing it that yes there is no uh referendum question operational or capital on the docket for our district uh this year. We'll see where some of that uh state stuff goes. So that's theformational update. I'll just pause just in case anyone had a question or comment on that. Otherwise, Mr. Stefan, I think >> the only only comment I did talk to to Tina and she can

021always come back the next year if she just takes a year off. >> No, just a thought. >> Just a thought. >> Think it over. >> Yeah. [laughter] >> And in case you're wondering too how that works, some of the area right uh local media do reach out to us often through email, right? and to the one or two of us and usually sends the kind of the same blurb on who had submitted which paperwork. Uh Dor County Daily News had reached out today. I did call the gentleman this afternoon. Uh didn't reach him, but I did leave a little sound bite. I gave two sound bites in his voicemail that might pop up. One focusing of course on the election and one possibly thanking someone for you know 20 what will be what 21

022and a half years of service by the time we get to uh next spring. So, we'll see if that worked for him if I have to re-record that tomorrow. >> And we'll have a chance, of course, to thank Tina again as we get to the spring. >> A long time. >> Yeah. We'll say thank you. >> Someone say a long time. Someone say not long enough. >> Exactly. >> That's what you ask. I hear. >> All right. Moving along. We have accept the annual financial report. Uh this you Well, go ahead. Let you >> Yeah. again and this goes as some of you know too early in my time when we talked about some differences with auditors financial reporting etc uh for the good of the district uh peace of mind of the board the

023administration etc right so we've continued to work with that especially since Jay came on board that we've gone through that process you see of course he shared information going all the way back to early January so I'll say this and then we can see if if anyone has a question or comment from their own perspective or anything they want to give Jake a chance to add um but a motion to accept Accept the audit report is recommended. I will pause there. >> Move to accept the audit report. >> Second. >> We have a motion by Commissioner Hos, second by Commissioner Jenner, John to accept the audit [clears throat] report. Uh, further discussion. I would I I'm actually going to throw something out. I looked at it. didn't seem like there was anything there was not

024I mean anything material that you think you should that they maybe found that you should report to the board just verbally >> put me on the spot but >> I know I am I know I am but I just Okay that's that's good uh any other further discussion or questions >> yeah I wanted to ask so we we do an annual audit >> yes state required >> okay >> and it costs I think it costs a lot to get audited >> um off the top of my head uh it's now upwards of 25,000. [clears throat] >> Yeah. Looks like a lot. >> And then um I I'll talk a little bit more about uh student counts. Uh but uh student uh membership audits um are announced February 1st. So on the 4th they'll be able

025to share whether or not we're in that. Um any if we have to go through that we generally work with the same audit firm. that's not included in the audits uh fee. result that would be above >> but we kind of don't have a choice on how to stand up. It's just you want to remind us too how that rotation works every roughly there membership. Uh yeah so there are fouryear blocks um where they audit um a quarter of the state. Um, and so it's not like we're every four years, you know, we're in this one, but we're we're set within that four-year block. Um, I don't know how they rotated or if they do. Um, you could go and we did go up to eight years or seven years uh without having one and

026then go back to back years. Um, and the other way you can be audited is uh or get on that audit list is if you turn in your uh membership report, which we've never done. So, >> and then how often do your golf permits? G permits to death. >> So, there there's no uh set requirements uh recommended every five years or so. uh we are about at that threshold. Um I would probably be thinking next year. Um we're probably a little bit late in the game to start that process at this moment. Um but uh yeah, be looking at that next year. Um just to review numbers, I know I believe the last um we were with the single auditor for 20ome years prior to to me getting there getting here. Um so yeah I

027would expect something next year um for that >> think there's a interest especially given a little bit of the the board reaction we can all appreciate like that there's cost right at the same time in this day and age we know so much of operations and referenda budget and taxes right you know there needs to be as much transparency and trust as possible um you know not to by any means make light of a serious situation in a neighboring hate, but you know, when you have problems and then there's concerns and trust and whether it's documented fraud or just uncertainty and all that, you're just like, "Oh my, you know what? What a mess on the fiscal side as well as permeating so many things." So, I think as we're really, you know, not that

