thank you next we move to amendments and approval of the agenda I don't have any amendments but um I'm wondering if we might want to move up our item um agenda number let's see here prom um kayen paig are you here for prom yeah we are okay if we could move up agenda item I to come directly after the Personnel report so our students don't have to stay as long though you're welcome to stay for the whole thing are they on student council should we make them [Laughter] anyway um if someone is willing I would take a motion to that effect I'll make a motion to approve the agenda of tonight's board meeting with the movement of letter i to under the personel report letter C second okay we have a motion on the floor
by Michelle second by Stacy all those in favor of the motion signify by stating I I I opposed none heard motion carries okay next to routine approvals we move to approved minutes of the 12824 regular meeting any concerns changes okay hearing none I would take a motion I'll make a motion to approve the minutes has presented second we have a motion by Mitch second by Michelle all those in favor of the motion signify by stating I I I opposed none heard motion carries next we move to the treasurer's report right I'll make a motion to approve the check dated December 12th 2024 through January 8th 2025 for accounts payable a checks number 24251 09 through 242 5141 checks number 13616 through 13722 manual checks number 5793 through 5801 and wire transfer number 2024 000096 through
0042024 00128 in the amount of $735,000 44506 through 900 44742 and regular payroll checks number 59 391 through 59 392 in the amount of 6714 for a total amount of 1,165 96 a second Treasurer report we have a motion by Mitch second by Josh all those in favor of the motion signify by stating I I opposed motion carries okay and next we move to public comments does anyone have any comments um regarding our agenda items okay hearing none we will move to the administrator's report okay tonight um I have a great pleasure to present to you our local school report card this focuses on the three likes High School local report card um as I've talked to you in the past year the school report cards done by the state of Wisconsin only capture a
very small amount of the data that tell the story and with the work that we've been doing here we wanted to have something that actually captures more who we are as a high school is where we started some schools start at elementary some do a district but really where it's so closely tied to the um academic and career planning goals and such that's where we felt it was most important that we began so this is um based on a format that we have been working with cisa but then it was brought to us a lot of data was pulled and then Jen and Nikki worked with me in pulling this together it comes out of an actual um what's called redefining Readiness and I just wanted to tell you a little bit about this because
it's not just whatever data it's really truly what um has been identified for through the association of school superintendents that determine what a college ready a career ready and a life ready student looks like so when we go through them you'll see it's looking at things like um dual credit courses class uh students who take a uh Algebra 2 um their involvement in extracurriculars and such so that's a little bit of a background uh to help you understand that and there's a lot of this is all research based it's like a meta analysis of many documents that come together so if you wouldn't mind taking a look at our report card and please stop and ask questions along the way or or comments um it's not necessarily that you need to approve it because this
is certainly not required this is something that we have started now and we would like to update it every year with our data and um perhaps grow into the other areas of our district so at some point we may have local Elementary report cards they would look quite a bit different than this but there are things that we could include so these are the OnTrack indicators uh we have a nice opening comment what makes students College ready career ready and life ready the answer is complex because we know students are more than a test score a set of numbers here are a few indicators that our students have are prepared for life beyond the classroom wherever it may take them and that is truly the philosophy and what drives this report card um attend rate
you can see there that um 93% is where we have students that are at an attendance rate of 90% or above we would like to always see that higher um I will say postco and um the way the trends have been going not only Statewide but nationally this is an area that is lower across the the state and the country we would like to see our kids being here because when they're here they're learning they're engaged that's what it's about so we're always working at that working on that number co-curricular activities the redefining Readiness looks at students that are involved in one activity um we have included that 76% of our students are including that but we also have 42% that are more than two two or more which really says a lot about the
well-roundedness of our students dual credit courses in our data here we had 23 students that completed the Dual credit courses and this data is taken from 2324 just so you're aware of it um career and Tech education we have 78% of our students that are participating in a CTE course 23 or TW the school year of 23 and 24 so those are the First on track indicators that just about every school district that is um going ahead and doing a local report card reports out on do you have any questions on that that it is also a reflection um Mr Zeus is on here as the high school principal but I did ask that Mr Bach be included because he has done a lot of work and he is kind of our go-to guy that
if they called me and asked me questions I'd be sending them his way you know and then he would get it to the right people our College ready indicators there on the next side uh taking a look here um we really want to make sure that we look beyond the um standard ice test scoring that has seen some flux in recent years where everything used to be act or sat based in criteria even universities are looking at that kind of data a little bit differently so this takes into account um not only that but also students who are successfully completing algebra to um grade point average attendance and here's a little look at where we're at grade point average the uh redefining Readiness indication is a 2.8 so we have 66% of our students that
earned a 2.8 or higher and our average grade point average is 3.13 and something I want to mention about Three Lakes is we include everybody we don't just select a track of saying okay these are the college Bounder these are the kids that took the ACT this is representative of everybody whatever their desire is to follow um high level math that's defined as participating in Algebra 2 um that is one of the most um data researched and proven to be true indicators of success in after school uh After High School and into college and we had 63% of our Three Lakes High School students that earned at least a c in algebra too I will also say that our teaching staff has a rigorous grading scale with algebra 2 and it's tough course it's not
you just don't get an A or a b i this this is accurate and authentic it's a good learning uh for going on to secondary education beyond our walls and then standardized tests this reflects the AC test that was taken this year that 2023 24 and our composite score was 19.8 this is an area that I want you to pay attention because depending of the on the students in the group who came through you will see a fluctuation because we are a small cell size this could be the following year be lower it could be higher but it is when you have a small number definitely going to show in that data do you have any questions or comments about our first crack at a local report card great then on the back side we
decided we didn't want to just retell the same data and if you do any searching and looking at other districts around the state you'll see some of the stuff that has been recaptured out there is what's on the um State Testing or or demographics or things of that nature but we really believe our blue jay story is totally tied to our community our students in our community are very important to each other we believe in that relationship of collaboration and reciprocation so we tried to capture how involved we believe our community is so we wanted to outline that um our schools are heavily used they are the Hub of the community um there's a lot of Pride that goes into our facilities and the different activities and organizations that use them a couple of the
highlights there just to outl outline is our Pumpkin Fest is a long tradition the pickle ball clubs you know they they feel very strongly about their connection here Lions Clubs events various open gyms use by area camps and churches and that's all in addition to what's happening at the school level so that's why On Any Given night you see how busy our school facilities are currently we have 560 um fitness center members Terry if we're using this as a to try and pull people in um and you know tell people why they should come to Three Lakes if that's kind of a goal here you know if we're trying to get parents with young kids we might want to include the local youth organizations in in the community Hub because that's what they're going to
be looking for to keep their kids active and that would just that that's a really good idea we could add that pretty easily couldn't we Jen yeah me I know it's you're utilized all a lot of the space so I know it might be heart but and it doesn't have to be I just thought it might just be another nice selling point no we we do want to capure as much as we can that's not that's a oneliner we can make that work I see weed meeting Jen community service hours uh in the redefining Readiness they look at that being defined as um 25 hours and we have had 40 hours established for quite some time so that's a real source of Pride and we have several students that far exceed the 40 hours local
scholarships this is quite impressive when you think about the numbers over the years um $882,000 was distributed in this school year of 23 24 but since 2000 there's been over $2 million in scholarships at the at this level and and that's just amazing for a community of our size that says to the support quality staff something that might be surprising to people is we have had um several staff members retire in the past few years but when you look at our data we still have a great source of Pride 67% of our our teachers hold master's degrees and an average years of experience is 17 years of experience that is almost unheard of nowadays with you know people changing careers natural attrition changes in um Dynamics and demographics so that's something to be very very
proud of and that is definitely a contri to the high success that our students get through their experiences based on their teaching staff and we've got teachers who are really committed and passionate about working with students uh we have a teacher to student ratio of 7 to one that does not mean classroom teacher when you put all the teaching specials FTE and such that's where it works down that's a really nice number that many people would be very envious to have it doesn't mean that there's not 25 kids sitting in a classroom some times with one teacher but this is getting all of your specialty areas accounted for as well and there's a really nice picture of Mr coach in there Student Success we do outline here that there's the clubs and activities that we
really want to make sure it's known that we might be a small District but there is many opportunities just about anything that is wanted to be participated in um this board has for for many years Tred to make certain that it happens and then this last fact of Pride that I think should be really highlighted and thrown across the state and when I take this to my meeting next month I plan to really brag on it I'm we're going to take a moment WIA scholar athletes only 32 a year are given out in the state 16 boys 16 girls and when you look at the data going back we have had seven total scholar athletes and we had have had five scholar athletes since 2018 when you look at the percentage we're like in the
