All right. Good evening everyone. I'll call the meeting to order. Thank you for coming. If everyone could please rise for the pledge of allegiance. >> I pledge allegiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. Thank you. >> Okay. Next, we'll move to administrator report on the agenda posting and notification of the meeting to the media. The agenda was posted at Three Lakes School and Sugar Camp School via email. The town of Three Lakes, the town of Monaco, town of Sugar Camp, and the Denver Library. Media notified via email, the Vias County News, the Northwoods River News, WRJ News, WXPR Radio, and media notified by mail was WAC, WATK radio. Thank you. Next, we move
to amendments and approval of the agenda. Are there any amendments for tonight's agenda? >> No, there are not. >> There are none. Um, is anyone willing to make a motion on approval? I'll make a motion to approve the agenda as posted. Second. Is >> that Mitch or Brian? >> Mitch. Okay. We have a motion by Stacy, second by Mitch. All those in favor of the motion signify by stating I. >> I. I. >> Opposed. None heard. Motion carries. Next, we move to routine approvals starting with approved minutes of the O October 22nd, 2025 regular meeting and the October 22nd, 2025 budget hearing and annual meeting. Are there any additions or corrections to those minutes? >> Not on the floor and no. >> Okay. If there are none, is anyone willing to make a motion? I'll
make a motion to approve the minutes as presented. Do we have a second? >> I'll second. >> Brian. >> Yes. >> We have a motion by Stacy, second by Brian. All those in favor of the motion signify by stating I. >> I. >> Opposed. None heard. Motion carries. Next, we move to the treasurer's report. Make a motion to approve the checks dated October 16th, 2025 through November 12th, 2025 for accounts payable AC checks 252 60043 through 25 260054. Regular checks number 131694 through131813. Manual checks number 5982 through 6001. Wire transfers number 2025 0 0098 through 2022500136 in the amount of $632,810 payroll checks number 90046879 through90046997 and regular payroll checks number 59436 through59451 in the amount of $225,9751 for the total amount of $857,97 $752. >> Second. >> We have a motion for the treasures
report by Mitch, second by Josh. All those in favor of the motion signify by stating I. >> I. >> Opposed. None heard. Motion carries. Next we move to public comments. Are there any public comments from staff or visitors in attendance regarding any agenda items? Okay, hearing none, we will next move into our administrator's report. >> Okay, for tonight I'm going to talk a little bit about the school report card release. It's going to be a a brief um report tonight because next month we will bring the full team together and go through like we do every year our results and our analysis of the report cards. Um I would like to pass out to you though um in the for the audience if they want to. Here are two sheets. The first one is the
rankings of the schools in our area both CISA and um our conference that would be um 4K through 12 programs. And the second sheet is a little bit longer because it includes the K8 programs including North Lakeland, Manakua J1 and Arborita Woodruff. Um as well as AVW just because I wanted you to have a good feel for those schools. Um they're not the same. So it's not like comparing apples to apples, but just to see where we fall with that. I'll take one of the other ones first. I'm just going to get it back in the back. Okay. I know this is really exciting information for the audience out there, but it's kind of our business of school business. All right. We did well. There are some points that I'd like to make clear for
you um because just like with all data, things have not stayed the same from year to year consistently. A couple of the key points that I wanted you to be aware of with this year's report cards is that the um scaling system has changed. Um it did not result in a a big shift for some schools as far as where they actually fall. maybe made one to two point differences. But what was noticeable and looking at the data is across the state by lifting up the cut scores. Last year the significantly exceeds was at 83. This year it went to 84. Every category went up by one point and um one category the meats went up by two points. You wouldn't think that's a big deal, but the way they were calculated now is with
taking more of a look at the growth is comparison to the actual achievement. The thought is that perhaps this would make it more equitable across the um state, but it's again you're looking at four different data sources and it's really hard to try to make a onesizefits-all. Um we didn't change a lot in our scores. Um we did very well. I'm going to call your attention to the first sheet that I pulled out. This is showing our um CISA schools and also our Northern Lake schools. Three Lakes comes out um right behind Stratford. Stratford has had a strong program for several years. We were uh again higher than last year. Um we're continuing to do well. We're programming is working well. um just wanted you to see where we fell within the rest of our
cons our conference and within our neighborhood. So um the reason I bring this up is because I don't want this to be a comparison. That's what the the school the newspapers try to do with schools. I've always advocated that school programs are what's best for your family and your children. Different needs for different people. It's just that we can re remain proud in feeling strong in the programming that we are offering. And this gives you an idea as to where we did fall with our neighbors. Um, the second sheet I sent out to you includes North Lakeland Elementary, Manakqua, ABW. Um, and the reason I wanted you to take a look at this is you'll notice that the highest schools tend to be the 4K8 schools. And I only bring that out to you because
I want some real true reflection on that. Schools that have a 4K through 8 program, and I know Mr. Busco is very interested in this too. It continues that progression of building on student achievement. In a junior high like we are, there's not a lot of them left. There's only two years of data. And that's also very hard to get a good growth score and get a solid idea of where we are at. Um it begs the question to be raised, I think, when we're looking in the future. How do we want to be identified? I'm not asking for us to make a change now, but I just want that to be in your consideration. Also, at elementary through 8th grade, we are much more about the forward exams. When we get to high school,
we're talking about preacct. So, we are looking at differences in the assessments. Maybe not cut and dried in that, but I do want you to realize why it's a little bit different in the factoring in. I think we can all agree that um as a district, we are doing fantastic. We have to continue to stay the course with what we're doing. It is the right programming and the reasons why we are doing it is because we're always working on trying to improve. I give the most credit to our teachers, our staff. They are working very very hard every single day. And of course to our students who are really they're they're trying to learn. They're being dedicated learners and it's not an easy lift. It's a lot of work to make things come together the
way they they do. questions so far on the background. Then I'm just going to run down the the scores with um that we did receive. This went out in our news release. Um but just so you know, overall district score was 75.4, which exceeds expectations. Our high school score was 68.2, which meets expectations. Our junior high score was 72.6, six, which exceeds expectations. Our um Three Lakes Elementary School was 77.1 exceeds expectations. And Sugar Camp Elementary was 83.9, which exceeds expectations. And I am going to call this out. Had it been on last year's score, we would still be at significantly exceeds by the change in cut stores scores by 0.1, we are now in a different category. Not to feel bad because I I'm like it could be my grandson that made that happen.