028we haven't taken a hard look at many different costs over the years, right? certainly the school board administration have and do. Uh but then it's like ah there's certain times where you know you pretty much have to spend at least some funds not only to make sure things are appropriate with the state but also to make sure local folks right know things are being handled properly. So yeah we have to do it. Yeah, we have to do it. Um so if no further questions I'd like to call the call the vote. No further questions. All right. Those in favor say I. I. I opposed. Motion carried. So, now we're down to the reports. >> The uh admin team, unless were you about allowed to get up, Keith? No, I didn't think so. Okay. They're going

029to yield their time. A because we really have only had a few days of school since December. You heard from them that long ago. and B just to make you a little bit extra eager for what they'll share with you come retreat time here uh you know the next time you hear from them in about what is it 3 weeks uh from today. >> Yeah. >> So they're going to we had a meeting this morning and they talk say you know >> hey we'll just do that. So I think we can go to Jake. >> Yes. >> Uh not gonna mention anything in the regular or my regular update that was in the packet. Um, I do want to refer to a couple things in front of you. I did give you an updated um

030or a second update. Uh, I mentioned the second Friday of January student count. Uh, that is not uh the due date for that is not until next Friday, but we did count uh this past Friday. Um, and our our total students being educated went up from uh 10:08 to 10:10. Um, I've got the individual school numbers in there. Uh, right. I I don't want to jump to conclusions on that. Uh, as far as what that might mean, certainly that means something went up, whether that's membership or open enrollment throughout the year. Um, last year from September to January, we did drop 10 in that number. Um, so at this point, positive. Uh, also wanted to give you a heads up on food service. Um, over at St. Peters, uh, through a personal situation for the

031second semester, they're only able to offer hot lunch through their program on Mondays. Um, and so, uh, through various conversations, uh, they've gotten in contact, uh, with Jenny Spudy to see how we might be able to help over here. Um, at this point, uh, it sounds like just, uh, some preliminary conversations to see what St. Peter's needs might be and what we can do. But it would not be, uh, I do not anticipate, uh, let's not make the promise. Uh, I do not anticipate that, uh, we would take over their food service program at at least at this point. Uh, similar to what we're doing for St. on Basco. It would be more a catering uh stuff dropped off uh on the way, you know, when Jenny goes over to to Basco. Um so, uh

032I think [clears throat] it would be a win-win. Um we have more participation, if you will, more revenue. Um Jenny, I don't think would put us in a spot where we're losing money just to to help, but um and then St. Peter's kids would get some healthy food. Um, questions on that. Um, moving to the next one. Um, I have on here. Originally, we thought we might have uh uh spot for this on the agenda. That's why you see some of the wording like uh something you might see in the background document um for uh operations agenda item. uh that didn't happen for this meeting, but we have the information, so let's let's share it. Um so I have uh the information as far as what's going on uh with roofing, where we're at. Um

033behind the uh document titled approved uh roofing consultant, there are are two proposals from various companies. Um, the one uh we were set to uh recommend for approval tonight is the uh STR the the more legal looking documents if you will uh STR SCG uh specialty engineering group and to to clarify a few things I know I have this written up but uh this would be a contract we've worked with specialty engineering group uh for the past 15 or so years. Um, and so what they do is they provide the engineering for the roofing, right? Making sure, right? Get all the specs, the specifications, uh, what type of materials need to be used, etc. Um, and so they get all of that together. They put it together in a document. This is from our last

034project with them. So something like this. Um, and we put that out to bid and then we get bids from uh roofing contractors who would be essentially the construction managers. And so that's where we're at in the process. Um, our current estimates um would be somewhere around for um the rough over middle school and high school would be somewhere in that 600 to 650 range. uh would be what what STRSG is currently recommending uh or uh estimating. Um again, we've worked with them for 15 years. Um they they've been good to us throughout the project. They come in, they make sure that the roughing contractor is doing what they said they would do uh for the specifications. And then they also when the contractor bills us, they're also coming on site and making sure they