top quarter per of the state there's not a higher district with scholar athletes that can be named Than Three Lakes that's a little known fact that should just be really celebrated so you're getting academics you're getting experiences you're getting athletic experiences and you're getting those skills to make you have the opportunity to be the person you want to be going on in the future feedback comments concerns questions really great job on the graphics it's a great presentation yes it's a lot better than what we started we had to make it ours great was a lot of sifting through data and trying to figure out what what to highlight and to make it um pull out our story so the I think if you when you look added that front page is really a lot of
the things you're going to see from other districts doing on their localized report cards and what cesa kind of recommended that that page is really like the stuff that tells our story more we try to pill real key highlights and then find data to go with it so some of it was like brand new data too like Caleb just pulled those numbers of our staffing and years of experience that's really fresh new data that I think we looked at this way before so I want to thank Jen and Nikki and pulling the data together we actually started some of it last year when jeie was still here and um it's been a process a lot of lot of thinking power with our cesa partners too but then we ran with it it's very good yeah
very well done [Music] all right sorry I'm getting back into that's okay okay next we move into new business starting with February and March March meeting dates I've included um both months that are upcoming the regular board meeting for wed uh February is the 19th and that would stand as normally planned and scheduled however looking ahead to March the board meeting does fall during the week of spring break and um I am asking you to have a quick discussion and consider do we want to move that meeting to March 12th the week before or March 26th the week after um please re aware if we would be going to a referendum ballot that would be April 1st which is right after March 26th I'm out of town 26 I'm not on the 12 well first
I should ask you do you want to keep it on the spring break date as scheduled I'll be able town I believe most of our administrators would be on spring break I'm hoping it doesn't have to be a Wednesday that's just the night we choose generally first I should be good stay of week before week after that I should be open I'm not available the whole week of the 24th okay but otherwise I'm available any other time any other day any other time what about that week before of March 12th are you out Alicia unavailable that entire week yep okay uh the other option is if we do on the 12th I could do electronic and Stacy would run the meeting by Zoom I'm on military training but I could do a zoom if it
worked for everybody else on the week of the 12th does the week of the 12th work for others does the 12th work for others other than Alicia I'm good the 12th they work I would suggest that we go with the 12th then because I would feel more comfortable having a meeting prior to the April 1 date okay very good well that is the case then we are going to need to reflect that it with a motion yep and then Stacy if you just want to note you would run the meeting from here um all right if someone is ready I would take a motion specific to March I'll make a motion to move the March regular board meeting to March 12th 2025 I will second okay we have a motion by Stacy second by Mitch
all those in favor of the motion signify by stating I I I opposed unone heard motion carries next we have declaration of candidacy for the 2025 spring election the candidates that have declared for candidacy for the 2025 spring election are Alicia D Williams Brian Fritz and Wanita D ducro or Dutro I'm sorry I'm not saying the name correctly but du HR o w so we have three candidates who have filed declaration for candidacy and there are two seats that will be open Okay no Okay next we move to consider approval of personnel report of new hires and resignations we have some new hires and we have a resignation which is a retirement um hirings Al vus will be coming back as our high school science teacher Craig mandley as our head Junior High football coach
and assistant Junior High track coach and Tony lbet as a volunteer assistant coach for softball and resignations will be uh a retirement at the end of this year to Terry Letty 7eventh grade teacher if no questions or followup I would take a motion I'll make a motion to approve the Personnel report as presented second okay we have a motion for the Personnel report by Josh second by Michelle all those in favor of the motion signify by stating I I I I opposed none heard motion carries next we move into the former letter I which will now be here uh consider approval of prom 2025 off-campus site proposal all right we have Representatives here could I take a second uh just a second and introduce aah West uh who is here as we've talked about going
back to our board retreat plan go planning uh student representation at the board meetings would be awesome uh student council president aah West is here uh I believe for that particular reason so if anybody has any questions or wants student input there's our there's our rep for this month so thank you for being here I know there are probably other things you could do on a Wednesday night very much appreciate it now uh going to the prom request I would like to invite kayin and Paige uh to speak to that request they are on the uh junior class prom committee planning for the event so ladies they're all yours go ahead hi so we would like to ask for permission to hold the 2025 prom on April 26th at the familyy Barn I'm I'm the
class president and a part of the prompt committee so we would just like approval for that date and that location what's the benefit to having at that location um it's a very pretty location a lot of space and it's just a very pretty space for us to hold from that P edition and we have gotten permission from them to use those SP that was going to be my question it's been used for a number I'm one of the prom advisers and it's been used for a number of weddings um part of what the students found appealing is that it's a beautiful rustic location and it's offsite which makes it feel a little less academic and a little more socially oriented which I can appreciate and there was one not too far past yeah wasn't that
long ago I know it was Russell's Junior Prom just saying so I would love to make a motion to approve the request for prom 2025 we're not yet Stacy I don't to hear anything else practice my my motion I had a little head up heads up before the agenda came out all right we have a motional St see do we have a second MIT I love it no second okay be like a foot loose scene coming on um we have a motion on the floor by Stacy second by Mitch all those in favor of the motion signify by stating I I I oppose none heard thank you girls motion carries what is your theme what's your theme ladies what is your theme it is Enchanted Enchanted Forest like Vines and lights and Forest so should
be very pretty in the barn yes we'll take lots of pictures thank you this was the easiest thing we ever been all right next we move to fight if anybody wanted to um consider approval of the initial resolution number one authorizing General obligation Bonds in an amount not to exceed $1,900,000 okay and you're able to take a look at the language um this was something that has been worked on what we're going to with quarls and Brady and of course Nexus uh what we need to do is I suggest we read through the language as it's written here and then you will all need to do a vote as to otherwise an approval of this resolution or not um to take it Forward uh we could say and this was by coral and Brady that
we could just go as presented but I do think because we do have people who watch it on video and such that we should just make a point of reading through the resolutions and then have the vote um before we get to that point is there any questions or um discussion that you would want to have before we go forward with initial resolution number one okay I think maybe it would read I think maybe you should read it yes okay uh titled initial resolution number one authorizing General obligation Bonds in an amount not to to exceed $1,900,000 be it resolved by the school board of the school district of Three Lakes Onida and Forest counties Wisconsin that there shall be issued pursuant to chapter 67 of the Wisconsin statutes General obligation Bonds in an amount
not to exceed $1,900,000 for the public purpose of paying the cost of a school building and facility improve Improvement project consisting of districtwide Renovations Capital Maintenance building infrastructure safety security and site improvements construction of additions at Sugar Camp Elementary School including for classrooms and a cafeteria SL multi-purpose room and acquisition of Furnishings fixtures and equipment for both District sites any questions or concerns okay if not I would take a motion not sure I'm the biggest fan of cafeteria SL multi-purpose just because we're we're part of the thing part of the part of this was to get a dedicated cafeteria I don't know if cafeteria SL Gatherings cafeteria SL I don't know multi-purpose makes it sound like it's going to be used for other school stuff like like our cafeteria currently is it's cafeteria in a
gym it's you know it's a multi-purpose thing I I mean I I might be nitpicking a little bit but that's what how it was coated on the next survey so that was the language that was used in the Nexus okay building proposal okay because part of the the kind of benefit was be able to use it as a community type room and and I get that I just want to make well I guess just to make it clear that multi-purpose does not mean other academic yes um does not mean other academic or other or other school type necessarily activities or or teaching areas it's and I did have this conversation um with both Alis and Buchanan from corals and Brady this afternoon and I followed up with a conversation with Rob Brown exactly that question
that more comment and um as I was told in both cases the language here where it says multi-purpose gives us the ability to be as flexible as we want it's when we go ahead and communicate with our public what this is actually going to look like because we have not done any designing there has been no designing implementation at this point we will we will farit that out the most important thing that we need to make sure is we have to live within the budget so that could look different but I think that's a very important Point Josh that we want to make clear because the classrooms and the the re um purposed other learning spaces that's part of this but this is reflecting on an addition too okay okay any other questions comments okay
I would take a motion I will make a motion to approve the initial resolution one authorizing General obligation Bonds in the amount not to exceed $1,900,000 second okay we have a motion on the floor by Mitch second by Michelle all those in favor of the motion signify by stating I I I opposed none heard motion carries any further next okay consider approval of the initial resolution number two authorizing General obligation Bonds in an amount not to exceed 2 million 700,000 be it resolved by the school board of the school district of Three Lakes Onida and Forest counties Wisconsin that there shall be issued pursuant to chapter 67 of the Wisconsin statutes General obligation Bonds in an amount not to exceed 2,700,000 for the public purpose of paying the cost cost of a school facility Improvement
project consisting of Athletic Facility and site improvements including for track replacement a concessions SLB building bleacher upgrades and parking lot expansion related accessibility updates safety and capital maintenance improvements and acquisition of Furnishings fixtures and equip equipment if there are no questions or concerns I would take a motion on resolution number two I'll make a motion to approve the initial resolution number two authorizing General obligation Bonds in an amount not to exceed $2,700,000 second okay we have a motion for resolution two by Stacy second by Michelle all those in favor of the motion signify by stating I I I I I opposed none heard motion carries okay next is to consider resolution providing for a referendum election on the questions of the approval of initial resolutions authorizing the issuance of General obligation Bonds in an amount