That's not true, but I would own it if it was. Um I looked across, you know, the the state in many many schools saw this little bit of difference with the change in the cut scores. I don't mean to polit be political, but I am going to put this out there for again something to just chew on. The complaints last year was too many schools in the state are doing really well, which I find hard to understand why that would be a complaint. But by trying to make more purposeful and um reflective changing in the subcategories and maybe shoring it up a little bit, it did cause some changes and it did make so some schools maybe went up or some maybe went down. Most went down. I saw very few that actually raised up.
So that is to give you some background because you're going to be thinking about this till next month when we bring you the full report from the team and that will be very exciting. Is there any questions that I can answer for you at this point? Again, just a great shout out to the whole district, each school, all the administrators, and especially our staff are working hard and making sure we're getting it done. Thank you. Do you want them back or >> No, this is public information. >> Okay. Next, we move to new business started with starting with district related positive happenings. >> I think uh a lot of us were a lot of us were there last night. the uh junior high high school art show that kicked off last night at the Center
for the Arts downtown. Uh Miss Grappa and her students were there displaying all their art. Uh Miss Graa made some really cool prizes. She had some cool ribbons that she passed out to staff members that voted on their favorite pieces. Uh she had food, uh beverages. It was an awesome night. Kids were there all night. It was uh just a really cool show for the art program on the junior high high school side. I'll add to that uh as well. It's open until I think the 24th. So when the Three Lake Center for the Arts is open, you can go in there and cruise the kids. I don't all the kids won't be there all the time obviously, but you >> um was a really cool uh opening night or or celebration last night at
the Three Lake Center for the Arts for Art students. Um, also want to mention we had our first um, since we've approved the GED option 2 program to be up and running in the Three Lakes District. We had our first graduation uh, just last week. Um, that was last week, right? >> Yes, >> last week. And um, went very well. the presentation is is a usually a pretty powerful um show of the the young person's life where where they've been where they've where they're going and um exciting. So that student will be able to earn their three legs diploma and may choose to participate in graduation ceremony in May as well. But uh that was our first one. Um it was good good thing very good thing. Um, Veterans Day, uh, really cool community event.
Again, uh, I almost wish, uh, somebody said to me as they're leaving, "Boy, you should have asked for a bigger auditorium in your referendum." Um, because for real, it was standing room, standing room only. There were people standing from one end of the stage all the way across both sides and across the back, including obviously all the seats were filled. So, um, good event. Uh, got to give a shout out to the music program. Uh, they and that goes all the way down to the littles, uh, from 4K on up. Um, music did an excellent job. Um, our student speakers were Mr. Waltz actually mentioned one of them. Uh, they they did a really good job. So, uh, to everybody that had a hand in that, it was it was a good community event and
very appreciative for that. Um, and the NHS and the food service did a nice job feeding the veterans lunch afterwards. Um, last certainly not least, we got new dumbbells in the fitness center. Uh, we're making some Mrs. Ellis is making some great strides in getting that place u slowly brought into some updated equipment. Well, well needed and much appreciated. >> Um, just reiterate, same thing here. Veterans Day program went really well. It's interesting for me to see the different how it goes differently in each building. Um, learned a few things, but I yeah, same thanks to music and art departments for getting that all set up. And we're working on grandparents day for this Friday. Jack's working on grandparents kitchen. So, can I make a quick addition to the Veterans Day? I really appreciate that
it was on Huddle. Um, I was able to watch my daughter sing, but I also showed the speakers to my fifth grade class, so I was able to pull it up. So, that's And I I love that we have that feature available for the music programs as my grandparents in California watched the fall concert. So, I encourage that to keep going. um from a uh just to kind of piggyback off of what Mr. Zeus was saying, um I had the opportunity to attend the graduation um presentation last week. It was extremely moving for me. Um so for board members in the future, if you get an opportunity, it kind of shows the connection between the decisions we make at this table and the impact it has on our students. um that student is entering the
military. He has already enlisted. Um so some of those opportunities uh that would not have happened if not for the decisions that we made together as a board. So if you get a chance in the future to go um please do so. It was really powerful. Any other related positive happenings, >> Miss Jen? Nothing. They covered most of the things. >> Okay, we will move on to December meeting dates. >> Our December meeting date will be December 17th at 6:00 p.m. at Three Lakes in the Boardroom. >> Okay. Uh, this one will need no action because it is a standard meeting. No change. Next, we move to consider approval of the personnel report. >> All right. We have a few hirings. We have Mattaline Vulman as assistant girls basketball coach, Ryan Bach as girls basketball
volume volunteer program assistant, and Lauren Leecher, girls basketball volunteer program assistant, and resignation. Kylie Karly Beer's assistant girls basketball coach. Any questions from the board? Excuse me. If there are none, is someone ready to make a motion? >> I will make a motion to approve the personal report as presented. >> Second. >> Okay, we have a motion by Mitch, second by Brian. All those in favor of the motion signify by stating I. >> I. >> Opposed. None heard. Motion carries. Next we move to consider field trip request overnight for the fifth grade. >> We have Mr. Waltz here tonight to present to you about this event which I believe you started last year. >> Yeah. Yeah. Welcome back. >> Appreciate Yeah. Thank you. Appreciate the approval last year. It went really well. So I have