035did what they said they did. And we do not pay until they say this is done the way that we've asked it to be done. Um, and that's been very available to us. Uh, I don't think there's a a person here who could go up and inspect it in the the detail that uh, STR does. Um, so we were set to recommend that tonight. Again, obviously not happening. Also included uh is um similar uh proposal from Garland. Um we brought that name up before. I know Wayne has worked with Garland at the county level. Uh they're they're slightly different. Um they do work as the construction manager. It would still go out to bid. Wayne, correct me if I'm wrong at any point. Um, and I've had to drink from a fire hose a little

036bit uh here recently. Um, but they go out to bid for a contractor to install um their product uh up on the roof. Um, and so there's there's a little bit of a a middleman cut out there. Personally, I do like um the third party uh ion things that STR does. Garland does do the same uh single ply roofing uh that we've historically done with uh STR SCG. Um however, they usually uh I push can be a negative term, but they they they push builtup roofing, which is up front a little bit more expensive. Um, and you can see in this packet their rough estimate of where that would be. Um, you can also see a little bit more detail of the roofing sections where this project is going to take place. Uh, at this

037point, I'm not sure when we're going to be asking for approval. Um, originally by getting a [clears throat] this proposal approved tonight, we would have uh looked at doing a February 18th bid approval from a roofing contractor um on the uh for the project. We're probably about a month behind where we normally are um in that process. Uh, and the reason we want to do it around the new year is to get on these contractor schedules. What we're trying to figure out at this point is if we could do um say a February 4th just single item um and then to to approve this proposal and then we're okay with say a March 4th at the learning session approve a bid or if we need to do some kind of special meeting here in the

038next couple weeks uh to make sure we get on a contractor's schedule uh for the summer. Um, so that is where we're at. I do uh one final note, I do expect um that we will have we will also do the gym wall this summer. Uh where these numbers have landed, uh I think it's uh it will fit within the money we have um in funds 41 and 46. And I think it's also right fiscally responsible on a number of levels to to do that now rather than than put it off um while we're at this point. Questions? Anybody in the conversation has anything on this mic? All right. I have one question. >> Sure. >> And this is looking at the Garland proposal. >> Yep. >> If if we did a single ply like

039we have been >> Yep. As if if I'm reading this right, they give a life life expectancy of 15 years. >> Sure. >> And it's $600,000. >> Yeah. >> But to the right of it, if we spent >> just 25% of that 600,000 more, we would have a 45 year life expectancy. And the single, if you if you did three single ply and let's say roofing never went up a penny, which you know is not that's $1.8 8 million to get replace it three times. >> I I and and I know >> we may not have, you know, the extra $160,000. That's, you know, it's like if you can get a good deal and of course you don't have the money, who cares, right? >> Right. >> So, but but that that really does look

040like something we should look at if there's really a 45 year guarantee. >> So, I think um and that's a great point. Yes, I I think three points that first generally right with with good maintenance um and uh preventive maintenance on the single ply we 20 even 30 years it can can be more expected. Um and um right they are experts. I I would also call this a little bit more of a sales pitch than a right um not not that this is completely off base. I don't want to say that. Don't want to say they're just salespeople either. They're very smart people. I know right from everything I've heard good to work with. Great to write good people. Um, so I I I would say, especially in talking with John, doing some of the

041research I've done, I think looking at a 25 to 30 year life expectancy for a single ply is is is reasonable, especially because we also work with STRSG on the ongoing maintenance. They're they're coming in and and looking um in fact, one of the things I we we got from them this year is over at Sawyer and Sunrise just kind of looking through like, hey, we're going to need to address these smaller issues before they become bigger issues. Um and so then the third thing, right, I I I do think right similar to the audit question that Tina asked, when when are we going out to bed next, right? How often should we go out to bed after 15 years? I do think it it could be appropriate um to review who we're working with