not to exceed 2,600,000 technical difficulty do you want this whole thing to uh we do not need to I will leave that up to you to decide um as the board president corls and Brady did say that we need the resolution to be approved based on what you just read the what follows after is um mostly the procedural if you feel it is a good idea to read through the procedural there's different um steps to it we can it is not necessary it will be posted in board decks it will be posted in our newspapers it will be um shared very many places if it is approved this is a formalized step to give us permission to bring this to the ballot on April 1 um I will go through I think at a minimum
we go through the language right regarding the monetary that is absolutely fine whereas the school board of the school district of Three Lakes Onida and Forest counties Wisconsin the district has heret for duly adopted resolutions entitled initial resolution number one authorizing General obligation Bonds in an amount not to exceed $1,900,000 and initial resolution number two authorizing General obligation Bonds in an amount not to exceed 2,700,000 collectively the initial resolutions and whereas the school board deems it to be desirable and in the best interest of the district to direct the district clerk to submit the initial resolutions to the electors for approval or rejection at the regularly scheduled election to be held on April 1st 2025 the following in the document identifies uh the layout um as follows first starting with the referendum election date being
April 1st 2025 um the notice second the notice to electors third identification of pulling places and hours four referendum election officials section five the official referendum ballot form section six canvas section seven which is the DPI notice good good if you would want to see what the official referendum ballot would look like that would be exhibit D in your information of course this will all be posted but that gives you an idea of what the layout would look like what in the resolution referendum resolution PDF if you're looking okay any questions by anyone present or on the board concerns okay um if someone is ready I would take a motion regarding the resolution providing for referendum right just for the community watching um for record I'm going to cover the two um questions specific uh
to the ballot uh so everyone is aware without having to dig through the document on board docks so the two questions that are being posed uh to the public are question number one shall the school district of Three Lakes Onida and Forest counties Wisconsin be authorized to issue pursuant to chapter 67 of the Wisconsin statutes General obligation Bonds in an amount not to exceed $1,900,000 again for the public purpose of paying the cost of a school building and facility Improvement project consisting of districtwide Renovations Capital Maintenance building infrastructure safety security and site improvements construction of additions at Sugar Camp Elementary School including for classrooms and cafeteria multi-purpose room and acquisition of Furnishings fixtures and equipment for both District sites again which is resolution number one for question two on the ballot it is read shall
the school district of Three Lakes Onida and Forest counties Wisconsin be authorized to issue pursuant to chapter 67 of the Wisconsin statutes General obligation Bonds in an amount not to exceed 2,700,000 for the public purpose of paying the cost of a school facility Improvement project consisting of Athletic Facility and site improvements including for track replacement a concessions SLB building bleacher upgrades and parking lot expansion related accessibility updates safety and capital maintenance improvements and acquisition of Furnishings fixtures and equipment the referendum election ballot will ask District electors to vote yes or no on the referendum election questions as set forth um just for further clarifications in the explanation a yes vote on question number one is a vote to approve the borrowing of18 , 900,000 by the school district of Three Lakes through the issuance of
General obligation bonds for the purpose of paying the cost again of a school building and facility Improvement project consisting of District rde Renovations Capital Maintenance building infrastructure safety security and sight improvements construction of additions at Sugar Camp Elementary School including for classrooms in a cafeteria SL multi-purpose room and acquisition of furniture fishings fixtures and equipment for both District sites again a no vote is a vote to deny the school district of Three Lakes the authority to borrow $18 million 900,000 through the issuance of General obligation bonds um further in the event of a majority of the El voting on question number one vote Yes the district will be authorized to undertake the school building and facility Improvement program described in question number one and borrow not in excess of $1,900,000 therefore if a majority vote
no on question number one set forth above the district will not be so authorized the same directions are replied in question number two a yes vote would approve the borrowing of 2,700,000 by the school district of Three Lakes through the issuance of General obligation bonds a no vote on question number two is a vote to deny the school district of Three Lakes the authority to borrow 2,700,000 through the issuance of General obligation Bonds in the event of a majority of the electors vote voting on question number two vote Yes the district will be authorized to undertake the school facility Improvement program described in question number two and borrow not an excess of 2,700,000 therefore if a majority vote no on question number two as set forth the district will not be so authorized Alid David
goes on to provide additional information regarding location and hours of polling place and further information to the electors regarding the election process and again I guess just to be very clear that the answer to number one does not have any bearing on the answer to number two that is absolutely correct yes to one and no to two or no to one and yes two or yes they absolutely stand alone [Music] MH and that is why the third question that is posed to you is to the amount of the combination of the two asks so that we can bring it to the voters at this time is there anyone ready to make a motion on the resolution I am ready to make a motion I'll make a motion for the resolution providing for a referendum election
on the questions of the approval of initial resolutions authorizing the issuance of General obligation Bonds in the amount not to exceed 2,600,000 second we have a motion on the floor by Mitch second by Stacy regarding considering a resolution regarding the referendum election all those in favor of the motion signify by stating I I I opposed none heard motion carries next we move on to consider approval for 7 to 12 students to participate in the youth risk behavior survey I have purposefully left this on the agenda um Mo gross from Onida County Health was going to be here and she had her baby several weeks early so she cannot be here this evening I do think it's a very important topic so I wanted to bring it to you that this is um on our radar
um Ryan Bach myself Mr Zeus Mr Updike and um Mrs Opel we all met with her and want to look at you know the potential of going to have our students take this survey and she's going to present information because we have a lot of flexibility in who our students are that take this and looking at the questions that they would be so I'm asking that you would um allow us to move it forward to next month's agenda where we can have some deep conversation about what the purposes and who it might impact just for clarification purposes it reads make a motion to allow 7 to 12 but just for clarification that is sth grade to 12th grade students 7 through 12 not 7 to 12 in some total it's grades 7 to 12 right
um for the taking of the youth risk behavior survey and we're not making a motion to to approve that we're making a motion to move it to the next move it to the next one yes is this the same survey we did last year we last year yes do you know what we had for turn on on that last year last year was more of a smaller focus group okay um I don't have that data in front of me the counselors with um but like I said there's a lot of flexibility within this and I want her to share with you because it could be 7th through 12th you could decide as a board that you want to look more at 9th through 12th and that's where we have to get a little bit more
this is still a part of the grant programming for Onida County for Community Services with regard um to substance abuse in particular areas that have been identified in this community as problems for our youth so part of the youth risk behavior is providing information in the school um to help supplement the data collection for that grant program absolutely y any questions on that Terry can take for next month and we're looking for February agenda okay is anyone willing to make a motion on the movement to the February agenda I'll make a motion to move the item consider approval for grade 7 through 12 students to particip in the youth risk behavior survey to be in February second we have a motion for movement by Stacy second by Josh all those in favor of the motion
signify by stating I I I opposed none heard motion carries good luck with a new baby yeah thank you I will pass that on to her I think s in like six or seven weeks doing well so next we move to consider approval to update honors study hall requirements Mr Zeus you're on con that for you all we have been when I say we uh this uh suggestion this idea was born in a um or brought up I should say at over dramatize it in a bluej table which is our teacher leader teacher communication group uh that I sit down with umbly regularly anyway um hey hey hey can we look at principal can we look at updating or maybe upgrading our qualifications criteria for what we term as honor study hall um it's been
a few months since the initial idea was was discussed at the blue J table um and and the reason why it's been a while is it took us a while to figure out where that criteria was listed determined um and and eventually through a lot of different uh several experienced staff members because this is not listed in our student handbook and I I I will it's already in my folder for addition or as we go through next summer for for considering updates of student handbook I think it should be in there um so it will be up for for your approval this summer to to be included in our student handbook the qualifications that we are currently living in with honors study hall criteria uh were were born as you can see on the uh
board in the boardroom on the 18th of February in 2015 so um it's been a while uh and and because it was a board uh item a board approved item we felt it necessary to bring it back to you for consideration if we're looking to change it again um anyway what we when I say we I mean uh the the blue jay table crew and I are are asking for is consideration to bump our honors uh study hall criteria uh academic criteria we don't we aren't the second page is an excerpt from uh 2014 2015 uh movement uh initiative the the school culture Improvement uh initiative that the the high school and Junior I were both a part of uh you see there some of the criteria for Honor study hall um and you see
where it got scratched from C's to a C+ the C+ is what was approved at the board meeting in 2015 uh I am suggesting we are suggesting that we change that to a b um rationale for that uh includes um I feel like we feel like if we're call it honors study call we should make it consistent with what honors uh in terms of Honor role means uh honors in in terms of the honor Ro that we've always had uh starts with a B uh that's a 3.0 GPA that's what gets you on the honor role okay so if we're if we're sticking with the term honors uh we we feel like a b is is is feasible it's certainly uh an upgrade from a C+ yes the ration now number one let let's be
consistent with what we call honors uh number two it occurs to me uh first of all guided study hall is staffed by a licensed uh educator every hour of the day and when I walk by honors study hall in the LMC and it's bubbling not every hour but some hours there are a lot of humans in there and I walk by the guidance study hall room and there's one kid in there I feel like we're our our our our resources could be a little better used in terms of academic support for kids who may need it does this set the bar higher for our students that they have to get a B to be an honor study hall than a C+ absolutely and I'm okay with that I'm okay with it I think kids in