a couple things just to pass around the table if I may. These are our course options, our curriculum options as well as um just some information and then just some photos of our fun. I'll see. Last year I stood it worked out pretty well. But so um proposal is to bring my class of 27 students and Cara's class of 20 I believe. >> 19. We're down to 19. >> Okay. 19. So it' be 46 of us to the Northern Lakes Impact Center in Rhinelander, specifically at Crescent Lake for this year. The dates that we're looking at are February 26th and 27th. So it's a Thursday, Friday. Thursday morning we would leave on the bus and then come back Friday by 3 and have the one overnight um experience there. Uh as we learned last year,
it's very experiential. um very hands-on, a lot of team building, outdoor education, everything they advertised was very true. You know, we were kept busy. We we're uh doing a lot of activities that maybe stretch kids out of their comfort zone, but in a very fun way. And um just bringing us together was uh quite the experience and I think really exciting if uh Sugar Camp, you know, would join us. Obviously, that would be even better just for the future and just for the present as well. So, it would be just an amazing experience. Uh last year we did notice I mean the the staff is is exceptional. I mean I wasn't sure what to expect. You get young 20somes that aren't really in their career yet. They're just working at this uh this educational outdoor
educational center and u they were all topnotch. Just very enthusiastic, very knowledgeable, very willing to work with the kids, understand their emotions, take them one-on-one if they needed to. And uh super impressed with them. Um first aid certified. They just they're ready for pretty much anything. They they deal with school groups often and that was apparent. Uh one thing last year that worked really well is I seesawed parents throughout the day like you know here we are having lunch. Here we are you know uh cross country skiing now we're building shelters just to let parents kind of be a part of things but also know it's okay to release your kids. We're safe. We're we're having a good time. Uh here's an update but you know you're not here and that that's okay. The kids
need that independence. So I felt that worked really well. Um, one other thing is last year we did bring two high school students. One was Sawyer and then we had Sophia Napsinger and they were mentors to the to the 14 students I had and um kind of had to earn their way to do this. I mean they had to be good students um kind of interested in either outdoor education or just education and want to want to be a part of things. And they both jumped in really well and were just um excellent to work with. They I didn't have to instruct them. they were very self-sufficient there. So, I'd like to do the same and I think Cara would agree that would be great to bring in some some older uh students just to
be mentors. So, that is my proposal. Uh Cara's on board as well and um if you have any questions, please ask. It was a really great experience last year, so why don't we do it again if we can. >> Do you think with the increase in numbers, you would want more student mentors to attend? >> That is a good point. Yes. Yes. if available. I think four >> two for 47 is >> well I was gonna say and I don't know how you group them but it would be nice or how many >> go in a group it would be >> yeah last year we had four parents and two so we had six for the 14 so that was pretty nice numbers plus and the nice thing is I honestly was on cruise control
I mean between the the parents and between the staff there they lead everything they they do a very nice job so I could >> I mean just have a good time you know meet student needs, uh, be a part of the activities and, you know, the more chaperrons the better. But, um, obviously the chaperones have to buy into this isn't a field trip for them. They have to take that responsibility and we we talk about that. Last year was was four for four. So, yeah, I think that >> loves to come and their facilities can >> easily accommodate our bigger group this year. I mean, they have so many cabins that they use throughout the summer and they're really nice cabins. I mean, they're modern. They have the bunks. They have, you know, like a
living room with couches, a kitchen, you know, if you have cold stuff. And it's just really well well done. They even the kids serve meal, which is nice. Everyone takes a turn, you know, for one of the meals they served us. And uh kids had to clean up, students had to clean up. So, yeah. >> Very cool. >> So, it would be the entire day, leave the morning of the 26th, and then return the night of the 27th. >> Correct. Yeah. So, you do school bus to school bus. Okay. Any questions for Mr. Waltz? >> Glad to hear it went so well last year. Thought it was a great idea then. Still think it's a great idea now. >> It's awesome opportunity. >> See can come too. >> Got all these parents and grandparents. >>
She's signing us up. >> Can you go if you missed it last year? Okay. If there aren't any other questions from Mr. Waltz, is anyone willing to make a motion? >> I'll make a motion to approve the fifth grade overnight trip as presented. >> Second. >> We have a motion on the floor by Josh, second by Stacy. All those in favor of the motion signify by stating I. >> I. >> Opposed? None heard. Thank you again, Mr. Waltz, for bringing this opportunity and including the fifth grade at Sugar Camp. Um and hopefully we'll see you next year. >> Yeah. Well, thank you. It's going to be great. Um we won't let you guys down and uh kids are the one the winners here. So, thank you. >> Thank you. Perfect. >> Okay. Next, we move
into something we probably don't want to talk about, but uh consider approval of our snowplow bid. Yes. Uh Caleb is not here this evening, but he asked that I would just go through this with you. Um we did have bids out. We received uh two um the bid that we're recommending is with Tristan Brown Enterprises. He came down sign came to a significantly lower cost. The other outfit was someone we haven't worked with before. I believe it was called um New Haven out of Rhinelander. Um they they were at higher price. um because we had in the past worked with the other two providers, we reached out to them directly and in both cases they said thank you very much but they just couldn't go ahead and submit bids this year. They were just underst