042and and what we're we're doing on that. Um I would say right looking at that [snorts] sometime early fall say August right started looking at that talking to to the various um companies my preference right um and I know it's it's it's not my choice it's it's your choice um would be to make sure we go through that process so we can have make sure we have that long-term relationship um with company like STR SCG with with a company like Garland that long-term relationship that helps us with the ongo maintenance and we're not trying to piece meal it together. So, um does that answer it >> kind of? Yeah. So, I I kind of switched to Garland and I built up um roof, right? And so in in part of that proposal from Garland is

043they offer the annual inspections at no cost and they do the repairs at no cost where STR I'm sure we paid for the Sawyer inspection. >> Might have to go back and >> I would think we did and we're going to have to pay for the the repairs, right? Um and so I say that but a lot of those repairs on Sawyer have nothing to do with the roof. they were with um flashing details and cocking and other things that I read that pretty thoroughly so I looked it but um so so on the so on the Garland piece you're right so so their warranty is 30 years and their guarantee is 30 years but the expectancy is 45 and then you know we we look at so from the county perspective we look at

044some of these um green environmental things as a green tier and understanding that this roof never goes goes in the dump. It never goes in the landfill, the built-up roof. >> You just repair and fix and move on for the life expectancy of the building, >> right? Not just the roof where these are tear offs and and that's fine, right? They have their place and if it's what you can afford, it's what you can afford and and I understand that. Yeah. >> Right. If that's all we can afford, then that's what we can afford. But I think that so the so the justice center roof right now is a 20-year roof and we're on year 22 but so we've pushed it out to 26 years to replace right but it's a ballasted roof versus at

045here. So there's a lot of different things going on. Um but you're right to look at it. So you see the numbers and the economic impact right of longterm versus short-term and how it kind of pays you back. Um and so to to that end, our focus on energy rebate I received for the roof was only $2,500, right? So we increased our values, but it was something, right, that we were going to do the project anyway. So I submitted, you know, of course some some dollars back from focus and we just got that today. So So to your point, Mike, they both have their place. What can we afford? >> Yeah, I think that's a strong >> really like the point that you made, Wayne. Remove longevity and like thinking about Yeah. the not I

046mean not having to replace something in the like the short term and also like not having to just tear it off and put it in a landfill. I like that too and that's great. So I think that you should keep looking at or like elicit or solicited a proposal from Garland. Maybe >> this is the this is yes. Yeah, it's what they they came and put they put together is here here's an option, right? basically just >> the other thing I was wondering is like because I'm sort of like a data person and um like it seems like we always have to be paying more money for our roofs and so it's just hard for me to believe that all of them >> are like at their 15year like just consistently all the time like

047>> sure >> it feels like constantly it's like a really big part of our budget. >> Yep. So, I'm going to point to uh in Garland's >> Yeah. And to to understand that we're not talking about one roof. There's 20 roof sections. >> Yeah. That's over the years is every time the conversation comes up, a new section. >> Yeah. >> So, it's not the same thing you've been doing over and over again. >> And so, I can appreciate that understanding the >> 23 over here. I want to save four sections at Sawyer and probably similar at Sunrise if not five. Um, in fact, no, it's going to be with the addition now five over at Sawyer. Um, so yeah, it's it's rotating and sometimes, right? So like this, what we're looking at here would be

04810 and 15 on the high school. Um, so sometimes we do combine them. Um but uh yes, that's the strategy uh we've employed is rather than doing them all at once because just the shaded area um it's A2 I think it's the second page the Garland one just this the shaded area right is what we're looking at you know 600 STR 700 uh Garland right Now we're looking at we want to do it all at once. Uh creating a big capital referendum. Um so set doing them in successive years and trying to be responsible that way. >> That's helpful. >> The uh Alison the data that would have been right in your wheelhouse would have probably gone back to the capital referendum when the board has looked at okay do we want to add like