general and Three Lakes High School is no different the higher you set the bar the more likely they'll reach it I I I I really believe that um so if we have students who and for some students it's not a bad deal to get a C+ they they they they might be working really hard to get that C+ um I I get it but in those cases I would love for that student during their study hall to have access to the teacher not that Mr Martin can't help them but the the the idea there is you want them in front of your content area experts if if possible um so I I I I just think the way we staff it right now that is it makes more sense to me lastly if this change
results in less students in honor study hall and more students in gu study hall that is not a bad thing for us Personnel wise either because we do have other work that we would like for Mr Martin to be working on during that time and and and that would certainly take us a step towards that direction of being able to utilize Mr Martin's uh skill sets in other ways as well uh as presiding over the honors tell you so um those are some of the the the rationale um Mr coach is on the blue J table if there something I'm missing that you would like to add you're certainly welcome to Mr coach but um we're thinking about doing this we would like to do this since it was a board approved item back in
0552015 bringing it to you now to see what you think if we can uh update that um that's I guess there's questions or concerns or comments certainly let them fly miss a are you willing to speak about this agenda item great timing to have a student here absolutely I guess so um so as someone who is in honor study hall for um four hours out of the day I think I have great insight as to what goes on in the library so there are definitely hours where I feel like I can focus more than others because there's more or less students in there and um because of that I know that there's students that like you don't know if they're going to be in honors in two weeks or if they will be in others
and those are the students that normally need to be pushed more and when I ask them um are you going to get your work done and they're like no I'm just not going to do it and I feel like that raising these requirements and raising the bar is probably going to have them like be motivated more and to push them more into doing their work and instead of like talking all study hall because I know that some people misinterpret honor study hall as um you can do whatever you want and you can just be on your phones because you're not allowed to in classrooms anymore and it's more so kind of like a privilege where you can work really hard and you can um get things done um on your own time and you kind
of have that responsibility so I definitely like this upgrade and I feel that um I don't know sometimes it can be a lot of people at one table and I find myself sometimes having to like move around because I can't really focus with like people talking and everything so do you think everyone of your fellow students are going to share your perspective on that that's not fair don't don't answer that objection no objection I knew the answer I appreciate that feedback adah though are you guys um Mr Zeus are you talking B average for are you talking B average or are you talking a b and every class be in every class be in every class yes thank you yeah that's the way it operates now yep I I see that I just wanted to
make sure that that's where you were going with it so and and looking ahead if and there there is no doubt that currently the fact that you can have your device uh your personal electronic device in honor study hall is a big draw to honor study hall um or or or maybe a bigger draw than what it used to be and so if we ever get to a spot where where there are a high spike in the number of kids who are getting bees or better wonderful we'll figure out a different physical space where we can have honor study all hosted in two places like that's win winter winter chicken dinner we have more students who are getting all be great great we'll figure that out when the time comes time I think he's great
I mean I kids here and one struggles the school and the other one is great and I think raising it to a b and your phone is the motivating factor my one child I think would be A+ student if she had access for fun I think it's a great idea I like the consistency too of if this is if honor starts with a B that's what honor study hall needs to recognize nice and it's not fair to students who are doing academically well to be distracted by students who are just squeaking by want to go play on their phone so I can appreciate students who are trying to Excel and get some stuff done there I kind of want to get away from the Seas get degrees mentality right you're really raising bar there usually
the kids are saying D's get degrees any other questions and just when did this start yeah uh I I I would think if it gets approved tonight there's enough turnaround where we can notify uh students and staff and time to put it in place for the first three-week grade check after the semester start for second semester of this year I feel like you have to prepare for some Fallout oh yeah yeah for sure but there'll be some crabby children expectations mine might be one of them my door's always open that's what happens a standard yeah it's getting raised maybe you have a no I just wanted to to clarify since it's not in the student handbook when the timeline would be because I understood that it would be second semester this year and then when
we have our annual handbook reviews coming up in the summer that will bring the language Infuse language into there for your consideration so does this go with a be at at each you know grading period so at at your like you say at your progress periods that's that's where that's registered from that's not changing that goes every three weeks we do gr checks okay grade and and discipline I should add but that's that's not proposing to change okay any other questions go ahead a um is there going to be like a notice like ahead of time for like is it like a 3 we notice okay we would notify head of the semester changing and then um again as we approach that three week grade check that just remember folks standard has risen a bit
okay just by chance do would you know roughly how many students that would impact depends on the hour uh probably six to eight in in any given in in a class in in the honor study hall where there's a full in the hours we have the full uh full herb physical space in those hours there might be six or eight in many hours there might be one or two there's no other questions or comments is anyone willing to make a motion I'll make a motion to approve the updated honors study hall requirements as presented second we have a motion by Josh second by Mitch all those in favor of the motion signify by stating I I I I opposed unheard motion carries thank you okay next we move to consider oh sorry next we move
on to consider approval of the new 2025 2026 course blue J Manufacturing all right very good you're up again yeah um I'm not going to talk a whole ton on this one uh except for I know that this a a a course with this similar intent was on the course description book probably preco y um and it had had gone away uh and I appreciate the fact that we're given another go around with a little bit different repurposed and reshaping this is along the same lines as programs or courses that are offered in a number of our neighboring schools that uh in in connecting with them and and in my experiences with them uh have gone very well um I'm I'm glad I I support this uh updated course in our Tech Technology and Engineering
Department for sure um Mr coach go ahead all right so um in the past and I don't know that ever actually ran was offered it was offered I don't know it ever actually ran it was before my time and then it just because of student requests and stuff it was never actually offered the first couple of years I was here so we end up just dropping out out of the course catalog um I think revamping things could change that um and we get kids um taking this I think it's a good opportunity um I think you probably got the course description there we would probably tweak it a little bit as Justin and I were talking before the board meeting we realized we want to kind of emphasize something as well in here that's not
in here so I'll go ahead and explain that um but basically this is an opportunity for kids to take the different skills that they've learned uh in the Fab Lab what we call digital manufacturing um in the wood shop in the metal shop um and then also graphic design and accounting and bringing it all together to basically run a business um we get a lot of requests from community members and local businesses uh to do various things using the Fab Lab equipment and the other um equipment that we have um to the point to where we are overwhelmed um a good chunk of the year um and of course we want to be able to help them um but it's tough of course we have our open Fab Lab nights and some people do come
in and utilize those some people are pretty good about uh learning the different software and equipment and others are kind of coming in going hey can you do this for me um so this would be a really good opportunity for the kids to take some of that on um and essentially running a business um so I've talked to Mr Busco uh he's on board to help on the accounting end of things this is something um that we would also need to work with Caleb on um as far as how to track money and and all of that as well um but it would be an opportunity for community members or local businesses or whoever um to come say hey I'm looking at making cage boards for Christmas presents this year um or we need some
signage for in our business or we're running an event and we need some signs for that or you know whatever it is um and they uh can say hey this is what we need and we can say yep we can do that this is the cost to you um and uh the kids would then produce those items um uh while as I said you know keeping track of money and accounting and all of that um ideally we would get students uh each year who uh have kind of different expertise uh someone in the wood shop someone in the metal shop people that can run different equipment maybe an account maybe someone that's kind of their overall focus is graphic design um things like that um and as well as when if we do have uh
low time where students can initiate their own projects and perhaps turn around and be able to sell those things um you know I know it's been brought up in the past bumper stickers and things like that um signs metal signs um what have you um just be a really I think good opportunity for them um and the part that I think really would be a little bit different than anything we've had is depending on how we do each year or each semester depending on how we break it up um potential for some profit sharing with the students themselves um this is something that I know Northland Pines uh has done and continues to do um uh with their uh class um the way I Envision it is obviously covering costs for the materials and stuff
like that and then essentially taking whatever profits we make above that some of that coming back to the school to help cover costs of replacing and maintaining equipment and things like that and and then the other part gets dispersed between you know those students that are part of the class really like this idea in fact it's uh I was really like it I actually had a thought of that on on my own actually it'd be neat to see and this would be a great way to meld into a possible next career path that the school could offer for or somebody who maybe isn't necessarily College Bound you know this would be a great way to show them kind of how to maneuver through this well if you look at something like Etsy why those people
I mean the cost of equipment has come down to the point aware um you know lower end stuff is definitely achievable for someone to purchase for their own you know Home garage whatever um and you see a lot of people pushing out you know lasered objects um 3D printed objects stuff like that and particularly something like the 3D printer um you know even if it's not something they're doing on their own that is a huge area right now um the time commitment and um cost to prototype things by sending it out and having someone make these prototypes and then sending it back to you versus printing it yourself in the shop is huge um I know we've got uh what are they what's the name of the they're making the cars here in town um