staffed or overextended. So I just want to let you know that we made that community um touching base because we have appreciated the services that we've had. So what we're looking for tonight is approval of the bid that Tristan Brown Enterprises has submitted. um in your document, you'll see what the breakdown actually is. And this would be for a three-year contract. Are there any questions regarding that? Mr. Kirby also reviewed the um equipment that he has and said that he felt very confident that Tristan Brown could handle it and in the case of needing like a super heavy snowfall that what we have available with the help of the town we would be able to handle it without any true problems. Does anyone have any questions regarding the bits? >> It's a significant difference. >>
Mhm. >> Is anyone ready to make a motion on this? >> I'll make a motion to approve the snowplow bid from Tristan Brown Enterprises LLC. >> Second. We have a motion by Brian, second by Mitch. All those in favor of the motion signify by stating I. >> I. Opposed. None heard. Thank you, Caleb. Okay. Next, the really good stuff. We move to consider approval of board operations policies for adoption into the school district of Three Lakes policy book. >> This has been a project that Nikki and I have been working on with Scott. um micish for you know several months now. We continue to bring you more. This is the rest of the board government's um policies many of these which we already have but they were missing some key pieces or needed to be
updated. So I hope you had a chance to review if not reading the full policy which I'm sure you all did. I tried to make some cheat sheets for you to call out you know what the most important factors of this really is. Um, if you are okay with it, I thought we would just take each one individually. I would give you the key points, ask if there's any further questions or clarifications, and we would move through the list and then do one formal motion and adoption at the end. Does that sound good? >> Okay. 150. This is just called G board governance. This is to replace our old policy 1400. It's much more um descriptive. It actually talks about what the board shall do and it outlines what your responsibilities are including leadership for
student achievement um established board policies um employment of the district administrator adopting the district's annual operating budget and resources to support the district financially. Establish accountability measures. Um, establish annual goals and provide for continuous instructional improvement. Um, utilize data and information on student needs to make decisions and encourage and support the professional development of sta district staff. Collaborate with the public students and staff. Consider their opinions. Conduct official board business openly. evaluate the board's performance as well as that of the district administrator on a regular basis and exercise the powers and discharge the specific duties imposed upon by state law. My recommendation is with your approval that in your review that we go ahead and um we would adopt this policy. Are there any concerns about replacement of 1400? All right. Then unheard I'm going
to go to the next one 151 that is adoption revision and maintenance of and dissemination of board policies. Um this one is a little bit lengthier. What I did want to point out to you again is the key components within this. Um we were we would adopt this policy because it gives a lot of flexibility to the board. It's really important to our board to have local control. um in quotations except as directed by the board with respect to this particular proposal. Multiple presentations of proposal proposed policy change such as first reading that occurs at a separate meeting from the meeting at which a final action is taken is not required prior to voting to approve or reject at a meeting. And the reason I bring this up is you will see some boards that
require two and three readings. that is not state law. You can do it in one reading and you have the discretion to decide if there's any time that I bring a policy to you and you do not feel comfortable with it. We can table it or we can bring it back a following month or a later date. This does make it much more expedient and efficient for us with policies. Generally, when you're wanting to approve your policy, you want it done and in the books. Are there further questions that I can address with this policy? Again, if you feel you need more explanation, I'm happy to do so. Um, the third one, administration in the absence of board policy. This is not a required policy, but in discussing it with our legal counsel, we felt
it was important to have this on the books for those unforeseen situations that may come up. um it gives reasonable administration the authority in a situation where there are unc under certain circumstances. The board policy did not address all topics and issues and it would not necessarily be able to do so. The board recognizes that the district administrator is charged by state law with the general supervision and management of the professional work of the schools and the promotion of students and that the board itself expects the district administrator and the district's other administrators and supervisors to effectively perform the duties and responsibilities of their respective positions and to act as effective agents of the board within their respective spheres of authority. Therefore, the district administrator and other administrator and supervisory staff are authorized through the
exercise of sound and reasonable professional judgment to take or authorize action to address specific situations in the absence of an applicable board policy or under board directive. Um again this is not a requirement but should we ever have a situation where this arises we have a policy that does give us as administration myself at the head and then the administrative team the the right and responsibility to make those decisions and of course anything of that nature which is really an outlier would become before you and you would be made aware again for effectiveness timeliness and efficiency in specific matters kind of brings back the COVID days. So, are there any specific questions on this policy and we will go to 161 board member authority. This will replace the current authority, the current policy that we