049we want to try to do a bunch of the roofs. let's just say at once for the sake of argument, not necessarily that they can all be done at once, but um and like okay, if we could build that into the capital referendum along with the other expenses, right? Let's think that through. And then one of the things was like, oh dear, we don't want all the roofs to need replacement in 20 whatever years, right? So then it was like, oh shoot, that was going to eat up >> so much of the tax tolerance. So that's that piece, right? Where the community had told us somewhere between 15 and 20. where like all the roofs are going to eat you right. So there's other needs plus oh we don't want to leave a future board

050a future whatever like with that chunk just sitting there. Um so yeah instead the strategy becomes all right just piece it together do chunks if not every year almost every year right sometimes deferred maintenance some of you know from you know pastboard conversations about districts in Wisconsin especially struggle with like just keep chipping away at it so to speak knowing that yeah some years it's more some years it's less and I'll I'll say Jake and I were talking in the last week we thought you know to the Garland built up rough piece right terminology I didn't know until that long ago we're like you we could totally see going that way at some point. Our concern was okay, is that a bigger conversation that then takes us theoretically a little bit of time, right? If

051we go that route now and does that set us back just enough that there's a concern with if we could get scheduled or not, right? Or do we say and like you talked about with the auditor, hey, is that a bigger conversation? Not that we necessarily need a board committee on it, but at least a few more people to talk with us uh between now and prior to next winter, like you said, maybe it's fallish or whatever to say, all right, do we want to now look at making a shift to something different, right? Could do it now or could do it in the next year. Um, so that was just a part of what we've talked about recently. >> Do you think you could just ask them like when they would need the year

052back by in order to get >> We're working on that. I think by the time we realize um that we couldn't do it tonight uh every week we go to to James point the the bidding process is very helpful if we can let a bid out in December so because they have to understand this is summer work between when school gets out and we have kids back right then and so outside of schools we try and schedule those on those bookends of schools right because most roof work is for schools >> and then industry they just do whatever they want to do what they want to do but right it's kind of how it goes and to that end too the the the roof sections fail for different reasons right whether it's snow load or

053wind load or sun load or whatever because they all have these different things going on up there it's no one's fault that it fails it just it's the environment more than anything >> question yeah >> could you give us um something from STR in fall was it when we saw I mean where is it where's the detail of the 700,000 >> um I don't think we would have gotten that um >> I don't think I would have shared that uh >> you just have a verbal right now they're saying 700,000 >> so >> I thought they just did a square foot estimate so we had to go apply >> we had a budget >> we Yeah. >> Did I did I share that? I apologize. I share a lot of stuff again. >> It was

054quite a while ago. It was it was earlier. >> Um I know I did by the number of updates. >> Yeah. So square footage and then working it off of that. I do have a spreadsheet I can I can share out um that John put together to kind of calculate that. >> Um it's 28,000 square feet. Um and STR's look at um single ply was 23 to 25. So that's why we're >> that would be helpful if you can share that with >> Sure. >> Great. Thank you. >> Does multiply and single play share well with others? Meaning do they play well? Can you can you do this this >> section in multiply >> that >> I actually asked that of Garland as well. All right. So, he he stopped by yesterday. Um uh was

055in town and wanted to touch base. Um yes. So, a couple thoughts on that. So, one, each of those rough sections are usually independent, but let's say we wanted for whatever reason to split more than half. Uh you said yes, there would be the ability to do that. >> So, you're going to bring this back. We're going to look at this again. before >> we will we will talk about when do we think so pulling together some information as requested by some of you tonight and then we'll talk with you about okay looking ahead at when the board is getting together right h would there be the possibility I had just thrown it out there this afternoon when an Jake and I were talking here about well let's see we've got the board retreat we

056don't want to kind of throw that off but at the same time would it be possible and again we'll talk about us to have like a short special meeting on this topic if we think the board could be in a spot that at least the consultant part could be addressed and that then allows someone to work with us, right, to put the bids out for what we actually want and then those bids come, right? And then we review those and then theoretically we have a bid to then bring to the full board on the roof work itself. And I know when Mike and I were talking to, we wanted to make sure the board understood, right? Depending on what some of us do for a living, consultant can be a little bit of a dirty