something 59 something like that I know um one of our students was actually working for them and uh modeling and 3D printing Parts um for them as they're working on their cars um you know different things for that um so that's something that I see as as being a benefit to the students who perhaps could take that to a career great way to push creativity as well make make kids think outside the box rather than coming and sitting in their desk Y and I I I think this fits in a piece of the puzzle that we're kind of missing right now because we have this as we all know uh in this room this uh great trades opportunity for our kids in in this Co-op we have arranged the opportunity with Northern Pines and on
many occasions as we're talking with kids about their schedule they want to do Building Trades is kind of a culminating experience for their uh the classes and the courses they've taken along their their Journey Through the high school they want to take that however because it takes a whole block it takes a whole sometimes it doesn't work in the schedule well in something like this perhaps maybe we can't do the Building Trades for that child that student but uh maybe this would fit because it's not going to take a whole afternoon block of several multiple class periods are tying up and and and yet still fuel the fire of creativity of their love to build of their experiences in any of the shops U uh that we have so U that's what I see as
far as like from will kids take this I think the answer is yes um because there there have been kids who couldn't take the Building Trades because of the time commitment it needed versus their academic classes they had to have so that's uh another positive of this particular opportunity I I I feel like would any of this occur off hours so say for in you talked about profit sharing with students would students have the option to make arrangements to use any of those um I mean I guess there's some potential opportunities obviously win time you know um it would be one um if they wanted to come in during uh you know our open Fab Lab hours that would be another um obviously using most of this equipment requires some supervision um you know kid
loses a thumb on a saw and no adults there we're going to be you know in trouble um but yeah I mean I see see some potential there um for for some you know other hours if a kid happens to be in honor study and he's working on a project you know whatever it may be you know he could probably come in and or she could come in and work on that and with our new science teacher we might have some more ility with a qualified supervisor available to staff at least for for sure for a bit yeah any other questions is anyone willing to make a motion I'll make a motion to approve the proposed course blue J manufacturing as presented second okay we have a motion by Stacy second by Michelle all those
in favor of the motion signify by stating I I I opposed none heard motion carries thank you Mr coach Mr Zeus next we move to consider designating the number of regular education and special education spaces available for open enrollment applications for the 2025 2026 school year this comes before the board every year in January and what we do is we look at our current seats available in both regular education and spe special education and then we have to have it brought to you for formal action designating the seats that are available um in reviewing our data and looking at where we are this year we have determine that we would be able to meet the needs of our regular education students for the 2025 2026 school year at all grade levels in both buildings from
that we also looked at our special education um program and looked at those seats uh what we found is that we are still running at approximately 177% population which is still well above the state average which is right around 10% um looking at our resources in that mostly being the people who provide the services and cover the needs of the students we do not feel that we have adequate educa uh special education space available for our students or additional students at either building at any of the grade levels so our recommendation would not be to accept new open enrolled special education students for the 2025 2026 school year Carrie did you want to share anything more regarding Special Ed I think that pretty much covers it it's just um we're really we're trying to meet
the needs of students you know by by providing other resources and trying different things before we we go to a special ed referral so we're really trying to give the students what they need um and right now as Terry mentioned we're still above the state average for percent of students in special education so we're really trying to focus on the students we have here and provide them with what they need at this point would it be fair to say that if you accepted additional special education open enrollment that it would take away services to our students here in the district that would be accurate correct yes and we would most likely I think almost would have to hire additional staff because we are even with the Staffing we have now spread quite thin to meet
the needs that we have they're heavily utilized in an area that's difficult yes to staff right any questions anyone ready to make a motion do you want them together or separate to separate motions so first regarding no it's um first with regular education you do one I do one I'll make a motion to accept non-resident open enrolled regular education student applications for the 26 school year as presented second okay we have a motion by Josh second by Michelle all those in favor of the motion signify by stating I I I I opposed none heard motion carries next we move on to to non-resident open enrolled special education students anyone ready to make a motion I'll make a motion to not accept non-resident open roll enroll special education student applications for the 2025 2026 school year
there is not adequate space available in the current program second second who it was a tie yeah Michelle da okay I i' like to say that cuz I don't know that's ever happened okay so we have a motion by MCH second by Michelle all those in favor of the motion signify by stating I I I opposed unheard motion carries no Mr coach might be able to he unlocked he just left oh banging on the other door um next we move to consider approval of the wrestling Cooperative renewal with Leona wo you've probably seen a few of these here in the last few months thank you sir thank you thank you have okay um what you see is uh this would be a request to renew an existing Co-op it's expiring uh we have to have
that in by February 1st uh for the 25 26 26 27 uh wrestling Seasons um this is a a situation where at current we have one wrestler uh and U Seth and John are both very much behind continuing with a co-op with the numbers that we currently have if you look at the bottom of the sheet um well W Leona wo would be we consider lead the lead or host School their numbers are at the bottom um it shows what they've got by year as far as participants and when you flip over to the third page you'll see uh I know I mentioned we have one wrestler if you look at the numbers as we get into the junior high and uh Upper Elementary numbers are looking pretty good um we've got 11 kids uh
in those levels right now um so I would tell you that you know there's good upcoming numbers the program looks pretty bright in the future but for now uh I don't think we're in any position to challenge uh you know not contining L Ono if we want to continue our program at the moment so um it's as simple as that there there's really there's no other angles to look at I I believe that we really need to continue on so any questions please ask but that's pretty straightforward is there also a a co-op in existence or have we ever had if there's um female students interested in wrestling we don't currently have any and we don't have any coming up so I haven't presented it as such but I I know Leona would definitely entertain
that should we have some you know moving forward and we can do interm co-ops like we have for hockey should that Rise um but now as of now we have no one that's you know expressed it interest to do that so I see it says cost split 50/50 I mean is that is that really how that goes or is it more of a percentage based on number of participants Michelle bore filled that that out as far as I'm concerned and maybe you could help me Terry I believe we pay per student I believe that's correct I have to check with that Caleb on that but she filled all that out and sent that in this is her she's the whole school she's required to set it up to start in so uh I believe we'
always paid per people or per student or participant so well 50 doesn't make sense with three schools either IOD but yeah I got that I can't account for that wording in there cuz I don't fill that out but I know that we've usually paid in all co-ops per per student participant so okay and it's a cheap Transportation piece too because we get to take the school Vans currently so that's a savings too as we move forward but the numbers we're seeing coming up that it could change pretty quickly have you talked to willo at all about like their numbers we have our Middle School numbers just looking at oh what's coming up I I have not um she just gave us what their numbers are currently but I can definitely do some some for that
and they're happy with the relationship yeah yeah they it's been real good for our kids um we just beat Lakeland the other night uh was like I can't I think like 36 to 18 or 56 I I don't remember what our end was but it was it was a bad deal for for l so Seth was pretty exciting I talked to yeah we're doing well Noah K Kate is our One race wrestler he's doing okay uh anyone willing to make a motion I'll make a motion to approve the wrestling Cooperative with Lino as present second we have a motion by stes second by Mitch all those in favor of the motion signify by stating I I oppos unheard motion carries next we move to Nexus facility study update um this is just a touch base
with you you've seen the work that has been done this past month based in the referendum language with uh corls and Brady and working with Nexus we are working again on a timeline Jen and I met with their PR gal today um and Rob Brown as well as Brian mly who's the project design manager who put it together for us as you've met him before um and started talking through some of the uh things that we want to get together for should the referendum be voted for an approval some of the branding what that would look like some of the messaging um I just want to reassure you that they're sharing ideas and then we're being very conscientious about what we want our voice to say in it and they've been very receptive to working
with us so Jen did you want to share anything else with that it's just going to get rolling really really fast yeah there's a lot to do in a very short time yeah videos are on the docket yep really quick you got this she does I'm excited so that's where we are at with that today okay thank you um next we move to school Forest Camp three update okay I have no update other than we have not um looked at accepting the the language that was uh offered to us by the plaintiffs at this point the hearing is scheduled for February 21st that hasn't changed we anticipate going forward with that um Mr St had said that he's in preparations good okay thank you for that okay next you get to hear me talk again
review and discuss WB resolutions for the 2025 delegate assembly um we mentioned this last meeting um with regard to review of the report of the membership um Terry did you have anything before time no I just I was able to look through them again um I feel comfortable with what is going forward I'll have a few comments you know should you want to hear a little bit more I think they're better than where they started originally with some of the language that was clarified and I think it's important that you know some of the things that did not make it and Alicia is going to talk about that so in your packet you have um the report to the membership um on the proposed resolution so um initially the policy and resolutions committee received 17