have in our district. Legal counsel has advised adop adopting it because it addresses receiving, investigating, resolving complaints and specifically what individual board members can, may or may not do. Um this is important because we have to always remember that the board acts collectively and within this policy you will see that it delineates um what you as a board member can and cannot do under your own discretion. This is I think very what much what I call common knowledge among this sitting board, but it's very important to have a policy to refer to it should the need come up. Any specific questions regarding board member authority. Okay. is an exhibit. This is a notification of refusal to accept board member salary. Um we have been in practice using a form which actually came from WASB. Should
a board member choose not to accept their salary, they have the right to refuse, but it is important to have a document to um recognize that this will now be in policy as the document that the policy and the documents that we'll be using for it. This one is not really new questions. Okay. 165.1. This is a school board member on conflicts of interest. This is a very well done policy. Put a lot of time and thinking into what fit our district the best. Um, being a small school, a a small town district, um, there are going to be times when it does come up that either an employer that one of you may work for may be submitting a bid or there may be a situation with student discipline where you as a parent
or as a grandparent or an aunt or uncle may have some other knowledge. So this actually outlines for us what those parameters are and we have policy to refer to when to excuse yourself in a decision-making role. Do you have questions on that one? 165.1 that is the rule to use when you are going ahead and um do an abstension that is due to a conflict of interest. You can go ahead and follow these steps. It ties right into the first part questions on that. All righty. 165.2. Uh this is already a current existing policy that we have within our district. Uh there is not a WSB policy resource guide standing alone policy. This has been reviewed by our um legal council. It stands. It is solid. It fits our need. We will relieve it
remain it on our books as it is written. 166 is board member electronic communications. This is again important for us to have because as a board you are not acting individually. You are acting as a collective group. Our legal council wanted us to to keep this in mind that as a public official its records authority for purposes of the Wisconsin public records law. In addition, board members electronic communications related to their office or to district matters are generally records that are subject to retention requirements and possible public disclosure. So board members have legal obligations to ensure that electronic communations that they have sent or receive related to their individual office or to the district business are appropriately retained such that the communications can be retrieved, evaluated and when appropriate disclosed pursuant to lawful request. This
is very important in the times we live in with the very large increase in opened up records requests. We are seeing open records requests by within our district several times a month I would say now which the first two years I was in my position I don't think I had one and now we have monthly coming from not necessarily locally but you know like will um parent advocacy groups um right to read groups um parents who have parental rights concerns about library books you know so we are constantly being asked. We're asked about our finances a lot. We've had to disclose even what vendors we are using. So, just give you a little background on that. Questions on this one. Okay. 166 rule um board member use of electronic mail. Good to have this on
the books. It clarifies the understanding of the board member's use of district versus personal email um matters. Please as a reminder district related circumstances matters as you see I usually write to you do not respond. This is for your information only. It's to keep you informed. Um this again outlines what we do. We do not have discussions by email that could constitute a walking quorum. um conducting official business when that is not what we're in session to do. This board policy will make sure we have that clarified and more clearly understood. Questions? Am I going fast enough? Okay. 170 regular and special board meetings. This policy um actually improves our current policy 1630 um and it also combines under 170. It clarifies the specific purposes. Very self-explanatory what the difference is between a special board
meeting and a regular school board meeting. Um I would ask that you just go ahead and approve this as it's written. Um let's see here. 71 public notification of board meetings and meetings of other governmental bodies of the school district. Um this is just again a policy that specifically names our posting of the agenda places. We already do this but you have to have by law at least three places named. 171.2 Agenda preparation and dissemination. This policy clarifies the process for setting the agenda and outlines some of the common components of a board meeting that will be included in a typical agenda. Very much what you have seen currently, including potential for us to move to consent agendas in the future. 173 closed sessions. The district has no specific policy on closed sessions. It is
important to have a policy for reference. Um as we know close session is very limited in what can be discussed in close session and we have to adhere to that as it is state law. This delineates the difference between closed sessions and open sessions. 175 annual and special meetings of the district electors. Currently our policy 1630 in our work in progress policy 175 included very brief mention of the annual school district meetings but they were not very substantive in the policy. Um this actually gives the example and the explanation of what they are. 177 is cancellation of board meetings. uh this would be a very rare event but and it is also noted that co policy is not required but it is a good practice if we would go ahead and cancel a board meeting
for whatever the reason might be. Um this is where we wanted to maintain local control. Some of the past uh examples had like the specific would always be on the following Monday after the canceled meeting. We have a very effective system with a very small board of five members that I can talk to you. We can pull each other and see what works. Um if we would have to make a cancellation, we would come to a collective reason and date and we would just do that. So for that reason, this is the best policy for three lakes 181 rules of order. This policy replaces current policy 1630 and 181. Um again is was mentioned that we had rules of procedure of Robert's rules but this actually goes through what our rules of order would be