057word and sometimes more or less helpful. That yes, there's the upfront, there is the assembling of the bids, there's helping us through the bid process, there is helping supervise the work that is done. There are, you know, punch lists or whatever it has to be way at the end that okay, yes, this is all done and then right John Sullivan, Jay Holtz, etc. on our behalf like yes they have now done everything on the install and the repair that we wanted them to do and that's [clears throat] where like you said what roughly 15 years right so a little bit before I started John had come to me right and we had he had given me the the rundown with I think the the longtime roof guy we had at the time through John also

058and it was like we didn't have that you know when work had been done 20 years earlier which is the part of why right there would be a bucket in the ceiling above the old super you know the former superintendent's desk the way the office was, right? Cuz it just like some of that stuff wasn't ever done right. We didn't have a consultant looking out for the district many years ago when they installed. And so some of the, you know, flashing stuff on the ends, edges, whatever you want to say, um, wasn't exactly done. So good steps were taken to make sure, okay, let's make sure it's done right and someone's looking out for the district's interest. So that's been good. And now all of a sudden you get in a situation where oh boy

059there's there's a few different flat roof products that we could now have in this day and age. So the consultant I'm just going to going to underline this because I didn't understand it when I was talking to to Dan because at first I was thinking the consultant is just going to be a middleman that's doing a [clears throat] money grab because they're just throwing throwing bids out there. That's sorry that's just >> but really the consultant is is is going to be obviously that's part of it but they're but they're they're really examining everything and making sure everything gets done right. Well now that's worth some money because we we've had a lot of things that we've had to repair which is I'm saying the same thing Dan said Dan said just a little different.

060>> They'll prepare the bid doc that's probably an inch and a half thick document >> for release. Right there it is. So they'll prepare a new document with our specifications that John and guys would probably review. >> Anybody want some exciting reading? >> I do find it enjoyable and like you and spreadsheets but you know we got Roger would like to read the right. >> Um I I I would just add a couple more things. [clears throat] one um both companies in this situation would do both builtup or single ply. Um I think they they seemingly both have their preferences. Um and then as well I would assume any other company that we might look at as we go to Milwaukee next week, right? There will be companies that do the same thing that STR

061does. Um second, I know Dan mentioned the oversight. Um I I like that STR is a third party um and perhaps is right snake bitten a little bit um that that Garland isn't. Um >> but I like that they um have a warranty like >> we would have a we would have the 15-year warranty as well. Um so there there is a year difference there. Um we would have warranties as well uh with the single FL. Um yeah I think so good internally here with either um but at this point for reasons explained I think going forward would be the with specialty engineering would be the recommendation. um when we get there uh and then going in the fall uh if desired to look at let's get a new one with our partner. Okay, is

062that it on that? Anyone questions? Anything else reportwise? Jake, you wanted to highlight just so I don't forget all our other conversations. All right. So, President Stan, I know we have closed session, so I'll just keep mine to two items you didn't see on my report. It'll be on the that additional section once I send it out to all staff for that usual communication I share with you. Uh, one, Mike and I actually talked a little bit about this and we've emailed Ann and I have emailed with Andy Star as our alternate and Mike as our delegate for the WSB assembly. So, there's a whole process with with that delegate assembly, right? It doesn't change anything, but it's WASB's attempt at helping school boards saying, "Here are some things that are important to us, and

063then in essence, nothing goes anywhere unless one or more legislators pick up some of those and run with them." All right. So, they have a whole process where a committee goes through some things, uh, the packet for the delegate assembly, in case you're having a hard time falling asleep and want to check this out and see how excited Mike might be if he does attend that on our behalf. It's 37 pages long. It's got 12 resolutions that the policy and resolutions committee through WSB have forwarded for the delegate assembly to consider and seven resolutions that the policy and resolutions committee turned down but the information still goes into the packet since individuals or boards have submitted that and because of the world we're living in things happen and some people can never meet a deadline.