resolution proposals from Member boards throughout the state um by the September 1524 deadline for the delegate assembly um so instead of going through the 12 that are included in your packet um I'm going to go through the 17 um that were gone through um six were denied um by the policy and resolutions committee um the reason I wanted to cover those is because um those resolutions um can be brought to the delegation by a 2/3 majority vote so I wanted you to have knowledge of the the six that were denied um if they are to come to the delegate assembly some of them are a repeat um from last year um so basically I'm going to go through um each of the um submission um and I'll give you the resolution number um that's on
your document in front of you um so the first one was from Elmbrook regarding teacher pipeline this is associated with resolution 25-2 um identified as the pathway to lure for par of professionals this is similar to what was brought before the delegation previously regarding the pipeline um for professionals staff um it was a change that the committee reworked with an intent um it was approved the intent of the proposal into existing WB resolution 4.61 um referen teacher shortages and alternative ler Pathways uh just 4.61 isn't it not four 4.0 61 it says 4.61 okay here it just says 4.6 okay I don't know which one's right I don't so any questions or concerns reference this specific pathway I had a lot of concerns with it as it was originally proposed because um with the requirement
being put on our current teaching staff with the mandates of act 20 of the reading certifications of the educational component it it takes High skill set and when this originally came out it felt like if you have a par professional that you feel does a good job regardless of Education they could get a path to a license to teach by simply the district endorsing them and that raised a lot of concern the language is much better I can get behind this now I feel that the superintendent feel it's much stronger than the way it was originally presented so and based on the resolution they're looking at the control of that being on the district versus a recommendation from the state it's just opening up the option for the pathway for par professionals were they previously
discussed it for professional staff okay any feedback on that one or want to go into more detail okay um the next one is a proposal by Nina joint which was focused on staff mental health for improved retention rates it's identified in your packet as resolution 25- 07 for underst staff mental health which was Advanced by the committee again this resolution is focused on looking at mental health of Staff in the positive impact um as a direct positive impact on student outcomes um any considerations or concerns with this resolution so they're looking to how are they looking to fund this just says create legislation to fund Statewide mental health ini isues for district how are they so there is multiple resolutions that say a generic looking for the legislation to fund um and we going to
identify that in a is it from that exess that they have there's there is nothing in any of the documentation on where the funding actually comes from we can barely get enough funding to to operate schools I mean enough of them are under operational referendum as it is I I I don't know there needs to be a lot of clarification going on and what's going to if they're going to fund this I mean what's going to someone's going to have to take a hit in order to fund this I mean I get it I I I totally understand the reason and rationale behind this but I don't know it seems like it needs to be a school by school basis we we try and take care of our teachers and I don't know I don't
want to fund other schools who don't take that same feel BR it depends so at the state level there's a ton of legislation coming out on in all professions regard in the promotion of mental health um in the workplace it's been it's the topic of consideration um especially looking at teacher burnout when we look at the rates of professional staff that are leaving and the difficulties districts are having in getting this I think this is one initiative that they're looking at to attempt to avoid that teacher burnout and looking at things that they can be doing to improve um mental health for staff but there agreed not a lot of detail on where that money is coming from how that looks how it's implemented it's simply promoting the the funding and if this is just
and if I mean this could be taken to of you know does WB have permission to start looking down that path which if if that's the case that's absolutely fine any other feedback on that one okay um and if there is something that you look over do some more research on or have other feedback change your mind see they more than welcome to reach out this is the purpose to just get kind of an overview of the overall board um before going into that delegation um the next one is Nina joint consistent standards for Wisconsin public private and Charter Schools districts and local education agencies um this is connected to resolution 25-5 which is titled consistent standards across all Wisconsin schools um so this was approved and went forward uh but the committee reworked the
intent of the proposal in the continuation like to see that they're leveling the playing field or attempting to level the playing field I think this one's very important because when you start talking funding which is next it should be the same accountability to apply to everybody yes private schools should not have a no special set of rules but yet get similar funding if they don't meet the requirements or stands any other feedback and the next one we're looking at is came from Nina joint this is the first um resolution that was turned down um it was called parity of state aid Equalization formula to reduce funding Gap uh the explanation by wasb is that the committee turned down down this proposal noting that intent of the proposal was already covered under existing wasb resolutions such
as 2.03 which is equity and fairness 2.06 which is the school funding formula 2.44 which is the narrowing disparities in allowable Revenue under the revenue limits and 2.45 which was is the low revenue cealing and secondary cost cealing alignments so their intent was that the language that was provided forward by the uh School in the resolution um did not address anything additional that was not already covered in existing wasb approved resolutions um the school highlighted economic this was specific to Nina joint um concerns um over economic disadvantage um and participation eligibility in the national school lunch program um concerns over rising Rising Education costs um but mainly because the funding Gap is exists with districts that were locked into low spending per pupil eight amounts there's I don't know until I'm not and Terry maybe
you can help us out with this I'm not sure exactly what wsb's exact language is there as far as the funding formula but obviously the funding formula is out of whack so unless somebody needs to redo it not sure if this is asking for a that to be renovated or or redone or if it's just simply just saying such yeah I don't have a real good answer for you on this one um I do think that it almost is calling out the specific conditions of the the low spending schools that that caught in this whereas we know it's broken for I Won't Say all schools many more than what this maybe is pulling into the focus but you're going to hear it works for 85% so the other 15% us can figure it out I
think that's a I think that's a call your legislator [Music] issue they're very aware any talk further about addition additional funding concerns as well and other resolutions mhm um any other feedback on that one uh next is Nina joint again um public private Partnerships and expanded use of Title One funding for early childhood education public 3K and full day 4K um the committee approved this resolution in a modified version it is resolution 256 which is early childhood education funding and public private Partnerships um this is with regard to a pilot program for fully funded Public School 3K in full Day 4k for all Wisconsin children including those who are at risk of not being prepared for kindergarten 5K so socioeconomically disadvantaged participants in social support programs through direct certification as identified through early screenings direct
certification food distribution program on Indian reservations food share Head Start temporary assistance for needy families national school lunch program free and reduced lunch eligibility fer care foster children homeless families women infants and children communities blocks of poverty as identified geographically by the US Census track data earned income and child tax credit recipients and incarcerated primary caregivers I think we talked briefly about this previously in a former board meeting as well um but Partnerships between public school districts and other ferally funded programs I think it was a mistake to bring It Forward combining 4K and 3K I think there are two very different topics um Carrie you can I would agree with that add into that it doesn't pertain to us as much here but I'm very apprehensive when we start saying things especially like about
the 3K uh funding and then with Community part parterships when we don't know what their standards would be at those facilities compared to what the expectation would be imposed on public education we much more need to have the backing to fully support a full FTE for 4K education if we have kids going to school full-time in 4k they should be fully funded if they're only going part-time then you write it up as part time but to have the expectations and not reimburse when they are having a full day of services this is where the energy should have been spent I believe this is already at legislative level and being looked at very closely I fully agree 3K 3K should not be included in this I mean that's you know if the school wants to get
into to child care I mean that's that's what it you know preschool child care I mean that's that's what it is I don't know it's the minute you start in it it's just look reasonable any other feedback on that specific the next one was presented uh by stoen area it was amend existing resolution 3.83 which is treny it's identified in your packet as resolution 25-10 treny um this is the support of legislation which would clarify the responsibilities of school districts parents students courts and law enforcement agencies in the enforcement of treny laws with the goal of keeping students in school using evidencebased approaches that focus on families school and Community organizations um my only concern with this was taking that discretion out of the potentially out of the the district and the processes we used
in our community um and giving that a a blanket legislation um because our school district based on on size and scope is different than adjacent school districts um in facing TR Andy related issues um I just was concerned about the the balance of power and taking that away from the district and making a legislative idea I would agree with that my my concern too is that um if they're going to have the treny conversation it should really be looking at um the reasons why the treny is happening and take away the punitive approach to districts being you know DED because of a treny issue where you can't say it's because of mental health we have a plan we're working with the students it's still showing that you're not having that student in seed so I
think there's a lot to be said for local control and um again I'm very fearful when we start blanketing some of the things for the the public school district one many times it's stuff you can't control it's it's parents pulling their kids out for Vacations or or whatever else and I mean that like you say same same situation you just you can't you can't take that option away in reality the language is what we're doing right the language right the language there's just some intent right in the background that takes control right uh anything further on that one um the next one uh was a turn down this was stoen area amend existing resolution 3.04 um which is the achievement Gap um the resolution that was put forth um by the school was um the
WB supports local Schoolboard policy development investment and oversight in order to eliminate academic social and E emotional gaps for all students um rationale was many school districts continue to struggle to close an achievement Gap that has widened since the pandemic particularly for certain student populations a focus on narrowing the Gap requires targeted investment and broadening of support to address not only academic areas but also social and emotional gaps for children again this was turned down any feedback next Stoten um amend existing resolution 3.05 educational a objectives this is in your packet as resolution 25-9 educational objectives uh committee approved this resolution in a modified version which is located in your 25-9 this is supporting local initiatives that promote increased student academic achievement in key curricular areas to ensure college career and Workforce readiness in addition