and 181 rule. This is the basic procedures for board meetings. This outlines what we do at a board meeting. 183 is voting at board meetings. This policy is not required but recommended. The board the district does not have a current policy regarding board member voting. This policy outlines general voting procedures. Um something to note within it is that um in general when we're talking about closed sessions you do not have people who are not present vote and if they are tuning in electronically this will also help us delineate that time when it is acceptable and not 184 minutes. Uh we don't have a current policy regarding process to use for taking minutes. Uh Nikki does a great job. We have changed the process this past year. Have you noticed? Um, this will give us policy
to clarify the process. And last but not least, 188 board member participation in meetings via technology. This again, we didn't have a current policy, but this goes into a little bit deeper about um the board is encouraged to attend meetings. Uh it gives us uh some guidelines as to if a board member cannot be present, what we can and cannot allow for tuning in electronically, what meetings that's acceptable and what procedures we would follow. And with that, I think that's it, right? That should take us through that first set of policies. Any questions or concerns based on your reading and overview of the board policies presented from the board members? If there are none, is anyone willing to make the motion? I'll make a motion to approve board governance policies including 150 school board governance
uh 151 adoption, revision, maintenance, and dissemination of board policies 151.2 2. Administration the absence of board policy 161 board member authority 16 board member authority 164 exhibit notification refusal of school board member salary 165.1 school board member conflicts of interest uh 165.1 rule procedures relating to schoolboard member conflicts of interest 165.2 Two, involvement in political activities. 166 board member election communications. 166. Rule board member use of electronic mail. 170. Regular and special board meetings. 171.1. Public notification of board meetings and meetings of other governmental bodies of the school district. 171.2. Agenda preparation and dissemination. 173. Close sessions. 175 annual and special meetings of the district electors. 177 cancellation of school board meetings. 181 rules of order. 181 rule basic procedures for board meetings. 183 voting at school board meetings. 184 board minutes. And 188 board
member participation in meetings via technology as presented for adoption into the school district of Three Lakes policy book. Second. Do >> you want to repeat it? >> We have a motion by Mitch, second by Stacy. >> I do have a quick question. >> Sure. >> And I I apologize. I meant to ask this earlier. Um Terry, so both there's two versions, 166. Um both obviously concerning electronic communications. >> Mhm. Are they supposed to be both 166? >> What is the 166 and what is the rule? >> What is the rule? >> It's a couple of those that are broke down. >> Got it. >> Look at that runon sentence also in his reading. That could cause some confusion. >> Any further questions before we move for vote? Okay, we do have a motion on the
floor by Mitch, second by Stacy. All those in favor of the motion signify by stating I >> I opposed. None heard. Thank you, Miss Terry, for the breakdown and for looking at the changes at each one of the individual policies. >> Absolutely. Next we move to consider approval of district reading and early literacy policies for adoption into the school district of three licks policy book. This comes out of the state law act 20 requirements. These are things we have been doing in practice but we need to have a formal policy on the book. Um we have based our programming on these policies. So bringing it forward, the th first one is 341.1. The reading district or the district reading goals and early literacy program. This is statemandated. Um it is required that the district shall
maintain a program of reading goals for grades kindergarten to grade 12. Any changes in these goals shall be approved by the board. So every year we will be bringing this to you at least once a year. So you will hear if there is any changes or if there are not. The second part of this is exhibit one the district reading and literacy goals. Um we had to develop this as part of the component. Uh the goals are used for several different purposes including serving as one of the foundations of the district's development and evaluation of the reading and English language curricula. Um the district continuously evaluates reading needs at all levels and we take and establish our goals based on these consideration. Um this is tied very closely to our annual goal and our long
range plan. So, I just want you to know that we are keeping those very tight and this now has the policy to go ahead and with this exhibit one delineate what we're doing. And finally, exhibit 2, Three Lake School District early literacy remediation plan. Um, bringing it to you. It has been posted on our website, but as you see, we did some revisions on it on October 31st, and that makes it important. So, it comes back to you. Um it was not necessarily interpreted that it had to be board approved until recent this past month or two and discussing it with um Amy Johnson and looking more deeply into it. We even though we have it on the board which met the CR or on the district website by having it as policy it meets
the letter of the law. So with that being said I believe it's a 38page document. If you ever need some deep reading about reading, feel free to look at it because everything you'd ever want to know is written within our plan. It is extremely well done. Um, I thank Amy Johnson for her excessive work on it. The time that she has met with me and and Carrie Bul and the principles and making it tailored to who we are. And not only that, it's been serving as a model that has become asked for and referred to by other people in our community and across the state. So it's solid solid programming. >> So is the intent of like specific to 341.1 for Mrs. Johnson or whoever fulfills that role to update those Yes. that particular exhibit
every year. >> Yes. And that is something that is um not going to be easy to miss because we're talking constantly with it in among our administration team and when we look at our data analysis of our data dig. So as goals are revised we would be bringing those forward. I wouldn't expect to see anything now until next year. other questions about our reading plan. Very good. If there are no no other questions, is anyone willing to make a motion on this item? I'll make a motion to approve district reading and early literacy policies including 341.1 district goals and early literacy program 341.1 exhibit 1 district reading and literacy goals 341.1 exhibit 2 cld early literacy remediation plan as presented for adoption into the school district of three legs policy book second >> yes Okay,