064Um, sorry I said that out loud. My apologies to Kettle Marine and Wisconsin Heights who both now have uh sent all the superintendents in the state an email to share with the their boards. Don't worry, I didn't forward that to you. Um, about a couple of things they're working on. So, Kettle Marine had a suggestion about something called limited active members or school board school boards that don't want to be full WSB members. You can probably guess there's some political stuff especially in the greater Milwaukee area on that. And then Wisconsin Heights submitted emergency resolution to address the special education categorical aid reimbursement where right most school boards would be like, "Oh yeah, we were told this much. We set the levy and then their version of Jake came to a majority of them and

065said, "Yeah, the amount we said we were going to get, we conservatively budgeted and it was still less, right? So we underlevied by 450,000 and then found out, oh, we might get 150,000 less in special ed than we thought." Right? So basically saying like hey the legislature says it should be this that things are funded. That's the whole difference between you know some certain and some sufficient and you hear Jake talk about like making sure districts get that. So again I don't think um our various legislative houses are going to agree to make that all work out but they probably are all going to understand that yeah school districts and school boards would like to see that. So long story short that's that one. And then the other one just as followup to what I

066shared last month, thanks to Jen and Jen in the tech department, um kind of our taxpayer resources and information where I shared with you kind of the the action we've been getting on that. A pretty good piece. It is an opinion piece which I make sure to highlight by Dan Ross Miller who is the executive director of the Wisconsin Association of School Boards. But he wrote a piece that just came out January 7th um that is entitled, "What is going on with property taxes?" Right? people across the state certainly are wondering about that just as we've been talking about it since the summer here in Sturgeon Bay. And then he really addresses six topics in the piece. So Jen Hansen added this article for me in my request to the website. So it's out there.

067I'm including a link to that so our staff and you can see that easily plus the WSB emails. Not that you're tuning into those all the time. I get it. But uh they included in that. Here are the six topics he talked about. No general state aid or no general state school aid increase. Right? We've been talking about that. Uh the almost two decade two decades of lagging inflation. We're aware you and I right where we don't control that. So we haven't talked about a lot of that locally. School referenda at record highs, right? More and more districts even if they haven't gone have gone recently. A declining share share of state revenues that's allotted to schools. Again, state level thing. We don't talk a lot about it. Uh the private school voucher piece. we're

068more aware probably than than some, but some places that's really really becoming a a big thing. And then just the property value assessments, which we're certainly very aware of with town of folks going through that a year ago and city of Sturgeon Bay this past year. So those were his six topics and again an opinion p piece clearly, but I thought he did a pretty nice job of of giving information about those. That's all I got for you in my report and we're getting ready to go to uh wrap up and go to close session. >> Yeah. So, um, if I could have a motion to go into close session and realize, uh, you have it on your desk. We need to read what is there. So, can someone give me a motion? >> I'll

069make a motion to go in session per 19.85.6 C considering employment relationship composition or performance evaluation data of any public employer by which the governmental body has jurisdiction or exercises responsibility on probationary each performance to nonclassified and administrative contract renewal and three midyear performance evaluation of district administrator you'll return open session. >> All right. Thank you. Do we have a second? Yeah, >> we have a second generator on the commissioner hos and um we are going to go to a roll call vote on this. Did you do that? >> Commissioner Spa, >> yes. >> Commissioner Scholes, >> yes. >> Commissioner Howard, >> yes. >> Commissioner Cruz, >> yes. >> Commission Commissioner Stefan, >> yes. >> Commissioner Jenner John, >> yes. >> Commissioner Haw, >> yes. >> Commissioner Meyer, >> yes. >> And again, Commissioner Star

070is excused. Perfect. Great. So, we are Well, I don't gather it. We're We are going into close session now. So, thank you very much. Yeah. >> Be right back.