to supporting the development of critical thinking and problem solving skills WB affirms Local School Board responsibility to establish student course offerings and credit requirements that support the education Mission as stated above s this one's pretty self-explanatory yeah not sure why it's pretty much the reason for school yeah um next we have Sten area again with amend existing resolution 5.11 education cabinet position um the committee turned down this proposed resolution noting that the proposal did not sufficiently change the intent or language of the resolution to Warrant consideration the committee stated that WB lobbyists could achieve the intent of the proposal without any changes um they looked the resolution was education cabinet position the WSB recognizes the importance of a national focus and concern about the quality of education in elementary and secondary schools WB therefore supports
the cabinet level department of education and the US Department of education's Mission to collect data and disseminate research Focus national attention on key educational is issues and prohibit discrimination and ensure equal access to educationally motivated change they're just they're just trying to they're just trying to make themselves look more useful that was one that was declined or that's one that's going forward this is one that's declined but it could go through as uh if it was a 23 majority I don't feel like it will I'd be against um really it's just justifying Federal programs so and I I don't think it fits in the WSB resolutions I don't think it's applicable at all um having to do with Federal Mission next was Sun Prairie um this one is in your packet at 2511 funding for
School Meal debt um this is to amend the existing resolution 6.18 which was identified as Neil shaming um so this is to add language or language consistent with the idea of feeding all kids the same meals no matter what and being reimbursed for the unpaid lunch balances at the end of the year um approved Language by the board the WB supports legislation that allocates money to reimburse districts for the cost of unpaid School Meal debt if they are feeding all kids without stigma this particular school was looking at a 50 to5 55,000 unpaid meal balance um at the end of the year um again looking at ensuring they're feeding all children and that the state providing that uh debt back to the district was a turn on one no this is this is which one
a resolution which one did that go to 25 sorry that's okay 2511 funding for School Meal debt but there's a catch you have to feed all your students in order to get the money back not just the lowincome ones or the ones that can't pay I mean it's an all or nothing isn't it well that's I think that's really the purpose because the the free and reduced mostly the free they're going to be reimbursed anyways right it's talking about the paying students that have lunch debt at the end which it is a burden on a lot of families and I feel remember our own report from Caleb back when we did annual meeting we run in the whole about $60,000 as a district this size that's why many districts have gone to during their annual
meeting they just make it part of their practice that everybody is funded out of the public monies now there there's two sides to that and probably many more but this is saying that it wouldn't be left to the district to transfer that money it would be paid for by state and the problem was is that students paying students were going through the lunch line and if they didn't have the appropriate amount of funds they weren't able to get lunch right so they were trying to avoid those situations where the school district was stopping a child from eating in school because they were a paying student that didn't have enough money on their account right and then that student would get like a PBJ or something yes yes and there was a day where that was
I mean where they would get just PR or something I remember that I like out of prison sad so the resolution is that essentially seeking funding if the district is feeding all if you are feeding all then you can approach getting reimbursed at the end of the school year for unpaid meal debt and again where is that money coming from It's Magic it'd be nice to know where the state state budget's at because I know that they are talking about or at least Wisconsin DPI is wanting to fund all meals 100% I mean it you know this one could be moved if that passes so I just like the idea of there not being a separation of the halves and the have knots where in this case the have knots are actually the kids getting
fed and it is a big budget expense even though we try to keep it very cost effective you know basically you're paying to break even but it we know the cost of foods and family budget and resources too and you have a few kids like some of you do can add up to a pretty big expense for families great and then we're putting the lunch cost back on the taxpayers when parents have a responsibility to feed their children and they're required to send their children to public school or some form of school but we're asking people on tight budgets already to provide more in taxes to pay for meals and there are more people that do not qualify then probably people would suspect it's not a real high threshold I mean it can be a
very very moderate income that people are still paying full amount to get meals unfortunately there's probably a good chunk of people who just don't want to fill out the paperwork so yeah we try to hit that very hard but yeah especially see at the older grade levels any other feedback on that one um next is another turn down resolution propose resolution this one was from Sun Prairie um it was an amendment to existing resolution 3.16 which is student assessment the committee turned on this proposed resolution noting that the intent of the proposal was already covered in existing WB resolution 3.10 subd sub3 which is titled student assessment um their proposed resolution was the WB supports the use of State fourth and eighth grade tests as one factor in determining the promotion of students into higher
grades if districts are also permitted to develop and consider other criteria and the weight to be given to each area um any questions on that it's redundant correct the language is already in an existing resolution there's a couple that got turned down for that specific and then there's a a couple that turned down seemingly to political contention uh next we have out of bit uh this is 251 in your resolution top one in your packet so this is a recommendation to take legislative action on the blue ribbon commission recommendations uh the committee approved this resolution in a modified version um the details are in um your packet um but it is WB essentially recommending um that the legislation take a look at the work that was done during the Blue Ribbon Commission on school funding
and begin to take action um on that funding um for those of you who are not familiar or haven't gone um and looked at the Blue Ribbon Commission on school funding uh huge priority um was on um the funding of uh special needs programming in equalizing that funding um in public schools um looking at um per pupil adjustment AIDS um Workforce shortage Early Child Hood um the the commission did um a series of 20 correct 20 recommendations to put forward to legislature and it is essentially just been sitting since its approval in 2019 wow so it's just looking at language that says they're prioritizing pushing it forward you all the meetings aren't like this you picked a good one e you can go you told her no I drove oh no sorry hey we only
have a few more okay anything on Blue Ribbon Terry no no um this next next resolution is a hyper contentious one um it is not your in yours it came up in the delegation last year um so it is titled um save women sports um the resolution that went forward was whereas the participation of biological males and female teams in K12 education has caused a large perception across the country of unfairness and female Sports competition um whereas Title 9 passed in 1972 by a large majority and signed into law was enacted to create more equality of opportunity for girls and women whereas the participation of biological males and female sports identifying as females has caused many female athletes to be pushed out of higher placements for awards and qualifications whereas many states in the United
States of America have enacted legislation to protect women's sports by barring biological males from playing on all female teams be it resolved that the Wisconsin Association of school boards supports legislation for our state government to prevent biological males from competing in all female sports this was presented in last year's delegation uh they attempted to bring it to a 2third majority it was denied on the floor um this year it went to committee uh the committee turned down this proposed resolution committee members noted that the proposed resolution May conflict with current wasb resolution 3 98 WIA autonomy which could open the door to further external attempts by legislature to regulate the internal affairs of the WIA on other topics other committee members did not believe that the wasb was the proper forum for these discussions considering
the WIA has a medical advisory committee to inform their policies and all member schools can vote to approve delete or amend the wia's internal eligibility policies if Thea membership believes a change in policy is needed um I read that in saying that the vote to bring it to 2/3 to the floor last year was very close I think this year there will be a fight to get this to the floor if anyone has any feedback always welcome to set it to WIA doesn't take very well to being told what to do I I get it but uh yeah it's an interest I mean it's who's yeah I guess the big question is who really does have the final say is it even if even if this goes I'm not sure the WIA is really how
how forced they are to acknowledge it in reality it goes to the legislature they can choose enough to take it forward as well really it's up to the state correct so their recommendation at the district was that the school boards support the legislation at the state government again if you do have feedback um I feel like this is this has been a point of contention um I think this is going to be the longest uh situation we have at the delegation um it really was last year um but will you please have a bag of popcorn in your bag that you pull out when this and just set it down on the counter um so again if you do have feedback um separate after research um I think the the big push is the the
volume of states that have started to look at uh specific leg legislation for this um it it's merely a recommendation by WB to the legislature it doesn't make any actual changes New London was excited they did get a resolution to pass in um which was re Revis School accountability practices in reference to district and school report cards this is on your packet as 25-8 titled accountability and school report card standards um this one maybe a little bit more of interest to us um so the details in what they put forward as the recommended resolution um look at revising current School accountability practices to report overall score grounded in student achievement report other factors and metrics such as attendance graduation rates Etc but exclude these from directly influencing the overall score Define GR bands that ensure
consistency and fairness across all districts such as K through 5 68 912 and eliminate calculated weighted average and Report out Raw results um be it further resolved that these revisions be implemented in a timely manner to enhance transparency Clarity and Effectiveness in assessing school performance across wiscons they're looking at the obscure obscure nature of what assessments are currently well being that we just talked about that last month I think we're in agreement with that I think it's um that pendulum had to shift again it's gotten so far to the Other Extreme that the other factors are weighing into what deems a school that is successful or not successful getting away from the results which I call the perform Performance Based was bound to come up um I think that should be the focus to determine