we have a motion by Josh, second by Brian. All those in favor of the motion signify by stating I >> I opposed. None heard. Motion carries. Next we move to parent teacher conference report. Oh, sorry, missed one. Next, we move to consider appointment of WASB delegate and alternate for the delegate assembly at the 2026 state education convention. As noticed uh when Terry and I were discussing this in our previous meeting back in the spring, um we did the um the delegate and the alternate for the CISA position um but we did not do the alternate and delegate for um the education convention. So this is specific uh to the delegate assembly and the voting rights given to three lake school district for that assembly. Um is anyone on the board who will be attending the
state convention interested in serving as our delegate? >> I know everyone jumps over here. I am happy to do it if I just don't want to take away the opportunity from someone else as I did it last year. >> I may be having a change of plans and unable to make it. So, I don't want to step into these roles >> um until I >> figure that out, >> solidify my plans. >> Okay. >> It's pretty interesting for anybody who hasn't done it. It's It's pretty interesting to sit through while it seems like it's long and boring, but it's actually >> It has gotten more efficient >> and there's some entertainment value. >> Yes, there is. There is definitely entertainment value. >> It does make you appreciate um our school district and operations. >> Um
I'm happy to do it if no one else is interested, but I'm also happy to step aside if someone else wants to take the primary. Thank you for stepping up, >> Brian. >> Um, nope. I >> Okay. Um, is anyone willing to be alternate? >> I can be alternate. >> Okay. >> Stacy's just smiling. This is the most awkward agenda item we have every year. It is >> okay. >> Going once going. Anyone willing outside of Mitch to be alternate. >> Um so we will need um we would we'll need a motion um for approval for Mitch and I to serve in those roles. If anyone is ready to do that, >> I'll make a motion to assign Alicia Williams as WSB delegate and Mitch as the alternate for the 2026 delegate assembly. >> Second.
>> Oh, that was quick. Stacy, we have a motion. My partner, >> we have a motion uh by Josh, second by Stacy. All those in favor of the motion signify by stating I. >> I. opposed. Unheard. Motion carries. Thank you. Next, we move into parent teacher conference report. >> Great. We have our principles here ready to bring you some information as to the successes and what they saw in their recent parent teacher conferences. >> Whoever wants to go first, Rock, paper, scissors. >> Sure. Camp elementary attendance, it was 112. um at least one family member out of 115 so about 97% um those were in person. >> Yeah, pretty positive I think. >> Uh on the elementary side on three legs we were at 96%. So over >> very strong. Um we had four parents
that utilized a Zoom or a phone call just because they couldn't make it in person. Um and we had a lot of discussion staff currently use a paper form to schedule the conference with a family and it's a lot of back and forth. So we're looking at an online option for this spring or or definitely for next school year to make that process a little bit more efficient versus a form going back and forth. So that was some good feedback um from staff and from families. The junior high side um I learned that a lot of our sixth grade families at transition to seventh grade did not know the structure of the seventh grade conference. So that's that's my fault. So I think going forward I need need to do a better job of messaging
that out to parents so they were aware. A lot of them felt they had to sign up just like in sixth grade but it's as we know it's kind of more open 7th grade through 12th grade. So that was some good feedback for myself. Um teachers in seventh and eighth grade reported average numbers um special ed staff as well as we know parents are not required to attend junior high or high school conferences. Um we did have a few staff members that reached out to specific families to encourage them to attend just based on either grade data or behavior data which was which was good. And of that three of the four families that were directly contacted did show up that night for conferences. So >> at the high school level as Mr. Busco said
it's not a requirement. Um, and it's a little bit different as you all know, those of you who are parents, you you move around to the to see the teachers in their classrooms. Um, all precincts reporting, uh, when I surveyed them on numbers, uh, 57% saw 10 or less parents. Um, 26% saw between 11 and 20 parents. uh 11% saw between 21 and 30 parents and then a small slice 5% saw 31 to 40 parents for the for the uh session. So um what does that mean? Uh for 63% of our teachers that meant the same similar to previous year's parent teacher conferences, the fall parent teacher conferences. Uh 21% reported that they saw less parents than a typical recent uh PT conference. Um and 16% said they had more parents show up than recent
PT conferences. So in a general scheme of things about the same for the fall uh parent uh attending parent teacher conferences I it's it's tough to hear the 90s uh percentiles of the folks who are engaging at the elementary level. We know that that's um always the case in terms of the the high school being less. >> Uh I I know how accessible our parents are via all the different channels. Um, I gotta believe that that's part of it. Um, and and um I guess that's all I got to say about that. I don't know. I mean, this is this is not this is not stellar. This is not awful. This is about the same as what we've usually seen for the fall. So, >> yeah. And I think high school too, I think parents
forget because we're not as inundated with like, you know, the kids are more independent and so >> I because I a lot of like like I saw because there was a lot going on that day too. a lot of sports. So then I was like, you know, I was I saw something and they're like, "Oh, I forgot." And it's like, you know, so I mean, so I think that the I think the that that plays into the high school for sure, too. So >> I do think that um you know, parent teacher conferences are nice and I this isn't probably popular, but they're antiquated. Um, this goes back to the days of that was that one time that you came in and and now with from elementary with their seessaw and their daily communications or
just our staff is excellent about when there needs to be communication for positive or for concerns. It's being made in a timely daily basis if necessary. At the high school level, junior high level, I think that's even more so because they're so connected by text. They're different their different communications. I think email is kind of old, but I mean I think it it's just very much in place. I feel very solid and strong that the communication and connection is there. Um, so as you said, Mr. Zeus, it's it's happening. It's just maybe not as nice of the numbers as the elementary would present. >> It's not you, it's us. >> I was going to say >> I skipped out of conferences and went to vote. >> It's that small school feel, too. I mean you
you've got constant it is the constant communication. It is knowing that you can if you need to reach out to a teacher >> you will get results. >> You will get communication back. So I think that's just a >> and and at some level we're developing them to be good citizens in high school. They should be taking care of their grades and their needs. That's a positive thing because as parents we can no longer >> dictate. Well, and that's and that's another thing is you've got you've got their grades in your hands. I mean, with with the electronic with the apps and with you know where they're at. You know what they're doing and if you've got a problem, you're going to commit. >> If you don't see a problem, you're not going to do
it. >> Yeah. >> Justin, we're cutting our throat. >> Thank you, gentlemen, for that report. But I appreciate the pie charts. >> He went above and beyond. >> He did. Okay. Anything more on parent teacher? >> No. >> Okay. Next, we move to school forest camp 3 update. >> Okay. I've got a couple of things I just want to share with you. First of all, I'd like Mr. Zeus just to do a little update on some of the things you've been doing at school forest. Good good slow uh but but good progress in that we're really close to having um a little connection from the it would be the east northeast corner of the parking lot to the loop that if you all were on the board in the fall of 23 was that that
we took the night around the loop that'll get us access from the parking lot where it now sits to that u the loop or the system that was out there uh pre-existing and and I will note that it can be done and it is being done without even coming anywhere close to any of the delineated wetland sites by either party that went in there and delineated wetland sites uh party for us or the plaintiff in our case. So um any work that's being done in terms of brushing out trees uh and things like that is far away from any places that would be in question for wetlandation. So, uh, I would say another afternoon or two and we'll have it accessible hopefully for snowshoe activities for this winter for our staff and kids. Very good.
Um, another piece of that is as it's been far and few and far between, but the um, plaintiffs did file an appeal to the ruling in the case of, if you recall, they ruled it was ruled in favor of the district. Um what they are now in after all this documentation they filed on November 10th um it is now being considered for appeal. Uh our attorneys wanted me to remind you that this can take as long as it takes. The courts do not have to meet our timeline. They will meet their timeline. Um just to boil it down the conclusion I think says it all. Um the reasons why it's being appealed is but that both um Mr. Kvakus and Mrs. Nikki are requesting the court to reverse the circuit court and hold that one,
the district may not use the school forest to construct and operate a trap shooting range, and two, the district may not construct or operate a shooting range on any school property. Um, we're not going to go through all of this, but I believe we have said multiple times that as a board it has been determined that is not the intention. This is something though that we don't feel that we can make a comment on the future. It depends on the sitting board. Um so we wait it out and see where it plays out to be. >> They have a 90-day window that they missed. >> Apparently not. >> Okay. They had a window to make for some but >> what's that? >> They had a window to make the appeal. >> Yeah. An appeal. a
window to make the appeal and then another window to write the response. >> So every time you add three months >> to six months, >> there's a lot of factors, too. The district court doesn't have to accept it, >> right? Like they can make a decision on it as well. So >> absolutely, >> we're just simply in a a waiting game. This is their legal right to make an appeal >> and we wait till the next step. Is there a general feel for how long it takes for that appeals court to say yay or nay, we're going to hear it or not? No. No. No idea. >> Just like the Wisconsin Supreme Court or the US Supreme Court, it's dependent on their docket priorities. So there is no certain amount of time. This appeal could
take a significant amount of time up to including years. And I would just like to remind the board and and the folks that are interested that this does not mean that we can't do other things on our property. This says that it's being looked at whether we can build a trap trap range. That is the only thing that is being identified here. We are moving forward. We are developing plans from curriculum to what could potentially be as some um building and construction in the future so we can have outdoor classrooms and be utilizing it to its fullest potential. So that is going to continue and hopefully pick up some steam here now as we get through. Any other questions, concerns? Okay, next we move to WB correspondence and updates. >> We do not have any
correspondence um this month other than the school news to share with you. >> Perfect. Are we adjourning first? We have facility tour ahead of adjourn agenda. >> Well, I think what we have done in the past is that we go on the tour. We don't expect everybody to stay for us and then we come back and adjourn. >> Okay. So, that is the end of the agenda for anyone who has attended. Um, Mr. Wales is going to take us on a tour of the school at this time. So, you're more than welcome to attend that um or not. Um Mr. Wales also did provide treats. There's additional treats um because it's Mitch Ellis's birthday today. So, there's extra treats up here um if you're interested as well.