how your programming is doing yes there are other factors that have contribute but I think this again makes it a more fair accountability of what's actually happening across the board Statewide um next one is out of schellsburg it was a 1-cent sales tax proposal um this was turned down um it restates existing WB resolution 2.55 or could be 2.55 if they're adding zeros uh 1 cent sales tax for school infrastructure technology and tax relief um they further went to State because WB resolutions once adopted remain in force until they are either repealed or amended the committee saw no need for the delegate assembly to take up language identical to the existing resolution so any questions on that just redundant feels like this one's come around each year or some form of it uh next is
Kettle Marine this is in your packet is 25-4 titled decoupling public and private school funding um the committee approves this resolution in a modified version it is um the resolution WB supports the removal of mpcp rpcp wpcp and snsp and independent charter school funding from the state Equalization Aid formula the WB calls upon the governor and state legislature to enact legislation establishing separate GPR funding from educational Choice programs separate from the school aid formula and specifying that the state Equalization Aid in local property Texas are to be used for the education of public school students um so all of those acronyms are Wisconsin parent choice program Wisconsin independent Charter Schools um GPR is general purpose Revenue basically looking at separating any type of Charter or private school from the public I think this is an
important one I think it should be supported it is trying to at least somewhat address the movement of public education funds moving with the child to go to private education or other choices which is not what our public system is set up for and we will never have enough funding to support two separate school systems so this is very pertinent to us um they specifically identify Wisconsin taxpayers would be protected from additional property tax in increases if decoupling occurs as compared to the current funding system that would use further state aid reductions and higher property taxes to fund the program so they're just saying if the district goes and puts in another type of one of these other types of schools that they don't lose their funding I think it's more so focused on the
the schools that were mention like the Wisconsin parental Choice programs and stuff because right now there's a really strong movement that public dollars school with all school districts which are not public if we do with Charter School and three L School District it would be a public charter school so we would still be eligible for our funding um the the number that they estimated was 300 million reduce property taxes by 300 million just by decoupling the parent choice program in the Independent charer School so even in smaller districts Kettle Marine was specific just in their District alone the tax impact was 2.5 million a any questions or feedback on that one okay hey thanks for hanging out for this thing uh last but not least uh we have Milwaukee Public Schools uh it's titled um
in your packet 2503 early literacy assessment for English Learners um this proposal was Advanced um it was proposed that um English Learners um sorry required in state law be provided in an English learner students home language in accordance with current best practices an assessment and instruction for bilingual program students El students tested in English should not be labeled at risk without verification that the student also fails an early literacy test in their home language maybe not something that we come across constantly however it's looking at not automatically um looking at as as an English learner as an at risk student but ensuring that all of the testing is delivered in their their primary language language if they fail the English first no they're supposed to be this is saying that they would you're not basing
this on their reading ability or comprehension ability in the language that isn't their first language so yes the statute starts in English so the statute reads that um the instructions are first delivered in English and if they fail the initial test before they're identified as at risk they have to be afforded the opportunity to have all in there okay yep in their primary language or their first language even here we wouldn't do that we would test them in their language right Carrie this is what we've done yeah you have to assure that they're proficient in their language right the add-on is say somehow they got listed as at risk and that would not make sense so that does that is a solid resolution yeah it's giv the kid a fairshake um and it I think
really it boiled down to they were over assessing at risk students and then they referred to the statutory language which was in direct conflict with federal law so that's probably exactly it um okay any questions concerns again if there's any feedback you go back through the resolutions of the 12 that are going through the delegation and have an opinion want to provide it in private I'm more than welcome to do that sorry to the audience for having to do that with us uh next we move to WB correspondence and updates I include uh in your uh board docs that the day at the capital is coming up in March if you want information on that is March 12th and uh there's information on that it's an interesting day and you hear speakers I don't know
if there would be an interest if the board members would want to travel together and be there we could certainly set something up this is for you to read and consider um we haven't gone in three leges since I've been here I believe there has been we have a board meeting that day yeah we just changed it meeting never mind we will be there in spirit can we Zoom there you go and then the other one is there's a zoom back yeah right the school law conference is February 27th if you're interested in that it's at the osto resort in elart Lake um it does look like it would be interesting to both board members and and superintendence so there's information there as well okay thank you for the update uh next we have District
related positive happenings Mr Ria this is your one chance to talk come on I don't have any it's been really quiet so and we had the December one late after all our other stuff that I reported on so your I skating rings open no there you go sure there you I got two uh one Friday of last week our welding kids all students all went to niola um where they got to work with uh employees of trident and I believe it's Samuel pressure vessel is name of the company um so they got handson uh SK skill training with Professionals in the field working in the field uh and at the end of the day the individuals connected with Mr Wulan asked if they could have another session with our kids because they are seriously impressed
with their skill sets and uh it sounds as if it might be some nice little feet in the door for career opportunities with those two different employers so um it was a cool Cly erly worth the trip I I those sort of things are sometimes you well should we send all our kids out of school again on a Friday um but it in the end it's probably a good deal for for them to get that experience with um not just nickolay people uh but some professionals in the field so that was a good deal uh also hats off little tip of the hat to Mr Busco he coordinated organized invited uh it was it was a production that went on for about a month uh put together a panel of Collegiate student athletes of former
Blue Jays um six of them in this session and he's got five more in the hopper to invite for another session potentially as soon as may maybe get some kids thinking about their summer uh training and things like that but uh put together a panel of kids who are I kids call kids but they're adults for the most part um who are competing in their Collegiate uh sport of choice we had uh track and field we had volleyball we had softball soccer and football all represented in in the front of the the room and two two main goals for for we invited the audience I should say was every student athlete in high school and Junior High got invited to attend uh had a pretty good turnout um the kids shared it first of all
the the go goals were uh number one get our kids that are here dreaming uh if they want to dream that dream and fuel the dream if they already dreaming that dream of of of competing at a level past high school but more importantly and more uh certainly touching more of the the kids who were in the audience um shared with the group that 13 of the banners that are hanging in the gym conference Andor state level banners the six sitting in front there had something to do with those 13 so uh really tried to Foster some conversation about hey uh being or having successful High School experience doesn't necessarily just mean show up for the first day of practice right and then I think the kids that came back did a pretty nice job
of hammering some some some some of those things home suggestions for what got them to the spots they're in in in the sport and how that parlays with the academic world at the Collegiate level so uh pretty cool that there's kids six of them that were invited for this round and probably five or six for another round that are all right now on NCAA roster somewhere in this country that's Pretty stinking cool for school this side so that was a positive awesome I just have a couple um last Thursday we hosted the uh School uh spelling be uh congrats goes out to Olivia cotch Grace Manley and back a coach for placing one two and three and uh February 13th uh Three Lakes is now hosting this year's Regional B so we'll be doing that
right here in our Auditorium and hope that we get a good showing from our folks that that have qualified for that I think might have one coming uh the huge garage sale uh January 25th is going to be in the small gym um I know that numerous people like Mr dler my mom and a bunch of members have put out the word for everybody and we've already received numerous donations and um our drop off days are Tuesdays and Thursdays until that day comes around and um I don't know we're just excited because NHS isn't really known for doing a whole lot so this is definitely putting us out there for the community to get to know us and it's for good cause for the veterans memorial construction and everything so there is a lot of
excitement already there's a buzz out there so good job to you guys for putting this together I do have one we're in the works of planning the 4K open house which will be February 10th so more to come on that [Laughter] St a lot going in the elementary world lately two weeks of vacation since the last board meeting okay getting back in swing routines and testing oh yeah it's about it we're in our testing Windows lot lot of grade school kids a lot of grade school kids out for basketball right now I I can say that lot of uh we have uh you know the travel balls going but we also were able to implement a um more of a skills-based which has uh been great for the kids saw a great turnout through from
a lot of kids boys and girls so um I think it's definitely going to it was a needed needed step to um maybe rebuild a couple of programs a little bit um so we'll uh look to renovate a little bit and come back stronger next year so I guess from the grade school standpoint I'll cover you guys well Mr besco took a group of students for the finance and N college that was really cool see the kids boys especially dressing up that was a big deal man let me tell you I was the spear header on that ironing and taking pictures I mean let me tell you did he tie his own tie it was awesome what's that did he tie his own tie he well well CLI on zipper that was a big Conversation
Piece too Kirk's like just chew the zipper nobody's going to be home when he leave for school and then he's like Mr bus would help me Mom I'm like whatever you are do here's your choices take it we got you know zi her it's it's real there did pretty well actually I know it was impressive I thought that was a great group he put together four boys of yeah that was really I'm impressed that was was nice I think that's it okay uh if there's nothing else I will take a motion to adjourn motion to adjourn second I thought we were going to have hesitation there for a second all right we have a motion by Josh uh to adjourn second by Stacy all those in favor of the motion signify by stating I I
I opposed unheard motion cares thank you everyone
